Das Ziel des unter dem Namen ISOCORRAG bei Arbeitsgruppe WG 4 der ISO erarbeiteten Programms war, die genormten Verfahren zur Charakterisierung der Korrosivität der Atmosphäre zu vergleichen und die Grenzwerte für die Zuordnung der Korrosivitätskategorien zu revidieren. Die Bundesrepublik Deutschland beteiligte sich an dem Programm mit einem Auslagerungsstand, der sich in Bergisch Gladbach bei der Bundesanstalt für Straßenwesen befindet. Die Ergebnisse des Programmes bestätigen die Möglichkeit, die Korrosivität sowohl durch Auslagerung von Standardproben als auch über die Umgebungsbedingungen abzuschätzen. Jedoch ist letzteres eher durch Anwendung einer mathematischen Funktion als durch Bildung von Kategorien der Umgebungsbedingungen erreichbar. Die Auslagerung von Drahtwendelproben führt in der Regel zur Ermittlung von signifikant höheren flächenbezogenen Massenverlusten als die der Blechproben. Oft wirkt sich dieser Unterschied zwischen den Drahtwendel- und den Blechproben so aus, daß die Atmosphäre einer höheren Stufe in der Korrosivitätskategorien-Skala zugeordnet werden muss. Dieses ist im Bezug auf die Wahl des Korrosionsschutzsystems bedeutend. Die Sonderbelastungen, z.B. durch mechanische Belastung durch Splittanprall oder die Auswirkungen des Kleinstklimas (Grenzfläche Substrat/Atmosphäre) z.B. durch Kondenswasserbildung oder Salzablagerungen, sind nicht in den Korrosivitätskategorien erfasst und müssen zusätzlich berücksichtigt werden.
Im Rahmen des BASt-Projektes "Neue reaktionsharzgebundene Dünnbeläge" als Fahrbahnbeläge auf einem "D-Brücken-Gerät" wurden RHD-Beläge nach den Vorgaben der ZTV-RHD-ST bei einer praktischen Anwendung auf einer Behelfsbrücke im Zuge der Bundesstraße B 51 bei Wuppertal untersucht. Dabei konnten die Vorgaben der ZTV-RHD-ST, vor allem der homogene Belagsaufbau und die vorgeschriebenen Abstreumaterialien, eindrucksvoll betätigt werden. Die ZTV-/TL-TP-RHD-ST wurden mit ARS Nummer 29/1999 vom 11. Dezember 1999 für den Geschäftsbereich der Bundesfernstraßen eingeführt. Den Herstellern wurde eine Übergangszeit bis zum 31. Dezember 2000 eingeräumt, in der noch RHD-Beläge nach dem "Merkblatt für reaktionsharzgebundene Dünnbeläge auf Stahl" zugelassen waren. Seit dem 1.1.2001 dürfen nur noch RHD-Beläge nach den ZTV-RHD-ST verwendet werden. In der gültigen Zusammenstellung der geprüften Dünnbeläge nach den ZTV-RHD-ST für die Anwendung an Bauwerken und Bauteilen der Bundesverkehrswege, Stand 12. Februar 2001, sind drei RHD-Belagsysteme aufgeführt. Es handelt sich hierbei um ein System auf der Basis von Epoxidharz/Polyurethan sowie um zwei Polyurethan-Systeme. Ein weiteres Belagsystem auf der Basis von Methacrylat befindet sich zurzeit in der Grundprüfung.
Das Fahrerlaubnisprüfungssystem und seine Entwicklungspotenziale - Innovationsbericht 2009/2010

Innovationsberichte dienen dem Ziel, alle zwei Jahre über die mit der mittel- und langfristigen Weiterentwicklung des Fahrerlaubnisprüfungssystems zusammenhängenden Forschungs- und Entwicklungsprozesse zu informieren. Mit Hilfe der Innovationsberichte können somit Qualität, Planmäßigkeit und wissenschaftliche Absicherung der Weiterentwicklung der Fahrerlaubnisprüfung beurteilt werden. Der vorliegende Innovationsbericht beschreibt die Hauptschwerpunkte der Tätigkeit der TÜV | DEKRA arge tp 21 im Hinblick auf die Theoretische Fahrerlaubnisprüfung für den Berichtszeitraum 2009/2010. Diese lagen in (1) Arbeiten zur Modellierung von Fahrkompetenz, (2) der Evaluation und Weiterentwicklung der traditionellen Aufgabenformate und der Prüfungsmethodik, der (3) Durchführung von Forschungsarbeiten zur Verwendung computergenerierter dynamischer Fahrszenarien und der (4) Erschließung innovativer Aufgabentypen zur Prüfung bislang nicht ausreichend geprüfter Fahrkompetenzkomponenten im Bereich des Handlungswissens. Zu (1): Unter Berücksichtigung von inhaltlichen Anforderungsebenen des Fahrverhaltens (z.B. DONGES, 2009) und Aneignungsstufen von Fahrkompetenz (z. B. GRATTENTHALER, KRUEGER & SCHOCH, 2009) wurde ein "Fahrkompetenzstrukturmodell" entworfen, um inhaltliche Komponenten der Fahrkompetenz einzuordnen und die Prüfungsaufgaben strukturieren zu können. Weiterhin lassen sich damit prototypische Anforderungssituationen zur Operationalisierung von Prüfungsinhalten erarbeiten sowie die Inhalts- und Fahrkompetenzbereiche beschreiben, welche durch verschiedene Prüfungsformen abgedeckt werden können. Zu (2): Mit der Einführung der TFEP am PC wurden die technischen Rahmenbedingungen der Prüfungsdurchführung verändert und Verbesserungen zur Gewährleistung der Manipulationssicherheit umgesetzt. Die auf dem Revisionsprojekt aufbauende kontinuierliche Evaluation der Prüfungsaufgaben und Paralleltests zeigte grundsätzlich, dass die große Mehrheit der eingesetzten Prüfungsaufgaben unter Abwägung unterschiedlicher testpsychologischer Kriterien ihre Funktion zur Überprüfung der jeweiligen Kompetenzen erfüllt. Zu (3): Zur Verbesserung der Darbietungsformen bzw. Instruktionsformate wurde von der TÜV | DEKRA arge tp 21 die Softwareloesung "VICOM" entwickelt. Mit dieser Software wurden zum einen die bisher verwendeten Fotos durch computergenerierte statische Abbildungen ersetzt, die mit geringem Aufwand erstellt und variiert werden können. Zum anderen wurde dadurch die Erarbeitung von dynamischen Videosequenzen ermöglicht. Die Erprobung von Aufgaben mit dynamischer Situationsdarstellung deutet darauf hin, dass die intendierte Erfassung der Kompetenzen zur Gefahrenerkennung mit dem neuen Instruktionsformat, das keine Lösungshinweise im Abschlussbild mehr enthält, besser gelingen könnte (FRIEDEL, WEIßE & RÜDEL, 2010). Zu (4): Entwicklungspotenziale für die TFEP werden insbesondere bezüglich der Erfassung von Handlungskompetenzen im Bereich der Verkehrswahrnehmung und Gefahrenvermeidung deutlich. Diese verkehrssicherheitsrelevanten Kompetenzen können in der traditionellen "Wissensprüfung" nicht geprüft werden, da ihre Aneignung Fahrerfahrungen voraussetzt, die zum Prüfungszeitpunkt in der Regel noch nicht gegeben sind. Auch in der traditionellen Fahrprüfung ist eine Erfassung dieser Kompetenzen nur eingeschränkt möglich, weil die Anforderungssituationen im Realverkehr nicht beliebig vom Fahrerlaubnisprüfer gesteuert werden können und Gefahrensituationen aufgrund von Sicherheitserfordernissen auch nicht herbeigeführt werden dürfen. Daher erscheint es notwendig, im Rahmen der deutschen Fahrerlaubnisprüfung eine innovative Prüfungsform zu entwickeln, bei der Verkehrs- und insbesondere Gefahrensituationen realitätsnah am Computer simuliert und zur Operationalisierung der obengenannten Kompetenzkomponenten genutzt werden. Derartige "Verkehrswahrnehmungstests" (bzw. "Hazard Perception Tests") finden sich bereits in einigen Fahranfängervorbereitungssystemen im Ausland. Zur Ausschöpfung der Potenziale der Fahrerlaubnisprüfung in Deutschland muss ihre Weiterentwicklung unter Berücksichtigung des Gesamtsystems der Fahranfängervorbereitung erfolgen. Dabei sind die Qualitätssicherungs- und Entwicklungsmaßnahmen neben Input-Vorgaben wie Lehrpläne und Prüfungsrichtlinien stärker auf Output-Vorgaben wie das von den Fahranfängern zu erreichende Kompetenzniveau zu fokussieren. In festzulegenden Ausbildungsstandards müssen Niveaustufen der Fahrkompetenz, die Fahranfänger bei den Übergängen zwischen den einzelnen Phasen der Fahranfängervorbereitung mindestens erreicht haben sollen, so konkret beschrieben werden, dass sie in Prüfungsaufgaben umgesetzt und im Rahmen der Fahrerlaubnisprüfungen erfasst werden können.
Die Reduzierung des Verkehrslärms ist eine große Herausforderung für alle Beteiligten. Das gilt umso mehr, als nach den Prognosen sich die Verkehrsleistung auf der Straße noch stark erhöhen wird. Viele Stellen in Deutschland, wie Industrie, Forschungseinrichtungen und Behörden haben sich der Problematik angenommen. Forschungsarbeiten wurden und werden durchgeführt oder sind in Vorbereitung. Über die nationalen Aktivitäten hinaus wird das Thema europaweit behandelt. In vier Beiträgen wird über die europäischen Forschungsprojekte SILVIA, ITARI, SILENCE und P2RN berichtet. Das Spektrum der Konzepte dieser Forschungsarbeiten ist sehr breit und erstreckt sich über praktische und theoretische Ansätze.
Within the COST Action TU1101 the working group WG 1 is dealing with acceptance criteria and problems in helmet use while bicycling concerning conspicuity, thermal stress, ventilation deficits and other potential confounding. To analyze the helmet usage practice of bicyclists in Europe a questionnaire was developed in the scope of working group 1 to collect relevant information by means of a field study. The questionnaire consists of some 66 questions covering the fields of personal data of the cyclist, riding und helmet usage habits, information concerning the helmet model and the sensation of the helmet, as well as information on previous bicycle accidents. A second complementary study is conducted to analyze if the use of a bicycle helmet influences the seating geometry and the posture of cyclists when riding a bicycle and if the if the helmet vertically limits the vision. For this purpose cyclists with and without helmets were photographed in real world situations and relevant geometrical values such as the decline of the torso, the head posture of the upper vertical vision limit due to the helmet were established from the photos. The interim results of the field studies which were conducted in Germany by the Hannover Medical School are presented in this study. Some 227 questionnaires were filled out, of which 67 participants had used a helmet and 42 of the 227 participants have had a bicycle accident before. For the analysis of the riding position and posture of the cyclist over 40 pictures of riders with a helmet and over 240 pictures of riders without a helmet were measured concerning the seating geometry to describe the influence of using a bicycle helmet. Some results in summary: From the riders interviewed with the questionnaire only 11% of the city bike riders and 12% of the mountain bike riders always used the helmet, while 38% of the racing bike riders and 88% of the e-bike-riders always used the helmet. The helmet use seems not to change the sensation of safety of cycling compared to the use of a car. The arguments for not wearing a helmet are mostly stated to be the short distance of a trip, high temperatures or carelessness and waste of time. The reasons for using a helmet are stated to be the feeling of safety and being used to using a helmet. Being a role model for others was also stated to be a reason for helmet use. Concerning the sensation of the helmet 9% of the riders reported problems with the field of vision when using a helmet, 57% saw the problem of sweating too much, and 10% reported headaches or other unpleasant symptoms like pressure on the forehead when using the helmet. The analysis of the seating posture from the pictures taken of cyclists revealed that older cyclists generally have a riding position where the handle bar is higher than the seat (0-° to 10-° incline from seat to handlebar), while younger riders had a higher variance (between -10-° decline and 20-° incline). Further, elderly riders and riders with helmets seem to have a more upright position of the upper body when cycling. The vertical vision limit due to the helmet is determined by the front rim of the helmet (mostly the sun shade). Typical values here range from 0-° (horizontal line from the eye to the sun shade) to 75-° upwards, in which elderly riders tend to have a slightly higher vertical vision limit possibly due to the helmet being worn more towards the face.
Cycling and designing for cyclist in Germany: an overview of road safety, research and guidelines

Cycling is considered a social, eco-friendly, pollution-free, low noise and healthy activity and mode of transportation. There are currently around 67 million bicycles in Germany. This number is expected to increase in the near future with greater use of electromotive assisted bicycles. Regarding the expected increase, there should be additional attention given to road traffic accidents involving cyclists. In 2014, 396 cyclists were killed in road accidents in Germany, which is 12 % of all road fatalities. Also in 2014, Germany reported over 78,000 injuries to cyclists. The majority of the fatalities (about 58 %) and 83 % of the serious injuries to cyclists occurred in urban areas. This paper will examine three aspects concerning cyclists. First, the paper will show the main current developments, for example the National Cycling Plan 2020, the effects of the road safety programme and provide an analysis of the German national accident statistics. Second, the paper will give an overview of the regulations, guidelines for road traffic and designing of cycling facilities. Lastly, this study will detail the current and completed research in Germany addressing cyclist. For example, the paper will discuss the topic "Accidents between Turning-off Trucks and Cyclists" Accidents between right turning trucks and straight riding cyclists often show massive consequences. Accident severity is much higher than in other accidents. The situation is critical especially due to the fact that, in spite of the six mirrors that are mandatory for ensuring a minimum field of sight for the truck drivers, cyclists in some situations cannot be seen or are not seen by the driver. Either the cyclist is overlooked or is in a blind spot area that results from the turning manoeuvre of the truck. At present driver assistance systems are discussed that can support the driver in the turning situation by giving a warning when cyclists are riding parallel to the truck just before or in the turning manoeuvre. The paper will describe the requirements for turning assist systems for trucks. The outcome of the study is an overview of the accident situation between right turning trucks and straight driving cyclists in Germany as well as a corresponding test procedure for driver assistance systems. Below are several other projects which will be investigated, too: Accident Risk and Acceptance of Traffic-Rules by Cyclists ; Safety Improvement in Terms of Using Bicycle Paths in the Opposite Direction ; Cycling in Mixed-Traffic ; Observation of Pedal Electric Cycles Riders to Identify Safety Concerns. These three aspects will provide the current situation on the topic of cyclist safety in Germany.
Mobilität und Verkehr sind notwendige Grundlagen für das Funktionieren moderner Gesellschaften sowie wirtschaftlichen Wachstums und Stabilität. Eine zentrale Voraussetzung ist daher die Gewährleistung der Verfügbarkeit des Verkehrsnetzes. Eine wichtige Aufgabe übernehmen in diesem Zusammenhang Tunnelleitzentralen, die die Überwachung und Steuerung des Verkehrs ermöglichen, um im Ereignisfall Maßnahmen zur Gewährleistung der Sicherheit der Verkehrsteilnehmer einleiten und koordinieren zu können. Da diese Überwachungs- und Steuerungsmöglichkeiten durch IT-Systeme gesteuert werden, wird der Schutz vor Cyber-Angriffen zu einer wachsenden Herausforderung. Das Forschungsprojekt Cyber-Safe verfolgte daher das Ziel, Leitzentralenbetreiber in die Lage zu versetzen, Gefährdungen durch Cyber-Angriffe besser als bisher zu erkennen und systematisch geeignete Schutzmaßnahmen zu ergreifen. Besonderer Fokus lag bei den Untersuchungen auf Tunnelleitzentralen, da Tunnel neuralgische Punkte im Verkehrsnetz sind und Störungen bzw. der Ausfall weitreichende Folgen haben kann. Die im Beitrag vorgestellten Ergebnisse wurden im Rahmen des vom Bundesministerium für Bildung und Forschung (BMBF) geförderten Forschungsprojekts „Cyber-Safe“ erzielt.
The Federal Highway Network of Germany represents considerable fixed assets. Construction and maintenance activities not only require a high budget, but also influence the traffic infrastructure and, thus, the economy and society as a whole. The present safety of the network has to be ensured under consideration of environmental aspects. At the same time the network owner has to make sure that the civil works are carried out in the most efficient way. Considering the fact that financial resources are restricted, the costs have to be spent in a way to obtain the greatest possible benefit. This task is supported by the application of a comprehensive Asset Management, which is subdivided into operational and controlling tasks respectively. The paper describes the current management procedures.
Although the statistics show a decreasing rate of child injuries and fatalities in German road accidents more efforts can be made to protect children in cars e.g. by developing appropriate child restraint systems. An important part in of this work can be achieved with the help of crash tests using child dummies. However these crash tests cannot completely reflect the situation of real world crashes as factors like children moving out of the optimal position or children incorrectly fastened by their parents are difficult to predict. Therefore this study gives an overview over the current accident and injury situation of child occupants in cars in German road accidents.
The incidence of side impacts was investigated from GIDAS data. Both vehicle-fixed object and vehicle-vehicle collisions were analysed as these are enclosed within the consumer testing program. Vehicle-fixed object collisions were stratified according to ESC availability. Results indicated that vehicles equipped with ESC rarely have pure-lateral impacts. An increase in oblique collisions was seen for the vehicles with ESC whereby most vehicle were driving in left curves. The analysis of vehicle-vehicle collisions developed injury risk curves were developed at the AIS3+ injury severity for the vehicle-vehicle side impacts. Results suggested that greatest injury risk occurred when a Pre Euro NCAP vehicle was struck by a Post Euro-NCAP vehicle. The remaining curves did not show different behaviour, indicating that stiffness increased have been equally combated. This was attributable to the few Post Euro-NCAP vehicles that had a deployed curtain airbag available in the sample. The integration of Euro NCAP testing has shown to improve vehicle crashworthiness for pole collisions, as those vehicles with ESC rarely incur lateral impacts.
Since a number of human models have been developed it appears sensible to use these models also in the accident analysis. Especially the understanding of injury mechanisms and probably even injury risk curves can be significantly improved when interesting accidents are reconstructed using human body models. However, an important limitation for utilising human models for accident reconstruction is the effort needed to develop detailed FE models of the accident partners or to prepare the human model reconstruction by running physical accident reconstructions. The proposed approach for using human models for accident reconstruction is to use simplified and parametric car models. These models can be adapted to the crash opponents in a fast and cost effective way. Although, accuracy is less compared to detailed FE models, the relevant change in velocity can be simulated well, indicating that the computation of a detailed crash pulse is not needed. Two frontal impact test accidents that were reconstructed experimentally and using the parametric car models are indicating sufficient correlation of the adapted parametric car models with the full scale crash reconstructions. However, further developments of the parametric models to be capable for the use in lateral impacts and rear impacts are needed. For the PC Crash simulation runs the output sampling rate is too large to allow sufficient analysis. In addition the performance appears to be too general.
At the beginning of the year 2000 the European Commission set the goal to halve the number of road deaths till the year 2010. The main focus are passenger car and lorry traffic. A significant reduction of the accident data could be reached in these groups. The advancement of active vehicle safety systems is an important issue of the programme. The safety of the motorcycle traffic has been disregarded till now. Since 1991 the number of killed motorcycle riders per year has been constant. The number of killed passenger car occupants has been more than halved in the same period. This is why initiatives are caused for the increase of the motorcycle safety. A great safety potential is expected for the Antilock Brake System (ABS). ABS for motorcycles is considered from the economic view in this study. A cost-benefit analysis shall clarify whether the economic benefit of ABS for motorcycles is greater than the consumed resources. Moreover, a sensitivity analysis will determine the maximal justifiable consumption in resource for which ABS is worthwhile. After the sensitivity analysis is done a break-even analysis will determine the market price respectively the annual mileage from which on ABS is worthwhile on user level. For this the fair end consumer market price is calculated which the user is ready to pay. For the considered market prices the annual mileage is determined from which on ABS is worthwhile for the user. The considered time horizon for this analysis are the years 2015 and 2020. For each of these years the accident data is forecasted. At this, it is assumed that the frequency of having an accident per million registered motorcycles decreases based on the present trend. Thus, riding motorcycle gets safer. Hence, the accident data in the years 2015 and 2020 is lower than the accident data today. The cost-benefit analysis is done for each year for four scenarios. Two scenarios handle the market penetration. The first one is the trend scenario, the second one is the mandatory equipment from the year 2010 on. The other scenarios describe the effectiveness of ABS. The effectiveness rates are determined by a literature review. The only potential which can be considered due to the available data is the potential due to an avoiding of the downfall just before the real accident happens. According to this the number of accidents will decrease by 2.4 %. The number of fatalities will decrease by 12.1 %. The number of severe injuries decreases by 11.7 %. However, the number of slight injuries increases by 2.1 %. The mentioned effectiveness rates are valid for the scenarios with the high effectiveness. Even these figures underestimate the actual effectiveness because there are only considered the avoided accidents with downfall. The necessary consumption in resources depends on the produced volume. The more ABS systems are produced, the lower are the costs per system. This is due to realised effects of scale and effects out of learning curves. The system costs depend on the penetration rate. In the trend scenario the system costs for ABS are 120 Euro for the year 2015 respectively 105 Euro for the year 2020. In the mandatory scenario the system costs are 115 Euro for the year 2015 respectively 100 Euro for the year 2020. The benefit-cost ratios are all over the critical barrier of 1.0. Thus, ABS is worthwhile on economic level. In the scenarios with high effectiveness the benefit-cost ratios range between 4.6 and 4.9. Thus, the values are even above the barrier of 3.0. The result of the break-even analysis is that ABS is worthwhile on user level. The considered market prices are 400 Euro in 2015 and 300 Euro in 2020. They are clearly below the determined fair end consumer market prices. The fair end consumer price for the year 2015 is 701 Euro respectively 622 Euro for the year 2020. Thus, ABS is worthwhile for motorcycle riders with an annual mileage higher than 2,200 km (year 2015) respectively 1,900 km (year 2020). The annual mileage of a motorcycle rider is 3,900 km on average. Thus, ABS is worthwhile for most of the motorcycle riders. The mentioned results are valid for the high effectiveness scenarios.
This report presents the results of a stakeholder analysis which has been performed by the EasyWay Cooperative Systems Task Force. The stakeholder analysis aims at identifying potential roles of the road operator in the operation process of selected cooperative services and describing expectations and aspirations related to the future roles and responsibilities from a European road operator- point of view. The following cooperative services have been considered in the stakeholder analysis: Hazardous location notification, Traffic jam ahead warning, Road works warning, Automatic access control and Parking management. The stakeholder analysis used findings from previous projects and performed own studies based on desk research and expert assessments which were carried out by the task partners. The approach includes the development of high-level descriptions showing functional schemes of the operational process chains and potential roles / responsibilities related to the road operator. A deepened analysis was performed by assessing the functional schemes / role profiles and collecting opportunities, concerns, and success factors from a road operator- perspective.
The current paper reports on the results of a pilot study aiming to investigate the effect of mobile telephone use on the driving performance of 5 amateur and 5 professional drivers. Their driving acuity was tested through a driving simulator. Analysis and interpretation of the results occurred comparing the drivers' driving performance while talking, reading messages and writing a message on the mobile phone (intervention time) with the drivers' driving performance engaged in no activity (control time). The variables affected by the mobile phone were the "steering", the "lane offset" and the "duration of lane offset". Moreover, the drivers involved in a car crash in the last five years appeared to differ from those who were not involved in a crash in both "lane offset" and "following distance". The results of this pilot study will inform the design of a large experimental study on 50 professional and 50 amateur drivers.
Das Ziel des Projektes war eine Bestandsaufnahme des Einsatzes computerbasierter Lehr-Lern-Medien in der Fahranfängervorbereitung und ihrer Anwendung im In- und Ausland. Darauf aufbauend sollten die Anforderungen herausgearbeitet werden, die an eine künftige umfassende Einbeziehung dieser Medien in die Fahranfängervorbereitung zu stellen sind. Zunächst wurde eine umfangreiche Recherche zu Erfassung der national und international in Anwendung befindlichen Lehr-Lern-Medien durchgeführt. Daraufhin konnte eine erste grobe Kategorisierung der Applikationen vorgenommen werden. Zudem zeigte sich, dass die Verbreitung verschiedener Produktgruppen im internationalen Vergleich stark variiert und ganz entscheidend von den jeweiligen gesetzlichen Rahmenbedingungen abhängt. Es folgte die Ableitung einer Systematisierungsgrundlage, mit Hilfe derer computergestützte Lehr-Lern-Medien detailliert betrachtet und bewertet werden können. Diese Systematisierungsgrundlage basiert in wesentlichen Teilen auf Erkenntnissen der Lehr-Lern-Forschung speziell im Bereich des E-Learning. Unter Beachtung einschlägiger Arbeiten im Bereich der Verkehrspsychologie, insbesondere zum Thema der Fahraufgabe. wurde ein starker Fokus auf den Erwerb fahraufgabenrelevanter Wissensinhalte beziehungsweise Kompetenzen gelegt. Anschließend wurden ausgewählte computerbasierte Lehr-Lern-Medien vor dem Hintergrund der zuvor erarbeiteten Systematisierungsgrundlage betrachtet und bewertet. Zudem wurden die Möglichkeiten, die sich durch die Nutzung derartiger Anwendungen ergeben, diskutiert sowie diesbezügliche Grenzen des bestehenden Systems der Fahrausbildung identifiziert. Im abschließenden Ausblick konnten Entwicklungspotentiale im Bereich der computerbasierten Lehr-Lern-Medien aufgezeigt sowie Empfehlungen zur Verbesserung der bisherigen Praxis der Fahranfängervorbereitung formuliert werden.
In order to enable foreseeing or comparing the benefit of safety systems or driver assistance systems in Germany, in the United States and in Japan, the traffic accident databases in those three countries are examined. The variables used are culpable party, collision partner, accident type, and injury level and the method to re-classify the databases for comparison are proposed. The result indicates that single passenger car fatality is the most frequent in Germany and in the United States, while passenger car vs. pedestrian is the most frequent fatality scenario in Japan. When the casualty by fatality ratio is focused, the greatest difference is observed in rear-end collisions. The ratio of slight injuries in Japan yields about eighteen times as many as those in Germany, and about eight times as many as those in the United States.
For the determination of the road surface roughness common methods have been established, like Skid Resistance Tester (SRT) or the Sideway-force Coefficient Routine Investigation Machine (SCRIM). Both methods are used to measure a comparable and reliable maximum friction potential value and to assess the quality of the road surface. However, the comparison of the measurements under real conditions and the results of measurements with SRT and SCRIM showed only minor correlations. The paper shows the comparison between these standardised methods and real vehicle braking tests and discusses the results.
In this study, we compared the injury severity of occupants according to the seating position and the crashing direction in motor vehicle accidents. In the driver's point of view, it was separated the seating position as "Near-side" and "Far-side". The study subjects were targeted by people who visited 4 regional emergency centers following motor vehicle accidents. Real-world investigation was performed by direct and indirect methods after patient- consent. The information of the damaged vehicle was informed by Collision Deformation Classification (CDC) code and the information of the injury of patients was informed by using the Abbreviated Injury Score (AIS) and Injury Severity Score (ISS). When the column 3 in CDC code was P, damaged at the middle part of lateral side, the average point of AIS 3 was 1.91-±1.72 in near-side and 1.02-±1.31 in far-side (p<0.01). The average point of maximum AIS (MAIS) was 2.78-±1.39 in near-side and 2.02-±1.11 in far-side (p<0.01). The average point of ISS was 15.74-±14.71 in near-side and 8.11-±8.39 in far-side (p<0.01). Also, when the column 3 in CDC code was D, damaged at the whole part of lateral side, it was significant that the average point of AIS 3 and MAIS in near-side was bigger than in far-side (p=0.02).
A series of drop tests and vehicle tests with the adult head impactor according to Regulation (EC) 631/2009 and drop tests with the phantom head impactor according to UN Regulation No. 43 have been carried out by the German Federal Highway Research Institute (BASt) on behalf of the German Federal Ministry of Transport, Building and Urban Development (BMVBS). Aim of the test series was to study the injury risk for vulnerable road users, especially pedestrians, in case of being impacted by a motor vehicle in a way described within the European Regulations (EC) 78/2009 and (EC) 631/2009. Furthermore, the applicability of the phantom head drop test described in UN Regulation No. 43 for plastic glazing should be investigated. In total, 30 drop tests, thereof 18 with the adult head impactor and 12 with the phantom head impactor, and 49 vehicle tests with the adult head impactor were carried out on panes of laminated safety glass (VSG), polycarbonate (PC) and laminated polycarbonate (L-PC). The influence of parameters such as the particular material properties, test point locations, fixations, ambient conditions (temperature and impact angle) was investigated in detail. In general, higher values of the Head Injury Criterion (HIC) were observed in tests on polycarbonate glazing. As the HIC is the current criterion for the assessment of head injury risk, polycarbonate glazing has to be seen as more injurious in terms of vulnerable road user protection. In addition, the significantly higher rebound of the head observed in tests with polycarbonate glazing is suspected to lead to higher neck loads and may also cause higher injury risks in secondary impacts of vulnerable road users. However, as in all tests with PC glazing no damage of the panes was observed, the risk of skin cut injuries may be expected to be reduced significantly. The performed test series give no indication for the test procedure prescribed in UN Regulation No. 43 as a methodology to approve glass windscreen not being feasible for polycarbonate glazing, as all PC panes tested fulfilled the UN R 43 requirements. The performance of the windscreen area will not be relevant for vehicle type approval according to the upcoming UN Regulation for pedestrian protection. However, it is recommended that pedestrian protection being considered for plastic windscreens to ensure at least the same level of protection as glass windscreens.
