Technische Sicherheitsverbesserungen führen im Mensch-Maschine-System Straßenverkehr nicht zwangsläufig zu Sicherheitsgewinnen. Von den Einstellungen und Verhaltensgewohnheiten der Fahrzeugführer hängt es ab, ob vergrößerte sicherheitspotenziale adäquat genutzt oder durch Verhaltensanpassungen wieder verspielt werden. Anhand ausgewählter theoretischer Modelle und empirischer Forschungsergebnisse (OECD-Studie Behavioural adaptations to changes in the road transport system) wird dies diskutiert, und es werden Kriterien zur Vermeidung unerwünschter Adaptationen abgeleitet, die bereits bei der Planung und Realisierung technischer Verbesserungen Berücksichtigung finden sollten.
Sehvermögen von Pkw-Fahrern

Im Rahmen einer polizeilichen Verkehrskontolle wurden Teilnehmer an einer Befragung und einem anonymen Sehtest gewonnen. Der Sehtest umfasste die Tagessehschärfe und die Dämmerungssehschärfe mit und ohne Blendeinwirkung. Im Fragebogen wurde nach Sehhilfen, der subjektiven Sehleistung, der letzten Sehkontrolle, der Jahreskilometerleistung und ihrem Anteil an Dunkelfahrten gefragt. Während die Mindestnormen, die für Führerscheininhaber an die zentrale Tagessehschärfe gestellt werden, von nahezu allen untersuchten Pkw-Fahrern erreicht wurden, fielen die Resultate für die Dämmerungssehschärfe schlechter aus. Ältere Pkw-Fahrer und Brillenträger schnitten schlechter ab als normalsehende. Die Befragung ergab, dass ein großer Teil sich in kürzeren Zeitabständen die Augen untersuchen lässt, unabhängig vom Alter und ob Brillenträger oder nicht. Diejenigen, die über eine schlechte Dämmerungssehschärfe verfügen, gaben an, signifikant seltener bei Dunkelheit zu fahren als diejenigen, die bei Nacht gut sehen können.
Systematik zur Bewertung der Auswirkungen von Sicherheitseinrichtungen im Kraftfahrzeug (BASE)

BASE kann als eine Art "Guide" zur Unterstützung im Prozess der Evaluation von Informations- und Sicherheitseinrichtungen (ISE) in Hinblick auf psychologische Auswirkungen eingesetzt werden. Es ist in Bewertungsbereiche gegliedert, die ihrerseits wiederum den verschiedenen Phasen der Marktdurchdringung zugeordnet sind: (1) Phase vor der eigentlichen Nutzung, (2) Phase der Nutzung und (3) Phase nach vorangeschrittener Diffusion der neuen Technologie. Für die Entwicklung von Informations- und Sicherheitseinrichtungen im Fahrzeug ist es erforderlich, die Sicherheitsanforderungen an solche Einrichtungen zu definieren. Hier stellt das vorliegende Bewertungssystem BASE einen umfassenden Rahmen dar. Ebenso lässt es sich zur Bewertung bereits bestehender Einrichtungen heranziehen. Dabei stehen neben den sensorischen, kognitiven, motivationalen, affektiven und verhaltensbezogenen Reaktionen einer Person auch die Auswirkungen der ISE auf die Sicherheit des Verkehrssystems zur Bewertung an. In diesem Zusammenhang werden der Prozess der reaktiven Verhaltensanpassung und der Marktdurchdringung als Einflussfaktoren auf die Verkehrssicherheit diskutiert.
Im Auftrag der Bundesanstalt für Straßenwesen wurde an der Augenklinik der Universität München eine Studie durchgeführt, um den Zusammenhang zwischen Unfallhäufigkeit und Störungen des Sehvermögens zu eruieren. Im vorliegenden Beitrag werden das methodische Vorgehen sowie ausgewählte Ergebnisse dargestellt und interpretiert.
Es wird über ein Schulungsprogramm referiert, das von einer Expertengruppe entwickelt wurde und der Entdeckung von unter Drogen stehenden Kraftfahrern durch Polizeibeamte dient. Die Expertengruppe setzte sich aus Verkehrs- und Rechtsmedizinern, Toxikologen, Ärzten, Juristen und Polizeischulungsbeamten zusammen. Die Verbreitung des Schulungsprogramms wird über Multiplikatorenseminare und Praxisseminare erfolgen. Inhalte des Schulungsprogramms sind Epidemiologie, Rechtsfragen, Drogenwirkungen, Stoffkunde, Verdachtsgewinnung und Beweissicherung. Die Expertengruppe konzipierte einen Protokollbogen für polizeiliche Beobachtungen, die viele Punkte aus den bereits vorhandenen Protokollen zur Feststellung von Trunkenheitsfahrten enthalten. Zusätzlich sind Beobachtungen der Augenbindehäute, des Durchmessers und der Reaktion der Pupillen aufgeführt. Außerdem wird nach Änderungen des Verhaltens während der polizeilichen Maßnahme gefragt. In den Multiplikatorenseminaren geht es um die Ausbildung der Dozenten, die das gewonnene Wissen in Praxisseminaren an Kollegen weitergeben. Es wurden bereits Pilotveranstaltungen durchgeführt.
Schutz von Fahrzeuginsassen

Ausgehend von unfallstatistischen Daten und Ausführungen über Unfallablauf und Unfallfolgen werden Schutzmaßnahmen diskutiert, die das Verletzungsrisiko für Fahrzeuginsassen möglichst niedrig halten. Die Wirksamkeit von Schutzmaßnahmen wird beeinflusst von der Unfallkonstellation, Eigenschaften der Pperson und vom Fahrzeug (Deformationscharakteristik, Auslegung des rückhaltesystems). Die Gesamtwirksamkeit hängt wiederum ab von der Wirksamkeit des Rückhaltesystems, der Benutzungshäufigkeit und der Benutzungsqualität. Die Arbeit endet mit volkswirtschaftlichen Überlegungen und kommt zu dem Schluss, dass auch in Zukunft als wichtigste Maßnahme zum Schutz von Fahrzeuginsassen die Erhöhung der Anlegequote für Sicherheitsgurte anzusetzen ist.
Per definition, SAE Level 2 (L2) Systems perform both the lateral and longitudinal vehicle motion control with the expectation that the driver completes the Object and Event Detection and Response (OEDR). Since every system performs also parts of the OEDR itself and this amount of OEDR also varies between different L2 systems depending on the intended system design, it cannot be taken for granted that drivers automatically understand their roles and responsibilities in interaction with the system. Especially highly reliable L2 systems performing a greater amount of OEDR while at the same time requiring only little driver input over time can make it difficult for drivers to correctly identify their role and responsibility. Until now, neither application-oriented assessment methods nor design guidelines for OEDR related system design features taking safety of human-machine-interaction into account are available. The objective is therefore to deliver a standardized tool for the assessment of human-machine-interaction-related safety of vehicles with L2 systems currently available on the market. To evaluate the impact of different system design aspects on safety of human-machine-interaction and also to be able to differentiate between system designs, a holistic, standardized and application-oriented assessment procedure is proposed. The novel tablet-based assessment tool focuses not only on available standards and guidelines but measures also concrete user behaviour and user understanding in interaction with the L2 systems. The aim is to gain further insights which cannot be measured directly by simple checklist instruments. For preparation, based on international standards, literature reviews and expert consultations, a first checklistbased expert-evaluation for currently available vehicles with L2 systems was developed. These assessments are focusing on different sources of user information (e.g. user manual), human-machine-interface design as well as the prevention of unintended use by different driver monitoring techniques. The checklist-tool was developed in cooperation with experts of different EuroNCAP test laboratories and validated in a common expert workshop to gain high level of standardization and agreement. However, to assess safety of human-machine-interaction holistically beyond these rather explicit forms of information design criteria, also implicit forms of drivervehicle-communication via vehicle dynamics, functional behavior or reliability play an important role and should be taken into account. Therefore, the main and novel methodological aim is to consider also interaction related processes regarding user´s understanding of roles and responsibilities when applying automated driving functions as well as user´s awareness of automation modes or traffic situations in the modular tablet-based assessment tool.
The levels of continuous vehicle automation have become common knowledge. They facilitate overall understanding of the issue. Yet, continuous vehicle automation described therein does not cover "automated driving" as a whole: Functions intervening temporarily in accident-prone situations can obviously not be classified by means of continuous levels. Continuous automation describes the shift in workload from purely human driven vehicles to full automation. Duties of the driver are assigned to the machine as automation levels rise. Emergency braking, e.g., is obviously discontinuous and intensive automation. It cannot be classified under this regime. The resulting absence of visibility of these important functions cannot satisfy " especially in the light of effect they take on traffic safety. Therefore, in order to reach a full picture of vehicle automation, a comprehensive approach is proposed that can map out different characteristics as "Principle of Operation" at top level. On this basis informing and warning functions as well as functions intervening only temporarily in near-accident situations can be described. To reach a complete picture, levels for the discontinuous, temporarily intervening functions are proposed " meant to be the counterpart of the continuous levels already in place. This results in a detailed and independent classification for accident-prone situations. This finally provides for the visibility these important functions deserve.

Sie können aber nicht Fahrzeugautomatisierung insgesamt zufriedenstellend beschreiben: Insbesondere temporär intervenierende Funktionen, die in unfallnahen Situationen eingreifen, können offensichtlich nicht nach dem Level kontinuierlicher Fahrzeugautomatisierung beschrieben werden. Diese beschreiben nämlich die zunehmende Aufgabenverlagerung vom Fahrer zur maschinellen Steuerung bei zunehmendem Automatisierungsgrad. Notbremsfunktionen, beispielsweise, sind offensichtlich diskontinuierlich und nehmen zugleich auf intensive Weise Einfluss auf die Fahrzeugsteuerung. Sie lassen sich gerade nicht sinnvoll nach dem Level kontinuierlicher Fahrzeugautomatisierung beschreiben. Das Ergebnis kann indes nicht zufriedenstellen: Die fehlende Sichtbarkeit dieser Funktionen wird ihrer Bedeutung für die Verkehrssicherheit nicht gerecht. Daher wird hier, um ein vollständiges Bild der Fahrzeugautomatisierung zu erlangen, ein umfassender Ansatz zur Beschreibung verfolgt, der auf oberster Ebene nach Wirkweise unterscheidet. Auf dieser Basis lassen sich sowohl informierende und warnende Funktionen als auch solche, die nur temporär in unfallgeneigten Situationen intervenieren, im Detail beschreiben. Das ermöglicht es, eine eigenständige Klassifikation für unfallgeneigte Situationen zu erstellen. Dies kann für diese wichtigen Funktionen die eigenständige Sichtbarkeit herstellen, die ihrer Bedeutung gerecht wird.

A reduction of around 48% of all road fatalities was achieved in Europe in the past years including a reduced number of fatalities with an older age. However, among all road fatalities, the proportion of elderly is steadily increasing. In an ageing society, the European (Horizon2020) project SENIORS aims to improve the safe mobility of older road users, who have different transportation habits compared to other age groups. To increase their level of safe mobility by determining appropriate requirements for vehicle safety systems, the characteristics of current road traffic collisions involving the elderly and the injuries that they sustain need to be understood in detail. Hereby, the paper focuses on their traffic participation as pedestrian, cyclist or passenger car occupant. Following a literature review, several national and international crash databases and hospital statistics have been analysed to determine the body regions most frequently and severely injured, specific injuries sustained and types of crashes involved, always comparing older road users (65 years and more) with mid-aged road users (25-64 years). The most important crash scenarios were highlighted. The data sources included European statistics from CARE, data on national level from Germany, Sweden, Italy, United Kingdom and Spain as well as in-depth crash information from GIDAS (Germany), RAIDS (UK), CIREN and NASS-CDS (US). In addition, familiar hospital data from Germany (TraumaRegister DGU-®), Italy (Italian Register of Acute Traumas) and UK hospital statistics (TARN) were included in the study to gain further insight into specific injury patterns. Comprehensive data analyses were performed showing injury patterns of older road users in crashes. When comparing with mid-aged road users, all databases showed that the thorax body region is of particularly high importance for the older car occupant with injury severities of AIS 2 or AIS 3+, whereas the body regions lower extremities, head and thorax need to be considered for the older pedestrians and cyclists. Besides these comparisons, the most frequent and severe top 5 injuries were highlighted per road user group. Further, the most important crash configurations were identified and injury risk functions are provided per age group and road user group. Although several databases have been analysed, the picture on the road safety situation of older road users in Europe was not complete, as only Western European data was available. The linkage between crash data and hospital data could only be made on a general level as their inclusion criteria were quite different.
Folgen der StVO-Änderung für das Verkehrsverhalten von Kraftfahrern beim Auftreten von Kindern

Eine der im Jahre 1980 vorgenommenen Änderungen der Straßenverkehrsordnung (StVO) bezieht sich auf das Verhalten der Fahrzeugführer gegenüber Kindern, Hilfsbedürftigen und älteren Menschen. Danach sind die Fahrzeugführer gehalten, sich insbesondere durch Verminderungen der Fahrgeschwindigkeit und durch Bremsbereitschaft so zu verhalten, dass eine Gefährung dieser Verkehrsteilnehmer ausgeschlossen ist. In einem Versuch wurde der Frage nachgegangen, ob im Fahrverhalten der Kraftfahrer im Sinne der StVO-Vorgaben Veränderungen eingetreten sind. Neben Beobachtungen des Gesamtverkehrs wurden ausgedehnte Testfahrten mit Versuchspersonen sowie Befragungen durchgeführt. Die Ergebnisse zeigen, dass die erwähnte Änderung der StVO sich bisher im praktischen Fahrverhalten kaum niedergeschlagen hat. An den Kindern am Straßenrand wurde mit relativ hoher Geschwindigkeit (im Mittel knapp unter 50 km/h) vorbeigefahren, wobei eine systematische Bremsbereitschaft nicht zu erkennen war. Die Befragung von Fahrzeugführern ergab, dass Unklarheiten darüber bestehen, welche Geschwindigkeit für Begegnungen mit Kindern angemessen sei. Für wünschenswert gehalten wurde eine Präzisierung eines Geschwindigkeitslimits. Abgesehen davon wurde festgestellt, dass die Neuregelungen der StVO inhaltlich noch kaum bekannt waren. Für das weitere Vorgehen erscheint es vorteilhat, aus Gründen der Eindeutigkeit und Einfachheit die Angaben von Höchst- oder Orientierungswerten in Erwägung zu ziehen. Wichtig erscheint, die Dominanz der derzeitigen innerörtlichen Höchstmarke "Tempo 50" abzubauen und auch niedrigere Höchstgeschwindigkeiten mit gleichem Stellenwert ins Bewusstsein zu rücken.

Wegweisung auf Autobahnen

Die Wegweisung im Straßenverkehr hat verschiedene Aufgaben zu erfüllen. Der Wegweisung auf Autobahnen kommt dabei aufgrund des hohen Anteils an ortsunkundigen Kraftfahrern eine besondere Bedeutung zu. Im Beitrag werden zentrale Aspekte zur Wegweisung näher erläutert. Unter anderem sind dies Lesbarkeit, Gestaltung der Beschilderung, Verständlichkeit, Erkennbarkeit, Systematik etc. Anhand der Beschilderung an einer Anschlussstelle werden diese Aspekte konkret erläutert.
Im Zeitraum 1991/92 wurde in 15 europäischen Ländern eine Vergleichsstudie zu den Einstellungen und Meinungen von Autofahrern durchgeführt (das sogenannte SARTRE-Projekt). Anhand der dabei erhobenen Daten wurden Sekundäranalysen zur Altersgruppe der 18- bis 24-jährigen Autofahrer vorgenommen. Die Sekundäranalysen beruhen auf deskriptiven Vergleichen der Altersgruppen in den verschiedenen europäischen Ländern und varianzanalytischen Berechnungen. Wenn diese Berechnungen zu eher geringen Varianzaufklärungen geführt haben, ist dies auch in der schlechten Anpassung der abhängigen Variablen an der Normalverteilung begründet. Kleinere Effekte, vor allem die berichteten Interaktionseffekte, sind daher auch bei Vorliegen signifikanter Werte nur mit Vorbehalt zu interpretieren. Insgesamt lassen die Ergebnisse der Sekundäranalysen folgende Aussagen zum jungen Fahrer zu: 1. Junge Fahrer machen in den einzelnen europäischen Ländern unterschiedliche Anteile an den jeweiligen Fahrerpopulationen aus. Auch der Anteil der Frauen unter den jungen Fahrern schwankt beträchtlich. Bereits unter Berücksichtigung dieser beiden soziodemografischen Basismerkmale ergeben sich für die Verkehrssicherheitsarbeit in Europa unterschiedliche Gewichtungen. Der Anteil junger männlicher Fahrer ist besonders groß in den südeuropäischen Ländern. 2. Bei den meisten Meinungs- und Einstellungsfragen ist die Variabilität im Antwortverhalten zwischen den Fahrerpopulationen der Länder größer als die Variabilität der Altersgruppen innerhalb der Länder. Dies gilt insbesondere für den Themenkomplex "Sicherheitsgurt", mit Abstrichen auch für das Problemfeld "Alkohol und Fahren". Das Antwortverhalten der jungen Fahrer liegt hier in aller Regel im Trend nationaler Gewohnheiten und weicht nicht auffällig von den Meinungen und Einstellungen der übrigen Fahrer im eigenen Land ab. 3. Bei denjenigen Fragen, die die Einstellung zu geschwindigkeitsorientiertem und regelabweichendem Fahrverhalten und das damit verbundene Risiko betreffen, ist die Variabilität der Altersgruppen meist größer als die der Länderstichproben insgesamt. Die Bereitschaft, das - meist unterschätzte - Risiko hoher und regelabweichender Fahrgeschwindigkeiten einzugehen, scheint junge Fahrer - insbesondere junge männliche Fahrer - in Europa zu verbinden. Dieses Ergebnis der Sekundäranalyse ist sicher nicht überraschend, könnte aber eine inhaltliche Ausrichtung liefern, wenn es darum geht, europaweite Aufklärungsmaßnahmen für junge Fahrer in die Wege zu leiten.
While cyclists and pedestrians are known to be at significant risk for severe injuries when exposed to road traffic accidents (RTAs) involving trucks, little is known about RTA injury risk for truck drivers. The objective of this study is to analyze the injury severity in truck drivers following RTAs. Between 1999 and 2008 the Hannover Medical School Accident Research Unit prospectively documented 43,000 RTAs involving 582 trucks. Injury severity including the abbreviated injury scale (AIS) and the maximum abbreviated injury scale (MAIS) were analyzed. Technical parameters (e.g. delta-v, direction of impact), the location of accident, and its dependency on the road type were also taken into consideration. The results show that the safety of truck drivers is assured by their vehicles, the consequence being that the risk of becoming injured is likely to be low. However, the legs especially are at high risk for severe injuries during RTAs. This probability increases in the instance of a collision with another truck. Nevertheless, in RTAs involving trucks and regular passenger vehicles, the other party is in higher risk of injury.
Driver distraction

This report for the Institute of Advanced Motorists (IAM) summarises recent research and knowledge from scientific studies about distracted driving. The report defines what it means to be "distracted" when driving, discusses the impact of distraction on driver behaviour and safety, and what can be done to reduce distracted driving. The focus of distraction discussed here relates to how drivers engage with technology when driving. The report begins with a background to driver distraction, followed by discussion about what is actually meant by driver distraction. It is then considered why humans cannot successfully do two things at the same time, particularly within the context of driving. The subsequent section summarises the scientific research findings to date with regard to driver distraction and technology, and how this affects different types of road user. Recommendations for how driver distraction can be mitigated in the real world and a summary conclude the report. Responses to common questions raised by drivers are presented in Appendix A.
Im Rahmen des weltweiten ESV-Programmes (Enhanced Safety of Vehicles) werden seit mehreren Jahren internationale Forschungsbemühungen unternommen (International Harmonized Research Activities, IHRA), um im Vorfeld der Gesetzgebung die wissenschaftlichen Grundlagen gemeinsam zu erarbeiten. Ziel der IHRA-Arbeiten ist es, auf der Grundlage dieser Forschungsergebnisse die Harmonisierung der Vorschriften zu erleichtern. Eine besondere Aktivität bezieht sich auf Intelligent Transportation Systems (ITS). Im vorliegenden Beitrag wird die Aufgabe dieser IHRA-ITS-Arbeiten geschildert, sowie der derzeitige Stand der Forschungsbemühungen beschrieben. Es zeigt sich, dass die beschriebene Sicherheitsbewertung eine Fülle von Fragestellungen aufwirft und weitere Forschungsanstrengungen erfordert. Die zukünftigen Bemühungen sind darauf gerichtet, in internationaler Zusammenarbeit und Arbeitsteilung die als besonders wichtig erkannten Themen zur Bewertung der fahrzeugseitigen Fahrerassistenzsysteme zu bearbeiten.
Zum besseren Verständnis der Hirnleistungsanforderungen an das Autofahren wird ein Theorie-Modell erörtert, das aus folgenden drei Stufen in einer Hierarchie besteht: Die oberste Ebene ist die strategische Ebene, die mittlere die taktische und die untere die operationale Ebene. Bezogen auf den Straßenverkehr gehört zu den Entscheidungen auf strategischer Ebene beispielsweise die Überlegung, ob man überhaupt das Auto nehmen muss oder nicht. Hierzu gehört auch die Überlegung, ob man sich grundsätzlich an Geschwindigkeitsbegrenzungen halten will. Charakteristisch für strategische Entscheigungen ist, dass sie prinzipiell getroffen werden, bevor sie in konkretes Handeln umgesetzt werden. Bei den taktischen Entscheidungen geht es ausschließlich um eigenes initiatives Handeln aus der Person selbst heraus ohne äußeren Zwang oder Veranlassung (beispielsweise Überholmanöver, Abbiegen). Zu den operationalen Entscheidungen gehört jedes Reagieren auf äußere Erfordernisse (Beachten von Ampeln und sonstigen Verkehrszeichen, erzwungene Lenk- oder Bremsmanöver). Die meisten neuropsychologischen Untersuchungen beziehungsweise Tests prüfen die operationale Entscheidungsebene. Für die beiden höheren Ebenen ist eine Beurteilung nur möglich, wenn eine entsprechende Beurteilungsgrundlage vorhanden ist oder herangezogen werden kann (zum Beispiel eine praktische Fahrprobe). Die geistigen Fähigkeiten eines Menschen lassen sich ebenfalls in eine dreistufige Hierarchie gliedern: Die unterste Ebene umfasst Hirnleistungen wie Wahrnehmung, Aufmerksamkeit, Sprache, Denken und anderes mehr. Die mittlere Ebene wird konstituiert durch Ziele-Auswahl, Vorplanung, Antizipation als geistige Vorwegnahme der Handlungskonsequenz. Die höchste Hirnfunktion ist die objektive selbstreferenzielle Bewertung, die sich auf Vergangenheit, Gegenwart und Zukunft erstrecken kann.
Das Fahrverhalten ändert sich mit zunehmendem Alter. Damit ändern sich auch die Risiken. Neben den jungen Fahranfängern im Alter von 18 bis etwa 25 Jahren stellen Fahrer über 75 Jahre eine besondere Problemgruppe dar. Mit zunehmender Zahl alter Fahrer (demographische Entwicklung plus Zunahme der Fahrerlaubnisinhaber in dieser Altersgruppe) besteht hier in naher Zukunft akuter Handlungsbedarf. Ansatzpunkte gibt es im gesamten Mensch-Maschine-Umwelt-System. Fahrzeuge müssen vermehrt im Hinblick auf alte Fahrer konstruiert und optimiert werden. Die Infrastruktur muss den Bedürfnissen einer eindeutigen Verkehrsführung angepasst werden. Aber nur, wenn der Mensch selbst geeignet ist, als Fahrer am Straßenverkehr teilzunehmen, ist ein Gewinn bei der Verkehrssicherheit zu erwarten. Dies muss gewährleistet werden. Wichtig ist, dass die Problematik der alten Fahrer als solche erkannt wird und schnell eine tragfähige Lösung für die Zukunft gefunden wird.
Die Klinik für Frührehabilitation und Geriatrie, Westküstenklinikum Heide ist Bestandteil eines Kooperationsnetzwerks und wirkt am Erhalt der Mobilität und Autonomie älterer Verkehrsteilnehmer im Landkreis Dithmarschen mit. Die Zusammenarbeit mit Seniorenbeiräten, Landesverkehrswacht, Fachdiensten, Polizei-Dienststellen, Ärzten und Psychologen sowie Fahrlehrern ermöglicht eine breite Datenerfassung zum Thema ältere Kraftfahrer, insbesondere zu ihrem Unfallgeschehen.
Das Ziel des DRUGS-Kurses ist eine dauerhafte Distanzierung vom Drogenkonsum durch Drogenabstinenz. Der Kursteilnehmer verpflichtet sich, für die Dauer des Kurses jeglichen Drogenkonsum zu unterlassen. Während des Kurses erfolgt eine Abstinenzkontrolle durch ein forensisch verwertbares Drogenscreening. Auf die Basisstufe entfallen die ersten vier Sitzungen. Darauf folgt eine vierwöchige Selbstbeobachtungsphase, in der auch das Drogenscreening durchgeführt wird. Die in der Selbstbeobachtungsphase gemachten Erfahrungen werden in der anschließenden Aufbauphase besprochen und optimiert. Der individualpsychologische Ansatz berücksichtigt insbesondere die Psychodynamik in der Gruppe. Die Teilnehmer, welche Drogenkonsum oft mit Gruppennormen und -zwängen verbinden, können hier auch die Erfahrung machen, dass sie als Einzelne in der Lage sind, Gruppennormen mitzugestalten und sich davon, wo nötig, zu distanzieren und eine eigene Position in der Gruppe einzunehmen. Die Gruppe bietet auch das Übungsfeld für Verhaltensweisen, welche in der sozialen Gruppe außerhalb des Kurses notwendig sind.
Der Beitrag setzt sich mit folgenden Fragestellungen auseinander: 1. Stellen ältere Kraftfahrer ein Sicherheitsrisiko für den Straßenverkehr dar? 2. Wie wurden diese Frage und die "Fahreignung und Fahrtüchtigkeit älterer Kraftfahrer" in den vergangenen 50 Jahren wissenschaftlich bewertet - insbesondere bei Kongressen der Deutschen Gesellschaft für Verkehrsmedizin und den Deutschen Verkehrsgerichtstagen? 3. Wie haben in den vergangenen 50 Jahren Juristen, Behörden und Gesetzgeber die "Fahreignung älterer Kraftfahrer" gesehen und umgesetzt? 4. Werden morbiditäts- und altersbedingte Beeinträchtigungen der Leistungsfähigkeit rechtzeitig und richtig durch ältere Kraftfahrer erkannt? 5. Wie gehen ältere Kraftfahrer mit erkannten Leistungsmängeln um? 6. Benötigen ältere Verkehrsteilnehmer Aufklärung, Beratung, Fortbildung und Vorsorge- oder Kontrolluntersuchungen? Insgesamt kann festgestellt werden, dass allein aus normalem Altersabbau und hohem Alter kein Rückschluss auf die Fahruntauglichkeit gezogen werden kann. Das wichtigste gesellschaftliche Ziel für die Teilnahme älterer Menschen am Straßenverkehr ist - angesichts der demographischen Entwicklung - die Einsichtsfähigkeit in das altersbedingt verminderte Leistungsvermögen und den Veränderungswillen zu Kompensationsmechanismen bei älteren Verkehrsteilnehmern zu schärfen. Der behandelnde Arzt, Angehörige und sonstige Bezugspersonen sollten alles tun, um den bejahrten Kraftfahrer zu motivieren, sich seiner Selbstverantwortung bewusst zu werden und demgemäß zu handeln.
Ziel der durchgeführten Untersuchungen war die Analyse der Straßenverkehrsdelikte im Wiederholungsfall unter Alkoholeinfluss. Im Untersuchungszeitraum wurden 29.939 Polizeiprotokolle aus Vorpommern und Süd-Mecklenburg ausgewertet. Für den Zeitraum 1998 - 2002 fanden sich 11 Prozent Mehrfachdelikte. Mit circa 98 Prozent Beteiligung sind Männer die am häufigsten als Mehrfachdelinquenten auftretende Gruppe. Im Vergleich mit anderen Jahrgängen sind Täter im Alter von 18 - 25 Jahren auffallend häufig vertreten. Die festgestellten Blutalkoholkonzentrationen in Kombination mit einer Straftat im Straßenverkehr bleiben über die einzelnen Jahre des Erhebungszeitraumes hinweg konstant im Bereich der absoluten Fahruntauglichkeit bei einem Mittelwert von 1,85 Promille. Die Blutalkoholkonzentrationen der Rückfalltäter steigen mit zunehmendem Alter. Mit dem Anstieg der Blutalkoholkonzentration steigt auch die Deliktschwere. Circa 38 Prozent der Rückfalltaten im Straßenverkehrsbereich wurden mit einer Blutalkoholkonzentration über 2,0 Promille begangen. Dabei ist der Anteil derjenigen gering, die alkoholisiert am Straßenverkehr teilnehmen und dann allein einen Unfall verursachen (11,2 Prozent). Die meisten Wiederholungstäter fielen zweimal auf, die häufigste Anzahl war 13 bei einer Person.
Die Ergebnisse der vorliegenden Studie zeigen, dass Patienten mit einer unbehandelten Aufmerksamkeitsdefizit/Hyperaktivitätsstörung in verstärktem Maße verkehrsrechtlich auffällig werden und sowohl häufiger Unfälle verursachen als auch Ordnungswidrigkeiten begehen. Die Ergebnisse zeigen weiterhin, dass sich eine medikamentöse Behandlung günstig auf die verkehrsrelevanten Leistungsfunktionen auswirkt und dadurch auch die Grundvoraussetzungen für eine verbesserte Fahrtüchtigkeit und Fahreignung ermöglicht.
Die Ergebnisse der vorliegenden Studie zeigen, dass die Art, wie ein Fahrer mit Belastungen im Straßenverkehr umgeht, in Zusammenhang steht mit seinem Fahrstil und den Fahrfehlern, die er macht. Dabei zeigt sich, dass insbesondere ein konfrontativer Bewältigungsstil die Konfliktneigung im Straßenverkehr erhöht und dass diese Fahrer nicht nur andere belasten, sondern dass dieser Bewältigungsstil auch dazu führt, dass diese Fahrer selbst mehr Stress und Belastungen erleben.
Das Führen von Kraftfahrzeugen der Klasse 2 ist entsprechend der Fahrerlaubnisverordnung nach mehr als zwei epileptischen Anfällen ausgeschlossen. Als Ausnahme gilt eine durch ärztliche Kontrolle nachgewiesene fünfjährige Anfallsfreiheit ohne antiepileptische Behandlung. Im vorliegenden Fall wies ein Lkw-Fahrer mindestens vier epileptische Anfälle auf, eine fünfjaehrige Anfallsfreiheit ohne Medikamente unter ärztlicher Kontrolle ließ sich nicht feststellen. Der letzte Anfall führte zu einem Verkehrsunfall mit anschließendem Gerichtsverfahren. Ursächlich für den Unfall war am ehesten die abgesetzte Medikation. Ein Verfahren hinsichtlich der Ungeeignetheit zum Führen von Kraftfahrzeugen der Klasse 2 wurde eingeleitet.
Das Fehlen der Fahreignung stellt im Sinne der ICF eine Barriere bei der Teilhabe am Arbeitsleben dar. Die dargestellten Ergebnisse zeigen auf, dass weiterer Forschungsbedarf zum Thema Fahreignung und Therapie besteht, um den Patienten die Aussicht auf eine berufliche Reintegration zu bewahren. Durch ein effektives Training der Fähigkeiten zum Führen eines Kraftwagens könnten bei einem relevanten Anteil der Patienten die Voraussetzungen zur Teilhabe am Arbeitsleben stark verbessert werden. Durch die Präsentation dieser Ergebnisse kann eine Verbesserung des Problembewusstseins erwartet werden, da immer noch nicht alle Patienten über mögliche Einschränkungen der Fahreignung aufgeklärt werden. Daneben muss dem Fachpublikum die Notwendigkeit aufgezeigt werden, über neue Rehabilitationsstrategien zur Wiedererlangung beziehungsweise Verbesserung der Fahreignung nachzudenken.
Rural roads (highways) in Germany have to provide both high road safety and an appropriate level of service in accordance with their function in the road network. Single carriageway rural roads often underperform these expectations. An analysis of severe accidents on rural roads found two main contributing factors. First, high or inappropriate speed leads to accidents caused by the loss of control of the vehicle. Second, unsafe passing manoeuvres related to a misjudgement of sight distance, speed of oncoming vehicles or a misjudgement of the driver vehicle's acceleration capability. On the five roads where unsafe passing manoeuvres were a main contributing factor to accident occurrence, single short passing lanes (600 m to 1.2 km) were built to provide safe passing. On the remaining two-lane sections passing was prohibited by road signs and road marking. This paper investigates the effect of this design change on the accident situation and on traffic flow. The research project is based on a before/after comparison of traffic and accident data. Traffic volume, vehicle types and their velocities as well as the time gaps between the vehicles were recorded at different cross-sections. The result shows a significant improvement in road safety. This improvement was especially noted for severe head-on crashes, which were reduced to almost zero. The analysis of traffic flow on these roads pointed out that the chosen lengths of passing lanes were sufficient for safe passing and thereby reduced the need for dangerous driving behaviour. The recommendations of this research were fundamental for the determination of the design parameters of the second highest design class (EKL 2) in the new German Rural Road Design Guideline (RAL) published in spring 2013.
Various kinds of demerit point systems have been developed and implemented in European countries, aimed at tackling repeat offences in road transport by acting as a deterrent and providing sanctioning. The impact of a demerit point system on the number of crashes is often reported to be significant, but temporary. The objective of the EU BestPoint project was to establish a set of recommended practices that would result in a more effective and sustainable contribution of demerit point systems to road safety. A high actual chance of losing the licence and a high perceived chance of losing the licence are basic prerequisites for the effective operation of demerit point systems. For measures applied within the context of a demerit point system, a four-step-approach is recommended: warning letter, driver improvement course, licence withdrawal, rehabilitation course. Further recommendations concern issues like points and offences, e.g. which offences should lead to points, target groups, and the administration of demerit point systems. The final result of the EU BestPoint project is a handbook (van Schagen & Machata, 2012) which provides a concise overview of all recommended practices. The presentation/paper outlines how sustainable safety improvements can be achieved if national demerit point systems are implemented and maintained according to the recommended practices. In addition, potential further steps towards an EU-wide demerit point system (cross-border exchange on points and/or offences) are presented.
The practicability and feasibility of using alcohol ignition interlock devices has been discussed for more than 15 years in Germany. Thereby, judicial issues have been treated conversely. Consensus exists about the fact that the voluntary use of alcohol ignition interlocks is in all areas of possible use recommendable. Great reservation is shown concerning the operation of the devices for DUI (Driving Under Influence) offenders. Main doubts regard the missing legal base for application in such cases and potential circumvention attempts while the need of supportive psychological measures is unquestioned. In 2011, the Ministry of Transport, Building and Urban Affairs entered this topic in its newly released traffic safety programme as a matter of future research. Almost in parallel, the Federal Highway Research Institute (BASt) launched an alcohol ignition interlock project for DUI offenders. The study at hand aimed at developing a comprehensive programme concept for the use of alcohol ignition interlocks as additional measure to psychological rehabilitation for DUI offenders. Expert surveys serve as input for the establishment of a widely accepted innovative concept for nationwide implementation. By means of a pilot trial, the added value of using a combination of structural (alcohol interlock) and individual (psychological measure) intervention for DUI offenders to the existing countermeasure system should be studied. In addition, selection criteria for DUI offenders eligible for future programme participation should be defined. The majority of the experts evaluate the introduction of alcohol ignition interlocks as a good option to enhance traffic safety. The possibility of early psychological rehabilitation is emphasized in the process. Those who do not approve alcohol ignition interlock usage estimate the amount of offenders eligible for such programmes too small. The survey also revealed that legal regulations for issuing an alcohol interlock restricted licence to DUI offenders is missing. Hence, a possible amendment to the German Driving Licencing Regulation was developed within the project. Consultations with the Ministry of Transport, Building and Urban Affairs and the Ministry of Justice disclosed the need for a change of the road traffic law before an amendment to the existing regulations may be put into force. At least, the person responsible in the Ministry of Justice developed a proposal for the law section that needs revision. All in all, it became clear within the process of the project that a field trial in Germany is still a distant vision. Nevertheless, all institutions involved are motivated to deal with the matter further on in order to pave the way for a soon start of the pilot trial.
In Germany, courses for the restoration of the fitness to drive after licence revocation are provided for different offender groups (alcohol, drug and demerit point offenders). Providers of these courses are by law required to prove the effectiveness of the applied course programs. For the evaluation of effectiveness, the Federal Highway Research Institute (BASt) established specific "Reference Values" in 2002. The objective of the study at hand was to collect valid data in order to renew the old-established Reference Values from 2002. Additionally, data collection aimed at initializing Reference Values for drug offender programs. Over 66,000 drivers were analysed regarding their traffic probation in the three years after licence reinstatement. Offenders were assigned to an offender group (alcohol, drugs and demerit point offenders) based on the reason for prior licence revocation. Different indicators were used as criteria for re-offending: new alcohol or drug records, culpable accident involvement and repeated licence revocation. For each of the offender groups, frequency distributions regarding these indicators were calculated. Frequencies of recidivism are highest for the group of demerit point offenders. Compared to the Reference Values of this group from 2002, frequencies of re-offending increased. Conversely, re-offence frequencies of alcohol offenders are halved compared to the data from 2001. The analysis of the re-offence frequencies of drug offenders reveals an equal amount of re-offenders as in the alcohol offender group. The collected data serve as a good base for renewal of the old-established Reference Values and may be applicable as comparative data for future evaluations The results reveal significant differences between recent data and earlier studies. These may occur due to improvements of the applied programmes, but also due to situational changes, e.g. increased enforcement levels and expansion of the catalogue of offenses which lead to demerit points.
The main focus of the benefit estimation of advanced safety systems with a warning interface by simulation is on the driver. The driver is the only link between the algorithm of the safety system and the vehicle, which makes the setup of a driver model for such simulations very important. This paper describes an approach for the use of a statistical driver model in simulation. It also gives an outlook on further work on this topic. The build-up process of the model suffices with a distribution of reaction times and a distribution of reaction intensities. Both were combined in different scenarios for every driver. Each scenario has then a specific probability to occur. To use the statistical driver model, every accident scene has to be simulated with each driver scenario (combinations of reaction times and intensities). The results of the simulations are then combined regarding the probabilities to occur, which leads to an overall estimated benefit of the specific system. The model works with one or more equipped participants and delivers a range for the benefit of advanced safety systems with warning interfaces.
The changed focus in vehicle safety technology from secondary to primary safety systems need to evolve new methods to investigate accidents, high critical, critical and normal driving situations. Current Naturalistic Driving Studies mostly use vehicles that are highly equipped with additional measuring devices, video cameras, recording technology, and sensors. These equipped fleets are very expensive regarding the setup and administration of the study. Due to the great rarity of crashes it is additionally necessary to have a high distribution and a homogeneous distribution of subject groups. At the end all these facts are leading to a very expensive study with a manageable number of data. Smartphones are becoming more and more popular not only for younger people. Contrary to traditional mobile phones they are mostly equipped with sensors for acceleration and yaw rates, GPS modules as well as cameras in high definition resolution. Additionally they have high-performance processors that enable the execution of CPU-intensive tools directly on the phone. The wide distribution of these smartphones enables researchers to get high numbers of users for such studies. The paper shows and demonstrates a software app for smartphones that is able to record different driving situations up to crashes. Therefore all relevant parameter from the sensors, camera and GPS device are saved for a given duration if the event was triggered. The complete configuration is independently adjustable to the relevant driver and all events were sent automatically to the research institute for a further process. Direct after the event, interviews with the driver can be done and important data regarding the event itself are documented. The presentation shows the methodology and gives a demonstration of the working progress as well as first results and examples of the current study. In the discussion the advantages of this method will be discussed and compared with the disadvantages. The paper shows an alternative method to investigate real accident and incident data. This method is thereby highly cost efficient and comparable with existing methods for benefit estimation.
The Swedish National Road Administration (SNRA), the Japanese Automobile Research Institute (JARI) and the Federal Highway Research Institute (BASt) are co-operating in the International Harmonized Research Activities on Intelligent Transportation Systems (IHRA-ITS). Under this umbrella a joint study was conducted. The overall objective of this study was to contribute to the definition and validation of a "battery of tools" which enables a prediction and an assessment of changes in driver workload due to the use of in-vehicle information systems (IVIS) while driving. In this sense \"validation\" means to produce empirical evidence from which it can be concluded that these methods reliably discriminate between IVIS which differ in terms of relevant features of the HMI-design. Additionally these methods should also be sensitive to the task demands imposed on the driver by the traffic situation and their interactions with HMI-design. To achieve these goals experimental validation studies (on-road and in the simulator) were performed in Sweden, Germany and Japan. As a common element these studies focused on the secondary task methodology as an approach to the study of driver workload. In a joint German-Swedish on-road study the Peripheral Detection Task (PDT) was assessed with respect to its sensitivity to the complexity of traffic situations and effects of different types of navigation systems. Results show that the PDT performance of both the German and the Swedish subjects reflects the task demands of the traffic situations better than those of the IVIS. However, alternative explanations are possible which will be examined by further analyses. Results of this study are supplemented by the Japanese study where informational demands induced by various traffic situations were analysed by using a simple arithmetic task as a secondary task. Results of this study show that relatively large task demands can be expected even from simple traffic situations.
Safety of light goods vehicles - findings from the German joint project of BASt, DEKRA, UDV and VDA

Light goods vehicles (LGVs) are an important part of the vehicle fleet, providing a vital component in the European transportation system. On the other hand, LGVs are in the focus of public discussion regarding road safety. In order to analyse the accident situation of LGVs in an objective manner, Federal Highway Research Institute (BASt), VDA, DEKRA and German Insurers Accident Research (UDV) launched a joint project. The aim of this project, which will be finished by mid of 2011, is to identify reasonable measures which will further improve the safety of LGVs. For the first time, these partners jointly together conducted a research project and put together their know-how in accident research. Analyses are based on real-life accident data from the GIDAS database, the Accident Database of UDV (UDB), the DEKRA database and national statistics. The findings deliver answers to questions within the arena of future legislative actions and consumer protection activities. The analyses of databases cover areas of primary and secondary safety of LGVs with a special focus on advanced driver assistance systems (ADAS), driver behaviour as well as partner and occupant protection. Key figures from national statistics are used to highlight hotspots of accidents of LGVs in Germany. Finally, the proposed countermeasures are assessed regarding their potential effectiveness. Amongst others, the results show that the accident situation of LGVs is very similar to that of passenger cars. Noteworthy variations could be found in collisions with pedestrians, at reversing and regarding accident causes. Occupant safety of LGVs is on a higher level compared to cars. Results indicate that seatbelt use is on a significantly lower level compared to cars. This leads to higher-than-average injury risk for unbelted LGV occupants. When it comes to partner protection, there are problems with compatibility at LGVs. For car occupants there is a very high injury risk when colliding with a LGV. It indicates that higher passive safety test standards for LGVs would be counterproductive if they further increase stiffness of LGVs. The analysis of LGV-pedestrian accidents shows that pedestrian kinematic differs significantly from car-pedestrian accidents. At this point, existing pedestrian related test standards developed for cars cannot be adopted to LGVs. When it comes to active safety, ESC proved its effectiveness once again. Beyond that, rear view cameras, advanced emergency braking systems and lane departure warning systems show a safety potential, too. In addition to any technical countermeasures previously discussed, the importance of the driver behavior and attitude regarding the accident risk was investigated. In order to develop successful actions it is important to understand the main target population. In the case of LGV especially the crafts business and smaller companies are the major contributors the safety issue.
The effect of fatigue on driving has been compared to the effect of alcohol impairment in both driver performance and crash studies. However are crash characteristics and causation mechanisms similar in crashes involving fatigue to those involving alcohol when studied in the real world? This has been explored by examining data held in the EC project SafetyNet Accident Causation Database. Causation data was recorded using the SafetyNet Accident Causation System (SNACS). The focus was on Cars/MPV crashes and drivers assigned the SNACS code Alcohol or Fatigue. The Alcohol group included 44 drivers and the Fatigue group included 47. "Incorrect direction" was a frequently occurring critical event in both the Alcohol and Fatigue groups. The Alcohol group had more contributory factors related to decision making and the Fatigue group had more contributory factors relating to incorrect observations. This analysis does not allow for generalised statements about the significance of the similarities and differences between crashes involving alcohol and fatigue, however the observed differences do suggest that attempts to quantify the effect of fatigue by using levels of alcohol impairment as a benchmark should be done with care.
With an ever rising human life expectancy the share of elderly people in society is constantly rising. This leads to the fact that at the same rate the share of people with age related diseases such as dementia and poor eyesight taking part in traffic will rise and therefore traffic accidents caused by this group of people due to the disease will play an ever greater role. This Situation will be among the future challenges of road safety work. At present this study displays specific characteristics of accidents caused by elderly car drivers (aged 65 or higher) based on the analysis of the German In-Depth Accident Study GIDAS. Herein almost 1000 elderly car drivers were identified as accident participants in the years 2008 to 2011. The focus of this study lies on identifying special types of accidents which are caused by elderly drivers and on characterizing these types with the information gathered on scene and by interviewing the participants. The main evidence analyzed is the knowledge about the accident locality, the trajectories of the participants as well as the reasons for the occurrence of the accidents. Furthermore personal information such as the personal condition before the accident and driving purposes is used to identify patterns of contributing circumstances for accidents caused by elderly traffic participants.
Nowadays human-created systems are increasing in complexity due to the interaction of humans and technology. Especially road traffic systems are composed of multitudinous resources (e.g. personnel, vehicles, organizations, etc.), which make it even harder to anticipate the positive and negative effects on safety. One key in achieving a significant reduction of fatalities is seen in driver assistant systems counterbalancing the lack of drivers' capabilities. But the actual outcome of implementing these sophisticated technologies especially on influencing driver's capabilities are yet unknown. Latest research exemplifies an increase of reaction times of drivers in case of dysfunctional driver assistant systems. This research paper applies STAMP/STPA (STAMP = systems-theoretic accident model and processes; STPA = systems-theoretic process analysis) to the German automobile traffic system focusing on the effects of driver assistant systems on drivers. By doing so, the potential hazards caused by technology can be identified.
Introduction: Spine injuries pose a considerable risk to life and quality of life. The total number of road deaths in developed countries has markedly decreased, e.g. in Germany from over 20000 in 1970 to less than 4000 in 2010, but little is known how this is reflected in the burden of spine fractures of motor vehicle users. In this study, we aimed to show the actual incidence of spine injuries among drivers and front passengers and elucidate possible dependencies between crash mechanisms and types of injuries.
From literature well-known analyzes on risks, hazards and causes of accidents of older drivers are amended by the present study in which a comparison of the specific features of accident causes of older car drivers (older than 60 years) and of younger car drivers (under 25 years) is conducted. Mainly the question is pursued if specific errors, mistakes and lapses are predominant in the two different age groups. The analysis system ACAS (Accident Causation Analysis System) used hereby consists of a sequential system of accident causation factors from the human, the technical and the infrastructural field, whereupon for this study the influence of the human features on the accident development in two different age groups is of interest. ACAS is both an accident model and an analysis and classification system, which describes the human participation factors of an accident and their causes in the temporal sequence (from the perceptibility to concrete action errors) taking into consideration the logical sequence of individual basic functions. In five steps (categories) of a logical and temporal sequence the hierarchical system makes human functions and processes as determinants of accident causes identifiable. The methodology specifically focuses on the use in so-called "In-Depth" and "On-Scene" investigation studies. With the help of the system for each accident participant one or more of five hypotheses of human cause factors are formed and then specified by appropriate verification criteria. These hypotheses in turn are further specified by indicators in such manner that the coding of the causation factors by a code system meets the needs of database processing and are accessible to a quantitative data analysis. The first results of the descriptive comparison of the two age groups concern mainly differences in the functional levels "information admission/perception" (where the elderly drivers have more difficulties than the young ones) and "information processing/evaluation" (where the younger drivers show more problems). Concerning the cognitive function of "planning" the group of younger drivers seems to be more often involved in an accident because of excessive speed.
Die EU hat für die Verkehrssicherheit in Europa ein anspruchsvolles Ziel vorgegeben: Bis 2010 soll die Anzahl der im Straßenverkehr Getöteten gegenüber 2000 halbiert werden. Für Deutschland kann eine erfolgreiche Zwischenbilanz gezogen werden: In den letzten 5 Jahren nahm trotz Vergrößerung des Kraftfahrzeugbestandes um 6% die Anzahl der Verkehrstoten um 29% ab, in den vergangenen 10 Jahren ist ein Rückgang um 43% zu verzeichnen. Diese im internationalen Vergleich überdurchschnittlichen Erfolge sind nicht zuletzt auch auf Fortschritte in der Fahrzeugtechnik zurückzuführen, wobei die zunehmende Verbreitung von Systemen der Aktiven Sicherheit wie ABS, BAS, ESP einen entscheidenden Anteil hat. Nach der deutlichen Reduzierung von Fahrunfällen durch ESP-® stehen nun die Auffahrunfälle im Fokus der Sicherheitsentwicklung von Mercedes-Benz. Das Paket aus verbessertem rückwärtigen Signalbild (Adaptives Bremslicht) und Brems-Assistent (BAS) wurde kürzlich durch radarbasierte Bremsassistenz ergänzt (BAS PLUS und PRE-SAFE-®-Bremse). Der Beitrag geht auf Funktion und Wirksamkeit der einzelnen Systeme ein und gibt einen Ausblick in die nähere Zukunft.
It has been pointed that most of the accidents on the roads are caused by driver faults, inattention and low performance. Therefore, future active safety systems are required to be aware of the driver status to be able to have preventative features. This probe study gives a system structure depending on multi-channel signal processing for three modules: Driver Identification, Route Recognition and Distraction Detection. The novelty lies in personalizing the route recognition and distraction detection systems according to particular driver with the help of driver identification system. The driver ID system also uses multiple modalities to verify the identity of the driver; therefore it can be applied to future smart cars working as car-keys. All the modules are tested using a separate data batch from the training sets using eight drivers" multi-channel driving signals, video and audio. The system was able to identify the driver with 100% accuracy using speech signals of length 30 sec or more and a frontal face image. After identifying the driver, the maneuver/ route recognition was achieved with 100% accuracy and the distraction detection had 72% accuracy in worst case. In overall, system is able to identify the driver, recognize the maneuver being performed at a particular time and able to detect driver distraction with reasonable accuracy.
In the course of the EUROPEAN PROJECT TRACE all fatally injured pedestrians autopsied at the Institute for Legal Medicine in Munich in 2004 had been analysed by using the "Human Functional Failure (HFF) analysis" method. It was possible to apply this method although some restrictions have to be taken into account. The results derived from this analysis comprise first the failures the pedestrians (most often "impairment of sensorimotor and cognitive abilities") and the opponents (most often " Non-detection in visibility constraints conditions") faced in the accident, second the conflicts and tasks (pedestrian crossing the street conflicting with a vehicle from the side (which was going ahead on a straight road), the degree of accident involvement (pedestrians often the primary active part), and further the contributing factors to the accident (pedestrians most often "alcohol (> 0.05% BAC)", opponents most often "visibility constraints").
Novice drivers are at high risk for crash involvement. We performed an analysis of causations, injury patterns and distributions of novice drivers in cars and on motorcycles in road traffic as a basis for proper measurements. Method Data of accident and hospital records of novice drivers (licence < 2 years) were analysed focusing the following parameters: injury type, localisation and mechanism, Abbreviated Injury Scale (AIS), maximum AIS (MAIS), delta-v, collision speed and other technical parameters and have been compared to those of experienced drivers. In 18352 accidents in the area of Hannover (years1985"2004), 2602 novice drivers and 18214 experienced drivers were recorded having an accident. Novice car drivers were more often and severe injured than experienced and on motorcycles the experienced riders were at higher risk. Novice drivers of both groups sustained more often extremity injuries. 4.5 % novice car drivers were not restraint compared to 3.7 % of the experienced drivers and 6.1 % novice motorcycle drivers did not wear a proper helmet (versus 6.5 %). Severe injuries sustained at a rate of 20 % at collision speeds below 30 km/h and in 80% at collision speeds above 50 km/h. Novice car drivers drove significant older cars. The risk profile of novice drivers is similar to those of drivers older than 65 years. Structural protection and special lectures like skidding courses could be proper remedial action next to harder punishment of violations.
Today, Euro NCAP is a well established rating system for passive car safety. The significance of the ratings must however be evaluated by comparison with national accident data. For this purpose accidents with involvement of two passenger cars have been taken from the German National Road Accident Register (record years 1998 to 2004) to evaluate the results of the NCAP frontal impact test configuration. Injury data from both drivers involved in frontal car to car collisions have been sampled and have been compared, using a "Bradley Terry Model" which is well established in the area of paired comparisons. Confounders " like mass ratio of the cars involved, gender of the driver, etc. " have been accounted for in the statistical model. Applying the Bradley Terry Model to the national accident data the safety ranking from Euro NCAP has been validated (safety level: 1star <2 star <3 star <4 star). Significant safety differences are found between cars of the 1 and 2 star category as compared to cars of the 3 and 4 star category. The impact of the mass ratio was highly significant and most influential. Changing the mass ratio by an amount of 10% will raise the chance for the driver of the heavier car to get better off by about 18%. The impact of driver gender was again highly significant, showing a nearly 2 times lower injury risk for male drivers. With regard to the NCAP rating drivers of a high rated car are more than 2 times more probable (70% chance) to get off less injured in a frontal collision as compared to the driver of a low rated car.
Empirical vehicle crashworthiness studies are usually based on national or in-depth traffic accident surveys: Data on accident-involved cars/drivers are analysed in order to quantify the chance of driver injury and to assess certain risk factors like car make and model. As the cars/drivers involved in the same accident form a "cluster", where the size of the cluster equals the number of accident-involved parties, traffic accident survey data are typical multi-level data with accidents as first-level or primary and cars/drivers as secondlevel or secondary units (car occupants in general are to be considered as third level units). Consequently, appropriate statistical multi-level models are to be used for driver injury risk estimation purposes as these models properly account for the cluster structure of traffic accident survey data. In recent years various types of regression models for clustered data have been developed in the statistical sciences. This paper presents multi-level statistical models, which are generally applicable for vehicle crashworthiness assessment in the sense that data on single and multiple car crashes can be analysed simultaneously. As a special case of multi-level modelling driver injury risk estimation based on paired-by-collision car/driver data is considered. It is demonstrated that assessment results may be seriously biased, if the cluster structure inherent in traffic accident survey data is erroneously ignored in the data analysis stage.
This paper set out to examine the possibilities for injury avoidance implications for older drivers in crashes, based on crash and injury patterns among older drivers and current trends in ageing in most western societies. A number of safety technologies were identified and discussed which have potential for improving vehicle older driver crash avoidance and crashworthiness. While there were some promising estimates available of the likely benefits of this technology for improving safety, it is evident that they need to be confirmed for older drivers, given their age-related disabilities and sensory limitations. Further research is urgently required to ensure that these technologies yield safety benefits without any disbenefits for older drivers.rn
Nowadays airbags are part of the standard equipment in almost all new cars. While airbags are saving an increasing number of people from severe injuries and death in moderate and high speed crashes, they do not completely prevent dashboard injuries. The most common mechanism in dashboard injuries is a posteriorly directed force to the proximal tibia with the knee flexed. This may occur during a motor vehicle frontal impact accident when a knee of the driver or the front-seat passenger strikes the dashboard. The posterior force can be combined with a abducting or rotational force leading to concomitant lateral or posterolateral injury. Car and airbag manufacturers therefore develop special inflatable systems to reduce the impact force in dashboard injuries. Every new inflatable system, however, has to be evaluated in out of position situations in which the system might cause injuries to certain body areas. Therefore, we investigated a new kneebag system in different critical seating positions of post mortem test subjects (PMTS). The tested knee airbag module is a folded airbag (18 litre volume) which is installed below the lower section of the instrument panel of a passenger car. Using four PMTS (2 male, 2 female, age 36"67) the following positions were tested: normal seating position, knee flexed >90 degrees and knee flexed <60 degrees in static deployment tests with direct contact. In addition a dynamic test (48.8kph, AAMA-pulse) was carried out with the PMTS belted in a normal seating position. The inflation phase and the impact of the system on the knee/lower leg were analysed by high speed videos. After the test the lower legs of the PMTS were examined by Xray and autopsy. All soft tissue injuries and bone fractures were recorded. All the tests could be evaluated. Except some superficial skin lesions in the impact area no fracture of the bones around the knee and no knee ligament and tendon injuries were observed. Neither video analysis nor autopsy of the PMTS showed any critical contact injuries caused by the inflation process of the bag. Therefore, it can be concluded that in the tested seating positions which are the most critical for the knee area the knee bag system is safe.
The improvement of passive car security devices led to a reduction of injuries, especially of the head, the neck and the torso mainly due to the airbag function. The passenger's foot and ankle could not profit from this development. Some investigators even reported a progression of leg injuries (1). In this study, we investigated a current collective of patients with foot and ankle fractures or severe soft tissue injuries in relation with defined crash parameters. Special interest was paid to the car's footwell.
