Adverse weather could impair the performance of many important parts in road transportation. In a tropical country, the threats posed by the weather phenomenon can be viewed from a different perspective as the situation may not be as extreme as snow-related problems or excessive temperature in other countries. Specifically in Malaysia, the situation may be underestimated due to several reasons such as the deficiencies in accident reporting and lack of research work. This background research has looked into various publications as well as related data to explain the need of more comprehensive research in the future.
In den einführenden Bemerkungen zur Zweiten Internationalen Konferenz "Junge Fahrer und Fahrerinnen", die am 29. und 30. Oktober 2001 stattfand, wird darauf hingewiesen, dass trotz nachhaltiger Verkehrssicherheitsaktivitäten das Unfallrisiko junger Fahrer im letzten Jahrzehnt nicht in zufriedenstellendem Umfang verringert werden konnte. Der Rückgang bei den Unfällen mit Getöteten bewegte sich innerhalb des allgemeinen Trends und war bei den 18- bis 20-jährigen Fahrern nicht mit einer Reduzierung ihres mehrfach höheren Risikos gegenüber älteren Autofahrern verbunden. Die Thematik der Konferenz richtete sich verstärkt auf den Maßnahmenbereich und widmete sich neben der Sicherheitskommunikation insbesondere der Fahreraus- und -weiterbildung, der schulischen Mobilitätserziehung im Zusammenhang mit der motorisierten Verkehrsteilnahme sowie der Verhaltensbeeinflussung nach dem Fahrerlaubniserwerb durch rechtliche Regelungen. Damit umfasste sie das gesamte zur Verfügung stehende Spektrum kommunikativer, edukativer und legislativer Interventionsmöglichkeiten zur Gewährleistung eines sicheren Starts in die Fahrkarriere. In drei Arbeitskreisen wurden die Themenbereiche Verkehrssicherheitskampagnen, Maßnahmen vor dem Fahrerlaubniserwerb sowie Maßnahmen nach dem Fahrerlaubniserwerb behandelt. In einem vierten Arbeitskreis tauschten sich junge Fahranfänger aus mehreren europäischen Ländern über ihre unterschiedlichen Erfahrungen auf dem Weg zum Autofahren aus und leiteten daraus Schlussfolgerungen für zielführende Präventionsansätze ab. Die Beiträge belegen die große Bandbreite innovativer und Erfolg versprechender Maßnahmenansätze, die in Konzeptüberlegungen für die Praxis Berücksichtigung finden sollten.
Unfortunately, there has been a high number of accident fatalities reported in the Czech Republic in recent years. There are many causes which have led to a growth in the number of road traffic accidents. Since 1990, traffic density has demonstrated an upward moving tendency, daily traffic-jams are on the increase in many cities and traffic capacity on roads and streets is not able to satisfy this increasing density. Moreover, many road users lack experience in terms of driving modern cars. The National Accident Study of the Czech Republic is based on the assumption that the year 2010 is considered as a pilot project with the testing operation of collecting and evaluating data from traffic accidents. From the beginning of 2011, a fully-functional structure of the Traffic Accident Research will be created and solid data generated. Based on this assumption, we hope to begin meaningful cooperation with foreign countries.
Entgegen dem Trend insgesamt sinkender Unfallzahlen bleibt die Zahl der vom statistischen Bundesamt erfassten, folgenschweren Wildunfälle (Unfälle mit Personenschaden sowie schwerwiegende Unfälle mit Sachschaden) auch 2017 mit 3.063 erfassten Fällen auf etwa gleichem Niveau. Die Zahl der Unfälle mit reinem Sachschaden hingegen sowie das Schadensaufkommen steigen jährlich. Den höchsten Wert an Schadensmeldungen verzeichnete der Gesamtverband der Versicherer (GDV) im Jahr 2017 mit 275.000 gemeldeten Wildunfällen. Die Wildunfallprävention erfolgt in Deutschland über den Einsatz von Verkehrszeichen, Wildschutzzäunen, Wildwarnanlagen und Wildwarnern (auditiv, olfaktorisch, visuell). Zur Wirksamkeit der vorgenannten und weiteren Maßnahmen liegen jedoch nur wenige gesicherte Erkenntnisse vor. Dieses Szenario begründet eine vielschichtige und konsolidierte Untersuchungsreihe über die Ursachen von Wildunfällen und Maßnahmen zu deren Vorbeugung, in der folgende Themenbereiche bearbeitet werden: - Deutschlandweite Evaluation und Auswertung von Wildunfallzahlen, - Maßnahmen zur Beeinflussung des Wildes zur Vermeidung von Wildunfällen, - Maßnahmen zur Beeinflussung der Verkehrsteilnehmer zur Vermeidung von Wildunfällen, - Infrastrukturelle Maßnahmen zur Vermeidung von Wildunfällen. Die Erkenntnisse aus den einzelnen Untersuchungen werden mit Abschluss des Forschungsschwerpunktes in einem Leitfaden „Wildunfallprävention“ zusammengefasst. Zum jetzigen Zeitpunkt liegen bereits erste Teilergebnisse vor, die im Rahmen dieses Symposiums veröffentlicht werden können. Der Fokus liegt dabei auf Ergebnissen über die deutschlandweite Zusammenstellung von Wildunfallzahlen der Jahre 2012 bis 2017 sowie auf Resultaten einer Befragung zur Herstellung und Unterhaltung von Wildschutzzäunen. Zusätzlich werden Erkenntnisse zur Wirksamkeit von Wildwarnreflektoren einerseits aus einer lichttechnischen Untersuchung, andererseits aus einem Feldversuch mit 150 Teststrecken (Unfallforschung der Versicherer) präsentiert.
This paper uses the national accident statistics of Great Britain to evaluate the effectiveness of Electronic Stability Control Systems (ESC) to reduce crash involvement rates. The crash experience of 8,951 cars is analysed and compared to a closely matching set of non-ESC cars using case-control methods. This is one of the largest ESC samples analysed to date. Overall the cars with ESC are involved in 3% fewer crashes although the effectiveness is substantially higher under conditions of adverse road friction. ESC equipped cars are involved in 15% fewer fatal crashes although this reduction represents the combined effect of ESC and passive safety improvements.
Relevant accident related factors : risk and frequencies of contributing to road traffic accidents

In the course of the European Project TRACE (Traffic Accident Causation in Europe) an attempt was made to analyse the cause of road traffic accidents from a factors' point of view. By literature review the most important independent risk factors for traffic accidents were identified to be speed, alcohol intake, male gender, young age, cell phone use, and fatigue. However, the impact of an accident related factor also depends on its prevalence in traffic and accidents, respectively. Available to the Partners in the TRACE Project were different accident databases. Causally contributing factors found by accident investigations that are most often coded in accident databases are connected to unadapted speed and inattention. Taking into account the risk increase and the frequency of contribution to accidents the conclusion can be drawn that the most relevant factors for accident causation are: "alcohol", "speed", and "inattention and distraction".
Although ATV accidents account for numerous deaths in the US and Australia, the role in traffic accidents and hospital admissions in Germany is unknown. At a level I trauma centre, hospital and crash charts were analysed for medical and technical parameters of ATV accidents. ATV drivers were 0.1% of emergency trauma patients. The mean total hospital stayrnwas 15 days; there were 1.5 stays per patients with 2.0 surgical procedures needed. One patient died, only two recovered fully. 14 cases of ATV accidents out of 18990 (0.1%) were documented within 10 years. The mean impact velocity was 35 km/h. Car collisions were predominant. The upper extremity was the predominant injured region (AIS 0.7), Mean maximum AIS was 1.4. ATV accidents in Germany are rare but pose high risk for severe injuries. Possible reasons are low active and passive security, limited experience and risky driving behaviour. Preventive measures are discussed.rn
The Powered Two Wheelers (PTWs) accidents constitute one of the road safety targets in Europe. PTWs users' fatalities represent 15% of EU road fatalities, having increased the last few years, which is quite opposite than other road users casualties. To reduce PTW accidents is necessary to know which the accident causations are from different points of view (human factor, vehicle characteristics, environment, type of accident, situation, etc.). In TRACE project ("Traffic Accident Causation in Europe", under the European Commission 6th Framework Program, 2006-2008,) a specific task was focused on PTW users point of view, analyzing extensive databases to locate the main accident configurations (type of accident, severity, frequency), and an in-depth database to obtain the causation factors, the risk factors for each configuration founded in the extensive databases analysis and the variables associated to each causation factor in the PTW configurations.
Analysis of the accident scenario of powered two-wheelers on the basis of real-world accidents

For the first time since 20 years the German national statistics of traffic accidents revealed an increasing number of fatalities and seriously injured persons in 2011. This negative development was especially caused by increasing numbers in all groups of vulnerable road users (VRU). Furthermore, the comparison of fatality reduction rates between several categories of road users shows that persons on motorcycles show the worst performance over years. Although every second fatality in German traffic accidents is still a car occupant, users of PTW make up more than 20% in the meantime. Assuming further improvements in the field of occupant protection this trend will continue. For that reason, a study on the basis of real-world accidents was conducted to describe the accident scenario involving motorcycles and to identify the reasons of the above-described fact. Approximately 1.800 motorcycle accidents out of GIDAS database were used for the analyses. The first part of the study deals with the question how representative the GIDAS database is for the German motorcycle accident scenario. Afterwards, detailed descriptive statistics on motorcycle accidents were presented considering numerous parameters about the accident scene, environmental influences, vehicle information, individual characteristics, interview data, injury severity and injury causation. One important point is the identification of the most frequent critical situations that are typical for motorcycle accidents. Furthermore, a special focus was on accident causation. Finally, conspicuous facts out of the analysis are emphasized. All in all, the study gives a comprehensive overview about the German motorcycle accident scenario. One the one hand, the use of weighted GIDAS data allows representative and robust statements on the basis of large case numbers; on the other hand highly detailed conclusions can be drawn. The results of the study help to understand the particularities of motorcycle accidents and provide approaches for further improvements in the field of PTW safety.
Safety of light goods vehicles - findings from the German joint project of BASt, DEKRA, UDV and VDA

Light goods vehicles (LGVs) are an important part of the vehicle fleet, providing a vital component in the European transportation system. On the other hand, LGVs are in the focus of public discussion regarding road safety. In order to analyse the accident situation of LGVs in an objective manner, Federal Highway Research Institute (BASt), VDA, DEKRA and German Insurers Accident Research (UDV) launched a joint project. The aim of this project, which will be finished by mid of 2011, is to identify reasonable measures which will further improve the safety of LGVs. For the first time, these partners jointly together conducted a research project and put together their know-how in accident research. Analyses are based on real-life accident data from the GIDAS database, the Accident Database of UDV (UDB), the DEKRA database and national statistics. The findings deliver answers to questions within the arena of future legislative actions and consumer protection activities. The analyses of databases cover areas of primary and secondary safety of LGVs with a special focus on advanced driver assistance systems (ADAS), driver behaviour as well as partner and occupant protection. Key figures from national statistics are used to highlight hotspots of accidents of LGVs in Germany. Finally, the proposed countermeasures are assessed regarding their potential effectiveness. Amongst others, the results show that the accident situation of LGVs is very similar to that of passenger cars. Noteworthy variations could be found in collisions with pedestrians, at reversing and regarding accident causes. Occupant safety of LGVs is on a higher level compared to cars. Results indicate that seatbelt use is on a significantly lower level compared to cars. This leads to higher-than-average injury risk for unbelted LGV occupants. When it comes to partner protection, there are problems with compatibility at LGVs. For car occupants there is a very high injury risk when colliding with a LGV. It indicates that higher passive safety test standards for LGVs would be counterproductive if they further increase stiffness of LGVs. The analysis of LGV-pedestrian accidents shows that pedestrian kinematic differs significantly from car-pedestrian accidents. At this point, existing pedestrian related test standards developed for cars cannot be adopted to LGVs. When it comes to active safety, ESC proved its effectiveness once again. Beyond that, rear view cameras, advanced emergency braking systems and lane departure warning systems show a safety potential, too. In addition to any technical countermeasures previously discussed, the importance of the driver behavior and attitude regarding the accident risk was investigated. In order to develop successful actions it is important to understand the main target population. In the case of LGV especially the crafts business and smaller companies are the major contributors the safety issue.
