The accident research of Hanover and (from 1999 on) Dresden registered 736 leg injuries (AIS ≥ 2) from 1983 to March 2007. 174 of these injuries (23.6 %) were fractures or dislocations of foot and ankle. 149 feet of 141 front seat car occupants in 140 cars were affected. Of these 117 were drivers, 24 were front seat passengers. The mean age of occupants was 38.5 -± 16.8 years. Ankle fractures were the most frequent injury (n = 82; 80 malleolar fractures, 2 pilon fractures). 34 fractures and dislocations affected the hindfoot (5 talus and 26 calcaneal fractures, 2 subtalar dislocations and 1 subtotal amputation) , 16 to midfoot (4 navicular fractures, 5 cuboid fractures, 3 fractures of cuneiformia, 2 dislocations of chopart joint, 1 subtotal amputation, and one severe decollement) and 39 the forefoot (metatarsal fractures). Open fractures were seldom seen (2 malleolar fractures, 1 metatarsal fracture). Both feet were injured in 10 cases. 33 occupants (23.4 %) were polytaumatic had a polytrauma, 17 of them died. 81 percent of the occupants were belted. The cars were divided in pre EuroNCAP (year of manufacture 1997 and older) and post EuroNCAP cars (year of manufacture 1998 and newer). Most of the foot injuries were seen in pre EuroNCAP cars. Most of the occupants sat in compact cars (40 drivers and 9 front seat passengers) and large family cars (27 drivers and 7 co-drivers). 49 of 140 accidents occurred on country roads, 26 on main roads and 13 on motorways. The crash direction was mostly frontal. Generally were found no differences of delta v- and EES-level between the injured foot regions, but divided into pre- and post-EuroNCAP cars there was a tendency to higher delta v- and EES-levels in newer cars. The frequency of foot injuries increased linearly with increasing delta v-level; but above delta v-level of 55 km/h the linear increase only was seen in pre-EuroNCAP cars, post-EuroNCAP cars showed no further increase of injuries. The footwell intrusion showed no difference between the injured foot regions but pre-EuroNCAP cars had a tendency to higher footwell intrusion. There were no differences in footwell intrusion between the car types. Only 29 of 174 fractures or dislocations of foot were seen in post-EuroNCAP cars, the predominate number of these injuries (n = 145) were noticed in pre-EuroNCAP cars. A lower probability of long-term impairment was found in post-EuroNCAP cars for equal delta v levels, using the AIS2008 associated Functional Capacity Index (FCI) for the foot region.
Although ATV accidents account for numerous deaths in the US and Australia, the role in traffic accidents and hospital admissions in Germany is unknown. At a level I trauma centre, hospital and crash charts were analysed for medical and technical parameters of ATV accidents. ATV drivers were 0.1% of emergency trauma patients. The mean total hospital stayrnwas 15 days; there were 1.5 stays per patients with 2.0 surgical procedures needed. One patient died, only two recovered fully. 14 cases of ATV accidents out of 18990 (0.1%) were documented within 10 years. The mean impact velocity was 35 km/h. Car collisions were predominant. The upper extremity was the predominant injured region (AIS 0.7), Mean maximum AIS was 1.4. ATV accidents in Germany are rare but pose high risk for severe injuries. Possible reasons are low active and passive security, limited experience and risky driving behaviour. Preventive measures are discussed.rn
Accidents involving two wheels vehicles represent one of the more important types of accidents in Europe. These accidents are usually not easy to reconstruct specially for the analysis of the injuries and its correlation with accident dynamics and evidences. Different methodologies are applied in this work for the reconstruction of two wheeler accidents, especially accident involving motorcycles. From the typologies of road evidences like skid marks, to the use of Pc-Crash and the use of Madymo models, different reconstruction of real accidents are presented. One of the questions that sometimes arise for legal purposes when some type of head injuries arise is if the occupant was wearing or not a helmet. The correlation of head injuries with the use of the helmet is a very important issue, therefore an important legal aspect. One of the key questions for the reconstructions that is difficult to analyze, is if the vehicle occupant, was or not, wearing the helmet. Based on the previously collected information, a generic model of a helmet was developed on CAD 3D, followed by its conversion into finite elements, all in order to perform impact tests using the Madymo software that would help improve the helmet- safety, but that also can be used as a tool in accident reconstruction.
Aim of the study was to evaluate the protective effect of bicycle helmets particularly considering injuries to the head and to the face. Accidents with the participation of bicyclists which occurred from 2000 to 2007 were chosen from GIDAS. We observed that injuries to the head and face were more severe in the group of non-helmeted riders. There seems to be no significant difference in injuries with AIS 3-6. Altogether 26 cyclists were killed. 2 of them wore a helmet (1% of helmeted cyclists), 24 did not (1% of non-helmeted cyclists). Only one killed rider (without helmet) did not suffer from polytrauma (only head injuries recorded). The findings seem to support the thesis of a preventive effect of the bicycle helmet, however the two groups are different in their characteristics related to riding speed. Necessarily we need a multivariate model to evaluate the effect of helmets.
The purpose of this study was to analyse the actual injury situation of bicyclists regarding accidents involving more than one bicyclist. Bicyclists were included in a medical and technical analysis to create a basis for preventive measures and discovered repeating accident patterns and circumstances such as daytime, environment, helmet use rate. Technical and medical data were collected at the scene, shortly after accident. The population was compared focusing on bicycle versus bicycle accidents. Technical analysis included speed at crash, type of collision, impact angle, environment, used lane and relative velocity. Medical analysis included injury pattern and severity (AIS, ISS). Included were 578 injured bicyclists in 289 accidents from years 1999 to 2008, 61 percent were male (n=350) and 39 percent female (n=228). Sixty-seven percent ranged between 18 to 64 years of age, twelve percent each between 13 to 17 years of age and older than 65 years, eight percent between 6 to 12 years and one percent between 2 to 5 years.. Crashes took place in urban areas in 92 percent, in rural areas in 8 percent. Weather conditions were dry lanes in 97 percent and wet conditions in 3 percent. Eighty-three percent of all accidents happened during daytime, ten percent during night, and seven percent during dawn. The helmet use rate was only 7,5 percent in all involved bicyclists. The mean Maximum Abbreviated injury scale, Injury severity score was 1,31. Bicyclists are still minimally- or unprotected road users. The helmet use rate is unsatisfactorily low. The incidence of bicycle to bicycle crashes is high. Most of these accidents take place in urban areas. The level and pattern of injuries is moderate. Most of the more severe injuries occur to the head and could have been avoided by frequent helmet use.
Accident data shows that the vast majority of pedestrian accidents involve a passenger car. A refined method for estimating the potential effectiveness of a technology designed to support the car driver in mitigating or avoiding pedestrian accidents is presented. The basis of the benefit prediction method consists of accident scenario information for pedestrian-passenger car accidents from GIDAS, including vehicle and pedestrian velocities. These real world pedestrian accidents were first reconstructed and the system effectiveness was determined by comparing injury outcome with and without the functionality enabled for each accident. The predictions from Volvo Cars" general Benefit Estimation Model are refined by including the actual system algorithm and sensing models for a relevant car in the simulation environment. The feasibility of the method is proven by a case study on a authentic technology; the Auto Brake functionality in Collision Warning with Full Auto Brake and Pedestrian Detection (CWAB-PD). Assuming the system is adopted by all vehicles, the Case Study indicates a 24% reduction in pedestrian fatalities for crashes where the pedestrians were struck by the front of a passenger car.
A total survey of road traffic accidents involving most severely injured, defined as sustaining a polytrauma or severe monotrauma (ISS > 15) or being killed, was conducted over 14 months in a large study region in Germany. Data on injuries, pre-clinical and clinical care, crash circumstances and vehicle damage were obtained both prospectively and retrospectively from trauma centers, dispatch centers, police and fire departments. 149 patients with a polytrauma and eight with a severe monotrauma were recorded altogether. 22 patients died in hospital. Another 76 victims had deceased at the accident scene. In 2008, 49 % of patients treated with life-threatening injuries were car or van occupants, 21 % motorcyclists, 18 % cyclists and 10 % pedestrians. Among fatalities at the scene, vehicle occupants constituted an even larger portion. The number of road users with life-threatening trauma in the region was extrapolated to the German situation. It suggests that 10 % among the "seriously injured" as defined in national accident statistics are surviving accident victims with a polytrauma or severe monotrauma.
The National Highways Development Project in India is aimed at upgrading over 12,000 km of national highways from 2-lane undivided roads to 4-lane divided roads. With nearly 40% of fatal crashes being reported on national highways, the effect of this project on road safety needs to be assessed. Researchers carried out on-site crash investigations and in-depth crash data collection for a period of 45 to 60 days on four 2-lane undivided highways and a 4-lane divided highway. Based on 76 crashes examined, researchers found a shift of crash pattern from head-on collisions on undivided 2- lane highways to front-rear collisions on divided 4-lane highways. This paper presents the methodology, analysis of crashes examined, and the critical safety problems identified for greater consideration in future highway development projects. This paper also highlights the need and significance of in-depth crash investigations to understand local traffic conditions and problems in India.
An eCall device has been mounted on some vehicles in France since 2003. It is an integrated car radio/GSM/GPS system that can be used with a SIM card. When an accident occurs, a call can be sent manually or automatically made to a telephone call centre. Knowing the geographic location, the vehicle identity and the possibility of a direct communication with the people involved enables the nearest emergency services to be called out. In this context, the LAB / CEESAR have set up a study aimed at evaluating the effectiveness of this system. The purpose of this paper is to detail the E-call system evaluation method of effectiveness used and give a global synthesis of the results.
Mechanical properties of tibial bone at compressive strain rates of 50-200 s-1 are obtained through Split Hopkinson pressure bar. Cylindrical specimens of 12-15 mm diameter and 2-5 mm thickness were used. The Young- moduli are calculated from linear portion of stress-strain curves. For both cortical and cancellous part of the bones, the Young- modulus was found to increase with the increasing strain rates. Also for both cancellous and cortical bones the Young- modulus increases consistently with increase in densities.
This work aims at bringing evidence for mass incompatibility in frontal impact for cars built according to the UNECE R94 regulation. French national injury accidents database census for years 2005 to 2008 were used for the analysis. The heterogeneity of frontal self-protection among cars of different masses is investigated, as well as the partner protection parameter offered by these cars. The last part of the analysis deals with the estimation of the benefit, in terms of fatal and severe injuries avoided, if crashworthiness was harmonized for the whole fleet of vehicle. This calculation is done for France and is extended to all Europe.
The overall purpose of the ASSESS project is to develop a relevant and standardised set of test and assessment methods and associated tools for integrated vehicle safety systems, primarily focussing on currently available pre-crash sensing systems. The first stage of the project was to define casualty relevant accident scenarios so that the test scenarios will be developed based on accident scenarios which currently result in the greatest injury outcome, measured by a combination of casualty severity and casualty frequency. The first analysis stage was completed using data from a range of accident databases, including those which were nationally representative (STATS19, UK and STRADA, SE) and in-depth sources which provided more detailed parameters to characterise the accident scenarios (GIDAS, DE and OTS, UK). A common analysis method was developed in order to compare the data from these different sources, and while the data sets were not completely compatible, the majority of the data was aligned in such a way that allowed a useful comparison to be made. As the ASSESS project focuses on pre-crash sensing systems fitted to passenger cars, the data selected for the analysis was "injury accidents which involved at least one passenger car". The accident data analysis yielded the following ranked list of most relevant accident scenarios: Rank Accident scenario 1 Driving accident - single vehicle loss of control 2 Accidents in longitudinal traffic (same and opposite directions) 3 Accidents with turning vehicle(s) or crossing paths in junctions 4 Accidents involving pedestrians The ranked list highlights the relatively large role played by "accidents in longitudinal traffic", and "accidents with turning vehicle(s) or crossing paths in junctions" (the second and third most prevalent accident scenarios, respectively). The pre-crash systems addressed in ASSESS propose to yield beneficial safety outcomes with specific regard to these accident scenarios. This indicates that the ASSESS project is highly relevant to the current casualty crash problem. In the second stage of the analysis a selection of these accident scenarios were analysed further to define the accident parameters at a more detailed level .This paper describes the analysis approach and results from the first analysis stage.
Event Data Recorder (EDR) is an additional function installed in airbag control module (ACM) to record vehicle and occupant information for a brief period of time before, during, and after a crash event. EDRs are now being installed in ACMs by several automakers in the USA and in Japan. The aim of this study is to understand the performance of EDRs for the improvement of accident reconstruction with more reliable information. In the first report of the study, data obtained from EDRs of seven vehicle types were evaluated using 2006-2007 J-NCAP (Japanese new car assessment program) full-lap frontal barrier crash tests and offset frontal deformable barrier crash tests data. For more practical standpoint, we conducted thirteen crash tests reconstructing typical real-world accidents such as single vehicle accidents with barriers or poles, car to car accidents and multi rear-end collisions focusing on Japanese typical accident types. Data obtained from EDRs are compared with data obtained from optical speed sensor, instrumented accelerometers and high speed video cameras. The velocities determined from pre-crash data of EDRs and the maximum change in velocity, delta-V, and delta-V time history data obtained from post-crash data of EDRs are analyzed. The results are as follows: - Pre-crash velocities of EDRs were very accurate and reliable. An average difference between the EDR recording values and reference speeds was 4.2% and a root mean square of the differences was 9.2%. Only two cases resulted large differences for the pre-crash velocity. Both of them were cases with braking prior to the collision. However, another test with braking resulted less difference. The braking condition may influence accuracy of pre-crash velocities. - Maximum delta-Vs obtained from the EDRs showed uncertainty of measurement in several cases in comparisons with the reliable delta-V data. The differences in maximum delta-V were more than 10% in five of twenty-five events data and more than 20% in two of twenty-five events data. An average of the all differences was about 4% and root mean square of the differences was about 11%. Especially large deformation at narrow area may influence accuracy of post-crash delta-V. - Multiple rear-end crash tests were reconstructed using EDRs data as case studies. Some EDRs recorded two events and a time gap between two events, so that these reconstruction case studies were very accurate and reliable. - If though only one of three vehicles in multiple rear end crash was equipped EDR, overview and velocities of all cars may be reconstructed using these limited EDR data. In this case study, leading car- EDR data and middle car- EDR data were valuable. However if only following car was equipped EDR, the reconstruction was not accurate
An analysis of NASS and FARS was conducted to determine crash conditions that involved injuries that are not currently being directly addressed by vehicle safety standards or by consumer information test protocols. Analysis of both field data and US NCAP tests were conducted to determine the relative safety provided by seating position and by vehicle model year. Opportunities for improvements were determined by crash categories with large populations of injuries that were not addressed by safety tests or smaller numbers that were increasing in frequency. Areas of opportunities include improved occupant restrain in rollovers, improved frontal protection for rear seat occupants and improved fire prevention in frontal and rollover crashes.
This study that was funded by the Research Association for Automotive Technology (FAT) develops a method for the evaluation of the placement of tanks or batteries by using the deformation frequencies in real-world accidents. Therefore, the deformations of more than 20.000 passenger cars in the GIDAS database are analysed. For each vehicle a contour of deformation is calculated and the deformed areas of the vehicles are transferred in a rangy matrix of deformation. Thereby, the vehicle is divided into more than 190.000 cells. Afterwards, all single matrices of deformation are summarized for each cell which allows representative analyses of the deformation frequencies of accidents with passenger cars in Germany. On the basis of these deformation frequencies it is possible to determine least deformed areas of all passenger cars. Furthermore, intended placements of tanks or batteries can be estimated in an early stage of development. Therefore, all vehicles with deformations in the intended tank areas can be analysed individually. Considering numerous parameters out of the GIDAS database (e.g. collision speed, kind of accident, overlap, collision partner etc.) the occurring forces can be calculated or the deformation frequency can be estimated. Furthermore, it is possible to consider the influence of primary and secondary safety systems on the deformation behaviour. The analysis of "worst case accident events" is an additional application of the calculated matrix of deformation frequency.
The share of high-tensile steel in car bodies has increased over the last years. While occupant safety has generally benefited from this measure, there is a potential risk that, as a result, rescue time may increase considerably. In more than 60% of all car occupant fatalities a technical rescue has been necessary. These are in particular those cases where occupants die immediately at the accident scene. Therefore, in these cases "rescue time" is a very sensitive parameter. In addition to the general analysis of the need of technical rescue and the actual rescue time depending on model years, the injury pattern of occupants requiring technical rescue will be analysed to provide advice for rescue teams. Furthermore, a detailed analysis of rescue measures for the most popular car models depending on the safety cell design is given.
Accidents with vulnerable road users require special attention within the road safety work because these accidents are often accompanied with severe injuries. Thus In 2006 at least 6200 Powered Two Wheeler (PTW) riders were killed in road crashes in the EU 25 representing 16% of the total number of road deaths while accounting for only 2% of the total kilometers driven. For the prevention of accidents with VRU above all the knowledge of the causes of the accidents is of special importance. This study is based on the methodology of the German In-Depth Accident Study GIDAS. Within GIDAS extensive data on various fields of accidentology are collected on-scene from road traffic accidents with injuries in the Hannover and Dresden area. Using a well defined sample plan the collected data is highly representative to the whole German situation (Brühning et al, Otte et al). The need of in-depth accident causation data in accident research led to the development of a special tool for the collection of such data called ACASS (Accident Causation Analysis with Seven Steps), which was implemented in the GIDAS methodology in 2008 and described by Otte in 2009.
Looking at the total of sum of fatal car accidents the number of single-vehicle accidents and particularly run-offroad (ROR) accidents are most frequent. In Austria on the Autobahn ROR accidents amounts to almost 45% of all fatal accidents, i.e. nearly every second fatal accident is caused by ROR accidents and interaction with infrastructure. Approximately 43 people were killed on Autobahns in ROR accidents with passenger cars. One possibility of protection against impacts with infrastructure is the use of guardrails. However, the initial element identified as a turned down terminal could become a dangerous impact object. These turned down terminals may lead a vehicle to roll over or the car "takes-off" when impacting the turned down guardrail. In many cases it is reported that the vehicle is jumping into road side objects such as traffic sign poles or overpasses. On average, nine people are killed in such accidents every year in Austria.
Since 2005, the motorcycle crash fatalities in the US exceeded 10% of the overall annual traffic fatalities. Consequently, it has become critical to gain in-depth understanding of the factors and characteristics contributing to motorcycle crashes. Unfortunately, there currently exists no database gathering the necessary information for an in-depth analysis of the US motorcycle crashes. So this study utilizes the NASS/CDS database (National Automotive Sampling System, Crashworthiness Data System) in order to gain insights into the patterns and factors leading to a NASS/CDS motorcycle crash, from 1997 to 2007. NASS/CDS samples about 5,000 passenger car tow-away crashes per year. Each case includes photographs and detailed data on crash and pre-crash characteristics, vehicle types, trajectories, types of impact, and other pertinent roadway and crash scene information, allowing an in-depth investigation of the crash mechanisms. However, the NASS/CDS sampling process specifically focuses on passenger car crashes, so the cases extracted only correspond to crashes in which a passenger vehicle was towed, and a motorcycle was somehow involved. Thus, a by-hand in-depth review of about 200 cases allowed retrieving 106 relevant crashes for this study, tending to represent the severe passenger vehicle(s) versus motorcycle(s) crashes on US roads. The findings lead to the conclusion that these crashes mostly result from the low conspicuity of the motorcycle, and from the inability of the car drivers to fully appreciate and anticipate the behavior of a motorcycle. Indeed, it has been shown that, first, the car drivers involved in these cases did not attempt any avoidance maneuver, second, they were largely of ages under 25, and finally, the majority of the crashes were in an intersection scenario. In addition, the two major scenarios unveiled were the car attempting a left turn from the opposite direction and the car attempting a left turn from the right. The paper mentions several solutions to enhance the motorcycle- conspicuity and to allow the car drivers to better anticipate its behavior, which seem to be key factors in the intersection-related crashes (and more generally in the passenger vehicle(s) versus motorcycle(s) crashes).
Small overlap frontal crashes are defined by a damage pattern with most of the vehicle deformation concentrated outboard of the main longitudinal structures. These crashes are prominent among frontal crashes resulting in serious and fatal injuries, even among vehicles that perform well in regulatory and consumer information crash tests. One of the critical aspects of understanding these crashes is knowing the crash speeds that cause the types of damage associated with serious injuries. Laboratory crash tests were conducted using 12 vehicles in three small overlap test conditions: pole, vehicle-to-vehicle collinear, and vehicle-to-vehicle oblique (15-degree striking angle). Field reconstruction techniques were used to estimate the delta V for each vehicle, and these results were compared with actual delta V values based on vehicle accelerometer data. Estimated delta Vs were 50% lower than actual values. Velocity change estimates for small overlap frontal crashes in databases such as NASS-CDS significantly underestimate actual values.
In order to enable foreseeing or comparing the benefit of safety systems or driver assistance systems in Germany, in the United States and in Japan, the traffic accident databases in those three countries are examined. The variables used are culpable party, collision partner, accident type, and injury level and the method to re-classify the databases for comparison are proposed. The result indicates that single passenger car fatality is the most frequent in Germany and in the United States, while passenger car vs. pedestrian is the most frequent fatality scenario in Japan. When the casualty by fatality ratio is focused, the greatest difference is observed in rear-end collisions. The ratio of slight injuries in Japan yields about eighteen times as many as those in Germany, and about eight times as many as those in the United States.
Causation patterns and data collection blind spots for fatal intersection accidents in Norway

Norwegian fatal intersection accidents from the years 2005-2007 were analysed to identify any causation patterns among their underlying contributing factors, and also to evaluate whether the data collection and documentation procedures used by the Norwegian in-depth investigation teams produces the information necessary to perform causation pattern analysis. A total of 28 fatal accidents were analysed. Details on crash contributing factors for each driver in each crash were first coded using the Driving Reliability and Error Analysis Method (DREAM), and then aggregated based on whether the driver was going straight or turning. Analysis results indicate that turning drivers to a large extent are faced with perception difficulties and unexpected behaviour from the primary conflict vehicle, while at the same time trying to negotiate a demanding traffic situation. Drivers going straight on the other hand have less perception difficulties. Instead, their main problem is that they largely expect turning drivers to yield. When this assumption is violated, they are either slow to react or do not react at all. Contributing factors often pointed to in literature, e.g. high speed, drugs and/or alcohol and inadequate driver training, played a role in 12 of 28 accidents. While this confirms their prevalence, it also indicates that most drivers end up in these situations due to combinations of less auspicious contributing factors. In terms of data collection and documentation, information on blunt end factors (those more distant in time/space, yet important for the development of events) was more limited than information on sharp end factors (those close in time/space to the crash). A possible explanation is that analysts may view some blunt end factors as event circumstances rather than contributing factors in themselves, and therefore do not report them. There was also an asymmetry in terms of reported obstructions to view due to signposts and vegetation. While frequently reported as contributing for turning drivers, they were rarely reported as contributing for their counterparts in the same accidents. This probably reflects an involuntary focus of the analyst on identifying contributing factors for the driver legally held liable, while less attention is paid to the driver judged not at fault. Since who to blame often is irrelevant from a countermeasure development point of view, this underlying investigator mindset needs addressing to avoid future bias in crash investigation reports.
Providing effective occupant protection in rollover crashes requires supplying the occupant with a restraint system proven effective in the dynamic rollover accident mode. Preventing ejection and providing restraint sufficient to prevent potentially injurious contacts with both interior and exterior vehicle components is paramount for effective rollover occupant protection. Research has shown that the injury potential can be decreased by closely coupling the occupant to the seat. This paper focuses on the effect of restraint system slack and its relationship to occupant excursion and ejection potential during rollover. Various restraint system configurations are evaluated in rollover-type test environments. A review of prior research is presented prior to presenting new quasi-static vehicle inversion studies conducted with live surrogate occupants. Additionally, dynamic rollover testing utilizing anthropometric test devices (ATDs) is presented. The influence of belt looseness and effects of various restraint designs on the belted occupants' injury potential are discussed.
In road traffic accidents, a car-seat and its occupant can be subjected to various crash pulses in the case of a rear impact. This study investigates the influence of crash pulse shape on seat-occupant response and evaluates the corresponding risk of whiplash injury. For this purpose, a rigorously validated seat-occupant system model is used to study different carseat designs and crash pulses. Two different car-seat concepts are also presented which can effectively mitigate whiplash injury for a wide range of crash severity. It is shown that for crash pulses of similar severity, the level of whiplash-risk depends strongly on the combined effects of seat design and crash pulse shape.
Although the statistics show a decreasing rate of child injuries and fatalities in German road accidents more efforts can be made to protect children in cars e.g. by developing appropriate child restraint systems. An important part in of this work can be achieved with the help of crash tests using child dummies. However these crash tests cannot completely reflect the situation of real world crashes as factors like children moving out of the optimal position or children incorrectly fastened by their parents are difficult to predict. Therefore this study gives an overview over the current accident and injury situation of child occupants in cars in German road accidents.
Recent findings from real-world accident data have shown that fatality risks for pedestrians are substantially lower than generally reported in the traffic safety literature. One of the keys to this insight has been the large and random sample of car-to-pedestrian crashes available in the German In-Depth Accident Study (GIDAS). Another key factor has been the proper use of weight factors in order to adjust for outcome-based sampling bias in the accident data. However, a third factor, a priori of unknown importance, has not yet been properly analysed. This is the influence of errors in impact speed estimation. In this study, we derived a statistical model of the impact speed errors for pedestrian accidents present in the GIDAS database. The error model was then applied to investigate the effect of the estimation error on the pedestrian fatality risk as a function of car impact speed. To this end, we applied a method known as the SIMulation-EXtrapolation (SIMEX) method. It was found that the risk curve is fairly tolerant to some amount of random measurement error, but that it does become flattened. It is therefore important that the accident investigations and reconstructions are of high quality to assure that systematic errors are minimised and that the random errors are under control.
The NHTSA-sponsored Crash Injury Research and Engineering Network (CIREN) has collected and analyzed crash, vehicle damage, and detailed injury data from over 4000 case occupants who were patients admitted to Level-I trauma centers following involvement in motor vehicle crashes. Since 2005, CIREN has used a methodology known as "BioTab" to analyze and document the causes of injuries resulting from passenger vehicle crashes. BioTab was developed to provide a complete evidenced-based method to describe and document injury causation from in-depth crash investigations with confidence levels assigned to the causes of injury based on the available evidence. This paper describes how the BioTab method is being used in CIREN to leverage the data collected from in-depth crash investigations, and particularly the detailed injury data available in CIREN, to develop evidence-based assessments of injury causation. CIREN case examples are provided to demonstrate the ability of the BioTab method to improve real-world crash/injury data assessment.
Bone fracture patterns could be crucial in reconstructing the nature of loading, especially in the lower limb and upper limb kinematics in vehicle-pedestrian crashes. In addition, use of FE bone models can be a handy tool to predict vehicle impact velocity and the impact direction. The point of fracture initiation in bone loading has been predicted quite accurately earlier. A methodology that predicts bone crack initiation and its propagation pattern for the six known loading directions using a single material and failure model is presented.
In most of the existing highway capacity manuals, level of service (LOS) of freeway weaving segments and ramp junctions is traditionally defined by the speed, volume or density in critical areas of merge, diverge and weaving manoeuvres. In that traditional concept several capacity values of different critical areas (merge, diverge, weaving) as well as upstream and downstream basic freeway segments within the influence areas are evaluated separately. In this paper, a new model which considers the total segment of freeway merge, diverge, and weaving as an entire object is introduced. A combined volume-to-capacity ratio is used for defining the LOS of the total segment. According to the probability and queuing theory, the volume-to-capacity ratio of the whole segment can be considered as a combination of volume-to-capacity ratios in the different critical areas under consideration. The parameters of the new model can be calibrated with field data. Those parameters are functions of the number of lanes on the freeways, the number of lanes in the on-ramps or off-ramps, the length of the acceleration, deceleration, or weaving sections. Varying the model parameters the function can be fitted to the existing capacity models for different types of weaving segments or ramp junctions. With this model, the traffic quality (LOS) can be obtained directly as a function of the volumes on the freeway and on the on-ramp or off-ramp respectively. The new model has the following advantages: a) a uniform function for all types of freeway weaving segments and ramp junctions, b) traffic quality assessment for all critical areas under investigation in one step, and c) easy calibration. The new model will be incorporated into the new edition of the German Highway Capacity Manual (HBS 201X).
Safety of light goods vehicles - findings from the German joint project of BASt, DEKRA, UDV and VDA

Light goods vehicles (LGVs) are an important part of the vehicle fleet, providing a vital component in the European transportation system. On the other hand, LGVs are in the focus of public discussion regarding road safety. In order to analyse the accident situation of LGVs in an objective manner, Federal Highway Research Institute (BASt), VDA, DEKRA and German Insurers Accident Research (UDV) launched a joint project. The aim of this project, which will be finished by mid of 2011, is to identify reasonable measures which will further improve the safety of LGVs. For the first time, these partners jointly together conducted a research project and put together their know-how in accident research. Analyses are based on real-life accident data from the GIDAS database, the Accident Database of UDV (UDB), the DEKRA database and national statistics. The findings deliver answers to questions within the arena of future legislative actions and consumer protection activities. The analyses of databases cover areas of primary and secondary safety of LGVs with a special focus on advanced driver assistance systems (ADAS), driver behaviour as well as partner and occupant protection. Key figures from national statistics are used to highlight hotspots of accidents of LGVs in Germany. Finally, the proposed countermeasures are assessed regarding their potential effectiveness. Amongst others, the results show that the accident situation of LGVs is very similar to that of passenger cars. Noteworthy variations could be found in collisions with pedestrians, at reversing and regarding accident causes. Occupant safety of LGVs is on a higher level compared to cars. Results indicate that seatbelt use is on a significantly lower level compared to cars. This leads to higher-than-average injury risk for unbelted LGV occupants. When it comes to partner protection, there are problems with compatibility at LGVs. For car occupants there is a very high injury risk when colliding with a LGV. It indicates that higher passive safety test standards for LGVs would be counterproductive if they further increase stiffness of LGVs. The analysis of LGV-pedestrian accidents shows that pedestrian kinematic differs significantly from car-pedestrian accidents. At this point, existing pedestrian related test standards developed for cars cannot be adopted to LGVs. When it comes to active safety, ESC proved its effectiveness once again. Beyond that, rear view cameras, advanced emergency braking systems and lane departure warning systems show a safety potential, too. In addition to any technical countermeasures previously discussed, the importance of the driver behavior and attitude regarding the accident risk was investigated. In order to develop successful actions it is important to understand the main target population. In the case of LGV especially the crafts business and smaller companies are the major contributors the safety issue.
Although many German monitoring sites report declines of NOx concentrations, NO2-concentrations actually stagnate or even increase quite often. Various analyses have identified the altered compositions of nitrogen oxides (NO2/NOx-ratio) emitted by motor vehicles (resulting in an increase of primary NO2-emissions) as well as the chemical environmental conditions (mainly ground level ozone) as the main causes. The chemical conversion of NO to NO2 is often parameterized in dispersion calculations of exhaust emissions. A widely applied conversion model is the so-called Romberg approach from 1996. However, the Romberg approach has to be re-evaluated to accommodate the above-mentioned conditions. This article presents an adjustment to the Romberg approach in accordance with the measured data from 2000 to 2006, taking into consideration substantially higher NO2/NOx-ratios especially for higher NOx-concentrations. Model calculations with OSPM (Operational Street Pollution Model) including its internal chemistry module are able to reproduce very well the trends in the measured annual NO2-concentrations over a 10 year period. The relevant parameters for variations between the years are the NOx-emissions, primary NO2-emissions, ozone concentrations, wind conditions, and background concentrations. A simplified chemistry model based on annual mean NOx- and NO2-concentrations, and background ozone concentrations, as well as primary NO2-emissions is presented as a better method than the updated Romberg approach. This model simulates the annual mean NO2-concentrations much more accurately than the conventional and the updated Romberg approaches.
Proposal for a test procedure of assistance systems regarding preventive pedestrian protection

This paper is showing a proposal for a test procedure regarding preventive pedestrian protection based on accident analysis. Over the past years pedestrian protection has become an increasing importance also during the development phase of new vehicles. After a phase of focusing on secondary safety, there are current activities to detect a possible collision by assistance systems. Such systems have the task to inform the driver and/or automatically activate the brakes. How practical is such a system? In which kind of traffic situations will it work? How is it possible to check the effectiveness of such a system? To test the effectiveness, currently there are no generally approved identifiable procedures. It is reasonable that such a test should be based on real accidents. The test procedure should be designed to test all systems, independent of the system- working principle. The vFSS group (advanced Forward-looking Safety Systems) was founded to develop a proposal for a technology independent test procedure, which reflects the real accident situation. This contribution is showing the results of vFSS. The developed test procedure focuses on accidents between passenger cars and pedestrians. The results are based on analysis results of in-depth databases of GIDAS, German insurers and DEKRA and added by analysis of national and international statistics. The in-depth analysis includes many pre-crash situations with several influencing factors. The factors are e. g. speed of the car, speed of the pedestrian, moving direction and a possible obscuration of the pedestrian by an object. The results comprise also the different situations of adults and children. Furthermore, they include details regarding influence of the lighting conditions (daylight or night) especially with respect to the accident consequences. In fact, more accidents happen at daylight, but fatal accidents are more often at night. A clustering of parameter combinations was found which represents typical accident scenarios. There are six typical accident scenarios which were merged in four test scenarios. The test scenarios are varying the starting position of the pedestrian, the pedestrian size (adult or child) and the speed of the pedestrian, whereas the speed of the car will not be varied. To ensure the independency from used sensing technologies it is necessary to use a suitable dummy. For example, if sensors are based on infrared, the dummy should emit the temperature of a human being. The test procedure will identify the collision speed as the key parameter for assessing the effectiveness of the tested system. The collision speed is defined as the reduction between initial test speed of the car and impact speed. The assessment of the speed reduction value regarding the safety benefit, however, will be part of a separate procedure.
For the assessment of vehicle safety in frontal collisions, the crash compatibility between the colliding vehicles is crucial. Compatibility compromises both the self protection and the partner protection properties of vehicles. For the accident data analysis, the CCIS (GB) and GIDAS (DE) in-depth data bases were used. Selection criteria were frontal car accidents with car in compliance with ECE R94. For this study belted adult occupants in the front seats sustaining MAIS 2+ injuries were studied. Following this analysis FIMCAR concluded that the following compatibility issues are relevant: - Poor structural interaction (especially low overlap and over/underriding) - Compartment strength - Frontal force mismatch with lower priority than poor structural interaction In addition injuries arising from the acceleration loading of the occupant are present in a significant portion of frontal crashes. Based on the findings of the accident analysis the aims that shall be addressed by the proposed assessment approach were defined and priorities were allocated to them. The aims and priorities shall help to decide on suitable test procedures and appropriate metrics. In general it is anticipated that a full overlap and off-set test procedure is the most appropriate set of tests to assess a vehicle- frontal impact self and partner protection.
New vehicle types are extensively tested to check almost all factors that influence ride and handling. With reference to the Association of German Car Tuners" (VDAT e.V.) valuations, approximately 10% of all cars in Germany are being modified by their owners. 28 % of those modifications" sales are divergent wheel-tire combinations, 13 % are tuning measures on the chassis suspension or wheel spacers. In almost all cases the singular modifications present a general permission for specific vehicles they have been tested in. Combined tuning measures, however, are often checked by just one inspector, following a procedure of mostly subjective assessment criteria. Today, critical attributes are only being observed, in case a vehicle is involved in an accident and the modifications are identified as crash causal factors or as a cofactor on the development of a crash. For the first time, a field study allows a survey of safety affecting chassis modifications. The test layout has to comply with some basic conditions. Different vehicle concepts with a wide margin of modifications are required to get a high transferability of the results. A total amount of more than 150 tested vehicles serves the same purpose. The tests are limited concerning the installation time of measurement techniques and the requirement that no damage, defilement or immoderate wear of the vehicles are accepted by their owners. Due to such factors as well as the driver Ìs acceptance, the vehicles are controlled by its owners instead of robots or test drivers. For keeping down the driver- influence, the lane has narrow boundaries and the driver has to drive in strictly adherence to the given instructions. After gathering all modifications, as well as static and kinematic parameters like the toe and camber angle, dynamic testing of predominantly lateral dynamics is conducted. Besides standardized tests like the ISO 3888-2 (Obstacle Avoidance) or the ISO 14512 (Braking on Surfaces with Split Coefficient of Friction), to test the influence of modified kingpin offsets caused by wheel spacers, some deviant tests are conducted. Those are required due to the demand of objective test results for road tests with vertical induced stimulation of the chassis suspension. Hence, new tests on corner braking with and without vertical stimulation have been developed. The interpretation of data includes thresholds, e.g. the maximum entrance velocity without hitting cones, on the one hand, and the analysis of characteristics of data concerning time and frequency range, "1-second values" and peak response times on the other hand. Besides the thresholds as indicators for the achievable velocities, which are mainly affected by friction coefficients, the vehicle reaction in the course of time characterizes the vehicle reaction in the threshold range and consequently the operational demands on the driver. The field study has started and promises the first long-range analysis of chassis modifications. The results offer a basis for hypothesis and resultant further test layouts for oncoming studies of the identified critical tuning measures.
The 2BeSafe project (2-Wheeler Behaviour and Safety) is a collaborative project (co financed by the European Commission) that aims to study the naturalistic behaviour of Powered-Two-Wheeler (PTW) riders in normal and critical riding situations. That includes the interaction between PTW riders and other road users and possible conflicts between them. One of the predominant causes of accidents involving PTWs is that PTWs are often overlooked by other road users. One task of the project lead by BASt therefore deals with possible improvements in conspicuity and the development of recommendations. Particularly using the findings of the studies on conflict situations, promising lighting arrangements to enhance conspicuity of PTWs during the day and at night are selected. An abstract recognizing pattern for PTWs is defined, enabling other road users (e.g. car drivers) to clearly identify riders. Lamps and outfit like lighting configurations of different colours, different helmet lights, reflect / luminescent clothing parts and retro-reflective markings are designed and manufactured. Then, the different solutions are tested in a laboratory setting using experimental motorcycles together with riders to which the equipment is fitted. As result a proposal for a uniform signal pattern or lamp configuration in the front of all motorcycles and riders will be outlined. The contribution first gives a short overview of the topics of the research project that deal with conflicts and their connection with poor conspicuity and then presents in detail the methods used in the activities concerning solutions for the improvement of conspicuity together with first results.

The ASSESS project is a collaborative project that develops test procedures for pre-crash safety systems like Automatic Emergency Braking (AEB). One key criterion for the effectiveness of e.g. AEB is reduction in collision speed compared to baseline scenarios without AEB. The speed reduction for a given system can only be determined in real world tests that will end with a collision. Soft targets that are crashable up to velocities of 80 km/h are state of the art for these assessments, but ordinary balloon cars are usually stationary targets. The ASSESS project goes one step further and defines scenarios with moving targets. These scenarios define vehicle speeds of up to 100 km/h, different collision scenarios and relative collision speeds of up to 80km/h. This paper describes the development of a propulsion system for a soft target that aims to be used with these demanding scenario specifications. The Federal Highway Research Institute- (BASt-) approach to move the target is a self-driving small cart. The cart is controlled either by a driver (open-loop control via remote-control) or by a computer (closed-loop control). Its weight is limited to achieve a good crashability without damages to the test vehicle. To the extent of our knowledge BASt- approach is unique in this field (other carts cannot move at such high velocities or are not crashable). This paper describes in detail the challenges and solutions that were found both for the mechanical construction and the implementation of the control and safety system. One example for the mechanical challenges is e.g. the position of the vehicle- center of gravity (CG). An optimum compromise had to be found between a low CG oriented to the front of the vehicle (good for driveability) and a high CG oriented to the rear of the vehicle (good for crashability). The soft target itself which is also developed within the ASSESS project will not be covered in detail as this is work of a project partner. Publications on this will follow. The paper also shows first test results, describes current limitations and gives an outlook. It is expected that the presented test tools for AEB and other pre-crash safety systems is introduced in the future into consumer testing (NCAP) as well as regulatory testing.
Thoracic injury is one of the predominant types of severe injuries in frontal accidents. The assessment of the injury risk to the thorax in the current frontal impact test procedures is based on the uni-axial chest deflection measured in the dummy Hybrid III. Several studies have shown that criteria based on the linear chest potentiometer are not sensitive enough to distinguish between different restraint systems, and cannot indicate asymmetric chest loading, which has been shown to correlate to increased injury risk. Furthermore, the measurement is sensitive to belt position on the dummy chest. The objective of this study was to evaluate the optical multipoint chest deflection measurement system "RibEye" in frontal impact sled tests. Therefore the sensitivity of the RibEyesystem to different restraint system parameters was investigated. Furthermore, the issue of signal drop out at the 6 th rib was investigated in this study.A series of sled tests were conducted with the RibEye system in the Hybrid III 50%. The sled environment consisted of a rigid seat and a standard production three-point seat belt system. Rib deflections were recorded with the RibEye system and additionally with the standard chest potentiometer. The tests were carried out at crash pulses of two different velocities (30 km/h and 64 km/h). The tests were conducted with different belt routing to investigate the sensitivity of chest deflection measurements to belt position on the dummy chest. Furthermore, different restraint system parameters were investigated (force limiter level, with or without pretensioning) to evaluate if the RibEye measurements provide additional information to distinguish between restraint system configurations . The results showed that with the RibEye system it was possible to identify the effect of belt routing in more detail. The chest deflections measured with the standard chest potentiometer as well as the maximum deflection measured by RibEye allowed the distinction to be made between different force limiter levels. The RibEye system was also able to clearly show the asymmetric deflection of the rib cage due to belt loading. In some configurations, differences of more than 15 mm were observed between the left and side areas of the chest. Furthermore, the abdomen insert was identified as source of the problem of signal drop out at the 6th rib. Possible solutions are discussed. In conclusion, the RibEye system provided valuable additional information regarding the assessment of restraint systems. It has the potential to enable the evaluation of thoracic injury risk due to asymmetric loading. Further investigations with the RibEye should be extended to tests in a vehicle environment, which include a vehicle seat and other restraint system components such as an airbag.
A flexible pedestrian legform impactor (FlexPLI) has been evaluated by a Technical Evaluation Group (Flex-TEG) of the Working Party on Passive Safety (GRSP) of the United Nations Economic Commission for Europe (UN-ECE). It will be implemented within phase 2 of the global technical regulation (GTR 9) as well as within a new ECE regulation on pedestrian safety as a test tool for the assessment of lower extremity injuries in lateral vehicle-to-pedestrian accidents (UN-ECE 2010-1, 2010-2 and 2010-3). Due to its biofidelic properties in the knee and tibia section, the FlexPLI is found to having an improved knee and tibia injury assessment ability when being compared to the current legislative test tool, the lower legform impactor developed by the Pedestrian Safety Working Group of the European Enhanced Vehicle-safety Committee (EEVC WG 17). However, due to a lack of biofidelity in terms of kinematics and loadings in the femur part of the FlexPLI, an appropriate assessment of femur injuries is still outstanding. The study described in this paper is aimed to close this gap. Impactor tests with the FlexPLI at different impact heights on three vehicle frontends with Sedan, SUV and FFV shape are performed and compared to tests with a modified FlexPLI with upper body mass. Full scale validation tests using a modified crash test dummy with attached FlexPLI that are carried out for the first time prove the more humanlike responses of the femur section with applied upper body mass. Apart from that they also show that the impact conditions described in the current technical provisions for tests with the FlexPLI don"t necessarily compensate the missing torso mass in terms of knee and tibia loadings either. Therefore it can be concluded that an applied upper body mass will contribute to a more biofidelic overall behavior of the legform and subsequently an improved injury assessment ability of all lower extremity injuries addressed by the FlexPLI. Nevertheless, the validity of the original as well as the modified legform for tests against vehicles with extraordinary high bumpers as well as flat front vehicles still needs to be evaluated in detail. A first clue is given by the application of an additional accelerometer to the legform.
The German highway network hast o face new challenges in the near future, e.g. increasing traffic density and loads, climate change effects and new quality requirements regarding sustainability. It is necessary to come up with foresighted concepts in the present to be prepared for these challenges. Therefore it is important to adapt and enhance innovative attempts, which take changing impacts into account. One goal of these efforts is the development of adaptive systems for the provision of information and a holistic evaluation in real time. The paper describes the recent research and developments on a system for information and holistic evaluation in real time, taking into account sensor networks, evaluation procedures and their implementation in existing maintenance and inspection strategies.
The BASt-project group "Legal consequences of an increase in vehicle automation" has identified, defined and consequently compiled different automation degrees beyond Driver Assistance Systems. These are partial-, high- and full automation. According to German regulatory law, i.e. the German Road Traffic Code, it has been identified that the distinctive feature of different degrees of automation is the permanent attention of the driver to the task of driving as well as the constant availability of control over the vehicle. Partial automation meets these requirements. The absence of the driver- concentration to the traffic situation and to execute control is in conflict with the use of higher degrees of vehicle automation (i.e. high and full automation). Their use is therefore presently not compatible with German law, as the human driver would violate his obligations stipulated in the Road Traffic Code when fully relying on the degree of automation these systems would offer. As far as higher degrees of automation imply free-hand driving, further research in terms of behavioural psychology is required to determine whether this hinders the driver in the execution of permanent caution as required by sec. 1 para. 1 StVO (German Road Traffic Code). As far as liabilities according to the StVG (German Road Traffic Act) are concerned, the presently reversed burden of proof on the driver within sec. 18 para. 1 S. 2 StVG might no longer be considered adequate in case of higher degrees of automation that allow the driver to draw attention from the task of driving (in case making such use of a system would be permitted by the German Road Traffic Code). The liability of the vehicle "keeper", according to the German Road Traffic Act, would remain applicable to all defined degrees of automation. In case of partial automation, the use of systems according to their limits is accentuated. The range of use that remains within the intended must be defined closely and unmistakeably. Affecting user expectations properly can immensely help to maintain safe use, in case design-measures that exclude overreliance are not available according to the current state of the art (otherwise such measures would have to be applied primarily). In case of the higher degrees of automation that no longer require the driver- permanent attention (under the presupposition their use would be permitted by the German Road Traffic Code), every accident potentially bears the risk to cause product liability on the side of the manufacturer. Liability of the manufacturer might only be excluded in case of a breach of traffic rules by a third party or in case of overriding/ oversteering by the driver. In so far aspects of German procedural law and the burden of proof are of great importance. The project group has identified the need for further continuative research not only to advance legal assessment but also to improve basic technical conditions for vehicle automation as well as product reliability.
This report presents the results of a stakeholder analysis which has been performed by the EasyWay Cooperative Systems Task Force. The stakeholder analysis aims at identifying potential roles of the road operator in the operation process of selected cooperative services and describing expectations and aspirations related to the future roles and responsibilities from a European road operator- point of view. The following cooperative services have been considered in the stakeholder analysis: Hazardous location notification, Traffic jam ahead warning, Road works warning, Automatic access control and Parking management. The stakeholder analysis used findings from previous projects and performed own studies based on desk research and expert assessments which were carried out by the task partners. The approach includes the development of high-level descriptions showing functional schemes of the operational process chains and potential roles / responsibilities related to the road operator. A deepened analysis was performed by assessing the functional schemes / role profiles and collecting opportunities, concerns, and success factors from a road operator- perspective.
The German highway network is facing new challenges in the near future. The structures have to deal with increasing traffic loads, climate change effects and new requirements regarding sustainability while they are getting older and budget cuts can be expected. To guarantee a reliable highway network, it will be vital to adapt and enhance innovative approaches. Current bridge management relies on the results of conventional bridge inspections and thus has certain limitations when it comes to insufficient load bearing capacity and other systematic weaknesses. Therefore, new approaches for real time condition assessment of critical road infrastructure elements are to be developed.
In 2012 the fifth ESAR conference (Expert Symposium on Accident Research) was held in Hannover. ESAR is an international convention of experts, who analyze traffic accidents all over the world and discuss their results in this context, conducted at the Medizinische Hochschule Hannover every 2 years. It connected representatives of public authorities, engineers in automotive development and scientists and offers a forum with particular emphasis on In-Depth-Analyses of accident statistics and accident analyses. Special focus is placed on research on the basis of so-called "In-Depth-Accident-Investigations" [data collections at the sites of the accidents], which are characterized by extensive documentations of the sites of the accidents, of the vehicles as well as of the injuries, encompassing several scientific fields. ESAR aims at a multi-disciplinary compilation of scientific results and at discussing them on an international, scientific level. It is thus a scientific colloquium and a platform for exchanging information for all accident researchers. Experiences in accident prevention as well as in the complex field of accident reconstruction are stated and new research fields are added. Existing results of long-term research work in Europe, the US, Australia and Japan include different infrastructural correlations and give findings on population, vehicle population and driver characteristics, which offer a basis for recommendations to be derived and measures for increasing road safety.
The utilisation of secondary-safety systems to protect occupants has attained a very high level over the past decades. Further improvements are still possible, but increasingly minor progress is only to be had with a high degree of effort. Thus, a key aspect must be the impact to overall safety in an accident. If reliable information is available on an imminent crash, measures already taken in the pre-crash phase can result in a significantly great influence on the outcomes of the crash. With this background preventive measures are the key to a sustainable further reduction of the figures of crash victims on our roads. This paper aims to show a preventive approach that can contribute to lessening the consequences of a crash by creating an optimum interaction of measures in the fields of primary and secondary safety. To further enhance vehicle safety, driver assistant systems are already available that warn the driver of an imminent front-to-rear-end crash. The next step is to support him in his reactions or if he fails to react sufficiently, to even initiate an automatic braking when the crash becomes unavoidable. Automatic pre-crash braking can, in an ideal situation, fully prevent a crash or can significantly reduce the impact speed and thus the impact energy (and the severity of the accident). If a vehicle is being braked in the pre-crash phase, the occupants are already being pre-stressed by the deceleration. The information available about the imminent crash can be used to activate the belt tensioners and likewise other secondary safety systems in the vehicle right before the impact. The pre-crash deceleration also causes the front of the vehicle to dip. Conventional crash tests do not take this specific impact situation into consideration. This is why, for example, the influences of the pre-crash displacements of the occupants are not recorded in the test results. Furthermore, a reproducible representation of the benefit of the vehicle safety systems which prepare the occupants for the imminent impact is not possible. In order to demonstrate the functions of automated pre-crash braking and to investigate the differences during the impact as a consequence of the altered occupant positions as well as the initiation of force and deformations of the vehicle front, DEKRA teamed up with BMW to carry out a joint crash test with the latest BMW 5 series vehicle. It involved the vehicle braking automatically from a starting test speed of 64 km/h (corresponding to the impact speed set by Euro NCAP) down to 40 km/h. The test was still run by the intelligent drive system of the crash test facility. This required several modifications to be made to the test facility as well as to the vehicle. The paper will describe and discuss some relevant results of the crash test. In addition, the possible benefits of such systems will also be considered. The test supplemented the work of the vFSS working group (vFSS stands advanced Forward-looking Safety Systems).
To improve vehicle safety in frontal collisions, the crash compatibility between the colliding vehicles is crucial. Compatibility aims to improve both the self and partner protection properties of vehicles. Although compatibility has received worldwide attention for many years, no final assessment approach has been defined. Within the Frontal Impact and Compatibility Assessment Research (FIMCAR) project, different frontal impact test procedures (offset deformable barrier [ODB] test as currently used for Economic Commission for Europe [ECE] R94, progressive deformable barrier test as proposed by France for a new ECE regulation, moveable deformable barrier test as discussed worldwide, full-width rigid barrier test as used in Federal Motor Vehicle Safety Standard [FMVSS] 208, and full-width deformable barrier test) were analyzed regarding their potential for future frontal impact legislation. The research activities focused on car-to-car frontal impact accidents based on accident investigations involving newer cars. Test procedures were developed with both a crash test program and numerical simulations. The proposal from FIMCAR is to use a full-width test procedure with a deformable element and compatibility metrics in combination with the current offset test as a frontal impact assessment approach that also addresses compatibility. By adding a full-width test to the current ODB test it is possible to better address the issues of structural misalignment and injuries resulting from high acceleration accidents as observed in the current fleet. The estimated benefit ranges from a 5 to 12 percent reduction of fatalities and serious injuries resulting from frontal impact accidents. By using a deformable element in the full-width test, the test conditions are more representative of real-world situations with respect to acceleration pulse, restraint system triggering time, and deformation pattern of the front structure. The test results are therefore expected to better represent real-world performance of the tested car. Furthermore, the assessment of the structural alignment is more robust than in the rigid wall test.
Trauma management (TM) covers two types of medical treatment: the initial one provided by Emergency Medical Services (EMS) and a further one provided by permanent medical facilities. There is a consensus in the professional literature that to reduce the severity and the number of road crash victims, the TM system should provide rapid and adequate initial care of injury, combined with sufficient further treatment at a hospital or trauma centre. Recognizing the important role of TM for reducing road crash injury outcome, it was decided, within the EU funded SafetyNet project, to develop road safety performance indicators (SPIs) which would characterize the level of TM systems" performance in European countries and enable country comparisons. The concept of TM SPIs was developed based on a literature study of performance indicators in TM, a survey of available practices in Europe and data availability examinations. A set of TM SPIs was introduced including 14 indicators which characterize five issues such as: availability of EMS stations; availability and composition of EMS medical staff; availability and composition of EMS transportation units; characteristics of the EMS response time, and availability of trauma beds in permanent medical facilities. Basic information on the TM systems was collected in close cooperation with the national expert group. A dataset with TM SPIs for 21 countries was created. It was demonstrated that the countries can be compared using selected TM SPIs. Moreover, a more general comparison of the TM systems' performance in the countries is possible, using multiple ranking and statistical weighting techniques. By both methods, final estimates were received enabling the recognition of groups of countries with similar levels of the TM system's performance. The results of various trials were consistent as to the recognition of countries with high or low level of the TM systems" performance, where in grouping countries with intermediate levels of the TM system's performance some differences were observed. The SafetyNet project's practice demonstrated that data collection for estimating TM SPIs is not an easy task but is realizable for the majority of countries. The TM SPIs" message is currently limited to the availability of trauma care services. Further development of the TM SPIs should focus on characteristics of actual treatment supplied, based on combined police and medical road crash related databases.
The United Nations Economic Commission for Europe Informal Group on GTR No. 7 Phase 2 are working to define a build level for the BioRID II rear impact (whiplash) crash test dummy that ensures repeatable and reproducible performance in a test procedure that has been proposed for future legislation. This includes the specification of dummy hardware, as well as the development of comprehensive certification procedures for the dummy. This study evaluated whether the dummy build level and certification procedures deliver the desired level of repeatability and reproducibility. A custom-designed laboratory seat was made using the seat base, back, and head restraint from a production car seat to ensure a representative interface with the dummy. The seat back was reinforced for use in multiple tests and the recliner mechanism was replaced by an external spring-damper mechanism. A total of 65 tests were performed with 6 BioRID IIg dummies using the draft GTR No.7 sled pulse and seating procedure. All dummies were subject to the build, maintenance, and certification procedures defined by the Informal Group. The test condition was highly repeatable, with a very repeatable pulse, a well-controlled seat back response, and minimal observed degradation of seat foams. The results showed qualitatively reasonable repeatability and reproducibility for the upper torso and head accelerations, as well as for T1 Fx and upper neck Fx. However, reproducibility was not acceptable for T1 and upper neck Fz or for T1 and upper neck My. The Informal Group has not selected injury or seat assessment criteria for use with BioRID II, so it is not known whether these channels would be used in the regulation. However, the ramping-up behavior of the dummy showed poor reproducibility, which would be expected to affect the reproducibility of dummy measurements in general. Pelvis and spine characteristics were found to significantly influence the dummy measurements for which poor reproducibility was observed. It was also observed that the primary neck response in these tests was flexion, not extension. This correlates well with recent findings from Japan and the United States showing a correlation between neck flexion and injury in accident replication simulations and postmortem human subjects (PMHS) studies, respectively. The present certification tests may not adequately control front cervical spine bumper characteristics, which are important for neck flexion response. The certification sled test also does not include the pelvis and so cannot be used to control pelvis response and does not substantially load the lumbar bumpers and so does not control these parts of the dummy. The stiffness of all spine bumpers and of the pelvis flesh should be much more tightly controlled. It is recommended that a method for certifying the front cervical bumpers should be developed. Recommendations are also made for tighter tolerance on the input parameters for the existing certification tests.
The strong prevalence of human error as a crash causation factor in motorcycle accidents calls for countermeasures that help tackling this issue. Advanced rider assistance systems pursue this goal, providing the riders with support and thus contributing to the prevention of crashes. However, the systems can only enhance riding safety if the riders use them. For this reason, acceptance is a decisive aspect to be considered in the development process of such systems. In order to be able to improve behavioural acceptance, the factors that influence the intention to use the system need to be identified. This paper examines the particularities of motorcycle riding and the characteristics of this user group that should be considered when predicting the acceptance of advanced rider assistance systems. Founded on theories predicting behavioural intention, the acceptance of technologies and the acceptance of driver support systems, a model on the acceptance of advanced rider assistance systems is proposed, including the perceived safety when riding without support, the interface design and the social norm as determinants of the usage intention. Since actual usage cannot be measured in the development stage of the systems, the willingness to have the system installed on the own motorcycle and the willingness to pay for the system are analyzed, constituting relevant conditions that allow for actual usage at a later stage. Its validation with the results from user tests on four advanced rider assistance systems allows confirming the social norm and the interface design as powerful predictors of the acceptance of ARAS, while the extent of perceived safety when riding without support did not have any predictive value in the present study.
Immediate user self-evacuation is crucial in case of fire in road tunnels. This study investigated the effects of information with or without additional virtual reality (VR) behavioural training on self-evacuation during a simulated emergency situation in a road tunnel. Forty-three participants were randomly assigned to three groups with accumulating preventive training: The control group only filled in questionnaires, the informed group additionally read an information brochure on tunnel safety, and the VR training group received an additional behavioural training in a VR tunnel scenario. One week later, during the test session, all participants conducted a drive through a real road tunnel in which they were confronted with a collision of two vehicles and intense smoke. The informed and the behaviourally trained participants evacuated themselves more reliably from the tunnel than participants of the control group. Trained participants showed better and faster behavioural responses than informed only participants. Interestingly, the few participants in the control group who reacted adequately to the scenario were all female. A 1 year follow-up online questionnaire showed a decrease of safety knowledge, but still the trained group had somewhat more safety relevant knowledge than the two other groups. Information and especially VR behavioural training both seem promising to foster adequate self-evacuation during crisis situations in tunnels, although long term beneficial behavioural effects have to be demonstrated. Measures aiming to improve users/ behaviour should take individual difference such as gender into account.
