The incidence of side impacts was investigated from GIDAS data. Both vehicle-fixed object and vehicle-vehicle collisions were analysed as these are enclosed within the consumer testing program. Vehicle-fixed object collisions were stratified according to ESC availability. Results indicated that vehicles equipped with ESC rarely have pure-lateral impacts. An increase in oblique collisions was seen for the vehicles with ESC whereby most vehicle were driving in left curves. The analysis of vehicle-vehicle collisions developed injury risk curves were developed at the AIS3+ injury severity for the vehicle-vehicle side impacts. Results suggested that greatest injury risk occurred when a Pre Euro NCAP vehicle was struck by a Post Euro-NCAP vehicle. The remaining curves did not show different behaviour, indicating that stiffness increased have been equally combated. This was attributable to the few Post Euro-NCAP vehicles that had a deployed curtain airbag available in the sample. The integration of Euro NCAP testing has shown to improve vehicle crashworthiness for pole collisions, as those vehicles with ESC rarely incur lateral impacts.
Since a number of human models have been developed it appears sensible to use these models also in the accident analysis. Especially the understanding of injury mechanisms and probably even injury risk curves can be significantly improved when interesting accidents are reconstructed using human body models. However, an important limitation for utilising human models for accident reconstruction is the effort needed to develop detailed FE models of the accident partners or to prepare the human model reconstruction by running physical accident reconstructions. The proposed approach for using human models for accident reconstruction is to use simplified and parametric car models. These models can be adapted to the crash opponents in a fast and cost effective way. Although, accuracy is less compared to detailed FE models, the relevant change in velocity can be simulated well, indicating that the computation of a detailed crash pulse is not needed. Two frontal impact test accidents that were reconstructed experimentally and using the parametric car models are indicating sufficient correlation of the adapted parametric car models with the full scale crash reconstructions. However, further developments of the parametric models to be capable for the use in lateral impacts and rear impacts are needed. For the PC Crash simulation runs the output sampling rate is too large to allow sufficient analysis. In addition the performance appears to be too general.
At the beginning of the year 2000 the European Commission set the goal to halve the number of road deaths till the year 2010. The main focus are passenger car and lorry traffic. A significant reduction of the accident data could be reached in these groups. The advancement of active vehicle safety systems is an important issue of the programme. The safety of the motorcycle traffic has been disregarded till now. Since 1991 the number of killed motorcycle riders per year has been constant. The number of killed passenger car occupants has been more than halved in the same period. This is why initiatives are caused for the increase of the motorcycle safety. A great safety potential is expected for the Antilock Brake System (ABS). ABS for motorcycles is considered from the economic view in this study. A cost-benefit analysis shall clarify whether the economic benefit of ABS for motorcycles is greater than the consumed resources. Moreover, a sensitivity analysis will determine the maximal justifiable consumption in resource for which ABS is worthwhile. After the sensitivity analysis is done a break-even analysis will determine the market price respectively the annual mileage from which on ABS is worthwhile on user level. For this the fair end consumer market price is calculated which the user is ready to pay. For the considered market prices the annual mileage is determined from which on ABS is worthwhile for the user. The considered time horizon for this analysis are the years 2015 and 2020. For each of these years the accident data is forecasted. At this, it is assumed that the frequency of having an accident per million registered motorcycles decreases based on the present trend. Thus, riding motorcycle gets safer. Hence, the accident data in the years 2015 and 2020 is lower than the accident data today. The cost-benefit analysis is done for each year for four scenarios. Two scenarios handle the market penetration. The first one is the trend scenario, the second one is the mandatory equipment from the year 2010 on. The other scenarios describe the effectiveness of ABS. The effectiveness rates are determined by a literature review. The only potential which can be considered due to the available data is the potential due to an avoiding of the downfall just before the real accident happens. According to this the number of accidents will decrease by 2.4 %. The number of fatalities will decrease by 12.1 %. The number of severe injuries decreases by 11.7 %. However, the number of slight injuries increases by 2.1 %. The mentioned effectiveness rates are valid for the scenarios with the high effectiveness. Even these figures underestimate the actual effectiveness because there are only considered the avoided accidents with downfall. The necessary consumption in resources depends on the produced volume. The more ABS systems are produced, the lower are the costs per system. This is due to realised effects of scale and effects out of learning curves. The system costs depend on the penetration rate. In the trend scenario the system costs for ABS are 120 Euro for the year 2015 respectively 105 Euro for the year 2020. In the mandatory scenario the system costs are 115 Euro for the year 2015 respectively 100 Euro for the year 2020. The benefit-cost ratios are all over the critical barrier of 1.0. Thus, ABS is worthwhile on economic level. In the scenarios with high effectiveness the benefit-cost ratios range between 4.6 and 4.9. Thus, the values are even above the barrier of 3.0. The result of the break-even analysis is that ABS is worthwhile on user level. The considered market prices are 400 Euro in 2015 and 300 Euro in 2020. They are clearly below the determined fair end consumer market prices. The fair end consumer price for the year 2015 is 701 Euro respectively 622 Euro for the year 2020. Thus, ABS is worthwhile for motorcycle riders with an annual mileage higher than 2,200 km (year 2015) respectively 1,900 km (year 2020). The annual mileage of a motorcycle rider is 3,900 km on average. Thus, ABS is worthwhile for most of the motorcycle riders. The mentioned results are valid for the high effectiveness scenarios.
This report presents the results of a stakeholder analysis which has been performed by the EasyWay Cooperative Systems Task Force. The stakeholder analysis aims at identifying potential roles of the road operator in the operation process of selected cooperative services and describing expectations and aspirations related to the future roles and responsibilities from a European road operator- point of view. The following cooperative services have been considered in the stakeholder analysis: Hazardous location notification, Traffic jam ahead warning, Road works warning, Automatic access control and Parking management. The stakeholder analysis used findings from previous projects and performed own studies based on desk research and expert assessments which were carried out by the task partners. The approach includes the development of high-level descriptions showing functional schemes of the operational process chains and potential roles / responsibilities related to the road operator. A deepened analysis was performed by assessing the functional schemes / role profiles and collecting opportunities, concerns, and success factors from a road operator- perspective.
The current paper reports on the results of a pilot study aiming to investigate the effect of mobile telephone use on the driving performance of 5 amateur and 5 professional drivers. Their driving acuity was tested through a driving simulator. Analysis and interpretation of the results occurred comparing the drivers' driving performance while talking, reading messages and writing a message on the mobile phone (intervention time) with the drivers' driving performance engaged in no activity (control time). The variables affected by the mobile phone were the "steering", the "lane offset" and the "duration of lane offset". Moreover, the drivers involved in a car crash in the last five years appeared to differ from those who were not involved in a crash in both "lane offset" and "following distance". The results of this pilot study will inform the design of a large experimental study on 50 professional and 50 amateur drivers.
Das Ziel des Projektes war eine Bestandsaufnahme des Einsatzes computerbasierter Lehr-Lern-Medien in der Fahranfängervorbereitung und ihrer Anwendung im In- und Ausland. Darauf aufbauend sollten die Anforderungen herausgearbeitet werden, die an eine künftige umfassende Einbeziehung dieser Medien in die Fahranfängervorbereitung zu stellen sind. Zunächst wurde eine umfangreiche Recherche zu Erfassung der national und international in Anwendung befindlichen Lehr-Lern-Medien durchgeführt. Daraufhin konnte eine erste grobe Kategorisierung der Applikationen vorgenommen werden. Zudem zeigte sich, dass die Verbreitung verschiedener Produktgruppen im internationalen Vergleich stark variiert und ganz entscheidend von den jeweiligen gesetzlichen Rahmenbedingungen abhängt. Es folgte die Ableitung einer Systematisierungsgrundlage, mit Hilfe derer computergestützte Lehr-Lern-Medien detailliert betrachtet und bewertet werden können. Diese Systematisierungsgrundlage basiert in wesentlichen Teilen auf Erkenntnissen der Lehr-Lern-Forschung speziell im Bereich des E-Learning. Unter Beachtung einschlägiger Arbeiten im Bereich der Verkehrspsychologie, insbesondere zum Thema der Fahraufgabe. wurde ein starker Fokus auf den Erwerb fahraufgabenrelevanter Wissensinhalte beziehungsweise Kompetenzen gelegt. Anschließend wurden ausgewählte computerbasierte Lehr-Lern-Medien vor dem Hintergrund der zuvor erarbeiteten Systematisierungsgrundlage betrachtet und bewertet. Zudem wurden die Möglichkeiten, die sich durch die Nutzung derartiger Anwendungen ergeben, diskutiert sowie diesbezügliche Grenzen des bestehenden Systems der Fahrausbildung identifiziert. Im abschließenden Ausblick konnten Entwicklungspotentiale im Bereich der computerbasierten Lehr-Lern-Medien aufgezeigt sowie Empfehlungen zur Verbesserung der bisherigen Praxis der Fahranfängervorbereitung formuliert werden.
In order to enable foreseeing or comparing the benefit of safety systems or driver assistance systems in Germany, in the United States and in Japan, the traffic accident databases in those three countries are examined. The variables used are culpable party, collision partner, accident type, and injury level and the method to re-classify the databases for comparison are proposed. The result indicates that single passenger car fatality is the most frequent in Germany and in the United States, while passenger car vs. pedestrian is the most frequent fatality scenario in Japan. When the casualty by fatality ratio is focused, the greatest difference is observed in rear-end collisions. The ratio of slight injuries in Japan yields about eighteen times as many as those in Germany, and about eight times as many as those in the United States.
For the determination of the road surface roughness common methods have been established, like Skid Resistance Tester (SRT) or the Sideway-force Coefficient Routine Investigation Machine (SCRIM). Both methods are used to measure a comparable and reliable maximum friction potential value and to assess the quality of the road surface. However, the comparison of the measurements under real conditions and the results of measurements with SRT and SCRIM showed only minor correlations. The paper shows the comparison between these standardised methods and real vehicle braking tests and discusses the results.
In this study, we compared the injury severity of occupants according to the seating position and the crashing direction in motor vehicle accidents. In the driver's point of view, it was separated the seating position as "Near-side" and "Far-side". The study subjects were targeted by people who visited 4 regional emergency centers following motor vehicle accidents. Real-world investigation was performed by direct and indirect methods after patient- consent. The information of the damaged vehicle was informed by Collision Deformation Classification (CDC) code and the information of the injury of patients was informed by using the Abbreviated Injury Score (AIS) and Injury Severity Score (ISS). When the column 3 in CDC code was P, damaged at the middle part of lateral side, the average point of AIS 3 was 1.91-±1.72 in near-side and 1.02-±1.31 in far-side (p<0.01). The average point of maximum AIS (MAIS) was 2.78-±1.39 in near-side and 2.02-±1.11 in far-side (p<0.01). The average point of ISS was 15.74-±14.71 in near-side and 8.11-±8.39 in far-side (p<0.01). Also, when the column 3 in CDC code was D, damaged at the whole part of lateral side, it was significant that the average point of AIS 3 and MAIS in near-side was bigger than in far-side (p=0.02).
A series of drop tests and vehicle tests with the adult head impactor according to Regulation (EC) 631/2009 and drop tests with the phantom head impactor according to UN Regulation No. 43 have been carried out by the German Federal Highway Research Institute (BASt) on behalf of the German Federal Ministry of Transport, Building and Urban Development (BMVBS). Aim of the test series was to study the injury risk for vulnerable road users, especially pedestrians, in case of being impacted by a motor vehicle in a way described within the European Regulations (EC) 78/2009 and (EC) 631/2009. Furthermore, the applicability of the phantom head drop test described in UN Regulation No. 43 for plastic glazing should be investigated. In total, 30 drop tests, thereof 18 with the adult head impactor and 12 with the phantom head impactor, and 49 vehicle tests with the adult head impactor were carried out on panes of laminated safety glass (VSG), polycarbonate (PC) and laminated polycarbonate (L-PC). The influence of parameters such as the particular material properties, test point locations, fixations, ambient conditions (temperature and impact angle) was investigated in detail. In general, higher values of the Head Injury Criterion (HIC) were observed in tests on polycarbonate glazing. As the HIC is the current criterion for the assessment of head injury risk, polycarbonate glazing has to be seen as more injurious in terms of vulnerable road user protection. In addition, the significantly higher rebound of the head observed in tests with polycarbonate glazing is suspected to lead to higher neck loads and may also cause higher injury risks in secondary impacts of vulnerable road users. However, as in all tests with PC glazing no damage of the panes was observed, the risk of skin cut injuries may be expected to be reduced significantly. The performed test series give no indication for the test procedure prescribed in UN Regulation No. 43 as a methodology to approve glass windscreen not being feasible for polycarbonate glazing, as all PC panes tested fulfilled the UN R 43 requirements. The performance of the windscreen area will not be relevant for vehicle type approval according to the upcoming UN Regulation for pedestrian protection. However, it is recommended that pedestrian protection being considered for plastic windscreens to ensure at least the same level of protection as glass windscreens.
This study aimed at comparing head Wrap Around Distance (WAD) of Vulnerable Road User (VRU) obtained from the German in-depth Accident Database (GIDAS), the China in-depth Accident Database (CIDAS) and the Japanese in-depth Accident Database (ITARDA micro). Cumulative distribution of WAD of pedestrian and cyclist were obtained for each database (AIS2+) showing that WAD of cyclists were larger than the ones of pedestrians. Comparing three regions, the 50%tile WAD of GIDAS was larger than that of both Asian accident databases. Using linear regression that might predict WAD of pedestrians and cyclists from Impact speed and VRU height, WADs were calculated to be 206cm/219cm (Pedestrian/Cyclist) for GIDAS, 170cm/192cm for CIDAS and 211cm/235cm for ITARDA. In addition, this study may be helpful for reconsideration of WAD measurement alignment between accident reconstruction and test procedures.
Cycle helmets have continued to increase in popularity since their introduction half a century ago. Many studies indicate that overall, head injury can be significantly reduced by wearing them. This study was conducted using two distinct sets of real-world cycling collision data from Ireland, namely cases involving police collision reports and cases involving admission to a hospital emergency department. The analyses sought to simulate and analyse the protective performance of cycle helmets in such collision scenarios, by comparing the Head Injury Criterion score and peak head accelerations, both linear and angular. Cycle collisions were simulated using the specialised commercial software MADYMO. From the simulation results, these key metrics were compared between the same-scenario helmeted and unhelmeted cyclist models. Results showed that the inclusion of bicycle helmets reduced linear accelerations very significantly, but also increased angular accelerations significantly compared to unhelmeted situations. Given the modest protective performance of cycle helmets against angular accelerations, it is recommended that cycle helmet manufacturers and international test standards need to pay more attention to head angular accelerations.
Due to the publication of guidelines in Germany the possibility exists to offer analytical designed construction works within an alternative proposal. But the extent to which the test specimen production influences the design relevant properties (for the same asphalt mixture) is not sufficiently investigated at present. Objective of this research project was to determine the design relevant asphalt properties by tests and do comparative considerations on two selected locations within the renewal of a federal trunk road (Germany). For the comparative consideration of the design relevant asphalt properties mixture samples were taken during paving and afterwards drill cores were taken at the same locations. Fatigue tests and tests to determine the stiffness were conducted with the Indirect Tensile Test (ITT). Then design calculations having regard to the test results were performed. At this different bearing conditions of the asphalt package were considered. The calculated fatigue conditions were comparative evaluated and they are presented and discussed in this paper.
Zielstellung der hier vorliegenden Arbeit war die Entwicklung eines Verfahrens zur Charakterisierung der akustischen Eigenschaften offenporiger Straßenbeläge in situ. Das Verfahren sollte auf indirektem Wege quantitative Aussagen über den zu erwartenden Fahrzeuggeräuschpegel LVeh nach der Methode der "Statistischen Vorbeifahrt" (DIN EN IS0 11819-1) liefern, sich unproblematisch durchführen lassen und tolerant gegenüber Störeinflüssen aus der Umgebung sein. Innerhalb der Untersuchungen wurden daher in situ Messverfahren verwendet und gegebenenfalls weiterentwickelt, bei denen davon auszugehen ist, dass sie Aussagen zum Einfluss der beiden Hauptmechanismen der lärmmindernden Wirkung offenporiger Asphalte, nämlich der Reduzierung des "Airpumping-Effekts" und der Schallabsorption im Nah- und Fernfeld vom Reifen, erlauben. Als Verfahren kamen dabei zur Anwendung: - Messung der Wasserdurchlässigkeit , - Messung und Schätzung des Strömungswiderstandes Messung des Schallabsorptionsgrades nach DIN ISO 13472, Teil 1 , - Schallausbreitungsmessungen. Diese Messverfahren sind an sieben Orten auf Bundesautobahnen eingesetzt worden. Die Ergebnisse der Messungen wurden anschließend mit nahezu zeitgleich bestimmten Fahrzeuggeräuschpegeln korreliert. Auf die Korrelation der Ergebnisse des Schätzverfahrens zur Bestimmung des Strömungswiderstands wurde dabei jedoch verzichtet, da es sich während der Untersuchungen herausstellte, dass dieses Verfahren eine nur unzureichende Genauigkeit aufweist. Als wesentliches Ergebnis der Untersuchungen zur Korrelation kann festgehalten werden, dass zur indirekten Bestimmung der lärmmindernden Wirkung von offenporigen Asphalten zwei Verfahren, die Messung des effektiven spezifischen Strömungswiderstandes R' und die Bestimmung des Schallabsorptionsgrades a, gleichberechtigt Anwendung finden müssen. Der effektive spezifische Strömungswiderstand R's soll dabei in der Rollspur des ersten Fahrstreifens gemessen werden. Die Bestimmung des Schallabsorptionsgrades a ist dagegen in der Mitte des ersten Fahrstreifens durchzuführen.
Event data recorders (EDRs) are a valuable tool for in-depth investigation of traffic accidents. EDRs are installed on the airbag control module (ACM) to record vehicle and occupant information before, during, and after a crash event. This study evaluates EDR characteristics and aims at better understanding EDR performance for the improvement of accident reconstruction with more reliable and accurate information regarding accidents. The analysis is based on six crash tests with corresponding EDR datasets.
Causation of traffic accidents with children from the perspective of all involved participants

In the year 2014 about 2,800 children between zero and 14 years got injured due to traffic accidents in Austria. More than 50% were taking part in traffic as active road users like cyclists or pedestrians. Within this study 46 real world traffic accidents between vehicles and children as pedestrians were analysed. In 39 cases, car drivers hit the crossing children. In the other cases, the collision opponents were busses, trucks or motorcycles. Most of the children got hit while crossing a road at urban sites. By analysing the traffic accidents from the perspectives of all involved participants, vehicle drivers and injured children, it is possible to identify factors for each participant, which led to the accident and factors that contributed the accident. The main task is to find patterns in the behaviour of crash victims (children and driver) before the collision. One important fact is that in more than 50% of the analysed cases sight obstructions were an important contributing factor for both, the driver and the child. From drivers view situations in which the child moved unexpected into the driven road lane were often found. For the injured child, factors like: no attention to the road traffic or no sufficient traffic observation were found to be relevant. Further it- possible to sensitise children and adults to possible source of critical traffic situations according to the findings of this study.
Im Forschungsbericht wird das Car-Sharing, also das organisierte Teilen von Kraftfahrzeugen, in Gemeinden unter 100.000 Einwohnern betrachtet. Nach einer begrifflichen Abgrenzung der verschiedenen Formen von Mobilitätsdienstleistungen auf Basis flexibler Autonutzung werden die Konkurrenzbeziehungen zwischen den beiden bedeutendsten Mobilitätsdienstleistungen - dem Car-Sharing und der Autovermietung - untersucht. Es stellt sich heraus, dass in einzelnen Marktsegmenten eine solche besteht. Darauf folgend wird eine umfassende Marktanalyse vorgestellt. Für die kleinen Gemeinden mit weniger als 20.000 Einwohnern wurde eine schriftliche Befragung zum Thema durchgeführt, zu den mittleren Gemeinden zwischen 20.000 und 100.000 Einwohnern eine entsprechende Internetrecherche. Die Untersuchung zeigt, dass Car-Sharing in kleinen und mittleren Gemeinden im Vergleich zu den Großstädten geringer verbreitet ist. Eine Analyse der Wirtschaftlichkeit von Car-Sharing in kleinen und mittleren Gemeinden ergab, dass vor allem in den kleinen Gemeinden häufig die Rahmenbedingungen für Car-Sharing ungünstig sind. Dies betrifft vor allem die Siedlungsstruktur, welche mit abnehmender Gemeindegröße das Entstehen und Wachsen von Car-Sharing behindert. Auch der Öffentliche Personennahverkehr (ÖPNV) ist häufig mangelhaft. Weiterhin können Kostenvorteile größerer Organisationen identifiziert werden. Sie kommen vor allem in kleineren Gemeinden nur dann zum Tragen, wenn das Car-Sharing vor Ort als Filialbetrieb organisiert wird. Kostennachteile kleiner Organisationen können allerdings durch ehrenamtliche Tätigkeit zum Teil kompensiert werden. Auch das in Großstädten häufig praktizierte Eingehen von Kooperationen mit Verkehrsbetrieben kann vor allem in den kleineren Gemeinden aus Mangel an Möglichkeiten kaum praktiziert werden. Darüber hinaus gibt es bestimmte kritische Unternehmensphasen, die in kleinen und mittleren Gemeinden eine relativ große Rolle spielen. Im Rahmen von Fallstudien wurden Expertengespräche bei Vertretern von Car-Sharing-Organisationen geführt. Dabei wurden die zuvor erarbeiteten Erkenntnisse auf ihre Praxisrelevanz hin überprüft. Es zeigt sich, dass die aufgezeigten Probleme in kleinen und mittleren Gemeinden in der Praxis relevant sind. Die Fallstudien zeigen aber auch, dass auch in kleinen und mittleren Gemeinden Car-Sharing wirtschaftlich und zum Teil mit beachtlichen Nutzerzahlen betrieben werden kann. Für kleine Gemeinden sind spezielle Modelle entwickelt worden, die Car-Sharing auch mit sehr geringen Nutzerzahlen ermöglichen. Die Nutzung von Car-Sharing durch Gemeindeverwaltungen oder Firmen kann für eine bestimmte Grundauslastung der Fahrzeuge sorgen und so einen Standort sichern. Schließlich wird aufgezeigt, welche vielfältigen Möglichkeiten Gemeindeverwaltungen haben, das Car-Sharing in ihrem Gemeindegebiet zu unterstützen. Neben der eigenen Teilnahme am Car-Sharing, die auch für die Gemeindeverwaltung vorteilhaft sein kann, ist hier auch die Bereitstellung von Infrastruktur (zum Beispiel von Stellplätzen) oder die Bestellung von Car-Sharing-Leistungen in Orientierung an der Aufgabenträgerschaft des öffentlichen Personennahverkehrs denkbar. Eine Bestätigung der bis dahin gewonnenen Erkenntnisse liefert die Auswertung einer schriftlichen Befragung sämtlicher deutscher Car-Sharing-Organisationen, welche in Zusammenarbeit mit den Bearbeitern eines Parallelprojektes durchgeführt wurde (FE 77.461/2001: Bestandsaufnahme und Möglichkeiten der Weiterentwicklung des Car-Sharing). Auf der geschaffenen Wissensgrundlage werden vier Car-Sharing-Modelle dargestellt, die den besonderen Erfordernissen in kleinen und mittleren Gemeinden angepasst sind. Es handelt sich dabei um herkömmliches Car-Sharing, das sog. Einbringermodell, Car-Sharing mit Deckungsgarantie sowie privates Autoteilen auf vertraglicher Basis. Die Modelle werden im Forschungsbericht erläutert und mit Beispielen aus der Praxis belegt. Abschließend wird weiterer Forschungsbedarf aus Sicht der Projektbearbeiter aufgezeigt.
Das Ziel der vorliegenden Untersuchung zu den verkehrssicherheitsrelevanten Folgen des Cannabisgebrauchs war es, Daten zur potenziellen und tatsächlichen verkehrsbezogenen Gefährlichkeit im Hinblick auf die Fahreignung zu evaluieren. Im ersten Teil der Untersuchungen wurde durch die Düsseldorfer Arbeitsgruppe eine detaillierte Analyse der vorhandenen Forschungsliteratur zu den neuropsychologischen und psychiatrischen Effekten des Cannabiskonsums durchgeführt, die sowohl die Konsistenz eines Beeinträchtigungsnachweises als auch die Qualität der vorhandenen Studien berücksichtigt hat. Die meisten konsistent nachgewiesenen Defizite wurden dabei für die Konsumsituation des "Gelegenheitskonsumenten nach akutem Konsum" gefunden. Für abstinente oder sich in der Residualphase befindende Gelegenheitskonsumenten sind bisher keine Defizite auf Verhaltensebene konsistent nachgewiesen worden. Weiterhin wurden keine Hinweise dafür gefunden, dass bei regelmäßigen Cannabiskonsumenten nach akutem Cannabiskonsum oder während der Abstinenz mit stärkeren Verhaltensdefiziten zu rechnen ist als bei Gelegenheitskonsumenten. Diese Befunde machen eine Unterscheidung zwischen gelegentlichen und regelmäßigen Cannabiskonsumenten bezüglich der zu erwartenden Verhaltensdefizite hinfällig. Im zweiten Teil wurden durch die Heidelberger Arbeitsgruppe als Cannabinoid-positiv ermittelte Fälle aus 3 Jahren (2000—2002), die im Straßenverkehr beobachtete Auffälligkeiten zeigten, unter Berücksichtigung der gemessenen Cannabinoid-Plasmakonzentrationen betrachtet. Dabei wurde geprüft, ob und gegebenenfalls welcher Zusammenhang zwischen den analytisch ermittelten Konzentrationen an THC und seinen Metaboliten und den Auffälligkeiten, die im ärztlichen Blutentnahmeprotokoll und im polizeilichen Bericht vermerkt sind, besteht. Weder die Gesamteinschätzung der Auffälligkeiten durch die Polizei und den Blutentnahmearzt noch die Beurteilung des Beeinflussungsgrades durch den Arzt waren jeweils mit den Serumspiegeln an THC oder 11-OH-THC (Carbonsäure) korreliert. Die Ergebnisse zeigen, dass durch Einschätzungen von Polizei und Arzt weder Art und Grad der Beeinträchtigung konsistent erfasst noch Personen mit regelmäßigem und gelegentlichem Konsum sich mit der notwendigen Sicherheit voneinander trennen lassen. Welche Aspekte sich daraus in Hinblick auf die Fahreignungsdiagnostik ergeben, wird im letzten Kapitel angesprochen.
Camera-monitor systems (CMS) can be used in motor vehicles to display the driver's rear view on a monitor mounted inside the vehicle. This also offers the possibility of replacing conventional exterior mirrors with suitable CMS and thereby implementing new design concepts with aerodynamic advantages. However, as exterior mirrors are safety-relevant vehicle parts for securing the driver's indirect rear view (requirements specified in UN Regulation No. 46), the question arises whether CMS can provide an equivalent substitute for mirrors. In the scope of this study, CMS and conventional exterior mirrors were compared and assessed in test drives and static tests under different external conditions. On the one hand, the examination of technical aspects, and on the other hand, issues pertaining to the design of the human-machine interaction, were the objects of the study. Two vehicles were available for the trials with passenger vehicles: A vehicle, manufactured in small series, which is already equipped with CMS as sole replacement for the exterior mirrors, as well as a compact class vehicle which had a CMS retrofitted by the car manufacturer in addition to conventionally used exterior mirrors. The latter could be covered exclusively for trips with CMS. A tractor unit with semitrailer was available for the truck trials. The driver's cabin was equipped with a CMS system developed by the vehicle manufacturer. In general, it was shown that it is possible to display the indirect rear view sufficiently for the driver, both for cars and trucks, using CMS which meet specific quality criteria. Depending on the design, it is even possible to receive more information about the rear space from a CMS than is possible with mirror systems. It was also shown that the change from mirrors to CMS requires a certain period of familiarisation. However, this period is relatively short and does not necessarily result in safety-critical situations.
The GIDAS-investigation team of Dresden (VUFO) has documented more than 11.500 accidents since 1999. The documentation of the accident includes beside vehicle-, injury- and environmental-data very detailed reconstruction data. Within this accident investigation the VUFO began to record the skid resistance of the accident site in 2009. The measurements are divided in macro- and microroughness (Sand depth method and Portable Skid Resistance Tester-SRT-by Munro-Stanley London-©). Both methods are used to determine the skid resistance for more than 1000 passenger cars. The aim of the present study is to find out a relationship between the measured skid resistance, the road conditions and the friction coefficient, which is used to calculate the maximum accelerations and decelerations during a reconstruction of an accident. Basic approach to convert the SRT-value into the friction coefficient is the calculation of the theoretical absorbed energy of the spring rubber system of the swinging arm of lever. This absorbed energy is used to get the friction coefficient by using the equations for the work of friction. To consider the road-behavior, in correlation to the friction coefficient, the results will be merged with existing literature. Last step for this study will be a comparison between actual used friction coefficients all over the GIDAS-database and the theoretical results. The study shows, if it is possible to use the SRT-Measurement for the estimation of a friction coefficient for the reconstruction of a traffic accident. As expected, the GIDAS-Database and the additional measurement of the roughness of the road directly on the spot are an enormous useful dataset.
