In 2014 the sixth ESAR conference (Expert Symposium on Accident Research) was held in Hannover. ESAR is an international convention of experts, who analyze traffic accidents all over the world and discuss their results in this context, conducted at the Medizinische Hochschule Hannover every 2 years. It connected representatives of public authorities, engineers in automotive development and scientists and offers a forum with particular emphasis on In-Depth-Analyses of accident statistics and accident analyses. Special focus is placed on research on the basis of so-called "In-Depth-Accident-Investigations" [data collections at the sites of the accidents], which are characterized by extensive documentations of the sites of the accidents, of the vehicles as well as of the injuries, encompassing several scientific fields. ESAR aims at a multi-disciplinary compilation of scientific results and at discussing them on an international, scientific level. It is thus a scientific colloquium and a platform for exchanging information for all accident researchers. Experiences in accident prevention as well as in the complex field of accident reconstruction are stated and new research fields are added. Existing results of long-term research work in Europe, the US, Australia and Japan include different infrastructural correlations and give findings on population, vehicle population and driver characteristics, which offer a basis for recommendations to be derived and measures for increasing road safety.

The second ESAR Conference took place at the Medical University Hannover. This year conference presents the current state of affairs of relevant research activities in the field of in-depth investigations. The first conference on ESAR (Expert Symposium on Accident Research) was established in 2004. It is planned to hold ESAR every two years. Hannover seems to be the right place for this conference concerning the fact that the first in-depth research team was found here in the year 1973 and comprehensive studies on accident analysis were spread out from here around the world continuously. This year conference topped all expectations in terms of the numbers of participants, in the variety of papers and the interdisciplinary of presenters from medical, psychological and engineering background. More than 100 delegates from all over the world, that means 13 different countries and from 4 different continents, came to Hannover, presented their results of accident investigation and discussed countermeasures for accident prevention and injury reduction. ESAR should be a platform for exchange of knowledge to find an optimized way for increase of traffic and vehicle safety by in-depth investigation and methodology. ESAR as international conference should be a platform for consideration of all nations round the world. This seems to be very important for the current situation, having high safety in the high industrial countries of Europe, US and Australia, but low safety and high injury risk in Asia and Africa.
Das einwohnerbezogene Risiko, im Laufe eines Jahres im Straßenverkehr zu sterben, steigt bei Kindern und Jugendlichen von 17 Getöteten je 1 Mio. Einwohner im Kindesalter über, 112 Getötete je 1 Mio. Einwohner im Alter von 15 bis 17 Jahren bis zu 207 Getötete je 1 Mio. Einwohner und Jahr im Alter zwischen 18 und 24 Jahren. Das ist ein Anstieg um das 12fache. Vor diesem Hintergrund wird im Programm für mehr Sicherheit im Straßenverkehr des BMVBW des Jahres 2001, (Seite 14) gefordert ...Verkehrserziehung in der Schule in allen Jahrgangsstufen durchführen... Die Ergebnisse der Studie "Verkehrserziehung in der Sekundarstufe" stellten die Grundlage dieses Kolloquiums dar. Rund hundert Experten aus dem Bereich Verkehrserziehung nahmen an der Veranstaltung teil, darunter die für Verkehrserziehung zuständigen Referenten der Länder, Fachberater für Verkehrserziehung, Lehrer und Polizeibeamte und zahlreiche Vertreter wissenschaftlicher Institute, der Lehrerfortbildung und der Verbände, die sich mit der Verkehrs- und Mobilitätserziehung befassen. Horst Weishaupt präsentierte die Ergebnisse der von der Bundesanstalt für Straßenwesen in Auftrag gegebenen Studie zur Situation der Verkehrserziehung in der Sekundarstufe. Dabei stellte er unter anderem dar, dass die Verkehrserziehung im Denken vieler Lehrer und Lehrerinnen keine wesentliche Rolle spielt. Er verwies aber auch darauf, dass die Situation der Verkehrserziehung je nach Schulart, Jahrgangsstufe, Größe der Schule und Bevölkerungsdichte unterschiedlich ist. Horst Roselieb vom niedersächsischen Kultusministerium hinterfragte die KMK-Empfehlungen für Verkehrserziehung von 1994 vor dem Hintergrund der "Weishauptstudie". In seinem Vortrag "Vom Ringen der Schulen um Wirksamkeit" betrachtete Michael Felten die Ergebnisse der Studie aus der Sicht des Lehrers und vor dem Hintergrund der allgemeinen Diskussion um den Zustand der Schule von heute. Er plädierte dafür, die Schüler stärker zu fordern und über den sich einstellenden Lernerfolg die Freude an der Leistung und am Lernen zu erhöhen. In Workshops wurden die Ergebnisse der Studie diskutiert. In Workshop I: "Verkehrs- und Mobilitätserziehung in der Sekundarstufe: Chancen, Ziele, Grenzen" forderten die Teilnehmer - den Stellenwert der Verkehrs- und Mobilitätserziehung künftig zu erhöhen. - Die Empfehlungen für Verkehrserziehung der KMK auf Umsetzbarkeit und Akzeptanz in der Lehrerschaft zu überprüfen. - Klarheit hinsichtlich der wesentlichen Inhalte, Ziele und Methoden der Verkehrs-/Mobilitätserziehung zu schaffen. - Verkehrs- und Mobilitätserziehung in den Lehrplänen aller Bundesländer zu verankern. - Inhalte der Verkehrs-/Mobilitätserziehung überprüfbar zu machen. - Verkehrserziehung in die Lehrerausbildung zu integrieren. - Die Lehrerfortbildung zu verstärken. - Verkehrserziehung als kontinuierliche Aufgabe zu verstehen, die alle Altersgruppen einschließt. Die Teilnehmer am Workshop II "Unterrichtsangebote für Verkehrs- und Mobilitätserziehung durch Verbände und Verlage" kamen unter anderem zu folgenden Ergebnissen: - Angebote für Verkehrs- und Mobilitätserziehung sollten folgende Kriterien erfüllen: -- schneller und wiederholbarer Einsatz, -- geringer Organisationsaufwand, -- kurze Vorbereitungszeit, - Angebote sollten moderne Anspracheformen beinhalten: -- Gruppenerfahrung fördern, -- aktive Mitarbeit beinhalten, -- praktische Erfahrungen einbeziehen, - In der Aus-, Fort- und Weiterbildung der Lehrer muss Verkehrs- und Mobilitätserziehung inhaltlich und methodisch einbezogen werden. Im Workshop III "Wissenschaftliche Studien an Schulen" wurde unter anderem gefordert bei der Durchführung bundesweiter Studien - die Genehmigungsverfahren anzugleichen, -und gegebenenfalls Standards für den Datenschutz zu schaffen. Insgesamt fand das Kolloquium bei den Teilnehmern eine sehr positive Resonanz. Auf der Basis der erarbeiteten Anregungen zur Verbesserung der Verkehrserziehung an weiterführenden Schulen, sollen jetzt in einer Arbeitsgruppe der Bundesanstalt für Straßenwesen, in der alle für Verkehrserziehung zuständigen Referenten der Länder vertreten sind, umsetzbare Lösungsvorschläge erarbeitet werden.

In recent years considerable progress in active and passive safety of road vehicles has been made. The road traffic of today is much safer than in the past. A current vehicle has a lot more safety elements resulting in an improved inner and outer technique. In most European countries the number of fatalities is decreasing despite growing traffic and road usage. Nevertheless, the number of casualties in road traffic accidents is high enough, thus more progress is needed if the number of fatalities is to be reduced by 50%, as postulated by the European Commission for the year 2010. In order to develop countermeasures and further possibilities for injury prevention, it is increasingly important to have accident data available, supplying results quickly and giving the best overview across Europe. In-Depth-Data Sampling Procedures have a huge historical development, starting in the 60ies by the car manufactures, continued during the 70ies mostly by some universities mainly in England, Sweden, France and Germany, today a net of in-depth-investigation teams are working across Europe and around the world.One of the oldest teams is located at the Hannover Medical School, founded in 1973 by the German Government on behalf of the Federal Highway Research Institute Bast. It was the only team worldwide that was equipped with blue light emergency cars, working on scene in time so directly after the event and working continuously during the years, collecting 20 thousand accidents within 30 years period. Since 1999 the order is carried out in cooperation with the German car industry, which is interested and has benefit on the data too. On the basis of the new data collection, so called GIDAS (German In-Depth Accident Study), that has been run at the Technical University Dresden and the Medical University Hannover), a special tool for In-Depth-Accident Analysis was founded. It is the task of this conference to build a platform for such research based on In-Depth-Investigation. The conference is specially aimed at the area of accident data analysis in order to contribute to the harmonization of different investigation methods and accumulation of different results that does exist for different countries worldwide. Up to now no special conference did exist to deal with accident data only following in the discussion for an improvement in traffic and vehicle safety. ESAR - expert symposium on accident research - should be a step forward. This first international conference is being organized by the Accident Research Unit at the Medical University Hannover jointly with the German Federal Highway Research Institute Bast and the Research Association of German Car Manufacturers FAT. The conference should be a platform for an interdisciplinary exchange of information based on the different presentations from participants around the world.
In September 2004 the first international symposium called ESAR (Expert Symposium on Accident Research) was carried out at the University of Hannover (Germany). The idea for such international conference was to bring together experts from the fields of accident investigation teams worldwide to present their results for a common audience of people from government, industry and other universities. The first conference was a really sufficient one and followed by the second symposium also at the Hannover Medical School two years later in 2006. This two year rhythm was now continued with the third conference in Hannover again in 2008. It is planned to carry out ESAR every two years also in the future. ESAR is a scientific colloquium and can be seen as a platform for exchange of information on accident research issues based on methodologies of investigation, injury mechanisms and injury assessment, accident causation and other issues of statistical accident data analysis. Representatives from authorities as well as from medical and technical institutions come together to discuss new research issues and exchange experiences on accident prevention and the complex field of accident reconstruction. Special focus was given to the target the European Union set for itself in 2000 which stipulates that within 10 years the number of person killed in road traffic accidents must be cut in half. To reach this goal, optimized measures, comprehensive research and analysis are necessary. A key hurdle comes from the European Union extension to 27 member states, each featuring different levels of traffic safety standards and different accident scenarios. Existing results from long term research projects in Europe, the USA, Australia and Japan including analyses of infrastructure, population, vehicle fleet and driver behaviour offer an excellent basis for understanding and improving countermeasures and research support needs in underdeveloped countries. ESAR's goal is to bring together researchers from all parts of the world, who will report on their methods and recommendations to improve traffic safety based on "In-Depth-Investigations" of real world accidents. These In-depth-investigations of accidents require thorough documentation and an accident data analysis on multidisciplinary levels which must be carried out immediately after it occurs. ESAR presents scientists the opportunity to present their studies on a common basis of research level.
Im Jahr 2004 fand an der Medizinischen Hochschule Hannover die erste ESAR-Konferenz (Expert Symposium on Accident Research) statt. Die Idee einer internationalen Konferenz war aus der Notwendigkeit entstanden, diejenigen Experten zusammen zu bringen, die weltweit tätig sind und Verkehrsunfälle wissenschaftlich analysieren, um ihre Ergebnisse gemeinsam zu diskutieren und einem Zielpublikum von Behördenvertretern, Entwicklungsingenieuren der Automobilindustrie und anderen Wissenschaftlern darzubringen. Die durch Professor Otte initiierte und nun zum vierten Male organisierte Konferenz fand eine breite Akzeptanz und ist mittlerweile Bestandteil einer Konferenzlandschaft mit Zielvorträgen von der Fahrzeugsicherheit bis hin zur Verletzungsanalyse und den Unfallursachen. ESAR kann als wissenschaftliches Kolloquium und Plattform für einen Informationsaustausch der Unfallforscher angesehen werden, die sich speziell mit Methoden der Unfalluntersuchung, mit Verletzungsmechanismen und der Bewertung von Verletzungen, Unfallursachen und anderen Bereichen der statistischen Unfalldatenanalyse befassen. Experten aus den Bereichen der Medizin, der Verkehrspsychologie und der Technik sowie Vertreter zuständiger Behörden kommen hier zusammen, um die Erfahrungen in der Unfallprävention und der Unfallrekonstruktion zu diskutieren und um der Forschung neue Felder zu eröffnen. Neben den Belangen der Europäischen Gemeinschaft werden auch die weltweit zu registrierenden hohen Verletztenzahlen berücksichtigt. Wissenschaftliche Vorträge aus aller Welt tragen dazu bei, geeignete Maßnahmen und Methoden zur Analyse und drastischen Verringerung der Zahl der bei Verkehrsunfällen Getöteten zu entwickeln. Die Zusammensetzung des Teilnehmerkreises dieser wie früherer ESAR-Konferenzen hat längst eine über Europa hinausgreifende Internationalitaet erreicht und bietet daher einen aufschlussreichen Überblick über die verschiedenen Standards bestehender Verkehrssicherheit und unterschiedlichen Unfallszenarien und über die Anforderungen an die Unfallanalysen. Die Ergebnisse langjähriger Forschungsarbeiten in Europa, USA, Australien und asiatischen Ländern beinhalten unterschiedliche infrastrukturelle Zusammenhänge und geben Erkenntnisse über Population, Fahrzeugbestand und Fahrereigenschaften. Derartige Informationen bilden eine exzellente Basis für abzuleitende Empfehlungen und Maßnahmen für die Erhöhung der Verkehrssicherheit international.
Der Allgemeine Deutsche Automobilclub e. V. (ADAC) und die Bundesanstalt für Straßenwesen (BASt) veranstalteten am 7. und 8. Oktober 2003 in Wiesbaden ihr 5. Symposium "Sicher fahren in Europa". Nach 1991, 1994, 1997 und 2000 trafen sich erneut über 200 Fachleute aus Wissenschaft, Politik, Verwaltung, Industrie, Wirtschaft und Verbänden aus ganz Europa und einigen außereuropäischen Ländern, trugen neue Forschungsergebnisse vor und erörterten aktuelle Ansätze zur Erhöhung der Sicherheit im Straßenverkehr. Dabei ging es in Vortrags- und Diskussionsbeiträgen vor allem darum, folgende verkehrspolitischen Herausforderungen und Entwicklungen für eine europaweite Verkehrssicherheitsarbeit zu beleuchten: - die Umsetzung des 3. Verkehrssicherheits-Aktionsprogrammes der EU-Kommission bis 2010, dessen Diskussion gerade begonnen hat, - die zusätzlichen Probleme und Herausforderungen für die Verkehrssicherheit, die ab 2004 durch den EU-Beitritt von 10 weiteren Mitgliedsländern entstehen, - das Bestreben vieler EU-Mitgliedsstaaten, ihre nationale Identität und ihre regionalen Besonderheiten auch auf dem Gebiet der Verkehrssicherheit zu bewahren, um die Akzeptanz und Effizienz von praktischen Maßnahmen zu sichern, ein Ziel, dem sich auch der "EU-Konvent zur Zukunft Europas" verschrieben hat. Diesen ebenso aktuellen wie grundsätzlichen Anforderungen entsprach das Veranstaltungsprogramm mit seinen verkehrspolitischen Eröffnungs-vorträgen und mit drei Fachsitzungen - zur Verbesserung der Fahrzeugsicherheit, - der Verbesserung der Straßensicherheit und - zur Verbesserung des Verhaltens von Verkehrsteilnehmern. Eine Podiumsdiskussion "Zur Harmonisierung von Verkehrsüberwachung und Sanktionen" schloss die Veranstaltung ab.
HORN stellt in ihrem Eingangsreferat den "Neuen Bundesverkehrswegeplan und die SUP in der Verkehrswegeplanung" vor. Das zentrale Element des in der Regel auf 10 bis 15 Jahre angelegten Plans ist die aus europäischen Vorgaben abgeleitete Öffentlichkeitsbeteiligung. Diese erfordert bei der Erstellung des Bundesverkehrswegeplans einen kontinuierlichen Kommunikationsprozess. Zugleich betonte HORN die starke Unterfinanzierung des aktuellen Plans. Der Erhaltung der vorhandenen Verkehrsinfrastruktur komme in den Bereichen Straße, Schiene und Wasser der Vorrang vor Neubauten zu. FEHLING plädiert in seinem Beitrag "Die Straße im Kontext des öffentlichen Personennahverkehrs" für eine nahverkehrsfreundliche Planung und Gestaltung des Straßenraums. Die Planungen verschiedener Verkehrsträger und Planungsebenen müssten aufeinander aber auch mit straßenverkehrsrechtlichen Anordnungen abgestimmt werden. Die entsprechende Koordination sei allerdings verbesserungsbedürftig. Namentlich die Vernetzung der Nahverkehrsplanung mit anderen Planungsebenen müsse ausgebaut werden. KUGELE berichtet in seinem Beitrag "Selbstfinanzierte Straßen" für eine längerfristige Verlässlichkeit der Verkehrsfinanzierung. Gegenwärtig fließe nur etwa die Hälfte der Abgaben aus dem Verkehr dem Gesamtverkehrssystem auch wieder zu. Diese Mittel müssten gesteigert und längerfristig für den Verkehr verfügbar gemacht werden, etwa durch längerfristige Leistungs- und Finanzierungsvereinbarungen oder durch Sondervermögen. Der abschließende Beitrag "Das neue Vergaberecht" von SIEGEL behandelt drei neue EU-Vergaberichtlinien, die am 17.04.2014 in Kraft getreten und nun binnen zweier Jahre umzusetzen sind. Nach dem neuen Recht können künftig ökologische und soziale Kriterien verstärkt eine Rolle bei der Vergabe von öffentlichen Aufträgen spielen. Diese neuen Richtlinien vergrößern indes die Nachweispflichten und den bürokratischen Aufwand. Neben das Kriterium des "wirtschaftlich günstigsten Angebots" zählt zudem nunmehr auch das beste Preis-Leistungs-Verhältnis.
Gerhard GEYER schildert die Entwicklung seit Ende der achtziger Jahre des vergangenen Jahrhunderts und geht insbesondere auf das Verkehrswegeplanungsbeschleunigungsgesetz und das Planungsvereinfachungsgesetz sowie auf das Instrument der Investitionsmaßnahmegesetze ein. Weiterhin berichtet er über neuere Initiativen, durch die die Planung von Verkehrsprojekten beschleunigt werden soll, vor allem über die Verlängerung der Geltung des Verkehrswegeplanungsbeschleunigungsgesetzes und über die Vorschläge des Länderfachausschusses Straßenbaurecht, die in dem Eckpunktepapier zur "Beschleunigung der Planungsverfahren für Bundesfernstraßen" enthalten sind. Nachdrücklich weist der Referent auf die Notwendigkeit hin, für die durch beschleunigte Verfahren vermehrt geschaffenen Baurechte zeitgerecht Mittel zur Verwirklichung der Vorhaben bereit zu stellen. Schließlich betont er im Hinblick auf die künftige Entwicklung den wachsenden Einfluss des europäischen Rechts, insbesondere im Umweltbereich, auf die Ausgestaltung und die Dauer der Verfahren. Jutta SCHMIDT wendet sich in ihrem Referat zunächst dem Umweltinformationsgesetz " in der Fassung vom 23. August 2001 " zu, das die europäische Umweltinformationsrichtlinie aus dem Jahre 1990 in nationales Recht umgesetzt hat, um sodann die in der europäischen Umweltrichtlinie vom 28. Januar 2003 enthaltenen Neuerungen darzustellen. Im Anschluss berichtet sie über die vorgesehene Gesetzesänderung und schildert insbesondere im Hinblick auf den Begriff der Umweltinformation anhand von Beispielen aus der Rechtsprechung die Auswirkungen auf die Straßenbauverwaltung. Ulrich STELKENS behandelt in seinem Referat nicht lediglich die rechtsgeschäftliche, sondern ebenso die Vertretung des Bundes durch die Länder bei der Durchsetzung und Abwehr gesetzlicher Ansprüche zwischen den beim Vollzug der Bundesauftragsverwaltung involvierten Bundes- und Landesbehörden und Dritten. Als problematisch stellt sich dabei insbesondere die Vertretung in vermögensrechtlichen Angelegenheiten der Bundesfernstraßen dar, die auf einer Regelung in einer Allgemeinen Verwaltungsvorschrift des Bundes beruht, die historisch zu erklären ist. Nach der Rechtsprechung des Bundesverfassungsgerichts dürfte der Bund indes bei der Bundesauftragsverwaltung gerade nicht von den mit der Vollziehung von Bundesauftragsangelegenheiten betrauten Landesbehörden vertreten werden , sondern die Länder sind nach der Auffassung des Referenten berechtigt und verpflichtet, diese Aufgaben im eigenen Namen wahrzunehmen, und zwar auch in vermögensrechtlichen Angelegenheiten der Bundesfernstraßenverwaltung. Wolfgang MAß beschreibt in seinem Beitrag zunächst die Verwaltungspraxis in Bayern, die bei den verschiedenen vermögensrechtlichen Fallkonstellationen unterschiedlich vorgeht, jedoch meist das Land in Vertretung des Bundes handeln lässt, wohl in dem Bestreben, die Wahrnehmungskompetenz jeweils an die Sachfinanzierungskompetenz zu koppeln. Allerdings sind nach Ansicht des Referenten seit geraumer Zeit in Rechtsprechung und Literatur Tendenzen erkennbar, die bisherige Praxis zu erschüttern , er befürwortet eine einheitliche Regelung der Wahrnehmungskompetenz in der Vermögensverwaltung und regt eine gesetzliche Festlegung an. Richard BARTLSPERGER geht in seiner Stellungnahme von denselben Grundannahmen wie STELKENS aus, misst jedoch der Regelung des Artikel 90 Absatz 1 Grundgesetz, der dem Bund das zivilrechtliche Eigentum an den Bundesfernstraßenverwaltung zuspricht, eine größere Bedeutung zu und differenziert deshalb zwischen den Fällen, in denen die Länder unmittelbar aus dem Eigentum des Bundes fließende Rechte geltend machen " dies sei nur im Namen des Bundes möglich " und allen anderen Fällen mit vermögensrechtlichen Bezug, bei denen die Länder entsprechend der Rechtsprechung des Bundesverfassungsgerichts außenwirksame Maßnahmen im eigenen Namen wahrzunehmen hätten. Im Ergebnis mahnt daher auch BARTLSPERGER einen sorgfältigeren Umgang mit den verfassungsrechtlichen Vorgaben bei der Vermögensverwaltung der Bundesfernstraßen an.
Die Deutsche Gesellschaft für Verkehrsmedizin beschäftigt sich satzungsgemäß mit der Unfallursachenforschung, der Unfallrekonstruktion sowie den physiologischen und psychologischen Voraussetzungen beim Betrieb von Kraftfahrzeugen aller Art und den Leistungseinschränkungen in Abhängigkeit von Lebensalter, Krankheit, Arzneimitteln sowie psychotropen Substanzen. Neben Alkohol als nach wie vor prädominierender psychotroper Substanz nehmen Drogen und Medikamente, hier vor allem Cannabis, heute einen zunehmenden Stellenwert ein. Daher wurde auf der 33. Jahrestagung der Deutschen Gesellschaft für Verkehrsmedizin der Einfluss von Cannabis auf die Fahrsicherheit und Fahreignung aus Sicht der beteiligten Fachdisziplinen (Medizin, insbesondere Rechtsmedizin; Toxikologie; Psychologie) diskutiert. Kontroversen ergaben sich zu möglichen Grenzwerten absoluter Fahruntüchtigkeit bei Cannabiskonsum, während sich zur Fahreignung nach Cannabiskonsum ein homogeneres Meinungsbild abzeichnete. Vor der zunehmenden Alterspyramide sind die Auswirkungen von Erkrankungen auf Fahreignung und Fahrtüchtigkeit von nach wie vor aktueller Relevanz - auch im Hinblick auf neü Therapiemaßnahmen. Daher wurden auf der 33. Jahrestagung der Deutschen Gesellschaft für Verkehrsmedizin aus der Sicht klinischer Disziplinen die verkehrsmedizinische Relevanz großer Krankheitsgruppen erörtert und vor dem Hintergrund neuer Erkenntnisse zur Pathogenese und Therapie Begutachtungsleitlinien diskutiert, die teilweise bislang gültige Richtlinien modifizieren. Dies gilt vor allen Dingen für Herz-Kreislauf-Erkrankungen, das Schlaf-Apnoe-Syndrom, den Diabetes mellitus, Anfallsleiden etc. Weitere Schwerpunkte waren die Ermüdung sowie die methodischen Probleme, die sich beim Zusammenwirken von Krankheiten und einer zur Behebung der Krankheitssymptome indizierten Arzneimitteltherapie und ihren jeweiligen Auswirkungen auf die Fahrsicherheit und -eignung ergeben. Zahlreiche weitere Vorträge beschäftigen sich mit der Traumatomechanik, Verletzungsrisiken neuartiger Fahrzeuge (Quads), der Epidemiologie der suchtstoffabhängigen Beeinträchtigung der Verkehrstüchtigkeit und dem beweissicheren Wirkungs- und Substanznachweis. Mehrere Beiträge befassten sich darüber hinaus mit der Begutachtung der Fahreignung aus medizinischer und psychologischer Sicht. Die insgesamt 66 Vorträge auf dem 33. Kongress der Deutschen Gesellschaft für Verkehrsmedizin spiegeln aktuelle Diskussionen und künftige Entwicklungen innerhalb der Verkehrsmedizin wider.
Am 42. Erfahrungsaustausch über Erdarbeiten im Straßenbau (EAT) am 5. und 6. Mai 2010 nahmen neben Vertretern des Bundesministeriums für Verkehr, Bau- und Stadtentwicklung und der Straßenbaubehörden der Länder auch Vertreter der Bundesanstalt für Wasserbau, der Deutschen Bahn AG und der DEGES teil. Der Erfahrungsaustausch dient dazu, Erfahrungen mit neuen Bauweisen und der Anwendung neuer Regelwerke und Prüfverfahren mitzuteilen und zu diskutieren. Der 42. EAT hatte vier verschiedene Themen-Schwerpunkte. Zum Einen "Regelwerke und Normung", es wurde die Arbeitsgruppe des CEN und deren Aufgaben bei der europäischen Normung "Erdarbeiten" vorgestellt, über die Qualitätssicherung von Geokunststoffen informiert und außerdem Neuerungen in den RAP Stra 2010 und der aktuelle Überarbeitungsstand der Richtlinien für die Straßenentwässerung (ZTV Ew, RiStWag und RAS-Ew) erläutert. Die Erfahrungsberichte gewährten Einblicke über neue Bauverfahren und Baustoffe. Es wurde der Vortrag vom 41. EAT über die Anwendung von Glasschaumgranulat als Leichtschüttung mit 2-jähriger Erfahrung fortgeführt. Ferner wurde über die Verbesserung des Verformungsverhaltens organischer Böden am Beispiel der Querung eines Moorgebietes in Brandenburg und der Überwindung eines Todeisloches beim Bau der A7 im Allgäu berichtet. Ebenfalls wurden die Vorteile und erforderlichen Einschränkungen (Risiken) der Beobachtungsmethode bei der Sicherung standsicherheitsgefährdeter Einschnittsböschungen erläutert. Ein weiteres Thema waren die Auswirkungen des Klimawandels auf die Straßeninfrastruktur. In verschiedenen Szenarien wurde über den Klimawandel mit Relevanz für die Straße und über Risiken von Hang- und Böschungsrutschungen durch die Zunahme von Extremwetterereignissen informiert. An drei Fallbeispielen in Baden Württemberg, Rheinland-Pfalz und Niedersachsen wurde über Böschungsrutschungen und deren Sanierungsmaßnahmen berichtet. Den letzten Schwerpunkt bildeten die Bauverträge mit funktionalen Anforderungen. Es wurde über den Funktionsbauvertrag im Bundesfernstraßenbau, die Vorstellung der ZTV-Funktion E an Hand der BAB A6 bei Nürnberg und über die ZTV Funktion Ew berichtet. Die Fachexkursion am 6. Mai 2010 führte zunächst zur Verkehrs- und Betriebszentrale Nordbayern, die eindrucksvoll über ihre Aufgabengebiete, einschließlich des verkehrstelematischen, betriebs- und tunneltechnischen Systems informierte. Anschließend wurde über weitere Details des sechsstreifigen Ausbaus der BAB A6 zwischen der AS Roth und dem AK Nürnberg-Süd informiert. Im Anschluss erfolgten unter fachkundiger Führung die Besichtigung der Erdbaumaßnahmen an der Main-Donau-Kanalbrücke und der Rückbau des Lärmschutzwalls Kornburg inklusive der Erläuterungen der unvorhergesehenen Probleme bei der Aufbereitung des alten Lärmschutzwalls.
T. DÜNCHHEIM erörtert in seinem Einführungsvortrag zu "Die Stellung der Gemeinden im Straßenrecht" die kommunalen Gestaltungsspielräume hinsichtlich ihres Satzungsrechts, das sich auf -§ 19 StrWG NRW stützen lässt. Er schildert die Auswirkungen dieser Gestaltung auf das Straßen- und Straßenverkehrsrecht, die letztlich Ausfluss der gemeindlichen Selbstverwaltungsgarantie sind. Dabei problematisiert er die Abgrenzung zwischen straßenrechtlichem Gemeingebrauch und Sondernutzung sowie die Bedeutung der rechtlichen Ausgestaltung des Straßen- und Straßenverkehrsrechts. Hierbei wird die Anwendung des -§ 45 StVO durch die Gemeinden einer kritischen Analyse unterzogen. A. NETTER schildert in seinem Beitrag "Aktuelle Rechtsfragen der Ortsdurchfahrten" die Gremienstruktur im Straßenwesen und den Einfluss des Europarechts, des Bundes- und Landesstraßenrechts sowie den Ortsdurchfahrtenrichtlinien auf das Straßenwesen. Er stellt dabei die Folgen der Aufhebung der Radwegbenutzungspflicht sowie die aus der Straßenbaulast folgende Entwässerungsverpflichtung der Straßenbaulastträger und ihre Umsetzung in den Gemeinden dar. U. WEGNER berichtet in ihrem Beitrag "Aktuelle Entwicklungen des Verbandsklagerechts" über die Auswirkungen europäischer Richtlinien auf das Umweltrecht. In diesem Zusammenhang wird eine wegweisende Entscheidung des BVerwG erörtert, welche die direkte Anwendung des Art. 9 Abs. 3 AK zum Gegenstand hat. Trotz der Einführung einer bundesrechtlichen Verbandsklage in -§ 64 BNatSchG sei das Problem der Wahrung von Allgemeininteressen nicht gelöst, da diese Norm die Interessen des Umweltschutzes nicht hinreichend zu schützen vermöge. Der Beitrag "Inanspruchnahme öffentlicher Wege durch TK-Unternehmen" von U. STELKENS, stellt eine differenzierte Auseinandersetzung mit dem TKG-Wegerecht dar. Er konstatiert, dass die Bestimmungen des TKG im Wesentlichen auf den Normen des Telegraphenwegegesetz (TWG) basieren. Daher bestehen Spannungsverhältnisse und Reibungsflächen zwischen den verschiedenen Abschnitten des TKG, da das TKG und das TWG unterschiedliche Ziele verfolgen. Beispielsweise seien die -§ 77a bis -§ 77e TKG nicht auf die -§ 68 bis -§ 77 TKG abgestimmt worden. Der abschließende Beitrag "Fachplanerische Auswirkungen des Umweltschadensgesetzes" von M. PETERSEN widmet sich der Frage, ob und welche Auswirkungen das Umweltschadensgesetz auf das Fachplanungsrecht hat. Zunächst wird allgemein herausgearbeitet, dass das Umweltschadensgesetz nicht Schadensersatz- oder Ausgleichsleistungen eines geschädigten Dritten bezweckt; vielmehr sollen Umweltschäden vermieden und die Wiederherstellung geschädigter Umweltgüter erreicht werden. Die Frage, ob und inwieweit das Umweltschadensgesetz Auswirkungen auf das Fachplanungsrecht hat, hängt davon ab, ob die Haftungstatbestände des -§ 3 Abs. 1 USchadG einschlägig sind.
Herber diskutiert angesichts des Auseinanderklaffens einerseits der aktuellen Verkehrsprognosen " die namentlich auf den Autobahnen von 2004 bis 2025 Verkehrszuwächse von 44 % veranschlagen " und andererseits der finanziellen und ökologischen Begrenzungen der künftigen Verkehrspolitik verschiedene Vorschläge zur Reform der Bundesauftragsverwaltung, der Netzplanung, der Netzbereinigung und der Netzbildung sowie zur besseren Einbindung der Bürger in die Planungsverfahren von Straßeninfrastrukturprojekten. Geigers Beitrag zum planfeststellenden Bebauungsplan gelangt zu einem skeptischen Befund: Nach seiner Einschätzung sprechen insgesamt überwiegende Gründe dafür, Straßenbauvorhaben regelmäßig durch Planfeststellung und nicht durch planfeststellungsersetzenden Bebauungsplan festzusetzen. Insbesondere von dem Instrument des isolierten Straßenbebauungsplans solle nur in Ausnahmefällen Gebrauch gemacht werden. Selbst im Gesamtkontext einer umfassenden städtebaulichen Umgestaltung empfehle sich meist eine zeitlich und inhaltlich aufeinander abgestimmte Planung, bei der sich die Gemeinde auf die städtebaulichen Planungen beschränke und die straßenseitige Planung der Straßenbauverwaltung überlasse. Der Beitrag zu "notwendigen Folgemaßnahmen" von Gaentzsch diagnostiziert trotz einer ganzen Reihe einschlägiger Präjudizen weiterhin erhebliche Rechtsunsicherheiten bei der Anwendung des -§ 75 Absatz 1 Satz 1 und des -§ 78 VwVfG. Skeptisch äußert sich Gaentzsch gegenüber dem Versuch, die Voraussetzungen beider Regelungen weiter gesetzlich zu konkretisieren. Er empfiehlt stattdessen, in Zweifels- oder Streitfällen die gemeinsame oberste Behörde entscheiden zu lassen und zudem die Fehlerfolgenregelung des -§ 75 Absatz 1a VwVfG auch auf Fehler im Bereich der Folgemaßnahmen auszuweiten. Der abschließende Beitrag von Sauthoff zur "Abstufung nicht mehr fernverkehrsrelevanter Bundesfernstraßen" widmet sich einem zentralen verfassungsrechtlichen Streitpunkt des Straßenrechts der letzten Jahrzehnte. Er diskutiert neuere gutachtliche Ausarbeitungen zur Überprüfung des Bundesfernstraßennetzes, die er als Verhandlungsgrundlage zwischen Bund und Ländern ansieht. Die in den Richtlinien für integrierte Netzgestaltung (RIN) vorgesehene Anknüpfung an das raumordnerische Zentrale"Orte"System bei der Klassifizierung des Straßennetzes sei jedoch nur mit Modifikationen möglich; rechtlich entscheidend seien allein die verfassungsrechtlich fundierten Kriterien des -§ 1 Absatz 1 FStrG und damit letztlich die " gegebenenfalls geänderte " Verkehrsbedeutung der Straße. Bei Anwendung dieser Maßstäbe sei grundsätzlich auch eine Weisung des Bundes auf Einziehung zulässig. Einen Bedarf für eine Novellierung des Bundesfernstraßengesetzes verneint der Referent.
Umweltschutz in der Bundesrepublik Deutschland wird seit zwei Jahrzehnten zunehmend durch die rechtlichen Vorgaben der Europäischen Gemeinschaft geprägt " beginnend mit der Umweltverträglichkeitsprüfungs-Richtlinie über die Umweltinformationsrichtlinie, die Vogelschutzrichtlinie, die Fauna-Flora-Habitat-Richtlinie und die Plan-Umweltprüfungs-Richtlinie bis hin zur Umgebungslärm-Richtlinie wurde und wird das deutsche Recht nicht nur materiell verändert, sondern auch in seinen Strukturen und seinen Verfahrensregelungen. Auf die Straßenplanung haben sich in jüngerer Zeit insbesondere die Vogelschutzrichtlinie und die Fauna-Flora-Habitat-Richtlinie maßgeblich ausgewirkt , die Plan-Umweltprüfungs-Richtlinie und die Umgebungslärm-Richtlinie können eine gleich große Bedeutung erlangen. Angesichts dessen befasste sich der Arbeitsausschuss "Straßenrecht" der Forschungsgesellschaft für Straßen- und Verkehrswesen in seinem Forschungsseminar am 22. und 23. September 2003 an der Universität des Saarlandes in Saarbrücken eingehend mit Rechtsproblemen von "Umsetzung und Vollzug von EG-Richtlinien im Straßenrecht" auf der Grundlage der in diesem Band veröffentlichten vier Referate. Stefan STRICK schildert in seinem Referat über "Umsetzung der Umgebungslärm-Richtlinie in nationales Recht" zunächst die Grundstrukturen des europäischen Lärmschutzkonzepts und erläutert die zeitlichen Vorgaben für dessen Übertragung in das deutsche Recht. Die Umsetzung der Richtlinie soll im Bundes-Immissionsschutzgesetz erfolgen, wobei im Gesetz selbst zwar die wesentlichen Regelungen getroffen werden sollen, aber zur Konkretisierung " auch in verfahrensrechtlicher Hinsicht " Rechtsverordnungen vorgesehen sind. Darüber hinaus enthält das Referat Einzelheiten der beabsichtigten Normierung im Rahmen des Immissionsschutzrechts und zu ihren rechtlichen Auswirkungen. In seinem Referat über "Die Umsetzung der FFH-Richtlinie in das deutsche Straßenrecht" wendet sich Hans-Peter MICHLER eingangs der Identifizierung und dem Schutz von Fauna-Flora-Habitat-Gebieten zu und stellt das Verfahren zur Ausweisung derartiger Gebiete vor, um sodann näher auf den Schutz noch nicht ausgewiesener, "potenzieller" Gebiete einzugehen. In diesem Zusammenhang legt MICHLER den Ablauf der Verträglichkeits- und Ausnahmeprüfung bei Straßenbauprojekten in diesen Gebieten näher dar und beschäftigt sich abschließend noch mit der Identifizierung und dem Schutz "faktischer" Vogelschutzgebiete, weil nach den Bestimmungen des Bundes-Naturschutzgesetzes die Vorschriften über die Verträglichkeits- und Ausnahmeprüfung auch auf Europäische Vogelschutzgebiete Anwendung finden. "Die Plan-Umweltprüfung bei der Verkehrswegeplanung" ist Gegenstand des Referats von Michael RONELLENFITSCH, das sich eingehend mit der Rechtsentwicklung der Umweltverträglichkeitsprüfungen und dem Anwendungsbereich der Plan-Umweltprüfungs-Richtlinie befasst. Dabei spricht sich der Referent nachdrücklich gegen die Einbeziehung des Bundesverkehrswegeplans und der Bedarfspläne, die als Anlagen zum Fernstraßenausbaugesetz und zum Bundesschienenwegeausbaugesetz ergehen, in die Pflicht zur Plan-Umweltprüfung aus, weil das von der europäischen Richtlinie vorgesehene Verfahren keine Grundlage für eine "Strategische Umweltprüfung" ist. In dem Referat von Michael JUPE über "Umsetzung der UVP-Richtlinie in Landesrecht am Beispiel des Brandenburgischen Straßengesetzes" wird ausführlich dargelegt, wie das europäische Richtlinienrecht zur Umweltverträglichkeitsprüfung, das auch die Bundesländer zur Aufnahme entsprechender Regelungen in das Landesrecht zwingt, in das Brandenburgische Straßengesetz " und inhaltsgleich in das Brandenburgische Gesetz über die Umweltverträglichkeitsprüfung " übernommen worden ist, indem durch eine Kombination von Schwellenwerten für Projektgrößen und Einzelfallprüfungen den europarechtlichen Vorgaben Rechnung getragen werden soll.
Im Rahmen des zweitägigen Kolloquiums "Luftqualität an Straßen 2013" wurden aktuelle Forschungsaktivitäten und Maßnahmen auf dem Gebiet der Luftreinhaltung im Einflussbereich von Straßenbau und Straßenverkehr vorgestellt. Der Tagungsband gibt 14 Fachvorträge und die 4 Beiträge der Posterausstellung wieder.
Auf der zweitägigen Fachtagung "Luftqualität an Straßen" wurden aktuelle Forschungsaktivitäten auf dem Gebiet der Luftreinhaltung und besonders der verkehrsbedingten Luftschadstoffe präsentiert. Der Tagungsband gibt die 17 Fachvorträge und die Übersicht der tagungsbegleitenden Posterausstellung wieder.
Detailed anthropometric data of pregnant women have been collected and used in the development of a computational model of the pregnant occupant model "Expecting". The model is complete with a finite element uterus and multi-body fetus, which is a novel feature in the models of this kind. The computational pregnant occupant model has been validated and used to simulate a range of impacts. The strains developed in the utero-placental interface are used as the main criteria for fetus safety. Stress distributions due to inertial loading of the fetus on the utero-placental interface play a role on the strain levels. Inclusion of fetus model is shown to significantly affect the strain levels in the utero-placental interface. This series of studies has led to the design of seatbelt features specifically for the pregnant women to enable them use the seatbelt correctly and comfortably.
In order to enable foreseeing or comparing the benefit of safety systems or driver assistance systems in Germany, in the United States and in Japan, the traffic accident databases in those three countries are examined. The variables used are culpable party, collision partner, accident type, and injury level and the method to re-classify the databases for comparison are proposed. The result indicates that single passenger car fatality is the most frequent in Germany and in the United States, while passenger car vs. pedestrian is the most frequent fatality scenario in Japan. When the casualty by fatality ratio is focused, the greatest difference is observed in rear-end collisions. The ratio of slight injuries in Japan yields about eighteen times as many as those in Germany, and about eight times as many as those in the United States.
The current Brussels EU Regulation No. 1235/2011, valid from May 30, 2012, has introduced an European Tyre Label with wet grip index G classes from A to G for passenger car tyres C1, light commercial vehicles tyres C2 and heavy truck- and bus tyres C3. Every wet grip class for each vehicle category has a defined band of numerical values for the wet grip index G. The legislated wet grip values G in this EU- Regulation are very low. The measured braking distances and corresponding impact speeds of the test vehicles are showing very critical results. Regulation No. 1235/2011 of the European Parliament and the Council for Type Approval of Vehicles (EU) should be changed in such a way, that for C1-tyres (normal passenger cars tyres) the minimum wet grip index G is 1.25. All C2-tyres (light commercial vehicles tyres) should at least meet a minimum wet grip index of G = 1.1. All C3-tyres (heavy trucks and buses tyres) should at least meet a minimum wet grip index of G = 0.95. Due to the missing lower limits for G in the wet grip class F for C1, C2 and C3 tyres according to Commission Regulation (EU) No. 1235/2011, officially valid from 30 May 2012, a tyre-to-road coefficient of adhesion in the extreme of 0 (zero) is legally permitted. This is an apparent flaw in above cited EU Regulation, which causes a potential danger to the road traffic safety for all motor vehicles in Europe with such tyres. The wet grip class F has to be removed urgently from said EURegulation, since a direct liability of the responsible EU-Commission can not be excluded.
Bis zum Jahr 2000 erfolgte die Überarbeitung der Begutachtungsleitlinien zur Kraftfahrereignung stets als Gesamtwerk, in Zusammenarbeit mit den Fachgesellschaften und herausgegeben von einem Wissenschaftlichen Beirat. Diese Art der Veröffentlichung erwies sich aus verschiedenen Gründen als nicht mehr praktikabel. Von Anwenderseite wurde der Wunsch nach besserer Übersicht geäußert und es hat sich gezeigt, dass mehr Detailinformation erforderlich ist. Es wird auf die zukünftige Gestaltung und Veröffentlichung der Leitlinien eingegangen, die nun die kapitelweise Überarbeitung als Methode der Wahl definieren. Die freie Verfügbarkeit als elektronisches Dokument soll die Verbreitung weiter erhöhen, die Suche nach Begriffen vereinfachen und eine schnellere Aktualisierung ermöglichen. Änderungen bei der Europäischen Führerscheinrichtlinie (Annex III) sowie bei deren Umsetzung in Deutschland (Anlage 4 der Fahrerlaubnisverordnung) gingen Überarbeitungen bei verschiedenen Kapiteln der Begutachtungsleitlinien voraus. Schon seit 2009 veröffentlicht ist das überarbeitete Kapitel "Epilepsie". Es wird auf die Änderungen in den Kapiteln Diabetes, Tagesschläfrigkeit, Hörvermögen und Gleichgewicht eingegangen, die als nächste folgen sollen. Für den Abstimmungsprozess mit Bund und Ländern wurde das zukünftige Vorgehen bei Änderungsbedarf abgestimmt. Various climate projections predict changing climatic parameters like temperature, precipitation, wind speed etc. for Germany. This could have severe impacts on road transport infrastructure as well as road traffic itself. At the Federal Highway Research Institute (Bundesanstalt für Straßenwesen (BASt) a strategy was developed to adapt roads and engineering structures to the impacts of climate change. The strategy "Anpassung der Straßenverkehrsinfrastruktur an den Klimawandel / Adaptation of the road infrastructure to climate change (AdSVIS)" comprises currently about 15 projects. On the basis of the identification of the hazards and the combination of the climate and road network data, the road transport infrastructure which might be affected is to be determined. Adaptation measures are to be developed for the identified risk areas and assessed as to their effectiveness. Special attention is given to international cooperation since climate change is a truly global challenge.
Many safety-relevant tasks in control or diagnostics require binary choices such as "conflict versus separation" in air traffic control, "normal versus pathological" when interpreting x-ray pictures, or "permitted versus forbidden" when inspecting airport security scans. Deciders often are uncertain, but nevertheless required to decide between two alternatives, that is, they have not only to decide upon an action, but also about the admissible level of uncertainty. If the accepted level of judgment certainty is not taken into account, the sequence of decisions does not capture the full picture of the underlying decision process. Differences in judgment certainty are relevant, because they reflect not only the adequacy of the human-machine interface that is evaluated, but also the differences in expertise of the decider and the requirements of the actual situation or task. Therefore, capturing both judgment certainty and discrimination performance is essential. A comparison of different human-machine-interfaces (for air traffic control) is used to illustrate a methodological approach, which allows for integrated analyses of decision processes based on receiver-operator-characteristics and practical guidelines for the evaluation of human-machine-interfaces for safety-relevant operation procedures are provided.
While it is important to track trends in the number of road accidents in different countries using national statistics, there is a need for data with more detailed information, so called in-depth accident data. For this reason, several accident data projects emerged worldwide in recent years. However, also different data standards were established and so comparative analysis of international in-depth data has been very hard to conduct, so far. This is why the project iGLAD (Initiative for the Global Harmonization of Accident Data) was established and created the prerequisites for building up a standardized dataset out of the common denominator of different in-depth accident databases from Europe, USA and Asia. In the first phase, the project received funding from ACEA to compile an initial database. To accomplish this, a suitable data scheme has been defined, a pilot study has been conducted as proof of concept and the recoding of the first common data base has been initiated. Also, to prepare the project for its self-supporting continuation in the next years, a business model has been developed. This paper reports the history and status of the project, the current challenges and the creation of a capable consortium to maintain the data. In mid-2014, the initial database containing 1550 cases from 10 different countries will be completed and a first detailed view on this data will be possible.
Analysis of pedestrian leg contacts and distribution of contact points across the vehicle front

Determining the risk to pedestrians that are impacted by areas of the front bumper not currently regulated in type-approval testing requires an understanding of the target population and the injury risk posed by the edges of the bumper. National statistics show that approximately 10% of all accident casualties are pedestrians, with 20% to 30% of these pedestrian casualties being killed or seriously injured. However, the contact position across the front of the bumper is not recorded in national statistics and so in-depth accident databases (OTS, UK and GIDAS, Germany) were used to examine injury risk in greater detail. The results showed that some injury types and severities of injuries appear to peak around the bumper edges. Although there are sometimes inconsistencies in the data, generally there is no evidence to suggest that the edges of the bumper are less likely to be contacted or cause injury.
Beside numerous information about vehicles injuries and environmental data the GIDAS database contains detailed reconstruction data. This data is calculated by a reconstruction engineer who handles about 1000 accidents per year. The spectrum of one reconstruction ranges from simple crossing accidents to complex run-off accidents with rollover events. Especially for complex accident scenarios there is a large effort to design the environment of the accident scene within PC-Crash ®. To reduce the reconstruction time by maintaining the high quality of reconstruction 3D-geodata can be useful. Geodata is available for nearly every area in Germany and can be used for a fast and detailed creation of complex accident environments. In combination with the accident sketch areal images of the accident scene can be created and the participants are implemented in the new-built 3D-reconstruction environment. As a consequence, the characteristics of the terrain can be considered within the reconstruction which is especially important for run-off accidents.
Police records about traffic accidents like used by IRTAD (International Road Traffic and Accident Database) and CARE (Community Road Accident Database) do not represent all road injuries. For instance, road accidents of bicyclists without a counterpart are usually not reported. Furthermore, IRTAD-like data contains hardly any information on injury outcome and accident circumstances. This information gap leads to an under-representation of the safety concerns of the most vulnerable road users like children and the elderly both in accident research and safety promotion. Injury registration for the European Injury Database (IDB), in turn, combines details of accident causation with diagnostic information that can be used to assess injury severity and long term consequences. The IDB is collecting data from hospital emergency department patients and is being implemented in a growing number of countries. In this article IDB results on mode of transport and injury outcome are presented from a sample of nine EU member states.
Anwendungsmöglichkeiten und erste Ergebnisse aus Pilotstudien zur Photokatalyse an Straßenbauwerken

Zur Frage, ob photokatalytisch aktive Oberflächen im Straßenbau eine Lösung des Stickoxidproblems darstellen können, stellt der Beitrag erste Ergebnisse aus Pilotstudien zu TiO2-Anwendungen vor. Diese betreffen die Untersuchung einer Lärmschutzwand mit TiO2-Beschichtung (A1, Niedersachsen), eine photokatalytisch aktive Straßenoberfläche (NOxer(R)-Belag, B433 in Hamburg, Decke mit Ti02-haltiger Zementschlämme, derzeit noch in Auswertung) sowie einen Tunnel (Tunnelkassetten mit TiO2-Matten im Tunnel Rudower Höhe in Berlin, A113, fortgeführt in Bezug auf die Untersuchung der Haltbarkeit der Kassettensysteme). Ausführlich dargestellt werden die Untersuchungen zur Beschichtung der Lärmschutzwand an der Al mit Titandioxid-haltiger Suspension, den zugehörigen forschungsbegleitenden Studien, sowie den Ergebnissen in Bezug auf die NO2-Minderungsrate. Die bisher durchgeführten Auswertungen haben NO2-Minderungen von einstelligen Prozentzahlen ergeben. Die Entwicklung der Minderungsraten lässt vermuten, dass photokatalytische Suspensionen zum Teil mehrere Monate benötigen, um sich frei zu brennen und die aktiven TiO2-Partikel an die Oberfläche treten zu lassen. Schon die Lärmschutzwand allein bewirkt eine deutliche Verminderung der NO2-Konzentrationen im direkten Hinterland durch Verfrachtung der Luftschadstoffe in höhere Luftschichten.
Do learner gain sufficient braking capabilities at the end of education for collision avoidance?

The paper describes a test design to evaluate the braking behaviour in the course of the driver education. The results show that the braking capabilities increased during the driver education and the learning effects are the same for males and females. The evaluation limit is set to 6 m/s-². At the beginning of education, 50% of the drivers do not reach this limit, although the driver education car is equipped with an emergency brake assist, which is regularly installed in all vehicles since 2009. After the education, 100% of the drivers can reach the limit. The results are mapped to a collision avoidance scenario.
In 2011 399 cyclists died in road accidents in Germany and another 76.351 cyclists have been injured. Since 2000 the number of injured or fatally injured cyclists remained on the same high level. Cyclists form 19% of all casualties in German road traffic, although the modal split rate of this transport mode in 2008 was only 10% of trips and resp. 3% of kilometres per day. The high proportion of fatally and seriously injured shows the high vulnerability of cyclists. The demographic shift towards an older population in Germany and the governmental recommendation of increased bicycle use as an ecological, economical and healthy alternative to other modes of transport lead to the assumption that bicycle use especially of elderly people will increase. Based on these facts about the German cyclists' situation a representative survey of 2.000 cyclists was conducted. Results display use patterns and accident involvement on a descriptive level. Overall 7.7% of cyclists report to have been involved in at least one road traffic accident within the last three years. The performed path model analysis reveals an acceptable model fit. Though the explained variance of accident involvement of the applied psychological factors was low, significant relations between several of these factors and especially risky behaviour could be found.
Tree impacts are still one of the most important focal points of road deaths in Germany. For the year 2008, the latest figures in the national statistics show a share of 28% of road users killed in crashes with trees alongside a road amongst all crashes on rural roads (except the Autobahn). The official German statistics show the attribute "impact on a tree" since 1995. For this first reported year, the share of road users killed in such crashes was 30%. During the last 14 years, fatal accidents with road users killed on rural roads (except the Autobahn) after impacts on a tree declined by 60% from 1,737 (year 1995) to 696 (year 2008). But this is more or less in line with the general evolution of vehicle and traffic safety in Germany. For Germany as a whole the accident statistics do not show a reduction for "treer crashes" which is clearly more than the average for all accidents. But, as shown with the paper, there are different evolutions in the several German States. In public awareness the topic "tree impacts" is mostly associated with the situation in Germany after the reunification. At that time a lot of road users were killed on the avenues in the so called "new countries". The fact that "tree impacts" are still a big share within the figure of killed road users seems to be little-known. Using updated information coming from the official statistics and in-depth-studies, accident researchers can identify a big potential for further improvements of traffic safety on the associated district roads, state roads and federal highways. There is still a need to analyse more details of the accident occurrence with impacts on trees to generate new and updated findings on the current limits and potentials of measures to improve vehicle and traffic safety. To make further efforts in reducing the figures of victims of "tree impacts" the intensification of well-known conventional solutions " for example implementation of guard rails and reduction of speed - is an option. Measures related to vehicle safety technology especially in the field of primary (active) safety will have additional benefit within the physically imposed limits. With this background it can be seen that the subject "tree impacts" should be analysed with a holistic approach taking into account the entire system of driver, vehicle, road, the environment and a social consensus as well.
It is well known that motorcycle riding is fascinating but quite more dangerous than for example car driving. In 2006, 5,091 persons were killed as victims of crashes occurring on public roads in Germany. 52% (2,683) were car occupants, 16% (793) motorcycle riders, 14% (711) pedestrians, 10% (486) bicycle riders, 5% (235) commercial vehicle occupants, 2% (107) riders of smaller powered two-wheelers, called "Mofa, Moped and Mokick". This shows that motorcycle riders recently are the second largest group of killed traffic participants in Germany. Latest information coming from the Federal Statistics predict for the year 2007 the figure of 4,958 killed road victims in total. This would be again a successful reduction (-133 killed persons or "2.6% compared to the year 2006). But the news coming from the Federal Statistics during the year 2007 and at the begin of 2008 did not always tell the same positive story. It is questioned whether the positive trend of substantially reduced figures of killed road user year by year will longer continue for Germany. That means it could be impossible to reach the ambitious target, set by the European Commission, to cut in half the figure of killed road users until the year 2010 " compared to the figure for the year 2001. It was reported that the group of 45 to 49 years old traffic participants (all traffic modes) is conspicuous with an increase of 30% up to 297 killed road users in total from January to August 2007. This increase can be ascribed in particular by an increase of killed motorcycle riders within this age group. Due to mild weather conditions in Germany in 2007 the season for motorcycle riding began relatively early and this may be a main reason for the increase of the figure of killed motorcycle riders by 16% from January to August 2007. With this background the accident occurrence of motorcycles became more and more essential. As part of the actual discussion about historical trends, recent emphases, causes and relevant structures of the events of motorcycle crashes it is evident, to have latest and carefully updated figures coming from both the Federal Statistics and In-depth studies. The paper will give a contribution to this using the German Federal Statistics and in-depth studies, for example GIDAS. Additional data coming from the DEKRA Motorcycle Accident Database as well as from literature are considered, too. The paper will help to describe the current situation of the accident involvement of motorcycles in Germany.
The paper gives an overview of the recent (mostly 2012) figures of killed bus/coach occupants (drivers and passengers) in 27 Member States of the European Union as reported by CARE. The Evolution of the figures of bus/coach occupants killed in road accidents urban, rural without motorway and on motorways from 1991 to 2010 in 15 Member States of the EU supplements this information. More detailed are the figures reported for Germany by the Federal Statistics. The paper displays long-term evaluations (1957 to 2012) for killed, seriously and slightly injured occupants in all kinds of buses/coaches. Midterm evaluations (1995 to 2012) of the figures of fatalities and casualties are displayed for different busses according to their identification of road using as coaches, urban buses, school buses, trolley buses and "other buses". To be able to compare the evolutions of the safety of vehicle occupants it is customary to use different risk indicators. Calculations and illustrations for three often used indicators with their development over time are given: fatalities, seriously injured and slightly injured per 100,000 vehicles registered, per 1 billion (109) vehicle-kilometres travelled and per 1 billion (109) person-kilometres. These indicators are shown for occupants of cars, goods vehicles and buses/coaches. For the period from 1957 until 2012 it is obvious, that for all three vehicle categories analysed there was a clear long-term trend towards more occupant safety in terms of casualties per vehicles registered and per vehicle mileage. This was most significant for car occupants but it can be seen for bus/coach occupants and goodsvehicle occupants as well. Figures of killed occupants and of casualties related to person-kilometres are calculated and displayed for the shorter period 1995 to 2012. Here it becomes obvious that the bus/coach is still the safest mode of transport for the occupants of road vehicles. Graphs for the casualty risk indices still show significantly higher risks for car occupants despite the corresponding curve moved sustainable downwards. It is remarkable, that the risks of being killed or injured for the occupants of urban buses is growing whereas the corresponding risk for the occupants of coaches in line traffic tends downwards. The article ends with a short comparison and discussion of the risk indicators which are actually published for the occupants (driver and passengers) of cars and the passengers of buses/coaches, railroads, trams and airplanes. The interpretation of such information depends on the perception and it seems that for a complete view not only one indicator should be used and the evolutions of the indicator values during longer periods (as displayed with examples in the paper) should also be taken into account.
The utilisation of secondary-safety systems to protect occupants has attained a very high level over the past decades. Further improvements are still possible, but increasingly minor progress is only to be had with a high degree of effort. Thus, a key aspect must be the impact to overall safety in an accident. If reliable information is available on an imminent crash, measures already taken in the pre-crash phase can result in a significantly great influence on the outcomes of the crash. With this background preventive measures are the key to a sustainable further reduction of the figures of crash victims on our roads. This paper aims to show a preventive approach that can contribute to lessening the consequences of a crash by creating an optimum interaction of measures in the fields of primary and secondary safety. To further enhance vehicle safety, driver assistant systems are already available that warn the driver of an imminent front-to-rear-end crash. The next step is to support him in his reactions or if he fails to react sufficiently, to even initiate an automatic braking when the crash becomes unavoidable. Automatic pre-crash braking can, in an ideal situation, fully prevent a crash or can significantly reduce the impact speed and thus the impact energy (and the severity of the accident). If a vehicle is being braked in the pre-crash phase, the occupants are already being pre-stressed by the deceleration. The information available about the imminent crash can be used to activate the belt tensioners and likewise other secondary safety systems in the vehicle right before the impact. The pre-crash deceleration also causes the front of the vehicle to dip. Conventional crash tests do not take this specific impact situation into consideration. This is why, for example, the influences of the pre-crash displacements of the occupants are not recorded in the test results. Furthermore, a reproducible representation of the benefit of the vehicle safety systems which prepare the occupants for the imminent impact is not possible. In order to demonstrate the functions of automated pre-crash braking and to investigate the differences during the impact as a consequence of the altered occupant positions as well as the initiation of force and deformations of the vehicle front, DEKRA teamed up with BMW to carry out a joint crash test with the latest BMW 5 series vehicle. It involved the vehicle braking automatically from a starting test speed of 64 km/h (corresponding to the impact speed set by Euro NCAP) down to 40 km/h. The test was still run by the intelligent drive system of the crash test facility. This required several modifications to be made to the test facility as well as to the vehicle. The paper will describe and discuss some relevant results of the crash test. In addition, the possible benefits of such systems will also be considered. The test supplemented the work of the vFSS working group (vFSS stands advanced Forward-looking Safety Systems).
Regarding to the German road traffic licensing regulations it is mandatory to have a light system using a bicycle in public traffic. All attached components must be approved. The admission requires additional restrictions such as a dynamo as energy source with a nominal voltage of 6 V. Batteries are only allowed in addition to this. To adopt the German bicycle regulation to the state of art of an energy efficient lighting, additional power sources such as a battery respectively rechargeable batterie should be evaluated. The project will propose amendments for German Road Traffic Regulations and technical requirements.
Wetterbeobachtungen zeigen, dass sich das Klima in den letzten Dekaden gewandelt hat. Unter ökonomischen und unter strategischen Gesichtspunkten bedeutsam ist die zukünftige Entwicklung von extremen Wetterereignissen wie Starkniederschlägen, Hitzewellen oder Überschwemmungen. Die wissenschaftlichen Grundlagen eines vermuteten menschlichen Einflusses auf das Klima analysiert seit 1988 der "Zwischenstaatliche Ausschuss zum Klimawandel" (Intergovernmental Panel on Climate Change, IPCC). Vom IPCC werden unter anderem Projektionen von möglichen zukünftigen Klimaentwicklungen erstellt. Um spezielle Regionen detaillierter zu untersuchen und eine Brücke zwischen globalen Klimaänderungen und lokalen Konsequenzen zu schlagen, werden regionale Klimamodelle verwendet. In der BASt wurde 2009 eine Arbeitsgruppe "Klima" eingerichtet, die eine Risiko-Identifikation in verschiedenen Bereichen der Straßeninfrastruktur und des Straßenverkehrs durchführt. Ziel dieser Arbeitsgruppe ist die Minderung der Verwundbarkeit gegenüber den Folgen des Klimawandels durch die Identifikation regionaler und lokaler Schwachstellen und deren Zusammenführung mit dem Bundesfernstraßennetz. In einem von mehreren Pilotprojekten werden die Risiken von Hang- und Böschungsrutschungen durch die Zunahme von Extremwetterereignissen abgeschätzt. Fernziel ist die Erstellung eines Risikokatasters zur Identifizierung der durch Hangrutschungen besonders gefährdeten Bereiche des Bundesfernstraßennetzes.
Für den Einsatz im Erdbau des Straßenbaus müssen die eingesetzten Geokunststoffe hohen Qualitätsansprüchen genügen. Das Straßenbauregelwerk ist durch die Veröffentlichung der "Zusätzlichen Technischen Vertragsbedingungen und Richtlinien für Erdarbeiten im Straßenbau" (ZTV E-StB 09) in dieser Hinsicht nun vollständig, so dass eine lückenlose Nachverfolgung der Produkte von der Herstellung über die Lieferung bis zum Einbau möglich ist. Wichtig ist jedoch die Einhaltung der Vorschriften und Anforderungen, angefangen beim Hersteller über den Lieferanten, über den Auftragnehmer bis hin zum Auftraggeber, um einen hohen Qualitätsstandard des Produktes und der fertigen Leistung zu garantieren. Hersteller, deren Produkte einer freiwilligen Überwachung unterliegen, können diese Produkte mit einem Qualitätssiegel kennzeichnen und liefern zusammen mit der CE-Kennzeichnung ein Produktzertifikat. Da in diesem Fall auf die Baustoffeingangsprüfung verzichtet werden kann, reduziert sich der finanzielle und zeitliche Prüfaufwand und es wird ein reibungsloser Bauablauf erzielt.
Ruptures and dissections of the thoracic and abdominal aortic vessel caused by traffic accidents are rare but potentially life-threatening injuries. They can occur by blunt trauma via seat belt or dashboard injury. The study aimed at evaluating the overall mortality, morbidity, neurological disorders, and differences in operative procedures of open repair and stenting. It shows that, with a change and improvement in diagnostic tools and surgical approach, mortality and morbidity of blunt aortic injuries were significantly reduced. Still an immediate life-threatening injury early diagnosis via multiple-slice and scans and surgical repair with minimally invasive stents showed excellent short-time results for selected patients.
Still correlated with high mortality rates in traffic accidents traumatic aortic ruptures were frequently detected in unprotected car occupants in the early years. This biomechanical analysis investigates the different kinds of injury mechanisms leading to traumatic aortic injuries in todays traffic accidents and how the way of traffic participation affects the frequency of those injuries over the years. Based on GIDAS reported traffic accidents from 1973 to 2014 are analyzed. Results show that traumatic aortic injuries are mainly observed in high-speed accidents with high body deceleration and direct load force to the chest. Mostly chest compression is responsible for the load direction to the cardiac vessels. The main observed load vector is from caudal-ventral and from ventral solely, but also force impact from left and right side and in roll-over events with chest compression lead to traumatic aortic injuries. Classically, the injury appeares at the junction between the well-fixed aortic arch and the pars decendens following a kind of a scoop mechanism, a few cases with a hyperflexion mechanism are also described. In our analysis the deceleration effect alone never led to an aortic rupture. Comparing the past 40 years aortic injuries shift from unprotected car occupants to today's unprotected vulnerable road users like pedestrians, cyclists and motorcyclists. Still the accident characteristics are linked with chest compression force under high speed impact, no seatbelt and direct body impact.
Ungefähr 20 Jahre nach der Einführung der Bauproduktenrichtlinie (Richtlinie 89/106/EWG, BauPR) wurde im April 2011 im Amtsblatt der Europäischen Union das Nachfolgewerk, die Verordnung (EU) Nummer 305/2011 (Bauproduktenverordnung, BauPVO), veröffentlicht. Zielsetzung der Überarbeitung war der Wunsch nach Klarstellung, nach Erleichterungen für Kleinere und Mittlere Unternehmen bei der Anwendung, aber insbesondere der Wunsch nach mehr Vertrauen in die CE-Kennzeichnung. Mit der Herausgabe einer unmittelbar verbindlichen Verordnung hat die Europäische Kommission den Stellenwert dieses Dokuments verdeutlicht und wirkt damit zugleich auf eine einheitliche Anwendung im europäischen Wirtschaftsraum hin. Darüber hinaus enthält die BauPVO im Detail eine Vielzahl von Änderungen gegenüber der BauPR, sodass eine zweistufige Einführung mit einer vollständigen Wirksamkeit aller Artikel der BauPVO zum 01. Juli 2013 vorgesehen ist, um den Wirtschaftsakteuren eine Frist zur Vorbereitung und Umstellung zu gewähren. Bestehende harmonisierte Normen für Bauprodukte haben auch nach dem 1.7.2013 weiterhin Bestand und müssen erst im Zuge der turnusmäßigen Überarbeitung an die Vorgaben der BauPVO angepasst werden. Unabhängig davon sind die Hersteller von Bauprodukten verpflichtet, anstelle des Konformitätsnachweises eine Leistungserklärung abzugeben. Diese kann auf der Basis der vorhandenen Dokumentation, z.B. der Erstprüfung erstellt werden.
Supervision of the safety performance in public transport is one of the main tasks of the Federal Office of Transport (FOT) in Switzerland. Recently a three level system of safety indicators has been defined to cover all means of Swiss public transport. The safety indicators are fed by the FOT incident database since the year 2000. In cooperation with the Institute for Traffic Safety and Automation Engineering (iVA) at TU Braunschweig, Germany, FOT is developing a suitable methodology for the definition and evaluation of the safety targets in Swiss public transport. The methodology is applied for evaluation of safety indicators on a country level and for single transport companies. In a new approach the abovementioned methodology is applied to car incident data to develop an indicator based cross-modal safety measure.
In-depth accident investigation offers many advantages for the analysis and comprehension of crash mechanisms. IFSTTAR makes such investigations since 1992 without interruption. The corresponding database contains more than 1200 accident case studies. Currently, in-depth accident investigation is one of the best ways to determine the speed or cars involved in accidents. This paper first presents the methods used for accident investigation and for accident kinematic reconstruction. Then, in order to illustrate the interest and possible applications of such accident data, it shows some results from a recent study based on the IFSTTAR in-depth accident study programme (IDAS) and dealing with the link between travelling speed and accident risk.
In North America, frontal crash tests in both the regulatory environment and consumer-based safety rating schemes have historically been based on full-width and moderate-overlap (40%) vehicle to barrier impacts. The combination of improved seat-belt technologies, notably belt tensioning and load limiting systems, together with advanced airbags, has proven very effective in providing occupant protection in these crash modes. Recently, however, concern has been raised over the contribution of narrower frontal impacts, involving primarily the vehicle corners, to the incidence of fatality and serious injury as a result of the potential for increased occupant compartment intrusion and performance limitations of current restraint systems. Drawing on data documented in the National Automotive Sampling System (NASS)/ Crashworthiness Data System (CDS) for calendar years 1999 to 2012, the present study examines the characteristics of existing and proposed corner crash test configurations, and the nature of real-world collisions that approximate the test environments. In this analysis, particular emphasis is placed on crash pulse information extracted from vehicle-based event data recorders (EDR's).
Introduction: The incidence of trauma-related cervical-spine fractures is 19-88 / 100.000. In contrast, the incidence of cervical spine injuries is as high as 19% - 51% of all spinal trauma. Cervical spine injuries in non-polytrauma patients are rare. However, due to the potential damage to the spinal cord these traumata are feared and mustn't be missed. Cervical spine injuries represent the highest reported early mortality rate of all spinal trauma. The rate of functional impairment afterwards is high and the rate of reintegration into work is low compared to other organ systems. In the past, trauma surgeons often did x-rays of the cervical spine with low inhibition threshold and often without strong clinical suggestion for vertebral or discoligamental injuries. This practice was queried by the Canadian C-Spine rule and extensively discussed in the past. Therefore we did a retrospective study whether non-polytrauma patients benefit from cervical spine x-rays.
While cyclists and pedestrians are known to be at significant risk for severe injuries when exposed to road traffic accidents (RTAs) involving trucks, little is known about RTA injury risk for truck drivers. The objective of this study is to analyze the injury severity in truck drivers following RTAs. Between 1999 and 2008 the Hannover Medical School Accident Research Unit prospectively documented 43,000 RTAs involving 582 trucks. Injury severity including the abbreviated injury scale (AIS) and the maximum abbreviated injury scale (MAIS) were analyzed. Technical parameters (e.g. delta-v, direction of impact), the location of accident, and its dependency on the road type were also taken into consideration. The results show that the safety of truck drivers is assured by their vehicles, the consequence being that the risk of becoming injured is likely to be low. However, the legs especially are at high risk for severe injuries during RTAs. This probability increases in the instance of a collision with another truck. Nevertheless, in RTAs involving trucks and regular passenger vehicles, the other party is in higher risk of injury.
Injury severity of e.g. pedestrians or bikers after crashes with cars that are reversing is almost unknown. However, crash victims of these injuries can frequently be seen in emergency departments and account for a large amount of patients every year. The objective of this study is to analyze injury severity of patients that were crashed into by reversing cars. The Hannover Medical School local accident research unit prospectively documented 43,000 road traffic accidents including 234 crashes involving reversing cars. Injury severity including the abbreviated injury scale (AIS) and the maximum abbreviated injury scale (MAIS) was analyzed as well as the location of the accident. As a result 234 accidents were included into this study. Pedestrians were injured in 141 crashes followed by 70 accidents involving bikers. The mean age of all crash victims was 57 -± 23 years. Most injuries took place on straight stretches (n = 81) as well as parking areas (n = 59), entries (n = 36) or crossroads (n = 24). The AIS of the lower extremities was highest followed by the upper extremities. The AIS of the neck was lowest. The mean MAIS was 1.3 -± 0.6. The paper concludes that the lower extremities show the highest risk to become injured during accidents with reversing cars. However, the risk of severe injuries is likely low.
The number of road accidents in Portugal has decreased significantly in the last decades, however, this tendency is not similar in all types of transportation. In the most recent years and by European standards, Portugal is still one of the leading countries concerning the number of fatalities in Powered Two Wheelers (PTW) accidents. To this effect, the in-depth investigation of PTW accidents is crucial and so, a thorough statistical analysis concerning the main factors influencing PTW riders injury severity accidents was undertaken regarding the 2007-2010 period in the National Road Safety Authority (ANSR) injured riders database using the software SPSS. In addition, to determine the importance of absent factors in the database analysis, such as velocity, a set of 53 real accidents involving PTW were also investigated and computationally reconstructed using the software PC-Crash. Lateral collisions between a motorcycle, its rider and the side of three different passenger cars were also simulated, varying the motorcycle impact angle and velocity in order to estimate the PTW deformation energy and the rider- injuries, as this accident configuration stands out in terms of frequency and even severity. The results of this detailed study are presented.
Die UNECE Regelung R58 regelt die Beschaffenheit und die Installation von Heckunterfahrschutzsystemen an schweren Güterkraftfahrzeugen, deren Ziel die Verbesserung der Kompabilität zwischen Pkw-Frontstrukturen und Lkw-Hecks ist. Dennoch verunglücken laut amtlicher Unfallstatistik allein in Deutschland rund 30 Pkw-Insassen in Heckauffahrunfällen auf Lkw tödlich, da diese Vorrichtungen hinsichtlich Einbauhöhe und Steifigkeit den Anforderungen des realen Unfallgeschehens nicht genügen. Das Ziel dieser Studie ist eine quantitative Abschätzung der möglichen Reduzierung der Verletzungsschwere mit Hilfe eines statistischen Modells, die durch eine Anpassung der geltenden Bestimmungen und die damit verbundenen technischen Veränderungen des bereits vorgeschriebenen Heckunterfahrschutzes zu erreichen wäre. In einer Nutzen-Kosten-Analyse wird die Wirtschaftlichkeit dieser Modifizierungen mit einem idealen Notbremsassistenten verglichen. Die Untersuchung orientiert sich dabei an den aktuell in der UN-ECE WP29/GRSG in Genf diskutierten Vorschlägen zur Anpassung der ECE-R58. Das verwendete ordinale Probit-Modell stellt einen Zusammenhang zwischen der Verletzungsschwere im auffahrenden PKW und erklärenden Größen her, in diesem Fall der kinetischen Energie des unterfahrenden Pkws und der strukturellen lnteraktion zwischen Lkw-Heck und Pkw-Front. Diese Maßnahmen könnten demnach 53 - 78% der Getöteten sowie 27 - 49% der Schwerverletzten bei diesen Unfallkonstellationen reduzieren, was pro Jahr 20 Getöteten und 95 Schwerverletzten entsprechen würde. Somit würde eine Modifikation einer bestehenden passiven Schutzmaßnahme an jährlich 100.000 neuzugelassenen Lkw und Anhängern bereits 20 Getötete adressieren. Im Vergleich dazu müssten jährlich 3 Millionen Pkw mit zusätzlicher Sensorik und Aktuatorik für einen idealen Notbremsassistenten ausgestattet werden, um im Idealfall alle Heckauffahrunfälle von Pkw auf andere Pkw oder Lkw und damit 53 Getötete zu vermeiden. Daher fällt auch das Nutzen-Kosten-Verhältnis deutlich zugunsten des verbesserten Heckunterfahrschutzes aus.
This paper gives an overview of the in-depth crash investigation activity conducted by the Centre for Automotive Safety Research (CASR) at the University of Adelaide, in South Australia. Recent changes in method include: an expansion in on-call hours for the crash investigation team, providing the option of a phone interview for crash participants to discuss the crash, and downloading objective crash data from vehicle airbag control modules. These changes have resulted in: increased representativeness of crashes by hour of day; a decrease in the over-representation of fatal crashes in our sample; an increase in the proportion of crashes that involved a pedestrian, bicycle or scooter (moped); an increase in the proportion of crash participants consenting to an interview; and an increase in the objective data available, through airbag control module downloads. Our in-depth crash investigations enabled research into road departures that found barriers were a more feasible solution than clear zones for eliminating serious and fatal injury resulting from run off road crashes.
Although the number of road accident casualties in Europe (EU27) is falling the problem still remains substantial. In 2011 there were still over 30,000 road accident fatalities. Approximately half of these were car occupants and about 60 percent of these occurred in frontal impacts. The next stage to improve a car's safety performance in frontal impacts is to improve its compatibility. The objective of the FIMCAR FP7 EU-project was to develop an assessment approach suitable for regulatory application to control a car's frontal impact and compatibility crash performance and perform an associated cost benefit analysis for its implementation. This paper reports the cost benefit analyses performed to estimate the effect of the following potential changes to the frontal impact regulation: • Option 1 " No change and allow current measures to propagate throughout the vehicle fleet. • Option 2 " Add a full width test to the current offset Deformable Barrier (ODB) test. • Option 3 " Add a full width test and replace the current ODB test with a Progressive Deformable Barrier (PDB) test. For the analyses national data were used from Great Britain (STATS 19) and from Germany (German Federal Statistical Office). In addition in-depth real word crash data were used from CCIS (Great Britain) and GIDAS (Germany). To estimate the benefit a generalised linear model, an injury reduction model and a matched pairs modelling approach were applied. The benefits were estimated to be: for Option 1 "No change" about 2.0%; for Option 2 "FW test" ranging from 5 to 12% and for Option 3 "FW and PDB tests" 9 to 14% of car occupant killed and seriously injured casualties.
Thoracic injury is one of the predominant types of severe injuries in frontal accidents. The assessment of the injury risk to the thorax in the current frontal impact test procedures is based on the uni-axial chest deflection measured in the dummy Hybrid III. Several studies have shown that criteria based on the linear chest potentiometer are not sensitive enough to distinguish between different restraint systems, and cannot indicate asymmetric chest loading, which has been shown to correlate to increased injury risk. Furthermore, the measurement is sensitive to belt position on the dummy chest. The objective of this study was to evaluate the optical multipoint chest deflection measurement system "RibEye" in frontal impact sled tests. Therefore the sensitivity of the RibEyesystem to different restraint system parameters was investigated. Furthermore, the issue of signal drop out at the 6 th rib was investigated in this study.A series of sled tests were conducted with the RibEye system in the Hybrid III 50%. The sled environment consisted of a rigid seat and a standard production three-point seat belt system. Rib deflections were recorded with the RibEye system and additionally with the standard chest potentiometer. The tests were carried out at crash pulses of two different velocities (30 km/h and 64 km/h). The tests were conducted with different belt routing to investigate the sensitivity of chest deflection measurements to belt position on the dummy chest. Furthermore, different restraint system parameters were investigated (force limiter level, with or without pretensioning) to evaluate if the RibEye measurements provide additional information to distinguish between restraint system configurations . The results showed that with the RibEye system it was possible to identify the effect of belt routing in more detail. The chest deflections measured with the standard chest potentiometer as well as the maximum deflection measured by RibEye allowed the distinction to be made between different force limiter levels. The RibEye system was also able to clearly show the asymmetric deflection of the rib cage due to belt loading. In some configurations, differences of more than 15 mm were observed between the left and side areas of the chest. Furthermore, the abdomen insert was identified as source of the problem of signal drop out at the 6th rib. Possible solutions are discussed. In conclusion, the RibEye system provided valuable additional information regarding the assessment of restraint systems. It has the potential to enable the evaluation of thoracic injury risk due to asymmetric loading. Further investigations with the RibEye should be extended to tests in a vehicle environment, which include a vehicle seat and other restraint system components such as an airbag.
Millions of kilometers are driven and recorded by car manufacturers and researchers every year to gather information about realistic traffic situations. The focus of these studies is often the recording of critical situations to create test scenarios for the development of new systems before introducing them into the market. This paper shows a novel Analysis and Investigation Method for All Traffic Scenarios (AIMATS) based on real traffic scenes. It also shows how to get detailed information about speeds, trajectories and behavior of all participants without driving thousands of kilometers at the example of conflict situations with animals. Basis of the AIMATS is the identification of the most relevant locations as "Points of Interest" (POI), the recording of the critical situations and their "base lines" at these POI. This paper presents a new method to identify critical scenarios involving both vehicles and animals as well as preliminary results of a study done in Saxony using this new method.
The main focus of the benefit estimation of advanced safety systems with a warning interface by simulation is on the driver. The driver is the only link between the algorithm of the safety system and the vehicle, which makes the setup of a driver model for such simulations very important. This paper describes an approach for the use of a statistical driver model in simulation. It also gives an outlook on further work on this topic. The build-up process of the model suffices with a distribution of reaction times and a distribution of reaction intensities. Both were combined in different scenarios for every driver. Each scenario has then a specific probability to occur. To use the statistical driver model, every accident scene has to be simulated with each driver scenario (combinations of reaction times and intensities). The results of the simulations are then combined regarding the probabilities to occur, which leads to an overall estimated benefit of the specific system. The model works with one or more equipped participants and delivers a range for the benefit of advanced safety systems with warning interfaces.
Whiplash injuries are characterized by the high variability of its symptoms and by the subjectivity of its diagnosis, which sometimes leads to frauds perpetrated by victims of rear-end impacts. It is estimated that whiplash injuries cost annually about 10.000 million Euros in Europe. Therefore, the aim of this study was to investigate the influence of the dynamics of the accident in which the victim was involved in the probability of development of whiplash associated injuries. In the presented methodology, first an accident reconstruction is performed where the dynamics of the accident is determined. This is carried out using the software PC-Crash, police and insurance companies' data. Then biomechanical injuries criteria related with whiplash injuries are evaluated. For the evaluation of the probability of having whiplash injuries, the Neck Injury Criterion (NIC) of the victim and the mean acceleration of the vehicle were evaluated. Then, with medical reports, the results of the accident reconstruction are correlated with the reported injuries. Some examples are presented. The results obtained indicate that the study of the dynamics of the road accidents in which the victims were involved could be used as an auxiliary of the prognosis of whiplash injuries and is important for a precise diagnosis of this type of injuries.
Es werden erste Ergebnisse des von der Bundesanstalt für Straßenwesen (BASt) geförderten Forschungsprojekts "Hauptstudie zur Wirksamkeit von Tunnelwänden als Träger photokatalytischer Oberflächen" (FE 9.0184/2011/ARB) vorgestellt. Ziel war die Erarbeitung von technischen Lösungen zur Stickoxidreduktion an einem Tunnelstandort durch die Konzeptionierung und den Bau abgeschlossener photokatalytischer Reaktoren (Tunnelkassetten) sowie deren Validierung im Tunnel "Rudower Höhe" an der Bundesautobahn A113 in Berlin. Dabei wird künstliches UV-Licht als Energiequelle für den Schadstoffabbau eingesetzt. Es wird speziell über die Modellierungen berichtet, mit Hilfe derer die Tunnelkassetten sowohl strömungstechnisch als auch in Hinblick auf den photokatalytischen Abbauwirkungsgrad optimiert wurden.
Pedestrians represent about 20% of the overall fatalities in Europe- road traffic accidents. In this paper a methodology is proposed to understand why the numbers are so high, especially in the south of Europe and particularly in Portugal, . First a detailed statistical analysis using Ordinal Logistic Regression model (OLR) was applied to the gathered data from all Portuguese accidents with victims in the period 2010-2012. In a second stage accident reconstruction computational techniques using pedestrian biomechanical models are used to evaluate the accident conditions that lead to the injuries, such as the speed and the impact location. For biomechanical injury criterions, the AIS (Abbreviated Injury Scale), the HIC (Head Injury Criterion) and other injury criterions based on the resulting accelerations in the pedestrian's body are used. The statistical model reported that there were several predictors that significantly influenced the pedestrian injury severity in the event of a road accident, such as Pedestrian's age, Pedestrian's gender, Vehicle Design/Category or Driver's gender. The use of injury scales and biomechanical criterions in in-depth investigation of road accidents, such as AIS, can significantly improve the quality of the reconstruction process.
Mit der EU-Verordnung Nummer 661/2009 zur Typgenehmigung und allgemeinen Sicherheit von Kraftfahrzeugen wird von der EU für schwere Nutzfahrzeuge der Einbau von Spurverlassenswarnsystemen und automatischen Notbremssystemen vorgeschrieben. Mit dem obligatorischen Einbau der Systeme wird eine Reduktion der Abkommens- und Auffahrunfälle von Nutzfahrzeugen aus den Klassen M2, M3, N2 und N3, die auf Grund der hohen Masse der Fahrzeuge folgenschwer sind, erwartet. Als Einführungsdaten werden der 1. November 2013 für neue Fahrzeugtypen und der 1. November 2015 für neue Fahrzeuge genannt. Leistungsanforderungen beziehungsweise technische Spezifikationen, denen die Systeme genügen müssen, liegen jedoch noch nicht vor. Diese werden derzeit von einer Expertengruppe auf UN-ECE-Ebene entwickelt. Dabei wird versucht, technologieneutrale Beschreibungen für die Ausgestaltung der Systeme zu erstellen, die gleichzeitig sowohl den gewünschten Nutzen für die Verkehrssicherheit garantieren, sich aber auch an der derzeit vorhandenen und realisierbaren Technologie orientieren. Darüber hinaus müssen die Systemkosten in einem vernünftigen Verhältnis zum Sicherheitsnutzen stehen. Ziel ist es, im Laufe des Jahres 2011 Vorschläge für die Legislative vorzulegen. Es wird über den Stand der Arbeiten, offene Fragestellungen, Herausforderungen bei der Ausgestaltung der technischen Anforderungen sowie sich abzeichnende Ergebnisse berichtet. Dabei sind die Arbeiten in Bezug auf Lane Departure Warning Systems (LDWS) bereits weiter fortgeschritten als zu Advanced Emergency Braking Systems (AEBS).
The incidence of side impacts was investigated from GIDAS data. Both vehicle-fixed object and vehicle-vehicle collisions were analysed as these are enclosed within the consumer testing program. Vehicle-fixed object collisions were stratified according to ESC availability. Results indicated that vehicles equipped with ESC rarely have pure-lateral impacts. An increase in oblique collisions was seen for the vehicles with ESC whereby most vehicle were driving in left curves. The analysis of vehicle-vehicle collisions developed injury risk curves were developed at the AIS3+ injury severity for the vehicle-vehicle side impacts. Results suggested that greatest injury risk occurred when a Pre Euro NCAP vehicle was struck by a Post Euro-NCAP vehicle. The remaining curves did not show different behaviour, indicating that stiffness increased have been equally combated. This was attributable to the few Post Euro-NCAP vehicles that had a deployed curtain airbag available in the sample. The integration of Euro NCAP testing has shown to improve vehicle crashworthiness for pole collisions, as those vehicles with ESC rarely incur lateral impacts.
India is one of the leading countries reporting highest road accidents & related injuries. TMARG (Tata Motors Accident Research Group) has been recording crashes in association with M/s. Lokamanya Medical Foundation since 2011 with M/s, Amandeep Hospitals since Aug 2013. This study has highlighted some accident types not discussed extensively in literature. Trucks to Truck impacts " Cabin interaction with overhanging loadbody structures and Offset underside impacts for passenger vehicles are seen in significant numbers. The paper discusses these in more detail including severity.
At IAM RoadSmart we share the excitement about autonomous cars " who wouldn't! However over half of the drivers we polled supported concentrating on making drivers safer " among IAM RoadSmart members it was 70%. Driverless cars are still years away but delivering safer drivers can help reduce death and injury from tomorrow. Governments, academics and car makers need to work hard to convince sceptical British and American drivers that autonomous cars can deliver the benefits promised such as a 90% plus reduction in road deaths.
Im Mittelpunkt der Überlegungen zu Perspektiven einer zeitgemäßen und sicherheitswirksamen Fahranfängervorbereitung steht die Absenkung des weiterhin hohen Anfangsrisikos bei Fahranfängern. Ausgehend von den positiven Erfahrungen mit dem Begleiteten Fahren ab 17 beauftragte das Bundesministerium für Verkehr, Bau und Stadtentwicklung (BMVBS) die Bundesanstalt für Straßenwesen (BASt) mit der Erarbeitung eines Rahmenkonzepts, in dem Entwicklungsperspektiven für weitere Verbesserungen der Vorbereitung von Fahranfängern und wissenschaftlich begründete Maßnahmenvorschläge für die Erhöhung der Fahranfängersicherheit formuliert werden. Zunächst werden die Aufgaben und die Vorgehensweise der Rahmenkonzepterarbeitung sowie die Kriterien für die Ableitung von Maßnahmenprioritäten skizziert. Ausgehend von den Erkenntnissen zur Entwicklung des Unfallrisikos im Verlauf der Fahrkarriere werden im Anschluss die maßgeblichen Ansatzpunkte zur verbesserten Gestaltung eines sicheren Übergangs in die Automobilität aufgezeigt. Zentrale Maßnahmenvorschläge des Rahmenkonzepts werden vorgestellt. Diese beziehen sich auf die Bekämpfung der maßgeblichen Ursachen des erhöhten Fahranfängerrisikos (Fahrerfahrungsdefizit und Einstellungsmängel), die Optimierung bestehender Fahranfängermaßnahmen und die verstärkte Erschließung von Technik und Wissenschaft für das Fahren lernen.
The data situation for quantifying the proportion of accidents avoided by the introduction of active safety systems is incomplete, since there is generally no data available on the accidents avoided by the technology in question. In this paper, a split-register approach is suggested and compared with the classical case-control approach known from epidemiologic applications. Provided a set of assumptions hold, which can reasonably be made in such data situations, the split register approach allows inferences on the population accident risk. For both approaches the benefits of basing the analysis on the results of a logistic regression to adjust for confounding factors are outlined. The biasing effects of violating key assumptions are discussed and the split-register approach is demonstrated using the example of the active safety system ESP with data from the German in-depth accident study GIDAS.
Interdisciplinary accident research and research projects of AARU Audi Accident Research Unit

AARU (Audi Accident Research Unit) is an interdisciplinary research project of the University Hospital Regensburg in cooperation with AUDI AG. Specific objective is to comprehend the respective accident scenario and retrieve generally applicable findings as to technical, medical and psychological processes. In order to prevent traffic accidents and to alleviate vehicle accident consequences, postulates of general traffic safety, human-machine interaction, technical design and function of new vehicles and occupant as well as third party protection shall be inferred from these findings. Specifically, each accident with new Audi, Lamborghini and Ducati vehicles involved is analyzed interdisciplinary, discussed in a case meeting and anonymously documented with more than 2,000 parameters. The database is continually used for solving safety relevant issues. Parallel to accident analysis, research projects are performed in the fields medicine, psychology and engineering in order to gain comprehensive insight and identify potential additional areas of activity of accident research.
The European CASPER (Child Advanced Safety Project for European Roads) project studying car child safety includes a sociological approach in order to have a better understanding of the behaviour of parents driving children under 12 years old. A questionnaire was distributed via the internet in Europe with 998 parents (representing 1638 children) from 22 European countries responding. The results inform on the way parents secure their children during a car trip. Many parents did not control how their children were installed in the child restraint system (CRS). A toddler was more likely to travel into a child seat than an older child was. Regarding misuse situations, an important part of the participants did not think that they could make mistakes when fixing the child seat to the car (26%) or when placing the child into the seat (39%). This leaves an important field of action especially by communication via different media and in the CRS sale outlets.
Allein im Netz der Bundesfernstraßen sind etwa 35.000 Brücken mit einer Fläche von 25 Millionen Quadratmetern enthalten. Ihr Wiederbeschaffungswert beträgt etwa 70 Milliarden DM. Es wird über die notwendigen Aktivitäten zur Erhaltung dieser für die Aufrechterhaltung des auf den Bundesfernstraßen rollenden Verkehrs besonders wichtigen Bauwerke berichtet. Aufgrund des weiter stärker werdenden Verkehrs, der zunehmenden Fahrzeuggewichte sowie der wachsenden Anzahl von Schwertransporten unterliegen insbesondere die älteren Bauwerke größerer Beanspruchung, als man bei ihrer Planung in Rechnung stellen musste. Hinzu kommt die natürliche Alterung aus sonstigen äußeren Einflüssen wie Temperatur, Witterung und erhöhter Umweltbelastung. Die Verwendung von Auftausalzen führt insbesondere bei älteren Brückenüberbauten zu Korrosionsschäden an der Bewehrung des Betons. Durch die Entwicklung eines Bauwerks-Management-Systems (BMS) wird die Verbesserung der Erhaltung von Brücken und sonstigen Ingenieurbauten angestrebt. Der Aufbau und die Wirkungsweise des BMS werden dargelegt. Des Weiteren werden die schon seit langem eingeführten Prüfvorschriften für Bauwerke im Zuge von Straßen und Wegen (DIN 1076) sowie gängige Prüfverfahren beschrieben.
Germany's road infrastructure grew over centuries to become the arteries and lifelines of our society. The present safety of the infrastructure has to be ensured under consideration of environmental aspects. At the same time the owner has to make sure that the maintenance activities are carried out in the most efficient way. Considering the fact that financial resources are restricted, maintenance costs have to be spent in a way to obtain the greatest possible benefit. In the case of bridges, which are one of the most important parts of the road infrastructure in Germany, this task is supported by the application of a bridge management system (BMS). The existing German BMS contains assessment and optimization procedures on object and network level and is the basis for advancements to meet future demands. Developments concern life cycle and quality-oriented, holistically optimized procedures. Reasonable infrastructure management will contribute to meeting efficiency and sustainability objectives and to achieving interoperability. Here holistic network infrastructure management methods are required. There is a strong need for management solutions during the whole service life of a structure. The definition of criteria for evaluation of the relevance of failure mechanisms, including acceptance thresholds, requires the availability of relevant data for management procedure. Tools for innovative investigation methods and an effective data management will help in meeting the requirements. Relevant fields of research are improved maintenance strategies to meet future demands concerning heavy goods traffic, application and further development of nondestructive testing methods for efficient and sustainable management structures, and the improvement of analytic management tools to meet future demands.
The Federal Highway Network of Germany represents considerable fixed assets. Construction and maintenance activities not only require a high budget, but also influence the traffic infrastructure and, thus, the economy and society as a whole. The present safety of the network has to be ensured under consideration of environmental aspects. At the same time the network owner has to make sure that the civil works are carried out in the most efficient way. Considering the fact that financial resources are restricted, the costs have to be spent in a way to obtain the greatest possible benefit. This task is supported by the application of a comprehensive Asset Management, which is subdivided into operational and controlling tasks respectively. The paper describes the current management procedures.
Cycling supports the independence and health of the aging population. However, elderly cyclists have an increased injury risk. The majority of injured cyclists is victim of a single-sided accident, an accident in which there is no other party involved. The aim of the project "Safe and Aware on the bicycle" is to develop guidelines for an advisory system that is useful in preventing single-sided accidents. This system is able to support the elderly cyclist; enabling the cyclist to timely adapt his cycling behaviour and improve cycling safety and comfort. For the development of such advisory system the causes of singles accidents and the wishes of the elderly cyclist must be known. First step to obtain this insight was a literature survey and an GIDAS research. Unfortunately accidentology research with GIDAS did not give the full understanding of the pre-crash situations and (especially the behaviour related) factors leading to the accident. The second step was consultation of elderly cyclist through a questionnaire (n=800), in-depth interviews (n=12) and focus group sessions (n=15). This offered complementary information and a much better understanding of the behavioural aspects. Results concern the behaviour in traffic and identify specific physical (i.e. problems looking backwards over the shoulder) and mental issues. Furthermore, the needs and wishes for support in specific cycling situations were identified. In conclusion; The GIDAS results together with the information obtained contacting the elderly cyclists enabled setting up requirements for an advisory system, which is useful in preventing single-sided accidents.
The number of injured car occupants decreases constantly. Nevertheless, they account for nearly 50% of all fatalities and about 44% of all seriously injured persons in German traffic accidents. Further reductions of casualties require multiple efforts in all parts of traffic safety. In this paper a detailed analysis of the important pre-hospital rescue phase was done. The basis for future improvements is the knowledge about injury causation of car occupants in combination with other corresponding influence factors. For that reason more than 1.200 severe (AIS3+) injuries of frontal car occupants were analyzed. For the most relevant injuries of car occupants multivariate analysis models were created to predict the probability of these injuries in a real crash scenario. In addition to the collision severity different influence factors like impact direction, seat belt usage, age of the occupant, and gender were analyzed. Furthermore, the models were checked regarding the goodness of fit and all results all results were checked concerning their robustness. The prediction models were created on the basis of 5.000 car accidents. Afterwards, the models were validated using 4.000 different car accidents. The prediction of the probability of severe injuries could be used for different applications in the field of traffic safety. One possibility is the implementation of the models in a tool for the on-the-spot diagnosis. The background for the development of such applications is the fact, that there are only limited diagnostic possibilities available at the accident scene. Nevertheless, the rescue forces have to make essential decisions like the alerting of the necessary medical experts, appropriate treatment, the type of transportation and the choice of an adequate hospital. These decisions quite often decide between life and death or influence the long-term effects of injured persons. At this point, indications of expectable injuries could help enormously. To enable even persons with limited technical knowledge to use the tool, a procedure was developed that facilitates the assumption of the given crash severity. Another important possibility for the application of the prediction models is the use for the qualification of information sent by e-call systems.
This study analyses no.39 cases in which n.41 motorcyclists were fatally injured, or 36% of total motorcycle fatalities in Northern Ireland between 2004 and 2010 (n.114). There were n.17 cases (43.6%) where the actions of another vehicle driver caused the collision, in thirteen of these cases the motorcycles had their lights switched on. The remaining n.22 collisions (56.4%) were due to the actions of the motorcyclist. In the approach to the collision scene, there were n.13 cases (31.7%) in which the approach was a right hand bend and in n.8 (19.5%) cases, the approach was a left hand bend. In the remaining n.18 (43.9%) cases, the approach was a straight road. Of the n.17 (41.4%) motorcycles that slid after falling, n.10 (24.4%) fell onto their right side and the remaining n.7 (17.1%) fell onto their left side. The information from this study identifies primary and contributory causes of motorcycle collisions.
Data concerning accidents involving personal injury which have been collected in the context of in-depth investigations on scene in the Hannover area since 1973 and in the Dresden area since 1999 represent an important basis for empirical traffic safety research. At national and international level various analyses and comparisons are carried out on the basis of "in-depth data" from the above mentioned investigations. In-depth data play a decisive role e.g. within the validation of EuroNCAP results on secondary safety (crashworthiness) of individual passenger car models. Thus, statistically sound methods of data analysis and population parameter estimation are of high importance. Since the 1st of August 1984 the "in-depth investigations on scene" in the Hannover area have been carried out according to a sampling plan developed by HAUTZINGER in the context of a research project on behalf of BASt. In the meantime a second region of in-depth investigation on scene was added with surveys in Dresden and the surrounding area. Internationally, the acronym GIDAS (German In-Depth Accident Study) is commonly used for the two above mentioned surveys. The objective of a current research project (topic of this contribution) is, among other things, to examine and adjust the previous weighting and expansion method for the two regional accident investigations to the current general conditions.
Road transport networks are of major importance for the economy and equally for the mobility of the citizens in the European countries. In order to improve the protection of transport infrastructures and the robustness of the European road network research projects are currently in process on national and European level. A main focus of these investigations is to analyze the specific vulnerabilities of bridges and tunnels concerning structural, operational and organizational aspects and to identify critical objects. But also infrastructures, which are critical due to their location and function in a road network, must be identified. For this the resulting regional and supra-regional impacts due to the failure of certain infrastructures have to be investigated on network level. In order to increase the security of road transport infrastructures and whole road networks the most effective security measures have to be determined. This paper gives an overview about the content and first results of current European and German research projects on road transport security.
Rollovers continue to be a major source of heavy truck fatalities when compared to other accident modes. Real world rollover accidents are analyzed and two distinct damage patterns are identified. Damage to heavy truck roofs can occur from lateral loading that transitions to vertical roof loading as the vehicle rolls onto its side and then over onto its roof. A second load path can occur when the vehicle has rolled onto its side and furrows into the ground generating large longitudinal friction forces between the roof and ground. A review of the previous literature and various test methodologies are presented. A sled impact test methodology is presented which allows for structural assessment of a heavy truck cab's crashworthiness in both of these loading environments. Two test series are presented using the sled impact test methodology in order to analyze real world truck rollovers using varying impact platen and contact angles. The structural deformation and failure patterns were found to be consistent with damage seen in real world accident vehicles. In each case, a second equivalent truck cab was then reinforced and tested under similar conditions to evaluate the energy management and crush resistance of a stronger cab structure. These structural reinforcements demonstrated a substantial reduction in roof crush and protected the survival space of the occupant compartment. The sled impact test procedure is an effective method for testing the structural performance of a heavy truck cab in a variety of loading scenarios comparable to real world accidents and ascertaining the load and energy load levels in these accident modes.
In most of developed countries, the progress made in passive safety during the last three decades allowed to drastically reduce the number of killed and severely injured especially for occupants of passenger cars. This reduction is mainly observed for frontal impacts for which the AIS3+ injuries has been reduced about 52% for drivers and 38% for front passengers. The stiffening of the cars' structure coupled with the generalization of airbags and the improvement of the seatbelt restraint (load limiter, pretension, etc.) allowed to protect vital body regions such as head, neck and thorax. However, the abdomen did not take advantage with so much success of this progress. The objective of this study is to draw up an inventory on the abdominal injuries of the belted car occupants involved in frontal impact, to present adapted counter-measures and to assess their potential effectiveness. In the first part the stakes corresponding to the abdominal injuries will be defined according to types of impact, seat location, occupants' age and type of injured organs. Then, we shall focus on the abdominal injury risk curves for adults involved in frontal impact and on the comparisons of the average risks according to the seat location. In the second part we will list counter-measures and we shall calculate their effectiveness. The method of case control will be used in order to estimate odds ratio, comparing two samples, given by occupants having or not having the studied safety system. For this study, two type of data sources are used: national road injured accident census and retrospective in-depth accident data collection. Abdominal injuries are mainly observed in frontal impact (52%). Fatal or severe abdominal occupant- injuries are observed at least in 27% of cases, ranking this body region as the most injured just after the thorax (51%). In spite of a twice lower occupation rate in the back seats compared to the front seats, the number of persons sustaining abdominal injuries at the rear place is higher than in the front place. In recent cars, the risk of having a serious or fatal abdominal injury in a frontal impact is 1.6% for the driver, 3.6% for the front passenger and 6.3% for the rear occupants. The most frequently hurt organs are the small intestine (17%), the spleen (16%) and the liver (13%). The most common countermeasures have a good efficiency in the reduction of the abdominal injuries for the adults: the stiffness of the structure of the seats allows decreasing the abdominal injury risk from 54% (driver) to 60% (front occupant), the seatbelt pretensioners decrease also this risk from 90% (driver) to 83% (front passenger).

Bankette dienen im Wesentlichen der Verkehrssicherheit und dem Schadstoffrückhalt. Sie müssen dauerhaft standfest sein, damit abkommende Fahrzeuge, insbesondere schwere Lkw, nicht einsinken und verunfallen. Zum Grundwasserschutz müssen sie aber auch die Schadstoffe aus dem Straßenabfluss, der im Bankett versickert, zurückhalten. Der Schadstoffrückhalt im Bankett erfolgt vorwiegend durch mechanische Filtration. Diese wird vor allem durch die sandigen und schluffigen Kornfraktionen im Bankettmaterial bewirkt. Ist ihr Anteil aber zu hoch, nehmen die Standfestigkeit und die Tragfähigkeit ab. Es gilt, diese gegenläufigen Anforderungen an die Zusammensetzung von Bankettmaterial zu optimieren. Die Untersuchungsansätze und erste Ergebnisse der dazu beauftragten Forschung werden im Beitrag vorgestellt. Mit den Feinpartikeln aus dem Straßenabfluss und der Vegetation "wachsen" Bankette im Laufe der Jahre auf. Damit der Straßenabfluss nicht behindert wird und Aquaplaning auftritt, müssen Bankette regelmäßig geschält werden. Das bei dieser Reprofilierung anfallende Bankettschälgut ist grundsätzlich als Abfall einzustufen. Die dadurch bedingten Einschränkungen bei der Verwendung oder Verwertung sind in der "Richtlinie zum Umgang mit Bankettschälgut" beschrieben. Die dort aufgezeigten Möglichkeiten werden vorgestellt. Wenn das Bankettschälgut nicht innerhalb des Straßenbauwerks verbleiben kann, sollte es im Sinne der Ressourcenschonung verwertet werden. Bankettschälgut besteht zu circa 90 Masse-Prozent aus mineralischen Bestandteilen, die wieder für Bauzwecke genutzt werden können, wenn es durch eine geeignete Aufbereitung gelingt, die überwiegend pflanzlichen Anteile (Mähgutreste und Wurzeln) deutlich zu reduzieren. Aus einer Forschungsarbeit zu Kosten und Nutzen der Aufbereitung von Bankettschälgut werden der derzeitige Stand dargestellt und Perspektiven für eine werterhaltende Nutzung von Bankettschälgut aufgezeigt.
This study investigates the protection offered by passive head-restraints with different stiffness and energy dissipation properties. For this purpose, computational multi-body models of a generic car seat and a biofidelic 50thpercentile male human for rear impact are used to study different seat designs and passive head-restraints. The validated seat-occupant model is also used in the design of two different car-seat models which are shown to effectively mitigate whiplash by utilising a crash-energy distribution technique. Five different passive head-restraints with varying stiffness (low-medium-high) and energy dissipation percentages (low-high) are successively attached to four different car-seat models. The simulation results indicate that the protection offered by head restraints is strongly dependent on the seat design. It has also been shown that the stiffness of the passive head-restraint has much more influence on whiplash-risk in comparison to its energy dissipation capacity.
Die Infrastruktur und hierbei vor allen die Straßen, stellen eine grundlegende Voraussetzung zur wirtschaftlichen Entwicklung eines Landes dar. Dieses bedeutet einerseits eine Notwendigkeit der Anpassung an zunehmenden Verkehr durch Um- und Ausbauten des Straßennetzes. Andererseits bestehen viele Netze, vor allem in den Industrienationen, schon eine geraume Zeit und sind somit dem Verkehr und weiteren äußeren Einflüssen ausgesetzt. Dieses führt dazu, dass da Thema "Erhaltung der Infrastruktur" verstärkt in das Bewusstsein der handelnden Personen und Organisationen gelangen muss. Bei der Erhaltung der Straßeninfrastruktur sind neben technischen auch rechtliche Aspekte von erheblicher Bedeutung. Die Planung, der Bau und die Unterhaltung von Straßen mit allen zugehörigen Straßenbestandteilen werden aus öffentlichen Mitteln finanziert. Somit sind hierbei die Grundsätze der Wirtschaftlichkeit und Sparsamkeit zu beachten. Hierfür kann die Bauwerksprüfung wichtige Informationen zu Konstruktion, Schäden und Schadensveränderungen liefern. Daneben gibt es aber auch die sogenannte allgemeine Verkehrssicherungspflicht. D.h. dass derjenige, der eine Gefahrenquelle schafft oder unterhält, die Pflicht hat, die notwendigen und zumutbaren Vorkehrungen zu treffen um Schäden anderer zu verhindern. Vor diesem Hintergrund und da die DIN 1076 für ihren Bereich als allgemein anerkannte Regel der Technik angesehen werden kann, ist diese Norm auch für diejenigen Bauträger als verbindlich anzusehen, die diese nicht explizit eingeführt haben.
The proportion of older road users is increasing because of demographic change (in the group 65+ from current 18% to about 24% by 2030). The mobility needs of people 65+ often differ from those of younger people. Seniors (65+) are already more involved in fatal accidents than younger road users. According to the age development, the senior share of road deaths in the EU of today is increasing nearly one-fifth to one-third. From the in-depth analysis of accidents generic simulation models were developed. Attention has been paid both to psycho-physical characteristics as well as on the social and physical environment and their specifics in conjunction with seniors. By simulating the defined scenarios and varying the defined relevant parameters, accident influencing factors were examined as a basis for avoidance. In addition, the parameters were varied to show the influence from the vehicle, the pedestrian and the infrastructure to avoid the accident or to characterize the conditions for which the accident is inevitable.
Nowadays human-created systems are increasing in complexity due to the interaction of humans and technology. Especially road traffic systems are composed of multitudinous resources (e.g. personnel, vehicles, organizations, etc.), which make it even harder to anticipate the positive and negative effects on safety. One key in achieving a significant reduction of fatalities is seen in driver assistant systems counterbalancing the lack of drivers' capabilities. But the actual outcome of implementing these sophisticated technologies especially on influencing driver's capabilities are yet unknown. Latest research exemplifies an increase of reaction times of drivers in case of dysfunctional driver assistant systems. This research paper applies STAMP/STPA (STAMP = systems-theoretic accident model and processes; STPA = systems-theoretic process analysis) to the German automobile traffic system focusing on the effects of driver assistant systems on drivers. By doing so, the potential hazards caused by technology can be identified.

The road performance is strongly influenced by climatic conditions. Winter conditions have massive impact on traffic security but also pavement lifetime decreases as an effect of temperature variation during wintertime and summertime. Heating and cooling of a pavement is a possibility to work against these impacts. To discuss the boundary conditions for an efficient construction and operation of a tempered road system a feasibility study has been made. The study shows the feasibility and identifies thermal energy buffering as a main challenge. When thinking of a fully regenerative operation of a large tempered road system (e.g. 20.000 m-²) the storage volume has to be too large for an economic and structurally engineered satisfactory solution. However, the location dependent usage of natural geothermal storage possibilities and as well smart alignment and construction promises a feasibility realization.
When assessing the consequences of accidents normally the injury severity and the damage costs are considered. The injury severity is either expressed within the police categories (slight injury, severe injury or fatal injury) or the AIS code that rates the fatality risk of a given injury. Both injury metrics are assessing the consequences of the accident directly after the accident. However, not all consequences of accidents are visible directly after the accident and the duration of the consequences are different. Besides a physiological reduction of functionality social and psychological implications such as reduced mobility options, problems to continue the original job etc. are happening. In order to assess long term consequences of accidents the MHH Accident Research Unit established a brief questionnaire that is distributed to accident involved people of the Hannover subset of the GIDAS data set approx. one year after the accident beginning with the accident year 2013. The basic idea of using a brief questionnaire (in fact only one page) is to obtain a relatively large return rate because the questionnaire appears to be simple and quickly answered. This appears to be important because it is believed that the majority of accident involved people will not report long term consequences. In order to allow a more detailed survey amongst those responders that are reporting long term consequences they are asked for a written consent for the additional questionnaire that will be distributed at a time that is not yet defined. Long term consequences are reported for all addressed areas, medical, physiological, psychological and sociological by people without injuries, with minor injuries and with severe injuries.
The share of high-tensile steel in car bodies has increased over the last years. While occupant safety has generally benefited from this measure, there is a potential risk that, as a result, rescue time may increase considerably. In more than 60% of all car occupant fatalities a technical rescue has been necessary. These are in particular those cases where occupants die immediately at the accident scene. Therefore, in these cases "rescue time" is a very sensitive parameter. In addition to the general analysis of the need of technical rescue and the actual rescue time depending on model years, the injury pattern of occupants requiring technical rescue will be analysed to provide advice for rescue teams. Furthermore, a detailed analysis of rescue measures for the most popular car models depending on the safety cell design is given.
Since a number of human models have been developed it appears sensible to use these models also in the accident analysis. Especially the understanding of injury mechanisms and probably even injury risk curves can be significantly improved when interesting accidents are reconstructed using human body models. However, an important limitation for utilising human models for accident reconstruction is the effort needed to develop detailed FE models of the accident partners or to prepare the human model reconstruction by running physical accident reconstructions. The proposed approach for using human models for accident reconstruction is to use simplified and parametric car models. These models can be adapted to the crash opponents in a fast and cost effective way. Although, accuracy is less compared to detailed FE models, the relevant change in velocity can be simulated well, indicating that the computation of a detailed crash pulse is not needed. Two frontal impact test accidents that were reconstructed experimentally and using the parametric car models are indicating sufficient correlation of the adapted parametric car models with the full scale crash reconstructions. However, further developments of the parametric models to be capable for the use in lateral impacts and rear impacts are needed. For the PC Crash simulation runs the output sampling rate is too large to allow sufficient analysis. In addition the performance appears to be too general.
Rural roads (highways) in Germany have to provide both high road safety and an appropriate level of service in accordance with their function in the road network. Single carriageway rural roads often underperform these expectations. An analysis of severe accidents on rural roads found two main contributing factors. First, high or inappropriate speed leads to accidents caused by the loss of control of the vehicle. Second, unsafe passing manoeuvres related to a misjudgement of sight distance, speed of oncoming vehicles or a misjudgement of the driver vehicle's acceleration capability. On the five roads where unsafe passing manoeuvres were a main contributing factor to accident occurrence, single short passing lanes (600 m to 1.2 km) were built to provide safe passing. On the remaining two-lane sections passing was prohibited by road signs and road marking. This paper investigates the effect of this design change on the accident situation and on traffic flow. The research project is based on a before/after comparison of traffic and accident data. Traffic volume, vehicle types and their velocities as well as the time gaps between the vehicles were recorded at different cross-sections. The result shows a significant improvement in road safety. This improvement was especially noted for severe head-on crashes, which were reduced to almost zero. The analysis of traffic flow on these roads pointed out that the chosen lengths of passing lanes were sufficient for safe passing and thereby reduced the need for dangerous driving behaviour. The recommendations of this research were fundamental for the determination of the design parameters of the second highest design class (EKL 2) in the new German Rural Road Design Guideline (RAL) published in spring 2013.
Within the COST Action TU1101 the working group WG 1 is dealing with acceptance criteria and problems in helmet use while bicycling concerning conspicuity, thermal stress, ventilation deficits and other potential confounding. To analyze the helmet usage practice of bicyclists in Europe a questionnaire was developed in the scope of working group 1 to collect relevant information by means of a field study. The questionnaire consists of some 66 questions covering the fields of personal data of the cyclist, riding und helmet usage habits, information concerning the helmet model and the sensation of the helmet, as well as information on previous bicycle accidents. A second complementary study is conducted to analyze if the use of a bicycle helmet influences the seating geometry and the posture of cyclists when riding a bicycle and if the if the helmet vertically limits the vision. For this purpose cyclists with and without helmets were photographed in real world situations and relevant geometrical values such as the decline of the torso, the head posture of the upper vertical vision limit due to the helmet were established from the photos. The interim results of the field studies which were conducted in Germany by the Hannover Medical School are presented in this study. Some 227 questionnaires were filled out, of which 67 participants had used a helmet and 42 of the 227 participants have had a bicycle accident before. For the analysis of the riding position and posture of the cyclist over 40 pictures of riders with a helmet and over 240 pictures of riders without a helmet were measured concerning the seating geometry to describe the influence of using a bicycle helmet. Some results in summary: From the riders interviewed with the questionnaire only 11% of the city bike riders and 12% of the mountain bike riders always used the helmet, while 38% of the racing bike riders and 88% of the e-bike-riders always used the helmet. The helmet use seems not to change the sensation of safety of cycling compared to the use of a car. The arguments for not wearing a helmet are mostly stated to be the short distance of a trip, high temperatures or carelessness and waste of time. The reasons for using a helmet are stated to be the feeling of safety and being used to using a helmet. Being a role model for others was also stated to be a reason for helmet use. Concerning the sensation of the helmet 9% of the riders reported problems with the field of vision when using a helmet, 57% saw the problem of sweating too much, and 10% reported headaches or other unpleasant symptoms like pressure on the forehead when using the helmet. The analysis of the seating posture from the pictures taken of cyclists revealed that older cyclists generally have a riding position where the handle bar is higher than the seat (0-° to 10-° incline from seat to handlebar), while younger riders had a higher variance (between -10-° decline and 20-° incline). Further, elderly riders and riders with helmets seem to have a more upright position of the upper body when cycling. The vertical vision limit due to the helmet is determined by the front rim of the helmet (mostly the sun shade). Typical values here range from 0-° (horizontal line from the eye to the sun shade) to 75-° upwards, in which elderly riders tend to have a slightly higher vertical vision limit possibly due to the helmet being worn more towards the face.
Although the statistics show a decreasing rate of child injuries and fatalities in German road accidents more efforts can be made to protect children in cars e.g. by developing appropriate child restraint systems. An important part in of this work can be achieved with the help of crash tests using child dummies. However these crash tests cannot completely reflect the situation of real world crashes as factors like children moving out of the optimal position or children incorrectly fastened by their parents are difficult to predict. Therefore this study gives an overview over the current accident and injury situation of child occupants in cars in German road accidents.
In the context of this study, different data sources for accident research were examined regarding their possible data access and evaluated concerning the individual quality and extent of the data. Analyses of accidents require detailed and comprehensive information in particular concerning vehicle damages, injury patterns and descriptions of the accident sequence. The police documentation supplies the basic accident statistics and is amended in the context of the forensic treatment by further information, e.g. by medical and technical appraisals and witness questionings. As a new approach to the data acquisition for the analysis of fatal traffic accidents, the information was made usable which was collected by the police and by the investigations of the public prosecutor. The best strategy for obtaining reliable, extensive and complete data consists of combining the information from these two sources: the very complete, but elementary statistic data of the Niedersächsisches Landesamt für Statistik (Lower Saxony State Authority of Statistics), based on the police documentation as well as the very extensive accident information resulting from the investigation documentation of the public prosecutor after conclusion of the procedure, the so-called Court Records. Of all 715 fatal traffic accidents, which happened in the year 2003 in the German State of Lower Saxony, 238 cases were selected by means of a statistically coincidental selective procedure based on a statistically representative manner (every third accident). These cases cover the investigation documents of the 11 responsible public prosecutor- offices, which were requested and evaluated while preserving the data security. Of the 238 cases 202 cases were available, which were individually coded and stored in a data base using 160 variables. Thus a data base of a sample of representative data for fatal accidents in Lower Saxony was set up. The data base contains extensive information concerning general accident data (35 variables), concerning road and road surface data (30 variables), concerning vehicle-specific data (68 variables) as well as concerning personal and injury data (27 variables).
With an ever rising human life expectancy the share of elderly people in society is constantly rising. This leads to the fact that at the same rate the share of people with age related diseases such as dementia and poor eyesight taking part in traffic will rise and therefore traffic accidents caused by this group of people due to the disease will play an ever greater role. This Situation will be among the future challenges of road safety work. At present this study displays specific characteristics of accidents caused by elderly car drivers (aged 65 or higher) based on the analysis of the German In-Depth Accident Study GIDAS. Herein almost 1000 elderly car drivers were identified as accident participants in the years 2008 to 2011. The focus of this study lies on identifying special types of accidents which are caused by elderly drivers and on characterizing these types with the information gathered on scene and by interviewing the participants. The main evidence analyzed is the knowledge about the accident locality, the trajectories of the participants as well as the reasons for the occurrence of the accidents. Furthermore personal information such as the personal condition before the accident and driving purposes is used to identify patterns of contributing circumstances for accidents caused by elderly traffic participants.
As the official German catalogue of accident causes has difficulty in matching the increasing demands for detailed psychologically relevant accident causation information, a new system, based on a "7 Steps" model, so called ACASS, for analyzing and collecting causation factors of traffic accidents, was implemented in GIDAS in the year 2008. A hierarchical system was developed, which describes the human causation factors in a chronological sequence (from the perception to concrete action errors), considering the logical sequence of basic human functions when reacting to a request for reaction. With the help of this system the human errors of accident participants can be adequately described, as the causes of each range of basic human functions may be divided into their characteristics (influence criteria) and further into specific indicators of these characteristics (e.g. distraction from inside the vehicle as a characteristic of an observation-error and the operation of devices as an indication for distraction from inside the vehicle. The causation factors accordingly classified can be recorded in an economic way as a number is assigned to each basic function, to each characteristic of that basic function and to each indicator of that characteristic. Thus each causation factor can be explicitly described by means of a code of numbers. In a similar way the causation factors based on the technology of the vehicle and the driving environment, which are also subdivided in an equally hierarchical system, can be tagged with a code. Since the causes of traffic accidents can consist of a variety of factors from different ranges and categories, it is possible to tag each accident participant with several causation factors. This also opens the possibility to not only assign causation factors to the accident causer in the sense of the law, but also to other participants involved in the accident, who may have contributed to the development of the accident. The hierarchical layout of the system and the collection of the causation factors with numerical codes allow for the possibility to code information on accident causes even if the causation factor is not known to its full extent or in full detail, given the possibility to code only those cause factors, which are known. Derived from the systematic of the analysis of human accident causes ("7 steps") and from the practical experiences of on-scene interviews of accident participants, a system was set in place, which offers the possibility to extensively record not only human causation factors in a structured form. Furthermore, the analysis of the human causation factors in such a structured way provides a tool, especially for on-scene accident investigations, to conduct the interview of accident participants effectively and in a structured way.
Driver distraction

This report for the Institute of Advanced Motorists (IAM) summarises recent research and knowledge from scientific studies about distracted driving. The report defines what it means to be "distracted" when driving, discusses the impact of distraction on driver behaviour and safety, and what can be done to reduce distracted driving. The focus of distraction discussed here relates to how drivers engage with technology when driving. The report begins with a background to driver distraction, followed by discussion about what is actually meant by driver distraction. It is then considered why humans cannot successfully do two things at the same time, particularly within the context of driving. The subsequent section summarises the scientific research findings to date with regard to driver distraction and technology, and how this affects different types of road user. Recommendations for how driver distraction can be mitigated in the real world and a summary conclude the report. Responses to common questions raised by drivers are presented in Appendix A.
Since 2008, the authors inspected fatal traffic accidents on the spot every year, with the cooperation of Toyota police station in Aichi pref. In the jurisdiction, numbers of fatal accidents were 18 in 2008, 12 in 2009, 14 accidents in 2010, and 16 in 2011. We here report the results of our analysis of information obtained by detailed inspection for those that occurred from 2008 to 2010. We focused on vehicle-to-pedestrian accidents, which accounted for about 45% of all accidents in 2008. Because many accidents occurred on residential roads not far from pedestrians" homes, it was revealed that the decrease of the collision speed by traffic calming such as humps and zone speed management, was highly effective. On the other hand, pedestrian detection technologies seemed to be also effective as a countermeasure on vehicle side. Every pedestrian position against a vehicle was clarified and TTC (Time to Collision) was calculated provisionally. Pedestrian accidents in intersections were also examined. Among the intersection pedestrian accidents within the jurisdiction, compared with the national average in Japan, the ratio of intersections without a signal and the ratio without a pedestrian crossing were high. According to the comparison of the Japanese traffic accident patterns between 2001 and 2008, pedestrian accidents during turning right and turning left did not decrease much. For elderly drivers, these accidents occurred very often. Finally, single vehicle accidents were analysed with the accident pattern analysis methods used above. There were high numbers of single vehicle accidents against object on single roads. Although fatal accidents against guardrails decreased, the numbers of fatal accidents against a utility pole and a sign pole were nearly constant. As for the impact with narrow width objects such as utility poles, the fatality rate was very high, and countermeasures of both road infrastructure and vehicles seem to be effective.
This study aimed at comparing head Wrap Around Distance (WAD) of Vulnerable Road User (VRU) obtained from the German in-depth Accident Database (GIDAS), the China in-depth Accident Database (CIDAS) and the Japanese in-depth Accident Database (ITARDA micro). Cumulative distribution of WAD of pedestrian and cyclist were obtained for each database (AIS2+) showing that WAD of cyclists were larger than the ones of pedestrians. Comparing three regions, the 50%tile WAD of GIDAS was larger than that of both Asian accident databases. Using linear regression that might predict WAD of pedestrians and cyclists from Impact speed and VRU height, WADs were calculated to be 206cm/219cm (Pedestrian/Cyclist) for GIDAS, 170cm/192cm for CIDAS and 211cm/235cm for ITARDA. In addition, this study may be helpful for reconsideration of WAD measurement alignment between accident reconstruction and test procedures.
Verschiedene Maßnahmen zur Verbesserung der Luftqualität in Städten waren bisher bei der Verminderung von Stickoxiden nur bedingt erfolgreich. Interessant ist, ob der Einsatz der Photokatalyse hier weiterhelfen kann. Photokatalytische Anwendungen wurden schon in einigen Pilotstudien untersucht, zum Beispiel an Straßen beziehungsweise Modell-Canyons sowie in Tunneln. Teilweise wurden international sehr positive Ergebnisse erzielt, geichzeitig liegen aus anderen internationalen Projekten Ergebnisse unterhalb der Messgenauigkeit vor. Die vorgestellten Ergebnisse werden anhand verschiedener Variablen betrachtet und die erwartbare Atmosphärenrelevanz diskutiert. Zusammengefasst wird, dass basierend auf bekannten Feldmessungen für die Photokatalyse eine mittlere NOx-Reduktion von nur wenigen Prozent (in Hauptstraßenschluchten) zu erwarten ist. Dieses Potenzial muss mit anderen Maßnahmen verglichen werden (Kosten/Nutzenanalyse). Materialien müssen vor ihrem Einsatz in der Atmosphäre sorgfältig auf ihre Aktivität untersucht werden. Erfüllen die Oberflächen die Voraussetzungen, um als aktiv eingestuft zu werden, ist ihr Einsatz zur Luftreinhaltung klar zu empfehlen.
According to an investigation in March 2008 by the Federal Ministry of Transport, Building and Urban Affairs (BMVBS) about 14,000 truck parking spaces are missing in the near of motorways in Germany. Beside constructional enlargement of rest areas, intelligent traffic systems ought to be used to detect automatically the occupancy rate of rest areas and to provide better demand management and also to achieve an increase of capacity of truck parking spaces. The essay describes the newly developed control procedure "Compact parking", which is currently under development by German Federal Highway Research Institute (BASt). The method achieves that a number of trucks are parking in a compact way, side by side and without a driving lane between them. With the help of dynamic displays above the parking rows, the drivers receive the needful information to park their vehicle in a parking row, in which other trucks have the same or an earlier departure time. This system is able to increase the rest area capacity in short-term, more quickly than constructional enlargement of rest areas.
The practicability and feasibility of using alcohol ignition interlock devices has been discussed for more than 15 years in Germany. Thereby, judicial issues have been treated conversely. Consensus exists about the fact that the voluntary use of alcohol ignition interlocks is in all areas of possible use recommendable. Great reservation is shown concerning the operation of the devices for DUI (Driving Under Influence) offenders. Main doubts regard the missing legal base for application in such cases and potential circumvention attempts while the need of supportive psychological measures is unquestioned. In 2011, the Ministry of Transport, Building and Urban Affairs entered this topic in its newly released traffic safety programme as a matter of future research. Almost in parallel, the Federal Highway Research Institute (BASt) launched an alcohol ignition interlock project for DUI offenders. The study at hand aimed at developing a comprehensive programme concept for the use of alcohol ignition interlocks as additional measure to psychological rehabilitation for DUI offenders. Expert surveys serve as input for the establishment of a widely accepted innovative concept for nationwide implementation. By means of a pilot trial, the added value of using a combination of structural (alcohol interlock) and individual (psychological measure) intervention for DUI offenders to the existing countermeasure system should be studied. In addition, selection criteria for DUI offenders eligible for future programme participation should be defined. The majority of the experts evaluate the introduction of alcohol ignition interlocks as a good option to enhance traffic safety. The possibility of early psychological rehabilitation is emphasized in the process. Those who do not approve alcohol ignition interlock usage estimate the amount of offenders eligible for such programmes too small. The survey also revealed that legal regulations for issuing an alcohol interlock restricted licence to DUI offenders is missing. Hence, a possible amendment to the German Driving Licencing Regulation was developed within the project. Consultations with the Ministry of Transport, Building and Urban Affairs and the Ministry of Justice disclosed the need for a change of the road traffic law before an amendment to the existing regulations may be put into force. At least, the person responsible in the Ministry of Justice developed a proposal for the law section that needs revision. All in all, it became clear within the process of the project that a field trial in Germany is still a distant vision. Nevertheless, all institutions involved are motivated to deal with the matter further on in order to pave the way for a soon start of the pilot trial.
In Germany, courses for the restoration of the fitness to drive after licence revocation are provided for different offender groups (alcohol, drug and demerit point offenders). Providers of these courses are by law required to prove the effectiveness of the applied course programs. For the evaluation of effectiveness, the Federal Highway Research Institute (BASt) established specific "Reference Values" in 2002. The objective of the study at hand was to collect valid data in order to renew the old-established Reference Values from 2002. Additionally, data collection aimed at initializing Reference Values for drug offender programs. Over 66,000 drivers were analysed regarding their traffic probation in the three years after licence reinstatement. Offenders were assigned to an offender group (alcohol, drugs and demerit point offenders) based on the reason for prior licence revocation. Different indicators were used as criteria for re-offending: new alcohol or drug records, culpable accident involvement and repeated licence revocation. For each of the offender groups, frequency distributions regarding these indicators were calculated. Frequencies of recidivism are highest for the group of demerit point offenders. Compared to the Reference Values of this group from 2002, frequencies of re-offending increased. Conversely, re-offence frequencies of alcohol offenders are halved compared to the data from 2001. The analysis of the re-offence frequencies of drug offenders reveals an equal amount of re-offenders as in the alcohol offender group. The collected data serve as a good base for renewal of the old-established Reference Values and may be applicable as comparative data for future evaluations The results reveal significant differences between recent data and earlier studies. These may occur due to improvements of the applied programmes, but also due to situational changes, e.g. increased enforcement levels and expansion of the catalogue of offenses which lead to demerit points.
