Side impacts, both nearside and farside, have been indicated by research to be responsible for a large proportion of serious injuries from road crashes. This study aimed to compare and contrast the characteristics of nearside and farside crashes in Australia, Germany and the U.S., using the ANCIS, GIDAS and NASS/CDS in-depth-databases, in order to establish the impact and injury severity associated with these crashes, and the types of injuries sustained. The analyses revealed some interesting similarities, as well as differences, between both nearside and farside crashes, and the emergent trends between the three investigated countries. More specifically, it was indicated that whilst the severity of injury sustained in nearside crashes was slightly greater overall than that found for farside crashes, careful consideration of struck and nonstruck side occupants must be made when considering aspects such as vehicle design and occupant protection.
A change emerges in hospital landscape due to health political measures, which in consequence also influences the pre-clinical medical care of emergencies. The main focus of this study was to gather information about emergency medical care after traffic accidents on the basis of data of Bavarian emergency medical services. In Bavaria, in 2006 it was necessary to call an emergency doctor in the case of 14.261 traffic accidents. Predominantly the patients were provided by land-based life saving appliances, air rescue services were only applied in 19.1 % of the cases. 47.6 % of patients being involved in a traffic accident were transported into a primary health care hospital. A prehospital interval of more than 60 minutes was calculated in 20 % of emergency care. 96.2 % of the patients were transported to hospitals of tertiary or maximum supply by air rescue services. The life saving appliances" readiness for action is however restricted to daylight. A further limitation appeared for routine office hours in hospitals: Only 36.7 % of accidents occurred in this time frame. An increase of hospitalizations in clinics of maximum supply appeared from 2002 until 2006 while simultaneously the prehospital period was extended. To assure a sufficient medical care of seriously injured persons further on, a fulltime and area-wide expostulation of efficient facilities is necessary. For this purpose it is necessary to establish regional trauma networks as well as emergency medical service at night time. Beyond that, a cost efficient compensation of the structural, personnel and logistic expenses has to be assured.
The project UR:BAN "Cognitive assistance (KA)" aims at developing future assistance systems providing improved performance in complex city traffic. New state-of-the-art panoramic sensor technologies now allow comprehensive monitoring and evaluation of the vehicle environment. In order to improve protection of vulnerable road users such as pedestrians and cyclists, a particular objective of UR:BAN is the evaluation and prediction of their behaviour and actions. The objective of subproject "WER" is development support by providing quantitative estimates of traffic collisions at the very start and predict potential in terms of optimized accident avoidance and reduction of injury severity. For this purpose an integrated computer simulation toolkit is being devised based on real world accidents (GIDAS as well as video documented accidents), allowing the prediction of potential effectiveness and future benefit of assistance systems in this accident scenario. Subsequently, this toolkit may be used for optimizing the design of implemented assistance systems for improved effectiveness.
Safety of light goods vehicles - findings from the German joint project of BASt, DEKRA, UDV and VDA

Light goods vehicles (LGVs) are an important part of the vehicle fleet, providing a vital component in the European transportation system. On the other hand, LGVs are in the focus of public discussion regarding road safety. In order to analyse the accident situation of LGVs in an objective manner, Federal Highway Research Institute (BASt), VDA, DEKRA and German Insurers Accident Research (UDV) launched a joint project. The aim of this project, which will be finished by mid of 2011, is to identify reasonable measures which will further improve the safety of LGVs. For the first time, these partners jointly together conducted a research project and put together their know-how in accident research. Analyses are based on real-life accident data from the GIDAS database, the Accident Database of UDV (UDB), the DEKRA database and national statistics. The findings deliver answers to questions within the arena of future legislative actions and consumer protection activities. The analyses of databases cover areas of primary and secondary safety of LGVs with a special focus on advanced driver assistance systems (ADAS), driver behaviour as well as partner and occupant protection. Key figures from national statistics are used to highlight hotspots of accidents of LGVs in Germany. Finally, the proposed countermeasures are assessed regarding their potential effectiveness. Amongst others, the results show that the accident situation of LGVs is very similar to that of passenger cars. Noteworthy variations could be found in collisions with pedestrians, at reversing and regarding accident causes. Occupant safety of LGVs is on a higher level compared to cars. Results indicate that seatbelt use is on a significantly lower level compared to cars. This leads to higher-than-average injury risk for unbelted LGV occupants. When it comes to partner protection, there are problems with compatibility at LGVs. For car occupants there is a very high injury risk when colliding with a LGV. It indicates that higher passive safety test standards for LGVs would be counterproductive if they further increase stiffness of LGVs. The analysis of LGV-pedestrian accidents shows that pedestrian kinematic differs significantly from car-pedestrian accidents. At this point, existing pedestrian related test standards developed for cars cannot be adopted to LGVs. When it comes to active safety, ESC proved its effectiveness once again. Beyond that, rear view cameras, advanced emergency braking systems and lane departure warning systems show a safety potential, too. In addition to any technical countermeasures previously discussed, the importance of the driver behavior and attitude regarding the accident risk was investigated. In order to develop successful actions it is important to understand the main target population. In the case of LGV especially the crafts business and smaller companies are the major contributors the safety issue.
The paper describes the development of transitions between different safety barriers in Germany but also in the context of the European standardization. In the paper practical and impact test expriences with transitions are shown. In view of the sheer number of theoretically possible combinations of safety barriers, the demand for testing every transition, even if the connecting safety barriers differ only slightly, appears to be economically unacceptable. On the other hand the experience from accidents and also from failed impact tests shows that transitions can be a risk to traffic safety. Therefore criteria for the distinction between transitions (impact test required/impact test unnecessary) are explained. In order to distinguish transitions which do not have to be impact-tested from those that require impact tests, criteria were developed and formulated.
In recent years special attention has been paid to reducing the number of fatalities resulting from road traffic accidents. The ambitious target to cut in half the number of road users who are killed each year by 2010 compared with the 2001 figures, as set out in the European White Paper "European Transport Policy for 2010: Time to Decide" implies a general approach covering all kinds of road users. Much has been achieved, e.g. in relation to the safety of car passengers and pedestrians but PTW accidents still represent a significant proportion of fatal road accidents. More than 6,000 motorcyclists die annually on European roads which amounts to 16% of the EU-15 road fatalities. The European Commission therefore launched in 2004 a Sub- Project dealing with motorcycle accidents within an Integrated Project called APROSYS (Advanced PROtection SYStems) forming part of the 6th Framework Programme. In a first step, the combined national statistical data collections of Germany, Italy, the Netherlands and Spain were analysed. Amongst other things parameters like accident location, road conditions, road alignment and injury severity have been explored. The main focus of the analysis was on serious and fatal motorcycle accidents and the results showed similar trends in all four countries. From these results 7 accident scenarios were selected for further investigation via such in-depth databases as the DEKRA database, the GIDAS 2002 database, the COST 327 database and the Dutch element of the MAIDS database. Three tasks, namely the study of PTW collisions with passenger cars, PTW accidents involving road infrastructure features, and motorcyclist protective devices have been assessed and these will concentrate inter alia on accident causes, rider kinematics and injury patterns. A detailed literature review together with the findings of the in-depths database analysis is presented in the paper. Conclusions are drawn and the further stages of the project are highlighted.

The field of safety in road tunnels has always been an important issue for operators, owners and the responsible authorities. After the tunnel accidents in 1999 the subject gained however in importance. On European level the Directive 2004/54 EC on "Minimum safety requirements for tunnels in the Trans European Road network" has been published. This guideline has to be implemented into national law by all Member States. According to the guideline all Member States of the European Community shall develop a methodology for risk analyses to be applied in certain cases. For Germany, a standardized methodology for a probabilistic quantitative risk assessment has been worked out.
The purpose of this paper is to review injuries found in real world lateral collisions and determine the mechanisms responsible for certain kinds of biomechanical failure. During the last years the distribution of deaths among the different types of accidents has changed. Lateral collisions now are the most frequent cause of fatal and other serious injuries. Every third accident is an impact from the side, while every second fatality is the result of a lateral accident. Just a few years ago this value was no higher than 30%. This is probably the result of increasing safety standards for frontal collisions (airbags, seatbelt usage, structural improvements of cars, etc.). Although the number of registered vehicles increased, the total amount of fatalities decreased during the same period. Thus it is now necessary to pay greater attention to the lateral accident situation in order to improve road safety and decrease the number of traffic injuries. Several European organisations had decided to launch the project SID2000, which was funded by the European Commission, with the intention of gathering more knowledge on injuries occurring in lateral accidents and the mechanisms that lead to such injuries. This should enable the group to define the requirements for a new side impact dummy (SID) to be designed. Within the same project the existing TNO-EUROSID 1 was enhanced by another group and the experience gained has now enabled allowed to design a better measuring device for side impacts. The data used for this contribution came from sources from all over Europe and had to be gathered in such a manner that as many accident parameters as possible were taken into account.
In the paper it is investigated to what extend one can extrapolate the detailed accident database GIDAS (German In-Depth Accident Study), with survey area Hanover and Dresden region, to accident behavior in other regions and countries within Europe and how such an extrapolation can be implemented and evaluated. Moreover, it is explored what extent of accident data for the target country is necessary for such an extrapolation and what can be done in situations with sparse and low accident information in a target region. It will be shown that a direct transfer of GIDAS injury outcomes to other regions does not lead to satisfactory results. But based on GIDAS and using statistical decision tree methods, an extrapolation methodology will be presented which allows for an adequate prediction of the distribution of injury severity in severe traffic accidents for European countries. The method consists essentially of a separation of accidents into well-described subgroups of accidents within which the accident severity distribution does not vary much over different regions. In contrast the distribution over the various subgroups of accidents typically is rather different between GIDAS and the target. For the separation into the subgroups meaningful accident parameters (like accident type, traffic environment, type of road etc.) have been selected. The developed methodology is applied to GIDAS data for the years 1999-2012 and is evaluated with police accident data for Sweden (2002 to 2012) and the United Kingdom (2004 to 2010). It is obtained that the extrapolation proposal has good to very good predictive power in the category of severe traffic accidents. Moreover, it is shown that iterative proportional fitting enables the developed extrapolation method to lead to a satisfactory extrapolation of accident outcomes even to target regions with sparse accident information. As an important potential application of the developed methodology the a priori extrapolation of effects of (future) safety systems, the operation of which can only be well assessed on the basis of very detailed GIDAS accident data, is presented. Based on the evaluation of the presented extrapolation method it will be shown that GIDAS very well represents severe accidents, i.e. accidents with at least one severely or fatally injured person involved, for other countries in Europe. The developed extrapolation method reaches its limits in cases for which only very little accident information is available for the target region.
The 2BeSafe project (2-Wheeler Behaviour and Safety) is a collaborative project (co financed by the European Commission) that aims to study the naturalistic behaviour of Powered-Two-Wheeler (PTW) riders in normal and critical riding situations. That includes the interaction between PTW riders and other road users and possible conflicts between them. One of the predominant causes of accidents involving PTWs is that PTWs are often overlooked by other road users. One task of the project lead by BASt therefore deals with possible improvements in conspicuity and the development of recommendations. Particularly using the findings of the studies on conflict situations, promising lighting arrangements to enhance conspicuity of PTWs during the day and at night are selected. An abstract recognizing pattern for PTWs is defined, enabling other road users (e.g. car drivers) to clearly identify riders. Lamps and outfit like lighting configurations of different colours, different helmet lights, reflect / luminescent clothing parts and retro-reflective markings are designed and manufactured. Then, the different solutions are tested in a laboratory setting using experimental motorcycles together with riders to which the equipment is fitted. As result a proposal for a uniform signal pattern or lamp configuration in the front of all motorcycles and riders will be outlined. The contribution first gives a short overview of the topics of the research project that deal with conflicts and their connection with poor conspicuity and then presents in detail the methods used in the activities concerning solutions for the improvement of conspicuity together with first results.
Automotive Engineering, Mechanical Engineering and TechnologyrnAbstract: The degrees of injury severity, as a rule injuries scaled by AIS of specific regions of the human body, investigated out of road traffic accidents correspond to the body-specific loading values, which are found out with the aid of experimental or mathematical simulation of crash tests with motor vehicles or with sled tests. The coherence between the injured human being on the one hand and the physical and the theoretical model respectively on the other hand is established by the risk function, which describes the probability of degrees of injury severity in dependence on the protection criteria. Due to the different physical characteristics in the simulation, e.g. accelerations, forces, compressions and their velocity, the compilation of these quantities, comparable to the MAIS, the maximal occurred single AIS obtained in accident analysis is much more difficult in the simulation than in the accident occurrence. Therefore it is obvious to normalize the loading values gained out of simulation and to summarise them to an entire value in a suitable manner, the safety index.rn
One goal of the assessment of the crashworthiness of passenger cars is to characterize the potential of injury outcome to occupants of cars involved in an accident. This can be achieved by the help of an index that puts the number of injured occupants of passenger cars in relation to the number of cars involved in an accident. As a consequence, this index decreases with a lower potential of injury and rises with a higher number of injuries while assuming a fixed number of accidents. Another index is introduced that uses an economical weighting of each injury level. The consequential injury costs are calculated using the average economical costs for lightly, severely and fatally injured persons. The calculation of the safety indices is based on an anonymized sample of accident data provided by the Federal Statistical Office. An index of Mercedes passenger car drivers depending on the year of registration between 1991 and 2006 is compared to the index of drivers of cars of other makes within the same range of registration years.
A sociological perspective on different strategies of reward in urban traffic law enforcement

In order to enhance road safety, it is necessary to make road users change their behaviour. There are two forms of police enforcement: punishment for breaking traffic regulations and rewards for rule-conformist behaviour. Punishment does not appear to produce long term changes. There are two main reward strategies: individual and group dependent rewards. Individuals who are members of a clearly defined group have good prospects of winning prizes in a lottery. The strategy of the delegated group dependent reward is based on a donation to a social institution. Traffic safety is a conflict of interests, and game theory considerations can be applied. Results of German and Dutch studies confirm hypotheses based on the game theory concept. Traffic behaviour mostly depends on expectation of others' behaviour. Successful strategies of reward should always be based on individual settlements of the rewards. More investigations are needed. Strategies of group dependent reward are not recommended. The size of reward and probability of winning it should be linked to rate of participation: the greater the participation, the greater the value of reward and probability of winning it. Every driver has a threshold from which he is prepared to change his traffic behaviour for a reward.
This study aimed to identify the occurrence, type and mechanisms of the traumatic injuries of the vulnerable road users in vehicle collisions, and to determine the effects of human, engineering, and environment factors on traffic accidents and injuries. The pedestrian accident cases were collected in the years 2000 to 2005 from Changsha Wujing hospital China and Accident Research Unit at Medical University Hannover in Germany. A statistic analysis was carried out using the collected accident data. The results from analysis of Changsha data were compared with results from analysis of GIDAS data Hannover. The injury severities were determined using AIS code and ISS values. The results were presented in terms of cause of injuries, injury distributions, injury patterns, injury severity. The factors influenced the injury outcomes were proposed and discussed for the vehicle transport environment and road users. The results were discussed with regard to accident data collection, accident sampling and injury distributions etc. In the urban area of Changsha, motorcycles and passenger cars are most frequently involved in vehicle pedestrian accidents. Head and lower extremities injuries are the predominant types of pedestrian injuries. The pedestrian accidents were identified as vital issue in urban traffic safety and therefore a high priority should be given to this road user group in research of safe urban transportation. In Hannover area, cars are most frequently involved in traffic accidents, injured pedestrians are involved in road traffic of Germany in 13% of all causalities only in 2005 and have nearly the same number as motorcyclists, but the half of bicyclists.
Accident research 2.0: New methods for representative evaluation of integral safety in traffic

BMW has developed a procedure for rating Advanced Driver Assistance Systems (ADAS) benefits that integrates two distinct tools. The tool "S.A.F.E.R." is designed to analyze the pre-crash phase. The aim of S.A.F.E.R. is to simulate all relevant processes in sufficient detail to obtain reproducible estimates of key indicators (effectiveness, false positives, etc.). The relevant processes include not only traffic and vehicle dynamics, but also environmental and most importantly human factors. Representative distributions of factors and parameters are obtained by taking the stochastic variation of all relevant parameters into account in the simulations. The second tool, known as "ICOS", has been designed to provide a high-resolution, high-fidelity description of crash phase dynamics. If one converts the outputs of stochastic simulation into inputs for crash dynamics, the result is a comprehensive description of exactly how a safety system can reduce injuries. Applications currently focus on high-fidelity simulation of individual crashes in order to enhance our understanding and optimization of connected safety systems. An integrated simulation process thus allows an exact prediction of the effectiveness in individual cases in terms of injury severity. The development and rating of integral safety need to reflect the true efficiency in the field. The integrated approach described here could provide a valid and reproducible basis for rating connected systems of active and passive safety. In particular, "virtual experiments" using a traffic-based approach and incorporating models of all relevant processes constitute an essential element of the approach.
The advent of active safety systems calls for the development of appropriate testing methods. These methods aim to assess the effectivity of active safety systems based on criteria such as their capability to avoid accidents or lower impact speeds and thus mitigate the injury severity. For prospective effectivity studies, simulation becomes an important tool that needs valid models not only to simulate driving dynamics and safety systems, but also to resolve the collision mechanics. This paper presents an impact model which is based on solving momentum conservation equations and uses it in an effectivity study of a generic collision mitigation system in reconstructed real accidents at junctions. The model assumes an infinitely short crash duration and computes output parameters such as post-crash velocities, delta-v, force directions, etc. and is applicable for all impact collision configurations such as oblique, excentric collisions. Requiring only very little computational effort, the model is especially useful for effectivity studies where large numbers of simulations are necessary. Validation of the model is done by comparison with results from the widely used reconstruction software PC-Crash. Vehicles involved in the accidents are virtually equipped with a collision mitigation system for junctions using the software X-RATE, and the simulations (referred to as system simulations) are started sufficiently early before the collision occurred. In order to assess the effectivity, the real accident (referred to as baseline) is compared with the system simulations by computing the reduction of the impact speeds and delta-v.
The DRUID expert consensus established recommendations on how to define limits for psychoactive substance use in traffic. The European DRUID project established a group of experts who are members of national working groups for defining analytical and/or risk thresholds. This group evaluated the results of DRUID, scientific literature and the experience of representatives of several EU Member States and Norway in determining cut-off levels. 1. Cut-offs should be defined for the most frequently used psychoactive substances; 2. In order to achieve compliance of the population towards cut-off regulations, they should be clear and comprehensible, pointing out the risks when used in traffic; 3. Thus, the definition of cut-offs should be based on current scientific knowledge; 4. The lowest substance concentration exerting an effect on driving should be preferred instead of the lowest limit of quantification/ detection; 5. For all psychoactive substances including alcohol, the same risk should be accepted. When a country intends to determine per se cut-off levels, several considerations have to be taken into account. From a scientific point of view, the same risk should be anticipated for all psychoactive substances including alcohol. Nevertheless, every cut-off discussion should address the question if the DRUID approach, to determine risk thresholds equivalent to alcohol limits, is feasible for the respective case.
The 6th RFP project DRUID aimed at supporting European transport policy makers by suggesting scientifically based recommendations to combat impaired driving. The main DRUID objectives were: 1. In-depth analysis of the problem situation with regard to DUI/DUID in Europe; 2. Assessment of prevalence and accident risks of DUI/DUID on the basis of epidemiological and experimental studies; 3. Evaluation of oral fluid screening devices and cost-benefit analysis of a strengthened drug driving enforcement; 4. Development of a classification system for medicines; 5. Evaluation of driver rehabilitation schemes and strategies of licence revocation; 6. Assessment of the effectiveness of new prescribing and dispensing guidelines for medicines; 7. Ddevelopment of policy recommendations on the basis of DRUID results. All in all, the DRUID results revealed that prevalence of psychoactive substance consumption, DUI/DUID, enforcement levels and legal strategies are very heterogeneous in European countries. Nonetheless, DRUID derives general recommendations as base for national solutions.
The incidence and treatment of sternal fractures among traffic accidents are of increasing importance to ensure best possible outcomes. Analysis of technical indicators of the collision, preclinical and clinical data of patients with sterna fractures from 1985-2004 among 42,055 injured patients were assessed by an Accident Research Unit. Two time groups were categorized: 1985-1994 (A) vs. 1995-2004 (B). 267/42,055 patients (0.64%) suffered a sterna fracture. Regarding the vehicle type, the majority occurred after car accidents in 0.81% (251/31,183 pts), followed by 0.19% (5/2,633pts) driving motorbike, and 0.11% (4/3,258pts) driving a truck. 91% wore a safety belt. Only 13% of all passengers suffering a sternal fracture had an airbag on board (33/255 car/trucks), with an airbag malfunction in 18%. The steering column was deformed in 39%, the steering wheel in 36%. Cars in the recent years were significantly older (7.67-±5 years (B) vs. 5.88-±5 years (A), p=0.003). Cervical spine injuries are frequent (23% vs. 22%), followed by multiple rib fractures (14% vs. 12%) and lung injuries (12% vs. 11%). We found 9/146 (6%) and 3/121 patients (3%) with heart contusion among the 267 sternal fractures. MAIS was 2.56-±1.3 vs. 2.62-±1.3 (A vs. B, p=0.349). 18% of patients were polytraumatized, with 11.2% dying at the scene, 2.3% in the hospital. Sternal fractures occur most often in old cars to seat-belted drivers often without any airbag. Severe multiple rib fractures and lung contusion are concomitant injuries in more than 10% each indicating the severity of the crash. Over a twentyyear period, the injury severity encountered was not different with 18% polytrauma patients suffering sternal fractures.
The European Union has set a target to reduce all road fatalities (over 40,000) with 50% in 2010. This target percentage remained unchanged with the introduction of the ten new member states within the EU as by May 1st, 2004. According to Eurostat, 34% of all fatalities in 1998 in the, then, fifteen states of the European Union were the result of single vehicle collisions. This represents over 14,000 lives lost each year of which many can likely be saved through better roadside infrastructure design. The challenge for road safety professionals is to find methods and design strategies that help to reduce these casualties. Procedures for full-scale vehicle crash testing of guard rails were first published in the US in 1962. Present European regulation is mainly based on these procedures and later developments. Since then the vehicle fleet has changed considerably. Due to the complexity of the actual safety problem the numerical simulation approach offers a good opportunity to evaluate the different parameters involved in road safety, such as infrastructure properties, vehicle type, vehicle occupants and injuries. The ideal situation would be that simulation tools are coupled or integrated and all involved effects would be related. At the moment this is not the case yet, but initiatives are taken and a new virtual era has started. This paper offers a method looking at two components that encompass the driving environment: the car and the guardrail. As part of the EC-funded project, RISER (Roadside Infrastructure for Safer European Roads) a multi body simulation program study is carried out to determine sensitivities of some parameters in car to guardrail collisions and gives insides in performance of the car with passive safety equipment, the guardrail and the interaction of these objects with each other. By offering a set of methods that includes these two aspects and their intertwining relations, more confidence can be gained in actually reducing fatalities due to single vehicle collisions with, or due to, roadside furniture. Reducing the number of fatalities of single vehicle crashes would contribute greatly to the stated goal of reducing casualties altogether.
Various kinds of demerit point systems have been developed and implemented in European countries, aimed at tackling repeat offences in road transport by acting as a deterrent and providing sanctioning. The impact of a demerit point system on the number of crashes is often reported to be significant, but temporary. The objective of the EU BestPoint project was to establish a set of recommended practices that would result in a more effective and sustainable contribution of demerit point systems to road safety. A high actual chance of losing the licence and a high perceived chance of losing the licence are basic prerequisites for the effective operation of demerit point systems. For measures applied within the context of a demerit point system, a four-step-approach is recommended: warning letter, driver improvement course, licence withdrawal, rehabilitation course. Further recommendations concern issues like points and offences, e.g. which offences should lead to points, target groups, and the administration of demerit point systems. The final result of the EU BestPoint project is a handbook (van Schagen & Machata, 2012) which provides a concise overview of all recommended practices. The presentation/paper outlines how sustainable safety improvements can be achieved if national demerit point systems are implemented and maintained according to the recommended practices. In addition, potential further steps towards an EU-wide demerit point system (cross-border exchange on points and/or offences) are presented.
This study was one part of the research activities of work package 5 "Rehabilitation" of the integrated EU DRUID project (6th Framework Programme). It aimed at gathering information about the cognitive"affective and behavioral processes that participants undergo while attending driver rehabilitation (DR) programs. The primary objective was to analyze the outcomes of group interventions for alcohol offenders in order to assess any cognitive, motivational and behavioral modifications within individual participants and to identify the relevant variables which initiate and support this change process. The general methodological concept of the study was a prospective cohort design of participants of group-based European driver rehabilitation programs, carried out via a participant feedback questionnaire survey. In total N=7.339 DUI offenders in 9 European countries (Austria, Belgium, France, Germany, Great Britain, Hungary, Italy, Netherlands and Poland) participated in the survey. The results indicate that DR participants feel such programs provide strong support for their cognitive and behavioral change processes. The findings suggest that participants feel encouraged to establish new behavioral goals and the commitment to stick to them. At the same time, the participants' ratings emphasize the important role of the course leader in encouraging such changes. The findings of this explorative questionnaire survey are promising. Although it is impossible to draw any conclusions regarding long-term behavioral changes or effects on recidivism rates, participants of DR courses express positive feedback on completion of the program. The positive outcomes of the study can motivate decisionmakers to launch DR measures and to regard them as an essential part of a comprehensive countermeasure system against DUI.
In Germany, courses for the restoration of the fitness to drive after licence revocation are provided for different offender groups (alcohol, drug and demerit point offenders). Providers of these courses are by law required to prove the effectiveness of the applied course programs. For the evaluation of effectiveness, the Federal Highway Research Institute (BASt) established specific "Reference Values" in 2002. The objective of the study at hand was to collect valid data in order to renew the old-established Reference Values from 2002. Additionally, data collection aimed at initializing Reference Values for drug offender programs. Over 66,000 drivers were analysed regarding their traffic probation in the three years after licence reinstatement. Offenders were assigned to an offender group (alcohol, drugs and demerit point offenders) based on the reason for prior licence revocation. Different indicators were used as criteria for re-offending: new alcohol or drug records, culpable accident involvement and repeated licence revocation. For each of the offender groups, frequency distributions regarding these indicators were calculated. Frequencies of recidivism are highest for the group of demerit point offenders. Compared to the Reference Values of this group from 2002, frequencies of re-offending increased. Conversely, re-offence frequencies of alcohol offenders are halved compared to the data from 2001. The analysis of the re-offence frequencies of drug offenders reveals an equal amount of re-offenders as in the alcohol offender group. The collected data serve as a good base for renewal of the old-established Reference Values and may be applicable as comparative data for future evaluations The results reveal significant differences between recent data and earlier studies. These may occur due to improvements of the applied programmes, but also due to situational changes, e.g. increased enforcement levels and expansion of the catalogue of offenses which lead to demerit points.
The use of alcohol interlocks for DUI offenders is widespread around the world. in North America and Australia alcohol interlocks are core elements in the countermeasure system against DUI recidivism. Based on a European experience exchange hosted by the Federal Highway Research Institute (BASt) in October 2013, key features of European alcohol interlock programmes are illustrated. In addition, key findings from international alcohol interlock research are presented. They point towards a need for an accompanying rehabilitative measure in order to achieve long-lasting behavioural changes in the offender. Data from the interlock recorder can be used as predictor for recidivism risk, but also as objective data to aid counselling. Finally, an example of an accompanying rehabilitative measure, which was specifically developed for interlock programmes within a BASt project, is given.
According to an investigation in March 2008 by the Federal Ministry of Transport, Building and Urban Affairs (BMVBS) about 14,000 truck parking spaces are missing in the near of motorways in Germany. Beside constructional enlargement of rest areas, intelligent traffic systems ought to be used to detect automatically the occupancy rate of rest areas and to provide better demand management and also to achieve an increase of capacity of truck parking spaces. The essay describes the newly developed control procedure "Compact parking", which is currently under development by German Federal Highway Research Institute (BASt). The method achieves that a number of trucks are parking in a compact way, side by side and without a driving lane between them. With the help of dynamic displays above the parking rows, the drivers receive the needful information to park their vehicle in a parking row, in which other trucks have the same or an earlier departure time. This system is able to increase the rest area capacity in short-term, more quickly than constructional enlargement of rest areas.
Intelligent transportation systems have a high potential to optimise traffic flow, to increase road traffic safety and to reduce environmental pollution. Real Time Traffic Information (RTTI) systems help to achieve these targets. Beside verbal radio announcements the most used RTTI service is the Traffic Message Channel (TMC) as a part of the Radio Data System (RDS). TMC messages support drivers in their choice of efficient routes or prepare them to cope with situations on the route ahead. The main focus of the paper is on the quality of TMC messages in Germany. After a brief overview of RTTI stakeholders in Germany and their role in the German public traffic information chain the following literature analysis summarizes the state-of-the-art on traffic information quality. Then the paper gives an overview about methodology and first results of an ongoing project on traffic information quality that has been initiated by the Bundesanstalt für Straßenwesen (BASt, German Federal Highway Research Institute) in 2008. The paper describes a concept how to check all processing iterations of the traffic information chain and occurring failures. A cause-effect-analysis forms the basis of this concept to get an idea which reasons (= process) lead to which measurable effect (= quality indicator). The paper demonstrates the principle with the pre-process of the Location Code List (LCL), which is the major basis for message coding since the LCL describes all locations that can be named in a TMC message.
The fact that ADAC Air Rescue handles approximately 4,000 road accident missions every year gave rise to set up an accident research programme for which ADAC Air Rescue provides its data. This data is of initial informational quality and will be supplemented by data from the police, experts, fire brigades as well as hospitals and forensic institutes. Although the number of cases is still rather low, certain tendencies can be identified. The causes for most accidents occur when joining or intersecting traffic, followed by speeding in road bends and tailgating. Many accidents involve HGV rear end collisions, often causing serious injuries, considerable damage and technical problems for the rescue operations. With regard to the various impact types, it has become obvious that most of the extremely serious injuries are inflicted during a passenger car side impact. In addition, access to and removal of trapped passengers is becoming more and more complicated, partly due to the increasing use of high-strength materials, and rescue operations tend to be more time consuming.
This study aimed at comparing head Wrap Around Distance (WAD) of Vulnerable Road User (VRU) obtained from the German in-depth Accident Database (GIDAS), the China in-depth Accident Database (CIDAS) and the Japanese in-depth Accident Database (ITARDA micro). Cumulative distribution of WAD of pedestrian and cyclist were obtained for each database (AIS2+) showing that WAD of cyclists were larger than the ones of pedestrians. Comparing three regions, the 50%tile WAD of GIDAS was larger than that of both Asian accident databases. Using linear regression that might predict WAD of pedestrians and cyclists from Impact speed and VRU height, WADs were calculated to be 206cm/219cm (Pedestrian/Cyclist) for GIDAS, 170cm/192cm for CIDAS and 211cm/235cm for ITARDA. In addition, this study may be helpful for reconsideration of WAD measurement alignment between accident reconstruction and test procedures.
Since 2008, the authors inspected fatal traffic accidents on the spot every year, with the cooperation of Toyota police station in Aichi pref. In the jurisdiction, numbers of fatal accidents were 18 in 2008, 12 in 2009, 14 accidents in 2010, and 16 in 2011. We here report the results of our analysis of information obtained by detailed inspection for those that occurred from 2008 to 2010. We focused on vehicle-to-pedestrian accidents, which accounted for about 45% of all accidents in 2008. Because many accidents occurred on residential roads not far from pedestrians" homes, it was revealed that the decrease of the collision speed by traffic calming such as humps and zone speed management, was highly effective. On the other hand, pedestrian detection technologies seemed to be also effective as a countermeasure on vehicle side. Every pedestrian position against a vehicle was clarified and TTC (Time to Collision) was calculated provisionally. Pedestrian accidents in intersections were also examined. Among the intersection pedestrian accidents within the jurisdiction, compared with the national average in Japan, the ratio of intersections without a signal and the ratio without a pedestrian crossing were high. According to the comparison of the Japanese traffic accident patterns between 2001 and 2008, pedestrian accidents during turning right and turning left did not decrease much. For elderly drivers, these accidents occurred very often. Finally, single vehicle accidents were analysed with the accident pattern analysis methods used above. There were high numbers of single vehicle accidents against object on single roads. Although fatal accidents against guardrails decreased, the numbers of fatal accidents against a utility pole and a sign pole were nearly constant. As for the impact with narrow width objects such as utility poles, the fatality rate was very high, and countermeasures of both road infrastructure and vehicles seem to be effective.

This report for the Institute of Advanced Motorists (IAM) summarises recent research and knowledge from scientific studies about distracted driving. The report defines what it means to be "distracted" when driving, discusses the impact of distraction on driver behaviour and safety, and what can be done to reduce distracted driving. The focus of distraction discussed here relates to how drivers engage with technology when driving. The report begins with a background to driver distraction, followed by discussion about what is actually meant by driver distraction. It is then considered why humans cannot successfully do two things at the same time, particularly within the context of driving. The subsequent section summarises the scientific research findings to date with regard to driver distraction and technology, and how this affects different types of road user. Recommendations for how driver distraction can be mitigated in the real world and a summary conclude the report. Responses to common questions raised by drivers are presented in Appendix A.
Immediate user self-evacuation is crucial in case of fire in road tunnels. This study investigated the effects of information with or without additional virtual reality (VR) behavioural training on self-evacuation during a simulated emergency situation in a road tunnel. Forty-three participants were randomly assigned to three groups with accumulating preventive training: The control group only filled in questionnaires, the informed group additionally read an information brochure on tunnel safety, and the VR training group received an additional behavioural training in a VR tunnel scenario. One week later, during the test session, all participants conducted a drive through a real road tunnel in which they were confronted with a collision of two vehicles and intense smoke. The informed and the behaviourally trained participants evacuated themselves more reliably from the tunnel than participants of the control group. Trained participants showed better and faster behavioural responses than informed only participants. Interestingly, the few participants in the control group who reacted adequately to the scenario were all female. A 1 year follow-up online questionnaire showed a decrease of safety knowledge, but still the trained group had somewhat more safety relevant knowledge than the two other groups. Information and especially VR behavioural training both seem promising to foster adequate self-evacuation during crisis situations in tunnels, although long term beneficial behavioural effects have to be demonstrated. Measures aiming to improve users/ behaviour should take individual difference such as gender into account.
Improving the security of critical road infrastructure is a major task for owners and operators of tunnels and bridges in the European TEN-T Network (Trans-European Networks of Transport) (European Parliament and Council 1996). Up to now, there has not been a systematic procedure for identifying and assessing critical infrastructure objects and selecting appropriate protection measures. The EC FP7 project SeRoN for the first time presents an innovative methodology in order to support road owners and operators in handling this complex task. This paper describes the methodology and project results in detail by giving an introduction into its practical application.
Efficient and widely available transport infrastructure is one of the most important prerequisites for sustainable economic development to meet the demand for mobility. In this context, being able to manage traffic growth forecasts is of particular importance. In Germany, current forecasts indicate a 40% increase in rail and road transport in the country. However, about 60% of bridges (as measured by bridge area) on the national German highway system that are suitable for freight transport were built before 1985. In other transport sectors as well, aging infrastructure is one of the key challenges for the availability and the resilience of European transport infrastructure. Many bridges in the national German highway system are already at their load-bearing limit. Furthermore, required maintenance measures have not been adequately carried out in the past due to limited budgets, leading to overall bridge deterioration. Further challenges for owners and operators of transport infrastructure result from the effects of climate change, associated climate extremes, natural catastrophes, and possible criminal and terrorist threats. To ensure that future infrastructure challenges can be successfully addressed, strategies and solutions must be developed and implemented in a timely manner to enable holistic and sustainable life-cycle management. The concepts of Resilience Management as well as Resilience Engineering are essential building blocks in this process. Resilience is the ability to survive in the face of a complex, uncertain, and ever-changing future. It is a way of thinking about both short-term cycles and long-term trends. Using this concept, owners and operators can reduce the risk of disruption in the face of shocks and stresses. Resilience requires cyclical, proactive, and holistic risk management practices.
This paper deals with the determination of test criteria for the durability assessment of polyvinyl chloride (PVC)-based geosynthetic barriers (GBR-P) products in tunnel sealing systems. In the project different products for road tunnel application are investigated by systematic long time storage in hot water using a new test procedure based on SIA V 280 standard (test no. 13) and EN 14415. The objective of this research project is to derive suitable exposure conditions and criteria for a practical testing procedure with regard to service lifetimes of up to 100 years. For that test temperature and time as well as the best suitable test medium have been investigated in a structured way. To verify the results of the new test procedure the material properties of GBR-P samples removed from older road tunnels are investigated. Based on the presented results of the still on-going research program some preliminary conclusions regarding the updating of the German regulations for road tunnel sealing systems (ZTV-ING part 5 section 5 and TL/TP KDB) are given.
This paper deals with possibilities to update existing road tunnels in order to fulfill up to date requirements regarding structural fire protection. Besides the upgrading of tunnels with structural fire protection systems (like e.g. fire protection sheets) there is also the possibility of numerical investigations. In research projects carried out on behalf of the Federal Highway Research Institute (BASt) numerical investigations for the proof of sufficient structural fire protection have been done for common road tunnel types. Additionally the influence of different fire loads and fire durations on the bearing capacity of the structures have been investigate existing tunnels regarding structural fire protection. The research results have also been the basis for a current update of national standards for tunnel construction.
The first stage of the work has been to collate information on bridge assessment from the participating countries. In the later stages, the aim is to provide guidelines that reflect the current best practices, a methodology that will allow for future development and sufficient flexibility to accommodate variations in national priorities as the process of harmonisation is pursued. The following tasks fall within the scope of the project: (1) a review of current procedures and standards used for bridge assessment in Europe; (2) the development of models for taking into account the bridge specific traffic conditions and material properties; (3) the use of reliability methods based on a probabilistic approach for bridge assessment including the use of measurements for updating the reliability of structural elements; and (4) the provision of recommendations for methods and procedures that can be adopted for the assessment module of the management framework highlighting where further development will be beneficial.
In the project SECMAN " SECurity MANual " a simple four-step procedure for the identification of critical road infrastructures, assessment of these infrastructures regarding various man-made threats and the determination of effective protection measures was developed. These methodologies are summarized and combined into a comprehensive best-practice manual which allows for a trans-national structured and holistic security-risk-management approach for owners and operators of road infrastructures in Europe. This paper presents the developed methodology starting from the assessment procedures of a network's criticality over an object's attractiveness and vulnerability to the selection process of appropriate protection measures.
Despite the steadily declining number of pedestrian fatalities and injuries in most European countries during recent decades, pedestrian protection is still of great importance in the European Union as well as in Germany. This is because they still constitute a large proportion of road user casualties and are more likely to suffer serious and fatal injuries than most other road users. In 1999 only car occupants suffered more fatal injuries than pedestrians in Germany. In December 1998, EEVC WG 17 completed their review and updating of the EEVC WG 10 pedestrian test procedure that made it possible to evaluate the protection afforded to pedestrians by the front of passenger cars in an accident. Within the scope of this procedure, four different impactors are used representing those parts of the body which are injured very often and/or very seriously in vehicle-pedestrian-collisions. In a project executed by IKA and BASt, a small family car was tested according to the EEVC WG 17 test procedure. Afterwards modifications to the car were carried out in order to improve the pedestrian protection provided by the vehicle design. There were certain restrictions placed on the level of modifications undertaken, e.g. only minor modifications to vehicle styling and to the vehicle structures, which provide passenger protection. The redesigned vehicle was tested again using the WG 17 test procedure. The test results of the modified vehicle were compared with those of the standard vehicle and evaluated. The results show that considered measures for pedestrian protection in many areas of the vehicle front structure and the use of innovative techniques can lead to a significant reduction of the loads of pedestrians at an acceptable expense.
Many big cities in Europe and elsewhere in the world have problems managing the traffic especially during rush hours. The improvement of the parking problematic and environmental protection as well are important aspects for the future traffic design of urban areas. To improve the traffic situation the development of new traffic concepts and alternative vehicles are required. The BMW company has developed a new type of two-wheel vehicle. This two-wheeler constitutes a totally new concept. BMW implemented a lot of safety features, such as a structure made up of rollover bars and a crush element instead of a front protecting plate. Furthermore the driver can secure himself with two safety belts. The paper contains a description of the novel two-wheel vehicle concept designed so far. BMW's concept and the safety features are also explained. The Federal Highway Research Institute (BASt) was given the task of assessing the concept as a whole with regard to the active and passive safety and the exemption of the obligation to wear a helmet. The expertise concluded that the BMW two-wheeler concept has a very high safety standard. Some extracts of the expertise, in particular the investigations concerning the exemption of the obligation to wear a helmet are presented. Common legal requirements for the vehicle registration of vehicle concepts similar to the BMW two-wheeler in Germany have been formulated.
As the official German catalogue of accident causes has difficulty in matching the increasing demands for detailed psychologically relevant accident causation information, a new system, based on a "7 Steps" model, so called ACASS, for analyzing and collecting causation factors of traffic accidents, was implemented in GIDAS in the year 2008. A hierarchical system was developed, which describes the human causation factors in a chronological sequence (from the perception to concrete action errors), considering the logical sequence of basic human functions when reacting to a request for reaction. With the help of this system the human errors of accident participants can be adequately described, as the causes of each range of basic human functions may be divided into their characteristics (influence criteria) and further into specific indicators of these characteristics (e.g. distraction from inside the vehicle as a characteristic of an observation-error and the operation of devices as an indication for distraction from inside the vehicle. The causation factors accordingly classified can be recorded in an economic way as a number is assigned to each basic function, to each characteristic of that basic function and to each indicator of that characteristic. Thus each causation factor can be explicitly described by means of a code of numbers. In a similar way the causation factors based on the technology of the vehicle and the driving environment, which are also subdivided in an equally hierarchical system, can be tagged with a code. Since the causes of traffic accidents can consist of a variety of factors from different ranges and categories, it is possible to tag each accident participant with several causation factors. This also opens the possibility to not only assign causation factors to the accident causer in the sense of the law, but also to other participants involved in the accident, who may have contributed to the development of the accident. The hierarchical layout of the system and the collection of the causation factors with numerical codes allow for the possibility to code information on accident causes even if the causation factor is not known to its full extent or in full detail, given the possibility to code only those cause factors, which are known. Derived from the systematic of the analysis of human accident causes ("7 steps") and from the practical experiences of on-scene interviews of accident participants, a system was set in place, which offers the possibility to extensively record not only human causation factors in a structured form. Furthermore, the analysis of the human causation factors in such a structured way provides a tool, especially for on-scene accident investigations, to conduct the interview of accident participants effectively and in a structured way.
With an ever rising human life expectancy the share of elderly people in society is constantly rising. This leads to the fact that at the same rate the share of people with age related diseases such as dementia and poor eyesight taking part in traffic will rise and therefore traffic accidents caused by this group of people due to the disease will play an ever greater role. This Situation will be among the future challenges of road safety work. At present this study displays specific characteristics of accidents caused by elderly car drivers (aged 65 or higher) based on the analysis of the German In-Depth Accident Study GIDAS. Herein almost 1000 elderly car drivers were identified as accident participants in the years 2008 to 2011. The focus of this study lies on identifying special types of accidents which are caused by elderly drivers and on characterizing these types with the information gathered on scene and by interviewing the participants. The main evidence analyzed is the knowledge about the accident locality, the trajectories of the participants as well as the reasons for the occurrence of the accidents. Furthermore personal information such as the personal condition before the accident and driving purposes is used to identify patterns of contributing circumstances for accidents caused by elderly traffic participants.
In the context of this study, different data sources for accident research were examined regarding their possible data access and evaluated concerning the individual quality and extent of the data. Analyses of accidents require detailed and comprehensive information in particular concerning vehicle damages, injury patterns and descriptions of the accident sequence. The police documentation supplies the basic accident statistics and is amended in the context of the forensic treatment by further information, e.g. by medical and technical appraisals and witness questionings. As a new approach to the data acquisition for the analysis of fatal traffic accidents, the information was made usable which was collected by the police and by the investigations of the public prosecutor. The best strategy for obtaining reliable, extensive and complete data consists of combining the information from these two sources: the very complete, but elementary statistic data of the Niedersächsisches Landesamt für Statistik (Lower Saxony State Authority of Statistics), based on the police documentation as well as the very extensive accident information resulting from the investigation documentation of the public prosecutor after conclusion of the procedure, the so-called Court Records. Of all 715 fatal traffic accidents, which happened in the year 2003 in the German State of Lower Saxony, 238 cases were selected by means of a statistically coincidental selective procedure based on a statistically representative manner (every third accident). These cases cover the investigation documents of the 11 responsible public prosecutor- offices, which were requested and evaluated while preserving the data security. Of the 238 cases 202 cases were available, which were individually coded and stored in a data base using 160 variables. Thus a data base of a sample of representative data for fatal accidents in Lower Saxony was set up. The data base contains extensive information concerning general accident data (35 variables), concerning road and road surface data (30 variables), concerning vehicle-specific data (68 variables) as well as concerning personal and injury data (27 variables).
Within the COST Action TU1101 the working group WG 1 is dealing with acceptance criteria and problems in helmet use while bicycling concerning conspicuity, thermal stress, ventilation deficits and other potential confounding. To analyze the helmet usage practice of bicyclists in Europe a questionnaire was developed in the scope of working group 1 to collect relevant information by means of a field study. The questionnaire consists of some 66 questions covering the fields of personal data of the cyclist, riding und helmet usage habits, information concerning the helmet model and the sensation of the helmet, as well as information on previous bicycle accidents. A second complementary study is conducted to analyze if the use of a bicycle helmet influences the seating geometry and the posture of cyclists when riding a bicycle and if the if the helmet vertically limits the vision. For this purpose cyclists with and without helmets were photographed in real world situations and relevant geometrical values such as the decline of the torso, the head posture of the upper vertical vision limit due to the helmet were established from the photos. The interim results of the field studies which were conducted in Germany by the Hannover Medical School are presented in this study. Some 227 questionnaires were filled out, of which 67 participants had used a helmet and 42 of the 227 participants have had a bicycle accident before. For the analysis of the riding position and posture of the cyclist over 40 pictures of riders with a helmet and over 240 pictures of riders without a helmet were measured concerning the seating geometry to describe the influence of using a bicycle helmet. Some results in summary: From the riders interviewed with the questionnaire only 11% of the city bike riders and 12% of the mountain bike riders always used the helmet, while 38% of the racing bike riders and 88% of the e-bike-riders always used the helmet. The helmet use seems not to change the sensation of safety of cycling compared to the use of a car. The arguments for not wearing a helmet are mostly stated to be the short distance of a trip, high temperatures or carelessness and waste of time. The reasons for using a helmet are stated to be the feeling of safety and being used to using a helmet. Being a role model for others was also stated to be a reason for helmet use. Concerning the sensation of the helmet 9% of the riders reported problems with the field of vision when using a helmet, 57% saw the problem of sweating too much, and 10% reported headaches or other unpleasant symptoms like pressure on the forehead when using the helmet. The analysis of the seating posture from the pictures taken of cyclists revealed that older cyclists generally have a riding position where the handle bar is higher than the seat (0-° to 10-° incline from seat to handlebar), while younger riders had a higher variance (between -10-° decline and 20-° incline). Further, elderly riders and riders with helmets seem to have a more upright position of the upper body when cycling. The vertical vision limit due to the helmet is determined by the front rim of the helmet (mostly the sun shade). Typical values here range from 0-° (horizontal line from the eye to the sun shade) to 75-° upwards, in which elderly riders tend to have a slightly higher vertical vision limit possibly due to the helmet being worn more towards the face.
Although the statistics show a decreasing rate of child injuries and fatalities in German road accidents more efforts can be made to protect children in cars e.g. by developing appropriate child restraint systems. An important part in of this work can be achieved with the help of crash tests using child dummies. However these crash tests cannot completely reflect the situation of real world crashes as factors like children moving out of the optimal position or children incorrectly fastened by their parents are difficult to predict. Therefore this study gives an overview over the current accident and injury situation of child occupants in cars in German road accidents.
Rural roads (highways) in Germany have to provide both high road safety and an appropriate level of service in accordance with their function in the road network. Single carriageway rural roads often underperform these expectations. An analysis of severe accidents on rural roads found two main contributing factors. First, high or inappropriate speed leads to accidents caused by the loss of control of the vehicle. Second, unsafe passing manoeuvres related to a misjudgement of sight distance, speed of oncoming vehicles or a misjudgement of the driver vehicle's acceleration capability. On the five roads where unsafe passing manoeuvres were a main contributing factor to accident occurrence, single short passing lanes (600 m to 1.2 km) were built to provide safe passing. On the remaining two-lane sections passing was prohibited by road signs and road marking. This paper investigates the effect of this design change on the accident situation and on traffic flow. The research project is based on a before/after comparison of traffic and accident data. Traffic volume, vehicle types and their velocities as well as the time gaps between the vehicles were recorded at different cross-sections. The result shows a significant improvement in road safety. This improvement was especially noted for severe head-on crashes, which were reduced to almost zero. The analysis of traffic flow on these roads pointed out that the chosen lengths of passing lanes were sufficient for safe passing and thereby reduced the need for dangerous driving behaviour. The recommendations of this research were fundamental for the determination of the design parameters of the second highest design class (EKL 2) in the new German Rural Road Design Guideline (RAL) published in spring 2013.
An increased use of bicycles comes along with an increased number of bicycle accidents. Bicycle accidents are more frequent than recorded by the police. To evaluate the real number of bicycle accidents during 12 months in Münster, Germany, injuries were collected by the Police and in each emergency unit anonymously. 2,153 patients had to be treated in a hospital, nearly triple the number of accidents that were registered by the police. Beside fractures of the upper extremities with major surgery, traumatic brain injuries were the leading cause for hospital admission. Bicycle helmet use can reduce traumatic brain injuries and the related number of deaths and hospital admissions. Laws on bicycle helmet might decrease the use of bicycles and therefore the reduction of positive health benefits. Other methods of accident prevention may lead to positive effects as helmet legislation as well, while having no reduction in bicycle use.
As bearing capacity measurements become more and more important, the necessity of assuring quality by establishing a QA system becomes more relevant. Within this context, the FGSV recommends the introduction of comparative measurements. Since 2015, two pilot events took place, with the main aim of introducing repetitive comparative measurements, in which all FWD operators shall participate. The results of the comparative measurements show that the basic principles behind comparative measurements (of the FWD), elaborated as a Europe-wide consensus and put into practice in the Netherlands and the United Kingdom, are valid, but still there is a variety of questions to be answered concerning certain details of the measuring system itself, e. g. measurement of the temperatures (air, pavement) and the impact of load introduction. All in all, the two pilot events in 2015 and 2016 proved that the comparability of the different FWD measuring devices is satisfactory.
Within the process of integrating passenger airbags in the vehicle fleet a problem of compatibility between the passenger airbag and rear-facing child restraint systems was recognised. Especially in the US several accidents with children killed by the passenger airbag were recorded. Taking into account these accidents the deactivation of a present passenger airbag is mandatory if a child is carried in a rear-facing child restraint system at the front passenger seat in all member states of the European Union. This rule is in force since the deadline of 2003/20/EC at the latest. In the past a passenger airbag either could not be disabled or could only be disabled by a garage. Today there are a lot of different possibilities for the car driver himself to disable the airbag. Solutions like an on/off-switch or the automatic detection of a child restraint system are mentioned as an example. Taking into account the need for the deactivation of front passenger airbags two types of misuse can occur: transportation of an infant while the airbag is (still) enabled and transportation of an adult, while the airbag is disabled, respectively. Within a research project funded by BASt both options of misuse were analysed utilising two different types of surveys amongst users (field observations and interviews, Internet-questionnaires). In addition both analysis of accident data and crash tests for an updated assessment of the injury risk caused by the front passenger airbag were conducted. Both surveys indicate a low risk of misuse. Most of the misuse cases were observed in older cars, which offer no easy way to disable the airbag. For systems, which detect a child seat automatically, no misuse could be found. The majority of misuses in cars equipped with a manual switch were caused by reasons of oblivion. Also the accident analysis indicates a minor risk of misuse. From more than 300 cases of the GIDAS accident sample that were analysed, only 24 children were using the front passenger seat in cars equipped with a front passenger airbag. In most of these cases the airbag was deactivated. When misuse occurred the injury severity was low. However, when analysing German single accidents the fatality risk caused by the front passenger airbag became obvious. From the technical point of view, there were important changes in the design of passenger airbags in recent years. Not only volume and shape were modified, but also the mounting position of the entire airbag module was changed fundamentally. Even if these findings do not allow obtaining general conclusions, a clear tendency of less danger by airbags could be identified. For future vehicle development a safe combination of airbags and rear faced baby seats seems to be possible in the long term. This would mean that both types of misuse could be eliminated. For parents an easier use of child seat and car would be the result.
The share of high-tensile steel in car bodies has increased over the last years. While occupant safety has generally benefited from this measure, there is a potential risk that, as a result, rescue time may increase considerably. In more than 60% of all car occupant fatalities a technical rescue has been necessary. These are in particular those cases where occupants die immediately at the accident scene. Therefore, in these cases "rescue time" is a very sensitive parameter. In addition to the general analysis of the need of technical rescue and the actual rescue time depending on model years, the injury pattern of occupants requiring technical rescue will be analysed to provide advice for rescue teams. Furthermore, a detailed analysis of rescue measures for the most popular car models depending on the safety cell design is given.
