The objective of this study was to identify aspects of the individual experience and behaviour of drivers in intersection accidents. A total of 40 accident drivers sketched their ideas and expectations relating to intersection assistance using the method of Structure Formation Technique. Using this method prepared content cards and relation cards for a subject matter are formed together in a structure through the application of an explicit set of rules. The structures generated in this process were compared with the structures of 20 control persons who have not recently experienced an accident at intersections. The basis for this comparison was a case-control design with matched samples regarding the variables age, sex, education, occupation, driving experience and annual mileage. The results of the accident reports indicate that additional assistance is instrumental in the perception of other road users. Generally the interviewed drivers were open-minded towards the use of intersection assistance systems. Drivers who have recently experienced an accident at intersections significantly more often approved of warning assistance in their vehicle than drivers who have not recently experienced an accident. Further accident experienced drivers favoured warning and information via audio warning more frequently. The ideas of the drivers were strongly shaped by the experiences with already available advanced driver assistance systems. Hence acoustic and visual warnings were generally preferred to tactile warnings. The findings also indicate a relationship between the variable age and the acceptance of automatic vehicle intervention, and the suggestion of a head up display as a configuration of a visual warning system.
The market introduction and penetration of electric vehicles can be seen as a milestone in order to reduce the environmental burden imposed by the transport sector. The wide-spread use of electric vehicles powered by electricity from renewable sources promises a substantial reduction of local emissions in urban areas as well as greenhouse gas emissions. To be a successful mobility alternative several obstacles and challenges have to be overcome first. Especially the customers' purchase decision determines finally whether an innovation like electromobility will be successful. Therefore, this paper concentrates on demand-related obstacles and barriers for a broad market deployment of electric cars. Within the Electromobility+ project eMAP these issues are investigated via a consumer survey. It was designed to identify the awareness of potential consumers of electric cars as well as give an estimate of the attitude towards this new technology. In addition to the picture of potential demand-related obstacles the consumers were asked to evaluate the suitability of various promotion measures.
The misuse of CRS (child restraint system) is one of the most urgent problems in connection of child safety in cars. Numerous field studies show that more than two thirds of all CRS are used in a wrong way. This misuse could lead to serious injuries for the children. Surprisingly the quality of CRS use is coded much better in accident data (e.g. GIDAS) than the results of observatory field studies show. It is expected that misuse of CRS was not detected by the accident teams in a large number of the cases. An essential part in improving child seats and their usability is the knowledge of the relation between misuse and resulting injuries. For that the analysis and experimental reconstruction of accidents is an important part. For allowing an exact experimental accident reconstruction, it is necessary to have detailed information about the securing situation of the child and about the installation of the CRS in the car.
Rollovers continue to be a major source of heavy truck fatalities when compared to other accident modes. Real world rollover accidents are analyzed and two distinct damage patterns are identified. Damage to heavy truck roofs can occur from lateral loading that transitions to vertical roof loading as the vehicle rolls onto its side and then over onto its roof. A second load path can occur when the vehicle has rolled onto its side and furrows into the ground generating large longitudinal friction forces between the roof and ground. A review of the previous literature and various test methodologies are presented. A sled impact test methodology is presented which allows for structural assessment of a heavy truck cab's crashworthiness in both of these loading environments. Two test series are presented using the sled impact test methodology in order to analyze real world truck rollovers using varying impact platen and contact angles. The structural deformation and failure patterns were found to be consistent with damage seen in real world accident vehicles. In each case, a second equivalent truck cab was then reinforced and tested under similar conditions to evaluate the energy management and crush resistance of a stronger cab structure. These structural reinforcements demonstrated a substantial reduction in roof crush and protected the survival space of the occupant compartment. The sled impact test procedure is an effective method for testing the structural performance of a heavy truck cab in a variety of loading scenarios comparable to real world accidents and ascertaining the load and energy load levels in these accident modes.
Das Handbuch "Barrierefreiheit im Fernbuslinienverkehr" soll helfen, die Attraktivität und den Komfort für alle Reisenden in Fernbussen, mit und ohne Mobilitätseinschränkungen, weiter zu stärken. Im Handbuch werden gesetzlich vorgeschriebene Maßnahmen zur Barrierefreiheit in Fernbussen erläutert sowie weitergehende (optionale) Maßnahmen aufgezeigt. Bei der Erstellung des Handbuchs wirkte die BASt im Projektbetreuerkreis mit und stellte die Fachbetreuer.

Die Untersuchung zum Forschungsprojekt FE 89.0251/2010 "Haftung bei kooperativen Verkehrs- und Fahrerassistenzsystemen" beschäftigt sich mit der rechtlichen Analyse verschiedener haftungsrechtlich relevanter Szenarien im Straßenverkehr, bei denen Verkehrs- und Fahrerassistenzsysteme bereits eingebunden sind, oder aber eine Einbindung in naher Zukunft zu erwarten ist. Berücksichtigt sind nur Informations- und Warnsysteme. Als relevante Szenarien werden die lokale Gefahrenwarnung und die optimale Verkehrsflusssteuerung für Lichtsignalanlagen identifiziert. Bei der lokalen Gefahrenwarnung ist zu unterschieden, ob sicherheitsrelevante Informationen von den beteiligten Verkehrs- bzw. Fahrerassistenzsystemen nur weitergeleitet oder auch bearbeitet und ausgewertet werden. Die untersuchten Fälle berücksichtigen verschiedene Fehlerquellen und unterscheiden danach, ob die involvierte Infrastruktur von öffentlicher Hand oder von einem privaten Unternehmen betrieben wird. Ergebnisse des Forschungsprojektes sind: a) Haftungsrechtliche Anspruchsgrundlagen ergeben sich aus dem allgemeinen Deliktsrecht (-§ 823 BGB), der Produkt- und Produzentenhaftung (ProdHaftG bzw. -§ 823 BGB), dem Straßenverkehrsrecht (-§-§ 7, 18 StVG), sowie der Amtshaftung (-§ 839 BGB i.V.m. Art. 34 GG). b) Informatorische oder warnende kooperative Verkehrs- und Fahrerassistenzsysteme dienen alleine einer zusätzlichen Unterstützung des Fahrers und können diesen nicht von der Pflicht befreien, die im Verkehr gebotene Sorgfalt zu beachten. c) Die Hersteller von kooperativen Verkehrs- und Fahrerassistenzsystemen müssen wie bei jedem anderen Produkt auch die berechtigten Sicherheitserwartungen der Käufer erfüllen. d) Die öffentliche Hand kommt durch das Betreiben der genannten Systeme ihrer Straßenverkehrssicherungspflicht nach. Nur wenn sie diese nicht mit der nötigen Sorgfalt erfüllt, kommt eine Haftung in Betracht. e) Durch die Verwendung von informatorischen oder warnenden kooperativen Verkehrs- und Fahrerassistenzsystemen ist keine grundsätzliche Haftungsverschiebung festzustellen. Weitere Empfehlungen: Informatorische oder warnende kooperative Verkehrs- und Fahrerassistenzsysteme können ohne zusätzliches systemspezifisches Haftungsrisiko in den Straßenverkehr eingeführt werden.
Zu den gefährlichsten Situationen im Straßenverkehr gehört der Konflikt zwischen einem Lkw und einem ungeschützten Verkehrsteilnehmer UVT (Radfahrer und Fußgänger). In Deutschland ereignen sich jährlich schätzungsweise 135 Unfälle mit Personenschaden, an denen nach rechts abbiegende Lkw (>3,5 t) und UVT beteiligt sind. Die UVT geraten dabei oft unter den Lkw und werden dann von einer der Achsen überrollt. Aus der Unfallanalyse ergab sich, dass der Erstkontakt häufig (57%) im Bereich der rechten vorderen Lkw-Ecke erfolgt. Die Hälfte der UVT gerieten noch vor oder im unmittelbaren Bereich des rechten Vorderrads unter den Lkw. Baustellen- und Kommunalfahrzeuge waren mit 46% häufig an den Unfällen beteiligt. Das direkte und das indirekte Sichtfeld sind zentrale Einflussgrößen für die Situation des rechts abbiegenden Lkw. Besonders die unzureichende Sicht nach vorn und nach rechts bereitet den Lkw-Fahrern erhebliche Probleme. An der Verbesserung der Information über die Verkehrssituation für den Lkw-Fahrer wird vielfach gearbeitet. Einzelne Lösungsansätze basieren auf dem Einsatz zusätzlicher Spiegel. Andere Lösungen modifizieren die bislang übliche Spiegelzahl in Form und Anbringung. Das Versuchsprogramm umfasste neben der Nachbildung der besonders häufigen und kritischen Situationen der rechts abbiegenden Lkw mit UVT-Dummies auch statische Untersuchungen des Sichtfeldes. Neben einem Lkw mit Standardspiegeln kam dabei ein Forschungsträger mit einem durch die Frontscheibe einsehbaren Spiegelsystem zum Einsatz. Das Projekt setzte sich auch mit der Wirkung des Seitenschutzes auseinander. Die bislang als Bauvorschrift wirkende Richtlinie 89/297/EWG sollte zukünftig zu einer Wirkvorschrift unter Einbeziehung des Pkw - Anpralls geändert werden. Das im Rahmen des Projektes erstellte Sicherheitskonzept beinhaltet Maßnahmen zur Reduzierung des Gefahrenpotenzials für UVT durch rechts abbiegende Lkw. Dazu gehören unter anderem abgesenkte Unterkanten der Front- und Seitenscheiben und zusätzliche Kamera-Monitor-Systeme. Das neuartige Spiegelsystem des MIM-Fahrzeugs von DC verbessert die indirekte Sicht für den Lkw-Fahrer deutlich und reduziert damit die Unfallgefahr. Die in der Entwicklung befindlichen Abbiegeassistenten zeigen die zukünftige Richtung für elektronische Fahrerunterstützung (MAN Demonstrator) auf. Ein beim Rechtsabbiegen aktivierter akustischer Signalgeber am Lkw wäre zur Information der UVT hilfreich. Eine weitere Option besteht in der Nutzung der seitlichen Markierungsleuchten des Lkws als zusätzliche Fahrtrichtungsanzeiger beim Abbiegen. Fahrbahn-Knotenpunkte können noch sicherer gestaltet werden. An ampelgeregelten Knotenpunkten würde eine vollständige Phasentrennung des Grünlichts oder ein Phasenverzug (früheres Grünlicht für UVT) Unfälle zwischen Lkw und UVT vermeiden. Weiterhin wirken sich eine versetzte Anordnung der Haltelinien und ein Verschwenken der Radfahrwege und Gehwege weg vom Knotenmittelpunkt positiv aus. Der Gesetzgeber sollte -§ 5 (8) StVO ändern, der des Radfahrern und Mofafahrern erlaubt, stehende Kraftfahrzeuge rechts zu überholen. 10% der untersuchten Abbiegeunfälle sind in dieser Situation passiert. Aufklärungsarbeit bezüglich der Sichtprobleme am Lkw sowie über das Bewegungsverhalten beim Rechtsabbiegen ist dringend erforderlich. Es ist auch zu überlegen, ob Aktivitäten von Herstellern beziehungsweise Unternehmern anerkannt werden, die mehr tun als die gesetzlichen Vorschriften verlangen, zu einer Lockerung vorhandener Restriktionen führen können. Es gibt in innerstädtischen Bereichen für einige Fußgängerzonen vorgesehene Zeitfenster zur Anlieferung von Gütern. Solche Zeitfenster könnten für mit anerkannten zusätzlichen Sicherheitseinrichtungen ausgerüstete Lkw ausgedehnt werden. Schwere Lkw aus bestimmten innerörtlichen Bereichen möglichst herauszuhalten, um UVT zu schützen, ist nicht praktikabel. Selbst wenn es gelänge, für die Belieferung mit Post und Waren akzeptable Alternativen zu bieten, bliebe nach wie vor der Baustellenverkehr und die kommunale Entsorgung. An 46% der untersuchten Unfälle waren derartige Lkw beteiligt.
The term driver assistance systems in the chapter title shall be understood to include vehicle automation. This chapter starts with a homogeneous and consistent classification and nomenclature of all kinds of driver assistance systems known and under discussion today (including vehicle automation). It thereby builds upon familiar classification schemes by the German Federal Highway Research Institute (BASt) and the standardization body SAE international. Detailed evaluation of the German legal situation for driver assistance systems and vehicle automation is provided in the following Sect. 2. In Sect. 3, an overview is given on the legal system in the US to reveal aspects relevant for vehicle automation. This is intended as initial information for those not acquainted to the US legal system which has been the first to regulate automation in several federal states. Finally, in Sect. 4, the current rating scheme of the European New Car Assessment Programme (EuroNCAP) is presented in comparison to legal instruments. The model of a consumer protection based approach proves to be a flexible instrument with great advantages in promoting new technologies. Technical vehicle regulations on the other hand rule minimum requirements. Both approaches are needed to achieve maximum vehicle safety.
Für eine quantitativ exakte Beschreibung der mit der Gefahrgutbeförderung verbundenen Risiken fehlen sowohl statistische Voraussetzungen als auch eine wissenschaftlich begründete Risikoanalyse. Eine Risikoanalyse der Gefahrgutbeförderung soll zweckmäßigerweise auf Transportketten und nicht auf den direkten Vergleich von Verkehrsträgern abstellen. Zentrale Kategorie zur Definition des Risikos sollte dabei der Unfall sein. Zusammen mit der Transportleistung sollte er das Risiko als Wahrscheinlichkeitsaussage beschreiben. Mit in die Risikobestimmung einzubeziehen ist die Unfallschwere. Im Rahmen des Beitrages schlägt eine Projektgruppe eine dreistufig angelegte Risikoanalyse vor. Die Bausteine dieser Risikoanalyse bestehen aus 1. einer mathematisch-statistischen Risikoanalyse, 2. einer Schwachstellenanalyse und 3. einem Systemmodell zur ständigen Analyse des Gefahrgutbeförderungsrisikos. Dazu werden in dem Forschungsbericht grundsätzliche Überlegungen zur Risikobewertung angestellt, auf das Regelwerk des Gefahrguttransportes eingegangen, Ausbildung, Training und Überprüfung der Fahrzeugführer behandelt sowie auf das Gefahrgut und die Gefahrgutumschließung eingegangen. Ferner befasst sich der Bericht mit der Fahrzeugtechnik, der Verkehrsinfrastruktur, Informationssystemen und der Sicherheit im Gefahrguttransport in den neuen Bundesländern. Zum Schluss werden Forschungsempfehlungen bezüglich der Sicherheit in der Gefahrgutbeförderung formuliert.
For the assessment of vehicle safety in frontal collisions, the crash compatibility between the colliding vehicles is crucial. Compatibility compromises both the self protection and the partner protection properties of vehicles. For the accident data analysis, the CCIS (GB) and GIDAS (DE) in-depth data bases were used. Selection criteria were frontal car accidents with car in compliance with ECE R94. For this study belted adult occupants in the front seats sustaining MAIS 2+ injuries were studied. Following this analysis FIMCAR concluded that the following compatibility issues are relevant: - Poor structural interaction (especially low overlap and over/underriding) - Compartment strength - Frontal force mismatch with lower priority than poor structural interaction In addition injuries arising from the acceleration loading of the occupant are present in a significant portion of frontal crashes. Based on the findings of the accident analysis the aims that shall be addressed by the proposed assessment approach were defined and priorities were allocated to them. The aims and priorities shall help to decide on suitable test procedures and appropriate metrics. In general it is anticipated that a full overlap and off-set test procedure is the most appropriate set of tests to assess a vehicle- frontal impact self and partner protection.
New vehicle types are extensively tested to check almost all factors that influence ride and handling. With reference to the Association of German Car Tuners" (VDAT e.V.) valuations, approximately 10% of all cars in Germany are being modified by their owners. 28 % of those modifications" sales are divergent wheel-tire combinations, 13 % are tuning measures on the chassis suspension or wheel spacers. In almost all cases the singular modifications present a general permission for specific vehicles they have been tested in. Combined tuning measures, however, are often checked by just one inspector, following a procedure of mostly subjective assessment criteria. Today, critical attributes are only being observed, in case a vehicle is involved in an accident and the modifications are identified as crash causal factors or as a cofactor on the development of a crash. For the first time, a field study allows a survey of safety affecting chassis modifications. The test layout has to comply with some basic conditions. Different vehicle concepts with a wide margin of modifications are required to get a high transferability of the results. A total amount of more than 150 tested vehicles serves the same purpose. The tests are limited concerning the installation time of measurement techniques and the requirement that no damage, defilement or immoderate wear of the vehicles are accepted by their owners. Due to such factors as well as the driver Ìs acceptance, the vehicles are controlled by its owners instead of robots or test drivers. For keeping down the driver- influence, the lane has narrow boundaries and the driver has to drive in strictly adherence to the given instructions. After gathering all modifications, as well as static and kinematic parameters like the toe and camber angle, dynamic testing of predominantly lateral dynamics is conducted. Besides standardized tests like the ISO 3888-2 (Obstacle Avoidance) or the ISO 14512 (Braking on Surfaces with Split Coefficient of Friction), to test the influence of modified kingpin offsets caused by wheel spacers, some deviant tests are conducted. Those are required due to the demand of objective test results for road tests with vertical induced stimulation of the chassis suspension. Hence, new tests on corner braking with and without vertical stimulation have been developed. The interpretation of data includes thresholds, e.g. the maximum entrance velocity without hitting cones, on the one hand, and the analysis of characteristics of data concerning time and frequency range, "1-second values" and peak response times on the other hand. Besides the thresholds as indicators for the achievable velocities, which are mainly affected by friction coefficients, the vehicle reaction in the course of time characterizes the vehicle reaction in the threshold range and consequently the operational demands on the driver. The field study has started and promises the first long-range analysis of chassis modifications. The results offer a basis for hypothesis and resultant further test layouts for oncoming studies of the identified critical tuning measures.
Today's volumes of traffic require more and more responsibility from each individual road user in their interactions. Those who drive motor vehicles have the singular obligation to minimise the risk of accidents and hence the severity of injuries, particularly with a view to the most vulnerable road users such as motor bikes, bikes and pedestrians. Since responsible and pro-active driving depends first and foremost on the visual information relayed by our eyes and the visual channel this requires good command of the traffic and all-round visibility from our driver's seat. Granted that human error can never be fully excluded, improving visibility around the car is nevertheless an urgent priority. To do so, we need to rate visibility in the most realistic driving situations. Since the existing visibility metrics and methodology are not applicable to real-life driving situations, this study aimed at developing a new visibility rating methodology based on real-life accident scenarios. On the basis of the cases documented by the accident research project, this study analysed criteria indicative of diminishing visibility on the one hand and revealing some peculiarities in connection with the visibility issue on the other. Based on the above, the project set out to develop a rating methodology allowing to assess all-round visibility in various road situations taking into account both driver and road geometries. In this context, the assessment of visibility while turning a corner, crossing an intersection and joining traffic on a major road (priority through route) is of major importance. The first tests have shown that critical situations can be avoided by adapting the relevant geometries and technical solutions and that significant improvements of road safety can be derived therefrom.
Im Rahmen dieser Begleitstudie zum Feldversuch mit Lang-Lkw wurde untersucht, wie die technischen Anforderungen der Verordnung über Ausnahmen von straßenverkehrsrechtlichen Vorschriften für Fahrzeuge und Fahrzeugkombinationen mit Überlänge (LKWÜberlStVAusnV) von teilnehmenden Speditionen umgesetzt wurden. Die Studie fußt auf den der BASt von den am Feldversuch teilnehmenden Speditionen zur Verfügung gestellten Daten sowie Fahrzeugbegutachtungen und Fragebögen. Sie bildet den Stand vom 23.06.2016 mit 147 Lang-Lkw von 58 Speditionen ab. 80 Lang-Lkw vom Typ 3 bilden hierbei den größten Anteil. Alternative Umsetzungsmöglichkeiten technischer Anforderungen wurden speziell bei Achslastüberwachungssystemen, Kamera-Monitor-Systemen am Heck und der Tauglichkeit für den Kombinierten Verkehr betrachtet. Bei den Achslastüberwachungssystemen zeigte sich, dass sich bei 80 % der Fahrzeuge alle Achslasten komfortabel direkt im Fahrerhaus ablesen lassen. Kamera-Monitor-Systeme am Heck werden von den Feldversuchsteilnehmern überwiegend als praxistauglich bewertet und insbesondere als Rangierhilfe positiv aufgenommen. Bei Bremswegmessungen zeigte sich, dass auf ihr zulässiges Gesamtgewicht von 40 t beladene Lang-Lkw einen geringfügig längeren Bremsweg aufweisen als Sattelzüge, die mit der gleichen Ladungsdichte, jedoch weniger Ladung auf ca. 28 t Gesamtgewicht volumetrisch voll beladen sind. Bei ganzheitlicher Betrachtung sowohl der Vorgängerstudie als auch dieser Studie kann jedoch von vergleichbaren Bremswegen von Lang-Lkw im Vergleich zu Lkw herkömmlicher Bauart ausgegangen werden. Die Wirksamkeit von Fahrdynamikregelsystemen bei Lang-Lkw wurde im Rahmen von Literaturrecherchen sowie Experten- und Herstellerinterviews untersucht. Die Auslegung der Systeme ist so gestaltet, dass sie den Lang-Lkw verlässlich stabilisieren und zur Fahrzeugsicherheit von Lang-Lkw beitragen.
Die Schwerpunkte dieses Projekts lagen in der Untersuchung der Fahrerverfügbarkeit und Müdigkeit sowie in der Herstellung natürlichen Verhaltens bei längeren hochautomatisierten Fahrten. Es konnte im Rahmen von zwei Fahrsimulationsversuchen mit 15 und 42 Probanden gezeigt werden, dass bei hochautomatisierten Fahrten von 60 Minuten Müdigkeit auftreten kann, bei Ausprägung und Zeitpunkt des Auftretens jedoch große individuelle Unterschiede bestehen. Da eine zu kleine Stichprobe sich zum Zeitpunkt der Übernahme in einem entsprechend müden Zustand befand, kann die Auswirkung von Müdigkeit auf das Übernahmeverhalten nicht abschließend beurteilt werden. Hierfür empfehlen sich für die Zukunft Studien mit einem zustandsabhängigen Versuchsdesign. Der Einsatz von natürlichen fahrfremden Tätigkeiten, mit denen die Probanden sich frei beschäftigen durften, zeigte sowohl in der Probandstudie im Fahrsimulator als auch bei einem Expertenworkshop im Realfahrzeug eine hohe Involviertheit der Probanden in die Tätigkeiten während der gesamten 60 Minuten hochautomatisierten Fahrens. Es wird vermutet, dass dies auf die hohe intrinsische Motivation und den hohen Unterhaltungswert der selbstgewählten Aktivitäten zurückzuführen ist. Es zeigte sich außerdem, dass die Wahl der Tätigkeit vom Alter der Probanden abhängig ist. Eine Fahrtdauer von 60 Minuten wurde aufgrund der Ergebnisse aus allen drei Versuchen als realistisches Zukunftsszenario eingestuft und besitzt daher eine hohe Relevanz. Sowohl für die Bewertung von Müdigkeit als auch von Ablenkung war das Blickverhalten am meisten aufschlussreich. Für die Bewertung von Müdigkeit während der Beschäftigung mit fahrfremden Tätigkeiten wird jedoch ein kopfbasiertes Blickerfassungssystem, welches in der Lage ist, den Augenöffnungsgrad zu erfassen, oder videobasierte Verhaltensbeobachtung empfohlen.
Ziel des Forschungsvorhabens war es, durch gezielte Auswertung des Unfallgeschehens den Einfluss von Fahrerverhaltensweisen beziehungsweise -merkmalen und technischen Fahrzeugparametern auf die Unfallhäufigkeit und die Unfallart zu ermitteln. Zunächst wurde eine Auswertung der Literatur und die Beschaffung und Aufbereitung des Datenmaterials vorgenommen. Die Grundlage der Auswertungen bildeten die Unfälle mit Pkw-Beteiligung im Bundesland Nordrhein-Westfalen aus dem Jahre 1980. Die Datensätze waren vom Kraftfahrt-Bundesamt in Flensburg um fahrzeugtechnische Angaben erweitert worden. Zur Relativierung der Unfallzahlen wurden fahrzeugtypenspezifische jährliche Fahrleistungen und Bestände berechnet. Weiterhin wurde das Geschwindigkeitsverhalten im freien Verkehr in Abhängigkeit vom Fahreralter sowie vom Fahrzeugtyp ermittelt. Um die Wechselwirkungen von Fahrer- und Fahrzeugeigenschaften im Unfallgeschehen unabhängig voneinander betrachten zu können, war es notwendig, einen "Normalfahrer" zu definieren. Der "Normalfahrer" wurde anhand von Analysen ausgewählter Unfallsituationen mit dem Ziel beschrieben, mit diesen Fahrern Fahrversuche mit Pkw durchführen zu können, deren Ergebnisse weder durch besonders gute noch durch besonders schlechte, sondern vielmehr durch eine durchschnittliche Eignung des Fahrers zum Führen eines Kraftfahrzeuges geprägt sein sollen. Anhand dieser Fahrversuche sollen Grenzen von Kennwerten, die Fahrzeugeigenschaften und das Fahrverhalten beschreiben, abgeleitet werden, die sich als dem "Normalfahrer" angepasst erweisen. Aufgrund der aufgezeigten Zusammenhänge zwischen dem Fahreralter und der ursächlichen Beteiligung an bestimmten Unfalltypen ist es nunmehr möglich, durchschnittlich gute Fahrer als Probanden auszuwählen, die je nach Art des Versuches entweder zur Gruppe der jüngeren und älteren Fahrer gehören. Nach vorheriger Festlegung eines Anteilswertes von Fahrern, die als "normal" anzusehen sind, können bei gleichzeitiger Berücksichtigung der für jüngere und ältere Fahrer typischen Versagensarten die Altersintervalle bestimmt werden, aus denen die "Normalfahrer" für die Fahrversuche auszuwählen sind.
The paper gives an overview of the recent (mostly 2012) figures of killed bus/coach occupants (drivers and passengers) in 27 Member States of the European Union as reported by CARE. The Evolution of the figures of bus/coach occupants killed in road accidents urban, rural without motorway and on motorways from 1991 to 2010 in 15 Member States of the EU supplements this information. More detailed are the figures reported for Germany by the Federal Statistics. The paper displays long-term evaluations (1957 to 2012) for killed, seriously and slightly injured occupants in all kinds of buses/coaches. Midterm evaluations (1995 to 2012) of the figures of fatalities and casualties are displayed for different busses according to their identification of road using as coaches, urban buses, school buses, trolley buses and "other buses". To be able to compare the evolutions of the safety of vehicle occupants it is customary to use different risk indicators. Calculations and illustrations for three often used indicators with their development over time are given: fatalities, seriously injured and slightly injured per 100,000 vehicles registered, per 1 billion (109) vehicle-kilometres travelled and per 1 billion (109) person-kilometres. These indicators are shown for occupants of cars, goods vehicles and buses/coaches. For the period from 1957 until 2012 it is obvious, that for all three vehicle categories analysed there was a clear long-term trend towards more occupant safety in terms of casualties per vehicles registered and per vehicle mileage. This was most significant for car occupants but it can be seen for bus/coach occupants and goodsvehicle occupants as well. Figures of killed occupants and of casualties related to person-kilometres are calculated and displayed for the shorter period 1995 to 2012. Here it becomes obvious that the bus/coach is still the safest mode of transport for the occupants of road vehicles. Graphs for the casualty risk indices still show significantly higher risks for car occupants despite the corresponding curve moved sustainable downwards. It is remarkable, that the risks of being killed or injured for the occupants of urban buses is growing whereas the corresponding risk for the occupants of coaches in line traffic tends downwards. The article ends with a short comparison and discussion of the risk indicators which are actually published for the occupants (driver and passengers) of cars and the passengers of buses/coaches, railroads, trams and airplanes. The interpretation of such information depends on the perception and it seems that for a complete view not only one indicator should be used and the evolutions of the indicator values during longer periods (as displayed with examples in the paper) should also be taken into account.
Evaluation of the performance of competitive headforms as test tools for interior headform testing

The European Research Project APROSYS has evaluated the interior headform test procedure developed by EEVC WG 13, representing the head contact in the car during a lateral impact. One important aspect within this test procedure was the selection of an appropriate impactor. The WG13 procedure currently uses the Free Motion Headform as used within the FMVSS 201. The ACEA 3.5 kg headform used in Phase 1 of the European Directive and the future European Regulation on Pedestrian Protection is still discussed as a possible alternative. This paper reports work performed by the Federal Highway Research Institute (BASt) as a part of the APROSYS Task 1.1.3. The study compares the two headform impactors according to FMVSS and ACEA, in a series of basic tests in order to evaluate their sensitivity towards different impact angles, impact accuracy, the effect of differences to impactors of the same type and the effects of the repeatability and reproducibility of the test results. The test surface consisted of a steel tube covered with PU foam and PVC, representing the car interior to be tested. Despite of the higher mass of the FMH the HIC values of this impactor were generally lower than those of the ACEA headform. The FMH showed a higher repeatability of test results but a high sensitivity on the angle of roll, the spherical ACEA impactor performed better with regards to the reproducibility. In case of the ACEA impactor-, the angle of roll had no influence.
The PDB, BASt and Opel conducted two test series to evaluate possible effects on the results obtained using the EEVC WG17 Lower Legform Impactor as a test tool for the assessment of pedestrian safety. The reproducibility and repeatability of the test results were assessed using six legform impactors while keeping the test parameters constant. In the second series one impactor was used and the test parameters were varied to assess the effects on the readings of the legform. The test parameters were velocity, temperature, relative humidity, the point of first contact regarding the deviation in z-direction and the deviations of the pitch, roll and yaw angle. The tests were performed using an inverse setup, i.e. the legform was hit by a guided linear impactor equipped with a honeycomb deformation element. This setup was chosen to be able to vary each single parameter while avoiding variations of the other test parameters at the same time. The test parameters were varied stronger than allowed in regulatory use in order to determine possible dependencies between the parameters and the readings which were acceleration, bending angle and shear displacement.
It is well known that most accidents with pedestrians are caused by the driver not being alert or misinterpreting the situation. For that reason advanced forward looking safety systems have a high potential to improve safety for this group of vulnerable road users. Active pedestrian protection systems combine reduction of impact speed by driver warning and/or autonomous braking with deployment of protective devices shortly before the imminent impact. According to the Euro NCAP roadmap the Autonomous Emergency Braking system tests for Pedestrians Protection will be set in force from 2016 onwards. Various projects and organisations in Europe are developing performance tests and assessment procedures as accompanying measures to the Euro NCAP initiative. To provide synthesised input to Euro NCAP so-called Harmonisation Platforms (HP-) have been established. Their main goal is to foster exchange of information on key subjects, thereby generating a clear overview of similarities and differences on the approaches chosen and, on that basis, recommend on future test procedures. In this paper activities of the Harmonisation Platform 2 on the development of Test Equipment are presented. For the testing targets that mimic humans different sensing technologies are required. A first set of specifications for pedestrian targets and the propulsion systems as collected by Harmonisation Platform 2 are presented together with a first evaluation for a number of available tools.
Providing effective occupant protection in rollover crashes requires supplying the occupant with a restraint system proven effective in the dynamic rollover accident mode. Preventing ejection and providing restraint sufficient to prevent potentially injurious contacts with both interior and exterior vehicle components is paramount for effective rollover occupant protection. Research has shown that the injury potential can be decreased by closely coupling the occupant to the seat. This paper focuses on the effect of restraint system slack and its relationship to occupant excursion and ejection potential during rollover. Various restraint system configurations are evaluated in rollover-type test environments. A review of prior research is presented prior to presenting new quasi-static vehicle inversion studies conducted with live surrogate occupants. Additionally, dynamic rollover testing utilizing anthropometric test devices (ATDs) is presented. The influence of belt looseness and effects of various restraint designs on the belted occupants' injury potential are discussed.
The advent of active safety systems calls for the development of appropriate testing methods. These methods aim to assess the effectivity of active safety systems based on criteria such as their capability to avoid accidents or lower impact speeds and thus mitigate the injury severity. For prospective effectivity studies, simulation becomes an important tool that needs valid models not only to simulate driving dynamics and safety systems, but also to resolve the collision mechanics. This paper presents an impact model which is based on solving momentum conservation equations and uses it in an effectivity study of a generic collision mitigation system in reconstructed real accidents at junctions. The model assumes an infinitely short crash duration and computes output parameters such as post-crash velocities, delta-v, force directions, etc. and is applicable for all impact collision configurations such as oblique, excentric collisions. Requiring only very little computational effort, the model is especially useful for effectivity studies where large numbers of simulations are necessary. Validation of the model is done by comparison with results from the widely used reconstruction software PC-Crash. Vehicles involved in the accidents are virtually equipped with a collision mitigation system for junctions using the software X-RATE, and the simulations (referred to as system simulations) are started sufficiently early before the collision occurred. In order to assess the effectivity, the real accident (referred to as baseline) is compared with the system simulations by computing the reduction of the impact speeds and delta-v.
A flexible pedestrian legform impactor (FlexPLI) with biofidelic characteristics is aimed to be implemented within global legislation on pedestrian protection. Therefore, it is being evaluated by a technical evaluation group (Flex-TEG) of GRSP with respect to its biofidelity, robustness, durability, usability and protection level (Zander, 2008). Previous studies at the Federal Highway Research Institute (BASt) and other laboratories already showed good progress concerning the general development, but also the need for further improvement and further research in various areas. An overview is provided of the different levels of development and all kinds of evaluation activities of the Flex-TEG, starting with the Polar II full scale pedestrian dummy as its origin and ending up with the latest legform impactor built level GTR that is expected to be finalized by the end of the year 2009. Using the latest built levels as a basis, gaps are revealed that should be closed by future developments, like the usage of an upper body mass (UBM), the validation of the femur loads, injury risk functions for the cruciate knee ligaments and an appropriate certification method. A recent study on an additional upper body mass being applied for the first time to the Flex-GT is used as means of validation of recently proposed modified impact conditions. Therefore, two test series on a modern vehicle front using an impactor with and without upper body mass are compared. A test series with the Flex-GTR will be used to study both the comparability of the impact behavior of the GT and GTR built level as well as the consistency of test results. Recommendations for implementation within legislation on pedestrian protection are made.
Although the number of road accident casualties in Europe (EU27) is falling the problem still remains substantial. In 2011 there were still over 30,000 road accident fatalities. Approximately half of these were car occupants and about 60 percent of these occurred in frontal impacts. The next stage to improve a car's safety performance in frontal impacts is to improve its compatibility. The objective of the FIMCAR FP7 EU-project was to develop an assessment approach suitable for regulatory application to control a car's frontal impact and compatibility crash performance and perform an associated cost benefit analysis for its implementation. This paper reports the cost benefit analyses performed to estimate the effect of the following potential changes to the frontal impact regulation: • Option 1 " No change and allow current measures to propagate throughout the vehicle fleet. • Option 2 " Add a full width test to the current offset Deformable Barrier (ODB) test. • Option 3 " Add a full width test and replace the current ODB test with a Progressive Deformable Barrier (PDB) test. For the analyses national data were used from Great Britain (STATS 19) and from Germany (German Federal Statistical Office). In addition in-depth real word crash data were used from CCIS (Great Britain) and GIDAS (Germany). To estimate the benefit a generalised linear model, an injury reduction model and a matched pairs modelling approach were applied. The benefits were estimated to be: for Option 1 "No change" about 2.0%; for Option 2 "FW test" ranging from 5 to 12% and for Option 3 "FW and PDB tests" 9 to 14% of car occupant killed and seriously injured casualties.
Entwicklung eines Prüfverfahrens zur Beurteilung der Hochgeschwindigkeitsstabilität von Motorrädern

Ziel des Forschungsvorhabens war die Erarbeitung eines Prüfverfahrens, welches die objektive Beurteilung der Hochgeschwindigkeitsstabilität von Motorrädern ermöglicht. Insgesamt beteiligten sich 17 Fahrer an den Fahrversuchen, die auf der Hochgeschwindigkeitsstrecke eines Prüffeldes erfolgten. Zum Einsatz kamen vier Motorradmodelle, von denen zwei jeweils mit und ohne Gepäck erprobt wurden. Ein eindeutiger Zusammenhang zwischen der Hochgeschwindigkeitsstabilität von Motorrädern und grundlegenden Fahrerparametern war nur in einem Punkt zu erkennen: Oberhalb einer im Zusammenhang mit den Untersuchungen ermittelten Mindestfahrerfahrung kann ein Einfluss weitergehender Fahrerfahrung ausgeschlossen werden. Die anderen untersuchten, objektiv leicht messbaren Fahrerparameter waren Körpergröße und Masse. Eindeutig isolierbare Zusammenhänge zwischen der Pendeldämpfung und einem dieser Werte waren nicht festzustellen. Bei einem der beiden mit Gepäck untersuchten Motorrädern wurde in Analogie zu früheren Untersuchungen ermittelt, dass die Zuladung die Pendeldämpfung reduziert. Bei Mitnahme eines Beifahrers stellten sich höhere Dämpfungsgrade ein als bei den überwiegend durchgeführten Solofahrten. Das vorgeschlagene Prüfverfahren basiert größtenteils auf den Ergebnissen früherer Untersuchungen und enthält eine engere Beschreibung des einzusetzenden Versuchsfahrers. Weiterhin wurde zusätzlich die Beladung mit Gepäck im üblichen Rahmen in den vorgeschlagenen Prüfungsablauf aufgenommen.
Im Rahmen dieses Forschungsvorhabens wurde ein Verfahren entwickelt und validiert, mit dem sich reale Emissionsfaktoren für motorisierte Zweiräder in der Systematik des HBEFA generieren lassen. Das Verfahren basiert auf Fahrzeug-Emissionsmessungen in realen Testzyklen, vermessen am Rollenprüfstand oder auf der Straße, als Eingabe für ein Simulationsmodell. Das Modell erzeugt aus den Messungen Motorkennfelder, in denen die Abgasemissionen und der Kraftstoffverbrauch über normierter Motordrehzahl und normierter Motorleistung abgelegt werden. Für jedes gemessene Kfz ergibt sich ein normiertes Emissions-Motorkennfeld. Aus den einzelnen Kennfeldern können dann Durchschnittskennfelder je Fahrzeugkategorie (z.B. Motorrad über 500ccm, EURO 3) gebildet werden. Die Motordrehzahl muss in den Emissionstests entweder gemessen, oder aus Geschwindigkeit, Gang, Reifenumfang und Übersetzungen berechnet werden. Die Motorleistung kann mittels gemessenem CO2-Massenstrom und der Drehzahl aus "generischen CO2-Kennfeldern" ermittelt werden, da im Allgemeinen keine gemessene Leistung vorliegt. Um mit dem Modell dann Emissionsfaktoren für beliebige Fahrzyklen zu bestimmen, wird die Motorleistung aus der Fahrzeuglängsdynamik, den Verlusten im Antriebstrang und dem Leistungsbedarf von Nebenaggregaten aus dem jeweils vorgegebenen Geschwindigkeits- und Steigungsverlauf berechnet. Zur Bestimmung der Drehzahl wird zuerst ein passender Gang berechnet und dann aus den Übersetzungen die Motordrehzahl. Steht die geforderte Motorleistung in keinem Gang zur Verfügung, wird die Beschleunigung im betroffenen Zeitschritt so reduziert, dass sich ein Volllastbetrieb ergibt. Die Berechnungen erfolgen in 1Hz Auflösung. Für jede Sekunde werden dann aus dem zugehörigen Motorkennfeld die Emissionen entsprechend der Drehzahl und Leistung interpoliert. Die integrierten Emissionswerte über den Zyklus ergeben die Summenemissionen, die Division durch die zurückgelegte Strecke die Emissionsfaktoren in g/km. Die Methode wurde im Simulationsprogramm PHEM implementiert. Da PHEM bereits in einem ähnlichen Verfahren Emissionsfaktoren für PKW, LNF und SNF berechnet, war der Zusatzaufwand zum Einbau von Zweirädern nieder und alle Zusatzfunktionen von PHEM können auch für Zweiräder verwendet werden (z.B. Dynamikkorrekturen, automatisierte CO2-basierte Kennfelderzeugung, Batch-Modus, etc.). In dem Projekt wurde die Modellentwicklung und Validierung anhand von 4 gemessenen Zweirädern durchgeführt. Die Tests umfassten Abgasmessungen auf einem Rollenprüfstand sowie On-Road-Messungen mittels PEMS. Die Messkampagne wurde auch genutzt, um einen Vorschlag für ein einheitliches Minimalmessprogramm zur Bestimmung von Emissionsfaktoren von Zweirädern zu erarbeiten. Dazu wurden umfangreiche Fahrversuche im realen Betrieb durchgeführt, die gemessenen Zyklen in Teilstücke verschiedener Verkehrssituationen unterteilt und je Verkehrssituation ein repräsentatives Teilstück bestimmt. Diese wurden dann zu "Real World Rollenzyklen" zusammengefügt. Bei einem Motorradzyklus ist auch ein sportlicher Fahranteil mit Steigung enthalten. Damit ist sichergestellt, dass die Motorkennfelder mit diesen Rollentests gut abgedeckt sind und bei der Berechnung von Emissionsfaktoren keine Extrapolationen von Emissionswerten erforderlich sind. Die am Markt befindlichen PEMS Systeme sind für die Verwendung bei Zweirädern wegen deren Gewicht und Baugröße nicht für alle Fahrzeuge geeignet. PEMS Messungen sind vorerst nur bei größeren Motorrädern im realen Verkehr möglich. Die Emissionskennfelder enthalten jeweils CO, CO2, NOx, HC sowie optional auch die vom FTIR gemessenen Komponenten und Partikelanzahl. Die nicht limitierten Abgaskomponenten aus der FTIR Messung können, wegen der teilweise sehr niederen Emissionsniveaus, nur unsicher zeitaufgelöst gemessen und simuliert werden, so dass hier die Verwendung von Zyklusmittelwerten in [g/km] oder von mittleren Prozentwerten an den HC und NOx Emissionen empfohlen wird. Mit der entwickelten Methode und der Software PHEM bestehen nunmehr die Grundlagen, Emissionsfaktoren für Zweiräder in gleicher Qualität wie sie bei PKW und Nutzfahrzeugen bereits Standard ist, zu gerieren. Die Methoden und mögliche gemeinsame Messprogramme werden in der ERMES Gruppe bereits diskutiert und werden hoffentlich schon 2018 zu einer deutlichen Verbreiterung der Datengrundlage zum Emissionsverhalten von Zweirädern führen.
Elektronik und IT werden auch im Automobilbereich zunehmend Gegenstand unautorisierter Veränderungen. Diese Studie stellt einen ersten, breiteren Überblick über die praktische Relevanz elektronischer Veränderungen an Fahrzeug- und Infrastruktursystemen dar. Es liefert einen Überblick über wesentliche bekannte und existente Beispiele von Möglichkeiten derartiger Veränderungen, das Risiko ihres Auftretens und damit verbundene Gefahren. Die Ergebnisse basieren auf einer Recherche, die neben wissenschaftlichen Quellen insbesondere das Internet als neues, interaktives Medium einbezieht. Es werden Abschätzungen zur praktischen Relevanz dieser Veränderungen vorgenommen und potentielle Folgen insbesondere für die Verkehrssicherheit reflektiert. Praktische Hinweise auf elektronische Veränderungen sind an 24 Fahrzeug- und Infrastruktursystemen dokumentiert, die als Ziel teils mehrerer Arten von elektronischen Veränderungen identifiziert wurden. Dies erstreckt sich über verschiedene Domänen wie u.a. den Antriebstrang, das Fahrwerk, Infotainment, Fahrerassistenz und mehrere Infrastrukturkomponenten. Diese Systematisierung enthält zudem eine Klassifikation der agierenden Personen, wobei deren individuelle Motivationen, technische Kenntnisse und Ausstattung unterschieden werden. Das Spektrum potentiell resultierender Gefahren wird einerseits theoretisch anhand der erstellten Systematisierungen aufgezeigt und andererseits an 19 Rechercheergebnissen aus verschiedenen Bereichen illustriert. Die so vorgenommene Analyse des Gefährdungspotentials wird ergänzt durch einen Ausblick auf potentielle zukünftige Gefährdungen, die sich insbesondere in kommenden Car-to-Car Kommunikationsnetzen ergeben könnten und die weitere Erforschung von Schutzkonzepten motivieren. Während die recherchierten Veränderungen heute noch meist vom Nutzer ausgehen und das Gefährdungspotential häufig unbeabsichtigt entsteht, könnte zukünftig das vorsätzliche Herbeiführen von Gefährdungen an Bedeutung gewinnen.
Ziel der vorliegenden Arbeit war es, eine möglichst umfassende Literaturstudie zu erstellen, die die Möglichkeiten und Probleme aufzeigt, die beim Einsatz von Kunststoffen in Kraftfahrzeugen auftreten können. Der Begriff "Kunststoffe" ist sehr weitreichend, so dass es zweckmäßig war, den Gesamtkomplex zu unterteilen. Die ausgewählte Gliederung richtet sich einerseits nach Werkstoffgruppen und andererseits nach übergeordneten Gesichtspunkten. Die Studie wurde daher in folgende, in sich geschlossene Abschnitte unterteilt. 1. Entwicklungen und Tendenzen beim Kunststoffeinsatz, 2. Rechtsvorschriften, 3. Eigenschaften und Anwendung von Kunststoffen, 4. Elastomere, 5. Textilien und Schaumstoffe, 6. Lacke und Beschichtungsstoffe, 7. Klebtechnik, 8. Alterung, 9. Brandverhalten/Brennverhalten, 10. Recycling. Insgesamt wurden annähernd eintausend Literaturstellen erfasst. Dabei handelt es sich vorwiegend um Publikationen, die zwischen 1980 und 1988 erschienen sind. Die an den Werkstoffen orientierte Gliederung ermöglicht einen guten Überblick über alle Verwendungsbereiche der jeweiligen Werkstoffgruppe beziehungsweise über zusammenfassende Problemstellungen. Damit unterscheidet sich diese Studie von anderen Literaturzusammenstellungen, die sich in der Regel auf spezielle Teile des Kraftfahrzeuges, wie beispielsweise Motor- oder Innenraum, beschränken. Allerdings werden in dieser Studie nur Probleme bezüglich des Einsatzes von Kunststoffen in Pkw behandelt. Die Studie kann vor allem solchen Institutionen beziehungsweise Personen dienen, für die werkstoffbezogene Übersichten wichtig sind, und die sie als Basis für die Einarbeitung in Einzelprobleme nutzen wollen. Eine Weiterführung der Arbeit auf diesem Gebiet ist wünschenswert. Dabei wäre insbesondere auf die Schwerpunkte 1. Schadensfrüherkennung "life monitoring", 2. Verbesserung der Stoßabsorption, 3. Alterungsverhalten von Klebeverbindungen, 4. On-line-Lackierung unter den Belangen des Umweltschutzes, 5. Reduzierung der Verwendung von Lösemitteln und 6. Reduzierung des Shreddermülls (Rückgewinnung sortenreiner Polymerwerkstoffe) einzugehen.
Künftig sollen in Kfz-Scheinwerfern anstelle von Glühlampen auch Gasentladungslampen eingesetzt werden können. Hierbei handelt es sich um Hochdruckentladungslampen, die sich von bisher eingesetzten Halogen-Glühlampen durch die spektrale Verteilung ihres Lichtes, eine höhere Leuchtdichte und einen größeren Lichtstrom - bei geringerer elektrischer Aufnahmeleistung - unterscheiden. Derzeit werden Lampen unter der Bezeichnung D 1 in ein deutsches Fahrzeug der gehobenen Klasse eingebaut. Im Rahmen einer Vorstudie innerhalb des Projektes wurden die folgenden Punkte untersucht: - Integrierbarkeit der Lampe und des Scheinwerfers in bestehende Regelungen; - lichttechnische Eigenschaften der Gasentladungssysteme wie Zünd- und Anlaufverhalten in unterschiedlichen Betriebszuständen; - Farbwiedergabe retroreflektierender Verkehrszeichen und Signaleinrichtungen; - Leuchtdichtekontraste bei retroreflektierenden Materialien und Rückstrahlern; - Sicherheitsaspekte; - Blendung des Gegen- und des vorausfahrenden Verkehr. In der anschließenden Hauptstudie wurden Vorwärtsreflexion an Fahrbahnoberflächen zur Bestimmung der indirekten Blendung im trockenen und nassen Zustand; - spektrale Reflexion von Fahrbahndecken; - Streuleuchtdichten vor dem Fahrzeug bei Schlechtwettersituationen; - Blendungsunterschiede zwischen konventionellen und Gasentladungs-Systemen; - Gradient der Hell-Dunkel-Grenze untersucht. Bei der Untersuchung der Vorwärtsreflexion zeigte sich, dass sich bei nassen Fahrbahnoberflächen das Maximum der Reflexion in Fahrtrichtung verschiebt. In Schlechtwettersituationen wurde durch den größeren Lichtstrom ein Anstieg der Streuleuchtdichte gemessen. Aus diesem Grunde scheint eine Begrenzung der Vorfeldbeleuchtungsstärke sinnvoll. Aufgrund der Fahrzeugdynamik ergeben sich verschiedene Gradienten der Hell-Dunkel-Grenzen. Sie sind abhängig vom Fahrzeugtyp sowie von der Ausstattung der Fahrzeuge mit Niveauregulierung und automatischer Leuchtweitenregelung. Es ergab sich bei Verwendung von Gasentladungssystemen eine Erhöhung der Blendung. Die Blendbeleuchtungsstärken lagen dabei höher als bei vergleichbaren Halogensystemen. Ebenso wird durch die Vorwärtsreflexion auf der Fahrbahnoberfläche eine erhöhte Blendbeleuchtungsstärke bewirkt. Es zeigte sich, dass insbesondere zur Ermittlung der Beeinflussung älterer Verkehrsteilnehmer durch Gasentladungslampen weitere Untersuchungen erforderlich sind.
Nutzfahrzeuge der Kategorie N1 sind Fahrzeuge mit einem maximalen zulässigen Gesamtgewicht (zGG) bis zu 3500 kg. Da für diese Fahrzeuge keine Geschwindigkeitsbegrenzung und Fahrzeiterfassung vorgeschrieben ist, sind diese Fahrzeuge sehr häufig in Unfälle involviert. Durch den großen Laderaum und die hierdurch mögliche hohe Schwerpunktlage sind die Fahrer hinsichtlich der Adaption an die Beladungszustände häufig überfordert. Um den Einfluss der Fahrdynamikregelung auf die Sicherheit von N1 Fahrzeugen aufzuzeigen wurden standardisierte Fahrmanöver mit und ohne ESP bei unterschiedlichen Beladungszuständen durchgeführt. Hierfür wurde ein Fahrzeug mit einer Stütz- und Beladungsvorrichtung sowie mit der notwendigen Sensorik zur Erfassung fahrdynamischer Kennwerte und der Bremsdrücke ausgestattet. Die Auswertung der fahrdynamischen Kenngrößen zeigte deutlich den Beladungseinfluss auf die Fahrdynamik und die Minimierung dieses Einflusses durch ein ESP System mit der Mehrwertfunktion Load Adaptiv Control. Da N1-Fahrzeuge häufig auch von wenig erfahrenen Fahrern, z. B. Ferienjobs, im Straßenverkehr bewegt werden, sollten im Rahmen dieser Studie auch Fahrversuche mit ungeübten Probanden am Fahrsimulator berücksichtigt werden, um das Sicherheitspotential des ESP für die normale Fahrerpopulation aufzuzeigen. Hierzu wurde ein echtzeitfähiges Simulationsmodell eines Sprinters in CarSim erstellt und mit den Ergebnissen der Realfahrten validiert. Die Versuche am Fahrsimulator sollten das Sicherheitspotential des ESP bei der durchschnittlichen Fahrerpopulation aufzeigen. Hierzu wurden sowohl die im Realversuch durchgeführten standardisierten Fahrmanöver als auch Szenarien wie Ausweichmanöver, Teststreckenfahrt etc. nachgebildet. Insbesondere bei plötzlich auftauchenden Hindernissen hat sich der Vorteil des ESP deutlich gezeigt. Auch die Vorteile der Lasterkennung für das Regelverhalten des ESP wurde nachgewiesen.

Twenty-eight percent of traffic accidents in Japan are rear-end collisions, and of these, 13% are multiple collisions (three or more vehicles and/or roadside objects). A post-crash braking system enables the driver to stop the vehicle in a short distance after a rear-end collision to prevent secondary collisions. In this study, the effectiveness of a post-crash braking system was examined using a drive recorder database. In 64% of rear-end collisions, the driver's braking was interrupted after the collision. The stopping distance was estimated with time data from the drive recorder. We predict that the brake assist would be effective in preventing secondary collisions in 21% of cases.
Die EU hat für die Verkehrssicherheit in Europa ein anspruchsvolles Ziel vorgegeben: Bis 2010 soll die Anzahl der im Straßenverkehr Getöteten gegenüber 2000 halbiert werden. Für Deutschland kann eine erfolgreiche Zwischenbilanz gezogen werden: In den letzten 5 Jahren nahm trotz Vergrößerung des Kraftfahrzeugbestandes um 6% die Anzahl der Verkehrstoten um 29% ab, in den vergangenen 10 Jahren ist ein Rückgang um 43% zu verzeichnen. Diese im internationalen Vergleich überdurchschnittlichen Erfolge sind nicht zuletzt auch auf Fortschritte in der Fahrzeugtechnik zurückzuführen, wobei die zunehmende Verbreitung von Systemen der Aktiven Sicherheit wie ABS, BAS, ESP einen entscheidenden Anteil hat. Nach der deutlichen Reduzierung von Fahrunfällen durch ESP-® stehen nun die Auffahrunfälle im Fokus der Sicherheitsentwicklung von Mercedes-Benz. Das Paket aus verbessertem rückwärtigen Signalbild (Adaptives Bremslicht) und Brems-Assistent (BAS) wurde kürzlich durch radarbasierte Bremsassistenz ergänzt (BAS PLUS und PRE-SAFE-®-Bremse). Der Beitrag geht auf Funktion und Wirksamkeit der einzelnen Systeme ein und gibt einen Ausblick in die nähere Zukunft.
SEEKING is looking for answers regarding electric powered bicycles and their relation to traffic safety issues. Does a cyclist need "E"? Is it as risky as riding a moped or are E-bikes creating conflicts with other cyclists? The project described herein, funded by the Austrian Ministry of Transport, has the aim of seeking answers to these hot topics. The SEEKING-team shows an in-depth investigation of vehicle dynamic sensing, together with subjective feedback of test riders to detect similarities and differences between conventional cycling and E-biking. Following an overview on the international status quo, measurement runs and their analyses are performed to find a set of preventative measures to make (E-)biking safer. A specific focus is the detection of curve handling, stopping and acceleration phases as well as conflict studies on course-based test rides and "real world" tests on cycling paths (naturalistic riding).
Das Ziel der Untersuchung war, die Grenzen der Belastbarkeit eines Rollstuhl- und Personenrückhaltesystems mit Kraftknoten nach DIN 75078-2 zu ermitteln. Dazu wurden dynamische Schlittenversuche durchgeführt, bei denen die Verzögerungspulse sowie das Gesamtgewicht von Rollstuhl und Prüfpuppe variiert wurden. Für die Untersuchungen kamen ein Prüfrollstuhl, definiert nach ISO 10542, und Rückhaltesysteme mit Kraftknoten gemäß DIN 75078-2 zum Einsatz. Das Rückhaltesystem bestand aus einem Rollstuhl- und einem Personenrückhaltesystem, wobei das Rollstuhlrückhaltesystem (RRS) mit vier bzw. sechs Gurten und entsprechenden Retraktoren an einem dynamischen Schlittenaufbau befestigt wurde. Das Personenrückhaltesystem (PRS) bestand aus einem am Rollstuhl integrierten Beckengurt sowie einem Schulterschräggurt, der am Beckengurt und am Schlittenaufbau befestigt wurde. Ferner wurden bei den Versuchen Prüfpuppen verschiedener Alters- und Gewichtsklassen (P6, HIII 5 %, HIII 50 % und HIII 95 %) eingesetzt Die Belastungsanforderungen für das Rückhaltesystem wurden sukzessiv erweitert, indem einerseits das Gesamtgewicht (Rollstuhl und Prüfpuppe) und andererseits auch die Verzögerungspulse bis zur Versagensgrenze erhöht wurden. Das Vier-Gurt-Rückhaltesystem konnte bei einem Verzögerungspuls von 10 g einem Gesamtgewicht von bis zu 221 kg standhalten. Bei einem Verzögerungspuls von 20 g und einem Gesamtgewicht von 134 kg wurde das Vier-Gurt-System bis über die Grenzen belastet. Das Sechs-Gurt-Rückhaltesystem hat Belastungen bis 221 kg standgehalten. Infolgedessen ist bei einer Erhöhung der Verzögerungspulse auf 20 g und einem Gesamtgewicht von mehr als 109 kg ein Sechs-Gurt-System zu empfehlen.

Driverless cars are still years away but delivering safer drivers can help reduce death and injury from tomorrow. Governments, academics and car makers need to work hard to convince sceptical British and American drivers that autonomous cars can deliver the benefits promised such as a 90% plus reduction in road deaths.
Das von der Bundesanstalt für Straßenwesen in Auftrag gegebene Projekt FP 8716 mit dem Thema "Sicherheitsrelevanz neuer Fahrhilfen in Kraftfahrzeugen" ist vom Institut für Kraftfahrwesen der TH Aachen auf der Basis einer rein theoretischen Studie bearbeitet worden. Primäres Ziel der Arbeit war es, festzustellen, inwieweit die neuen Fahrhilfen dazu geeignet sind, die Verkehrssicherheit durch einen Gewinn an aktiver Sicherheit anzuheben.Aber auch der mögliche Einfluss auf das Verhalten des Fahrers aus psychologischer Sicht war zu berücksichtigen, denn dieser agiert in dem Bewusstsein einer erhöhten Fahrsicherheit seines mit derartigen Systemen ausgestatteten Fahrzeugs. Gegenstand der Untersuchung waren die Systeme: Anti-Blockier-Vorrichtung (ABV), Antriebs-Schlupf-Regelung (ASR), Sperrdifferential, Vierradantrieb, Vierradlenkung, geregeltes/gesteuertes Federungssystem.Sämtliche Systeme haben aus der Sicht des Technikers ihre Berechtigung im Fahrzeug durch Erhöhung von Mobilität und Fahrsicherheit. Dass dieses Potential nicht vollständig in eine Anhebung der Verkehrssicherheit umgesetzt werden kann, ist vor allem auf die Verhaltensanpassung seitens des Fahrers aufgrund des erhöhten subjektiven Sicherheitsgefühls zurückzuführen. Anhand von Handlungs- und Risikoverhaltensmodellen des Fahrers konnte die verbleibende Wirkung der Systeme abgeschätzt werden. Darüber hinaus wurde statistisches Material ausgewertet, um den Bezug der Systeme zum Unfallgeschehen festzustellen. Das ABV erwies sich als am ehesten geeignet, Unfälle zu verhindern oder Unfallfolgen zu mindern. Die Stabilität und die Lenkbarkeit wird bei Bremsungen an der Kraftschlussgrenze, wie sie in kritischen Situationen häufig auftreten, deutlich verbessert. Eine ASR bietet ähnliche Vorteile beim Beschleunigungsvorgang, dem allerdings nur eine geringe Bedeutung für die Pre-Crash-Phase zuzuschreiben ist. Das Sperrdifferential dient in erster Linie zur Erhöhung der Traktion und damit der Mobilität. Daneben kann der Vierradantrieb die Querdynamik auf niedrigen Reibwerten günstig beeinflussen und so auch die Fahrsicherheit anheben. Das verspricht auch die Vierradlenkung durch eine erhöhte Stabilität bei schnellen Lenkbewegungen. Es besteht aber gerade bei den Systemen Vierradlenkung und Vierradantrieb die Gefahr einer deutlichen Zunahme des subjektiven Sicherheitsgefühls auf Seiten des Fahrers mit dem unerwünschten Effekt einer unter Umständen riskanteren Fahrweise. Geregelte Federungssysteme sind in ihrer Wirkung auf den Regelkreis Fahrer-Fahrzeug nur schwer einzuschätzen, da sie das gesamte Fahrverhalten des Fahrzeugs beeinflussen. Die Bilanz für die Verkehrssicherheit dürfte bei diesem System positiv sein. Dem Gewinn an Fahrsicherheit durch den Einbau der Fahrhilfen steht das Gefährdungspotential durch eventuelle Fehlfunktionen gegenüber. Eine regelmäßige Überwachung erscheint deshalb vor allem für die ABV und die Vierradlenkung angebracht.
Since its beginning in 1999, the German In-Depth Accident Study (GIDAS) evolved into the presumably leading representative road traffic accident investigation in Europe, based on the work started in Hanover in 1973. The detailed and comprehensive description of traffic accidents forms an essential basis for vehicle safety research. Due to the ongoing extension of demands of researchers, there is a continuous progress in the techniques and systematic of accident investigation within GIDAS. This paper presents some of the most important developments over the last years. Primary vehicle safety systems are expected to have a significant and increasing influence on reducing accidents. GIDAS therefore began to include and collect active safety parameters as new variables from the year 2005 onwards. This will facilitate to assess the impact of present and future active safety measures. A new system to analyse causation factors of traffic accidents, called ACASS, was implemented in GIDAS in the year 2008. The whole process of data handling was optimised. Since 2005 the on-scene data acquisition is completely conducted with mobile tablet PCs. Comprehensive plausibility checks assure a high data quality. Multi-language codebooks are automatically generated from the database structure itself and interfaces ensure the connection to various database management systems. Members of the consortium can download database and codebook, and synchronize half a terabyte of photographic documentation through a secured online access. With the introduction of the AIS 2005 in the year 2006, some medical categorizations have been revised. To ensure the correct assignment of AIS codes to specific injuries an application based on a diagnostic dictionary was developed. Furthermore a coding tool for the AO classification was introduced. All these enhancements enable GIDAS to be up to date for future research questions.
The goal of the project FIMCAR (Frontal Impact and Compatibility Assessment Research) was to define an integrated set of test procedures and associated metrics to assess a vehicle's frontal impact protection, which includes self- and partner-protection. For the development of the set, two different full-width tests (full-width deformable barrier [FWDB] test, full-width rigid barrier test) and three different offset tests (offset deformable barrier [ODB] test, progressive deformable barrier [PDB] test, moveable deformable barrier with the PDB barrier face [MPDB] test) have been investigated. Different compatibility assessment procedures were analysed and metrics for assessing structural interaction (structural alignment, vertical and horizontal load spreading) as well as several promising metrics for the PDB/MPDB barrier were developed. The final assessment approach consists of a combination of the most suitable full-width and offset tests. For the full-width test (FWDB), a metric was developed to address structural alignment based on load cell wall information in the first 40 ms of the test. For the offset test (ODB), the existing ECE R94 was chosen. Within the paper, an overview of the final assessment approach for the frontal impact test procedures and their development is given.
At the 2005 ESV conference, the International Harmonisation of Research Activities (IHRA) side impact working group proposed a 4 part draft test procedure, to form the basis of harmonisation of regulation world-wide and to help advances in car occupant protection. This paper presents the work performed by a European Commission 6th framework project, called APROSYS, an further development and evaluation of the proposed procedure from a European perspective. The 4 parts of the proposed procedure are: - A Mobile Deformable Barrier test; - An oblique Pole side impact test; - Interior headform tests; - Side Out of Position (OOP) tests. Full scale test and modelling work to develop the Advanced European Mobile Deformable Barrier (AE-MDB) further is described, resulting in a recommendation to revise the barrier face to include a bumper beam element. An evaluation of oblique and perpendicular pole tests was made from tests and numerical simulations using ES-2 and WorldSID 50th percentile dummies. It was concluded that an oblique pole test is feasible but that a perpendicular test would be preferable for Europe. The interior headform test protocol was evaluated to assess its repeatability and reproducibility and to solve issues such as the head impact angle and limitation zones. Recommendations for updates to the test protocol are made. Out-of-position (OOP) tests applicable for the European situation were performed, which included additional tests with Child Restraint Systems (CRS) which use is mandatory in Europe. It was concluded that the proposed IHRA OOP tests do cover the worst case situations, but the current test protocol is not ready for regulatory use.
The need of passive safety devices, able to reduce the accidents and the severity of injuries suffered by motorcyclist, distinctly arises from data on accident statistics. In this paper, the effectiveness of an airbag device fitted in the biker- garments has been verified through various numerical simulations. Two simple test conditions were defined, in order to investigate the performance of the device both for back and front impacts, and simulated at various impact speeds. With the aim of providing more information about the actual capability of the airbag to reduce the severity of the injuries, one of accident scenario described by ISO 13232:2005 has been also investigated, checking the real effectiveness of the airbag strap-based firing system too. Confrontation of injury indexes resulting from simulation with and without airbag made possible a realistic evaluation of the harm reduction induced by the airbag presence.
The incidence of side impacts was investigated from GIDAS data. Both vehicle-fixed object and vehicle-vehicle collisions were analysed as these are enclosed within the consumer testing program. Vehicle-fixed object collisions were stratified according to ESC availability. Results indicated that vehicles equipped with ESC rarely have pure-lateral impacts. An increase in oblique collisions was seen for the vehicles with ESC whereby most vehicle were driving in left curves. The analysis of vehicle-vehicle collisions developed injury risk curves were developed at the AIS3+ injury severity for the vehicle-vehicle side impacts. Results suggested that greatest injury risk occurred when a Pre Euro NCAP vehicle was struck by a Post Euro-NCAP vehicle. The remaining curves did not show different behaviour, indicating that stiffness increased have been equally combated. This was attributable to the few Post Euro-NCAP vehicles that had a deployed curtain airbag available in the sample. The integration of Euro NCAP testing has shown to improve vehicle crashworthiness for pole collisions, as those vehicles with ESC rarely incur lateral impacts.
The price of a new car increased almost every year for a long period. In recent years however, the budget available to most people for purchasing a car either did not grow or became even smaller. Therefore it was in the interest of some OEMs to offer economical car models in the so-called "8,000- Euro class". Here an important question arose regarding the safety of these vehicles. There is no question that the very high safety level of cars reached in Europe during the last decades should not be sacrificed as a consequence of smaller budgets. Customers with sense of responsibility have the right to be properly informed about the balance between safety and price so that they can make a deliberate decision when buying either a new or a used car. Against this background, the German magazine "AutoBILD" commissioned DEKRA to conduct fullscale frontal crash tests with a view to publishing the results. These tests have been carried out in accordance with the corresponding Euro NCAP crash test requirements and performance criteria. The tested vehicles were two new Logans produced by the manufacturer Dacia, two used cars of the type VW Golf IV (registration date 2000) and one new VW Fox. This paper describes the safety features of the vehicles and the results of the five crash tests to demonstrate state-of-the-art safety levels and what levels may be expected from vehicles in the "8,000- Euro class". Looking at real-world crashes it is of interest to think about future trends in a more detailed manner. Therefore it will be more and more necessary to supplement the federal statistics with more detailed in-depth information about the consequences of accidents and the safety performance of crashed vehicles.
The utilisation of secondary-safety systems to protect occupants has attained a very high level over the past decades. Further improvements are still possible, but increasingly minor progress is only to be had with a high degree of effort. Thus, a key aspect must be the impact to overall safety in an accident. If reliable information is available on an imminent crash, measures already taken in the pre-crash phase can result in a significantly great influence on the outcomes of the crash. With this background preventive measures are the key to a sustainable further reduction of the figures of crash victims on our roads. This paper aims to show a preventive approach that can contribute to lessening the consequences of a crash by creating an optimum interaction of measures in the fields of primary and secondary safety. To further enhance vehicle safety, driver assistant systems are already available that warn the driver of an imminent front-to-rear-end crash. The next step is to support him in his reactions or if he fails to react sufficiently, to even initiate an automatic braking when the crash becomes unavoidable. Automatic pre-crash braking can, in an ideal situation, fully prevent a crash or can significantly reduce the impact speed and thus the impact energy (and the severity of the accident). If a vehicle is being braked in the pre-crash phase, the occupants are already being pre-stressed by the deceleration. The information available about the imminent crash can be used to activate the belt tensioners and likewise other secondary safety systems in the vehicle right before the impact. The pre-crash deceleration also causes the front of the vehicle to dip. Conventional crash tests do not take this specific impact situation into consideration. This is why, for example, the influences of the pre-crash displacements of the occupants are not recorded in the test results. Furthermore, a reproducible representation of the benefit of the vehicle safety systems which prepare the occupants for the imminent impact is not possible. In order to demonstrate the functions of automated pre-crash braking and to investigate the differences during the impact as a consequence of the altered occupant positions as well as the initiation of force and deformations of the vehicle front, DEKRA teamed up with BMW to carry out a joint crash test with the latest BMW 5 series vehicle. It involved the vehicle braking automatically from a starting test speed of 64 km/h (corresponding to the impact speed set by Euro NCAP) down to 40 km/h. The test was still run by the intelligent drive system of the crash test facility. This required several modifications to be made to the test facility as well as to the vehicle. The paper will describe and discuss some relevant results of the crash test. In addition, the possible benefits of such systems will also be considered. The test supplemented the work of the vFSS working group (vFSS stands advanced Forward-looking Safety Systems).
Active safety systems are aimed at accident prevention, hence the knowledge required for their development is different from that required for passive safety systems aimed at injury prevention. Particularly, knowledge about accident causation is required. When looking at existing accident causation data, it is argued it fails to explain in sufficient detail how and why the accidents occur. Therefore, there is a need for detailed micro-level descriptions of accident causation mechanisms, and also of methodologies suitable for creating such descriptions. One study addressing these needs is the Swedish project FICA (Factors Influencing the Causation of Accidents and Incidents), where an accident investigation methodology suitable for active safety is developed, and in-depth accident investigations following this methodology are carried out on-scene in the area of Gothenburg by a multidisciplinary team. A preliminary aggregated analysis of different cases shows that the methodology developed is adequate for pointing out common contributing factors and devising principal countermeasures.
Because of actual developments and the continuous increase in the field of drive assistant systems, representative and detailed investigations of accident databases are necessary. This lecture describes the possibility to estimate the potential of primary and secondary safety measures by means of a computerized case by case analysis. Single primary or secondary safety measures as well as a combination of both are presented. The method is exemplarily shown for the primary safety measure "Brake Assist" in pedestrian accidents. Regarding accident prevention only the primary safety measure is determined.
The levels of continuous vehicle automation have become common knowledge. They facilitate overall understanding of the issue. Yet, continuous vehicle automation described therein does not cover "automated driving" as a whole: Functions intervening temporarily in accident-prone situations can obviously not be classified by means of continuous levels. Continuous automation describes the shift in workload from purely human driven vehicles to full automation. Duties of the driver are assigned to the machine as automation levels rise. Emergency braking, e.g., is obviously discontinuous and intensive automation. It cannot be classified under this regime. The resulting absence of visibility of these important functions cannot satisfy " especially in the light of effect they take on traffic safety. Therefore, in order to reach a full picture of vehicle automation, a comprehensive approach is proposed that can map out different characteristics as "Principle of Operation" at top level. On this basis informing and warning functions as well as functions intervening only temporarily in near-accident situations can be described. To reach a complete picture, levels for the discontinuous, temporarily intervening functions are proposed " meant to be the counterpart of the continuous levels already in place. This results in a detailed and independent classification for accident-prone situations. This finally provides for the visibility these important functions deserve.
In recent years the boundaries between active and passive safety blurred more and more. Passive safety in the traditional term includes all safety aspects to prevent occupants to be injured or at least injury severity should be reduced. Passive Safety starts with the collision (first vehicle contact) and ends with rescue (open vehicle doors). Within this phase the occupant has to be protected by the passenger compartment whereby no intrusion should occur. Active safety on the other side was developed to interact prior to the collision whereby the goal is to prevent accidents. The extensive interaction between active and passive safety led to the terminologies "Primary" and "Secondary" safety whereas the expression Integrated Safety Concept was generated. Within this study the most well documented single vehicle accidents with cars not equipped with ESP were identified from the PENDANT database and reconstructed. Additional cases were found in the database ZEDATU of TU Graz. In comparison each case was simulated with the assumption that the cars were equipped with ESP. The differences regarding accident avoidance or crash severity as well as reduction of injury risk were analysed.
In order to enable foreseeing or comparing the benefit of safety systems or driver assistance systems in Germany, in the United States and in Japan, the traffic accident databases in those three countries are examined. The variables used are culpable party, collision partner, accident type, and injury level and the method to re-classify the databases for comparison are proposed. The result indicates that single passenger car fatality is the most frequent in Germany and in the United States, while passenger car vs. pedestrian is the most frequent fatality scenario in Japan. When the casualty by fatality ratio is focused, the greatest difference is observed in rear-end collisions. The ratio of slight injuries in Japan yields about eighteen times as many as those in Germany, and about eight times as many as those in the United States.
In the European Project FIMCAR, a proposal for a frontal impact test configuration was developed which included an additional full width deformable barrier (FWDB) test. Motivation for the deformable element was partly to measure structural forces as well as to produce a severe crash pulse different from that in the offset test. The objective of this study was to analyze the safety performance of vehicles in the full width rigid barrier test (FWRB) and in the full width deformable barrier test (FWDB). In total, 12 vehicles were crashed in both configurations. Comparison of these tests to real world accident data was used to identify the crash barrier most representative of real world crashes. For all vehicles, the airbag visible times were later in the FWDB configuration. This was attributed to the attenuation of the initial acceleration peak, observed in FWRB tests, by the addition of the deformable element. These findings were in alignment with airbag triggering times seen in real world crash data. Also, the dummy loadings were slightly worse in FWDB compared to FWRB tests, which is possibly linked to the airbag firing and a more realistic loading of the vehicle crash structures in the FWDB configuration. Evaluations of the lower extremities have shown a general increasing of the tibia index with the crash pulse severity.
A series of drop tests and vehicle tests with the adult head impactor according to Regulation (EC) 631/2009 and drop tests with the phantom head impactor according to UN Regulation No. 43 have been carried out by the German Federal Highway Research Institute (BASt) on behalf of the German Federal Ministry of Transport, Building and Urban Development (BMVBS). Aim of the test series was to study the injury risk for vulnerable road users, especially pedestrians, in case of being impacted by a motor vehicle in a way described within the European Regulations (EC) 78/2009 and (EC) 631/2009. Furthermore, the applicability of the phantom head drop test described in UN Regulation No. 43 for plastic glazing should be investigated. In total, 30 drop tests, thereof 18 with the adult head impactor and 12 with the phantom head impactor, and 49 vehicle tests with the adult head impactor were carried out on panes of laminated safety glass (VSG), polycarbonate (PC) and laminated polycarbonate (L-PC). The influence of parameters such as the particular material properties, test point locations, fixations, ambient conditions (temperature and impact angle) was investigated in detail. In general, higher values of the Head Injury Criterion (HIC) were observed in tests on polycarbonate glazing. As the HIC is the current criterion for the assessment of head injury risk, polycarbonate glazing has to be seen as more injurious in terms of vulnerable road user protection. In addition, the significantly higher rebound of the head observed in tests with polycarbonate glazing is suspected to lead to higher neck loads and may also cause higher injury risks in secondary impacts of vulnerable road users. However, as in all tests with PC glazing no damage of the panes was observed, the risk of skin cut injuries may be expected to be reduced significantly. The performed test series give no indication for the test procedure prescribed in UN Regulation No. 43 as a methodology to approve glass windscreen not being feasible for polycarbonate glazing, as all PC panes tested fulfilled the UN R 43 requirements. The performance of the windscreen area will not be relevant for vehicle type approval according to the upcoming UN Regulation for pedestrian protection. However, it is recommended that pedestrian protection being considered for plastic windscreens to ensure at least the same level of protection as glass windscreens.
