The presentation deals with the simulation tool rateEFFECT which intends to answer the following questions: Which active safety systems should be developed to maximize safety benefit in real traffic accidents? What is the effectiveness of a specific active safety system in the real world? How many casualties could be avoided by such a system? It is shown that a lot of information is required to simulate existing accidents in order to estimate ADAS effects. This particularly includes numerical values for the pre-crash and in-crash phase. The database GIDAS provides a required minimum number of these parameters for a statistically significant sample.
Introduction: The incidence of trauma-related cervical-spine fractures is 19-88 / 100.000. In contrast, the incidence of cervical spine injuries is as high as 19% - 51% of all spinal trauma. Cervical spine injuries in non-polytrauma patients are rare. However, due to the potential damage to the spinal cord these traumata are feared and mustn't be missed. Cervical spine injuries represent the highest reported early mortality rate of all spinal trauma. The rate of functional impairment afterwards is high and the rate of reintegration into work is low compared to other organ systems. In the past, trauma surgeons often did x-rays of the cervical spine with low inhibition threshold and often without strong clinical suggestion for vertebral or discoligamental injuries. This practice was queried by the Canadian C-Spine rule and extensively discussed in the past. Therefore we did a retrospective study whether non-polytrauma patients benefit from cervical spine x-rays.
Accident research 2.0: New methods for representative evaluation of integral safety in traffic

BMW has developed a procedure for rating Advanced Driver Assistance Systems (ADAS) benefits that integrates two distinct tools. The tool "S.A.F.E.R." is designed to analyze the pre-crash phase. The aim of S.A.F.E.R. is to simulate all relevant processes in sufficient detail to obtain reproducible estimates of key indicators (effectiveness, false positives, etc.). The relevant processes include not only traffic and vehicle dynamics, but also environmental and most importantly human factors. Representative distributions of factors and parameters are obtained by taking the stochastic variation of all relevant parameters into account in the simulations. The second tool, known as "ICOS", has been designed to provide a high-resolution, high-fidelity description of crash phase dynamics. If one converts the outputs of stochastic simulation into inputs for crash dynamics, the result is a comprehensive description of exactly how a safety system can reduce injuries. Applications currently focus on high-fidelity simulation of individual crashes in order to enhance our understanding and optimization of connected safety systems. An integrated simulation process thus allows an exact prediction of the effectiveness in individual cases in terms of injury severity. The development and rating of integral safety need to reflect the true efficiency in the field. The integrated approach described here could provide a valid and reproducible basis for rating connected systems of active and passive safety. In particular, "virtual experiments" using a traffic-based approach and incorporating models of all relevant processes constitute an essential element of the approach.
Im Rahmen des zweitägigen Kolloquiums "Luftqualität an Straßen 2013" wurden aktuelle Forschungsaktivitäten und Maßnahmen auf dem Gebiet der Luftreinhaltung im Einflussbereich von Straßenbau und Straßenverkehr vorgestellt. Der Tagungsband gibt 14 Fachvorträge und die 4 Beiträge der Posterausstellung wieder.
Nowadays human-created systems are increasing in complexity due to the interaction of humans and technology. Especially road traffic systems are composed of multitudinous resources (e.g. personnel, vehicles, organizations, etc.), which make it even harder to anticipate the positive and negative effects on safety. One key in achieving a significant reduction of fatalities is seen in driver assistant systems counterbalancing the lack of drivers' capabilities. But the actual outcome of implementing these sophisticated technologies especially on influencing driver's capabilities are yet unknown. Latest research exemplifies an increase of reaction times of drivers in case of dysfunctional driver assistant systems. This research paper applies STAMP/STPA (STAMP = systems-theoretic accident model and processes; STPA = systems-theoretic process analysis) to the German automobile traffic system focusing on the effects of driver assistant systems on drivers. By doing so, the potential hazards caused by technology can be identified.
It is very important for Automotive OEMs to get feedback on their product performance on real roads for continuous improvement. Every OEM has a way of collecting this feedback for various performance parameters. Systematic accident research is a way to generate the information related to safety performance of the vehicle. In India, while there is a large amount of data related to the accidents, it is found this data is aimed at understanding the gross statistics and not directly useful for technology development. This paper explains learnings from a pilot study carried out in collaboration with an Emergency Medical Services provider on one of the expressways (motorways). This pilot study has resulted in development of working model that could now be scaled up at for wider application. The paper also presents some of the important observations based on the data collected.
The number of injured car occupants decreases constantly. Nevertheless, they account for nearly 50% of all fatalities and about 44% of all seriously injured persons in German traffic accidents. Further reductions of casualties require multiple efforts in all parts of traffic safety. In this paper a detailed analysis of the important pre-hospital rescue phase was done. The basis for future improvements is the knowledge about injury causation of car occupants in combination with other corresponding influence factors. For that reason more than 1.200 severe (AIS3+) injuries of frontal car occupants were analyzed. For the most relevant injuries of car occupants multivariate analysis models were created to predict the probability of these injuries in a real crash scenario. In addition to the collision severity different influence factors like impact direction, seat belt usage, age of the occupant, and gender were analyzed. Furthermore, the models were checked regarding the goodness of fit and all results all results were checked concerning their robustness. The prediction models were created on the basis of 5.000 car accidents. Afterwards, the models were validated using 4.000 different car accidents. The prediction of the probability of severe injuries could be used for different applications in the field of traffic safety. One possibility is the implementation of the models in a tool for the on-the-spot diagnosis. The background for the development of such applications is the fact, that there are only limited diagnostic possibilities available at the accident scene. Nevertheless, the rescue forces have to make essential decisions like the alerting of the necessary medical experts, appropriate treatment, the type of transportation and the choice of an adequate hospital. These decisions quite often decide between life and death or influence the long-term effects of injured persons. At this point, indications of expectable injuries could help enormously. To enable even persons with limited technical knowledge to use the tool, a procedure was developed that facilitates the assumption of the given crash severity. Another important possibility for the application of the prediction models is the use for the qualification of information sent by e-call systems.
Introduction: Spine injuries pose a considerable risk to life and quality of life. The total number of road deaths in developed countries has markedly decreased, e.g. in Germany from over 20000 in 1970 to less than 4000 in 2010, but little is known how this is reflected in the burden of spine fractures of motor vehicle users. In this study, we aimed to show the actual incidence of spine injuries among drivers and front passengers and elucidate possible dependencies between crash mechanisms and types of injuries.
Beside numerous information about vehicles injuries and environmental data the GIDAS database contains detailed reconstruction data. This data is calculated by a reconstruction engineer who handles about 1000 accidents per year. The spectrum of one reconstruction ranges from simple crossing accidents to complex run-off accidents with rollover events. Especially for complex accident scenarios there is a large effort to design the environment of the accident scene within PC-Crash ®. To reduce the reconstruction time by maintaining the high quality of reconstruction 3D-geodata can be useful. Geodata is available for nearly every area in Germany and can be used for a fast and detailed creation of complex accident environments. In combination with the accident sketch areal images of the accident scene can be created and the participants are implemented in the new-built 3D-reconstruction environment. As a consequence, the characteristics of the terrain can be considered within the reconstruction which is especially important for run-off accidents.
MANSSEN diskutiert das Generalthema des Forschungsseminars, ob sich "das straßenrechtliche Nutzungsregime" tatsächlich im Umbruch befindet und diagnostiziert eine Gewichtsverschiebung vom Straßenrecht hin zum Straßenverkehrsrecht. Das klassische Straßenrecht habe immer weniger zur Weiterentwicklung des Straßenwesens beizutragen. In diesem Zusammenhang behandelt er auch neue Verkehrskonzepte wie "Simply City" und "Shared Space". SIEGELs Beitrag über Grundrechtsgebrauch auf öffentlichen Straßen verdeutlicht anhand aktueller Beispiele die praktische Bedeutung des Straßenrechts bei der Verwirklichung von Grundrechten. Nach seiner Einschätzung verfügt das Straßenrecht insoweit nach wie vor ein adäquates Steuerungspotenzial. Etwaige Lücken könnten durch das Straßenverkehrsrecht, vor allem aber durch eine ergänzende Heranziehung des Polizeirechts geschlossen werden. Der Beitrag von ENDERLE über "Grenzüberschreitende Infrastrukturen " Planungs- und naturschutzrechtliche Besonderheiten" bezieht sein Anschauungsmaterial von dem Projekt der Fehmarnbelt-Querung. Als typische Abstimmungsprobleme bei der Planung und Genehmigung grenzüberschreitender Projekte behandelt sie namentlich die Frage der Linienbestimmung sowie grenzüberschreitende Verträglichkeitsprüfungen für FFH- und Vogelschutzgebiete. Der abschließende Beitrag von DURNER "Das Netzausbaubeschleunigungsgesetz 2011" stellt dar, dass die in diesem Gesetz geschaffene neue "Fachplanung" des Bundes teils Elemente des Raumordnungsverfahrens, teilweise jedoch auch solche der straßenrechtlichen Linienbestimmung und der standortbezogenen Raumordnungsziele aufweist. Letztlich folgt die Bundesfachplanung im Hinblick auf die Bindungswirkung im Wesentlichen dem Modell des -§ 4 ROG. Das Modell des NABEG mag für den Netzausbau sachgerecht sein, erscheint jedoch im sonstigen Infrastrukturbereich unrealistisch.
Rollovers continue to be a major source of heavy truck fatalities when compared to other accident modes. Real world rollover accidents are analyzed and two distinct damage patterns are identified. Damage to heavy truck roofs can occur from lateral loading that transitions to vertical roof loading as the vehicle rolls onto its side and then over onto its roof. A second load path can occur when the vehicle has rolled onto its side and furrows into the ground generating large longitudinal friction forces between the roof and ground. A review of the previous literature and various test methodologies are presented. A sled impact test methodology is presented which allows for structural assessment of a heavy truck cab's crashworthiness in both of these loading environments. Two test series are presented using the sled impact test methodology in order to analyze real world truck rollovers using varying impact platen and contact angles. The structural deformation and failure patterns were found to be consistent with damage seen in real world accident vehicles. In each case, a second equivalent truck cab was then reinforced and tested under similar conditions to evaluate the energy management and crush resistance of a stronger cab structure. These structural reinforcements demonstrated a substantial reduction in roof crush and protected the survival space of the occupant compartment. The sled impact test procedure is an effective method for testing the structural performance of a heavy truck cab in a variety of loading scenarios comparable to real world accidents and ascertaining the load and energy load levels in these accident modes.
Regarding to the German road traffic licensing regulations it is mandatory to have a light system using a bicycle in public traffic. All attached components must be approved. The admission requires additional restrictions such as a dynamo as energy source with a nominal voltage of 6 V. Batteries are only allowed in addition to this. To adopt the German bicycle regulation to the state of art of an energy efficient lighting, additional power sources such as a battery respectively rechargeable batterie should be evaluated. The project will propose amendments for German Road Traffic Regulations and technical requirements.
Supervision of the safety performance in public transport is one of the main tasks of the Federal Office of Transport (FOT) in Switzerland. Recently a three level system of safety indicators has been defined to cover all means of Swiss public transport. The safety indicators are fed by the FOT incident database since the year 2000. In cooperation with the Institute for Traffic Safety and Automation Engineering (iVA) at TU Braunschweig, Germany, FOT is developing a suitable methodology for the definition and evaluation of the safety targets in Swiss public transport. The methodology is applied for evaluation of safety indicators on a country level and for single transport companies. In a new approach the abovementioned methodology is applied to car incident data to develop an indicator based cross-modal safety measure.
A concept for Safe-Driving-Trainings with a focus on risky behavior and safety related attitudes has been evaluated. 519 participants have been tested before and after the training by means of a questionnaire with the topics: technical driving competence, awareness of risks, and propensity for anticipation. A control group (131 subjects) was used to check for the possibility of response artifacts. Three months later, 92 members of the treatment group and 25 members of the control group have been tested again. The results show significant positive changes in driving competence, risk awareness, and safety related attitudes, especially anticipation, due to the training. Compared to the control group the participants have become more risk aware and they regard of risk avoiding behavior as more important. The results show that this concept for Safe-Driving-Trainings has not only short-term but, more importantly, long-term positive effects on the safety-relevant attitudes and cognitions of young drivers.
To date, the Trauma Registry (TraumaRegister DGU-® contains data of approximately 100.000 severely injured patients, 65% of which suffered from a road traffic crash. Thus, it is the world's largest data base for severely injured patients. The article describes the development of the registry and explains how it was rolled out over Germany using the established structure of the German Trauma Network (TraumaNetzwerk DGU-®). In addition, this article presents three typical use cases from the fields of quality management, policy making and system-wide interventions, clinical research and injury prevention. In conclusion, the TraumaRegister DGU-® is a well-established tool for various purposes related to the control and reduction of the burden of road injury. Its ongoing expansion to other countries will support the goal of international benchmarking of hospitals and trauma systems.
Police records about traffic accidents like used by IRTAD (International Road Traffic and Accident Database) and CARE (Community Road Accident Database) do not represent all road injuries. For instance, road accidents of bicyclists without a counterpart are usually not reported. Furthermore, IRTAD-like data contains hardly any information on injury outcome and accident circumstances. This information gap leads to an under-representation of the safety concerns of the most vulnerable road users like children and the elderly both in accident research and safety promotion. Injury registration for the European Injury Database (IDB), in turn, combines details of accident causation with diagnostic information that can be used to assess injury severity and long term consequences. The IDB is collecting data from hospital emergency department patients and is being implemented in a growing number of countries. In this article IDB results on mode of transport and injury outcome are presented from a sample of nine EU member states.
Automotive interiors have long been a potentially injurious impact area to occupants during accidents, especially in the absence of adequate padding. The U.S. Federal Motor Vehicle Safety Standard (FMVSS) 201, Occupant Protection in Interior Impact, outlines test procedures and performance criteria in order to mitigate potentially injurious head impacts to interior surfaces. FMVSS 201 specifies a finite set of impact locations and applies to passenger vehicles of a specified year range and with a gross vehicle weight rating less than 10,000 lb. In this paper, two head impact test methodologies are presented, a pendulum-test device and a Free Motion Headform (FMH) launching device, which allows for dynamic, repeatable impact evaluation of various vehicle interior surfaces and their impact attenuation abilities. The presented testing includes multiple series that evaluate the effect of differing vehicle upper interior padding on occupant head injury. One study in particular, analyzes a head impact to the side header of a heavy truck (not included in FMVSS 201) during a 90 degree rollover. Additionally, two other series of tests are presented which assess the injury reduction effect of side airbags to near side as well as far side occupants in a side impact scenario. Lastly, a forensic analysis is presented which evaluates two possible head impact locations experienced in a real world accident by analysis of the resulting interior compartment damage utilizing the FMH launching device test method. The data collected and presented includes accelerometer instrumentation and high speed video analysis. These studies demonstrate that adequate padding and airbags are very effective at mitigating head injury potential at impact speeds of 12-25 mph (19-40 kph).
The paper aims to study the injury risk and kinematics of pedestrians involved in different passenger vehicle collisions. Furthermore, the difference of pedestrian kinematics in the accidents involved minivan and sedan was analyzed. The 18 sample cases of passenger car to pedestrian collisions were selected from the database of In-depth Investigation of Vehicle Accident in Changsha of China (IVAC),of which the 12 pedestrian accidents involved in a minivan impact for each case, and the 6 accidents in a sedan impact for each. The selected cases were reconstructed by using mathematical models of pedestrians and accident vehicles in a multi-body dynamic code MADYMO environment. The logistic regression models of the risks for pedestrian AIS 3+ injuries and fatalities were developed in terms of vehicle impact speed by analyzing the minivan-pedestrian and sedan-pedestrian accidents. The difference of pedestrian kinematics was identified by comparing the results from reconstructed pedestrian accidents between the minivans and sedans collisions. The result shows that there is a significant correlation among the impact speed and the severity of pedestrian injuries. The minivan poses greater risk to pedestrian than sedan at the same impact speed. The kinematics of pedestrian was greatly influenced by vehicle front shape.
A biofidelic flexible pedestrian legform impactor (FlexPLI) has been developed from the year 2000 onwards and evaluated by a technical evaluation group (Flex-TEG) of UN-ECE GRSP. A recently established UN-ECE GRSP Informal Group on GTR9 Phase 2 is aiming at introducing the FlexPLI within world-wide regulations on pedestrian safety (Phase 2 of GTR No. 9 as well as the new UN regulation 127 on pedestrian safety) as a test tool for the assessment of lower extremity injuries in lateral vehicle-to-pedestrian accidents. Besides, the FlexPLI has already been introduced within JNCAP and is on the Euro NCAP roadmap for 2014. Despite of the biofidelic properties in the knee and tibia sections, several open issues related to the FlexPLI, like the estimation of the cost benefit, the feasibility of vehicle compliance with the threshold values, the robustness of the impactor and of the test results, the comparability between prototype and production level and the finalization of certification corridors still needed to be solved. Furthermore, discussions with stakeholders about a harmonized lower legform to bumper test area are still going on. This paper describes several studies carried out by the Federal Highway Research Institute (BASt) regarding the benefit due to the introduction of the FlexPLI within legislation for type approval, the robustness of test results, the establishment of new assembly certification corridors and a proposal for a harmonized legform to bumper test area. Furthermore, a report on vehicle tests that previously had been carried out with three prototype legforms and were now being repeated using legforms with serial production status, is given. Finally, the paper gives a status report on the ongoing simulation and testing activities with respect to the development and evaluation of an improved test procedure with upper body mass for assessing pedestrian femur injuries.
The practicability and feasibility of using alcohol ignition interlock devices has been discussed for more than 15 years in Germany. Thereby, judicial issues have been treated conversely. Consensus exists about the fact that the voluntary use of alcohol ignition interlocks is in all areas of possible use recommendable. Great reservation is shown concerning the operation of the devices for DUI (Driving Under Influence) offenders. Main doubts regard the missing legal base for application in such cases and potential circumvention attempts while the need of supportive psychological measures is unquestioned. In 2011, the Ministry of Transport, Building and Urban Affairs entered this topic in its newly released traffic safety programme as a matter of future research. Almost in parallel, the Federal Highway Research Institute (BASt) launched an alcohol ignition interlock project for DUI offenders. The study at hand aimed at developing a comprehensive programme concept for the use of alcohol ignition interlocks as additional measure to psychological rehabilitation for DUI offenders. Expert surveys serve as input for the establishment of a widely accepted innovative concept for nationwide implementation. By means of a pilot trial, the added value of using a combination of structural (alcohol interlock) and individual (psychological measure) intervention for DUI offenders to the existing countermeasure system should be studied. In addition, selection criteria for DUI offenders eligible for future programme participation should be defined. The majority of the experts evaluate the introduction of alcohol ignition interlocks as a good option to enhance traffic safety. The possibility of early psychological rehabilitation is emphasized in the process. Those who do not approve alcohol ignition interlock usage estimate the amount of offenders eligible for such programmes too small. The survey also revealed that legal regulations for issuing an alcohol interlock restricted licence to DUI offenders is missing. Hence, a possible amendment to the German Driving Licencing Regulation was developed within the project. Consultations with the Ministry of Transport, Building and Urban Affairs and the Ministry of Justice disclosed the need for a change of the road traffic law before an amendment to the existing regulations may be put into force. At least, the person responsible in the Ministry of Justice developed a proposal for the law section that needs revision. All in all, it became clear within the process of the project that a field trial in Germany is still a distant vision. Nevertheless, all institutions involved are motivated to deal with the matter further on in order to pave the way for a soon start of the pilot trial.
In Germany, courses for the restoration of the fitness to drive after licence revocation are provided for different offender groups (alcohol, drug and demerit point offenders). Providers of these courses are by law required to prove the effectiveness of the applied course programs. For the evaluation of effectiveness, the Federal Highway Research Institute (BASt) established specific "Reference Values" in 2002. The objective of the study at hand was to collect valid data in order to renew the old-established Reference Values from 2002. Additionally, data collection aimed at initializing Reference Values for drug offender programs. Over 66,000 drivers were analysed regarding their traffic probation in the three years after licence reinstatement. Offenders were assigned to an offender group (alcohol, drugs and demerit point offenders) based on the reason for prior licence revocation. Different indicators were used as criteria for re-offending: new alcohol or drug records, culpable accident involvement and repeated licence revocation. For each of the offender groups, frequency distributions regarding these indicators were calculated. Frequencies of recidivism are highest for the group of demerit point offenders. Compared to the Reference Values of this group from 2002, frequencies of re-offending increased. Conversely, re-offence frequencies of alcohol offenders are halved compared to the data from 2001. The analysis of the re-offence frequencies of drug offenders reveals an equal amount of re-offenders as in the alcohol offender group. The collected data serve as a good base for renewal of the old-established Reference Values and may be applicable as comparative data for future evaluations The results reveal significant differences between recent data and earlier studies. These may occur due to improvements of the applied programmes, but also due to situational changes, e.g. increased enforcement levels and expansion of the catalogue of offenses which lead to demerit points.
The misuse of CRS (child restraint system) is one of the most urgent problems in connection of child safety in cars. Numerous field studies show that more than two thirds of all CRS are used in a wrong way. This misuse could lead to serious injuries for the children. Surprisingly the quality of CRS use is coded much better in accident data (e.g. GIDAS) than the results of observatory field studies show. It is expected that misuse of CRS was not detected by the accident teams in a large number of the cases. An essential part in improving child seats and their usability is the knowledge of the relation between misuse and resulting injuries. For that the analysis and experimental reconstruction of accidents is an important part. For allowing an exact experimental accident reconstruction, it is necessary to have detailed information about the securing situation of the child and about the installation of the CRS in the car.
This paper will outline ETSC's contribution to the European Union's road safety policy 2011-2020. It will present some of the main recommendations from ETSC's Blueprint for the 4th Road Safety Action Programme and will introduce the response to the European Commission's Road Safety Policy Orientations 2011-2020 (published July 2010). The second framework document presented is the Transport White Paper (published March 2011). The paper will focus on new targets and the new vision set for Europe's Road Safety policy picking out some issues in particular such as traffic law enforcement and the protection of vulnerable road users. It will argue that by reinforcing the current Road Safety Policy Orientations, the EU will be better placed to reach its new ambitious goal of halving road deaths by 2020 and the longer term zero casualty vision.
For a number of EU regulatory acts Virtual Testing (VT) is already allowed for type approval (see Commission Regulation No. 371/2010 of 16 April 2010 amending the Framework Directive 2007/46/EC). However, only a very general procedure on how to apply VT for type approval is provided. Technical details for specific regulatory acts are not given yet. The main objective of the European project IMVITER (IMplementation of VIrtual TEsting in Safety Regulations) was to promote the implementation of VT in safety regulations. When proposing VT procedures the new regulation was taken into account, in particular, addressing open issues. Special attention was paid to pedestrian protection as pilot cases. A key aspect for VT implementation is to demonstrate that the employed simulation models are reliable. This paper describes how the Verification and Validation (V&V) method defined by the American Society of Mechanical Engineers was adapted for pedestrian protection VT based assessment. or the certification of headform impactors an extensive study was performed at two laboratories to assess the variability in calibration tests and equivalent results from a set of simulation models. Based on these results a methodology is defined for certification of headform impactor simulation models. A similar study was also performed with one vehicle in the type approval test setup. Its bonnet was highly instrumented and subjected to 45 impacts in five different positions at two laboratories in order to obtain an estimation of the variability in the physical tests. An equivalent study was performed using stochastic simulation with a metamodel fed with observed variability in impact conditions of physical headforms. An estimation of the test method uncertainty was obtained and used in the definition of a validation corridor for simulation models. Validation metric and criteria were defined in cooperation with the ISO TC22 SC10 and SC12 WG4 "Virtual Testing". A complete validation procedure including different test setups, physical magnitudes and evaluation criteria is provided. A detailed procedural flowchart is developed for VT implementation in EC Regulation No 78/2009 based on a so called "Hybrid VT" approach, which combines real hardware based head impact tests and simulations. This detailed flowchart is shown and explained within this paper. Another important point within the virtual testing based procedures is the documentation of relevant information resulting from the verification and validation process of the numerical models used. For this purpose report templates were developed within the project. The proposed procedure fixes minimum V&V requirements for numerical models to be confidently used within the type-approval process. It is not intended to be a thorough guide on how to build such reliable models. Different modeling methodologies are therefore possible, according to particular OEM know-how. These requirements respond to a balance amongst the type-approval stakeholders interests. A cost-benefit analysis, which was also performed within the IMVITER project, supports this approach, showing the conditions in which VT implementation is beneficial. Based on the experience gained in the project and the background of the experts involved an outlook is given as a roadmap of VT implementation, identifying the most important milestones to be reached along the way to a future vehicle type approval procedure supported by VT. The results presented in this paper show an important step addressing open questions and fostering the future acceptance of virtual testing in pedestrian protection type approval procedures.
Recent accident statistics from the German national database state bicyclists being the second endangered group of vulnerable road users besides pedestrians. With 399 fatalities, more than 14.000 seriously injured and more than 61.000 slightly injured persons on german roads in the year 2011, the group of bicyclists is ranked second of all road user groups (Statistisches Bundesamt, 2012). While the overall bicycle helmet usage frequency in Germany is very low, evidence is given that its usage leads to a significant reduction of severe head injuries. After an estimation of the benefit of bicycle helmet usage as well as an appropriate test procedure for bicyclists, this paper describes two different approaches for the improvement of bicyclist safety. While the first one is focusing on the assessment of the vehicle based protection potential for bicyclists, the second one is concentrating on the safety assessment of bicycle helmets. Within the first part of the study the possible revision of the existing pedestrian testing protocols is being examined, using in depth accident data, full scale simulation and hardware testing. Within the second part of the study, the results of tests according to supplemental test procedures for the safety assessment of bicycle helmets developed by the German Federal Highway Research Institute (BASt) are presented. An additional full scale test performed at reduced impact speed proves that measures of active vehicle safety as e.g. braking before the collision event do not necessarily always lead to a reduction of injury severity.
Various kinds of demerit point systems have been developed and implemented in European countries, aimed at tackling repeat offences in road transport by acting as a deterrent and providing sanctioning. The impact of a demerit point system on the number of crashes is often reported to be significant, but temporary. The objective of the EU BestPoint project was to establish a set of recommended practices that would result in a more effective and sustainable contribution of demerit point systems to road safety. A high actual chance of losing the licence and a high perceived chance of losing the licence are basic prerequisites for the effective operation of demerit point systems. For measures applied within the context of a demerit point system, a four-step-approach is recommended: warning letter, driver improvement course, licence withdrawal, rehabilitation course. Further recommendations concern issues like points and offences, e.g. which offences should lead to points, target groups, and the administration of demerit point systems. The final result of the EU BestPoint project is a handbook (van Schagen & Machata, 2012) which provides a concise overview of all recommended practices. The presentation/paper outlines how sustainable safety improvements can be achieved if national demerit point systems are implemented and maintained according to the recommended practices. In addition, potential further steps towards an EU-wide demerit point system (cross-border exchange on points and/or offences) are presented.
The German highway network hast o face new challenges in the near future, e.g. increasing traffic density and loads, climate change effects and new quality requirements regarding sustainability. It is necessary to come up with foresighted concepts in the present to be prepared for these challenges. Therefore it is important to adapt and enhance innovative attempts, which take changing impacts into account. One goal of these efforts is the development of adaptive systems for the provision of information and a holistic evaluation in real time. The paper describes the recent research and developments on a system for information and holistic evaluation in real time, taking into account sensor networks, evaluation procedures and their implementation in existing maintenance and inspection strategies.
Am 42. Erfahrungsaustausch über Erdarbeiten im Straßenbau (EAT) am 5. und 6. Mai 2010 nahmen neben Vertretern des Bundesministeriums für Verkehr, Bau- und Stadtentwicklung und der Straßenbaubehörden der Länder auch Vertreter der Bundesanstalt für Wasserbau, der Deutschen Bahn AG und der DEGES teil. Der Erfahrungsaustausch dient dazu, Erfahrungen mit neuen Bauweisen und der Anwendung neuer Regelwerke und Prüfverfahren mitzuteilen und zu diskutieren. Der 42. EAT hatte vier verschiedene Themen-Schwerpunkte. Zum Einen "Regelwerke und Normung", es wurde die Arbeitsgruppe des CEN und deren Aufgaben bei der europäischen Normung "Erdarbeiten" vorgestellt, über die Qualitätssicherung von Geokunststoffen informiert und außerdem Neuerungen in den RAP Stra 2010 und der aktuelle Überarbeitungsstand der Richtlinien für die Straßenentwässerung (ZTV Ew, RiStWag und RAS-Ew) erläutert. Die Erfahrungsberichte gewährten Einblicke über neue Bauverfahren und Baustoffe. Es wurde der Vortrag vom 41. EAT über die Anwendung von Glasschaumgranulat als Leichtschüttung mit 2-jähriger Erfahrung fortgeführt. Ferner wurde über die Verbesserung des Verformungsverhaltens organischer Böden am Beispiel der Querung eines Moorgebietes in Brandenburg und der Überwindung eines Todeisloches beim Bau der A7 im Allgäu berichtet. Ebenfalls wurden die Vorteile und erforderlichen Einschränkungen (Risiken) der Beobachtungsmethode bei der Sicherung standsicherheitsgefährdeter Einschnittsböschungen erläutert. Ein weiteres Thema waren die Auswirkungen des Klimawandels auf die Straßeninfrastruktur. In verschiedenen Szenarien wurde über den Klimawandel mit Relevanz für die Straße und über Risiken von Hang- und Böschungsrutschungen durch die Zunahme von Extremwetterereignissen informiert. An drei Fallbeispielen in Baden Württemberg, Rheinland-Pfalz und Niedersachsen wurde über Böschungsrutschungen und deren Sanierungsmaßnahmen berichtet. Den letzten Schwerpunkt bildeten die Bauverträge mit funktionalen Anforderungen. Es wurde über den Funktionsbauvertrag im Bundesfernstraßenbau, die Vorstellung der ZTV-Funktion E an Hand der BAB A6 bei Nürnberg und über die ZTV Funktion Ew berichtet. Die Fachexkursion am 6. Mai 2010 führte zunächst zur Verkehrs- und Betriebszentrale Nordbayern, die eindrucksvoll über ihre Aufgabengebiete, einschließlich des verkehrstelematischen, betriebs- und tunneltechnischen Systems informierte. Anschließend wurde über weitere Details des sechsstreifigen Ausbaus der BAB A6 zwischen der AS Roth und dem AK Nürnberg-Süd informiert. Im Anschluss erfolgten unter fachkundiger Führung die Besichtigung der Erdbaumaßnahmen an der Main-Donau-Kanalbrücke und der Rückbau des Lärmschutzwalls Kornburg inklusive der Erläuterungen der unvorhergesehenen Probleme bei der Aufbereitung des alten Lärmschutzwalls.
Herber diskutiert angesichts des Auseinanderklaffens einerseits der aktuellen Verkehrsprognosen " die namentlich auf den Autobahnen von 2004 bis 2025 Verkehrszuwächse von 44 % veranschlagen " und andererseits der finanziellen und ökologischen Begrenzungen der künftigen Verkehrspolitik verschiedene Vorschläge zur Reform der Bundesauftragsverwaltung, der Netzplanung, der Netzbereinigung und der Netzbildung sowie zur besseren Einbindung der Bürger in die Planungsverfahren von Straßeninfrastrukturprojekten. Geigers Beitrag zum planfeststellenden Bebauungsplan gelangt zu einem skeptischen Befund: Nach seiner Einschätzung sprechen insgesamt überwiegende Gründe dafür, Straßenbauvorhaben regelmäßig durch Planfeststellung und nicht durch planfeststellungsersetzenden Bebauungsplan festzusetzen. Insbesondere von dem Instrument des isolierten Straßenbebauungsplans solle nur in Ausnahmefällen Gebrauch gemacht werden. Selbst im Gesamtkontext einer umfassenden städtebaulichen Umgestaltung empfehle sich meist eine zeitlich und inhaltlich aufeinander abgestimmte Planung, bei der sich die Gemeinde auf die städtebaulichen Planungen beschränke und die straßenseitige Planung der Straßenbauverwaltung überlasse. Der Beitrag zu "notwendigen Folgemaßnahmen" von Gaentzsch diagnostiziert trotz einer ganzen Reihe einschlägiger Präjudizen weiterhin erhebliche Rechtsunsicherheiten bei der Anwendung des -§ 75 Absatz 1 Satz 1 und des -§ 78 VwVfG. Skeptisch äußert sich Gaentzsch gegenüber dem Versuch, die Voraussetzungen beider Regelungen weiter gesetzlich zu konkretisieren. Er empfiehlt stattdessen, in Zweifels- oder Streitfällen die gemeinsame oberste Behörde entscheiden zu lassen und zudem die Fehlerfolgenregelung des -§ 75 Absatz 1a VwVfG auch auf Fehler im Bereich der Folgemaßnahmen auszuweiten. Der abschließende Beitrag von Sauthoff zur "Abstufung nicht mehr fernverkehrsrelevanter Bundesfernstraßen" widmet sich einem zentralen verfassungsrechtlichen Streitpunkt des Straßenrechts der letzten Jahrzehnte. Er diskutiert neuere gutachtliche Ausarbeitungen zur Überprüfung des Bundesfernstraßennetzes, die er als Verhandlungsgrundlage zwischen Bund und Ländern ansieht. Die in den Richtlinien für integrierte Netzgestaltung (RIN) vorgesehene Anknüpfung an das raumordnerische Zentrale"Orte"System bei der Klassifizierung des Straßennetzes sei jedoch nur mit Modifikationen möglich; rechtlich entscheidend seien allein die verfassungsrechtlich fundierten Kriterien des -§ 1 Absatz 1 FStrG und damit letztlich die " gegebenenfalls geänderte " Verkehrsbedeutung der Straße. Bei Anwendung dieser Maßstäbe sei grundsätzlich auch eine Weisung des Bundes auf Einziehung zulässig. Einen Bedarf für eine Novellierung des Bundesfernstraßengesetzes verneint der Referent.
Passive Schutzeinrichtungen aus Stahl werden vor Korrosion durch Verzinken geschützt. Bis 2008 handelte es sich ausschließlich um Stückverzinkung. Im Jahr 2008 hat das Bundesministerium für Verkehr, Bau und Stadtentwicklung bis auf Widerruf dem Einsatz von Schutzplankenholmen aus bandverzinkten Stahl zugestimmt. Der Beitrag beschreibt das Verhalten von Zinküberzügen an der Atmosphäre, die Unterschiede zwischen Stück- und Bandverzinkung für Konstruktionsteile, die Grundlage der Zustimmung zum Einsatz von bandverzinkten Schutzplankenholmen und die Auswertung eines Freibewitterungsversuches mit bandverzinkten Schutzplankenholmen nach 9 Jahren.
Safety of light goods vehicles - findings from the German joint project of BASt, DEKRA, UDV and VDA

Light goods vehicles (LGVs) are an important part of the vehicle fleet, providing a vital component in the European transportation system. On the other hand, LGVs are in the focus of public discussion regarding road safety. In order to analyse the accident situation of LGVs in an objective manner, Federal Highway Research Institute (BASt), VDA, DEKRA and German Insurers Accident Research (UDV) launched a joint project. The aim of this project, which will be finished by mid of 2011, is to identify reasonable measures which will further improve the safety of LGVs. For the first time, these partners jointly together conducted a research project and put together their know-how in accident research. Analyses are based on real-life accident data from the GIDAS database, the Accident Database of UDV (UDB), the DEKRA database and national statistics. The findings deliver answers to questions within the arena of future legislative actions and consumer protection activities. The analyses of databases cover areas of primary and secondary safety of LGVs with a special focus on advanced driver assistance systems (ADAS), driver behaviour as well as partner and occupant protection. Key figures from national statistics are used to highlight hotspots of accidents of LGVs in Germany. Finally, the proposed countermeasures are assessed regarding their potential effectiveness. Amongst others, the results show that the accident situation of LGVs is very similar to that of passenger cars. Noteworthy variations could be found in collisions with pedestrians, at reversing and regarding accident causes. Occupant safety of LGVs is on a higher level compared to cars. Results indicate that seatbelt use is on a significantly lower level compared to cars. This leads to higher-than-average injury risk for unbelted LGV occupants. When it comes to partner protection, there are problems with compatibility at LGVs. For car occupants there is a very high injury risk when colliding with a LGV. It indicates that higher passive safety test standards for LGVs would be counterproductive if they further increase stiffness of LGVs. The analysis of LGV-pedestrian accidents shows that pedestrian kinematic differs significantly from car-pedestrian accidents. At this point, existing pedestrian related test standards developed for cars cannot be adopted to LGVs. When it comes to active safety, ESC proved its effectiveness once again. Beyond that, rear view cameras, advanced emergency braking systems and lane departure warning systems show a safety potential, too. In addition to any technical countermeasures previously discussed, the importance of the driver behavior and attitude regarding the accident risk was investigated. In order to develop successful actions it is important to understand the main target population. In the case of LGV especially the crafts business and smaller companies are the major contributors the safety issue.
Proposal for a test procedure of assistance systems regarding preventive pedestrian protection

This paper is showing a proposal for a test procedure regarding preventive pedestrian protection based on accident analysis. Over the past years pedestrian protection has become an increasing importance also during the development phase of new vehicles. After a phase of focusing on secondary safety, there are current activities to detect a possible collision by assistance systems. Such systems have the task to inform the driver and/or automatically activate the brakes. How practical is such a system? In which kind of traffic situations will it work? How is it possible to check the effectiveness of such a system? To test the effectiveness, currently there are no generally approved identifiable procedures. It is reasonable that such a test should be based on real accidents. The test procedure should be designed to test all systems, independent of the system- working principle. The vFSS group (advanced Forward-looking Safety Systems) was founded to develop a proposal for a technology independent test procedure, which reflects the real accident situation. This contribution is showing the results of vFSS. The developed test procedure focuses on accidents between passenger cars and pedestrians. The results are based on analysis results of in-depth databases of GIDAS, German insurers and DEKRA and added by analysis of national and international statistics. The in-depth analysis includes many pre-crash situations with several influencing factors. The factors are e. g. speed of the car, speed of the pedestrian, moving direction and a possible obscuration of the pedestrian by an object. The results comprise also the different situations of adults and children. Furthermore, they include details regarding influence of the lighting conditions (daylight or night) especially with respect to the accident consequences. In fact, more accidents happen at daylight, but fatal accidents are more often at night. A clustering of parameter combinations was found which represents typical accident scenarios. There are six typical accident scenarios which were merged in four test scenarios. The test scenarios are varying the starting position of the pedestrian, the pedestrian size (adult or child) and the speed of the pedestrian, whereas the speed of the car will not be varied. To ensure the independency from used sensing technologies it is necessary to use a suitable dummy. For example, if sensors are based on infrared, the dummy should emit the temperature of a human being. The test procedure will identify the collision speed as the key parameter for assessing the effectiveness of the tested system. The collision speed is defined as the reduction between initial test speed of the car and impact speed. The assessment of the speed reduction value regarding the safety benefit, however, will be part of a separate procedure.
Nachhaltigkeit im Brückenbau

Nachhaltigkeit und Energieeffizienz sind wichtige baupolitische Ziele. Der Bund als Bauherr ist sich seiner Vorbildfunktion bewusst: Baumaßnahmen sollen sowohl ökologisch verträglich als auch ökonomisch akzeptabel und sozio-kulturell angemessen sein. Alle drei Bereiche betreffen auch die Straßeninfrastrukturen in unterschiedlich ausgeprägter Weise. Aus Sicht des Bauherrn geht es um die Sicherstellung der Mobilität durch ein umweltverträgliches, wirtschaftliches und qualitativ hochwertiges Straßennetz. Für die Baupraxis stellt sich die Aufgabe, in ganzheitlicher Hinsicht optimierte Lösungen bereitzustellen. Brückenbauwerke haben eine hohe symbolische Kraft und prägen Städte und Landschaften. Sie sind nicht nur für Ingenieure faszinierend, sondern stellen als bedeutender Bestandteil der Straßeninfrastruktur einen hohen gesellschaftlichen Wert dar. In der heutigen Vergabepraxis werden Entscheidungen über Baumaßnahmen maßgeblich durch die Diskussion über Erstellungs- und einmalige Investitionskosten beeinflusst. Grund dafür sind auch die begrenzten finanziellen Ressourcen; dies führt aber nicht zwangsweise zu nachhaltigen Lösungen. Damit Brückenbauwerke ökonomisch und ökologisch optimiert sowie funktional und sozio-kulturell angemessen erstellt werden können, sind weiterentwickelte Wertungskriterien erforderlich. Hier liegt aber auch eine Chance für die Bauwirtschaft, ihre Kompetenz auf dem Gebiet des Bauwesens auszuschöpfen und qualitätsvolles und kostengünstiges Bauen im Lebenszyklus zu verbinden. Neue Instrumente und Methoden sind gefragt, die derzeit auf Initiative des BMVBS entwickelt werden. Vor diesem Hintergrund befasst sich eine Arbeitsgruppe der Bundesanstalt für Straßenwesen unter Beteiligung von Experten aus Forschung und Baupraxis mit der Entwicklung und Bereitstellung von Verfahren der Nachhaltigkeitsbewertung für Bauwerke der Straßeninfrastruktur. Ganzheitliche Wertungskriterien werden derzeit in Pilotstudien getestet.
Qualität von on-trip Verkehrsinformationen im Straßenverkehr : BASt-Kolloquium 23. und 24.03.2011

Am 23. und 24. März 2011 veranstaltete die Bundesanstalt fuer Straßenwesen ein, um die Ergebnisse der erwähnten Projekte und Initiativen präsentieren zu lassen und mit anderen Experten zu diskutieren. Der vorliegende Tagungsband fasst die Ergebnisse des Kolloquiums zur "Qualität von on-trip Verkehrsinformationen" zusammen. Die Bereitstellung von Verkehrsinformationen ist geprägt von vielen Akteuren. Die Wertschöpfungskette beginnt bei der Sammlung grundlegender Verkehrsdaten zur Erstellung von Verkehrsinformationen und setzt sich mit der Datenverarbeitung und -interpretation bis hin zur Meldungserstellung fort. Die Weitergabe kann über verschiedene Übertragungsmedien erfolgen und beim Nutzer (z.B. im Navigationsgerät) empfangen werden. Jeder einzelne Schritt der Wertschoepfungskette kann sowohl von unterschiedlichen Partnern (privat oder öffentlich) übernommen werden als auch in der Hand eines Partners liegen. Diese Komplexität der Zusammenarbeit spiegelt sich demzufolge auch in Qualitätsmanagementprozessen wider. Im Rahmen des Kolloquiums wurden zwei wesentliche Qualitätsaspekte näher betrachtet: - die Datenqualität mit dem Focus auf Aktualitaet, Stimmigkeit der Daten verglichen mit einer gemessenen Realitaet sowohl zu Beginn der Wertschöpfungskette als auch an jeglichen Schnittstellen, - die Prozessqualität, welche sich insbesondere mit der reibungslosen Datenübergabe an den Schnittstellen der Wertschoepfungskette beschäftigt. Beide Qualitätsaspekte helfen zu verstehen, worin die heutigen Qualitätsprobleme bestehen und welche Massnahmen im Einzelnen ergriffen werden müssten, um eine nachhaltige Verbesserung zu erreichen. Einerseits kann es vorkommen, dass die Information über ein Verkehrsereignis an einer oder mehreren Stellen der Wertschöpfungskette korrekt vorliegt, jedoch durch ungenuegende technische oder organisatorische Schnittstellen im Prozessablauf wieder verloren geht und dem Nutzer folglich nicht zur Verfügung steht. Prominentes Beispiel eines solchen Problems in der Prozessqualität ist die fehlerhafte Interpretation der Meldung im Navigationsgerät, denkbar sind solche Informationsverluste jedoch an jeder Stelle der Wertschoepfungskette. Eine wichtige Massnahme zur Verbesserung der Prozessqualität ist die Standardisierung sowie die Überprüfung, ob die definierten Standards an jeder Stelle der Wertschöpfungskette eingehalten werden. Andererseits kann es vorkommen, dass die Datenqualität in Bezug auf ihre Genauigkeit von Anfang an so schlecht ist, dass der Nutzer eine fehlerhafte oder gar keine Nachricht übermittelt bekommt. Beispiel hierfür ist die Vielzahl von Stauereignissen, die entweder nicht gesendet wurden oder gesendet wurden, obwohl sie nicht vorhanden waren. Eine wichtige Massnahme zur Verbesserung dieser Situation ist die Verbesserung der Ereignisdetektion. Der Tagungsband enthaelt Präsentationen, die den Status Quo analysieren, Methoden zur verbesserten Datenerfassung vorschlagen und Möglichkeiten zur Verbesserung von Daten- und Prozessqualität vorstellen. Offen geblieben sind darüber hinaus folgende Fragestellungen: - Wie kann die Prozessqualität der gesamten Wertschöpfungskette bei der Vielzahl der Partner kontrolliert werden? Wer überwacht die Wertschöpfungskette? Wird hierfuer überhaupt eine zentrale Stelle benötigt? Oder ist es ausreichend, wenn jeder Partner eine angemessene Eingangs bzw. Ausgangskontrolle durchführt? - Obwohl es nur eine Realität gibt, entsteht doch Wettbewerb über die (Qualität der) Information zu dieser Realität. Wie kann Konsistenz zwischen allen Anbietern von sicherheitsrelevanten Informationen erreicht werden? Wo sollte der Wettbewerb enden und wie kann dies technisch, organisatorisch und wirtschaftlich realisiert werden? - Welche Prozesse sollten geschaffen werden, um Partner zu integrieren, die sich nicht an geschaffene Qualitätsstandards halten (z.B. kommerzielle Diensteanbieter, die nicht mit der Verkehrsinformationsszene vernetzt sind)? - Und nicht zuletzt, wie kann die Wahrnehmung des Nutzers über verschiedene Qualitätslevel unterschiedlicher Produkte verbessert werden? Ist der Nutzer in der Lage, die unterschiedlichen Qualitätsstufen von Verkehrssystemen zu unterscheiden? Falls nicht, welche Art von Unterstuetzung braucht der Kunde? Ein "European Information Services Assessment Programme" vergleichbar zu Euro NCAP für Fahrzeuge? Die Ergebnisse des Kolloquiums sollen die laufende Diskussion um die Verbesserung der Qualität von Verkehrsinformationen unterstützen.
Brücken in ungünstiger geographischer/geomorphologischer Lage " z.B. über Gewässer, in Einschnitten, Schattenlagen und Niederungsbereichen " neigen konstruktionsbedingt gegenüber den angrenzenden bodengebundenen Fahrbahnen zur vorzeitigen Glättebildung, die eine besondere Gefährdung der Verkehrsteilnehmer - vor allem im Spätherbst und im zeitigen Frühjahr - darstellt. Die Erneuerung der Straßenbrücke B 208 / Elbe-Lübeck-Kanal in der Ortslage Berkenthin im Kreis Herzogtum Lauenburg bot auf Grund ihrer besonderen kleinklimatischen Situation die Möglichkeit, im Rahmen eines Pilotprojektes - aufbauend auf den Ergebnissen des Forschungsprojektes 15.401 "Vermeidung von Glatteisbildung auf Brücken" der BASt " die Fahrbahntafel mittels oberflächennaher geothermischer Energie zu temperieren. Die bei Planung, Bau sowie in der nunmehr anlaufenden Nutzungsphase gewonnenen Erkenntnisse sollen den Straßenbaulastträgern Hinweise und Entscheidungshilfen geben, die Verkehrssicherheit wie auch die Nachhaltigkeit bei glättegefährdeten Brücken und Straßenabschnitten durch den Einsatz alternativer Energien zu erhöhen und gleichzeitig den Aufwand für den präventiven Winterdienst zu reduzieren. Der hierfür erforderliche Kapitaleinsatz ist eher in volkswirtschaftlicher Hinsicht und erst in zweiter Linie betriebswirtschaftlich zu bewerten.
Im Rahmen eines von der Bundesanstalt für Straßenwesen (BASt) initiierten Forschungsvorhabens (15.449/2007/ERB: "Prüfverfahren zur Beurteilung der Lebensdauer von Kunststoffdichtungsbahnen für Straßentunnel") wurden anhand von Untersuchungen an Kunststoffdichtungsbahnen (KDB) auf Basis von Polyolefinwerkstoffen die Möglichkeiten der Beurteilung der oxidativen Langzeitbeständigkeit sondiert. Im Mittelpunkt stand die Erprobung des Autoklaventests in Anlehnung an DIN EN ISO 13438 (Methode C1/C2) an ausgewählten, für den Tunnelbau repräsentativen marktüblichen KDB-Produkten. Die Untersuchungen im Autoklaven bei erhöhten Temperaturen (60 -°C, 70 -°C und 80 -°C) und Sauerstoffdrücken (11, 21 und 51 bar) wurden durch vergleichende Versuche im Wärmeschrank (Ofen) bei erhöhter Temperatur (85 -°C) in Anlehnung an DIN EN 14575 ergänzt. Die KDB-Produkte wurden außerdem einer eingehenden Materialcharakterisierung (Zugprüfung, OMA, DSC) unterzogen. Weiterhin wurden Bauwerksdaten recherchiert und auf ihre Nutzbarkeit zur Bewertung und Prüfbarkeit der Langzeitbeständigkeit von KDB in Tunneln betrachtet. Ziel war auch, die Anwendbarkeit des bisher vorgeschlagenen Extrapolationsmodells zur Auswertung der Ergebnisse von Autoklaventests an im Tunnelbau marktüblichen Produkten für Nutzungsdauern über 25 Jahre zu überprüfen und zur Entwicklung eines geeigneten Prüfverfahrens beizutragen. Der Beitrag geht auf Ergebnisse des Vorhabens ein und zeigt erste Schlussfolgerungen und weiteren Untersuchungsbedarf auf. Die Ergebnisse werden in den "Empfehlungen zu Dichtungssystemen im Tunnelbau EAG-EDT" des Arbeitskreises 5.1 "Kunststoffe in der Geotechnik und im Wasserbau" berücksichtigt, deren 2. Auflage in Vorbereitung ist. Aspekte des thermischen Verhaltens der eingesetzten Werkstoffe sowie mögliche Anpassungen der Prüfrandbedingungen für die Autoklaventests werden ergänzt und Hinweise zur Interpretation von Prüfergebnissen gegeben. Außerdem wurden inzwischen ausgehend von den Ergebnissen des Forschungsvorhabens erste Autoklaven-Ringversuche in drei Prüfinstitutionen initiiert.
Untersuchungen an in situ gealterten Kunststoffdichtungsbahnen aus Abdichtungen von Straßentunneln

Tunnel in Spritzbetonbauweise werden in der Regel mit einem Abdichtungssystem aus Kunststoffdichtungsbahnen (KDB) gegen das anstehende Bergwasser abgedichtet. Zur Gewährleistung der Dauerhaftigkeit und Gebrauchstauglichkeit aber auch der Verkehrssicherheit (z.B. Gefahr der Glatteisbildung in undichten Tunneln) müssen die Tunnelabdichtungen aus KDB dabei über die gesamte Nutzungsdauer des Bauwerks von in der Regel 100 Jahren zuverlässig Ihre Funktion erfüllen. An der Entwicklung von Prüfverfahren zum Nachweis dieser Nutzungsdauer wird zurzeit national und international intensiv geforscht. Zur Verifizierung und Kalibrierung dieser Prüfverfahren können Untersuchungen an in situ gealterten KDB-Proben aus bestehenden Straßentunneln sehr nützlich sein. Im vorliegenden Beitrag werden erste Ergebnisse der Untersuchungen zu Materialeigenschaften von ausgebauten KDB Proben aus älteren Straßentunneln vorgestellt. Im Rahmen eines Forschungsprojektes der Bundesanstalt für Straßenwesen (BASt) wurden bereits zahlreiche Materialproben aus bestehenden Straßentunneln, die aktuell bautechnisch nachgerüstet werden, entnommen und untersucht. Bei der Entnahme der KDB-Proben wurde parallel auch die Bergwassertemperatur gemessen und an Bergwasserproben der Chemismus analysiert. Soweit möglich wurden die Produktdaten des Anlieferungs- bzw. Einbauzustandes beim Hersteller oder Bauherrn recherchiert, um so die Veränderungen der mechanischen Eigenschaften durch die in situ Alterung bewerten zu können. Die ermittelten mechanischen Eigenschaften nach Alterung wurden mit den Anforderungen damals gültiger und aktueller Regelwerke verglichen.
For the assessment of vehicle safety in frontal collisions, the crash compatibility between the colliding vehicles is crucial. Compatibility compromises both the self protection and the partner protection properties of vehicles. For the accident data analysis, the CCIS (GB) and GIDAS (DE) in-depth data bases were used. Selection criteria were frontal car accidents with car in compliance with ECE R94. For this study belted adult occupants in the front seats sustaining MAIS 2+ injuries were studied. Following this analysis FIMCAR concluded that the following compatibility issues are relevant: - Poor structural interaction (especially low overlap and over/underriding) - Compartment strength - Frontal force mismatch with lower priority than poor structural interaction In addition injuries arising from the acceleration loading of the occupant are present in a significant portion of frontal crashes. Based on the findings of the accident analysis the aims that shall be addressed by the proposed assessment approach were defined and priorities were allocated to them. The aims and priorities shall help to decide on suitable test procedures and appropriate metrics. In general it is anticipated that a full overlap and off-set test procedure is the most appropriate set of tests to assess a vehicle- frontal impact self and partner protection.
New vehicle types are extensively tested to check almost all factors that influence ride and handling. With reference to the Association of German Car Tuners" (VDAT e.V.) valuations, approximately 10% of all cars in Germany are being modified by their owners. 28 % of those modifications" sales are divergent wheel-tire combinations, 13 % are tuning measures on the chassis suspension or wheel spacers. In almost all cases the singular modifications present a general permission for specific vehicles they have been tested in. Combined tuning measures, however, are often checked by just one inspector, following a procedure of mostly subjective assessment criteria. Today, critical attributes are only being observed, in case a vehicle is involved in an accident and the modifications are identified as crash causal factors or as a cofactor on the development of a crash. For the first time, a field study allows a survey of safety affecting chassis modifications. The test layout has to comply with some basic conditions. Different vehicle concepts with a wide margin of modifications are required to get a high transferability of the results. A total amount of more than 150 tested vehicles serves the same purpose. The tests are limited concerning the installation time of measurement techniques and the requirement that no damage, defilement or immoderate wear of the vehicles are accepted by their owners. Due to such factors as well as the driver Ìs acceptance, the vehicles are controlled by its owners instead of robots or test drivers. For keeping down the driver- influence, the lane has narrow boundaries and the driver has to drive in strictly adherence to the given instructions. After gathering all modifications, as well as static and kinematic parameters like the toe and camber angle, dynamic testing of predominantly lateral dynamics is conducted. Besides standardized tests like the ISO 3888-2 (Obstacle Avoidance) or the ISO 14512 (Braking on Surfaces with Split Coefficient of Friction), to test the influence of modified kingpin offsets caused by wheel spacers, some deviant tests are conducted. Those are required due to the demand of objective test results for road tests with vertical induced stimulation of the chassis suspension. Hence, new tests on corner braking with and without vertical stimulation have been developed. The interpretation of data includes thresholds, e.g. the maximum entrance velocity without hitting cones, on the one hand, and the analysis of characteristics of data concerning time and frequency range, "1-second values" and peak response times on the other hand. Besides the thresholds as indicators for the achievable velocities, which are mainly affected by friction coefficients, the vehicle reaction in the course of time characterizes the vehicle reaction in the threshold range and consequently the operational demands on the driver. The field study has started and promises the first long-range analysis of chassis modifications. The results offer a basis for hypothesis and resultant further test layouts for oncoming studies of the identified critical tuning measures.
The 2BeSafe project (2-Wheeler Behaviour and Safety) is a collaborative project (co financed by the European Commission) that aims to study the naturalistic behaviour of Powered-Two-Wheeler (PTW) riders in normal and critical riding situations. That includes the interaction between PTW riders and other road users and possible conflicts between them. One of the predominant causes of accidents involving PTWs is that PTWs are often overlooked by other road users. One task of the project lead by BASt therefore deals with possible improvements in conspicuity and the development of recommendations. Particularly using the findings of the studies on conflict situations, promising lighting arrangements to enhance conspicuity of PTWs during the day and at night are selected. An abstract recognizing pattern for PTWs is defined, enabling other road users (e.g. car drivers) to clearly identify riders. Lamps and outfit like lighting configurations of different colours, different helmet lights, reflect / luminescent clothing parts and retro-reflective markings are designed and manufactured. Then, the different solutions are tested in a laboratory setting using experimental motorcycles together with riders to which the equipment is fitted. As result a proposal for a uniform signal pattern or lamp configuration in the front of all motorcycles and riders will be outlined. The contribution first gives a short overview of the topics of the research project that deal with conflicts and their connection with poor conspicuity and then presents in detail the methods used in the activities concerning solutions for the improvement of conspicuity together with first results.

The ASSESS project is a collaborative project that develops test procedures for pre-crash safety systems like Automatic Emergency Braking (AEB). One key criterion for the effectiveness of e.g. AEB is reduction in collision speed compared to baseline scenarios without AEB. The speed reduction for a given system can only be determined in real world tests that will end with a collision. Soft targets that are crashable up to velocities of 80 km/h are state of the art for these assessments, but ordinary balloon cars are usually stationary targets. The ASSESS project goes one step further and defines scenarios with moving targets. These scenarios define vehicle speeds of up to 100 km/h, different collision scenarios and relative collision speeds of up to 80km/h. This paper describes the development of a propulsion system for a soft target that aims to be used with these demanding scenario specifications. The Federal Highway Research Institute- (BASt-) approach to move the target is a self-driving small cart. The cart is controlled either by a driver (open-loop control via remote-control) or by a computer (closed-loop control). Its weight is limited to achieve a good crashability without damages to the test vehicle. To the extent of our knowledge BASt- approach is unique in this field (other carts cannot move at such high velocities or are not crashable). This paper describes in detail the challenges and solutions that were found both for the mechanical construction and the implementation of the control and safety system. One example for the mechanical challenges is e.g. the position of the vehicle- center of gravity (CG). An optimum compromise had to be found between a low CG oriented to the front of the vehicle (good for driveability) and a high CG oriented to the rear of the vehicle (good for crashability). The soft target itself which is also developed within the ASSESS project will not be covered in detail as this is work of a project partner. Publications on this will follow. The paper also shows first test results, describes current limitations and gives an outlook. It is expected that the presented test tools for AEB and other pre-crash safety systems is introduced in the future into consumer testing (NCAP) as well as regulatory testing.
Thoracic injury is one of the predominant types of severe injuries in frontal accidents. The assessment of the injury risk to the thorax in the current frontal impact test procedures is based on the uni-axial chest deflection measured in the dummy Hybrid III. Several studies have shown that criteria based on the linear chest potentiometer are not sensitive enough to distinguish between different restraint systems, and cannot indicate asymmetric chest loading, which has been shown to correlate to increased injury risk. Furthermore, the measurement is sensitive to belt position on the dummy chest. The objective of this study was to evaluate the optical multipoint chest deflection measurement system "RibEye" in frontal impact sled tests. Therefore the sensitivity of the RibEyesystem to different restraint system parameters was investigated. Furthermore, the issue of signal drop out at the 6 th rib was investigated in this study.A series of sled tests were conducted with the RibEye system in the Hybrid III 50%. The sled environment consisted of a rigid seat and a standard production three-point seat belt system. Rib deflections were recorded with the RibEye system and additionally with the standard chest potentiometer. The tests were carried out at crash pulses of two different velocities (30 km/h and 64 km/h). The tests were conducted with different belt routing to investigate the sensitivity of chest deflection measurements to belt position on the dummy chest. Furthermore, different restraint system parameters were investigated (force limiter level, with or without pretensioning) to evaluate if the RibEye measurements provide additional information to distinguish between restraint system configurations . The results showed that with the RibEye system it was possible to identify the effect of belt routing in more detail. The chest deflections measured with the standard chest potentiometer as well as the maximum deflection measured by RibEye allowed the distinction to be made between different force limiter levels. The RibEye system was also able to clearly show the asymmetric deflection of the rib cage due to belt loading. In some configurations, differences of more than 15 mm were observed between the left and side areas of the chest. Furthermore, the abdomen insert was identified as source of the problem of signal drop out at the 6th rib. Possible solutions are discussed. In conclusion, the RibEye system provided valuable additional information regarding the assessment of restraint systems. It has the potential to enable the evaluation of thoracic injury risk due to asymmetric loading. Further investigations with the RibEye should be extended to tests in a vehicle environment, which include a vehicle seat and other restraint system components such as an airbag.
Kategorie-1-Schäden bei orthotropen Fahrbahnplatten treten als bauweisenunabhängige Schäden in Form von Rissen im Anschlussbereich Deckblech-Längsrippe auf. Zur Vermeidung dieser Schäden sind geeignete Instandsetzungsmaßnahmen zu entwickeln, die zu einer Verminderung der Spannungen und Durchbiegungen in den gefährdeten Bereichen führen. Im Rahmen eines aktuellen Forschungsvorhabens an der Universität Duisburg-Essen wird der Ansatz verfolgt, einen modifizierten Fahrbahnbelag bestehend aus einem mit Epoxydharz oder alternativ mit Bioharz verfüllten Asphalttraggerüsts mit erhöhter mittragender Wirkung einzusetzen. Des Weiteren wird im vorliegenden Beitrag der Einsatz von Betonfertigteilen aus UHPC erläutert.
Im Jahr 2005 wurde mit dem Bau der Niederrheinbrücke Wesel der Bau der Ortsumgehung Wesel begonnen. Der Beitrag berichtet über einige Ausführungsdetails der im Jahr 2009 fertiggestellten Baumaßnahme: die Herstellung des Pylons in hochfestem Beton, die Montage der Strombrücke, der Einsatz von Parallellitzenbündeln.
W.-D. FRIEDRICH schildert in seinem Einführungsvortrag die praktischen Erfahrungen und Probleme der DEGES Deutsche Einheit, Fernstraßenplanungs- und -bau GmbH beim straßenrechtlichen Grunderwerb. Die DEGES ist dazu übergegangen, den Grunderwerb unter Einbeziehung von Dienstleistungsfirmen zu realisieren, was sich als effizient, kostengünstig und flexibel erwiesen hat. Im Zuge der Vorbereitung und Durchführung von Besitzeinweisungsverfahren bilden namentlich der Nachweis der Dringlichkeit und die Besitzeinweisung für Ausgleichs- und Ersatzmaßnahmen Problemschwerpunkte. Im Zentrum der Rechtsstreitigkeiten der eigentlichen Enteignungsverfahren steht die Verkehrswertermittlung, wobei FRIEDRICH beispielhaft die Bewertung von Grundstücken, in denen bergfreie Bodenschätze lagern, und die kontrovers umstrittene Frage der Berücksichtigung von Betriebsprämien als gesicherte Rechtsposition diskutiert. E. ALLESCH berichtet über aktuelle Rechtsfragen der straßenrechtlichen Enteignung, die sich aus Sicht der Verwaltungsgerichtsbarkeit stellen. Er verdeutlicht das Zusammenspiel der Vorschriften des Bundesfernstraßengesetzes (-§ 18f, -§ 19 FStrG) mit dem Enteignungsrecht der Länder und behandelt als Einzelprobleme unter anderem die Probleme der Enteignung und Besitzeinweisung auf Grundlage eines isolierten Straßenbebauungsplans, die Fragen der Wirksamkeit und Durchsetzbarkeit einer Einigung in und ausserhalb des Enteignungsverfahrens, das Erfordernis des sofortigen Baubeginns im Sinne des -§ 18f Abs. 1 Satz 1 FStrG und die Frage nach dem Ausschluss "weiterer Voraussetzungen" nach -§ 18f Abs. 1 Satz 3 FStrG. H. SCHMITZ liefert einen Bericht zum Stand der geplanten Vereinheitlichung der Fachplanungsgesetze im Verwaltungsverfahrensgesetz, die insbesondere auf eine Verallgemeinerung der Regelungen des Infrastrukturplanungsbeschleunigungsgesetzes abzielt. Er stellt dabei namentlich den Inhalt des Musterentwurfs der Verwaltungsverfahrensrechtsreferenten von Bund und Ländern mit den letzten Fortschreibungen vor. T. TEGTBAUER beschreibt in ihrem Beitrag zur "Privatisierung im Straßenbau" die aktuellen Erfahrungen des Bundes mit dem sog. A-Modell. Einer Darstellung des Konzepts selbst folgen eine Chronologie der Entwicklung der A-Modelle, eine Vorstellung der vier A-Modell-Pilotprojekte sowie des strukturierten Verhandlungsverfahrens und insbesondere der Wirtschaftlichkeitsuntersuchung i. S. v. -§ 7 BHO. Die Auswertung der vier Pilotprojekte ergab, dass die selbst gesteckten Ziele mit den Pilotprojekten teilweise erreicht wurden, weshalb der Bund mit den Ländern bereits acht weitere Projekte abstimmen konnte. G. RECKER vervollständigt dieses Bild aus Sicht eines Landes und berichtet über die Grundsanierung und den erforderlichen Ausbau auf sechs Streifen eines Streckenabschnitts der BAB 1, die die stark befahrenen Strecken von Schleswig-Holstein bis Saarbrücken und die Seehäfen Norddeutschlands mit dem Westen Deutschlands verbindet und Teil der transeuropäischen Netze ist. Im Ergebnis ist der Aufwand für das gebündelte Vergabeverfahren im Vergleich zur Durchführung von sieben Einzelverfahren geringer ausgefallen, wobei weitere Synergieeffekte als möglich angesehen werden. Allerdings ist gerade in der Umsetzungsphase auch auf Seiten des Konzessionsnehmers noch die erforderliche Routine auszubauen.
A flexible pedestrian legform impactor (FlexPLI) has been evaluated by a Technical Evaluation Group (Flex-TEG) of the Working Party on Passive Safety (GRSP) of the United Nations Economic Commission for Europe (UN-ECE). It will be implemented within phase 2 of the global technical regulation (GTR 9) as well as within a new ECE regulation on pedestrian safety as a test tool for the assessment of lower extremity injuries in lateral vehicle-to-pedestrian accidents (UN-ECE 2010-1, 2010-2 and 2010-3). Due to its biofidelic properties in the knee and tibia section, the FlexPLI is found to having an improved knee and tibia injury assessment ability when being compared to the current legislative test tool, the lower legform impactor developed by the Pedestrian Safety Working Group of the European Enhanced Vehicle-safety Committee (EEVC WG 17). However, due to a lack of biofidelity in terms of kinematics and loadings in the femur part of the FlexPLI, an appropriate assessment of femur injuries is still outstanding. The study described in this paper is aimed to close this gap. Impactor tests with the FlexPLI at different impact heights on three vehicle frontends with Sedan, SUV and FFV shape are performed and compared to tests with a modified FlexPLI with upper body mass. Full scale validation tests using a modified crash test dummy with attached FlexPLI that are carried out for the first time prove the more humanlike responses of the femur section with applied upper body mass. Apart from that they also show that the impact conditions described in the current technical provisions for tests with the FlexPLI don"t necessarily compensate the missing torso mass in terms of knee and tibia loadings either. Therefore it can be concluded that an applied upper body mass will contribute to a more biofidelic overall behavior of the legform and subsequently an improved injury assessment ability of all lower extremity injuries addressed by the FlexPLI. Nevertheless, the validity of the original as well as the modified legform for tests against vehicles with extraordinary high bumpers as well as flat front vehicles still needs to be evaluated in detail. A first clue is given by the application of an additional accelerometer to the legform.
Der folgende Beitrag liefert einen Überblick über den Bestand der Stahlbrücken im Bundesfernstraßennetz und enthält eine Zusammenstellung unterschiedlicher Ertüchtigungsmßsnahmen. Damit bietet er eine wichtige Orientierungshilfe für die Ausrichtung der zukünftigen Forschungsschwerpunkte. Es wird deutlich, dass bei der Entwicklung von Verstärkungsmaßnahmen vordringlicher Forschungsbedarf besteht.
