Nigeria ranks one of the highest countries in the world with the largest accident, especially when measured by whiplash associated disorders, whereas, traffic safety education rate, data and information been widely known as preventive indicators have been grossly neglected. In Nigeria, traffic safety enlightenment, awareness, political understanding and appreciation of the problem's magnitude are lacking. This study, therefore, seeks to understand and document the fact that accident causation factors in Nigeria relate more to the problem of development, poverty, knowledge and education as evidenced in most other developing countries. Among the primary accident causation factors on Nigerian roads are: - lack of a transportation system or multi-model integration - sub-standard and obsolete vehicles and road furniture - poor road maintenance, investment and engineering management - paucity of road users' and drivers' knowledge, skill, enlightenment and education of the road Use This paper submits that Nigeria being a developing nation requires purely primitive strategies being cost effective (health wise) than curative measures. It is in this light that an enduring, comprehensive and sustainable traffic safety educational programmes information base and data inventory, analysis and implementations form the focus of this study. This effort will provide basic guidelines framework and implementation procedure for a successful prevention of whiplash associated disorder resulting from road traffic crashes in Nigeria and other parts of the world.
This report gives an overview of pedestrian accidents on Japanese roads. Database used for the analysis is national traffic accident data based on police reports. Relevant measures and background information ranging from vehicle safety, engineering and education are briefly reviewed, and area for further improvement is discussed.rn
A lot of factors are related to a road traffic accident; particularly human factors such as road use characteristic, driving maneuver characteristic and safety attitude are the major ones. As a random factor is also included, so it is necessary to minimize the contribution of a random factor to identify human factors related to a road traffic accident. There are several standpoints for traffic accident analysis, such as vehicle-based, location-based and driver-based. And it is effective to analyze driver-based traffic accident data for discussion on the relation between human factors and accidents. An integrated traffic accident database system was developed for analysis considering driver- accident and violation records by ITARD, and several studies were carried out for the evaluation. Useful data for discussion on the relation between types of collision and traffic violations, and the effect of accident experience to the following accident were obtained.
Proposal for a test procedure of assistance systems regarding preventive pedestrian protection

This paper is showing a proposal for a test procedure regarding preventive pedestrian protection based on accident analysis. Over the past years pedestrian protection has become an increasing importance also during the development phase of new vehicles. After a phase of focusing on secondary safety, there are current activities to detect a possible collision by assistance systems. Such systems have the task to inform the driver and/or automatically activate the brakes. How practical is such a system? In which kind of traffic situations will it work? How is it possible to check the effectiveness of such a system? To test the effectiveness, currently there are no generally approved identifiable procedures. It is reasonable that such a test should be based on real accidents. The test procedure should be designed to test all systems, independent of the system- working principle. The vFSS group (advanced Forward-looking Safety Systems) was founded to develop a proposal for a technology independent test procedure, which reflects the real accident situation. This contribution is showing the results of vFSS. The developed test procedure focuses on accidents between passenger cars and pedestrians. The results are based on analysis results of in-depth databases of GIDAS, German insurers and DEKRA and added by analysis of national and international statistics. The in-depth analysis includes many pre-crash situations with several influencing factors. The factors are e. g. speed of the car, speed of the pedestrian, moving direction and a possible obscuration of the pedestrian by an object. The results comprise also the different situations of adults and children. Furthermore, they include details regarding influence of the lighting conditions (daylight or night) especially with respect to the accident consequences. In fact, more accidents happen at daylight, but fatal accidents are more often at night. A clustering of parameter combinations was found which represents typical accident scenarios. There are six typical accident scenarios which were merged in four test scenarios. The test scenarios are varying the starting position of the pedestrian, the pedestrian size (adult or child) and the speed of the pedestrian, whereas the speed of the car will not be varied. To ensure the independency from used sensing technologies it is necessary to use a suitable dummy. For example, if sensors are based on infrared, the dummy should emit the temperature of a human being. The test procedure will identify the collision speed as the key parameter for assessing the effectiveness of the tested system. The collision speed is defined as the reduction between initial test speed of the car and impact speed. The assessment of the speed reduction value regarding the safety benefit, however, will be part of a separate procedure.
NASS: the glass is half full

The National Accident Sampling System (NASS) was born in the late 1970s. It was based on a substantial amount of experience and analysis of what was needed in the United States to understand the safety challenges of our highways. This work also showed how to collect high quality and useful crash data efficiently. Unfortunately, when Ronald Reagan - a President who believed in limited government - was elected, any hope of full funding for NASS was lost. The concept of 75 teams investigating about 18,000 serious crashes in detail annually was never realized. The system got up to 50 teams, then was cut to 36, and finally to 24 teams investigating fewer than a quarter of the originally anticipated number of crashes per year. Despite this, the NASS investigations provide a rich source of data, collected according to a sophisticated statistical sampling system to facilitate detailed national estimates of road casualties on our nation- highways and their causes. In addition, changes have been made in recent years to increase the number of more serious crashes of recent model vehicles to make the results more relevant to improving vehicle safety. A recent, detailed examination of hundreds of rollovers has provided considerable insight into rollover casualties and into what can be done to reduce them. Some of these results will be presented that show the value of the NASS system. Our experience with NASS and the Fatal Accident Reporting System (FARS) suggests a number of improvements that could be made in the United States" crash data systems. It also provides justification for a doubling or tripling of our national expenditures on crash data collection.
To elucidate the risk of pedestrians, bicycle and motorbike users, data of two accident research units from 1999 to 2014 were analysed in regard to demographic data, collision details, preclinical and clinical data using SPSS. 14.295 injured vulnerable road users were included. 92 out of 3610 pedestrians ("P", 2.5%), 90 out of 8307 bicyclists ("B", 1.1%) and 115 out of 4094 motorcycle users ("M", 2.8%) were diagnosed with spinal fractures. Thoracic fractures were most frequent ahead of lumbar and cervical fractures. Car collisions were most frequent mechanism (68, 62 and 36%). MAIS was 3.8, 2.8 and 3.2 for P, B and A with ISS 32, 16 and 23. AIS-head was 2.2, 1.3 and 1.5). Vulnerable road users are at significant risk for spine fractures. These are often associated with severe additional injuries, e.g. the head and a very high overall trauma severity (polytrauma).
This study aims to analyze spine injuries in motor vehicle accidents. Between 1985 and 2004 the Hannover accident research unit documented 18353 accidents. We identified 161 front passengers (0.53%) with cervical spine injuries, 84 (0.28%) with thoracic and 95 (0.31%) with lumbar injuries. Technical and medical data was reviewed. Patients" records were retrieved. X-rays were evaluated and fractures were classified according to the Magerl classification. 68% and 57% of thoracic and lumbar fractures occurred in accidents with multiple impacts. Delta-v was 50, 40 and 40 kph in passengers with cervical, thoracic and lumbar spine, resp. Passengers with spinal fractures frequently showed numerous concomitant injuries, e.g. additional vertebral fractures. The influence of seat belts and airbags is discussed. Patient work-up has to include a thorough investigation for additional injuries.
The study aimed at estimating the impact of pedelecs (with an assumed higher speed than bicycles) on the traffic accident severity in Germany for different penetration rates. The analysis shows that in many real situations (68%) an electrical support of bicycles has no influence on the sequence of accident events. Taking into account a number of unreported "single bicycle accidents", the adoption of similar traffic behavior and similar age distribution, the authors determined a shift of 400 former slightly to seriously injured cyclists in Germany per year. Overall this would be an increase of approximately 2.3% in case of 10% of pedelec penetration with the pessimistic assumption of 10 km/h speed increase although first natural driving studies predict a much lower average speed increase of pedelecs. The hypothesis verbalized in the initial question whether a higher distribution of pedelecs will result in more severe accidents in Germany is not verified. The study shows that electrical support didn"t result in higher collision speed in general. In many accident situations, the speed of pedelecs has only a minor influence on the accident severity. Further research focusing on a possible change of driver behavior especially in new target groups (elderly people) will be needed.
The increasing economics in India has an enormous growth of its road traffic. As observed from official Indian accident statistics the number of road fatalities are one of the highest worldwide. In contrast to most industrialized nations they have an rapidly increasing trend. To come along with this trend it becomes more than essential to understand the traffic accident situation. The official Indian accident statistics gives a glimpse of only basic information. Therefore more detailed data is needed. By using In-depth accident data and officially representative statistics the current accident situation can be evaluated in India, if a suitable weighting methodology is considered. Hence in 2009/2010 a pilot study with the collaboration partner JP-Research India pvt. Ldt. was gathered in Tamil Nadu in south of India. In-depth accident investigations were done around the Coimbatore area on four highways. At first, the collected data is evaluated. Due to consequent and continuous further development based on the first approach a methodology similar to NASS/CDS/GES in the US and GIDAS in Germany was developed. Of course all relevant accident related parameters including pictures and severity information were collected. As a matter of fact based on scaled sketches and reconstruction benefit analyses can be done in order to analyze the accident scenery in India. As a first outcome influence from infrastructure, missing education and vehicle safety were identified as key parameters in order to reduce the number of accidents and casualties. To compare the accident situation against international standards an accident classification for left hand traffic was developed based on the German Insurance classification system. Looking into detail additional accident types were identified and added to create an Indian accident type catalogue. The positive results encouraged several OEMs to participate in this investigation and together with BOSCH a consortium was established in 2010/11. Within one year from beginning in May 2011 about 200 highway accidents were collected, reported and reconstructed using the new standard. Hence a first good overview of the accident situation is available for the Coimbatore Tamil Nadu area. The major target for establishing accident investigations is the extension towards other states of India and urban areas to achieve a better overview of the accident scenery. Therefore local and national authorities have to be embedded in order to strengthen the awareness against traffic safety.
Nowadays, traffic accidents are recorded in historical databases. Regarding the huge quantity of data, the use of data mining tools is essential to help Experts, for automatically extracting relevant information in order to establish and quantify relations between severity and potential factors of accidents. An innovative approach is here proposed for an in depth investigation of real world accidents data base. Mutual information ratio based on conditional entropies is used to quantity the association strength between an accident outcome descriptor (injury severity) and other potential association factors. Information theoretic methods help to select automatically groups of factors mostly responsible of the severity of accident.
