According to the German road traffic regulations children up to the age of 12 or a height below 150 cm have to use approved and appropriate child restraint systems (CRS). CRS must be approved according to UN-ECE Regulation No. 44. The regulation classifies CRS in 5 weight categories. The upper weight group is approved for children from 22 to 36 kg. However, studies show that already today many children weigh more than 36 kg although they have not reached a height of 150 cm. Therefore, no ECE R44 approved CRS is available for these overweight children. In conclusion, today's sizes and weights of children are no longer represented by the current version of the ECE R44. The heaviest used dummy (P10) weighs just 32.6 kg and has a height of 137.9 cm. Statistical data of German children show that already 5% of the children at a height of 137.9 cm have a weight above 45.3 kg. Regarding children at a height of 145 cm, the 95th percentile limit is at a weight of 53.3 kg. Based on these data 4 dummies with different heights and weights were defined and produced. Two of them are overweight. Up to now, there is no experience how current child restraint systems perform in a car crash if they are used by children with a weight above 36 kg and a height smaller than 150 cm. In the future, different child restraint systems will be tested with respect to the ECE R44 regulation using these overweight dummies.
The use of proper child restraint systems (CRS) is mandatory for children travelling in cars in most countries of the world. The analysis of the quantity of restrained children shows that more than 90% of the children in Germany are restrained. Looking at the quality of the protection, a large discrepancy between restrained and well protected children can be seen. Two out of three children in Germany are not properly restrained. In addition, considerable difference exists with respect to the technical performance of CRS. For that reason investigations and optimisations on two different topics are necessary: The technical improvement of CRS and the ease of use of CRS. Consideration of the knowledge gained by the comparison of different CRS in crash tests would lead to some improvements of the CRS. But improvement of child safety is not only a technical issue. People should use CRS in the correct way. Misuse and incorrect handling could lead to less safety than correct usage of a poor CRS. For that reason new technical issues are necessary to improve the child safety AND the ease of use. Only the combination of both parts can significantly increase child safety. For the assessment of the safety level of common CRS, frontal and lateral sled tests simulating different severity levels were conducted comparing pairs of CRS which were felt to be good and CRS which were felt to be poor. The safety of some CRS is currently at a high level. All well known products were not damaged in the performed tests. The performance of non-branded CRS was mostly worse than that of the well known products. Although the branded child restraint systems already show a high safety level it is still possible to further improve their technical performance as demonstrated with a baby shell and a harness type CRS.
Proposal for a test procedure of assistance systems regarding preventive pedestrian protection

This paper is showing a proposal for a test procedure regarding preventive pedestrian protection based on accident analysis. Over the past years pedestrian protection has become an increasing importance also during the development phase of new vehicles. After a phase of focusing on secondary safety, there are current activities to detect a possible collision by assistance systems. Such systems have the task to inform the driver and/or automatically activate the brakes. How practical is such a system? In which kind of traffic situations will it work? How is it possible to check the effectiveness of such a system? To test the effectiveness, currently there are no generally approved identifiable procedures. It is reasonable that such a test should be based on real accidents. The test procedure should be designed to test all systems, independent of the system- working principle. The vFSS group (advanced Forward-looking Safety Systems) was founded to develop a proposal for a technology independent test procedure, which reflects the real accident situation. This contribution is showing the results of vFSS. The developed test procedure focuses on accidents between passenger cars and pedestrians. The results are based on analysis results of in-depth databases of GIDAS, German insurers and DEKRA and added by analysis of national and international statistics. The in-depth analysis includes many pre-crash situations with several influencing factors. The factors are e. g. speed of the car, speed of the pedestrian, moving direction and a possible obscuration of the pedestrian by an object. The results comprise also the different situations of adults and children. Furthermore, they include details regarding influence of the lighting conditions (daylight or night) especially with respect to the accident consequences. In fact, more accidents happen at daylight, but fatal accidents are more often at night. A clustering of parameter combinations was found which represents typical accident scenarios. There are six typical accident scenarios which were merged in four test scenarios. The test scenarios are varying the starting position of the pedestrian, the pedestrian size (adult or child) and the speed of the pedestrian, whereas the speed of the car will not be varied. To ensure the independency from used sensing technologies it is necessary to use a suitable dummy. For example, if sensors are based on infrared, the dummy should emit the temperature of a human being. The test procedure will identify the collision speed as the key parameter for assessing the effectiveness of the tested system. The collision speed is defined as the reduction between initial test speed of the car and impact speed. The assessment of the speed reduction value regarding the safety benefit, however, will be part of a separate procedure.
To improve vehicle safety in frontal collisions, the crash compatibility between the colliding vehicles is crucial. Compatibility aims to improve both the self and partner protection properties of vehicles. Although compatibility has received worldwide attention for many years, no final assessment approach has been defined. Within the Frontal Impact and Compatibility Assessment Research (FIMCAR) project, different frontal impact test procedures (offset deformable barrier [ODB] test as currently used for Economic Commission for Europe [ECE] R94, progressive deformable barrier test as proposed by France for a new ECE regulation, moveable deformable barrier test as discussed worldwide, full-width rigid barrier test as used in Federal Motor Vehicle Safety Standard [FMVSS] 208, and full-width deformable barrier test) were analyzed regarding their potential for future frontal impact legislation. The research activities focused on car-to-car frontal impact accidents based on accident investigations involving newer cars. Test procedures were developed with both a crash test program and numerical simulations. The proposal from FIMCAR is to use a full-width test procedure with a deformable element and compatibility metrics in combination with the current offset test as a frontal impact assessment approach that also addresses compatibility. By adding a full-width test to the current ODB test it is possible to better address the issues of structural misalignment and injuries resulting from high acceleration accidents as observed in the current fleet. The estimated benefit ranges from a 5 to 12 percent reduction of fatalities and serious injuries resulting from frontal impact accidents. By using a deformable element in the full-width test, the test conditions are more representative of real-world situations with respect to acceleration pulse, restraint system triggering time, and deformation pattern of the front structure. The test results are therefore expected to better represent real-world performance of the tested car. Furthermore, the assessment of the structural alignment is more robust than in the rigid wall test.
A legform impactor with biofidelic characteristics (FlexPLI) which is being developed by the Japanese Automobile Research Institute (JARI) is being considered as a test tool for legislation within a proposed Global Technical Regulation on pedestrian protection (UNECE, 2006) and therefore being evaluated by the Technical Evaluation Group (TEG) of GRSP. In previous built levels it already showed good test results on real cars as well as under idealised test conditions but also revealed further need for improvement. A research study at the Federal Highway Research Institute (BASt) deals with the question on how leg injury risks of modern car fronts can be revealed, reflected and assessed by the FlexPLI and how the impactor can be used and implemented as a legislative instrument for the type approval of cars according to current and future legislations on pedestrian protection. The latest impactor built level (GTα ) is being evaluated by a general review and assessment of the certification procedure, the knee joint biofidelity and the currently proposed injury criteria. Furthermore, the usability, robustness and durability as a test tool for legislation is examined and an assessment of leg injuries is made by a series of tests with the FlexPLI on real cars with modern car front shapes as well as under idealised test conditions. Finally, a comparison is made between the FlexPLI and the current european legislation tool, the legform impactor according to EEVC WG 17.
16% aller Verkehrstoten in Deutschland sind Motorradfahrer und die Anzahl stagniert auf diesem hohen Niveau. Daher ist eine Verbesserung der Fahrsicherheit von Motorrädern zwingend erforderlich. Im Pkw leisten aktive bzw. verstellbare Fahrwerksysteme einen positiven Beitrag zur Fahrsicherheit und helfen, Unfälle zu vermeiden. Hierzu zählen neben den Fahrdynamikregelsystemen wie ABS und ESP auch Verstelldämpfer und Stabilisatorverstellsysteme. Dämpfer- und Stabilisatorsysteme beeinflussen die dynamische Radlast und können insbesondere im ABS-Regelbereich die Fahrsicherheit erhöhen. Der Einfluss geregelter Dämpfersysteme auf die Fahrsicherheit und den Komfort im Pkw-Bereich ist in ausführlichen Untersuchungen sowohl theoretisch als auch praktisch belegt. Im Kraftradbereich existieren zwar Untersuchungen zu verstellbaren Dämpfersystemen, meist werden hier aber ausschliesslich komfortorientierte Kriterien betrachtet. Neben der Übertragbarkeit der positiven Effekte, die im Pkw-Bereich hinsichtlich Komfort und Fahrsicherheit durch geregelte Dämpfersysteme erreicht werden, auf Krafträder, ist der Einfluss geregelter Systeme auf die besonderen kraftradspezifischen Eigenschaften noch nicht ausführlich simulativ betrachtet worden. Das labile System Kraftrad, das in Abhängigkeit der Fahrgeschwindigkeit stark veränderliche Eigenschaften bezüglich der Eigenstabilisierung aufweist, neigt je nach Geschwindigkeitsbereich zu unterschiedlichem Verhalten. Die Zielsetzung dieser Arbeit liegt somit in der Überpruefung der Übertragbarkeit der aus dem Pkw-Bereich bekannten Einflüsse geregelter Dämpfersysteme auf Fahrkomfort und Fahrsicherheit im Kraftradbereich. Weiter soll hierbei auf kraftradspezifische Fahrsituationen eingegangen werden, die in der Pkw-Forschung auf Grund des abweichenden Systemverhaltens keine Berücksichtigung finden. Die Untersuchung gliedert sich in die Parameterermittlung anhand eines Versuchsmotorrades, die Erstellung und Validierung eines Mehrkörpersimulationsmodells unter Verwendung der Software VI Motorcycle fuer Adams/Car, die Definition, Auswahl und Umsetzung geeigneter Fahrmanöver sowie die Beurteilung des Sicherheitsgewinns. In der Simulationsumgebung VI Motorcycle (Adams/Car) wurden Schnittstellen geschaffen, um (semi-)aktive Fahrwerke einzubinden. Die entsprechenden Regelalgorithmen sowie die Umsetzung der Dämpferkonzepte wurden hierfür in Matlab/Simulink aufgebaut. Im Rahmen dieser Untersuchung wurden zahlreiche Regelalgorithmen und Dämpferkonzepte modelliert und getestet. Es wurde ein Fahrmanöverkatalog mit solchen Fahrversuchen erstellt, die Potenzial fuer einen Sicherheitsgewinn durch aktive Dämpfer erwarten lassen. Fuer die definierten Fahrmanöver wurden Simulationen aller entwickelten Regler und als Referenz auch eines passiven Dämpfersystems durchgeführt. Die Simulationsdaten wurden anhand vorab definierter Beurteilungskriterien ausgewertet. Die Ergebnisse lassen Potenzial zur Steigerung von Fahrsicherheit und Komfort vermuten. Die Erkenntnisse aus dem Pkw-Bereich koennen in weiten Teilen auf den Kraftradbereich übertragen werden. Ein signifikanter Einfluss auf das heutige Unfallgeschehen von Motorrädern ist jedoch als unwahrscheinlich einzuschätzen.
A means of assessing the passive safety of automobiles is a desirable instrument for legislative bodies, the automobile industry, and the consumer. As opposed to the dominating motor vehicle assessment criteria, such as engine power, spaciousness, aerodynamics and consumption, there are no clear and generally accepted criteria for assessing the passive safety of cars. The proposed method of assessment combines the results of experimental safety tests, carried out according to existing legally prescribed or currently discussed testing conditions, and a biomechanical validation of the loading values determined in the test. This evaluation is carried out with the aid of risk functions which are specified for individual parts of the body by correlating the results of accident analysis with those obtained by computer simulation. The degree of conformance to the respective protection criterion thus deduced is then weighted with factors which take into account the frequency of occurrence and the severity of the accident on the basis of resulting costs. Each of the test series includes at least two frontal and one lateral crash test against a deformable barrier. The computer-aided analysis and evaluation of the simulation results enables a vehicle-specific overall safety index as well as partial and individual safety values to be determined and plotted graphically. The passive safety provided by the respective vehicle under test can be defined for specific seating positions, special types of accident, or for individual endangered parts of the body.
An analysis of NASS and FARS was conducted to determine crash conditions that involved injuries that are not currently being directly addressed by vehicle safety standards or by consumer information test protocols. Analysis of both field data and US NCAP tests were conducted to determine the relative safety provided by seating position and by vehicle model year. Opportunities for improvements were determined by crash categories with large populations of injuries that were not addressed by safety tests or smaller numbers that were increasing in frequency. Areas of opportunities include improved occupant restrain in rollovers, improved frontal protection for rear seat occupants and improved fire prevention in frontal and rollover crashes.
This paper set out to examine the possibilities for injury avoidance implications for older drivers in crashes, based on crash and injury patterns among older drivers and current trends in ageing in most western societies. A number of safety technologies were identified and discussed which have potential for improving vehicle older driver crash avoidance and crashworthiness. While there were some promising estimates available of the likely benefits of this technology for improving safety, it is evident that they need to be confirmed for older drivers, given their age-related disabilities and sensory limitations. Further research is urgently required to ensure that these technologies yield safety benefits without any disbenefits for older drivers.rn
From an automotive safety occupant protection standpoint, effective occupant restraint requires a system capable of providing non-injurious occupant ride down of anticipated crash forces. This is not only the case for frontal collisions, where occupant restraint is provided primarily by seatbelts and airbags, but is also critical for other crash modes such as side impacts, rear impacts, rollovers, as well as multiple impact events. In the rear impact crash mode, occupant restraint is provided primarily by the seatbacks and to some extent the seatbelts. Foundationally, therefore, what becomes fundamental to the seatback's role in rear occupant protection is its ability to contain the occupant within the seat, preventing occupant ramping, as well as preventing the seat's, and/or its occupant's, dangerous intrusion into the rear occupant's survival space where contact with rear compartment components and/ or rear seated occupants can present a significant injury risk. An analysis is presented of a series of rear impact sled testing conducted by the authors that evaluates the timing, position and extent of the front seatback's reward displacement toward and into the rear occupant compartment as well as consideration of the front seat occupant' ramping potential and its injury potential relative to the rear compartment. Additionally, three other series of testing are presented which assess various seat designs occupant retention capabilities. Lastly, a matched-pair comparison test series is presented which evaluates occupant motion in rear impact with and without use of a typical vehicle body mounted 3-point seatbelt. Discussion of restraint system performance observed in all the testing is included along with ATD biofidelity and thigh-gap considerations. The data collected and presented includes accelerometer instrumentation and high speed video analysis.
PROSPECT (Proactive Safety for Pedestrians and Cyclists) is a collaborative research project involving most of the relevant partners from the automotive industry (including important active safety vehicle manufacturers and tier-1 suppliers) as well as academia and independent test labs, funded by the European Commission in the Horizon 2020 research program. PROSPECT's primary goal is the development of novel active safety functions, to be finally demonstrated to the public in three prototype vehicles. A sound benefit assessment of the prototype vehicle's functionality requires a broad testing methodology which goes beyond what has currently been used. Since PROSPECT functions are developed to prevent accidents in intersections, a key aspect of the test methodology is the reproduction of natural driving styles on the test track with driving robots. For this task, data from a real driving study with subjects in a suburb of Munich, Germany was used. Further data from Barcelona will be available soon. The data suggests that intersection crossing can be broken down into five phases, two phases with straight deceleration / acceleration, one phase with constant radius and speed turning, and two phases where the bend is imitated or ended. In these latter phases, drivers mostly combine lateral and longitudinal accelerations and drive what is called a clothoid, a curve with curvature proportional to distance travelled, in order to change lateral acceleration smoothly rather than abrupt. The data suggests that the main parameter of the clothoid, the ratio distance travelled to curvature, is mostly constant during the intersections. This parameter together with decelerations and speeds allows the generation of synthetic robot program files for a reproduction of natural driving styles using robots, allowing a much greater reproducibility than what is possible with human test drivers. First tests show that in principle it is possible to use the driving robots for vehicle control in that manner; a challenge currently is the control performance of the robot system in terms of speed control, but it is anticipated that this problem will be solved soon. Further elements of the PROSPECT test methodology are a standard intersection marking to be implemented on the test track which allows the efficient testing of all PROSPECT test cases, standard mobile and light obstruction elements for quick reproduction of obstructions of view, and a concept for tests in realistic surroundings. First tests using the PROSPECT test methodology will be conducted over the summer 2017, and final tests of the prototype vehicles developed within PROSPECT will be conducted in early 2018
The head impact of pedestrians in the windscreen area shows a high relevance in real-world accidents. Nevertheless, there are neither biomechanical limits nor elaborated testing procedures available. Furthermore, the development of deployable protection systems like pop-up bonnets or external airbags has made faster progress than the corresponding testing methods. New requirements which are currently not considered are taken into account within a research project of BASt and the EC funded APROSYS (Advanced PROtection SYStems) integrated project relating to passive pedestrian protection. Testing procedures for head impact in the windscreen area should address these new boundary conditions. The presented modular procedure combines the advantages of virtual testing, including full-scale multi-body and finite element simulations, as well as hardware testing containing impactor tests based on the existing procedures of EEVC WG 17. To meet the efforts of harmonization in legislation, it refers to the Global Technical Regulation of UNECE (GTR No. 9). The basis for this combined hardware and virtual testing procedure is a robust categorization covering all passenger cars and light commercial vehicles and defining the testing zone including the related kinematics. The virtual testing part supports also the choice of the impact points for the hardware test and determines head impact timing for testing deployable systems. The assessment of the neck rotation angle and sharp edge contact in the rear gap of pop-up bonnets is included. For the demonstration of this procedure, a hardware sedan shaped vehicle was modified by integrating an airbag system. In addition, tests with the Honda Polar-II Dummy were performed for an evaluation of the new testing procedure. Comparing these results, it was concluded that a combination of simulation and updated subsystem tests forms an important step towards enhanced future pedestrian safety systems considering the windscreen area and the deployable systems.
Motorcycle safety research

Honda- global motorcycle sales exceeded the 10 million units mark since 2004, and further expansion is expected. As a responsibility for a company to provide mobility, Honda is focusing on motorcycle safety as top priority and has been working on various activities for both aspects of hardware and software. Here, we present Honda- activity for the safety technology of motorcycles. At present, Honda is promoting motorcycle safety in the four themes of prevention and collision safety such as safety education, recognition assistance, accident prevention and injury reduction. First, in the area of the safety education, the "Honda Safety Driving Promotion Center" was established in 1970, and motorcycle riders and vehicle driver trainings have been organized, and the traffic training centers are used as an actual practice field not only in Japan but also in many other regions in the world. Through our training activities, the new area of safety training with hardware assistance was developed and Honda- unique technology was accumulated such as the riding simulator which can provide experience of potentially dangerous situations without risk. Especially, the "riding trainer", the popular version of the riding simulator, was introduced at several motor shows in various countries and launched in September 2005. It was distributed first in Europe and is expected to expand globally aiming at 3000 units worldwide.. And in Europe, the newest version, which includes the suburban roads program, jointly developed with ADAC, will be released in near future. In the area of recognition assistance, "vehicle to vehicle communication technology" is under development using the advantage of being a manufacturer of both motorcycles and cars. This technology is under research as Honda "ASV-3" in Japan, and as part of C2C activity in Europe. As for the accident prevention, advanced brake systems for motorcycles to assist more effective brake operation have been expanded, Honda signed the European Road Safety Charter in April 2004 with the advanced brake systems commitment and furthermore, they are expanding according to vehicle characteristics and region. Then all models above 250 cc will have a version of the system by 2010. And as the last theme, "motorcycle airbag system" is introduced which is equipped on a mass production motorcycle for the first time in the world. It has been researched and developed for a long time as an injury reduction technology for collision accidents. Honda automobile technology was used for the research and development of the motorcycle airbag, and many specific issues such as the analysis of the collision conditions particular to motorcycles have been solved to realize today- success. It might be known that ADAC in-house crash test held in August this year confirmed the high effectiveness of the airbag system and showed a positive result. This motorcycle airbag system is equipped to the Honda Gold Wing and launched in North America in August, 2006. Also in Europe, it will be sold by the end of this year. Each theme of Honda motorcycle safety technology can be seen at the Honda booth.
Within the process of integrating passenger airbags in the vehicle fleet a problem of compatibility between the passenger airbag and rear-facing child restraint systems was recognised. Especially in the US several accidents with children killed by the passenger airbag were recorded. Taking into account these accidents the deactivation of a present passenger airbag is mandatory if a child is carried in a rear-facing child restraint system at the front passenger seat in all member states of the European Union. This rule is in force since the deadline of 2003/20/EC at the latest. In the past a passenger airbag either could not be disabled or could only be disabled by a garage. Today there are a lot of different possibilities for the car driver himself to disable the airbag. Solutions like an on/off-switch or the automatic detection of a child restraint system are mentioned as an example. Taking into account the need for the deactivation of front passenger airbags two types of misuse can occur: transportation of an infant while the airbag is (still) enabled and transportation of an adult, while the airbag is disabled, respectively. Within a research project funded by BASt both options of misuse were analysed utilising two different types of surveys amongst users (field observations and interviews, Internet-questionnaires). In addition both analysis of accident data and crash tests for an updated assessment of the injury risk caused by the front passenger airbag were conducted. Both surveys indicate a low risk of misuse. Most of the misuse cases were observed in older cars, which offer no easy way to disable the airbag. For systems, which detect a child seat automatically, no misuse could be found. The majority of misuses in cars equipped with a manual switch were caused by reasons of oblivion. Also the accident analysis indicates a minor risk of misuse. From more than 300 cases of the GIDAS accident sample that were analysed, only 24 children were using the front passenger seat in cars equipped with a front passenger airbag. In most of these cases the airbag was deactivated. When misuse occurred the injury severity was low. However, when analysing German single accidents the fatality risk caused by the front passenger airbag became obvious. From the technical point of view, there were important changes in the design of passenger airbags in recent years. Not only volume and shape were modified, but also the mounting position of the entire airbag module was changed fundamentally. Even if these findings do not allow obtaining general conclusions, a clear tendency of less danger by airbags could be identified. For future vehicle development a safe combination of airbags and rear faced baby seats seems to be possible in the long term. This would mean that both types of misuse could be eliminated. For parents an easier use of child seat and car would be the result.
In der öffentlichen Berichterstattung und in einschlägigen Gremien ist das Thema "Kleintransporter" immer wieder Gegenstand der Behandlung. Kleintransporter vereinen die Kapazität von kleinen Güterkraftfahrzeugen mit der Flexibilität und Leistungsfähigkeit von Pkw. Zum Führen dieser Fahrzeuge wird dabei lediglich die normale Pkw-Fahrerlaubnis benötigt. Obwohl das Unfallrisiko von Kleintransportern immer noch höher ist als das für Pkw, kann festgestellt werden, dass sich der starke Anstieg der Unfallanzahlen dieser Fahrzeuge trotz weiterhin steigender Bestandszahlen nicht weiter fortgesetzt hat. Mit dem hier durchgeführten Forschungsvorhaben wurde das Ziel verfolgt, die Maßnahmen und Qualifizierungsprogramme zur Erhöhung der Verkehrssicherheit von Kleintransportern in den zurückliegenden Jahren und auch solche Maßnahmen, die zukünftig geplant sind, umfassend zu erheben. Für solche Maßnahmen, die bereits realisiert worden sind, sollte festgestellt werden, inwiefern und in welchem Maße sie Anwendung finden. Die Grundlage des Forschungsvorhabens bildeten neben einer Literaturrecherche insbesondere empirische Untersuchungen. Diese wurden in Form von mündlich-persönlichen Befragungen mit Fahrern, Maßnahmenträgern, Unternehmen, Fahrzeugherstellern und Vermietunternehmen geführt. Insgesamt konnten im Rahmen des Vorhabens 116 Personen befragt werden. Wie die Fahrerbefragung gezeigt hat, verfügen die Befragten im Allgemeinen über keine spezifische Qualifikation in Bezug auf das Führen eines Kleintransporters. Die Ausgangsbasis bildet in aller Regel die Fahrerlaubnis der Klasse B bzw. Klasse 3 (alt). In den vergangenen fünf Jahren hat lediglich jeder zweite Fahrer eine Schulung besucht. Mit einem Anteil von rund 40% sind Übertretungen von Verkehrsvorschriften durch zu schnelles Fahren der häufigste Grund von Beanstandungen. Weitere Defizite wurden in Zusammenhang mit dem Thema Ladungssicherung deutlich. Aus Sicht von Maßnahmenträgern sind die Gründe für die insgesamt geringe Teilnahme von Fahrern an Weiterbildungsmaßnahmen unterschiedlich. So ist festzustellen, dass im Bereich des Kurier-, Express und Post/Paketdienstes aufgrund der engen Einbindung des Fahrpersonals in den logistischen Leistungsprozess häufig keine Freiräume bleiben, dem Fahrpersonal eine Schulung zu ermöglichen. Hinzu kommen wirtschaftliche Zwänge der Branche. Dennoch werden von Unternehmen des Kurier-, Express- und Post/Paketdienstes verschiedene Seminare angeboten und durchgeführt. Es hat sich gezeigt, dass vor allem der Ladungssicherung ein besonderer Stellenwert beigemessen wird. Hier sehen die Unternehmen einen wichtigen Ansatzpunkt für Verbesserungsmaßnahmen, wobei es hier in erster Linie um die Senkung der Schadensquote bezogen auf das Packstück geht, d.h. die Vermeidung bzw. Senkung von Kundenreklamationen, und weniger um den Aspekt der Verkehrssicherheit. Auch im Handwerk sind Maßnahmen zur Verbesserung der Verkehrssicherheit von Kleintransportern in Angriff zu nehmen. Die Fahrzeugsicherheit ist aus Sicht der Hersteller von zentraler Bedeutung. So hat sich die sicherheitsbezogene Ausstattung der Kleintransporter in den vergangenen Jahren stetig verbessert. Kleintransporter verfügen heute bereits serienmäßig über eine Vielzahl an allgemeinen sicherheitsbezogenen Ausstattungskomponenten. In Bezug auf die laderaumbezogene Sicherheitsausstattung werden insbesondere kundenspezifische Wünsche berücksichtigt. Auch die Durchführung von Kundenschulungen ist für die Hersteller ein wichtiges Anliegen. Betrachtet man die Zahlungsbereitschaft der Kunden, so hat sich gezeigt, dass in vielen Fällen die Kunden allerdings nicht bereit sind, für die fahrzeugspezifische Verkehrssicherheit einen höheren Kaufpreis zu entrichten. Ungeachtet dessen wird sich nach Einschätzung der Fahrzeughersteller die Verkehrssicherheit in Zukunft durch neue technische Lösungen weiter erhöhen. Aus Sicht der Vermietunternehmen hat sich die aktive und passive Sicherheitsausstattung der Kleintransporter in den vergangenen 10 Jahren stark verbessert, was sich zum Teil auch auf die Kaufentscheidung der Vermietunternehmen ausgewirkt hat. So sind bspw. bei der Kaufentscheidung neben den Anschaffungskosten durchaus Attribute wie Fahrzeugsicherheit und Langlebigkeit von zunehmender Bedeutung. Als problematisch wird das Privatkundengeschäft eingestuft. Für diesen Personenkreis ist die sicherheitsbezogene Ausstattung von Kleintransportern bislang ohne Bedeutung. Eine Verbesserung der Verkehrssicherheit von Kleintransportern ist in Zukunft nur dann zu erreichen, wenn allen Akteuren bewusst wird, dass das Fahren mit einem Kleintransporter nicht unmittelbar vergleichbar ist mit dem Fahren eines Pkw. Insgesamt ist festzustellen, dass Maßnahmen zur Verbesserung der Verkehrssicherheit von Kleintransportern langfristig anzulegen sind und insbesondere auf Ebene des Fahrpersonals noch ein erheblicher Nachholbedarf zu verzeichnen ist.
Die vorliegende Studie liefert Ergebnisse zur Marktdurchdringung von Fahrzeugsicherheitssystemen im Jahr 2015. Wie bereits im Jahr 2013 wurde die Studie von infas und dem Institut fuer Kraftfahrzeuge (ika) durchgeführt. Dazu wurden 5.040 Haushalte zur Ausstattung eines ihnen zur Verfügung stehenden Fahrzeugs befragt und 56 Fahrzeugsicherheitssysteme ausgewählt. Neben den quantitativen Interviews wurden zwei Fokusgruppen mit Neu- bzw. Gebrauchtwagenkäufern durchgeführt. In der vorangegangenen Studie von 2013 wurden Experten befragt, die beruflich mit dem Ein- oder Verkauf von Pkw fuer Unternehmensflotten befasst sind. Die weiteste Verbreitung haben passive Sicherheitssysteme wie Airbags, die darauf abzielen, die Folgen eines Unfalls fuer die Beteiligten abzumildern. Aber auch aktive und intervenierende Systeme, die Risiken vermeiden oder einzelne Fahraufgaben übernehmen, gehören haeufig zur Fahrzeugausstattung. Die häufigsten Vertreter aus dieser Gruppe sind der Bremsassistent, ESP und der Tempomat. Die meisten Fahrzeugsicherheitssysteme sind in Fahrzeugen der oberen Mittelklasse und Oberklasse zu finden. Mit der jährlichen Fahrleistung und der Nutzungshäufigkeit nimmt die Anzahl der Systeme ebenso zu wie bei jüngeren Fahrzeugen und Dienstwagen. Die grössten Veränderungen gibt es im Segment der SUVs und Geländewagen. Hier steigt die Zahl der Neuzulassungen in den letzten Jahren deutlich und die Ergebnisse zeigen, dass diese Fahrzeuge häufig mit einer Vielzahl von Sicherheitssystemen ausgestattet sind. Die Ergebnisse aus der Vorgängerstudie zeigen, dass gewerbliche Fahrzeughalter solche Fahrzeugsicherheitssysteme in die Standardausstattung aufnehmen, deren Nutzen nachgewiesen ist. In der diesjährigen Studie wird deutlich, dass auch private Käufer Systeme insbesondere dann als sicherheitsrelevant und sinnvoll erachten, wenn sie durch den Gesetzgeber vorgeschrieben oder bereits seit längerer Zeit auf dem Markt etabliert sind. Es zeigt sich auch, dass insbesondere die eigene Erfahrung mit Sicherheitssystemen Vorurteile abbaut und zu einer positiven Einstellung gegenüber solchen Systemen führt.
Aufgabe der Studie war eine erstmalige umfassende Erhebung der Ausstattung der Pkw in Deutschland mit Fahrzeugsicherheitssystemen. Die Experteninterviews, die mit Flottenbetreibern und Fahrzeugverkäufern geführt wurden, zeigen, dass solche Fahrzeugsicherheitssysteme in die Standardausstattung aufgenommen werden, deren Nutzen nachgewiesen ist.
Leiser Straßenverkehr 3

Aus dem Verkehrsforschungsprogramm der Bundesregierung wurden seit 2001 die Verbundprojekte Leiser Straßenverkehr gefördert. In 2014 wurde das dritte und letzte Verbundprojekt erfolgreich abgeschlossen. Das Verbundprojekt Leiser Straßenverkehr 3 (LeiStra3) hatte sich als zentrales Ziel gesetzt, Maßnahmen zur Minderung des Straßenverkehrslärms in Ballungsräumen zu entwickeln, die dort aufgrund der hohen Bevölkerungsdichte besonders wirkungsvoll sind. Es wurden verschiedene Forschungsansätze verfolgt, die die Geräuschemission an der Lärmquelle nachhaltig reduzieren. Partner aus Wirtschaft und Wissenschaft haben in einer interdisziplinär angelegten Forschungsarbeit gemeinsam Lösungen erarbeitet, mit denen das Lärmminderungspotenzial von Reifen, Fahrzeug und Fahrbahn weiter ausgeschöpft werden kann. In allen Arbeitspaketen wurden zahlreiche Ergebnisse und Erkenntnisse gewonnen, die dazu beigetragen haben, die bestehende Technik zu verbessern, die Impulse zur Entwicklung neuer Technologien gesetzt haben und auf deren Basis das Technische Regelwerk fortgeschrieben wurde. rnDas Verbundprojekt "Leiser Straßenverkehr 3" wurde durch das Bundesministerium für Wirtschaft und Technologie unter dem Förderkennzeichen 19U10016 A-M gefördert. Der vorliegende Schlussbericht wurde auf der Grundlage der Originalberichte der Partner erstellt. Auf die Wiedergabe von Anhängen wurde in der vorliegenden Veröffentlichung verzichtet. Die Berichte der einzelnen Teilvorhaben sind ungekürzt bei der Technischen Informationsbibliothek (TIB) veröffentlicht.
Im Rahmen dieser Begleitstudie zum Feldversuch mit Lang-Lkw wurde untersucht, wie die technischen Anforderungen der Verordnung über Ausnahmen von straßenverkehrsrechtlichen Vorschriften für Fahrzeuge und Fahrzeugkombinationen mit Überlänge (LKWÜberlStVAusnV) von teilnehmenden Speditionen umgesetzt wurden. Die Studie fußt auf den der BASt von den am Feldversuch teilnehmenden Speditionen zur Verfügung gestellten Daten sowie Fahrzeugbegutachtungen. Sie bildet den Stand vom 15.07.2013 mit 43 Lang-Lkw von 23 Speditionen ab. 31 Lang-Lkw vom Typ 3 bilden hierbei den größten Anteil. Alternative Umsetzungsmöglichkeiten technischer Anforderungen wurden speziell bei Achslastüberwachungssystemen und Kamera-Monitor-Systemen am Heck betrachtet. Die Achslastüberwachungssysteme weisen keine Spezifikationen hinsichtlich ihrer Genauigkeit auf. Probemessungen zeigten jedoch eine hinreichende Genauigkeit, um etwaige Überladungszustände transparent zu machen. Mit den Kamera-Monitor-Systemen können Objekte hinter dem Fahrzeug erkannt werden, eignen sich jedoch je nach Kameraposition eher zur Beobachtung des rückwaertigen Verkehrs oder als Rückfahrhilfe. Durch Simulationen und Fahrversuche wurde das Kurvenlaufverhalten der Fahrzeuge entsprechend -§ 32d der StVZO ("BO-Kraftkreis") überprüft. Es zeigte sich hierbei, dass die Prüfvorschriften nicht hinreichend genau definiert sind und sich speziell für Lang-Lkw je nach Auslegung unterschiedliche Werte ergeben können. Die Studie zeigt weiter, dass Lang-Lkw gegenüber Lkw herkömmlicher Bauart bei einem Gesamtgewicht von 40 t einen kürzeren Bremsweg aufweisen und keine erhöhte Sogwirkung auf Zweiräder ausüben. Darüber hinaus werden Unterschiede in der Fahrdynamik durch Simulationen aufgeschlüsselt, wodurch auf weiteren Forschungsbedarf hingewiesen wird. In Fragebögen wurde die Wirksamkeit der hinteren Beschilderung der Lang-Lkw untersucht. Die Befragung zeigte eine höhere Wirksamkeit von Piktogrammen, welche gegenüber Aufschriften zu bevorzugen sind. Die Auswertung von Flottentelematikdaten ergab eine CO2-Reduktion eines Lang-Lkw von rund 15 % gegenüber Lkw herkömmlicher Bauart, wenn beide Fahrzeuge die gleiche Güterart transportieren.
Ziel des Projektes war die Untersuchung der fahrdynamischen Besonderheiten der stationären, besonders jedoch der instationären Kurvenfahrt (Kurvenbremsung) von einspurigen Kraftfahrzeugen. Hierbei waren die Bewertung von Bremswirkung und Fahrstabilität unterschiedlicher Bremssysteme (Standardbremse, Kombibremse, ABV-Systeme) bei Kurvenbremsung sowie die Quantifizierung fahrer-, fahrzeug-, und fahrbahnseitiger Einflussparameter von besonderer Bedeutung. Hierzu werden zunächst die physikalischen und fahrdynamischen Grundlagen erarbeitet und der theoretische Ablauf der Kurvenbremsung betrachtet. Es folgte die experimentelle Erfassung des Kurvenbremsverhaltens im Straßenfahrversuch unter Verwendung der unterschiedlichen Bremssysteme und der Variation aller relevanter Parameter. Anschließend erfolgte die rechnergestützte Auswertung der experimentellen Ergebnisse sowie die Bewertung der unterschiedlichen Bremssysteme und Einflussgrößen. Als wichtigste Ergebnisse der Untersuchung können folgende Punkte gelten: - Alle untersuchten Bremssysteme können hinsichtlich des querdynamischen Verhaltens (Kurshaltung, Fahrstabilität) nicht befriedigen. - Effiziente Abbremsung in Kurvenfahrt mit ausreichender Bremssicherheit ist mit einer ABV-geregelten Kombibremsanlage zu erreichen unter der Voraussetzung, dass die ABV-Regelung nicht aktiviert wird, sondern das ABV-System lediglich als Überbremsungsschutz fungiert. - Die herkömmliche ungeregelte Standardbremse birgt mit zunehmender Querbeschleunigung eskalierende Sturzrisiken. Beim derzeitigen Stand der Technik lassen ABV-Systeme eine ausreichend fahr- und kursstabile Kurvenbremsung mit befriedigender Verzögerung zu, wenn nahe an der Regelungsschwelle gebremst wird. Wegen des hierbei dominierenden Einflusses des Vorderrades ist die Verbindung eines auf beide Räder wirkenden ABV-Systems mit einer lastabhängigen Kombibremse und voreilend überbremstem Hinterrad zu empfehlen.
Mit den Schwerpunkten Fahrstabilität, Kurshaltung und Kraftschlussausnutzung wurden die theoretischen und fahrdynamischen Grundlagen für die fahrsichere Motorrad-Kurvenbremsung mit einem kurventauglichen Bremssystem untersucht. In theoretischen Betrachtungen wurden ein Bremskraftregelungs- und das zugehörige Sensorkonzept sowie Maßnahmen zur Schräglaufbegrenzung (Fahrstabilität/Kraftschlussausnutzung) und zur Ausschaltung des Bremslenkmoments (Kurshaltung) erarbeitet. Die elektronische Bremskraftregelung baut auf einer dynamisch lastabhängigen Kombibremse mit voreilend überbremstem Hinterrad auf. Die Sensorik umfasst Raddrehzahlen (bzw. -änderungen), dynamische Radlasten, Radseitenkräfte und Fahrzeugrollwinkel. Das Sensorkonzept ermöglicht indirekte Messung des aktuellen Umfangs- und Seitenkraftschlussbedarfs und bietet einen Ansatz für eine kraftschlussorientierte Bremskraftregelung. Die Radkraftmessung erkennt den Beginn einer querdynamischen Destabilisierung frühzeitig und eindeutig; dies konnte im fahrdynamischen Experiment ebenso bestätigt werden wie die Praxistauglichkeit der von der Forschungsstelle neu entwickelten und gebauten Sensorik. Die kraftschlussorientierte Radregelung ist notwendigerweise angewiesen auf die Kenntnis des Reifenkraftübertragungsverhaltens. Dieses wurde mit einem Motorradreifenmessanhänger der Forschungsstelle auf realen Fahrbahnen exemplarisch untersucht. Mit seiner Hilfe kann für jeden Betriebspunkt der Kurvenbremsung der aktuelle Schräglauf an beiden Rädern bestimmt werden. Alle erfassten Daten können für weitere zukünftige Sicherheitssysteme genutzt werden. Es ist vorgesehen, das entworfene Bremskraftregelungskonzept einschließlich der Maßnahmen zur Schräglauf- und Bremslenkmomentbegrenzung zu realisieren und die hiermit zu erzielenden Verbesserungen im fahrdynamischen Experiment nachzuweisen. Die Messungen zum Reifenverhalten sollen fortgesetzt und auf den dynamischen Bereich ausgedehnt werden.
Teil 1: Die vorliegende Untersuchung befasst sich mit der optimalen Kennzeichnung von Lkw und Anhängern. Der Bericht ist in vier Abschnitte unterteilt: Nach einer Einleitung mit Informationen über die Seh- und Wahrnehmungsbedingungen werden die internationalen Kennzeichnungsvorschriften dargestellt.Der zweite Teil beschäftigt sich mit Grundlagenuntersuchungen zur Gestaltung und Wirksamkeit von zusätzlichen Kennzeichnungen für Lkw. Die Vorgängeruntersuchungen mit homogenem Umfeld werden neuen Ergebnissen der Untersuchungen von Lkw und Anhängern in strukturierten Umfeldern gegenübergestellt. In Bezug auf die Wahrnehmbarkeit und die Erkennbarkeit zeigen sich sowohl in homogenen als auch in strukturierten Umfeldern, dass eine Linien- oder Konturkennzeichnung am besten geeignet ist. Darüber hinaus bieten diese Kennzeichnungen die Möglichkeit, den Lkw zu identifizieren. Hingegen werden die heute üblichen punktartigen Kennzeichungen oft mit anderen Verkehrsteilnehmern verwechselt, was zu gefährlichen Verkehrssituationen bei Nacht führen kann. Für optimale Wahrnehmbarkeit müssen diese Kennzeichnungen eine Leuchtdichte von etwa 10 cd/m2 aufweisen. Im dritten Teil werden neuere Messungen des Feldversuches dargestellt. Neben den Angaben über spezifische Rückstrahlwerte der Kennzeichnungen werden deren auftretende Leuchtdichten im Verkehr gezeigt. Ferner werden Hinweise gegeben, in welcher Form die Kennzeichnungen an den verschiedenen Lkw-Aufbauten angebracht werden können. Abschließend wird eine Unfallanalyse dargestellt.Zum einen wurden hier in Zusammenarbeit mit dem HUK-Verband sämtliche Lkw-Unfälle in Bayern aus dem Jahre 1984 ausgewertet. Es zeigte sich, dass mehr als ein Drittel aller nächtlichen Lkw-Seiten- und Heck-Unfälle auf die Unfallursache "nicht oder zu spät erkannter Lkw" zurückzuführen sind. Eine begleitende Unfallanalyse der Lkw im Feldversuch für das Jahr 1991 ergab, dass sich in der gekennzeichneten Gruppe ein Unfall mit dieser Unfallursache ereignete. In der etwa gleich großen Vergleichsgruppe ergaben sich 15 Unfälle mit dieser Ursache. Damit konnten die Ergebnisse des Vorjahres bestätigt werden, die den positiven Einfluss von Linien- und Konturkennzeichnungen für Lkw auf das Unfallgeschehen zeigten.rnTeil 2: Der vorliegende Bericht enthält die Entwürfe für eine Neuformulierung der ECE-Regelungen 69 und 70, die sich mit Mitteln zur besseren Wahrnehmbarkeit und Erkennbarkeit von LKW, Anhängern und langsam fahrenden Fahrzeugen beschäftigen. Die Originalversionen von ECE-Regelung 69 (Stand Oktober 1989) und Regelung 70 (Stand März 1990) sind teilweise neuformuliert oder erweitert. Der hauptsächliche Änderungsvorschlag im Entwurf der ECE-Regelung 69 besteht in einem Ersatz des rot-fluoreszierenden inneren Dreiecks durch ein rot retroreflektierendes Dreieck. Der Entwurf der ECE-Regelung 70 wurde um die seitliche und rückwärtige Linien- und Konturkennzeichnung erweitert. Die rückwärtigen Kennzeichnungstafeln (Kennzeichnungsschilder) sollen weiter verwendet werden dürfen, wobei auch hier die rot-fluroeszierenden Flächen durch rot-retroreflektierende Flächen ersetzt werden sollen. Es wird der Oberbegriff der Markierung eingeführt, der sich in einzelne Klassen aufteilt: Klasse 1: Hintere Kennzeichnungstafel (Hinteres Kennzeichnungsschild) für Kraftfahrzeuge (Motorfahrzeuge); Klasse 2: Hintere Kennzeichnungstafel (Hinteres Kennzeichnungsschild) für Anhänger; Klasse 5: Seitliche und rückwärtige Linienkennzeichnung; Klasse 6: Seitliche und rückwärtige rechteckige Konturkennzeichnung; Klasse 7: rückwärtige runde und ovale Konturkennzeichnung.
Ziel des Forschungsprojektes war der Vergleich verschiedener lichttechnischer Einrichtungen an Fahrrädern zur besseren Erkennbarkeit im nächtlichen Straßenverkehr. Dabei sollten neben der Wahrnehmbarkeit auch der Symbolcharakter der lichttechnischen Einrichtungen untersucht werden. Die Versuche teilten sich in Laboruntersuchungen und dynamische Fahrversuche. Dabei wurden die Wahrnehmbarkeit und die Erkennbarkeit der unterschiedlichen Muster bewertet. Für die Kenntlichmachung von Fahrrädern nach vorne und hinten erwiesen sich großflächige passive Markierungen als sinnvolle Ergänzungen zum Scheinwerfer und Rücklicht. Die beste Wahrnehmbarkeit eines Radfahrers von hinten wird erzielt, indem man ihn mit einem zusätzlichen Scheinwerfer beleuchtet. Als Kenntlichmachung zur Seite eignet sich am besten eine geschlossene oder segmentierte Konturmarkierung der Reifen. Neben einer nur geringen notwendigen Leuchtdichte zur Wahrnehmung erlauben diese Kenntlichmachungen auch sofort die Zuordnung zu einem Fahrrad.
Im Jahresbericht 2007/2008 wird das 25-jährige Standortjubiläum der Bundesanstalt für Straßenwesen in Bergisch Gladbach-Bensberg zum Anlass genommen, auf die Arbeitsergebnisse der vergangenen Jahre zurückzublicken und den Blick in die Zukunft zu richten. Ausgewählte Beiträge aus allen Fachdisziplinen der BASt zeigen, welche Themen von den Mitarbeiterinnen und Mitarbeitern der BASt in den letzten Jahren bearbeitet wurden, wo die Schwerpunkte heute liegen und wie die Aufgaben der Zukunft aussehen.rnAußerdem wird ein kurzer Rückblick auf den Bau der Dienstgebäude in Bensberg und die Entwicklung der BASt in den letzten 25 Jahre gegeben sowie über den Tag der offenen Tür berichtet, an dem das Standortjubiläum in Bensberg zusammen mit etwa 4.000 Gästen gefeiert wurde.rnDie letzten Jahre waren altersbedingt geprägt von vielen personellen Wechseln " auch in der Leitungsebene. Der Generationswechsel ist damit in der BASt nahezu abgeschlossen. Der Jahresbericht der Bundesanstalt für Straßenwesen gibt einen Überblick über die Arbeitsschwerpunkte der BASt im Jahr 2006. Neben grundlegenden Informationen über die BASt werden 31 Projekte aus den fünf Forschungsabteilungen der BASt vorgestellt. Abgerundet wird der Jahresbericht mit den Aktivitäten der Öffentlichkeitsarbeit, der Internationalen Zusammenarbeit, einer Zusammenstellung der zum Teil in der BASt entwickelten und gepflegten Datenbanken und -sammlungen sowie Zahlen und Fakten des Jahres 2006.
The Traffic Accident Research Institute at University of Technology Dresden investigates about 1,000 accidents annually in the area around and in Dresden. These datasets have been summarized and evaluated in the GIDAS (German Accident In-Depth Study) project for 13 years. During the project it became apparent that the specific traffic situation of a covert exit of a passenger car and an intersecting two-wheeler involves a high risk potential. This critical situation develops in a large part due to the lack of visibility between the driver and the intersecting bike. In this paper the accident avoidance potential of front camera systems with lateral field of view, which allows the driver to have an indirect sight into the crossing street area will be presented.
Die schnell fortschreitende Entwicklung der Sensortechnologie und der Aktuatorik bietet Ansätze für neuartige Rückhaltesysteme und kann somit den Schutz des Insassen bei Unfällen erheblich verbessern. Kommende Generationen adaptiver Rückhaltesysteme werden eine dosierte Aktivierung der Schutzwirkung (z.B. mehrstufige Airbags oder Gurtstraffer) abhängig von der Unfallschwere und der Fahrzeugbesetzung erlauben. Um solche Systeme voll auszunutzen, werden Sensoren entwickelt, die die Schwere eines Unfalls in weitaus höherer Auflösung als bisher erkennen können und somit das Einleiten adaptiver Maßnahmen ermöglichen. Diese Systeme werden unter dem Begriff der intelligenten oder adaptiven Rückhaltesysteme zusammengefasst. Ziel des Projektes "Intelligente Rückhaltesysteme" ist es, die möglichen Verbesserungen der passiven Sicherheit durch die neuen Technologien zu analysieren und darzustellen. Außerdem sind die Auswirkungen auf die gesetzlichen Regelungen zu untersuchen, um so mögliche zusätzliche Schutzpotentiale schnell umzusetzen und eventuelle Risiken zu vermeiden. In einer umfangreichen Literaturrecherche wurde zum einen das Unfallgeschehen analysiert. Ergänzend wurden die Schwerpunkte des Pkw-Unfallgeschehens durch eine Auswertung von Unfalldaten der GIDAS untersucht und dargestellt. Zum anderen wurde der Stand der Technik heutiger und zukünftiger Rückhaltesysteme aufgearbeitet und systematisiert. Dabei wurden die bestehenden und zukünftigen Systeme in ihrer Funktionsweise analysiert und durch ein 3-Ebenen-Modell charakterisiert. Mit Hilfe des Abgleichs der Schwerpunkte des realen Unfallgeschehens mit den RHS und der bestehenden Gesetzgebung wurden Potenziale und Wirkbereiche möglicher Maßnahmen skizziert. Auf der Basis einer Expertenbefragung konnten der Entwicklungsstand der iRHS aufgezeigt und Vorschläge zur Erweiterung der bestehenden Sicherheitsgesetzgebung gemacht werden.
Injury probability functions for pedestrians and bicyclists based on real-world accident data

The paper is focusing on the modelling of injury severity probabilities, often called as Injury Risk Functions (IRF). These are mathematical functions describing the probability for a defined population and for possible explanatory factors (variables) to sustain a certain injury severity. Injury risk functions are becoming more and more important as basis for the assessment of automotive safety systems. They contribute to the understanding of injury mechanisms, (prospective) evaluation of safety systems and definition of protection criteria or are used within regulation and/or consumer ratings. In all cases, knowledge about the correlation between mechanical behavior and injury severity is needed. IRFs are often based on biomechanical data. This paper is focusing on the derivation of injury probability models from real world accident data of the GIDAS database (German In-depth Accident Study). In contrast to most academic terms there is no explicit term definition or definition of creation processes existing for injury probability models based on empirical data. Different approaches are existing for such kind of models in the field of accident research. There is a need for harmonization in terms of the used methods and data as well as the handling with the existing challenges. These are preparation of the dataset, model assumptions, censored/unknown data, evaluation of model accuracy, definition of dependent and independent variable, and others. In the presented study, several empirical, statistical and phenomenological approaches were analyzed regarding their advantages and disadvantages and also their applicability. Furthermore, the identification of appropriate prediction parameters for the injury severity of pedestrians has been considered. Due to its main effect on injuries of pedestrians and bicyclists, the importance of the secondary impact has also been analyzed. Finally, the model accuracy, evaluated by several criteria, is the rating factor that gives the quality and reliability for application of the resulting models. After the investigation and evaluation of statistical approaches one method was chosen and appropriate prediction variables were examined. Finally, all findings were summarized and injury risk functions for pedestrians in real world accidents were created. Additionally, the paper gives instructions for the interpretation and usage of such functions. The presented results include IRFs for several injury severity levels and age groups. The presented models are based on a high amount of real world accidents and describe very well the injury severity probability of pedestrians and bicyclists in frontal collisions with current vehicles. The functions can serve as basis for the evaluation of effectiveness of systems like Pedestrian-AEB or Bicycle-AEB.
This study aimed at developing an injury estimation algorithm for AACN technologies for Germany and compared them to findings based on Japanese data. The data to build and to verify the algorithm was obtained from the German in-depth Accident Database (GIDAS) and split into a training and a validation dataset. Significant input variables and the generalized linear regression model to predict severe injuries (ISS>15) were selected to maximize area under the receiver operating characteristic curve (AUC). Probit regression with the input parameter multiple impact, delta v, seatbelt use and impact direction gave the largest AUC of 0.91. Sensitivity of the algorithm was validated at 90% and specificity at 76% for an injury risk threshold of 2%. It appears that no major differences between Japan and Germany exist for injury estimation based on delta v and impact direction. However, far side impact and multiple crash events appear to be associated with a larger risk increase in the German data.
In Form einer Pilotstudie wurden eine Literaturrecherche, eine Befragung von Experten der Automobilindustrie und theoretische Untersuchungen zur Frage der Head-Up-Display-Technik (HUD) im Kraftfahrzeug durchgeführt. Auf der Suche nach neuen, die Sicherheit des Kraftfahrzeugverkehrs fördernden Anzeigen findet das HUD zunehmend Interesse. Das Prinzip des HUD im Kraftfahrzeug besteht darin, dass die Informationen des Displays über den in die Windschutzscheibe integrierten Combiner in die Verkehrsszene als virtuelles Bild eingeblendet werden. In Europa wurden von Automobil- und Zulieferfirmen ca. ein Dutzend HUD-Systeme als Experimentalsysteme entwickelt. In den europäischen Forschungsprogrammen PROMETHEUS und DRIVE wird das HUD als eine von mehreren neuen Anzeigetechniken untersucht. In den USA und Japan befinden sich HUD-Systeme in Serienfahrzeugen bereits seit einigen Jahren auf dem Markt. Informationen auf einem HUD im Kraftfahrzeug werden schneller und sicherer abgelesen, als auf der konventionellen Instrumententafel. Insbesondere die physiologischen Anteile des Wahrnehmungsvorganges, das heißt die Augenbewegung, das Akkommodieren und das Adaptieren, erfolgen mit einem HUD schneller. Allerdings kann die Verquickung der Verkehrsszene mit bordeigenen Informationen zu verändertem Fahrverhalten und zu anderen Beobachtungsstrategien der Kraftfahrer führen. Die HUD-Technik ist zwar relativ fortgeschritten, jedoch liegen nur wenige fundierte experimentelle Ergebnisse vor. Es wurde daher eine Untersuchungsreihe mit Labor-, Simulator- und Feldexperimenten entworfen, die offene Fragen zu Nutzen, Informationsinhalten und Gestaltung von HUD-Anzeigen beantworten sollen. Gesetzliche Vorschriften der StVZO und die sie tangierenden EG-Richtlinien beziehungsweise ECE-Regelungen legen die Mindestanforderungen an die Sicht aus Kraftfahrzeugen fest, und es bestehen Vorgaben sowohl für die mögliche Position der HUD-Anzeigen, als auch für die Transmission und für die Farberkennung der Verkehrsobjekte.
Institute for Traffic Accident Research and Data Analysis <Tokyo>rnAbstract: Analyses were conducted to clarify the features of rear-end collisions, using an integrated accident database developed by the Institute for Traffic Accident Research and Data Analysis (ITARDA). Focusing on neck injuries in rear-end collisions, analyses were made of the relation to struck-vehicle properties. Regarding the relation to the initial year of registration, the results did not show that newer vehicles tended to have a lower no-neck-injury rate, which was defined in this study as an index. On the contrary, in some passenger car classes, it was observed that the no-neck-injury rate was higher in newer vehicles. The effect of an active head restraint system, which is one type of anti-whiplash device, was analyzed by using not only the no-neck-injury rate but also a regression analysis. The results showed that the effect of an active head restraint system on suppressing the incidence of neck injuries was statistically significant.rn
The share of high-tensile steel in car bodies has increased over the last years. While occupant safety has generally benefited from this measure, there is a potential risk that, as a result, rescue time may increase considerably. In more than 60% of all car occupant fatalities a technical rescue has been necessary. These are in particular those cases where occupants die immediately at the accident scene. Therefore, in these cases "rescue time" is a very sensitive parameter. In addition to the general analysis of the need of technical rescue and the actual rescue time depending on model years, the injury pattern of occupants requiring technical rescue will be analysed to provide advice for rescue teams. Furthermore, a detailed analysis of rescue measures for the most popular car models depending on the safety cell design is given.
This work describes the results of the experimental activity, illustrating the driving behavior observed in different conditions, relating them to the different methods of ADAS intervention and comparing the driver behavior without ADAS. In the present study, driver behavior was studied in road accidents involving elderly pedestrians, with different ADAS HMIs, as a base to develop a driver model in near missing pedestrian accidents. A literature research was conducted with the aim of finding out the main influencing factors, including environment, boundary conditions, configuration of impact, pedestrian and driver information, when pedestrian fatalities occur and an analysis of frequent road accidents was conducted to get more detailed information about the driver- behavior. In order to obtain more detailed information about pedestrian accidents, real road accidents were reconstructed with multibody simulations on PC-Crash and, by the comparison between literature findings and reconstructions, a generic accident scenario was defined. The generic accident scenario was implemented on the full scale dynamic driving simulator in use at the Laboratory for Safety and Traffic Accident Analysis (LaSIS, University of Florence, Italy) in order to analyse the driving behaviors of volunteers, also considering the influence of ADAS devices. Forty-five young volunteers were enrolled for this study, resulting in forty valid tests on different testing scenarios. Two different scenarios consisted in driving with or without ADAS in the vehicle. Different kinds of ADAS, acoustic and optical, with different time of intervention were tested in order to study the different reactions of the driver. The tests showed some interesting differences between driver's behavior when approaching the critical situation. Drivers with ADAS reacted earlier, but more slowly, depending also on the type of alarm, and often with double reaction when braking. In fact, the results of the activity showed that with ADAS intervention the time to collision (TTC) increases, but the reaction time and braking modality change: a) there is a sort of "latency" time between the accelerator pedal release and the brake pressure; b) the brake pressure is initially less intense. So the driver only partially takes advance from the TTC increase. These differences were valued not only qualitatively, but quantitatively as well. This work revealed to be useful to improve the knowledge of drivers" behavior, in order to realize a driver model that can be implemented to help attaining and assessing higher levels of automation through new technology.
It has been pointed that most of the accidents on the roads are caused by driver faults, inattention and low performance. Therefore, future active safety systems are required to be aware of the driver status to be able to have preventative features. This probe study gives a system structure depending on multi-channel signal processing for three modules: Driver Identification, Route Recognition and Distraction Detection. The novelty lies in personalizing the route recognition and distraction detection systems according to particular driver with the help of driver identification system. The driver ID system also uses multiple modalities to verify the identity of the driver; therefore it can be applied to future smart cars working as car-keys. All the modules are tested using a separate data batch from the training sets using eight drivers" multi-channel driving signals, video and audio. The system was able to identify the driver with 100% accuracy using speech signals of length 30 sec or more and a frontal face image. After identifying the driver, the maneuver/ route recognition was achieved with 100% accuracy and the distraction detection had 72% accuracy in worst case. In overall, system is able to identify the driver, recognize the maneuver being performed at a particular time and able to detect driver distraction with reasonable accuracy.
This work aimed for getting the main features of accidents involving Light Goods Vehicles (LGV), using accident cases collected in the In-Depth Accidents Studies built up at IFSTTAR-LMA (France), in order to analyse thoroughly the proceedings of these accidents and identify the major factors for the different types of LGV. This work was based on the analysis of 88 accident cases involving LGV with a Maximum Authorised Mass inferior to 3.5 tonnes. In particular kinematics reconstruction of these accidents were performed to calculate the average impact speeds and to better understand the compatibility problems between LGV and antagonist vehicles. Specific features have been reviewed to pick up problems concerning safety, maintenance, loading, LGV design: general conditions of the accident, vehicle features, and passive safety. The main results of this study are presented in this paper.
Bus or heavy vehicle passenger accidents are rare events, compared with car accidents, but sometimes leads to a large number of victims especially in rollover crash scenarios. Two accidents occurred in Portugal in 2007 and 2013 in which 28 people died and more than 50 are injured, shown the importance of the investigation of such accidents. For the investigation of these accidents multidisciplinary teams are constituted with engineers and police officers. All the factors involved are taken into consideration including road design, traffic signs, maintenance and hardware, human factors, and vehicle factors. In this work a methodology to an accurate collection of the data is proposed. From the information collected the accident is reconstructed using the PC-CrashTM software. From this all the contribution factors are determined and recommendations to mitigate these crashes are listed. These two accidents are rollover accidents and the analysis of the injuries and its correlation with the use of retention systems is very important. From the medical data and with the dynamics of the accident determined simulations of the occupants with biomechanical models are carried out in order to evaluate the effect of the retention systems in the injuries. This analysis is based on injury criteria (such as Abbreviated Injury Score (AIS) or Injury Severity Scale (ISS)). With this it is possible to determine if the seat belt was worn or not.
In-depth road traffic accident research in Spain is a fairly recent activity. In the past, only accident data that had been retrospectively processed by the national and regional traffic police forces was available. In 1999 Applus+IDIADA set up a permanent accident research unit to carry out indepth analysis of road accidents in Spain. Since then accidents involving cars, motorcycles, coaches and vulnerable road users have been thoroughly studied. The Applus+IDIADA accident research team has carried out work for the various traffic polices in Spain and it is currently involved in several research projects in which accidentology is one of the main tasks. The working methodology of the team is presented in the first part of the paper. In the framework of the European research project "Rollover" (GRD2-2001-50086), Applus+IDIADA has collected data, inspected scenarios and performed virtual reconstructions of twenty-six of the total seventy-six rollover accidents studied. The second half of the paper describes how these accident investigations were used to develop a test procedure for identifying possible improvements to the vehicle structure which augment occupant protection in a rollover scenario. In particular, a proposal for a new drop test for rollover assessment is presented. The cases were analysed for severity, in terms of injury to the occupants and damage to the vehicle, and taking into account whether a seatbelt was worn or not. The worst possible cases were identified as those that had severe occupant injuries and sizable damage to the occupant compartment when seatbelts had been worn. The most severe cases were then analysed further for impact position (roll and pitch angles) and the impact velocity. With these parameters taken into account, the most representative combinations could be found. This resulted in a series of configurations for possible drop tests. The results of the tests indicate where passenger vehicle structures need to be improved in order to increase occupant safety in the event of a rollover crash.
Despite the steadily declining number of pedestrian fatalities and injuries in most European countries during recent decades, pedestrian protection is still of great importance in the European Union as well as in Germany. This is because they still constitute a large proportion of road user casualties and are more likely to suffer serious and fatal injuries than most other road users. In 1999 only car occupants suffered more fatal injuries than pedestrians in Germany. In December 1998, EEVC WG 17 completed their review and updating of the EEVC WG 10 pedestrian test procedure that made it possible to evaluate the protection afforded to pedestrians by the front of passenger cars in an accident. Within the scope of this procedure, four different impactors are used representing those parts of the body which are injured very often and/or very seriously in vehicle-pedestrian-collisions. In a project executed by IKA and BASt, a small family car was tested according to the EEVC WG 17 test procedure. Afterwards modifications to the car were carried out in order to improve the pedestrian protection provided by the vehicle design. There were certain restrictions placed on the level of modifications undertaken, e.g. only minor modifications to vehicle styling and to the vehicle structures, which provide passenger protection. The redesigned vehicle was tested again using the WG 17 test procedure. The test results of the modified vehicle were compared with those of the standard vehicle and evaluated. The results show that considered measures for pedestrian protection in many areas of the vehicle front structure and the use of innovative techniques can lead to a significant reduction of the loads of pedestrians at an acceptable expense.
This paper provides an overview of the research work of the European Enhanced Vehicle-safety Committee (EEVC) in the field of crash compatibility between passenger cars. Since July 1997 the EC Commission is partly funding the research work of EEVC. The running period of this project will be two years. The progress of five working packages of this research project is presented: Literature review, Accident analysis, Structural survey of cars, Crash testing, and Mathematical modelling. According to the planned time schedule the progress of research work is different for the five working packages.
A flexible pedestrian legform impactor (FlexPLI) has been evaluated by a Technical Evaluation Group (Flex-TEG) of the Working Party on Passive Safety (GRSP) of the United Nations Economic Commission for Europe (UN-ECE). It will be implemented within phase 2 of the global technical regulation (GTR 9) as well as within a new ECE regulation on pedestrian safety as a test tool for the assessment of lower extremity injuries in lateral vehicle-to-pedestrian accidents (UN-ECE 2010-1, 2010-2 and 2010-3). Due to its biofidelic properties in the knee and tibia section, the FlexPLI is found to having an improved knee and tibia injury assessment ability when being compared to the current legislative test tool, the lower legform impactor developed by the Pedestrian Safety Working Group of the European Enhanced Vehicle-safety Committee (EEVC WG 17). However, due to a lack of biofidelity in terms of kinematics and loadings in the femur part of the FlexPLI, an appropriate assessment of femur injuries is still outstanding. The study described in this paper is aimed to close this gap. Impactor tests with the FlexPLI at different impact heights on three vehicle frontends with Sedan, SUV and FFV shape are performed and compared to tests with a modified FlexPLI with upper body mass. Full scale validation tests using a modified crash test dummy with attached FlexPLI that are carried out for the first time prove the more humanlike responses of the femur section with applied upper body mass. Apart from that they also show that the impact conditions described in the current technical provisions for tests with the FlexPLI don"t necessarily compensate the missing torso mass in terms of knee and tibia loadings either. Therefore it can be concluded that an applied upper body mass will contribute to a more biofidelic overall behavior of the legform and subsequently an improved injury assessment ability of all lower extremity injuries addressed by the FlexPLI. Nevertheless, the validity of the original as well as the modified legform for tests against vehicles with extraordinary high bumpers as well as flat front vehicles still needs to be evaluated in detail. A first clue is given by the application of an additional accelerometer to the legform.
The objective of this study was to identify aspects of the individual experience and behaviour of drivers in intersection accidents. A total of 40 accident drivers sketched their ideas and expectations relating to intersection assistance using the method of Structure Formation Technique. Using this method prepared content cards and relation cards for a subject matter are formed together in a structure through the application of an explicit set of rules. The structures generated in this process were compared with the structures of 20 control persons who have not recently experienced an accident at intersections. The basis for this comparison was a case-control design with matched samples regarding the variables age, sex, education, occupation, driving experience and annual mileage. The results of the accident reports indicate that additional assistance is instrumental in the perception of other road users. Generally the interviewed drivers were open-minded towards the use of intersection assistance systems. Drivers who have recently experienced an accident at intersections significantly more often approved of warning assistance in their vehicle than drivers who have not recently experienced an accident. Further accident experienced drivers favoured warning and information via audio warning more frequently. The ideas of the drivers were strongly shaped by the experiences with already available advanced driver assistance systems. Hence acoustic and visual warnings were generally preferred to tactile warnings. The findings also indicate a relationship between the variable age and the acceptance of automatic vehicle intervention, and the suggestion of a head up display as a configuration of a visual warning system.
The market introduction and penetration of electric vehicles can be seen as a milestone in order to reduce the environmental burden imposed by the transport sector. The wide-spread use of electric vehicles powered by electricity from renewable sources promises a substantial reduction of local emissions in urban areas as well as greenhouse gas emissions. To be a successful mobility alternative several obstacles and challenges have to be overcome first. Especially the customers' purchase decision determines finally whether an innovation like electromobility will be successful. Therefore, this paper concentrates on demand-related obstacles and barriers for a broad market deployment of electric cars. Within the Electromobility+ project eMAP these issues are investigated via a consumer survey. It was designed to identify the awareness of potential consumers of electric cars as well as give an estimate of the attitude towards this new technology. In addition to the picture of potential demand-related obstacles the consumers were asked to evaluate the suitability of various promotion measures.
The misuse of CRS (child restraint system) is one of the most urgent problems in connection of child safety in cars. Numerous field studies show that more than two thirds of all CRS are used in a wrong way. This misuse could lead to serious injuries for the children. Surprisingly the quality of CRS use is coded much better in accident data (e.g. GIDAS) than the results of observatory field studies show. It is expected that misuse of CRS was not detected by the accident teams in a large number of the cases. An essential part in improving child seats and their usability is the knowledge of the relation between misuse and resulting injuries. For that the analysis and experimental reconstruction of accidents is an important part. For allowing an exact experimental accident reconstruction, it is necessary to have detailed information about the securing situation of the child and about the installation of the CRS in the car.
Rollovers continue to be a major source of heavy truck fatalities when compared to other accident modes. Real world rollover accidents are analyzed and two distinct damage patterns are identified. Damage to heavy truck roofs can occur from lateral loading that transitions to vertical roof loading as the vehicle rolls onto its side and then over onto its roof. A second load path can occur when the vehicle has rolled onto its side and furrows into the ground generating large longitudinal friction forces between the roof and ground. A review of the previous literature and various test methodologies are presented. A sled impact test methodology is presented which allows for structural assessment of a heavy truck cab's crashworthiness in both of these loading environments. Two test series are presented using the sled impact test methodology in order to analyze real world truck rollovers using varying impact platen and contact angles. The structural deformation and failure patterns were found to be consistent with damage seen in real world accident vehicles. In each case, a second equivalent truck cab was then reinforced and tested under similar conditions to evaluate the energy management and crush resistance of a stronger cab structure. These structural reinforcements demonstrated a substantial reduction in roof crush and protected the survival space of the occupant compartment. The sled impact test procedure is an effective method for testing the structural performance of a heavy truck cab in a variety of loading scenarios comparable to real world accidents and ascertaining the load and energy load levels in these accident modes.
Das Handbuch "Barrierefreiheit im Fernbuslinienverkehr" soll helfen, die Attraktivität und den Komfort für alle Reisenden in Fernbussen, mit und ohne Mobilitätseinschränkungen, weiter zu stärken. Im Handbuch werden gesetzlich vorgeschriebene Maßnahmen zur Barrierefreiheit in Fernbussen erläutert sowie weitergehende (optionale) Maßnahmen aufgezeigt. Bei der Erstellung des Handbuchs wirkte die BASt im Projektbetreuerkreis mit und stellte die Fachbetreuer.
Haftung bei kooperativen Verkehrs- und Fahrerassistenzsystemen : Forschungsprojekt FE 89.0251/2010

Die Untersuchung zum Forschungsprojekt FE 89.0251/2010 "Haftung bei kooperativen Verkehrs- und Fahrerassistenzsystemen" beschäftigt sich mit der rechtlichen Analyse verschiedener haftungsrechtlich relevanter Szenarien im Straßenverkehr, bei denen Verkehrs- und Fahrerassistenzsysteme bereits eingebunden sind, oder aber eine Einbindung in naher Zukunft zu erwarten ist. Berücksichtigt sind nur Informations- und Warnsysteme. Als relevante Szenarien werden die lokale Gefahrenwarnung und die optimale Verkehrsflusssteuerung für Lichtsignalanlagen identifiziert. Bei der lokalen Gefahrenwarnung ist zu unterschieden, ob sicherheitsrelevante Informationen von den beteiligten Verkehrs- bzw. Fahrerassistenzsystemen nur weitergeleitet oder auch bearbeitet und ausgewertet werden. Die untersuchten Fälle berücksichtigen verschiedene Fehlerquellen und unterscheiden danach, ob die involvierte Infrastruktur von öffentlicher Hand oder von einem privaten Unternehmen betrieben wird. Ergebnisse des Forschungsprojektes sind: a) Haftungsrechtliche Anspruchsgrundlagen ergeben sich aus dem allgemeinen Deliktsrecht (-§ 823 BGB), der Produkt- und Produzentenhaftung (ProdHaftG bzw. -§ 823 BGB), dem Straßenverkehrsrecht (-§-§ 7, 18 StVG), sowie der Amtshaftung (-§ 839 BGB i.V.m. Art. 34 GG). b) Informatorische oder warnende kooperative Verkehrs- und Fahrerassistenzsysteme dienen alleine einer zusätzlichen Unterstützung des Fahrers und können diesen nicht von der Pflicht befreien, die im Verkehr gebotene Sorgfalt zu beachten. c) Die Hersteller von kooperativen Verkehrs- und Fahrerassistenzsystemen müssen wie bei jedem anderen Produkt auch die berechtigten Sicherheitserwartungen der Käufer erfüllen. d) Die öffentliche Hand kommt durch das Betreiben der genannten Systeme ihrer Straßenverkehrssicherungspflicht nach. Nur wenn sie diese nicht mit der nötigen Sorgfalt erfüllt, kommt eine Haftung in Betracht. e) Durch die Verwendung von informatorischen oder warnenden kooperativen Verkehrs- und Fahrerassistenzsystemen ist keine grundsätzliche Haftungsverschiebung festzustellen. Weitere Empfehlungen: Informatorische oder warnende kooperative Verkehrs- und Fahrerassistenzsysteme können ohne zusätzliches systemspezifisches Haftungsrisiko in den Straßenverkehr eingeführt werden.
Zu den gefährlichsten Situationen im Straßenverkehr gehört der Konflikt zwischen einem Lkw und einem ungeschützten Verkehrsteilnehmer UVT (Radfahrer und Fußgänger). In Deutschland ereignen sich jährlich schätzungsweise 135 Unfälle mit Personenschaden, an denen nach rechts abbiegende Lkw (>3,5 t) und UVT beteiligt sind. Die UVT geraten dabei oft unter den Lkw und werden dann von einer der Achsen überrollt. Aus der Unfallanalyse ergab sich, dass der Erstkontakt häufig (57%) im Bereich der rechten vorderen Lkw-Ecke erfolgt. Die Hälfte der UVT gerieten noch vor oder im unmittelbaren Bereich des rechten Vorderrads unter den Lkw. Baustellen- und Kommunalfahrzeuge waren mit 46% häufig an den Unfällen beteiligt. Das direkte und das indirekte Sichtfeld sind zentrale Einflussgrößen für die Situation des rechts abbiegenden Lkw. Besonders die unzureichende Sicht nach vorn und nach rechts bereitet den Lkw-Fahrern erhebliche Probleme. An der Verbesserung der Information über die Verkehrssituation für den Lkw-Fahrer wird vielfach gearbeitet. Einzelne Lösungsansätze basieren auf dem Einsatz zusätzlicher Spiegel. Andere Lösungen modifizieren die bislang übliche Spiegelzahl in Form und Anbringung. Das Versuchsprogramm umfasste neben der Nachbildung der besonders häufigen und kritischen Situationen der rechts abbiegenden Lkw mit UVT-Dummies auch statische Untersuchungen des Sichtfeldes. Neben einem Lkw mit Standardspiegeln kam dabei ein Forschungsträger mit einem durch die Frontscheibe einsehbaren Spiegelsystem zum Einsatz. Das Projekt setzte sich auch mit der Wirkung des Seitenschutzes auseinander. Die bislang als Bauvorschrift wirkende Richtlinie 89/297/EWG sollte zukünftig zu einer Wirkvorschrift unter Einbeziehung des Pkw - Anpralls geändert werden. Das im Rahmen des Projektes erstellte Sicherheitskonzept beinhaltet Maßnahmen zur Reduzierung des Gefahrenpotenzials für UVT durch rechts abbiegende Lkw. Dazu gehören unter anderem abgesenkte Unterkanten der Front- und Seitenscheiben und zusätzliche Kamera-Monitor-Systeme. Das neuartige Spiegelsystem des MIM-Fahrzeugs von DC verbessert die indirekte Sicht für den Lkw-Fahrer deutlich und reduziert damit die Unfallgefahr. Die in der Entwicklung befindlichen Abbiegeassistenten zeigen die zukünftige Richtung für elektronische Fahrerunterstützung (MAN Demonstrator) auf. Ein beim Rechtsabbiegen aktivierter akustischer Signalgeber am Lkw wäre zur Information der UVT hilfreich. Eine weitere Option besteht in der Nutzung der seitlichen Markierungsleuchten des Lkws als zusätzliche Fahrtrichtungsanzeiger beim Abbiegen. Fahrbahn-Knotenpunkte können noch sicherer gestaltet werden. An ampelgeregelten Knotenpunkten würde eine vollständige Phasentrennung des Grünlichts oder ein Phasenverzug (früheres Grünlicht für UVT) Unfälle zwischen Lkw und UVT vermeiden. Weiterhin wirken sich eine versetzte Anordnung der Haltelinien und ein Verschwenken der Radfahrwege und Gehwege weg vom Knotenmittelpunkt positiv aus. Der Gesetzgeber sollte -§ 5 (8) StVO ändern, der des Radfahrern und Mofafahrern erlaubt, stehende Kraftfahrzeuge rechts zu überholen. 10% der untersuchten Abbiegeunfälle sind in dieser Situation passiert. Aufklärungsarbeit bezüglich der Sichtprobleme am Lkw sowie über das Bewegungsverhalten beim Rechtsabbiegen ist dringend erforderlich. Es ist auch zu überlegen, ob Aktivitäten von Herstellern beziehungsweise Unternehmern anerkannt werden, die mehr tun als die gesetzlichen Vorschriften verlangen, zu einer Lockerung vorhandener Restriktionen führen können. Es gibt in innerstädtischen Bereichen für einige Fußgängerzonen vorgesehene Zeitfenster zur Anlieferung von Gütern. Solche Zeitfenster könnten für mit anerkannten zusätzlichen Sicherheitseinrichtungen ausgerüstete Lkw ausgedehnt werden. Schwere Lkw aus bestimmten innerörtlichen Bereichen möglichst herauszuhalten, um UVT zu schützen, ist nicht praktikabel. Selbst wenn es gelänge, für die Belieferung mit Post und Waren akzeptable Alternativen zu bieten, bliebe nach wie vor der Baustellenverkehr und die kommunale Entsorgung. An 46% der untersuchten Unfälle waren derartige Lkw beteiligt.
The term driver assistance systems in the chapter title shall be understood to include vehicle automation. This chapter starts with a homogeneous and consistent classification and nomenclature of all kinds of driver assistance systems known and under discussion today (including vehicle automation). It thereby builds upon familiar classification schemes by the German Federal Highway Research Institute (BASt) and the standardization body SAE international. Detailed evaluation of the German legal situation for driver assistance systems and vehicle automation is provided in the following Sect. 2. In Sect. 3, an overview is given on the legal system in the US to reveal aspects relevant for vehicle automation. This is intended as initial information for those not acquainted to the US legal system which has been the first to regulate automation in several federal states. Finally, in Sect. 4, the current rating scheme of the European New Car Assessment Programme (EuroNCAP) is presented in comparison to legal instruments. The model of a consumer protection based approach proves to be a flexible instrument with great advantages in promoting new technologies. Technical vehicle regulations on the other hand rule minimum requirements. Both approaches are needed to achieve maximum vehicle safety.
Für eine quantitativ exakte Beschreibung der mit der Gefahrgutbeförderung verbundenen Risiken fehlen sowohl statistische Voraussetzungen als auch eine wissenschaftlich begründete Risikoanalyse. Eine Risikoanalyse der Gefahrgutbeförderung soll zweckmäßigerweise auf Transportketten und nicht auf den direkten Vergleich von Verkehrsträgern abstellen. Zentrale Kategorie zur Definition des Risikos sollte dabei der Unfall sein. Zusammen mit der Transportleistung sollte er das Risiko als Wahrscheinlichkeitsaussage beschreiben. Mit in die Risikobestimmung einzubeziehen ist die Unfallschwere. Im Rahmen des Beitrages schlägt eine Projektgruppe eine dreistufig angelegte Risikoanalyse vor. Die Bausteine dieser Risikoanalyse bestehen aus 1. einer mathematisch-statistischen Risikoanalyse, 2. einer Schwachstellenanalyse und 3. einem Systemmodell zur ständigen Analyse des Gefahrgutbeförderungsrisikos. Dazu werden in dem Forschungsbericht grundsätzliche Überlegungen zur Risikobewertung angestellt, auf das Regelwerk des Gefahrguttransportes eingegangen, Ausbildung, Training und Überprüfung der Fahrzeugführer behandelt sowie auf das Gefahrgut und die Gefahrgutumschließung eingegangen. Ferner befasst sich der Bericht mit der Fahrzeugtechnik, der Verkehrsinfrastruktur, Informationssystemen und der Sicherheit im Gefahrguttransport in den neuen Bundesländern. Zum Schluss werden Forschungsempfehlungen bezüglich der Sicherheit in der Gefahrgutbeförderung formuliert.
For the assessment of vehicle safety in frontal collisions, the crash compatibility between the colliding vehicles is crucial. Compatibility compromises both the self protection and the partner protection properties of vehicles. For the accident data analysis, the CCIS (GB) and GIDAS (DE) in-depth data bases were used. Selection criteria were frontal car accidents with car in compliance with ECE R94. For this study belted adult occupants in the front seats sustaining MAIS 2+ injuries were studied. Following this analysis FIMCAR concluded that the following compatibility issues are relevant: - Poor structural interaction (especially low overlap and over/underriding) - Compartment strength - Frontal force mismatch with lower priority than poor structural interaction In addition injuries arising from the acceleration loading of the occupant are present in a significant portion of frontal crashes. Based on the findings of the accident analysis the aims that shall be addressed by the proposed assessment approach were defined and priorities were allocated to them. The aims and priorities shall help to decide on suitable test procedures and appropriate metrics. In general it is anticipated that a full overlap and off-set test procedure is the most appropriate set of tests to assess a vehicle- frontal impact self and partner protection.
