The share of high-tensile steel in car bodies has increased over the last years. While occupant safety has generally benefited from this measure, there is a potential risk that, as a result, rescue time may increase considerably. In more than 60% of all car occupant fatalities a technical rescue has been necessary. These are in particular those cases where occupants die immediately at the accident scene. Therefore, in these cases "rescue time" is a very sensitive parameter. In addition to the general analysis of the need of technical rescue and the actual rescue time depending on model years, the injury pattern of occupants requiring technical rescue will be analysed to provide advice for rescue teams. Furthermore, a detailed analysis of rescue measures for the most popular car models depending on the safety cell design is given.
This work describes the results of the experimental activity, illustrating the driving behavior observed in different conditions, relating them to the different methods of ADAS intervention and comparing the driver behavior without ADAS. In the present study, driver behavior was studied in road accidents involving elderly pedestrians, with different ADAS HMIs, as a base to develop a driver model in near missing pedestrian accidents. A literature research was conducted with the aim of finding out the main influencing factors, including environment, boundary conditions, configuration of impact, pedestrian and driver information, when pedestrian fatalities occur and an analysis of frequent road accidents was conducted to get more detailed information about the driver- behavior. In order to obtain more detailed information about pedestrian accidents, real road accidents were reconstructed with multibody simulations on PC-Crash and, by the comparison between literature findings and reconstructions, a generic accident scenario was defined. The generic accident scenario was implemented on the full scale dynamic driving simulator in use at the Laboratory for Safety and Traffic Accident Analysis (LaSIS, University of Florence, Italy) in order to analyse the driving behaviors of volunteers, also considering the influence of ADAS devices. Forty-five young volunteers were enrolled for this study, resulting in forty valid tests on different testing scenarios. Two different scenarios consisted in driving with or without ADAS in the vehicle. Different kinds of ADAS, acoustic and optical, with different time of intervention were tested in order to study the different reactions of the driver. The tests showed some interesting differences between driver's behavior when approaching the critical situation. Drivers with ADAS reacted earlier, but more slowly, depending also on the type of alarm, and often with double reaction when braking. In fact, the results of the activity showed that with ADAS intervention the time to collision (TTC) increases, but the reaction time and braking modality change: a) there is a sort of "latency" time between the accelerator pedal release and the brake pressure; b) the brake pressure is initially less intense. So the driver only partially takes advance from the TTC increase. These differences were valued not only qualitatively, but quantitatively as well. This work revealed to be useful to improve the knowledge of drivers" behavior, in order to realize a driver model that can be implemented to help attaining and assessing higher levels of automation through new technology.
This study aimed to identify the occurrence, type and mechanisms of the traumatic injuries of the vulnerable road users in vehicle collisions, and to determine the effects of human, engineering, and environment factors on traffic accidents and injuries. The pedestrian accident cases were collected in the years 2000 to 2005 from Changsha Wujing hospital China and Accident Research Unit at Medical University Hannover in Germany. A statistic analysis was carried out using the collected accident data. The results from analysis of Changsha data were compared with results from analysis of GIDAS data Hannover. The injury severities were determined using AIS code and ISS values. The results were presented in terms of cause of injuries, injury distributions, injury patterns, injury severity. The factors influenced the injury outcomes were proposed and discussed for the vehicle transport environment and road users. The results were discussed with regard to accident data collection, accident sampling and injury distributions etc. In the urban area of Changsha, motorcycles and passenger cars are most frequently involved in vehicle pedestrian accidents. Head and lower extremities injuries are the predominant types of pedestrian injuries. The pedestrian accidents were identified as vital issue in urban traffic safety and therefore a high priority should be given to this road user group in research of safe urban transportation. In Hannover area, cars are most frequently involved in traffic accidents, injured pedestrians are involved in road traffic of Germany in 13% of all causalities only in 2005 and have nearly the same number as motorcyclists, but the half of bicyclists.
Bus or heavy vehicle passenger accidents are rare events, compared with car accidents, but sometimes leads to a large number of victims especially in rollover crash scenarios. Two accidents occurred in Portugal in 2007 and 2013 in which 28 people died and more than 50 are injured, shown the importance of the investigation of such accidents. For the investigation of these accidents multidisciplinary teams are constituted with engineers and police officers. All the factors involved are taken into consideration including road design, traffic signs, maintenance and hardware, human factors, and vehicle factors. In this work a methodology to an accurate collection of the data is proposed. From the information collected the accident is reconstructed using the PC-CrashTM software. From this all the contribution factors are determined and recommendations to mitigate these crashes are listed. These two accidents are rollover accidents and the analysis of the injuries and its correlation with the use of retention systems is very important. From the medical data and with the dynamics of the accident determined simulations of the occupants with biomechanical models are carried out in order to evaluate the effect of the retention systems in the injuries. This analysis is based on injury criteria (such as Abbreviated Injury Score (AIS) or Injury Severity Scale (ISS)). With this it is possible to determine if the seat belt was worn or not.
The main objective of EC CASPER research project is to reduce fatalities and injuries of children travelling in cars. Accidents involving children were investigated, modelling of human being and tools for dummies were advanced, a survey for the diagnosis of child safety was carried out and demands and applications were analysed. From the many research tasks of the CASPER project, the intention of this paper is to address the following: • In-depth investigation of accidents and accident reconstruction. These will provide important points for the injury risk curve, in order to improve it. Different accident investigation teams collected data from real road accidents, involving child car passengers, in five different European countries. Then, a selection of the most appropriate cases for the injury risk curve and the purposes of the project was made for an in-depth analysis. The final stage of this analysis was to conduct an accident reconstruction to validate the results obtained. The in-depth analysis included on-scene accident investigation, creating virtual simulations of the accident/possible reconstruction, and conducting the reconstruction. In the cases of successful reconstructions, new points were introduced to the injury risk curves. Accident reconstructions of selected cases were carried out in test laboratories as the next step following in-depth road accident investigation. These cases were reconstructed using similar child restraint systems (CRS) and the same type make and model as in the real accidents. Reconstructing real cases has several limitations, such as crash angle, cars" approximation paths and crash speed. However, a few changes and applications on the testing conditions were applied to reduce the limitations and improved the representations of the real accidents. After conducting the reconstructions, a comparison between the deformations of the cars on the real accident and the vehicles from the reconstructions was made. Additionally, a correlation between the data captured from the dummies and the injury data from the real accident was sought. This finalises an in-depth analysis of the accident, which will provide new relevant points to the injury risk curve. The CASPER project conducted a large research programme on child safety. On technical points, a promising research area is the developing injury risk curves as a result of in-depth accident investigations and reconstructions. This abstract was written whilst the project was not yet finished and final results are not yet known, but they will be available by the time of the conference. All the works and findings will not necessarily be integrated in the industrial versions of evaluation tools as the CASPER project is a research program.
In the course of the EUROPEAN PROJECT TRACE all fatally injured pedestrians autopsied at the Institute for Legal Medicine in Munich in 2004 had been analysed by using the "Human Functional Failure (HFF) analysis" method. It was possible to apply this method although some restrictions have to be taken into account. The results derived from this analysis comprise first the failures the pedestrians (most often "impairment of sensorimotor and cognitive abilities") and the opponents (most often " Non-detection in visibility constraints conditions") faced in the accident, second the conflicts and tasks (pedestrian crossing the street conflicting with a vehicle from the side (which was going ahead on a straight road), the degree of accident involvement (pedestrians often the primary active part), and further the contributing factors to the accident (pedestrians most often "alcohol (> 0.05% BAC)", opponents most often "visibility constraints").
Although road infrastructure is developed extensively Brazil is still one of the countries with the most dangerous roads in the world. In order to stop the increasing trend of traffic fatalities of the last few years and to improve traffic safety on Brazilian roads a pilot study on behalf of SAE Brazil started in March 2016 with the goal to lay the foundations for a long-term research activity. Piloting for an in-depth accident investigation the city of Campinas, roughly 100 km north of São Paulo was chosen. The pilot project was carried out with the local partner, the Empresa Municipal de Desenvolvimento de Campinas (EMDEC). The paper reports on the initial training of evidence based accident data collection on-spot, the implementation of the new digital database, the data collection and the first results. An outlook on the planned long-term accident investigations is given.
This paper gives an overview of the in-depth crash investigation activity conducted by the Centre for Automotive Safety Research (CASR) at the University of Adelaide, in South Australia. Recent changes in method include: an expansion in on-call hours for the crash investigation team, providing the option of a phone interview for crash participants to discuss the crash, and downloading objective crash data from vehicle airbag control modules. These changes have resulted in: increased representativeness of crashes by hour of day; a decrease in the over-representation of fatal crashes in our sample; an increase in the proportion of crashes that involved a pedestrian, bicycle or scooter (moped); an increase in the proportion of crash participants consenting to an interview; and an increase in the objective data available, through airbag control module downloads. Our in-depth crash investigations enabled research into road departures that found barriers were a more feasible solution than clear zones for eliminating serious and fatal injury resulting from run off road crashes.
This study analyses no.39 cases in which n.41 motorcyclists were fatally injured, or 36% of total motorcycle fatalities in Northern Ireland between 2004 and 2010 (n.114). There were n.17 cases (43.6%) where the actions of another vehicle driver caused the collision, in thirteen of these cases the motorcycles had their lights switched on. The remaining n.22 collisions (56.4%) were due to the actions of the motorcyclist. In the approach to the collision scene, there were n.13 cases (31.7%) in which the approach was a right hand bend and in n.8 (19.5%) cases, the approach was a left hand bend. In the remaining n.18 (43.9%) cases, the approach was a straight road. Of the n.17 (41.4%) motorcycles that slid after falling, n.10 (24.4%) fell onto their right side and the remaining n.7 (17.1%) fell onto their left side. The information from this study identifies primary and contributory causes of motorcycle collisions.
As the official German catalogue of accident causes has difficulty in matching the increasing demands for detailed psychologically relevant accident causation information, a new system, based on a "7 Steps" model, so called ACASS, for analyzing and collecting causation factors of traffic accidents, was implemented in GIDAS in the year 2008. A hierarchical system was developed, which describes the human causation factors in a chronological sequence (from the perception to concrete action errors), considering the logical sequence of basic human functions when reacting to a request for reaction. With the help of this system the human errors of accident participants can be adequately described, as the causes of each range of basic human functions may be divided into their characteristics (influence criteria) and further into specific indicators of these characteristics (e.g. distraction from inside the vehicle as a characteristic of an observation-error and the operation of devices as an indication for distraction from inside the vehicle. The causation factors accordingly classified can be recorded in an economic way as a number is assigned to each basic function, to each characteristic of that basic function and to each indicator of that characteristic. Thus each causation factor can be explicitly described by means of a code of numbers. In a similar way the causation factors based on the technology of the vehicle and the driving environment, which are also subdivided in an equally hierarchical system, can be tagged with a code. Since the causes of traffic accidents can consist of a variety of factors from different ranges and categories, it is possible to tag each accident participant with several causation factors. This also opens the possibility to not only assign causation factors to the accident causer in the sense of the law, but also to other participants involved in the accident, who may have contributed to the development of the accident. The hierarchical layout of the system and the collection of the causation factors with numerical codes allow for the possibility to code information on accident causes even if the causation factor is not known to its full extent or in full detail, given the possibility to code only those cause factors, which are known. Derived from the systematic of the analysis of human accident causes ("7 steps") and from the practical experiences of on-scene interviews of accident participants, a system was set in place, which offers the possibility to extensively record not only human causation factors in a structured form. Furthermore, the analysis of the human causation factors in such a structured way provides a tool, especially for on-scene accident investigations, to conduct the interview of accident participants effectively and in a structured way.
Cyclists are more likely to be injured in fatal crashes than motorised vehicles. To gain detailed and precise behavioural data of road users, i.e. trajectories, a measuring campaign was conducted. Therefore, a black-spot for accidents with cyclists in Berlin, Germany was selected. The traffic has been detected by a fully automated traffic video analysis system continuously for twelve hours. The video surveillance system is capable of automatically extracting trajectories, classifying road user types and precise determining and positioning of conflicts and accidents. Additionally, pre-conflict and pre-accident situations could be analysed to provide further in-depth understanding of accident causation. The evaluation of the measuring campaign comprised the investigation of traffic parameters, e.g. traffic flow, as well as traffic-safety related parameters based on Surrogate Safety Measures (SSM). Furthermore, the spatial and temporal distributions of conflicts involving cyclists were determined. As a result, three possible conflict clusters could be identified, of which one cluster could be confirmed by detailed video analysis, showing conflicts caused by right turning vehicles.
Das Merkblatt zur Verbesserung der Verkehrssicherheit auf Motorradstrecken (MVMot (FGSV, 2007)) gibt bereits Hilfen zur Bestimmung unfallauffälliger Bereiche von Motorrädern auf Landstraßen. Bisher existiert aber kein Merkblatt, welches den Bereich innerhalb geschlossener Ortschaften abdeckt, obwohl etwa 2/3 der Unfälle mit Personenschaden unter Beteiligung motorisierter Zweiradfahrer (MZR) innerorts stattfinden (DESTATIS, 2012). Mit Hilfe theoretischer Ansätze werden geeignete Grenzwerte entwickelt, um unfallauffällige Bereiche (UAB) für MZR im Innerortsbereich zu erkennen und abzugrenzen. Neben der Bestimmung eines Grenzwerts über die absolute Anzahl an Unfällen unter Beteiligung von MZR wurde auch der Ansatz über den Relativanteil an allen Unfällen in einer Unfallhäufungsstelle (UHS nach M-Uko (FGSV, 2012)) gewählt. Die theoretischen Überlegungen zur Grenzwertbestimmung basieren auf einer Optimierung des Aufwands an zu bearbeitenden UAB im Hinblick auf den Nutzen, bestehend aus den dadurch bearbeiteten Unfällen. Aus typischen Unfallkonstellationen und Defiziten in den bestimmten UAB wurden typische Unfallkonstellationen abgeleitet. Spezielle Defizite einer Unfallkonstellation ergaben sich aus der Analyse der Örtlichkeit und der Unfalltexte. Den Defiziten wurden geeignete Maßnahmen gegenübergestellt und in einem Maßnahmenkatalog zusammengefasst. Unter Verwendung multivariater statistischer Modelle wurden Wirkungen einzelner (stetiger) Größen auf das Unfallgeschehen bzw. die Beschreibung systematischer Auswirkungen einzelner (kategorialer) Merkmale beschrieben. Es wurden sowohl Streckenmodelle als auch Knotenpunktmodelle des Hauptstraßennetzes entwickelt, die sich in ihrer Vorfahrtsregelung und Knotenpunktform unterscheiden. Es wurden nur für Elemente des Straßennetzes mit Angaben zur Verkehrsstärke Modelle erstellt. Modelle für Knotenpunkte, an denen die Verkehrsbelastung bekannt ist, konnten zwischen 60-70 % der systematischen Varianz der Unfallhäufigkeit beschreiben. Der Großteil ist allein auf den Einfluss der Verkehrsstärken auf der Haupt- und Nebenrichtung zurückzuführen. Weitere Unterschiede in der Unfallhäufigkeit werden durch den systematischen Einfluss von Straßenbahngleisen, Fußgängerquerungen in Geschäftsstraßen (Anzahl der Dienstleistungen im Umfeld als Stellvertretervariable) und den Zustand der Fahrbahnoberfläche (Anzahl der Haltstellen im Umfeld als Stellvertretergröße für Spurrillen) erklärt. An Strecken ergeben sich die Unterschiede der Unfallhäufigkeit zusätzlich aus variierenden Streckenlängen. Die Untersuchung der UAB zeigte folgende häufig auftretende Defizite: - spitzwinklige Befahrung von Straßenbahngleisen, - fehlende Sicht, - Spurrillen, - Kreisverkehrszufahrten am Ortseingang nach Innerortsstandard, - schlecht erkennbare Wartepflicht, - Griffigkeitswechsel (Bitumenvergüsse, großflächige Bodenmarkierungen), - hohe Geschwindigkeiten, - plötzliche Bremsvorgänge. Für häufig vorkommende Unfallkonstellationen können anhand des Maßnahmenkatalogs auf typische sicherheitsrelevante Defizite innerorts hingewiesen werden und situationsgerechte und wirkungsvolle Maßnahmen vorgeschlagen werden.
India is one of the leading countries reporting highest road accidents & related injuries. TMARG (Tata Motors Accident Research Group) has been recording crashes in association with M/s. Lokamanya Medical Foundation since 2011 with M/s, Amandeep Hospitals since Aug 2013. This study has highlighted some accident types not discussed extensively in literature. Trucks to Truck impacts " Cabin interaction with overhanging loadbody structures and Offset underside impacts for passenger vehicles are seen in significant numbers. The paper discusses these in more detail including severity.
Fahrfremde Tätigkeiten stellen eine Quelle für Verkehrsunfälle dar. Die Häufigkeit von solchen Nebentätigkeiten -wurde daher vielfach in Befragungs- und Beobachtungsstudien untersucht. Angaben in Befragungen unterliegen jedoch häufig Erinnerungsverzerrungen und Beobachtungsstudien weisen Defizite bei der Erfassung subjektiv empfundener Ablenkungen auf. Das Ziel dieses Projektes war zum einen eine genauere Aussage über die Auftretenshäufigkeit von Nebentätigkeiten von Pkw-Fahrern in Deutschland zu treffen. Zum anderen sollte die hierfür eingesetzte Befragungsmethode mittels Abgleich mit Beobachtungsdaten validiert werden. In der ersten Studie wurde eine Befragung mittels Face-to-face Interviews zu Nebentätigkeiten mit 1.072 Pkw-Fahrern in vier verschiedenen Städten Deutschlands durchgeführt. Die Stichprobe orientierte sich in Alter und Geschlecht an den Führerscheinbesitzern in Deutschland. Im Schnitt gaben die Fahrer an, zwei Nebentätigkeiten innerhalb der letzten 30 Minuten ihrer Fahrt ausgeführt zu haben. Die am häufigsten genannten Nebentätigkeiten waren Interaktionen mit Mitfahrenden, die Bedienung von fahrzeugzugehörigen Geräten sowie selbstinitiierte Handlungen (z. B. Selbstgespräche). In der zweiten Studie wurde zur Validierung der verwendeten Befragungsmethodik eine naturalistische Fahrstudie (NDS) durchgeführt. In die Analyse gingen Daten von 76 Fahrern ein. Es zeigten sich Unterschiede zwischen den Angaben der Fahrer in den Befragungen und der Videobeobachtung. Mittels Befragung konnten vor allem bewusst ausgeführte und seltene Tätigkeiten (z. B. Telefonieren, Lesen /Schreiben von Textnachrichten) valide erhoben werden. Für eher unbewusst ausgeführte und oder sehr häufig auftretende kleinteilige Handlungen (z. B. Bedienung von fahrzeugzugehörigen Geräten, Körperhygiene, Wechseln von Kleidung) zeigte sich ein Vorteil für die Beobachtung. Aus den Ergebnissen zur Validierung lässt sich schlussfolgern, dass die Befragung unmittelbar im Anschluss an Fahrten eine geeignete Methode zur Erfassung der Häufigkeit von bewusst ausgeführten Nebentätigkeiten für große Stichproben darstellt.
Die Untersuchungen an einer Auswahl von insgesamt 16 Hydrophobierungsmitteln zeigen, dass diese Produkte inzwischen eine hohe Qualität erreicht haben. Wenn diese Mittel regelwerksgerecht von geschultem Personal eingesetzt werden, lassen sich damit eine hohe Ausführungsqualität erzielen und Betonbauteile gegen eindringendes Wasser und darin gelöste Chloride erfolgreich schützen. Nach einer Versuchsdauer von 4 Jahren lassen die Messwert-Zeit-Kurven den Schluss zu, dass eine wesentlich höhere Dauerhaftigkeit als bei den früheren Produkten zu erwarten ist. Aufgrund ihrer hohen Konsistenz eignen sich die pastösen Produkte insbesondere für geneigte und senkrechte Flächen besser als die dünnflüssigen Mittel. Durch den relativ hohen Wirkstoffanteil und die Zusammensetzung sowie durch die größere Kontaktzeit der pastösen Produkte an der Bauteiloberfläche ist weitestgehend zielsicher eine hohe Qualität erreichbar. Auch mit den übrigen Mitteln mit gleich hohen Wirkstoffgehalten kann eine solche Qualität erzielt werden, wenn sie unter den richtigen Applikationsbedingungen eingesetzt werden und das ausführende Personal im Umgang mit Hydrophobierungen erfahren ist. Zu Beginn einer Applikation und während der Folgemessungen wurde immer auch die Feuchtigkeit des Betons im oberflächennahen Bereich des Betons mit einem elektrischen Feuchtemessgerät ermittelt. In den Untersuchungen konnte belegt werden, dass eine deutliche Abhängigkeit der Hydrophobierungsqualität von der Feuchte während der Applikation und ebenso eine deutliche Abhängigkeit der Messwerte von der Feuchte während der Messung besteht. Mit sinkender Applikationsfeuchte nimmt die Hydrophobierungsqualität zu. Andererseits steigen mit steigender Messfeuchte die Hydrophobierungs-Messwerte, und die Hydrophobierungsqualität nimmt scheinbar ab. Tatsächlich misst man jedoch unter gleichen Feuchtebedingungen auch gleich hohe Qualitäten. Die anlässlich der umfangreichen Untersuchungen und insbesondere in der Praxis gesammelten Erfahrungen bei den Frühjahrs- und Herbstmessungen haben erbracht, dass die Applikationsfeuchte bei höchstens 3 M-% und die Messfeuchte zwischen 1,5 M-% und 3 M-% - jeweils gemessen mit dem elektrischen Feuchtemessgerät - liegen sollten. Eine der Voraussetzungen für die Verwendbarkeit eines Produkts als Feuchteschutz einer Betonoberfläche ist, dass es zugelassen ist. Eine hohe Ausführungsqualität setzt darüber hinaus auch den regelwerksgerechten Einsatz der Produkte sowie einen qualifizierten Umgang damit voraus. Es müssen Probeflächen angelegt werden, und letztendlich darf auf einen Qualitätsnachweis im Rahmen der Eigenüberwachung mit dem vorgeschriebenen Messverfahren nicht verzichtet werden. Der Originalbericht enthält als Anhänge eine Darstellung der umfangreichen Messergebnisse in Form von Messwert-Zeit-Kurven, Balkendiagrammen und Tabellen, die die Aussagen des Berichtes ergänzen. Auf die Wiedergabe dieser Anhänge wurde in der vorliegenden Veröffentlichung verzichtet. Sie liegen bei der Bundesanstalt für Straßenwesen vor und sind dort einsehbar. Verweise auf die Anhänge im Berichtstext wurden zur Information des Lesers beibehalten.
The increasing economics in India has an enormous growth of its road traffic. As observed from official Indian accident statistics the number of road fatalities are one of the highest worldwide. In contrast to most industrialized nations they have an rapidly increasing trend. To come along with this trend it becomes more than essential to understand the traffic accident situation. The official Indian accident statistics gives a glimpse of only basic information. Therefore more detailed data is needed. By using In-depth accident data and officially representative statistics the current accident situation can be evaluated in India, if a suitable weighting methodology is considered. Hence in 2009/2010 a pilot study with the collaboration partner JP-Research India pvt. Ldt. was gathered in Tamil Nadu in south of India. In-depth accident investigations were done around the Coimbatore area on four highways. At first, the collected data is evaluated. Due to consequent and continuous further development based on the first approach a methodology similar to NASS/CDS/GES in the US and GIDAS in Germany was developed. Of course all relevant accident related parameters including pictures and severity information were collected. As a matter of fact based on scaled sketches and reconstruction benefit analyses can be done in order to analyze the accident scenery in India. As a first outcome influence from infrastructure, missing education and vehicle safety were identified as key parameters in order to reduce the number of accidents and casualties. To compare the accident situation against international standards an accident classification for left hand traffic was developed based on the German Insurance classification system. Looking into detail additional accident types were identified and added to create an Indian accident type catalogue. The positive results encouraged several OEMs to participate in this investigation and together with BOSCH a consortium was established in 2010/11. Within one year from beginning in May 2011 about 200 highway accidents were collected, reported and reconstructed using the new standard. Hence a first good overview of the accident situation is available for the Coimbatore Tamil Nadu area. The major target for establishing accident investigations is the extension towards other states of India and urban areas to achieve a better overview of the accident scenery. Therefore local and national authorities have to be embedded in order to strengthen the awareness against traffic safety.
The misuse of CRS (child restraint system) is one of the most urgent problems in connection of child safety in cars. Numerous field studies show that more than two thirds of all CRS are used in a wrong way. This misuse could lead to serious injuries for the children. Surprisingly the quality of CRS use is coded much better in accident data (e.g. GIDAS) than the results of observatory field studies show. It is expected that misuse of CRS was not detected by the accident teams in a large number of the cases. An essential part in improving child seats and their usability is the knowledge of the relation between misuse and resulting injuries. For that the analysis and experimental reconstruction of accidents is an important part. For allowing an exact experimental accident reconstruction, it is necessary to have detailed information about the securing situation of the child and about the installation of the CRS in the car.
[Introduction:] A large number of road users involved in road traffic crashes recover from their injuries, but some of them never recover fully and suffer from some kind of permanent disability. In addition to loss of life or reduced quality of life, road accidents carry many and diverse consequences to the survivors such as legal implications, economic burden, job absences, need of care from a third person, home and vehicle adaptations as well as psychological consequences. Within an EU funded project MOVE/C4/SUB/2011-294/SI2.628846 (REHABIL AID) these consequences were analyzed more detailed.
Ziel dieses Forschungsvorhabens war es, das bisherige Gewichtungs- und Hochrechnungsverfahren für die örtlichen Unfallerhebungen in den Regionen Hannover und Dresden zu überprüfen und an die aktuellen Rahmenbedingungen anzupassen. Darüber hinaus sollten neue Möglichkeiten der gemeinsamen Hochrechnung von Ergebnissen aus beiden Erhebungsgebieten unter Berücksichtigung der aktuellen Datenlage, insbesondere in der amtlichen Unfallstatistik, untersucht und entsprechende statistische Verfahren entwickelt werden. Der Stichprobenplan der Erhebungen folgt einem zweistufigen Stichprobenverfahren. Tests mit einem zweistufigen Hochrechnungsverfahren der Hannover-Stichproben 2000 und 2001 auf die Gesamtheit Hannover haben jedoch ergeben, dass die theoretisch zu erwartenden Vorteile dieser zweistufigen Methode im Vergleich zur "einfachen Gewichtung" in der Praxis relativ gering sind. Unter Beibehaltung der bisherigen Gewichtungsprozedur (Anpassung an eine n-dimensionale Kontingenztabelle) wurden daher für die regionalen Hochrechnungen Dresden und Hannover alternative Methoden entwickelt, in der z.B. das Merkmal Ortslage durch die Unfallart ersetzt oder zusätzlich die Anzahl Unfallbeteiligter zur Gewichtung herangezogen wird. Leider erbringen diese Verfahren im Vergleich zur bisherigen (simultanen) Gewichtung nach Unfallschwere, Tageszeit und Ortslage nur wenige oder gar keine Verbesserungen der Anpassungsgenauigkeit bei Merkmalen der amtlichen Statistik, die nicht in die Gewichtung eingehen. Unabhängig vom Gewichtungsverfahren lässt die Abbildungsgenauigkeit bei einzelnen Variablen sehr zu wünschen übrig. Auf der Basis der Stichprobendaten 2000 wurde ferner noch ein Gewichtungsverfahren für Hochrechnungen auf das Bundesgebiet entwickelt und anhand der beiden Einzelstichproben sowie der gepoolten Stichprobe (Dresden plus Hannover) getestet. Die gepoolten Stichprobe zeigte die besten Ergebnisse. Allerdings ließen sich auch auf der Grundlage der gepoolten Daten nicht bei allen Merkmalen (gemeint sind hier Merkmale, die nicht Gewichtungsmerkmale sind) Verbesserungen des Fits erzielen. Es bleiben relativ große Abweichungen zwischen der gewichteten gepoolten Stichprobe und den bundesdeutschen Verteilungen. Es ist zu erwarten, dass auch bei vielen GIDAS Merkmale durch die Gewichtung keine essentielle Korrektur der Stichprobenverzerrungen erzielt werden kann. Insgesamt hat sich gezeigt, dass es auch mit alternativen, meist hierarchischen Gewichtungsverfahren nicht möglich ist, alle Merkmale, deren Verteilungen aus der amtlichen Statistik bekannt sind, mit hinreichender Genauigkeit an die Verhältnisse der Grundgesamtheit anzupassen. Es ist zu erwarten, dass sich dies bei den eigentlich hochzurechnenden originären GIDAS-Variablen ähnlich darstellt. Somit muss der Ansatz eines einheitlichen Verfahrens für alle Jahre und beide Erhebungsgebiete in Frage gestellt werden. Für besonders wichtige Fragestellungen sollte daher eine spezielle, auf das jeweilige Untersuchungsmerkmal abgestellte Gewichtung durchgeführt werden, wie dies exemplarisch am Beispiel der maximalen Kollisionsgeschwindigkeit gezeigt wurde. Schließlich werden im Bericht noch Empfehlungen zur Datenqualität und zu der Frage gegeben, wie sich das derzeit praktizierte Stichprobenverfahren im Hinblick auf die Gewinnung einer repräsentativen Stichprobe möglicherweise verbessern lässt.
Nationale Grenzen überschreitende Kooperation ist grundsätzlich auch im Bereich des Rettungsdienstes als sinnvoll und erstrebenswert anzusehen. Allerdings erfordert eine "alltägliche" Zusammenarbeit gerade im Bereich der Gefahrenabwehr und Daseinsvorsorge ein besonders hohes Maß an Abstimmung und Regelung, zumal die einzelnen Nationalstaaten über sehr unterschiedliche rettungsdienstliche Systeme verfügen. Dies gilt in besonderem Maß für den bodengebundenen Rettungsdienst, da dieser die reguläre rettungsdienstliche Versorgung sicherstellt. Die Luftrettung wird sowohl in Deutschland als auch in allen Anrainerstaaten " mit Ausnahme der Schweiz " immer als Ergänzung des bodengebundenen Rettungsdienstes durchgeführt. Mit dem Zusammenwachsen der Europäischen Union nimmt auch die Bedeutung grenzüberschreitenden Rettungsdienstes immer mehr zu. Die Bemühungen der Europäischen Union, die Zusammenarbeit der grenznahen Regionen (Euregios) zu fördern zeigen ebenso Wirkung wie die Aufhebung der Grenzkontrollen und die damit verbundenen politischen Entwicklungen. Die Abkommen der Bundesrepublik Deutschland mit allen Anrainerstaaten über die grenzüberschreitende Zusammenarbeit kommunaler Gebietskörperschaften ermöglichen es, auf lokaler Ebene bilaterale Kooperationsvereinbarungen zu schließen. Darüber hinaus bestehen seit zirka 20 Jahren ebenfalls Abkommen der Bundesrepublik Deutschland mit den Nachbarländern über die gegenseitige Hilfeleistung bei Katastrophen und schweren Unglücksfällen (Katastrophenschutzabkommen). Um der Komplexität des Untersuchungsgegenstands gerecht zu werden, erfolgte neben der Analyse der einschlägigen Literatur in einer explorativen Phase eine strukturierte schriftliche Befragung der einzelnen Bundesländer sowie eine teilstandardisierte schriftliche Befragung der relevanten Rettungsdienstbereiche. Abschließend wurde ein Experten-Workshop mit Vertretern aller beteiligten Organisationen durchgeführt. Als Problemfelder im Rahmen grenzüberschreitender Kooperation, die einer Regelung bedürfen, wurden die Bereiche Finanzierung/Kosten, Recht, Organisation, Kommunikation und Standards/Qualifikation identifiziert. Im Hinblick auf diese Hindernisse und Hemmschwellen gelang es, insbesondere auch durch den Erfahrungsaustausch im Rahmen des im Verlauf der Studie durchgeführten Workshops, hilfreiche Verfahrensweisen und Lösungsansätze aufzuzeigen. Durch die interdisziplinäre, alle relevanten Strukturen und Organisationen in der Bundesrepublik Deutschland umfassende Zusammensetzung der Teilnehmer des Workshops "grenzüberschreitender Rettungsdienst" und deren intensive und engagierte Bearbeitung der Materie entstanden im Ergebnis im gemeinsamen Konsens getragene - Prämissen und Kernpunkte eines Abkommens sowie Inhalte entsprechender vertraglicher Regelungen, - Rahmenrichtlinien zur Identifikation und Beschreibung qualitätssichernder Mindeststandards und Qualifikationsanforderungen, - Grundlagen und Vorgaben zur organisatorischen Ausgestaltung regelhafter grenzüberschreitender Kooperation. Aufgrund der heterogenen Rahmenbedingungen sowohl innerhalb der Bundesrepublik Deutschland als auch im Hinblick auf die über teilweise völlig unterschiedliche Systeme verfügenden Anrainerstaaten (insgesamt sind 10 Staaten in die Untersuchung einbezogen) bietet der erarbeitete Rahmen auch eine Grundlage für den Aufbau und die Ausgestaltung grenzüberschreitender rettungsdienstlicher Kooperationen in den nicht an die Bundesrepublik Deutschland grenzenden Regionen der Europäischen Union. Insgesamt stellen die Ergebnisse des Projekts somit neben der Beschreibung des derzeitigen Status Quo ein Kompendium und eine Handreichung zum Auf- und Ausbau sowie zur Optimierung der Ausgestaltung Staatsgrenzen übergreifender präklinischer notfallmedizinischer Kooperation dar. Der Originalbericht enthält als Anhänge unter anderm die in der Untersuchung eingesetzten Fragebogen und deren Auswertungen, Angaben zum durchgeführten Workshop sowie Beispiele zu den Themen Alarmdepesche, Symptomabfragekatalog gemeinschaftliche Alarm- und Ausrückordnung. Auf die Wiedergabe dieser Anhänge wurde in der vorliegenden Veröffentlichung verzichtet. Sie liegen bei der Bundesanstalt für Straßenwesen vor und sind dort einsehbar.
