In 2012 the fifth ESAR conference (Expert Symposium on Accident Research) was held in Hannover. ESAR is an international convention of experts, who analyze traffic accidents all over the world and discuss their results in this context, conducted at the Medizinische Hochschule Hannover every 2 years. It connected representatives of public authorities, engineers in automotive development and scientists and offers a forum with particular emphasis on In-Depth-Analyses of accident statistics and accident analyses. Special focus is placed on research on the basis of so-called "In-Depth-Accident-Investigations" [data collections at the sites of the accidents], which are characterized by extensive documentations of the sites of the accidents, of the vehicles as well as of the injuries, encompassing several scientific fields. ESAR aims at a multi-disciplinary compilation of scientific results and at discussing them on an international, scientific level. It is thus a scientific colloquium and a platform for exchanging information for all accident researchers. Experiences in accident prevention as well as in the complex field of accident reconstruction are stated and new research fields are added. Existing results of long-term research work in Europe, the US, Australia and Japan include different infrastructural correlations and give findings on population, vehicle population and driver characteristics, which offer a basis for recommendations to be derived and measures for increasing road safety.

Traffic on German roads is increasing continuously. The research of the Federal Institute for Materials Research (BASt) is concerned with a road system that will be functioning well in the future, that is safe and economically and ecologically sustainable. Every two years, BASt reports on its tasks, research projects and selected administrative topics. The current report comprises the years of 2011 and 2012. On 151 pages, it provides an idea of current research about important topics of roads and traffic. The projects SKRIBT and SKRIBTPlus examined the behaviour of drivers in tunnels in hazardous situations. It was discovered that in situations like this many people often react inadequately and too late. The collected data were used to develop new concepts that improve behaviour in hazardous situations in tunnels. In recent years, new safety systems that improve braking behaviour in hazardous situations have been installed in vehicles. However, for end users it is difficult to compare different systems because they have no access to suitable assessments. The EU project ASSESS (Assessment of Integrated Vehicle Safety Systems for improved vehicle safety) in which BASt is involved as a key partner therefore developed a uniform procedure for assessment and legal questions. Many European countries agree: Alcohol, drugs and medication in road traffic constitute a safety risk on European roads. In order to gain new insights and to develop suitable countermeasures, the European Commission approved of the largest research project to improve road safety to date: DRUID (Driving Under the Influence of Drugs, Alcohol and Medicines). This BASt-coordinated project took five years and involved institutes from 18 European countries. The result is a comprehensive stock taking and concrete suggestions on measures to be taken. A mayor part of the work of BASt also comprises extension and maintenance of the entire road infrastructure. The report "How will we make constructions in the future: Road construction without oil?" for instance examines the question how we will maintain and extend our roads in the future with resources becoming scarcer and more expensive. Furthermore, the campaign "on" the road plays a major part at BASt. For years there has been a shortage of parking spaces for trucks on federal highways. To remedy this situation, BAST has developed a new control approach: The so-called compact parking system increases capacities and uses them more effectively by parking trucks in a line according to their planned departure time.

Der Verkehr auf deutschen Straßen nimmt immer weiter zu. Einem auch in Zukunft gut funktionierenden, sicheren und ökonomisch wie ökologisch verträglichen System Straße widmet sich die Forschung der Bundesanstalt für Straßenwesen (BASt). Alle zwei Jahre berichtet die BASt über ihre Aufgaben, Forschungsprojekte und ausgewählte Themen der Verwaltung. Der aktuelle Bericht umfasst die Jahre 2011 und 2012. Auf 151 Seiten gibt er einen kleinen Einblick in die aktuelle Forschung zu wichtigen Themen des Straßenwesens. In den Projekten SKRIBT und SKRIBTPlus wurde das Verhalten von Autofahrerinnen und Autofahrern in Gefahrensituationen im Tunnel untersucht. Es stellte sich heraus, dass in solchen Situationen oft falsch und zu spät reagiert wird. Durch die gesammelten Daten konnten neue Konzepte entwickelt werden, die das Verhalten bei Gefahren in Tunneln verbessern. In Kraftfahrzeugen kamen zwar in den letzten Jahren neue Sicherheitssysteme zum Einsatz, die in Gefahrensituationen das Bremsverhalten verbessern. Bisher ist es jedoch für den Endverbraucher schwer, unterschiedliche Systeme zu vergleichen, da keine geeigneten Bewertungen herangezogen werden können. Im EU-Projekt ASSESS (Assessment of Integrated Vehicle Safety Systems for improved vehicle safety), an dem die BASt maßgeblich beteiligt ist, wurde deshalb an einem einheitlichen Verfahren zur Bewertung und an juristischen Fragenstellungen gearbeitet. Viele europäische Länder sind sich einig: Alkohol, Drogen und Medikamente im Straßenverkehr gefährden die Sicherheit auf Europas Straßen. Um sich ein genaueres Bild machen zu können und geeignete Gegenmaßnahmen zu entwickeln, bewilligte die Europäische Kommission das bisher größte Forschungsprojekt zur Verbesserung der Verkehrssicherheit: DRUID (Driving Under the Influence of Drugs, Alcohol and Medicines). An dem fünf Jahre dauernden und von der BASt koordinierten Projekt, beteiligten sich Institute aus 18 europäischen Ländern. Das Ergebnis ist eine umfassende Bestandsaufnahme sowie konkrete Maßnahmenvorschläge. Die Arbeit der BASt umfasst im großen Maße auch den Ausbau und Erhalt der gesamten Straßeninfrastruktur. Der Beitrag "Wie bauen wir in der Zukunft: Straßenbau ohne OEl?" geht beispielsweise der Frage nach, wie wir bei immer knapper werdenden und teuer zu bezahlenden Ressourcen unsere Straßen zukünftig erhalten und ausbauen werden. Auch die Aktion "auf" der Straße spielt eine große Rolle in der BASt. Seit Jahren zeichnet sich ein Mangel an Parkplätzen für Lkw an Bundesautobahnen ab. Um hier Abhilfe zu schaffen, hat die BASt einen neuen Steuerungsansatz entwickelt: Beim sogenannten Kompaktparken werden Kapazitäten erhöht und effektiver genutzt, indem Lkw in Reihe, nach ihrer geplanten Abfahrzeit, geparkt werden.
In general the passive safety capability is much greater in newer versus older cars due to the stiff compartment preventing intrusion in severe collisions. However, the stiffer structure which increases the deceleration can lead to a change in injury patterns. In order to analyse possible injury mechanisms for thoracic and lumbar spine injuries, data from the German Inâ€Depth Accident Study (GIDAS) were used in this study. A twoâ€step approach of statistical and caseâ€byâ€case analysis was applied for this investigation. In total 4,289 collisions were selected involving 8,844 vehicles, 5,765 injured persons and 9,468 coded injuries. Thoracic and lumbar spine injuries such as burst, compression or dislocation fractures as well as soft tissue injuries were found to occur in frontal impacts even without intrusion to the passenger compartment. If a MAIS 2+ injury occurred, in 15% of the cases a thoracic and/or lumbar spine injury is included. Considering AIS 2+ thoracic and lumbar spine, most injuries were fractures and occurred in the lumbar spine area. From the case by case analyses it can be concluded that lumbar spine fractures occur in accidents without the engagement of longitudinals, lateral loading to the occupant and/or very severe accidents with MAIS being much higher than the spine AIS.
Beside numerous information about vehicles injuries and environmental data the GIDAS database contains detailed reconstruction data. This data is calculated by a reconstruction engineer who handles about 1000 accidents per year. The spectrum of one reconstruction ranges from simple crossing accidents to complex run-off accidents with rollover events. Especially for complex accident scenarios there is a large effort to design the environment of the accident scene within PC-Crash ®. To reduce the reconstruction time by maintaining the high quality of reconstruction 3D-geodata can be useful. Geodata is available for nearly every area in Germany and can be used for a fast and detailed creation of complex accident environments. In combination with the accident sketch areal images of the accident scene can be created and the participants are implemented in the new-built 3D-reconstruction environment. As a consequence, the characteristics of the terrain can be considered within the reconstruction which is especially important for run-off accidents.
Trauma management (TM) covers two types of medical treatment: the initial one provided by Emergency Medical Services (EMS) and a further one provided by permanent medical facilities. There is a consensus in the professional literature that to reduce the severity and the number of road crash victims, the TM system should provide rapid and adequate initial care of injury, combined with sufficient further treatment at a hospital or trauma centre. Recognizing the important role of TM for reducing road crash injury outcome, it was decided, within the EU funded SafetyNet project, to develop road safety performance indicators (SPIs) which would characterize the level of TM systems" performance in European countries and enable country comparisons. The concept of TM SPIs was developed based on a literature study of performance indicators in TM, a survey of available practices in Europe and data availability examinations. A set of TM SPIs was introduced including 14 indicators which characterize five issues such as: availability of EMS stations; availability and composition of EMS medical staff; availability and composition of EMS transportation units; characteristics of the EMS response time, and availability of trauma beds in permanent medical facilities. Basic information on the TM systems was collected in close cooperation with the national expert group. A dataset with TM SPIs for 21 countries was created. It was demonstrated that the countries can be compared using selected TM SPIs. Moreover, a more general comparison of the TM systems' performance in the countries is possible, using multiple ranking and statistical weighting techniques. By both methods, final estimates were received enabling the recognition of groups of countries with similar levels of the TM system's performance. The results of various trials were consistent as to the recognition of countries with high or low level of the TM systems" performance, where in grouping countries with intermediate levels of the TM system's performance some differences were observed. The SafetyNet project's practice demonstrated that data collection for estimating TM SPIs is not an easy task but is realizable for the majority of countries. The TM SPIs" message is currently limited to the availability of trauma care services. Further development of the TM SPIs should focus on characteristics of actual treatment supplied, based on combined police and medical road crash related databases.
Rollovers continue to be a major source of heavy truck fatalities when compared to other accident modes. Real world rollover accidents are analyzed and two distinct damage patterns are identified. Damage to heavy truck roofs can occur from lateral loading that transitions to vertical roof loading as the vehicle rolls onto its side and then over onto its roof. A second load path can occur when the vehicle has rolled onto its side and furrows into the ground generating large longitudinal friction forces between the roof and ground. A review of the previous literature and various test methodologies are presented. A sled impact test methodology is presented which allows for structural assessment of a heavy truck cab's crashworthiness in both of these loading environments. Two test series are presented using the sled impact test methodology in order to analyze real world truck rollovers using varying impact platen and contact angles. The structural deformation and failure patterns were found to be consistent with damage seen in real world accident vehicles. In each case, a second equivalent truck cab was then reinforced and tested under similar conditions to evaluate the energy management and crush resistance of a stronger cab structure. These structural reinforcements demonstrated a substantial reduction in roof crush and protected the survival space of the occupant compartment. The sled impact test procedure is an effective method for testing the structural performance of a heavy truck cab in a variety of loading scenarios comparable to real world accidents and ascertaining the load and energy load levels in these accident modes.
Since 2008, the authors inspected fatal traffic accidents on the spot every year, with the cooperation of Toyota police station in Aichi pref. In the jurisdiction, numbers of fatal accidents were 18 in 2008, 12 in 2009, 14 accidents in 2010, and 16 in 2011. We here report the results of our analysis of information obtained by detailed inspection for those that occurred from 2008 to 2010. We focused on vehicle-to-pedestrian accidents, which accounted for about 45% of all accidents in 2008. Because many accidents occurred on residential roads not far from pedestrians" homes, it was revealed that the decrease of the collision speed by traffic calming such as humps and zone speed management, was highly effective. On the other hand, pedestrian detection technologies seemed to be also effective as a countermeasure on vehicle side. Every pedestrian position against a vehicle was clarified and TTC (Time to Collision) was calculated provisionally. Pedestrian accidents in intersections were also examined. Among the intersection pedestrian accidents within the jurisdiction, compared with the national average in Japan, the ratio of intersections without a signal and the ratio without a pedestrian crossing were high. According to the comparison of the Japanese traffic accident patterns between 2001 and 2008, pedestrian accidents during turning right and turning left did not decrease much. For elderly drivers, these accidents occurred very often. Finally, single vehicle accidents were analysed with the accident pattern analysis methods used above. There were high numbers of single vehicle accidents against object on single roads. Although fatal accidents against guardrails decreased, the numbers of fatal accidents against a utility pole and a sign pole were nearly constant. As for the impact with narrow width objects such as utility poles, the fatality rate was very high, and countermeasures of both road infrastructure and vehicles seem to be effective.
Um die zukünftige Entwicklung von Fahrzeugen mit alternativem Antrieb in Deutschland verfolgen, analysieren und mögliche negative Auswirkungen auf die Verkehrssicherheit zeitnah identifizieren zu können, hat die Bundesanstalt für Straßenwesen (BASt) im Jahr 2010 die Einrichtung einer langfristigen Beobachtung des Fahrzeugmarktes und des Unfallgeschehens von Pkw mit alternativen Antriebsarten initiiert. Die Daten des vorliegenden Berichtes dokumentieren die Marktdurchdringung von Personenkraftwagen mit alternativen Antriebsarten und informieren über die Unfallbeteiligung von Fahrzeugen mit alternativem Antrieb bis 2011. Es hat sich gezeigt, dass Fahrzeuge mit Hybridantrieb nach wie vor ein starkes Marktwachstum aufweisen. Die Zuwachsrate ist nahezu auf dem gleichen hohen Niveau wie in den Vorjahren (ca. 28%, getypter Bestand). Bei den reinen Elektrofahrzeugen ist die Anzahl getypter Fahrzeuge sehr stark angestiegen, von 212 im Jahr 2010 auf 1880 im Jahr 2011. Der reale Bestand an Elektrofahrzeugen (inklusive ungetypter Fahrzeuge) hat sich demgegenüber von 2010 auf 2011 auf 4.541 Pkw verdoppelt. Dies deutet auf eine zunehmende Serienreife von Elektro-Kfz hin. Pkw mit alternativem Antrieb weisen 2011 (bis auf Gas) einen höheren Anteil an Unfällen innerorts auf als Pkw mit herkömmlichem Antrieb. Hybrid Fahrzeuge haben dabei eine erhöhte Beteiligungsquote innerorts von ca. 76%. Der relativ hohe Anteil von Innerortsunfällen von alternativ betriebenen Fahrzeugen ist vor allem vor dem Hintergrund der Nutzung der Fahrzeuge zu interpretieren.
The increasing economics in India has an enormous growth of its road traffic. As observed from official Indian accident statistics the number of road fatalities are one of the highest worldwide. In contrast to most industrialized nations they have an rapidly increasing trend. To come along with this trend it becomes more than essential to understand the traffic accident situation. The official Indian accident statistics gives a glimpse of only basic information. Therefore more detailed data is needed. By using In-depth accident data and officially representative statistics the current accident situation can be evaluated in India, if a suitable weighting methodology is considered. Hence in 2009/2010 a pilot study with the collaboration partner JP-Research India pvt. Ldt. was gathered in Tamil Nadu in south of India. In-depth accident investigations were done around the Coimbatore area on four highways. At first, the collected data is evaluated. Due to consequent and continuous further development based on the first approach a methodology similar to NASS/CDS/GES in the US and GIDAS in Germany was developed. Of course all relevant accident related parameters including pictures and severity information were collected. As a matter of fact based on scaled sketches and reconstruction benefit analyses can be done in order to analyze the accident scenery in India. As a first outcome influence from infrastructure, missing education and vehicle safety were identified as key parameters in order to reduce the number of accidents and casualties. To compare the accident situation against international standards an accident classification for left hand traffic was developed based on the German Insurance classification system. Looking into detail additional accident types were identified and added to create an Indian accident type catalogue. The positive results encouraged several OEMs to participate in this investigation and together with BOSCH a consortium was established in 2010/11. Within one year from beginning in May 2011 about 200 highway accidents were collected, reported and reconstructed using the new standard. Hence a first good overview of the accident situation is available for the Coimbatore Tamil Nadu area. The major target for establishing accident investigations is the extension towards other states of India and urban areas to achieve a better overview of the accident scenery. Therefore local and national authorities have to be embedded in order to strengthen the awareness against traffic safety.
While accident statistics on a national level are provided by many countries, there is a need for international data that includes more detailed information about the accident, so called in-depth data. As a consequence, accident data projects have been emerging in different regions of the world. This creates a need for comparable and mergeable data from different countries, enabling the use of already existing accident data resources and helping to expedite the improvement of global road safety. While existing approaches focus that mostly on building a comprehensive accident database from scratch, the iGLAD project (Initiative for the Global Harmonization of Accident Data) attempts a more pragmatic approach by building on top of the work already accomplished in this area and complementing it. The target of iGLAD is to help setting up an additional dataset as a compatibility layer between already existing world wide data sets and integrating the structure of these by defining a common data scheme. This dataset is limited to the common denominator between the existing data sets and is inherently rather small and simple. Eventually, an individual converter for each participating accident investigation group will be built that enables pooling all data sets in a common repository. This not only saves costs and time, and hence makes such a target more feasible, but also creates data that is usable right from the start. This paper gives an overview of the current status of iGLAD and first steps taken. Additionally, some methodological aspects are discussed, next to a glance at other projects working currently on related issues, providing additional input for iGLAD. Finally, an overview of next steps and intended future work is given.
Mit der vorliegenden Untersuchung knüpft die Bundesanstalt für Straßenwesen an die letzte Untersuchung zum Unfallgeschehen von Wohnmobilen aus dem Jahr 1999 an. Neben der Entwicklung der Anzahl der Unfälle von Wohnmobilen im Zeitraum 2000 bis 2010 wird die Struktur der Unfälle beleuchtet. Auch die charakteristischen Merkmale der beteiligten Fahrer der Wohnmobile und einige technische Merkmale wie z.B. die Motorisierung und das zulässige Gesamtgewicht werden untersucht. Weiterhin wird die im Unfallgeschehen kleine Gruppe der Pkw mit Wohnanhänger soweit möglich in die Untersuchung einbezogen. Diese beiden Gruppen werden der Gesamtgruppe der Pkw-Unfälle vergleichend gegenübergestellt. Wohnmobile werden in der amtlichen Unfallstatistik nicht explizit codiert. Somit sind -im Rahmen der regelmäßigen Veröffentlichungen des Statistischen Bundesamtes -keine Informationen zum Unfallgeschehen von Wohnmobilen verfügbar. Dennoch ist es möglich, über die vom Kraftfahrt-Bundesamt ergänzten fahrzeugtechnischen Angaben zum Kraftfahrzeug, deutsche Wohnmobile zu identifizieren und mit der vollen Merkmalsbreite des amtlichen Datenmaterials auszuwerten. Mit einem Anteil von weniger als 0,3% an allen Unfällen mit Personenschaden stellen Unfälle unter Beteiligung von Wohnmobilen keinen Schwerpunkt im Unfallgeschehen dar. Im Jahr 2010 wurden 743 Unfälle mit Personenschaden registriert, an denen ein Wohnmobil beteiligt war. Die Entwicklung der Unfallbeteiligung stellt sich im Zeitraum 2000 bis 2010 mit einem Rückgang von 36% bei den Unfällen mit Personenschaden sogar günstiger dar, als die Entwicklung der Unfälle unter Pkw-Beteiligung (-28%). Bei Unfällen unter Beteiligung von Wohnmobilen wurden im Jahr 2010 insgesamt 19 Personen getötet und 202 Personen schwer verletzt. Darunter waren jedoch nur 4 getötete und 62 schwerverletzte Personen Insassen eines Wohnmobils; die übrigen Verunglückten wurden beim Unfallgegner registriert. Gleichwohl zeigt die nach Fahrern und Mitfahrern differenzierte Betrachtung der Unfallschwere bei den Wohnmobilen Ansatzpunkte zur Verbesserung der Sicherheit. Im Mittel des Zeitraumes 2000 bis 2010 weisen die Mitfahrer von Wohnmobilen eine deutlich erhöhte Unfallschwere im Vergleich zu den Fahrern auf. So liegt die Kenngrösse \"Schwere Personenschäden bezogen auf die Fahrer bzw. Mitfahrer\" bei den Mitfahrern bei 51 schweren Personenschäden je 1.000 Mitfahrer und bei den Fahrern bei 34 schweren Personenschäden je 1.000 Fahrer.
It is very important for Automotive OEMs to get feedback on their product performance on real roads for continuous improvement. Every OEM has a way of collecting this feedback for various performance parameters. Systematic accident research is a way to generate the information related to safety performance of the vehicle. In India, while there is a large amount of data related to the accidents, it is found this data is aimed at understanding the gross statistics and not directly useful for technology development. This paper explains learnings from a pilot study carried out in collaboration with an Emergency Medical Services provider on one of the expressways (motorways). This pilot study has resulted in development of working model that could now be scaled up at for wider application. The paper also presents some of the important observations based on the data collected.
There is a need to continue to set the right vehicle safety policy priorities in the future. Research has to point out the most cost efficient and safety relevant measures to further reduce the number of road traffic casualties. The overall development shows that the constant and rapid decrease in the number of road casualties slows down. New innovations need to enter the vehicle market soon, in order to continue the success achieved in the last decade. Priorities for vehicle safety are driven by safety and mobility demands. It is necessary to keep a strong lid on all aspects of elderly and vulnerable road users. The fraction of powered-two-wheelers (PTW) is a priority group. PTWs have a risk of being involved in an accident, 14times higher than that of a passenger car. However, the figures do also show that every second fatality is a car occupant. Therefore passenger car safety remains to be top priority. Heavy goods vehicles are overly represented in fatal accidents, addressing the need to make these vehicles more compatible with other road users. These facts highlight the necessity not only to increase vehicles" self protection, but also to make cars - and trucks - more compatible and safe. Cycling is a strongly increasing mode of transport. This is a further reason to demand better protection for cyclists and pedestrians from car design and car active and integrated safety systems. Another priority for future vehicle safety is related to demographics. It is less known that the purely demographic effect will be superimposed by an increasing wish of elderly people to be mobile. However, elderly people show deficits concerning their biomechanics. This emphasizes the need for better and more adaptive restraint systems, but also further technological challenges and demands for active safety systems. However, in order to progress, current technological limitations have to be overcome. Cost benefit considerations, but also consumer acceptance and desires, will drive this process.
This paper will outline ETSC's contribution to the European Union's road safety policy 2011-2020. It will present some of the main recommendations from ETSC's Blueprint for the 4th Road Safety Action Programme and will introduce the response to the European Commission's Road Safety Policy Orientations 2011-2020 (published July 2010). The second framework document presented is the Transport White Paper (published March 2011). The paper will focus on new targets and the new vision set for Europe's Road Safety policy picking out some issues in particular such as traffic law enforcement and the protection of vulnerable road users. It will argue that by reinforcing the current Road Safety Policy Orientations, the EU will be better placed to reach its new ambitious goal of halving road deaths by 2020 and the longer term zero casualty vision.
