Accident research 2.0: New methods for representative evaluation of integral safety in traffic

BMW has developed a procedure for rating Advanced Driver Assistance Systems (ADAS) benefits that integrates two distinct tools. The tool "S.A.F.E.R." is designed to analyze the pre-crash phase. The aim of S.A.F.E.R. is to simulate all relevant processes in sufficient detail to obtain reproducible estimates of key indicators (effectiveness, false positives, etc.). The relevant processes include not only traffic and vehicle dynamics, but also environmental and most importantly human factors. Representative distributions of factors and parameters are obtained by taking the stochastic variation of all relevant parameters into account in the simulations. The second tool, known as "ICOS", has been designed to provide a high-resolution, high-fidelity description of crash phase dynamics. If one converts the outputs of stochastic simulation into inputs for crash dynamics, the result is a comprehensive description of exactly how a safety system can reduce injuries. Applications currently focus on high-fidelity simulation of individual crashes in order to enhance our understanding and optimization of connected safety systems. An integrated simulation process thus allows an exact prediction of the effectiveness in individual cases in terms of injury severity. The development and rating of integral safety need to reflect the true efficiency in the field. The integrated approach described here could provide a valid and reproducible basis for rating connected systems of active and passive safety. In particular, "virtual experiments" using a traffic-based approach and incorporating models of all relevant processes constitute an essential element of the approach.
The DRUID expert consensus established recommendations on how to define limits for psychoactive substance use in traffic. The European DRUID project established a group of experts who are members of national working groups for defining analytical and/or risk thresholds. This group evaluated the results of DRUID, scientific literature and the experience of representatives of several EU Member States and Norway in determining cut-off levels. 1. Cut-offs should be defined for the most frequently used psychoactive substances; 2. In order to achieve compliance of the population towards cut-off regulations, they should be clear and comprehensible, pointing out the risks when used in traffic; 3. Thus, the definition of cut-offs should be based on current scientific knowledge; 4. The lowest substance concentration exerting an effect on driving should be preferred instead of the lowest limit of quantification/ detection; 5. For all psychoactive substances including alcohol, the same risk should be accepted. When a country intends to determine per se cut-off levels, several considerations have to be taken into account. From a scientific point of view, the same risk should be anticipated for all psychoactive substances including alcohol. Nevertheless, every cut-off discussion should address the question if the DRUID approach, to determine risk thresholds equivalent to alcohol limits, is feasible for the respective case.
The 6th RFP project DRUID aimed at supporting European transport policy makers by suggesting scientifically based recommendations to combat impaired driving. The main DRUID objectives were: 1. In-depth analysis of the problem situation with regard to DUI/DUID in Europe; 2. Assessment of prevalence and accident risks of DUI/DUID on the basis of epidemiological and experimental studies; 3. Evaluation of oral fluid screening devices and cost-benefit analysis of a strengthened drug driving enforcement; 4. Development of a classification system for medicines; 5. Evaluation of driver rehabilitation schemes and strategies of licence revocation; 6. Assessment of the effectiveness of new prescribing and dispensing guidelines for medicines; 7. Ddevelopment of policy recommendations on the basis of DRUID results. All in all, the DRUID results revealed that prevalence of psychoactive substance consumption, DUI/DUID, enforcement levels and legal strategies are very heterogeneous in European countries. Nonetheless, DRUID derives general recommendations as base for national solutions.
Various kinds of demerit point systems have been developed and implemented in European countries, aimed at tackling repeat offences in road transport by acting as a deterrent and providing sanctioning. The impact of a demerit point system on the number of crashes is often reported to be significant, but temporary. The objective of the EU BestPoint project was to establish a set of recommended practices that would result in a more effective and sustainable contribution of demerit point systems to road safety. A high actual chance of losing the licence and a high perceived chance of losing the licence are basic prerequisites for the effective operation of demerit point systems. For measures applied within the context of a demerit point system, a four-step-approach is recommended: warning letter, driver improvement course, licence withdrawal, rehabilitation course. Further recommendations concern issues like points and offences, e.g. which offences should lead to points, target groups, and the administration of demerit point systems. The final result of the EU BestPoint project is a handbook (van Schagen & Machata, 2012) which provides a concise overview of all recommended practices. The presentation/paper outlines how sustainable safety improvements can be achieved if national demerit point systems are implemented and maintained according to the recommended practices. In addition, potential further steps towards an EU-wide demerit point system (cross-border exchange on points and/or offences) are presented.
The practicability and feasibility of using alcohol ignition interlock devices has been discussed for more than 15 years in Germany. Thereby, judicial issues have been treated conversely. Consensus exists about the fact that the voluntary use of alcohol ignition interlocks is in all areas of possible use recommendable. Great reservation is shown concerning the operation of the devices for DUI (Driving Under Influence) offenders. Main doubts regard the missing legal base for application in such cases and potential circumvention attempts while the need of supportive psychological measures is unquestioned. In 2011, the Ministry of Transport, Building and Urban Affairs entered this topic in its newly released traffic safety programme as a matter of future research. Almost in parallel, the Federal Highway Research Institute (BASt) launched an alcohol ignition interlock project for DUI offenders. The study at hand aimed at developing a comprehensive programme concept for the use of alcohol ignition interlocks as additional measure to psychological rehabilitation for DUI offenders. Expert surveys serve as input for the establishment of a widely accepted innovative concept for nationwide implementation. By means of a pilot trial, the added value of using a combination of structural (alcohol interlock) and individual (psychological measure) intervention for DUI offenders to the existing countermeasure system should be studied. In addition, selection criteria for DUI offenders eligible for future programme participation should be defined. The majority of the experts evaluate the introduction of alcohol ignition interlocks as a good option to enhance traffic safety. The possibility of early psychological rehabilitation is emphasized in the process. Those who do not approve alcohol ignition interlock usage estimate the amount of offenders eligible for such programmes too small. The survey also revealed that legal regulations for issuing an alcohol interlock restricted licence to DUI offenders is missing. Hence, a possible amendment to the German Driving Licencing Regulation was developed within the project. Consultations with the Ministry of Transport, Building and Urban Affairs and the Ministry of Justice disclosed the need for a change of the road traffic law before an amendment to the existing regulations may be put into force. At least, the person responsible in the Ministry of Justice developed a proposal for the law section that needs revision. All in all, it became clear within the process of the project that a field trial in Germany is still a distant vision. Nevertheless, all institutions involved are motivated to deal with the matter further on in order to pave the way for a soon start of the pilot trial.
In Germany, courses for the restoration of the fitness to drive after licence revocation are provided for different offender groups (alcohol, drug and demerit point offenders). Providers of these courses are by law required to prove the effectiveness of the applied course programs. For the evaluation of effectiveness, the Federal Highway Research Institute (BASt) established specific "Reference Values" in 2002. The objective of the study at hand was to collect valid data in order to renew the old-established Reference Values from 2002. Additionally, data collection aimed at initializing Reference Values for drug offender programs. Over 66,000 drivers were analysed regarding their traffic probation in the three years after licence reinstatement. Offenders were assigned to an offender group (alcohol, drugs and demerit point offenders) based on the reason for prior licence revocation. Different indicators were used as criteria for re-offending: new alcohol or drug records, culpable accident involvement and repeated licence revocation. For each of the offender groups, frequency distributions regarding these indicators were calculated. Frequencies of recidivism are highest for the group of demerit point offenders. Compared to the Reference Values of this group from 2002, frequencies of re-offending increased. Conversely, re-offence frequencies of alcohol offenders are halved compared to the data from 2001. The analysis of the re-offence frequencies of drug offenders reveals an equal amount of re-offenders as in the alcohol offender group. The collected data serve as a good base for renewal of the old-established Reference Values and may be applicable as comparative data for future evaluations The results reveal significant differences between recent data and earlier studies. These may occur due to improvements of the applied programmes, but also due to situational changes, e.g. increased enforcement levels and expansion of the catalogue of offenses which lead to demerit points.
Since 2008, the authors inspected fatal traffic accidents on the spot every year, with the cooperation of Toyota police station in Aichi pref. In the jurisdiction, numbers of fatal accidents were 18 in 2008, 12 in 2009, 14 accidents in 2010, and 16 in 2011. We here report the results of our analysis of information obtained by detailed inspection for those that occurred from 2008 to 2010. We focused on vehicle-to-pedestrian accidents, which accounted for about 45% of all accidents in 2008. Because many accidents occurred on residential roads not far from pedestrians" homes, it was revealed that the decrease of the collision speed by traffic calming such as humps and zone speed management, was highly effective. On the other hand, pedestrian detection technologies seemed to be also effective as a countermeasure on vehicle side. Every pedestrian position against a vehicle was clarified and TTC (Time to Collision) was calculated provisionally. Pedestrian accidents in intersections were also examined. Among the intersection pedestrian accidents within the jurisdiction, compared with the national average in Japan, the ratio of intersections without a signal and the ratio without a pedestrian crossing were high. According to the comparison of the Japanese traffic accident patterns between 2001 and 2008, pedestrian accidents during turning right and turning left did not decrease much. For elderly drivers, these accidents occurred very often. Finally, single vehicle accidents were analysed with the accident pattern analysis methods used above. There were high numbers of single vehicle accidents against object on single roads. Although fatal accidents against guardrails decreased, the numbers of fatal accidents against a utility pole and a sign pole were nearly constant. As for the impact with narrow width objects such as utility poles, the fatality rate was very high, and countermeasures of both road infrastructure and vehicles seem to be effective.
Immediate user self-evacuation is crucial in case of fire in road tunnels. This study investigated the effects of information with or without additional virtual reality (VR) behavioural training on self-evacuation during a simulated emergency situation in a road tunnel. Forty-three participants were randomly assigned to three groups with accumulating preventive training: The control group only filled in questionnaires, the informed group additionally read an information brochure on tunnel safety, and the VR training group received an additional behavioural training in a VR tunnel scenario. One week later, during the test session, all participants conducted a drive through a real road tunnel in which they were confronted with a collision of two vehicles and intense smoke. The informed and the behaviourally trained participants evacuated themselves more reliably from the tunnel than participants of the control group. Trained participants showed better and faster behavioural responses than informed only participants. Interestingly, the few participants in the control group who reacted adequately to the scenario were all female. A 1 year follow-up online questionnaire showed a decrease of safety knowledge, but still the trained group had somewhat more safety relevant knowledge than the two other groups. Information and especially VR behavioural training both seem promising to foster adequate self-evacuation during crisis situations in tunnels, although long term beneficial behavioural effects have to be demonstrated. Measures aiming to improve users/ behaviour should take individual difference such as gender into account.
This paper deals with possibilities to update existing road tunnels in order to fulfill up to date requirements regarding structural fire protection. Besides the upgrading of tunnels with structural fire protection systems (like e.g. fire protection sheets) there is also the possibility of numerical investigations. In research projects carried out on behalf of the Federal Highway Research Institute (BASt) numerical investigations for the proof of sufficient structural fire protection have been done for common road tunnel types. Additionally the influence of different fire loads and fire durations on the bearing capacity of the structures have been investigate existing tunnels regarding structural fire protection. The research results have also been the basis for a current update of national standards for tunnel construction.
Die Innenschalen von Straßentunneln in geschlossener Bauweise werden in der Regel als Stahlbetonkonstruktion ausgeführt. Die Ausführung unbewehrter Tunnelinnenschalen kann für den Bauherrn eine erhebliche Kostenersparnis bedeuten, da die Kosten für die Bewehrung und deren Einbau eingespart werden. Unbewehrte Innenschalen für Straßentunnel in geschlossener Bauweise wurden in der Vergangenheit bei einzelnen Projekten in Deutschland bereits ausgeführt. Die Anforderungen an die bauliche Durchbildung und an die Gebrauchstauglichkeitseigenschaften wurden aufgrund fehlender Regelungen in den ZTV-ING objektspezifisch festgelegt. Die im Rahmen dieses Forschungsprojektes durchgeführte Auswertung der Erfahrungen mit unbewehrten Innenschalen zeigt, dass viele der Tunnel eine hohe Anzahl von Rissen und Betonabplatzungen in den unbewehrten Bereichen aufweisen. Die hier erforderlichen nachträglichen Instandsetzungsmaßnahmen führen häufig zu hohen Kosten und Beeinträchtigungen der Tunnelverfügbarkeit. Als Fazit aus diesen Erfahrungen kann der Einsatz von unbewehrten Innenschalen nur in Ausnahmefällen bei vorliegenden besonders günstigen Randbedingungen empfohlen werden. Neben einer günstigen Geologie zählen hierzu noch weitere Parameter, die im vorliegenden Bericht ausführlich dargelegt werden. Zur Vermeidung vertragsrelevanter Probleme bei der Ausführung unbewehrter Innenschalen wird eine klare Festlegung der Gebrauchstauglichkeitseigenschaften der fertigen Tunnelinnenschale empfohlen. Bezüglich der zulaäsigen Rissweiten in unbewehrten Innenschalen wird die Anwendung der Vorgaben aus der Ril 853, Modul 853.4004 empfohlen. In den ZTV-ING sollten für den Sonderfall einer unbewehrten Innenschale auch weiterhin keine speziellen Anforderungen festgelegt werden. Kriterien für die Anwendung unbewehrter Innenschalen wurden im Rahmen dieses Forschungsprojektes erarbeitet und sollten bei Bedarf den Straßenbauverwaltungen der Länder und den Planern zur Verfügung gestellt werden.
With an ever rising human life expectancy the share of elderly people in society is constantly rising. This leads to the fact that at the same rate the share of people with age related diseases such as dementia and poor eyesight taking part in traffic will rise and therefore traffic accidents caused by this group of people due to the disease will play an ever greater role. This Situation will be among the future challenges of road safety work. At present this study displays specific characteristics of accidents caused by elderly car drivers (aged 65 or higher) based on the analysis of the German In-Depth Accident Study GIDAS. Herein almost 1000 elderly car drivers were identified as accident participants in the years 2008 to 2011. The focus of this study lies on identifying special types of accidents which are caused by elderly drivers and on characterizing these types with the information gathered on scene and by interviewing the participants. The main evidence analyzed is the knowledge about the accident locality, the trajectories of the participants as well as the reasons for the occurrence of the accidents. Furthermore personal information such as the personal condition before the accident and driving purposes is used to identify patterns of contributing circumstances for accidents caused by elderly traffic participants.
To improve vehicle safety in frontal collisions, the crash compatibility between the colliding vehicles is crucial. Compatibility aims to improve both the self and partner protection properties of vehicles. Although compatibility has received worldwide attention for many years, no final assessment approach has been defined. Within the Frontal Impact and Compatibility Assessment Research (FIMCAR) project, different frontal impact test procedures (offset deformable barrier [ODB] test as currently used for Economic Commission for Europe [ECE] R94, progressive deformable barrier test as proposed by France for a new ECE regulation, moveable deformable barrier test as discussed worldwide, full-width rigid barrier test as used in Federal Motor Vehicle Safety Standard [FMVSS] 208, and full-width deformable barrier test) were analyzed regarding their potential for future frontal impact legislation. The research activities focused on car-to-car frontal impact accidents based on accident investigations involving newer cars. Test procedures were developed with both a crash test program and numerical simulations. The proposal from FIMCAR is to use a full-width test procedure with a deformable element and compatibility metrics in combination with the current offset test as a frontal impact assessment approach that also addresses compatibility. By adding a full-width test to the current ODB test it is possible to better address the issues of structural misalignment and injuries resulting from high acceleration accidents as observed in the current fleet. The estimated benefit ranges from a 5 to 12 percent reduction of fatalities and serious injuries resulting from frontal impact accidents. By using a deformable element in the full-width test, the test conditions are more representative of real-world situations with respect to acceleration pulse, restraint system triggering time, and deformation pattern of the front structure. The test results are therefore expected to better represent real-world performance of the tested car. Furthermore, the assessment of the structural alignment is more robust than in the rigid wall test.

Eine temperierte Straße? Bei genauerer Betrachtung weist die Vision einer temperierten Fahrbahnoberfläche überzeugende Vorteile auf und ist technisch bereits heute umsetzbar, wie eine Reihe von Projekten weltweit belegt. Im Rahmen der vorgestellten Machbarkeitsstudie wurden die Möglichkeiten und Grenzen einer Fahrbahntemperierung untersucht. Unter Berücksichtigung unterschiedlicher Asphalt- und Speicherkonzepte sowie der in Deutschland vorherrschenden geologischen und klimatischen Randbedingungen erfolgte eine Auswertung der Wirksamkeit und Wirtschaftlichkeit eines energetischen Gesamtsystems aus Fahrbahn, Speicher und Gebäude. Die Studie stellt die Rahmenbedingungen für eine Realisierung einer solchen Anlage dar. In vorangegangenen Forschungsvorhaben wurde deutlich, dass sich mit einer Fahrbahnheizung, abgesehen vom volkswirtschaftlichen Nutzen, aus der gesteigerten Verkehrssicherheit nur ein geringer betriebswirtschaftlicher Nutzen aus eingesparten Winterdiensteinsätzen erzielen lässt. Im nächsten Schritt wurde daher der Nutzen einer Kühlung der Fahrbahndecke im Sommer, die sich insbesondere bei Asphaltdeckschichten als vorteilhaft erweist, in die Betrachtung einbezogen. Bei den zugehörigen thermodynamischen Simulationen zeigte sich ein erheblicher Energieüberschuss in der Jahresbilanz. Daher war es nur folgerichtig, für diese Energie mögliche Abnehmer zu suchen. Im Gegensatz zu den erst im Verlauf des Nutzungszeitraums entstehenden Einsparungen aus der Kühlung der Fahrbahnoberfläche können aus einem solchen Verkauf erneuerbarer Energie ganz konkret und kurzfristig Einnahmen generiert werden. Es zeigt sich, dass mit der ganzjährigen Klimatisierung angrenzender Gebäude zwar Einnahmen erzielt werden können, die Wirtschaftlichkeit aber durch die Kosten für die Speicherung bestimmt wird. Letztlich scheint die Umsetzung einer solchen Anlage immer dann wirtschaftlich darstellbar, wenn die geologischen, klimatischen und topografischen Rahmenbedingungen eine effiziente Speicherung der Energie zulassen.
Since integrated safety systems combine active and passive safety elements in one safety system, it is necessary to define new procedures to evaluate vehicle safety from the overall system point of view. The main goal of the ASSESS project is to develop harmonized and standardized assessment procedures for collision mitigation and avoidance systems. Methods and Data Sources: In ASSESS, procedures are developed for: driver behaviour evaluation, pre-crash system performance evaluation, crash performance evaluation, socio-economic assessment. This paper will concentrate on the activities related to the crash evaluation. The objective is to perform simulations, sled tests and crash tests in order tounderstand the influence of the activation of the pre-crash systems on the occupants" injuries during the crash phase. When a traffic accident is unavoidable, pre-crash systems work on various safety devices in order to improve the vehicle occupants" protection. Braking assistance and adaptive restraint systems are the main pre-crash systems whose effect on the occupants" protection will be described in this paper. Results: The results will be a description of the effect of the activation of the pre-crash systems on the crash phase. Additionally, a set of recommendations for future methodology developments will be delivered. Furthermore, a first approach to the study of the effect of the pre-crash systems activation on the occupants" protection when the impact is unavoidable will be presented. This effect will be quantified using the biomechanical values obtained from the simulation and testing activities and their related injury risks. Simulation and testing activities will consider the following scenarios: - No activation of any pre-crash system, - Activation of one or a combination of several pre-crash systems. In this way, differences in the results obtained from different scenarios will show the effect of each pre-crash system separately during the crash phase. Discussion and Limitations: The set of activities developed in this research project is limited by the fact that with the given resources only a limited number of vehicle models could be investigated. In addition, there are also limitations related to the injury risk curves and the passive safety tools currently on the market. Conclusion and Relevance to session submitted: The paper will present a complete analysis of the effect of pre-crash systems during the crash phase when the impact is unavoidable. Details, limitations and first application experience based on a few examples will be discussed. Currently, there is not any regulation, assessment program, or other similar official procedure able to assess pre-crash systems during the crash phase. This project comprises phases of traffic accidents which have been historically analysed separately, and aims to evaluate them taking into account their interrelationship. ASSESS is one of the first European projects which deals in depth with the concept of integrated safety, defining methodologies to analyse vehicle safety from a global point of view.
The United Nations Economic Commission for Europe Informal Group on GTR No. 7 Phase 2 are working to define a build level for the BioRID II rear impact (whiplash) crash test dummy that ensures repeatable and reproducible performance in a test procedure that has been proposed for future legislation. This includes the specification of dummy hardware, as well as the development of comprehensive certification procedures for the dummy. This study evaluated whether the dummy build level and certification procedures deliver the desired level of repeatability and reproducibility. A custom-designed laboratory seat was made using the seat base, back, and head restraint from a production car seat to ensure a representative interface with the dummy. The seat back was reinforced for use in multiple tests and the recliner mechanism was replaced by an external spring-damper mechanism. A total of 65 tests were performed with 6 BioRID IIg dummies using the draft GTR No.7 sled pulse and seating procedure. All dummies were subject to the build, maintenance, and certification procedures defined by the Informal Group. The test condition was highly repeatable, with a very repeatable pulse, a well-controlled seat back response, and minimal observed degradation of seat foams. The results showed qualitatively reasonable repeatability and reproducibility for the upper torso and head accelerations, as well as for T1 Fx and upper neck Fx. However, reproducibility was not acceptable for T1 and upper neck Fz or for T1 and upper neck My. The Informal Group has not selected injury or seat assessment criteria for use with BioRID II, so it is not known whether these channels would be used in the regulation. However, the ramping-up behavior of the dummy showed poor reproducibility, which would be expected to affect the reproducibility of dummy measurements in general. Pelvis and spine characteristics were found to significantly influence the dummy measurements for which poor reproducibility was observed. It was also observed that the primary neck response in these tests was flexion, not extension. This correlates well with recent findings from Japan and the United States showing a correlation between neck flexion and injury in accident replication simulations and postmortem human subjects (PMHS) studies, respectively. The present certification tests may not adequately control front cervical spine bumper characteristics, which are important for neck flexion response. The certification sled test also does not include the pelvis and so cannot be used to control pelvis response and does not substantially load the lumbar bumpers and so does not control these parts of the dummy. The stiffness of all spine bumpers and of the pelvis flesh should be much more tightly controlled. It is recommended that a method for certifying the front cervical bumpers should be developed. Recommendations are also made for tighter tolerance on the input parameters for the existing certification tests.
The strong prevalence of human error as a crash causation factor in motorcycle accidents calls for countermeasures that help tackling this issue. Advanced rider assistance systems pursue this goal, providing the riders with support and thus contributing to the prevention of crashes. However, the systems can only enhance riding safety if the riders use them. For this reason, acceptance is a decisive aspect to be considered in the development process of such systems. In order to be able to improve behavioural acceptance, the factors that influence the intention to use the system need to be identified. This paper examines the particularities of motorcycle riding and the characteristics of this user group that should be considered when predicting the acceptance of advanced rider assistance systems. Founded on theories predicting behavioural intention, the acceptance of technologies and the acceptance of driver support systems, a model on the acceptance of advanced rider assistance systems is proposed, including the perceived safety when riding without support, the interface design and the social norm as determinants of the usage intention. Since actual usage cannot be measured in the development stage of the systems, the willingness to have the system installed on the own motorcycle and the willingness to pay for the system are analyzed, constituting relevant conditions that allow for actual usage at a later stage. Its validation with the results from user tests on four advanced rider assistance systems allows confirming the social norm and the interface design as powerful predictors of the acceptance of ARAS, while the extent of perceived safety when riding without support did not have any predictive value in the present study.
Nowadays human-created systems are increasing in complexity due to the interaction of humans and technology. Especially road traffic systems are composed of multitudinous resources (e.g. personnel, vehicles, organizations, etc.), which make it even harder to anticipate the positive and negative effects on safety. One key in achieving a significant reduction of fatalities is seen in driver assistant systems counterbalancing the lack of drivers' capabilities. But the actual outcome of implementing these sophisticated technologies especially on influencing driver's capabilities are yet unknown. Latest research exemplifies an increase of reaction times of drivers in case of dysfunctional driver assistant systems. This research paper applies STAMP/STPA (STAMP = systems-theoretic accident model and processes; STPA = systems-theoretic process analysis) to the German automobile traffic system focusing on the effects of driver assistant systems on drivers. By doing so, the potential hazards caused by technology can be identified.
Teil 1, Informations- und Kommunikationstechniken zur Optimierung des Betriebsdienst-Managements: In vielen Arbeits- und Organisationsprozessen des Straßenbetriebsdienstes werden Informations- und Kommunikationstechnologien (IuK-Technologien) eingesetzt, um Arbeitsabläufe einfacher, besser und sicherer zu gestalten sowie umfassende Daten für die Abrechnung und weitere Planung bereit zu stellen. Die Potenziale der IuK-Technologien werden im Straßenbetriebsdienst häufig nur unvollständig genutzt. Ziel des FE-Vorhabens war die systematische Aufbereitung von Anforderungen und Möglichkeiten der IuK-Technologien. Die Anforderungen des Straßenbetriebsdienstes an den Einsatz der IuK-Technologien berücksichtigen neben der derzeitigen Praxis auch künftige Entwicklungen, die sich beispielsweise aus der Einführung der wirtschaftlichkeitsorientierten Steuerung des Betriebsdienstes ergeben. Damit IuK-Technologien erfolgreich betrieben werden können, ist neben Funktionalität und Qualität der technischen Komponenten auch die Berücksichtigung der organisatorischen und betrieblichen Abläufe im Straßenbetriebsdienst von großer Bedeutung. In den Untersuchungen zur mobilen Sprach- und Datenkommunikation wurde deutlich, dass bei Auslaufen des Analogfunks neben dem Aufbau eigenständiger Digitalfunknetze auch die Nutzung des kommerziellen Mobilfunks in Betracht gezogen werden sollte. Wesentliche Grundlagen für die wirtschaftliche Steuerung sind die automatisierte Einsatzdatenerfassung sowie ein umfassendes Bestandsdatenmanagement, wobei Bestandsobjekte auch mit Hilfe von RFID-Chips identifiziert werden können. Im Winterdienst sollten verstärkt berührungslose Sensoren für die Erfassung von Fahrbahntemperatur und "zustand zum Einsatz kommen. Salzmanagementsysteme ermöglichen u.a. die Überwachung von Streustoffvorräten an nicht besetzten Standorten sowie eine übergeordnete Logistik bei Lieferengpässen. Wichtig sind auch Systeme zur Unterstützung der Fahrer von Winterdienstfahrzeugen, durch die Einsätze anforderungsgerechter und flexibler erfolgen können. Es wurden auch innovative IuK-Technologien analysiert, die große Potentiale für den Straßenbetriebsdienst erkennen lassen. Hierzu zählen die mobile Erfassung des Straßenzustandes für den Winterdienst durch Einsatzfahrzeuge oder Fahrzeuge des Individualverkehrs, alternative Kommunikationswege für die Warnung der Verkehrsteilnehmer vor Arbeitsstellen im Verkehrsraum sowie das autonome Fahren von Absperr- und Vorwarnanhängern, durch das die Gefährdung des Personals im Verkehrsraum deutlich reduziert werden kann. Es besteht jedoch noch erheblicher Forschungs- und Entwicklungsbedarf, um diese Technologien effizient im Straßenbetriebsdienst einzusetzen sowie ihren Nutzen umfassend bewerten zu können. Teil 2, Autonomes Fahren für den Straßenbetriebsdienst: Mitarbeiter des Betriebsdienstes sind in Arbeitsstellen auf Autobahnen enormen Unfallgefahren ausgesetzt. Weiterhin erfordert die Sicherung von Arbeitsstellen kürzerer Dauer (AkD) einen hohen personellen und zeitlichen Aufwand. Das FE-Projekt "Informations- und Kommunikationstechniken zur Optimierung des Betriebsdienst-Managements" zeigte, dass die Anwendung autonomer Fahrzeuge im Betriebsdienst die Gefährdung des Personals im Verkehrsraum reduzieren kann. In Ergänzung dazu wurde der Entwicklungsansatz "Autonomes Fahren für den Straßenbetriebsdienst" konkretisiert. Eine untersuchte Minimallösung beinhaltet ein autonom fahrendes Absperrfahrzeug, welches einem Führungsfahrzeug auf der Autobahn folgt. In einem zweiten Gesamtkonzept ist die Automatisierung einer gesamten Absicherungskolonne mit Absperr- und Vorwarnfahrzeugen incl. der unbemannten Anfahrt zur Autobahn auf nicht öffentlichen Straßen vorgesehen. In der technischen Umsetzung handelt es sich bei den Einsatzszenarien der unbemannten Fahrzeuge um Formationsfahrten oder Folgefahrt-Szenarien auf der Autobahn. Unbemannte Fahrzeuge mit den dargestellten Funktionsweisen können deutliche Sicherheitssteigerungen für Betriebsdienstmitarbeiter bieten. Eine erste Abschätzung ergab, dass rund 70 % der Mitarbeiter, welche in AkD auf Autobahnen beim Aufenthalt in Fahrzeugen verunglücken, durch den Einsatz unbemannter Arbeitsstellensicherung geschützt werden können. Dies entspricht rund der Hälfte der insgesamt bei Unfällen in AkD verunglückten Mitarbeiter. Für die Realisierung unbemannter Sicherungsfahrzeuge sind viele technische Fragestellungen zu klären, insbesondere bezüglich der Prognose und Detektion von Fehlfunktionen. Für den Einsatz der vorgeschlagenen Systeme ist eine allgemeine Genehmigung für den täglichen Betrieb notwendig. Hierzu sind zahlreiche rechtliche Fragestellungen zu beantworten. Somit kann die Implementierung unbemannter Sicherungsfahrzeuge im Betriebsdienst als Pilotprojekt für unbemanntes Fahren im Allgemeinen bzw. in anderen Branchen dienen.
Aufgrund des demografischen Wandels werden in der Zukunft immer mehr ältere Menschen ein Kraftfahrzeug führen. Das vorliegende Projekt soll Erkenntnisse dazu liefern, wie unter Berücksichtigung der Verkehrssicherheit die Mobilität der älteren Fahrer so lange wie möglich erhalten werden kann. Unfallanalysen zeigen, dass ältere Kraftfahrer typische Fahrfehler bzw. Unfälle begehen. Unklar ist derzeit die genaue Ursache hierfür, vor allem vor dem Hintergrund der langjährigen Erfahrung älterer Kraftfahrer, welche eher eine äußerst geringe Unfallrate vermuten ließe. Ziel der vorliegenden Untersuchung war es, tiefere Erkenntnisse äber die Ursache von Fahrfehlern älterer Kraftfahrer zu gewinnen, um daraus Anforderungen an die technische Weiterentwicklung von Fahrerassistenzsystemen ableiten zu können. Diese Fahrerassistenzsysteme sollen speziell älteren Autofahrern Hilfestellung zum sicheren Führen von Kraftfahrzeugen bieten. In dem folgenden Laborexperiment wurde ein Doppeltätigkeits-Paradigma verwendet, indem eine Spurhalteaufgabe mit einer peripheren Lichtreizaufgabe kombiniert wurde. Die peripheren Lichtreize wurden den Probanden bilateral in zwei verschiedenen Abständen vom zentralen Punkt des Sehens (20 Grad und 60 Grad) präsentiert. Die Aufgaben wurden von älteren (65+) und jüngeren Kraftfahrern (22-45) zuerst einzeln, dann in Kombination durchgeführt. Um Aufschluss über mögliche Ursachen von Leistungsbeeinträchtigungen erhalten zu können, wurde neben der Erfassung von Verhaltensdaten (Spurabweichungen, Reaktionszeit, Anzahl der Auslassungen) ein Elektroenzephalogramm abgeleitet, welches Einblicke in die zugrunde liegenden neuronalen Verarbeitungsmechanismen ermöglicht. Wie erwartet, zeigten Ältere in der Spurhalteaufgabe schlechtere Leistungen als Jüngere, besonders bei gleichzeitiger Durchführung der Lichtreizaufgabe (Doppel-Aufgabe). In der Lichtreizaufgabe unterschieden sich die Leistungen der Altersgruppen nur bei Lichtreizen, die im 60 Grad Sehwinkel auftraten. Die Älteren reagierten hier langsamer und zeigten mehr Auslassungen als die Jüngeren. Überraschenderweise zeigten alle Versuchspersonen weniger Auslassungen in der Doppel-Aufgabe. Mittels Elektroenzephalogramm wurde anhand der ereigniskorrelierten Potenziale (EKP) deutlich, dass die Defizite Älterer nicht in einer Einschränkung der frühen Verarbeitung peripherer Reize (P1) liegen, da die P1 Amplitude bei Älteren sogar höher war als bei Jüngeren. Die N2 Amplitude, welche Hinweise auf die Verschiebung der Aufmerksamkeit gibt, war bei Jüngeren hingegen bei weiter peripher liegenden Reizen (60 Grad Sehwinkel) erhöht, was einen fronto-zentral fokussierten Kontrollprozess widerspiegelt. Die Orientierung auf den peripheren Reiz (P3a) war bei Älteren geringer ausgeprägt sowie auch die Zuordnung von Verarbeitungsressourcen (P3b) vor allem bei peripheren Lichtreizen. Es liegen zudem Hinweise darauf vor, dass Ältere verlängerte Reaktionszeiten aufgrund einer verzögerten Reaktionsaktivierung aufweisen. Mit dem vorliegenden Experiment konnte also gezeigt werden, dass die schlechteren Leistungen der älteren Versuchspersonen nicht auf periphere Sehleistungsmängel zurückzuführen sind, sondern einem späteren kognitiven Verarbeitungsprozess zuzuschreiben sind. Die Ergebnisse werden vor dem Hintergrund der Literatur und der Erfordernisse technischer Unterstützungen älterer Kraftfahrer diskutiert.
Aus wissenschaftlichen Untersuchungen ist bekannt, dass ältere Menschen trotz ihrer langen Fahrerfahrung in spezifischen Verkehrssituationen Fahrfehler und Unsicherheiten zeigen. In zwei Experimenten an jüngeren und älteren Versuchsteilnehmern wurde im Ergonomie-Labor der Bundesanstalt für Straßenwesen (BASt) versucht, den Ursachen spezifischer Fahrfehler älterer Kraftfahrer nachzugehen. Die Ergebnisse lieferten wichtige Ansatzpunkte für die Entwicklung von Fahrerassistenzsystemen (FAS), indem Erkenntnisse zu visuellen Aufmerksamkeitsleistungen gesammelt wurden. Im Rahmen eines Doppeltätigkeitsparadigmas wurde der visuell-räumliche Aufmerksamkeitsprozess, der für das Führen von Kraftfahrzeugen von wesentlicher Bedeutung ist, nicht nur auf der Verhaltensebene, sondern auch neurophysiologisch durch die Ableitung der Hirnströme mittels EEG untersucht. Hauptaufgabe war in beiden Experimenten eine Spurhalteaufgabe, die kurvenreiches Fahren simulieren sollte. Nebenaufgabe war jeweils eine Lichtreizaufgabe, bei der so schnell wie möglich durch Tastendruck auf einen Lichtreiz reagiert werden musste. Im zweiten Experiment wurde überprüft, ob bei der Lichtreizaufgabe die Verschlechterung der Aufmerksamkeitsleistung graduell erfolgt, indem bei den Lichtreizen die Exzentrizität erweitert wurde. Die Reize wurden bilateral, in abgestufter Form in verschiedenen Sehwinkeln von der Fovea centralis präsentiert. Dargestellt werden die Versuchsdurchführung sowie die Ergebnisse für die Verhaltensdaten und die festgestellten ereigniskorrelierten Potenziale (EKP). Es zeigte sich, dass durch die Berücksichtigung zusätzlicher weiterer Exzentrizitäten die Ergebnisse der Vorgängerstudie in bedeutsamer Weise erweitert werden konnten. Für beide Gruppen zeigten sich über den Verlauf hinweg klare Anzeichen für den Verlauf kompensatorischer Prozesse, die sich für die Älteren aber nur bis zu einem Sehwinkel von 50 Grad darstellten. Bei Reizen im Sehwinkel von 60 Grad war die Detektionsleistung deutlich schlechter, vor allem bei den älteren Versuchsteilnehmern. Außerdem wurde festgestellt, dass vor allem die Älteren Beeinträchtigungen in der Detektionsleistung zeigen, wenn der Abstand zwischen zwei Reizen gering ist. Es zeigt sich, das im Hinblick auf das Übersehen von Verkehrsobjekten, das eine wesentliche Ursache von Unfällen älterer Fahrer darstellt, diese technisch - beispielsweise bei Wende- oder Abbiegeprozessen - durch einen Sehfeldassistenten unterstützt werden können. Da Ältere durch schnelle Reaktionsabfolgen stärker beansprucht werden, sind Systeme mit Warnfunktion oder teilautomatisierte Systeme eher kritisch zu sehen, da sie zusätzlichen Bedien- beziehungsweise Überwachungsaufwand erfordern.
