In general the passive safety capability is much greater in newer versus older cars due to the stiff compartment preventing intrusion in severe collisions. However, the stiffer structure which increases the deceleration can lead to a change in injury patterns. In order to analyse possible injury mechanisms for thoracic and lumbar spine injuries, data from the German Inâ€Depth Accident Study (GIDAS) were used in this study. A twoâ€step approach of statistical and caseâ€byâ€case analysis was applied for this investigation. In total 4,289 collisions were selected involving 8,844 vehicles, 5,765 injured persons and 9,468 coded injuries. Thoracic and lumbar spine injuries such as burst, compression or dislocation fractures as well as soft tissue injuries were found to occur in frontal impacts even without intrusion to the passenger compartment. If a MAIS 2+ injury occurred, in 15% of the cases a thoracic and/or lumbar spine injury is included. Considering AIS 2+ thoracic and lumbar spine, most injuries were fractures and occurred in the lumbar spine area. From the case by case analyses it can be concluded that lumbar spine fractures occur in accidents without the engagement of longitudinals, lateral loading to the occupant and/or very severe accidents with MAIS being much higher than the spine AIS.
While accident statistics on a national level are provided by many countries, there is a need for international data that includes more detailed information about the accident, so called in-depth data. As a consequence, accident data projects have been emerging in different regions of the world. This creates a need for comparable and mergeable data from different countries, enabling the use of already existing accident data resources and helping to expedite the improvement of global road safety. While existing approaches focus that mostly on building a comprehensive accident database from scratch, the iGLAD project (Initiative for the Global Harmonization of Accident Data) attempts a more pragmatic approach by building on top of the work already accomplished in this area and complementing it. The target of iGLAD is to help setting up an additional dataset as a compatibility layer between already existing world wide data sets and integrating the structure of these by defining a common data scheme. This dataset is limited to the common denominator between the existing data sets and is inherently rather small and simple. Eventually, an individual converter for each participating accident investigation group will be built that enables pooling all data sets in a common repository. This not only saves costs and time, and hence makes such a target more feasible, but also creates data that is usable right from the start. This paper gives an overview of the current status of iGLAD and first steps taken. Additionally, some methodological aspects are discussed, next to a glance at other projects working currently on related issues, providing additional input for iGLAD. Finally, an overview of next steps and intended future work is given.
Zur Überwachung der Verkehrsentwicklung und zur Ermittlung der Verkehrsstärken auf den Bundesfernstraßen - Bundesautobahnen und Bundesstraßen - fand im Jahre 2010 wieder eine bundesweite Straßenverkehrszählung (SVZ 2010) im Rahmen des üblichen Fünfjahres-Turnus statt. Die Länder hatten die Möglichkeit, auch das nachgeordnete Netz (Landes- und Kreisstraßen) zu zählen und im Rahmen der SVZ 2010 auswerten zu lassen. Von dieser Möglichkeit machten nicht alle Länder Gebrauch, so dass bundesweit nur 59 % der Landesstraßen und nur 34 % der Kreisstraßen mit Zählungen abgedeckt waren. Zu diesen beiden Straßenkategorien können somit keine allgemeinen Aussagen getroffen werden. Der vorliegende Bericht beinhaltet mittlere DTV und Jahresfahrleistungen, differenziert nach Fahrzeugarten und Straßenklassen für das Bundesgebiet insgesamt und für jedes einzelne Bundesland. Außerdem sind Beschreibungen zur Berechnung der DTV- und Fahrleistungsstatistiken enthalten sowie einige Ausführungen zu Entwicklungen der mittleren DTV-Werte und Jahresfahrleistungen in Bezug auf 2005.
Analysis of the accident scenario of powered two-wheelers on the basis of real-world accidents

For the first time since 20 years the German national statistics of traffic accidents revealed an increasing number of fatalities and seriously injured persons in 2011. This negative development was especially caused by increasing numbers in all groups of vulnerable road users (VRU). Furthermore, the comparison of fatality reduction rates between several categories of road users shows that persons on motorcycles show the worst performance over years. Although every second fatality in German traffic accidents is still a car occupant, users of PTW make up more than 20% in the meantime. Assuming further improvements in the field of occupant protection this trend will continue. For that reason, a study on the basis of real-world accidents was conducted to describe the accident scenario involving motorcycles and to identify the reasons of the above-described fact. Approximately 1.800 motorcycle accidents out of GIDAS database were used for the analyses. The first part of the study deals with the question how representative the GIDAS database is for the German motorcycle accident scenario. Afterwards, detailed descriptive statistics on motorcycle accidents were presented considering numerous parameters about the accident scene, environmental influences, vehicle information, individual characteristics, interview data, injury severity and injury causation. One important point is the identification of the most frequent critical situations that are typical for motorcycle accidents. Furthermore, a special focus was on accident causation. Finally, conspicuous facts out of the analysis are emphasized. All in all, the study gives a comprehensive overview about the German motorcycle accident scenario. One the one hand, the use of weighted GIDAS data allows representative and robust statements on the basis of large case numbers; on the other hand highly detailed conclusions can be drawn. The results of the study help to understand the particularities of motorcycle accidents and provide approaches for further improvements in the field of PTW safety.
The increasing economics in India has an enormous growth of its road traffic. As observed from official Indian accident statistics the number of road fatalities are one of the highest worldwide. In contrast to most industrialized nations they have an rapidly increasing trend. To come along with this trend it becomes more than essential to understand the traffic accident situation. The official Indian accident statistics gives a glimpse of only basic information. Therefore more detailed data is needed. By using In-depth accident data and officially representative statistics the current accident situation can be evaluated in India, if a suitable weighting methodology is considered. Hence in 2009/2010 a pilot study with the collaboration partner JP-Research India pvt. Ldt. was gathered in Tamil Nadu in south of India. In-depth accident investigations were done around the Coimbatore area on four highways. At first, the collected data is evaluated. Due to consequent and continuous further development based on the first approach a methodology similar to NASS/CDS/GES in the US and GIDAS in Germany was developed. Of course all relevant accident related parameters including pictures and severity information were collected. As a matter of fact based on scaled sketches and reconstruction benefit analyses can be done in order to analyze the accident scenery in India. As a first outcome influence from infrastructure, missing education and vehicle safety were identified as key parameters in order to reduce the number of accidents and casualties. To compare the accident situation against international standards an accident classification for left hand traffic was developed based on the German Insurance classification system. Looking into detail additional accident types were identified and added to create an Indian accident type catalogue. The positive results encouraged several OEMs to participate in this investigation and together with BOSCH a consortium was established in 2010/11. Within one year from beginning in May 2011 about 200 highway accidents were collected, reported and reconstructed using the new standard. Hence a first good overview of the accident situation is available for the Coimbatore Tamil Nadu area. The major target for establishing accident investigations is the extension towards other states of India and urban areas to achieve a better overview of the accident scenery. Therefore local and national authorities have to be embedded in order to strengthen the awareness against traffic safety.
With an ever rising human life expectancy the share of elderly people in society is constantly rising. This leads to the fact that at the same rate the share of people with age related diseases such as dementia and poor eyesight taking part in traffic will rise and therefore traffic accidents caused by this group of people due to the disease will play an ever greater role. This Situation will be among the future challenges of road safety work. At present this study displays specific characteristics of accidents caused by elderly car drivers (aged 65 or higher) based on the analysis of the German In-Depth Accident Study GIDAS. Herein almost 1000 elderly car drivers were identified as accident participants in the years 2008 to 2011. The focus of this study lies on identifying special types of accidents which are caused by elderly drivers and on characterizing these types with the information gathered on scene and by interviewing the participants. The main evidence analyzed is the knowledge about the accident locality, the trajectories of the participants as well as the reasons for the occurrence of the accidents. Furthermore personal information such as the personal condition before the accident and driving purposes is used to identify patterns of contributing circumstances for accidents caused by elderly traffic participants.
To date, the Trauma Registry (TraumaRegister DGU-® contains data of approximately 100.000 severely injured patients, 65% of which suffered from a road traffic crash. Thus, it is the world's largest data base for severely injured patients. The article describes the development of the registry and explains how it was rolled out over Germany using the established structure of the German Trauma Network (TraumaNetzwerk DGU-®). In addition, this article presents three typical use cases from the fields of quality management, policy making and system-wide interventions, clinical research and injury prevention. In conclusion, the TraumaRegister DGU-® is a well-established tool for various purposes related to the control and reduction of the burden of road injury. Its ongoing expansion to other countries will support the goal of international benchmarking of hospitals and trauma systems.
Police records about traffic accidents like used by IRTAD (International Road Traffic and Accident Database) and CARE (Community Road Accident Database) do not represent all road injuries. For instance, road accidents of bicyclists without a counterpart are usually not reported. Furthermore, IRTAD-like data contains hardly any information on injury outcome and accident circumstances. This information gap leads to an under-representation of the safety concerns of the most vulnerable road users like children and the elderly both in accident research and safety promotion. Injury registration for the European Injury Database (IDB), in turn, combines details of accident causation with diagnostic information that can be used to assess injury severity and long term consequences. The IDB is collecting data from hospital emergency department patients and is being implemented in a growing number of countries. In this article IDB results on mode of transport and injury outcome are presented from a sample of nine EU member states.
Die Untersuchung zum Forschungsprojekt FE 82.0499/2011 "Ausdehnung der Kostentragungspflicht des -§ 25a StVG auf den fließenden Verkehr" befasst sich mit der Thematik einer möglichen Ausdehnung der bislang ausschließlich für den ruhenden Verkehrs geltenden Kostentragungspflicht des -§ 25a StVG auf Verkehrsverstöße im fließenden Verkehr. Dieses Forschungsprojekt hatte die Aufgabenstellung zu erfüllen, aus der Arbeitspraxis der Bußgeldbehörden in den Bundesländern eine für die Ansprüche wissenschaftlicher Auswertungen qualitativ und quantitativ ausreichende Datenmenge zur Bearbeitung digital erfasster Geschwindigkeits-, Rotlicht- und Abstandsverstöße zu erheben. Dieser Gesamtdatenbestand sollte gesammelt, thematisch geordnet und hinsichtlich der einschlägigen Tatbestände sowie der Verfahrenseinstellungen aufbereitet werden. Hauptergebnis der Studie ist: - Bei einer Gesamtanzahl von 10,7 % eingestellter Bußgeldverfahren wird eine Anzahl von 2,5 % Bußgeldverfahren eingestellt, weil bei einem mittels digitaler Messtechnik beweissicher festgestellten Verkehrsverstoß und zweifelsfrei dokumentiertem Kfz-Kennzeichen der Fahrzeugführer trotz mindestens einer Ermittlungsmaßnahme nicht vor Eintritt der Verfolgungsverjährung ermittelt werden konnte.
Für die rechnerische Dimensionierung der Betondecken im Oberbau von Verkehrsflächen für den Neubau sowie die Erneuerung nach RDO-Beton 09 ist die statische Spaltzugfestigkeit an der unteren beziehungsweise unteren und oberen Scheibe des Betonzylinders beziehungsweise Bohrkerns entsprechend der Vorgaben der AL Sp-Beton zu bestimmen. Aufgrund der unzureichenden Kenntnis der Präzision dieses Prüfverfahrens wurden mit einem breit aufgestellten Ringversuch die statistischen Kennwerte an Labor- und Bestandsbetonen unter Vergleichs- und Wiederholbedingungen auf der Grundlage des FGSV-Merkblatts über die statistische Auswertung von Prüfergebnissen ermittelt. Für eine möglichst gute statistische Absicherung nahmen an dem Ringversuch dreizehn erfahrene Prüfstellen teil. Zur Abdeckung des vielschichtigen Einsatzes des Prüfverfahrens erfolgte der Ringversuch an acht Prüflosen. Dabei berücksichtigen einerseits die Prüflose 1 und 2 mit den im Transportbetonwerk hergestellten Betonzylindern die Erst-/Eignungsprüfung und das darauf aufbauende Prüflos 3 mit Bohrkernen aus einer im Feldversuch hergestellten Fahrbahnplatte mit gleicher Betonrezeptur die Übereinstimmungskontrolle bei Neubaumaßnahmen. Andererseits findet der Einsatz des Prüfverfahrens bei der Restsubstanzbewertung von Betonfahrbahnplatten bei den Prüflosen 4 bis 7 mit den Bohrkernen aus vier in Waschbetonbauweise ausgeführten Fahrbahnplatten Berücksichtigung. Das zusätzlich aufgenommene Prüflos 8 mit einem Labormörtel dient der Herausarbeitung des Materialeinflusses auf die Präzision der Spaltzugfestigkeitsprüfung. Zusammenfassend kann festgestellt werden, dass die Präzision der in der AL Sp-Beton beschriebenen Spaltzugfestigkeitsprüfung mit einem Variationskoeffizienten von weniger als 10 % unter Wiederhol- und Vergleichsbedingungen hinreichend genau ist. Der geringe Unterschied zwischen den Variationskoeffizienten unter Wiederhol- und Vergleichsbedingungen lässt zusätzlich den Schluss zu, dass der Einfluss des unterschiedlichen Personals und der verschiedenartigen Prüftechniken bei den einzelnen Prüfstellen relativ gering ist. Die im Rahmen des Ringversuchs gewonnenen Erkenntnisse haben bereits partiell Eingang in die Normung gefunden.
Intelligente Bauwerke - Anforderungen an die Aufbereitung von Messgrößen und ihrer Darstellungsform

Ziel des Forschungsvorhabens FE 15.0548/2011/GRB war die Ausarbeitung einer Konzeption zu Anforderungen an die Aufbereitung und Verarbeitung von Messgrößen und ihrer Darstellung. Dies beinhaltete die Evaluierung und Entwicklung verschiedener modellbasierter und statistischer Analyseverfahren, die über den bisherigen Stand der Technik der Bauwerksüberwachung hinausgehen. Der Nutzen liegt in der Herausfilterung relevanter Informationen aus umfangreichem Datenmaterial (Vor-Aggregation) sowie der Erzeugung von belastbaren Zustandsinformationen bzw. Vorergebnissen hierzu durch eine frühzeitige, leistungsfähige Plausibilisierung. Es wurde gezeigt, dass durch den Einsatz von leistungsfähigen, gedächtnisbehafteten, selbstlernenden Algorithmen für die Sensorfusion, Interpolation, Plausibilitätserhöhung und Treffen fachtechnischer Monitoringaussagen Ergebnisse erzielt werden können, die bezüglich der Verarbeitung von Mess- und Erfassungsdaten weit über den aktuellen Stand beim Brückenmonitoring hinausgehen. Anhand mehrerer Szenarien, für die reale Erfassungsdaten zur Verfügung standen, wurde gezeigt, dass diese Verfahren sehr zuverlässig verschiedenste Signalstörungen, wie Messausreisser, erhöhtes Rauschen und Brummeinstreuung erkennen können. Nur durch die frühzeitige und zuverlässige Plausibilisierung von Sensordaten von Brückenbauwerken kann verhindert werden, dass offensichtlich fehlerhafte Messwerte (wie z.B. Messausreisser, störungsbehaftete Messungen) zu falschen Vorhersagen der Systemzuverlässigkeit von Brückenbauwerken durch rechnergestützte Systemmodelle führen.
Aufgabe der Studie war eine erstmalige umfassende Erhebung der Ausstattung der Pkw in Deutschland mit Fahrzeugsicherheitssystemen. Dazu wurden 5.070 Haushalte zur Ausstattung eines ihnen zur Verfügung stehenden Fahrzeugs befragt. Für die Befragung wurden 53 Fahrzeugsicherheitssysteme ausgewählt. Darunter sind neue Systeme wie Stauassistenten und Kreuzungsassistenten sowie auch weitgehend etablierte Systeme wie die Fahrdynamikregelung (ESP) und Airbags. Neben den Nutzern wurden auch Experten befragt, die beruflich mit dem Ein- oder Verkauf von Pkw für Unternehmensflotten befasst sind. Diese zehn qualitativen Interviews geben einen Einblick in die Bedeutung verschiedener Kriterien bei der Fahrzeugwahl und speziell den Stellenwert von Fahrzeugsicherheitssystemen. Die weiteste Verbreitung haben passive Sicherheitssysteme wie Airbags, die darauf abzielen, die Folgen eines Unfalls für die Beteiligten abzumildern. Aber auch aktive und intervenierende Systeme, die Risiken vermeiden oder einzelne Fahraufgaben übernehmen, gehören häufig zur Fahrzeugausstattung. Die häufigsten Vertreter aus dieser Gruppe sind der Bremsassistent, ESP und der Tempomat. Die meisten Fahrzeugsicherheitssysteme sind in Fahrzeugen der oberen Mittelklasse und Oberklasse zu finden. Mit der jährlichen Fahrleistung und der Nutzungshäufigkeit nimmt die Anzahl der Sicherheitssysteme ebenso zu wie bei jüngeren Fahrzeugen und Dienstwagen. Die Ergebnisse zeigen ein Muster: Sind Systeme insgesamt selten, unterscheiden sich die Anteile innerhalb der verschiedenen Fahrzeugsegmente teilweise erheblich. Neue Systeme sind dann in den Fahrzeugen der oberen Mittelklasse und Oberklasse deutlich häufiger zu finden und in den Minis und Kleinwagen teilweise mit nicht messbaren Anteilen. Die Experteninterviews, die mit Flottenbetreibern und Fahrzeugverkäufern geführt wurden, zeigen, dass solche Fahrzeugsicherheitssysteme in die Standardausstattung aufgenommen werden, deren Nutzen nachgewiesen ist.
Die Feststellung empirisch belegten Alkoholkonsums bei Kindern und Jugendlichen, aber nur rudimentärer Dokumentation entsprechender Verkehrsunfälle begründete die vorliegende Untersuchung. Qualitative mündliche Befragungen von Experten und Jugendlichen, Feldbeobachtungen und quantitative schriftliche Befragungen von Jugendlichen führten zu folgenden Ergebnissen: Etwa 65 % der schriftlich befragten 12- bis 22-Jährigen waren vor dem 18. Lebensjahr mindestens einmal im Monat übermäßig alkoholisiert mobil. Mit durchschnittlich 15 Jahren findet nicht nur der erste übermäßige Alkoholkonsum statt, sondern auch die ersten Situationen alkoholisierter Mobilität, vorrangig bei männlichen Jugendlichen. Wenngleich nur rd. 5 % der Befragten eine erlebte gefährliche Verkehrssituation als "echten" Verkehrsunfall bezeichneten, verwiesen immerhin etwa 27 % auf mindestens eine gefährliche Verkehrssituation unter Alkoholeinfluss vor dem 18. Lebensjahr. Von den insgesamt 349 berichteten gefährlichen Verkehrssituationen gingen 113 mit leichten und 24 mit schweren Verletzungen einher. Aber auch die Nichtverletzten verwiesen auf zahlreiche erlebte Gefahren bei ihrer Mobilität unter Alkoholeinfluss. Vorrangig männliche Jugendliche erleben solche Situationen mit durchschnittlich 15,7 Jahren. In mehr als der Hälfte der gefährlichen Verkehrssituationen unter Alkoholeinfluss waren die Akteure alleine unterwegs. Die alkoholisierten Kinder und Jugendlichen verunfallten zumeist als Fahrradfahrer und Fußgänger. In rd. 40 % der Fälle erfolgte eine medizinische Versorgung, von nur rd. 20% dieser Alkoholunfälle erlangt die Polizei Kenntnis. Unterstrichen wird die Notwendigkeit weiterer, differenzierender Untersuchungen, um die explorativ gewonnenen Erkenntnisse zu verifizieren und geeignete Präventionsmaßnahmen zu begründen. Inhaltlich und aufwandsökonomisch wird die ressortübergreifende Zusammenarbeit mit der Bundeszentrale für gesundheitliche Aufklärung empfohlen.
The declining trend since 1991 in the number of killed people was broken in 2011 when overall 4 009 people died in traffic accidents in Germany. The question arises if there is a stagnating trend of fatalities in Germany in future? By breaking down the accidents with casualties towards a monthly view one can see a decreasing trend of fatalities in the warmer months especially since 2009. When comparing against winter months higher deviations are observed. In December 2011 an increase of 191 traffic deaths were registered (181 in 2010 compared to 372 in 2011). Further analyses of different accident influences were evaluated and their possibility of drastic change from one year to the other was determined. As seen weather- and environmental conditions are one of the major contributing factors and are one of the causes for the increased number of fatalities. To support the underlying assumption a model had been created to calculate the number of traffic deaths on a daily basis approach. As an input, road conditions projected through weather parameters and also different driving behaviors on weekdays or holidays were used. As a result, estimates of daily fatality with up to 75% precision can be achieved out of the 2009, 2010 and 2011 data. Further on it shows that weather and street conditions have a high influence on the overall resulting number of traffic accidents with casualties, and especially to the number of fatalities. Hence it is estimated that approximately 3 300 people were killed in traffic accidents in Germany in 2013 which would be again a reduction of another 13% compared to 2012. Therefore an answer to the question will be that the decreasing trend in traffic fatalities in Germany somehow is not broken when environmental conditions are included in national statistics. Their effects will become more visible in future accident statistics and it is estimated variances of 5% to 8% of the annual number of traffic fatalities in Germany will be seen.
The paper gives an overview of the recent (mostly 2012) figures of killed bus/coach occupants (drivers and passengers) in 27 Member States of the European Union as reported by CARE. The Evolution of the figures of bus/coach occupants killed in road accidents urban, rural without motorway and on motorways from 1991 to 2010 in 15 Member States of the EU supplements this information. More detailed are the figures reported for Germany by the Federal Statistics. The paper displays long-term evaluations (1957 to 2012) for killed, seriously and slightly injured occupants in all kinds of buses/coaches. Midterm evaluations (1995 to 2012) of the figures of fatalities and casualties are displayed for different busses according to their identification of road using as coaches, urban buses, school buses, trolley buses and "other buses". To be able to compare the evolutions of the safety of vehicle occupants it is customary to use different risk indicators. Calculations and illustrations for three often used indicators with their development over time are given: fatalities, seriously injured and slightly injured per 100,000 vehicles registered, per 1 billion (109) vehicle-kilometres travelled and per 1 billion (109) person-kilometres. These indicators are shown for occupants of cars, goods vehicles and buses/coaches. For the period from 1957 until 2012 it is obvious, that for all three vehicle categories analysed there was a clear long-term trend towards more occupant safety in terms of casualties per vehicles registered and per vehicle mileage. This was most significant for car occupants but it can be seen for bus/coach occupants and goodsvehicle occupants as well. Figures of killed occupants and of casualties related to person-kilometres are calculated and displayed for the shorter period 1995 to 2012. Here it becomes obvious that the bus/coach is still the safest mode of transport for the occupants of road vehicles. Graphs for the casualty risk indices still show significantly higher risks for car occupants despite the corresponding curve moved sustainable downwards. It is remarkable, that the risks of being killed or injured for the occupants of urban buses is growing whereas the corresponding risk for the occupants of coaches in line traffic tends downwards. The article ends with a short comparison and discussion of the risk indicators which are actually published for the occupants (driver and passengers) of cars and the passengers of buses/coaches, railroads, trams and airplanes. The interpretation of such information depends on the perception and it seems that for a complete view not only one indicator should be used and the evolutions of the indicator values during longer periods (as displayed with examples in the paper) should also be taken into account.
Although the annual traffic accident statistics published by the national police is available in public, the detailed traffic accident data has not been released in Korea. Recently the Ministry of Land, Infrastructure and Transport recognized the importance of in-depth accident data to enhance road traffic safety and initiated a research project to establish a collection of the detailed accident data. The main objective of the project is a feasibility study to establish KIDAS (Korea In-Depth Accident Study). Within this project, three university hospitals which are located in mid-size cities have been selected to collect accident data. Annually, more than 500 cases of accidents have been collected from the in-patient's interviews and diagnosis. Unlike GIDAS (German In-Depth Accident Study), currently on-site investigation can"t be performed by the Korean police. The only available data is patient medical records, patient's description of accident circumstances and the damaged vehicle. Occasionally the police provide the accident investigation reports containing very brief information on accident causation and vehicle safety. In a first step, the concept of KIDAS is to adopt the format of iGLAD (Initiative for the Global Harmonization of Accident Data) for harmonization. Since the currently collected accident information is extremely limited compared with GIDAS, the other sources of data and calculations such as KNCAP vehicle data, pc-crash simulations, vehicle registration information, insurance company data are utilized to complete the iGLAD template. Results from KIDAS_iGLAD and the cases of assessment of active safety devices such as AEBS, ESC, and LDWS will be evaluated.
The main focus of the benefit estimation of advanced safety systems with a warning interface by simulation is on the driver. The driver is the only link between the algorithm of the safety system and the vehicle, which makes the setup of a driver model for such simulations very important. This paper describes an approach for the use of a statistical driver model in simulation. It also gives an outlook on further work on this topic. The build-up process of the model suffices with a distribution of reaction times and a distribution of reaction intensities. Both were combined in different scenarios for every driver. Each scenario has then a specific probability to occur. To use the statistical driver model, every accident scene has to be simulated with each driver scenario (combinations of reaction times and intensities). The results of the simulations are then combined regarding the probabilities to occur, which leads to an overall estimated benefit of the specific system. The model works with one or more equipped participants and delivers a range for the benefit of advanced safety systems with warning interfaces.
The evaluation of the expected benefit of active safety systems or even ideas of future systems is challenging because this has to be done prospectively. Beside acceptance, the predicted real-world benefit of active safety systems is one of the most important and interesting measures. Therefore, appropriate methods should be used that meet the requirements concerning representativeness, robustness and accuracy. The paper presents the development of a methodology for the assessment of current and future vehicle safety systems. The variety of systems requires several tools and methods and thus, a common tool box was created. This toolbox consists of different levels, regarding different aspects like data sources, scenarios, representativeness, measures like pre-crash-simulations, automated crash computation, single-case-analyses or driving simulator studies. Finally, the benefit of the system(s) is calculated, e.g. by using injury risk functions; giving the number of avoided/mitigated accidents, the reduction of injured or killed persons or the decrease of economic costs.
Ziel des Forschungsvorhabens war es zu untersuchen, ob in verschiedenen Prüfstellen mit dem Walzsektor-Verdichtungsgerät hergestellte Asphalt-Probeplatten gleiche Eigenschaften aufweisen, damit z.B. verträgliche Ergebnisse für Performance-Prüfungen ermittelt werden können. Dazu wurde in 12 Prüfstellen ein Verfahrens-Audit durchgeführt, um eine einheitliche Vorgehensweise bei der Herstellung dieser Platten zu gewährleisten. Anschließend wurden aus verschiedenen Asphaltvarianten WSV-Platten hergestellt und an daraus gewonnenen Probekörpern umfangreiche Performance-Prüfungen durchgeführt. Die ermittelten Ergebnisse zeigen, dass es möglich ist WSV-Platten mit verträglicher Raumdichte in unterschiedlichen WSV-Geräten sowie verschiedenen Prüfstellen herzustellen. Die Ergebnisse der Spurbildungs-, Druck-Schwell- und Zugversuche haben gezeigt, dass die WSV-Platten trotz ähnlicher Raumdichten nicht zwangsläufig verträgliche Ergebnisse im Versuch aufweisen und sich daher in verschiedenen Prüfstellen keine vergleichbaren Ergebnisse für diese Versuche ermitteln lassen. Lediglich bei den Abkühl- und Spaltzug-Schwellversuchen konnten verträgliche Ergebnisse erzielt werden. Für keine der ermittelten Kenngrößen der Performance-Prüfungen ließen sich Zusammenhänge mit der Raumdichte ermitteln. Somit lässt sich die Größe der Ergebnisse bei den Versuchen nicht auf unterschiedliche Größen der Raumdichten der Probekörper zurückführen. Da sich trotz geringer Unterschiede in den Raumdichten nur in ausgewählten Performance-Untersuchungen Unterschiede zeigen, ist davon auszugehen, dass die Streuungen in den Performance-Untersuchungen vornehmlich auf die Sensitivität dieser Versuche zurückzuführen sind. Das Verfahren zur Herstellung von Probekörpern für Performance-Prüfungen aus WSV-Platten scheint aufgrund der Gesamtheit der ermittelten Kenngrößen (Raumdichte, etc.), deren Aussehen, den Erkenntnissen aus dem Verfahrensaudit sowie der Performance-Prüfungen das richtige Verfahren zu sein.
Die Gesamtfahrleistung von Kraftfahrzeugen (Kfz), also die Summe der Kilometer, die von einer bestimmten Fahrzeuggesamtheit innerhalb eines festgelegten Zeitraumes auf einem in räumlicher und sachlicher Hinsicht abgegrenzten Straßennetz zurückgelegt werden, ist eine zentrale Kenngröße zur Beschreibung der Inanspruchnahme der Straßenverkehrsinfrastruktur. In der Gesamtfahrleistung spiegelt sich unmittelbar das Ausmaß der räumlichen Austauschbeziehungen innerhalb von Wirtschaft und Gesellschaft wider. Mit der Fahrleistungserhebung (FLE) 2014 liegt für die Bundesrepublik Deutschland erstmals wieder seit 2002 detailliertes statistisches Datenmaterial zur Fahrleistung von Kraftfahrzeugen vor. Die Erhebung der Inländerfahrleistung, also der Fahrleistung der in Deutschland mit amtlichem Kennzeichen oder Versicherungskennzeichen angemeldeten Kfz, wurde weitgehend identisch zur Vorgängeruntersuchung aus dem Jahr 2002, d. h. als stichprobenartige Halterbefragung, angelegt. Mithin wurde für eine aus dem Zentralen Fahrzeugregister des Kraftfahrt-Bundesamts ausgewählte Stichprobe von Fahrzeugen mittels zweimaliger Tachostandsablesung (durch den betreffenden Kfz-Halter) die Fahrleistung des Fahrzeugs in einem durch das Erhebungsdesign vorgegebenen 10-wöchigen Berichtszeitraum innerhalb des Untersuchungsjahres 2014 erfasst. Einbezogen in die Erhebung wurden sämtliche Kraftfahrzeugarten, vom Mofa bis zur Sattelzugmaschine. Zur Ermittlung der Inländerfahrleistung 2014 wurden die Halter von insgesamt rund 162.650 zufällig ausgewählten Fahrzeugen befragt. Mit einer Rücklaufquote von 56 % in der Anfangsbefragung (erste Tachostandsablesung) und 85 % in der Schlussbefragung (zweite Tachostandsablesung), was einer Gesamtrücklaufquote von ca. 47 % entspricht, wurde eine erfreulich hohe Teilnahmebereitschaft verzeichnet. Dem allgemeinen Trend folgend, war diese Quote zwar niedriger als bei den Vorläuferprojekten aus den Jahren 1990, 1993 und 2002, lag aber vor allem durch die Anwendung des neu entwickelten Mixed-Mode-Designs (Erweiterung der schriftlich-postalischen Antwortmöglichkeit um eine Online-Variante) sogar leicht über den im Vorfeld der Befragung angestrebten Werten. Die Inländerfahrleistung betrug im Jahr 2014 bei einem mittleren, d. h. jahresdurchschnittlichen Kfz-Anmeldebestand (der Kfz-Bestand schließt auch Kraftfahrzeuge mit Versicherungskennzeichen mit ein) von 53,5 Mio. Fahrzeugen rund 707 Mrd. Fahrzeugkilometer. Der ganz überwiegende Teil, nämlich knapp 599 Mrd. km oder 85 % der Inländerfahrleistung entfällt auf Personenkraftwagen (inkl. Wohnmobile). Güterkraftfahrzeuge (Lastkraftwagen und Zugmaschinen) haben im Jahr 2014 eine Fahrleistung von rund 84 Mrd. km erbracht, was ca. 12 % der gesamten Inländerfahrleistung entspricht. Bezieht man die Gesamtfahrleistung der in Deutschland angemeldeten Kraftfahrzeuge auf den mittleren Kfz-Anmeldebestand 2014, erhält man eine mittlere Fahrleistung von 13.200 km pro Fahrzeug und Jahr. Für Personenkraftwagen wurde 2014 eine durchschnittliche Fahrleistung von rund 13.600 km je Pkw ermittelt, für Lastkraftwagen betrug diese 23.900 km je Lkw. Die höchsten durchschnittlichen Fahrleistungen findet man bei Sattelzugmaschinen im gewerblichen Verkehr und bei Fernlinienbussen mit 110.600 bzw. 194.300 km/Jahr. Sehr niedrig sind demgegenüber mit 3.000 km/Jahr die mittleren Jahresfahrleistungen der motorisierten Zweiräder.
