Der Anteil von Geländefahrzeugen an der Gesamtzahl von Personenkraftwagen betrug im Juli 1991 in den alten Bundesländern ca. 1,1 Prozent. Nach eigenen Erhebungen sind etwa 62 Prozent der Geländefahrzeuge mit einem Frontschutzbügel ausgestattet. Der Bundesminister für Verkehr hat die BASt beauftragt zu prüfen, ob solche Konstruktionen einen Einfluss auf die Verletzungen bei Kollisionen mit Fußgängern und Zweiradbenutzern haben. Dazu wurde das Datenmaterial der Unfallerhebung der Medizinischen Hochschule Hannover ausgewertet und die um fahrzeugtechnische Angaben ergänzten Unfalldaten aus Nordrhein-Westfalen betrachtet. Weiterhin wird von Komponententests berichtet, die den Anprall menschlicher Körperteile an das Fahrzeug simulieren. Mit den Ergebnissen dieser Untersuchung wurde ein Frontschutzbügel hergestellt, der weniger aggressiv gegenüber ungeschützten Verkehrsteilnehmern ist. Zur Quantifizierung der Gefährdung von Fußgängern wurden zwei gängige Geländefahrzeugtypen mit und ohne Frontschutzbügel gemäß dem Prüfvorschlag der EEVC-WG 10 zur Bestimmung der Fußgängerverträglichkeit von Pkw-Frontflächen getestet. Die Ergebnisse aus den Versuchsreihen wurden mit Ergebnissen aus Versuchen an normalen Pkw verglichen.Es kann festgestellt werden, dass bei einem Unfall mit Kopfanprall eines Kindes an ein mit Frontschutzbügel ausgestattetes Geländefahrzeug bei 20 km/h mit gleichen Kopfbelastungen zu rechnen ist, wie bei einem Unfall mit 30 km/h mit einem Geländefahrzeug ohne Frontschutzbügel, beziehungsweise mit 40 km/h mit einem normalen Pkw. Für den Hüftanprall eines Erwachsenen an die Haubenkante ist bei einer Fahrzeuggeschwindigkeit von 25 km/h bei einem Fahrzeug mit Frontschutzbügel mit gleichen Belastungen zu rechnen, wie bei einem Unfall mit einem Fahrzeug ohne Frontschutzbügel bei 40 km/h (Pkw oder Geländewagen). Für die Belastungen des Knies eines Erwachsenen lässt sich keine Verschlechterung durch montierte Frontschutzbügel ableiten.
Es wurden Versuchsreihen mit Trageeinrichtungen von Motorrad- und Fahrradhelmen durchgeführt. Trageeinrichtungen sollen bei einem Unfall verhindern, dass es zu einem Verlust des Helms kommt. Zur Prüfung der Belastbarkeit von Trageeinrichtungen wurde ein Prüfstand entwickelt und aufgebaut, mit dem die Kraft, der ein Tragesystem standhalten kann, bestimmt werden kann. Die Ergebnisse belegen, dass Tragesysteme von Motorradhelmen Kräften widerstehen können, die fast dreimal so hoch sind, wie die unter Standardbedingungen der ECE-R 22 aufgebrachten. Vier der fünf getesteten Fahrradhelme widerstanden höheren Kräften als im Normentwurf gefordert.
Since the beginning of the testing activities related to passive pedestrian safety, the width of the test area being assessed regarding its protection level for the lower extremities of vulnerable road users has been determined by geometrical measurements at the outer contour of the vehicle. During the past years, the trend of a decreased width of the lower extremity test and assessment area realized by special features of the outer vehicle frontend design could be observed. This study discusses different possibilities for counteracting this development and thus finding a robust definition for this area including all structures with high injury risk for the lower extremities of vulnerable road users in the event of a collision with a motor vehicle. While Euro NCAP is addressing the described problem by defining a test area under consideration of the stiff structures underneath the bumper fascia, a detailed study was carried out on behalf of the European Commission, aiming at a robust, worldwide harmonized definition of the bumper test area for legislation, taking into account the specific requirements of different certification procedures of the contracting parties of the UN/ECE agreements from 1958 and 1998. This paper details the work undertaken by BASt, also serving as a contribution to the TF-BTA of the UN/ECE GRSP, towards a harmonized test area in order to better protect the lower extremities of vulnerable road users. The German In-Depth Accident Database GIDAS is studied with respect to the potential benefit of a revised test area. Several practical options are discussed and applied to actual vehicles, investigating the differences and possible effects. Tests are carried out and the results studied in detail. Finally, a proposal for a feasible definition is given and a suggestion is made for solving possible open issues at angled surfaces due to rotation of the impactor. The study shows that, in principle, there is a need for the entire vehicle width being assessed with regard to the protection potential for lower extremities of vulnerable road users. It gives evidence on the necessity for a robust definition of the lower extremity test area including stiff and thus injurious structures at the vehicle frontend, especially underneath the bumper fascia. The legal definition of the lower extremity test area will shortly be almost harmonized with the robust Euro NCAP requirements, as already endorsed by GRSP, taking into account injurious structures and thus contributing to the enhanced protection of vulnerable road users. After finalization of the development of a torso mass for the flexible pedestrian legform impactor (FlexPLI) it is recommended to consider again the additional benefit of assessing the entire vehicle width.
A legform impactor with biofidelic characteristics (FlexPLI) which is being developed by the Japanese Automobile Research Institute (JARI) is being considered as a test tool for legislation within a proposed Global Technical Regulation on pedestrian protection (UNECE, 2006) and therefore being evaluated by the Technical Evaluation Group (TEG) of GRSP. In previous built levels it already showed good test results on real cars as well as under idealised test conditions but also revealed further need for improvement. A research study at the Federal Highway Research Institute (BASt) deals with the question on how leg injury risks of modern car fronts can be revealed, reflected and assessed by the FlexPLI and how the impactor can be used and implemented as a legislative instrument for the type approval of cars according to current and future legislations on pedestrian protection. The latest impactor built level (GTα ) is being evaluated by a general review and assessment of the certification procedure, the knee joint biofidelity and the currently proposed injury criteria. Furthermore, the usability, robustness and durability as a test tool for legislation is examined and an assessment of leg injuries is made by a series of tests with the FlexPLI on real cars with modern car front shapes as well as under idealised test conditions. Finally, a comparison is made between the FlexPLI and the current european legislation tool, the legform impactor according to EEVC WG 17.
During the past five years, a Euro NCAP technical working group on pedestrian safety has been working on improving test and assessment procedures for enhanced passive pedestrian safety. After harmonizing the tools and procedures as much as possible with legislation, the work was mainly focused on the development of grid procedures for the pedestrian body regions head, upper leg with pelvis and lower leg with knee. Furthermore, the test parameters for the head and the upper leg were revised, a new lower legform impactor was introduced and the injury thresholds were adjusted or, where necessary, the injury criteria were changed. Finally, the assessment limits and colour scheme were refined, widening the range and adding two more colours in order to provide a more detailed description of the pedestrian safety performance. By abstaining from an assessment based on a worst point selection philosophy, the improved test point determination procedures that were introduced during the years 2013 and 2014 give a more homogeneous, high resolution picture of the pedestrian safety performance of the vehicle frontends. By using a uniform grid for each test zone approximately 200 test points, evenly distributed within each area, can now be assessed per vehicle. The introduction of the flexible pedestrian legform impactor in 2014 enables a more realistic injury prediction of the knee and the tibia using a biofidelic test tool. With the new upper legform test that has been launched in 2015 the assessment in that area is now focusing on the injured body region instead of the injury causing vehicle part and thus is aligned with the approach in the remaining body regions head and lower leg. At the same time, a monitoring test with the headform impactor against the bonnet leading edge is closing the possible gap between the test areas to identify injury causing vehicle parts that moved out of focus due to the introduction of the new upper legform test. The paper describes the new test and assessment procedures with their underlying philosophy and gives an outlook in terms of open issues, specifying the needs for further improvement in the future. In parallel to the work of the pedestrian subgroup, a Euro NCAP working group on heavy vehicles introduced a set of protocol changes in 2011 that were related to the assessment of M1 vehicles derived from commercial vehicles, with a gross vehicle weight between 2.5 and 3.5 tons and 8 or 9 seats. The paper also investigates the applicability of the new pedestrian test and assessment procedures to heavy vehicles.
The EVERSAFE project addressed many safety issues for electric vehicles including the crash and post-crash safety. The project reviewed the market shares of full electric and hybrid vehicles, latest road traffic accident data involving severely damaged electric vehicles in Europe, and identified critical scenarios that may be particular for electric vehicles. Also, recent results from international research on the safety of electric vehicles were included in this paper such as results from performed experimental abuse cell and vehicle crash tests (incl. non-standardized tests with the Mitsubishi i-MiEV and the BMW i3), from discussions in the UN IG REESS and the GTR EVS as well as guidelines (handling procedures) for fire brigades from Germany, Sweden and the United States of America. Potential hazards that might arise from damaged electric vehicles after severe traffic accidents are an emerging issue for modern vehicles and were summarized from the perspective of different national approaches and discussed from the practical view of fire fighters. Recent rescue guidelines were reviewed and used as the basis for a newly developed rescue procedure. The paper gives recommendations in particular towards fire fighters, but also to vehicle manufacturers and first-aiders.
Per definition, SAE Level 2 (L2) Systems perform both the lateral and longitudinal vehicle motion control with the expectation that the driver completes the Object and Event Detection and Response (OEDR). Since every system performs also parts of the OEDR itself and this amount of OEDR also varies between different L2 systems depending on the intended system design, it cannot be taken for granted that drivers automatically understand their roles and responsibilities in interaction with the system. Especially highly reliable L2 systems performing a greater amount of OEDR while at the same time requiring only little driver input over time can make it difficult for drivers to correctly identify their role and responsibility. Until now, neither application-oriented assessment methods nor design guidelines for OEDR related system design features taking safety of human-machine-interaction into account are available. The objective is therefore to deliver a standardized tool for the assessment of human-machine-interaction-related safety of vehicles with L2 systems currently available on the market. To evaluate the impact of different system design aspects on safety of human-machine-interaction and also to be able to differentiate between system designs, a holistic, standardized and application-oriented assessment procedure is proposed. The novel tablet-based assessment tool focuses not only on available standards and guidelines but measures also concrete user behaviour and user understanding in interaction with the L2 systems. The aim is to gain further insights which cannot be measured directly by simple checklist instruments. For preparation, based on international standards, literature reviews and expert consultations, a first checklistbased expert-evaluation for currently available vehicles with L2 systems was developed. These assessments are focusing on different sources of user information (e.g. user manual), human-machine-interface design as well as the prevention of unintended use by different driver monitoring techniques. The checklist-tool was developed in cooperation with experts of different EuroNCAP test laboratories and validated in a common expert workshop to gain high level of standardization and agreement. However, to assess safety of human-machine-interaction holistically beyond these rather explicit forms of information design criteria, also implicit forms of drivervehicle-communication via vehicle dynamics, functional behavior or reliability play an important role and should be taken into account. Therefore, the main and novel methodological aim is to consider also interaction related processes regarding user´s understanding of roles and responsibilities when applying automated driving functions as well as user´s awareness of automation modes or traffic situations in the modular tablet-based assessment tool.
The use of proper child restraint systems (CRS) is mandatory for children travelling in cars in most countries of the world. The analysis of the quantity of restrained children shows that more than 90% of the children in Germany are restrained. Looking at the quality of the protection, a large discrepancy between restrained and well protected children can be seen. Two out of three children in Germany are not properly restrained. In addition, considerable difference exists with respect to the technical performance of CRS. For that reason investigations and optimisations on two different topics are necessary: The technical improvement of CRS and the ease of use of CRS. Consideration of the knowledge gained by the comparison of different CRS in crash tests would lead to some improvements of the CRS. But improvement of child safety is not only a technical issue. People should use CRS in the correct way. Misuse and incorrect handling could lead to less safety than correct usage of a poor CRS. For that reason new technical issues are necessary to improve the child safety AND the ease of use. Only the combination of both parts can significantly increase child safety. For the assessment of the safety level of common CRS, frontal and lateral sled tests simulating different severity levels were conducted comparing pairs of CRS which were felt to be good and CRS which were felt to be poor. The safety of some CRS is currently at a high level. All well known products were not damaged in the performed tests. The performance of non-branded CRS was mostly worse than that of the well known products. Although the branded child restraint systems already show a high safety level it is still possible to further improve their technical performance as demonstrated with a baby shell and a harness type CRS.
Ziel des Forschungsvorhabens ist die Erstellung eines Szenarienkonzepts zur möglichst vollständigen Beschreibung der Fahraufgabe auf der Bundesautobahn. Unter Berücksichtigung existierender Ansätze wird eine auf drei Säulen basierende Struktur von Szenarien erarbeitet. Stationäre Fahrzustände bilden die erste Säule, Transitionen für zeitlich ausgedehnte Übergange zwischen diesen Zuständen bilden die zweite und überlagerte Interaktionen als dritte Säule dienen zur weiteren Erhöhung der Beschreibungsfähigkeit. Aus diesen granularen Grundbausteinen können komplexere Verkehrsszenarien als Kompositionen zusammengesetzt werden. Weiterhin werden sicherheitsrelevante Szenarien definiert, die ebenfalls aus den Grundbausteinen erstellbare Szenarien sind, aber durch ihre besonders hohe Relevanz und die Möglichkeit zur detaillierten Betrachtung ebenfalls als Grundszenarien herangezogen werden. Anforderungsverstärkende Faktoren schließlich ergänzen die Szenarienbeschreibung um besondere Umstände, etwa durch andere Verkehrsteilnehmer, die Straßenführung oder durch Umgebungsbedingungen.
Das Gesamtkonzept wurde im Rahmen des Projekts in einem internationalen Expertenworkshop vorgestellt und erörtert. Im Zuge dessen wurden zur Begegnung offener Punkte weitere Szenarien und anforderungsverstärkende Faktoren hinzugefügt.
Die grundsätzliche Validität des Konzepts und insbesondere die Realisierbarkeit in der Praxis wird durch die Umsetzung einer automatischen Erkennung dieser Szenarien aus dem Verkehrsdatensatz „highD“ gezeigt. Die dabei gewonnenen Erkenntnisse spiegeln sich ebenfalls im Szenarienkonzept wider.
Das Gesamtergebnis wird festgehalten in einem Codebook, welches eine Beschreibung aller Szenarien inklusive der für sie relevanten Messgrößen definiert.
There is considerable evidence for the negative effects of driver distraction on road safety. In many experimental studies, drivers have been primarily viewed as passive receivers of distraction. Thus, there is a lack of research on the mediating role of their self-regulatory behavior. The aim of the current study was to compare drivers' performance when engaged in a system-paced secondary task with a self-paced version of this task and how both differed from baseline driving performance without distraction. Thirty-nine participants drove in a simulator while performing a secondary visual"manual task. One group of drivers had to work on this task in predefined situations under time pressure, whereas the other group was free to decide when to work on the secondary task (self-regulation group). Drivers' performance (e.g., lateral and longitudinal control, brake reaction times) was also compared with a baseline condition without any secondary task. For the system-paced secondary task, distraction was associated with high decrements in driving performance (especially in keeping the lateral position). No effects were found for the number of collisions, probably because of the lower driving speeds while distracted (compensatory behavior). For the self-regulation group, only small impairments in driving performance were found. Drivers engaged less in the secondary task during foreseeable demanding or critical driving situations. Overall, drivers in the self-regulation group were able to anticipate the demands of different traffic situations and to adapt their engagement in the secondary task, so that only small impairments in driving performance occurred. Because in real traffic drivers are mostly free to decide when to engage in secondary tasks, it can be concluded that self-regulation should be considered in driver distraction research to ensure ecological validity.
Although cruise control (CC) is available for most cars, no studies have been found which examine how this automation system influences driving behaviour. However, a relatively large number of studies have examined adaptive cruise control (ACC) which compared to CC includes also a distance control. Besides positive effects with regard to a better compliance to speed limits, there are also indications of smaller distances to lead vehicles and slower responses in situations that require immediate braking. Similar effects can be expected for CC as this system takes over longitudinal control as well. To test this hypothesis, a simulator study was conducted at the German Aerospace Center. Twenty-two participants drove different routes (highway and motorway) under three different conditions (assisted by ACC, CC and manual driving without any system). Different driving scenarios were examined including a secondary task condition. On the one hand, both systems lead to lower maximum velocities and less speed limit violations. There was no indication that drivers shift more of their attention towards secondary tasks when driving with CC or ACC. However, there were delayed driver reactions in critical situations, e.g., in a narrow curve or a fog bank. These results give rise to some caution regarding the safety effects of these systems, especially if in the future their range of functionality (e.g., ACC Stop-and-Go) is further increased.
The objective of this deliverable is to describe the expected influence of the candidate test procedures developed in FIMCAR for frontal impact on other impact types. The other impact types of primary interest are front-to-side impacts, collisions with road restraint systems (e.g. guardrails), and heavy goods vehicle impacts. These collision types were chosen as they involve structures that can be adapted to improve safety. Collisions with vulnerable road users (VRU) were not explicitly investigated in FIMCAR. It is expected that the vehicle structures of interest in FIMCAR can be designed into a VRU friendly shell. Information used for this deliverable comes from simulations and car-to-car crash tests conducted in FIMCAR or review of previous research. Three test configurations (full width, offset, and moving deformable barriers) were the input to the FIMCAR selection process. There are three different types of offset tests and two different full width tests. During the project test procedures could be divided into three groups that provide different influences or outcomes on vehicle designs: 1. The ODB barrier provides a method to assess part of the vehicles energy absorption capabilities and compartment test in one test. 2. The FWRB and FWDB have similar capabilities to control structural alignment, further assess energy absorption capabilities, and promote the improvements in the occupant restraint system for high deceleration impacts. 3. The PDB and MPDB can be used to promote better load spreading in the vehicle structures, in addition to assessing energy absorption and occupant compartment strength in an offset configuration. The consortium selected the ODB and FWDB as the two best candidates for short term application in international rulemaking. The review of how all candidates would affect vehicle performance in other impacts (beside front-to-front vehicle or frontal impacts with fixed obstacles) however is reported in this deliverable to support the benefit analysis reported in FIMCAR. The grouping presented above is used to discuss all five test candidates using similarities between certain tests and thereby simplify the discussion.
The objectives of the FIMCAR (Frontal Impact and Compatibility Assessment Research) project are to answer the remaining open questions identified in earlier projects (such as understanding of the advantages and disadvantages of force based metrics and barrier deformation based metrics, confirmation of specific compatibility issues such as structural interaction, investigation of force matching) and to finalise the frontal impact test procedures required to assess compatibility. Research strategies and priorities were based on earlier research programs and the FIMCAR accident data analysis. The identified real world safety issues were used to develop a list of compatibility characteristics which were then prioritised within the consortium. This list was the basis for evaluating the different test candidates. This analysis resulted in the combination of the Full Width Deformable Barrier test (FWDB) with compatibility metrics and the existing Offset Deformable Barrier (ODB) as described in UN-ECE Regulation 94 with additional cabin integrity requirement as being proposed as the FIMCAR assessment approach. The proposed frontal impact assessment approach addresses many of the issues identified by the FIMCAR consortium but not all frontal impact and compatibility issues could be addressed.

For the assessment of vehicle safety in frontal collisions compatibility (which consists of self and partner protection) between opponents is crucial. Although compatibility has been analysed worldwide for years, no final assessment approach has been defined to date. Taking into account the European Enhanced Vehicle safety Committee (EEVC) compatibility and frontal impact working group (WG15) and the EC funded FP5 VC-COMPAT project activities, two test approaches have been identified as the most promising candidates for the assessment of compatibility. Both are composed of an off-set and a full overlap test procedure. In addition another procedure (a test with a moving deformable barrier) is getting more attention in today- research programmes. The overall objective of the FIMCAR project is to complete the development of the candidate test procedures and propose a set of test procedures suitable for regulatory application to assess and control a vehicle- frontal impact and compatibility crash safety. In addition an associated cost benefit analysis should be performed. The specific objectives of the work reported in this deliverable were: - Determine if previously identified compatibility issues are still relevant in current vehicle fleet: Structural interaction, Frontal force matching, Compartment strength in particular for light cars. - Determine nature of injuries and injury mechanisms: Body regions injured o Injury mechanism: Contact with intrusion, Contact, Deceleration / restraint induced. The main data sources for this report were the CCIS and Stats 19 databases from Great Britain and the GIDAS database from Germany. The different sampling and reporting schemes for the detailed databases (CCIS & GIDAS) sometimes do not allow for direct comparisons of the results. However the databases are complementary " CCIS captures more severe collisions highlighting structure and injury issues while GIDAS provides detailed data for a broader range of crash severities. The following results represent the critical points for further development of test procedures in FIMCAR.
Um die Automobilhersteller zu animieren, mehr als die gesetzlich geforderte Sicherheit anzubieten, haben strengere Versuche im Rahmen des Verbraucherschutzes in den letzten Jahren nicht nur in den USA, sondern auch in Europa deutlich an Bedeutung zugenommen. Besonders Initiativen aus England ist es zu verdanken, dass sich heute die Testverfahren nach dem sogenannten Euro NCAP, dem European New Car Assessment Programme, durchgesetzt haben. Diese Entwicklung wurde auch von der Europäischen Kommission unterstützt. Ziel des Euro NCAP ist es, die unabhängige und objektive Bewertung des Sicherheitsniveaus von Fahrzeugen zu einer transparenten und leicht verständlichen Verbraucherberatung zu fördern. Weiterhin sollen objektive Bewertungsverfahren entwickelt werden, um die Fahrzeughersteller zu ermutigen, die Fahrzeuge sicherer zu machen. Im Beitrag wird auf die Struktur des Euro NCAP sowie auf seine Arbeitsweise eingegangen. Vorgestellt werden ferner bisherige Testphasen mit Fahrzeugen deutscher Hersteller oder Tochtergesellschaften sowie deren Bewertung.
Euro NCAP will start to test pedestrian Automatic Emergency Braking Systems (AEB) from 2016 on. Test procedures for these tests had been developed by and discussed between the AsPeCSS project and other initiatives (e.g. the AEB group with Thatcham Research from the UK). This paper gives an overview on the development process from the AsPeCSS side, summarizes the current test and assessment procedures as of March 2015 and shows test and assessment results of five cars that had been tested by BASt for AsPeCSS and the respective manufacturer. The test and assessment methodology seems appropriate to rate the performance of different vehicles. The best test result - still one year ahead of the test implementation - is around 80%, while the worst rating result is around 10%. Other vehicles are between these boundaries.
A methodology to derive precision requirements for automatic emergency braking (AEB) test procedures

AEB Systems are becoming important to increase traffic safety. Test procedures in testing for consumer information, manufacturer self-certification and technical regulations are used to ensure a certain minimum performance of these systems. Consequently, test robustness, test efficiency and finally test cost become increasingly important. The key driver for testing effort and test costs is the required repeatable accuracy in a test design - the higher the accuracy, the higher effort and test costs. On the other hand, the performance of active safety systems depends on time discretization in the environment perception and other sub-systems: for instance, typical sensors supply information with a cycle time of 50 - 150 ms. Time discretization results in an inherent spread of system performance, even if the test conditions are perfectly equal. The proposed paper shows a methodology to derive requirements for a test setup (e.g. test repeats, use of driving robots, ...) as function of AEB system generation and rating method (e.g. Euro NCAP points awarded, pass/fail, ...). While the methodology itself is applicable to AEB pedestrian and AEB Car-Car scenarios, due to the lack of sufficient test data for AEB Car-Car, the focus of this paper is on AEB pedestrian scenarios. A simulation model for the performance of AEB Pedestrian systems allows for the systematic variation of the discretization time as well as test condition accuracy. This model is calibrated with test results of 4 production vehicles for AEB Pedestrian, all fully tested by BASt according to current Euro NCAP test protocols. Selected parameters to observe the accuracy of the test setup in case of pedestrian AEB is the calculated impact position of pedestrian on the vehicle front (as if no braking would have occurred), and the test vehicle speed accuracy. These variable was shown in real tests to be repeatable in the range of ± 5 cm and ± 0,25 km/h, respectively, with a fully robotized state of the art test setup. The sensitivity of AEB performance (measured in achieved speed reduction as well as overall rating result according to current Euro NCAP rating methods) towards discretization and the sensitivity of performance towards test accuracy then is compared to identify economic yet robust test concepts. These comparisons show that the available repeatability accuracy of current test setups is more than sufficient for today's AEB system capabilities. Time discretization problems dominate the performance spread especially in test scenarios with a limited pedestrian dummy reveal time (e.g. child behind obstruction, running adult scenarios with low car speeds). This would allow to increase test tolerances to decrease test cost. A methodology which allows to derive the required tolerances in active safety tests might be valuable especially for NCAPs of emerging countries that do not have the necessary equipment (e.g. driving robots, positioning units) available for the full-scale and high tolerance EuroNCAP active safety procedures yet still want to rate active safety systems, thus improving the global safety.
It is commonly agreed that active safety will have a significant impact on reducing accident figures for pedestrians and probably also bicyclists. However, chances and limitations for active safety systems have only been derived based on accident data and the current state of the art, based on proprietary simulation models. The objective of this article is to investigate these chances and limitations by developing an open simulation model. This article introduces a simulation model, incorporating accident kinematics, driving dynamics, driver reaction times, pedestrian dynamics, performance parameters of different autonomous emergency braking (AEB) generations, as well as legal and logical limitations. The level of detail for available pedestrian accident data is limited. Relevant variables, especially timing of the pedestrian appearance and the pedestrian's moving speed, are estimated using assumptions. The model in this article uses the fact that a pedestrian and a vehicle in an accident must have been in the same spot at the same time and defines the impact position as a relevant accident parameter, which is usually available from accident data. The calculations done within the model identify the possible timing available for braking by an AEB system as well as the possible speed reduction for different accident scenarios as well as for different system configurations. The simulation model identifies the lateral impact position of the pedestrian as a significant parameter for system performance, and the system layout is designed to brake when the accident becomes unavoidable by the vehicle driver. Scenarios with a pedestrian running from behind an obstruction are the most demanding scenarios and will very likely never be avoidable for all vehicle speeds due to physical limits. Scenarios with an unobstructed person walking will very likely be treatable for a wide speed range for next generation AEB systems.
Zum gegenwärtigen Zeitpunkt werden verschiedene Ansätze diskutiert, wie der Verbesserung der Straßenverkehrssicherheit durch den Einsatz moderner Fahrerassistenzsysteme (FAS) neue Impulse gegeben werden können. Unter dem Dach der von der Europäischen Kommission gemeinsam mit der Industrie im Frühjahr 2002 ins Leben gerufenen eSafety-Initiative soll die Entwicklung und Implementierung "Intelligenter Integrierter Sicherheitssysteme" (Intelligent Integrated Road Safety Systems) koordiniert und vorangetrieben werden. Erwartet werden hiervon entscheidende Beiträge zur Erreichung der bis zum Jahr 2010 angestrebten Halbierung der Zahl der Verkehrstoten in Europa, entsprechend dem Weissbuch der Europäischen Kommission. Intelligente Unterstützung des Fahrers meint in diesem Zusammenhang die Berücksichtigung des Gesamtsystems "Fahrer-Fahrzeug-Umwelt". Für die fahrzeugseitige Umsetzung der Unterstützungsfunktion wurden verschiedene Ausformungsgrade (zum Beispiel Information, Warnung, korrigierender Eingriff) vorgeschlagen und entwickelt. Die BASt ist an einer Reihe von Projekten und Arbeitsgruppen beteiligt, die sich direkt oder indirekt mit Fragen befassen, die sich bei der Entwicklung und Bewertung intelligenter FAS zur Beeinflussung der Fahrzeuggeschwindigkeit stellen. Im Mittelpunkt stehen dabei vor allem Fragen der Sicherheitsbewertung und der Machbarkeit, wie zum Beispiel - Realisierung der fahrzeugseitigen Umsetzung, - Kosten-Nutzen-Gesichtspunkte, - Rechtliche Aspekte, - Voraussetzungen der Datenbasis. Beispielsweise ist die BASt an der von ERTICO koordinierten "SpeedAlert"-Initiative beteiligt. Ziel dieser Aktivität ist die europaweite Implementierung eines Geschwindigkeitswarnsystems. An der hierzu im Jahre 2001 gegründeten "SpeedAlert" Arbeitsgruppe beteiligen sich Industrie und Verwaltung.

Auf dieser Basis lassen sich sowohl informierende und warnende Funktionen als auch solche, die nur temporär in unfallgeneigten Situationen intervenieren, im Detail beschrieben. Das ermöglicht es, eine eigenständige Klassifikation für unfallgeneigte Situationen zu erstellen; dies kann für diese wichtigen Funktionen die eigenständige Sichtbarkeit herstellen, die ihrer Bedeutung gerecht wird.

Die zukünftige Entwicklung der Straßenverkehrssicherheit und damit auch der Fahrzeugsicherheit wird durch gesellschaftliche, wirtschaftliche, klimapolitische und verkehrspolitische Rand- und Rahmenbedingungen und die voranschreitende technische Entwicklung geprägt sein, die auch für den Gesetzgeber eine Herausforderung darstellen. So wird sich auch das Folgeprogramm des Bundesministeriums für Verkehr, Bau und Stadtentwicklung (BMVBS) für das derzeitige aus dem Jahr 2001 stammende "Programm für mehr Sicherheit im Straßenverkehr" an den Schwerpunkten des "4th Road Safety Action Programme" ausrichten, das im Frühjahr 2010 durch die EU-Kommission veröffentlicht werden soll. Im Prozess zu einer weiteren Verbesserung der Straßenverkehrssicherheit werden unter anderem der demografische Wandel in unserer Gesellschaft, die durch eine erforderliche CO2-Reduktion bedingte Einführung alternativer Antriebe (Elektromobilität) verbunden mit Leichtbau sowie die gesetzlichen Rahmenbedingung (Wiener Abkommen) eine bedeutende Rolle spielen. Die Klärung der gesetzlichen Rahmenbedingungen ist unerlässlich, um die Vision vom unfallfreien Fahren Realität werden lassen zu können.
Seit 1997 gibt es in Europa unter dem Namen Euro NCAP (European New Car Assessment Programme) einheitliche Test- und Ratingverfahren. Sie liefern Informationen über den Insassen- und über den Fußgängerschutz. Euro NCAP hat seither fast 90 Fahrzeugmodelle in jeweils drei unterschiedlichen Crashtest-Konfigurationen untersucht und die Ergebnisse den europäischen Konsumenten zugänglich gemacht. Im Beitrag wird auf die Testbedingungen, die Euro NCAP-Ratingverfahren sowie auf die Weiterentwicklung von Euro NCAP eingegangen. Ein wichtiger Aspekt wird dabei auch die weltweite Harmonisierung der Test- und Ratingverfahren sein.
Der Vorschlag, dass alle Kraftfahrzeuge auch am Tag mit Licht fahren sollen, wird seit vielen Jahren national und international diskutiert. Aufgrund dessen hat das Bundesministerium für Verkehr, Bau- und Wohnungswesen die Bundesanstalt für Straßenwesen beauftragt, die Auswirkungen des Fahrens mit Licht am Tag auf die Straßenverkehrssicherheit in Deutschland im Rahmen eines Forschungsprojektes genauer zu untersuchen. Auf der Basis einer Bewertung der internationalen Literatur zur Wirksamkeit des Fahrens mit Licht am Tag kommt die BASt zu dem Ergebnis, dass bei obligatorischer Einführung dieser Verkehrssicherheitsmaßnahme in der Bundesrepublik Deutschland eine deutliche Verbesserung der Verkehrssicherheit erwartet werden kann. Die Unfallrückgänge liegen in einer Größenordnung von über 3%. Die Befürchtung, dass sich demgegenüber Nachteile für schwächere Verkehrsteilnehmer, insbesondere Motorradfahrer, ergeben und deren Unfallhäufigkeit steigt, konnte nicht erhärtet werden. Die obligatorische Einführung des Fahrens mit Licht am Tag ist unter gesamtwirtschaftlichen Gesichtspunkten auch effizient. Den zu erwartenden Sicherheitsnutzen in Höhe von umgerechnet 1 Mrd. € je Jahr stehen Kosten in Folge des zunehmenden Kraftstoffverbrauchs und der damit verbundenen Emissionen in Höhe von 630 Mio. € (ungünstigster Fall: Fahren mit Abblendlicht) gegenüber. Auf lange Sicht sinken mit speziellen Tagfahrleuchten diese Kosten auf 150 Mio. € (Tagfahrleuchten in Glühlampentechnik) oder sogar nur 60 Millionen Euro (Tagfahrleuchten in LED-Technik). Es wird deshalb empfohlen, - für Neufahrzeuge eine Ausrüstung mit Tagfahrleuchten mit automatischer Aktivierung, gekoppelt an die Zündung, vorzuschreiben, - sowie einen Dämmerungsschalter zur automatischen Einschaltung des Abblendlichts obligatorisch einzuführen. Um einen nachteiligen Sicherheitseffekt durch die Durchmischung mit beleuchteten und unbeleuchteten Fahrzeugen zu vermeiden, ist für Altfahrzeuge ohne spezielle Tagfahrleuchten das Fahren mit Licht am Tag ganzjährig auf dem gesamten Straßennetz dringend zu empfehlen. Die Empfehlung für den bestehenden Kraftfahrzeugbestand sollte spätestens zum Zeitpunkt der Einführung der Ausstattungsvorschrift für die Neufahrzeuge ausgesprochen werden.
Motorcycling is a fascinating kind of transportation. While the riders' direct exposure to the environment and the unique driving dynamics are essential to this fascination, they both cause a risk potential which is several times higher than when driving a car. This chapter gives a detailed introduction to the fundamentals of motorcycle dynamics and shows how its peculiarities and limitations place high demands on the layout of dynamics control systems, especially when cornering. The basic principles of dynamic stabilization and directional control are addressed along with four characteristic modes of instability (capsize, wobble, weave, and kickback). Special attention is given to the challenges of braking (brake force distribution, dynamic over-braking, kinematic instability, and brake steer torque induced righting behavior). It is explained how these challenges are addressed by state-of-the-art brake, traction, and suspension control systems in terms of system layout and principles of function. It is illustrated how the integration of additional sensors " essentially roll angle assessment " enhances the cornering performance in all three categories, fostering a trend to higher system integration levels. An outlook on potential future control systems shows exemplarily how the undesired righting behavior when braking in curves can be controlled, e.g., by means of a so-called brake steer torque avoidance mechanism (BSTAM), forming the basis for predictive brake assist (PBA) or even autonomous emergency braking (AEB). Finally, the very limited potential of brake and chassis control to stabilize yaw and roll motion during unbraked cornering accidents is regarded, closing with a promising glance at roll stabilization through a pair of gimbaled gyroscopes.
Kamera-Monitor-Systeme (KMS) können bei Kraftfahrzeugen dazu verwendet werden, die Sicht nach hinten für den Fahrer auf einem im Fahrzeug montierten Monitor darzustellen. Dies bietet auch die Möglichkeit, herkömmliche Außenspiegel durch geeignete KMS zu ersetzen und damit neue Designvarianten mit aerodynamischen Vorteilen umsetzen zu können. Da es sich bei den Außenspiegeln jedoch um ein sicherheitsrelevantes Fahrzeugteil zur Gewährleistung der indirekten Sicht nach hinten handelt (Anforderungen sind in der UN-Regelung Nr. 46 festgelegt), stellt sich die Frage, ob KMS einen gleichwertigen Ersatz für Spiegel bieten können. In der vorliegenden Studie wurden das KMS und der herkömmliche Außenspiegel während der Durchführung von Versuchsfahrten und statischen Tests unter verschiedenen äußeren Bedingungen verglichen und bewertet. Untersuchungsgegenstand waren zum einen technische Aspekte, zum anderen Fragestellungen zur Gestaltung der Mensch-Maschine-Interaktion. Für die Versuche mit Pkw standen zwei Fahrzeuge zur Verfügung: Ein Fahrzeug, das in Kleinserie hergestellt wird und bereits nur mit KMS als Ersatz für Außenspiegel ausgerüstet ist, sowie ein Fahrzeug der Kompaktklasse, an dem sowohl ein KMS als Nachrüstsatz verbaut war als auch die herkömmlich vorhandenen Außenspiegel. Letztere konnten für Fahrten ausschließlich mit KMS abgedeckt werden. Für die Versuche am Lkw stand eine Sattelzugmaschine mit Auflieger zur Verfügung. Die Fahrerkabine war mit einem nachgerüsteten KMS ausgestattet. Grundsätzlich hat sich gezeigt, dass es möglich ist, die indirekte Sicht nach hinten sowohl bei Pkw als auch bei Lkw durch KMS, die gewisse Qualitätskriterien erfüllen, für den Fahrer ausreichend darstellen zu können. Je nach Ausgestaltung bietet ein KMS sogar die Möglichkeit, mehr Information über den rückwärtigen Raum zu präsentieren als es mit Spiegelsystemen möglich ist. Es hat sich auch gezeigt, dass der Umstieg von Spiegeln auf KMS immer einer gewissen Gewöhnungsphase bedarf, diese jedoch verhältnismäßig kurz ist und nicht notwendigerweise zu sicherheitskritischen Situationen führt.
Camera-monitor systems (CMS) can be used in motor vehicles to display the driver's rear view on a monitor mounted inside the vehicle. This also offers the possibility of replacing conventional exterior mirrors with suitable CMS and thereby implementing new design concepts with aerodynamic advantages. However, as exterior mirrors are safety-relevant vehicle parts for securing the driver's indirect rear view (requirements specified in UN Regulation No. 46), the question arises whether CMS can provide an equivalent substitute for mirrors. In the scope of this study, CMS and conventional exterior mirrors were compared and assessed in test drives and static tests under different external conditions. On the one hand, the examination of technical aspects, and on the other hand, issues pertaining to the design of the human-machine interaction, were the objects of the study. Two vehicles were available for the trials with passenger vehicles: A vehicle, manufactured in small series, which is already equipped with CMS as sole replacement for the exterior mirrors, as well as a compact class vehicle which had a CMS retrofitted by the car manufacturer in addition to conventionally used exterior mirrors. The latter could be covered exclusively for trips with CMS. A tractor unit with semitrailer was available for the truck trials. The driver's cabin was equipped with a CMS system developed by the vehicle manufacturer. In general, it was shown that it is possible to display the indirect rear view sufficiently for the driver, both for cars and trucks, using CMS which meet specific quality criteria. Depending on the design, it is even possible to receive more information about the rear space from a CMS than is possible with mirror systems. It was also shown that the change from mirrors to CMS requires a certain period of familiarisation. However, this period is relatively short and does not necessarily result in safety-critical situations.
Within the automotive context camera monitor systems (CMS) can be used to present views of the traffic situation behind the vehicle to the driver via a monitor mounted inside the cabin. This offers the opportunity to replace classical outside rearview mirrors and therefore to implement new design concepts, aerodynamically optimized vehicle shapes and to reduce the width of the vehicle. Further, the use of a CMS offers the potential to implement functionalities like warnings or situation-adaptive fields of view that are not feasible with conventional rearview mirrors. Despite these potential advantages, it is important to consider the possible technical constraints of this technology and its effect on driver perception and behavior. On the technical side next to the field of view and die robustness of die system, aspects as its functionality at day and night as well as under varying weather conditions should be object to scientific investigation. Concerning human machine interaction, it has to be considered, that the perception of velocities and distances of approaching vehicles might be different for CMS as compared to conventional rearview mirrors and potential influences of factors as the Position of the displays or drivers' age should be taken into account. In order to shed light on these and further open issues, BASt is currently conducting a study that will cover the use of CMS under controlled conditions as well in real traffic. The first part of the study will focus on passenger cars, while in a second step the empirical investigation will be extended to heavy goods vehicles, where the potentials as well as the limitations of CMS might differ considerably. The presentation will cover the first part, with regard to the experimental design, implementation and initial results if already available.
Fahrzeuge, die mit alternativen Antrieben ausgestattet sind, machen 2013 lediglich etwa 2 Prozent des Pkw-Gesamtbestandes aus. Um jedoch die zukünftige Entwicklung von Fahrzeugen mit alternativem Antrieb in Deutschland analysieren und mögliche negative Auswirkungen auf die Verkehrssicherheit identifizieren zu können, ist eine langfristige Beobachtung des Fahrzeugmarktes und des Unfallgeschehens notwendig. Der vorliegende Bericht zeigt in den Kapiteln 2 und 3 die technischen Entwicklungen von Fahrzeugen mit alternativem Antrieb auf und gibt einen Überblick über die Rahmenbedingungen des deutschen Marktes bis 2015. In den Kapiteln 4 und 5 werden der Bestand sowie das Unfallgeschehen näher betrachtet. Der Bericht liefert in diesem statistischen Teil Daten für das Berichtsjahr 2013.
Zu Beginn des Jahres 2016 macht der Anteil der Pkws mit alternativem Antrieb rund 2% des Pkw-Gesamtbestandes aus. Der Bestand an Pkw mit alternativem Antrieb stieg auf rund 712.000 Fahrzeuge im Jahr 2016 (ein Plus von etwa 11% gegenüber 2013). Um die zukünftige Entwicklung von Fahrzeugen mit alternativem Antrieb in Deutschland beurteilen zu können, initiierte die Bundesanstalt für Straßenwesen (BASt) im Auftrag des Bundesministeriums für Verkehr und digitale Infrastruktur (BMVI) schon im Jahr 2010 die Einrichtung einer langfristigen Beobachtung des Fahrzeugmarktes und des Unfallgeschehens von Fahrzeugen mit alternativen Antriebsarten mit dem Ziel, die tatsächliche Umsetzung des technologischen Fortschritts in marktgängige Produkte zu verfolgen, frühzeitig Kenntnis über die Bestandsentwicklung zu erhalten sowie mögliche Fehlentwicklungen " insbesondere mit Blick auf die Verkehrssicherheit " zu identifizieren. Vor allem die Betrachtung des letzten Punktes soll die Möglichkeit schaffen, Vorschläge für eine sinnvolle Steuerung der Entwicklung leisten zu können. Nachfolgend werden in Kapitel 2 die technischen Entwicklungslinien des Marktes für Fahrzeuge mit alternativem Antrieb dargestellt. In den Kapiteln 3 und 4 werden der Bestand sowie das Unfallgeschehen näher betrachtet.
This paper describes the methodology for the assessment of the socio-economic impact of SAFESPOT applications. The applications selected for the assessment cover vehicle to vehicle (v2v) as well as vehicle to infrastructure (v2i) communication systems. The applications address main problem areas of road safety: accidents at intersections, accidents due to hazardous road and weather conditions and accidents due to over speeding and inappropriate distance. The assessment methodology relies in its core on cost-benefit analysis (CBA) as the most widespread tool to assess the profitability of applications form the society point of view. The assessment is however not limited to CBA but also considers the economic effects for particular stakeholder groups such as users, public authorities and the like. Their individual cost and benefits can be investigated in stakeholder analyses. Both elements, CBA and stakeholder analysis, form an integrated assessment approach which is applied here. The assessment makes use of the sound methodological base which was provided by projects such as SEiSS and eIMPACT. Some characteristics of co-operative systems however call for special attention within the assessment. Most prominently, the assessment will concentrate on a bundle of applications. The impact of this bundle will be assessed under the conditions of different business and service models. These issues will be addressed in the paper. Moreover, this paper also provides insight in likely patterns of results and first results of socio-economic impact assessment itself.

In dem Bericht sind bisherige Erfahrungen zusammengestellt, die bei der Durchführung von Fahrproben gemacht wurden. Im einzelnen werden Verfahrensvorschläge für folgende Problembereiche erörtert: Einflussfelder, Untersuchungsinstrumente und Entwicklung von Fahrversuchen; Operationalisierung der Fragestellung; Fahrraumdefinitionen (Fahrraum und Umfeld); Verknüpfung von Situation und Fahrraumumfeld; Grundlagen und Festlegung der statistischen Prüfmethoden; Anforderungen an die Messstrecke, das Messfahrzeug und die Auswerteeinheit; Versuchsdesign und statistische Sicherheitswahrscheinlichkeit; Versuchspersonenauswahl; Homogenisierung der Versuchspersonenstichprobe; Effektstärken; Stichprobengröße; Datenerhebung; Datenstrukturierung; Auswertung sowie Dokumentation. Es handelt sich nicht um ein in sich geschlossenes Methodenbuch, sondern um einen Methodenaufriss einschließlich Literaturangaben.
New vehicle types are extensively tested to check almost all factors that influence ride and handling. With reference to the Association of German Car Tuners" (VDAT e.V.) valuations, approximately 10% of all cars in Germany are being modified by their owners. 28 % of those modifications" sales are divergent wheel-tire combinations, 13 % are tuning measures on the chassis suspension or wheel spacers. In almost all cases the singular modifications present a general permission for specific vehicles they have been tested in. Combined tuning measures, however, are often checked by just one inspector, following a procedure of mostly subjective assessment criteria. Today, critical attributes are only being observed, in case a vehicle is involved in an accident and the modifications are identified as crash causal factors or as a cofactor on the development of a crash. For the first time, a field study allows a survey of safety affecting chassis modifications. The test layout has to comply with some basic conditions. Different vehicle concepts with a wide margin of modifications are required to get a high transferability of the results. A total amount of more than 150 tested vehicles serves the same purpose. The tests are limited concerning the installation time of measurement techniques and the requirement that no damage, defilement or immoderate wear of the vehicles are accepted by their owners. Due to such factors as well as the driver Ìs acceptance, the vehicles are controlled by its owners instead of robots or test drivers. For keeping down the driver- influence, the lane has narrow boundaries and the driver has to drive in strictly adherence to the given instructions. After gathering all modifications, as well as static and kinematic parameters like the toe and camber angle, dynamic testing of predominantly lateral dynamics is conducted. Besides standardized tests like the ISO 3888-2 (Obstacle Avoidance) or the ISO 14512 (Braking on Surfaces with Split Coefficient of Friction), to test the influence of modified kingpin offsets caused by wheel spacers, some deviant tests are conducted. Those are required due to the demand of objective test results for road tests with vertical induced stimulation of the chassis suspension. Hence, new tests on corner braking with and without vertical stimulation have been developed. The interpretation of data includes thresholds, e.g. the maximum entrance velocity without hitting cones, on the one hand, and the analysis of characteristics of data concerning time and frequency range, "1-second values" and peak response times on the other hand. Besides the thresholds as indicators for the achievable velocities, which are mainly affected by friction coefficients, the vehicle reaction in the course of time characterizes the vehicle reaction in the threshold range and consequently the operational demands on the driver. The field study has started and promises the first long-range analysis of chassis modifications. The results offer a basis for hypothesis and resultant further test layouts for oncoming studies of the identified critical tuning measures.
Established in 1997, the European New Car Assessment Programme (Euro NCAP) provides consumers with a safety performance assessment for the majority of the most popular cars in Europe. Thanks to its rigorous crash tests, Euro NCAP has rapidly become an important driver safety improvement to new cars. After ten years of rating vehicles, Euro NCAP felt that a change was necessary to stay in tune with rapidly emerging driver assistance and crash avoidance systems and to respond to shifting priorities in road safety. A new overall rating system was introduced that combines the most important aspects of vehicle safety under a single star rating. The overall rating system has allowed Euro NCAP to continue to push for better fitment and higher performance for vehicles sold on the European market. In the coming years, the safety rating is expected to play an important role in the support of the roll-out of highly automated vehicles.
In Germany the number of casualties in passenger car to pedestrian crashes has been reduced by a considerable amount of 40% as regards fatalities and 25% with regard to seriously injured pedestrians since the year 2001. Similar trends can be seen in other European countries. The reasons for that positive development are still under investigation. As infrastructural or behavioral changes do in general take a longer time to be effective in real world, explanations related to improved active and passive safety of passenger vehicles can be more relevant in providing answers for this trend. The effect of passive pedestrian protection " specified by the Euro NCAP pedestrian test result " is of particular interest and has already been analyzed by several authors. However, the number of vehicles with some valid Euro NCAP pedestrian score (post 2002 rating) was quite limited in most of those studies. To overcome this problem of small datasets German National Accident Records have been taken to investigate a similar objective but now based on a much bigger dataset. The paper uses German National Accident Records from the years 2009 to 2011. In total 65.140 records of pedestrian to passenger car crashes have been available. Considering crash parameters like accident location (rural / urban areas) etc., 27.143 of those crashes have been classified to be relevant for the analysis of passive pedestrian safety. In those 27.143 records 7.576 Euro NCAP rated vehicles (post 2002 rating) have been identified. In addition it was possible to identify vehicles which comply with pedestrian protection legislation (2003/102/EG) where phase 1 came into force in October 2005. A significant correlation between Euro NCAP pedestrian score and injury outcome in real-life car to pedestrian crashes was found. Comparing a vehicle scoring 5 points and a vehicle scoring 22 points, pedestrians" conditional probability of getting fatally injured is reduced by 35% (from 0.58% to 0.37%) for the later one. At the same time the probability of serious injuries can be reduced by 16% (from 27.4% to 22.9%). No significant injury reducing effect, associated with the introduction of pedestrian protection legislation (phase 1) was detected. Considerable effects have also been identified comparing diesel and gasoline cars. Higher engine displacements are associated with a lower injury risk for pedestrians. The most relevant parameter has been "time of accident", whereas pedestrians face a more than 2 times higher probability to be fatally injured during night and darkness as compared to daytime conditions.
Vor dem Hintergrund der derzeitigen Verkehrs- und Unfallsituation sowie verkehrsrechtlicher Vorschriften wurde durch Auswertung humanwissenschaftlicher und technischer Literatur eine Sachstandsbeschreibung erstellt, die die in Zusammenhang mit Auffahrunfällen und ihrer Verhinderung stehenden Aspekte aufzeigt. Als fahrzeugtechnische Hilfen zur Einhaltung eines ausreichenden Abstandes zwischen hintereinander fahrenden Fahrzeugen werden dabei vorrangig autarke Systeme - das sind solche, bei denen sich alle notwendigen Vorrichtungen im Fahrzeug befinden - betrachtet. Möglichkeiten und Grenzen der bekannten technischen Hilfsmittel, insbesondere der Abstandswarn- und Abstandsregelungseinrichtungen werden aufgezeigt. Es stellte sich heraus, dass den Warnstrategien sowie ihren Auswirkungen auf den Verkehrsablauf und die Verkehrssicherheit besondere Bedeutung zukommt. In diesem Zusammenhang werden auch Zielkonflikte, insbesondere zwischen Sicherheitsforderungen und Fahrerakzeptanz, deutlich. Im Teil I des Berichts erfolgt die zusammenfassende Beschreibung und kritische Wertung des Sachstandes. Im Teil II werden die Auswerteergebnisse zu den angesprochenen Fragenkomplexen im einzelnen dargestellt. Teil III enthält eine Kurzdokumentation der für die Erstellung des Berichts wesentlichsten Literaturstellen.
In der BRD hatten 1977 etwa 39.000 bis 46.000 Pkw einen Brandschaden durch Flammen- und/oder Glutwirkung. Der Sachschadenaufwand der Kraftfahrzeugversicherer betrug 52 Mio. DM. Schwere Personenschäden sind vorwiegend bei unfallbezogenen Fahrzeugbränden entstanden. 1977 wurden ca. 55 bis 80 Personen durch Fahrzeugbrand getötet, maximal 450 schwer verletzt. Etwa 90 % der Brände entstehen infolge technischer Mängel, Fahrlässigkeit und Brandstiftung. Auf Wunsch der Käufer werden etwa 10 % der Pkw mit tragbaren Feuerlöschern ausgerüstet. Der Zwei-Kilo-Löscher hat sich als derzeit günstiger Löscher herausgestellt. Welchem Löschmittel der Vorzug zu geben ist, wurde von Experten nicht eindeutig beantwortet. Die Gesamtwirksamkeit des Zusammenhanges Brandgeschehen-Mensch-Feuerlöschgerät verdeutlicht, dass eine allgemeine Ausrüstungspflicht aller Pkw mit tragbaren Feuerlöschern aus gesamtwirtschaftlicher Sicht nicht zu befürworten ist. Das freiwillige Ausrüsten von Fahrzeugen sollte dagegen weiter propagiert werden.
Erkenntnisse über den Nutzen zusätzlicher hochgesetzter Bremsleuchten sind lückenhaft und zum Teil widersprüchlich. Im Rahmen einer Untersuchung über den Einfluss zusätzlicher Bremsleuchten auf das Unfallgeschehen wurden u.a. folgende Fragen behandelt: 1. Entwicklung der Unfälle durch Auffahren auf Fahrzeuge, die mit zusätzlichen Bremsleuchten ausgerüstet sind, 2. Entwicklung der Auffahrunfälle insgesamt, 3. Verletzungen von Fahrzeuginsassen durch Leuchten, 4. Auswirkungen auf die übrigen Verkehrsteilnehmer (Abstand, Blendung, Fehlreaktion). Anhand konkreter Daten über das Unfallgeschehen in Bayern und Niedersachsen kommt der Beitrag insgesamt zu dem Urteil, dass die derzeitige Regelung weder durch eine Einbauvorschrift noch durch ein Einbauverbot hochgesetzter Bremsleuchten ersetzt werden müsste.
Stellungnahme zu einer Ausdehnung der Schutzhelmtragepflicht auf Moped/Mokick- und Mofabenutzer

Im Hinblick auf die Unfallentwicklung bei motorisierten Zweiradfahrern wurde eine Untersuchung zur Ausdehnung der Verpflichtung, einen Schutzhelm zu tragen, auf Moped/Mokick- und Mofafahrer durchgeführt. Die Unfallschwere bei Außerortsunfällen ist hervorzuheben. Dabei handelt es sich überwiegend um Kopfverletzungen. Die Schutzwirkung von Helmen wird generell positiv eingeschätzt. Auf 1976 bezogen hätten bei Helmtragepflicht und 100 % Tragequote vermutlich rund 140 Tote, 2200 Schwerverletzte und 4400 Leichtverletzte eingespart werden können. Es wird empfohlen, die Helmtragepflicht zwingend vorzuschreiben. Nach den bisherigen Erfahrungen würde die Helmtragepflicht ohne Bußgeldbewehrung nicht auf die optimale Größenordnung angehoben werden können. Schutzhelme für motorisierte Zweiradfahrer sollten mindestens der DIN 4848 (1970) "Kraftfahrer-Schutzhelme" entsprechen, auch wenn die DIN 4848 noch nicht voll alle Forderungen an Schutzhelme abdeckt. Die Helmtragepflicht sollte so schnell wie möglich eingeführt werden. Die Einführung der Helmtragepflicht ist besonders auch unter gesamtwirtschaftlichen Gesichtspunkten sinnvoll.
Schutz von Fahrzeuginsassen

Ausgehend von unfallstatistischen Daten und Ausführungen über Unfallablauf und Unfallfolgen werden Schutzmaßnahmen diskutiert, die das Verletzungsrisiko für Fahrzeuginsassen möglichst niedrig halten. Die Wirksamkeit von Schutzmaßnahmen wird beeinflusst von der Unfallkonstellation, Eigenschaften der Pperson und vom Fahrzeug (Deformationscharakteristik, Auslegung des rückhaltesystems). Die Gesamtwirksamkeit hängt wiederum ab von der Wirksamkeit des Rückhaltesystems, der Benutzungshäufigkeit und der Benutzungsqualität. Die Arbeit endet mit volkswirtschaftlichen Überlegungen und kommt zu dem Schluss, dass auch in Zukunft als wichtigste Maßnahme zum Schutz von Fahrzeuginsassen die Erhöhung der Anlegequote für Sicherheitsgurte anzusetzen ist.
A means of assessing the passive safety of automobiles is a desirable instrument for legislative bodies, the automobile industry, and the consumer. As opposed to the dominating motor vehicle assessment criteria, such as engine power, spaciousness, aerodynamics and consumption, there are no clear and generally accepted criteria for assessing the passive safety of cars. The proposed method of assessment combines the results of experimental safety tests, carried out according to existing legally prescribed or currently discussed testing conditions, and a biomechanical validation of the loading values determined in the test. This evaluation is carried out with the aid of risk functions which are specified for individual parts of the body by correlating the results of accident analysis with those obtained by computer simulation. The degree of conformance to the respective protection criterion thus deduced is then weighted with factors which take into account the frequency of occurrence and the severity of the accident on the basis of resulting costs. Each of the test series includes at least two frontal and one lateral crash test against a deformable barrier. The computer-aided analysis and evaluation of the simulation results enables a vehicle-specific overall safety index as well as partial and individual safety values to be determined and plotted graphically. The passive safety provided by the respective vehicle under test can be defined for specific seating positions, special types of accident, or for individual endangered parts of the body.
The GRSP informal group on child restraint systems (CRS) finalised phase 1 of a new regulation for the homologation of CRS . This regulation is the subject of several discussions concerning the safety benefits and the advantages and disadvantages that certain specific points may bring. However, these discussions are sometimes not based on scientific facts and do not consider the whole package but only single items. Based on the experience of the CASPER partners in the fields of human behaviour, accident analysis, test procedures and biomechanics in the area of child safety, a consideration of the safety benefits of phase 1 of the new regulation and recommendations for phase 2 will be given.
The off-set assessment procedure potentially contributes to the FIMCAR objectives to maintain the compartment strength and to assess load spreading in frontal collisions. Furthermore it provides the opportunity to assess the restraint system performance with different pulses if combined with a full-width assessment procedure in the frontal assessment approach. Originally it was expected that the PDB assessment procedure would be selected for the FIMCAR assessment approach. However, it was not possible to deliver a compatibility metric in time so that the current off-set procedure (ODB as used in UNECE R94) with some minor modifications was proposed for the FIMCAR Assessment Approach. Nevertheless the potential to assess load spreading, which appears not to be possible with any other assessed frontal impact assessment procedure was considered to be still high. Therefore the development work for the PDB assessment procedure did not stop with the decision not to select the PDB procedure. As a result of the decisions to use the current ODB and to further develop the PDB procedure, both are covered within this deliverable. The deliverable describes the off-set test procedure that will be recommended by FIMCAR consortium, this corresponds to the ODB test as it is specified in UN-ECE Regulation 94 (R94), i.e. EEVC deformable element with 40% overlap at a test speed of 56 km/h. In addition to the current R94 requirements, FIMCAR will recommend to introduce some structural requirements which will guarantee sufficiently strong occupant compartments by enforcing the stability of the forward occupant cell. With respect to the PDB assessment procedure a new metric, Digital Derivative in Y direction - DDY, was developed, described, analysed, and compared with other metrics. The DDY metric analyses the deformation gradients laterally across the PDB face. The more even the deformation, the lower the DDY values and the better the metric- result. In order analyse the different metrics, analysis of the existing PDB test results and the results of the performed simulation studies was performed. In addition, an assessment of artificial deformation profiles with the metrics took place. This analysis shows that there are still issues with the DDY metric but it appears that it is possible to solve them with future optimisations. For example the current metric assesses only the area within 60% of the half vehicle width. For vehicles that have the longitudinals further outboard, the metric is not effective. In addition to the metric development, practical issues of the PDB tests such as the definition of a scan procedure for the analysis of the deformation pattern including the validation of the scanning procedure by the analysis of 3 different scans at different locations of the same barrier were addressed. Furthermore the repeatability and reproducibility of the PDB was analysed. The barrier deformation readings seem to be sensitive with respect to the impact accuracy. In total, the deliverable is meant to define the FIMCAR off-set assessment procedure and to be a starting point for further development of the PDB assessment procedure.
Um die zukünftige Entwicklung von Fahrzeugen mit alternativem Antrieb in Deutschland verfolgen, analysieren und mögliche negative Auswirkungen auf die Verkehrssicherheit zeitnah identifizieren zu können, hat die Bundesanstalt für Straßenwesen (BASt) im Jahr 2010 die Einrichtung einer langfristigen Beobachtung des Fahrzeugmarktes und des Unfallgeschehens von Pkw mit alternativen Antriebsarten initiiert. Die Daten des vorliegenden Berichtes dokumentieren die Marktdurchdringung von Personenkraftwagen mit alternativen Antriebsarten und informieren über die Unfallbeteiligung von Fahrzeugen mit alternativem Antrieb bis 2011. Es hat sich gezeigt, dass Fahrzeuge mit Hybridantrieb nach wie vor ein starkes Marktwachstum aufweisen. Die Zuwachsrate ist nahezu auf dem gleichen hohen Niveau wie in den Vorjahren (ca. 28%, getypter Bestand). Bei den reinen Elektrofahrzeugen ist die Anzahl getypter Fahrzeuge sehr stark angestiegen, von 212 im Jahr 2010 auf 1880 im Jahr 2011. Der reale Bestand an Elektrofahrzeugen (inklusive ungetypter Fahrzeuge) hat sich demgegenüber von 2010 auf 2011 auf 4.541 Pkw verdoppelt. Dies deutet auf eine zunehmende Serienreife von Elektro-Kfz hin. Pkw mit alternativem Antrieb weisen 2011 (bis auf Gas) einen höheren Anteil an Unfällen innerorts auf als Pkw mit herkömmlichem Antrieb. Hybrid Fahrzeuge haben dabei eine erhöhte Beteiligungsquote innerorts von ca. 76%. Der relativ hohe Anteil von Innerortsunfällen von alternativ betriebenen Fahrzeugen ist vor allem vor dem Hintergrund der Nutzung der Fahrzeuge zu interpretieren.
Sowohl mit dem 3. Road Safety Action Programme der Europäischen Kommission als auch mit dem deutschen Verkehrssicherheitsprogramm werden die verkehrspolitischen Zielsetzungen zur Erhöhung der Verkehrssicherheit in Europa und Deutschland festgelegt. Hierbei muss die passive Fahrzeugsicherheit auch weiterhin eine bedeutende Rolle übernehmen. Es ist jedoch auch festzustellen, dass durch den zunehmenden Einsatz von Elektronik im Fahrzeug die klassischen Bereiche der aktiven und passiven Fahrzeugsicherheit mehr und mehr ineinander greifen. Der Fortschritt in der Elektronik ermöglicht eine Integration der Systeme der aktiven und passiven Sicherheit. Dadurch lässt sich die Fahrzeugsicherheit weiter steigern. Durch die Vernetzung der Systeme lassen sich sogar Kosten einsparen. Der europäische Regierungsausschuss EEVC (European Enhanced Vehicle-safety Committee), die Verbraucherschutzorganisation Euro NCAP (European New Car Assessment Programme) und die Europäische Kommission mit der eSafety Initiative haben diesen Trend erkannt und entsprechende Aktivitäten eingeleitet.
Teil 1 des vorliegenden Berichts nimmt zur Frage nach den Erfahrungen mit der (unbewehrten) Helmtragepflicht für Moped/Mokick-Benutzer Stellung. Dabei zeigen die Daten der amtlichen Straßenverkehrsunfallstatistik eine Verbesserung der Verletzungsschwerestruktur, dies allerdings auch schon in den Jahren der Erweiterung der Helmtragepflicht. In Teil 2 wird über das Helmtrageverhalten nach Einführung des Verwarnungsgeldes berichtet. Hier zeigte sich eine deutliche Verbesserung. In Teil 3 schließlich wird die Frage untersucht, ob sich aus der amtlichen Straßenverkehrsunfallstatistik eine überproportionale Beteiligung der jugendlichen Mofabenutzer am Unfallgeschehen nachweisen lässt. In den Jahren 1977 bis 1979 verunglückten insgesamt 87556 Mofabenutzer. Mehr als die Hälfte der Verunglückten war jünger als 18 Jahre; fast zwei Drittel war jünger als 21 Jahre. Nur knapp ein Viertel war 35 Jahre und älter.
The purpose of this paper is to review injuries found in real world lateral collisions and determine the mechanisms responsible for certain kinds of biomechanical failure. During the last years the distribution of deaths among the different types of accidents has changed. Lateral collisions now are the most frequent cause of fatal and other serious injuries. Every third accident is an impact from the side, while every second fatality is the result of a lateral accident. Just a few years ago this value was no higher than 30%. This is probably the result of increasing safety standards for frontal collisions (airbags, seatbelt usage, structural improvements of cars, etc.). Although the number of registered vehicles increased, the total amount of fatalities decreased during the same period. Thus it is now necessary to pay greater attention to the lateral accident situation in order to improve road safety and decrease the number of traffic injuries. Several European organisations had decided to launch the project SID2000, which was funded by the European Commission, with the intention of gathering more knowledge on injuries occurring in lateral accidents and the mechanisms that lead to such injuries. This should enable the group to define the requirements for a new side impact dummy (SID) to be designed. Within the same project the existing TNO-EUROSID 1 was enhanced by another group and the experience gained has now enabled allowed to design a better measuring device for side impacts. The data used for this contribution came from sources from all over Europe and had to be gathered in such a manner that as many accident parameters as possible were taken into account.
The 2BeSafe project (2-Wheeler Behaviour and Safety) is a collaborative project (co financed by the European Commission) that aims to study the naturalistic behaviour of Powered-Two-Wheeler (PTW) riders in normal and critical riding situations. That includes the interaction between PTW riders and other road users and possible conflicts between them. One of the predominant causes of accidents involving PTWs is that PTWs are often overlooked by other road users. One task of the project lead by BASt therefore deals with possible improvements in conspicuity and the development of recommendations. Particularly using the findings of the studies on conflict situations, promising lighting arrangements to enhance conspicuity of PTWs during the day and at night are selected. An abstract recognizing pattern for PTWs is defined, enabling other road users (e.g. car drivers) to clearly identify riders. Lamps and outfit like lighting configurations of different colours, different helmet lights, reflect / luminescent clothing parts and retro-reflective markings are designed and manufactured. Then, the different solutions are tested in a laboratory setting using experimental motorcycles together with riders to which the equipment is fitted. As result a proposal for a uniform signal pattern or lamp configuration in the front of all motorcycles and riders will be outlined. The contribution first gives a short overview of the topics of the research project that deal with conflicts and their connection with poor conspicuity and then presents in detail the methods used in the activities concerning solutions for the improvement of conspicuity together with first results.
Wegen der wachsenden Verbreitung von Fahrradanhängern zum Kindertransport und der möglichen Unfallgefährdung ist im vorliegenden Forschungsprojekt deren passive Sicherheit untersucht worden. Zudem wurde der Frage nachgegangen, ob der Transport von Kindern im Fahrradanhänger sicherer ist als mit dem Fahrrad mit Kindersitzen. In Absprache mit Herstellern und Vertreibern wurden verschiedene Untersuchungen durchgeführt. Es handelte sich um Anprallversuche (Anfahrversuche), Rollwagenversuche (Schlittenversuche) sowie Kopffreiheitsprüfungen und Fallversuche. Bei den Versuchen waren die Prüfobjekte mit einem oder zwei Dummies besetzt, die mit Messdatenaufnehmern ausgestattet waren. Verschiedene Messdaten, zum Beispiel Kopf- und Brustbeschleunigung, wurden erfasst und ausgewertet. Zusätzlich wurde das Kopfschutzkriterium (HPC) berechnet und bewertet. Entstandene Schäden an den Prüfobjekten wurden aufgenommen und durch Fotos dokumentiert. Die Versuchsabläufe selbst wurden mit Hochgeschwindigkeitskameras aus verschiedenen Positionen aufgezeichnet. Beim Anfahrversuch mit einem Pkw gegen ein Gespann aus Fahrrad und Anhänger waren direkte Anstöße der Anhängerinsassen an die Pkw-Front zu erkennen. Die Beschleunigungswerte waren dabei relativ hoch. Anstöße gegen Anhängerinnenteile waren bei fast allen Versuchen zu beobachten. Teilweise wurden Radaufhängungen und Radnaben beschädigt. Durch die Rollwagenversuche wurden konstruktive Schwächen bei den Sitzen und Rückhaltesystemen festgestellt. Nähte, Befestigungen und Verstellösen wurden zerstört. Es stellte sich heraus, dass die Qualität des Gurtsystems, die Steifigkeit des Anhängeraufbaus, die Sitzposition der Kinder und die vorhandene Kopffreiheit ausschlaggebend für das Verletzungsrisiko der Insassen sind. Bei den Versuchen mit Fahrradsitzen ergaben sich hohe Beschleunigungswerte durch den direkten Kontakt des Radfahrers mit der Fahrzeugfront und/oder der Fahrbahn. Das Gewicht des Radfahrers, des Fahrrades und auch Fahrradteile bergen ein erhöhtes Verletzungsrisiko für das Kind. Zusätzlich besteht die Gefahr überfahren zu werden, wenn das Kind nach dem Sturz des Fahrrades ungeschützt auf der Fahrbahn liegt. Ein direkter Vergleich der beiden Transportmöglichkeiten war aufgrund der geringen Daten der Versuche mit Fahrradkindersitzen nur bedingt möglich. Tendenziell ist der Transport der Kinder im Fahrradanhänger als weniger gefährlich zu bewerten. Es werden die Vor- und Nachteile dargestellt. Zur Bewertung der Sicherheit von Fahrradanhängern wurden die folgenden Prüfmethoden erarbeitet: - Pendelschlagprüfung für die gesamte Chassisstruktur; - Kopffreiheitsprüfung; - Belastungsprüfung der Aufbaustruktur; - Festigkeitsprüfung der Gurtsysteme. Die Prüfungen sind so aufgebaut, dass sie mit einfachen Mitteln durchzuführen sind. Es sollte somit jedem Anhängerhersteller möglich sein, die passive Sicherheit seiner Produkte umfassend zu untersuchen. Die Prüfverfahren für die Sicherheitsbewertung sollen in eine DIN-Norm und in das Merkblatt für Fahrradanhänger einfließen. Der Original-Forschungsbericht enthält einen umfangreichen Fotoband zu den Einzelheiten der Versuche und Versuchsaufbauten sowie zu den Beschädigungen der Prüfobjekte und kann bei der BASt eingesehen werden.
Despite the steadily declining number of pedestrian fatalities and injuries in most European countries during recent decades, pedestrian protection is still of great importance in the European Union as well as in Germany. This is because they still constitute a large proportion of road user casualties and are more likely to suffer serious and fatal injuries than most other road users. In 1999 only car occupants suffered more fatal injuries than pedestrians in Germany. In December 1998, EEVC WG 17 completed their review and updating of the EEVC WG 10 pedestrian test procedure that made it possible to evaluate the protection afforded to pedestrians by the front of passenger cars in an accident. Within the scope of this procedure, four different impactors are used representing those parts of the body which are injured very often and/or very seriously in vehicle-pedestrian-collisions. In a project executed by IKA and BASt, a small family car was tested according to the EEVC WG 17 test procedure. Afterwards modifications to the car were carried out in order to improve the pedestrian protection provided by the vehicle design. There were certain restrictions placed on the level of modifications undertaken, e.g. only minor modifications to vehicle styling and to the vehicle structures, which provide passenger protection. The redesigned vehicle was tested again using the WG 17 test procedure. The test results of the modified vehicle were compared with those of the standard vehicle and evaluated. The results show that considered measures for pedestrian protection in many areas of the vehicle front structure and the use of innovative techniques can lead to a significant reduction of the loads of pedestrians at an acceptable expense.
