The GRSP informal group on child restraint systems (CRS) finalised phase 1 of a new regulation for the homologation of CRS . This regulation is the subject of several discussions concerning the safety benefits and the advantages and disadvantages that certain specific points may bring. However, these discussions are sometimes not based on scientific facts and do not consider the whole package but only single items. Based on the experience of the CASPER partners in the fields of human behaviour, accident analysis, test procedures and biomechanics in the area of child safety, a consideration of the safety benefits of phase 1 of the new regulation and recommendations for phase 2 will be given.
Die Abschätzung des Reibwertpotentials ist aus fahrdynamischer Sicht von großer Bedeutung. Sowohl fahrzeugseitige Systeme als auch der Fahrer selbst können von einer verlässlichen Information über das derzeitige Gripniveau erheblich profitieren. Dazu wurde im Rahmen einer umfassenden Probandenstudie untersucht, inwiefern eine Information über den aktuellen Reibwert die Fahrweise beeinflusst und möglicherweise einen Sicherheitsgewinn darstellt. Die Ergebnisse dieser Studie zeigen, dass diejenigen Fahrer, die über eine Reibwertinformation verfügen ihre Fahrgeschwindigkeit und den Abstand zum vorausfahrenden Fahrzeug signifikant besser an feuchte und nasse Straßenzustände anpassen, als jene Fahrer, die über keine entsprechende Information verfügen.
Darüber hinaus wurde ein mathematisches Modell entwickelt, welches basierend auf früheren Forschungsarbeiten die Schätzung des Reibwerts insgesamt verbessert. Dabei wurde versucht insbesondere lokale Effekte wie beispielsweise die Vegetation und die Bebauung am Straßenrand sowie Brücken und Tunnel zu berücksichtigen. Die Ergebnisse dieser Rechnungen zeigen, dass eine relativ hohe Genauigkeit bei der Reibwertschätzung erreicht werden kann.
In ergänzenden Detailstudien wurde untersucht, welchen Einfluss die Abschattung durch Bäume einerseits und die Wärmeabstrahlung durch Häuser andererseits auf die Straßenoberflächentemperatur haben. Diese beeinflussen dann wiederum unmittelbar den Reibwert.
It is well known that most accidents with pedestrians are caused by the driver not being alert or misinterpreting the situation. For that reason advanced forward looking safety systems have a high potential to improve safety for this group of vulnerable road users. Active pedestrian protection systems combine reduction of impact speed by driver warning and/or autonomous braking with deployment of protective devices shortly before the imminent impact. According to the Euro NCAP roadmap the Autonomous Emergency Braking system tests for Pedestrians Protection will be set in force from 2016 onwards. Various projects and organisations in Europe are developing performance tests and assessment procedures as accompanying measures to the Euro NCAP initiative. To provide synthesised input to Euro NCAP so-called Harmonisation Platforms (HP-) have been established. Their main goal is to foster exchange of information on key subjects, thereby generating a clear overview of similarities and differences on the approaches chosen and, on that basis, recommend on future test procedures. In this paper activities of the Harmonisation Platform 2 on the development of Test Equipment are presented. For the testing targets that mimic humans different sensing technologies are required. A first set of specifications for pedestrian targets and the propulsion systems as collected by Harmonisation Platform 2 are presented together with a first evaluation for a number of available tools.
Thoracic injuries are one of the main causes of fatally and severely injured casualties in car crashes. Advances in restraint system technology and airbags may be needed to address this problem; however, the crash test dummies available today for studying these injuries have limitations that prevent them from being able to demonstrate the benefits of such innovations. THORAX-FP7 was a collaborative medium scale project under the European Seventh Framework. It focused on the mitigation and prevention of thoracic injuries through an improved understanding of the thoracic injury mechanisms and the implementation of this understanding in an updated design for the thorax-shoulder complex of the THOR dummy. The updated dummy should enable the design and evaluation of advanced restraint systems for a wide variety (gender, age and size) of car occupants. The hardware development involved five steps: 1) Identification of the dominant thoracic injury types from field data, 2) Specification of biomechanical requirements, 3) Identification of injury parameters and necessary instrumentation, 4) Dummy hardware development and 5) Evaluation of the demonstrator dummy. The activities resulted in the definition of new biofidelity and instrumentation requirements for an updated thorax-shoulder complex. Prototype versions were realised and implemented in three THOR dummies for biomechanical evaluation testing. This paper documents the hardware developments and biomechanical evaluation testing carried out.
Kamera-Monitor-Systeme (KMS) verwenden links und rechts in Höhe der Außenspiegel angebrachte Kameras, um die rückwärtige Verkehrssituation anstatt mit herkömmlichen Außenspiegeln auf einem oder mehreren in der Fahrzeugkabine angebrachten Monitoren zu beobachten. Ein Vorteil des KMS-Einsatzes soll in einer verbesserten Fahrzeugaerodynamik liegen, die mit einem potenziell geringeren Treibstoffverbrauch und niedrigeren Geräuschemissionen einhergeht. Ein weiterer Vorteil ist die Möglichkeit zur freien Platzierung der Monitore in der Fahrzeugkabine. Welche Positionierung dabei die angenehmste und gleichermaßen sicherste Umsetzung im Vergleich zum Außenspiegel darstellt, wurde im Rahmen dieser Erhebung in drei Teilstudien eruiert.
In den Teilstudien wurden insgesamt vier Monitorpositionen untersucht: links und rechts an der A-Säule, mittig im Fahrzeug vor der Mittelkonsole, vor dem Innenspiegel oder zentral vor dem Tachometer (Kombiinstrument). Dabei wurden die Kamerabilder entweder auf zwei separaten Monitoren jeweils von der linken und rechten Außenkamera oder beide Bilder auf einem Monitor fusioniert dargestellt. Unterschiede zwischen diesen Positionen und zum Außenspiegel hinsichtlich psychologischer Aspekte (z. B. der Belastung bei Nutzung des Systems) und objektiver Maße wie der Objekterkennungszeit wurden erhoben. Auch Gewöhnungseffekte bei wiederholter Fahrt sowie Distanz- und Geschwindigkeitseinschätzungen unter Verwendung des KMS wurden untersucht.
Es konnten wichtige Erkenntnisse insbesondere zur Positionierung der Monitore gewonnen werden. Die Darstellung der rückwärtigen Verkehrssituation im Kombiinstrument wurde von Seiten der Probanden favorisiert. Diese positive Bewertung wurde ebenfalls durch die erhobenen objektiven Daten gestützt. So konnte beispielsweise nur für diese Monitorposition eine dem Außenspiegel gleichwertige Objekterkennungszeit gemessen werden. Mit allen anderen Positionierungen waren die Probanden langsamer. Auf diesen Erkenntnissen basierend werden abschließend konkrete Handlungsempfehlungen ausgesprochen.
The off-set assessment procedure potentially contributes to the FIMCAR objectives to maintain the compartment strength and to assess load spreading in frontal collisions. Furthermore it provides the opportunity to assess the restraint system performance with different pulses if combined with a full-width assessment procedure in the frontal assessment approach. Originally it was expected that the PDB assessment procedure would be selected for the FIMCAR assessment approach. However, it was not possible to deliver a compatibility metric in time so that the current off-set procedure (ODB as used in UNECE R94) with some minor modifications was proposed for the FIMCAR Assessment Approach. Nevertheless the potential to assess load spreading, which appears not to be possible with any other assessed frontal impact assessment procedure was considered to be still high. Therefore the development work for the PDB assessment procedure did not stop with the decision not to select the PDB procedure. As a result of the decisions to use the current ODB and to further develop the PDB procedure, both are covered within this deliverable. The deliverable describes the off-set test procedure that will be recommended by FIMCAR consortium, this corresponds to the ODB test as it is specified in UN-ECE Regulation 94 (R94), i.e. EEVC deformable element with 40% overlap at a test speed of 56 km/h. In addition to the current R94 requirements, FIMCAR will recommend to introduce some structural requirements which will guarantee sufficiently strong occupant compartments by enforcing the stability of the forward occupant cell. With respect to the PDB assessment procedure a new metric, Digital Derivative in Y direction - DDY, was developed, described, analysed, and compared with other metrics. The DDY metric analyses the deformation gradients laterally across the PDB face. The more even the deformation, the lower the DDY values and the better the metric- result. In order analyse the different metrics, analysis of the existing PDB test results and the results of the performed simulation studies was performed. In addition, an assessment of artificial deformation profiles with the metrics took place. This analysis shows that there are still issues with the DDY metric but it appears that it is possible to solve them with future optimisations. For example the current metric assesses only the area within 60% of the half vehicle width. For vehicles that have the longitudinals further outboard, the metric is not effective. In addition to the metric development, practical issues of the PDB tests such as the definition of a scan procedure for the analysis of the deformation pattern including the validation of the scanning procedure by the analysis of 3 different scans at different locations of the same barrier were addressed. Furthermore the repeatability and reproducibility of the PDB was analysed. The barrier deformation readings seem to be sensitive with respect to the impact accuracy. In total, the deliverable is meant to define the FIMCAR off-set assessment procedure and to be a starting point for further development of the PDB assessment procedure.
Der nationale Objektkatalog für das Straßen- und Verkehrswesen (OKSTRA) und die DATEX II-Spezifikation auf europäischer Ebene sind zwei essentielle Standards für den homogenisierten Austausch von statischen und dynamischen Verkehrsdaten. Im Rahmen der Harmonisierung und Referenzierbarkeit beider Standards wurde ein Konzept für die Erzeugung eines ISO-konformen GML-Applikationsschema für DATEX II erstellt, in Anlehnung an das entsprechende Vorgehen bei OKSTRA zu GML. Dabei ist eine automatisierte Vorgehensweise für die Transformation des existierenden DATEX II-UML-Modells in ein ISO 19103-konformes Modell erarbeitet worden. Als Transformationsbasis diente die DATEX II-Version 3.0. Ausgehend von dem DATEX II-Plattform Independent Model (PIM) und dem entsprechenden DATEX II-UML-Profil – beide in Enterprise Architect verfügbar – bestand die erste Aufgabe darin, Regeln für eine Transformation in ein äquivalentes GML-Applikationsschema zu erstellen. Durch die Nutzung von Automatisierungs- und Codierungsfunktionen im Enterprise Architect ist es möglich, das komplette DATEX II-Datenmodell umzuwandeln. Um ein GML-Applikationsschema aus dem ursprünglichen PIM-Modell zu erstellen, war das Open-Source-Tool Shape Change, das sich über eine API mit Enterprise Architect (EA) verbindet, die erste Wahl. Im Zuge des Konzepts konnte allerdings Shape Change nicht ausreichend konfiguriert werden, um ein fehlerfreies Ergebnis generieren zu können. Als Alternative wurde letztendlich die eingebaute Funktionalität des Enterprise Architect verwendet. Durch den durchgängigen Einsatz des Enterprise Architect konnten reproduzierbare Ergebnisse und ein einfach zu handhabender Mechanismus erreicht werden, so dass jede Art eines zukünftigen DATEX II-Datenmodells einfach übertragen werden kann (auch Level-B-Erweiterungen). Als Ergebnis dieses Projekts ist ein Prototyp unter Nutzung der erarbeiteten Transformationslogik implementiert worden, der ein valides GML Applikationsschema für DATEX II darstellt. In einem abschließenden Schritt ist das abgeleitete GML Applikationsschema validiert worden, um eine ISO 19103 und ISO 19136-Konformität sicherzustellen. Im Ergebnis der prototypischen Implementierung ist aufgezeigt worden, dass eine Überführung des DATEX II-UML-Modells in ein GML-Applikationsschema möglich ist.
Zur Einhaltung der Partikelemissionsgrenzwerte für Kraftfahrzeuge im Rahmen der Typprüfung nach Europäischer Verordnung (EG) 715/2007 werden von den Fahrzeugherstellern Partikelfilter (Dieselpartikelfilter (DPF)/Ottopartikelfilter (engl. Gasoline Particulate Filter = GPF)) ins Abgassystem der Fahrzeuge verbaut. Spätestens bei Erreichen einer kritischen Rußmasse im Filter muss eine Regeneration eingeleitet werden. Die Regeneration erfolgt durch Abbrennen des im Filter eingelagerten Rußes. Der Kohlenstoffanteil der Partikel oxidiert hierbei mit Sauerstoff oberhalb von ca. 600 °C zu Kohlendioxid. Die Regenerationsstrategie der Fahrzeuge variiert. Grundsätzlich wird zwischen periodischer (aktiver) und kontinuierlicher (passiver) Regeneration unterschieden. Bei Dieselkraftfahrzeugen wird fast ausschließlich die periodische Regeneration eingesetzt, bei Fahrzeugen mit Benzinmotor die kontinuierliche Regeneration.
Ziel des Forschungsprojektes ist es, die Fahrzeugemissionen während einer Partikelfilterregeneration zu messen und hinsichtlich ihrer Veränderung gegenüber eines Fahrbetriebs ohne Regeneration zu bewerten. Dazu werden von drei Diesel- und zwei Benzinfahrzeugen die Partikelfilter beladen und im Anschluss daran eine Regeneration durchgeführt, bei der sowohl die festen als auch die gasförmigen Abgasemissionen gemessen werden. Die festen Bestandteile des Abgases werden im Nachgang auf ihre ehemischen Elemente untersucht.
Bei den drei Dieselkraftfahrzeugen erfolgt die Beladung des DPF bis ca. 80 % bei einer Straßenfahrt. Im Anschluss wird das Fahrzeug auf dem Rollenprüfstand installiert und die Messtechnik angeschlossen. Die Messung der Emissionen während der DPF-Regeneration erfolgt in einem konstanten Motorbetriebspunkt bei einer simulierten Fahrt mit 80 km/h in der Ebene.
Die Auswertung der festen Bestandteile des Abgases zeigt, dass die gemittelten Partikelanzahlwerte während und nach einer DPF-Regeneration von ca. 1E+07 #/s um drei Zehnerpotenzen auf 1E+10 #/s steigen. Bei der Analyse der Gaskomponenten fällt auf, dass insbesondere unmittelbar vor der Regeneration die Gaskomponenten CO, THC, NOx, NO, NO2, NH3 und CH4, einen deutlichen Peak aufweisen, welcher dann mit Beginn der Regeneration wieder absinkt. Der Beginn kurz vor der Regeneration ist der Zeitpunkt, in dem das Motorsteuergerät die Abgastemperatur anhebt. In diesem Umschaltpunkt der Motorparameter werden kurzzeitig die deutlich erhöhten Emissionen der genannten Gaskomponenten gemessen. Die Gaskomponenten, welche bei allen Diesel-Prüffahrzeugen während der Regeneration einen signifikanten Anstieg aufwiesen, sind CO, NO und NOx. Der NO- bzw. NOx-Wert erhöht sich während der Regeneration im Mittel um Faktor 67- bzw. 95 zum gewählten Referenzwert. Der NO2-Wert erhöht sich im Mittel um den Faktor 2,5, der THC-Wert um den Faktor 5 und der SO2-Wert ist um Faktor 4 erhöht. Im Vergleich zum Referenzwert sind die Messwerte von NH3 und CH4 während der Regeneration grundsätzlich höher und die N2O-Konzentration niedriger.
Die Beladung des GPF bei den beiden Prüffahrzeugen mit Benzinmotor wird durch wiederholte Kaltstarts bei -15 °C durchgeführt. Die passive Regeneration erfolgt auf dem Rollenprüfstand durch wechselnden Last- und Schubbetrieb. Im Lastbetrieb werden zunächst die erforderlichen Abgastemperaturen von über 600 °C erzeugt, um daran anschließend im Schubbetrieb den erforderlichen Sauerstoffüberschuss sicherzustellen und eine passive Regeneration kontrolliert herbeizuführen.
Die Auswertung der Änderung der Emissionen, welche durch die passive Regeneration an den GPF hervorgerufen werden, wird durch die Anforderung eines dynamischen Messablaufes, welcher in Zyklen bei konstanter Geschwindigkeit mit unterschiedlicher Lastaufbringung erfolgt, erschwert. Bei der Partikelanzahl ist kein eindeutiger Trend erkennbar. Während bei einem Prüffahrzeug kein signifikanter Unterschied zwischen Regeneration und leerem GPF gemessen wurde, sind die PN-Emissionen bei dem zweiten Prüffahrzeug während der Regeneration erhöht. Die Analysen der Verläufe der Abgaskomponenten zeigen, dass alle erhöhten Emissionen außer NH3, HCHO und zum Teil NO während der Aufbringung der Last und nicht während des Schubbetriebes und somit der passiven Regeneration anstiegen. Die Änderungen der Mittelwerte aus der Regeneration sind im Vergleich zum leeren Filter deutlich geringer als die beim DPF der Dieselfahrzeuge.
Die chemische Analyse der festen Bestandteile ergab bei beiden Fahrzeugtypen keine Auffälligkeiten. Der überwiegende Teil der festen Abgasbestandteile ist Kohlenstoff.
Die Messungen der Dieselkraftfahrzeuge zeigten eindeutige und reproduzierbare Ergebnisse. Hier konnten durch die aktive Regeneration, die Phasen; Beladung, Regeneration und Filterkuchenaufbau in einem konstanten Motorbetriebspunkt abgegrenzt und die Veränderungen der Emissionen untersucht werden. Die Analyse der Messungen der Fahrzeuge mit Benzinmotoren zeigten kein eindeutiges Ergebnis. Dies ist zum einen auf die passive Regeneration zurückzuführen, welche keinen konstanten Motorbetriebspunkt ermöglicht. Dadurch überlagern dynamische Einflüsse das Ergebnis. Zum andern ist, bedingt durch die Verbrennung und Abgasnachbehandlung, die Rußmasse in einem GPF deutlich geringer als in einem DPF. Dadurch wird während der Regeneration weniger Ruß verbrannt und die Veränderung der Schadstoffe fällt geringer aus.
Evaluation of the performance of competitive headforms as test tools for interior headform testing

The European Research Project APROSYS has evaluated the interior headform test procedure developed by EEVC WG 13, representing the head contact in the car during a lateral impact. One important aspect within this test procedure was the selection of an appropriate impactor. The WG13 procedure currently uses the Free Motion Headform as used within the FMVSS 201. The ACEA 3.5 kg headform used in Phase 1 of the European Directive and the future European Regulation on Pedestrian Protection is still discussed as a possible alternative. This paper reports work performed by the Federal Highway Research Institute (BASt) as a part of the APROSYS Task 1.1.3. The study compares the two headform impactors according to FMVSS and ACEA, in a series of basic tests in order to evaluate their sensitivity towards different impact angles, impact accuracy, the effect of differences to impactors of the same type and the effects of the repeatability and reproducibility of the test results. The test surface consisted of a steel tube covered with PU foam and PVC, representing the car interior to be tested. Despite of the higher mass of the FMH the HIC values of this impactor were generally lower than those of the ACEA headform. The FMH showed a higher repeatability of test results but a high sensitivity on the angle of roll, the spherical ACEA impactor performed better with regards to the reproducibility. In case of the ACEA impactor-, the angle of roll had no influence.
The European Enhanced Vehicle-safety Committee (EEVC) Working Group 13 for Side Impact Protection has been developing an Interior Headform Test Procedure to complement the full-scale Side Impact Test Procedure for Europe and for the proposed IHRA test procedures. In real world accidents interior head contacts with severe head injuries still occur, which are not always observed in standard side impact tests with dummies. Thus a means is needed to encourage further progress in head protection. At the 2003 ESV-Conference EEVC Working Group 13 reported the results on Interior Headform Testing. Further research has been performed since and the test procedure has been improved. This paper gives an overview of its latest status. The paper presents new aspects which are included in the latest test procedure and the research work leading to these enhancements. One topic of improvement is the definition of the Free Motion Headform (FMH) impactor alignment procedure to provide guidelines to minimize excessive headform chin contact and to minimize potential variability. Research activities have also been carried out on the definition of reasonable approach head angles to avoid unrealistic test conditions. Further considerations have been given to the evaluation of head airbags, their potential benefits and a means of ensuring protection for occupants regardless of seating position and sitting height. The paper presents the research activities that have been made since the last ESV Conference in 2003 and the final proposal of the EEVC Headform Test Procedure.
Die IVS-Referenzarchitektur für multimodale Reiseinformation konkretisiert das Rahmenwerk für Architekturen intelligenter Mobilitätsdienste (RAIM) für die IVS-Dienstekategorie multimodale Reiseinformation.
Multimodale Reiseinformationsdienste (MMRI) unterstützen Reisende bei der Planung ihrer Reise von A nach B durch einen Vergleich verschiedener Reiseoptionen unter Kombination verschiedener Beförderungsarten, Preise und folgender Verkehrsträger: Luftverkehr, Schienenverkehr, Straßenverkehr, Schiffsverkehr, Reisebusverkehr, öffentlicher Personenverkehr, bedarfsgesteuerter Verkehr, Fuß und Radverkehr. MMRI bieten dem Reisenden personalisierte Reisewege entsprechend spezifischer Reisepräferenzen an.
Zur Entwicklung der IVS-Referenzarchitektur wurde neben einer Bestandsaufnahme auch eine Analyse der bestehenden Ansätze zur Etablierung der multimodalen Reiseinformation durchgeführt. Die betrachteten Projekte und Initiativen sind hierbei EU Spirit, DELFI sowie die ÖV-IVS-Rahmenarchitektur. Darüber hinaus fand ein stetiger Austausch mit der VAO GmbH aus Österreich statt, die als assoziierter Partner an der Entstehung der IVS-Referenzarchitektur für multimodale Reiseinformation mitgewirkt haben.
Es gibt die Rollen Inhalteanbieter, Dienstbetreiber und Dienstanbieter mit den der jeweiligen Rolle zugeordneten typischen Aktivitäten zur Erzeugung des Wertschöpfungsbeitrags, den die Akteure leisten. Aktivitäten führen zur Erzeugung von Produkten, die als Informationsobjekte in der IVS-Wertschöpfungskette zwischen den Geschäftsprozessen weitergereicht werden. Hierbei wird von den Akteuren ein definiertes politisches (Einhaltung des Rechtsrahmens, der Verhaltensnormen und Gepflogenheiten), wirtschaftliches (Bereitstellung von Personal, Finanzierung und Controlling, Steuerung der eigenen Aktivitäten), und technisches Verhalten (Erfassung und Aufbereitung von Daten und Informationen, Erzeugung, Bereitstellung und Darstellung von IVS-Diensten) erwartet.
The project UR:BAN "Cognitive assistance (KA)" aims at developing future assistance systems providing improved performance in complex city traffic. New state-of-the-art panoramic sensor technologies now allow comprehensive monitoring and evaluation of the vehicle environment. In order to improve protection of vulnerable road users such as pedestrians and cyclists, a particular objective of UR:BAN is the evaluation and prediction of their behaviour and actions. The objective of subproject "WER" is development support by providing quantitative estimates of traffic collisions at the very start and predict potential in terms of optimized accident avoidance and reduction of injury severity. For this purpose an integrated computer simulation toolkit is being devised based on real world accidents (GIDAS as well as video documented accidents), allowing the prediction of potential effectiveness and future benefit of assistance systems in this accident scenario. Subsequently, this toolkit may be used for optimizing the design of implemented assistance systems for improved effectiveness.
Um die zukünftige Entwicklung von Fahrzeugen mit alternativem Antrieb in Deutschland verfolgen, analysieren und mögliche negative Auswirkungen auf die Verkehrssicherheit zeitnah identifizieren zu können, hat die Bundesanstalt für Straßenwesen (BASt) im Jahr 2010 die Einrichtung einer langfristigen Beobachtung des Fahrzeugmarktes und des Unfallgeschehens von Pkw mit alternativen Antriebsarten initiiert. Die Daten des vorliegenden Berichtes dokumentieren die Marktdurchdringung von Personenkraftwagen mit alternativen Antriebsarten und informieren über die Unfallbeteiligung von Fahrzeugen mit alternativem Antrieb bis 2011. Es hat sich gezeigt, dass Fahrzeuge mit Hybridantrieb nach wie vor ein starkes Marktwachstum aufweisen. Die Zuwachsrate ist nahezu auf dem gleichen hohen Niveau wie in den Vorjahren (ca. 28%, getypter Bestand). Bei den reinen Elektrofahrzeugen ist die Anzahl getypter Fahrzeuge sehr stark angestiegen, von 212 im Jahr 2010 auf 1880 im Jahr 2011. Der reale Bestand an Elektrofahrzeugen (inklusive ungetypter Fahrzeuge) hat sich demgegenüber von 2010 auf 2011 auf 4.541 Pkw verdoppelt. Dies deutet auf eine zunehmende Serienreife von Elektro-Kfz hin. Pkw mit alternativem Antrieb weisen 2011 (bis auf Gas) einen höheren Anteil an Unfällen innerorts auf als Pkw mit herkömmlichem Antrieb. Hybrid Fahrzeuge haben dabei eine erhöhte Beteiligungsquote innerorts von ca. 76%. Der relativ hohe Anteil von Innerortsunfällen von alternativ betriebenen Fahrzeugen ist vor allem vor dem Hintergrund der Nutzung der Fahrzeuge zu interpretieren.
Safety of light goods vehicles - findings from the German joint project of BASt, DEKRA, UDV and VDA

Light goods vehicles (LGVs) are an important part of the vehicle fleet, providing a vital component in the European transportation system. On the other hand, LGVs are in the focus of public discussion regarding road safety. In order to analyse the accident situation of LGVs in an objective manner, Federal Highway Research Institute (BASt), VDA, DEKRA and German Insurers Accident Research (UDV) launched a joint project. The aim of this project, which will be finished by mid of 2011, is to identify reasonable measures which will further improve the safety of LGVs. For the first time, these partners jointly together conducted a research project and put together their know-how in accident research. Analyses are based on real-life accident data from the GIDAS database, the Accident Database of UDV (UDB), the DEKRA database and national statistics. The findings deliver answers to questions within the arena of future legislative actions and consumer protection activities. The analyses of databases cover areas of primary and secondary safety of LGVs with a special focus on advanced driver assistance systems (ADAS), driver behaviour as well as partner and occupant protection. Key figures from national statistics are used to highlight hotspots of accidents of LGVs in Germany. Finally, the proposed countermeasures are assessed regarding their potential effectiveness. Amongst others, the results show that the accident situation of LGVs is very similar to that of passenger cars. Noteworthy variations could be found in collisions with pedestrians, at reversing and regarding accident causes. Occupant safety of LGVs is on a higher level compared to cars. Results indicate that seatbelt use is on a significantly lower level compared to cars. This leads to higher-than-average injury risk for unbelted LGV occupants. When it comes to partner protection, there are problems with compatibility at LGVs. For car occupants there is a very high injury risk when colliding with a LGV. It indicates that higher passive safety test standards for LGVs would be counterproductive if they further increase stiffness of LGVs. The analysis of LGV-pedestrian accidents shows that pedestrian kinematic differs significantly from car-pedestrian accidents. At this point, existing pedestrian related test standards developed for cars cannot be adopted to LGVs. When it comes to active safety, ESC proved its effectiveness once again. Beyond that, rear view cameras, advanced emergency braking systems and lane departure warning systems show a safety potential, too. In addition to any technical countermeasures previously discussed, the importance of the driver behavior and attitude regarding the accident risk was investigated. In order to develop successful actions it is important to understand the main target population. In the case of LGV especially the crafts business and smaller companies are the major contributors the safety issue.
Sowohl mit dem 3. Road Safety Action Programme der Europäischen Kommission als auch mit dem deutschen Verkehrssicherheitsprogramm werden die verkehrspolitischen Zielsetzungen zur Erhöhung der Verkehrssicherheit in Europa und Deutschland festgelegt. Hierbei muss die passive Fahrzeugsicherheit auch weiterhin eine bedeutende Rolle übernehmen. Es ist jedoch auch festzustellen, dass durch den zunehmenden Einsatz von Elektronik im Fahrzeug die klassischen Bereiche der aktiven und passiven Fahrzeugsicherheit mehr und mehr ineinander greifen. Der Fortschritt in der Elektronik ermöglicht eine Integration der Systeme der aktiven und passiven Sicherheit. Dadurch lässt sich die Fahrzeugsicherheit weiter steigern. Durch die Vernetzung der Systeme lassen sich sogar Kosten einsparen. Der europäische Regierungsausschuss EEVC (European Enhanced Vehicle-safety Committee), die Verbraucherschutzorganisation Euro NCAP (European New Car Assessment Programme) und die Europäische Kommission mit der eSafety Initiative haben diesen Trend erkannt und entsprechende Aktivitäten eingeleitet.
Teil 1 des vorliegenden Berichts nimmt zur Frage nach den Erfahrungen mit der (unbewehrten) Helmtragepflicht für Moped/Mokick-Benutzer Stellung. Dabei zeigen die Daten der amtlichen Straßenverkehrsunfallstatistik eine Verbesserung der Verletzungsschwerestruktur, dies allerdings auch schon in den Jahren der Erweiterung der Helmtragepflicht. In Teil 2 wird über das Helmtrageverhalten nach Einführung des Verwarnungsgeldes berichtet. Hier zeigte sich eine deutliche Verbesserung. In Teil 3 schließlich wird die Frage untersucht, ob sich aus der amtlichen Straßenverkehrsunfallstatistik eine überproportionale Beteiligung der jugendlichen Mofabenutzer am Unfallgeschehen nachweisen lässt. In den Jahren 1977 bis 1979 verunglückten insgesamt 87556 Mofabenutzer. Mehr als die Hälfte der Verunglückten war jünger als 18 Jahre; fast zwei Drittel war jünger als 21 Jahre. Nur knapp ein Viertel war 35 Jahre und älter.
The purpose of this paper is to review injuries found in real world lateral collisions and determine the mechanisms responsible for certain kinds of biomechanical failure. During the last years the distribution of deaths among the different types of accidents has changed. Lateral collisions now are the most frequent cause of fatal and other serious injuries. Every third accident is an impact from the side, while every second fatality is the result of a lateral accident. Just a few years ago this value was no higher than 30%. This is probably the result of increasing safety standards for frontal collisions (airbags, seatbelt usage, structural improvements of cars, etc.). Although the number of registered vehicles increased, the total amount of fatalities decreased during the same period. Thus it is now necessary to pay greater attention to the lateral accident situation in order to improve road safety and decrease the number of traffic injuries. Several European organisations had decided to launch the project SID2000, which was funded by the European Commission, with the intention of gathering more knowledge on injuries occurring in lateral accidents and the mechanisms that lead to such injuries. This should enable the group to define the requirements for a new side impact dummy (SID) to be designed. Within the same project the existing TNO-EUROSID 1 was enhanced by another group and the experience gained has now enabled allowed to design a better measuring device for side impacts. The data used for this contribution came from sources from all over Europe and had to be gathered in such a manner that as many accident parameters as possible were taken into account.
Die Anzahl von Informationsdisplays in Fahrzeugen nimmt ständig zu. Neben vielen positiven Aspekten gibt dieser Trend auch Anlass zur Befürchtung, dass die Aufmerksamkeit des Fahrers zu stark in Anspruch genommen und er von der eigentlichen Fahraufgabe abgelenkt wird. Um Sicherheitsrisiken zu vermeiden, ist eine unverzichtbare Auflage an solche Informationsdarstellungen, dass sie schnelle und sichere Informationsaufnahme sowie -verarbeitung gewährleisten und den Fahrer so gering wie möglich beanspruchen. Eine kritische Variable zur Bewertung stellt somit die Zeit dar, die benötigt wird, um solche Darstellungen richtig ablesen zu können. Die Okklusionsmethode bietet die Möglichkeit, sowohl die Geschwindigkeit der Informationsverarbeitung als auch deren Genauigkeit zu erfassen. Es wird entweder die Zeit gemessen, wie lange die Informationsdarstellungen betrachtet werden, oder es wird die Genauigkeit der Ablesung in Abhängigkeit von der Darbietungsdauer der Darstellung ermittelt. In einer Serie von 5 Experimenten wurde das Okklusionsverfahren als Bewertungsinstrument für das Design von einfachen Displays evaluiert. Die durchgeführten Experimente werden im Beitrag vorgestellt. Zusammenfassend stellt sich die Okklusionsmethode als geeignetes Instrument zur Bewertung von Informationsdarstellungen dar, da sie sowohl bei vorgegebenen Präsentationszeiten als auch bei selbstgewählten Betrachtungszeiten zwischen unterschiedlich komplexen Darstellungen zu trennen vermag. Zudem weisen die Ergebnisse darauf hin, dass die Okklusionsmethode auch geeignet ist, um Informationsdarstellungen zu trennen, welche die Wiederaufnahme einer Aufgabe nach einer Unterbrechung unterschiedlich schwer gestalten.
In the paper it is investigated to what extend one can extrapolate the detailed accident database GIDAS (German In-Depth Accident Study), with survey area Hanover and Dresden region, to accident behavior in other regions and countries within Europe and how such an extrapolation can be implemented and evaluated. Moreover, it is explored what extent of accident data for the target country is necessary for such an extrapolation and what can be done in situations with sparse and low accident information in a target region. It will be shown that a direct transfer of GIDAS injury outcomes to other regions does not lead to satisfactory results. But based on GIDAS and using statistical decision tree methods, an extrapolation methodology will be presented which allows for an adequate prediction of the distribution of injury severity in severe traffic accidents for European countries. The method consists essentially of a separation of accidents into well-described subgroups of accidents within which the accident severity distribution does not vary much over different regions. In contrast the distribution over the various subgroups of accidents typically is rather different between GIDAS and the target. For the separation into the subgroups meaningful accident parameters (like accident type, traffic environment, type of road etc.) have been selected. The developed methodology is applied to GIDAS data for the years 1999-2012 and is evaluated with police accident data for Sweden (2002 to 2012) and the United Kingdom (2004 to 2010). It is obtained that the extrapolation proposal has good to very good predictive power in the category of severe traffic accidents. Moreover, it is shown that iterative proportional fitting enables the developed extrapolation method to lead to a satisfactory extrapolation of accident outcomes even to target regions with sparse accident information. As an important potential application of the developed methodology the a priori extrapolation of effects of (future) safety systems, the operation of which can only be well assessed on the basis of very detailed GIDAS accident data, is presented. Based on the evaluation of the presented extrapolation method it will be shown that GIDAS very well represents severe accidents, i.e. accidents with at least one severely or fatally injured person involved, for other countries in Europe. The developed extrapolation method reaches its limits in cases for which only very little accident information is available for the target region.
The 2BeSafe project (2-Wheeler Behaviour and Safety) is a collaborative project (co financed by the European Commission) that aims to study the naturalistic behaviour of Powered-Two-Wheeler (PTW) riders in normal and critical riding situations. That includes the interaction between PTW riders and other road users and possible conflicts between them. One of the predominant causes of accidents involving PTWs is that PTWs are often overlooked by other road users. One task of the project lead by BASt therefore deals with possible improvements in conspicuity and the development of recommendations. Particularly using the findings of the studies on conflict situations, promising lighting arrangements to enhance conspicuity of PTWs during the day and at night are selected. An abstract recognizing pattern for PTWs is defined, enabling other road users (e.g. car drivers) to clearly identify riders. Lamps and outfit like lighting configurations of different colours, different helmet lights, reflect / luminescent clothing parts and retro-reflective markings are designed and manufactured. Then, the different solutions are tested in a laboratory setting using experimental motorcycles together with riders to which the equipment is fitted. As result a proposal for a uniform signal pattern or lamp configuration in the front of all motorcycles and riders will be outlined. The contribution first gives a short overview of the topics of the research project that deal with conflicts and their connection with poor conspicuity and then presents in detail the methods used in the activities concerning solutions for the improvement of conspicuity together with first results.
