25 Studien, bei denen gesunde Probanden eine Einmaldosis von 15 mg Diazepam erhielten und insgesamt 417 Leistungstests absolvierten, zeigten bei 38 Prozent der Tests signifikant schlechtere Ergebnisse. 10 Stunden nach der Einnahme fanden sich keine verschlechterten Ergebnisse mehr, die Leistungseinbußen konzentrierten sich auf die ersten vier Stunden nach Applikation. Ab der 5. Stunde liegt der Prozentsatz der Einschränkungen unter der 20-Prozent-Marke. Entsprechende Versuche mit 10 weiteren Benzodiazepinen machten deutlich, dass sich die Hypothese von zwei Gruppen von Benzodiazepinen formulieren lässt. Bei der einen Gruppe (typischer Vertreter: Diazepam) ergeben sich leicht ausgeglichene Leistungskurven in Abhängigkeit von der Dosis. Ein Vertreter der 2. Gruppe (Nitrazepam) bewirkte bei doppelter Dosis nicht nur einen deutlich höheren Prozentsatz signifikant schlechterer Testergebnisse, sondern auch die Zeit relevanter Einschränkungen war deutlich verlängert.
Im Auftrag der Bundesanstalt für Straßenwesen wurde an der Augenklinik der Universität München eine Studie durchgeführt, um den Zusammenhang zwischen Unfallhäufigkeit und Störungen des Sehvermögens zu eruieren. Im vorliegenden Beitrag werden das methodische Vorgehen sowie ausgewählte Ergebnisse dargestellt und interpretiert.
Bewertung der Fahrzeug-Fußraumintrusionen beim Offset Frontaltest gegen das Verformungselement

In den Tests nach dem neuen Frontaltestverfahren (Entwürfe ECE R.94 sowie Richtlinie 96/79/EG und Ergänzung zu RL 70/156/EWG) entstehen hohe Verformungen der Fußräume der Versuchsfahrzeuge. Die Bewertung der Gefährdung der Insassen durch Intrusion, vorwiegend der Spritzwand begleitet von heftigen Bewegungen der Pedale, soll durch am Dummy zu messende Schutzkriterien erfolgen. Es ist vorgesehen, an den Dummies die Verschiebung des Schienbeins gegen das Knie, die Längskraft im Unterschenkel und den sogenannten Tibia Index zu messen. Um dieses zu ermöglichen, mussten an den vorhandenen Dummy-Unterschenkeln konstruktive Änderungen vorgenommen werden. Über die Herleitung der Schutzkriterien, Fragen bei der Anwendung dieser Kriterien sowie die technischen Einzelheiten und die Zertifizierung der neuen Dummy-Unterschenkel, welche die erforderlichen Messungen erlauben, wird berichtet.
Es wird der Frage nachgegangen, mit welchen statistischen Verfahren der simultane Vergleich mehrerer Messwerte verschiedener Testverfahren vorgenommen werden kann. Hierzu werden vier Methoden vorgestellt: der multiple Vergleich, die ANOVA-Varianzanalyse, die Methode der multiplen Endpoints sowie die Akkumulationsstatistik. Die Demonstration erfolgt an den Merkmalen periphere Wahrnehmung, Daueraufmerksamkeit, Tachistoskop, Tracking und mittlere Entscheidungszeit. Untersucht wurden 2 mal 13 Probanden (Methadon- und Kontrollgruppe). Es zeigte sich, dass die Akkumulationsstatistik eine optimale, für die Thematik äquivalente Bewertung für mehrere simultan gemessene fahrrelevante Leistungen darstellt. Voraussetzung für den Einsatz ist allerdings, dass die Verkehrswissenschaften sich über Art, Umfang und Gewichtung der verschiedenen Komponenten der fahrrelevanten Leistungen einig sind.
Es wird über ein verbessertes Rückhaltesystem für Rollstuhlfahrer berichtet, die in Behindertentransportwagen befördert werden. Es besteht aus zwei Einzelsystemen, dem Personenrückhaltesystem und dem Rollstuhlrückhaltesystem. Basierend auf Ergebnissen von Aufprallversuchen mit handelsüblichen Rückhaltesystemen konnte ein Adaptersystem entwickelt werden, das der Aufnahme der Gurtbefestigungen für den Dreipunktgurt des Personenrückhaltesystems und der Befestigungen der Gurtzungen für die hinteren Rollstuhlabspannungen dient. Aufgrund eines gemeinsamen Befestigungspunktes wird gewährleistet, dass Rollstuhl- und Personenrückhaltesystem kombiniert wirken. Besonders im Becken- und Schulterbereich wird ein korrekter Gurtverlauf erreicht. Derzeit wird die DIN 75078 (Behindertentransportwagen) Teil 2 von der Bundesanstalt für Straßenwesen mit dem Ziel überarbeitet, das Rückhaltesystem zur Sicherung von Rollstuhlnutzern zu beschreiben.
Nach Aussonderung wegen Nichterfüllens der Eingangskriterien wurden die restlichen 16 Methadon-substituierten Patienten sechs Leistungstests unterzogen (Einhalten der Fahrspur, Entscheidungs- und Reaktionsverhalten, tachistoskopischer Auffassungstest, Daueraufmerksamkeit, periphere Wahrnehmung und reaktive Belastbarkeit) und die Ergebnisse mit denen einer früheren Untersuchung verglichen. Die aktuelle Patientengruppe zeigte weniger Bremsungen und weniger Beschleunigungen, beim Entscheidungs- und Reaktionsverhalten wies sie eine signifikant höhere Anzahl von Reaktionsfehlern auf. Ansonsten wurden nur noch Unterschiede bei der reaktiven Belastbarkeit gefunden, hier schnitt die aktuelle Gruppe ebenfalls schlechter ab als die frühere. Zusammenfassend ist festzustellen, dass zwar die meisten mit Methadon substituierten Patienten schlechtere Ergebnisse erreichen als Normalprobanden, dass jedoch einzelne Patienten den Normalprobanden vergleichbare Leistungen erbringen. Insofern hat sich die auch im Gutachten Krankheit und Kraftverkehr niedergeschlagene Auffassung bestätigt, dass unter bestimmten Voraussetzungen zumindest einzelnen Substituierten die Fahreignung zugesprochen werden kann.
Verschiedene Untersuchungen belegen, dass sich im Durchschnitt die verkehrsrelevanten Fähigkeiten von Schmerzpatienten unter dem Einfluss einer Langzeitopioidtherapie verschlechtern, dass es jedoch auch Patienten gibt, die im Normbereich liegende Ergebnisse erzielen. Hieraus wird der Schluss gezogen, dass eine individuelle Beurteilung der Fahrtauglichkeit erfolgen sollte. Während der Einstellungsphase besteht nach Expertenansicht absolute Fahruntüchtigkeit, ebenso bei größerer Dosisänderung und wechselnden Therapieverläufen. Nach einschlägigen Erfahrungen zeigen opioidpflichtige Patienten ein ähnlich risikovermeidendes Verhalten wie ältere Verkehrsteilnehmer. Eine Pilotstudie, der Interviews an vier Kliniken zugrundelagen, erbrachte unter anderem folgende Ergebnisse: Alle befragten Therapeuten richten die Schmerztherapie nach dem WHO Stufenschema aus, ab Stufe 2 werden Opioide in die Behandlung einbezogen. Kombinationen mit anderen Medikamenten sind häufig. Es überrascht die geringe Anzahl von autofahrenden opioidpflichtigen Patienten. Unfälle von diesen Patienten waren den befragten Schmerztherapeuten nicht bekannt. Befürwortet wird die bei der nächsten Änderung des Paragraphen 24 a Straßenverkehrsgesetz, die das Führen von Kraftfahrzeugen unter Drogeneinfluss als Ordnungswidrigkeitentatbestand vorsieht, geplante Ausnahmeregelung für therapeutisch genutzte Arzneimittel.
Es wird über ein Schulungsprogramm referiert, das von einer Expertengruppe entwickelt wurde und der Entdeckung von unter Drogen stehenden Kraftfahrern durch Polizeibeamte dient. Die Expertengruppe setzte sich aus Verkehrs- und Rechtsmedizinern, Toxikologen, Ärzten, Juristen und Polizeischulungsbeamten zusammen. Die Verbreitung des Schulungsprogramms wird über Multiplikatorenseminare und Praxisseminare erfolgen. Inhalte des Schulungsprogramms sind Epidemiologie, Rechtsfragen, Drogenwirkungen, Stoffkunde, Verdachtsgewinnung und Beweissicherung. Die Expertengruppe konzipierte einen Protokollbogen für polizeiliche Beobachtungen, die viele Punkte aus den bereits vorhandenen Protokollen zur Feststellung von Trunkenheitsfahrten enthalten. Zusätzlich sind Beobachtungen der Augenbindehäute, des Durchmessers und der Reaktion der Pupillen aufgeführt. Außerdem wird nach Änderungen des Verhaltens während der polizeilichen Maßnahme gefragt. In den Multiplikatorenseminaren geht es um die Ausbildung der Dozenten, die das gewonnene Wissen in Praxisseminaren an Kollegen weitergeben. Es wurden bereits Pilotveranstaltungen durchgeführt.
A methodology to derive precision requirements for automatic emergency braking (AEB) test procedures

AEB Systems are becoming important to increase traffic safety. Test procedures in testing for consumer information, manufacturer self-certification and technical regulations are used to ensure a certain minimum performance of these systems. Consequently, test robustness, test efficiency and finally test cost become increasingly important. The key driver for testing effort and test costs is the required repeatable accuracy in a test design - the higher the accuracy, the higher effort and test costs. On the other hand, the performance of active safety systems depends on time discretization in the environment perception and other sub-systems: for instance, typical sensors supply information with a cycle time of 50 - 150 ms. Time discretization results in an inherent spread of system performance, even if the test conditions are perfectly equal. The proposed paper shows a methodology to derive requirements for a test setup (e.g. test repeats, use of driving robots, ...) as function of AEB system generation and rating method (e.g. Euro NCAP points awarded, pass/fail, ...). While the methodology itself is applicable to AEB pedestrian and AEB Car-Car scenarios, due to the lack of sufficient test data for AEB Car-Car, the focus of this paper is on AEB pedestrian scenarios. A simulation model for the performance of AEB Pedestrian systems allows for the systematic variation of the discretization time as well as test condition accuracy. This model is calibrated with test results of 4 production vehicles for AEB Pedestrian, all fully tested by BASt according to current Euro NCAP test protocols. Selected parameters to observe the accuracy of the test setup in case of pedestrian AEB is the calculated impact position of pedestrian on the vehicle front (as if no braking would have occurred), and the test vehicle speed accuracy. These variable was shown in real tests to be repeatable in the range of ± 5 cm and ± 0,25 km/h, respectively, with a fully robotized state of the art test setup. The sensitivity of AEB performance (measured in achieved speed reduction as well as overall rating result according to current Euro NCAP rating methods) towards discretization and the sensitivity of performance towards test accuracy then is compared to identify economic yet robust test concepts. These comparisons show that the available repeatability accuracy of current test setups is more than sufficient for today's AEB system capabilities. Time discretization problems dominate the performance spread especially in test scenarios with a limited pedestrian dummy reveal time (e.g. child behind obstruction, running adult scenarios with low car speeds). This would allow to increase test tolerances to decrease test cost. A methodology which allows to derive the required tolerances in active safety tests might be valuable especially for NCAPs of emerging countries that do not have the necessary equipment (e.g. driving robots, positioning units) available for the full-scale and high tolerance EuroNCAP active safety procedures yet still want to rate active safety systems, thus improving the global safety.
Accidents between right turning trucks and straight riding cyclists often show massive consequences. Accident severity is much higher than in other accidents. The situation is critical especially due to the fact that, in spite of the six mirrors that are mandatory for ensuring a minimum field of sight for the truck drivers, cyclists in some situations cannot be seen or are not seen by the driver. Either the cyclist is overlooked or is in a blind spot area that results from the turning manoeuvre of the truck and its articulation if it is a truck trailer or truck semitrailer combination. At present driver assistance systems are discussed that can support the driver in the turning situation by giving a warning when cyclists are riding parallel to the truck just before or in the turning manoeuvre. Such systems would generally bear a high potential to avoid accidents of right turning trucks and cyclists no matter if they ride on the road or on a parallel bicycle path. However, performance requirements for such turning assist systems or even test procedures do not exist yet. This paper describes the development of a testing method and requirements for turning assist systems for trucks. The starting point of each development of test procedures is an analysis of accident data. A general study of accident figures determines the size of the problem. In-depth accident data is evaluated case by case in order to find out which are representative critical situations. These findings serve to determine characteristic parameters (e.g. boundary conditions, trajectories of truck and cyclist, speeds during the critical situation, impact points). Based on these parameters and technical feasibility by current sensor and actuator technology, representative test scenarios and pass/fail-criteria are defined. The outcome of the study is an overview of the accident situation between right turning trucks and straight driving cyclists in Germany as well as a corresponding test procedure for driver assistance systems that at this first stage will be informing or warning the driver. This test procedure is meant to be the basis for an international discussion on introducing turning assist systems in vehicle regulations.
In the paper it is investigated to what extend one can extrapolate the detailed accident database GIDAS (German In-Depth Accident Study), with survey area Hanover and Dresden region, to accident behavior in other regions and countries within Europe and how such an extrapolation can be implemented and evaluated. Moreover, it is explored what extent of accident data for the target country is necessary for such an extrapolation and what can be done in situations with sparse and low accident information in a target region. It will be shown that a direct transfer of GIDAS injury outcomes to other regions does not lead to satisfactory results. But based on GIDAS and using statistical decision tree methods, an extrapolation methodology will be presented which allows for an adequate prediction of the distribution of injury severity in severe traffic accidents for European countries. The method consists essentially of a separation of accidents into well-described subgroups of accidents within which the accident severity distribution does not vary much over different regions. In contrast the distribution over the various subgroups of accidents typically is rather different between GIDAS and the target. For the separation into the subgroups meaningful accident parameters (like accident type, traffic environment, type of road etc.) have been selected. The developed methodology is applied to GIDAS data for the years 1999-2012 and is evaluated with police accident data for Sweden (2002 to 2012) and the United Kingdom (2004 to 2010). It is obtained that the extrapolation proposal has good to very good predictive power in the category of severe traffic accidents. Moreover, it is shown that iterative proportional fitting enables the developed extrapolation method to lead to a satisfactory extrapolation of accident outcomes even to target regions with sparse accident information. As an important potential application of the developed methodology the a priori extrapolation of effects of (future) safety systems, the operation of which can only be well assessed on the basis of very detailed GIDAS accident data, is presented. Based on the evaluation of the presented extrapolation method it will be shown that GIDAS very well represents severe accidents, i.e. accidents with at least one severely or fatally injured person involved, for other countries in Europe. The developed extrapolation method reaches its limits in cases for which only very little accident information is available for the target region.
Euro NCAP will start to test pedestrian Automatic Emergency Braking Systems (AEB) from 2016 on. Test procedures for these tests had been developed by and discussed between the AsPeCSS project and other initiatives (e.g. the AEB group with Thatcham Research from the UK). This paper gives an overview on the development process from the AsPeCSS side, summarizes the current test and assessment procedures as of March 2015 and shows test and assessment results of five cars that had been tested by BASt for AsPeCSS and the respective manufacturer. The test and assessment methodology seems appropriate to rate the performance of different vehicles. The best test result - still one year ahead of the test implementation - is around 80%, while the worst rating result is around 10%. Other vehicles are between these boundaries.
The EVERSAFE project addressed many safety issues for electric vehicles including the crash and post-crash safety. The project reviewed the market shares of full electric and hybrid vehicles, latest road traffic accident data involving severely damaged electric vehicles in Europe, and identified critical scenarios that may be particular for electric vehicles. Also, recent results from international research on the safety of electric vehicles were included in this paper such as results from performed experimental abuse cell and vehicle crash tests (incl. non-standardized tests with the Mitsubishi i-MiEV and the BMW i3), from discussions in the UN IG REESS and the GTR EVS as well as guidelines (handling procedures) for fire brigades from Germany, Sweden and the United States of America. Potential hazards that might arise from damaged electric vehicles after severe traffic accidents are an emerging issue for modern vehicles and were summarized from the perspective of different national approaches and discussed from the practical view of fire fighters. Recent rescue guidelines were reviewed and used as the basis for a newly developed rescue procedure. The paper gives recommendations in particular towards fire fighters, but also to vehicle manufacturers and first-aiders.
Since the beginning of the testing activities related to passive pedestrian safety, the width of the test area being assessed regarding its protection level for the lower extremities of vulnerable road users has been determined by geometrical measurements at the outer contour of the vehicle. During the past years, the trend of a decreased width of the lower extremity test and assessment area realized by special features of the outer vehicle frontend design could be observed. This study discusses different possibilities for counteracting this development and thus finding a robust definition for this area including all structures with high injury risk for the lower extremities of vulnerable road users in the event of a collision with a motor vehicle. While Euro NCAP is addressing the described problem by defining a test area under consideration of the stiff structures underneath the bumper fascia, a detailed study was carried out on behalf of the European Commission, aiming at a robust, worldwide harmonized definition of the bumper test area for legislation, taking into account the specific requirements of different certification procedures of the contracting parties of the UN/ECE agreements from 1958 and 1998. This paper details the work undertaken by BASt, also serving as a contribution to the TF-BTA of the UN/ECE GRSP, towards a harmonized test area in order to better protect the lower extremities of vulnerable road users. The German In-Depth Accident Database GIDAS is studied with respect to the potential benefit of a revised test area. Several practical options are discussed and applied to actual vehicles, investigating the differences and possible effects. Tests are carried out and the results studied in detail. Finally, a proposal for a feasible definition is given and a suggestion is made for solving possible open issues at angled surfaces due to rotation of the impactor. The study shows that, in principle, there is a need for the entire vehicle width being assessed with regard to the protection potential for lower extremities of vulnerable road users. It gives evidence on the necessity for a robust definition of the lower extremity test area including stiff and thus injurious structures at the vehicle frontend, especially underneath the bumper fascia. The legal definition of the lower extremity test area will shortly be almost harmonized with the robust Euro NCAP requirements, as already endorsed by GRSP, taking into account injurious structures and thus contributing to the enhanced protection of vulnerable road users. After finalization of the development of a torso mass for the flexible pedestrian legform impactor (FlexPLI) it is recommended to consider again the additional benefit of assessing the entire vehicle width.
During the past five years, a Euro NCAP technical working group on pedestrian safety has been working on improving test and assessment procedures for enhanced passive pedestrian safety. After harmonizing the tools and procedures as much as possible with legislation, the work was mainly focused on the development of grid procedures for the pedestrian body regions head, upper leg with pelvis and lower leg with knee. Furthermore, the test parameters for the head and the upper leg were revised, a new lower legform impactor was introduced and the injury thresholds were adjusted or, where necessary, the injury criteria were changed. Finally, the assessment limits and colour scheme were refined, widening the range and adding two more colours in order to provide a more detailed description of the pedestrian safety performance. By abstaining from an assessment based on a worst point selection philosophy, the improved test point determination procedures that were introduced during the years 2013 and 2014 give a more homogeneous, high resolution picture of the pedestrian safety performance of the vehicle frontends. By using a uniform grid for each test zone approximately 200 test points, evenly distributed within each area, can now be assessed per vehicle. The introduction of the flexible pedestrian legform impactor in 2014 enables a more realistic injury prediction of the knee and the tibia using a biofidelic test tool. With the new upper legform test that has been launched in 2015 the assessment in that area is now focusing on the injured body region instead of the injury causing vehicle part and thus is aligned with the approach in the remaining body regions head and lower leg. At the same time, a monitoring test with the headform impactor against the bonnet leading edge is closing the possible gap between the test areas to identify injury causing vehicle parts that moved out of focus due to the introduction of the new upper legform test. The paper describes the new test and assessment procedures with their underlying philosophy and gives an outlook in terms of open issues, specifying the needs for further improvement in the future. In parallel to the work of the pedestrian subgroup, a Euro NCAP working group on heavy vehicles introduced a set of protocol changes in 2011 that were related to the assessment of M1 vehicles derived from commercial vehicles, with a gross vehicle weight between 2.5 and 3.5 tons and 8 or 9 seats. The paper also investigates the applicability of the new pedestrian test and assessment procedures to heavy vehicles.
Upcoming test procedures and regulations consider the use of Q-dummies. Especially Q6 and Q10 will be introduced to assess the safety of child occupants in vehicle rear seats. Therefore detailed knowledge of these dummies is important to improve safety. As recent studies have shown, chest deflection measurements of both dummies are influenced by parameters like belt geometry. This could lead to a non optimized design of child restraint systems (CRS) and belt systems. The objective of this study is to obtain a more detailed understanding of the sensitivity of chest measurements to restraint parameters and to investigate the possibilities of chest acceleration as an alternative for the assessment of chest injury risks. A study of frontal impact sled tests was performed with Q6 and Q10 in a generic rear seat environment on a bench. Belt parameters like modified belt attachment locations were varied. For the Q6 dummy, different positioning settings of the CRS (booster with backrest) and of the dummy itself were investigated. The Q10 dummy was seated on a booster cushion. Here the position of the upper belt anchorage point was varied. To simulate the influence of vehicle rotation in the ODB crash configuration, the bench was pre-rotated on the sled in additional tests with the Q10. This configuration was tested with and without pretensioner and load limiter. Chest deflection in Q6 showed a high sensitivity to changes in positioning of the CRS and the dummy itself. A more slouched position of the CRS or dummy resulted in a reduction of measured chest deflection, whereas chest acceleration increased for a more slouched position of the CRS. Chest deflection in Q10 is sensitive to belt geometry as already shown in other studies. In a more outboard position of the shoulder belt anchorage the measured chest deflection is higher. Chest acceleration shows the opposite tendency, which is highest for the rearmost location of the upper belt anchorage. On a pre-rotated bench the highest chest deflection within this test series was observed without load limiter/pretensioner and an outboard belt position. By optimizing the belt location and the use of pretensioner/load limier the chest deflection was significantly reduced. For the Q6 a criterion based on chest acceleration as well as deflection measured at two locations might be the most reliable approach, which requires further research with an additional upper deflection sensor. In the Q10 the measured chest deflection does not always correctly reflect the severity of chest loading. The deflection is depending on initial belt position and restraint parameters as well as test conditions, which result in different directions of belt migration. A3ms chest acceleration might be a better indicator for severity of chest loading independent of different conditions like belt geometries. However, in some cases the benefit of an optimized restraint system could only be shown by deflection. These findings suggest that further research is needed to identify a chest injury assessment method, which could be based on deflection as well as acceleration or other parameters related to belt to occupant interaction.
Frontal impact is still the most relevant impact direction in terms of injury causation amongst car occupants. Especially for car-to-car frontal impacts the mass ratio between the involved vehicles has a significant impact on the injury risk (the heavier the opponent car the higher the injury risk). In order to address this issue frontal Mobile Deformable Barrier test procedures have been developed world-wide (for example the MPDB procedure that was fully described during the FIMCAR Project). The objective of this study was to investigate how vehicles of different weight classes perform in a mobile barrier test procedure compared to a fixed barrier test procedure (the full width rigid and offset deformable barrier test). Beyond that, the influence of vehicle mass and vehicle deformation on injuries was evaluated based on real world accident data. Five vehicle types were selected and tested in a fixed offset test procedure (ODB), a full width rigid barrier test procedure (FWRB) and a mobile offset test procedure (MPDB). For the accident analyses data from the German In-Depth Accident Study (GIDAS) was evaluated with a focus on MAIS 2+ injured belted front row car (UN-R 94 compliant cars) occupants in frontal impact accidents. Test data indicates higher dummy loadings, in particular for the head acceleration and chest acceleration, in the MPDB test for the vehicles with a mass lighter than the trolley (1,500 kg) compared to the FWRB test. The trend of increased vehicle stiffness (especially illustrated by tests with the MPDB and small cars) shows the need of a further improvement of passive restraint systems to reduce the occupant loading and with it the injury risk. The analyzed GIDAS data confirm the higher injury risk for occupants in cars with an accident weight of less than 1,500 kg compared to those with a crash weight above 1,500 kg in car-to-car and car-to-object or car-to-HGV, respectively. Furthermore the injury risk increases with decreasing mass ratio (i.e., the opponent car is heavier) in car-to-car accidents. Independent from the higher injury risk, the risk for passenger compartment intrusion in frontal impact appears not to be independent on the crash weight of the car.
During a lifecycle a tyre undergoes degradations due to mechanical wear and chemical ageing which affect not only durability and safety but also tyre/road noise emission and rolling resistance. This paper presents a study with the purpose to study how much tyre/road noise and rolling resistance change when car tyres are worn down from the original 8 mm tread depth to 2 mm, and when chemical ageing of the tyre rubber is simulated by exposure to heat. Six car tyres of different types were selected for the study which were worn on a wear machine in steps of 2 mm tread depth. Before, between and after these wear sessions tyre/road noise and rolling resistance were measured on two drum facilities with different surface textures, including replicas of ISO surfaces. Additionally, coast-by and CPX measurements were made on outdoor ISO test tracks. The results show that the wear and age effect was low on ISO surfaces but dramatic (noise increased with wear) on the rough-textured surface and high but opposite on an extremely smooth surface.
Mit der Änderung des deutschen Straßenverkehrsrechtes werden Voraussetzungen für die amtliche Anerkennung von Anbietern von Kursen zur Wiederherstellung der Fahreignung gesetzlich konkretisiert. Das Instrument einer bundeseinheitlichen Qualitätssicherung wird per Gesetz verbindlich eingeführt. Mit der Überprüfung wird die Bundesanstalt für Straßenwesen als neutrale Stelle beauftragt. Es wird davon ausgegangen, dass es sich bei den Kursen zur Wiederherstellung der Eignung von Kraftfahrzeugführern um Maßnahmen der Personalzertifizierung handelt. Das Referat beschreibt den Ablauf des Akkreditierungsverfahrens und die Anforderungen an Maßnahmenträger, die einen Antrag auf Akkreditierung gestellt haben. Bei den Anforderungen an die Kursleiter spielen die berufliche Qualifikation sowie solche Anforderungen eine Rolle, die sich aus dem jeweiligen Qualitätssicherungssystem ergeben. In der Akkreditierung der Anbieter von Kursen zur Wiederherstellung der Fahreignung durch die Bundesanstalt für Straßenwesen wird nicht nur eine Bestätigung der Qualität und Fachkompetenz gesehen, sondern zugleich auch eine Gewähr für die Durchführung der jeweiligen Kurse nach bundeseinheitlichen Kriterien.
Es wird auf Grund einer Befragung untersucht, ob ein signifikanter Unterschied zwischen Fahranfängern, die die Prüfung nach weniger als 21 Fahrstunden, und solchen, die sie nach 21 und mehr Stunden bestanden haben, in Bezug auf Unfallneigung und Unfallhäufigkeit besteht. Es ergab sich, dass die kurz ausgebildeten im ersten Jahr eine Fahrleistung von durchschnittlich 12.362 Kilometer, die langausgebildeten von 7.750 Kilometer aufzuweisen hatten. Pro 1 Million Kilometer hatten die kurzausgebildeten 45,6, die langausgebildeten 73,2 Unfälle. Dem entsprach das Verhältnis von anderen Auffälligkeiten. Bei den Kurzausgebildeten ergaben sich keine Hinweise auf Defizite. Der Nutzen einer personenunabhängigen Mindestzahl von Fahrstunden ist zweifelhaft. Fahrschüler, die eine verhältnismäßig große Zahl von Fahrstunden benötigen, stellen die eigentliche Problemgruppe dar. Fahrschüler, die in der Fahrschule schnell lernen und bei der Prüfung erfolgreich sind, haben vergleichsweise gute Fahranfängerchancen.
Ausgehend von der negativen Entwicklung der Statistik von Unfällen, bei denen Kinder als Radfahrer verletzt werden, diskutiert der Autor Maßnahmen, die die Sicherheit dieser Verkehrsteilnehmergruppe erhöhen können. Der Autor geht in seinen Betrachtungen auf folgende Felder ein: Erziehung und Aufklärung im schulischen und außerschulischen Sektor, Verkehrsüberwachung für den fließenden und ruhenden Verkehr unter besonderer Berücksichtigung zugeparkter Gehwege, Radwege und anderer Verkehrsflächen, Gesetzgebung und Rechtsprechung, Konstruktion von Kinderfahrrädern, politische und Verwaltungsentscheidungen auf allen Ebenen, Kauf und Verkauf von Kinderfahrrädern, Darstellung der Gefährdung von radfahrenden Kindern in den Medien sowie Anstrengungen von Wissenschaft und Forschung.
Es wird das Unfallrisiko auf dem Hintergrund der zeitlichen Entwicklung der Verkehrsbeteiligung beschrieben. Entsprechende Datenvergleiche bilden eine unverzichtbare Basis für die Beurteilung des Unfallgeschehens und die daraus abzuleitenden zielgruppen- und problemorientierten Planungen weiterer Forschungsprojekte und Sicherheitsmaßnahmen. Änderungen in der Nutzung bestimmter Verkehrsmittel mit Änderungen des Unfallrisikos können auf bestimmte Problemgruppen verweisen. Bezüglich zeitlicher Veränderungen werden die Gruppen der 21- bis 24-jährigen Pkw-Fahrer sowie die 65- bis 75-jährigen Pkw-Fahrer einer näheren Analyse unterzogen.
Internationale Vergleiche der Verkehrssicherheit sind eine notwendige Ergänzung der üblichen Betrachtung der nationalen Unfallentwicklung. Die dazu benötigten detaillierten und zuverlässigen statistischen Angaben sind den einschlägigen internationalen Veröffentlichungen zum großen Teil nicht zu entnehmen. Die Bundesanstalt für Straßenwesen hat daher in Absprache mit dem Bundesminister für Verkehr eine Datenbank internationaler Verkehrs- und Unfalldaten aufgebaut. Die darin gesammelten Daten werden regelmäßig für internationale Vergleiche verwendet. Einige Ergebnisse werden in dieser Arbeit vorgestellt. Seit 1970 haben sich in den hochmotorisierten Ländern die Unfallzahlen im Prinzip günstig entwickelt. Der stärkste Rückgang bei den Getötetenraten ist für die Bundesrepublik Deutschland mit einer Abnahme um fast drei Viertel zu verzeichnen. Günstigere Sicherheitsniveaus haben jedoch durchgängig Großbritannien, die Niederlande, die Schweiz und zum Teil die USA. Bei der Betrachtung einzelner Segmente des Unfallgeschehens fällt auf, dass Deutschland sich sowohl bei den Kinderunfällen als auch bei der Sicherheit auf Autobahnen stark verbessert hat. Auf den Landstraßen ist das Sicherheitsniveau jedoch weniger erfreulich, hier sind auch die günstigen Werte der USA noch nicht erreicht. Internationale Vergleiche sind somit auch nützlich, um Problembereiche des Unfallgeschehens zu identifizieren.
Die meisten der in Betracht kommenden Zwischenquerschnitte werden durch die derzeitigen Entwurfsrichtlinien nicht abgedeckt. Hinreichende Erkenntnisse über ihre Leistungsfähigkeit, die bei verschiedenen Belastungen erzielbaren Verkehrsqualitäten und vergleichende Angaben zum Sicherheitsniveau der Zwischenquerschnitte liegen nicht vor. Die Projektgruppe "Zwischenquerschnitte" der Bundesanstalt für Straßenwesen untersucht daher die Vor- und Nachteile der Zwischenquerschnitte mit dem Ziel, Einsatzbereiche für die verschiedenen Ausbildungsformen von Querschnitten zu entwickeln. Der Bericht gibt einen Überblick über bisherige Aktivitäten der Projektgruppe und stellt erste Zwischenergebnisse der Untersuchung vor. Bisherige Messungen zeigen, dass der besondere Vorteil der zwei- und dreiseitigen Zwischenquerschnitte in der Verbesserung der Überholsituation liegt. Für die Beurteilung vierstreifiger Zwischenquerschnitte kann bislang erst die Aussage gemacht werden, dass immer dann, wenn die Verkehrsbelastung tatsächlich einen Querschnitt mit 4 Fahrstreifen erforderlich macht, man die beiden Fahrrichtungen aus Gründen der Verkehrssicherheit baulich trennen sollte.
Nach grundsätzlichen Einführungsüberlegungen wird zunächst die Frage der Akzeptanz und die Notwendigkeit, bei der Entwicklung und Erprobung von Maßnahmen, Vertreter der Erziehungsinstanzen möglichst frühzeitig und umfassend zu beteiligen, angesprochen. Diese Forderung einer engen Abstimmung und Zusammenarbeit von Forschungspraxis, Umsetzungspraxis und Erziehungspraxis gilt auch für die Entwicklung, die Erprobung, die Umsetzung, die anschließenden Wirksamkeitskontrollen, die Interpretation der Ergebnisse und die Auswahl der die weitere Umsetzung korrigierenden Informationen. Im folgenden werden zwei weitere wichtige Wirksamkeitsbedingungen ausführlicher behandelt: die Entwicklungsorientierung und der Situationsbezug, d.h. die Orientierung der Maßnahme an der Umgebung des Kindes, die als konkrete Verkehrswirklichkeit den Raum bildet, in dem das Kind lebt und aufwächst. Als konkrete Beispiele für das ineinandergreifen deduktiv theoretischer Ableitungen und praktischer Erfahrungen bei der Entwicklung von verkehrspädagogischen Maßnahmen werden das Programm "Kind und Verkehr", der Kinder-Verkehrs-Club, das Entwicklungsprojekt "Verkehrserziehung im Kindergarten" erwähnt. Als mehr formale Bedingungen, die für die Wirksamkeit einer Maßnahme wichtig sind, werden deren Kontinuität, aber auch grundsätzliche Veränderbarkeit herausgearbeitet.
Um die Wirkung hochgesetzter Bremsleuchten auf das Uunfallgeschehen abzuschätzen, wurde eine Reihe von Untersuchungen eingeleitet. Die Zusammenfassung ihrer Ergebnisse: 1. Der Anteil der Pkw mit hochgesetzten Bremsleuchten ist gering und scheint weiter zu sinken. 2. Die Wirkung hochgesetzter Bremsleuchten kann noch nicht abschließend beurteilt werden. Es gibt aber Hinweise dafür, dass die auf Grund von Experimenten erwarteten positiven Effekte aus einer Reihe von Gründen relativiert werden müssen: - Wahrnehmungs- (Tiefen- und Entfernungseindruck) und Bremsgewohnheiten des Alltags entsprechen nicht den experimentellen Bedingungen; - Kompensationsverhalten auf Grund vermeintlich besserer Bremssignalisierung ist nicht auszuschließen; - hochgesetzte Bremsleuchten werden von den Betroffenen kontrovers beurteilt, teilweise nicht ohne starke Emotionen; - für das normale alltägliche Bremsverhalten sind Informationen über die Stärke der Verzögerung des Vordermanns wünschenswerter als der bloße Hinweis "Fahrer bremst". 3. Verletzungen von Pkw-Insassen durch hochgesetzte Bremsleuchten sind nicht zu erwarten. 4. Um ein positives Gesamtergebnis bei der Gegenüberstellung von Nutzen und Kosten zu erreichen, müssten hochgesetzte Bremsleuchten etwa 10 % der Folgen des theoretisch zu beeinflussenden Unfallpotentials vermeiden. 5. 36 % der befragten Autofahrer fordern ein Verbot hochgesetzter Bremsleuchten, 20 % eine Einbauvorschrift.
Schutz von Fahrzeuginsassen

Ausgehend von unfallstatistischen Daten und Ausführungen über Unfallablauf und Unfallfolgen werden Schutzmaßnahmen diskutiert, die das Verletzungsrisiko für Fahrzeuginsassen möglichst niedrig halten. Die Wirksamkeit von Schutzmaßnahmen wird beeinflusst von der Unfallkonstellation, Eigenschaften der Pperson und vom Fahrzeug (Deformationscharakteristik, Auslegung des rückhaltesystems). Die Gesamtwirksamkeit hängt wiederum ab von der Wirksamkeit des Rückhaltesystems, der Benutzungshäufigkeit und der Benutzungsqualität. Die Arbeit endet mit volkswirtschaftlichen Überlegungen und kommt zu dem Schluss, dass auch in Zukunft als wichtigste Maßnahme zum Schutz von Fahrzeuginsassen die Erhöhung der Anlegequote für Sicherheitsgurte anzusetzen ist.
Die Erste Richtlinie des Rates zur Einführung eines EG-Führerscheins ist Ende 1980 verabschiedet worden. Der Anhang III dieser Richtlinie befasst sich mit den Mindestanforderungen an die körperliche und geistige Tauglichkeit der Fahrzeugführer. Diese Anforderungen sind über 10 Jahre alt und bedürfen einer Überprüfung. Der Autor berichtet über die Vorschläge, welche eine Sondergruppe von Regierungsexperten der Kommission der EG unterbreitet hat. Erläutert werden die Anforderungen an: Sehvermögen, Herz- und Gefäßkrankheiten, Zuckerkrankheit, Krankheiten des Nervensystems, Geistige Störungen, Drogen- und Arzneimittelmissbrauch sowie Nierenerkranken.
Für die Überprüfung eines Zusammenhangs zwischen Verkehrssicherheit und Arzneimittel wurde mit Hilfe eines Vergleichs einer Kontroll- und Medikamentengruppe durch Labortests und eigens konstruierten Fahraufgaben die Frage untersucht, ob eine Beurteilung der Versuchspersonen anhand der Ergebnisse aus den Labortests zu ähnlichen Ergebnissen führt wie eine Bewertung aufgrund der Fahrversuche. Zwar wurden teilweise Übereinstimmungen zwischen Labortests und Fahraufgaben festgestellt, es kann jedoch für die einzelne Versuchsperson nicht geschlossen werden, dass sie anhand der Fahraufgaben ähnlich beurteilt wird wie dies mit den Labortests der Fall ist. Es werden Vorschläge für die Weiterentwicklung von Fahrproben unterbreitet.
In Anbetracht des erheblich angewachsenen Indikationsspektrums sowie der zunehmenden Verordnungshäufigkeit von Beta-Rezeptoren-Blockern vor allem bei jüngeren Menschen kommt dieser Substanzgruppe eine erhebliche verkehrsmedizinische Bedeutung zu. Sedierende Wirkungen der Beta-Rezeptoren-Blocker sind schon seit langem bekannt, andere Autoren hingegen fanden keine die Verkehrstüchtigkeit beeinträchtigenden sedativen Effekte. Um die sedierende Eigenwirkung näher eingrenzen zu können, wurde in einem Laborversuch an 15 gesunden jungen Probanden die Auswirkungen des klassischen Vertreters der Beta-Rezeptoren-Blocker, des Propranolol, mit denen des Diazepam, und denen des Dikaliumchlorazepats, anhand psychophysischer Leistungstests untersucht. Hierzu wurden in der auf 3 Monate Dauer angelegten Studie dem Probandenkollektiv nach einem Randomisierungsplan nacheinander Propranolol, Diazepam, Dikaliumchlorazepat und Placebo in ambulant üblicher therapeutischer Dosierung verabreicht, und ihre psychophysischen Leistungen wurden dann unter anderem am Wiener Determinationsgerät überprüft. Hierbei zeigt sich eine statistisch signifikante Leistungsminderung unter der Gabe von Diazepan gegenüber Dikaliumchlorazepat und Propranolol. Dagegen war eine statistisch signifikante Leistungsminderung unter der Gabe von Diazepan bzw. Placebo einerseits sowie Propranolol, Dikaliumchlorazepat und Placebo andererseits nicht nachzuweisen.
The German highway network is facing new challenges in the near future. The structures have to deal with increasing traffic loads, climate change effects and new requirements regarding sustainability while they are getting older and budget cuts can be expected. To guarantee a reliable highway network, it will be vital to adapt and enhance innovative approaches. Current bridge management relies on the results of conventional bridge inspections and thus has certain limitations when it comes to insufficient load bearing capacity and other systematic weaknesses. Therefore, new approaches for real time condition assessment of critical road infrastructure elements are to be developed.
Zunehmende Belastungen insbesondere der Bundesstraßen durch Schwerverkehr und Witterungsextreme führen dazu, dass viele Straßenabschnitte vor Ablauf der geplanten Nutzungsdauer erneuert werden müssen. Hinzu kommt die Herausforderung der Beseitigung von Investitionsstaus, das heißt die Erneuerung von Straßenabschnitten, deren substanzieller Zustand durch Überschreiten der geplanten Nutzungsdauer nicht mehr wirtschaftlich ist. Insbesondere bei extremen Witterungsbedingungen zeigen sich unter Umständen die Schwächen der verschiedenen Bauweisen. So kann es bei hohen Temperaturen und Stop-and-go-Verkehr bei Asphaltbauweisen zur erhöhten Spurrinnenbildung oder zur Schädigung der Längsnähte kommen. In der Betonbauweise können unter Umständen Hitzeschäden auftreten, wenn größere Imperfektionen – die direkt aus der Herstellung oder mangelnder/fehlerhafter Erhaltung resultieren – vorliegen. Aufgrund außergewöhnlicher klimatischer Situationen (Hitzeperioden) im Jahr 2013 kam es insbesondere im Bundesland Bayern zu einem vermehrten Auftreten von Hitzeschäden. Deshalb wurde im gleichen Jahr eine „Expertengruppe Hitzeschäden“ gegründet, die aus Vertretern des BMVI, der BASt, der Straßenbauverwaltungen und externer Experten bestand. Ziel war es, die Ursachen und Mechanismen von Hitzeschäden zu eruieren, um geeignete Maßnahmen zu deren Vermeidung ergreifen zu können. In diesem Zusammenhang wurde eine spezielle Messstation entwickelt, um die Temperatur über den Betondeckenquerschnitt, die Fugenbewegungen und weitere relevante Klimadaten ermitteln zu können. In enger Zusammenarbeit mit dem Bund und den Ländern wurden bisher 15 derartige Stationen aufgebaut. Somit besteht die Möglichkeit, in der Praxis auftretende witterungsinduzierte Spannungszustände im Kontext mit den verschiedenen Bauweisen sowie den zunehmend auftretenden Witterungsextrema zu analysieren. Die genaue Kenntnis über den Temperaturverlauf im Betonquerschnitt und zur Fugenbewegung, im zeitlichen und örtlichen Kontext zu den Witterungsbedingungen ist notwendig, um das Spannungsniveau im Deckensystem ableiten und prognostizieren zu können. Zudem ist die Kenntnis über konstruktive und materialtechnische Parameter aus dem zu betrachtenden Straßenoberbau erforderlich. Um Aussagen zur zeitlichen Entwicklung des Verhaltens des Plattensystems im Lebenszyklus treffen zu können, ist die kontinuierliche Erfassung, Speicherung und Analyse relevanter Daten von Bedeutung. Für die temporäre Spannungsprognose (z. B. über den Zeitraum einer Hitzeperiode) ist jedoch eine Analyse der Ausgangsdaten innerhalb weniger Stunden notwendig, um entsprechende Handlungsempfehlungen (z. B. Einrichtung von Tempolimits) treffen zu können. Durch die Verknüpfung mit weiteren Daten können ferner Aussagen zur Entwicklung wichtiger zeitlich veränderlicher Parameter über den Nutzungszeitraum gewonnen werden.
Die Kenntnis von Materialeigenschaften spielt bei der Entwicklung oder Optimierung von Betonen und Bauweisen für den Straßenbau sowie der Qualitätskontrolle und -sicherung eine bedeutende Rolle. Gleichermaßen bilden physikalische Materialkennwerte die Grundlage für die rechnerische Dimensionierung und die Restsubstanzbewertung von Betonfahrbahndecken. Einen relevanten Kennwert bei der Untersuchung thermisch induzierter Spannungs- und Verformungszustände stellt der thermische Ausdehnungskoeffizient von Beton dar. Dieser beeinflusst beispielsweise maßgeblich das Längsdehnungsverhalten des Deckensystems sowie das Ausmaß von Plattenkrümmungen und Fugenbewegungen. Im Zuge der systematischen Weiterentwicklung der rechnerischen Dimensionierung aber auch im Zusammenhang mit der gezielten Verbesserung der Gebrauchseigenschaften von Fahrbahndecken gilt es zu hinterfragen, ob lastunabhängige Formänderungseigenschaften, wie z. B. der thermische Ausdehnungskoeffizient der verwendeten Betone, aktuell ausreichend Beachtung finden, ob allgemeine Literaturwerte für die heutigen Fahrbandeckenbetone stets Gültigkeit besitzen und ob deren Implementierung in moderne Rechenmodelle zu validen Ergebnissen führt. Für eine empirische Herangehensweise ist die Verfügbarkeit adäquater Prüfverfahren von entscheidender Bedeutung. In Deutschland existiert aktuell jedoch kein standardisiertes oder genormtes Verfahren für die prüftechnische Bestimmung des thermischen Ausdehnungskoeffizienten von Beton. Daher wurden unter Beachtung straßenbauspezifischer Gesichtspunkte zwei Prüfansätze entwickelt, die in diesem Beitrag vorgestellt und hinsichtlich möglicher Messunsicherheiten und Messungenauigkeiten diskutiert werden. Außerdem erfolgt die Darstellung ausgewählter Ergebnisse aus Analysen an Bestandsbetonen aus dem BAB-Netz. Im Ergebnis sollen die Untersuchungen einen Beitrag zur Schaffung der prüftechnischen Voraussetzungen für eine abgesicherte Quantifzierung der thermischen Dehnung von Fahrbahndeckenbetonen leisten.
Knowledge of material properties is of great importance when developing new types of concrete and construction methods for road building, and for quality control and quality assurance. Physical material characteristics are likewise the basis for dimensioning and assessing the residual substance of concrete pavements. One relevant characteristic when examining thermally induced stress and deformation is the coefficient of thermal expansion (CTE) of concrete. This indicator, for example, significantly influences the longitudinal expansion of the pavement system as well as the degree of curling of slabs and joint movements. Extensive tests were conducted during the technical engineering assessment of the structural substance of concrete pavements in the German motorway network, including tests to determine the CTE of existing types of concrete. Because no standardised procedure currently exists in Germany for using tests to determine the CTE of concrete, the initial task was to develop a suitable test procedure from a road-building perspective, taking consideration of the national prevailing structural conditions. This article presents the results of selected status analyses, in which the CTE was determined for a total of 656 individual samples. The values calculated for the top and bottom drilled core layer are in the range 8.9 – 13.2 x 10-6/K, whereby the average CTE assumes a value of 10.7 x 10-6/K. The deviations of the CTEs from the bottom and top drilled core layer are in principle significantly below the limitation to a maximum of 2.50 x 10-6/K recommended in literature.
Mobility is a central requirement for economic growth, employment and participation of each individual in social life. This basic principle of the BMVI (Federal Ministry of Transport and Digital Infrastructure) requires an intact and functional infrastructure. In a context of increasing investments over the next few years, it will be relevant to develop a network related systematic procedure to be part of the structural maintenance of the federal highway network. In the planning of maintenance measures, the knowledge about the state of structural performance and its long-term development is of central importance. In the following, a method is presented which allows the mechanically and statistically reliable assessment and prognosis of structural performance of concrete pavements. In addition, the application and procedure are applied to a case study.
Neben den Herausforderungen der Digitalisierung und den sich daraus ergebenden Chancen im Verkehrssektor, rücken aktuell die Themengebiete Ressourcenknappheit, Klimawandel und Klimaschutz in den Vordergrund. Im Bereich des Straßenbaus sind insbesondere die Kriterien „Produkt- und Prozessqualität“ in Verbindung mit den LZP „Planung und Realisierung“ anzuführen, da in diesen beiden Phasen die Qualität bzw. die Nachhaltigkeit des Straßenoberbaus maßgeblich geprägt wird. In Bezug auf die Nachhaltigkeit kann der Straßenoberfläche faktisch eine Schlüsselrolle zugeschrieben werden. Für die ganzheitliche Bewertung der Qualität im Zusammenhang mit der Nachhaltigkeit von Straßenoberflächen wurde ein vorstellbares Bewertungsmodell entwickelt. Die Performances Griffigkeit, Ebenheit, Geräuschpegel und Rollwiderstand wurden in Anlehnung an das europäische Reifenlabel sowie aufgrund ihrer signifikanten Wirkung auf die fünf Aspekte der Nachhaltigkeit gewählt und daher nahezu gleich gewichtet. Im Bereich des Betonstraßenbaus kann dieses Modell beispielweise dazu dienen, eine ganzheitliche Bewertung von Grindingtexturen vornehmen zu können. So wird derzeit eine Vielzahl verschiedener Texturen der Generation „Texturgrinding“ (Typ S und Typ S+) auf Bundesautobahnen erprobt. Dabei wird primär das Ziel verfolgt, diese zeitnah als alternative Standardtexturen für den Betonstraßenbau einzuführen. Die nachfolgende Generation (Typ A und Typ A+) verfolgt u. a. die gezielte Texturierung für eine performanceorientierte Oberflächengestaltung. In einer nächsten Texturgeneration wäre somit die Herstellung von High Performance Road Surfaces (HPRS) möglich. Das Label besitzt die Aufgabe, den Nutzer beim Kauf über die Kriterien Rollwiderstand, Nasshaftung und Geräuschemission im Zusammenhang mit einer höheren Fahrsicherheit, weniger Umweltverschmutzung und weniger Kraftstoffverbrauch hinreichend zu informieren.
In Germany, expenditure for the construction of new and maintenance of existing federal highways is currently at a record level of EUR 8 billion per year. In connection with the planned infrastructure policy reforms it is necessary to further develop the planning tools for dimensioning and substance assessment of road structures in order to increase the efficiency of construction measures. The stress caused by traffic is of central importance here. Since unevenness in the road surface has a significant influence on the dynamic part of the wheel load, dynamic effects must be explicitly taken into account. As a result, increasing unevenness can lead to higher dynamic loads and, in the context of a corresponding number of wheel rollovers, to disproportionate damage to the road structure. In general, a shock factor is taken into account during dimensioning, which is to be considered as a function of vehicle suspension, load, speed and evenness. This approach is not sufficient for concrete road structures executed as slabs. In the normal case, only the periodically occurring individual event of a transverse contraction joint, superimposed by irreversible and/or temporary slab deformations, can lead to a significant increase in the dynamic wheel load. In addition, the existing slab deformations are tied to many boundary conditions and can therefore vary greatly in their characteristics. For the further development of methods for dimensioning and residual substance assessment with regard to their accuracy, a three-dimensional slab-specific view of the road surface is therefore appropriate. In this paper, a suitable measuring method for three-dimensional surface laser scanning and an algorithm for the classification of slab deformations are presented.
Im Jahr 2009 wurde CEN/TC 396 „Erdarbeiten“ mit der Zielsetzung gegründet, erstmalig europäische Normen für Erdarbeiten zu erarbeiten. Durch eine einheitliche Grundlage für Erdarbeiten in den EU-Ländern sollen Handelshemmnisse vermieden und die Nutzung und Schonung natürlicher Ressourcen verbessert werden. Länder mit bestehenden nationalen Regelwerken, z. B. im Eisenbahn- oder Straßenbau, können diese weiterhin anwenden und gleichzeitig Erfahrungen mit der europäischen Norm sammeln. Gespiegelt werden die Arbeiten vom NA 005-05-22 AA „Erdarbeiten (SpA zu CEN/TC 396 und CEN/TC 396/WG 1 bis WG 8), Gemeinschaftsausschuss mit FGSV“ im DIN-Normenausschuss Bauwesen. Von allen Beteiligten wurde in den letzten Jahren großes Engagement in die Erarbeitung und Begleitung der ersten sechs Teile der Normenreihe EN 16907 eingebracht. Ihre Veröffentlichung wird im April 2019 erwartet. Bereits 2017 wurde DIN CEN/TS 17006 (DIN SPEC 1035), Erdarbeiten – Flächendeckende dynamische Verdichtungskontrolle (FDVK) veröffentlicht. Der Norm-Entwurf zu DIN EN 16907-7, Erdarbeiten – Teil 7: Hydraulische Einbringung von mineralischen Abfällen befindet sich derzeit in der CEN-Umfrage. Diese erste Generation der europäischen Erdbaunormen stellt im Ergebnis den derzeitigen Konsens im europäischen Raum dar und geht den ersten Schritt in Richtung Harmonisierung. Zudem wird eine Übersicht über die nationale Praxis der verschiedenen Länder gegeben. Sie bietet somit für ausführende Unternehmen eine Hilfestellung, da diese einen Überblick über die Regelwerke der jeweiligen Länder erhalten. In neuen Arbeitsgruppen des CEN/TC 396 haben bereits die Arbeiten an weiteren Normungsvorhaben begonnen. Ein Technical Report (CEN/TR) zum Einsatz von sekundären Rohstoffen befindet sich in der Erarbeitung, und eine Arbeitsgruppe befasst sich mit erdbauspezifischen Prüfverfahren. Diese neuen Themen werden ebenfalls durch den NA 005-05-22 AA gespiegelt. Für die nächste Generation europäischen Erdbaunormen wird der NA 005-05-22 AA gemeinsam mit den Gremien der Forschungsgesellschaft für Straßen- und Verkehrswesen (FGSV) eine auf den Erfahrungen mit der neuen Normenreihe basierende Liste mit Änderungserfordernissen vorbereiten, die bei der nächsten turnusmäßigen Überprüfung im Sommer 2023 von deutscher Seite eingebracht werden soll.
Ziel der Forschungsarbeiten zum Thema Durchsickerung von Straßenböschungen ist es, ausgewogene Beurteilungskriterien für einen umwelteffizienten und zugleich ökonomischen Einsatz von Ersatzbaustoffen und Bodenmaterial zu schaffen. Durch eine belastbare Datengrundlage zur Erfassung des Wasserhaushaltes des gesamten Bauwerkes können Instrumente entwickelt werden, um die Wirksamkeit der unterschiedlichen technischen Sicherungsmaßnahmen zu beurteilen. Um dieses Ziel zu erreichen, verfolgt die Bundesanstalt für Straßenwesen verschiedene Projektansätze zum Thema Durchsickerung von Straßenböschungen. Jeder Projektansatz hat seine Stärken und Schwächen. Durch großmaßstäbliche Versuche können die realen Verhältnisse gut wiedergegeben werden. Solche Versuche sind jedoch personalintensiv und langwierig. Schneller und preisgünstiger sind Modellrechnungen. Die Qualität der Berechnungen hängt aber stark von der Qualität der gewählten Parameter ab. Durch inverse Modellierung müssen die Eingabeparameter der Programme zur Modellrechnung an die Realität angepasst werden. Die realen Bedingungen werden am besten durch ein Pilotprojekt an einem realen Versuchsdamm wiedergegeben. Diese Versuche sind sehr aufwendig und sehr kostenintensiv, aber zur Validierung der Modellrechnung und der großmaßstäblichen Versuche erforderlich. In dem Betrag wird beschrieben, welche großmaßstäblichen Versuche durch die Bundesanstalt für Straßenwesen (BASt) durchgeführt wurden und wie sie von Anfang an durch Simulationsrechnungen begleitet wurden.
Entgegen dem Trend insgesamt sinkender Unfallzahlen bleibt die Zahl der vom statistischen Bundesamt erfassten, folgenschweren Wildunfälle (Unfälle mit Personenschaden sowie schwerwiegende Unfälle mit Sachschaden) auch 2017 mit 3.063 erfassten Fällen auf etwa gleichem Niveau. Die Zahl der Unfälle mit reinem Sachschaden hingegen sowie das Schadensaufkommen steigen jährlich. Den höchsten Wert an Schadensmeldungen verzeichnete der Gesamtverband der Versicherer (GDV) im Jahr 2017 mit 275.000 gemeldeten Wildunfällen. Die Wildunfallprävention erfolgt in Deutschland über den Einsatz von Verkehrszeichen, Wildschutzzäunen, Wildwarnanlagen und Wildwarnern (auditiv, olfaktorisch, visuell). Zur Wirksamkeit der vorgenannten und weiteren Maßnahmen liegen jedoch nur wenige gesicherte Erkenntnisse vor. Dieses Szenario begründet eine vielschichtige und konsolidierte Untersuchungsreihe über die Ursachen von Wildunfällen und Maßnahmen zu deren Vorbeugung, in der folgende Themenbereiche bearbeitet werden: - Deutschlandweite Evaluation und Auswertung von Wildunfallzahlen, - Maßnahmen zur Beeinflussung des Wildes zur Vermeidung von Wildunfällen, - Maßnahmen zur Beeinflussung der Verkehrsteilnehmer zur Vermeidung von Wildunfällen, - Infrastrukturelle Maßnahmen zur Vermeidung von Wildunfällen. Die Erkenntnisse aus den einzelnen Untersuchungen werden mit Abschluss des Forschungsschwerpunktes in einem Leitfaden „Wildunfallprävention“ zusammengefasst. Zum jetzigen Zeitpunkt liegen bereits erste Teilergebnisse vor, die im Rahmen dieses Symposiums veröffentlicht werden können. Der Fokus liegt dabei auf Ergebnissen über die deutschlandweite Zusammenstellung von Wildunfallzahlen der Jahre 2012 bis 2017 sowie auf Resultaten einer Befragung zur Herstellung und Unterhaltung von Wildschutzzäunen. Zusätzlich werden Erkenntnisse zur Wirksamkeit von Wildwarnreflektoren einerseits aus einer lichttechnischen Untersuchung, andererseits aus einem Feldversuch mit 150 Teststrecken (Unfallforschung der Versicherer) präsentiert.
Straßenbegleitflächen können einerseits wertvolle Lebensräume für eine Vielzahl von Tier- und Pflanzenarten darstellen, die inzwischen nur noch selten in unserer intensiv genutzten Landschaft zu finden sind. Andererseits kommen auf ihnen häufig gebietsfremde Pflanzenarten (Neophyten) vor und breiten sich bevorzugt entlang dieser aus. Einige dieser Arten können die heimische Artenvielfalt oder die menschliche Gesundheit gefährden oder hohe ökonomische Kosten verursachen. Ziel des Kernthemas „Verkehrsträgerübergreifendes und –spezifisches Management von invasiven Arten“ im BMVI-Expertennetzwerk ist es, verkehrsträgerübergreifende Managementpläne zur Prävention der Einbringung und Ausbreitung von gebietsfremden Arten auf Verkehrsbegleitflächen zu entwickeln. Um eine verlässliche Einschätzung zu erhalten, inwieweit Neophyten bereits an Bundesfernstraßen etabliert sind und welche Problematik daraus resultiert, wurde eine online-Umfrage entwickelt, die an die zuständigen Betriebsdienste der Bundesländer gerichtet wurde. Hierzu werden die Ergebnisse vorgestellt. Diese sollen helfen, effiziente Bekämpfungsmaßnahmen und Strategien zur Vermeidung der Einbringung und Ausbreitung von Neophyten und anderen Problemarten zu entwickeln. Mittel- bis langfristig sollen diese zur (Kosten-) Entlastung bei der Unterhaltung bestehender und der Planung zukünftiger Infrastruktureinrichtungen führen.

Um eine verlässliche Einschätzung zu erhalten, inwieweit Neophyten bereits an Bundesstraßen und der Schiene etabliert sind und welche Problematik daraus resultiert, wurde eine online-Umfrage entwickelt, die an die zuständigen Betriebsdienste der Bundesländer und die Außenbezirke der DB Netz gerichtet wurde. Hierzu werden die vorläufigen Ergebnisse vorgestellt. Diese sollen helfen, effiziente Bekämpfungsmaßnahmen und Strategien zur Vermeidung der Einbringung und Ausbreitung von Neophyten zu entwickeln. The Intersection 2020 project was initiated to develop a test procedure for Automatic Emergency Braking systems in intersection car-to-car scenarios to be transferred to Euro NCAP. The project aims to address current road traffic accidents on European roads and therefore sets a priority of the identification of the most important car-to-car accidents and Use Cases. Taking into account technological and practical limitations, Test Scenarios are derived from the Use Cases in a later stage of the project. This paper presents parts of a larger study and provides an overview of common car-to-vehicle(at least four wheels) collision types at junctions in Europe and specifies seven Accident Scenarios from which the three scenarios “Straight Crossing Paths (SCP)”, “Left Turn Across Path – Opposite Direction Conflict (LTAP/OD)” and “Left Turn Across Path – Lateral Direction (LTAP/LD)” are most important due to their high relevance regarding severe car-to-car accidents. Technical details about crash parameters such as collision and initial speeds are delivered. The analysis work performed is input for the definition and selection of the Use Cases as well as for the project’s benefit estimation. The numbers of accidents and fatalities in accidents at intersections involving a passenger car were shown per intersection type. In both statistics, it was found that accidents at crossroads and T- or staggered junctions are of highest relevance, followed by roundabouts. Focusing on accidents at intersections between one passenger car and another road user shows that around one-third of all accidents and related fatalities could have been assigned to car-to-PTW accidents and one-fifth of all accidents and fatalities to car-to-car accidents. Regarding car-to-car accidents with at least serious injury outcome 38% out of 34,489 car-to-car accidents happened at intersections. These figures correspond to 18% of the fatalities (4,236 fatalities in total). Considering all intersection types, around half of all related accidents happened in urban environments whereas this number decreased to one-third of all fatalities. Further, the proportion of road fatalities per country occurring at intersections varies widely across the EU. Also, there are proportionately more fatalities in daylight or twilight conditions at junctions. Use Cases are supposed to be derived from Accident Scenarios and by adding detailed information for example about the road layout, right-of-way and the vehicle trajectories prior to the collision. Instead of applying cluster algorithms to the accident data, a pragmatic approach was finally preferred to create them. Note: Use Cases serve as an intermediate step between the Accident Scenarios and the Test Scenarios which describe the actual testing conditions. Finally, 74 Use Cases were identified. This large number indicates the complexity of intersection crashes due to the combination of several parameters.
Intelligent transportation systems have a high potential to optimise traffic flow, to increase road traffic safety and to reduce environmental pollution. Real Time Traffic Information (RTTI) systems help to achieve these targets. Beside verbal radio announcements the most used RTTI service is the Traffic Message Channel (TMC) as a part of the Radio Data System (RDS). TMC messages support drivers in their choice of efficient routes or prepare them to cope with situations on the route ahead. The main focus of the paper is on the quality of TMC messages in Germany. After a brief overview of RTTI stakeholders in Germany and their role in the German public traffic information chain the following literature analysis summarizes the state-of-the-art on traffic information quality. Then the paper gives an overview about methodology and first results of an ongoing project on traffic information quality that has been initiated by the Bundesanstalt für Straßenwesen (BASt, German Federal Highway Research Institute) in 2008. The paper describes a concept how to check all processing iterations of the traffic information chain and occurring failures. A cause-effect-analysis forms the basis of this concept to get an idea which reasons (= process) lead to which measurable effect (= quality indicator). The paper demonstrates the principle with the pre-process of the Location Code List (LCL), which is the major basis for message coding since the LCL describes all locations that can be named in a TMC message.

Test and assessment procedures for passive pedestrian protection of passenger cars are in place for many years within world-wide regulations as well as consumer test programmes. Nevertheless, recent accident investigations show a stagnation of pedestrian fatality numbers on European roads alongside increasing injury severities for older road users. The EU-funded SENIORS (Safety ENhancing Innovations for Older Road userS) project developed and evaluated a thorax injury prediction tool (TIPT) for later incorporation within test and assessment procedures. Accident data indicates an increasing portion of AIS2 and AIS3+ thoracic injuries of older pedestrians and cyclists which are currently not assessed in any test procedure for vulnerable road users. Therefore, SENIORS focused on the development of a test tool predicting the risk of rib fractures of vulnerable road users (VRU). While injury risk functions were reanalyzed, human body model (HBM) simulations against categorized generic vehicle frontends served as input for the definition of test setups and corresponding impact parameters. TIPT component tests against a generic frontend and an actual vehicle were used for the evaluation of the technical feasibility. The TIPT component tests shows the general feasibility of a test procedure for the assessment of thoracic injuries, with good repeatability and reproducibility of kinematics and results. Impact parameters such as the inclination angles of the thorax, angles of the velocity vector and impact speeds well replicate the parameters gained from the HBM simulations. The proposed markup and assessment scheme offers the possibility of a homogeneous evaluation of the protection potential of vehicle frontends while maintaining justifiable testing efforts. During evaluation testing, the proposed requirements were entirely met. The developed prototype of TIPT and launching system offer impact angles and speeds as suggested by HBM simulations. However, since thorax impacts during pedestrian accidents do not occur perpendicularly to the vehicle surface in most cases, the TIPT built-in linear potentiometers do not acquire the true resultant intrusions on the ribcage and thus, TIPT rib deflections do not reflect the actual human injury risk. However; for the impact forward to the bonnet leading edge, the TIPT seems applicable without further modifications. The test and assessment procedures using the TIPT offer for the first time the possibility of replicating the kinematics of a pedestrian thorax with a component test. The developed assessment scheme gives a first indication on how the risk for thoracic injuries could be implemented within the Euro NCAP Box 3 assessment. Future development of the TIPT may focus on implementing a rib cage that can deflect in all axes in a humanlike way.
Per definition, SAE Level 2 (L2) Systems perform both the lateral and longitudinal vehicle motion control with the expectation that the driver completes the Object and Event Detection and Response (OEDR). Since every system performs also parts of the OEDR itself and this amount of OEDR also varies between different L2 systems depending on the intended system design, it cannot be taken for granted that drivers automatically understand their roles and responsibilities in interaction with the system. Especially highly reliable L2 systems performing a greater amount of OEDR while at the same time requiring only little driver input over time can make it difficult for drivers to correctly identify their role and responsibility. Until now, neither application-oriented assessment methods nor design guidelines for OEDR related system design features taking safety of human-machine-interaction into account are available. The objective is therefore to deliver a standardized tool for the assessment of human-machine-interaction-related safety of vehicles with L2 systems currently available on the market. To evaluate the impact of different system design aspects on safety of human-machine-interaction and also to be able to differentiate between system designs, a holistic, standardized and application-oriented assessment procedure is proposed. The novel tablet-based assessment tool focuses not only on available standards and guidelines but measures also concrete user behaviour and user understanding in interaction with the L2 systems. The aim is to gain further insights which cannot be measured directly by simple checklist instruments. For preparation, based on international standards, literature reviews and expert consultations, a first checklistbased expert-evaluation for currently available vehicles with L2 systems was developed. These assessments are focusing on different sources of user information (e.g. user manual), human-machine-interface design as well as the prevention of unintended use by different driver monitoring techniques. The checklist-tool was developed in cooperation with experts of different EuroNCAP test laboratories and validated in a common expert workshop to gain high level of standardization and agreement. However, to assess safety of human-machine-interaction holistically beyond these rather explicit forms of information design criteria, also implicit forms of drivervehicle-communication via vehicle dynamics, functional behavior or reliability play an important role and should be taken into account. Therefore, the main and novel methodological aim is to consider also interaction related processes regarding user´s understanding of roles and responsibilities when applying automated driving functions as well as user´s awareness of automation modes or traffic situations in the modular tablet-based assessment tool.
Airbags are, together with the three-point belt, the most effective passive safety equipment of vehicles. However, literature shows that sound pressure levels of up to 170 dB can occur during airbag deployment. A literature review revealed no systematic experimental data on possible hearing loss by airbag deployment, that also takes any other crash accompanied noise into account, such as deformation and impact noise. Also the rising number of airbags per vehicle resulting in a higher number of deployed airbags in an accident was not addressed with respect to hearing loss. Thus, an extensive test matrix of noise measurements during airbag deployments was conducted including onboard measuring during crashes and static measurements. Dynamic and static experiments with single and multiple airbag deployments were conducted. The results of this study show, that in the analyzed crash constellations the acoustic emission of the collision as well as the car deformation can trigger the stapedius reflex before the airbag deployment. The stapedius reflex protects the inner ear at least partially in case of dangerous sound levels. However, it seems that multiple airbag deployments in a short sequence pose a considerable risk for hearing impairments despite the fully contracted stapedius muscle. Further and in line with Price et al. (2013) it was found that the risk of hearing loss is lower with closed windows. The analysis of patient and accident data showed no link between airbag deployment and hearing loss. This might be caused by low case numbers of reported hearing loss problems up to now. In conclusion the results show that a singular analysis of the sound pressure of airbag deployments without crash accompanied noises is not sufficient as the protective effect of the stapedius reflex is neglected. Still, successive airbag deployments in a short timeframe raise the risk of hearing loss. Further investigation on hearing impairment due to airbag deployment and triggering of the stapedius reflex is needed and the data acquisition of accidents and patients should consider hearing loss aspects.
Bicyclists and pedestrians belong to the most endangered groups in urban traffic. The EU-funded collaborative research project PROSPECT (‘PROactive Safety for PEdestrians and CyclisTs´) aims to significantly improve safety of those unprotected traffic participants by expanding the scope of scenarios covered by future active safety systems in passenger cars. Concepts for sensor control systems are built into three prototypes covering emergency interventions such as Autonomous Emergency Braking (AEB) as well as Autonomous Emergency Steering (AES). These systems tackle the well-known challenges of currently available systems including limited field-of-view by sensors, fuzzy path prediction, unreliable intent reaction times and slow reaction times. These highly innovative functions call for extensive validation methodologies based on already established consumer testing procedures. Since these functions are developed towards the prevention of intersection accidents in urban areas, a key aspect of the advanced testing methodology is the valid approximation of naturalistic trajectories using driving robots. Eventually, several simulator studies complemented a user acceptance and benefit analysis to evaluate the expected overall impact of the PROSPECT systems. The results achieved within the PROSPECT project are highly relevant for upcoming test protocols regarding the most critical situations with Vulnerable Road Users (VRU). With introducing the new methods in Euro NCAP (European New Car Assessment Programme) a significant increase in road safety is expected.
To assess occupant safety in a crash test, criteria associating the measurements made with a crash test dummy to injury risk are necessary. To enable better protection of elderly car occupants the objective of this study was to develop improved thoracic injury criteria for the THOR average male dummy. The development of these criteria is usually based on matched dummy and Post Mortem Human Surrogate (PMHS) tests by relating the obtained PMHS injuries to dummy measurements. This approach is limited, since only a few tests in relevant loading conditions are available and any new test series requires high efforts to be performed due to their complexity and costs. To overcome these limitations and to extend the dataset for the development of THOR dummy chest injury risk functions a simulation-based approach was applied within the EC funded project SENIORS (Safety Enhanced Innovations For older Road Users - www.seniors-project.eu). Within this study frontal impact sled simulations with an FE model representing a THOR average male dummy and matched simulations with a human body model (HBM) representing an elderly car occupant were carried out. The HBM used for this study was the THUMS TUC with modified rib cage, which was developed in SENIORS. The modifications included material and geometry changes aiming to represent an elderly car occupant. The rib fracture risk was predicted with a deterministic approach whereby a rib was considered broken when the strain exceeded an age-dependent threshold. Furthermore, a probabilistic method was applied to predict the probability of sustaining a certain number of fractured ribs by comparing local strain values to the distribution of cortical rib ultimate strain. By relating the output from the HBM simulations to a multi-point dummy injury criterion, injury risk curves were calculated by statistical methods. The wide range of loading conditions resulted in the desired range of injuries and THOR ATD output. The number of fractured ribs predicted by the HBM based on the deterministic prediction method was between 0 and 15. Furthermore, the probabilistic risk for the number of rib fractures equal or greater than two, three or four was calculated for each load case. The THOR rib deflection criterion Rmax was between 18 and 56 mm, while the PC Score was in the range of 2.5 to 7.2. Based on these outputs new risk curves for the predicted deterministic (AIS2+/3+) and probabilistic injury risk were calculated. The new curves show reasonable shapes and significance that provide trust in their application. The new risk curves are compared to risk curves obtained by traditional methods. The results were found similar to previous injury risk functions based on physical tests, which gives a high level of confidence in the chosen approach. The simulation-based approach of matched ATD model vs. HBM simulation was successfully applied. Rmax curves show a slightly better quality than the injury criterion PC Score.
Ein auf Nachhaltigkeit angelegtes Großprojekt wie das der Zustandserfassung und -bewertung (ZEB) bedarf eines Qualitätssicherungssystems. Hierfür wurde auf Initiative des Bundesministeriums für Verkehr, Bau- und Wohnungswesen (BMVBW) eine Untersuchung ausgelöst, über die die Grundlagen und Voraussetzungen für ein umfassendes QS-System erarbeitet werden sollen. In einer Pilotierungsphase soll im Jahr 2002 die Machbarkeit nachgewiesen werden.
Neue Herausforderungen an die Unfallforschung durch Fahrerassistenz und automatisiertes Fahren

Unfallrekonstruktion hat die Ableitung von Maßnahmen zur Minimierung der Unfallfolgen ermöglicht, vor allem durch Verbesserungen bei passiven Sicherheitseinrichtungen, aber auch durch die Verbesserung der Rettungskette, beispielsweise eCall. Heute können aktive Sicherheitssysteme die Unfallfolgen bereits vor der eigentlichen Kollision reduzieren oder durch Umfeldwahrnehmung und mittels Eingriff in die Fahrzeugsteuerung gegebenenfalls sogar vollständig verhindern. Funktionen, die aktiv in die Fahrzeugsteuerung eingreifen, lassen sich nach ihrer Wirkweise unterscheiden: zum einen handelt es sich um kontinuierlich automatisierende Funktionen, die meist länger aktiv bleiben (zum Beispiel ACC). Zum anderen um Funktionen, die in kritischen Fahrsituationen temporär in die Fahrzeugsteuerung eingreifen. Aufgezeigt wird, welche Konsequenzen und Risiken in Bezug auf diese Systeme sowie für bestimmte (zum Beispiel kritikale) Fahrsituationen anzunehmen sind. Zur Bewertung von aktiven Reglern, die in kritischen Fahrsituationen eingreifen, sind Unfalldaten nur noch eingeschränkt tauglich. Ähnliches gilt für die Bewertung von Ereignissen/ Zuständen im Rahmen kontinuierlicher Fahrzeugsteuerung, vor allem, wenn diese weiter vorausliegen. Wirkzusammenhänge automatisierter Fahrfunktionen müssen jedoch - gerade für den Mischverkehr mit konventionell gesteuerten Fahrzeugen - identifiziert werden. Dafür wird eine Szenariendatenbank mit relevanten Verkehrssituationen benötigt, in die Daten aus Naturalistic Driving Studies (NDS), aus Fahrversuchen oder Versuchen im Fahrsimulator eingehen können. Die zunehmende Durchdringung der Fahrzeugflotte mit kontinuierlich automatisierten Fahrfunktionen lässt eine Abnahme kritischer Fahrsituationen und eine Reduktion der Zahl der Verkehrsopfer erwarten. Allerdings verbleibt eine Restzahl an systemimmanenten Unfällen, die als unvermeidbar gelten müssen.
The Netherlands is on the way to change its existing skid resistance measuring method for its highway network from the Dutch RAW 72, a longitudinal force method, to the Sideway Force method. This method is described in the Technical Specification 15901-8 (SKM device) as well as 15901-6 (SCRIM device) and is in use in 9 European countries. The CEN TC 227 WG5 on Surface Characteristics is currently working on combining of these two technical Specifications into a European standard for Sideway-Force (SWF) measurement devices. The idea of this change in the Netherlands was perceived in 2013 and since then a lot of meetings have been held with the different Dutch decision makers as well as with countries which currently operate SWF devices. There was an intensive exchange of knowledge about these devices and their corresponding quality assurance systems, because the Netherlands wanted to incorporate and rely on an existing system of a neighbor country without losing their present level of quality. The Netherlands has therefore decided to incorporate the German SKM approach. The network monitoring with the new system will start in 2017. To ensure the quality of skid resistance measurements and further cooperation in this field, it has been decided to initiate an alliance between BASt and the Dutch road owner Rijkswaterstaat (RWS). This alliance will facilitate an exchange of research activities, calibration of the Dutch systems according to the existing German Standard as well as control measurements with a BASt-device on the Dutch network during the network monitoring. During 2016 also comparative measurements will be performed on a network level with the current Dutch device and with an SKM device to determine a conversion between the two and to be able to define new threshold values.
Rekonstruktion des Bestandsplans im Zuge der Nachrechnung der Brücke über die Leine bei Schwarmstedt

Der aktuell im Rahmen der Nachrechnungsrichtlinie geforderte Nachweis von Tragfähigkeit, Gebrauchstauglichkeit und Ermüdung der Brückenbauwerke im Bestand der Länder und des Bundes stellt eine enorme Herausforderung dar. Insbesondere bei unvollständigen oder fehlenden Bestandsplänen der Bauwerke sind Maßnahmen erforderlich, um die erforderlichen Informationen zu beschaffen. Ein wirkgungsvolles Instrument könne hierfür die zerstörungsfreien Prüfverfahren des Bauwesens sein. In dem präsentierten Forschungsprojekt erfolgte die Rekonstruktion eines Bestandsplanes direkt auf die Anforderungen des mit der Nachrechnung beauftragten Ingenieurbüros. Darüber hinaus wurde der Entwurf eines Leitfadens erstellt, der im Falle von unvollständigen oder fehlenden Bestandsplänen die Grundlagen für die Beauftragung und Durchführung der Nachrechnung schafft.

Deutschland braucht ein zuverlässiges Straßenverkehrssystem. Dafür müssen die Zustände der Brücken und sonstigen Ingenieurbauwerke der Straßen kontinuierlich und umfassend bekannt um rechtzeitig handeln zu können. Neben der regulären visuellen Bauwerksprüfung nach DIN 1076 bieten neue innovative Verfahren große Möglichkeiten der Zugangs- sowie Bilderfassungs- und Bildverarbeitungstechnik. Diese Möglichkeiten gilt es jetzt systematisch zu erkunden und für den Einsatz aufzubereiten
As investigations by BASt have shown, a bond between concrete surfaces and bases may be a disadvantage when water penetrates via joints and from the sides if the bond becomes partially detached at an early stage. Free water may penetrate into the area between the concrete surface and the base and build up in areas where the bond is still intact. The high pressure caused by lorry wheels rolling over the pavement causes hydrodynamic pumping. This creates very high flow speeds with considerable corrosion power. This results in the base course surface being eroded in the areas where heavy vehicles drive over the road and may even lead to water and fine particles from the base courses being expelled through the longitudinal joints between the pavement slab and the lower hard shoulder or first overtaking lane. The erosion of the base leads unavoidably to the bearing conditions deteriorating and increased loading of the concrete surface. Cracks may occur and, later stepping-off and tilting of the plates components. This significantly deteriorates the evenness and consequently the service value of the road. This finally leads to a reduction in the service life of the concrete surface. To avoid such damage water which has penetrated must be able to lose pressure and to then seep away. A possible solution is: A nonwoven fabric substance between concrete suface and bound base course. This construction method has proved himselve on numerous test road sections and were rightly included in the new Codes of Practice for the Standardisation of the Upper Structure of Traffic-Bearing Surfaces (Richtlinien für die Standardisierung des Oberbaues von Verkehrsflächen- RStO).
Federal highway A 26 in Germany : reinforced dams in soft soils - control method according DIN 1054

In 2001 the construction of the Federal Highway A 26 in Lower Saxony (north of Germany) was started. In this area the underground is without any substantial bearing capacity as it consists of soft layers ( clay, peat) with a thickness of up to 12 m. Because it was not possible to exchange the soil neither completely nor partially pre-loading procedure (consolidation method) was chosen for this construction. Short- and long-term stability are ensured by the use of high-tensile fabrics for reinforcement at the dam basis. The vertical and horizontal deformations and the stress changes in the soil, caused by the pre-load procedure, has to be controlled by special geotechnical measurements. Additionally, in the higher parts of the dam the strain behaviour of the high-tensile fabrics is measured. These measurements form the basis for the application of the control method according DIN 1054. In this article, the special circumstances of this project are described. Further on the geotechnical measurements, the winning and evaluation of the necessary parameters of the subsoil, and the consequences of these data for the ongoing of the project are laid down. Intermediate results of the geotechnical measurements are described.
Seit mehreren größeren Brandereignissen in Straßentunneln um die Jahrtausendwende wurde sowohl im baulichen Brandschutz als auch in der sicherheitstechnischen Tunnelausstattung viel getan. Zahlreiche technische Neu- und Weiterentwicklungen haben seither Eingang in Bau, Ausstattung und Betrieb der Bauwerke gefunden. Im europäischen aber auch weltweiten Vergleich befinden sich die deutschen Straßentunnel auf einem sehr hohen Sicherheitsniveau. Dies ist auch erforderlich, da Deutschland als Transitland in Europa über ein hoch belastetes Straßennetz verfügt. Tunnel stellen neuralgische Punkte in diesem Netz dar. Daher gilt es hier für den Nutzer ein Optimum an Sicherheit zu gewährleisten, gleichzeitig aber auch den Verkehrsfluss so gering wie möglich durch Wartungs- bzw. Sperrzeiten der Tunnelröhren zu behindern. Mit diesem Tagungsband sollen die neuesten Erkenntnisse sowohl zur Verkehrssicherheit in Tunneln, als auch zur bautechnischen Sicherheit für die Verwendung in der alltäglichen Praxis nähergebracht werden. Nach einem allgemeinen Überblick zum Stand von aktuellen Bau-, Instandsetzungs- und Nachrüstungsmaßnahmen im deutschen Fernstraßentunnelnetz erfolgt die Vorstellung zweier Forschungsprojekte der BASt, dem europäischen Projekt ECOROADS, welches die Harmonisierung zwischen Sicherheitsanforderungen auf freier Strecke und Tunnel zum Inhalt hat, und dem BASt-eigenen Modelltunnel, in dem längsneigungsabhängige, modellmaßstäbliche Rauchausbreitungsuntersuchungen vorgenommen wurden. Im zweiten Themenbereich, der die Grundlagen für Planung und Bau fokussiert, wird auf die Fortschreibung des betriebstechnischen Regelwerks, die Entwicklung von Kostenansätzen für Straßentunnel sowie auf planerische Herausforderungen im Rahmen des Großprojektes Fehmarnbeltquerung eingegangen. Im Themenschwerpunkt Tunnelbetrieb werden neue Erkenntnisse zur Belüftung von Straßentunneln bei Stau und den damit verbundenen Auswirkungen auf die Risikoanalyse vorgestellt. Außerdem gibt es ein Update zum Stand der Umsetzung des Pilotprojektes Tunnelsimulator aus zwei Bundesländern. Im Rahmen der Beiträge zu Instandsetzung und Nachrüstung von Straßentunneln wird dem aktuellen Thema des Umgangs mit Chloridbelastungen von Tunnelinnenschalen nachgegangen, sowie den Besonderheiten bei der Nachrüstung mehrerer Bestandstunnelbauwerke der Stadt Köln mit Schwerpunkt auf dem Stadtautobahntunnel Kalk. An dieser Stelle sei allen Autoren gedankt, die zu dieser gelungenen Veranstaltung beigetragen haben.
Automated driving will provide many kinds of benefits - some direct and some indirect. The benefits originate at the individual level, from changes in the behaviour of drivers and travellers with regard to driving and mobility, ending up with benefits at the social level via changes in the whole transport system and society, where many of the current planning and operations paradigms are likely to be transformed by automated driving. There may also be disbenefits, particularly at a social level, for example in intensity of travel which could result in additional congestion and increased use of natural resources. There may also be unintended consequences. For example, we do not know the impacts on public transport: driverless vehicles could provide a means to a lower cost service provision, but the availability of automated cars could lead to more car travel at the expense of collective transport.
In line with the new definition introduced by the European Commission (EC), the number of seriously injured road casualties in Germany for 2014 is assessed in this study. The number of MAIS3+ casualties is estimated by two different methodological approaches. The first approach is based on data from the German Inâ€Depth Accident Study (GIDAS), which is closely related to the German Road Traffic Accident Statistics. The second approach is based on data from the German TraumaRegister DGU-® (TRâ€DGU), which includes many more hospitals but not all MAIS3+ injuries.
Im Erd- und Straßenbau ist es in den letzten Jahren bei bindemittelbehandelten sulfathaltigen Böden wiederholt zu teilweise erheblichen Schäden durch Quellhebungen gekommen, die auf eine Mineralreaktion im Boden zurückzuführen sind. Werden Böden mit natürlichem Sulfatgehalt zu bautechnischen Zwecken mit calciumbasierten Bindemitteln behandelt, so kann das Bindemittel unter bestimmten Randbedingungen mit den im Gips enthaltenen Sulfationen zum Mineral Ettringit reagieren. Infolge der mit dieser Mineralneubildung verbundenen Volumenvergrößerung kann es zu erheblichen Hebungsschäden kommen. Die für die Reaktion des Sulfattreibens im Boden maßgebenden Einflussfaktoren sind zwar grundsätzlich bekannt, quantitative Prüfmethoden und standardisierte Strategien zur Gefahrenabwehr lagen bis dato allerdings noch nicht vor. Das Ziel des Forschungsvorhabens, über das in diesem Beitrag berichtet wird, war die Entwicklung eines praxistauglichen Prüfverfahrens als Grundlage für eine hieraus abzuleitende Prüfvorschrift. Hierfür wurden an Proben aus verschiedenen Boden-Bindemittelgemischen mit definierten Sulfatgehalten Quellhebungsversuche geplant, durchgeführt und ausgewertet. Im Ergebnis wurde ein annähernd linearer Zusammenhangzwischen dem Sulfatgehalt im Boden und den eingetretenen Quellhebungen festgestellt. Die Ergebnisse zeigen ferner, dass eine Behandlung sulfathaltiger Böden mit Weißfeinkalk mit größeren Quellhebungen verbunden ist als eine Behandlung mit Zement.
Die Europäischen Normen für Erdarbeiten werden im CEN/TC 396 "Earthworks" erarbeitet. Das Sekretariat des CEN/TC 396 wird vom französischen Normungsinstitut AFNOR gehalten. Die Normungsarbeit wird im DIN-Ausschuss NA 005-05-22 AA "Erdarbeiten (SpA zu CEN/TC 396), Gemeinschaftsausschuss mit FGSV GA 5.01" gespiegelt. Vertreter des Spiegelausschussesarbeiten in den verschiedenen Arbeitsgruppen (working groups (WG)) des CEN/TC 396 mit. In den Jahren 2009 und 2010 wurden die Gremien konstituiert und mit der Normungsarbeit begonnen, zunächst überwiegend durch die Zusammenstellung der vorhandenen Regelungen in den Mitgliedsstaaten (siehe auch Beitrag Vogel/Leister/Heyer zur Erd- und Grundbautagung 2013). Im November 2014 wurden vom CEN/TC 396 die Arbeitsaufträge("work items") offiziell gestartet.
Die Länderarbeitsgemeinschaften Bodenschutz (LABO), Abfall (LAGA) und Wasser (LAWA) haben im September 2005 das Bundesumweltministerium gebeten, bundeseinheitliche, rechtsverbindliche Anforderungen an die Verwertung von mineralischen Abfällen in technischen Bauwerken und in bodenähnlichen Anwendungen zu regeln. Die Umweltministerien der Länder haben in ihren Stellungnahmen zum 2. Arbeitsentwurf der Mantelverordnung Forderungen gestellt, bei deren Umsetzung der Einsatz von mineralischen Ersatzbaustoffen im Verkehrswegebau stark eingeschränkt und unwirtschaftlich würde. Der Wille zur Schonung natürlicher Ressourcen ist nicht erkennbar. Anforderungen an Straßenbauwerke, an den Umweltschutz und an die Kreislaufwirtschaft konkurrieren in vielen Bereichen miteinander. Im Gesetzgebungsverfahren sind bisher trotz Gesprächen zwischen den Ressorts auf Arbeitsebene in grundlegenden Aspekten keine Einigung oder von Allen tragbare Kompromisse erzielt worden. Der Verkehrswegebau ist Hauptabnehmer der Ersatzbaustoffe, geht mit großen Mengen des Primärbaustoffs "Boden" um, ist aber auch "Abfallerzeuger". In der Mantelverordnung werden Regelungen getroffen, die stark in die Belange des Straßenbaus eingreifen. Aus diesem Grund ist die Beteiligung der Straßenbauverwaltung erforderlich, um die bautechnische und bauvertragliche Kompetenz sicher zu stellen, das Potenzial für Boden- und Grundwasserschutz auszuschöpfen und natürliche Ressourcen zu schonen. Die wichtigsten Aspekte zum umweltgerechten Einsatz von Boden und Ersatzbaustoffen aus der Sicht des Straßenbaus werden vorgestellt.
Cycling and designing for cyclist in Germany: an overview of road safety, research and guidelines

Cycling is considered a social, eco-friendly, pollution-free, low noise and healthy activity and mode of transportation. There are currently around 67 million bicycles in Germany. This number is expected to increase in the near future with greater use of electromotive assisted bicycles. Regarding the expected increase, there should be additional attention given to road traffic accidents involving cyclists. In 2014, 396 cyclists were killed in road accidents in Germany, which is 12 % of all road fatalities. Also in 2014, Germany reported over 78,000 injuries to cyclists. The majority of the fatalities (about 58 %) and 83 % of the serious injuries to cyclists occurred in urban areas. This paper will examine three aspects concerning cyclists. First, the paper will show the main current developments, for example the National Cycling Plan 2020, the effects of the road safety programme and provide an analysis of the German national accident statistics. Second, the paper will give an overview of the regulations, guidelines for road traffic and designing of cycling facilities. Lastly, this study will detail the current and completed research in Germany addressing cyclist. For example, the paper will discuss the topic "Accidents between Turning-off Trucks and Cyclists" Accidents between right turning trucks and straight riding cyclists often show massive consequences. Accident severity is much higher than in other accidents. The situation is critical especially due to the fact that, in spite of the six mirrors that are mandatory for ensuring a minimum field of sight for the truck drivers, cyclists in some situations cannot be seen or are not seen by the driver. Either the cyclist is overlooked or is in a blind spot area that results from the turning manoeuvre of the truck. At present driver assistance systems are discussed that can support the driver in the turning situation by giving a warning when cyclists are riding parallel to the truck just before or in the turning manoeuvre. The paper will describe the requirements for turning assist systems for trucks. The outcome of the study is an overview of the accident situation between right turning trucks and straight driving cyclists in Germany as well as a corresponding test procedure for driver assistance systems. Below are several other projects which will be investigated, too: Accident Risk and Acceptance of Traffic-Rules by Cyclists ; Safety Improvement in Terms of Using Bicycle Paths in the Opposite Direction ; Cycling in Mixed-Traffic ; Observation of Pedal Electric Cycles Riders to Identify Safety Concerns. These three aspects will provide the current situation on the topic of cyclist safety in Germany.
Bewertung der strukturellen Substanz für die systematische Erhaltungsplanung von Betonfahrbahndecken

"Mobilität ist zentrale Voraussetzung für wirtschaftliches Wachstum, Beschäftigung und Teilhabe des Einzelnen am gesellschaftlichen Leben." Dieser Leitsatz des BMVI setzt eine intakte und funktionierende Infrastruktur voraus. Im Kontext mit dem Investitionshochlauf in den nächsten Jahren ist für das Bundesfernstraßennetz insbesondere ein netzbezogenes systematisches Vorgehen im Rahmen der Baulichen Erhaltung von Relevanz. Bei der Planung von Erneuerungsmaßnahmen ist dabei die Kenntnis über den Zustand der strukturellen Substanz und deren langfristige Entwicklung von zentraler Bedeutung. Nachfolgend wird ein Verfahren vorgestellt, das die mechanisch und statistisch abgesicherte Bewertung und Prognose der strukturellen Substanz von Betonfahrbahndecken ermöglicht. Zudem werden die Anwendung und das Vorgehen anhand eines Praxisbeispiels aufgezeigt.
Die Ermittlung einer voraussichtlichen Restnutzungsdauer von Verkehrsbefestigungen und somit der Abschätzung des Eingreifzeitpunktes für eine grundhafte Erneuerung ist ohne die Kenntnis der strukturellen Substanz nur sehr unzureichend zu bewerkstelligen. Mit Vorliegen des Entwurfes zu den "Richtlinien zur Bewertung der strukturellen Substanz des Oberbaus von Verkehrsflächen in Asphaltbauweise" (RSO Asphalt) ist zwar ein hierfür nutzbares Verfahren verfügbar, allerdings basiert dieses auf der Analyse von Laborversuchen an den aus Streckenabschnitten zu entnehmenden Bohrkernen, wodurch eine netzweite Anwendung nicht praktikabel ist. Um trotzdem einen umfassenden Einsatz zu ermöglichen und eine deutliche Verbesserung gegenüber bisherigen Verfahren herbeizuführen, können aber begründete Annahmen zu den Materialkennwerten getroffen werden. Alle weiteren Eingangsdaten des Verfahrens decken sich mit denen des bisherigen. Deren Vollständigkeit und Plausibilität muss zukünftig mehr Bedeutung zugemessen werden.
Fire incidents are among the most relevant for people in a tunnel. Therefore, it is important to be sufficiently prepared for such events. A large scale fire test is to be used to help evaluate the initial burning duration and the time it takes for the fire to spread to other vehicles in the tunnel, and in particular how long it takes for a truck carrying wooden pallets to catch fire, taking into consideration the extremely high temperatures. The goal, therefore, is to determine the time it takes for a fire to spread to other vehicles in the tunnel. In the large scale fire test, an accident in a tunnel with one-way traffic is simulated between a truck loaded with approximately 3.7 t of wooden Europol pallets and a passenger car. Directly behind each of the vehicles involved in the accident there is another car which stops at a distance of 1.0 m. Approximately 300 litres of burning diesel are discharged from the truck's fuel tank, which is simulated by using approximately 400 litres of isopropanol. A 10 m-² burning pool forms underneath the truck. Other objectives of the large scale fire test are the validation of the CFD models and the evaluation of the progression of the thermal release ratios estimated for the simulation. The thermal release ratios generated in the test are determined and evaluated using various models.

In den Jahren 2009 und 2010 wurden die Gremien konstituiert und mit der Normungsarbeit begonnen, zunächst überwiegend durch die Zusammenstellung der vorhandenen Regelungen in den Mitgliedsstaaten (siehe auch Beitrag Vogel/Leister/Heyer zur Erd- und Grundbautagung 2013). Im November 2014 wurden vom CEN/TC 396 die Arbeitsaufträge ("work items") offiziell gestartet.
Die Länderarbeitsgemeinschaften Bodenschutz (LABO), Abfall (LAGA) und Wasser (LAWA) haben im September 2005 das Bundesumweltministerium gebeten, bundeseinheitliche, rechtsverbindliche Anforderungen an die Verwertung von mineralischen Abfällen in technischen Bauwerken und in bodenähnlichen Anwendungen zu regeln. Die Umweltministerien der Länder haben in ihren Stellungnahmen zum 2. Arbeitsentwurf der Mantelverordnung Forderungen gestellt, bei deren Umsetzung der Einsatz von mineralischen Ersatzbaustoffen im Verkehrswegebau stark eingeschränkt und unwirtschaftlich würde. Der Wille zur Schonung natürlicher Ressourcen ist nicht erkennbar. Anforderungen an Straßenbauwerke, an den Umweltschutz und an die Kreislaufwirtschaft konkurrieren in vielen Bereichen miteinander. Im Gesetzgebungsverfahren sind bisher trotz Gesprächen zwischen den Ressorts auf Arbeitsebene in grundlegenden Aspekten keine Einigung oder von Allen tragbare Kompromisse erzielt worden. Der Verkehrswegebau ist Hauptabnehmer der Ersatzbaustoffe, geht mit großen Mengen des Primärbaustoffs "Boden" um, ist aber auch "Abfallerzeuger". In der Mantelverordnung werden Regelungen getroffen, die stark in die Belange des Straßenbaus eingreifen. Aus diesem Grund ist die Beteiligung der Straßenbauverwaltung erforderlich, um die bautechnische und bauvertragliche Kompetenz sicher zu stellen, das Potenzial für Boden- und Grundwasserschutz auszuschöpfen und natürliche Ressourcen zu schonen. Die wichtigsten Aspekte zum umweltgerechten Einsatz von Boden und Ersatzbaustoffen aus der Sicht des Straßenbaus werden vorgestellt.
Risk-based approach for the protection of land transport infrastructure against extreme rainfall

The aim of the research project "Risk based approach for the protection of transport infrastructure against extreme rainfall RAINEX" is the development of a practical methodology for the identification and assessment of both vulnerable as well as critical transport infrastructures towards extreme rainfall events consequences. The developed methodology is based on expert knowledge and includes qualitative and semi-quantitative analyses regarding the assessment of the vulnerability and criticality of relevant transport infrastructures. The process chain from the spatial rainfall to the concentrated runoff in the river channel was shown to assess the local hazard resulting in the local risk. The main result of the project is a practice-oriented and applicable methodology and a comprehensive and well-developed security handbook.
The performance of asphalt by low temperatures is largely determined by the viscosity of the binder respectively the mortar of the asphalt. The traditional test methods for binder (e.g. ball-draw viscosimeter) are limited to temperatures above the service range of temperature for an asphalt construction. The Dynamic Shear Rheometer (DSR) is limited to temperatures above 30-°C whereas the Bending Beam Rheometer (BBR) is limited to temperatures below -10-°C and not applicable to mortar. Especially the gap in the temperature of these test methods is very important to characterize the viscosity behavior of binder and mortar over the whole range of the service temperatures, which represent the typical environmental conditions of over the seasons, for an asphalt construction. Tension retardation experiments seem to be very useful to bridge the gap. They address the low temperature behavior of binder and mortar. With this test method the flow characteristics of binder (pen grade and any modification) and any kind of mortar in the service temperature range, in particular at low temperatures of -25-°C can be determined with a high precision, and assessed, via the physically interpretable material characteristics quantity of tension viscosity. Furthermore the present findings indicate the potential of extrapolation the results of the Tension retardation for a prediction of the rutting resistance of asphalt mixtures. As part of several research Projects, BASt (Federal Highway Research Institute) investigated the effects of different modifications of the binder to low temperature behavior of the binder by the tension retardation test. This paper is intended to provide a more detailed description of the test method Tension Retardation, selected results and related findings.
Research to inform policy is often challenged with how to genuinely use and implement research findings in decision-making and policy-planning. To begin with, the dialogue between researchers and decision-makers is essential to ensure profound understanding and legitimate interpretations of the results. Furthermore, the step to drawing practical conclusions and processing them into actions can only succeed if research findings are diffused to decision-making levels with influence on the matter, and mechanisms to knowledge transfer in the presence of a stable, favourable policy environment exist. Research investments into the topic of electromobility in Europe are substantial, and subtopics aiming to inform national policy-makers address a complex set of aspects from environmental and societal to technological and economic. This paper has a two-fold objective, the first of which is to present the results of scenarios to explore electromobility deployment in Finland, Germany and the European Union. The second is to discuss the challenges and solutions to bridge the gap from research findings towards decision-making and policy-planning, using the authors' electromobility scenario work as an example. The electromobility scenarios were built using the VECTOR21 model (Mock, 2010), and the rationale was to simulate vehicle sales and markets under different policy settings and calculate the most economical solution to fulfill regulation on COâ‚‚ emissions as set by the European Commission (2009). The model allows calculating the market diffusion of alternative powertrain technologies to the European market until 2030, taking into account different taxation schemes, incentives and other country-specific characteristics. The authors also present the cost-benefit-analysis of the modelling results to assess the different scenarios and to show variation between regions regarding profitability of alternative technological or political support and interventions. To proceed from research findings towards decision-making and policy-planning, the authors made observations relating to transfer of research knowledge and interpretation of their electromobility scenario results in national policy contexts. An evaluation of how the function of research to inform policy in this case succeeded is provided. In addition, the influence of expert opinions on the political decision-making process will be discussed through experiences from an expert questionnaire conducted to survey the importance of costs, time requirement, acceptance and other criteria of promotion measures of electromobility.
With the introduction of the German Highway Capacity Manual (HBS) in January 2002 (FGSV, 2002), all methods for the evaluation of the performance of highway facilities were, for the first time in Germany, simultaneously updated and consolidated in a single work following the ideas of the American Highway Capacity Manual (HCM). This paper gives an overview of the new 2015 edition of the German HBS and describes the changes as for example the addition of chapters for freeway, rural roads, and major urban street facilities, comprising segments and intersections.
Die Kommunikation zwischen Fahrzeugen und Infrastrukturkomponenten steht vor der Einführung in Europa. Dieser Beitrag stellt zunächst die grundlegende Technologie zum Austausch von Nachrichten und ein Pilotprojekt vor, innerhalb dessen eine sichere Fahrzeug-zu-Infrastruktur Kommunikation konzipiert und praktisch erprobt wird. Darauf aufbauend werden Sicherheitsfragestellungen von Infrastrukturkomponenten beleuchtet und ein Einblick in das Schlüsselmanagement sowohl für Fahrzeuge als auch Infrastrukturkomponenten gegeben.
The current maintenance management for bridges is mainly based on visual inspection and aims at the repair of identified damages. In the project cluster "Smart Bridge" an adaptive system for holistic evaluation in real time is developed. The following pilot studies show significant aspects of the Smart Bridge. Within the research project "Digital Test Area Autobahn" a new constructed prestressed concrete bridge is implemented with instrumented expansion joints and bearings, a "RTMS©" and a sensor network. By using analytical bridge models and evaluation methods the condition and reliability of the bridge as well as the remaining service life is determined. In the pilot study "duraBASt" sensors for the detection of durability and structural safety as well as data analyzing and evaluation procedures are investigated. The aim of this study is the partial implementation of the aspects: data collection, data processing and model development for condition assessment of the bridge.
Road condition acquisition and assessment are the key to guarantee their permanent availability. In order to maintain a country's whole road network, millions of high-resolution images have to be analyzed annually. Currently, this requires cost and time excessive manual labor. We aim to automate this process to a high degree by applying deep neural networks. Such networks need a lot of data to be trained successfully, which are not publicly available at the moment. In this paper, we present the GAPs dataset, which is the first freely available pavement distress dataset of a size, large enough to train high-performing deep neural networks. It provides high quality images, recorded by a standardized process fulfilling German federal regulations, and detailed distress annotations. For the first time, this enables a fair comparison of research in this field. Furthermore, we present a first evaluation of the state of the art in pavement distress detection and an analysis of the effectiveness of state of the art regularization techniques on this dataset.
Except for corrective steering functions automatic steering is up to now only allowed at speeds up to 10 km/h according to UN Regulation No. 79. Progress in automotive engineering with regard to driver assistance systems and automation of driving tasks is that far that it would be technically feasible to realise automatically commanded steering functions also at higher vehicle speeds. Besides improvements in terms of comfort these automated systems are expected to contribute to road traffic safety as well. However, this safety potential will only be exhausted if automated steering systems are properly designed. Especially possible new risks due to automated steering have to be addressed and reduced to a minimum. For these reasons work is currently ongoing on UNECE level with the aim to amend the regulation dealing with provisions concerning the approval of steering equipment. It is the aim to revise requirements for automatically commanded steering functions (ACSF) so that they can be approved also for higher speeds if certain performance requirements are fulfilled. The paper at hand describes the derivation of reasonable system specifications from an analysis of relevant driving situations with an automated steering system. Needs are explained with regard to covering normal driving, sudden unexpected critical events, transition to manual driving, driver availability and manoeuvres to reach a state of minimal risk. These issues form the basis for the development of test procedures for automated steering to be implemented in international regulations. This holds for system functionalities like automatic lane keeping or automatic lane change as well as for addressing transition situations in which the system has to hand over steering to the driver or addressing emergency situations in which the system has to react instead of the driver.
One main objective of the EU-Project SENIORS is to provide improved methods to assess thoracic injury risk to elderly occupants. In contribution to this task paired simulations with a THOR dummy model and human body model will be used to develop improved thoracic injury risk functions. The simulation results can provide data for injury criteria development in chest loading conditions that are underrepresented in PMHS test data sets that currently proposed risk functions are based on. To support this approach a new simplified generic but representative sled test fixture and CAE model for testing and simulation were developed. The parameter definition and evaluation of this sled test fixture and model is presented in this paper. The justification and definition of requirements for this test set-up was based on experience from earlier studies. Simple test fixtures like the gold standard sled fixture are easy to build and also to model in CAE, but provide too severe belt-only loading. On the other hand a vehicle buck including production components like airbag and seat is more representative, but difficult to model and to be replicated at a different laboratory. Furthermore some components might not be available for physical tests at later stage. The basis of the SENIORS generic sled test set-up is the gold standard fixture with a cable seat back and foot rest. No knee restraint was used. The seat pan design was modified including a seat ramp. The three-point belt system had a generic adjustable load limiter. A pre-inflated driver airbag assembly was developed for the test fixture. Results of THOR test and simulations in different configurations will be presented. The configurations include different deceleration pulses. Further parameter variations are related to the restraint system including belt geometry and load limiter levels. Additionally different settings of the generic airbag were evaluated. The test set-up was evaluated and optimized in tests with the THOR-M dummy in different test configurations. Belt restraint parameters like D-ring position and load limiter setting were modified to provide moderate chest loading to the occupant. This resulted in dummy readings more representative of the loading in a contemporary vehicle than most available PMHS sled tests reported in the literature. However, to achieve a loading configuration that exposes the occupant to even less severe loading comparable to modern vehicle restraints it might be necessary to further modify the test set-up. The new generic sled test set-up and a corresponding CAE model were developed and applied in tests and simulations with THOR. Within the SENIORS project with this test set-up also volunteer and PMHS as well as HBM simulations are performed, which will be reported in other publications. The test environment can contribute in future studies to the assessment of existing and new frontal impact dummies as well as dummy improvements and related instrumentation. The test set-up and model could also serve as a new standard test environment for PMHS and volunteer tests as well as HBM simulations.
The case study "Digital Test Area Autobahn" is presented. A new built (September 2016) pre-stressed concrete bridge is equipped with different monitoring systems for the detection of traffic load, climatic influence and the reaction of the bridge. Possibilities for the implementation of a VoI (Value of Information) analyses are presented.
In future, additional and more detailed data are needed about the current conditions of bridges for preventive maintenance management. Monitoring procedures are not merely able to provide key performance indicators for a specific point in time, but also over a period. These KPIs must be selected in such a way as to permit substantiated statements about the present and future condition of bridges. For this reason, greater efforts must be made to define the significant KPIs for the various types of bridges, and show how these figures can be reliably determined. Both the COST Action TU1402, and TU1406 offer important approaches which, properly combined, can deliver substantial added value to the calculation and description of the condition of bridges in the interest of proactive maintenance management.
The levels of continuous vehicle automation have become common knowledge. They facilitate overall understanding of the issue. Yet, continuous vehicle automation described therein does not cover "automated driving" as a whole: Functions intervening temporarily in accident-prone situations can obviously not be classified by means of continuous levels. Continuous automation describes the shift in workload from purely human driven vehicles to full automation. Duties of the driver are assigned to the machine as automation levels rise. Emergency braking, e.g., is obviously discontinuous and intensive automation. It cannot be classified under this regime. The resulting absence of visibility of these important functions cannot satisfy " especially in the light of effect they take on traffic safety. Therefore, in order to reach a full picture of vehicle automation, a comprehensive approach is proposed that can map out different characteristics as "Principle of Operation" at top level. On this basis informing and warning functions as well as functions intervening only temporarily in near-accident situations can be described. To reach a complete picture, levels for the discontinuous, temporarily intervening functions are proposed " meant to be the counterpart of the continuous levels already in place. This results in a detailed and independent classification for accident-prone situations. This finally provides for the visibility these important functions deserve.
PROSPECT (Proactive Safety for Pedestrians and Cyclists) is a collaborative research project involving most of the relevant partners from the automotive industry (including important active safety vehicle manufacturers and tier-1 suppliers) as well as academia and independent test labs, funded by the European Commission in the Horizon 2020 research program. PROSPECT's primary goal is the development of novel active safety functions, to be finally demonstrated to the public in three prototype vehicles. A sound benefit assessment of the prototype vehicle's functionality requires a broad testing methodology which goes beyond what has currently been used. Since PROSPECT functions are developed to prevent accidents in intersections, a key aspect of the test methodology is the reproduction of natural driving styles on the test track with driving robots. For this task, data from a real driving study with subjects in a suburb of Munich, Germany was used. Further data from Barcelona will be available soon. The data suggests that intersection crossing can be broken down into five phases, two phases with straight deceleration / acceleration, one phase with constant radius and speed turning, and two phases where the bend is imitated or ended. In these latter phases, drivers mostly combine lateral and longitudinal accelerations and drive what is called a clothoid, a curve with curvature proportional to distance travelled, in order to change lateral acceleration smoothly rather than abrupt. The data suggests that the main parameter of the clothoid, the ratio distance travelled to curvature, is mostly constant during the intersections. This parameter together with decelerations and speeds allows the generation of synthetic robot program files for a reproduction of natural driving styles using robots, allowing a much greater reproducibility than what is possible with human test drivers. First tests show that in principle it is possible to use the driving robots for vehicle control in that manner; a challenge currently is the control performance of the robot system in terms of speed control, but it is anticipated that this problem will be solved soon. Further elements of the PROSPECT test methodology are a standard intersection marking to be implemented on the test track which allows the efficient testing of all PROSPECT test cases, standard mobile and light obstruction elements for quick reproduction of obstructions of view, and a concept for tests in realistic surroundings. First tests using the PROSPECT test methodology will be conducted over the summer 2017, and final tests of the prototype vehicles developed within PROSPECT will be conducted in early 2018
The UN Regulation No. 79 is going to be amended to allow automatically commanded steering functions (ACSF) at speeds above 10 km/h. Hence, requirements concerning the approval of automatically performed steering manoeuvres have to be set in order to allow safe use of automatic steering on public roads as well as improve overall road safety for the driver and the surroundings. By order of the German Federal Ministry of Transport and Digital Infrastructure (BMVI), BASt developed and verified physical test procedures for automatic steering to be implemented in UN Regulation No. 79. The usability of currently available test tools was examined. The paper at hand describes these test procedures and presents results from verification tests. The designated tests are divided in three sections: functionality tests, verifications for the transition of control and emergency tests. System functionality tests are auto matic lane keeping, automatic lane change and an automatic abort of an initiated lane change due to traffic. Those tests check if the vehicle remains in its lane (under normal operating conditions), is able to perform safe automatic lane change manoeuvres and if it considers other road users during its manoeuvres. Transition tests examine the vehicle's behaviour when the driver fails to monitor the system and in situations when the system has to hand over the steering control back to the driver. For instance these tests provoke driver-in-the-loop requests by approaching system boundary limitations, like missing lane markings, surpassing maximum lateral acceleration in a bend or even a major system failure. Even further the driver and his inputs are monitored and if the system detects that he is overriding system actions or contrary want to quit the driving task and unfastens the seat belt, it has to shut down and put the human back into manually control and the responsibility of driving. The last series of test consists of two emergency situations in which the system has to react to a time critical event: A hard decelerating vehicle and a stationary vehicle in front both with no lane change possibility for the ACSF vehicle. Some of the tests, especially the emergency manoeuvres, require special target vehicles and propulsion systems. Since no fully automatic steering vehicles are available, a current Mercedes E-Class with Mercedes' "drive pilot" system was used. It was shown that the vehicle is automatically able to brake to a full stop towards a static Euro NCAP target from partial-automatic driving at 90 km/h, that it could brake towards a rapidly decelerating lead vehicle when travelling at 70 km/h, that it was able during partially automatic driving to remain in its lane in normal operation conditions and to perform a automatic (driver initiated) lane change while surveilling the driver- activities.
Die Level kontinuierlicher Fahrzeugautomatisierung sind unter Fahrerassistenzexperten weithin bekannt und erleichtern das Verständnis. Sie können aber nicht Fahrzeugautomatisierung insgesamt zufriedenstellend beschreiben: Insbesondere temporär intervenierende Funktionen, die in unfallnahen Situationen eingreifen, können offensichtlich nicht nach dem Level kontinuierlicher Fahrzeugautomatisierung beschrieben werden. Diese beschreiben nämlich die zunehmende Aufgabenverlagerung vom Fahrer zur maschinellen Steuerung bei zunehmendem Automatisierungsgrad. Notbremsfunktionen, beispielsweise, sind offensichtlich diskontinuierlich und nehmen zugleich auf intensive Weise Einfluss auf die Fahrzeugsteuerung. Sie lassen sich gerade nicht sinnvoll nach dem Level kontinuierlicher Fahrzeugautomatisierung beschreiben. Das Ergebnis kann indes nicht zufriedenstellen: Die fehlende Sichtbarkeit dieser Funktionen wird ihrer Bedeutung für die Verkehrssicherheit nicht gerecht. Daher wird hier, um ein vollständiges Bild der Fahrzeugautomatisierung zu erlangen, ein umfassender Ansatz zur Beschreibung verfolgt, der auf oberster Ebene nach Wirkweise unterscheidet. Auf dieser Basis lassen sich sowohl informierende und warnende Funktionen als auch solche, die nur temporär in unfallgeneigten Situationen intervenieren, im Detail beschreiben. Das ermöglicht es, eine eigenständige Klassifikation für unfallgeneigte Situationen zu erstellen. Dies kann für diese wichtigen Funktionen die eigenständige Sichtbarkeit herstellen, die ihrer Bedeutung gerecht wird.
Europe has benefited from a decreasing number of road traffic fatalities. However, the proportion of older road users increases steadily. In an ageing society, the SENIORS project aims to improve the safe mobility of older road users by determining appropriate requirements towards passive vehicle safety systems. Therefore, the characteristics of road traffic crashes involving the elderly people need to be understood. This paper focuses on car occupants and pedestrians or cyclists in crashes with modern passenger cars. Ten crash databases and four hospital statistics from Europe have been analysed to answer the questions on which body regions are most frequently and severely injured in the elderly, and specific injuries sustained by always comparing older (65 years and above) with midâ€aged road users (25â€64 years). It was found that the body region thorax is of particularly high importance for the older car occupant with injury severities of AIS2 or AIS3+, where as the lower extremities, head and the thorax need to be considered for older pedestrians and cyclists. Further, injury risk functions were provided. The hospital data analysis showed less difference between the age groups. The linkage between crash and hospital data could only be made on a general level as their inclusion criteria were quite different.
Schutz von schwächeren Verkehrsteilnehmern: kommende Anforderungen aus Gesetzgebung und Euro NCAP

Systeme der aktiven Fahrzeugsicherheit, insbesondere Notbremsassistenzsysteme und automatische Notbremssysteme, haben in den letzten zwei Dekaden große technische Fortschritte gemacht, und das im Wesentlichen ohne "Druck" von Gesetzgeber oder unabhängigen Testorganisationen " diese können aber durch passende Anforderungen den Vormarsch der Systeme in die Breite und die Ausnutzung von ansonsten für den Hersteller vielleicht nicht wirtschaftlichen Potentialen unterstützen. Dieser Bericht hat das Ziel, einen Überblick über die kommenden Anforderungen an Schutzsysteme für schwächere Verkehrsteilnehmer zu geben und diese Anforderungen in den Kontext Euro NCAP (=welchen Einfluss haben diese Anforderungen auf die Gesamtbewertung?) sowie Gesetzgebung (schwächere Anforderungen, aber dafür ein Markteintrittskriterium) zu stellen: - Anforderungen und Testprozeduren für Notbremsassistenz Fahrradunfälle 2018 und 2020 in Euro NCAP; - Anforderungen und Testprozeduren für Notbremsassistenz bei Nachtunfällen mit Fußgängern in Euro NCAP 2018; - Anforderungen und Testprozeduren für Abbiegeassistenzsysteme zum Schutz von Radfahrern in Unfallsituationen mit rechtsabbiegenden Lkw innerhalb der Fahrzeugtypgenehmigung.
Accidents between right turning trucks and straight driving cyclists often show massive consequences. Accident severity in terms of seriously or fatally injured cyclists that are involved is much higher than in accidents of other traffic participants in other situations. It seems clear that adding additional mirrors will very likely not improve the situation. At ESV 2015, a methodology to derive test procedures and first test cases as well as requirements for a driver assist system to address blind spot accidents has been presented. However, it was unclear if and how testing of these cases is feasible, to what extent characteristics of different truck concepts (e.g. articulated vehicles, rigid vehicles) influence the test conduction and outcome, and what tolerances should be selected for the different variables. This work is important for the acceptance of a draft regulation in the UN working group on general safety. In the meantime, three test series using a single tractor vehicle, a tractor-semitrailer combination and a rigid vehicle have been conducted. The test tools (e.g. surrogate devices) have been refined. A fully crashable, commercially available bicycle dummy has been tested. If used correct, this dummy does follow a straight line quite precisely and it does not cause any damage to the truck under test in case of accidental impact. The dummy specifications are freely available. During testing, the different vehicle categories resulted in different trajectories being driven. Articulated vehicle combinations did first execute a turn into the opposite direction, and on the other hand, single tractor vehicles did behave comparable to passenger cars. A possible solution to take these behaviors into account is to require the vehicles to drive through a corridor that is narrow for a precise straight-driving phase and extends during the turn. Other investigated parameters are the dummy and vehicle speed tolerances. The results from this research make it possible to draft a regulation for a driver assistance system that helps to avoid blind spot accidents: test cases have been refined, their feasibility has been checked, and corridors for the vehicles and for important parameters (e.g. test speeds) have been set. The test procedure is applicable to all types of heavy goods vehicles. In combination with the accidentology (ESV 2015 paper), the work provides the basis for a regulation for such an assistance system.
Advancing active safety towards the protection of vulnerable road users: the PROSPECT project

Accidents involving Vulnerable Road Users (VRU) are still a very significant issue for road safety. According to the World Health Organisation, pedestrian and cyclist deaths account for more than 25% of all road traffic deaths worldwide. Autonomous Emergency Braking Systems have the potential to improve safety for these VRU groups. The PROSPECT project (Proactive Safety for Pedestrians and Cyclists) aims to significantly improve the effectiveness of active VRU safety systems compared to those currently on the market by expanding the scope of scenarios addressed by the systems and improving the overall system performance. The project pursues an integrated approach: Newest available accident data combined with naturalistic observations and HMI guidelines represent key inputs for the system specifications, which form the basis for the system development. For system development, two main aspects are considered: advanced sensor processing with situation analysis, and intervention strategies including braking and steering. All these concepts are implemented in several vehicle prototypes. Special emphasis is put on balancing system performance in critical scenarios and avoiding undesired system activations. For system validation, testing in realistic scenarios will be done. Results will allow the performance assessment of the developed concepts and a cost-benefit analysis. The findings within the PROSPECT project will contribute to the generation of state -of-the-art knowledge, technical innovations, assessment methodologies and tools for advancing Advanced Driver Assistance Systems towards the protection of VRUs. The introduction of a new generation safety system in the market will enhance VRU road safety in 2020-2025, contributing to the "Vision Zero" objective of no fatalities or serious injuries in road traffic set out in the Transport White Paper. Furthermore, the test methodologies and tools developed within the project shall be considered for the New Car Assessment Programme (Euro NCAP) future roadmaps, supporting the European Commission goal of halving the road toll in the 2011-2020 timeframe.
Für eine Reihe von EU Regelungen im Bereich Fahrzeugsicherheit erlaubt eine Verordnung bereits seit dem Jahr 2010 virtuelles Testen für die Typzulassungsprüfung. Technische Details bzw. konkrete Prozeduren für spezifische Regelungen sind in dieser Verordnung jedoch nicht enthalten. Das Hauptziel des europäischen Projekts IMVITER (lmplementation of Virtual Testing in Safety Regulations) war es, basierend auf der neuen Verordnung ein virtuelles Testverfahren auszuarbeiten und dabei offene Fragen zu berücksichtigen. Um die im Projekt-Konsortium unter Berücksichtigung der Anliegen aller Interessensgruppen wie Autohersteller, Zulassungsbehörden und technischer Dienste erarbeiteten offenen Punkte zu adressieren, wurde ein generisches Flussdiagramm entwickelt, das den Ablauf einer virtuell basierten Typprüfung darstellt. ln diesem Diagramm ist der virtuelle Typgenehmigungsprozess in drei aufeinander folgende Phasen aufgeteilt, die Verifikations-, Validierungs- und Typgenehmigungsphase. Von entscheidender Bedeutung ist die Phase der Validierung des Simulationsmodells, für die im IMVITER-Projekt eine Methodik vorgeschlagen wurde. Mit der im Projekt vorgeschlagenen Validierungsmethode ist kein Austausch des Simulationsmodells zwischen Fahrzeughersteller und technischem Dienst notwendig, so dass die Vertraulichkeit von Betriebsgeheimnissen nicht gefährdet ist. Zur Validierung des Modells werden jedoch immer Versuche notwendig sein. Dies gilt sowohl für die Überpruefung von passiven als auch aktiven Fahrzeugsicherheitssystemen. Eine zusammenfassende Betrachtung der Erfahrungen aus dem IMVITER-Projekt ergab, dass mit der Einführung von virtuellem Testen keine Erhöhung der Anforderungen an die Fahrzeugsicherheit bzgl. bestehender Regelungen verbunden sein sollte. Jedoch werden auch weiterhin neue zusäztliche Regelungen erforderlich sein, da sich das Unfallgeschehen und die Fahrzeugtechnologie weiterentwickeln und ändern werden. Diese sollten von Beginn an die Möglichkeiten des virtuellen Testens nutzen, insbesondere bei Testverfahren für neue Technologien, z.B. aktiver Fahrzeugsicherheitssysteme. Hier bieten virtuelle Testverfahren nicht nur eine Kosten- oder Zeitersparnis, sondern ermöglichen teilweise erst die sinnvolle Abprüfung von neuen Sicherheitssystemen, die mit aktuellen auf Hardware-Test basierenden Verfahren überhaupt nicht möglich wären.
Automatische Lenkfunktionen sind abgesehen von korrigierenden Lenkeingriffen entsprechend der UN-Regelung Nr. 79 bisher nur in einem Geschwindigkeitsbereich bis 10 km/h erlaubt. Die Weiterentwicklung der Technik im Bereich der Fahrerassistenzsysteme und der Automatisierung der Fahraufgabe wuerden es jedoch technisch erlauben, automatische Lenkfunktionen auch bei höheren Geschwindigkeiten einzusetzen. Neben einem Zugewinn an Komfort wird von diesen Systemen auch ein Beitrag zur Erhöhung der Verkehrssicherheit erwartet. Dieses Verkehrssicherheitspotenzial wird man jedoch nur ausschöpfen können, wenn die automatisierten Lenksysteme entsprechend gestaltet sind. Insbesondere sollten mögliche Risiken auf Grund automatischen Lenkens minimiert sein. Aus diesen Gründen laufen derzeit Arbeiten auf UNECE-Ebene, die Regelung Nr. 79 über einheitliche Bedingungen für die Genehmigung der Fahrzeuge hinsichtlich der Lenkanlage in Bezug auf automatische Lenkfunktionen (ACSF = Automatically Commanded Steering Functions) zu überarbeiten, um diese unter bestimmten Bedingungen auch bei höheren Geschwindigkeiten genehmigen zu können. Der vorliegende Beitrag reflektiert diese Arbeiten und stellt die Entwicklung der technischen Anforderungen an automatisches Lenken und der für die fahrzeugtechnischen Vorschriften vorgesehenen Testprozeduren dar.
Die Level kontinuierlicher Fahrzeugautomatisierung sind unter Fahrerassistenzexperten weithin bekannt und erleichtern das Verständnis. Sie können aber nicht Fahrzeugautomatisierung insgesamt zufriedenstellend beschreiben: Insbesondere temporär intervenierende Funktionen, die in unfallnahen Situationen eingreifen, können offensichtlich nicht nach dem Level kontinuierlicher Fahrzeugautomatisierung beschrieben werden. Diese beschreiben nämlich die zunehmende Aufgabenverlagerung vom Fahrer zur maschinellen Steuerung bei zunehmendem Automatisierungsgrad. Notbremsfunktionen, beispielsweise, sind offensichtlich diskontinuierlich und nehmen zugleich auf intensive Weise Einfluss auf die Fahrzeugsteuerung. Sie lassen sich gerade nicht sinnvoll nach dem Level kontinuierlicher Fahrzeugautomatisierung beschrieben. Das Ergebnis kann indes nicht zufriedenstellen. Die fehlende Sichtbarkeit dieser Funktionen wird ihrer Bedeutung für die Verkehrssicherheit nicht gerecht. Daher wird im Beitrag, um ein vollständiges Bild der Fahrzeugautomatisierung zu erlangen, ein umfassender Ansatz zur Beschreibung verfolgt, der sich auf oberster Ebene nach Wirkweise unterscheidet. Auf dieser Basis lassen sich sowohl informierende und warnende Funktionen als auch solche, die nur temporär in unfallgeneigten Situationen intervenieren, im Detail beschrieben. Das ermöglicht es, eine eigenständige Klassifikation für unfallgeneigte Situationen zu erstellen; dies kann für diese wichtigen Funktionen die eigenständige Sichtbarkeit herstellen, die ihrer Bedeutung gerecht wird.
The presence and performance of Advanced Driver Assistance Systems (ADAS) has increased over last years. Systems available on the market address also conflicts with vulnerable road users (VRUs) such as pedestrians and cyclists. Within the European project PROSPECT (Horizon2020, funded by the EC) improved VRU ADAS systems are developed and tested. However, before determining systems" properties and starting testing, an up-to-date analysis of VRU crashes was needed in order to derive the most important Use Cases (detailed crash descriptions) the systems should address. Besides the identified Accident Scenarios (basic crash descriptions), this paper describes in short the method of deriving the Use Cases for car-to-cyclist crashes. Method Crashes involving one passenger car and one cyclist were investigated in several European crash databases looking for all injury severity levels (slight, severe and fatal). These data sources included European statistics from CARE, data on national level from Germany, Sweden and Hungary as well as detailed accident information from these three countries using GIDAS, the Volvo Cars Cyclist Accident database and Hungarian in-depth accident data, respectively. The most frequent accident scenarios were studied and Use Cases were derived considering the key aspects of these crash situations (e.g., view orientation of the cyclist and the car driver- manoeuvre intention) and thus, form an appropriate basis for the development of Test Scenarios. Results Latest information on car-to-cyclist crashes in Europe was compiled including details on the related crash configurations, driving directions, outcome in terms of injury severity, accident location, other environmental aspects and driver responsibilities. The majority of car-to-cyclist crashes occurred during daylight and in clear weather conditions. Car-to-cyclist crashes in which the vehicle was traveling straight and the cyclist is moving in line with the traffic were found to result in the greatest number of fatalities. Considering also slightly and seriously injured cyclists led to a different order of crash patterns according to the three considered European countries. Finally the paper introduced the Use Cases derived from the crash data analysis. A total of 29 Use Cases were derived considering the group of seriously or fatally injured cyclists and 35 Use Cases were derived considering the group of slightly, seriously or fatally injured cyclists. The highest ranked Use Case describes the collision between a car turning to the nearside and a cyclist riding on a bicycle lane against the usual driving direction. A unified European dataset on car-to-cyclist crash scenarios is not available as the data available in CARE is limited, hence national datasets had to be used for the study and further work will be required to extrapolate the results to a European level. Due to the large number of Use Cases, the paper shows only highest ranked ones.
Unter bestimmten Voraussetzungen sind im Zuge der quantitativen Sicherheitsbewertung von Straßentunneln Risikoanalysen durchzuführen. Neben objekt-, verkehrs- oder ereignisspezifischen Parametern gibt es auch etliche Eingangsparameter, die fest im Risikomodell hinterlegt sind und deren Variation für gewöhnlich nicht vorgesehen ist. Dies trifft auch für Parameter des menschlichen Verhaltens zu. Im Zuge von Versuchsreihen zum Flucht- und Reaktionsverhalten der Verkehrsteilnehmer im Ereignisfall in Straßentunneln wurden verschiedene Verhaltensparameter ermittelt und analysiert, die den konventionellen Modell-Basisparametern erstmals im Österreichischen Tunnelrisikomodell (TuRisMo) gegenübergestellt werden. Als Ergebnis kann auf Basis der aktuell gewonnenen Verhaltensparameter eine Senkung des Gesamtrisikos aufgezeigt werden, dessen Einordnung im folgenden Beitrag diskutiert wird.
A reduction of around 48% of all road fatalities was achieved in Europe in the past years including a reduced number of fatalities with an older age. However, among all road fatalities, the proportion of elderly is steadily increasing. In an ageing society, the European (Horizon2020) project SENIORS aims to improve the safe mobility of older road users, who have different transportation habits compared to other age groups. To increase their level of safe mobility by determining appropriate requirements for vehicle safety systems, the characteristics of current road traffic collisions involving the elderly and the injuries that they sustain need to be understood in detail. Hereby, the paper focuses on their traffic participation as pedestrian, cyclist or passenger car occupant. Following a literature review, several national and international crash databases and hospital statistics have been analysed to determine the body regions most frequently and severely injured, specific injuries sustained and types of crashes involved, always comparing older road users (65 years and more) with mid-aged road users (25-64 years). The most important crash scenarios were highlighted. The data sources included European statistics from CARE, data on national level from Germany, Sweden, Italy, United Kingdom and Spain as well as in-depth crash information from GIDAS (Germany), RAIDS (UK), CIREN and NASS-CDS (US). In addition, familiar hospital data from Germany (TraumaRegister DGU-®), Italy (Italian Register of Acute Traumas) and UK hospital statistics (TARN) were included in the study to gain further insight into specific injury patterns. Comprehensive data analyses were performed showing injury patterns of older road users in crashes. When comparing with mid-aged road users, all databases showed that the thorax body region is of particularly high importance for the older car occupant with injury severities of AIS 2 or AIS 3+, whereas the body regions lower extremities, head and thorax need to be considered for the older pedestrians and cyclists. Besides these comparisons, the most frequent and severe top 5 injuries were highlighted per road user group. Further, the most important crash configurations were identified and injury risk functions are provided per age group and road user group. Although several databases have been analysed, the picture on the road safety situation of older road users in Europe was not complete, as only Western European data was available. The linkage between crash data and hospital data could only be made on a general level as their inclusion criteria were quite different.
Supported by field accident data and monitoring results of European Regulation (EC) No. 78/2009, recent plans of the European Commission regarding a way forward to improve passive safety of vulnerable road users include, amongst other things, an extension of the head test area. The inclusion of passive cyclist safety is also being considered by Euro NCAP. Although passenger car to cyclist collisions are often severe and have a significant share within the accident statistics, cyclists are neither considered sufficiently in the legislative nor in the consumer ratings tests. Therefore, a test procedure to assess the protection potential of vehicle fronts in a collision with cyclists has been developed within a current research project. For this purpose, the existing pedestrian head impact test procedures were modified in order to include boundary conditions relevant for cyclists as the second big group of vulnerable road users. Based on an in-depth analysis of passenger car to cyclist accidents in Germany the three most representative accident constellations have been initially defined. The development of the test procedure itself was based on corresponding simulations with representative vehicle and bicycle models. In addition to different cyclist heights, reaching from a 6-year-old child to a 95%-male, also four pedal positions were considered. By reconstruction of a real accident the defined simulation parameters could be validated in advance. The conducted accident kinematics analysis shows for a large portion of the constellations an increased head impact area, which can reach beyond the roof leading edge, as well as high average values for head impact velocity and angle. Based on the simulation data obtained for the different vehicle models, cyclist-specific test parameters for impactor tests have been derived, which have been further examined in the course of head and leg impact tests. In order to study the cyclist accident kinematics under real test conditions, different full scale tests with a Polar-II dummy positioned on a bicycle have been conducted. Overall, the tests showed a good correlation with the simulations and support the defined boundary test conditions. Typical accident scenarios and simulations reveal higher head impact locations, angles and velocities. An extended head impact area with modified test parameters will contribute to an improved protection of vulnerable road users including cyclists. However, due to significantly differing impact kinematics and postures between the lower extremities of pedestrians and cyclists, these injuries cannot be addressed by the means of current test tools such as the flexible pedestrian legform impactor FlexPLI. Based on the findings obtained within the project as well as the existing pedestrian protection requirements a cyclist protection test procedure for use in legislation and consumer test programmes has been developed, whose requirements have been transferred into a corresponding test specification. This specification provides common head test boundary conditions for pedestrians and cyclists, whereby the existing requirements are modified and two parallel test procedures are avoided.
Test and assessment procedures for passive pedestrian protection based on developments by the European Enhanced Vehicle-safety Committee (EEVC) have been introduced in world-wide regulations and consumer test programmes, with considerable harmonization between these programmes. Nevertheless, latest accident investigations reveal a stagnation of pedestrian fatality numbers on European roads running the risk of not meeting the European Union- goal of halving the number of road fatalities by the year 2020. The branch of external road user safety within the EC-funded research project SENIORS under the HORIZON 2020 framework programme focuses on investigating the benefit of modifications to pedestrian test and assessment procedures and their impactors for vulnerable road users with focus on the elderly. Injury patterns of pedestrians and cyclists derived from the German In-Depth Accident Study (GIDAS) show a trend of AIS 2+ and AIS 3+ injuries getting more relevant for the thorax region in crashes with newer cars (Wisch et al., 2017), while maintaining the relevance for head and lower extremities. Several crash databases from Europe such as GIDAS and the Swedish Traffic Accident Data Acquisition (STRADA) also show that head, thorax and lower extremities are the key affected body regions not only for the average population but in particular for the elderly. Therefore, the SENIORS project is focusing on an improvement of currently available impactors and procedures in terms of biofidelity and injury assessment ability towards a better protection of the affected body regions, incorporating previous results from FP 6 project APROSYS and subsequent studies carried out by BASt. The paper describes the overall methodology to develop revised FE impactor models. Matched human body model and impactor simulations against generic test rigs provide transfer functions that will be used for the derivation of impactor criteria from human injury risk functions for the affected body regions. In a later step, the refined impactors will be validated by simulations against actual vehicle front-ends. Prototyping and adaptation of test and assessment procedures as well as an impact assessment will conclude the work of the project at the final stage. The work will contribute to an improved protection of vulnerable road users focusing on the elderly. The use of advanced human body models to develop applicable assessment criteria for the revised impactors is intended to cope with the paucity of actual biomechanical data focusing on elderly pedestrians. In order to achieve optimized results in the future, the improved test methods need to be implemented within an integrated approach, combining active with passive safety measures. In order to address the developments in road accidents and injury patterns of vulnerable road users, established test and assessment procedures need to be continuously verified and, where needed, to be revised. The demographic change as well as changes in the vehicle fleet, leading to a variation of accident scenarios, injury frequencies and injury patterns of vulnerable road users are addressed by the work provided by the SENIORS project, introducing updated impactors for pedestrian test and assessment procedures.
Folgen der StVO-Änderung für das Verkehrsverhalten von Kraftfahrern beim Auftreten von Kindern

Eine der im Jahre 1980 vorgenommenen Änderungen der Straßenverkehrsordnung (StVO) bezieht sich auf das Verhalten der Fahrzeugführer gegenüber Kindern, Hilfsbedürftigen und älteren Menschen. Danach sind die Fahrzeugführer gehalten, sich insbesondere durch Verminderungen der Fahrgeschwindigkeit und durch Bremsbereitschaft so zu verhalten, dass eine Gefährung dieser Verkehrsteilnehmer ausgeschlossen ist. In einem Versuch wurde der Frage nachgegangen, ob im Fahrverhalten der Kraftfahrer im Sinne der StVO-Vorgaben Veränderungen eingetreten sind. Neben Beobachtungen des Gesamtverkehrs wurden ausgedehnte Testfahrten mit Versuchspersonen sowie Befragungen durchgeführt. Die Ergebnisse zeigen, dass die erwähnte Änderung der StVO sich bisher im praktischen Fahrverhalten kaum niedergeschlagen hat. An den Kindern am Straßenrand wurde mit relativ hoher Geschwindigkeit (im Mittel knapp unter 50 km/h) vorbeigefahren, wobei eine systematische Bremsbereitschaft nicht zu erkennen war. Die Befragung von Fahrzeugführern ergab, dass Unklarheiten darüber bestehen, welche Geschwindigkeit für Begegnungen mit Kindern angemessen sei. Für wünschenswert gehalten wurde eine Präzisierung eines Geschwindigkeitslimits. Abgesehen davon wurde festgestellt, dass die Neuregelungen der StVO inhaltlich noch kaum bekannt waren. Für das weitere Vorgehen erscheint es vorteilhat, aus Gründen der Eindeutigkeit und Einfachheit die Angaben von Höchst- oder Orientierungswerten in Erwägung zu ziehen. Wichtig erscheint, die Dominanz der derzeitigen innerörtlichen Höchstmarke "Tempo 50" abzubauen und auch niedrigere Höchstgeschwindigkeiten mit gleichem Stellenwert ins Bewusstsein zu rücken.
Nach grundsätzlichen Einführungsüberlegungen wird zunächst die Frage der Akzeptanz und die Notwendigkeit, bei der Entwicklung und Erprobung von Maßnahmen, Vertreter der Erziehungsinstanzen möglichst frühzeitig und umfassend zu beteiligen, angesprochen. Diese Forderung einer engen Abstimmung und Zusammenarbeit von Forschungspraxis, Umsetzungspraxis und Erziehungspraxis gilt auch für die Entwicklung, die Erprobung, die Umsetzung, die anschließenden Wirksamkeitskontrollen, die Interpretation der Ergebnisse und die Auswahl der die weitere Umsetzung korrigierenden Informationen. Im folgenden werden zwei weitere wichtige Wirksamkeitsbedingungen ausführlicher behandelt: die Entwicklungsorientierung und der Situationsbezug, d.h. die Orientierung der Maßnahme an der Umgebung des Kindes, die als konkrete Verkehrswirklichkeit den Raum bildet, in dem das Kind lebt und aufwächst. Als konkrete Beispiele für das ineinandergreifen deduktiv theoretischer Ableitungen und praktischer Erfahrungen bei der Entwicklung von verkehrspädagogischen Maßnahmen werden das Programm "Kind und Verkehr", der Kinderverkehrsclub, das Entwicklungsprojekt "Verkehrserziehung im Kindergarten" erwähnt. Als mehr formale Bedingungen, die für die Wirksamkeit einer Maßnahme wichtig sind, werden deren Kontinuität, aber auch grundsätzliche Veränderbarkeit herausgearbeitet.
