Despite the steadily declining number of pedestrian fatalities and injuries in most European countries during recent decades, pedestrian protection is still of great importance in the European Union as well as in Germany. This is because they still constitute a large proportion of road user casualties and are more likely to suffer serious and fatal injuries than most other road users. In 1999 only car occupants suffered more fatal injuries than pedestrians in Germany. In December 1998, EEVC WG 17 completed their review and updating of the EEVC WG 10 pedestrian test procedure that made it possible to evaluate the protection afforded to pedestrians by the front of passenger cars in an accident. Within the scope of this procedure, four different impactors are used representing those parts of the body which are injured very often and/or very seriously in vehicle-pedestrian-collisions. In a project executed by IKA and BASt, a small family car was tested according to the EEVC WG 17 test procedure. Afterwards modifications to the car were carried out in order to improve the pedestrian protection provided by the vehicle design. There were certain restrictions placed on the level of modifications undertaken, e.g. only minor modifications to vehicle styling and to the vehicle structures, which provide passenger protection. The redesigned vehicle was tested again using the WG 17 test procedure. The test results of the modified vehicle were compared with those of the standard vehicle and evaluated. The results show that considered measures for pedestrian protection in many areas of the vehicle front structure and the use of innovative techniques can lead to a significant reduction of the loads of pedestrians at an acceptable expense.
The NHTSA-sponsored Crash Injury Research and Engineering Network (CIREN) has collected and analyzed crash, vehicle damage, and detailed injury data from over 4000 case occupants who were patients admitted to Level-I trauma centers following involvement in motor vehicle crashes. Since 2005, CIREN has used a methodology known as "BioTab" to analyze and document the causes of injuries resulting from passenger vehicle crashes. BioTab was developed to provide a complete evidenced-based method to describe and document injury causation from in-depth crash investigations with confidence levels assigned to the causes of injury based on the available evidence. This paper describes how the BioTab method is being used in CIREN to leverage the data collected from in-depth crash investigations, and particularly the detailed injury data available in CIREN, to develop evidence-based assessments of injury causation. CIREN case examples are provided to demonstrate the ability of the BioTab method to improve real-world crash/injury data assessment.
In-depth road traffic accident research in Spain is a fairly recent activity. In the past, only accident data that had been retrospectively processed by the national and regional traffic police forces was available. In 1999 Applus+IDIADA set up a permanent accident research unit to carry out indepth analysis of road accidents in Spain. Since then accidents involving cars, motorcycles, coaches and vulnerable road users have been thoroughly studied. The Applus+IDIADA accident research team has carried out work for the various traffic polices in Spain and it is currently involved in several research projects in which accidentology is one of the main tasks. The working methodology of the team is presented in the first part of the paper. In the framework of the European research project "Rollover" (GRD2-2001-50086), Applus+IDIADA has collected data, inspected scenarios and performed virtual reconstructions of twenty-six of the total seventy-six rollover accidents studied. The second half of the paper describes how these accident investigations were used to develop a test procedure for identifying possible improvements to the vehicle structure which augment occupant protection in a rollover scenario. In particular, a proposal for a new drop test for rollover assessment is presented. The cases were analysed for severity, in terms of injury to the occupants and damage to the vehicle, and taking into account whether a seatbelt was worn or not. The worst possible cases were identified as those that had severe occupant injuries and sizable damage to the occupant compartment when seatbelts had been worn. The most severe cases were then analysed further for impact position (roll and pitch angles) and the impact velocity. With these parameters taken into account, the most representative combinations could be found. This resulted in a series of configurations for possible drop tests. The results of the tests indicate where passenger vehicle structures need to be improved in order to increase occupant safety in the event of a rollover crash.
Unfortunately, there has been a high number of accident fatalities reported in the Czech Republic in recent years. There are many causes which have led to a growth in the number of road traffic accidents. Since 1990, traffic density has demonstrated an upward moving tendency, daily traffic-jams are on the increase in many cities and traffic capacity on roads and streets is not able to satisfy this increasing density. Moreover, many road users lack experience in terms of driving modern cars. The National Accident Study of the Czech Republic is based on the assumption that the year 2010 is considered as a pilot project with the testing operation of collecting and evaluating data from traffic accidents. From the beginning of 2011, a fully-functional structure of the Traffic Accident Research will be created and solid data generated. Based on this assumption, we hope to begin meaningful cooperation with foreign countries.
This paper gives an overview of the in-depth crash investigation activity conducted by the Centre for Automotive Safety Research (CASR) at the University of Adelaide, in South Australia. Recent changes in method include: an expansion in on-call hours for the crash investigation team, providing the option of a phone interview for crash participants to discuss the crash, and downloading objective crash data from vehicle airbag control modules. These changes have resulted in: increased representativeness of crashes by hour of day; a decrease in the over-representation of fatal crashes in our sample; an increase in the proportion of crashes that involved a pedestrian, bicycle or scooter (moped); an increase in the proportion of crash participants consenting to an interview; and an increase in the objective data available, through airbag control module downloads. Our in-depth crash investigations enabled research into road departures that found barriers were a more feasible solution than clear zones for eliminating serious and fatal injury resulting from run off road crashes.
Although road infrastructure is developed extensively Brazil is still one of the countries with the most dangerous roads in the world. In order to stop the increasing trend of traffic fatalities of the last few years and to improve traffic safety on Brazilian roads a pilot study on behalf of SAE Brazil started in March 2016 with the goal to lay the foundations for a long-term research activity. Piloting for an in-depth accident investigation the city of Campinas, roughly 100 km north of São Paulo was chosen. The pilot project was carried out with the local partner, the Empresa Municipal de Desenvolvimento de Campinas (EMDEC). The paper reports on the initial training of evidence based accident data collection on-spot, the implementation of the new digital database, the data collection and the first results. An outlook on the planned long-term accident investigations is given.
Bus or heavy vehicle passenger accidents are rare events, compared with car accidents, but sometimes leads to a large number of victims especially in rollover crash scenarios. Two accidents occurred in Portugal in 2007 and 2013 in which 28 people died and more than 50 are injured, shown the importance of the investigation of such accidents. For the investigation of these accidents multidisciplinary teams are constituted with engineers and police officers. All the factors involved are taken into consideration including road design, traffic signs, maintenance and hardware, human factors, and vehicle factors. In this work a methodology to an accurate collection of the data is proposed. From the information collected the accident is reconstructed using the PC-CrashTM software. From this all the contribution factors are determined and recommendations to mitigate these crashes are listed. These two accidents are rollover accidents and the analysis of the injuries and its correlation with the use of retention systems is very important. From the medical data and with the dynamics of the accident determined simulations of the occupants with biomechanical models are carried out in order to evaluate the effect of the retention systems in the injuries. This analysis is based on injury criteria (such as Abbreviated Injury Score (AIS) or Injury Severity Scale (ISS)). With this it is possible to determine if the seat belt was worn or not.
This study aimed to identify the occurrence, type and mechanisms of the traumatic injuries of the vulnerable road users in vehicle collisions, and to determine the effects of human, engineering, and environment factors on traffic accidents and injuries. The pedestrian accident cases were collected in the years 2000 to 2005 from Changsha Wujing hospital China and Accident Research Unit at Medical University Hannover in Germany. A statistic analysis was carried out using the collected accident data. The results from analysis of Changsha data were compared with results from analysis of GIDAS data Hannover. The injury severities were determined using AIS code and ISS values. The results were presented in terms of cause of injuries, injury distributions, injury patterns, injury severity. The factors influenced the injury outcomes were proposed and discussed for the vehicle transport environment and road users. The results were discussed with regard to accident data collection, accident sampling and injury distributions etc. In the urban area of Changsha, motorcycles and passenger cars are most frequently involved in vehicle pedestrian accidents. Head and lower extremities injuries are the predominant types of pedestrian injuries. The pedestrian accidents were identified as vital issue in urban traffic safety and therefore a high priority should be given to this road user group in research of safe urban transportation. In Hannover area, cars are most frequently involved in traffic accidents, injured pedestrians are involved in road traffic of Germany in 13% of all causalities only in 2005 and have nearly the same number as motorcyclists, but the half of bicyclists.
This work aimed for getting the main features of accidents involving Light Goods Vehicles (LGV), using accident cases collected in the In-Depth Accidents Studies built up at IFSTTAR-LMA (France), in order to analyse thoroughly the proceedings of these accidents and identify the major factors for the different types of LGV. This work was based on the analysis of 88 accident cases involving LGV with a Maximum Authorised Mass inferior to 3.5 tonnes. In particular kinematics reconstruction of these accidents were performed to calculate the average impact speeds and to better understand the compatibility problems between LGV and antagonist vehicles. Specific features have been reviewed to pick up problems concerning safety, maintenance, loading, LGV design: general conditions of the accident, vehicle features, and passive safety. The main results of this study are presented in this paper.
76 severe traffic accidents had been investigated in depth in an ongoing Volkswagen-Tongji University joint accident research project in JiaDing district, Shanghai, PR China since June 2005. With a methodology similar to German accident research units in Dresden and Hannover, a research team proceeds to the scene immediately after the incident to investigate and collect various data on environment, accident occurrence, vehicle state and deformations as well as injuries. The data combined with the results of accident reconstruction will be stored in a database for further statistical and casuistic analysis. The first outcome of the project supports the hypothesis that a main causation for the large number of traffic accidents in China is the lacking of risk awareness in Chinese driver behaviour. Low seat-belt use and the high proportion of vulnerable and poorly protected two-wheelers in traffic are reasons for the high injury and fatality rate in China. The research work shows that accident research in China is feasible and able to give support to tackle one of the urging problems in Chinese development.
This work describes the results of the experimental activity, illustrating the driving behavior observed in different conditions, relating them to the different methods of ADAS intervention and comparing the driver behavior without ADAS. In the present study, driver behavior was studied in road accidents involving elderly pedestrians, with different ADAS HMIs, as a base to develop a driver model in near missing pedestrian accidents. A literature research was conducted with the aim of finding out the main influencing factors, including environment, boundary conditions, configuration of impact, pedestrian and driver information, when pedestrian fatalities occur and an analysis of frequent road accidents was conducted to get more detailed information about the driver- behavior. In order to obtain more detailed information about pedestrian accidents, real road accidents were reconstructed with multibody simulations on PC-Crash and, by the comparison between literature findings and reconstructions, a generic accident scenario was defined. The generic accident scenario was implemented on the full scale dynamic driving simulator in use at the Laboratory for Safety and Traffic Accident Analysis (LaSIS, University of Florence, Italy) in order to analyse the driving behaviors of volunteers, also considering the influence of ADAS devices. Forty-five young volunteers were enrolled for this study, resulting in forty valid tests on different testing scenarios. Two different scenarios consisted in driving with or without ADAS in the vehicle. Different kinds of ADAS, acoustic and optical, with different time of intervention were tested in order to study the different reactions of the driver. The tests showed some interesting differences between driver's behavior when approaching the critical situation. Drivers with ADAS reacted earlier, but more slowly, depending also on the type of alarm, and often with double reaction when braking. In fact, the results of the activity showed that with ADAS intervention the time to collision (TTC) increases, but the reaction time and braking modality change: a) there is a sort of "latency" time between the accelerator pedal release and the brake pressure; b) the brake pressure is initially less intense. So the driver only partially takes advance from the TTC increase. These differences were valued not only qualitatively, but quantitatively as well. This work revealed to be useful to improve the knowledge of drivers" behavior, in order to realize a driver model that can be implemented to help attaining and assessing higher levels of automation through new technology.
Nowadays, traffic accidents are recorded in historical databases. Regarding the huge quantity of data, the use of data mining tools is essential to help Experts, for automatically extracting relevant information in order to establish and quantify relations between severity and potential factors of accidents. An innovative approach is here proposed for an in depth investigation of real world accidents data base. Mutual information ratio based on conditional entropies is used to quantity the association strength between an accident outcome descriptor (injury severity) and other potential association factors. Information theoretic methods help to select automatically groups of factors mostly responsible of the severity of accident.
Injuries in motorbike accidents in correlation with protective clothes and mechanism of the accident

This study deals with a possible connection between safety clothing / accident mechanism and injury severity in a state-wide traffic accident investigation with focus on light and small motorbike-involvement for accidents in the area of the Saarland in which the persons riding the bike have been injured or killed. An interdisciplinary team of medical scientists and engineers collected the medical and technical data as well as all the relevant traces of the accident on scene and in time. During twenty months of data collection a total of 401 cases could be gathered. Grave injuries were more common for the group of heavier motorcycles (>125 ccm). Motorcyclists had been polytraumatized only in the group where the accident was connected with a collision. Significant correlation between protective clothes and injury severity could only be found for protective gloves and protective trousers. The knowledge about mechanism of the accident, protective clothes and severity of injuries can be helpful for the improvement of road and motorcyclists' safety.
Recently, EuroNCAP updated the upper legform test protocols. The main objective of this study is to establish the upper legform test in KIDAS (Korean In-depth Accident Study) taking into account domestic pedestrian accident data as well as anthropometric data to protect elderly pedestrians whose average height and weight is much smaller and lighter than other age groups, especially compared to Europeans. Therefore 230 cases of pedestrian accidents from KIDAS were investigated to explore the injury severity of body regions as well as age related injury patterns. Injuries of all body regions were examined, with a special focus on injuries of abdomen and pelvic area. On the other hand, in order to explore Korea's pedestrian accident environment, national police data and KIDAS (Korean In-depth Accident Study) data were compared. The results should be taken into account in future analyses and possible improvements, such as regulations and KNCAP test protocols, of the pedestrian safety policy in Korea.
Europe has benefited from a decreasing number of road traffic fatalities. However, the proportion of older road users increases steadily. In an ageing society, the SENIORS project aims to improve the safe mobility of older road users by determining appropriate requirements towards passive vehicle safety systems. Therefore, the characteristics of road traffic crashes involving the elderly people need to be understood. This paper focuses on car occupants and pedestrians or cyclists in crashes with modern passenger cars. Ten crash databases and four hospital statistics from Europe have been analysed to answer the questions on which body regions are most frequently and severely injured in the elderly, and specific injuries sustained by always comparing older (65 years and above) with midâ€aged road users (25â€64 years). It was found that the body region thorax is of particularly high importance for the older car occupant with injury severities of AIS2 or AIS3+, where as the lower extremities, head and the thorax need to be considered for older pedestrians and cyclists. Further, injury risk functions were provided. The hospital data analysis showed less difference between the age groups. The linkage between crash and hospital data could only be made on a general level as their inclusion criteria were quite different.
Injury severity of e.g. pedestrians or bikers after crashes with cars that are reversing is almost unknown. However, crash victims of these injuries can frequently be seen in emergency departments and account for a large amount of patients every year. The objective of this study is to analyze injury severity of patients that were crashed into by reversing cars. The Hannover Medical School local accident research unit prospectively documented 43,000 road traffic accidents including 234 crashes involving reversing cars. Injury severity including the abbreviated injury scale (AIS) and the maximum abbreviated injury scale (MAIS) was analyzed as well as the location of the accident. As a result 234 accidents were included into this study. Pedestrians were injured in 141 crashes followed by 70 accidents involving bikers. The mean age of all crash victims was 57 -± 23 years. Most injuries took place on straight stretches (n = 81) as well as parking areas (n = 59), entries (n = 36) or crossroads (n = 24). The AIS of the lower extremities was highest followed by the upper extremities. The AIS of the neck was lowest. The mean MAIS was 1.3 -± 0.6. The paper concludes that the lower extremities show the highest risk to become injured during accidents with reversing cars. However, the risk of severe injuries is likely low.
A national initiative from the vehicle manufacturers, safety system suppliers, the road administration and universities in Sweden took off in 2007. The aim was to develop a national investigation network and a methodology focusing on all phases of a crash (pre-crash, in-crash and post-crash) as well as all parts of the road transport system (road user, vehicle and road environment). The initiative is formally run as a project with the acronym INTACT (Investigation Network and Accident Collection Techniques). It was a three year pilot with the aim to develop methodologies for an extended national crash investigation activity. During the first year the INTACT partners agreed on the aim for the investigation and methods for retrieving the data were developed. During the second and third year the methodology was tested in real-world investigations and further refinement was made. The paper describes the methodology developed to obtain high qualitative in-depth road crash data.
A lot of factors are related to a road traffic accident; particularly human factors such as road use characteristic, driving maneuver characteristic and safety attitude are the major ones. As a random factor is also included, so it is necessary to minimize the contribution of a random factor to identify human factors related to a road traffic accident. There are several standpoints for traffic accident analysis, such as vehicle-based, location-based and driver-based. And it is effective to analyze driver-based traffic accident data for discussion on the relation between human factors and accidents. An integrated traffic accident database system was developed for analysis considering driver- accident and violation records by ITARD, and several studies were carried out for the evaluation. Useful data for discussion on the relation between types of collision and traffic violations, and the effect of accident experience to the following accident were obtained.
Interaction of road environment, vehicle and human factors in the causation of pedestrian accidents

The UK On-the-Spot project (OTS) completed over 1500 in-depth investigations of road accidents during 2000-2003 and is continuing for a further 3 years. Cases were sampled from two regions of England using rotating shifts to cover all days of the week and all hours of the day and night. Research teams were dispatched to accidents notified to police during the shifts; arrival time to the scene of the accident was generally less than 20 minutes. The methodology of OTS includes sophisticated systems for describing accident causation and the interaction of road, vehicle and human factors. The purpose of this paper is to describe and illustrate these systems by reference to pedestrian accidents. This type of analysis is intended to provide an insight into how and why pedestrian accidents occur in order to assist the development of effective road, vehicle and behavioural countermeasures.
Interdisciplinary accident research and research projects of AARU Audi Accident Research Unit

AARU (Audi Accident Research Unit) is an interdisciplinary research project of the University Hospital Regensburg in cooperation with AUDI AG. Specific objective is to comprehend the respective accident scenario and retrieve generally applicable findings as to technical, medical and psychological processes. In order to prevent traffic accidents and to alleviate vehicle accident consequences, postulates of general traffic safety, human-machine interaction, technical design and function of new vehicles and occupant as well as third party protection shall be inferred from these findings. Specifically, each accident with new Audi, Lamborghini and Ducati vehicles involved is analyzed interdisciplinary, discussed in a case meeting and anonymously documented with more than 2,000 parameters. The database is continually used for solving safety relevant issues. Parallel to accident analysis, research projects are performed in the fields medicine, psychology and engineering in order to gain comprehensive insight and identify potential additional areas of activity of accident research.
In-depth accident investigation offers many advantages for the analysis and comprehension of crash mechanisms. IFSTTAR makes such investigations since 1992 without interruption. The corresponding database contains more than 1200 accident case studies. Currently, in-depth accident investigation is one of the best ways to determine the speed or cars involved in accidents. This paper first presents the methods used for accident investigation and for accident kinematic reconstruction. Then, in order to illustrate the interest and possible applications of such accident data, it shows some results from a recent study based on the IFSTTAR in-depth accident study programme (IDAS) and dealing with the link between travelling speed and accident risk.
Electronic Stability Program (ESP) aims to prevent the lateral instability of a vehicle. Linked to the braking and powertrain systems, it prevents the car from running wide on a corner or the rear from sliding out. It also helps the driver control his trajectory, without replacing him, in the case of loss of control where the driver is performing an emergency manoeuvrer (confused and exaggerated steering wheel actions). A new ESP function optimizes ESP action in curves with hard under steering (situations in which the front wheels lose grip and the vehicle slides towards the outside of the curve). A complementary feature prevents the wheels from spinning when pulling away and accelerating. The name given to the ESP system varies according to the vehicle manufacturer, but other terms include: active stability control (ASC), automotive stability management system (ASMS), dynamic stability control (DSC), vehicle dynamic control (VDC), vehicle stability control (VSC) or electronic stability Control (ESC). This paper proposes an evaluation of the effectiveness of ESP in terms of reduction of injur accidents in France. The method consists of 3 steps: - The identification, in the French National injury accident census (Gendarmerie Nationale only), of accident-involved cars for which the determination of whether or not the car was fitted with ESP is possible. A sample of 1 356 cars involved in injury accidents occurred in 2000, 2001, 2002 and 2003 was then selected. But we had to restrict the analysis to only 588 Renault Lagunas. - The identification of accident situations for which we can determine whether or not ESP is pertinent (for example ESP is pertinent for loss of control accidents whilst it is not for cars pulling out of a junction). - The calculation, via a logistic regression, of the relative risk of being involved in an ESPpertinent accident for ESP equipped cars versus unequipped cars, divided by the relative risk of being involved in a non ESP-pertinent accident for ESP equipped cars versus unequipped cars. This relative risk is assumed to be the best estimator of ESP effectiveness. The arguments for such a method, effectiveness indicator and implicit hypothesis are presented and discussed in the paper. Based on a few assumptions, ESP is proved to be highly effective. Currently, the relative risk of being involved in an ESP pertinent accident for ESP-equipped cars is lower (-44%, although not statistically significant)rnthan for other cars.rn
The declining trend since 1991 in the number of killed people was broken in 2011 when overall 4 009 people died in traffic accidents in Germany. The question arises if there is a stagnating trend of fatalities in Germany in future? By breaking down the accidents with casualties towards a monthly view one can see a decreasing trend of fatalities in the warmer months especially since 2009. When comparing against winter months higher deviations are observed. In December 2011 an increase of 191 traffic deaths were registered (181 in 2010 compared to 372 in 2011). Further analyses of different accident influences were evaluated and their possibility of drastic change from one year to the other was determined. As seen weather- and environmental conditions are one of the major contributing factors and are one of the causes for the increased number of fatalities. To support the underlying assumption a model had been created to calculate the number of traffic deaths on a daily basis approach. As an input, road conditions projected through weather parameters and also different driving behaviors on weekdays or holidays were used. As a result, estimates of daily fatality with up to 75% precision can be achieved out of the 2009, 2010 and 2011 data. Further on it shows that weather and street conditions have a high influence on the overall resulting number of traffic accidents with casualties, and especially to the number of fatalities. Hence it is estimated that approximately 3 300 people were killed in traffic accidents in Germany in 2013 which would be again a reduction of another 13% compared to 2012. Therefore an answer to the question will be that the decreasing trend in traffic fatalities in Germany somehow is not broken when environmental conditions are included in national statistics. Their effects will become more visible in future accident statistics and it is estimated variances of 5% to 8% of the annual number of traffic fatalities in Germany will be seen.

Der Jahresbericht der Bundesanstalt für Straßenwesen (BASt) gibt wesentliche Ergebnisse aus den fünf Forschungsabteilungen Straßenbautechnik, Brücken- und Ingenieurbau, Straßenverkehrstechnik, Fahrzeugtechnik, Verhalten und Sicherheit im Verkehr wieder. Die Arbeit der Bast besteht sowohl in eigener Forschung als auch in der Betreuung von Forschungsprojekten, die namhafte Institutionen im Auftrag der BASt und des Bundesministeriums für Verkehr, Bau und Wohnungswesen (BMVBW) durchführten. Außerdem wird über die Mitarbeit der BASt an den Forschungsrahmenprogrammen der Europäischen Union sowie über Untersuchungsaufträge der Europäischen Kommission, Stellungnahmen für das BMVBW sowie Prüfaufträge für Dritte berichtet. Einen weiteren Schwerpunkt der BASt bildet die Qualitätssicherung. Ferner wird über die der Bundesanstalt für Straßenwesen zur Verfügung stehenden Forschungseinrichtungen berichtet, auf die Organisation, das Personal, den Haushalt und die zur Verfügung stehende Informationstechnik eingegangen. Darüber hinaus wird über die Öffentlichkeitsarbeit der BASt, die Veranstaltungen und die Auslandsbeziehungen informiert.
This paper reviews briefly the evolution of the investigation of transport accidents from the early beginnings when individual events were studied but systematic data was not collected. In the transport modes other than on the roads, accident investigation early on, even of single events, was important in introducing safety improvements. Road accidents, however, evolved enormously with the growth of car ownership without any comparable political response to the consequent deaths and injuries, equivalent to what happened with the other modes. From the 1950s data bases started to contribute to our knowledge of the epidemiology of road traffic injuries, and in-depth sample studies have contributed much to the body of knowledge in the last 30 years. However, even the basic input and output variables of a crash, its severity and the seriousness of the outcomes in terms of injuries and their consequences are not complete or agreed upon. Issues of experimental design and sampling are discussed. It is proposed that the most important area for current research to address is the effect of population variations on injury outcomes. The need for the establishment of good data bases for active safety issues is emphasised with the consequent need for better links between the research community and the police.
Pedestrian and cyclist are the most vulnerable road users in traffic crashes. One important aspect of this study was the comparable analysis of the exact impact configuration and the resulting injury patterns of pedestrians and cyclists in view of epidemiology. The secondary aim was assessment of head injury risks and kinematics of adult pedestrian and cyclists in primary and secondary impacts and to correlate the injuries related to physical parameters like HIC value, 3ms linear acceleration, and discuss the technical parameter with injuries observed in real-world accidents based documented real accidents of GIDAS and explains the head injuries by simulated load and impact conditions based on PC-Crash and MADYMO. A subsample of n=402 pedestrians and n=940 bicyclists from GIDAS database, Germany was used for preselection, from which 22 pedestrian and 18 cyclist accidents were selected for reconstruction by initially using PC-Crash to calculate impact conditions, such as vehicle impact velocity, vehicle kinematic sequence and throw out distance. The impact conditions then were employed to identify the initial conditions in simulation of MADYMO reconstruction. The results show that cyclists always suffer lower injury outcomes for the same accident severity. Differences in HIC, head relative impact velocity, 3ms linear contiguous acceleration, maximum angular velocity and acceleration, contact force, throwing distance and head contact timing are shown. The differences of landing conditions in secondary impacts of pedestrians and cyclists are also identified. Injury risk curves were generated by logistic regression model for each predicting physical parameters.
Straßenbetriebsdienstpersonal unterliegt nicht nur einem im Vergleich zu anderen Berufen stark erhöhten Unfallrisiko, sondern verschiedene Aspekte der Tätigkeit im Straßendienst deuten auch auf eine hohe psychische Belastung der Beschäftigten hin, mit negativen Folgen für Sicherheit, Gesundheit und Wohlbefinden. Bei dem Bemühen, Sicherheit und Gesundheit der Beschäftigten am Arbeitsplatz zu fördern, verlangt der Gesetzgeber daher " zum Beispiel im Arbeitsschutzgesetz (-§ 3-5 ArbSchG) " von betrieblichen Entscheidungsträgern, auch psychische Belastungen zu ermitteln, zu beurteilen und entsprechende Schutzmaßnahmen abzuleiten. So sollen mögliche Gefährdungen der physischen und psychischen Gesundheit vermieden werden. Auf dieser Grundlage wurde das hier beschriebene Forschungsprojekt mit zwei Themenschwerpunkten initiiert: zunächst Erfassung und Analyse der Belastungssituation im Straßenbetrieb und daraus abgeleitet ein Umsetzungskonzept zur Integration des Themas "psychische Belastung" in das betriebliche Arbeits- und Gesundheitsschutz-Management. Zunächst wurde neben Literaturanalysen eine Reihe von halbstrukturierten Interviews mit Experten sowie Führungskräften geführt. In einem weiteren Arbeitsschritt wurde mittels eines Verfahrens zur subjektiven Arbeitsanalyse die Belastungssituation im Straßenbetrieb ermittelt. Die Ergebnisse dieser Arbeitsanalysen, die in zwei unterschiedlich strukturierten Autobahnmeistereien im Bereich der Autobahndirektion Südbayern mit n = 51 Straßenwärtern sowie 5 Straßenmeistern durchgeführt wurden, konnten in nachfolgenden Gruppendiskussionen mit den Mitarbeitern vertieft werden. Zusammenfassend liegen folgende Belastungsschwerpunkte bei Straßenwärtern vor: - Winterdienst, - Unfallgeschehen (Verkehrsunfälle mit Beteiligung von Mitarbeitern), - eher geringer Handlungsspielraum, - hohe Anforderungen an Konzentration und Aufmerksamkeit, - hoher Zeitdruck und hohes Arbeitspensum, - hohe Anforderungen an das Einhalten von Verhaltensvorschriften sowie an Risikoeinschätzung, - zu wenig Erholungszeiten nach Unfällen und im Winterdienst, - schweres Heben und Tragen, - negative Arbeitsumgebungsbedingungen wie Lkw-Verkehr, schnell vorbeifahrende Verkehrsteilnehmer, Lärm, Abgase, sowie Beschimpfungen durch Verkehrsteilnehmer. Die Studie liefert deutliche Hinweise, dass die unmittelbaren Vorgesetzten der Straßenwärter " also die Straßenmeister " in ihrer Schlüsselrolle gesondert zu betrachten sind, sowohl hinsichtlich der besonderen Belastungen als auch der Entwicklung ihrer Führungskompetenz. Zusätzlich wurden auch Verkehrsteilnehmer (n = 120 Pkw-Fahrer) mittels eines Kurzfragebogens an entsprechenden Kontaktplätzen im Umfeld von Bau- und Arbeitsstellen kurzer Dauer (AkD-) unter explorativen Gesichtspunkten befragt. Die Befragungsergebnisse verweisen auf ein insgesamt mangelndes Gefahrenbewusstsein der Verkehrsteilnehmer insbesondere hinsichtlich Geschwindigkeiten und Abständen im Arbeitsstellenbereich. Die gewonnenen Erkenntnisse führten zur Ableitung von Handlungsfeldern. Das Umsetzungskonzept selbst benennt zunächst Maßnahmen auf der Ebene der Gesamtorganisation (zum Beispiel Erarbeitung von Leitlinien, Definition strategischer Ziele, Schaffung von Rahmenbedingungen und Ressourcen zur Umsetzung). Anschließend werden spezifische Module auf der Ebene von Straßenmeistern und Straßenwärtern, wie zum Beispiel Art und Inhalt der Organisations- und Personalentwicklungsmaßnahmen (OE- und PE-Maßnahmen) sowie der Schulungsmaßnahmen beziehungsweise weitere unterstützende Maßnahmen, aufgeführt. Um den beteiligten Stellen sowohl die Aufwandsschätzung zu erleichtern als auch ein praktisches Vorgehen zu demonstrieren, ist abschließend eine Pilotanwendung skizziert. Dies schließt die Auswahl der Beteiligten, die Ausarbeitung und Erprobung ausgewählter Maßnahmen mit abschließender Evaluierung des Pilotversuches sowie die entsprechende Anpassung/Modifikation des Gesamtkonzeptes nach den Erfahrungen des Pilotprojektes mit ein.
Ziel der Arbeit war die Aufstellung von Maßnahmen, die zur Erhöhung der nächtlichen Verkehrssicherheit auf außerörtlichen Straßen (ohne BAB) geeignet erscheinen. Die Maßnahmen wurden bezüglich ihrer Wirksamkeit bewertet, ihre Durchsetzbarkeit abgeschätzt. Einer detaillierten Auswertung der relevanten Unfallstatistik folgen die Aufstellung und Beschreibung spezifischer Maßnahmen. Diese werden bewertet und einer Prioritätenreihung unterzogen. Umsetzungsmöglichkeiten werden ausführlich diskutiert. Die aus der Untersuchung abgeleiteten Empfehlungen betreffen in erster Linie verstärkte Informationsarbeit und die Beseitigung von Unfallschwerpunkten.
Durch chemisch-toxikologische Analysen von Blut- und Urinproben unfallverletzter Fahrer sowie eine detaillierte Unfallanalyse werden Daten über die Häufigkeit von Medikamenten, Drogen und Alkohol bei Verkehrsunfällen gewonnen und die Relevanz von Befunden hinsichtlich einer Unfallkausalität geprüft. Das Untersuchungskollektiv umfasst 500 unfallverletzte Fahrer in den Erhebungsgebieten Hannover und Saarland. In über einem Drittel der verunfallten Fahrer wurden verkehrsmedizinisch relevante Wirkstoffe nachgewiesen. Alkohol spielt hierbei eine dominante Rolle, zum Teil in Verbindung mit Medikamenten. In über drei Viertel der alkoholpositiven Proben wurden Blutalkoholkonzentrationen über 0,8 Promille gemessen. Ein Viertel aller Befunde lag über 1,7 Promille. Aus den Ergebnissen der Untersuchung wurde deutlich, dass aus dem Nachweis verkehrsmedizinisch relevanter Substanzen nicht zwingend ein Kausalzusammenhang zur Unfallverursachung abzuleiten ist. Bei 19 % der alkoholisierten Fahrer war der Unfall nicht auf das Fehlverhalten der Fahrer zurückzuführen.
Internationally, the need is expressed for harmonized traffic accident data collection (PSN, PENDANT, etc.). Together with this effort of harmonization, traffic accident investigation moves more and more in the direction of accident causation. As current methods only partly address these needs, a new method was set up. The main characteristics of this method are: • Accident/injury causation (associated) factors can objectively be identified and quantified, by comparison with exposure information from a normal population. • All relevant accident and exposure data can be included: human-, vehicle-, and environmental related data for the pre-crash, crash and postcrash situation (the so-called Haddon matrix). The level of detail can be chosen depending on interest and/or budget, which makes the method very flexible. In this paper the accident collection and control group method are presented, including some of the achieved results from a pilot study on 30 truck accidents and 30 control locations. The data were analyzed by using cross-tabulations and classification-tree analysis. The method proved useful for the identification of statistically significant causational aspects.
Teil 1: In der Verkehrssicherheitsforschung können Sicherheitswirkungen zumeist nicht im (Labor)experiment sondern nur durch Feldversuche, die einem Experiment ähnlich anzulegen sind, erfasst werden. In diesem Zusammenhang spricht man von einem Quasi-Experimentellen-Design. Da sich bei solchen Quasi-Experimenten immer die Frage stellt, ob die gemessenen Änderungen maßnahmebedingt sind oder auf andere Einflüsse zurückgeführt werden können, werden verschiedene Gefahrenquellen benannt und mit Beispielen belegt, die die Gültigkeit der Ergebnisse von Wirksamkeitsuntersuchungen beeinträchtigen können. Es werden darüber hinaus eine Reihe wichtiger Quasi-Experimenteller-Designs dargestellt, die Vor- und Nachteile der Designs diskutiert und Hinweise auf mögliche Einsatzfelder gegeben. Um die Qualität der Ergebnisse von Wirksamkeitsuntersuchungen zu verbessern, wird vorgeschlagen, mehrere Erhebungen mittels ein und derselben Untersuchungsanordnung zugleich an mehreren Orten oder an mehreren Untersuchungsgruppen durchzuführen. Es werden mehrere simultane Untersuchungsdesigns vorgestellt und Einsatzbereiche erläutert. Teil 2: Simultane Wirksamkeitsuntersuchungen von Maßnahmen zur Hebung der Verkehrssicherheit erfordern häufig statistische Methoden zur Analyse von Kennzahlen, die auf andere Kennzahlen bezogen sind. Diese bezogenen Kennzahlen bezeichnet man als Risikogrößen. Es werden Methoden vorgestellt und diskutiert, die eingesetzt werden können, wenn entweder die Bezugsgrößen fest oder stochastisch sind.
Zielsetzung des Projektes war die Weiterentwicklung der Unfallfolgenbewertung entsprechend neuerer Ergebnisse vor allem aus der Umwelt- und Gesundheitsökonomie, unter Beachtung objektiver wie subjektiver Bewertungsansätze und mit Schwerpunktsetzung auf Personenschäden. Vorgehensweise: Auswertung der vorliegenden Arbeiten unter inhaltlichen und methodischen Gesichtspunkten. Erarbeitung von Verbesserungsvorschlägen unter theoretischen Aspekten sowie unter Beachtung von Möglichkeiten und Problemen der Datenverfügbarkeit. Zentrale Ergebnisse: Ansatzpunkte, die gängige Unfallfolgenbewertung sowohl in theoretischer als auch in methodischer Hinsicht neu zu überdenken, wurden vor allem in folgenden Bereichen identifiziert: 1. Kosten der medizinischen Behandlung: Bei der Erfassung der Behandlungskosten von Unfallopfern wäre ein Verfahren wünschenswert, das auf vorhandenem Datenmaterial aufbaut und die angefallenen Behandlungskosten differenzierter als die Zweiteilung in Schwer- und Leichtverletzte vornimmt. Hier würden sich zunächst vor allem ICD-basierte Fallpauschalen anbieten. 2. Kosten der Invalidität: Zur Ermittlung der langfristigen Kosten von unfallbedingten Invaliditätsfällen bietet sich die Ermittlung und die Bewertung solcher dauerhafter Unfallfolgen auf der Basis von Funktionsniveaueinschränkungen an. Im Vergleich zum Grad der Minderung der Erwerbsfähigkeit ermöglicht diese Vorgehensweise eine realistische Einteilung der unterschiedlichen Grade langfristiger Beeinträchtigungen. 3. Kosten unfallinduzierter Todesfälle: Als Alternative zur Berechnung der Kosten unfallbedingter Todesfälle mit Hilfe des Ertragswert- beziehungsweise Kostenwertansatzes besteht die Möglichkeit zur Ermittlung eines subjektiven Wertansatzes. Diese, zumindest im deutschsprachigen Raum noch wenig berücksichtigten Verfahren, versuchen auf der Basis von Marktbeobachtungen beziehungsweise Befragungen den Wert eines Menschenlebens zu ermitteln. Verfahren aus der Umweltökonomie haben gezeigt, dass inzwischen verfeinerte Instrumentarien entwickelt wurden, dass auch empirische Untersuchungen im Bereich der Verkehrsunfälle durchgeführt werden sollten.
Within the process of integrating passenger airbags in the vehicle fleet a problem of compatibility between the passenger airbag and rear-facing child restraint systems was recognised. Especially in the US several accidents with children killed by the passenger airbag were recorded. Taking into account these accidents the deactivation of a present passenger airbag is mandatory if a child is carried in a rear-facing child restraint system at the front passenger seat in all member states of the European Union. This rule is in force since the deadline of 2003/20/EC at the latest. In the past a passenger airbag either could not be disabled or could only be disabled by a garage. Today there are a lot of different possibilities for the car driver himself to disable the airbag. Solutions like an on/off-switch or the automatic detection of a child restraint system are mentioned as an example. Taking into account the need for the deactivation of front passenger airbags two types of misuse can occur: transportation of an infant while the airbag is (still) enabled and transportation of an adult, while the airbag is disabled, respectively. Within a research project funded by BASt both options of misuse were analysed utilising two different types of surveys amongst users (field observations and interviews, Internet-questionnaires). In addition both analysis of accident data and crash tests for an updated assessment of the injury risk caused by the front passenger airbag were conducted. Both surveys indicate a low risk of misuse. Most of the misuse cases were observed in older cars, which offer no easy way to disable the airbag. For systems, which detect a child seat automatically, no misuse could be found. The majority of misuses in cars equipped with a manual switch were caused by reasons of oblivion. Also the accident analysis indicates a minor risk of misuse. From more than 300 cases of the GIDAS accident sample that were analysed, only 24 children were using the front passenger seat in cars equipped with a front passenger airbag. In most of these cases the airbag was deactivated. When misuse occurred the injury severity was low. However, when analysing German single accidents the fatality risk caused by the front passenger airbag became obvious. From the technical point of view, there were important changes in the design of passenger airbags in recent years. Not only volume and shape were modified, but also the mounting position of the entire airbag module was changed fundamentally. Even if these findings do not allow obtaining general conclusions, a clear tendency of less danger by airbags could be identified. For future vehicle development a safe combination of airbags and rear faced baby seats seems to be possible in the long term. This would mean that both types of misuse could be eliminated. For parents an easier use of child seat and car would be the result.
Die Studie beschreibt auf der Grundlage umfangreicher Erhebungsdaten die Pkw-Mobilität von Fahranfängern im ersten Jahr ihrer selbstständigen Fahrkarriere. Die Daten wurden an einer bundesweiten Zufallsstichprobe per einmaliger schriftlicher Befragung in einer Sommer- und einer Winterwelle erhoben. Die Verwendung von Wochenprotokollen mit tagbezogener Dokumentation erlaubt eine Betrachtung einzelner Zeitabschnitte (Tage, Wochen, Monate, Quartale, gesamtes erstes Jahr) und des Mobilitätsverlaufs. Insgesamt liegen der Studie 4.375 auswertbare Fragebogen zugrunde. Neben Basisdaten zu Umfang und Entwicklung der Fahrleistung wurden Daten zu Fahrtzielen, Mitfahrern, befahrenen Straßenarten, Fahrbedingungen, Motiven des Autofahrens, Charakteristika der gefahrenen Pkw, Unsicherheiten im Straßenverkehr, Verkehrsverstößen und ihrer Sanktionierung sowie zur Beteiligung an Verkehrsunfällen erhoben. Auf dieser Grundlage wurden charakteristische Ausprägungen der Mobilität und der Mobilitätsentwicklung für die Gesamtstichprobe sowie für Subgruppen, die nach soziodemographischen Merkmalen und nach Fahrerlaubnisbesitzdauer gegliedert sind, aufgezeigt. Männliche Fahranfänger erbringen am Anfang des ersten Jahres ihrer selbstständigen Pkw-Mobilität geringere Fahrleistungen als gegen Ende dieses Zeitraums. Der aus der Verlaufsbetrachtung des Unfallrisikos bekannte initiale Gefährdungsschwerpunkt fällt für Männer bei fahrleistungsbezogener Betrachtung danach noch gravierender aus. Auf der Grundlage der Merkmale Geschlecht, Alter bei Fahrerlaubniserwerb, Stadt/Land und Berufsbereich wurden clusteranalytisch fünf Fahranfängertypen ermittelt und jeweils relevante Risikomerkmale (Verkehrsverstöße, Unfälle) und Risikoindikatoren (Wochenendmobilität, Extramotive, Fahrleistung/Exposition) ausgewiesen. Es zeigt sich, dass die gängigen Risikoindikatoren (jugendspezifische Wochenendmobilität, "Extramotive") nicht zu einer angemessenen Bestimmung des Verkehrsrisikos von Fahranfängern ausreichen.
Motorcycle crashes in Austria: Analysis of causes and contributing factors based on in-depth data

From CEDATU, the in-depth accident database run by the Vehicle Safety Institute at Graz University of Technology, a representative sample of 101 crashes involving at least one motorcycle was selected. The analysis focused on causes for crashes as well as on contributing factors, but also included parameters of road, riders and vehicles. Own riding speed and "unexpectable action by another road user" were the most frequent causes for accidents. Inappropriate safety distance or delayed reaction were frequent, both as causation factors and as contributing factors. Infrastructure issues never cause an accident, but they are very frequent as contributing factors; road geometry and road guidance are by far most frequent among these. This paper also discusses accidents by type and other parameters (e.g. injury severity by body region, collision speed, age and others), and compares accident causes to previous studies as well as the police reported accident statistics.
Nach wie vor ist die Anzahl von Unfällen motorisierter Einspurfahrzeuge (MESFz) mit sehr schweren Verletzungsfolgen oder tödlichem Ausgang für die Aufsassen im Vergleich zu allen anderen getöteten Verkehrsteilnehmern alarmierend hoch. Im Jahr 2013 wurden bei insgesamt 42.427 Unfällen MESFz 641 Aufsassen getötet und 12.034 schwer verletzt. Um dieser hohen Zahl schwerverletzter und getöteter Aufsassen von MESFz entgegenzuwirken, hat die Bundesanstalt für Straßenwesen (BASt) das vorliegende Projekt initiiert. Zielsetzung des Projektes war es, durch eine Analyse von Unfalldaten von MESFz, durch ergänzende computergestützte FEM-Simulationen und durch eine kritische Bewertung der UN-Regelung UN-R 22/05 (vormals ECE-R 22/05) hinsichtlich verletzungs-biomechanischer Inhalte (Versuche und Prüfwerte) Erkenntnisse zu erarbeiten, Handlungsbedarf festzustellen und Änderungs- und Ergänzungsvorschläge zur Überarbeitung der UN-R 22/05 sowie hinsichtlich allgemeiner Maßnahmen zu formulieren. Auf der Grundlage der amtlichen Unfalldaten des Statistischen Bundesamtes, Wiesbaden (DESTATIS) erfolgte eine Unfalldatenauswertung im Allgemeinen. Für eine detaillierte Analyse wurden Daten der "German In-Depth Accident Study" (GIDAS, Dresden und Hannover) ausgewählt. Bei etwa der Hälfte der im Teilumfang (n=199) untersuchten Unfälle von MESFz kam es zu Kopfverletzungen, überwiegend bei benutztem Schutzhelm. In 18 % lagen die führenden Verletzungen am Kopf; in 48 % blieb der Kopf unverletzt bei sonstigen schweren bis schwersten und tödlichen Verletzungen am Körper. Etwa 10 % der Aufsassen benutzten ein MESFz ohne bzw. mit absolut ungeeignetem Helm. Eine kritische Bewertung und Alternativvorschläge der derzeitigen Fassung der UN-R 22/05 wurden bezüglich der Punkte Prüfumfang, Prüfausstattung, Prüfdurchführung, Prüfkriterien und eine fälschungssicheren Homologations-Kennzeichnung erarbeitet.
Empirical vehicle crashworthiness studies are usually based on national or in-depth traffic accident surveys: Data on accident-involved cars/drivers are analysed in order to quantify the chance of driver injury and to assess certain risk factors like car make and model. As the cars/drivers involved in the same accident form a "cluster", where the size of the cluster equals the number of accident-involved parties, traffic accident survey data are typical multi-level data with accidents as first-level or primary and cars/drivers as secondlevel or secondary units (car occupants in general are to be considered as third level units). Consequently, appropriate statistical multi-level models are to be used for driver injury risk estimation purposes as these models properly account for the cluster structure of traffic accident survey data. In recent years various types of regression models for clustered data have been developed in the statistical sciences. This paper presents multi-level statistical models, which are generally applicable for vehicle crashworthiness assessment in the sense that data on single and multiple car crashes can be analysed simultaneously. As a special case of multi-level modelling driver injury risk estimation based on paired-by-collision car/driver data is considered. It is demonstrated that assessment results may be seriously biased, if the cluster structure inherent in traffic accident survey data is erroneously ignored in the data analysis stage.
While it is important to track trends in the number of road accidents in different countries using national statistics, there is a need for data with more detailed information, so called in-depth accident data. For this reason, several accident data projects emerged worldwide in recent years. However, also different data standards were established and so comparative analysis of international in-depth data has been very hard to conduct, so far. This is why the project iGLAD (Initiative for the Global Harmonization of Accident Data) was established and created the prerequisites for building up a standardized dataset out of the common denominator of different in-depth accident databases from Europe, USA and Asia. In the first phase, the project received funding from ACEA to compile an initial database. To accomplish this, a suitable data scheme has been defined, a pilot study has been conducted as proof of concept and the recoding of the first common data base has been initiated. Also, to prepare the project for its self-supporting continuation in the next years, a business model has been developed. This paper reports the history and status of the project, the current challenges and the creation of a capable consortium to maintain the data. In mid-2014, the initial database containing 1550 cases from 10 different countries will be completed and a first detailed view on this data will be possible.
NASS: the glass is half full

The National Accident Sampling System (NASS) was born in the late 1970s. It was based on a substantial amount of experience and analysis of what was needed in the United States to understand the safety challenges of our highways. This work also showed how to collect high quality and useful crash data efficiently. Unfortunately, when Ronald Reagan - a President who believed in limited government - was elected, any hope of full funding for NASS was lost. The concept of 75 teams investigating about 18,000 serious crashes in detail annually was never realized. The system got up to 50 teams, then was cut to 36, and finally to 24 teams investigating fewer than a quarter of the originally anticipated number of crashes per year. Despite this, the NASS investigations provide a rich source of data, collected according to a sophisticated statistical sampling system to facilitate detailed national estimates of road casualties on our nation- highways and their causes. In addition, changes have been made in recent years to increase the number of more serious crashes of recent model vehicles to make the results more relevant to improving vehicle safety. A recent, detailed examination of hundreds of rollovers has provided considerable insight into rollover casualties and into what can be done to reduce them. Some of these results will be presented that show the value of the NASS system. Our experience with NASS and the Fatal Accident Reporting System (FARS) suggests a number of improvements that could be made in the United States" crash data systems. It also provides justification for a doubling or tripling of our national expenditures on crash data collection.
Im vorliegenden Forschungsvorhaben wurden Nutzen und Kosten nicht vollständig signalisierter Knotenpunkte unter besonderer Berücksichtigung der Verkehrssicherheit behandelt. Für sechs ausgewählte Beispielknotenpunkte mit nicht vollständiger Signalisierung wurde der Verkehrsablauf vor Ort beobachtet, in Simulationsmodellen nachgebildet und bei unterschiedlichen Belastungsverhältnissen analysiert. Ein wesentliches Ergebnis der Simulationsuntersuchung war, dass an den Beispielknotenpunkten bei nicht vollständiger Signalisierung der Verkehr bei einer Belastung von bis zu 2.000 Kraftfahrzeuge pro Stunde (Kfz/h) in der Hauptrichtung (Querschnitt) und zwischen 100 Kfz/h bis 300 Kfz/h in der Nebenrichtung mit ausreichender Qualität bedient werden kann. Ein Vergleich mit den Simulationsergebnissen für den unsignalisierten Zustand ergab, dass bei nicht vollständiger Signalisierung der Verkehr deutlich leistungsfähiger abgewickelt werden kann. Durch eine Vollsignalisierung hingegen lassen sich gegenüber der nicht vollständigen Signalisierung in der Regel keine zusätzlichen Kapazitätsreserven mobilisieren. Neben der Verkehrsqualität ist die Verkehrssicherheit das zweite maßgebende Kriterium für die Beurteilung der Knotenpunkte mit nicht vollständiger Signalisierung. Die Verkehrsunfallanalyse erbrachte für die Innerortsknotenpunkte keine Erkenntnisse, die gegen die Einführung einer nicht vollständigen Signalisierung sprechen. Für Außerortsknotenpunkte wird empfohlen, die Untersuchungen zum Thema Verkehrssicherheit auf der Grundlage eines deutlich erweiterten Stichprobenumfangs zu vertiefen. Die nicht vollständige Signalisierung stellt eine kostengünstige Alternative zur Vollsignalisierung dar. Die Investitionskosten für die nicht vollständige Signalisierung liegen bei 35 bis 70 Prozent der Investitionskosten für die Vollsignalisierung. Unter Berücksichtigung der Betriebskosten ergeben sich gegenüber der Vollsignalisierung Einsparungsmöglichkeiten in Höhe von 3.500 - 5.500 Euro/Jahr.
An analysis of NASS and FARS was conducted to determine crash conditions that involved injuries that are not currently being directly addressed by vehicle safety standards or by consumer information test protocols. Analysis of both field data and US NCAP tests were conducted to determine the relative safety provided by seating position and by vehicle model year. Opportunities for improvements were determined by crash categories with large populations of injuries that were not addressed by safety tests or smaller numbers that were increasing in frequency. Areas of opportunities include improved occupant restrain in rollovers, improved frontal protection for rear seat occupants and improved fire prevention in frontal and rollover crashes.
Optimierung der Fahrerlaubnisprüfung : Ein Reformvorschlag für die theoretische Fahrerlaubnisprüfung

Der vorliegende Bericht enthält konzeptionelle Vorschläge, wie es künftig unter Einbeziehung moderner Multimediatechnik bei der theoretischen Fahrerlaubnisprüfung besser gelingen soll, Fahrerlaubnisbewerber ohne ausreichende Befähigung zum Führen von Kraftfahrzeugen zu erkennen. Dafür wurden zunächst der einschlägige prüfungstheoretische Wissensstand aufgearbeitet und Gütekriterien für ein neues Prüfungssystem dargestellt. Weiterhin wurden in einer Reihe von europäischen Ländern Recherchen über Innovationen im Prüfungswesen durchgeführt; diesbezügliche Erfahrungen sind in das vorliegende Prüfungskonzept eingeflossen. Die gegenwärtige Praxis der theoretischen Fahrerlaubnisprüfung erscheint aus heutiger Sicht unter inhaltlichen und methodischen Gesichtspunkten als unbefriedigend. Die Kritik am derzeitigen Prüfungssystem lässt sich auch durch die Verwendung von transponierten computergestützten Versionen der bisherigen Prüfbogen nicht beheben. Deshalb wurden im vorliegenden Prüfungskonzept die Systematik und die Merkmale eines grundsätzlich neuen computergestützten Prüfungssystems dargestellt. Weiterhin wurden die zu erwartenden Prüfungsabläufe sowie die rechtlichen, technischen und organisatorischen Bedingungen für die Einführung dieses Systems einschließlich eines begrenzten Vorlaufprojekts skizziert. Um die wissenschaftliche Reflexion der methodischen Qualität des Prüfungssystems zu sichern, wurden auch Vorschläge für die Evaluation der neuen theoretischen Fahrerlaubnisprüfung entwickelt. Die Einführung des vorgeschlagenen Prüfungskonzepts lässt neben weiteren Vorzügen drei wesentliche Verbesserungen im deutschen Prüfungssystem erwarten: Eine engere Verbindung des Ausbildungsund Prüfungssystems soll die Lernmotivation der Fahrerlaubnisbewerber steigern, eine bessere Visualisierung der Prüfungsaufgaben wird die Ähnlichkeit der Prüfungsanforderungen mit realen Verkehrsanforderungen verbessern, und es wird ermöglicht, nicht nur die Qualität der Prüfungsaufgaben an sich zu analysieren, sondern auch die Vorhersagekraft der Prüfungsergebnisse für die spätere Unfall- und Delinquenzbelastung der Fahranfänger im Straßen-verkehr. Der Bericht enthält neben Vorschlägen zur Optimierung der theoretischen Fahrerlaubnisprüfung auch Anregungen zur ergänzenden Weiterentwicklung der praktischen Fahrerlaubnisprüfung.
Pedestrian accidents are one of the major concerns related with road accidents around the world. Portugal has one of the highest rates of pedestrian fatalities in Europe. In this paper an overview conditions were the pedestrian accidents occurred in Portugal is presented. In the last years, a project related with the pedestrian accidents has run in Portugal for the period 2004-2006 where 603 people died, 2097 have been severely injured and about 17000 slightly injured. Within this project all the pedestrian accidents in this period have been analysed providing global information about a wide range of aspects, since location, driver and pedestrian characteristics, weather and road conditions, among others. In addition, 50 in-depth accidents have been investigated and the data collected according the Pendant methodology. For this in-depth methodology detailed information about the accident has been collected, including injuries, vehicle damage, road conditions and road user- behaviour and actions. An accident reconstruction has been carried for each case including the determination of the speeds and driver actions, and the analysis of the contributing factors for the accident. Depending of the accident complexity, different methodologies have been used to analyse these accident, from the classical analytical equations such as Simms and Woods, to the use of detailed computational pedestrian models as those included in the commercial software- PC-Crash-® or Madymo-®. Also one of the goals of our investigation is the development of multibody models and methodologies for the reconstruction of pedestrian accidents. Some of these tools integrated in the commercial software Cosmos Motion-® are presented. The advantages of the different approaches are compared and discussed for some of the accidents investigated. With these tools the impact speed can be determined from the projection distance with analytical tools or PC-Crash-®, but more complex tools should be used to determine speed from the injuries, what is especially important for fatal accidents. The influence of the vehicle geometry and stiffness characteristics is another aspect analysed, where the influence of the vehicle stiffness has been determined using a combined multibody-finite elements approach within the software Madymo-®.
This report gives an overview of pedestrian accidents on Japanese roads. Database used for the analysis is national traffic accident data based on police reports. Relevant measures and background information ranging from vehicle safety, engineering and education are briefly reviewed, and area for further improvement is discussed.rn
Annually within the European Union, there are over 50,000 road accident fatalities and 2 million other casualties, of which the majority are either the occupants of cars or other road users in collision with a car. The European Commission now has competency for vehicle-based injury countermeasures through the Whole Vehicle Type Approval system. As a result, the Commission has recognised that casualty reduction strategies must be based on a full understanding of the real-world need under European conditions and that the effectiveness of vehicle countermeasures must be properly evaluated. The PENDANT study commenced in January 2003 in order to explore the possibility of developing a co-ordinated set of targeted, in-depth crash data resources to support European Union vehicle and road safety policy. Three main work activity areas (Work Packages) commenced to provide these resources. This paper describes some of the outcomes of Work Package 2 (WP2, In-depth Crash Investigations and Data Analysis). In WP2, some 1,100 investigations of crashes involving injured car occupants were conducted in eight EU countries to a common protocol based on that developed in the STAIRS programme. This paper describes the purposes, methodology and results of WP2. It is expected that the results will be used as a co-ordinated system to inform European vehicle safety policy in a systematic, integrated manner. Furthermore, the results of the data analyses will be exploited further to provide new directions to develop injury countermeasures and regulations.
Die Erkennung von Sicherheitsdefiziten im Straßennetz erfolgt zurzeit im Wesentlichen im Rahmen der örtlichen Unfalluntersuchungen. Dabei werden überwiegend punktuelle Unfallhäufungen identifiziert und analysiert. Für die Analyse von Straßennetzen wurden mit den "Empfehlungen für die Sicherheitsanalyse von Straßennetzen (ESN)" Verfahren vorgestellt, die für eine netzweite Analyse von Straßen geeignet sind und die Identifikation von Sicherheitsdefiziten in einem größeren Maßstab ermöglichen. Im Rahmen des vorliegenden Projektes wurde eine pilothafte Anwendung der Verfahren nach ESN für das Straßennetz des überörtlichen Verkehrs in Rheinland-Pfalz vorgenommen. Der Fokus der Untersuchung lag auf der Frage, ob und in welchem Umfang mit einer weitestgehend automatisierten Vorgehensweise sowie unter Verwendung der digital verfügbaren Daten eine sinnvolle Anwendung der ESN möglich ist. Die in den Straßendatenbanken geführten Abschnitte erweisen sich jedoch für die Zielsetzung der ESN als zu feingliedrig. Daher wurden vertiefende Untersuchungen zur Abschnittsbildung durchgeführt. Dabei wurden fünf Varianten der Abschnittsbildung betrachtet. Ergänzend zur Abschnittsbildung nach ESN mit mindestens 4 U(SP) pro Abschnitt wurde zusätzlich die zeitliche und räumliche Verteilung der U(P) untersucht. Bei ihrer Verwendung sind insgesamt stabilere Ergebnisse zu erwarten. Der Vergleich der sicherheitspotenziale bei einer Abschnittsbildung nach Netzstruktur mit den Unfallkostenraten von Unfallhäufungslinien zeigt in vielen Fällen Überschneidungen. aufgrund der stabileren Ergebnisse eines längeren Untersuchungszeitraums (1999 bis 2004) wird eine Verlängerung des von den ESN vorgesehenen Untersuchungszeitraums empfohlen. Es ist festzuhalten, dass die ESN-Verfahren eine Vorauswahl von auffälligen Streckenabschnitten liefern, deren Verbesserung zu einer deutlichen Steigerung der Verkehrssicherheit führen könnte. Inwiefern die ermittelten Sicherheitspotenziale tatsächlich durch geeignete Maßnahmen ausgeschöpft werden können, muss durch eine Detailanalyse geprüft werden.
This paper describes the methodology of In-Depth Investigation in Germany on the example of GIDAS (German In-Depth Accident Study). Since 1999 in Germany a joint project between FAT (Forschungsvereinigung Automobiltechnik or Automotive Industry Research Association) and BASt (Bundesanstalt für Straßenwesen or the Federal Road Research Institute) is being carried out in Hannover and Dresden. The methodology of this project is based on a statistically orientated procedure of data sampling (sampling plan, weighting factors). The paper describes the possibilities of such in-depth investigation on the results of the offered title. The accident cases were collected randomly within GIDAS at Hannover. There are more cases existing from previous investigation started in 1985 under the same methodology. The portion of rollovers can be established at 3.7% of all accidents with casualties in the year 2000. For the study 434 cases of car accidents with rollovers are used for a detail comprehensive analysis. The accidents happened in the years 1994 to 2000 in the Hannover area. The injury distribution will report about 741 occupants with rollover accident event. The presented paper will give an overview of the accident situations following in rollover movements of cars. The distributions of injury frequencies, injury severity AIS for the whole body and for the body regions of occupants will be presented and compared to technical details like the impact speed and the deformation pattern. The speed of the car was determined at the point of rollover and on the point of accident initiency. The characteristics of the kinematics followed in a rollover movement are analyzed and the major defined types of rollover will be shown in the paper. The paper will describe the possibilities of In-Depth Investigation methods for the approach of finding countermeasures on the example of car accidents with rollover and explaining the biomechanics of injuries in rollover movements.
Mit dem Forschungs- und Entwicklungsvorhaben sollten bestehende Wissenslücken zum Verkehrssicherheitspotenzial an innerörtlichen Haltestellen des straßen- und schienengebundenen öffentlichen Personennahverkehrs geschlossen werden. Untersuchungsgegenstand waren Haltestellen im Linienbus- und Straßenbahnverkehr mit Lage im Straßenraum. Neben einer Auswertung der Straßenverkehrsunfallstatistik des Statistischen Bundesamtes erfolgten vertiefende Unfallanalysen in vier Fallbeispielen (Städte Düsseldorf, Leipzig und Zwickau sowie Landkreis Mayen-Koblenz) als Grundlage für ein Sicherheitsranking relevanter Haltestellentypen, ergänzt um Einzelfallanalysen für ausgewählte Haltestellenbereiche unterschiedlichen Typs. Die Untersuchungen erfolgten jeweils auf der Basis von Unfalldaten aus drei Kalenderjahren. Insgesamt wurden in den vier Fallbeispielen rund 2.550 Teilhaltestellen unterschiedlichen Typs untersucht, davon 1.750 Bushaltestellen, 690 Straßenbahnhaltestellen und 110 kombiniert genutzte Haltestellen. In den Haltestellenbereichen waren in 3 Kalenderjahren rund 770 Unfälle mit Personenschaden zu verzeichnen. Rund 85 Prozent (im Landkreis Mayen-Koblenz 91 Prozent) der Bushaltestellen und 30 Prozent der Straßenbahnhaltestellen wiesen in den untersuchten drei Kalenderjahren keinen Unfall mit Personenschaden auf. Als spezifische Kenngröße für die vergleichende Beurteilung der unterschiedlichen Haltestellenformen wurden haltestellenbezogene Unfallkosten UK zugrunde gelegt, um über die Unfallanzahl hinaus auch die Unfallschwere in die Betrachtungen einzubeziehen. Im vorliegenden Falle wurde diese Kenngröße als UK(P) ermittelt, da nur Unfälle mit Personenschäden in die Untersuchungen einbezogen wurden. Verwendet wurden an die Verunglücktenstruktur angepasste Unfallkostensätze. Quantifizierte Ergebnisse konnten für die Bushaltestellentypen "Bucht" und "Fahrbahnrand/Kap" sowie die Straßenbahnhaltestellentypen "Fahrbahnrand/Kap", "Fahrbahn" (mit den Varianten "StVO" und "Zeitinsel") sowie "Seitenbahnsteig" ermittelt werden. Zusammenfassend konnte festgestellt werden: - Im Vergleich der ÖPNV-Teilsysteme sind Bushaltestellen sicherer als Straßenbahnhaltestellen und kombinierte Haltestellen. - Im Vergleich der Haltestellentypen sind Haltestellen am Fahrbahnrand (einschließlich Kaplösungen) am sichersten, gefolgt vom Typ "Bucht" und den beiden auf das ÖPNV-Teilsystem Straßenbahn bezogenen Haltestellentypen "Fahrbahn" und "Seitenbahnsteig". - Bezogen auf das ÖPNV-Teilsystem Bus schneidet der Haltestellentyp "Bucht" deutlich ungünstiger ab als der Typ "Fahrbahnrand/ Kap". - Bezogen auf das ÖPNV-Teilsystem Straßenbahn schneidet der Haltestellentyp "Fahrbahnrand/Kap" am günstigsten ab, gefolgt vom Typ "Fahrbahn". Am ungünstigsten sind die Werte für den Typ "Seitenbahnsteig". - In Bezug auf den Straßenbahnhaltestellentyp "Fahrbahn" ergaben die Ergebnisse zu den beiden Varianten "Fahrbahn, StVO" und "Fahrbahn, Zeitinsel" deutliche Unterschiede. Sowohl bei den spezifischen Unfallkosten als auch in Bezug auf die mittlere jährliche Unfallanzahl pro Teilhaltestelle und die mittleren Unfallkosten von Unfällen mit Personenschaden im Haltestellenbereich ergab die Variante "Zeitinsel" ungünstigere Werte als die Variante "StVO". Empfohlen wird insbesondere: - die Priorisierung des Typs "Fahrbahnrand/Kap" als Standardlösung für Bushaltestellen (VwV-StVO), - eine Neubewertung des Typs "Fahrbahn" und hier wiederum der Variante "StVO" in VwV-StVO und Regelwerken mit dem Ziel einer Priorisierung dieses Typs gegenüber dem Typ "Seitenbahnsteig" (bei vergleichbaren Rahmenbedingungen) sowie der Variante "StVO" gegenüber der Variante "Zeitinsel", die Konkretisierung und Weiterentwicklung der Einsatzkriterien für Zeitinseln sowie - eine verstärkte Berücksichtigung der Verkehrssicherheit von im Haltestellenbereich die Fahrbahn querenden Fußgängern.
One of the major problems of road safety in Europe is the powered two wheelers accidents. One of the European countries with one of the highest rates is Portugal where in 2006, mopeds and motorcycles fatalities represented 27% of all road users deaths. In this work, a deep analysis and overview of the current state of mopeds and motorcycles accidents for the 2004-2006 period is presented. Within this period 830 PTW occupants die, 2958 have been severely injured and 25000 suffer slight injuries. A detailed analysis of the conditions of these accidents has been carried out, using the data of the national accident database. This analysis provides global information, about geographic environmental conditions, driver- characteristics among others. From this data detailed information is obtained allowing to know when, where and who. In order to answer the question why more a widely collection of data has been collect for 70 accidents. The data has been collected using OECD methodology. For these accidents a detailed reconstruction has been carried out, what is especially important for fatal accidents where for instance speed in an important factor. From these collection and analysis of data a wider overview of facts and measures are extracted. Among them, some are emphasized such as that the quality and non-use of helmets plays an important role in severe and fatal accidents especially for accidents involving moped vehicles, or speed is the most important factor in fatal accidents involving motorcycles. Concerning motorcycle accident reconstruction, different tools can be used depending of the accident scenario and complexity. For simple cases, with specific characteristics, analytical formulation based in vehicle crash dynamics can be use in order to determine the impact speed of the vehicles impact, analysing the skid marks, deformations, victims rest position and considering parameters (EES, vehicle deceleration, etc). Aspects such as the energy absorption capability of motorcycles are also discussed. In the general cases the accident reconstruction software Pc-Crash has been used for the reconstruction of the accident. In very complex cases, has for instance the impact between motorcyclist and barriers, Madymo software is used especially to determine speed from injuries. An example of the impact of a motorcyclist and a motorcyclist-friendly barrier is present to illustrate the benefits and limitations of such systems.
In recent years special attention has been paid to reducing the number of fatalities resulting from road traffic accidents. The ambitious target to cut in half the number of road users who are killed each year by 2010 compared with the 2001 figures, as set out in the European White Paper "European Transport Policy for 2010: Time to Decide" implies a general approach covering all kinds of road users. Much has been achieved, e.g. in relation to the safety of car passengers and pedestrians but PTW accidents still represent a significant proportion of fatal road accidents. More than 6,000 motorcyclists die annually on European roads which amounts to 16% of the EU-15 road fatalities. The European Commission therefore launched in 2004 a Sub- Project dealing with motorcycle accidents within an Integrated Project called APROSYS (Advanced PROtection SYStems) forming part of the 6th Framework Programme. In a first step, the combined national statistical data collections of Germany, Italy, the Netherlands and Spain were analysed. Amongst other things parameters like accident location, road conditions, road alignment and injury severity have been explored. The main focus of the analysis was on serious and fatal motorcycle accidents and the results showed similar trends in all four countries. From these results 7 accident scenarios were selected for further investigation via such in-depth databases as the DEKRA database, the GIDAS 2002 database, the COST 327 database and the Dutch element of the MAIDS database. Three tasks, namely the study of PTW collisions with passenger cars, PTW accidents involving road infrastructure features, and motorcyclist protective devices have been assessed and these will concentrate inter alia on accident causes, rider kinematics and injury patterns. A detailed literature review together with the findings of the in-depths database analysis is presented in the paper. Conclusions are drawn and the further stages of the project are highlighted.
