Das vorliegende Projekt umfasst die Konzeption eines Instrumentes, das die Zielerreichung der unterschiedlichen Anspracheformen der Verkehrssicherheitsarbeit abbilden kann. Zudem soll das Verhältnis von Kosten und Wirksamkeit transparent gemacht werden können. Ziel ist es, das angestrebte Controlling-System als Entscheidungshilfe für Auswahlentscheidungen im Hinblick auf die günstigsten Anspracheformen hinsichtlich des Kosten-Wirksamkeitsverhältnisses nutzen zu können. Die Tauglichkeit des Konzeptes soll beispielhaft an vom Bund geförderten Maßnahmen zur Verkehrssicherheit von Senioren aufgezeigt werden. Die Arbeit hat das formale Ziel, konkrete Gestaltungsvorschläge zu machen, die für die Bewältigung anstehender Problemlagen notwendig sind. Das Projekt steht im inhaltlichen Kontext mehrerer Forschungsaufträge, die sich mit der Analyse und Reform von moderatorengestützten Verkehrssicherheitsprogrammen befasst haben und derzeit befassen. Das vorgestellte Informations- und Steuerungssystem enthält folgende Leistungsmerkmale: - Überführung des Managements von Aktionsformen in ein Steuerungssystem, das mit einfachsten Mitteln (MS Office, geringer Datenpflege-Aufwand und Verzicht auf laufende Aufwands-/Kostenermittlungen) realisiert werden kann und allgemeine Anforderungen pragmatisch abbildet. - Adaption des betriebswirtschaftlichen Konzepts einer produktorientierten Steuerung für die Steuerung von Aktionsformen. Die Aktionsformen werden als Produkte definiert, werden mittels eines Produktblatts beschrieben und auf der Basis der Zielerreichung von Produktzielen gesteuert. Die Zielerreichung wird durch Wirkungsindikatoren überprüft. Ziele und Wirkungsindikatoren können für quantitative Ziele (zum Beispiel Mindestanzahl an Veranstaltungen, regionale Verteilung von Veranstaltungen) und qualitative Ziele formuliert werden. - Die Adaption der produktorientierten Steuerung ermöglicht die Übernahme von in der Praxis bewährten Elementen und Verfahren. Ergänzendes, innovatives Element ist die Ableitung von Produkterfolgen und Kosten-Nutzen-Relationen, die eine übergreifende Vergleichbarkeit von Aktionsformen sicherstellen soll. Durch die pragmatische Ermittlung von "Kosten pro Erfolgspunkt" auf der Basis gewichteter Ziele (und Zielerreichungen) der Aktionsformen wird ein übergreifender Vergleich von Aktionsformen möglich. - Unterteilung des Systems in eine strategische Ebene (Koordinator) und operative Ebene (Umsetzerverbände). Es herrscht eine klare Aufgaben- und Kompetenzverteilung, die die Funktion des Koordinators auf die Gesamtsteuerung und die der Umsetzerverbände auf die operative Steuerung und Erfolgskontrolle vorsieht. - Die Analyse und Bewertung der derzeitigen Steuerung und Steuerungsinstrumente der Verkehrssicherheitsprogramme für Senioren dient insbesondere zur systematischen Abschätzung der übertragbaren Verfahren und Prozesse. - Für die gegenwärtig betriebenen Programme "Ältere Menschen als Fußgänger im Straßenverkehr" und "Ältere aktive Kraftfahrer" wird bei einer verbandsinternen Umsetzung von einem einmaligen Investitionsaufwand von circa DM 60.000,00 zur Realisierung des Informationssystems ausgegangen (ohne Personalaufwand in den Umsetzerverbänden). Die laufenden Kosten liegen nach derzeitiger Beurteilung nicht höher als die Aufwendungen im Status quo. - Für die Einführung des Informations- und Steuerungssystems wird ein Fahrplan der einzelnen Einführungsschritte erstellt. Analog zur Einführung eines Informations- und Steuerungssystems für die gegenwärtig betriebenen Moderatorenprogramme wird ein generalisierter Ansatz für Informations- und Steuerungsmaßnahmen für andere Aktionsformen der Verkehrsaufklärung für Senioren entwickelt. Die gegenwärtig betriebenen Programme werden exemplarisch für Informations- und Steuerungsmaßnahmen im Bereich der Verkehrsaufklärung für Senioren betrachtet.
Die Frage, ob sich Biomasse aus dem Straßenseitenraum energetisch nutzen lässt und welche technischen und wirtschaftlichen Voraussetzungen dazu erfüllt sein müssen, wurde im Rahmen eines Forschungsauftrages nachgegangen. Das Leipziger Institut für Energetik und Umwelt kommt zu dem Ergebnis, dass die energetische Nutzung von Grasschnitt aufgrund aufwändiger Technik und hoher Investitionen nur in Ausnahmefällen sinnvoll ist, die Nutzung des Gehölzschnittes zur Wärmeversorgung dagegen positiv einzuschätzen ist. Es wurde ein Leitfaden als praktische Hilfe für Entscheidungsträger entwickelt.
The objective of this deliverable is to describe the expected influence of the candidate test procedures developed in FIMCAR for frontal impact on other impact types. The other impact types of primary interest are front-to-side impacts, collisions with road restraint systems (e.g. guardrails), and heavy goods vehicle impacts. These collision types were chosen as they involve structures that can be adapted to improve safety. Collisions with vulnerable road users (VRU) were not explicitly investigated in FIMCAR. It is expected that the vehicle structures of interest in FIMCAR can be designed into a VRU friendly shell. Information used for this deliverable comes from simulations and car-to-car crash tests conducted in FIMCAR or review of previous research. Three test configurations (full width, offset, and moving deformable barriers) were the input to the FIMCAR selection process. There are three different types of offset tests and two different full width tests. During the project test procedures could be divided into three groups that provide different influences or outcomes on vehicle designs: 1. The ODB barrier provides a method to assess part of the vehicles energy absorption capabilities and compartment test in one test. 2. The FWRB and FWDB have similar capabilities to control structural alignment, further assess energy absorption capabilities, and promote the improvements in the occupant restraint system for high deceleration impacts. 3. The PDB and MPDB can be used to promote better load spreading in the vehicle structures, in addition to assessing energy absorption and occupant compartment strength in an offset configuration. The consortium selected the ODB and FWDB as the two best candidates for short term application in international rulemaking. The review of how all candidates would affect vehicle performance in other impacts (beside front-to-front vehicle or frontal impacts with fixed obstacles) however is reported in this deliverable to support the benefit analysis reported in FIMCAR. The grouping presented above is used to discuss all five test candidates using similarities between certain tests and thereby simplify the discussion.
Road markings are an essential component of a safe road. In particular, the optical guidance at night and under wet conditions rates high. Special surface textures of road markings can enhance the nighttime visibility during wetness, but they can lead on the other hand to noise emission during passages of vehicles and thus annoy residents. In the present study the tyre/road marking noise is analysed based on two different measurement methods for traffic noise: Several different road markings with increased nighttime visibility during wetness were overrun and the noise was determined by controlled coast-by measurements as well as close-proximity measurements. For both measuring methods the averaged A-weighted sound pressure levels were determined and an analysis of the third octave spectra was performed in order to identify annoying tonal components. The results of both measurement methods were compared with each other. Limitations of the individual measurement methods were overcome by combining the data. Properties of road marking noise depending on the texture of the marking are discussed in relation to those of road surface noise. The results will help specifying road marking texture types that ensure less annoyance and at the same time good visibility at wetness and night-time.
Despite the steadily declining number of pedestrian fatalities and injuries in most European countries during recent decades, pedestrian protection is still of great importance in the European Union as well as in Germany. This is because they still constitute a large proportion of road user casualties and are more likely to suffer serious and fatal injuries than most other road users. In 1999 only car occupants suffered more fatal injuries than pedestrians in Germany. In December 1998, EEVC WG 17 completed their review and updating of the EEVC WG 10 pedestrian test procedure that made it possible to evaluate the protection afforded to pedestrians by the front of passenger cars in an accident. Within the scope of this procedure, four different impactors are used representing those parts of the body which are injured very often and/or very seriously in vehicle-pedestrian-collisions. In a project executed by IKA and BASt, a small family car was tested according to the EEVC WG 17 test procedure. Afterwards modifications to the car were carried out in order to improve the pedestrian protection provided by the vehicle design. There were certain restrictions placed on the level of modifications undertaken, e.g. only minor modifications to vehicle styling and to the vehicle structures, which provide passenger protection. The redesigned vehicle was tested again using the WG 17 test procedure. The test results of the modified vehicle were compared with those of the standard vehicle and evaluated. The results show that considered measures for pedestrian protection in many areas of the vehicle front structure and the use of innovative techniques can lead to a significant reduction of the loads of pedestrians at an acceptable expense.
Since the beginning of the testing activities related to passive pedestrian safety, the width of the test area being assessed regarding its protection level for the lower extremities of vulnerable road users has been determined by geometrical measurements at the outer contour of the vehicle. During the past years, the trend of a decreased width of the lower extremity test and assessment area realized by special features of the outer vehicle frontend design could be observed. This study discusses different possibilities for counteracting this development and thus finding a robust definition for this area including all structures with high injury risk for the lower extremities of vulnerable road users in the event of a collision with a motor vehicle. While Euro NCAP is addressing the described problem by defining a test area under consideration of the stiff structures underneath the bumper fascia, a detailed study was carried out on behalf of the European Commission, aiming at a robust, worldwide harmonized definition of the bumper test area for legislation, taking into account the specific requirements of different certification procedures of the contracting parties of the UN/ECE agreements from 1958 and 1998. This paper details the work undertaken by BASt, also serving as a contribution to the TF-BTA of the UN/ECE GRSP, towards a harmonized test area in order to better protect the lower extremities of vulnerable road users. The German In-Depth Accident Database GIDAS is studied with respect to the potential benefit of a revised test area. Several practical options are discussed and applied to actual vehicles, investigating the differences and possible effects. Tests are carried out and the results studied in detail. Finally, a proposal for a feasible definition is given and a suggestion is made for solving possible open issues at angled surfaces due to rotation of the impactor. The study shows that, in principle, there is a need for the entire vehicle width being assessed with regard to the protection potential for lower extremities of vulnerable road users. It gives evidence on the necessity for a robust definition of the lower extremity test area including stiff and thus injurious structures at the vehicle frontend, especially underneath the bumper fascia. The legal definition of the lower extremity test area will shortly be almost harmonized with the robust Euro NCAP requirements, as already endorsed by GRSP, taking into account injurious structures and thus contributing to the enhanced protection of vulnerable road users. After finalization of the development of a torso mass for the flexible pedestrian legform impactor (FlexPLI) it is recommended to consider again the additional benefit of assessing the entire vehicle width.
This paper provides an overview of the research work of the European Enhanced Vehicle-safety Committee (EEVC) in the field of crash compatibility between passenger cars. Since July 1997 the EC Commission is partly funding the research work of EEVC. The running period of this project will be two years. The progress of five working packages of this research project is presented: Literature review, Accident analysis, Structural survey of cars, Crash testing, and Mathematical modelling. According to the planned time schedule the progress of research work is different for the five working packages.
To assess occupant safety in a crash test, criteria associating the measurements made with a crash test dummy to injury risk are necessary. To enable better protection of elderly car occupants the objective of this study was to develop improved thoracic injury criteria for the THOR average male dummy. The development of these criteria is usually based on matched dummy and Post Mortem Human Surrogate (PMHS) tests by relating the obtained PMHS injuries to dummy measurements. This approach is limited, since only a few tests in relevant loading conditions are available and any new test series requires high efforts to be performed due to their complexity and costs. To overcome these limitations and to extend the dataset for the development of THOR dummy chest injury risk functions a simulation-based approach was applied within the EC funded project SENIORS (Safety Enhanced Innovations For older Road Users - www.seniors-project.eu). Within this study frontal impact sled simulations with an FE model representing a THOR average male dummy and matched simulations with a human body model (HBM) representing an elderly car occupant were carried out. The HBM used for this study was the THUMS TUC with modified rib cage, which was developed in SENIORS. The modifications included material and geometry changes aiming to represent an elderly car occupant. The rib fracture risk was predicted with a deterministic approach whereby a rib was considered broken when the strain exceeded an age-dependent threshold. Furthermore, a probabilistic method was applied to predict the probability of sustaining a certain number of fractured ribs by comparing local strain values to the distribution of cortical rib ultimate strain. By relating the output from the HBM simulations to a multi-point dummy injury criterion, injury risk curves were calculated by statistical methods. The wide range of loading conditions resulted in the desired range of injuries and THOR ATD output. The number of fractured ribs predicted by the HBM based on the deterministic prediction method was between 0 and 15. Furthermore, the probabilistic risk for the number of rib fractures equal or greater than two, three or four was calculated for each load case. The THOR rib deflection criterion Rmax was between 18 and 56 mm, while the PC Score was in the range of 2.5 to 7.2. Based on these outputs new risk curves for the predicted deterministic (AIS2+/3+) and probabilistic injury risk were calculated. The new curves show reasonable shapes and significance that provide trust in their application. The new risk curves are compared to risk curves obtained by traditional methods. The results were found similar to previous injury risk functions based on physical tests, which gives a high level of confidence in the chosen approach. The simulation-based approach of matched ATD model vs. HBM simulation was successfully applied. Rmax curves show a slightly better quality than the injury criterion PC Score.
Recent accident statistics from the German national database state bicyclists being the second endangered group of vulnerable road users besides pedestrians. With 399 fatalities, more than 14.000 seriously injured and more than 61.000 slightly injured persons on german roads in the year 2011, the group of bicyclists is ranked second of all road user groups (Statistisches Bundesamt, 2012). While the overall bicycle helmet usage frequency in Germany is very low, evidence is given that its usage leads to a significant reduction of severe head injuries. After an estimation of the benefit of bicycle helmet usage as well as an appropriate test procedure for bicyclists, this paper describes two different approaches for the improvement of bicyclist safety. While the first one is focusing on the assessment of the vehicle based protection potential for bicyclists, the second one is concentrating on the safety assessment of bicycle helmets. Within the first part of the study the possible revision of the existing pedestrian testing protocols is being examined, using in depth accident data, full scale simulation and hardware testing. Within the second part of the study, the results of tests according to supplemental test procedures for the safety assessment of bicycle helmets developed by the German Federal Highway Research Institute (BASt) are presented. An additional full scale test performed at reduced impact speed proves that measures of active vehicle safety as e.g. braking before the collision event do not necessarily always lead to a reduction of injury severity.
A flexible pedestrian legform impactor (FlexPLI) has been evaluated by a Technical Evaluation Group (Flex-TEG) of the Working Party on Passive Safety (GRSP) of the United Nations Economic Commission for Europe (UN-ECE). It will be implemented within phase 2 of the global technical regulation (GTR 9) as well as within a new ECE regulation on pedestrian safety as a test tool for the assessment of lower extremity injuries in lateral vehicle-to-pedestrian accidents (UN-ECE 2010-1, 2010-2 and 2010-3). Due to its biofidelic properties in the knee and tibia section, the FlexPLI is found to having an improved knee and tibia injury assessment ability when being compared to the current legislative test tool, the lower legform impactor developed by the Pedestrian Safety Working Group of the European Enhanced Vehicle-safety Committee (EEVC WG 17). However, due to a lack of biofidelity in terms of kinematics and loadings in the femur part of the FlexPLI, an appropriate assessment of femur injuries is still outstanding. The study described in this paper is aimed to close this gap. Impactor tests with the FlexPLI at different impact heights on three vehicle frontends with Sedan, SUV and FFV shape are performed and compared to tests with a modified FlexPLI with upper body mass. Full scale validation tests using a modified crash test dummy with attached FlexPLI that are carried out for the first time prove the more humanlike responses of the femur section with applied upper body mass. Apart from that they also show that the impact conditions described in the current technical provisions for tests with the FlexPLI don"t necessarily compensate the missing torso mass in terms of knee and tibia loadings either. Therefore it can be concluded that an applied upper body mass will contribute to a more biofidelic overall behavior of the legform and subsequently an improved injury assessment ability of all lower extremity injuries addressed by the FlexPLI. Nevertheless, the validity of the original as well as the modified legform for tests against vehicles with extraordinary high bumpers as well as flat front vehicles still needs to be evaluated in detail. A first clue is given by the application of an additional accelerometer to the legform.
Economic constraints nowadays require transporting greater volumes of freight at lower cost. Yet, physical profiles of trucks do not all generate the same effects on road infrastructure for a given tonnage hauled. The objective then lies in finding an optimal service level that reduces the damage caused to infrastructure. Results derived for the impact of trucks on pavements are presented. The impact of truck traffic trends on road bridges will also be discussed.rn
Im Anschluss an Erörterungen über das Problem der Unfallstellenbeseitigung und einen Überblick über die Kenngrößen zur Unfallstellenerkennung werden bisherige Verfahren erörtert. Anschließend werden Identifikationsmodelle vorgestellt, die die Gesichtspunkte Unfallhäufigkeit, Unfallschwere und mittleres Risiko jeweils in einem geschlossenen Modell vereinigen. Die Anwendung ist möglich sowohl für den Innerorts- als auch fuü den Ausserortsbereich des Straßennetzes. Um praktische Erfahrung in die Vorschläge zur Grenzwertfestlegung einfließen zu lassen, fand eine versuchsweise Anwendung der Modelle auf Unfalldaten des klassifizierten Straßennetzes im Regierungsbezirk Karlsruhe statt. Mit den Ergebnissen der versuchsweisen Anwendung wurden die theoretischen Annahmen des Arbeitskreises abgesichert. Daneben erfolgte eine Sensitivitätsanalyse für die Modellparameter, die zur Empfehlung bestimmter Werte führte. Die Ergebnisse fügen sich in die von Bund und Ländern entwickelte Auswertungskonzeption ein. Das vorgestellte Identifikationsverfahren führt gegenüber der Unfalltypensteckkarte zu einer besseren Unfallstellenerkennung, kann jedoch nicht in allen Belangen die Unfalltypensteckkarte ersetzen.
Die exemplarischen empirischen Untersuchungen sowie die Befragung und die Expertendiskussion führen zu folgenden Schlussfolgerungen: - Eine EDV-Unterstützung bei der Festlegung und Behandlung von innerörtlichen Unfallstellen wird dringend gewünscht. - Die Vielschichtigkeit des Problems sowie die Notwendigkeit der Flexibilität in der praktischen Anwendung ermöglichen es aber nicht, einheitliche Schwellenwerte für die automatische Festlegung von Unfallstellen vorzugeben. Dagegen lässt sich eine Reihe von Kriterien und Werten angeben, die bei einer automatischen Vorauswahl der näher zu untersuchenden Stellen hilfreich sind. - Ein wesentlicher Faktor für die stärkere Nutzung der EDV bei der Untersuchung des innerörtlichen Unfallgeschehens ist in der Unterstützung bei korrespondierenden Aufgaben und Fragestellungen (Übersichtsauswertungen, Beantwortung von Anfragen etc.) zu sehen. - Neben den eigentlichen Unfalldaten besteht ein erheblicher Bedarf an anderen Informationen aus dem Bereich des Straßenverkehrs. Dieser Informationsbedarf gilt auch in umgekehrter Richtung. Diese Anforderungen lassen sich nur im Rahmen eines umfassenderen Informationskonzepts beziehungsweise in einem Informationssystem erfüllen, das die direkte dezentrale Nutzung bei den entsprechenden Polizeidienststellen ermöglicht.
Immediate user self-evacuation is crucial in case of fire in road tunnels. This study investigated the effects of information with or without additional virtual reality (VR) behavioural training on self-evacuation during a simulated emergency situation in a road tunnel. Forty-three participants were randomly assigned to three groups with accumulating preventive training: The control group only filled in questionnaires, the informed group additionally read an information brochure on tunnel safety, and the VR training group received an additional behavioural training in a VR tunnel scenario. One week later, during the test session, all participants conducted a drive through a real road tunnel in which they were confronted with a collision of two vehicles and intense smoke. The informed and the behaviourally trained participants evacuated themselves more reliably from the tunnel than participants of the control group. Trained participants showed better and faster behavioural responses than informed only participants. Interestingly, the few participants in the control group who reacted adequately to the scenario were all female. A 1 year follow-up online questionnaire showed a decrease of safety knowledge, but still the trained group had somewhat more safety relevant knowledge than the two other groups. Information and especially VR behavioural training both seem promising to foster adequate self-evacuation during crisis situations in tunnels, although long term beneficial behavioural effects have to be demonstrated. Measures aiming to improve users/ behaviour should take individual difference such as gender into account.
The market introduction and penetration of electric vehicles can be seen as a milestone in order to reduce the environmental burden imposed by the transport sector. The wide-spread use of electric vehicles powered by electricity from renewable sources promises a substantial reduction of local emissions in urban areas as well as greenhouse gas emissions. To be a successful mobility alternative several obstacles and challenges have to be overcome first. Especially the customers' purchase decision determines finally whether an innovation like electromobility will be successful. Therefore, this paper concentrates on demand-related obstacles and barriers for a broad market deployment of electric cars. Within the Electromobility+ project eMAP these issues are investigated via a consumer survey. It was designed to identify the awareness of potential consumers of electric cars as well as give an estimate of the attitude towards this new technology. In addition to the picture of potential demand-related obstacles the consumers were asked to evaluate the suitability of various promotion measures.
Road condition acquisition and assessment are the key to guarantee their permanent availability. In order to maintain a country's whole road network, millions of high-resolution images have to be analyzed annually. Currently, this requires cost and time excessive manual labor. We aim to automate this process to a high degree by applying deep neural networks. Such networks need a lot of data to be trained successfully, which are not publicly available at the moment. In this paper, we present the GAPs dataset, which is the first freely available pavement distress dataset of a size, large enough to train high-performing deep neural networks. It provides high quality images, recorded by a standardized process fulfilling German federal regulations, and detailed distress annotations. For the first time, this enables a fair comparison of research in this field. Furthermore, we present a first evaluation of the state of the art in pavement distress detection and an analysis of the effectiveness of state of the art regularization techniques on this dataset.
Im Dezember 2015 wurde die A1-Änderung zum deutschen Nationalen Anhang von DIN EN 1992-1-1 veröffentlicht. Die Änderungen betreffen u. a. den Ansatz der wirksamen Betonzugfestigkeit bei der Ermittlung der Mindestbewehrung zur Begrenzung der Rissbreiten bei frühem Zwang. Der nachfolgende Beitrag erläutert die Hintergründe, warum eine entsprechende A1-Änderung zu DIN EN 1992-2/NA nicht erfolgt. Als Begründung für diese unterschiedliche Vorgehensweise werden die wesentlichen Unterschiede zwischen dem Hochbau und dem Brückenbau dargestellt.

Seit etwa zehn Jahren wird an jungen Straßenbäumen bundesweit ein besonderes Phänomen beobachtet. Es werden vermehrt Schäden an den Stämmen festgestellt, die sich in Form von Rissen sowie flächigem Absterben der Rinde offenbaren. Erste Untersuchungsergebnisse zeigen, dass sowohl einzelne Bäume als auch längere Abschnitte von neugepflanzten Baumreihen betroffen sind. Von 6.000 erfassten Straßenbäumen sind circa 750 - jeder 8. Baum - geschädigt. Besonders die am häufigsten verwendeten Baumgattungen Ahorn und Linde weisen Sonnenbrandnekrosen und daraus resultierende flächige Absterbeerscheinungen im Rinden- und dem darunterliegenden Kambialbereich auf der Süd- bis Südwestseite des Stammes auf. Es kommt vielfach zu deutlichen Vitalitätseinbußen und Entwicklungshemmungen des Baumes, die im schlimmsten Fall zur unvermeidlichen Rodung des Baumes führen. Dadurch entsteht jährlich ein volkswirtschaftlicher Schaden von schätzungsweise 25 Millionen Euro.
Straßenbegleitflächen können einerseits wertvolle Lebensräume für eine Vielzahl von Tier- und Pflanzenarten darstellen, die inzwischen nur noch selten in unserer intensiv genutzten Landschaft zu finden sind. Andererseits kommen auf ihnen häufig gebietsfremde Pflanzenarten (Neophyten) vor und breiten sich bevorzugt entlang dieser aus. Einige dieser Arten können die heimische Artenvielfalt oder die menschliche Gesundheit gefährden oder hohe ökonomische Kosten verursachen. Ziel des Kernthemas „Verkehrsträgerübergreifendes und –spezifisches Management von invasiven Arten“ im BMVI-Expertennetzwerk ist es, verkehrsträgerübergreifende Managementpläne zur Prävention der Einbringung und Ausbreitung von gebietsfremden Arten auf Verkehrsbegleitflächen zu entwickeln. Um eine verlässliche Einschätzung zu erhalten, inwieweit Neophyten bereits an Bundesfernstraßen etabliert sind und welche Problematik daraus resultiert, wurde eine online-Umfrage entwickelt, die an die zuständigen Betriebsdienste der Bundesländer gerichtet wurde. Hierzu werden die Ergebnisse vorgestellt. Diese sollen helfen, effiziente Bekämpfungsmaßnahmen und Strategien zur Vermeidung der Einbringung und Ausbreitung von Neophyten und anderen Problemarten zu entwickeln. Mittel- bis langfristig sollen diese zur (Kosten-) Entlastung bei der Unterhaltung bestehender und der Planung zukünftiger Infrastruktureinrichtungen führen.
Der Erhaltungsstau der deutschen Verkehrsinfrastruktur hat mittlerweile ein Maß erreicht, das zu spürbaren Problemen im Reise- und Güterverkehr führt. Insbesondere der Zustand der Brücken und der der Straßen im nachgeordneten Netz ist offensichtlich nicht mehr als gut zu bezeichnen. Die Politik hat nach vielen Jahren, in denen die Schwerpunkte des Handelns und Investierens in anderen Bereichen gesehen wurden, nunmehr reagiert und stellt deutlich mehr Finanzen zur Verbesserung der Verkehrsinfrastruktur zur Verfügung. Dies zum Anlass zu nehmen, schlicht die baulichen Aktivitäten erheblich zu intensivieren, führt jedoch zu weiteren gravierenden Beeinträchtigungen der Verfügbarkeit des Verkehrsnetzes. Gefragt sind Anstrengungen, die zu einer Verbesserung der Qualitäten im Straßenbau und damit zu einer Verlängerung der Nutzungsdauern von Schichten und ganzen Befestigungen beitragen, um langfristig eine Reduktion der Beeinträchtigungen für den Verkehr zu erwirken.
