Im vorliegenden Bericht wird das Unfallgeschehen beim Gefahrguttransport analysiert. Grundlage der Untersuchung sind die Einzeldaten der amtlichen Straßenverkehrsunfallstatistik, die der BASt für Zwecke der Unfallforschung übermittelt werden. Untersucht werden die Unfalldaten der Jahre 1992 bis 1995. Ein Unfall wird als Gefahrgutunfall definiert, wenn im verfügbaren Datenmaterial der Unfälle mit Personenschaden bei mindestens einem Güterkraftfahrzeug mindestens zu einem gefahrgutspezifischen Merkmal eine Angabe vorliegt. Es erfolgt eine detaillierte Betrachtung der Struktur der Unfälle mit Personenschaden beim Transport gefährlicher Güter anhand wichtiger Unfall- und Beteiligtenmerkmale. Weiterhin werden spezifische Unterschiede zwischen dem Unfallgeschehen von Güterkraftfahrzeugen beim Gefahrguttransport und dem Gütertransport insgesamt herausgearbeitet. Beim Gefahrguttransport hat sich während des Untersuchungszeitraums die Zahl der Unfälle mit Personenschaden pro Jahr deutlich verringert. Unter der Voraussetzung, dass die Dunkelziffer und Qualität der Unfalldaten im Betrachtungszeitraum annähernd konstant geblieben ist, kann auf einen Rückgang der Unfälle beim Transport gefährlicher Güter geschlossen werden. Im Vergleich zum Unfallgeschehen des allgemeinen Güterverkehrs auf der Straße sind Unfälle beim Transport gefährlicher Güter seltene Ereignisse. "Nur" rund 8 von 1.000 Unfällen mit Personenschaden, an denen Güterkraftfahrzeuge beteiligt waren, wurden nach der vorliegenden Definition als Gefahrgutunfall eingestuft. Die Folgen dieser Unfälle sind jedoch deutlich schwerer. Im Mittel wurden bei 1.000 Unfällen mit Personenschaden beim Gefahrguttransport 69 Personen und beim Güterverkehr insgesamt 46 Personen getötet. Dabei hat jedoch das transportierte Gefahrgut bei 92 Prozent der betrachteten Unfälle nicht unmittelbar zu der deutlich höheren Unfallschwere beigetragen, da es "nur" bei 8 Prozent der Unfälle zu einem Austritt von Gefahrgut kam. Die entstandenen volkswirtschaftlichen Kosten liegen bei den Personenschäden um 40 Prozent und bei den Primär-Sachschäden um das Dreifache über den mittleren Kosten eines Unfalls im allgemeinen Güterverkehr. Sekundär-Sachschäden, das sind überwiegend die durch das Gefahrgut verursachten Langzeitschäden, konnten bei dieser Untersuchung nicht ermittelt werden, da entsprechende Informationen nicht vorlagen. Eine frühere BASt-Untersuchung (PÖPPEL, KÜHNEN; 1993) hat aber gezeigt, dass Sekundär-Sachschäden - bei den damals untersuchten Tankfahrzeugunfällen - nochmals bis zu etwa 40 Prozent höher liegen als Primär-Sachschäden.
Der Autor stellt eine Untersuchung zur Regionalstruktur der nächtlichen Freizeiunfälle junger Fahrer in Deutschland in den Jahren 1997 und 1998 vor. Der Schwerpunkt dieser Arbeit lag bei der Darstellung wichtiger Kenngrößen zur Unfallbeteiligung, zum Alkoholeinfluss und zum Risiko junger Fahrer für die insgesamt 439 Stadt- und Landkreise. Das Unfallgeschehen junger Fahrer stellte sich als regional sehr unterschiedlich heraus und zeigt deutliche Zusammenhänge mit der Siedlungsstruktur.
Der Autor berichtet über die Ergebnisse einer Untersuchung zum Unfallgeschehen beim Gefahrguttransport im Straßenverkehr. Untersucht wurden die Unfalldaten der Jahre 1992 bis 1995. Im Vergleich zum Unfallgeschehen des allgemeinen Güterverkehrs auf der Straße haben Unfälle beim Transport gefährlicher Güter leicht abgenommen.
Der vorliegende Bericht analysiert das Unfallgeschehen von Fahrzeugen beim Transport gefährlicher Güter in Verpackungen der Jahre 1987 bis August 1992 auf dem Gebiet der alten Bundesländer. Ein Unfall wird als Gefahrgutunfall definiert, wenn in seinem Verlauf mindestens 100 kg/l Gefahrgut austreten und/oder wenn Personen durch Gefahrgut verletzt werden. Die Untersuchung umfasst insgesamt 90 solcher Unfälle. Angaben zur Dunkelziffer liegen für den Untersuchungszeitraum nicht vor. Um die Repräsentativität der vorliegenden Erhebung abzuschätzen, wurde die Anzahl der Unfälle von Stückgutfahrzeugen mit der in der amtlichen Straßenverkehrsunfallstatistik ausgewiesenen Anzahl verglichen. Es zeigt sich, dass ungefähr jeder zweite Unfall mit gefährlichen Gütern im Rahmen der vorliegenden Erhebung nicht erfasst wurde. Ausgehend von der Untersuchung der Unfallmerkmale wie Unfallort, -art und -umstände erfolgt eine Betrachtung der an Gefahrgutunfällen beteiligten Fahrer, wobei die charakteristischen Merkmale der beteiligten Gefahrgutfahrer gesondert hervorgehoben werden. Dabei wird deutlich, dass Gefahrgutunfälle überwiegend auf Autobahnen geschehen und hauptsächlich von den Gefahrgutfahrern verursacht werden. Die gefährliche Ladung war dabei oft sehr mangelhaft gesichert. Die besonderen Gefahren der untersuchten Stückgutunfälle gehen von den transportierten Gefahrgütern aus. Daher werden die Gefahrklassen sowie Transport- und Austrittsmengen der Güter dargestellt. "Entzündbare flüssige Stoffe" (29 Prozent) haben zusammen mit "Giftigen Stoffen" (26 Prozent) den größten Anteil an den transportierten Gefahrgütern. Im Durchschnitt hatten die Stückgutfahrzeuge rund 7.600 kg Gefahrgut geladen, von denen ungefähr 1.300 kg je Unfall freigesetzt wurden. Die Bewertung der Unfallfolgen erfolgt durch eine Abschätzung ihrer volkswirtschaftlichen Kosten. Die ermittelten Kosten werden für Personen- und Sachschäden sowie Primär- und Sekundärschäden ausgewiesen. Die gesamten volkswirtschaftlichen Kosten der 90 untersuchten Unfälle belaufen sich auf circa 20 Millionen DM.
This contribution introduces a number of psychological methods of analysis that are based on the practice-oriented collection of information directly at the site of an accident and that allow for an analysis and coding of the accident causes. Investigation examples and examples of the data combinations with basic medical and technical data are outlined. Objective of the collection is the inter-disciplinary investigation of human factors in the causes of accidents ("human-factor-analysis"). The psychological data are incorporated according to an integrative model for accident causes based on empiric algorithms in the data base of the accident research, where the clustered evaluation potential of comprehensive factors of the accident development can be illustrated. The central theoretical concept for the basic model of the progress of the accident from a psychological point of view comprises psychological indicators for the evaluation of the site of the accident for the analysis of the perception conditions as well as a classification of the gleaned data into the accident progress model according to chronological and local criteria. Perception conditions, action intentions and executions as well as conditions limiting perception and actions are acquired, using a questionnaire for persons involved in an accident, and are also integrated into the data structure concerning weighted feature characteristics as well as combined with other relevant features. Suitable systematization tools for the collection and coding of psychological accident development parameters have to be provided, which require primarily a model image of the corresponding processes from the persons involved in the accident (perceptions, expectations, decisions, actions). The interactive accident model contains components of the models by KÜTING 1990, MC DONALD 1972, SURREY 1969 and RASMUSSEN 1980. Based on the inter-action of the three partial systems "person", "vehicle" and "environment", the first step is the assessment of the situation by the persons involved in the accident. This is dependent on the personal attitudes and motives, on experiences and expectations concerning the progress of the situation. Subsequently, data concerning the manner of the coping with the ambiguous state as well as with the instable state (emergency reaction immediately before the accident occurs) are collected. The factors relating to the persons involved in the accident are gathered on several levels using corresponding questionnaires. The coding of the found and collected characteristics is conducted in a multidimensional evaluation relating to the technical results of the accident reconstruction and of the psychological classification, which are subsequently integrated in coded form into the data base of the accident research. The result of this analysis is a description of the development of the accident depicted on a chronological vector from a perception and decision theoretical perspective. This is explained in detail using exemplary cases.
For the avoidance of traffic accidents by means of advanced driver assistance systems the knowledge of failures and deficiencies a few seconds before the crash is of increasing importance. This information e.g. is collected in the German accident survey GIDAS by an interview derived from the ACAS methodology. However to display the whole range of accident causation factors additional information is needed on enduring factors of the system components "human", "infrastructure" and "machine". On the strategic level these accident moderating factors include long term influences such as medical preconditions or a general higher risk taking behavior as well as influences on the immediate conflict level such as an aggressive response to a perceived previous traffic conflict. This study was conducted to examine the feasibility of collecting such causation information in the scope of an in-depth accident investigation like GIDAS. Due to the comprehensive amount of information necessary to estimate the moderating factors the collection of the information is distributed to different methods. 5 cases of real world crashes have been investigated where information was collected on-scene and retrospective by interviews. The identified moderating factors of the accidents and the method for collecting the information are displayed.
Introduction: The method of causation analysis applied under the German accident survey GIDAS, which is based on Accident Causation Analysis System (ACAS) focuses on an on-scene data collection of predominantly directly event-related causation factors which were crucial in the accident emergence as situational resulting events and influences. The paradigm underlying this method refers to the findings of the psychological traffic accident research that most causally relevant features of the system components human, infrastructure and vehicle technology are found directly in the situation shortly before the accident. This justifies the survey method which is conducted directly at the accident (on-scene), shortly after the accident occurrence (in-time) with the detection of human-related causes (in-depth). Human aspects of the situation analysis that interact and influence the risk situations shortly before the collision are reported as errors, lapses, mistakes and failures in ACAS in specific categories and subcategories. Thus methodically ACAS is designed primarily for the collection of accident features on the level of operational action, which certainly leads to valid findings and behavioral causes of accidents. The enhancement by means of Moderating Conditions concerns the pre-crash phase in different levels: strategical, tactical and operational.
From literature well-known analyzes on risks, hazards and causes of accidents of older drivers are amended by the present study in which a comparison of the specific features of accident causes of older car drivers (older than 60 years) and of younger car drivers (under 25 years) is conducted. Mainly the question is pursued if specific errors, mistakes and lapses are predominant in the two different age groups. The analysis system ACAS (Accident Causation Analysis System) used hereby consists of a sequential system of accident causation factors from the human, the technical and the infrastructural field, whereupon for this study the influence of the human features on the accident development in two different age groups is of interest. ACAS is both an accident model and an analysis and classification system, which describes the human participation factors of an accident and their causes in the temporal sequence (from the perceptibility to concrete action errors) taking into consideration the logical sequence of individual basic functions. In five steps (categories) of a logical and temporal sequence the hierarchical system makes human functions and processes as determinants of accident causes identifiable. The methodology specifically focuses on the use in so-called "In-Depth" and "On-Scene" investigation studies. With the help of the system for each accident participant one or more of five hypotheses of human cause factors are formed and then specified by appropriate verification criteria. These hypotheses in turn are further specified by indicators in such manner that the coding of the causation factors by a code system meets the needs of database processing and are accessible to a quantitative data analysis. The first results of the descriptive comparison of the two age groups concern mainly differences in the functional levels "information admission/perception" (where the elderly drivers have more difficulties than the young ones) and "information processing/evaluation" (where the younger drivers show more problems). Concerning the cognitive function of "planning" the group of younger drivers seems to be more often involved in an accident because of excessive speed.
The "Seven Steps Method" is an analysis and classification system, which describes the human participation factors and their causes in the temporal sequence (from the perceptibility to concrete action errors) taking into consideration the logical sequence of individual basic functions. By means of the "seven steps" it is possible to describe the relevant human causes of accidents from persons involved in the accident in an economic way with a sufficient degree of exactitude, because the causes can be further differentiated in their value (e.g. diversion as external diversion with regard to impact due to surroundings) and their sub values (e.g. external diversion with regard to impact due to surroundings in the shape of a "capture" of the perception by a prominent object of the traffic environment). Theoretically it is possible that one or more causing moments can be assigned to a person involved in an accident in each of the "seven steps"; however it is also possible to sufficiently clarify the cause in only one level (examples for this are described). In the practice of accident investigation at the site of the accident, the sequence chart is also relevant. With its assistance the questioning of the people involved in an accident can be accomplished in a structured way by assigning a set of questions to each step.
Die steigende Lebenserwartung sowie die geringe Geburtenrate führen zu einer Alterung der Gesellschaft, die sich schon heute bemerkbar macht und sich in den nächsten Jahrzehnten noch verstärkt auswirken wird. Damit verbunden ist eine relative Zunahme von Auto fahrenden Senioren. Immer mehr ältere Menschen orientieren sich an einem aktiven Lebens- und Freizeitstil. Dabei spielt der Pkw eine herausragende Rolle - ermöglicht er doch oft erst die Aufrechterhaltung von Mobilität und Unabhängigkeit. Gleichzeitig kann es jedoch mit fortschreitendem Alter zu verschiedenen körperlichen oder geistigen Leistungseinbußen kommen, die möglicherweise die Fahrleistung beeinflussen. Vor diesem Hintergrund rückt die Frage nach den Unfallrisiken älterer Kraftfahrer weiter in den Mittelpunkt des Interesses. Das von der Bundesanstalt für Straßenwesen geförderte Projekt PROSA (Profile von Senioren mit Autounfällen) setzte sich zum Ziel, den Einfluss altersbedingter Leistungseinbußen auf das Unfallrisiko differenzierter zu betrachten. Am Zentrum für Alternskulturen der Universität Bonn wurden Profile von Senioren untersucht, die in einen Autounfall verwickelt waren, und es wurde der Frage nachgegangen, welche Bedeutung diese für die Ableitung von Interventionsmaßnahmen haben. Im Großraum Bonn wurden dazu 180 Senioren mit einem Mindestalter von 65 Jahren interviewt, die in den letzten fünf Jahren als Fahrer eines Pkws in einen Unfall verwickelt waren. Die Teilnehmer wurden zu individuellen Leistungsbeeinträchtigungen und Persönlichkeitsmerkmalen sowie zu ihrer Fahrbiographie und Unfallgeschichte befragt. Darüber hinaus wurde eine Teilstichprobe von 50 Teilnehmern einer internistisch-verkehrspsychologischen Untersuchung sowie einer Fahrverhaltensprobe unterzogen. Die Ergebnisse verdeutlichen, dass das Alter allein kein Prädiktor für individuelle Leistungsfähigkeit und Unfallrisiko darstellt. Vielmehr scheinen spezifische Kombinationen aus alterskorrelierten Einbußen und Krankheit zu einem erhöhten Risiko zu führen. Diese Heterogenität sollte vor allem bei interventiven Maßnahmen und bei künftigen Forschungen berücksichtigt werden.
Pedestrian accidents are one of the major concerns related with road accidents around the world. Portugal has one of the highest rates of pedestrian fatalities in Europe. In this paper an overview conditions were the pedestrian accidents occurred in Portugal is presented. In the last years, a project related with the pedestrian accidents has run in Portugal for the period 2004-2006 where 603 people died, 2097 have been severely injured and about 17000 slightly injured. Within this project all the pedestrian accidents in this period have been analysed providing global information about a wide range of aspects, since location, driver and pedestrian characteristics, weather and road conditions, among others. In addition, 50 in-depth accidents have been investigated and the data collected according the Pendant methodology. For this in-depth methodology detailed information about the accident has been collected, including injuries, vehicle damage, road conditions and road user- behaviour and actions. An accident reconstruction has been carried for each case including the determination of the speeds and driver actions, and the analysis of the contributing factors for the accident. Depending of the accident complexity, different methodologies have been used to analyse these accident, from the classical analytical equations such as Simms and Woods, to the use of detailed computational pedestrian models as those included in the commercial software- PC-Crash-® or Madymo-®. Also one of the goals of our investigation is the development of multibody models and methodologies for the reconstruction of pedestrian accidents. Some of these tools integrated in the commercial software Cosmos Motion-® are presented. The advantages of the different approaches are compared and discussed for some of the accidents investigated. With these tools the impact speed can be determined from the projection distance with analytical tools or PC-Crash-®, but more complex tools should be used to determine speed from the injuries, what is especially important for fatal accidents. The influence of the vehicle geometry and stiffness characteristics is another aspect analysed, where the influence of the vehicle stiffness has been determined using a combined multibody-finite elements approach within the software Madymo-®.
Nach wie vor ist die Anzahl von Unfällen motorisierter Einspurfahrzeuge (MESFz) mit sehr schweren Verletzungsfolgen oder tödlichem Ausgang für die Aufsassen im Vergleich zu allen anderen getöteten Verkehrsteilnehmern alarmierend hoch. Im Jahr 2013 wurden bei insgesamt 42.427 Unfällen MESFz 641 Aufsassen getötet und 12.034 schwer verletzt. Um dieser hohen Zahl schwerverletzter und getöteter Aufsassen von MESFz entgegenzuwirken, hat die Bundesanstalt für Straßenwesen (BASt) das vorliegende Projekt initiiert. Zielsetzung des Projektes war es, durch eine Analyse von Unfalldaten von MESFz, durch ergänzende computergestützte FEM-Simulationen und durch eine kritische Bewertung der UN-Regelung UN-R 22/05 (vormals ECE-R 22/05) hinsichtlich verletzungs-biomechanischer Inhalte (Versuche und Prüfwerte) Erkenntnisse zu erarbeiten, Handlungsbedarf festzustellen und Änderungs- und Ergänzungsvorschläge zur Überarbeitung der UN-R 22/05 sowie hinsichtlich allgemeiner Maßnahmen zu formulieren. Auf der Grundlage der amtlichen Unfalldaten des Statistischen Bundesamtes, Wiesbaden (DESTATIS) erfolgte eine Unfalldatenauswertung im Allgemeinen. Für eine detaillierte Analyse wurden Daten der "German In-Depth Accident Study" (GIDAS, Dresden und Hannover) ausgewählt. Bei etwa der Hälfte der im Teilumfang (n=199) untersuchten Unfälle von MESFz kam es zu Kopfverletzungen, überwiegend bei benutztem Schutzhelm. In 18 % lagen die führenden Verletzungen am Kopf; in 48 % blieb der Kopf unverletzt bei sonstigen schweren bis schwersten und tödlichen Verletzungen am Körper. Etwa 10 % der Aufsassen benutzten ein MESFz ohne bzw. mit absolut ungeeignetem Helm. Eine kritische Bewertung und Alternativvorschläge der derzeitigen Fassung der UN-R 22/05 wurden bezüglich der Punkte Prüfumfang, Prüfausstattung, Prüfdurchführung, Prüfkriterien und eine fälschungssicheren Homologations-Kennzeichnung erarbeitet.
Im vorliegenden Bericht wird das Unfallvermeidungspotenzial von Geschwindigkeitsassistenten beleuchtet unter Beachtung des Einflusses schlechter Sicht-, Witterungs- und Straßenbedingungen. Diese Assistenzsysteme sollen Fahrende dabei unterstützen, in solchen Fällen eine sichere angepasste Fahrgeschwindigkeit zu wählen.
Mittels Literaturrecherche wurde zunächst der Kenntnisstand zu Einflussfaktoren auf geschwindigkeitsindizierte Unfälle und der Stand der Technik zu existierenden Geschwindigkeitsassistenten (GAS) recherchiert. Im Fokus stand dabei vor allem die Wirksamkeit und Systemgrenzen aktueller „Intelligent Speed Assist“ (ISA) Systeme, deren Akzeptanz und Wirksamkeit. Darauf basierend wurden polizeiliche und In-Depth-Unfalldaten hinsichtlich dieser Einflüsse und weiterer Auffälligkeiten untersucht und Wirkfelder für verschiedene mögliche Varianten von GAS definiert.
Anhand der herausgearbeiteten Einflussfaktoren, wie Erkennungsraten von unterschiedlichen Verkehrsschildern, der aktuellen Entwicklung geschwindigkeitsindizierter Unfälle oder deren Dunkelziffern, den daraus resultierenden Veränderungen im Wirkfeld und dem Stand der Technik wurden drei exemplarische Systemauslegungen von GAS definiert: Basis-ISA-, ISA+ und unabhängige ISA-Systeme.
Basis-ISA-Systeme sind nur in der Lage, Verkehrszeichen zu erkennen, welche eine maximal zulässige Höchstgeschwindigkeit ohne weitere Bedingungen angeben. Damit repräsentieren Basis-ISA-Systeme den Funktionsumfang, welcher von aktuell existierenden ISA-Systemen verlässlich erreicht wird.
Beschilderte bedingte zulässige Höchstgeschwindigkeiten (z. B. bei Regen) werden durch ISA+-Systeme erkannt und das Vorhandensein der Bedingung geprüft (z. B.: regnet es?) und erst dann vor einer Geschwindigkeitsübertretung gewarnt. ISA+-Systeme repräsentieren damit eine Erweiterung zu den meisten aktuell existierenden ISA-Systemen. Sie sind aber darauf angewiesen, dass notwendige situative Geschwindigkeitsreduktionen beschildert werden oder in digitalen Karten vermerkt sind.
Unabhängige ISA-Systeme sind hingegen selbstständig, ohne Beschilderung, in der Lage sicht- und reibwertgeminderte Zustände zu erkennen und selbstständig eine sichere Geschwindigkeit abzuleiten.
Für jede Systemauslegung von GAS wurde bei der Ermittlung des Unfallvermeidungspotenzials davon ausgegangen, dass dieses abhängig ist von:
• dem Wirkfeld des GAS (wie viele und welche Unfälle können potenziell vermieden werden),
• der Effizienz der GAS (wie zuverlässig kann die sichere Geschwindigkeit im Wirkfeld abgeleitet werden),
• der Akzeptanz der GAS (wie gut wird den Hinweisen des GAS vom Fahrzeugführenden gefolgt),
• der Nutzungshäufigkeit des GAS (wie häufig ist das GAS eingeschaltet),
• der aktuellen und zukünftigen Marktentwicklung des GAS (wie viele Fahrzeuge sind in der Fahrzeugflotte zu einem bestimmten Zeitpunkt ausgestattet mit dem System) und
• der generellen Entwicklung des Gesamtunfallgeschehens, insbesondere der geschwindigkeitsindizierten Unfälle.
Für die Quantifizierung dieser Einflüsse wurden Annahmen aus der Literaturrecherche gewonnen und damit Voraussagen für die Entwicklung des Unfallgeschehens abgeleitet sowie das jeweilige Unfallvermeidungspotenzial bis zum Jahr 2050 geschätzt.
Im Ergebnis besaßen Basis-ISA-Systeme erwartungsgemäß das geringste Unfallvermeidungspotenzial. ISA+-Systeme erreichten jedoch nur ein unmerklich größeres Unfallvermeidungspotenzial, da einerseits ein nur geringfügig größeres Wirkfeld adressiert wird und andererseits das System an eine bedingte Beschilderung geknüpft ist, welche jedoch nur in 10 % der geschwindigkeitsindizierten Unfälle aufgestellt war. Das größte Unfallvermeidungspotenzial im betrachteten Zeitraum (bis 2050) erreichen unabhängige ISA-Systeme. Allerdings übersteigt das Unfallvermeidungspotenzial dieser GAS erst etwa 2048 das Potenzial von ISA+-Systemen, da zuverlässige Systeme mit robuster Erkennung der Umgebungsbedingungen frühestens 2030 auf dem Markt erwartet werden. Das Unfallvermeidungspotenzial ist somit sehr stark von den Annahmen zur Marktdurchdringung abhängig.
Es wird erwartet, dass Basis-ISA-Systeme im Jahr 2050 etwa 11 % des Wirkpotenzials geschwindigkeitsindizierten Unfälle vermeiden können, ISA+-Systeme erreichen hingegen 17 % und „unabhängige ISA-Systeme 24 % (in beiden betrachteten Unfallkategorien). Bei Betrachtung des Anteils vermiedener Unfälle bezogen auf alle Unfälle werden, je nach Art des GAS (Basis-ISA/ISA+/unabhängiges ISA), etwa 0,7-1,0 % der Unfälle mit Personen- und schwerem Sachschaden (im engeren Sinne) vermeidbar sein; bei Unfällen mit Getöteten liegt dieser Anteil zwischen 1,1-2,4 % im Jahr 2050.
Wesentlicher Grund für die geringen erwarteten Effekte auf das Unfallgeschehen ist die Schwierigkeit, aus den Umgebungsbedingungen zuverlässig sinnvolle Geschwindigkeiten abzuleiten. Zu erforschende Sensorik müsste in der Lage sein, sowohl den zur Verfügung stehenden Reibwert bereits vor einem Bremseingriff sehr genau zu messen sowie die Sichtweite robust zu bestimmen.
In Germany, in-depth accident investigations are carried out in the Hannover area since 1973. In 1999 a second region was added with surveys in Dresden and the surrounding area. Internationally, the acronym GIDAS (German In-Depth Accident Study) is commonly used for these surveys. Compared to many other countries, the sample sizes of the GIDAS surveys are much larger. The goal is to collect 1.000 accidents involving personal injuries per year and region. Data collection takes place by using a sampling procedure, which can be interpreted as a two-stage process with time intervals as primary units and accidents as secondary units. An important question is, to what extend these samples are representative for the target population from which they are drawn. Analyses show, for example, that accidents with persons killed or seriously injured are overrepresented in the samples compared to accidents with slightly injured persons. This means, that these data are subject to biases due to uncontrolled variation of sample inclusion probability. Therefore, appropriate weighting and expansion methods have to be applied in order to adjust or correct for these biases. The contribution describes the statistical and methodological principles underlying the GIDAS surveys with respect to sampling procedure, data collection and expansion. In addition, some suggestions regarding potential improvements of study design are made from a methodological point of view.
The objectives of this paper are the analysis of the accident risk of drivers brain pathologies (Mild Cognitive Impairment, Alzheimer- disease, and Parkinson- disease), and the investigation of the impact of driver distraction on the accident risk of patients with brain pathologies, through a driving simulator experiment. The three groups of patients are compared to a healthy group of similar demographics, with no brain pathology. In particular, 125 drivers of more than 55 years old (34 "controls"" and 91 "patients") went through a large driving simulator experimental process, in which incidents were scheduled to occur. They drove in rural and urban areas, in low and high traffic volumes and in three distraction conditions (undistracted driving, conversation with a passenger and conversation through a mobile phone). The statistical analyses indicated several interesting findings; brain pathologies affect significantly accident risk and distraction affects more the groups of patients than the control one.
Ziel dieses Forschungsprojektes war es, die Situation im Radverkehr und die Gruppe Radfahrer unter der Fragestellung "Wie sicher ist die Fahrradnutzung" besser kennenzulernen. Hintergrund war die steigende Beteiligung von Radfahrern an Unfällen. Dazu wurden in einem Großstadt-Kernbereich, in einem Großstadt-Randbereich und in einer Mittelstadt radfahrende Schüler, Erwachsene und Ältere bei mehreren Alltagsfahrten begleitet (Fahrprobe Radfahrer). Ihr Verhalten wurde anhand eines Erfassungsschemas interpunktiert und unter Sicherheitsgesichtspunkten bewertet. Es ergab sich ein differenziertes Anforderungsprofil Radverkehr. Später gaben dieselben Radfahrer in einem freien Gespräch (Biographie Radfahrer) Einblicke in ihre Erfahrungen mit den Vor- und Nachteilen des Radfahrens, in ihr Sicherheits- und Unrechtsempfinden. Die Interviews wurden mit einem textanalytischen Codiersystem (TACOS) verschlüsselt und konnten damit quantitativ ausgewertet werden. Die Ergebnisse der Beobachtung und der Befragung wurden je Person zusammengespielt und unter den Fragestellungen Abhängigkeiten der sicheren Fahrradnutzung mit varianzanalytischen Methoden ausgewertet. Radfahrertypen wurden mit Hilfe einer Clusteranalyse identifiziert. Eine Kausalanalyse führte zu einem Erklärungsmodell "Sichere Fahrradnutzung". Nach einer Auswertung der selbst erlebten Verkehrsunfälle mit dem Fahrrad werden Vorschläge für neue Sicherheitsstrategien im Radverkehr gemacht.
Road accidents are typically analyzed to address influences of human, vehicle, and environmental (primarily infrastructure) factors. A new methodology, based on a "Venn diagram" analysis, gives a broader perspective on the probable factors, and combinations of factors, contributing both to the occurrence of a crash and to sustaining injuries in that crash. The methodology was applied to 214 accidents on the Mumbai-Pune expressway. Factors contributing to accidents and injuries were addressed. The major human factors influencing accidents on this roadway were speeding (30%) and falling asleep (29%), while injuries were primarily due to lack of seat belt use (46%). The leading infrastructure factor for injuries was impact with a roadside manmade structure (28%), and the main vehicle factor for injuries was passenger compartment intrusion (73%). This methodology can help identify effective vehicle and infrastructure-related solutions for preventing accidents and mitigating injuries in India.
In Germany the number of casualties in passenger car to pedestrian crashes has been reduced by a considerable amount of 40% as regards fatalities and 25% with regard to seriously injured pedestrians since the year 2001. Similar trends can be seen in other European countries. The reasons for that positive development are still under investigation. As infrastructural or behavioral changes do in general take a longer time to be effective in real world, explanations related to improved active and passive safety of passenger vehicles can be more relevant in providing answers for this trend. The effect of passive pedestrian protection " specified by the Euro NCAP pedestrian test result " is of particular interest and has already been analyzed by several authors. However, the number of vehicles with some valid Euro NCAP pedestrian score (post 2002 rating) was quite limited in most of those studies. To overcome this problem of small datasets German National Accident Records have been taken to investigate a similar objective but now based on a much bigger dataset. The paper uses German National Accident Records from the years 2009 to 2011. In total 65.140 records of pedestrian to passenger car crashes have been available. Considering crash parameters like accident location (rural / urban areas) etc., 27.143 of those crashes have been classified to be relevant for the analysis of passive pedestrian safety. In those 27.143 records 7.576 Euro NCAP rated vehicles (post 2002 rating) have been identified. In addition it was possible to identify vehicles which comply with pedestrian protection legislation (2003/102/EG) where phase 1 came into force in October 2005. A significant correlation between Euro NCAP pedestrian score and injury outcome in real-life car to pedestrian crashes was found. Comparing a vehicle scoring 5 points and a vehicle scoring 22 points, pedestrians" conditional probability of getting fatally injured is reduced by 35% (from 0.58% to 0.37%) for the later one. At the same time the probability of serious injuries can be reduced by 16% (from 27.4% to 22.9%). No significant injury reducing effect, associated with the introduction of pedestrian protection legislation (phase 1) was detected. Considerable effects have also been identified comparing diesel and gasoline cars. Higher engine displacements are associated with a lower injury risk for pedestrians. The most relevant parameter has been "time of accident", whereas pedestrians face a more than 2 times higher probability to be fatally injured during night and darkness as compared to daytime conditions.
In spite of today's highly sophisticated crash test procedures like the different NCAP programs running world-wide, bad real world crash performance of cars is still an issue. There are crash situations which are not sufficiently represented by actual test configurations. This is especially true for car to car, as well as for car to object impacts. The paper describes reasons for this bad performance. The reasons are in principal bad structural interaction between the car and its impact partners (geometric incompatibility), unadjusted front end stiffness (stiffness incompatibility) and collapse of passenger compartments. To show the efficiency of improving cars' structural behaviour in accidents with different impact partners an accident data analysis has been taken out by members of European Project VC-COMPAT. Accident data analysis has shown that in Germany between 15,000 and 20,000 of the now severely injured car occupants might get less injured and between 600 and 900 car occupant fatalities might be saved. Similar results arise for the UK.
Today, Euro NCAP is a well established rating system for passive car safety. The significance of the ratings must however be evaluated by comparison with national accident data. For this purpose accidents with involvement of two passenger cars have been taken from the German National Road Accident Register (record years 1998 to 2004) to evaluate the results of the NCAP frontal impact test configuration. Injury data from both drivers involved in frontal car to car collisions have been sampled and have been compared, using a "Bradley Terry Model" which is well established in the area of paired comparisons. Confounders " like mass ratio of the cars involved, gender of the driver, etc. " have been accounted for in the statistical model. Applying the Bradley Terry Model to the national accident data the safety ranking from Euro NCAP has been validated (safety level: 1star <2 star <3 star <4 star). Significant safety differences are found between cars of the 1 and 2 star category as compared to cars of the 3 and 4 star category. The impact of the mass ratio was highly significant and most influential. Changing the mass ratio by an amount of 10% will raise the chance for the driver of the heavier car to get better off by about 18%. The impact of driver gender was again highly significant, showing a nearly 2 times lower injury risk for male drivers. With regard to the NCAP rating drivers of a high rated car are more than 2 times more probable (70% chance) to get off less injured in a frontal collision as compared to the driver of a low rated car.
In this study, the mean profile depth (MPD) that expresses roughness of road pavements was calculated using the road survey equipment vehicle and the calculated MPD was compared with the real number of traffic accidents. The analysis method used in this study was to classify the appropriate clustering in relation to traffic accidents using the K-means clustering and to compare this with the presence of traffic accidents via the MPDs to derive the result. K-means clustering was used in the analysis method and four clusters were found using the clustering analysis results. The center of each cluster was 0.627, 0.850, 1.118, and 1.237, respectively. The result of this study is expected to be utilized as foundational research in the traffic safety area.
During the last 5 years, the number of cars fitted with side airbags has dramatically increased. They are now standard equipment, even on many smaller cars or less luxurious vehicles. While some side airbags offer thoracic protection alone, there are those that combine thoracic and head protection (of which most deploy from the seat). Other systems employ separate airbags for head and thorax protection, which are designed to be effective noticeably in a crash against a pole. This paper proposes an evaluation of the effectiveness of side airbags in preventing thoracic injuries to passenger car occupants involved in side crashes. First, the target population (who can take benefit of side airbag deployment and in what circumstances) is defined. Side airbags can be especially effective in cases of impacts on the door with intrusion at a certain impact speed. Then, an example case of a side impact with side airbag deployment is given were side airbag deployment is thought to have had a positive effect on injury outcome. A further case is presented where the impact configuration is likely to have reduced the effect of side airbag deployment on injury outcome. Finally, the estimation of side airbag effectiveness (in terms of additional occupant protection brought exclusively by the airbag) is proposed by comparing injury risk sustained by occupants in (more or less) similar cars (fitted or non fitted with airbags) because, during these years, car structure, and side airbag conception have considerably evolved. In-depth accident data from France, the UK and Germany has been collected. Out of 2,035 side impact accident cases available in the databases, we selected 435 occupants of passenger cars (built from 1998 onwards) involved in an injury accident between year 1998 and year 2004 for EES (Energy Equivalent Speed) values between 20km/h and 50km/h. The occupants, belted or not, were sat on the struck side, whatever the obstacle and type of accidents (intersection, loss of control, etc.). For multiple impact crashes, the side impact is assumed to be the more severe one. Passenger cars were fitted with (96) or without (339) side airbags. Most of the potential risk explanatory variables were correctly and reliably reported in the databases (velocity " impact zone " impact angle " occupant characteristics, etc.). The analysis compared injury risks for different levels of EES and different types of side airbags. A logistic regression model was also computed with injury variables (such as thoracic AIS 2+ or AIS 3+) as the dependant variable and other variables (including airbag type and EES) as explanatory injury risk factors. Results revealed statistically non-significant reductions in thoracic AIS 2+ and AIS 3+ injury risk in side airbag equipped cars in the impact violence range selected (odds ratio between 0.84 and 0.98 depending on types of airbags). The results are discussed. The non-significance is assumed to be due to a low number of cases. Statistical analysis for head injuries was not possible due to the low number of accident cases with passenger cars fitted with head airbags in the databases. Moreover, the discrepancies between the data coming from different countries (especially calculation of EES) might have introduced instability in the analysis.
Electronic Stability Program (ESP) aims to prevent the lateral instability of a vehicle. Linked to the braking and powertrain systems, it prevents the car from running wide on a corner or the rear from sliding out. It also helps the driver control his trajectory, without replacing him, in the case of loss of control where the driver is performing an emergency manoeuvrer (confused and exaggerated steering wheel actions). A new ESP function optimizes ESP action in curves with hard under steering (situations in which the front wheels lose grip and the vehicle slides towards the outside of the curve). A complementary feature prevents the wheels from spinning when pulling away and accelerating. The name given to the ESP system varies according to the vehicle manufacturer, but other terms include: active stability control (ASC), automotive stability management system (ASMS), dynamic stability control (DSC), vehicle dynamic control (VDC), vehicle stability control (VSC) or electronic stability Control (ESC). This paper proposes an evaluation of the effectiveness of ESP in terms of reduction of injur accidents in France. The method consists of 3 steps: - The identification, in the French National injury accident census (Gendarmerie Nationale only), of accident-involved cars for which the determination of whether or not the car was fitted with ESP is possible. A sample of 1 356 cars involved in injury accidents occurred in 2000, 2001, 2002 and 2003 was then selected. But we had to restrict the analysis to only 588 Renault Lagunas. - The identification of accident situations for which we can determine whether or not ESP is pertinent (for example ESP is pertinent for loss of control accidents whilst it is not for cars pulling out of a junction). - The calculation, via a logistic regression, of the relative risk of being involved in an ESPpertinent accident for ESP equipped cars versus unequipped cars, divided by the relative risk of being involved in a non ESP-pertinent accident for ESP equipped cars versus unequipped cars. This relative risk is assumed to be the best estimator of ESP effectiveness. The arguments for such a method, effectiveness indicator and implicit hypothesis are presented and discussed in the paper. Based on a few assumptions, ESP is proved to be highly effective. Currently, the relative risk of being involved in an ESP pertinent accident for ESP-equipped cars is lower (-44%, although not statistically significant)rnthan for other cars.rn
The National Highways Development Project in India is aimed at upgrading over 12,000 km of national highways from 2-lane undivided roads to 4-lane divided roads. With nearly 40% of fatal crashes being reported on national highways, the effect of this project on road safety needs to be assessed. Researchers carried out on-site crash investigations and in-depth crash data collection for a period of 45 to 60 days on four 2-lane undivided highways and a 4-lane divided highway. Based on 76 crashes examined, researchers found a shift of crash pattern from head-on collisions on undivided 2- lane highways to front-rear collisions on divided 4-lane highways. This paper presents the methodology, analysis of crashes examined, and the critical safety problems identified for greater consideration in future highway development projects. This paper also highlights the need and significance of in-depth crash investigations to understand local traffic conditions and problems in India.
This paper describes the methodology of In-Depth Investigation in Germany on the example of GIDAS (German In-Depth Accident Study). Since 1999 in Germany a joint project between FAT (Forschungsvereinigung Automobiltechnik or Automotive Industry Research Association) and BASt (Bundesanstalt für Straßenwesen or the Federal Road Research Institute) is being carried out in Hannover and Dresden. The methodology of this project is based on a statistically orientated procedure of data sampling (sampling plan, weighting factors). The paper describes the possibilities of such in-depth investigation on the results of the offered title. The accident cases were collected randomly within GIDAS at Hannover. There are more cases existing from previous investigation started in 1985 under the same methodology. The portion of rollovers can be established at 3.7% of all accidents with casualties in the year 2000. For the study 434 cases of car accidents with rollovers are used for a detail comprehensive analysis. The accidents happened in the years 1994 to 2000 in the Hannover area. The injury distribution will report about 741 occupants with rollover accident event. The presented paper will give an overview of the accident situations following in rollover movements of cars. The distributions of injury frequencies, injury severity AIS for the whole body and for the body regions of occupants will be presented and compared to technical details like the impact speed and the deformation pattern. The speed of the car was determined at the point of rollover and on the point of accident initiency. The characteristics of the kinematics followed in a rollover movement are analyzed and the major defined types of rollover will be shown in the paper. The paper will describe the possibilities of In-Depth Investigation methods for the approach of finding countermeasures on the example of car accidents with rollover and explaining the biomechanics of injuries in rollover movements.
Nigeria ranks one of the highest countries in the world with the largest accident, especially when measured by whiplash associated disorders, whereas, traffic safety education rate, data and information been widely known as preventive indicators have been grossly neglected. In Nigeria, traffic safety enlightenment, awareness, political understanding and appreciation of the problem's magnitude are lacking. This study, therefore, seeks to understand and document the fact that accident causation factors in Nigeria relate more to the problem of development, poverty, knowledge and education as evidenced in most other developing countries. Among the primary accident causation factors on Nigerian roads are: - lack of a transportation system or multi-model integration - sub-standard and obsolete vehicles and road furniture - poor road maintenance, investment and engineering management - paucity of road users' and drivers' knowledge, skill, enlightenment and education of the road Use This paper submits that Nigeria being a developing nation requires purely primitive strategies being cost effective (health wise) than curative measures. It is in this light that an enduring, comprehensive and sustainable traffic safety educational programmes information base and data inventory, analysis and implementations form the focus of this study. This effort will provide basic guidelines framework and implementation procedure for a successful prevention of whiplash associated disorder resulting from road traffic crashes in Nigeria and other parts of the world.
This report gives an overview of pedestrian accidents on Japanese roads. Database used for the analysis is national traffic accident data based on police reports. Relevant measures and background information ranging from vehicle safety, engineering and education are briefly reviewed, and area for further improvement is discussed.rn
While accident statistics on a national level are provided by many countries, there is a need for international data that includes more detailed information about the accident, so called in-depth data. As a consequence, accident data projects have been emerging in different regions of the world. This creates a need for comparable and mergeable data from different countries, enabling the use of already existing accident data resources and helping to expedite the improvement of global road safety. While existing approaches focus that mostly on building a comprehensive accident database from scratch, the iGLAD project (Initiative for the Global Harmonization of Accident Data) attempts a more pragmatic approach by building on top of the work already accomplished in this area and complementing it. The target of iGLAD is to help setting up an additional dataset as a compatibility layer between already existing world wide data sets and integrating the structure of these by defining a common data scheme. This dataset is limited to the common denominator between the existing data sets and is inherently rather small and simple. Eventually, an individual converter for each participating accident investigation group will be built that enables pooling all data sets in a common repository. This not only saves costs and time, and hence makes such a target more feasible, but also creates data that is usable right from the start. This paper gives an overview of the current status of iGLAD and first steps taken. Additionally, some methodological aspects are discussed, next to a glance at other projects working currently on related issues, providing additional input for iGLAD. Finally, an overview of next steps and intended future work is given.
A lot of factors are related to a road traffic accident; particularly human factors such as road use characteristic, driving maneuver characteristic and safety attitude are the major ones. As a random factor is also included, so it is necessary to minimize the contribution of a random factor to identify human factors related to a road traffic accident. There are several standpoints for traffic accident analysis, such as vehicle-based, location-based and driver-based. And it is effective to analyze driver-based traffic accident data for discussion on the relation between human factors and accidents. An integrated traffic accident database system was developed for analysis considering driver- accident and violation records by ITARD, and several studies were carried out for the evaluation. Useful data for discussion on the relation between types of collision and traffic violations, and the effect of accident experience to the following accident were obtained.
Proposal for a test procedure of assistance systems regarding preventive pedestrian protection

This paper is showing a proposal for a test procedure regarding preventive pedestrian protection based on accident analysis. Over the past years pedestrian protection has become an increasing importance also during the development phase of new vehicles. After a phase of focusing on secondary safety, there are current activities to detect a possible collision by assistance systems. Such systems have the task to inform the driver and/or automatically activate the brakes. How practical is such a system? In which kind of traffic situations will it work? How is it possible to check the effectiveness of such a system? To test the effectiveness, currently there are no generally approved identifiable procedures. It is reasonable that such a test should be based on real accidents. The test procedure should be designed to test all systems, independent of the system- working principle. The vFSS group (advanced Forward-looking Safety Systems) was founded to develop a proposal for a technology independent test procedure, which reflects the real accident situation. This contribution is showing the results of vFSS. The developed test procedure focuses on accidents between passenger cars and pedestrians. The results are based on analysis results of in-depth databases of GIDAS, German insurers and DEKRA and added by analysis of national and international statistics. The in-depth analysis includes many pre-crash situations with several influencing factors. The factors are e. g. speed of the car, speed of the pedestrian, moving direction and a possible obscuration of the pedestrian by an object. The results comprise also the different situations of adults and children. Furthermore, they include details regarding influence of the lighting conditions (daylight or night) especially with respect to the accident consequences. In fact, more accidents happen at daylight, but fatal accidents are more often at night. A clustering of parameter combinations was found which represents typical accident scenarios. There are six typical accident scenarios which were merged in four test scenarios. The test scenarios are varying the starting position of the pedestrian, the pedestrian size (adult or child) and the speed of the pedestrian, whereas the speed of the car will not be varied. To ensure the independency from used sensing technologies it is necessary to use a suitable dummy. For example, if sensors are based on infrared, the dummy should emit the temperature of a human being. The test procedure will identify the collision speed as the key parameter for assessing the effectiveness of the tested system. The collision speed is defined as the reduction between initial test speed of the car and impact speed. The assessment of the speed reduction value regarding the safety benefit, however, will be part of a separate procedure.
Zu den gefährlichsten Situationen im Straßenverkehr gehört der Konflikt zwischen einem Lkw und einem ungeschützten Verkehrsteilnehmer UVT (Radfahrer und Fußgänger). In Deutschland ereignen sich jährlich schätzungsweise 135 Unfälle mit Personenschaden, an denen nach rechts abbiegende Lkw (>3,5 t) und UVT beteiligt sind. Die UVT geraten dabei oft unter den Lkw und werden dann von einer der Achsen überrollt. Aus der Unfallanalyse ergab sich, dass der Erstkontakt häufig (57%) im Bereich der rechten vorderen Lkw-Ecke erfolgt. Die Hälfte der UVT gerieten noch vor oder im unmittelbaren Bereich des rechten Vorderrads unter den Lkw. Baustellen- und Kommunalfahrzeuge waren mit 46% häufig an den Unfällen beteiligt. Das direkte und das indirekte Sichtfeld sind zentrale Einflussgrößen für die Situation des rechts abbiegenden Lkw. Besonders die unzureichende Sicht nach vorn und nach rechts bereitet den Lkw-Fahrern erhebliche Probleme. An der Verbesserung der Information über die Verkehrssituation für den Lkw-Fahrer wird vielfach gearbeitet. Einzelne Lösungsansätze basieren auf dem Einsatz zusätzlicher Spiegel. Andere Lösungen modifizieren die bislang übliche Spiegelzahl in Form und Anbringung. Das Versuchsprogramm umfasste neben der Nachbildung der besonders häufigen und kritischen Situationen der rechts abbiegenden Lkw mit UVT-Dummies auch statische Untersuchungen des Sichtfeldes. Neben einem Lkw mit Standardspiegeln kam dabei ein Forschungsträger mit einem durch die Frontscheibe einsehbaren Spiegelsystem zum Einsatz. Das Projekt setzte sich auch mit der Wirkung des Seitenschutzes auseinander. Die bislang als Bauvorschrift wirkende Richtlinie 89/297/EWG sollte zukünftig zu einer Wirkvorschrift unter Einbeziehung des Pkw - Anpralls geändert werden. Das im Rahmen des Projektes erstellte Sicherheitskonzept beinhaltet Maßnahmen zur Reduzierung des Gefahrenpotenzials für UVT durch rechts abbiegende Lkw. Dazu gehören unter anderem abgesenkte Unterkanten der Front- und Seitenscheiben und zusätzliche Kamera-Monitor-Systeme. Das neuartige Spiegelsystem des MIM-Fahrzeugs von DC verbessert die indirekte Sicht für den Lkw-Fahrer deutlich und reduziert damit die Unfallgefahr. Die in der Entwicklung befindlichen Abbiegeassistenten zeigen die zukünftige Richtung für elektronische Fahrerunterstützung (MAN Demonstrator) auf. Ein beim Rechtsabbiegen aktivierter akustischer Signalgeber am Lkw wäre zur Information der UVT hilfreich. Eine weitere Option besteht in der Nutzung der seitlichen Markierungsleuchten des Lkws als zusätzliche Fahrtrichtungsanzeiger beim Abbiegen. Fahrbahn-Knotenpunkte können noch sicherer gestaltet werden. An ampelgeregelten Knotenpunkten würde eine vollständige Phasentrennung des Grünlichts oder ein Phasenverzug (früheres Grünlicht für UVT) Unfälle zwischen Lkw und UVT vermeiden. Weiterhin wirken sich eine versetzte Anordnung der Haltelinien und ein Verschwenken der Radfahrwege und Gehwege weg vom Knotenmittelpunkt positiv aus. Der Gesetzgeber sollte -§ 5 (8) StVO ändern, der des Radfahrern und Mofafahrern erlaubt, stehende Kraftfahrzeuge rechts zu überholen. 10% der untersuchten Abbiegeunfälle sind in dieser Situation passiert. Aufklärungsarbeit bezüglich der Sichtprobleme am Lkw sowie über das Bewegungsverhalten beim Rechtsabbiegen ist dringend erforderlich. Es ist auch zu überlegen, ob Aktivitäten von Herstellern beziehungsweise Unternehmern anerkannt werden, die mehr tun als die gesetzlichen Vorschriften verlangen, zu einer Lockerung vorhandener Restriktionen führen können. Es gibt in innerstädtischen Bereichen für einige Fußgängerzonen vorgesehene Zeitfenster zur Anlieferung von Gütern. Solche Zeitfenster könnten für mit anerkannten zusätzlichen Sicherheitseinrichtungen ausgerüstete Lkw ausgedehnt werden. Schwere Lkw aus bestimmten innerörtlichen Bereichen möglichst herauszuhalten, um UVT zu schützen, ist nicht praktikabel. Selbst wenn es gelänge, für die Belieferung mit Post und Waren akzeptable Alternativen zu bieten, bliebe nach wie vor der Baustellenverkehr und die kommunale Entsorgung. An 46% der untersuchten Unfälle waren derartige Lkw beteiligt.
Der zweite Kinderunfallatlas der Bundesanstalt für Straßenwesen beschreibt die Unfallbelastung der bei Straßenverkehrsunfällen verunglückten Kinder für alle Kreise, Städte und Gemeinden in Deutschland. Für die Jahre 2006 bis 2010 wird die regionale Verteilung der Kinderverkehrsunfälle analysiert; darüber hinaus werden die Daten mit denen der Jahre 2001 bis 2005 in Beziehung gesetzt. Dadurch ist es möglich, die Verkehrssicherheitssituation von Kindern vor Ort mit der in anderen Kreisen und Gemeinden gleicher Größe zu vergleichen und somit einen Hinweis darüber zu erhalten, ob und wie sich die Unfallbelastung vor Ort von anderen unterscheidet.
Kinderverkehrsunfälle sind über die Bundesrepublik Deutschland nicht gleichverteilt, vielmehr gibt es je nach Verkehrsteilnahmeart Regionen mit mehr oder weniger Unfällen. Eine regionale Analyse der Daten ist wichtig, um regionale Unfallschwerpunkte zu erkennen, analysieren und gegebenenfalls entfernen beziehungsweise entschärfen zu können. Insbesondere in Zeiten begrenzter finanzieller Mittel ist eine solche Fokussierung sinnvoll. Ein Überblick der regionalen Verteilung von Unfällen erlaubt zudem eine Abschätzung, über besonders wirksame Maßnahmen. Aber auch für Verbände, die sich mit Verkehrssicherheit beschäftigen, Eltern und Lehrer ist eine Positionsbestimmung, wie sich die Situation vor Ort im Vergleich zu anderen Gebieten darstellt, zur Orientierung wichtig. Hierdurch wird auch diesem Personenkreis eine Argumentationshilfe für die Einforderung entsprechender Maßnahmen an die Hand gegeben. In vorliegendem Kinderunfallatlas wurden die Unfalldaten der zwischen 2001 bis 2005 im Straßenverkehr verunglückten Kinder je 1.000 der Altersgruppe für alle 439 Landkreise und kreisfreien Städte berechnet. Zudem erfolgte eine Analyse der Daten von 2003 bis 2005 auf Gemeindeebene. Basierend auf der Einwohnerzahl der Gemeinden in Bezug auf die Anzahl der verunglückten Kinder/1.000 der Altersgruppe wurden 6 Gruppen von Gemeinden gebildet. Die erste Gruppe setzt sich aus den 15 Großstädten der Bundesrepublik zusammen. Die letzte Gruppe umfasst 1.705 Orte unter 10.000 Einwohnern. Die Auswertung zeigt, dass Kinderunfälle in der Bundesrepublik nicht gleichmäßig verteilt sind, vielmehr zeigt die bevölkerungsbezogene Analyse auf Kreisebene ein deutliches Nord-Süd-Gefälle. Dennoch trifft diese Aussage nicht für alle Arten der Verkehrsteilnahme zu. Während Kinder als Fußgänger besonders häufig in Nordrhein-Westfalen und großen Städten der Bundesrepublik verunglücken, sind sie als Radfahrer in den Regionen in Schleswig-Holstein, Niedersachen, Mecklenburg-Vorpommern und Brandenburg besonders gefährdet. Als Mitfahrer in Pkw verunglücken die meisten Kinder in den ländlichen Gebieten Bayerns und den östlichen Regionen der Bundesrepublik. Zusätzlich lässt sich auf Gemeindeebene zeigen, dass das auf die Altersgruppe bezogene Risiko für Fußgänger mit der Größe einer Stadt zunimmt, während Radfahrer in sogenannten Mittelstädten besonders häufig verunglücken. Als Mitfahrer in Pkw tragen Kinder in sehr kleinen Orten unter 10.000 Einwohnern ein deutlich erhöhtes Risiko. Auf der Grundlage dieses Berichtes ist es erstmals möglich die spezifische Verkehrssicherheitssituation von Kindern nicht nur im Vergleich zu anderen Kreisen sondern auch im Vergleich zu anderen Gemeinden gleicher Größe zu analysieren. Abgesehen davon, dass die Verantwortlichen vor Ort erstmals in die Lage versetzt werden, die spezifische Situation einzustufen, lassen sich auf dieser Grundlage Maßnahmen erheblich gezielter und ökonomisch sinnvoller einsetzen. Eine entsprechende Wiederholung der Berechnungen sollte in fünf Jahresabständen erfolgen.
Mit diesem Bericht wird der zweite Kinderunfallatlas der Bundesanstalt für Straßenwesen vorgelegt, in dem die Verkehrsunfallsituation von Kindern für alle Kreise, Städte und Gemeinden in Deutschland abgebildet wird. Während der erste Kinderunfallatlas die regionale Verteilung der Kinderverkehrsunfälle von 2001 bis 2005 analysierte, fokussiert der vorliegende Kinderunfallatlas auf die Situation für die naechsten fünf Jahre. Dadurch ist es wieder möglich, die Verkehrssicherheitssituation von Kindern vor Ort mit der in anderen Kreisen und Gemeinden gleicher Größe zu vergleichen und somit einen Hinweis darüber zu erhalten, ob und wie sich die Situation vor Ort von anderen unterscheidet. Zudem ist es wichtig zu wissen, ob und wie sich die Unfallsituation von Kindern in den folgenden Jahren weiterentwickelt hat. Daher wurden nicht nur für den Folgezeitraum 2006 bis 2010 die Kinderunfalldaten nach dem gleichen Prinzip ausgewertet, zusätzlich wurde berechnet, ob die Situation jedes Kreises/kreisfreien Stadt im Trend der bundesdeutschen Gesamtentwicklung liegt, ob die Verkehrsunfälle vor Ort überdurchschnittlich zurückgegangen sind oder ob sich in den letzten Jahren im Vergleich zur gesamtdeutschen Entwicklung wenig getan hat. Diese Analysen wurden auch im Rahmen des Städtevergleiches angestellt. Da die Zuständigkeit für die Durchführung von Verkehrssicherheitsmaßnahmen in weiten Bereichen bei den Ländern liegt, wurde das Konzept erweitert und für jedes Bundesland eine Sonderauswertung der Daten vorgenommen, sodass die Verantwortlichen auf Landesebene für ihre Verwaltungseinheit zusätzlich die Information erhalten, wie die Kreise landesintern zueinander stehen. Ergebnis ist, dass Kinderverkehrsunfälle in der Bundesrepublik nicht gleichmäßig verteilt sind, vielmehr belegt die bevölkerungsbezogene Analyse auf Kreisebene ein deutliches Nord-Süd-Gefälle. Die Analyse nach Art der Verkehrsteilnahme ergab, dass Kinder als Fußgänger besonders häufig in Nordrhein-Westfalen und großen Städten der Bundesrepublik verunglücken, während Kinder als Radfahrer in Kreisen und kreisfreien Staedten in Schleswig-Holstein, Niedersachen, Mecklenburg-Vorpommern und Brandenburg besonders gefährdet sind. Als Mitfahrer in Pkw verunglücken die meisten Kinder in den ländlichen Regionen Bayerns und den östlichen Regionen der Bundesrepublik. Insbesondere für den Osten der Bundesrepublik und das östliche Bayern konnte durch den Vergleich der Daten der Kinderverkehrsunfälle von 2001 bis 2010 nachgewiesen werden, dass der deutliche Rückgang der Kinderverkehrsunfälle über den allgemeinen bundesdeutschen positiven Trend hinausgeht. Es wurde allerdings auch festgestellt, dass in manchen Kreisen bereits 1984 (Unfallatlas Heinrich/Hohenadel) hohe Unfallbelastungen zu beobachten waren. Diese Ergebnisse der Kreisanalyse finden sich auch auf Gemeindeebene wieder. Danach steigt das auf die Altersgruppe bezogene Risiko für Fußgänger mit der Größe einer Stadt, während Radfahrer in sogenannten Mittelstädten besonders häufig verunglücken. Als Mitfahrer in Pkw tragen Kinder in sehr kleinen Orten unter 10.000 Einwohnern ein deutlich erhöhtes Risiko. Die Analyse der Unfallentwicklung in den Städten berücksichtigte ebenfalls den bundesdeutschen Trend. Fuer die 15 Großstädte konnte so nachgewiesen werden, dass sich in der Mehrzahl der Großstädte die Unfallkennziffern zwischen 2003-2005 und 2008-2010 positiv im bundesdeutschen Trend entwickelten. In sieben Großstädten lagen die Werte sogar darüber. Während die Vergleiche der mittleren und großen Kreise und Gemeinden auf einer stabilen Berechnungsbasis erfolgten, sind bei den sehr kleinen Kreisen und Gemeinden aufgrund geringer Bevölkerungsdichte Verzerrungen möglich. Daher sollten insbesondere bei hohen Unfallbelastungen keine voreiligen Schlüsse gezogen werden, vielmehr ist eine sorgfältige Interpretation angezeigt. So ist beispielsweise insbesondere in vom Tourismus geprägten Gebieten eine erhöhte Unfallbelastung identifiziert worden, die allerdings aufgrund der erhöhten Anzahl von Kindern, die sich nur vorübergehend in den Gebieten aufhalten und nicht gemeldet sind, relativiert werden muss. Die Analyse und Erklärung spezifischer Verkehrsunfallsituationen vor Ort sollte daher die gesamte Bandbreite möglicher Zusammenhänge einbeziehen. Denn nur, wenn die wirklichen Probleme und Zusammenhänge erkannt sind, können sinnvolle Maßnahmen zur Verbesserung der Verkehrssicherheit von Kindern eingeleitet werden.
Die exemplarischen empirischen Untersuchungen sowie die Befragung und die Expertendiskussion führen zu folgenden Schlussfolgerungen: - Eine EDV-Unterstützung bei der Festlegung und Behandlung von innerörtlichen Unfallstellen wird dringend gewünscht. - Die Vielschichtigkeit des Problems sowie die Notwendigkeit der Flexibilität in der praktischen Anwendung ermöglichen es aber nicht, einheitliche Schwellenwerte für die automatische Festlegung von Unfallstellen vorzugeben. Dagegen lässt sich eine Reihe von Kriterien und Werten angeben, die bei einer automatischen Vorauswahl der näher zu untersuchenden Stellen hilfreich sind. - Ein wesentlicher Faktor für die stärkere Nutzung der EDV bei der Untersuchung des innerörtlichen Unfallgeschehens ist in der Unterstützung bei korrespondierenden Aufgaben und Fragestellungen (Übersichtsauswertungen, Beantwortung von Anfragen etc.) zu sehen. - Neben den eigentlichen Unfalldaten besteht ein erheblicher Bedarf an anderen Informationen aus dem Bereich des Straßenverkehrs. Dieser Informationsbedarf gilt auch in umgekehrter Richtung. Diese Anforderungen lassen sich nur im Rahmen eines umfassenderen Informationskonzepts beziehungsweise in einem Informationssystem erfüllen, das die direkte dezentrale Nutzung bei den entsprechenden Polizeidienststellen ermöglicht.
Auf der Grundlage von Unfallauswertungen unter Berücksichtigung der Verkehrsstärken werden Unfallrisiken für Anlagen des Fußgängerquerverkehrs quantifiziert, um daraus Einsatzbereiche für den jeweiligen Anlagentyp abzuleiten. Besonderes Augenmerk gilt dem möglichen Einsatzbereich für den Fußgängerüberweg (Zebrastreifen) und die Abgrenzung des Fußgängerüberwegs gegenüber dem Einsatzbereich der Fußgängerfurt. Gegenüber einer früheren Untersuchung mit gleicher Zielsetzung wurde die Zahl der erfassten Anlagen erhöht und bei der Auswahl der ergänzend erfassten Fußgängerquerungsanlagen verstärkter Wert auf die anlagentypspezifische Repräsentanz gelegt. Verstärkt wurden Fußgängerquerungsanlagen auf freier Strecke (im Unterschied zu Knotenpunktbereichen 3- oder 4-armiger Knoten) berücksichtigt. Merkmale der Umgebungsnutzung (z.B. Sichtbehinderung durch parkende Fahrzeuge, Bebauungsart und -dichte in der Umgebung) der jeweiligen Anlage wurden erfasst und auf eine mögliche Sicherheitswirkung hin untersucht.
NASS: the glass is half full

The National Accident Sampling System (NASS) was born in the late 1970s. It was based on a substantial amount of experience and analysis of what was needed in the United States to understand the safety challenges of our highways. This work also showed how to collect high quality and useful crash data efficiently. Unfortunately, when Ronald Reagan - a President who believed in limited government - was elected, any hope of full funding for NASS was lost. The concept of 75 teams investigating about 18,000 serious crashes in detail annually was never realized. The system got up to 50 teams, then was cut to 36, and finally to 24 teams investigating fewer than a quarter of the originally anticipated number of crashes per year. Despite this, the NASS investigations provide a rich source of data, collected according to a sophisticated statistical sampling system to facilitate detailed national estimates of road casualties on our nation- highways and their causes. In addition, changes have been made in recent years to increase the number of more serious crashes of recent model vehicles to make the results more relevant to improving vehicle safety. A recent, detailed examination of hundreds of rollovers has provided considerable insight into rollover casualties and into what can be done to reduce them. Some of these results will be presented that show the value of the NASS system. Our experience with NASS and the Fatal Accident Reporting System (FARS) suggests a number of improvements that could be made in the United States" crash data systems. It also provides justification for a doubling or tripling of our national expenditures on crash data collection.
Analyse glättebedingter Unfälle von Güterkraftfahrzeugen mit mehr als 12 t zulässigem Gesamtgewicht

Die Überschreitung des möglichen Reibwertpotenzials zwischen Fahrbahn und Reifen stellt nach wie vor ein großes Sicherheitsrisiko dar. Während sich mittlerweile Systeme in der Entwicklung befinden, die das aktuelle Reibwertpotenzial recht verlässlich schätzen können, stellt sich die Frage, auf welche Weise diese Information am besten dem Fahrer* zu übermitteln ist. Diese und weitere Fragen bezüglich des Nutzens einer Reibwertwarnung werden in diesem Projekt beantwortet. Im Laufe dieses Projektes wurde untersucht, welcher Nutzen eine Reibwertwarnung für Güterkraftfahrzeuge darstellt. Mittels einer Probandenstudie im Fahrsimulator der technischen Universität Berlin ließen sich Fahrverhalten feststellen, welche positive Auswirkungen im Falle eines glättebedingten Unfalles hätten. Die Grundlage bildete zunächst die Literaturrecherche, die sowohl Erkenntnisse über den Stand der Technik von Fahrerassistenzsystemen sowie auch Einblicke in die Forschung zur Gestaltung von Warnungen aufzeigte. Zahlreiche Details über das Sicherheitspotenzial, das Angebot der verschiedenen Hersteller, die Gesetzgebung und weiteres hinsichtlich der Fahrerassistenzsysteme wurden ergründet, während zur Gestaltung von Warnungen kognitive Modelle und die Auswirkungen von Warnungen auf einen Probanden untersucht wurden. Folglich war es möglich, zusammen mit einer Expertenrunde und Vorstudien zur Gestaltung der unterschiedlichen Glätte-Icons, eine wissenschaftlich fundierte Warnstrategie herauszuarbeiten, die aus akustischen Signalen, Sprachangaben und grafischen Anzeigen auf einem Head-Up-Display besteht. Parallel dazu wurde mittels einer Analyse von Unfällen von schweren Lkw mit vermindertem Kraftschluss ein Überblick über die Unfallsituation von N3-Lkw verschafft. Dazu wurden die Daten der GIDAS-Unfalldatenbank untersucht und eine repräsentative Zufallsstichprobe der Unfälle, bei denen Kraftschlussminderung eine Rolle gespielt haben könnte, erstellt. Zwei Szenarien wurden hierbei betrachtet: Auffahrunfälle, bei denen der Lkw auf ein weiteres Fahrzeug auffährt, sowie Fahrunfälle, bei denen der Lkw-Fahrer die Kontrolle über sein Fahrzeug verliert. Diese Unfallanalyse bildete dann die Basis für die Szenariengestaltung der Probandenstudie im Fahrsimulator. Kritische Fahrszenarien, unübersichtliche Kurven- und Bergfahrten und ein Stauende hinter einer Kuppe, jeweils gepaart mit Regen, Starkregen oder Nebel und den dazu variierenden Reibwert der Straße, wurden samt der Warnstrategie im Fahrsimulator dargestellt. In der Probandenstudie durchfuhren Kraftfahrzeugfahrer die präparierten Simulationen, wobei die Experimentalgruppe die Glättewarnung erhielt und die Kontrollgruppe die gleiche Simulation ohne Warnung durchfuhr. Die Hauptfragestellungen, die sich stellten, waren, ob die Fahrer mit Warnsystem ihr Verhalten (insbesondere ihre Geschwindigkeit) an den Zustand der Fahrbahn anpassten und ob die Fahrer mit Warnsystem eine bessere Fahrleistung in Gefahrensituationen im Vergleich zu Fahrern ohne Warnsystem zeigen. Außerdem wurde untersucht, wie die Fahrer die Kritikalität der Fahrsituationen einschätzen und wie die Fahrerbewertung bezüglich der Warnstrategie ausfallen. Zusammenfassend zeigte die Studie, dass die Probanden mit Warnung ihr Fahrverhalten besser an die Glättesituation anpassten als Probanden ohne Warnung. Erstere reduzierten ihre Geschwindigkeit deutlich früher und stärker. Die entwickelte Warnstrategie wurde als positiv und hilfreich bewertet und wurde mit einer hohen Akzeptanz von den Probanden angenommen. Durch die Corona-Pandemie fiel die Stichprobengröße der Probanden geringer aus als ursprünglich geplant, was für die Ergebnisse miteinzuberechnen ist. Im Schlussteil dieses Projektes wurde der konkrete Nutzen von Glättewarnsystem bei Lkw in Bezug auf das Unfallgeschehen analysiert. Mit der Kenntnis der Auswirkung eines Glättewarnsystems auf das Fahrverhalten der Lkw-Fahrer konnten die Lkw-Unfälle aus der GIDAS-Datenbank durch eine Vorwärtsrekonstruktion neu simuliert werden, um zu ermitteln, welchen Einfluss das Glättewarnsystem auf den Unfall gehabt hätte. Die Analyse zeigte unter anderem, dass eine Glättewarnung für Lkw bei 12 % aller Unfälle zum Einsatz kommen könnte. Bei einer angenommenen mittleren Reduktion der Fahrgeschwindigkeit der Lkw-Fahrer um 9,6 km/h bei Tempo 80 aufgrund der Glättewarnung wären nahezu 30 % der Kollisionen bei Alleinunfällen oder Unfällen mit Beteiligung eines anderen Fahrzeugs sowohl bei den Lkw als auch bei den Kollisionsgegnern vermieden worden. Ferner hätten mehr als die Hälfte der Lkw und der Kollisionsgegner geringere Kollisionsschweren gehabt. Mittels Verletzungsrisikokurven konnte gezeigt werden, dass durch die geringeren Kollisionsschweren das Risiko, ernsthafte oder schwerere Verletzungen zu erleiden, deutlich gesunken ist. Bei den Lkw-Unfällen mit Fußgängern wären von neun analysierten Unfällen zwei vermieden worden und sieben Unfälle hätten aufgrund der geringeren Kollisionsgeschwindigkeit des Lkws das Potenzial die Verletzungsschwere der Fußgänger zu verringern. * Gender Disclaimer: In diesem Bericht wird aus Gründen der besseren Lesbarkeit das generische Maskulinum verwendet. To elucidate the risk of pedestrians, bicycle and motorbike users, data of two accident research units from 1999 to 2014 were analysed in regard to demographic data, collision details, preclinical and clinical data using SPSS. 14.295 injured vulnerable road users were included. 92 out of 3610 pedestrians ("P", 2.5%), 90 out of 8307 bicyclists ("B", 1.1%) and 115 out of 4094 motorcycle users ("M", 2.8%) were diagnosed with spinal fractures. Thoracic fractures were most frequent ahead of lumbar and cervical fractures. Car collisions were most frequent mechanism (68, 62 and 36%). MAIS was 3.8, 2.8 and 3.2 for P, B and A with ISS 32, 16 and 23. AIS-head was 2.2, 1.3 and 1.5). Vulnerable road users are at significant risk for spine fractures. These are often associated with severe additional injuries, e.g. the head and a very high overall trauma severity (polytrauma).
This study aims to analyze spine injuries in motor vehicle accidents. Between 1985 and 2004 the Hannover accident research unit documented 18353 accidents. We identified 161 front passengers (0.53%) with cervical spine injuries, 84 (0.28%) with thoracic and 95 (0.31%) with lumbar injuries. Technical and medical data was reviewed. Patients" records were retrieved. X-rays were evaluated and fractures were classified according to the Magerl classification. 68% and 57% of thoracic and lumbar fractures occurred in accidents with multiple impacts. Delta-v was 50, 40 and 40 kph in passengers with cervical, thoracic and lumbar spine, resp. Passengers with spinal fractures frequently showed numerous concomitant injuries, e.g. additional vertebral fractures. The influence of seat belts and airbags is discussed. Patient work-up has to include a thorough investigation for additional injuries.
The study aimed at estimating the impact of pedelecs (with an assumed higher speed than bicycles) on the traffic accident severity in Germany for different penetration rates. The analysis shows that in many real situations (68%) an electrical support of bicycles has no influence on the sequence of accident events. Taking into account a number of unreported "single bicycle accidents", the adoption of similar traffic behavior and similar age distribution, the authors determined a shift of 400 former slightly to seriously injured cyclists in Germany per year. Overall this would be an increase of approximately 2.3% in case of 10% of pedelec penetration with the pessimistic assumption of 10 km/h speed increase although first natural driving studies predict a much lower average speed increase of pedelecs. The hypothesis verbalized in the initial question whether a higher distribution of pedelecs will result in more severe accidents in Germany is not verified. The study shows that electrical support didn"t result in higher collision speed in general. In many accident situations, the speed of pedelecs has only a minor influence on the accident severity. Further research focusing on a possible change of driver behavior especially in new target groups (elderly people) will be needed.
Although road infrastructure is developed extensively Brazil is still one of the countries with the most dangerous roads in the world. In order to stop the increasing trend of traffic fatalities of the last few years and to improve traffic safety on Brazilian roads a pilot study on behalf of SAE Brazil started in March 2016 with the goal to lay the foundations for a long-term research activity. Piloting for an in-depth accident investigation the city of Campinas, roughly 100 km north of São Paulo was chosen. The pilot project was carried out with the local partner, the Empresa Municipal de Desenvolvimento de Campinas (EMDEC). The paper reports on the initial training of evidence based accident data collection on-spot, the implementation of the new digital database, the data collection and the first results. An outlook on the planned long-term accident investigations is given.
The increasing economics in India has an enormous growth of its road traffic. As observed from official Indian accident statistics the number of road fatalities are one of the highest worldwide. In contrast to most industrialized nations they have an rapidly increasing trend. To come along with this trend it becomes more than essential to understand the traffic accident situation. The official Indian accident statistics gives a glimpse of only basic information. Therefore more detailed data is needed. By using In-depth accident data and officially representative statistics the current accident situation can be evaluated in India, if a suitable weighting methodology is considered. Hence in 2009/2010 a pilot study with the collaboration partner JP-Research India pvt. Ldt. was gathered in Tamil Nadu in south of India. In-depth accident investigations were done around the Coimbatore area on four highways. At first, the collected data is evaluated. Due to consequent and continuous further development based on the first approach a methodology similar to NASS/CDS/GES in the US and GIDAS in Germany was developed. Of course all relevant accident related parameters including pictures and severity information were collected. As a matter of fact based on scaled sketches and reconstruction benefit analyses can be done in order to analyze the accident scenery in India. As a first outcome influence from infrastructure, missing education and vehicle safety were identified as key parameters in order to reduce the number of accidents and casualties. To compare the accident situation against international standards an accident classification for left hand traffic was developed based on the German Insurance classification system. Looking into detail additional accident types were identified and added to create an Indian accident type catalogue. The positive results encouraged several OEMs to participate in this investigation and together with BOSCH a consortium was established in 2010/11. Within one year from beginning in May 2011 about 200 highway accidents were collected, reported and reconstructed using the new standard. Hence a first good overview of the accident situation is available for the Coimbatore Tamil Nadu area. The major target for establishing accident investigations is the extension towards other states of India and urban areas to achieve a better overview of the accident scenery. Therefore local and national authorities have to be embedded in order to strengthen the awareness against traffic safety.
Nächtliche Freizeitunfälle junger Fahrer stellen einen besonderen Problembereich dar. Gemessen an ihrem Anteil an der Bevölkerung sind junge Fahrer im Alter von 18 bis 24 Jahren überdurchschnittlich häufig am Unfallgeschehen beteiligt. Vor diesem Hintergrund wurde die Studie "Regionalstruktur nächtlicher Freizeitunfälle junger Fahrer" der Jahre 1992/93 aktualisiert. Dazu wurden die Daten der amtlichen Straßenverkehrsunfallstatistik der Jahre 1997 und 1998 untersucht. Als junge Fahrer bei nächtlichen Freizeitunfällen werden alle 18-24-jährigen Fahrer und Fahrerinnen von Pkw und Motorrädern bezeichnet, die an Unfällen mit Personenschaden in der Zeit von 20 Uhr abends bis 3.59 Uhr morgens beziehungsweise am Wochenende (Samstag, Sonn- und Feiertag) bis 5.59 Uhr morgens beteiligt waren. Insgesamt waren in den Jahren 1997 und 1998 über 60.000 junge Fahrer an nächtlichen Unfällen mit Personenschaden beteiligt, das sind 24 Prozent aller jungen Unfallbeteiligten. Der typische unfallbeteiligte junge Fahrer ist ein Mann, der überdurchschnittlich häufig mit "nicht angepasster Geschwindigkeit" unterwegs ist oder unter "Alkoholeinfluss" steht. Die Unfallbeteiligung junger Fahrer ist regional sehr unterschiedlich. Für alle 439 Stadt- und Landkreise Deutschlands wurden kreisbezogene Kenngrößen wie zum Beispiel Unfallbeteiligung, Alkoholeinfluss und Risiko junger Fahrer berechnet und die Ergebnisse kartografisch dargestellt. Die Verteilung im Bundesgebiet zeigt deutliche Zusammenhänge mit der Siedlungsstruktur. Anhand der Bevölkerungs- und Flächendaten der Stadt- und Landkreise wurden 6 Kreisstrukturtypen gebildet, die unterschiedliche Verdichtungsstufen beschreiben. Obwohl die Anzahl nächtlicher Freizeitunfälle in den Ballungsräumen sehr hoch ist, sind junge Fahrer und ihre Mitfahrer in ländlichen Gebieten am stärksten gefährdet.
Berichtet wird über Wildunfälle in Deutschland im Jahre 1997. Sie werden in der amtlichen Straßenverkehrsunfallstatistik nur berücksichtigt, wenn sie Personenschäden oder schwere Sachschäden zur Folge hatten oder unter Alkoholeinfluss geschahen. Analysiert wurden 3.154 Wildunfälle der amtlichen Unfallstatistik. Die Zahl der Verunglückten je 1.000 Unfälle mit Personenschaden ist bei Wildunfällen geringer als bei sonstigen Unfällen, allerdings ist eine rückläufige Tendenz der schweren Unfälle im Gesamtunfallgeschehen bei den Wildunfällen nicht zu erkennen.
Nowadays, traffic accidents are recorded in historical databases. Regarding the huge quantity of data, the use of data mining tools is essential to help Experts, for automatically extracting relevant information in order to establish and quantify relations between severity and potential factors of accidents. An innovative approach is here proposed for an in depth investigation of real world accidents data base. Mutual information ratio based on conditional entropies is used to quantity the association strength between an accident outcome descriptor (injury severity) and other potential association factors. Information theoretic methods help to select automatically groups of factors mostly responsible of the severity of accident.
A lack of representative European accident data to aid the development of safety policy, regulation and technological advancement is a major obstacle in the European Union. Data are needed to assess the performance of road and vehicle safety and is also needed to support the development of further actions by stakeholders. This short-paper describes the process of developing a data collection and analysis system designed to partly fill these gaps. A project team with members from 7 countries was set up to devise appropriate variable lists to collect fatal crash data under the following topic levels: accident, road environment, vehicle, and road user, using retrospective detailed police reports (n=1,300). The typical level of detail recorded was a minimum of 150 variables for each accident. The project will enable multidisciplinary information on the circumstances of fatal crashes to be interpreted to provide information on a range of causal factors and events surrounding the collisions.
Powered Two Wheelers (PTWs) accidents constitute one of the road safety problems in Europe. PTWs fatalities represent 22% at EU level in 2006, having increased during last years, representing an opposite trend compared to other road users" figures. In order to reduce these figures it is necessary to investigate the accident causation mechanisms from different points of view (e.g.: human factor, vehicle characteristics, influence of the environment, type of accident). SAFERIDER project ("Advanced telematics for enhancing the SAFEty and comfort of motorcycle RIDERs", under the European Commission "7th Framework Program") has investigated PTW accident mechanisms through literature review and statistical analyses of National and In-depth accident databases; detecting and describing all the possible PTW's accident configurations where the implementation of ADAS (Advanced Driver Assistance Systems) and IVIS (In-Vehicle Information Systems) could contribute to avoid an accident or mitigate its severity. DIANA, the Spanish in-depth database developed by CIDAUT, has been analyzed for that purpose. DIANA comprises of accident investigation teams, in close cooperation with police forces, medical services, forensic surgeons, garages and scrap yards. An important innovation is the fact that before injured people arrive to hospitals, photographs and explanations about the possible accident injury mechanisms are sent to the respective hospitals (via 3G GPRS technology). By this, additional information to medical staff can be provided in order to predict in advance possible internal injuries and select the best medical treatment. This methodology is presented in this paper. On the other hand, the main results (corresponding to road, rider and PTW characteristics; pre and post-accident manoeuvres; road layout; rider behaviour; impact points; accident causations;...) from the analyses of the PTW accidents used for SAFERIDER are shown. Only accident types relevant to ADAS and IVIS devices have been considered.
The significant demographic changes are predicted for the European future. The age group over 65 years is permanently increasing and over next 30 years every fourth person will belong to this group. This development will continue so far that by 2050 in many countries will double the percentage of the population aged 65 and more. Many studies analyze the new phenomena of the ageing (graying) society during the last decade. Mobility is integrated part of the life of every citizen, even more it means for the elderly people. The adequate mobility is the precondition for their active life and for their social communication that contribute to their health and functional capacity and their autonomy and independency. The active seniors demand less public support. The mobility of the older citizens is closely linked with health and societal problems and creates an important public challenge. On the other side the participation of seniors in transport due to their limited physical and mental possibilities means for them an increased risk to be injured or killed. The main mobility spaces are roads that can be used not only as a traveler in a vehicle (driver or passenger) but also as a pedestrian or cyclist or even as a motorcyclist. The road traffic is then an opportunity and danger in the same time. The accident analyzes show specific risk features of seniors that are different compared with other age groups. First of all the older road users (65 and more) are facing to the higher risk (number of killed divided by the population size) to be killed in a road accident compared with the group of younger road users (0 - 64). More significant difference can be observed when comparing the road user groups. The fatality percentage of the older pedestrians is 2,5 times higher compared with the group 25 " 64. Similar frequency show the cyclist fatalities. On the other side the vehicle passengers in the younger group have more or less two time higher percentage compared to seniors and in the group of motorcyclists even achieved in 2008 almost five times higher compared with the older group. The share of the old road users fatalities (around 19%) didn"t practically change during the last 10 years in the European average. But comparing the gender involvement (2006) there is an interesting difference " female fatalities make 30, 2%, male fatalities 15, 3% of all fatalities in their groups. The risk of the senior users is more connected with their physical and mental limits than with their risk behavior. According to the Czech statistics (2007) the vehicle drivers over 65 years cause only 3, 6% of all accidents. The solution of the problem is to minimize the risk and to create a safe environment for the elderly people using the roads. In order to achieve this goal a deep knowledge of risk and of accident circumstances, full understanding of the behavior of the seniors and their limitations and accommodating approach of the whole society is necessary. Road risk of the ageing society has to be considered as a part of the health and social policy. These can build a creditable basis for the implementation of the measures that secure safe moving of seniors on the roads.
