Unter dem Titel "Sicherheit von Fußgängern außerorts bei eingeschränkten Sichtverhältnissen" hat die Bundesanstalt für Straßenwesen ein Forschungsprojekt an die Gesellschaft für Landeskultur GmbH (Abteilung Verkehrsplanung) vergeben. Aufgabe der Untersuchung war es, Probleme der Verkehrssicherheit von Fußgängern bei eingeschränkten Sichtverhältnissen auf Außerortsstraßen zu verdeutlichen und das Fußgängerverhalten im Straßenraum zu analysieren. Außerdem sollten Verbesserungsmöglichkeiten dokumentiert und vorgefundene Maßnahmen auf ihre Wirksamkeit geprüft werden. Das Projekt wurde im Jahre 1988 begonnen.
The "Autonomous driving on the roads of the future: Villa Ladenburg Project" by the Daimler und Benz-Stiftung looks at degrees of automation that will only become technically feasible in the distant future. The treatment of the legal questions in the present chapter therefore draws heavily on the description of the use cases, which begin to provide a concrete basis for evaluating individual issues. Uncertainties in predicting future technical developments can be expected and will have a commensurate impact on the assumptions and conclusions of this chapter. The resulting uncertainty is nevertheless unavoidable if one wants to press ahead with important interrelated issues. This chapter is therefore intended as a contribution to the debate on societal aspects of automated driving from a legal perspective and not as a legalistic evaluation of the subject. The consideration will largely focus on the situation within the context of current German law. The legal views expressed are those of the author and are based on nine years of experience in the field of driver assistance system research. In terms of the underlying conception presented here, the societal dimension of autonomous vehicles addressed in the present project goes well beyond the adjustments to the legal framework currently being called for in Germany. The following will examine the question of "societal acceptance" in the context of the legal questions raised by autonomous vehicles. This line of investigation is not immediately obvious and covers only a segment of the more thoroughgoing focus of the project.
For the assessment of vehicle safety in frontal collisions compatibility (which consists of self and partner protection) between opponents is crucial. Although compatibility has been analysed worldwide for over 10 years, no final assessment approach has been defined to date. Taking into account the European Enhanced Vehicle safety Committee (EEVC) compatibility and the final report to the steering committee on frontal impact [Faerber 2007] and the FP5 VC-COMPAT[Edwards 2007] project activities, two test approaches were identified as the most promising candidates for the assessment of compatibility. Both are composed of an off-set and a full overlap test procedure. In addition another procedure (a test with a moving deformable barrier) is getting more attention in current research programmes. The overall objective of the FIMCAR project is to complete the development of the candidate test procedures and propose a set of test procedures suitable for regulatory application to assess and control a vehicle- frontal impact and compatibility crash safety. In addition an associated cost benefit analysis will be performed. In the FIMCAR Deliverable D 3.1 [Adolph 2013] the development and assessment of criteria and associated performance limits for the full width test procedure were reported. In this Deliverable D3.2 analyses of the test data (full width tests, car-to-car tests and component tests), further development and validation of the full width assessment protocol and development of the load cell and load cell wall specification are reported. The FIMCAR full-width assessment procedure consists of a 50 km/h test against the Full Width Deformable Barrier (FWDB). The Load Cell Wall behind the deformable element assesses whether or not important Energy Absorbing Structures are within the Common Interaction Zone as defined based on the US part 581 zone. The metric evaluates the row forces and requires that the forces directly above and below the centre line of the Common Interaction Zone exceed a minimum threshold. Analysis of the load spreading showed that metrics that rely on sum forces of rows and columns are within acceptable tolerances. Furthermore it was concluded that the Repeatability and Reproducibility of the FWDB test is acceptable. The FWDB test was shown to be capable to detect lower load paths that are beneficial in car-to-car impacts.

The objectives of the work reported in this deliverable were to review existing full-width test procedures and their discussed compatibility metrics, to report recent activities and findings with respect to full-width assessment procedures and to assess test procedures and metrics. Starting with a review of previous work, candidate metrics and associated performance limits to assess a vehicle- structural interaction potential, in particular its structural alignment, have been developed for both the Full Width Deformable Barrier (FWDB) and Full Width Rigid Barrier (FWRB) tests. Initial work was performed to develop a concept to assess a vehicle- frontal force matching. However, based on the accident analyses performed within FIMCAR frontal force matching was not evaluated as a first priority and thus in line with FIMCAR strategy the focus was put on the development of metrics for the assessment of structural interaction which was evaluated as a first priority.
Auch wenn Kosten für die Fugenfüllungen der Randfugen auf Brücken beim Einbau des Belages nur eine untergeordnete Rolle spielen, so haben diese Fugenfüllungen einen großen Anteil an Schäden und den daraus resultierenden Instandsetzungsmaßnahmen. Im Rahmen des Projektes "Entwicklung eines Prüfverfahrens zur Kennzeichnung des Alterungsverhaltens von Fugenfüllungen in Verkehrsflächen" wurde bei der Bundesanstalt für Materialforschung und -prüfung (BAM) eine Mess- und Belastungseinrichtung entwickelt, mit der die in der Praxis auftretenden Beanspruchungen von Fugenmassen labortechnisch nachgestellt werden können. Dabei sollen sowohl die Fugenbewegungen als auch die witterungsbedingten Beanspruchungen simuliert werden. Zur Kalibrierung dieser Mess- und Belastungseinrichtung wurden von der BAM im Rahmen des Projektes "Untersuchungen des Verhaltens von Fugenfüllungen in Erprobungsstrecken" an der Ruhrtalbrücke Mintard im Zuge der BAB A 52 verschiedene Fugenmassen eingebaut und mehrere Jahre hinweg untersucht.
Freigabeliste für Markierungssysteme, die für den Einsatz auf Bundesfernstraßen geeignet sind

Die Bundesanstalt für Straßenwesen (BASt) hat eine Freigabeliste erarbeitet, die alle bis März 2006 eignungsgeprüften Markierungssysteme enthält, die die Anforderungen der "Zusätzlichen Technischen Vertragsbedingungen und Richtlinien für Markierungen auf Straßen" (ZTV M 02) erfüllen. Diese Zusammenstellung bietet bei der Vergabe von Markierungsarbeiten die Möglichkeit, Markierungssysteme entsprechend ihrem Einsatzzweck auszuwählen. Die Markierungssysteme sind nach unterschiedlichen Eigenschaften sortiert, so dass ein schneller Zugriff möglich ist. Zurzeit enthält die Liste 377 Systeme. Die Fortschreibung der Liste ist vorgesehen; sie wird künftig im Internet auf der Homepage der BASt unter www.bast.de veröffentlicht.
The term driver assistance systems in the chapter title shall be understood to include vehicle automation. This chapter starts with a homogeneous and consistent classification and nomenclature of all kinds of driver assistance systems known and under discussion today (including vehicle automation). It thereby builds upon familiar classification schemes by the German Federal Highway Research Institute (BASt) and the standardization body SAE international. Detailed evaluation of the German legal situation for driver assistance systems and vehicle automation is provided in the following Sect. 2. In Sect. 3, an overview is given on the legal system in the US to reveal aspects relevant for vehicle automation. This is intended as initial information for those not acquainted to the US legal system which has been the first to regulate automation in several federal states. Finally, in Sect. 4, the current rating scheme of the European New Car Assessment Programme (EuroNCAP) is presented in comparison to legal instruments. The model of a consumer protection based approach proves to be a flexible instrument with great advantages in promoting new technologies. Technical vehicle regulations on the other hand rule minimum requirements. Both approaches are needed to achieve maximum vehicle safety.
Die Verfahren des im Jahre 2001 eingeführten "Handbuchs für die Bemessung von Straßenverkehrsanlagen" (HBS) ermöglichen die verkehrstechnische Bemessung einzelner Straßenverkehrsanlagen zu überprüfen und die jeweils erzielbaren Qualitätsstufen des Verkehrsablaufs zu ermitteln. Die Forschungsgesellschaft für Straßen- und Verkehrswesen (FGSV) beabsichtigt, das HBS in den kommenden Jahren fortzuschreiben. Hierbei sollen neben neuen Forschungserkenntnissen auch Erfahrungen aus der Praxis berücksichtigt werden. Deshalb sind alle interessierten Anwender aufgerufen, über ihre Erfahrungen mit der Anwendung der Verfahren des HBS zu berichten. Mit dem vorliegenden Beitrag wird deshalb nicht nur der aktuelle Stand der Fortschreibung vorgestellt, sondern gleichermaßen werden alle Nutzer des HBS aufgefordert, Anregungen und ergänzende Hinweise aus ihrer praktischen Anwendung in die Fortschreibung des HBS einzubringen. Hierzu wurde ein Fragebogen entwickelt, der auf der Website der FGSV abrufbar ist.
Da das Niveau der schweren Wildunfälle gleichbleibend konstand und das Niveau der leichten Unfälle im Jahr 2020 leicht erhöht war, kommt der Wildunfallprävention weiterhin eine hohe Bedeutung zu. Zur Wirksamkeit der eingesetzten Präventionsmaßnahmen liegen nicht ausreichend gesicherte Erkenntnisse vor. Über eine Untersuchungsreihe Wildunfallprävention wurden deren Ergebnisse in einem Leitfaden zusammengefasst.
Entgegen dem Trend insgesamt sinkender Unfallzahlen bleibt die Zahl der vom statistischen Bundesamt erfassten, folgenschweren Wildunfälle (Unfälle mit Personenschaden sowie schwerwiegende Unfälle mit Sachschaden) auch 2017 mit 3.063 erfassten Fällen auf etwa gleichem Niveau. Die Zahl der Unfälle mit reinem Sachschaden hingegen sowie das Schadensaufkommen steigen jährlich. Den höchsten Wert an Schadensmeldungen verzeichnete der Gesamtverband der Versicherer (GDV) im Jahr 2017 mit 275.000 gemeldeten Wildunfällen. Die Wildunfallprävention erfolgt in Deutschland über den Einsatz von Verkehrszeichen, Wildschutzzäunen, Wildwarnanlagen und Wildwarnern (auditiv, olfaktorisch, visuell). Zur Wirksamkeit der vorgenannten und weiteren Maßnahmen liegen jedoch nur wenige gesicherte Erkenntnisse vor. Dieses Szenario begründet eine vielschichtige und konsolidierte Untersuchungsreihe über die Ursachen von Wildunfällen und Maßnahmen zu deren Vorbeugung, in der folgende Themenbereiche bearbeitet werden: - Deutschlandweite Evaluation und Auswertung von Wildunfallzahlen, - Maßnahmen zur Beeinflussung des Wildes zur Vermeidung von Wildunfällen, - Maßnahmen zur Beeinflussung der Verkehrsteilnehmer zur Vermeidung von Wildunfällen, - Infrastrukturelle Maßnahmen zur Vermeidung von Wildunfällen. Die Erkenntnisse aus den einzelnen Untersuchungen werden mit Abschluss des Forschungsschwerpunktes in einem Leitfaden „Wildunfallprävention“ zusammengefasst. Zum jetzigen Zeitpunkt liegen bereits erste Teilergebnisse vor, die im Rahmen dieses Symposiums veröffentlicht werden können. Der Fokus liegt dabei auf Ergebnissen über die deutschlandweite Zusammenstellung von Wildunfallzahlen der Jahre 2012 bis 2017 sowie auf Resultaten einer Befragung zur Herstellung und Unterhaltung von Wildschutzzäunen. Zusätzlich werden Erkenntnisse zur Wirksamkeit von Wildwarnreflektoren einerseits aus einer lichttechnischen Untersuchung, andererseits aus einem Feldversuch mit 150 Teststrecken (Unfallforschung der Versicherer) präsentiert.
