Ausgehend von unfallstatistischen Daten und Ausführungen über Unfallablauf und Unfallfolgen werden Schutzmaßnahmen diskutiert, die das Verletzungsrisiko für Fahrzeuginsassen möglichst niedrig halten. Die Wirksamkeit von Schutzmaßnahmen wird beeinflusst von der Unfallkonstellation, Eigenschaften der Pperson und vom Fahrzeug (Deformationscharakteristik, Auslegung des rückhaltesystems). Die Gesamtwirksamkeit hängt wiederum ab von der Wirksamkeit des Rückhaltesystems, der Benutzungshäufigkeit und der Benutzungsqualität. Die Arbeit endet mit volkswirtschaftlichen Überlegungen und kommt zu dem Schluss, dass auch in Zukunft als wichtigste Maßnahme zum Schutz von Fahrzeuginsassen die Erhöhung der Anlegequote für Sicherheitsgurte anzusetzen ist.
Im Jahr 2005 wurde mit dem Bau der Niederrheinbrücke Wesel der Bau der Ortsumgehung Wesel begonnen. Der Beitrag berichtet über einige Ausführungsdetails der im Jahr 2009 fertiggestellten Baumaßnahme: die Herstellung des Pylons in hochfestem Beton, die Montage der Strombrücke, der Einsatz von Parallellitzenbündeln.
A means of assessing the passive safety of automobiles is a desirable instrument for legislative bodies, the automobile industry, and the consumer. As opposed to the dominating motor vehicle assessment criteria, such as engine power, spaciousness, aerodynamics and consumption, there are no clear and generally accepted criteria for assessing the passive safety of cars. The proposed method of assessment combines the results of experimental safety tests, carried out according to existing legally prescribed or currently discussed testing conditions, and a biomechanical validation of the loading values determined in the test. This evaluation is carried out with the aid of risk functions which are specified for individual parts of the body by correlating the results of accident analysis with those obtained by computer simulation. The degree of conformance to the respective protection criterion thus deduced is then weighted with factors which take into account the frequency of occurrence and the severity of the accident on the basis of resulting costs. Each of the test series includes at least two frontal and one lateral crash test against a deformable barrier. The computer-aided analysis and evaluation of the simulation results enables a vehicle-specific overall safety index as well as partial and individual safety values to be determined and plotted graphically. The passive safety provided by the respective vehicle under test can be defined for specific seating positions, special types of accident, or for individual endangered parts of the body.
This study aimed at developing an injury estimation algorithm for AACN technologies for Germany and compared them to findings based on Japanese data. The data to build and to verify the algorithm was obtained from the German in-depth Accident Database (GIDAS) and split into a training and a validation dataset. Significant input variables and the generalized linear regression model to predict severe injuries (ISS>15) were selected to maximize area under the receiver operating characteristic curve (AUC). Probit regression with the input parameter multiple impact, delta v, seatbelt use and impact direction gave the largest AUC of 0.91. Sensitivity of the algorithm was validated at 90% and specificity at 76% for an injury risk threshold of 2%. It appears that no major differences between Japan and Germany exist for injury estimation based on delta v and impact direction. However, far side impact and multiple crash events appear to be associated with a larger risk increase in the German data.
The German Federal Ministry of Economics and Technology is funding a projectrncalled "Leistra2" with the aim of understanding the tire road contact and to find measures to reduce traffic noise, in particular to reduce the noise of tires rolling on pavements, i.e. tire-road noise. The project is composed out of three mayor subjects, low noise tires, low noise pavements and verification of the results, each made out of single sub-projects. The purpose of this paper is to give a survey about Leistra2 and to report about the latest activities and results. The main objective of EC CASPER research project is to reduce fatalities and injuries of children travelling in cars. Accidents involving children were investigated, modelling of human being and tools for dummies were advanced, a survey for the diagnosis of child safety was carried out and demands and applications were analysed. From the many research tasks of the CASPER project, the intention of this paper is to address the following: • In-depth investigation of accidents and accident reconstruction. These will provide important points for the injury risk curve, in order to improve it. Different accident investigation teams collected data from real road accidents, involving child car passengers, in five different European countries. Then, a selection of the most appropriate cases for the injury risk curve and the purposes of the project was made for an in-depth analysis. The final stage of this analysis was to conduct an accident reconstruction to validate the results obtained. The in-depth analysis included on-scene accident investigation, creating virtual simulations of the accident/possible reconstruction, and conducting the reconstruction. In the cases of successful reconstructions, new points were introduced to the injury risk curves. Accident reconstructions of selected cases were carried out in test laboratories as the next step following in-depth road accident investigation. These cases were reconstructed using similar child restraint systems (CRS) and the same type make and model as in the real accidents. Reconstructing real cases has several limitations, such as crash angle, cars" approximation paths and crash speed. However, a few changes and applications on the testing conditions were applied to reduce the limitations and improved the representations of the real accidents. After conducting the reconstructions, a comparison between the deformations of the cars on the real accident and the vehicles from the reconstructions was made. Additionally, a correlation between the data captured from the dummies and the injury data from the real accident was sought. This finalises an in-depth analysis of the accident, which will provide new relevant points to the injury risk curve. The CASPER project conducted a large research programme on child safety. On technical points, a promising research area is the developing injury risk curves as a result of in-depth accident investigations and reconstructions. This abstract was written whilst the project was not yet finished and final results are not yet known, but they will be available by the time of the conference. All the works and findings will not necessarily be integrated in the industrial versions of evaluation tools as the CASPER project is a research program.
Causation patterns and data collection blind spots for fatal intersection accidents in Norway

Norwegian fatal intersection accidents from the years 2005-2007 were analysed to identify any causation patterns among their underlying contributing factors, and also to evaluate whether the data collection and documentation procedures used by the Norwegian in-depth investigation teams produces the information necessary to perform causation pattern analysis. A total of 28 fatal accidents were analysed. Details on crash contributing factors for each driver in each crash were first coded using the Driving Reliability and Error Analysis Method (DREAM), and then aggregated based on whether the driver was going straight or turning. Analysis results indicate that turning drivers to a large extent are faced with perception difficulties and unexpected behaviour from the primary conflict vehicle, while at the same time trying to negotiate a demanding traffic situation. Drivers going straight on the other hand have less perception difficulties. Instead, their main problem is that they largely expect turning drivers to yield. When this assumption is violated, they are either slow to react or do not react at all. Contributing factors often pointed to in literature, e.g. high speed, drugs and/or alcohol and inadequate driver training, played a role in 12 of 28 accidents. While this confirms their prevalence, it also indicates that most drivers end up in these situations due to combinations of less auspicious contributing factors. In terms of data collection and documentation, information on blunt end factors (those more distant in time/space, yet important for the development of events) was more limited than information on sharp end factors (those close in time/space to the crash). A possible explanation is that analysts may view some blunt end factors as event circumstances rather than contributing factors in themselves, and therefore do not report them. There was also an asymmetry in terms of reported obstructions to view due to signposts and vegetation. While frequently reported as contributing for turning drivers, they were rarely reported as contributing for their counterparts in the same accidents. This probably reflects an involuntary focus of the analyst on identifying contributing factors for the driver legally held liable, while less attention is paid to the driver judged not at fault. Since who to blame often is irrelevant from a countermeasure development point of view, this underlying investigator mindset needs addressing to avoid future bias in crash investigation reports.
Due to the publication of guidelines in Germany the possibility exists to offer analytical designed construction works within an alternative proposal. But the extent to which the test specimen production influences the design relevant properties (for the same asphalt mixture) is not sufficiently investigated at present. Objective of this research project was to determine the design relevant asphalt properties by tests and do comparative considerations on two selected locations within the renewal of a federal trunk road (Germany). For the comparative consideration of the design relevant asphalt properties mixture samples were taken during paving and afterwards drill cores were taken at the same locations. Fatigue tests and tests to determine the stiffness were conducted with the Indirect Tensile Test (ITT). Then design calculations having regard to the test results were performed. At this different bearing conditions of the asphalt package were considered. The calculated fatigue conditions were comparative evaluated and they are presented and discussed in this paper.
Die Kenntnis über den tatsächlichen strukturellen Zustand einer Asphaltbefestigung wird im Hinblick der stets steigenden Verkehrsbelastung und für eine qualifizierte Erhaltungsplanung immer wichtiger. In dem vorliegenden Beitrag wird ein Ansatz vorgestellt, welcher darin besteht, zu einem beliebigem Zeitpunkt anhand von versuchstechnisch ermittelten Asphaltkennwerten und aufbauend auf diesen Ergebnissen die Restnutzungsdauer einer Asphaltbefestigung zu prognostizieren. Hierfür wurden aus bestehenden Asphaltbefestigungen, welche bereits langjährig unter Verkehr liegen, Asphaltproben entnommen und deren asphaltspezifischen Eigenschaften wie die Steifigkeit und die Ermüdungsbeständigkeit versuchstechnisch bestimmt. Mit diesen Ergebnissen der Asphaltuntersuchungen im Labor und zusammen mit einem Prognoseverfahren in Anlehnung an die RDO Asphalt (FGSV 2009) besteht die Möglichkeit, Aussagen zu den voraussichtlichen Restnutzungsdauern von Asphaltbefestigungen geben zu können. Für die Optimierung dieser Vorgehensweise zur Prognose von Restnutzungsdauern wurde zu verschiedenen Zeitpunkten der gesamte Asphaltoberbau der Asphaltbefestigungen untersucht.
Accident data shows that the vast majority of pedestrian accidents involve a passenger car. A refined method for estimating the potential effectiveness of a technology designed to support the car driver in mitigating or avoiding pedestrian accidents is presented. The basis of the benefit prediction method consists of accident scenario information for pedestrian-passenger car accidents from GIDAS, including vehicle and pedestrian velocities. These real world pedestrian accidents were first reconstructed and the system effectiveness was determined by comparing injury outcome with and without the functionality enabled for each accident. The predictions from Volvo Cars" general Benefit Estimation Model are refined by including the actual system algorithm and sensing models for a relevant car in the simulation environment. The feasibility of the method is proven by a case study on a authentic technology; the Auto Brake functionality in Collision Warning with Full Auto Brake and Pedestrian Detection (CWAB-PD). Assuming the system is adopted by all vehicles, the Case Study indicates a 24% reduction in pedestrian fatalities for crashes where the pedestrians were struck by the front of a passenger car.
Injury probability functions for pedestrians and bicyclists based on real-world accident data

The paper is focusing on the modelling of injury severity probabilities, often called as Injury Risk Functions (IRF). These are mathematical functions describing the probability for a defined population and for possible explanatory factors (variables) to sustain a certain injury severity. Injury risk functions are becoming more and more important as basis for the assessment of automotive safety systems. They contribute to the understanding of injury mechanisms, (prospective) evaluation of safety systems and definition of protection criteria or are used within regulation and/or consumer ratings. In all cases, knowledge about the correlation between mechanical behavior and injury severity is needed. IRFs are often based on biomechanical data. This paper is focusing on the derivation of injury probability models from real world accident data of the GIDAS database (German In-depth Accident Study). In contrast to most academic terms there is no explicit term definition or definition of creation processes existing for injury probability models based on empirical data. Different approaches are existing for such kind of models in the field of accident research. There is a need for harmonization in terms of the used methods and data as well as the handling with the existing challenges. These are preparation of the dataset, model assumptions, censored/unknown data, evaluation of model accuracy, definition of dependent and independent variable, and others. In the presented study, several empirical, statistical and phenomenological approaches were analyzed regarding their advantages and disadvantages and also their applicability. Furthermore, the identification of appropriate prediction parameters for the injury severity of pedestrians has been considered. Due to its main effect on injuries of pedestrians and bicyclists, the importance of the secondary impact has also been analyzed. Finally, the model accuracy, evaluated by several criteria, is the rating factor that gives the quality and reliability for application of the resulting models. After the investigation and evaluation of statistical approaches one method was chosen and appropriate prediction variables were examined. Finally, all findings were summarized and injury risk functions for pedestrians in real world accidents were created. Additionally, the paper gives instructions for the interpretation and usage of such functions. The presented results include IRFs for several injury severity levels and age groups. The presented models are based on a high amount of real world accidents and describe very well the injury severity probability of pedestrians and bicyclists in frontal collisions with current vehicles. The functions can serve as basis for the evaluation of effectiveness of systems like Pedestrian-AEB or Bicycle-AEB.
The evaluation of the expected benefit of active safety systems or even ideas of future systems is challenging because this has to be done prospectively. Beside acceptance, the predicted real-world benefit of active safety systems is one of the most important and interesting measures. Therefore, appropriate methods should be used that meet the requirements concerning representativeness, robustness and accuracy. The paper presents the development of a methodology for the assessment of current and future vehicle safety systems. The variety of systems requires several tools and methods and thus, a common tool box was created. This toolbox consists of different levels, regarding different aspects like data sources, scenarios, representativeness, measures like pre-crash-simulations, automated crash computation, single-case-analyses or driving simulator studies. Finally, the benefit of the system(s) is calculated, e.g. by using injury risk functions; giving the number of avoided/mitigated accidents, the reduction of injured or killed persons or the decrease of economic costs.
The grip between the road surface and vehicle tires is the physical basis for the moving of all vehicles in road traffic. In case of an accident the available grip level is one of the most relevant influence factors, influencing the causation and the procedure of the accident. However, the estimation of the grip level is not easy and therefore, is commonly not done on the accident scene. This is especially true for the measurement of the water depth. Until now, real accident databases provide no measurement data about the grip level and the water film depth and thus, the estimation of its influence is not possible yet. From the tyre manufacturers point of view, it is important to know about the road conditions (namely grip level, macro-texture, water depth, temperature) at the accident scene, as well as the operating conditions of the vehicles (braking, loss of control, speed, etc). These data is necessary to define relevant tyre traction tests for the end-user and for regulations. For this reason VUFO and Michelin developed a consistent method for the measurements of grip level and water depth for the accidents of the GIDAS database. The accident research team of Dresden, which documents about 1000 accidents with at least one injured person every year, is measuring the micro-roughness and the macro-roughness directly on the spot. For the measurement of the micro-roughness a Skid Resistance Tester (British Pendulum) is used. The Mean Texture Depth (describing the macro-roughness) is measured by the Sand Depth Method. Since June 2009, measurements for more than 700 accidents including 1200 participants have been carried out. In case of wet or damp road conditions during the accident, the water depth is measured additionally. Therefore VUFO and Michelin developed a special measurement device, which allows measurements with an accuracy of 1/10 millimetre. The measurement point at the accident scene is clearly defined and thus, the results are comparable for all different accidents and participants. The use of the GIDAS database and the accident sampling plan allows representative statements for the German accident scenario. With this data it is possible for the first time to have an accurate view of the road conditions at the accident scene. One possibility is a more detailed estimation of hydroplaning accidents using the actually measured water depths. The development of new testing methods and new tires can be based on the real situation of the road infrastructure. Furthermore, the combination of the technical GIDAS data and the measured road surface properties can also be used for the estimation of effectiveness of several safety systems like the brake assist and/or emergency braking systems. The calculation of a reduced collision speed due to the use of a brake assist is only one example for the application of real measured grip level data.
Analysis of the accident scenario of powered two-wheelers on the basis of real-world accidents

For the first time since 20 years the German national statistics of traffic accidents revealed an increasing number of fatalities and seriously injured persons in 2011. This negative development was especially caused by increasing numbers in all groups of vulnerable road users (VRU). Furthermore, the comparison of fatality reduction rates between several categories of road users shows that persons on motorcycles show the worst performance over years. Although every second fatality in German traffic accidents is still a car occupant, users of PTW make up more than 20% in the meantime. Assuming further improvements in the field of occupant protection this trend will continue. For that reason, a study on the basis of real-world accidents was conducted to describe the accident scenario involving motorcycles and to identify the reasons of the above-described fact. Approximately 1.800 motorcycle accidents out of GIDAS database were used for the analyses. The first part of the study deals with the question how representative the GIDAS database is for the German motorcycle accident scenario. Afterwards, detailed descriptive statistics on motorcycle accidents were presented considering numerous parameters about the accident scene, environmental influences, vehicle information, individual characteristics, interview data, injury severity and injury causation. One important point is the identification of the most frequent critical situations that are typical for motorcycle accidents. Furthermore, a special focus was on accident causation. Finally, conspicuous facts out of the analysis are emphasized. All in all, the study gives a comprehensive overview about the German motorcycle accident scenario. One the one hand, the use of weighted GIDAS data allows representative and robust statements on the basis of large case numbers; on the other hand highly detailed conclusions can be drawn. The results of the study help to understand the particularities of motorcycle accidents and provide approaches for further improvements in the field of PTW safety.
The paper presents a methodology for the benefit estimation of several secondary safety systems for pedestrians, using the exceptional data depth of GIDAS. A total of 667 frontal pedestrian accidents up to 40kph and more than 500 AIS2+ injuries have been considered. In addition to the severity, affected body region, exact impact point on the vehicle, and the causing part of every injury, the related Euro NCAP test zone was determined. One results of the study is a detailed impact distribution for AIS2+ injuries across the vehicle front. It can be stated, how often a test zone or vehicle part is hit by pedestrians in frontal accidents and which role the ground impact plays. Basing on that, different secondary safety measures can be evaluated by an injury shift method concerning their real world effectiveness. As an example, measures concerning the Euro NCAP pedestrian rating tests have been evaluated. It was analysed which Euro NCAP test zones are the most effective ones. In addition, real test results have been evaluated. Using the presented methodology, other secondary safety like the active bonnet (pop-up bonnet) or a pedestrian airbag measures can be evaluated.
The declining trend since 1991 in the number of killed people was broken in 2011 when overall 4 009 people died in traffic accidents in Germany. The question arises if there is a stagnating trend of fatalities in Germany in future? By breaking down the accidents with casualties towards a monthly view one can see a decreasing trend of fatalities in the warmer months especially since 2009. When comparing against winter months higher deviations are observed. In December 2011 an increase of 191 traffic deaths were registered (181 in 2010 compared to 372 in 2011). Further analyses of different accident influences were evaluated and their possibility of drastic change from one year to the other was determined. As seen weather- and environmental conditions are one of the major contributing factors and are one of the causes for the increased number of fatalities. To support the underlying assumption a model had been created to calculate the number of traffic deaths on a daily basis approach. As an input, road conditions projected through weather parameters and also different driving behaviors on weekdays or holidays were used. As a result, estimates of daily fatality with up to 75% precision can be achieved out of the 2009, 2010 and 2011 data. Further on it shows that weather and street conditions have a high influence on the overall resulting number of traffic accidents with casualties, and especially to the number of fatalities. Hence it is estimated that approximately 3 300 people were killed in traffic accidents in Germany in 2013 which would be again a reduction of another 13% compared to 2012. Therefore an answer to the question will be that the decreasing trend in traffic fatalities in Germany somehow is not broken when environmental conditions are included in national statistics. Their effects will become more visible in future accident statistics and it is estimated variances of 5% to 8% of the annual number of traffic fatalities in Germany will be seen.
The paper aims to study the injury risk and kinematics of pedestrians involved in different passenger vehicle collisions. Furthermore, the difference of pedestrian kinematics in the accidents involved minivan and sedan was analyzed. The 18 sample cases of passenger car to pedestrian collisions were selected from the database of In-depth Investigation of Vehicle Accident in Changsha of China (IVAC),of which the 12 pedestrian accidents involved in a minivan impact for each case, and the 6 accidents in a sedan impact for each. The selected cases were reconstructed by using mathematical models of pedestrians and accident vehicles in a multi-body dynamic code MADYMO environment. The logistic regression models of the risks for pedestrian AIS 3+ injuries and fatalities were developed in terms of vehicle impact speed by analyzing the minivan-pedestrian and sedan-pedestrian accidents. The difference of pedestrian kinematics was identified by comparing the results from reconstructed pedestrian accidents between the minivans and sedans collisions. The result shows that there is a significant correlation among the impact speed and the severity of pedestrian injuries. The minivan poses greater risk to pedestrian than sedan at the same impact speed. The kinematics of pedestrian was greatly influenced by vehicle front shape.
The GRSP informal group on child restraint systems (CRS) finalised phase 1 of a new regulation for the homologation of CRS . This regulation is the subject of several discussions concerning the safety benefits and the advantages and disadvantages that certain specific points may bring. However, these discussions are sometimes not based on scientific facts and do not consider the whole package but only single items. Based on the experience of the CASPER partners in the fields of human behaviour, accident analysis, test procedures and biomechanics in the area of child safety, a consideration of the safety benefits of phase 1 of the new regulation and recommendations for phase 2 will be given.
Topics of this report are: Road construction (highways, interstate roads, urban by-passes, cycle tracks, construction sites, level crossings removal), traffic management systems, road tunnel equipment, harmonisation of vehicle regulations, accident statistics and accident research, passive vehicle safety, active vehicle safety , automotive environmental protection and rescue systems.
Annually within the European Union, there are over 50,000 road accident fatalities and 2 million other casualties, of which the majority are either the occupants of cars or other road users in collision with a car. The European Commission now has competency for vehicle-based injury countermeasures through the Whole Vehicle Type Approval system. As a result, the Commission has recognised that casualty reduction strategies must be based on a full understanding of the real-world need under European conditions and that the effectiveness of vehicle countermeasures must be properly evaluated. The PENDANT study commenced in January 2003 in order to explore the possibility of developing a co-ordinated set of targeted, in-depth crash data resources to support European Union vehicle and road safety policy. Three main work activity areas (Work Packages) commenced to provide these resources. This paper describes some of the outcomes of Work Package 2 (WP2, In-depth Crash Investigations and Data Analysis). In WP2, some 1,100 investigations of crashes involving injured car occupants were conducted in eight EU countries to a common protocol based on that developed in the STAIRS programme. This paper describes the purposes, methodology and results of WP2. It is expected that the results will be used as a co-ordinated system to inform European vehicle safety policy in a systematic, integrated manner. Furthermore, the results of the data analyses will be exploited further to provide new directions to develop injury countermeasures and regulations.
Interaction of road environment, vehicle and human factors in the causation of pedestrian accidents

The UK On-the-Spot project (OTS) completed over 1500 in-depth investigations of road accidents during 2000-2003 and is continuing for a further 3 years. Cases were sampled from two regions of England using rotating shifts to cover all days of the week and all hours of the day and night. Research teams were dispatched to accidents notified to police during the shifts; arrival time to the scene of the accident was generally less than 20 minutes. The methodology of OTS includes sophisticated systems for describing accident causation and the interaction of road, vehicle and human factors. The purpose of this paper is to describe and illustrate these systems by reference to pedestrian accidents. This type of analysis is intended to provide an insight into how and why pedestrian accidents occur in order to assist the development of effective road, vehicle and behavioural countermeasures.
It is well known that most accidents with pedestrians are caused by the driver not being alert or misinterpreting the situation. For that reason advanced forward looking safety systems have a high potential to improve safety for this group of vulnerable road users. Active pedestrian protection systems combine reduction of impact speed by driver warning and/or autonomous braking with deployment of protective devices shortly before the imminent impact. According to the Euro NCAP roadmap the Autonomous Emergency Braking system tests for Pedestrians Protection will be set in force from 2016 onwards. Various projects and organisations in Europe are developing performance tests and assessment procedures as accompanying measures to the Euro NCAP initiative. To provide synthesised input to Euro NCAP so-called Harmonisation Platforms (HP-) have been established. Their main goal is to foster exchange of information on key subjects, thereby generating a clear overview of similarities and differences on the approaches chosen and, on that basis, recommend on future test procedures. In this paper activities of the Harmonisation Platform 2 on the development of Test Equipment are presented. For the testing targets that mimic humans different sensing technologies are required. A first set of specifications for pedestrian targets and the propulsion systems as collected by Harmonisation Platform 2 are presented together with a first evaluation for a number of available tools.
Thoracic injuries are one of the main causes of fatally and severely injured casualties in car crashes. Advances in restraint system technology and airbags may be needed to address this problem; however, the crash test dummies available today for studying these injuries have limitations that prevent them from being able to demonstrate the benefits of such innovations. THORAX-FP7 was a collaborative medium scale project under the European Seventh Framework. It focused on the mitigation and prevention of thoracic injuries through an improved understanding of the thoracic injury mechanisms and the implementation of this understanding in an updated design for the thorax-shoulder complex of the THOR dummy. The updated dummy should enable the design and evaluation of advanced restraint systems for a wide variety (gender, age and size) of car occupants. The hardware development involved five steps: 1) Identification of the dominant thoracic injury types from field data, 2) Specification of biomechanical requirements, 3) Identification of injury parameters and necessary instrumentation, 4) Dummy hardware development and 5) Evaluation of the demonstrator dummy. The activities resulted in the definition of new biofidelity and instrumentation requirements for an updated thorax-shoulder complex. Prototype versions were realised and implemented in three THOR dummies for biomechanical evaluation testing. This paper documents the hardware developments and biomechanical evaluation testing carried out.
With the introduction of the German Highway Capacity Manual (HBS) in January 2002 (FGSV, 2002), all methods for the evaluation of the performance of highway facilities were, for the first time in Germany, simultaneously updated and consolidated in a single work following the ideas of the American Highway Capacity Manual (HCM). This paper gives an overview of the new 2015 edition of the German HBS and describes the changes as for example the addition of chapters for freeway, rural roads, and major urban street facilities, comprising segments and intersections.
Die Lastübertragung von den Fahrzeugrädern auf die Fahrbahntafel wird beschrieben, und es wird eine Übersicht der ermüdungsempfindlichen Schweissnahtbereiche von Deckblech, Längssteifen und Querträgern gegeben. Die charakteristischen Schwachpunkte der Schweissverbindungen werden in Skizzen dargestellt.
Der Beitrag berichtet in einem ersten Teil über die in den Niederlanden angewendeten Inspektionstechniken zur Feststellung von Schäden (Rissen) bei orthotropen Stahlfahrbahnplatten und in einem zweiten Teil über die Instandsetzung der Moerdijkbruecke mit einer zusätzlichen Deckschicht aus bewehrtem hochfesten Stahlfaserbeton. Die Ausführungen zu den Inspektionstechniken umfassen die visuelle Inspektion, magnetische Inspektion, Farbeindringprüfung, Ultraschallprüfung und Diffraktionseffekt bei Anstrahlen von Fehlern (Time of Flight Diffraction (TOFD)) sowie radiographische Untersuchungen und das Wirbelstromverfahren. Für jede dieser Methoden wird ihre Wirkungsweise, Handhabung und der Anwendungsbereich angegeben. Die Moerdijkbrücke ist eine der meistbefahrenen Brücken in den Niederlanden mit einem erheblichen Schwerverkehrsaufkommen und weist etliche Schäden am Deckblech auf. Die bisher durchgeführte Instandsetzung durch Ausbessern der Längsschweissnähte führte nicht zum erhofften Erfolg. Der Bauherr entschloss sich daher, die Gussasphaltschicht durch einen bewehrten hochfesten Stahlfaserbeton mit einer Dicke von 5 cm mit Verbund zum Stahldeckblech zu ersetzen. Die Spannungen im Deckblech konnten auf diese Weise um einen Faktor 4 bis 5 reduziert werden. Die Methode reagiert jedoch empfindlich auf Abweichungen der Mischungsverhältnisse des Betons und der Viskosität.
In this study, we compared the injury severity of occupants according to the seating position and the crashing direction in motor vehicle accidents. In the driver's point of view, it was separated the seating position as "Near-side" and "Far-side". The study subjects were targeted by people who visited 4 regional emergency centers following motor vehicle accidents. Real-world investigation was performed by direct and indirect methods after patient- consent. The information of the damaged vehicle was informed by Collision Deformation Classification (CDC) code and the information of the injury of patients was informed by using the Abbreviated Injury Score (AIS) and Injury Severity Score (ISS). When the column 3 in CDC code was P, damaged at the middle part of lateral side, the average point of AIS 3 was 1.91-±1.72 in near-side and 1.02-±1.31 in far-side (p<0.01). The average point of maximum AIS (MAIS) was 2.78-±1.39 in near-side and 2.02-±1.11 in far-side (p<0.01). The average point of ISS was 15.74-±14.71 in near-side and 8.11-±8.39 in far-side (p<0.01). Also, when the column 3 in CDC code was D, damaged at the whole part of lateral side, it was significant that the average point of AIS 3 and MAIS in near-side was bigger than in far-side (p=0.02).
Evaluation of the performance of competitive headforms as test tools for interior headform testing

The European Research Project APROSYS has evaluated the interior headform test procedure developed by EEVC WG 13, representing the head contact in the car during a lateral impact. One important aspect within this test procedure was the selection of an appropriate impactor. The WG13 procedure currently uses the Free Motion Headform as used within the FMVSS 201. The ACEA 3.5 kg headform used in Phase 1 of the European Directive and the future European Regulation on Pedestrian Protection is still discussed as a possible alternative. This paper reports work performed by the Federal Highway Research Institute (BASt) as a part of the APROSYS Task 1.1.3. The study compares the two headform impactors according to FMVSS and ACEA, in a series of basic tests in order to evaluate their sensitivity towards different impact angles, impact accuracy, the effect of differences to impactors of the same type and the effects of the repeatability and reproducibility of the test results. The test surface consisted of a steel tube covered with PU foam and PVC, representing the car interior to be tested. Despite of the higher mass of the FMH the HIC values of this impactor were generally lower than those of the ACEA headform. The FMH showed a higher repeatability of test results but a high sensitivity on the angle of roll, the spherical ACEA impactor performed better with regards to the reproducibility. In case of the ACEA impactor-, the angle of roll had no influence.
The European Enhanced Vehicle-safety Committee (EEVC) Working Group 13 for Side Impact Protection has been developing an Interior Headform Test Procedure to complement the full-scale Side Impact Test Procedure for Europe and for the proposed IHRA test procedures. In real world accidents interior head contacts with severe head injuries still occur, which are not always observed in standard side impact tests with dummies. Thus a means is needed to encourage further progress in head protection. At the 2003 ESV-Conference EEVC Working Group 13 reported the results on Interior Headform Testing. Further research has been performed since and the test procedure has been improved. This paper gives an overview of its latest status. The paper presents new aspects which are included in the latest test procedure and the research work leading to these enhancements. One topic of improvement is the definition of the Free Motion Headform (FMH) impactor alignment procedure to provide guidelines to minimize excessive headform chin contact and to minimize potential variability. Research activities have also been carried out on the definition of reasonable approach head angles to avoid unrealistic test conditions. Further considerations have been given to the evaluation of head airbags, their potential benefits and a means of ensuring protection for occupants regardless of seating position and sitting height. The paper presents the research activities that have been made since the last ESV Conference in 2003 and the final proposal of the EEVC Headform Test Procedure.
Verschiedene Untersuchungen belegen, dass sich im Durchschnitt die verkehrsrelevanten Fähigkeiten von Schmerzpatienten unter dem Einfluss einer Langzeitopioidtherapie verschlechtern, dass es jedoch auch Patienten gibt, die im Normbereich liegende Ergebnisse erzielen. Hieraus wird der Schluss gezogen, dass eine individuelle Beurteilung der Fahrtauglichkeit erfolgen sollte. Während der Einstellungsphase besteht nach Expertenansicht absolute Fahruntüchtigkeit, ebenso bei größerer Dosisänderung und wechselnden Therapieverläufen. Nach einschlägigen Erfahrungen zeigen opioidpflichtige Patienten ein ähnlich risikovermeidendes Verhalten wie ältere Verkehrsteilnehmer. Eine Pilotstudie, der Interviews an vier Kliniken zugrundelagen, erbrachte unter anderem folgende Ergebnisse: Alle befragten Therapeuten richten die Schmerztherapie nach dem WHO Stufenschema aus, ab Stufe 2 werden Opioide in die Behandlung einbezogen. Kombinationen mit anderen Medikamenten sind häufig. Es überrascht die geringe Anzahl von autofahrenden opioidpflichtigen Patienten. Unfälle von diesen Patienten waren den befragten Schmerztherapeuten nicht bekannt. Befürwortet wird die bei der nächsten Änderung des Paragraphen 24 a Straßenverkehrsgesetz, die das Führen von Kraftfahrzeugen unter Drogeneinfluss als Ordnungswidrigkeitentatbestand vorsieht, geplante Ausnahmeregelung für therapeutisch genutzte Arzneimittel.
Side impacts, both nearside and farside, have been indicated by research to be responsible for a large proportion of serious injuries from road crashes. This study aimed to compare and contrast the characteristics of nearside and farside crashes in Australia, Germany and the U.S., using the ANCIS, GIDAS and NASS/CDS in-depth-databases, in order to establish the impact and injury severity associated with these crashes, and the types of injuries sustained. The analyses revealed some interesting similarities, as well as differences, between both nearside and farside crashes, and the emergent trends between the three investigated countries. More specifically, it was indicated that whilst the severity of injury sustained in nearside crashes was slightly greater overall than that found for farside crashes, careful consideration of struck and nonstruck side occupants must be made when considering aspects such as vehicle design and occupant protection.
A change emerges in hospital landscape due to health political measures, which in consequence also influences the pre-clinical medical care of emergencies. The main focus of this study was to gather information about emergency medical care after traffic accidents on the basis of data of Bavarian emergency medical services. In Bavaria, in 2006 it was necessary to call an emergency doctor in the case of 14.261 traffic accidents. Predominantly the patients were provided by land-based life saving appliances, air rescue services were only applied in 19.1 % of the cases. 47.6 % of patients being involved in a traffic accident were transported into a primary health care hospital. A prehospital interval of more than 60 minutes was calculated in 20 % of emergency care. 96.2 % of the patients were transported to hospitals of tertiary or maximum supply by air rescue services. The life saving appliances" readiness for action is however restricted to daylight. A further limitation appeared for routine office hours in hospitals: Only 36.7 % of accidents occurred in this time frame. An increase of hospitalizations in clinics of maximum supply appeared from 2002 until 2006 while simultaneously the prehospital period was extended. To assure a sufficient medical care of seriously injured persons further on, a fulltime and area-wide expostulation of efficient facilities is necessary. For this purpose it is necessary to establish regional trauma networks as well as emergency medical service at night time. Beyond that, a cost efficient compensation of the structural, personnel and logistic expenses has to be assured.
Im Auftrag der Bundesanstalt für Straßenwesen wurde an der Augenklinik der Universität München eine Studie durchgeführt, um den Zusammenhang zwischen Unfallhäufigkeit und Störungen des Sehvermögens zu eruieren. Im vorliegenden Beitrag werden das methodische Vorgehen sowie ausgewählte Ergebnisse dargestellt und interpretiert.
The project UR:BAN "Cognitive assistance (KA)" aims at developing future assistance systems providing improved performance in complex city traffic. New state-of-the-art panoramic sensor technologies now allow comprehensive monitoring and evaluation of the vehicle environment. In order to improve protection of vulnerable road users such as pedestrians and cyclists, a particular objective of UR:BAN is the evaluation and prediction of their behaviour and actions. The objective of subproject "WER" is development support by providing quantitative estimates of traffic collisions at the very start and predict potential in terms of optimized accident avoidance and reduction of injury severity. For this purpose an integrated computer simulation toolkit is being devised based on real world accidents (GIDAS as well as video documented accidents), allowing the prediction of potential effectiveness and future benefit of assistance systems in this accident scenario. Subsequently, this toolkit may be used for optimizing the design of implemented assistance systems for improved effectiveness.
Das Fehlen der Fahreignung stellt im Sinne der ICF eine Barriere bei der Teilhabe am Arbeitsleben dar. Die dargestellten Ergebnisse zeigen auf, dass weiterer Forschungsbedarf zum Thema Fahreignung und Therapie besteht, um den Patienten die Aussicht auf eine berufliche Reintegration zu bewahren. Durch ein effektives Training der Fähigkeiten zum Führen eines Kraftwagens könnten bei einem relevanten Anteil der Patienten die Voraussetzungen zur Teilhabe am Arbeitsleben stark verbessert werden. Durch die Präsentation dieser Ergebnisse kann eine Verbesserung des Problembewusstseins erwartet werden, da immer noch nicht alle Patienten über mögliche Einschränkungen der Fahreignung aufgeklärt werden. Daneben muss dem Fachpublikum die Notwendigkeit aufgezeigt werden, über neue Rehabilitationsstrategien zur Wiedererlangung beziehungsweise Verbesserung der Fahreignung nachzudenken.
Safety of light goods vehicles - findings from the German joint project of BASt, DEKRA, UDV and VDA

Light goods vehicles (LGVs) are an important part of the vehicle fleet, providing a vital component in the European transportation system. On the other hand, LGVs are in the focus of public discussion regarding road safety. In order to analyse the accident situation of LGVs in an objective manner, Federal Highway Research Institute (BASt), VDA, DEKRA and German Insurers Accident Research (UDV) launched a joint project. The aim of this project, which will be finished by mid of 2011, is to identify reasonable measures which will further improve the safety of LGVs. For the first time, these partners jointly together conducted a research project and put together their know-how in accident research. Analyses are based on real-life accident data from the GIDAS database, the Accident Database of UDV (UDB), the DEKRA database and national statistics. The findings deliver answers to questions within the arena of future legislative actions and consumer protection activities. The analyses of databases cover areas of primary and secondary safety of LGVs with a special focus on advanced driver assistance systems (ADAS), driver behaviour as well as partner and occupant protection. Key figures from national statistics are used to highlight hotspots of accidents of LGVs in Germany. Finally, the proposed countermeasures are assessed regarding their potential effectiveness. Amongst others, the results show that the accident situation of LGVs is very similar to that of passenger cars. Noteworthy variations could be found in collisions with pedestrians, at reversing and regarding accident causes. Occupant safety of LGVs is on a higher level compared to cars. Results indicate that seatbelt use is on a significantly lower level compared to cars. This leads to higher-than-average injury risk for unbelted LGV occupants. When it comes to partner protection, there are problems with compatibility at LGVs. For car occupants there is a very high injury risk when colliding with a LGV. It indicates that higher passive safety test standards for LGVs would be counterproductive if they further increase stiffness of LGVs. The analysis of LGV-pedestrian accidents shows that pedestrian kinematic differs significantly from car-pedestrian accidents. At this point, existing pedestrian related test standards developed for cars cannot be adopted to LGVs. When it comes to active safety, ESC proved its effectiveness once again. Beyond that, rear view cameras, advanced emergency braking systems and lane departure warning systems show a safety potential, too. In addition to any technical countermeasures previously discussed, the importance of the driver behavior and attitude regarding the accident risk was investigated. In order to develop successful actions it is important to understand the main target population. In the case of LGV especially the crafts business and smaller companies are the major contributors the safety issue.
The paper describes the development of transitions between different safety barriers in Germany but also in the context of the European standardization. In the paper practical and impact test expriences with transitions are shown. In view of the sheer number of theoretically possible combinations of safety barriers, the demand for testing every transition, even if the connecting safety barriers differ only slightly, appears to be economically unacceptable. On the other hand the experience from accidents and also from failed impact tests shows that transitions can be a risk to traffic safety. Therefore criteria for the distinction between transitions (impact test required/impact test unnecessary) are explained. In order to distinguish transitions which do not have to be impact-tested from those that require impact tests, criteria were developed and formulated.
In recent years special attention has been paid to reducing the number of fatalities resulting from road traffic accidents. The ambitious target to cut in half the number of road users who are killed each year by 2010 compared with the 2001 figures, as set out in the European White Paper "European Transport Policy for 2010: Time to Decide" implies a general approach covering all kinds of road users. Much has been achieved, e.g. in relation to the safety of car passengers and pedestrians but PTW accidents still represent a significant proportion of fatal road accidents. More than 6,000 motorcyclists die annually on European roads which amounts to 16% of the EU-15 road fatalities. The European Commission therefore launched in 2004 a Sub- Project dealing with motorcycle accidents within an Integrated Project called APROSYS (Advanced PROtection SYStems) forming part of the 6th Framework Programme. In a first step, the combined national statistical data collections of Germany, Italy, the Netherlands and Spain were analysed. Amongst other things parameters like accident location, road conditions, road alignment and injury severity have been explored. The main focus of the analysis was on serious and fatal motorcycle accidents and the results showed similar trends in all four countries. From these results 7 accident scenarios were selected for further investigation via such in-depth databases as the DEKRA database, the GIDAS 2002 database, the COST 327 database and the Dutch element of the MAIDS database. Three tasks, namely the study of PTW collisions with passenger cars, PTW accidents involving road infrastructure features, and motorcyclist protective devices have been assessed and these will concentrate inter alia on accident causes, rider kinematics and injury patterns. A detailed literature review together with the findings of the in-depths database analysis is presented in the paper. Conclusions are drawn and the further stages of the project are highlighted.
Die aktuellen Richtlinien zur Bestimmung der Blutalkoholkonzentration (BAK) für forensische Zwecke (BAK-Richtlinie, 2007) lassen unter bestimmten Bedingungen auch zwei verschiedene gaschromatographische Analysen anstatt der häufig angewandten Kombination Gaschromatographie und enzymatische Methode ADH zur Bestimmung des Blutalkoholgehaltes zu. Untersucht wurde die Messpräzision zweier gaschromatographischer Verfahren bei der Alkoholanalytik im Vergleich zur häufiger angewandten Methodenkombination. In mehr als 50 Prozent der Fälle hat sich bei den verglichenen Methodenkombinationen ein identischer Mittelwert ergeben. Ansonsten waren die Abweichungen gering. Damit werden die hohen Anforderungen, die an die forensische Blutalkoholbestimmung gestellt werden, durch die modernen Laborautomaten erfüllt.

Internationale Vergleichszahlen legen nahe, dass die Sicherheitspotenziale für die Verkehrsteilnehmergruppe der jungen Fahrerinnen und Fahrer in Deutschland bislang noch nicht optimal ausgeschöpft worden sind. Das hohe Unfallrisiko junger Leute ist das Ergebnis des Einflusses vieler ungünstiger Einzelbedingungen, deren Zusammenwirken das Risiko deutlich potenziert. Eine besondere Rolle spielt hierbei die Unerfahrenheit im Fahren. Aufgrund des multifaktoriellen Bedingungsgefüges des Unfallrisikos junger Fahrerinnen und Fahrer ist diesem Sicherheitsproblem nicht mit einer singulären Maßnahme, sondern nur mit einem Bündel aufeinander abgestimmter Maßnahmen zu begegnen. Die Zukunft der Verkehrssicherheit dieser besonders gefährdeten Zielgruppe wird unter anderem auch davon abhängen, wie gut es gelingen wird, die Kluft zwischen den wissenschaftlichen Erkenntnissen zum Unfallrisiko junger Fahrerinnen und Fahrer und einer adäquaten Umsetzung in Verkehrssicherheitsmaßnahmen zu schließen.
Verkehrserziehung kann sich nicht darin erschöpfen, reine Unfallverhütungskunde zu sein. Es ist zu berücksichtigen, dass Kinder Personen mit ganz spezifischen Fähigkeiten und Verhaltensweisen sind, die die erwachsenen Verkehrsteilnehmer akzeptieren müssen. Dabei spielen Erkundungs- und Betätigungsbedürfnis eine wesentliche Rolle. Der Lernvorgang des Kindes kann geleitet und gefördert, aber nicht über das natürliche Reifetempo hinaus beschleunigt werden. Die Kinder, die heute im Vorschul- oder Grundschulalter sind, sind die Mofa- und Kradfahrer von morgen und die Pkw-Fahrer von übermorgen. Verkehrserziehung ist daher als Einführung in den motorisierten Straßenverkehr, zur Erlangung von Eigenverantwortung, Mitverantwortung und Sicherheitsbewusstsein vonnöten. Dies wird näher dargelegt.
The field of safety in road tunnels has always been an important issue for operators, owners and the responsible authorities. After the tunnel accidents in 1999 the subject gained however in importance. On European level the Directive 2004/54 EC on "Minimum safety requirements for tunnels in the Trans European Road network" has been published. This guideline has to be implemented into national law by all Member States. According to the guideline all Member States of the European Community shall develop a methodology for risk analyses to be applied in certain cases. For Germany, a standardized methodology for a probabilistic quantitative risk assessment has been worked out.
The Federal Ministry of Transport, Building and Housing is aiming for a comprehensive Management System taking into account state-specific and federal requirements as well as existing regulations in the frame of maintenance planning. The system is subdivided into three processes, each comprising special tools for valuation, analysing and planning. Some of the sub-modules have already been realised, eg the database at state level, the inspection procedure in combination with the procedures of damage and condition assessment and the estimation of future maintenance costs at federal level. Other sub-modules are currently being prepared, eg tools for evaluation and selection of measures. However, a large portion of the essential issues are still in the planning phase, eg program creation by taking restrictions into account. The realisation of the complete Management System will be finished by the year 2005.
In dem Beitrag präsentieren die Autoren einige laufende und geplante Forschungsvorhaben der Bundesanstalt für Straßenwesen (BASt), die wesentliche Bestandteile der Forschungslinie (FL) Q5 "Innovationen: Von der Idee in die Praxis" der mittelfristigen Forschungsplanung der BASt darstellen. Bei den konkreten Projekten geht es um die Entwicklung eines geeigneten Bewertungsverfahrens für Innovationen, um das Sichten neuer Forschungsideen aus denen neue Forschungsvorhaben resultieren können, um Nutzung von numerischen Methoden für die Entwicklung neuer Baustoffe und Bauweisen, sowie um den Aufbau einer geeigneten Untersuchungsinfrastruktur.
Die Straßenverkehrsinfrastruktur und der Straßenverkehr müssen sich künftig vielen Herausforderungen stellen. Zu nennen sind hier die Globalisierung, die Nachhaltigkeit, der Anstieg des Güterverkehrs und der technologische, demografische und klimatische Wandel. Die Straßenverkehrsinfrastruktur und der Straßenverkehr müssen sich den prognostizierten und projizierten Veränderungen anpassen. Die BASt betreut in ihrer Strategie "Anpassung der Straßenverkehrsinfrastruktur an den Klimawandel (AdSVIS)" bereits mehr als ein Dutzend Projekte. Diese Strategie soll dazu beitragen, die Verwundbarkeit gegenüber den Folgen des Klimawandels zu mindern bzw. eine leistungsfähige Straßenverkehrsinfrastruktur zu erhalten. Hierfür entscheidend sind nicht nur die durchschnittlichen Änderungen von klimatischen Parametern, sondern mehr noch das Auftreten von Extremwetterereignissen. Geringe Änderungen bei den Mittelwerten können sich aber in hohen Zunahmen bei der statistischen Verteilung der Extremwerte wie z. B. Hitzeperioden, Starkregen, Sturmböen äußern. Der zentrale Punkt der Anpassungsstrategie ist die Risikoanalyse wichtiger Güter- und Transitverkehrsachsen unter Einbeziehung von Seehäfen. Das Ziel dieses Projektes ist die Identifikation, Analyse und Bewertung der Risiken aus den projizierten Klimaänderungen für ausgewählte Streckenabschnitte im deutschen Teil des TEN-T (Transeuropäisches Netz Transport) in Anlehnung an die im ERA-NET ROAD Projekt RIMAROCC entwickelte Methodik. Hierfür werden für die relevanten meteorologischen Parameter Grenzwerte ermittelt, bei deren Überschreitung es für die Elemente der Straßenverkehrsinfrastruktur aus den Bereichen Erdbau, Entwässerung, Straßenbefestigungen, Ingenieurbau und Verkehrstechnik problematisch bzw. kritisch werden kann. Dabei werden nicht nur nach aktuellen Stand der Technik gefertigte Abschnitte des Straßennetzes betrachtet, sondern auch solche älterer Bauweisen und deren Vorkommen im Netz. Über die Fusion der Straßennetzdaten mit regionalisierten Klimaprojektionen werden schließlich die Lokalitäten mit prioritärem Anpassungsbedarf ermittelt. Anschließend werden für die identifizierten Risikobereiche erforderliche Anpassungsmaßnahmen entwickelt, erprobt und hinsichtlich ihrer Wirksamkeit bewertet. Da im Fokus die kostenintensiven Elemente der Straßenverkehrsinfrastruktur mit langer Nutzungsdauer wie Brücken und Straßengründungen stehen, müssen Anpassungsmaßnahmen bereits bei zeitnah anstehenden Erneuerungsarbeiten erfolgen, um die Folgenkosten der Klimaänderung zu senken. Das derzeit laufende Projekt "Risikoanalyse wichtiger Güter- und Transitverkehrsachsen unter Einbeziehung von Seehäfen" stellt eine erste Annäherung an den Aufbau eines Risikomanagements dar. Die hierbei verwendete RIMAROCC-Methodik muss dazu erweitert, weiterentwickelt und validiert werden. Erst dann kann die Risikoanalyse auf Netzebene durchgeführt und die erforderlichen Anpassungsprogramme aufgestellt werden.
The purpose of this paper is to review injuries found in real world lateral collisions and determine the mechanisms responsible for certain kinds of biomechanical failure. During the last years the distribution of deaths among the different types of accidents has changed. Lateral collisions now are the most frequent cause of fatal and other serious injuries. Every third accident is an impact from the side, while every second fatality is the result of a lateral accident. Just a few years ago this value was no higher than 30%. This is probably the result of increasing safety standards for frontal collisions (airbags, seatbelt usage, structural improvements of cars, etc.). Although the number of registered vehicles increased, the total amount of fatalities decreased during the same period. Thus it is now necessary to pay greater attention to the lateral accident situation in order to improve road safety and decrease the number of traffic injuries. Several European organisations had decided to launch the project SID2000, which was funded by the European Commission, with the intention of gathering more knowledge on injuries occurring in lateral accidents and the mechanisms that lead to such injuries. This should enable the group to define the requirements for a new side impact dummy (SID) to be designed. Within the same project the existing TNO-EUROSID 1 was enhanced by another group and the experience gained has now enabled allowed to design a better measuring device for side impacts. The data used for this contribution came from sources from all over Europe and had to be gathered in such a manner that as many accident parameters as possible were taken into account.
Es wird das Unfallrisiko auf dem Hintergrund der zeitlichen Entwicklung der Verkehrsbeteiligung beschrieben. Entsprechende Datenvergleiche bilden eine unverzichtbare Basis für die Beurteilung des Unfallgeschehens und die daraus abzuleitenden zielgruppen- und problemorientierten Planungen weiterer Forschungsprojekte und Sicherheitsmaßnahmen. Änderungen in der Nutzung bestimmter Verkehrsmittel mit Änderungen des Unfallrisikos können auf bestimmte Problemgruppen verweisen. Bezüglich zeitlicher Veränderungen werden die Gruppen der 21- bis 24-jährigen Pkw-Fahrer sowie die 65- bis 75-jährigen Pkw-Fahrer einer näheren Analyse unterzogen.
