The number of injuries sustained by car occupants involving the head, thorax, spine, pelvis and the upper limbs have been reduced significantly during recent years. This is probably due to better safety features in the cars, especially the availability and usage of safety belts, airbags etc. Therefore one can notice clinically a relative increase in survivors of severe frontal crashes, but many of them have injuries to the lower extremities. To verify this, we analyzed the foot and ankle injuries of front seat passengers.
A legform impactor with biofidelic characteristics (FlexPLI) which is being developed by the Japanese Automobile Research Institute (JARI) is being considered as a test tool for legislation within a proposed Global Technical Regulation on pedestrian protection (UNECE, 2006) and therefore being evaluated by the Technical Evaluation Group (TEG) of GRSP. In previous built levels it already showed good test results on real cars as well as under idealised test conditions but also revealed further need for improvement. A research study at the Federal Highway Research Institute (BASt) deals with the question on how leg injury risks of modern car fronts can be revealed, reflected and assessed by the FlexPLI and how the impactor can be used and implemented as a legislative instrument for the type approval of cars according to current and future legislations on pedestrian protection. The latest impactor built level (GTα ) is being evaluated by a general review and assessment of the certification procedure, the knee joint biofidelity and the currently proposed injury criteria. Furthermore, the usability, robustness and durability as a test tool for legislation is examined and an assessment of leg injuries is made by a series of tests with the FlexPLI on real cars with modern car front shapes as well as under idealised test conditions. Finally, a comparison is made between the FlexPLI and the current european legislation tool, the legform impactor according to EEVC WG 17.
The use of proper child restraint systems (CRS) is mandatory for children travelling in cars in most countries of the world. The analysis of the quantity of restrained children shows that more than 90% of the children in Germany are restrained. Looking at the quality of the protection, a large discrepancy between restrained and well protected children can be seen. Two out of three children in Germany are not properly restrained. In addition, considerable difference exists with respect to the technical performance of CRS. For that reason investigations and optimisations on two different topics are necessary: The technical improvement of CRS and the ease of use of CRS. Consideration of the knowledge gained by the comparison of different CRS in crash tests would lead to some improvements of the CRS. But improvement of child safety is not only a technical issue. People should use CRS in the correct way. Misuse and incorrect handling could lead to less safety than correct usage of a poor CRS. For that reason new technical issues are necessary to improve the child safety AND the ease of use. Only the combination of both parts can significantly increase child safety. For the assessment of the safety level of common CRS, frontal and lateral sled tests simulating different severity levels were conducted comparing pairs of CRS which were felt to be good and CRS which were felt to be poor. The safety of some CRS is currently at a high level. All well known products were not damaged in the performed tests. The performance of non-branded CRS was mostly worse than that of the well known products. Although the branded child restraint systems already show a high safety level it is still possible to further improve their technical performance as demonstrated with a baby shell and a harness type CRS.
Institute for Traffic Accident Research and Data Analysis <Tokyo>rnAbstract: Analyses were conducted to clarify the features of rear-end collisions, using an integrated accident database developed by the Institute for Traffic Accident Research and Data Analysis (ITARDA). Focusing on neck injuries in rear-end collisions, analyses were made of the relation to struck-vehicle properties. Regarding the relation to the initial year of registration, the results did not show that newer vehicles tended to have a lower no-neck-injury rate, which was defined in this study as an index. On the contrary, in some passenger car classes, it was observed that the no-neck-injury rate was higher in newer vehicles. The effect of an active head restraint system, which is one type of anti-whiplash device, was analyzed by using not only the no-neck-injury rate but also a regression analysis. The results showed that the effect of an active head restraint system on suppressing the incidence of neck injuries was statistically significant.rn
At the 2005 ESV conference, the International Harmonisation of Research Activities (IHRA) side impact working group proposed a 4 part draft test procedure, to form the basis of harmonisation of regulation world-wide and to help advances in car occupant protection. This paper presents the work performed by a European Commission 6th framework project, called APROSYS, an further development and evaluation of the proposed procedure from a European perspective. The 4 parts of the proposed procedure are: - A Mobile Deformable Barrier test; - An oblique Pole side impact test; - Interior headform tests; - Side Out of Position (OOP) tests. Full scale test and modelling work to develop the Advanced European Mobile Deformable Barrier (AE-MDB) further is described, resulting in a recommendation to revise the barrier face to include a bumper beam element. An evaluation of oblique and perpendicular pole tests was made from tests and numerical simulations using ES-2 and WorldSID 50th percentile dummies. It was concluded that an oblique pole test is feasible but that a perpendicular test would be preferable for Europe. The interior headform test protocol was evaluated to assess its repeatability and reproducibility and to solve issues such as the head impact angle and limitation zones. Recommendations for updates to the test protocol are made. Out-of-position (OOP) tests applicable for the European situation were performed, which included additional tests with Child Restraint Systems (CRS) which use is mandatory in Europe. It was concluded that the proposed IHRA OOP tests do cover the worst case situations, but the current test protocol is not ready for regulatory use.
In recent years the boundaries between active and passive safety blurred more and more. Passive safety in the traditional term includes all safety aspects to prevent occupants to be injured or at least injury severity should be reduced. Passive Safety starts with the collision (first vehicle contact) and ends with rescue (open vehicle doors). Within this phase the occupant has to be protected by the passenger compartment whereby no intrusion should occur. Active safety on the other side was developed to interact prior to the collision whereby the goal is to prevent accidents. The extensive interaction between active and passive safety led to the terminologies "Primary" and "Secondary" safety whereas the expression Integrated Safety Concept was generated. Within this study the most well documented single vehicle accidents with cars not equipped with ESP were identified from the PENDANT database and reconstructed. Additional cases were found in the database ZEDATU of TU Graz. In comparison each case was simulated with the assumption that the cars were equipped with ESP. The differences regarding accident avoidance or crash severity as well as reduction of injury risk were analysed.
Due to recent years accident avoidance and crashworthiness on Austrian roads were mostly developed on national statistics and on-scene investigation respectively. Identification and elimination of black spots were main targets. In fact many fatal accidents do not occur on such black spots and black-spot investigation has reached a limit. New methods are required and therefore the Austrian Road Safety Programme was introduced by the Austrian Ministry of Transport, Innovation and Technology. The primary objective is the reduction of fatalities and severe injuries. Graz University of Technology initiated the project ZEDATU (Zentrale Datenbank tödlicher Unfälle) with the goal to identify similarities in different accident configurations. A matrix was established which categorizes risk and key factors of participating parties. Based on this information countermeasures were worked out.
This paper uses the national accident statistics of Great Britain to evaluate the effectiveness of Electronic Stability Control Systems (ESC) to reduce crash involvement rates. The crash experience of 8,951 cars is analysed and compared to a closely matching set of non-ESC cars using case-control methods. This is one of the largest ESC samples analysed to date. Overall the cars with ESC are involved in 3% fewer crashes although the effectiveness is substantially higher under conditions of adverse road friction. ESC equipped cars are involved in 15% fewer fatal crashes although this reduction represents the combined effect of ESC and passive safety improvements.
76 severe traffic accidents had been investigated in depth in an ongoing Volkswagen-Tongji University joint accident research project in JiaDing district, Shanghai, PR China since June 2005. With a methodology similar to German accident research units in Dresden and Hannover, a research team proceeds to the scene immediately after the incident to investigate and collect various data on environment, accident occurrence, vehicle state and deformations as well as injuries. The data combined with the results of accident reconstruction will be stored in a database for further statistical and casuistic analysis. The first outcome of the project supports the hypothesis that a main causation for the large number of traffic accidents in China is the lacking of risk awareness in Chinese driver behaviour. Low seat-belt use and the high proportion of vulnerable and poorly protected two-wheelers in traffic are reasons for the high injury and fatality rate in China. The research work shows that accident research in China is feasible and able to give support to tackle one of the urging problems in Chinese development.
Um das oft komplexe Zusammenwirken von einzelnen betriebstechnischen Einrichtungen zur Detektion von Brandereignissen und Steuerung der Lüftung sowie den übrigen sicherheitstechnischen Systemen überprüfen zu können, werden nach ZTV-ING im Rahmen der Abnahme Funktionsprüfungen gefordert, indem Brände simuliert und die zu prüfenden Größen messtechnisch erfasst werden. Reale Brandversuche in Straßentunnel sind jedoch unter dem Aspekt der Wirtschaftlichkeit und des notwendigen technischen Aufwandes zur Erfassung der interessierenden Branddaten und zum Schutz der betriebstechnischen Einrichtungen sowie des Bauwerkes in der Anzahl der Szenarien wie in der Energiefreisetzung begrenzt. Die unter vertretbarem Aufwand erreichbare Brandleistung beträgt zirka 5 MW. Um dennoch Aussagen über das Verhalten des Systems bei höheren Brandleistungen und unterschiedlichen, realen Randbedingungen (Brandorte, Verkehrsbelegung, Windverhältnisse und so weiter.) zu erhalten, sollten Simulationsrechnungen durchgeführt werden können. Diese erlauben eine sehr flexible Modellierung des Tunnels und die Ermittlung sämtlicher relevanter Größen an beliebigen Punkten im Untersuchungsgebiet. Da die Randbedingungen sehr tunnelspezifisch sein können, sind zur Kalibrierung entsprechender Rechenprogramme Eingangswerte aus standardisierten Brandversuchen hilfreich. Ziel der Untersuchung war es daher, mit Hilfe eines geeigneten Rechenprogramms Anforderungen an einen Brandversuch hinsichtlich der notwendigen Daten zur Funktionsüberprüfung und zur Brandhochrechnung zu definieren. Zur Durchführung der Simulationsrechnungen wurde der "Fire Dynamics Simulator" (FDS) verwendet, der über das National Institute of Standards and Technology als 0pen Source-Rechenprogramm erhältlich ist. Grundlage des Rechenprogramms bilden die Gleichungen für die Massen-, Impuls-, Energie- und Stofferhaltung, die im 3-dimensionalen Raum numerisch gelöst werden und als Ergebnis Geschwindigkeits-, Temperatur- und Konzentrationsfelder bereitstellen. Im Rahmen dieser Untersuchung wurden verschiedene Versuchsreihen des Memorial-Tunnel-Fire-Ventilation-Test-Program (MTFVTP) zur Verifizierung der Rechenergebnisse herangezogen. Die vergleichende Gegenüberstellung der einen Brand charakterisierenden Größen Geschwindigkeit und Temperatur ergaben eine überwiegend gute Übereinstimmung der Messwerte aus den Brandversuchen mit den Simulationsergebnissen. Basierend auf den Berechnungen zu den Temperatur- und Geschwindigkeitsverteilungen wurden schließlich unter den Aspekten der Funktionsüberprüfung der betriebstechnischen Einrichtungen und der Erfassung von Eingangsgrößen für Simulationsrechnungen Anforderungen zur Versuchsanordnung, Branddauer, Brandgut und Erfassung der relevanten Messgrößen im Längs- und Querschnitt sowie Anforderungen zu Schutzvorkehrungen abgeleitet. Die Untersuchung hat gezeigt, dass die Definition "eines" Standardbrandversuchs nicht zweckmäßig ist, da die Zielsetzungen sich zu sehr unterscheiden. Dagegen konnten konkrete Grundlagen und Empfehlungen zur Festlegung standardisierter Brandversuche für die gemäß RABT und ZTV-ING vorgesehenen Funktionstests erarbeitet werden. Außerdem konnte gezeigt werden, dass das für die Simulationsrechnungen verwendete Programm FDS derzeit ein adäquates Instrument bildet, nicht nur bezüglich der Simulation von Tunnelbränden unter realen Gegebenheiten und der resultierenden Strömungs- und Temperaturverhältnissen sowie Rauchkonzentrationen, sondern auch in Bezug auf die benötigte Rechner- und Speicherkapazität.
