Straßenverkehrszählung 1980 in der Bundesrepublik Deutschland - Erhebungs- und Hochrechnungsmethodik

Hinsichtlich des zeitlichen Erhebungsverfahrens und der Hochrechnungsmethodik ist die 1980 durchgeführte Straßenverkehrszählung weitgehend mit den Zählungen der Jahre 1975 und 1978 identisch. Im Unterschied zur Zählung im Jahre 1978 mit einer räumlichen Teilerfassung auf ausgewählten Straßenabschnitten fand 1980 wieder eine Vollerhebung mit gezielter Auswahl der Erhebungszeiten für die "Freien Strecken" der Straßen des überörtlichen Verkehrs statt. Lediglich bei den Kreisstraßen erfolgte nur eine teilweise Abdeckung mit Zählabschnitten. Auch die Ortsdurchfahrten in Ortschaften zwischen 5000 und 80.000 Einwohnern waren wie 1975 in die Zählungen einbezogen. An den Bundesautobahnen und Europastraßen, an den Grenzübergangsstellen sowie einem Teil der übrigen Strecken wurde neben dem Gesamtverkehr auch der Ausländerverkehr getrennt erfasst. Beschrieben werden das Erhebungsverfahren, die Hochrechnungsmethodik und die Form der Ergebnisausgabe. Ergänzt werden die Ausführungen durch ein Berechnungsbeispiel.
In tabellarischer Form werden die aus den Einzelergebnissen je Zählstelle der Straßenverkehrszählung 1980 berechneten Mittelwerte der "Durchschnittlichen täglichen Verkehrsstärke (DTV)" für jedes Land und für das gesamte Bundesgebiet, getrennt nach Straßenklassen und für "Alle Straßen" sowie aufgeteilt nach 10 Fahrzeugarten und daraus gebildete Fahrzeuggruppen aufgeführt. An allen Grenzübergängen sowie auf den Europa-Straßen erfolgte zusätzlich eine getrennte Erfassung der ausländischen Fahrzeuge. In weiteren Tabellen sind für das Bundesgebiet und für jedes Bundesland Verteilungen der Zählabschnitte nach DTV-Klassen angegeben. Ferner wurde erstmals eine Berechnung der mittleren DTV-Werte auf Bundesautobahnen nach der Fahrstreifenanzahl durchgeführt.
Straßenverkehrszählung 1985 in der Bundesrepublik Deutschland - Erhebungs- und Hochrechnungsmethodik

Hinsichtlich des zeitlichen Erhebungsverfahrens und der Hochrechnungsmethodik ist die 1985 durchgeführte Straßenverkehrszählung mit den Zählungen der Jahre 1975, 1978 und 1980 weitgehend identisch. Im Vorfeld der Zählung wurde eine Reduktionsuntersuchung (Verringerung des Zählaufwands ohne Genauigkeitsverlust) durchgeführt. Aufgrund der Ergebnisse dieser Untersuchung konnte der Zählaufwand um 12% reduziert werden. Beschrieben werden das Erhebungsverfahren, die Hochrechnungsmethodik und die Form der Ergebnisausgabe. Ergänzt werden die Ausführungen durch ein Berechnungsbeispiel sowie Ausführungen zur Hochrechnungsgenauigkeit.

Der vorliegende Bericht beinhaltet eine detaillierte Beschreibung der Erhebungs- und Hochrechungsmethodik zur Ermittlung der durchschnittlichen täglichen Verkehrsstärken (DTV) sowie eine Darstellung der Berechnung von Kenngrößen (Bemessungsverkehrsstärken und Werte für "Lärmberechnungen", für die eine vorherige Ermittlung der DTV-Werte Voraussetzung ist. Die methodischen Erläuterungen werden ergänzt durch beispielhafte Berechnungen. Am Ende des Berichtes steht ein Vergleich mit der Straßenverkehrszählung 2000, in dem auf wesentliche Änderungen und deren Auswirkungen eingegangen wird.

Von dieser Möglichkeit machten nicht alle Länder Gebrauch, so dass bundesweit nur 59 % der Landesstraßen und nur 34 % der Kreisstraßen mit Zählungen abgedeckt waren. Zu diesen beiden Straßenkategorien können somit keine allgemeinen Aussagen getroffen werden. Der vorliegende Bericht beinhaltet mittlere DTV und Jahresfahrleistungen, differenziert nach Fahrzeugarten und Straßenklassen für das Bundesgebiet insgesamt und für jedes einzelne Bundesland. Außerdem sind Beschreibungen zur Berechnung der DTV- und Fahrleistungsstatistiken enthalten sowie einige Ausführungen zu Entwicklungen der mittleren DTV-Werte und Jahresfahrleistungen in Bezug auf 2005.

Die methodischen Erläuterungen werden ergänzt durch beispielhafte Berechnungen. Straßenverkehrszählungen (SVZ) mit mobilen Mess-Systemen : Erhebungs- und Hochrechnungsmethodik

Für die nächste Straßenverkehrszählung (SVZ) im Jahre 2015 soll für Abschnitte zweistreifiger Bundesstraßen der temporäre Einsatz mobiler Messsysteme nach einem Rotationsprinzip ermöglicht werden. Dazu wurde in einer 1. Stufe ein Erhebungs- und Hochrechnungskonzept entwickelt, um mit möglichst wenigen Geräten die jährliche Verkehrsstärke und spezielle Kennwerte zuverlässig abzuleiten. Die Grundlage der Hochrechnung bilden die zeitgleich (synchron) zu den temporären Zählungen betriebenen Dauerzählstellen in einer Raumeinheit. Anhand dieser Daten wurden die zentralen Fragen wie Dauer, Häufigkeit und Lage der Zählungen innerhalb des Jahres untersucht. Das Einsatzmodell sieht insgesamt drei Wochen vor. Werktags- und Sonntagsverkehr werden mit zwei um einige Monate versetzte Wochenzählungen außerhalb der Ferien erfasst, der Urlaubsverkehr durch eine Wochenzählung innerhalb der Sommerferien. Die Hochrechnungsfaktoren für die einzelnen Zählwochen ergeben sich aus linearen multiplen Regressionsfunktionen. Deren Koeffizienten werden aus den Dauerzählstellen mit den Einflussgrößen Ferienverkehrs-, Sonntags- und Freitagsfaktoren errechnet. Die Kennwerte, insbesondere "Lärmwerte" und Bemessungsverkehrsstärken, können zum Teil direkt aus den Zähldaten bzw. indirekt über Regressiosansätze abgeleitet werden. In einer 2. Stufe wurde anhand von Dauerzählstellen der Jahre 2000 bis 2010 analysiert, wie die einzelnen Jahresergebnisse auf ein einheitliches Basisjahr übertragen werden können. Wegen der größeren Entwicklungsunterschiede sollte dabei zwischen Werktags- und Sonntagsverkehr sowie zwischen Personen- und Güterverkehr unterschieden werden. In einer 3. Stufe wurden Wege aufgezeigt, wie für Zählungen im Rahmen von Sonderuntersuchungen eine schnelle Ergebnisbereitstellung ermöglicht werden kann. Dies ist notwendig, da die endgültigen Ergebnisse der Dauerzählstellen, die Voraussetzung für die Ableitung der Hochrechnungsfaktoren sind, erst am Anfang des Folgejahres vorliegen. Je nach Einsatzzeit können die Ergebnisse aus den Wochenzählungen als Näherungswerte übernommen werden. Für allgemeine Anwendungen wurden Hinweise zur Entwicklung einer Software-Lösung gegeben.
Die Produktion von Heißasphalt im Asphaltmischwerk hat einen großen Anteil an den in Ökobilanzen erfassten Umweltindikatoren, z.B. der CO2-Emissionen. Ein Großteil des bei der Asphaltproduktion erforderlichen Energieverbrauchs wird zur Trocknung und Erwärmung der Gesteinskörnungen aufgebracht. Vermehrt wird daher international bitumenhaltiges Mischgut bei Umgebungstemperaturen hergestellt und eingebaut. Als Bindemittel kommen dabei Bitumenemulsion oder Schaumbitumen zur Anwendung. Das Baustoffverhalten des Kaltmischgutes unterscheidet sich in verschiedenen Aspekten vom mechanischen Verhalten von Heißasphalt. Dies betrifft alle Phasen der fertiggestellten Schicht " Mischgutherstellung, Lagerung und Transport, Einbau, Verdichtung sowie Kurz- und Langzeitverhalten. Um das bautechnische Potenzial der bitumengebundenen Kaltbauweisen für die Anwendung in Deutschland abzuschätzen wurden internationale Anwendungen und Erfahrungen mit der Bauweise zusammengestellt und vergleichend bewertet. Dabei können anhand der eingesetzten Bindemittelgehalte vier bitumenhaltige, kalt verarbeitete Mischgutarten unterschieden werden: Kaltasphalt, Grave Emulsion, Bitumen-Stabilisiertes Mischgut und Bitumen-Zement-Stabilisiertes Mischgut. Insbesondere bei den letzten drei Mischgutsorten unterscheidet sich das mechanische Baustoffverhalten stark von jenem von Heißasphalt. Daher sind vom bisherigen Standard abweichende Dimensionierungs- und Bauverfahren erforderlich. Um die Kaltbauweisen in Deutschland zu erproben, sind weitere Forschungsaktivitäten hinsichtlich des mechanischen Verhaltens der Kaltbaustoffe erforderlich. Die praktische Umsetzung international erprobter Bauweisen kann parallel in Untersuchungsstrecken erfolgen, welche durch Lebenszyklus-Studien begleitet werden sollten, um ökologische und ökonomische Vorteile der Bauweisen belegen zu können.
Fire incidents are among the most relevant for people in a tunnel. Therefore, it is important to be sufficiently prepared for such events. A large scale fire test is to be used to help evaluate the initial burning duration and the time it takes for the fire to spread to other vehicles in the tunnel, and in particular how long it takes for a truck carrying wooden pallets to catch fire, taking into consideration the extremely high temperatures. The goal, therefore, is to determine the time it takes for a fire to spread to other vehicles in the tunnel. In the large scale fire test, an accident in a tunnel with one-way traffic is simulated between a truck loaded with approximately 3.7 t of wooden Europol pallets and a passenger car. Directly behind each of the vehicles involved in the accident there is another car which stops at a distance of 1.0 m. Approximately 300 litres of burning diesel are discharged from the truck's fuel tank, which is simulated by using approximately 400 litres of isopropanol. A 10 m-² burning pool forms underneath the truck. Other objectives of the large scale fire test are the validation of the CFD models and the evaluation of the progression of the thermal release ratios estimated for the simulation. The thermal release ratios generated in the test are determined and evaluated using various models.
The aim of this study was to evaluate the performance and accuracy of Event Data Recorders (EDRs). The analysis was based on J-NCAP crash tests from 2006"2007, with the corresponding EDR datasets. The pre-crash velocity, maximum delta-V and delta-V versus time history data recorded in the EDRs were compared with the reliable crash test data. The difference between the EDR pre-crash velocity and the laboratory test speed was less than 4 percent. In contrast, in several cases the maximum delta-V and delta-V versus time history data obtained from the EDRs showed uncertainty of measurement in comparisons with the reliable delta-V data. The difference in maximum delta-V in these comparisons was more than 5 percent in 10 of 14 tests and more than 10 percent in 4 of 14 tests. The EDRs underestimated the maximum delta-V in almost all tests. It was also concluded that the calculated acceleration from the EDR delta-V versus time history data showed good agreement with the instrumented accelerometer signal during the collision in almost all tests.
Since 2008, the authors inspected fatal traffic accidents on the spot every year, with the cooperation of Toyota police station in Aichi pref. In the jurisdiction, numbers of fatal accidents were 18 in 2008, 12 in 2009, 14 accidents in 2010, and 16 in 2011. We here report the results of our analysis of information obtained by detailed inspection for those that occurred from 2008 to 2010. We focused on vehicle-to-pedestrian accidents, which accounted for about 45% of all accidents in 2008. Because many accidents occurred on residential roads not far from pedestrians" homes, it was revealed that the decrease of the collision speed by traffic calming such as humps and zone speed management, was highly effective. On the other hand, pedestrian detection technologies seemed to be also effective as a countermeasure on vehicle side. Every pedestrian position against a vehicle was clarified and TTC (Time to Collision) was calculated provisionally. Pedestrian accidents in intersections were also examined. Among the intersection pedestrian accidents within the jurisdiction, compared with the national average in Japan, the ratio of intersections without a signal and the ratio without a pedestrian crossing were high. According to the comparison of the Japanese traffic accident patterns between 2001 and 2008, pedestrian accidents during turning right and turning left did not decrease much. For elderly drivers, these accidents occurred very often. Finally, single vehicle accidents were analysed with the accident pattern analysis methods used above. There were high numbers of single vehicle accidents against object on single roads. Although fatal accidents against guardrails decreased, the numbers of fatal accidents against a utility pole and a sign pole were nearly constant. As for the impact with narrow width objects such as utility poles, the fatality rate was very high, and countermeasures of both road infrastructure and vehicles seem to be effective.
Although the bus belongs to the safest traffic means, single accidents can be particularly severe and concern many passengers. Especially in case of fires a high number of injured and killed persons can be the outcome. Fire safety of buses therefore is of high importance. With the increase of plastic materials as a material for the interior equipment of buses and coaches due to their good mechanical properties combined with low weight, the question arises whether the safety level has decreased in case of a fire during the last years " also compared to other means of transport. Because of the combustible plastics and their ability to release a high amount of heat the main fire load in buses is no longer the fuel but the plastic materials which are also often easy to ignite. Besides the flammability of the equipments, also the production of smoke, the smoke development and propagation as well as its toxicity are of interest. That counts for the passengers as well as for the test methods and its limit values. The severe fire in Germany near Hanover in 2008 with 20 fatalities showed how disastrous such fires can be. For those reasons several research projects were initiated on behalf of the German Federal Highway Research Institute. At the one hand the fire behaviour of coach interiors was examined in general focusing on fire propagation as well as fire detection and signalling. As result, recommendations with regard to early fire detection systems for the engine compartments and onboard extinguishing equipment were elaborated. On the other hand research was carried out to examine heat release, smoke, smoke propagation and its toxicity due to burning bus interior materials. In this project small and real scale experiments on material specimens, interior parts and vehicles were performed. Trains and buses often have very similar operation conditions. Consequently, bus interior material was tested according to the regulations for rail vehicles, i.e. DIN EN 45545 as well as DIN 5510. None of the tested bus interior materials would have been allowed to use in a train. The fire safety regulations for bus materials are on a low level compared to other transport sectors, i.e. railway, ship and aircraft. Also numerical investigations with the Fire Dynamics Simulator (FDS) were performed. The very rapid fire development during the severe bus fire from 2008 could be predicted with the numerical model. The model was then used to investigate the influence of different materials, ventilation conditions and ignition sources. The bus materials contribute significantly to a very rapid fire development in bus fires. Especially, the flammable ceiling and the passenger seats were identified to be key issues of the fire propagation in a bus and can be explained by the rapid fire spread along the ceiling and the high fire load of passenger seats. As conclusion of the project effective and economically reasonable fire safety requirements for interiors of buses are recommended which would improve the current situation. Proposals for amendments of current requirements are recommended including the specification of appropriate limit values. In particular, it is taken into consideration which reasonable fire safety standards from other transport sectors, especially the rail sector, should be transferred to buses
Ein zentrales Problem für den innerstädtischen Wirtschaftsverkehr stellt die Bereitstellung von Flächen für Be- und Entladevorgänge dar. Die ausgewiesenen Ladebereiche werden häufig zugeparkt, sodass der Lieferverkehr gezwungen ist, in der zweiten Reihe zu halten. Insbesondere im Zuge von Hauptverkehrsstraßen führt das Halten in zweiter Reihe zu erheblichen Behinderungen des fließenden Verkehrs und Beeinträchtigungen der Verkehrssicherheit. Probleme für den Wirtschaftsverkehr ergeben sich teilweise auch durch ein unzureichendes Angebot an Lieferverkehrsflächen. Auch sind die Spediteure häufig nicht bereit, längere Wege in Kauf zu nehmen und die ausgewiesenen Ladebereiche zu nutzen. Für die Beschilderung von Liefer- und Ladebereichen sieht die StVO das Zeichen 286 "Eingeschränktes Haltverbot" vor. Durch entsprechende Zusatzzeichen wird die Nutzung der Verkehrsfläche für bestimmte Nutzergruppen oder für bestimmte Zeiten eingeschränkt. Ein wesentlicher Nachteil dieser Beschilderung besteht in der Definition der zugelassenen Haltvorgänge mit der Folge, dass die mit Zeichen 286 StVO gekennzeichneten Bereiche häufig als "Kurzparkplätze" fehlgenutzt werden. Angesichts dieser Problematik haben inzwischen einige deutsche Städte von der StVO abweichende Regelungen getroffen und Ladebereiche mit Zeichen 283 StVO "Haltverbot" mit entsprechenden Zusatzzeichen ausgewiesen. Zum Einsatz kommen darüber hinaus verschiedene Markierungselemente, die die Funktion der Ladezonen auch optisch verdeutlichen sollen. Ziel des Forschungsvorhabens war es, zu untersuchen, welche der bereits angewendeten Maßnahmen zur Kennzeichnung der Liefer- und Ladebereiche sich in der Praxis bewährt haben, und darauf aufbauend, Empfehlungen für ein geeignetes Instrumentarium für die StVO auszuarbeiten. Die Untersuchung hat gezeigt, dass durch eine auffällige und eindeutige Kennzeichnung der Ladebereiche, die deren Funktion durch Beschilderung und/oder Markierung unmissverständlich darstellt, die Akzeptanz der Ladebereiche erhöht werden kann. Folgende Anforderungskriterien muss eine Beschilderung erfüllen: - Die Beschilderung muss für die Verkehrsteilnehmer allgemein verständlich sein. - Entgegen der "aufgeweichten" Wirkungsweise von Zeichen 286 StVO "Eingeschränktes Haltverbot" muss aus der Beschilderung eindeutig hervorgehen, dass nur Be- und Entladevorgänge zugelassen sind. - Die Beschilderung muss implizieren, dass das Parken in Ladebereichen möglicherweise stärker sanktioniert wird. - Die Beschilderung muss eine einfache Überwachung ermöglichen. - Das Kollektiv der zugelassenen Fahrzeuge muss eingegrenzt werden können. Die Bedeutung der Markierung der Ladebereiche liegt in der optischen Verdeutlichung der zugewiesenen Funktion und hat sich in Pilotprojekten bewährt. Die Erfahrungen aus der Praxis zeigen, dass die bessere Akzeptanz der Ladezonen eher der deutlichen Kennzeichnung der Ladebereiche als der Überwachung zuzuschreiben ist. Die Überwachung muss zwar gewährleistet sein, der Aufwand kann jedoch aufgrund der guten Akzeptanz auf das "ortsübliche" Maß reduziert werden. Ein weiterer nicht zu vernachlässigender Aspekt für die Akzeptanz der Ladebereiche ist deren räumliche Anordnung und die Anpassung der Lieferzeitfenster an den örtlichen Bedarf. Als Ergebnis der Untersuchung der Praxisbeispiele wird empfohlen, ein neues Verkehrszeichen "Ladebereich" zur Kennzeichnung der Ladebereiche in Analogie zum Zeichen 229 StVO "Taxenstand" in die StVO einzuführen, das mit einem Sinnbild eines Ladevorgangs versehen sein soll. Darüber hinaus sollen zur optischen Verdeutlichung der Ladebereiche auch Markierungen in Form einer weißen Umrandung der Fläche oder unter Verwendung des Zeichens 299 StVO (Zick-Zack-Linie) zum Tragen kommen. Die Markierung der Ladebereiche soll jedoch keine zwingende Vorschrift sein, sondern von den Städten situationsabhängig eingesetzt werden können.
Das vorliegende Heft befaßt sich mit der graphischen Darstellung stündlicher Verkehrsstärken (SVS) ausgewählter LZST auf Bundesautobahnen (BAB) für das Jahr 1986. Innerhalb des Jahresablaufs ist, wegen seiner besonders hohen Verkehrsstärken auf einem Großteil der BAB, der Verkehr an Ferien- und Feiertagspitzentagen von besonderer Bedeutung. Eine Wiedergabe stündlicher Verkehrsbelastungen für ausgewählte Zeiträume erscheint deshalb für die Analyse von Verkehrsengpässen, zur Beurteilung des Auslastungsgrades einzelner Streckenabschnitte sowie zur Unterstützung von Verkehrsstrombetrachtungen zweckmäßig. Die hier vorliegende Arbeit gibt einen Einblick in den Verkehrsablauf auf der Basis der im Stundenraster erfaßten Verkehrsmengenwerte. Mit Hilfe eines vom Autor im Auftrag der BASt entwickelten Programmpakets zur 3-dimensionalen Darstellung von Verkehrsmengendaten werden erstmals Verkehrsmengengebirge und Reisewellen als 3d -Graphiken vorgestellt. Zusammen mit den statistischen Daten der Jahresauswertung 1986 ermöglicht das hier vorgelegte Informationsmaterial einen detaillierten Einblick in den Straßenverkehrsablauf der BR Deutschland, bildet eine Grundlage für verkehrstechnische Maßnahmen wie Verkehrsbeeinflussung und Verkehrsprognostik und leistet einen Beitrag zur Vertiefung der Kenntnisse über den Verkehrsablauf in Spitzenzeiträumen.
To determine whether the model "Accompanied driving from age 17" (AD17) contributes to improvement of young drivers' road safety, two large random samples of novice drivers drawn from the Central Register of Driving Licences (ZFER) held at the Federal Motor Transport Authority (KBA) were compared in terms of the rates of accident involvement and traffic offences at the start of their solo driving career. The samples comprised former participants in the AD17 model and novice drivers of the same age who had obtained a driving licence in the conventional manner immediately after their 18th birthday. Both analysis groups were contacted by post and asked to complete an online questionnaire. In response, 19,000 drivers reported on their first year of solo driving and on the occurrence of any accidents or traffic offences during this period. The analyses were repeated with two "silent" analysis groups comprising a total of 75,000 drivers, for whom any records of traffic offences were retrieved from the Central Register of Traffic Offenders (VZR), with a distinction being made between offences in connection with an accident and other offences. The AD17 model was introduced in all 16 German federal states between April 2004 and January 2008. By the end of 2009, almost one million novice drivers had participated in the model, and almost three-quarters of the target group - so-called "early beginners" who wished to commence solo driving immediately after reaching the age of 18 years - opted for the AD17 model. The phase of introduction of the model was associated with a temporary increase of around five per cent in the demand for driving licences from persons under 19 years of age. During the first year of solo driving, the rate of accident involvement for AD17 participants was 19 per cent lower and the rate of traffic offences 18 per cent lower than for drivers of the same age who had obtained their driving licence in the conventional manner. After adjustment for confounds (e.g. gender and vehicle availability), a reduction in accidents by 17 per cent and in traffic offences by 15 per cent remained as an effect attributable to the model. A comparison on the basis of the distances driven indicated 22 per cent fewer accidents and 20 per cent fewer traffic offences. The results are statistically significant and apply to both male and female drivers. The findings were confirmed in the replication study based on VZR data, with one exception: For female AD17 drivers, and here only for VZR-recorded offences excluding accidents, no significant reduction was found. On the other hand, the rate for female drivers is already lower than that of their male counterparts by three-quarters. Approximately 1,700 injury accidents were prevented by implementation of the model in 2009.
The "Seven Steps Method" is an analysis and classification system, which describes the human participation factors and their causes in the temporal sequence (from the perceptibility to concrete action errors) taking into consideration the logical sequence of individual basic functions. By means of the "seven steps" it is possible to describe the relevant human causes of accidents from persons involved in the accident in an economic way with a sufficient degree of exactitude, because the causes can be further differentiated in their value (e.g. diversion as external diversion with regard to impact due to surroundings) and their sub values (e.g. external diversion with regard to impact due to surroundings in the shape of a "capture" of the perception by a prominent object of the traffic environment). Theoretically it is possible that one or more causing moments can be assigned to a person involved in an accident in each of the "seven steps"; however it is also possible to sufficiently clarify the cause in only one level (examples for this are described). In the practice of accident investigation at the site of the accident, the sequence chart is also relevant. With its assistance the questioning of the people involved in an accident can be accomplished in a structured way by assigning a set of questions to each step.
Unfälle im Straßenverkehr sind in aller Regel Konsequenzen normalen Fahrverhaltens, das an eine bestimmte Situation nicht angepasst war und daher zum Unfall beigetragen hat. Zur Klassifikation dieses mutmaßlich fehlerbehafteten Verhaltens wurde im hier berichteten Projekt eine Taxonomie entwickelt. Sie dient der Klassifizierung von Fahrerfehlverhalten und integriert Aspekte des menschlichen Informationsverarbeitungsprozesses sowie die drei Fehlertypen von RASMUSSEN (1983). Als Bestimmungsstücke beinhaltet die Taxonomie Fehlertypen (regel-/wissens-/fertigkeitsbasiert) und Entscheidungsknoten mit Fragen, deren Beantwortung den Analysten zum jeweiligen Fehler führt. Zusammengefasst bietet die erarbeitete Taxonomie eine breite Anwendbarkeit für die Klassifikation von Fahrfehlern und fehlerfreiem Verhalten bei Manövern, kritischen Situationen bis hin zu Beinaheunfällen oder Unfällen, z. B. zur Harmonisierung der (Video-)Auswertung von FOT- und NDS-Datensätzen oder für In-Depth-Unfallerhebungen. Die Taxonomie wird komplementiert durch eine Übersicht über Fehlervorläuferbedingungen, die im Sinne von Genotypen (HOLLNAGEL 1998) in ihrer jeweiligen Ausprägung auslösende und begünstigende Bedingungen für Fehler, Beinaheunfälle und Unfälle darstellen. Die Übersicht ist als erweiterbares strukturierendes Dokument zu sehen, welches je nach wissenschaftlichen Erkenntnissen verändert werden kann. Gemeinsam mit der Taxonomie bildet sie die Basis für die Ableitung von Fahrerassistenzbedarf und andere Maßnahmen, zur Generierung von Hypothesen und zur strukturierten Sammlung von Studienergebnissen. Der vorliegende Bericht adressiert die FOT- und NDS-Community sowie allgemein verkehrspsychologisch-wissenschaftlich Interessierte. In acht Kapiteln widmet er sich den Arbeitsschritten und Ergebnissen der Taxonomieentwicklung.
Forschungsergebnisse, die sich auf das allgemeine und kraftfahrzeugbezogene Technikwissen junger Fahrer beziehen, liegen bislang im Rahmen der Unfall- und Verkehrssicherheitsforschung nur wenige vor. Der Forschungsbericht befasst sich daher mit dem Stellenwert technischer Kenntnisse im Problemfeld Risikobereitschaft und Fahrverhalten junger Kraftfahrer. Untersucht wird, in welcher Weise und in welchem Ausmaß Wissen und Einstellungen des jungen Kraftfahrers mit seinem Verhalten im Straßenverkehr zusammenhängen. Im einzelnen wurden untersucht die Fahrzeugbeherrschung und der Kraftstoffverbrauch beim Fahrverhalten, das Technikwissen und das kraftfahrzeugbezogene Gefahrenwissen sowie im Bereich des Erwartungs- und Einstellungsverhaltens die Parameter Zukunftserwartung, Umweltbewusstsein, Technikakzeptanz, Risikobereitschaft, Gefahrenbewertung und Leistungsmotivation. 115 Versuchspersonen im Alter bis 26 Jahren mit maximal 3 Jahren Fahrpraxis wurden in die Untersuchung einbezogen.
Diese Studie befasst sich mit CO2-Reduktionspotenzialen von schweren Nutzfahrzeugen. In einer Literaturrecherche wurden zunächst Sattelzüge, Verteiler-Lkw, Busse im Stadtverkehr sowie Reisebusse betrachtet. Ziel war es, technische Möglichkeiten zur Reduzierung von CO2-Emissionen für die ausgewählten Fahrzeugkategorien zu ermitteln und deren Einsparpotentiale über die jeweiligen Einsatzarten aufzuschlüsseln. Dabei zeigten sich weitestgehend ungenutzte Einsparmöglichkeiten, beispielsweise durch Fahrwiderstandsoptimierung bei Sattelzügen, durch Rekuperation von Bremsenergie bei Stadtbussen und Verteiler-Lkw, oder auch durch bedarfsgerechte Ansteuerung von Nebenverbrauchern bei Stadt- und Reisebussen. Nähere Betrachtung fanden Maßnahmen zur CO2- Reduktion bei Sattelzügen. So wurde an einem Euro-V-EEV-Sattelzugprototyp in Fahrwiderstandsmessungen die Verbesserung des Luftwiderstands durch aerodynamische Anbauteile für Auflieger quantifiziert. Deren Verbrauchseinsparpotenziale wurden anschließend in validierten Verbrauchssimulationen, welche einen etablierten Verbrauchstest (VerkehrsRundschau-Test) virtuell abbilden, quantifiziert. Ferner zeigte eine Kosten-Nutzen-Rechnung die Effektivität der untersuchten Maßnahmen auf. Der Prototyp wurde anschließend dem realen VerkehrsRundschau-Test einmal in Ausgangskonfiguration und einmal mit einem zuvor bereits im Rahmen der Fahrwiderstandsmessungen untersuchten aerodynamischen Maßnahmenpaket, bestehend aus Seitenverkleidung und Heckeinzugsklappen, unterzogen. Hierbei zeigte sich eine mögliche CO2-Reduktion von 4,8 %. Die gemessene Einsparung lag damit oberhalb der zuvor im Rahmen der Verbrauchssimulation prognostizierten.
Derzeit beruht das Erhaltungsmanagement von Brücken vornehmlich auf turnusmäßigen visuellen Bauwerksprüfungen. Schäden werden häufig erst entdeckt, wenn sie offensichtlich sind - was unwirtschaftlich ist. Schäden und kritische Reaktionen des Bauwerks kündigen sich allerdings oftmals schon im Inneren der Struktur, in nicht einsehbaren Bereichen und durch die tatsächlich vorliegenden, aber oft nicht genau bekannten Einwirkungen auf das Bauwerk an. Bestands- und Neubau-Brücken sollten daher in der Lage sein, bereits frühzeitig und ergänzend zu den Bauwerksprüfungen Auskunft über ihren Zustand und dessen Entwicklung geben zu können. Benötigt werden hierzu flexible und modular anpassbare Systeme zur messtechnischen Unterstützung in und am Bauwerk, differenzierte Bewertungsverfahren und ein entsprechend erweitertes Erhaltungsmanagement. Hinsichtlich einer messtechnischen Instrumentierung am Bauwerk sind zum einen leistungsfähige und dauerhafte Sensorik zur Erfassung von Einwirkungen und Bauteilreaktionen an diesem sowie zum anderen eine intelligente Messdatenverarbeitung zur Plausibilisierung, Fusion, Interpolation und Reduktion von Sensordatenströmen vor Ort erforderlich. Der Beitrag fasst im Rahmen aktueller Forschung untersuchte Ansätze und Realisierungsmöglichkeiten zur Sensordatenanalyse und -überwachung - wie sie insbesondere zur Sicherstellung belastbarer, stark fehlerminimierter Zustandsinformationen erforderlich sind - unter praktischen Gesichtspunkten einer Umsetzung bei der Überwachung von Brückenbauwerken zusammen. Verschiedene Verfahrensansätze werden hinsichtlich Einsatzbereich, Aufwand und Nutzen diskutiert. Die gewonnenen Erkenntnisse sind von allgemeiner Bedeutung und daher auf andere Bereiche des Erhaltungsmanagements von Infrastruktur übertragbar.
The term test procedure refers to a method that describes how a system has to be tested to identify and assess specific behavior or properties by experiments. This also includes the specification of required tools, equipment, boundary conditions, and evaluation methods. Test procedures are an essential tool to check whether desired product properties are present, which of course also applies to the development of driver assistance systems. In addition to development and release testing that mainly is performed by the vehicle or system manufacturer, there are tests with the purpose of an independent product testing that are conducted by external test organizations. These tests are needed for vehicle type approval (for admission to a specific market), in the context of applying the standard for functional safety (in both cases mainly executed by technical services (being accredited as certification laboratory)) or for customer information purposes (by a test institute for consumer protection). The focus of this chapter is these "external" test methods. After a taxonomy of test procedures, the differences between legislation (type approval) and consumer testing are highlighted. Typical tests and the associated test setup, tools, and assessment criteria are discussed, and an outlook toward testing in the near and mid-future is given.
Side-impact safety of passenger cars is assessed in Europe in a full-scale test using a moving barrier. The front of this barrier is deformable and represents the stiffness of an 'average' car. The EU Directive 96/27/EC on side impact protection has adopted the EEVC Side Impact Test Procedure, including the original performance specification for the barrier face when impacting a flat dynamometric rigid wall. The requirements of the deformable barrier face, as laid down in the Directive, are related to geometrical characteristics, deformation characteristics and energy dissipation figures. Due to these limited requirements, many variations are possible in designing a deformable barrier face. As a result, several barrier face designs are in the market. However, research institutes and car manufacturers report significant difference in test results when using these different devices. It appears that the present approval test is not able to distinguish between the different designs that may perform differently when they impact real vehicles. Therefore, EEVC Working Group 13 has developed a number of tests to evaluate the different designs. In these tests the barrier faces are loaded and deformed in a specific and/or more representative way. Barrier faces of different design have been evaluated. In the paper the set-up and the reasoning behind the tests is presented. Results showing specific differences in performance are demonstrated.
Ein wichtiges Ziel von Streckenbeeinflussungsanlagen (SBA) ist die Erhöhung der Verkehrssicherheit. Dies kann nicht nur durch dynamische Reaktionen auf vorherrschende Verkehrszustände, sondern auch aufgrund von Informationen zu aktuellen Umfeldbedingungen wie Niederschlagsintensität, Sichtweite und Wasserfilmdicke erreicht werden. Kritische Situationen müssen von den entsprechenden Sensoren ausreichend genau und schnell erkannt werden, wobei die Zuverlässigkeit dieser Sensoren nur unter realen Bedingungen getestet werden kann. Hierfür wurde bei München ein Testfeld aufgebaut, sodass den Herstellern dezidierte Rückmeldungen bezüglich möglicher Schwächen gegeben werden können und letztendlich die Eignung verschiedener Sensoren und Erfassungstechnologien für den Einsatz in SBA eingeschätzt werden kann.
Testverfahren zur Bewertung und Verbesserung von Kinderschutzsystemen beim Pkw-Seitenaufprall

Die gegenwärtige europäische Regelung zur Prüfung und Zulassung von Kinderschutzsystemen (KSS) für Pkw (ECE-R44-03) beinhaltet dynamische Tests zur Frontal- und Heckaufprallsimulation. Der Seitenaufprall ist bisher nicht berücksichtigt, obwohl die Verletzungsschwere und die Folgekosten groß sind. Im Gegensatz zum Frontal- und Heckaufprall ist der Seitenaufprall gekennzeichnet durch eine direkte Lasteinleitung durch intrudierende Strukturen. Das Kinderschutzsystem und das Kind werden durch große Kontaktkräfte direkt beaufschlagt. Verletzungen des Kopfes und Halsbereichs von Kindern in KSS sind hierbei häufig und schwer. Seit 1993 beschäftigt sich daher eine ISO-Arbeitsgruppe (International Standardization Organisation) mit der Entwicklung eines Testverfahrens zur Prüfung von KSS beim Seitenaufprall. Die Ziele und entsprechende Ideen sowie Konzepte beteiligter Parteien sind bis heute kontrovers, so dass bisher keine endgültige Einigung im Rahmen der Arbeitsgruppe erzielt werden konnte. Ziel der vorliegenden Arbeit als Abschluss eines Projekts der BASt (Bundesanstalt für Straßenwesen) und dem Fachgebiet Kraftfahrzeuge der TU Berlin ist es, die komplexe Problematik zu dem Thema umfassend darzustellen und gleichzeitig einen ganzheitlichen Lösungsvorschlag anzubieten. Hierzu sind die Teilergebnisse der ISO-Arbeitsgruppe im ersten Schritt strukturiert und analysiert worden. Wissenslücken wurden detektiert und in einem weiteren Schritt beseitigt. Alle Teilergebnisse wurden im Rahmen der ISO-Arbeitsgruppe präsentiert, diskutiert und größtenteils auch akzeptiert. Der aktuelle Stand der ISO-WG1 ist somit maßgeblich von den hier erzielten Ergebnissen beeinflusst. Als Kern der vorliegenden Arbeit ist an der TU Berlin das Konzept für ein Testverfahren entwickelt, umgesetzt und geprüft worden. Die wesentlichen Parameter des realen Seitenaufpralls wie: - Beschleunigungsniveau des gestoßenen Pkw, - Delta-v des gestoßenen Pkw, - Maximalintrusion beim gestoßenen Pkw sowie - die maximale Intrusionsgeschwindigkeit im Kopfbereich sind wiedergegeben. In Abgrenzung zu aktuellen, komplexen Schlittentestverfahren, die z.B. zur Entwicklung von Seitenairbags dienen, ist die statische und dynamische Intrusionsgestalt einer realen Pkw-Seitenstruktur hingegen stark vereinfacht, aber ausreichend dargestellt. Die Ergebnisse zeigen, dass es prinzipiell möglich ist, das Schutzpotential von rückwärtsgerichteten sowie vorwärtsgerichteten KSS mit dieser Prozedur zu analysieren. Die Seitenaufprallabbildungsgüte ist hoch bei einer gleichzeitig sehr guten Reproduzierbarkeit der Messergebnisse. So zeigen die Tests, dass die Kinematik des Kopf- und Halsbereichs im Wesentlichen von der Gestalt des KSS im Seitenbereich abhängig ist. Ausreichend große Seitenwangen können den Kopf flächig stützen und vermeiden so den direkten Kontakt zu intrudierenden Strukturen. Gleichzeitig wird die starke laterale Inklination der Halswirbelsäule reduziert. Die Belastungen am Kopf sind aber bei allen getesteten KSS hoch und liegen deutlich oberhalb diskutierter Grenzwerte. Bei genauer Betrachtung der KSS-Seitenwangenpolsterung fällt auf, dass diese entweder gar nicht oder nur rudimentär vorhanden ist. Modifikationen, die abschließend an KSS vorgenommen wurden, zeigen aber auf, dass bereits durch einfache technische Maßnahmen die Belastungen im Kopfbereich signifikant gesenkt werden können. Das mit dieser Arbeit vorgelegte Testverfahren bietet KSS-Herstellern wie auch dem Gesetzgeber die Möglichkeit, Schwächen von KSS aufzudecken und Modifikationen zielgerichtet durchzuführen. Durch die Berücksichtigung des realen Seitenaufpralls ist gewährleistet, dass alle Optimierungen seitens der KSS-Hersteller auch positiven Einfluss auf die passive Sicherheit von Kindern in Pkw haben können. Eine maximale Reduktion der schwer bzw. tödlich verletzten Kinder als Pkw-Insassen in Höhe von ca. 10% ist bei 100%-iger Marktdurchdringung mit optimal gestalteten Produkten realistisch. Dies entspricht einer Verringerung der Anzahl getöteter Kinder um ca. 10 sowie schwerverletzter Kinder um ca. 200 pro Jahr in Deutschland.
Ziel des Forschungsprojektes ist es, die Überprüfung der Fahreignung nach Fahrerlaubnis-Verordnung (FeV), Anlage 5, auf eine operationalere Basis zu stellen, die in der FeV und den Begutachtungs-Leitlinien Kapitel 2.5 genannten Begriffe inhaltlich zu schärfen und Vorschläge für einen "Testkanon" beziehungsweise für Weiter- und Neuentwicklungen von standardisierten Tests zur Begutachtung zu erarbeiten. Bei der Analyse der derzeit eingesetzten Testverfahren zur Überprüfung der psychometrischen Leistungsfähigkeit auf Basis der von der FeV geforderten wissenschaftlichen Standardisierung und Validierung zeigt sich, dass erheblicher Optimierungsbedarf besteht, insbesondere bei der Normierung und der Dokumentation der Testgütekriterien. In Einzelfällen fehlen sogar essenzielle Angaben. Die Herleitung der zu messenden Konstrukte ist ebenfalls oft unzureichend, teilweise gar nicht dokumentiert. Die Ergebnisse der kritischen Durchsicht wurden auf einem Workshop mit Experten aus Wissenschaft und Praxis diskutiert. Als Ergebnis des Forschungsprojektes lässt sich kurzfristiger und langfristiger Optimierungsbedarf festhalten. Kurzfristig sollten die eingesetzten Testverfahren anhand vorher festgelegter Kriterien überarbeitet und an entsprechend großen repräsentativen Stichproben geeicht werden. Die Testgütekriterien müssen nachprüfbar angegeben werden. Langfristig sollten aus wissenschaftlicher Perspektive die in der FeV, Anlage 5, genannten psychologischen Konstrukte grundsätzlich überarbeitet werden. Auch sollten die in der Fahreignungsdiagnostik angewendeten Entscheidungskriterien (Prozentränge) durch absolute Kennwerte ersetzt werden, die auf dem Wissen über die Zusammenhänge zwischen Leistung und Fahreignung basieren. Ein unabhängiges wissenschaftliches Gremium sollte die Güte und Zulassung der Testverfahren regelmäßig überprüfen. In einem Teilprojekt wurde außerdem der Frage nachgegangen, inwieweit unterschiedliche Hardware- und Softwarekonstellationen die Objektivität der Reaktionszeitmessungen beeinflussen können. Die Ergebnisse zeigen, dass die zuverlässige Ermittlung von Reaktionszeiten in erster Linie von der grundsätzlichen Eichung eines Testverfahrens abhängt. Computergestützte Leistungstests sollten deshalb in vom Hersteller zugelassenen Computerumgebungen im Durchschnitt bei unterschiedlichen Konfigurationen keinen Messfehler ausweisen, um einen Nachteil für Führerscheinbewerber auszuschließen. Außerdem müssten maximal mögliche Abweichungen und Konfidenzintervalle für zugelassene Konfigurationen angegeben werden, sowie Normwerttabellen vollständig einsehbar sein.
Ziel der Gesamtstudie ist die Zusammenstellung pharmakologisch geeigneter, praktikabler Versuchsplanungen sowie Untersuchungs- und Auswerteverfahren, die zur Feststellung der Wirkung von Medikamenten auf die Fahrtüchtigkeit empfohlen werden können. Im ersten Projektabschnitt der Studie erfolgt eine Literatursichtung, die sich auf deutsch- und englischsprachige Arbeiten stützt. Es werden alle unmittelbar verfügbaren Arbeiten ab dem Veröffentlichungsjahr 1970 berücksichtigt, wobei in diesen Arbeiten der Einfluss von Medikamenten auf verkehrsrelevante Leistungs- und Persönlichkeitsbereiche mit vorwiegend psychologischen Testverfahren überprüft wird. Ein Teil der Untersuchungen weist gravierende methodische Mängel auf, die sich auf Stichprobengröße, Stichprobenauswahl, Kontrollgruppendesign, fehlende Aussagen über den Versuchsablauf sowie auf Mängel in der statistischen Auswertung beziehen. Solche methodischen Mängel machen die Entwicklung eines Untersuchungsdesigns notwendig, in das verwertbare Ergebnisse der Literaturrecherche eingehen können und mit dessen Hilfe in einem zweiten Projektabschnitt eine endgültige standardisierte Testbatterie ermittelt werden kann. Wegen der methodischen Einschränkungen wird nur eine vorläufige Testauswahl vorgeschlagen.
Aufgabe des Projektes war eine auf deutsch- und englischsprachige Autoren beschränkte Literaturrecherche mit dem Ziel, ein geeignetes Prüfverfahren aufzuzeigen, dass im Rahmen gesetzlicher Maßnahmen zum Nachweis der Fahrtüchtigkeit nach Medikamentenwirkungen als verbindlich vorgeschrieben werden kann. Der Bearbeitung lag ein theoretisches Modell zugrunde, bei dem die Fahrtüchtigkeit als ein Konstrukt aufgefasst wird, das keiner unmittelbaren Messung zugänglich ist. Es wurden deshalb in einem ersten Operationalisierungsschritt Funktionsbereiche (Prädikatoren) etabliert, die die Fahrtüchtigkeit optimal definieren. In einem zweiten Operationalisierungschritt wurden solche Prädikatoren auf Tests zurückgeführt. Es wird eine Auswahl von Tests zusammengestellt, die aufgrund bestimmter Gütekriterien für den Nachweis der Fahrtüchtigkeit nach Arzneimitteleinnahme als valide anzusehen sind. Die Tests werden nur als ein Element des gesamten Prüfverfahrens angesehen, zu dem u.a. auch der Testverlauf, die Auswahl der Stichproben sowie die Registrierung pharmakogenetischer Kenngrößen gehören. Die erste Bearbeitungsphase des Projektes führte zu dem Vorschlag eines vorläufigen Testpolls und zu Vorschlägen über die Ausgestaltung des gesamten Testverlaufs einschließlich der zu erhebenden physiologischen Parameter und pharmakologischen Kenngrößen.
Impact severity is a fundamental measure for all in-depth crash investigation projects. One methodology used in the UK is based on the US Calspan software package CRASH3. The UK- in-depth crash investigation studies routinely use AiDamage3 a software package which is based on an updated version of the original CRASH3 algorithm, including enhancements to the vehicle stiffness coefficients. Real world accident-damaged vehicles are measured and their crush is correlated with a library of stiffness coefficients. These measurements are then used, along with other parameters, to calculate the crash energy and equivalent changes of velocity of the vehicles (delta-v), which is a measure of the impact severity. UK in-depth accident studies routinely validate the crash severity methodologies applied as the vehicle fleet changes. This is achieved by analysing crash test data and using the appropriate residual crush damage and other inputs to AiDamage3 and checking the program- outputs with the known crash severity parameters. This procedure checks, at least in part, the default stiffness values in the data libraries and the reconstruction methods used.
Small overlap frontal crashes are defined by a damage pattern with most of the vehicle deformation concentrated outboard of the main longitudinal structures. These crashes are prominent among frontal crashes resulting in serious and fatal injuries, even among vehicles that perform well in regulatory and consumer information crash tests. One of the critical aspects of understanding these crashes is knowing the crash speeds that cause the types of damage associated with serious injuries. Laboratory crash tests were conducted using 12 vehicles in three small overlap test conditions: pole, vehicle-to-vehicle collinear, and vehicle-to-vehicle oblique (15-degree striking angle). Field reconstruction techniques were used to estimate the delta V for each vehicle, and these results were compared with actual delta V values based on vehicle accelerometer data. Estimated delta Vs were 50% lower than actual values. Velocity change estimates for small overlap frontal crashes in databases such as NASS-CDS significantly underestimate actual values.
Rear-end collisions are the most frequent same and opposite-direction crashes. Common causes include momentary inattention, inadequate speed or inadequate distance. While most rear-end collisions in urban traffic only result in vehicle damage or slight injuries, rear-end collisions outside built-up areas or on motorways usually cause fatal or serious injuries. Driver assistance systems that detect dangerous situations in the longitudinal vehicle direction are therefore an essential safety plus. In view of this, for ADAC, systems that alert drivers to dangerous situations and initiate autonomous braking complement ESC as one of the most important active safety features in modern vehicles. The aim of ADAC is to provide consumers with technical advice and competent information about the systems available on the market. Reliable comparative tests that are based on standardised test criteria may provide motorists with important information and help them make a buying decision. In addition, they raise consumer awareness of the systems and speed up their market penetration. The assessment must focus on as many aspects of effectiveness as possible and include not only autonomous braking but also collision warning and autonomous brake assist. The work of the ADAC accident research is the development of the testing scenarios with direct link to accident situations and the identification of useful test criteria for testing.
Past European collaborative research involving government bodies, vehicle manufacturers and test laboratories has resulted in a prototype barrier face called the Advanced European Mobile Deformable Barrier (AE-MDB) for use in a new side impact test procedure . This procedure offers a better representation of the current accident situation and, in particular, the barrier concept is a better reflection of front-end stiffness seen in today- passenger car fleet compared to that of the current legislative barrier face. Based on the preliminary performance corridors of the prototype AE-MDB, a refined AE-MDB specification has been developed. A programme of barrier to load cell wall testing was undertaken to complete and standardise the AE-MDB specification. Barrier faces were supplied by the four leading manufacturers to demonstrate that the specification could be met by all. This paper includes background, specification and proof of compliance.
Bicyclists are minimally or unprotected road users. Their vulnerability results in a high injury risk despite their relatively low own speed. However, the actual injury situation of bicyclists has not been investigated very well so far. The purpose of this study was to analyze the actual injury situation of bicyclists in Germany to create a basis for effective preventive measures. Technical and medical data were prospectively collected shortly after the accident at the accident scenes and medical institutions providing care for the injured. Data of injured bicyclists from 1985 to 2003 were analyzed for the following parameters: collision opponent, collision type, collision speed (km/h), Abbreviated Injury Scale (AIS), Maximum AIS (MAIS), incidence of polytrauma (Injury Severity Score >16), incidence of death (death before end of first hospital stay). 4,264 injured bicyclists were included. 55% were male and 45% female. The age was grouped to preschool age in 0.9%, 6 to 12 years in 10.8%, 13 to 17 years in 10.4%, 18 to 64 years in 64.7%, and over 64 years in 13.2%. The MAIS was 1 in 78.8%, 2 in 17.0%, 3 in 3.0%, 4 in 0.6%, 5 in 0.4%, and 6 in 0.2%. The incidence of polytrauma was 0.9%, and the incidence of death was 0.5%. The incidence of injuries to different body regions was as follows: head, 47.8%; neck, 5.2%, thorax, 21%; upper extremities, 46.3%; abdomen, 5.8%; pelvis, 11.5%, lower extremities, 62.1%. The accident location was urban in 95.2%, and rural in 4.8%. The accidents happened during daylight in 82.4%, during night in 12.2%, and during dawn/dusk in 5.3%. The road situation was as follows: straight, 27.3%; bend, 3.0%; junction, 32.0%; crossing, 26.4%; gate, 5.9%; others, 5.4%. The collision opponents were cars in 65.8%, trucks in 7.2%, bicycles in 7.4%, standing objects in 8.8%, multiple objects in 4.3%, and others in 6.5%. The collision speed was grouped <31 in 77.9%, 31-50 in 4.9%, 51-70 in 3.7%, and >70 in 1.5%. The helmet use rate was 1.5%. 68% of the registered head injuries were located in the effective helmet protection area. In bicyclists, head and extremities are at high risk for injuries. The helmet use rate is unsatisfactorily low. Remarkably, two thirds of the head injuries could have been prevented by helmets. Accidents are concentrated to crossings, junctions and gates. A significant lower mean injury severity was observed in victims using separate bicycle lanes. These results do strongly support the extension or addition of bicycle lanes and their consequent use. However, the lanes are frequently interrupted at crossings and junctions. This emphasizes also the important endangering of bicyclists coming from crossings, junctions and gates, i.e. all situations in which contact of bicyclists to motorized vehicles is possible. Redesigning junctions and bicycle traffic lanes to minimize the possibility of this dangerous contact would be preventive measures. A more consequent helmet use and use and an extension of bicycle paths for a better separation of bicyclists and motorized vehicle would be simple but very effective preventive measures.
The current Brussels EU Regulation No. 1235/2011, valid from May 30, 2012, has introduced an European Tyre Label with wet grip index G classes from A to G for passenger car tyres C1, light commercial vehicles tyres C2 and heavy truck- and bus tyres C3. Every wet grip class for each vehicle category has a defined band of numerical values for the wet grip index G. The legislated wet grip values G in this EU- Regulation are very low. The measured braking distances and corresponding impact speeds of the test vehicles are showing very critical results. Regulation No. 1235/2011 of the European Parliament and the Council for Type Approval of Vehicles (EU) should be changed in such a way, that for C1-tyres (normal passenger cars tyres) the minimum wet grip index G is 1.25. All C2-tyres (light commercial vehicles tyres) should at least meet a minimum wet grip index of G = 1.1. All C3-tyres (heavy trucks and buses tyres) should at least meet a minimum wet grip index of G = 0.95. Due to the missing lower limits for G in the wet grip class F for C1, C2 and C3 tyres according to Commission Regulation (EU) No. 1235/2011, officially valid from 30 May 2012, a tyre-to-road coefficient of adhesion in the extreme of 0 (zero) is legally permitted. This is an apparent flaw in above cited EU Regulation, which causes a potential danger to the road traffic safety for all motor vehicles in Europe with such tyres. The wet grip class F has to be removed urgently from said EURegulation, since a direct liability of the responsible EU-Commission can not be excluded.
This study is aimed to investigate the correlations of impact conditions and dynamic responses with the injuries and injury severity of child pedestrians by accident reconstruction. For this purpose, the pedestrian accident cases were selected from Sweden and Germany with detailed information about injuries, accident cars, and accident environment. The selected accident cases were reconstructed using mathematical models of pedestrian and passenger car. The pedestrian models were generated based on the height, weight, and age of the pedestrian involved in accidents. The car models were built up based on the corresponding accident car. The impact speeds in simulations were defined based on the reported data. The calculated physical quantities were analyzed to find the correlation with injury outcomes registered in the accident database. The reconstruction approaches are discussed in terms of data collection, estimating vehicle impact speeds, pedestrian moving speeds and initial posture, secondary ground impact, validity of the mathematical models, as well as impact biomechanics.
During the last 5 years, the number of cars fitted with side airbags has dramatically increased. They are now standard equipment, even on many smaller cars or less luxurious vehicles. While some side airbags offer thoracic protection alone, there are those that combine thoracic and head protection (of which most deploy from the seat). Other systems employ separate airbags for head and thorax protection, which are designed to be effective noticeably in a crash against a pole. This paper proposes an evaluation of the effectiveness of side airbags in preventing thoracic injuries to passenger car occupants involved in side crashes. First, the target population (who can take benefit of side airbag deployment and in what circumstances) is defined. Side airbags can be especially effective in cases of impacts on the door with intrusion at a certain impact speed. Then, an example case of a side impact with side airbag deployment is given were side airbag deployment is thought to have had a positive effect on injury outcome. A further case is presented where the impact configuration is likely to have reduced the effect of side airbag deployment on injury outcome. Finally, the estimation of side airbag effectiveness (in terms of additional occupant protection brought exclusively by the airbag) is proposed by comparing injury risk sustained by occupants in (more or less) similar cars (fitted or non fitted with airbags) because, during these years, car structure, and side airbag conception have considerably evolved. In-depth accident data from France, the UK and Germany has been collected. Out of 2,035 side impact accident cases available in the databases, we selected 435 occupants of passenger cars (built from 1998 onwards) involved in an injury accident between year 1998 and year 2004 for EES (Energy Equivalent Speed) values between 20km/h and 50km/h. The occupants, belted or not, were sat on the struck side, whatever the obstacle and type of accidents (intersection, loss of control, etc.). For multiple impact crashes, the side impact is assumed to be the more severe one. Passenger cars were fitted with (96) or without (339) side airbags. Most of the potential risk explanatory variables were correctly and reliably reported in the databases (velocity " impact zone " impact angle " occupant characteristics, etc.). The analysis compared injury risks for different levels of EES and different types of side airbags. A logistic regression model was also computed with injury variables (such as thoracic AIS 2+ or AIS 3+) as the dependant variable and other variables (including airbag type and EES) as explanatory injury risk factors. Results revealed statistically non-significant reductions in thoracic AIS 2+ and AIS 3+ injury risk in side airbag equipped cars in the impact violence range selected (odds ratio between 0.84 and 0.98 depending on types of airbags). The results are discussed. The non-significance is assumed to be due to a low number of cases. Statistical analysis for head injuries was not possible due to the low number of accident cases with passenger cars fitted with head airbags in the databases. Moreover, the discrepancies between the data coming from different countries (especially calculation of EES) might have introduced instability in the analysis.
Various kinds of demerit point systems have been developed and implemented in European countries, aimed at tackling repeat offences in road transport by acting as a deterrent and providing sanctioning. The impact of a demerit point system on the number of crashes is often reported to be significant, but temporary. The objective of the EU BestPoint project was to establish a set of recommended practices that would result in a more effective and sustainable contribution of demerit point systems to road safety. A high actual chance of losing the licence and a high perceived chance of losing the licence are basic prerequisites for the effective operation of demerit point systems. For measures applied within the context of a demerit point system, a four-step-approach is recommended: warning letter, driver improvement course, licence withdrawal, rehabilitation course. Further recommendations concern issues like points and offences, e.g. which offences should lead to points, target groups, and the administration of demerit point systems. The final result of the EU BestPoint project is a handbook (van Schagen & Machata, 2012) which provides a concise overview of all recommended practices. The presentation/paper outlines how sustainable safety improvements can be achieved if national demerit point systems are implemented and maintained according to the recommended practices. In addition, potential further steps towards an EU-wide demerit point system (cross-border exchange on points and/or offences) are presented.
Established in 1997, the European New Car Assessment Programme (Euro NCAP) provides consumers with a safety performance assessment for the majority of the most popular cars in Europe. Thanks to its rigorous crash tests, Euro NCAP has rapidly become an important driver safety improvement to new cars. After ten years of rating vehicles, Euro NCAP felt that a change was necessary to stay in tune with rapidly emerging driver assistance and crash avoidance systems and to respond to shifting priorities in road safety. A new overall rating system was introduced that combines the most important aspects of vehicle safety under a single star rating. The overall rating system has allowed Euro NCAP to continue to push for better fitment and higher performance for vehicles sold on the European market. In the coming years, the safety rating is expected to play an important role in the support of the roll-out of highly automated vehicles.
Automated driving will provide many kinds of benefits - some direct and some indirect. The benefits originate at the individual level, from changes in the behaviour of drivers and travellers with regard to driving and mobility, ending up with benefits at the social level via changes in the whole transport system and society, where many of the current planning and operations paradigms are likely to be transformed by automated driving. There may also be disbenefits, particularly at a social level, for example in intensity of travel which could result in additional congestion and increased use of natural resources. There may also be unintended consequences. For example, we do not know the impacts on public transport: driverless vehicles could provide a means to a lower cost service provision, but the availability of automated cars could lead to more car travel at the expense of collective transport.
Since its creation in 2011 the Pre-Crash-Matrix (PCM) offers the possibility to observe the pre-crash phase until five seconds before crash for a wide range of accidents. Currently the PCM contains more than 8.000 reconstructed accidents out of the GIDAS (German In-Depth Accident Study) database and is enlarged continuously by more than 1.000 cases per year. Hence, a detailed investigation of active safety systems in real accident situations has been made feasible. The PCM contains all relevant data in database format to simulate the pre-crash phase until the first collision of the accident for a maximum of two participants. This includes the definition of the participants and their characteristics, the dynamic behavior of the participants as time-dependent course for five seconds before crash as well as the geometry of the traffic infrastructure. The digital sketch of the accident and information from GIDAS as well as from supplementary databases represent the main input for the simulation of the pre-crash phase of an accident with the VUFO simulation model VAST (Vufo Accident Simulation Tool). This simulation in turn embodies the foundation of the PCM. The PCM underlies continual improvements and enhancements in consultation with its users. In addition to collisions of cars with other cars, pedestrians, bicycles and motorcycles the PCM now also covers car to object and car to truck collisions. The paper illustrates car to truck collisions as a showcase and explains perspectives for further developments. In 2016 a more detailed definition of the contour of the vehicle was added. Furthermore, the geometrical surroundings of the accident site will be provided in a new structure with a higher level of detail. Thus, a precise classification of road marks and objects is possible to further improve the support of developing and evaluating ADAS. This paper gives an overview about the latest developments of the PCM with its innovations and provides an outlook to upcoming enhancements. Besides potential areas of application for the development of ADAS are shown.
The objectives of this paper are the analysis of the accident risk of drivers brain pathologies (Mild Cognitive Impairment, Alzheimer- disease, and Parkinson- disease), and the investigation of the impact of driver distraction on the accident risk of patients with brain pathologies, through a driving simulator experiment. The three groups of patients are compared to a healthy group of similar demographics, with no brain pathology. In particular, 125 drivers of more than 55 years old (34 "controls"" and 91 "patients") went through a large driving simulator experimental process, in which incidents were scheduled to occur. They drove in rural and urban areas, in low and high traffic volumes and in three distraction conditions (undistracted driving, conversation with a passenger and conversation through a mobile phone). The statistical analyses indicated several interesting findings; brain pathologies affect significantly accident risk and distraction affects more the groups of patients than the control one.
In road traffic accidents, a car-seat and its occupant can be subjected to various crash pulses in the case of a rear impact. This study investigates the influence of crash pulse shape on seat-occupant response and evaluates the corresponding risk of whiplash injury. For this purpose, a rigorously validated seat-occupant system model is used to study different carseat designs and crash pulses. Two different car-seat concepts are also presented which can effectively mitigate whiplash injury for a wide range of crash severity. It is shown that for crash pulses of similar severity, the level of whiplash-risk depends strongly on the combined effects of seat design and crash pulse shape.
The first version of German Highway Capacity Manual was published in 2001. Now, a new version is published in 2015 (HBS 2015). For the new German Highway Capacity Manual, most major chapters are revised and some of them are totally rewritten. The chapter for merge, diverge, and small weaving segments is rewritten in accordance with forthcoming developments in the past 10 years. In this paper, an overview of the chapter in the new German Highway Capacity Manual is presented. Procedures dealing with performance analyses and level of service (LOS) of those segments are introduced both for freeways and rural highways. Differences between the former version and the new version of the chapter in the German Highway Capacity Manual are indicated and discussed. In most of the existing highway capacity manuals, LOS of merge, diverge, and small weaving segments is traditionally defined by speed, volume, or density in critical areas. In that traditional concept several capacity values of different critical areas (merge, diverge, and weaving) as well as upstream and downstream basic segments within the influence areas are evaluated separately. In the new HBS 2015, a new model which considers the total merge, diverge, and weaving segment as an entire object is incorporated. A combined volume-to-capacity ratio (freeways) or a combined density (rural highways) is used for defining the LOS of the total segment. The parameters of the new procedure are functions of the number of lanes of the major road, the number of lanes in the on-ramp or off-ramp, and the predefined geometric design of those segments. The coefficients are calibrated with field data or defined by experts" experiences within a matrix of coefficients. With those procedures, the traffic quality (LOS) can be obtained directly as a function of the volumes or densities on the major road and on the on-ramp or off-ramp respectively. The new procedure has the following advantages: a) a uniform function for all types of merge, diverge, and small weaving segments, b) traffic quality assessment for all critical areas under investigation in one step, and c) the procedure can easily be calibrated. For applications in practice, a set of graphs is provided.
A total survey of road traffic accidents involving most severely injured, defined as sustaining a polytrauma or severe monotrauma (ISS > 15) or being killed, was conducted over 14 months in a large study region in Germany. Data on injuries, pre-clinical and clinical care, crash circumstances and vehicle damage were obtained both prospectively and retrospectively from trauma centers, dispatch centers, police and fire departments. 149 patients with a polytrauma and eight with a severe monotrauma were recorded altogether. 22 patients died in hospital. Another 76 victims had deceased at the accident scene. In 2008, 49 % of patients treated with life-threatening injuries were car or van occupants, 21 % motorcyclists, 18 % cyclists and 10 % pedestrians. Among fatalities at the scene, vehicle occupants constituted an even larger portion. The number of road users with life-threatening trauma in the region was extrapolated to the German situation. It suggests that 10 % among the "seriously injured" as defined in national accident statistics are surviving accident victims with a polytrauma or severe monotrauma.
Traffic accidents were ranked the third among the major causes of death in Thailand. About 13,438 deaths and the death rate from traffic accident was 21.5 per 100,000 of population in 2002. The deaths and death rate varied upon the economic situation. After the economic crisis, traffic accidents were increased as well as the period of the bubble economy. In the Central region of Thailand numbers of road traffic crashes were lower than Bangkok Metropolis, but the highest in the number of deaths, death rate and serious injuries in 2002. Men aged 15"29 years old had higher numbers of deaths than men in other age groups and higher than women. Deaths and injuries from road traffic crashes were the highest in April and January, because there was a long weekend in those months. About 80 percent of road traffic crashes were caused by private car and motorcycle. In 2000 about 51 percent of traffic accidents took place on the straight way, followed by the junction and curves. In 2002, about 97 percent of road traffic crashes were caused by human factors including improper passing, speeding and disregarding to traffic signal, however, the identification of causes of traffic accident needed to improve. Drunk driving, disregarding on safety equipment usage, inefficiency of law enforcement and discontinuing of road safety programs were the deepest causes of traffic accidents. Research based information, a broad coalition of stakeholder and urban planning policy were needed to incorporate for a comprehensive road safety policy formulation and actions.
This thesis gives a detailed picture of how planners, politicians, residents and transport engineers in three societies, Britain, Germany and the United States reacted to one of the most powerful inventions of the late nineteenth century, the motor car. Misjudgments of the potential growth of motor vehicle ownership and its adverse effects had serious repercussions in the coming decades, primarily in the dense urban areas. Disturbing has been the underestimation of the importance of public transport as a real alternative to the motor car in urban areas, first by the United States and even several decades later by Britain. Of the three countries, only Germany seems to have struck a better balance. Not surprisingly, already at the beginning of the twentieth century, conflicts occurred between the weaker road participants (pedestrians and cyclists), the existing urban fabric and the motor vehicle. A more comprehensive comparison between Britain and Germany shows that both countries developed specific patterns and had different attitudes towards road transport. Far more has been invested and planned in Germany whereas Britain has shown not so much a lack of foresight in planning but 'in investment in road transport. This major difference has had very visible effects an today's urban structure and transport situation. The demand for restraint of motor traffic had different motives in the two countries, and is not such a new idea as is often assumed. While in Germany even in the 1920s and 30s the protection of historic inheritance was a decisive motive, in Britain that was not the case. Questions of traffic restraint were however raised in connection with road safety and later in the 60s as a means of improving the urban environment. The turning point of nearly unlimited promotion of car use in urban areas took place in Germany during the 60s and 70s, whereas the Buchanan Report had already warned in the early 60s against the adverse effects cars could have in urban areas if they were not controlled. Although even in Britain the report was misunderstood and largely not put into practice, the wave of protest against road building occurred earlier there than in Germany. As a whole, Britain has shown a brillance of ideas in restraining motor vehicles which was lacking in the Federal Republic. At the beginning of the 70s, discussions started seriously in Germany an traffic calming concepts which were slowly transformed into reality, Britain seems to have followed these examples, but with a considerable time lag.
Police records about traffic accidents like used by IRTAD (International Road Traffic and Accident Database) and CARE (Community Road Accident Database) do not represent all road injuries. For instance, road accidents of bicyclists without a counterpart are usually not reported. Furthermore, IRTAD-like data contains hardly any information on injury outcome and accident circumstances. This information gap leads to an under-representation of the safety concerns of the most vulnerable road users like children and the elderly both in accident research and safety promotion. Injury registration for the European Injury Database (IDB), in turn, combines details of accident causation with diagnostic information that can be used to assess injury severity and long term consequences. The IDB is collecting data from hospital emergency department patients and is being implemented in a growing number of countries. In this article IDB results on mode of transport and injury outcome are presented from a sample of nine EU member states.
Before 2002, France was in the queue of Europeans countries in terms of road safety results because of the low density of population and the faulty behaviour of French due itself to a very low level of traffic law enforcement Even if there were signs of the change of mind in France towards road safety before, the turning point was in summer 2002, when the President declared road safety as a priority work during his mandate. The more symbolic measure was the decision to settle an automatic speed control system (700 fixed and 300 mobile). Over three years, the average speed on French roads decreased by 5 km/h and the number of fatalities on road turned down from an average of 8000 deaths per year to 5 300, which represents a decrease of more than 34 %. For the next months, we anticipate that, as many drivers have kept loosing points on their driving licence through light speed violations, this will lead drivers to check their speed and the speed limits more systematically as loosing points on one's driving license has longer time effects than paying a fine. Consequently, we expect a decrease of 10 % to 15% of fatalities in 2006, which is a very good result if we compare with the trend of the last twenty five years (about 2,3 %). The reverse effect of this system that lies on the changes of behaviour of the majority is that, there is more and more discontent against the system taking into account that automatic speed control system allows only a minor tolerance above limits and that local speed limits are not always adapted to local infrastructure and traffic conditions. Another weakness of the system is that motorcyclists are too rarely caught by the system; the system is being gradually improved by placing the new speed cameras in position of taking photographs of the back of the vehicle. But this would not be sufficient to reduce the speed of motorcyclists that are a very high risk group (16% of fatalities for 0,8 % of traffic) For alcohol, there is no easy route for progress: all what is done nowadays is toward festive impaired driving (through designating sober drivers or mass alcohol preventive screenings) although there is not enough done towards chronic alcoholic driving.
The United Nations Economic Commission for Europe Informal Group on GTR No. 7 Phase 2 are working to define a build level for the BioRID II rear impact (whiplash) crash test dummy that ensures repeatable and reproducible performance in a test procedure that has been proposed for future legislation. This includes the specification of dummy hardware, as well as the development of comprehensive certification procedures for the dummy. This study evaluated whether the dummy build level and certification procedures deliver the desired level of repeatability and reproducibility. A custom-designed laboratory seat was made using the seat base, back, and head restraint from a production car seat to ensure a representative interface with the dummy. The seat back was reinforced for use in multiple tests and the recliner mechanism was replaced by an external spring-damper mechanism. A total of 65 tests were performed with 6 BioRID IIg dummies using the draft GTR No.7 sled pulse and seating procedure. All dummies were subject to the build, maintenance, and certification procedures defined by the Informal Group. The test condition was highly repeatable, with a very repeatable pulse, a well-controlled seat back response, and minimal observed degradation of seat foams. The results showed qualitatively reasonable repeatability and reproducibility for the upper torso and head accelerations, as well as for T1 Fx and upper neck Fx. However, reproducibility was not acceptable for T1 and upper neck Fz or for T1 and upper neck My. The Informal Group has not selected injury or seat assessment criteria for use with BioRID II, so it is not known whether these channels would be used in the regulation. However, the ramping-up behavior of the dummy showed poor reproducibility, which would be expected to affect the reproducibility of dummy measurements in general. Pelvis and spine characteristics were found to significantly influence the dummy measurements for which poor reproducibility was observed. It was also observed that the primary neck response in these tests was flexion, not extension. This correlates well with recent findings from Japan and the United States showing a correlation between neck flexion and injury in accident replication simulations and postmortem human subjects (PMHS) studies, respectively. The present certification tests may not adequately control front cervical spine bumper characteristics, which are important for neck flexion response. The certification sled test also does not include the pelvis and so cannot be used to control pelvis response and does not substantially load the lumbar bumpers and so does not control these parts of the dummy. The stiffness of all spine bumpers and of the pelvis flesh should be much more tightly controlled. It is recommended that a method for certifying the front cervical bumpers should be developed. Recommendations are also made for tighter tolerance on the input parameters for the existing certification tests.
