Having a look at safety to traffic and the prevention of accidents it can be observed that technical improvements in active safety of vehicles have let to various positive effects in this area. Among other components the tyre-road-contact takes a key role in the development of active safety technologies. All forces in accelerating, breaking and vehicle guidance have to be transmitted through the tyre-road contact area by friction forces. A common way to characterize a friction process is to identify the coefficient of friction μ between two touching materials. Even though there are several approaches to experimentially characterise road surfaces, no standard method exists. In this paper an overview of existing test methods is given. Furthermore the preliminary design of a newly developed portable test device with its possibility to investigate the tyre-road-friction of arbitrary roads or even places of accidents is shown.
The European CASPER (Child Advanced Safety Project for European Roads) project studying car child safety includes a sociological approach in order to have a better understanding of the behaviour of parents driving children under 12 years old. A questionnaire was distributed via the internet in Europe with 998 parents (representing 1638 children) from 22 European countries responding. The results inform on the way parents secure their children during a car trip. Many parents did not control how their children were installed in the child restraint system (CRS). A toddler was more likely to travel into a child seat than an older child was. Regarding misuse situations, an important part of the participants did not think that they could make mistakes when fixing the child seat to the car (26%) or when placing the child into the seat (39%). This leaves an important field of action especially by communication via different media and in the CRS sale outlets.
The main objective of EC CASPER research project is to reduce fatalities and injuries of children travelling in cars. Accidents involving children were investigated, modelling of human being and tools for dummies were advanced, a survey for the diagnosis of child safety was carried out and demands and applications were analysed. From the many research tasks of the CASPER project, the intention of this paper is to address the following: • In-depth investigation of accidents and accident reconstruction. These will provide important points for the injury risk curve, in order to improve it. Different accident investigation teams collected data from real road accidents, involving child car passengers, in five different European countries. Then, a selection of the most appropriate cases for the injury risk curve and the purposes of the project was made for an in-depth analysis. The final stage of this analysis was to conduct an accident reconstruction to validate the results obtained. The in-depth analysis included on-scene accident investigation, creating virtual simulations of the accident/possible reconstruction, and conducting the reconstruction. In the cases of successful reconstructions, new points were introduced to the injury risk curves. Accident reconstructions of selected cases were carried out in test laboratories as the next step following in-depth road accident investigation. These cases were reconstructed using similar child restraint systems (CRS) and the same type make and model as in the real accidents. Reconstructing real cases has several limitations, such as crash angle, cars" approximation paths and crash speed. However, a few changes and applications on the testing conditions were applied to reduce the limitations and improved the representations of the real accidents. After conducting the reconstructions, a comparison between the deformations of the cars on the real accident and the vehicles from the reconstructions was made. Additionally, a correlation between the data captured from the dummies and the injury data from the real accident was sought. This finalises an in-depth analysis of the accident, which will provide new relevant points to the injury risk curve. The CASPER project conducted a large research programme on child safety. On technical points, a promising research area is the developing injury risk curves as a result of in-depth accident investigations and reconstructions. This abstract was written whilst the project was not yet finished and final results are not yet known, but they will be available by the time of the conference. All the works and findings will not necessarily be integrated in the industrial versions of evaluation tools as the CASPER project is a research program.
Although the number of road accident casualties in Europe (EU27) is falling the problem still remains substantial. In 2011 there were still over 30,000 road accident fatalities. Approximately half of these were car occupants and about 60 percent of these occurred in frontal impacts. The next stage to improve a car's safety performance in frontal impacts is to improve its compatibility. The objective of the FIMCAR FP7 EU-project was to develop an assessment approach suitable for regulatory application to control a car's frontal impact and compatibility crash performance and perform an associated cost benefit analysis for its implementation. This paper reports the cost benefit analyses performed to estimate the effect of the following potential changes to the frontal impact regulation: • Option 1 " No change and allow current measures to propagate throughout the vehicle fleet. • Option 2 " Add a full width test to the current offset Deformable Barrier (ODB) test. • Option 3 " Add a full width test and replace the current ODB test with a Progressive Deformable Barrier (PDB) test. For the analyses national data were used from Great Britain (STATS 19) and from Germany (German Federal Statistical Office). In addition in-depth real word crash data were used from CCIS (Great Britain) and GIDAS (Germany). To estimate the benefit a generalised linear model, an injury reduction model and a matched pairs modelling approach were applied. The benefits were estimated to be: for Option 1 "No change" about 2.0%; for Option 2 "FW test" ranging from 5 to 12% and for Option 3 "FW and PDB tests" 9 to 14% of car occupant killed and seriously injured casualties.
Nowadays human-created systems are increasing in complexity due to the interaction of humans and technology. Especially road traffic systems are composed of multitudinous resources (e.g. personnel, vehicles, organizations, etc.), which make it even harder to anticipate the positive and negative effects on safety. One key in achieving a significant reduction of fatalities is seen in driver assistant systems counterbalancing the lack of drivers' capabilities. But the actual outcome of implementing these sophisticated technologies especially on influencing driver's capabilities are yet unknown. Latest research exemplifies an increase of reaction times of drivers in case of dysfunctional driver assistant systems. This research paper applies STAMP/STPA (STAMP = systems-theoretic accident model and processes; STPA = systems-theoretic process analysis) to the German automobile traffic system focusing on the effects of driver assistant systems on drivers. By doing so, the potential hazards caused by technology can be identified.
Rear-end collisions are the most frequent same and opposite-direction crashes. Common causes include momentary inattention, inadequate speed or inadequate distance. While most rear-end collisions in urban traffic only result in vehicle damage or slight injuries, rear-end collisions outside built-up areas or on motorways usually cause fatal or serious injuries. Driver assistance systems that detect dangerous situations in the longitudinal vehicle direction are therefore an essential safety plus. In view of this, for ADAC, systems that alert drivers to dangerous situations and initiate autonomous braking complement ESC as one of the most important active safety features in modern vehicles. The aim of ADAC is to provide consumers with technical advice and competent information about the systems available on the market. Reliable comparative tests that are based on standardised test criteria may provide motorists with important information and help them make a buying decision. In addition, they raise consumer awareness of the systems and speed up their market penetration. The assessment must focus on as many aspects of effectiveness as possible and include not only autonomous braking but also collision warning and autonomous brake assist. The work of the ADAC accident research is the development of the testing scenarios with direct link to accident situations and the identification of useful test criteria for testing.
To date, the Trauma Registry (TraumaRegister DGU-® contains data of approximately 100.000 severely injured patients, 65% of which suffered from a road traffic crash. Thus, it is the world's largest data base for severely injured patients. The article describes the development of the registry and explains how it was rolled out over Germany using the established structure of the German Trauma Network (TraumaNetzwerk DGU-®). In addition, this article presents three typical use cases from the fields of quality management, policy making and system-wide interventions, clinical research and injury prevention. In conclusion, the TraumaRegister DGU-® is a well-established tool for various purposes related to the control and reduction of the burden of road injury. Its ongoing expansion to other countries will support the goal of international benchmarking of hospitals and trauma systems.
The number of injured car occupants decreases constantly. Nevertheless, they account for nearly 50% of all fatalities and about 44% of all seriously injured persons in German traffic accidents. Further reductions of casualties require multiple efforts in all parts of traffic safety. In this paper a detailed analysis of the important pre-hospital rescue phase was done. The basis for future improvements is the knowledge about injury causation of car occupants in combination with other corresponding influence factors. For that reason more than 1.200 severe (AIS3+) injuries of frontal car occupants were analyzed. For the most relevant injuries of car occupants multivariate analysis models were created to predict the probability of these injuries in a real crash scenario. In addition to the collision severity different influence factors like impact direction, seat belt usage, age of the occupant, and gender were analyzed. Furthermore, the models were checked regarding the goodness of fit and all results all results were checked concerning their robustness. The prediction models were created on the basis of 5.000 car accidents. Afterwards, the models were validated using 4.000 different car accidents. The prediction of the probability of severe injuries could be used for different applications in the field of traffic safety. One possibility is the implementation of the models in a tool for the on-the-spot diagnosis. The background for the development of such applications is the fact, that there are only limited diagnostic possibilities available at the accident scene. Nevertheless, the rescue forces have to make essential decisions like the alerting of the necessary medical experts, appropriate treatment, the type of transportation and the choice of an adequate hospital. These decisions quite often decide between life and death or influence the long-term effects of injured persons. At this point, indications of expectable injuries could help enormously. To enable even persons with limited technical knowledge to use the tool, a procedure was developed that facilitates the assumption of the given crash severity. Another important possibility for the application of the prediction models is the use for the qualification of information sent by e-call systems.
Introduction: Spine injuries pose a considerable risk to life and quality of life. The total number of road deaths in developed countries has markedly decreased, e.g. in Germany from over 20000 in 1970 to less than 4000 in 2010, but little is known how this is reflected in the burden of spine fractures of motor vehicle users. In this study, we aimed to show the actual incidence of spine injuries among drivers and front passengers and elucidate possible dependencies between crash mechanisms and types of injuries.
The objective of the study is to measure the risk of pedestrian and bicyclist in urban traffic through an analysis of real-world accident data. The kinematics and injury mechanisms for both pedestrian and bicyclists are investigated to find the correlation of injury risks with injury related parameters. For this purpose, firstly 338 cases are selected as a sample from an IVAC accident database based on the In-depth Investigation of Vehicle Accident in Changsha of China. A statistic measurement of the fatality and serious injury risks with respect to impact speed was carried out by logistic regression analysis. Secondly, 12 pedestrian and 12 bicyclist accidents were further selected for reconstruction with MADYMO program. A comparative analysis was conducted based on the results from accident analysis and computer reconstructions for the injury risk, head impact conditions and dynamic response of pedestrians and bicyclists. The results indicate that bicyclists suffered lower risks of severe injuries and fatalities compared with pedestrians. The risks of AIS 3+ injury and fatality are 50% for pedestrians at impact speeds of 53.2 km/h and 63.3 km/h, respectively, while that for bicyclists at 62.5 km/h and 71.1 km/h, respectively. The findings could have a contribution to get a better understanding of pedestrians" and bicyclists" exposures in urban traffic in China, and provide background knowledge to generate strategies for pedestrian protection.
From literature well-known analyzes on risks, hazards and causes of accidents of older drivers are amended by the present study in which a comparison of the specific features of accident causes of older car drivers (older than 60 years) and of younger car drivers (under 25 years) is conducted. Mainly the question is pursued if specific errors, mistakes and lapses are predominant in the two different age groups. The analysis system ACAS (Accident Causation Analysis System) used hereby consists of a sequential system of accident causation factors from the human, the technical and the infrastructural field, whereupon for this study the influence of the human features on the accident development in two different age groups is of interest. ACAS is both an accident model and an analysis and classification system, which describes the human participation factors of an accident and their causes in the temporal sequence (from the perceptibility to concrete action errors) taking into consideration the logical sequence of individual basic functions. In five steps (categories) of a logical and temporal sequence the hierarchical system makes human functions and processes as determinants of accident causes identifiable. The methodology specifically focuses on the use in so-called "In-Depth" and "On-Scene" investigation studies. With the help of the system for each accident participant one or more of five hypotheses of human cause factors are formed and then specified by appropriate verification criteria. These hypotheses in turn are further specified by indicators in such manner that the coding of the causation factors by a code system meets the needs of database processing and are accessible to a quantitative data analysis. The first results of the descriptive comparison of the two age groups concern mainly differences in the functional levels "information admission/perception" (where the elderly drivers have more difficulties than the young ones) and "information processing/evaluation" (where the younger drivers show more problems). Concerning the cognitive function of "planning" the group of younger drivers seems to be more often involved in an accident because of excessive speed.
In 2012 the fifth ESAR conference (Expert Symposium on Accident Research) was held in Hannover. ESAR is an international convention of experts, who analyze traffic accidents all over the world and discuss their results in this context, conducted at the Medizinische Hochschule Hannover every 2 years. It connected representatives of public authorities, engineers in automotive development and scientists and offers a forum with particular emphasis on In-Depth-Analyses of accident statistics and accident analyses. Special focus is placed on research on the basis of so-called "In-Depth-Accident-Investigations" [data collections at the sites of the accidents], which are characterized by extensive documentations of the sites of the accidents, of the vehicles as well as of the injuries, encompassing several scientific fields. ESAR aims at a multi-disciplinary compilation of scientific results and at discussing them on an international, scientific level. It is thus a scientific colloquium and a platform for exchanging information for all accident researchers. Experiences in accident prevention as well as in the complex field of accident reconstruction are stated and new research fields are added. Existing results of long-term research work in Europe, the US, Australia and Japan include different infrastructural correlations and give findings on population, vehicle population and driver characteristics, which offer a basis for recommendations to be derived and measures for increasing road safety.
Injuries in motorbike accidents in correlation with protective clothes and mechanism of the accident

This study deals with a possible connection between safety clothing / accident mechanism and injury severity in a state-wide traffic accident investigation with focus on light and small motorbike-involvement for accidents in the area of the Saarland in which the persons riding the bike have been injured or killed. An interdisciplinary team of medical scientists and engineers collected the medical and technical data as well as all the relevant traces of the accident on scene and in time. During twenty months of data collection a total of 401 cases could be gathered. Grave injuries were more common for the group of heavier motorcycles (>125 ccm). Motorcyclists had been polytraumatized only in the group where the accident was connected with a collision. Significant correlation between protective clothes and injury severity could only be found for protective gloves and protective trousers. The knowledge about mechanism of the accident, protective clothes and severity of injuries can be helpful for the improvement of road and motorcyclists' safety.
Cycle helmets have continued to increase in popularity since their introduction half a century ago. Many studies indicate that overall, head injury can be significantly reduced by wearing them. This study was conducted using two distinct sets of real-world cycling collision data from Ireland, namely cases involving police collision reports and cases involving admission to a hospital emergency department. The analyses sought to simulate and analyse the protective performance of cycle helmets in such collision scenarios, by comparing the Head Injury Criterion score and peak head accelerations, both linear and angular. Cycle collisions were simulated using the specialised commercial software MADYMO. From the simulation results, these key metrics were compared between the same-scenario helmeted and unhelmeted cyclist models. Results showed that the inclusion of bicycle helmets reduced linear accelerations very significantly, but also increased angular accelerations significantly compared to unhelmeted situations. Given the modest protective performance of cycle helmets against angular accelerations, it is recommended that cycle helmet manufacturers and international test standards need to pay more attention to head angular accelerations.
Im Jahr 2004 fand an der Medizinischen Hochschule Hannover die erste ESAR-Konferenz (Expert Symposium on Accident Research) statt. Die Idee einer internationalen Konferenz war aus der Notwendigkeit entstanden, diejenigen Experten zusammen zu bringen, die weltweit tätig sind und Verkehrsunfälle wissenschaftlich analysieren, um ihre Ergebnisse gemeinsam zu diskutieren und einem Zielpublikum von Behördenvertretern, Entwicklungsingenieuren der Automobilindustrie und anderen Wissenschaftlern darzubringen. Die durch Professor Otte initiierte und nun zum vierten Male organisierte Konferenz fand eine breite Akzeptanz und ist mittlerweile Bestandteil einer Konferenzlandschaft mit Zielvorträgen von der Fahrzeugsicherheit bis hin zur Verletzungsanalyse und den Unfallursachen. ESAR kann als wissenschaftliches Kolloquium und Plattform für einen Informationsaustausch der Unfallforscher angesehen werden, die sich speziell mit Methoden der Unfalluntersuchung, mit Verletzungsmechanismen und der Bewertung von Verletzungen, Unfallursachen und anderen Bereichen der statistischen Unfalldatenanalyse befassen. Experten aus den Bereichen der Medizin, der Verkehrspsychologie und der Technik sowie Vertreter zuständiger Behörden kommen hier zusammen, um die Erfahrungen in der Unfallprävention und der Unfallrekonstruktion zu diskutieren und um der Forschung neue Felder zu eröffnen. Neben den Belangen der Europäischen Gemeinschaft werden auch die weltweit zu registrierenden hohen Verletztenzahlen berücksichtigt. Wissenschaftliche Vorträge aus aller Welt tragen dazu bei, geeignete Maßnahmen und Methoden zur Analyse und drastischen Verringerung der Zahl der bei Verkehrsunfällen Getöteten zu entwickeln. Die Zusammensetzung des Teilnehmerkreises dieser wie früherer ESAR-Konferenzen hat längst eine über Europa hinausgreifende Internationalitaet erreicht und bietet daher einen aufschlussreichen Überblick über die verschiedenen Standards bestehender Verkehrssicherheit und unterschiedlichen Unfallszenarien und über die Anforderungen an die Unfallanalysen. Die Ergebnisse langjähriger Forschungsarbeiten in Europa, USA, Australien und asiatischen Ländern beinhalten unterschiedliche infrastrukturelle Zusammenhänge und geben Erkenntnisse über Population, Fahrzeugbestand und Fahrereigenschaften. Derartige Informationen bilden eine exzellente Basis für abzuleitende Empfehlungen und Maßnahmen für die Erhöhung der Verkehrssicherheit international.
Im Rahmen des zweitägigen Kolloquiums "Luftqualität an Straßen 2013" wurden aktuelle Forschungsaktivitäten und Maßnahmen auf dem Gebiet der Luftreinhaltung im Einflussbereich von Straßenbau und Straßenverkehr vorgestellt. Der Tagungsband gibt 14 Fachvorträge und die 4 Beiträge der Posterausstellung wieder.
Entgegen populären Meinungen, welche älteren Kraftfahrern ein generelles Gefahrenpotenzial für die allgemeine Verkehrssicherheit zuschreiben, weisen die Unfallstatistiken eher auf eine besondere Gefährdung dieser Gruppe von Verkehrsteilnehmern hin, woraus sich Forderungen nach einer zielgruppenspezifischen Verkehrssicherheitsarbeit begründen. Kompetentes und damit sicheres Verhalten kann als Ergebnis der Passung zwischen den individuell verfügbaren Ressourcen und den Anforderungen der Umwelt betrachtet werden. Überschreiten die Umweltanforderungen die Verhaltenspotenziale des Individuums, kann es zu Überforderung kommen. Verdeutlichen lässt sich diese Perspektive durch genaue Betrachtung von Verkehrsunfällen unter Beteiligung älterer Kraftfahrer: So spiegeln die aktuellen Unfallstatistiken aus 2008 wider, dass ein großer Teil der Unfälle von Kraftfahrern im Alter über 65 Jahren auf sogenanntes Fehlverhalten in Knoten, wie z.B. Fehler beim Abbiegen, Ein- und Ausfahren in Kreuzungen und Vorfahrtbeachtung, zurückzuführen sind. Diese im Vergleich zu jüngeren Fahrern häufigere Verwicklung Älterer in Unfälle dieser Art legt nahe, dass es in genau diesen Situationen zu einem Ungleichgewicht zwischen individuell verfügbaren Ressourcen und den Anforderungen der Verkehrsumwelt kommt. Beispielsweise könnten in diesen Situationen Beeinträchtigungen der visuellen Wahrnehmungsfähigkeit, verlangsamte Reaktionszeiten oder auch Einschränkungen der Bewegungsausführung zu einer zu langsamen oder auch falschen Entscheidungsfindung oder Handlungsausführung im Straßenverkehr führen. Dieser Perspektive folgend können Maßnahmen zur Erhöhung der Verkehrssicherheit älterer Kraftfahrer zum einen auf Seiten des Individuums ansetzen und dazu beitragen, die Kompetenzen des älteren Kraftfahrers zu erhöhen, zum anderen Bezug auf den Kontext nehmen, indem durch Anpassungen der Bedingungen der Verkehrsumwelt zur Sicherheit " nicht nur " älterer Kraftfahrer beigetragen wird. Personenzentrierte Ansätze zielen dabei auf die Ausschöpfung der individuellen Potenziale zur Aufrechterhaltung, Verbesserung oder auch Wiederherstellung einer sicheren Verkehrsteilnahme bis ins hohe Lebensalter. Diese Ansätze umfassen Trainings- und Rehabilitationsprogramme der Fahrkompetenz gleichermaßen wie verkehrspädagogische Programme, mediale Informationskampagnen oder auch Beratungsmaßnahmen und Screening-Tests. Eine Schlüsselposition kann in diesem Kontext dem (Haus)-Arzt als Experten hinsichtlich Konstitution und Lebensverhältnissen seines Patienten und Vertrauensperson zukommen. In der Regel passen ältere Kraftfahrer ihr Fahrverhalten ihren individuell verfügbaren Kompetenzen an. Auf diese Weise können altersbegleitende oder auch mit Erkrankungen oder Medikamenteneinnahmen einhergehende Veränderungen der körperlichen oder geistigen Leistungsfähigkeit zumeist erfolgreich kompensiert werden. Personenzentrierten Ansätzen kommt jedoch eine besondere Relevanz für den kleinen Anteil älterer Fahrer zu, welche keine oder nur unzureichende Kompensation aufweisen. Kontextorientierte Ansätze beziehen sich auf Maßnahmen, welche eine möglichst optimale Gestaltung der Bedingungen der Verkehrsumwelt auf die Bedürfnisse und Anforderungen älterer Kraftfahrer herbeiführen sollen. Maßnahmen dieser Art zielen zum Beispiel auf eine Entschleunigung des Straßenverkehrs durch Geschwindigkeitsbegrenzungen oder auch bauliche Maßnahmen. Auch die Potenziale moderner Fahrzeugtechnik werden unter dieser Perspektive zur Erhöhung der Verkehrssicherheit älterer Fahrer nutzbar. So können Fahrerassistenz- oder Fahrerinformationssysteme den älteren Fahrer in komplexen Situationen unterstützen. Dabei ist der Nutzen für die Verkehrssicherheit jedoch stark von der Handhabbarkeit und Bedienqualität der technischen Hilfsmittel abhängig. Technologien, welche die Komplexität der Fahrzeugbedienung erheblich erhöhen oder die Aufmerksamkeit vom Straßenverkehr ablenken, können ggf. auch zu einer weiteren Diskrepanz zwischen Anforderungssituation und verfügbaren Kompetenzen beitragen. Neben diesen eher auf die individuelle Verkehrsteilnahme als Autofahrer bezogenen Maßnahmen sind weitere wichtige kontextorientierte Ansatzpunkte in alternativen Mobilitätsvarianten zum Auto, wie in der Verbesserung der Attraktivität von Angeboten des ÖPNV oder auch den Bedingungen für Fußgänger und Radfahrer, zu finden. In diesem Sinne erscheint ein mehrdimensionaler Ansatz für die Gestaltung von Maßnahmen zur Erhöhung der Verkehrssicherheit älterer Kraftfahrer am erfolgversprechendsten. Interventionsansätze sollten sich gegenseitig ergänzen und möglichst sowohl die Ressourcen auf Seiten des älteren Menschen selbst als auch der Umwelt umfassen.
The National Roads Authority in Ireland is responsible for planning and supervision of construction and maintenance works on the National Road network. Its primary function is "to secure the provision of a safe and efficient network of national roads". The population of Ireland has grown rapidly from 3.5 million to 4 million within the past 10 years, and vehicle ownership has also risen rapidly to 2 million vehicles, with 2.2 million drivers. Collisions rates in Ireland are at approximately 1.5 collisions per 1,000 population (in 2002), and 8.4 deaths per 1,000,000 population (in 2003). This ranked 8th out of the 15 countries in the European Union at the time. Ireland- current Road Safety Strategy includes Engineering Targets. These are to complete construction of certain lengths of new motorway, dual carriageway and 2+1 highway, to implement a certain number of accident remedial and traffic calming schemes, and to implement road safety audit on all new schemes. The accident remedial schemes, traffic calming schemes, and road safety audit are all the responsibility of the Road Safety section of NRA. The road safety programme of the NRA is divided into four main areas; a) accident remedial measures at individual sites, b) accident remedial treatment of entire routes, c) traffic calming of towns and villages on main roads, d) road safety audit. Examples of these measures are described. Evaluation of past programmes of single site accident remedial measures show a reduction in collision occurrence at these sites, but the effectiveness and the economic rate of return is decreasing over successive programmes. A similar programme has now been adopted on the rest of the country- road network, on regional and local roads. The programme of remedial treatment of entire routes has only recently started and has not been evaluated. Evaluation of the first programme of traffic calming of towns and villages shows an overall decrease in collisions and their severity, and a small reduction in speed. Road Safety Audit, examining new schemes a number of times during design and after construction, has been standard procedure on the national road network for nearly 6 years. An evaluation is currently underway.
Die EU hat für die Verkehrssicherheit in Europa ein anspruchsvolles Ziel vorgegeben: Bis 2010 soll die Anzahl der im Straßenverkehr Getöteten gegenüber 2000 halbiert werden. Für Deutschland kann eine erfolgreiche Zwischenbilanz gezogen werden: In den letzten 5 Jahren nahm trotz Vergrößerung des Kraftfahrzeugbestandes um 6% die Anzahl der Verkehrstoten um 29% ab, in den vergangenen 10 Jahren ist ein Rückgang um 43% zu verzeichnen. Diese im internationalen Vergleich überdurchschnittlichen Erfolge sind nicht zuletzt auch auf Fortschritte in der Fahrzeugtechnik zurückzuführen, wobei die zunehmende Verbreitung von Systemen der Aktiven Sicherheit wie ABS, BAS, ESP einen entscheidenden Anteil hat. Nach der deutlichen Reduzierung von Fahrunfällen durch ESP-® stehen nun die Auffahrunfälle im Fokus der Sicherheitsentwicklung von Mercedes-Benz. Das Paket aus verbessertem rückwärtigen Signalbild (Adaptives Bremslicht) und Brems-Assistent (BAS) wurde kürzlich durch radarbasierte Bremsassistenz ergänzt (BAS PLUS und PRE-SAFE-®-Bremse). Der Beitrag geht auf Funktion und Wirksamkeit der einzelnen Systeme ein und gibt einen Ausblick in die nähere Zukunft.
The Swedish "Vision Zero" regards road fatalities and severe injuries as unacceptable. The vision is based on this ethical perspective together with a fundament of shared responsibility between the system designers and the road user. The design of the traffic system shall protect the road user from these effects as long as he or she follows the traffic rules. It should be possible to make a mistake without being killed. This policy has, during the first period of the "vision zero" (since 1997) put high priority on road and car design where the purpose has been to develop a forgiving environment. Gradually it has, however, become clear that much more effort has to be focused on the responsibility of the road user. Protecting measures will have limited effect as long as the understanding and acceptance from road users is limited. During the last years, Sweden has gone through several improvements of the driver education and is in the middle of important improvements of road safety education for children in schools. Several EU-projects has contributed to this development. One aspect that has received large international interest is the lay instructed driver training from 16 years of age supervised by parents. This has been in use since 1993. Another is the development of mandatory courses, such as an introduction for the learner and the lay instructor, a "risk awareness" courses dealing specifically with speeding, seat belt use, drunk driving, tiredness, and driving on low friction. The presentation will share some of the "vision zero" fundaments together with the latest experiences, research and development concerning driver education in Sweden.
Mobil sein zählt zu den Grundbedürfnissen und im Rahmen des westlichen Wertesystems zu den Grundrechten von Menschen. Dies gilt umso mehr, je mobiler die Gesamtgesellschaft wird und je mehr Menschen im Zuge der demographischen Entwicklung zum Kreis der "älteren Menschen" zählen. Dementsprechend wertet der dritte Bericht zur Lage der älteren Generation in der Bundesrepublik Deutschland den Erhalt der Mobilität im Alter als Basis für die "Erschließbarkeit der verschiedensten Ressourcen der Außenwelt" und als "entscheidenden Faktor von Lebensqualität im Alter", d.h. Aufrechterhaltung der Unabhängigkeit der Lebensführung durch Bewahrung von Fertigkeiten inkl. der Ermutigung zur Mobilität spielt für Ältere eine besonders wichtige Rolle. Die Entwicklung von Interventionsansätzen zur Förderung einer lebenslangen, sicheren Mobilität älterer Menschen stellt eine gesamtgesellschaftliche Herausforderung dar. Dementsprechend lebendig ist die Diskussion über Möglichkeiten ältere Verkehrsteilnehmer/innen in der Erhaltung ihrer Mobilität zu unterstützen und die Forschungsaktivität auf diesem Gebiet. Im Vortrag werden u. a. folgende Bereiche thematisiert: - Senioren stellen keine homogene Gruppe dar; dieses gut erforschte Faktum gilt auch für ihr Mobilitätsverhalten, aber auch für das Risikoverhalten. Ältere Menschen sind durch ausgesprochene Vielfalt mobilitätsbezogener Erwartungen, Verhaltensmuster und Lebensstile charakterisiert. - Die gegenwärtig durchaus wachsende positive Bewertung und Einstellung gegenüber Alter und Altern muss bei der Entwicklung neuer Sicherheitsmodelle berücksichtigt werden, gar Vorteil sollte daraus gezogen werden. - Um höhere Straßenverkehrssicherheit - nicht nur für Ältere - zu erreichen, ist eine stärkere Orientierung auf schwache, ungeschützte, vulnerable Verkehrsteilnehmer notwendig. - Teilnahme am Straßenverkehr ist Ergebnis eines lebenslangen Lernprozesses. Mobilitätsgewohnheiten, die während des Lebenslaufes erworben wurden, werden auch im Alter (unter Einsatz diverser Kompensationsstrategien) zum Großteil beibehalten. - Technologische Systeme (z.B. Telematik) können Mobilitätsplanung erleichtern und (bis zu einem gewissen Grad) Verluste in Fertigkeiten und Fähigkeiten zur Verkehrsteilnahme kompensieren und auf diese Weise zur Unfallreduktion beitragen. Die Alterssensitivität der Systeme muss ein zentraler Entwicklungsbereich sein. - Es sollte eine sehr viel stärkere Beteiligung der Älteren an der Entwicklung, Einführung und Implementation von verkehrsbezogenen Sicherheitsmaßnahmen und neuen Technologien ermöglicht werden. - Augenmerk sollte auch auf "alternative" Mobilitätsformen gelenkt werden: Smart Modes (zu Fuß gehen, Radfahren). Auch die Nutzung des ÖPNV sollte dadurch erleichtert werden, dass er so "benutzerfreundlich" wie nur möglich wird. - Ältere haben weiterhin ein hohes Interesse an und eine positive Einstellung zu Lernen, Übung und Training. Dies gilt auch für technischen Fortschritt und moderne Entwicklungen bezüglich der Straßenverkehrssicherheit. - Wenn Verkehrssicherheitsmaßnahmen implementiert werden, sollten die Kommunikationsmöglichkeiten dergestalt genutzt werden, dass sie für die verschiedenen Lebenssituationen und Lebensstile der Älteren angemessen sind. "Neue" Medien können dabei durchaus in Betracht gezogen werden. Fachdisziplinen wie Politikwissenschaft, Verkehrswesen, Ingenieurwissenschaften, Raumplanung, Architektur, Soziologie, Medizin, Psychologie, Pädagogik, Rechtswissenschaften, Ökonomie und Ökologie müssen künftig kooperieren, um einen Synergie-Effekt im Bereich der Mobilitätsförderung und der Verkehrssicherheitsarbeit für ältere Verkehrsteilnehmer und Verkehrsteilnehmerinnen zu erzielen. Dabei ist eine enge, interdisziplinäre Zusammenarbeit notwendig - ebenso wie ein vorurteilsfreier Umgang der Menschen miteinander in unserer Gesellschaft.
Before 2002, France was in the queue of Europeans countries in terms of road safety results because of the low density of population and the faulty behaviour of French due itself to a very low level of traffic law enforcement Even if there were signs of the change of mind in France towards road safety before, the turning point was in summer 2002, when the President declared road safety as a priority work during his mandate. The more symbolic measure was the decision to settle an automatic speed control system (700 fixed and 300 mobile). Over three years, the average speed on French roads decreased by 5 km/h and the number of fatalities on road turned down from an average of 8000 deaths per year to 5 300, which represents a decrease of more than 34 %. For the next months, we anticipate that, as many drivers have kept loosing points on their driving licence through light speed violations, this will lead drivers to check their speed and the speed limits more systematically as loosing points on one's driving license has longer time effects than paying a fine. Consequently, we expect a decrease of 10 % to 15% of fatalities in 2006, which is a very good result if we compare with the trend of the last twenty five years (about 2,3 %). The reverse effect of this system that lies on the changes of behaviour of the majority is that, there is more and more discontent against the system taking into account that automatic speed control system allows only a minor tolerance above limits and that local speed limits are not always adapted to local infrastructure and traffic conditions. Another weakness of the system is that motorcyclists are too rarely caught by the system; the system is being gradually improved by placing the new speed cameras in position of taking photographs of the back of the vehicle. But this would not be sufficient to reduce the speed of motorcyclists that are a very high risk group (16% of fatalities for 0,8 % of traffic) For alcohol, there is no easy route for progress: all what is done nowadays is toward festive impaired driving (through designating sober drivers or mass alcohol preventive screenings) although there is not enough done towards chronic alcoholic driving.
Motorcycle safety research

Honda- global motorcycle sales exceeded the 10 million units mark since 2004, and further expansion is expected. As a responsibility for a company to provide mobility, Honda is focusing on motorcycle safety as top priority and has been working on various activities for both aspects of hardware and software. Here, we present Honda- activity for the safety technology of motorcycles. At present, Honda is promoting motorcycle safety in the four themes of prevention and collision safety such as safety education, recognition assistance, accident prevention and injury reduction. First, in the area of the safety education, the "Honda Safety Driving Promotion Center" was established in 1970, and motorcycle riders and vehicle driver trainings have been organized, and the traffic training centers are used as an actual practice field not only in Japan but also in many other regions in the world. Through our training activities, the new area of safety training with hardware assistance was developed and Honda- unique technology was accumulated such as the riding simulator which can provide experience of potentially dangerous situations without risk. Especially, the "riding trainer", the popular version of the riding simulator, was introduced at several motor shows in various countries and launched in September 2005. It was distributed first in Europe and is expected to expand globally aiming at 3000 units worldwide.. And in Europe, the newest version, which includes the suburban roads program, jointly developed with ADAC, will be released in near future. In the area of recognition assistance, "vehicle to vehicle communication technology" is under development using the advantage of being a manufacturer of both motorcycles and cars. This technology is under research as Honda "ASV-3" in Japan, and as part of C2C activity in Europe. As for the accident prevention, advanced brake systems for motorcycles to assist more effective brake operation have been expanded, Honda signed the European Road Safety Charter in April 2004 with the advanced brake systems commitment and furthermore, they are expanding according to vehicle characteristics and region. Then all models above 250 cc will have a version of the system by 2010. And as the last theme, "motorcycle airbag system" is introduced which is equipped on a mass production motorcycle for the first time in the world. It has been researched and developed for a long time as an injury reduction technology for collision accidents. Honda automobile technology was used for the research and development of the motorcycle airbag, and many specific issues such as the analysis of the collision conditions particular to motorcycles have been solved to realize today- success. It might be known that ADAC in-house crash test held in August this year confirmed the high effectiveness of the airbag system and showed a positive result. This motorcycle airbag system is equipped to the Honda Gold Wing and launched in North America in August, 2006. Also in Europe, it will be sold by the end of this year. Auf der zweitägigen Fachtagung "Luftqualität an Straßen" wurden aktuelle Forschungsaktivitäten auf dem Gebiet der Luftreinhaltung und besonders der verkehrsbedingten Luftschadstoffe präsentiert. Der Tagungsband gibt die 17 Fachvorträge und die Übersicht der tagungsbegleitenden Posterausstellung wieder.
Der Allgemeine Deutsche Automobil-Club e.V. (ADAC) und die Bundesanstalt für Straßenwesen (BASt) veranstalteten am 13. Oktober 2006 in Baden-Baden das 6. Symposium "Sicher fahren in Europa". Die Fachvorträge befassten sich mit den Themenbereichen: Ansätze zu mehr Verkehrssicherheit, - Verbesserung der Fahrzeugsicherheit, - Besondere Zielgruppen. Die CD-ROM dokumentiert die Grußworte, die Referate und die Podiumsdiskussion.
Im Jahr 2005 wurde mit dem Bau der Niederrheinbrücke Wesel der Bau der Ortsumgehung Wesel begonnen. Der Beitrag berichtet über einige Ausführungsdetails der im Jahr 2009 fertiggestellten Baumaßnahme: die Herstellung des Pylons in hochfestem Beton, die Montage der Strombrücke, der Einsatz von Parallellitzenbündeln.
Passive Schutzeinrichtungen aus Stahl werden vor Korrosion durch Verzinken geschützt. Bis 2008 handelte es sich ausschließlich um Stückverzinkung. Im Jahr 2008 hat das Bundesministerium für Verkehr, Bau und Stadtentwicklung bis auf Widerruf dem Einsatz von Schutzplankenholmen aus bandverzinkten Stahl zugestimmt. Der Beitrag beschreibt das Verhalten von Zinküberzügen an der Atmosphäre, die Unterschiede zwischen Stück- und Bandverzinkung für Konstruktionsteile, die Grundlage der Zustimmung zum Einsatz von bandverzinkten Schutzplankenholmen und die Auswertung eines Freibewitterungsversuches mit bandverzinkten Schutzplankenholmen nach 9 Jahren.
Am 38. Erfahrungsaustausch über Erdarbeiten im Straßenbau am 7. und 8. Mai 2002 nahmen neben Vertretern des Bundesministeriums fuer Verkehr, Bau- und Wohnungswesen und der Straßenbaubehörden der Länder auch Vertreter der Bundesanstalt für Wasserbau, der DEGES, des Bundesrechnungshofes und der Deutschen Bahn AG teil. Der Erfahrungsaustausch dient dazu, Erfahrungen mit neuen Bauweisen und der Anwendung neuer Regelwerke und Prüfverfahren mitzuteilen und zu diskutieren. Schwerpunkte waren diesmal der Boden- und Grundwasserschutz im Straßenbau und Straßenbetrieb, die Vorstellung von Neuerungen im Regelwerk und Erfahrungen mit deren Anwendung sowie neue Baustoffe und Bauverfahren. Nach Informationen aus dem BMVBW und über Aktivitäten in der BASt und der FGSV wurden die gesetzlichen Grundlagen des Boden- und Grundwasserschutzes vorgestellt und eine Übersicht über den aktuellen Stand des zugehörigen Regelwerkes des Straßenbaus gegeben. Im Detail wurden die Richtlinien über die umweltverträgliche Anwendung von industriellen Nebenprodukten und RC-Baustoffen (RuA-StB 01) mit den Mitteilungen 20 der LAGA verglichen. Des Weiteren befasste man sich mit neuen Forschungsergebnissen über Bodenbelastungen an Verkehrswegen und stellte die neuen Richtlinien über bautechnische Maßnahmen an Straßen in Wasserschutzgebieten (RiStWag) vor. Zum Themenbereich Regelwerke wurden aus der Sicht des Erdbaus Betrachtungen zu den Neuerungen der RStO 01 angestellt und über die neuen Richtlinien über geotechnische Untersuchungen und geotechnische Berechnungen berichtet. Um baustoffbezogene Themen ging es bei den Erfahrungen aus dem Wasserbau über das Verhalten von geosynthetischen Tondichtungsbahnen im gequollenen Zustand, den Erkenntnissen über den Einsatz von Geokunststoffen zur Sicherung bruchgefährdeter Straßenbereiche in Altbergbau- und Subrosionsgebieten und den Einsatz von Blähton als Leichtbaustoff beim Straßenbau auf wenig tragfähigem Untergrund. Anwendungsmöglichkeiten und Grenzen ueber Bauweisen zur tiefgründigen Bodenstabilisierung im Verdrängungs- und Mischverfahren wurden in einem Überblick einschließlich der Kosten der verschiedenen Verfahren aufgezeigt. An Beispielen wurde über die Sicherung von steilen Böschungen mit Pflanzen (Lebend bewehrte Erde) und über die Sanierung einer Rutschung berichtet. Die Fachexkursion am 8. Mai führte zur Baustelle eines Abschnittes der BAB A 17 von Dresden nach Prag, die in ihrem stadtnahen Streckenabschnitt 4 Brücken und 3 Tunnel aufweist, um Wohngebiete und Kleingartenanlagen zu schützen. Der bei den Tunnelvortrieben gewonnene Syenit wird aufbereitet und auf den Baustellen wiederverwendet.
Der Bau und die Unterhaltung öffentlicher Straßen belasten die öffentlichen Haushalte in erheblichem Maße. Deshalb wird in der Bundesrepublik Deutschland nach zunächst langem Zögern nun, ausländischen Vorbildern folgend, schon seit mehr als zehn Jahren ueber die private Finanzierung dieser Aufgabe diskutiert; teilweise sind einzelne Vorhaben bereits in neuer Form finanziert worden. Zugleich ist die herkömmliche Form, in der Aufgaben der Straßenverwaltung wahrgenommen werden, in einigen Bundesländern als unbefriedigend angesehen und daher durch neue Organisationsstrukturen ersetzt worden. Beide Entwicklungen wurden vom Arbeitsausschuss "Straßenrecht" der Forschungsgesellschaft für Straßen- und Verkehrswesen auf seinem Forschungsseminar über "Straßenbaufinanzierung und -verwaltung in neuen Formen" am 23. und 24. September 2002 an der Universität des Saarlandes ausführlich erörtert; die in diesem Band veröffentlichten vier Referate betreffen zum einen die Finanzierungsaspekte und zum anderen die organisatorischen Fragen. In seinem Beitrag über "Neue Finanzierungsformen für den Straßenbau" stellt Michael UECHTRITZ vor dem Hintergrund der bisherigen Diskussion die Grundideen der neueren Überlegungen - Nutzerfinanzierung und Privatfinanzierung sowie Organisationsprivatisierung - vor, die nach seiner Ansicht weder gemeinschaftsrechtlichen noch verfassungsrechtlichen Bedenken begegnen. Einen Einstieg in die Nutzerfinanzierung bildet die Einführung der Maut fuer schwere Nutzfahrzeuge bei der Benutzung von Autobahnen (sog. Lkw-Maut), die private Finanzierung von Fernstraßenabschnitten ist im Fernstraßenbauprivatfinanzierungsgesetz geregelt, stößt jedoch auf Anwendungsprobleme, die auch durch die kürzlich erfolgte Novellierung des Gesetzes nicht völlig behoben sind. Um diese Schwierigkeiten zu vermeiden, ist im Bundesverkehrsministerium ein Betreibermodell fuer den mehrstufigen Autobahnausbau (sog. A-Modell) entwickelt worden, bei dem der Ausbau durch Private und die Refinanzierung aus dem Aufkommen der Lkw-Maut sowie durch eine Anschubfinanzierung aus dem Bundeshaushalt erfolgen soll, doch bleibt zweifelhaft, ob das Modell sinnvoll realisiert werden kann; Gleiches gilt für die in der vorigen Legislaturperiode angestrebte Gründung einer privatrechtlich organisierten Verkehrsinfrastrukturgesellschaft. Insgesamt sind die einzelnen Elemente neuerer Finanzierungsformen zudem nicht oder nur unzureichend aufeinander abgestimmt, so dass ihre Harmonisierung wünschenswert ist. Gerhard GEYER schildert in seinem Referat über "Mischfinanzierung des Straßenbaus durch Bund, Länder und Gemeinden" Ansätze in der Praxis, eine gemeinsame Finanzierung von Bundesfernstraßen aus Bundes- und Landesmitteln - ggf. unter Beteiligung weiterer juristischer Personen des öffentlichen Rechts - zu erreichen, die er für verfassungswidrig hält. Auch ein finanzieller Interessenausgleich unterschiedlicher Baulasttraeger ist auf der Grundlage des einfachen Rechts nur in besonders gelagerten Fällen zulässig, wie sich bereits unter dem Aspekt der Straßenklassifizierung und dem Gesichtspunkt der Planrechtfertigung, aber auch aus den Bestimmungen des Kommunalrechts ergibt. Im Freistaat Bayern ist freilich ein Modell entwickelt worden, bei dem der Staat sich an dem Bau einer Staatsstraße durch die Gemeinde finanziell beteiligt, das auch der Bayerische Verwaltungsgerichtshof als zulässig angesehen hat. In der Praxis finden sich indessen mehrere Beispiele der Mischfinanzierung, vor allem in Form der Vorfinanzierung, die jedoch auf erhebliche rechtliche Bedenken stoßen. Joachim MAJCHEREK berichtet ueber die im Zuge der Verwaltungsreform in Nordrhein-Westfalen erfolgte Neuorganisation der Landesstraßenbauverwaltung durch die Überleitung der bisher von den Landschaftsverbänden wahrgenommenen Aufgaben im Bereich der Straßenbauverwaltung auf den Landesbetrieb Straßenbau Nordrhein-Westfalen ("Straßen.NRW") und schildert die Organisation des Landesbetriebs und seine Aufgaben als Dienstleistungsunternehmen sowie die gegenüber der früheren Rechtslage eingetretenen Veränderungen, wesentliche Aspekte der Finanzierung und der voraussichtlichen künftigen Entwicklung. Im Anschluss stellt Jutta SCHMIDT den im Gefolge der Neuorganisation der rheinland-pfälzischen Bezirksregierungen geschaffenen "Landesbetrieb Straßen und Verkehr Rheinland-Pfalz (LSV)" dar. Ihr Beitrag geht näher auf die Überlegungen vor der Errichtung des Landesbetriebes, auf seine Rechtsstellung, seine innere Struktur, seine Aufgaben und Ziele sowie sein Finanzwesen und die ihm eingeräumten Mittel ein. Abschließend ist der Entwurf des "Hessischen Gesetzes über den Bau und die Finanzierung öffentlicher Straßen durch Private" nebst Begründung abgedruckt.
Herber diskutiert angesichts des Auseinanderklaffens einerseits der aktuellen Verkehrsprognosen " die namentlich auf den Autobahnen von 2004 bis 2025 Verkehrszuwächse von 44 % veranschlagen " und andererseits der finanziellen und ökologischen Begrenzungen der künftigen Verkehrspolitik verschiedene Vorschläge zur Reform der Bundesauftragsverwaltung, der Netzplanung, der Netzbereinigung und der Netzbildung sowie zur besseren Einbindung der Bürger in die Planungsverfahren von Straßeninfrastrukturprojekten. Geigers Beitrag zum planfeststellenden Bebauungsplan gelangt zu einem skeptischen Befund: Nach seiner Einschätzung sprechen insgesamt überwiegende Gründe dafür, Straßenbauvorhaben regelmäßig durch Planfeststellung und nicht durch planfeststellungsersetzenden Bebauungsplan festzusetzen. Insbesondere von dem Instrument des isolierten Straßenbebauungsplans solle nur in Ausnahmefällen Gebrauch gemacht werden. Selbst im Gesamtkontext einer umfassenden städtebaulichen Umgestaltung empfehle sich meist eine zeitlich und inhaltlich aufeinander abgestimmte Planung, bei der sich die Gemeinde auf die städtebaulichen Planungen beschränke und die straßenseitige Planung der Straßenbauverwaltung überlasse. Der Beitrag zu "notwendigen Folgemaßnahmen" von Gaentzsch diagnostiziert trotz einer ganzen Reihe einschlägiger Präjudizen weiterhin erhebliche Rechtsunsicherheiten bei der Anwendung des -§ 75 Absatz 1 Satz 1 und des -§ 78 VwVfG. Skeptisch äußert sich Gaentzsch gegenüber dem Versuch, die Voraussetzungen beider Regelungen weiter gesetzlich zu konkretisieren. Er empfiehlt stattdessen, in Zweifels- oder Streitfällen die gemeinsame oberste Behörde entscheiden zu lassen und zudem die Fehlerfolgenregelung des -§ 75 Absatz 1a VwVfG auch auf Fehler im Bereich der Folgemaßnahmen auszuweiten. Der abschließende Beitrag von Sauthoff zur "Abstufung nicht mehr fernverkehrsrelevanter Bundesfernstraßen" widmet sich einem zentralen verfassungsrechtlichen Streitpunkt des Straßenrechts der letzten Jahrzehnte. Er diskutiert neuere gutachtliche Ausarbeitungen zur Überprüfung des Bundesfernstraßennetzes, die er als Verhandlungsgrundlage zwischen Bund und Ländern ansieht. Die in den Richtlinien für integrierte Netzgestaltung (RIN) vorgesehene Anknüpfung an das raumordnerische Zentrale"Orte"System bei der Klassifizierung des Straßennetzes sei jedoch nur mit Modifikationen möglich; rechtlich entscheidend seien allein die verfassungsrechtlich fundierten Kriterien des -§ 1 Absatz 1 FStrG und damit letztlich die " gegebenenfalls geänderte " Verkehrsbedeutung der Straße. Bei Anwendung dieser Maßstäbe sei grundsätzlich auch eine Weisung des Bundes auf Einziehung zulässig. Einen Bedarf für eine Novellierung des Bundesfernstraßengesetzes verneint der Referent.
Every second counts when human lives are at stake. The increasingly safe design of vehicles presents rescuers with a serious challenge. Faced with high-strength steels and body reinforcements, even the most powerful cutters reach their limits. Therefore, incident commanders require information on the technical features and components installed, directly in the vehicle. Several tests have shown that such information helps to save valuable minutes. Therefore, a standardised A4 "rescue sheet" containing information on the location of cabin reinforcements, the tank, the battery, airbags, gas generators, control units etc. " and indicating adequate cutting points must be used throughout Europe. Hopefully, in a few years, the new eCall emergency call system will be in place everywhere in Europe. The system will transmit the relevant vehicle-specific data directly to the rescuers on-site. Until then, we need a simple and effective solution that saves lives.
W.-D. FRIEDRICH schildert in seinem Einführungsvortrag die praktischen Erfahrungen und Probleme der DEGES Deutsche Einheit, Fernstraßenplanungs- und -bau GmbH beim straßenrechtlichen Grunderwerb. Die DEGES ist dazu übergegangen, den Grunderwerb unter Einbeziehung von Dienstleistungsfirmen zu realisieren, was sich als effizient, kostengünstig und flexibel erwiesen hat. Im Zuge der Vorbereitung und Durchführung von Besitzeinweisungsverfahren bilden namentlich der Nachweis der Dringlichkeit und die Besitzeinweisung für Ausgleichs- und Ersatzmaßnahmen Problemschwerpunkte. Im Zentrum der Rechtsstreitigkeiten der eigentlichen Enteignungsverfahren steht die Verkehrswertermittlung, wobei FRIEDRICH beispielhaft die Bewertung von Grundstücken, in denen bergfreie Bodenschätze lagern, und die kontrovers umstrittene Frage der Berücksichtigung von Betriebsprämien als gesicherte Rechtsposition diskutiert. E. ALLESCH berichtet über aktuelle Rechtsfragen der straßenrechtlichen Enteignung, die sich aus Sicht der Verwaltungsgerichtsbarkeit stellen. Er verdeutlicht das Zusammenspiel der Vorschriften des Bundesfernstraßengesetzes (-§ 18f, -§ 19 FStrG) mit dem Enteignungsrecht der Länder und behandelt als Einzelprobleme unter anderem die Probleme der Enteignung und Besitzeinweisung auf Grundlage eines isolierten Straßenbebauungsplans, die Fragen der Wirksamkeit und Durchsetzbarkeit einer Einigung in und ausserhalb des Enteignungsverfahrens, das Erfordernis des sofortigen Baubeginns im Sinne des -§ 18f Abs. 1 Satz 1 FStrG und die Frage nach dem Ausschluss "weiterer Voraussetzungen" nach -§ 18f Abs. 1 Satz 3 FStrG. H. SCHMITZ liefert einen Bericht zum Stand der geplanten Vereinheitlichung der Fachplanungsgesetze im Verwaltungsverfahrensgesetz, die insbesondere auf eine Verallgemeinerung der Regelungen des Infrastrukturplanungsbeschleunigungsgesetzes abzielt. Er stellt dabei namentlich den Inhalt des Musterentwurfs der Verwaltungsverfahrensrechtsreferenten von Bund und Ländern mit den letzten Fortschreibungen vor. T. TEGTBAUER beschreibt in ihrem Beitrag zur "Privatisierung im Straßenbau" die aktuellen Erfahrungen des Bundes mit dem sog. A-Modell. Einer Darstellung des Konzepts selbst folgen eine Chronologie der Entwicklung der A-Modelle, eine Vorstellung der vier A-Modell-Pilotprojekte sowie des strukturierten Verhandlungsverfahrens und insbesondere der Wirtschaftlichkeitsuntersuchung i. S. v. -§ 7 BHO. Die Auswertung der vier Pilotprojekte ergab, dass die selbst gesteckten Ziele mit den Pilotprojekten teilweise erreicht wurden, weshalb der Bund mit den Ländern bereits acht weitere Projekte abstimmen konnte. G. RECKER vervollständigt dieses Bild aus Sicht eines Landes und berichtet über die Grundsanierung und den erforderlichen Ausbau auf sechs Streifen eines Streckenabschnitts der BAB 1, die die stark befahrenen Strecken von Schleswig-Holstein bis Saarbrücken und die Seehäfen Norddeutschlands mit dem Westen Deutschlands verbindet und Teil der transeuropäischen Netze ist. Im Ergebnis ist der Aufwand für das gebündelte Vergabeverfahren im Vergleich zur Durchführung von sieben Einzelverfahren geringer ausgefallen, wobei weitere Synergieeffekte als möglich angesehen werden. Allerdings ist gerade in der Umsetzungsphase auch auf Seiten des Konzessionsnehmers noch die erforderliche Routine auszubauen.
The role of a national motor vehicle crash causation study-style data set in rollover data analysis

On 1 January 2005, The National Highway Traffic Safety Administration, an agency of the United States Department of Transportation, implemented a new data collection strategy designed to assess crash avoidance technologies and report associated behavioral inputs and outcomes. The original goal was a six-year program, however, during the shortened data collection period; it proved a valuable resource for understanding a precrash environment previously obscured by forensic case investigation. Another unintended consequence was an overlap with infrastructure, roadway geometry, and design with the occupant and vehicle outcomes, by virtue of well-defined attributes. External to the collected data, supplementary information was extrapolated, by using manuals published in the United States, by the American Association of State Highway Transportation Officials and selected State Departments of Transportation, in conjunction with the National Motor Vehicle Crash Causation Study (NMVCCS). This provided a backdrop to the infrastructure framework of the rollover problem within which the occupant and vehicle outcomes were studied. If a NMVCCS-style data collection were to be implemented elsewhere, then complementary manuals produced by federal transportation officials might be consulted producing similar relationships. The current study uses NMVCCS data to describe vehicles travelling through diverse design geometries and the outcome for occupants involved in crashes within that system. Codified and extrapolated data form the basis for assessing NMVCCS and its value to the transportation safety community, as the protocols are applicable universally. The benefit in continuing a NMVCCS-style study is noted, as the interaction of roadway infrastructure and occupant protection agencies might find paths to better work together in solving the complex rollover problem using a common data-driven approach.
The overall purpose of the ASSESS project is to develop a relevant and standardised set of test and assessment methods and associated tools for integrated vehicle safety systems, primarily focussing on currently available pre-crash sensing systems. The first stage of the project was to define casualty relevant accident scenarios so that the test scenarios will be developed based on accident scenarios which currently result in the greatest injury outcome, measured by a combination of casualty severity and casualty frequency. The first analysis stage was completed using data from a range of accident databases, including those which were nationally representative (STATS19, UK and STRADA, SE) and in-depth sources which provided more detailed parameters to characterise the accident scenarios (GIDAS, DE and OTS, UK). A common analysis method was developed in order to compare the data from these different sources, and while the data sets were not completely compatible, the majority of the data was aligned in such a way that allowed a useful comparison to be made. As the ASSESS project focuses on pre-crash sensing systems fitted to passenger cars, the data selected for the analysis was "injury accidents which involved at least one passenger car". The accident data analysis yielded the following ranked list of most relevant accident scenarios: Rank Accident scenario 1 Driving accident - single vehicle loss of control 2 Accidents in longitudinal traffic (same and opposite directions) 3 Accidents with turning vehicle(s) or crossing paths in junctions 4 Accidents involving pedestrians The ranked list highlights the relatively large role played by "accidents in longitudinal traffic", and "accidents with turning vehicle(s) or crossing paths in junctions" (the second and third most prevalent accident scenarios, respectively). The pre-crash systems addressed in ASSESS propose to yield beneficial safety outcomes with specific regard to these accident scenarios. This indicates that the ASSESS project is highly relevant to the current casualty crash problem. In the second stage of the analysis a selection of these accident scenarios were analysed further to define the accident parameters at a more detailed level .This paper describes the analysis approach and results from the first analysis stage.
This work aims at bringing evidence for mass incompatibility in frontal impact for cars built according to the UNECE R94 regulation. French national injury accidents database census for years 2005 to 2008 were used for the analysis. The heterogeneity of frontal self-protection among cars of different masses is investigated, as well as the partner protection parameter offered by these cars. The last part of the analysis deals with the estimation of the benefit, in terms of fatal and severe injuries avoided, if crashworthiness was harmonized for the whole fleet of vehicle. This calculation is done for France and is extended to all Europe.
A total survey of road traffic accidents involving most severely injured, defined as sustaining a polytrauma or severe monotrauma (ISS > 15) or being killed, was conducted over 14 months in a large study region in Germany. Data on injuries, pre-clinical and clinical care, crash circumstances and vehicle damage were obtained both prospectively and retrospectively from trauma centers, dispatch centers, police and fire departments. 149 patients with a polytrauma and eight with a severe monotrauma were recorded altogether. 22 patients died in hospital. Another 76 victims had deceased at the accident scene. In 2008, 49 % of patients treated with life-threatening injuries were car or van occupants, 21 % motorcyclists, 18 % cyclists and 10 % pedestrians. Among fatalities at the scene, vehicle occupants constituted an even larger portion. The number of road users with life-threatening trauma in the region was extrapolated to the German situation. It suggests that 10 % among the "seriously injured" as defined in national accident statistics are surviving accident victims with a polytrauma or severe monotrauma.
An analysis of NASS and FARS was conducted to determine crash conditions that involved injuries that are not currently being directly addressed by vehicle safety standards or by consumer information test protocols. Analysis of both field data and US NCAP tests were conducted to determine the relative safety provided by seating position and by vehicle model year. Opportunities for improvements were determined by crash categories with large populations of injuries that were not addressed by safety tests or smaller numbers that were increasing in frequency. Areas of opportunities include improved occupant restrain in rollovers, improved frontal protection for rear seat occupants and improved fire prevention in frontal and rollover crashes.
Since 2005, the motorcycle crash fatalities in the US exceeded 10% of the overall annual traffic fatalities. Consequently, it has become critical to gain in-depth understanding of the factors and characteristics contributing to motorcycle crashes. Unfortunately, there currently exists no database gathering the necessary information for an in-depth analysis of the US motorcycle crashes. So this study utilizes the NASS/CDS database (National Automotive Sampling System, Crashworthiness Data System) in order to gain insights into the patterns and factors leading to a NASS/CDS motorcycle crash, from 1997 to 2007. NASS/CDS samples about 5,000 passenger car tow-away crashes per year. Each case includes photographs and detailed data on crash and pre-crash characteristics, vehicle types, trajectories, types of impact, and other pertinent roadway and crash scene information, allowing an in-depth investigation of the crash mechanisms. However, the NASS/CDS sampling process specifically focuses on passenger car crashes, so the cases extracted only correspond to crashes in which a passenger vehicle was towed, and a motorcycle was somehow involved. Thus, a by-hand in-depth review of about 200 cases allowed retrieving 106 relevant crashes for this study, tending to represent the severe passenger vehicle(s) versus motorcycle(s) crashes on US roads. The findings lead to the conclusion that these crashes mostly result from the low conspicuity of the motorcycle, and from the inability of the car drivers to fully appreciate and anticipate the behavior of a motorcycle. Indeed, it has been shown that, first, the car drivers involved in these cases did not attempt any avoidance maneuver, second, they were largely of ages under 25, and finally, the majority of the crashes were in an intersection scenario. In addition, the two major scenarios unveiled were the car attempting a left turn from the opposite direction and the car attempting a left turn from the right. The paper mentions several solutions to enhance the motorcycle- conspicuity and to allow the car drivers to better anticipate its behavior, which seem to be key factors in the intersection-related crashes (and more generally in the passenger vehicle(s) versus motorcycle(s) crashes).
The share of high-tensile steel in car bodies has increased over the last years. While occupant safety has generally benefited from this measure, there is a potential risk that, as a result, rescue time may increase considerably. In more than 60% of all car occupant fatalities a technical rescue has been necessary. These are in particular those cases where occupants die immediately at the accident scene. Therefore, in these cases "rescue time" is a very sensitive parameter. In addition to the general analysis of the need of technical rescue and the actual rescue time depending on model years, the injury pattern of occupants requiring technical rescue will be analysed to provide advice for rescue teams. Furthermore, a detailed analysis of rescue measures for the most popular car models depending on the safety cell design is given.
This study that was funded by the Research Association for Automotive Technology (FAT) develops a method for the evaluation of the placement of tanks or batteries by using the deformation frequencies in real-world accidents. Therefore, the deformations of more than 20.000 passenger cars in the GIDAS database are analysed. For each vehicle a contour of deformation is calculated and the deformed areas of the vehicles are transferred in a rangy matrix of deformation. Thereby, the vehicle is divided into more than 190.000 cells. Afterwards, all single matrices of deformation are summarized for each cell which allows representative analyses of the deformation frequencies of accidents with passenger cars in Germany. On the basis of these deformation frequencies it is possible to determine least deformed areas of all passenger cars. Furthermore, intended placements of tanks or batteries can be estimated in an early stage of development. Therefore, all vehicles with deformations in the intended tank areas can be analysed individually. Considering numerous parameters out of the GIDAS database (e.g. collision speed, kind of accident, overlap, collision partner etc.) the occurring forces can be calculated or the deformation frequency can be estimated. Furthermore, it is possible to consider the influence of primary and secondary safety systems on the deformation behaviour. The analysis of "worst case accident events" is an additional application of the calculated matrix of deformation frequency.
The NHTSA-sponsored Crash Injury Research and Engineering Network (CIREN) has collected and analyzed crash, vehicle damage, and detailed injury data from over 4000 case occupants who were patients admitted to Level-I trauma centers following involvement in motor vehicle crashes. Since 2005, CIREN has used a methodology known as "BioTab" to analyze and document the causes of injuries resulting from passenger vehicle crashes. BioTab was developed to provide a complete evidenced-based method to describe and document injury causation from in-depth crash investigations with confidence levels assigned to the causes of injury based on the available evidence. This paper describes how the BioTab method is being used in CIREN to leverage the data collected from in-depth crash investigations, and particularly the detailed injury data available in CIREN, to develop evidence-based assessments of injury causation. CIREN case examples are provided to demonstrate the ability of the BioTab method to improve real-world crash/injury data assessment.
Am 42. Erfahrungsaustausch über Erdarbeiten im Straßenbau (EAT) am 5. und 6. Mai 2010 nahmen neben Vertretern des Bundesministeriums für Verkehr, Bau- und Stadtentwicklung und der Straßenbaubehörden der Länder auch Vertreter der Bundesanstalt für Wasserbau, der Deutschen Bahn AG und der DEGES teil. Der Erfahrungsaustausch dient dazu, Erfahrungen mit neuen Bauweisen und der Anwendung neuer Regelwerke und Prüfverfahren mitzuteilen und zu diskutieren. Der 42. EAT hatte vier verschiedene Themen-Schwerpunkte. Zum Einen "Regelwerke und Normung", es wurde die Arbeitsgruppe des CEN und deren Aufgaben bei der europäischen Normung "Erdarbeiten" vorgestellt, über die Qualitätssicherung von Geokunststoffen informiert und außerdem Neuerungen in den RAP Stra 2010 und der aktuelle Überarbeitungsstand der Richtlinien für die Straßenentwässerung (ZTV Ew, RiStWag und RAS-Ew) erläutert. Die Erfahrungsberichte gewährten Einblicke über neue Bauverfahren und Baustoffe. Es wurde der Vortrag vom 41. EAT über die Anwendung von Glasschaumgranulat als Leichtschüttung mit 2-jähriger Erfahrung fortgeführt. Ferner wurde über die Verbesserung des Verformungsverhaltens organischer Böden am Beispiel der Querung eines Moorgebietes in Brandenburg und der Überwindung eines Todeisloches beim Bau der A7 im Allgäu berichtet. Ebenfalls wurden die Vorteile und erforderlichen Einschränkungen (Risiken) der Beobachtungsmethode bei der Sicherung standsicherheitsgefährdeter Einschnittsböschungen erläutert. Ein weiteres Thema waren die Auswirkungen des Klimawandels auf die Straßeninfrastruktur. In verschiedenen Szenarien wurde über den Klimawandel mit Relevanz für die Straße und über Risiken von Hang- und Böschungsrutschungen durch die Zunahme von Extremwetterereignissen informiert. An drei Fallbeispielen in Baden Württemberg, Rheinland-Pfalz und Niedersachsen wurde über Böschungsrutschungen und deren Sanierungsmaßnahmen berichtet. Den letzten Schwerpunkt bildeten die Bauverträge mit funktionalen Anforderungen. Es wurde über den Funktionsbauvertrag im Bundesfernstraßenbau, die Vorstellung der ZTV-Funktion E an Hand der BAB A6 bei Nürnberg und über die ZTV Funktion Ew berichtet. Die Fachexkursion am 6. Mai 2010 führte zunächst zur Verkehrs- und Betriebszentrale Nordbayern, die eindrucksvoll über ihre Aufgabengebiete, einschließlich des verkehrstelematischen, betriebs- und tunneltechnischen Systems informierte. Anschließend wurde über weitere Details des sechsstreifigen Ausbaus der BAB A6 zwischen der AS Roth und dem AK Nürnberg-Süd informiert. Im Anschluss erfolgten unter fachkundiger Führung die Besichtigung der Erdbaumaßnahmen an der Main-Donau-Kanalbrücke und der Rückbau des Lärmschutzwalls Kornburg inklusive der Erläuterungen der unvorhergesehenen Probleme bei der Aufbereitung des alten Lärmschutzwalls.
The paper presents a methodology for the benefit estimation of several secondary safety systems for pedestrians, using the exceptional data depth of GIDAS. A total of 667 frontal pedestrian accidents up to 40kph and more than 500 AIS2+ injuries have been considered. In addition to the severity, affected body region, exact impact point on the vehicle, and the causing part of every injury, the related Euro NCAP test zone was determined. One results of the study is a detailed impact distribution for AIS2+ injuries across the vehicle front. It can be stated, how often a test zone or vehicle part is hit by pedestrians in frontal accidents and which role the ground impact plays. Basing on that, different secondary safety measures can be evaluated by an injury shift method concerning their real world effectiveness. As an example, measures concerning the Euro NCAP pedestrian rating tests have been evaluated. It was analysed which Euro NCAP test zones are the most effective ones. In addition, real test results have been evaluated. Using the presented methodology, other secondary safety like the active bonnet (pop-up bonnet) or a pedestrian airbag measures can be evaluated.
Tree impacts are still one of the most important focal points of road deaths in Germany. For the year 2008, the latest figures in the national statistics show a share of 28% of road users killed in crashes with trees alongside a road amongst all crashes on rural roads (except the Autobahn). The official German statistics show the attribute "impact on a tree" since 1995. For this first reported year, the share of road users killed in such crashes was 30%. During the last 14 years, fatal accidents with road users killed on rural roads (except the Autobahn) after impacts on a tree declined by 60% from 1,737 (year 1995) to 696 (year 2008). But this is more or less in line with the general evolution of vehicle and traffic safety in Germany. For Germany as a whole the accident statistics do not show a reduction for "treer crashes" which is clearly more than the average for all accidents. But, as shown with the paper, there are different evolutions in the several German States. In public awareness the topic "tree impacts" is mostly associated with the situation in Germany after the reunification. At that time a lot of road users were killed on the avenues in the so called "new countries". The fact that "tree impacts" are still a big share within the figure of killed road users seems to be little-known. Using updated information coming from the official statistics and in-depth-studies, accident researchers can identify a big potential for further improvements of traffic safety on the associated district roads, state roads and federal highways. There is still a need to analyse more details of the accident occurrence with impacts on trees to generate new and updated findings on the current limits and potentials of measures to improve vehicle and traffic safety. To make further efforts in reducing the figures of victims of "tree impacts" the intensification of well-known conventional solutions " for example implementation of guard rails and reduction of speed - is an option. Measures related to vehicle safety technology especially in the field of primary (active) safety will have additional benefit within the physically imposed limits. With this background it can be seen that the subject "tree impacts" should be analysed with a holistic approach taking into account the entire system of driver, vehicle, road, the environment and a social consensus as well.
Qualität von on-trip Verkehrsinformationen im Straßenverkehr : BASt-Kolloquium 23. und 24.03.2011

Am 23. und 24. März 2011 veranstaltete die Bundesanstalt fuer Straßenwesen ein, um die Ergebnisse der erwähnten Projekte und Initiativen präsentieren zu lassen und mit anderen Experten zu diskutieren. Der vorliegende Tagungsband fasst die Ergebnisse des Kolloquiums zur "Qualität von on-trip Verkehrsinformationen" zusammen. Die Bereitstellung von Verkehrsinformationen ist geprägt von vielen Akteuren. Die Wertschöpfungskette beginnt bei der Sammlung grundlegender Verkehrsdaten zur Erstellung von Verkehrsinformationen und setzt sich mit der Datenverarbeitung und -interpretation bis hin zur Meldungserstellung fort. Die Weitergabe kann über verschiedene Übertragungsmedien erfolgen und beim Nutzer (z.B. im Navigationsgerät) empfangen werden. Jeder einzelne Schritt der Wertschoepfungskette kann sowohl von unterschiedlichen Partnern (privat oder öffentlich) übernommen werden als auch in der Hand eines Partners liegen. Diese Komplexität der Zusammenarbeit spiegelt sich demzufolge auch in Qualitätsmanagementprozessen wider. Im Rahmen des Kolloquiums wurden zwei wesentliche Qualitätsaspekte näher betrachtet: - die Datenqualität mit dem Focus auf Aktualitaet, Stimmigkeit der Daten verglichen mit einer gemessenen Realitaet sowohl zu Beginn der Wertschöpfungskette als auch an jeglichen Schnittstellen, - die Prozessqualität, welche sich insbesondere mit der reibungslosen Datenübergabe an den Schnittstellen der Wertschoepfungskette beschäftigt. Beide Qualitätsaspekte helfen zu verstehen, worin die heutigen Qualitätsprobleme bestehen und welche Massnahmen im Einzelnen ergriffen werden müssten, um eine nachhaltige Verbesserung zu erreichen. Einerseits kann es vorkommen, dass die Information über ein Verkehrsereignis an einer oder mehreren Stellen der Wertschöpfungskette korrekt vorliegt, jedoch durch ungenuegende technische oder organisatorische Schnittstellen im Prozessablauf wieder verloren geht und dem Nutzer folglich nicht zur Verfügung steht. Prominentes Beispiel eines solchen Problems in der Prozessqualität ist die fehlerhafte Interpretation der Meldung im Navigationsgerät, denkbar sind solche Informationsverluste jedoch an jeder Stelle der Wertschoepfungskette. Eine wichtige Massnahme zur Verbesserung der Prozessqualität ist die Standardisierung sowie die Überprüfung, ob die definierten Standards an jeder Stelle der Wertschöpfungskette eingehalten werden. Andererseits kann es vorkommen, dass die Datenqualität in Bezug auf ihre Genauigkeit von Anfang an so schlecht ist, dass der Nutzer eine fehlerhafte oder gar keine Nachricht übermittelt bekommt. Beispiel hierfür ist die Vielzahl von Stauereignissen, die entweder nicht gesendet wurden oder gesendet wurden, obwohl sie nicht vorhanden waren. Eine wichtige Massnahme zur Verbesserung dieser Situation ist die Verbesserung der Ereignisdetektion. Der Tagungsband enthaelt Präsentationen, die den Status Quo analysieren, Methoden zur verbesserten Datenerfassung vorschlagen und Möglichkeiten zur Verbesserung von Daten- und Prozessqualität vorstellen. Offen geblieben sind darüber hinaus folgende Fragestellungen: - Wie kann die Prozessqualität der gesamten Wertschöpfungskette bei der Vielzahl der Partner kontrolliert werden? Wer überwacht die Wertschöpfungskette? Wird hierfuer überhaupt eine zentrale Stelle benötigt? Oder ist es ausreichend, wenn jeder Partner eine angemessene Eingangs bzw. Ausgangskontrolle durchführt? - Obwohl es nur eine Realität gibt, entsteht doch Wettbewerb über die (Qualität der) Information zu dieser Realität. Wie kann Konsistenz zwischen allen Anbietern von sicherheitsrelevanten Informationen erreicht werden? Wo sollte der Wettbewerb enden und wie kann dies technisch, organisatorisch und wirtschaftlich realisiert werden? - Welche Prozesse sollten geschaffen werden, um Partner zu integrieren, die sich nicht an geschaffene Qualitätsstandards halten (z.B. kommerzielle Diensteanbieter, die nicht mit der Verkehrsinformationsszene vernetzt sind)? - Und nicht zuletzt, wie kann die Wahrnehmung des Nutzers über verschiedene Qualitätslevel unterschiedlicher Produkte verbessert werden? Ist der Nutzer in der Lage, die unterschiedlichen Qualitätsstufen von Verkehrssystemen zu unterscheiden? Falls nicht, welche Art von Unterstuetzung braucht der Kunde? Ein "European Information Services Assessment Programme" vergleichbar zu Euro NCAP für Fahrzeuge? Die Ergebnisse des Kolloquiums sollen die laufende Diskussion um die Verbesserung der Qualität von Verkehrsinformationen unterstützen.
Looking at the total of sum of fatal car accidents the number of single-vehicle accidents and particularly run-offroad (ROR) accidents are most frequent. In Austria on the Autobahn ROR accidents amounts to almost 45% of all fatal accidents, i.e. nearly every second fatal accident is caused by ROR accidents and interaction with infrastructure. Approximately 43 people were killed on Autobahns in ROR accidents with passenger cars. One possibility of protection against impacts with infrastructure is the use of guardrails. However, the initial element identified as a turned down terminal could become a dangerous impact object. These turned down terminals may lead a vehicle to roll over or the car "takes-off" when impacting the turned down guardrail. In many cases it is reported that the vehicle is jumping into road side objects such as traffic sign poles or overpasses. On average, nine people are killed in such accidents every year in Austria.
Small overlap frontal crashes are defined by a damage pattern with most of the vehicle deformation concentrated outboard of the main longitudinal structures. These crashes are prominent among frontal crashes resulting in serious and fatal injuries, even among vehicles that perform well in regulatory and consumer information crash tests. One of the critical aspects of understanding these crashes is knowing the crash speeds that cause the types of damage associated with serious injuries. Laboratory crash tests were conducted using 12 vehicles in three small overlap test conditions: pole, vehicle-to-vehicle collinear, and vehicle-to-vehicle oblique (15-degree striking angle). Field reconstruction techniques were used to estimate the delta V for each vehicle, and these results were compared with actual delta V values based on vehicle accelerometer data. Estimated delta Vs were 50% lower than actual values. Velocity change estimates for small overlap frontal crashes in databases such as NASS-CDS significantly underestimate actual values.
Bone fracture patterns could be crucial in reconstructing the nature of loading, especially in the lower limb and upper limb kinematics in vehicle-pedestrian crashes. In addition, use of FE bone models can be a handy tool to predict vehicle impact velocity and the impact direction. The point of fracture initiation in bone loading has been predicted quite accurately earlier. A methodology that predicts bone crack initiation and its propagation pattern for the six known loading directions using a single material and failure model is presented.
Pedestrian and cyclist are the most vulnerable road users in traffic crashes. One important aspect of this study was the comparable analysis of the exact impact configuration and the resulting injury patterns of pedestrians and cyclists in view of epidemiology. The secondary aim was assessment of head injury risks and kinematics of adult pedestrian and cyclists in primary and secondary impacts and to correlate the injuries related to physical parameters like HIC value, 3ms linear acceleration, and discuss the technical parameter with injuries observed in real-world accidents based documented real accidents of GIDAS and explains the head injuries by simulated load and impact conditions based on PC-Crash and MADYMO. A subsample of n=402 pedestrians and n=940 bicyclists from GIDAS database, Germany was used for preselection, from which 22 pedestrian and 18 cyclist accidents were selected for reconstruction by initially using PC-Crash to calculate impact conditions, such as vehicle impact velocity, vehicle kinematic sequence and throw out distance. The impact conditions then were employed to identify the initial conditions in simulation of MADYMO reconstruction. The results show that cyclists always suffer lower injury outcomes for the same accident severity. Differences in HIC, head relative impact velocity, 3ms linear contiguous acceleration, maximum angular velocity and acceleration, contact force, throwing distance and head contact timing are shown. The differences of landing conditions in secondary impacts of pedestrians and cyclists are also identified. Injury risk curves were generated by logistic regression model for each predicting physical parameters.
The accident research of Hanover and (from 1999 on) Dresden registered 736 leg injuries (AIS ≥ 2) from 1983 to March 2007. 174 of these injuries (23.6 %) were fractures or dislocations of foot and ankle. 149 feet of 141 front seat car occupants in 140 cars were affected. Of these 117 were drivers, 24 were front seat passengers. The mean age of occupants was 38.5 -± 16.8 years. Ankle fractures were the most frequent injury (n = 82; 80 malleolar fractures, 2 pilon fractures). 34 fractures and dislocations affected the hindfoot (5 talus and 26 calcaneal fractures, 2 subtalar dislocations and 1 subtotal amputation) , 16 to midfoot (4 navicular fractures, 5 cuboid fractures, 3 fractures of cuneiformia, 2 dislocations of chopart joint, 1 subtotal amputation, and one severe decollement) and 39 the forefoot (metatarsal fractures). Open fractures were seldom seen (2 malleolar fractures, 1 metatarsal fracture). Both feet were injured in 10 cases. 33 occupants (23.4 %) were polytaumatic had a polytrauma, 17 of them died. 81 percent of the occupants were belted. The cars were divided in pre EuroNCAP (year of manufacture 1997 and older) and post EuroNCAP cars (year of manufacture 1998 and newer). Most of the foot injuries were seen in pre EuroNCAP cars. Most of the occupants sat in compact cars (40 drivers and 9 front seat passengers) and large family cars (27 drivers and 7 co-drivers). 49 of 140 accidents occurred on country roads, 26 on main roads and 13 on motorways. The crash direction was mostly frontal. Generally were found no differences of delta v- and EES-level between the injured foot regions, but divided into pre- and post-EuroNCAP cars there was a tendency to higher delta v- and EES-levels in newer cars. The frequency of foot injuries increased linearly with increasing delta v-level; but above delta v-level of 55 km/h the linear increase only was seen in pre-EuroNCAP cars, post-EuroNCAP cars showed no further increase of injuries. The footwell intrusion showed no difference between the injured foot regions but pre-EuroNCAP cars had a tendency to higher footwell intrusion. There were no differences in footwell intrusion between the car types. Only 29 of 174 fractures or dislocations of foot were seen in post-EuroNCAP cars, the predominate number of these injuries (n = 145) were noticed in pre-EuroNCAP cars. A lower probability of long-term impairment was found in post-EuroNCAP cars for equal delta v levels, using the AIS2008 associated Functional Capacity Index (FCI) for the foot region.
