Motorcycle safety research

Honda- global motorcycle sales exceeded the 10 million units mark since 2004, and further expansion is expected. As a responsibility for a company to provide mobility, Honda is focusing on motorcycle safety as top priority and has been working on various activities for both aspects of hardware and software. Here, we present Honda- activity for the safety technology of motorcycles. At present, Honda is promoting motorcycle safety in the four themes of prevention and collision safety such as safety education, recognition assistance, accident prevention and injury reduction. First, in the area of the safety education, the "Honda Safety Driving Promotion Center" was established in 1970, and motorcycle riders and vehicle driver trainings have been organized, and the traffic training centers are used as an actual practice field not only in Japan but also in many other regions in the world. Through our training activities, the new area of safety training with hardware assistance was developed and Honda- unique technology was accumulated such as the riding simulator which can provide experience of potentially dangerous situations without risk. Especially, the "riding trainer", the popular version of the riding simulator, was introduced at several motor shows in various countries and launched in September 2005. It was distributed first in Europe and is expected to expand globally aiming at 3000 units worldwide.. And in Europe, the newest version, which includes the suburban roads program, jointly developed with ADAC, will be released in near future. In the area of recognition assistance, "vehicle to vehicle communication technology" is under development using the advantage of being a manufacturer of both motorcycles and cars. This technology is under research as Honda "ASV-3" in Japan, and as part of C2C activity in Europe. As for the accident prevention, advanced brake systems for motorcycles to assist more effective brake operation have been expanded, Honda signed the European Road Safety Charter in April 2004 with the advanced brake systems commitment and furthermore, they are expanding according to vehicle characteristics and region. Then all models above 250 cc will have a version of the system by 2010. And as the last theme, "motorcycle airbag system" is introduced which is equipped on a mass production motorcycle for the first time in the world. It has been researched and developed for a long time as an injury reduction technology for collision accidents. Honda automobile technology was used for the research and development of the motorcycle airbag, and many specific issues such as the analysis of the collision conditions particular to motorcycles have been solved to realize today- success. It might be known that ADAC in-house crash test held in August this year confirmed the high effectiveness of the airbag system and showed a positive result. This motorcycle airbag system is equipped to the Honda Gold Wing and launched in North America in August, 2006. Also in Europe, it will be sold by the end of this year. Each theme of Honda motorcycle safety technology can be seen at the Honda booth.
Small overlap frontal crashes are defined by a damage pattern with most of the vehicle deformation concentrated outboard of the main longitudinal structures. These crashes are prominent among frontal crashes resulting in serious and fatal injuries, even among vehicles that perform well in regulatory and consumer information crash tests. One of the critical aspects of understanding these crashes is knowing the crash speeds that cause the types of damage associated with serious injuries. Laboratory crash tests were conducted using 12 vehicles in three small overlap test conditions: pole, vehicle-to-vehicle collinear, and vehicle-to-vehicle oblique (15-degree striking angle). Field reconstruction techniques were used to estimate the delta V for each vehicle, and these results were compared with actual delta V values based on vehicle accelerometer data. Estimated delta Vs were 50% lower than actual values. Velocity change estimates for small overlap frontal crashes in databases such as NASS-CDS significantly underestimate actual values.
This work aimed for getting the main features of accidents involving Light Goods Vehicles (LGV), using accident cases collected in the In-Depth Accidents Studies built up at IFSTTAR-LMA (France), in order to analyse thoroughly the proceedings of these accidents and identify the major factors for the different types of LGV. This work was based on the analysis of 88 accident cases involving LGV with a Maximum Authorised Mass inferior to 3.5 tonnes. In particular kinematics reconstruction of these accidents were performed to calculate the average impact speeds and to better understand the compatibility problems between LGV and antagonist vehicles. Specific features have been reviewed to pick up problems concerning safety, maintenance, loading, LGV design: general conditions of the accident, vehicle features, and passive safety. The main results of this study are presented in this paper.
Detailed investigations and reconstructions of real accidents involving vulnerable road users

The aim of this research is to improve knowledge about vulnerable road users accidents and more specifically pedestrians or cyclists. This work has been based on a complete analysis of real accidents. From accidents chosen from an in-depth multidisciplinary investigation (psychology, technical, medical), we have tried to identify the configuration of the impact: car speed, pedestrian or cyclist orientations. Then, we have made a numerical modelling of the same configuration with a multibody software. In particular, we have reproduced the anthropometry of the victim and the front shape of the car. A first simulation has been performed on this starting configuration. Next, effects of some parameters such as car velocity or victim position at impact have been numerically studied in order to find the best correlations with all indications produced by the in-depth analysis. Finally, the retained configuration was close to the presumed real accident conditions because it reproduces in particular the same impact points on the car, the same injuries, and is according to the driver statement. This double approach associating an in-depth accident analysis and a numerical simulation has been applied on pedestrian-to-car and bicyclist-tocar accidents. It has allowed us to better understand the real kinematics of such impacts. Even if this method is based on a case to case study, it underlines which parameters are relevant on a vulnerable road user accident investigation and reconstruction.
Schutz von schwächeren Verkehrsteilnehmern: kommende Anforderungen aus Gesetzgebung und Euro NCAP

Systeme der aktiven Fahrzeugsicherheit, insbesondere Notbremsassistenzsysteme und automatische Notbremssysteme, haben in den letzten zwei Dekaden große technische Fortschritte gemacht, und das im Wesentlichen ohne "Druck" von Gesetzgeber oder unabhängigen Testorganisationen " diese können aber durch passende Anforderungen den Vormarsch der Systeme in die Breite und die Ausnutzung von ansonsten für den Hersteller vielleicht nicht wirtschaftlichen Potentialen unterstützen. Dieser Bericht hat das Ziel, einen Überblick über die kommenden Anforderungen an Schutzsysteme für schwächere Verkehrsteilnehmer zu geben und diese Anforderungen in den Kontext Euro NCAP (=welchen Einfluss haben diese Anforderungen auf die Gesamtbewertung?) sowie Gesetzgebung (schwächere Anforderungen, aber dafür ein Markteintrittskriterium) zu stellen: - Anforderungen und Testprozeduren für Notbremsassistenz Fahrradunfälle 2018 und 2020 in Euro NCAP; - Anforderungen und Testprozeduren für Notbremsassistenz bei Nachtunfällen mit Fußgängern in Euro NCAP 2018; - Anforderungen und Testprozeduren für Abbiegeassistenzsysteme zum Schutz von Radfahrern in Unfallsituationen mit rechtsabbiegenden Lkw innerhalb der Fahrzeugtypgenehmigung.
Euro NCAP will start to test pedestrian Automatic Emergency Braking Systems (AEB) from 2016 on. Test procedures for these tests had been developed by and discussed between the AsPeCSS project and other initiatives (e.g. the AEB group with Thatcham Research from the UK). This paper gives an overview on the development process from the AsPeCSS side, summarizes the current test and assessment procedures as of March 2015 and shows test and assessment results of five cars that had been tested by BASt for AsPeCSS and the respective manufacturer. The test and assessment methodology seems appropriate to rate the performance of different vehicles. The best test result - still one year ahead of the test implementation - is around 80%, while the worst rating result is around 10%. Other vehicles are between these boundaries.
PROSPECT (Proactive Safety for Pedestrians and Cyclists) is a collaborative research project involving most of the relevant partners from the automotive industry (including important active safety vehicle manufacturers and tier-1 suppliers) as well as academia and independent test labs, funded by the European Commission in the Horizon 2020 research program. PROSPECT's primary goal is the development of novel active safety functions, to be finally demonstrated to the public in three prototype vehicles. A sound benefit assessment of the prototype vehicle's functionality requires a broad testing methodology which goes beyond what has currently been used. Since PROSPECT functions are developed to prevent accidents in intersections, a key aspect of the test methodology is the reproduction of natural driving styles on the test track with driving robots. For this task, data from a real driving study with subjects in a suburb of Munich, Germany was used. Further data from Barcelona will be available soon. The data suggests that intersection crossing can be broken down into five phases, two phases with straight deceleration / acceleration, one phase with constant radius and speed turning, and two phases where the bend is imitated or ended. In these latter phases, drivers mostly combine lateral and longitudinal accelerations and drive what is called a clothoid, a curve with curvature proportional to distance travelled, in order to change lateral acceleration smoothly rather than abrupt. The data suggests that the main parameter of the clothoid, the ratio distance travelled to curvature, is mostly constant during the intersections. This parameter together with decelerations and speeds allows the generation of synthetic robot program files for a reproduction of natural driving styles using robots, allowing a much greater reproducibility than what is possible with human test drivers. First tests show that in principle it is possible to use the driving robots for vehicle control in that manner; a challenge currently is the control performance of the robot system in terms of speed control, but it is anticipated that this problem will be solved soon. Further elements of the PROSPECT test methodology are a standard intersection marking to be implemented on the test track which allows the efficient testing of all PROSPECT test cases, standard mobile and light obstruction elements for quick reproduction of obstructions of view, and a concept for tests in realistic surroundings. First tests using the PROSPECT test methodology will be conducted over the summer 2017, and final tests of the prototype vehicles developed within PROSPECT will be conducted in early 2018
Accidents between right turning trucks and straight driving cyclists often show massive consequences. Accident severity in terms of seriously or fatally injured cyclists that are involved is much higher than in accidents of other traffic participants in other situations. It seems clear that adding additional mirrors will very likely not improve the situation. At ESV 2015, a methodology to derive test procedures and first test cases as well as requirements for a driver assist system to address blind spot accidents has been presented. However, it was unclear if and how testing of these cases is feasible, to what extent characteristics of different truck concepts (e.g. articulated vehicles, rigid vehicles) influence the test conduction and outcome, and what tolerances should be selected for the different variables. This work is important for the acceptance of a draft regulation in the UN working group on general safety. In the meantime, three test series using a single tractor vehicle, a tractor-semitrailer combination and a rigid vehicle have been conducted. The test tools (e.g. surrogate devices) have been refined. A fully crashable, commercially available bicycle dummy has been tested. If used correct, this dummy does follow a straight line quite precisely and it does not cause any damage to the truck under test in case of accidental impact. The dummy specifications are freely available. During testing, the different vehicle categories resulted in different trajectories being driven. Articulated vehicle combinations did first execute a turn into the opposite direction, and on the other hand, single tractor vehicles did behave comparable to passenger cars. A possible solution to take these behaviors into account is to require the vehicles to drive through a corridor that is narrow for a precise straight-driving phase and extends during the turn. Other investigated parameters are the dummy and vehicle speed tolerances. The results from this research make it possible to draft a regulation for a driver assistance system that helps to avoid blind spot accidents: test cases have been refined, their feasibility has been checked, and corridors for the vehicles and for important parameters (e.g. test speeds) have been set. The test procedure is applicable to all types of heavy goods vehicles. In combination with the accidentology (ESV 2015 paper), the work provides the basis for a regulation for such an assistance system.
A methodology to derive precision requirements for automatic emergency braking (AEB) test procedures

AEB Systems are becoming important to increase traffic safety. Test procedures in testing for consumer information, manufacturer self-certification and technical regulations are used to ensure a certain minimum performance of these systems. Consequently, test robustness, test efficiency and finally test cost become increasingly important. The key driver for testing effort and test costs is the required repeatable accuracy in a test design - the higher the accuracy, the higher effort and test costs. On the other hand, the performance of active safety systems depends on time discretization in the environment perception and other sub-systems: for instance, typical sensors supply information with a cycle time of 50 - 150 ms. Time discretization results in an inherent spread of system performance, even if the test conditions are perfectly equal. The proposed paper shows a methodology to derive requirements for a test setup (e.g. test repeats, use of driving robots, ...) as function of AEB system generation and rating method (e.g. Euro NCAP points awarded, pass/fail, ...). While the methodology itself is applicable to AEB pedestrian and AEB Car-Car scenarios, due to the lack of sufficient test data for AEB Car-Car, the focus of this paper is on AEB pedestrian scenarios. A simulation model for the performance of AEB Pedestrian systems allows for the systematic variation of the discretization time as well as test condition accuracy. This model is calibrated with test results of 4 production vehicles for AEB Pedestrian, all fully tested by BASt according to current Euro NCAP test protocols. Selected parameters to observe the accuracy of the test setup in case of pedestrian AEB is the calculated impact position of pedestrian on the vehicle front (as if no braking would have occurred), and the test vehicle speed accuracy. These variable was shown in real tests to be repeatable in the range of ± 5 cm and ± 0,25 km/h, respectively, with a fully robotized state of the art test setup. The sensitivity of AEB performance (measured in achieved speed reduction as well as overall rating result according to current Euro NCAP rating methods) towards discretization and the sensitivity of performance towards test accuracy then is compared to identify economic yet robust test concepts. These comparisons show that the available repeatability accuracy of current test setups is more than sufficient for today's AEB system capabilities. Time discretization problems dominate the performance spread especially in test scenarios with a limited pedestrian dummy reveal time (e.g. child behind obstruction, running adult scenarios with low car speeds). This would allow to increase test tolerances to decrease test cost. A methodology which allows to derive the required tolerances in active safety tests might be valuable especially for NCAPs of emerging countries that do not have the necessary equipment (e.g. driving robots, positioning units) available for the full-scale and high tolerance EuroNCAP active safety procedures yet still want to rate active safety systems, thus improving the global safety.
The ASSESS project is a collaborative project that develops test procedures for pre-crash safety systems like Automatic Emergency Braking (AEB). One key criterion for the effectiveness of e.g. AEB is reduction in collision speed compared to baseline scenarios without AEB. The speed reduction for a given system can only be determined in real world tests that will end with a collision. Soft targets that are crashable up to velocities of 80 km/h are state of the art for these assessments, but ordinary balloon cars are usually stationary targets. The ASSESS project goes one step further and defines scenarios with moving targets. These scenarios define vehicle speeds of up to 100 km/h, different collision scenarios and relative collision speeds of up to 80km/h. This paper describes the development of a propulsion system for a soft target that aims to be used with these demanding scenario specifications. The Federal Highway Research Institute- (BASt-) approach to move the target is a self-driving small cart. The cart is controlled either by a driver (open-loop control via remote-control) or by a computer (closed-loop control). Its weight is limited to achieve a good crashability without damages to the test vehicle. To the extent of our knowledge BASt- approach is unique in this field (other carts cannot move at such high velocities or are not crashable). This paper describes in detail the challenges and solutions that were found both for the mechanical construction and the implementation of the control and safety system. One example for the mechanical challenges is e.g. the position of the vehicle- center of gravity (CG). An optimum compromise had to be found between a low CG oriented to the front of the vehicle (good for driveability) and a high CG oriented to the rear of the vehicle (good for crashability). The soft target itself which is also developed within the ASSESS project will not be covered in detail as this is work of a project partner. Publications on this will follow. The paper also shows first test results, describes current limitations and gives an outlook. It is expected that the presented test tools for AEB and other pre-crash safety systems is introduced in the future into consumer testing (NCAP) as well as regulatory testing.
Das Ziel des DRUGS-Kurses ist eine dauerhafte Distanzierung vom Drogenkonsum durch Drogenabstinenz. Der Kursteilnehmer verpflichtet sich, für die Dauer des Kurses jeglichen Drogenkonsum zu unterlassen. Während des Kurses erfolgt eine Abstinenzkontrolle durch ein forensisch verwertbares Drogenscreening. Auf die Basisstufe entfallen die ersten vier Sitzungen. Darauf folgt eine vierwöchige Selbstbeobachtungsphase, in der auch das Drogenscreening durchgeführt wird. Die in der Selbstbeobachtungsphase gemachten Erfahrungen werden in der anschließenden Aufbauphase besprochen und optimiert. Der individualpsychologische Ansatz berücksichtigt insbesondere die Psychodynamik in der Gruppe. Die Teilnehmer, welche Drogenkonsum oft mit Gruppennormen und -zwängen verbinden, können hier auch die Erfahrung machen, dass sie als Einzelne in der Lage sind, Gruppennormen mitzugestalten und sich davon, wo nötig, zu distanzieren und eine eigene Position in der Gruppe einzunehmen. Die Gruppe bietet auch das Übungsfeld für Verhaltensweisen, welche in der sozialen Gruppe außerhalb des Kurses notwendig sind.
Real world accident reconstruction with the Total Human Model for Safety (THUMS) in Pam-Crash

Further improvement of vehicle safety needs detailed analysis of real world accidents. According to GIDAS (German In-Depth Accident Study) most car to car front accidents occur at mid-crash severity. In this range thoracic injuries already occur. In this study a real world frontal crash with mid-crash severity out of the AARU database was reconstructed. The selected car to car accident was reconstructed by AARU by means of pc-crash software in order to get the initial dynamic accident conditions. These initial conditions were used to reconstruct the complete accident in more detail using FE models for the car structure and the occupants. Occupant simulations were performed with FE HIII-dummy models and the THUMS using Pam-Crash code. An initial THUMS validation was performed in order to verify the model-´s biofidelity by means of table-top test simulations. THUMS bone stiffness values were modified to match the real word occupant age. A comparison between driver and passenger restraint system loading was done, as well as an injury prediction comparison between the HIII-dummy model and THUMS response for both cases. Detailed comparison between the HIII-dummy models and THUMS regarding thoracic loading are discussed.
Die Brücke hat eine Länge von 660 Metern und überquert das Haseltal mit einer maximalen Höhe von 70 Metern. Sie ist ein Durchlaufträger über sieben Felder mit Stützweiten von 5 x 101,60 Metern für die Mittelöffnungen und 2 x 76,20 Metern für die Endfelder. Zwei im Abstand von 18,53 Metern angeordnete vollwandige Hauptträger unterstützen die als orthotrope Platte ausgebildete 29,30 Meter breite Fahrbahntafel. Die seitlichen Kragarme sind über 5 Meter weit gespannt. Erbaut wurde die Brücke in den Jahren 1959 bis 1961. Die konstruktive Ausbildung des Überbaus wird im Einzelnen beschrieben. Auffällig ist das geringe Flächengewicht des Überbaus von nur 248 Kilogramm je Quadratmeter. Beschrieben wird zunächst der Bauablauf mit einigen Besonderheiten, ausserdem die Prüfungen während der Bauausführung und der Zustand des Bauwerks zum Ablauf der zehnjährigen Gewährleistungszeit. Bei einer Hauptprüfung des Überbaus wurden 1983 neben anderen Schäden zahlreiche systematische Risse, besonders in den Schweissnähten festgestellt, die 1985 bis 1988 zu einer umfangreichen Instandsetzung führten. Im Jahre 2002 wurden erneut viele Risse in den Schweissnähten gefunden, die umgehend wieder instand gesetzt wurden. Es wurden jährliche Sonderprüfungen angeordnet und wegen des desolaten Zustandes des Überbaus ein Neubau beschlossen. Einzelheiten zu den Schadensursachen, die durch Gutachten und Versuche festgestellt wurden, werden dargestellt.
Zum gegenwärtigen Zeitpunkt werden verschiedene Ansätze diskutiert, wie der Verbesserung der Straßenverkehrssicherheit durch den Einsatz moderner Fahrerassistenzsysteme (FAS) neue Impulse gegeben werden können. Unter dem Dach der von der Europäischen Kommission gemeinsam mit der Industrie im Frühjahr 2002 ins Leben gerufenen eSafety-Initiative soll die Entwicklung und Implementierung "Intelligenter Integrierter Sicherheitssysteme" (Intelligent Integrated Road Safety Systems) koordiniert und vorangetrieben werden. Erwartet werden hiervon entscheidende Beiträge zur Erreichung der bis zum Jahr 2010 angestrebten Halbierung der Zahl der Verkehrstoten in Europa, entsprechend dem Weissbuch der Europäischen Kommission. Intelligente Unterstützung des Fahrers meint in diesem Zusammenhang die Berücksichtigung des Gesamtsystems "Fahrer-Fahrzeug-Umwelt". Für die fahrzeugseitige Umsetzung der Unterstützungsfunktion wurden verschiedene Ausformungsgrade (zum Beispiel Information, Warnung, korrigierender Eingriff) vorgeschlagen und entwickelt. Die BASt ist an einer Reihe von Projekten und Arbeitsgruppen beteiligt, die sich direkt oder indirekt mit Fragen befassen, die sich bei der Entwicklung und Bewertung intelligenter FAS zur Beeinflussung der Fahrzeuggeschwindigkeit stellen. Im Mittelpunkt stehen dabei vor allem Fragen der Sicherheitsbewertung und der Machbarkeit, wie zum Beispiel - Realisierung der fahrzeugseitigen Umsetzung, - Kosten-Nutzen-Gesichtspunkte, - Rechtliche Aspekte, - Voraussetzungen der Datenbasis. Beispielsweise ist die BASt an der von ERTICO koordinierten "SpeedAlert"-Initiative beteiligt. Ziel dieser Aktivität ist die europaweite Implementierung eines Geschwindigkeitswarnsystems. An der hierzu im Jahre 2001 gegründeten "SpeedAlert" Arbeitsgruppe beteiligen sich Industrie und Verwaltung.
Die Level kontinuierlicher Fahrzeugautomatisierung sind unter Fahrerassistenzexperten weithin bekannt und erleichtern das Verständnis. Sie können aber nicht Fahrzeugautomatisierung insgesamt zufriedenstellend beschreiben: Insbesondere temporär intervenierende Funktionen, die in unfallnahen Situationen eingreifen, können offensichtlich nicht nach dem Level kontinuierlicher Fahrzeugautomatisierung beschrieben werden. Diese beschreiben nämlich die zunehmende Aufgabenverlagerung vom Fahrer zur maschinellen Steuerung bei zunehmendem Automatisierungsgrad. Notbremsfunktionen, beispielsweise, sind offensichtlich diskontinuierlich und nehmen zugleich auf intensive Weise Einfluss auf die Fahrzeugsteuerung. Sie lassen sich gerade nicht sinnvoll nach dem Level kontinuierlicher Fahrzeugautomatisierung beschrieben. Das Ergebnis kann indes nicht zufriedenstellen. Die fehlende Sichtbarkeit dieser Funktionen wird ihrer Bedeutung für die Verkehrssicherheit nicht gerecht. Daher wird im Beitrag, um ein vollständiges Bild der Fahrzeugautomatisierung zu erlangen, ein umfassender Ansatz zur Beschreibung verfolgt, der sich auf oberster Ebene nach Wirkweise unterscheidet. Auf dieser Basis lassen sich sowohl informierende und warnende Funktionen als auch solche, die nur temporär in unfallgeneigten Situationen intervenieren, im Detail beschrieben. Das ermöglicht es, eine eigenständige Klassifikation für unfallgeneigte Situationen zu erstellen; dies kann für diese wichtigen Funktionen die eigenständige Sichtbarkeit herstellen, die ihrer Bedeutung gerecht wird.

Since its beginning in 1999, the German In-Depth Accident Study (GIDAS) evolved into the presumably leading representative road traffic accident investigation in Europe, based on the work started in Hanover in 1973. The detailed and comprehensive description of traffic accidents forms an essential basis for vehicle safety research. Due to the ongoing extension of demands of researchers, there is a continuous progress in the techniques and systematic of accident investigation within GIDAS. This paper presents some of the most important developments over the last years. Primary vehicle safety systems are expected to have a significant and increasing influence on reducing accidents. GIDAS therefore began to include and collect active safety parameters as new variables from the year 2005 onwards. This will facilitate to assess the impact of present and future active safety measures. A new system to analyse causation factors of traffic accidents, called ACASS, was implemented in GIDAS in the year 2008. The whole process of data handling was optimised. Since 2005 the on-scene data acquisition is completely conducted with mobile tablet PCs. Comprehensive plausibility checks assure a high data quality. Multi-language codebooks are automatically generated from the database structure itself and interfaces ensure the connection to various database management systems. Members of the consortium can download database and codebook, and synchronize half a terabyte of photographic documentation through a secured online access. With the introduction of the AIS 2005 in the year 2006, some medical categorizations have been revised. To ensure the correct assignment of AIS codes to specific injuries an application based on a diagnostic dictionary was developed. Furthermore a coding tool for the AO classification was introduced. All these enhancements enable GIDAS to be up to date for future research questions.
Neue Herausforderungen an die Unfallforschung durch Fahrerassistenz und automatisiertes Fahren

Unfallrekonstruktion hat die Ableitung von Maßnahmen zur Minimierung der Unfallfolgen ermöglicht, vor allem durch Verbesserungen bei passiven Sicherheitseinrichtungen, aber auch durch die Verbesserung der Rettungskette, beispielsweise eCall. Heute können aktive Sicherheitssysteme die Unfallfolgen bereits vor der eigentlichen Kollision reduzieren oder durch Umfeldwahrnehmung und mittels Eingriff in die Fahrzeugsteuerung gegebenenfalls sogar vollständig verhindern. Funktionen, die aktiv in die Fahrzeugsteuerung eingreifen, lassen sich nach ihrer Wirkweise unterscheiden: zum einen handelt es sich um kontinuierlich automatisierende Funktionen, die meist länger aktiv bleiben (zum Beispiel ACC). Zum anderen um Funktionen, die in kritischen Fahrsituationen temporär in die Fahrzeugsteuerung eingreifen. Aufgezeigt wird, welche Konsequenzen und Risiken in Bezug auf diese Systeme sowie für bestimmte (zum Beispiel kritikale) Fahrsituationen anzunehmen sind. Zur Bewertung von aktiven Reglern, die in kritischen Fahrsituationen eingreifen, sind Unfalldaten nur noch eingeschränkt tauglich. Ähnliches gilt für die Bewertung von Ereignissen/ Zuständen im Rahmen kontinuierlicher Fahrzeugsteuerung, vor allem, wenn diese weiter vorausliegen. Wirkzusammenhänge automatisierter Fahrfunktionen müssen jedoch - gerade für den Mischverkehr mit konventionell gesteuerten Fahrzeugen - identifiziert werden. Dafür wird eine Szenariendatenbank mit relevanten Verkehrssituationen benötigt, in die Daten aus Naturalistic Driving Studies (NDS), aus Fahrversuchen oder Versuchen im Fahrsimulator eingehen können. Die zunehmende Durchdringung der Fahrzeugflotte mit kontinuierlich automatisierten Fahrfunktionen lässt eine Abnahme kritischer Fahrsituationen und eine Reduktion der Zahl der Verkehrsopfer erwarten. Allerdings verbleibt eine Restzahl an systemimmanenten Unfällen, die als unvermeidbar gelten müssen.
Die zukünftige Entwicklung der Straßenverkehrssicherheit und damit auch der Fahrzeugsicherheit wird durch gesellschaftliche, wirtschaftliche, klimapolitische und verkehrspolitische Rand- und Rahmenbedingungen und die voranschreitende technische Entwicklung geprägt sein, die auch für den Gesetzgeber eine Herausforderung darstellen. So wird sich auch das Folgeprogramm des Bundesministeriums für Verkehr, Bau und Stadtentwicklung (BMVBS) für das derzeitige aus dem Jahr 2001 stammende "Programm für mehr Sicherheit im Straßenverkehr" an den Schwerpunkten des "4th Road Safety Action Programme" ausrichten, das im Frühjahr 2010 durch die EU-Kommission veröffentlicht werden soll. Im Prozess zu einer weiteren Verbesserung der Straßenverkehrssicherheit werden unter anderem der demografische Wandel in unserer Gesellschaft, die durch eine erforderliche CO2-Reduktion bedingte Einführung alternativer Antriebe (Elektromobilität) verbunden mit Leichtbau sowie die gesetzlichen Rahmenbedingung (Wiener Abkommen) eine bedeutende Rolle spielen. Die Klärung der gesetzlichen Rahmenbedingungen ist unerlässlich, um die Vision vom unfallfreien Fahren Realität werden lassen zu können.
Es wird über ein verbessertes Rückhaltesystem für Rollstuhlfahrer berichtet, die in Behindertentransportwagen befördert werden. Es besteht aus zwei Einzelsystemen, dem Personenrückhaltesystem und dem Rollstuhlrückhaltesystem. Basierend auf Ergebnissen von Aufprallversuchen mit handelsüblichen Rückhaltesystemen konnte ein Adaptersystem entwickelt werden, das der Aufnahme der Gurtbefestigungen für den Dreipunktgurt des Personenrückhaltesystems und der Befestigungen der Gurtzungen für die hinteren Rollstuhlabspannungen dient. Aufgrund eines gemeinsamen Befestigungspunktes wird gewährleistet, dass Rollstuhl- und Personenrückhaltesystem kombiniert wirken. Besonders im Becken- und Schulterbereich wird ein korrekter Gurtverlauf erreicht. Derzeit wird die DIN 75078 (Behindertentransportwagen) Teil 2 von der Bundesanstalt für Straßenwesen mit dem Ziel überarbeitet, das Rückhaltesystem zur Sicherung von Rollstuhlnutzern zu beschreiben.
Seit 1997 gibt es in Europa unter dem Namen Euro NCAP (European New Car Assessment Programme) einheitliche Test- und Ratingverfahren. Sie liefern Informationen über den Insassen- und über den Fußgängerschutz. Euro NCAP hat seither fast 90 Fahrzeugmodelle in jeweils drei unterschiedlichen Crashtest-Konfigurationen untersucht und die Ergebnisse den europäischen Konsumenten zugänglich gemacht. Im Beitrag wird auf die Testbedingungen, die Euro NCAP-Ratingverfahren sowie auf die Weiterentwicklung von Euro NCAP eingegangen. Ein wichtiger Aspekt wird dabei auch die weltweite Harmonisierung der Test- und Ratingverfahren sein.
Aufgrund ständig steigender Verkehrsintensität und gleichzeitig ansteigenden Fahrzeuggewichten werden auch die Stahlbrücken mit orthotropen Fahrbahnplatten hinsichtlich Ermüdung stärker beansprucht. Zumeist wurden diese Brücken in den 60er Jahren gebaut und die heutigen Qualitätsstandards und Empfehlungen wurden nur zum Teil eingehalten. Ein nicht ausreichender Ermüdungswiderstand der Details in Kombination mit steigenden Ermüdungsbeanspruchungen führt früher oder später zu Schäden; bei einigen Brücken in Deutschland sind Schäden aufgetreten. Die zukünftige Verkehrsbeanspruchung führt dazu, dass eine Reparatur alleine nicht ausreichend ist, sondern eine nachhaltige Instandsetzung, das heisst Ertüchtigung bestehender orthotroper Platten erfolgen muss, um auch bei weiter ansteigenden Ermüdungsbeanspruchungen eine hinreichende Gesamtlebensdauer ohne erhöhten Wartungsaufwand sicherzustellen. Vor diesem Hintergrund haben das Bundesministerium fuer Verkehr, Bau- und Wohnungswesen (BMVBW) und die Bundesanstalt fuer Straßenwesen (BASt) ein Forschungsvorhaben in Auftrag gegeben, um nachhaltige Instandsetzungsmaßnahmen zur Ertüchtigung von orthotropen Fahrbahnplatten bei Stahlbrücken unter der besonderen Berücksichtigung des Belagsystems zu untersuchen und zu entwickeln. Zurzeit sind verschiedene Lösungen zur nachhaltigen Ertüchtigung orthotroper Fahrbahnplatten in der Erforschung, teilweise wurden bereits erste Probeanwendungen durchgeführt. Erste Pilotprojekte wurden in Deutschland mit der SPS-Maßnahme, dem Einsatz von PmB 25 und in den Niederlanden unter anderem mit dem hochfesten, mit Stahlfasern versehenen und bewehrten Beton durchgeführt. Zu weiteren Möglichkeiten, wie dem offenporig mit Epoxidharz vergossenen Asphalt, werden noch Bauteilversuche durchgeführt, die die Wirksamkeit solcher Maßnahmen bestätigen sollen. Die Schlussfolgerungen sind zur Zeit wie folgt: - Behandlung bauweisenbedingter Schäden: Zur Behebung der Ursachen sind fallspezifische Lösungen erforderlich, die in der Regel nicht zu einer Verbesserung der allgemeinen Ermüdungsfestigkeit orthotroper Fahrbahnplatten beitragen. - Behandlung bauweisenunabhängiger Schäden: Die Instandsetzung der Schäden ist möglichst in Kombination mit einer geeigneten Ertüchtigungsmaßnahme durchzuführen, sodass die orthotrope Fahrbahnplatte auch für zukünftige Verkehrsbeanspruchungen dauerhaft ist. - Die Instandsetzungsmaßnahmen sind im Gesamtzusammenhang des Brückenbauwerks zu sehen: Die Instandsetzung von Schäden ist in einem Gesamtzusammenhang mit anderen erforderlichen Unterhaltungsmaßnahmen an der Brücke zu sehen, so kann zum Beispiel eine mögliche Schweissreparatur an der Brücke ein Auswahlkriterium für die Art der Belagserneuerung und die Wahl einer geeigneten Abdichtung sein.
Stahlbrücken mit orthotropen Fahrbahnplatten haben in Deutschland eine lange Traditon, bedürfen aber aufgrund der ständig gestiegenen Belastung durch den Schwerverkehr in einigen Fällen einer Instandsetzung oder sogar einer nachträglichen Verstärkung. Der Beitrag stellt vor diesem Hintergrund neue Wege und Methoden zur Verstärkung orthotroper Fahrbahnplatten vor und erläutert die Grundsätze und Randbedingungen ihrer Anwendung. Alle Erfahrungen haben gezeigt, dass nur Verstärkungsmethoden, die das Trag- und Verformungsverhalten der orthotropen Platte beachten und verbessern, erfolgreich sind. Nachdem die technische Entwicklung der orthotropen Platte dargestellt wurde, geht der Bericht auf die Bemessung sowie auf das Trag- und Verformungsverhalten dieses Bauteils ein. Grundsätzlich erfolgt die Berechnung und Bemessung der orthotropen Platte durch Zerlegung des Gesamtsystems in einzelne Subsysteme, die den Kräfteweg von den einwirkenden Reifenlasten bis in die Auflagerkräfte der Brücke stufenweise nachvollziehen. Auf die Bemessung der Subsysteme und die potenziell an den Systemen möglichen Schäden wird eingegangen. In einem weiteren Teil behandelt der Bericht Erfahrungen mit Instandsetzungsverfahren. Die Gefährdung der Dauerhaftigkeit der Bauteile wird in die Kategorien 1 bis 4 eingeteilt, mit Kategorie 1 als höchster Gefährdungsstufe. Die bei den einzelnen Kategorien aufgetretenen Schäden, ihre Ausprägung und die Ursachen des Entstehens werden erläutert. Der Bericht beschreibt auch Planungsmittel für Instandsetzungs- und Verstärkungsmaßnahmen sowie prophylaktische Verstärkungsmaßnahmen und die Entwicklung nachhaltiger Verstärkungen. Dabei spielt bei einigen Maßnahmen die Verbesserung der Verbundeigenschaften zwischen Stahlblech und Asphaltbelag eine wichtige Rolle. Weitere Entlastungsmöglichkeiten des Deckblechs bestehen darin, die Steifigkeit durch eine aufgesetzte Sandwichkonstruktion zu vergrößern oder das Deckblech mit einer 50 mm dicken Schicht aus bewehrtem hochfesten Stahlfaserbeton zu verstärken.
Abstract: The number of accidents that can be attributed to driving under the influence of psychoactive substances (alcohol, drugs, and certain medicines) is constantly on a high level with drugs and medicines proportionally increasing over the years. The overall objective of the EU 6th Framework Programme project DRUID is to gain better knowledge of the various aspects of driving under the influence of drugs, alcohol and medicines. DRUID wants to offer scientific support to EU transport policy makers by suggesting guidelines and measures to combat impaired driving. To reach this ambitious aim a wide range of studies is conducted. The various studies are divided into seven work packages with complex interdependencies. There are experimental studies assessing the effects of single and combined psychoactive substances on driving performance (WP1) as well as epidemiological studies aiming to assess the situation in Europe regarding prevalence of alcohol and other psychoactive substances in drivers (WP2).The principal objective of these studies is to gain relative risk estimates for traffic accident involvement of drivers impaired by psychoactive substances and to recommend substance concentration thresholds. A theoretical framework which allows the integration of the experimental and epidemiological findings serves as a fundament for developing these recommendations. WP3 aims at improving the possibilities of detecting drug driving in Europe. Police forces evaluate practically (under realistic enforcement conditions) oral fluid screening devices. A scientific evaluation of oral fluid screening devices and other methods (i.e. roadside checklists of signs of impairment) is done as well. The outcome of the practical and scientific evaluations serves as input to cost-benefit analyses of enforcement.
Nach einführenden Bemerkungen zum Thema Aggression im Straßenverkehr werden die Ursachen von Aggression im Straßenverkehr erörtert. Das Missverhältnis zwischen Verkehrsmenge und zur Verfügung stehender Infrastruktur bleibt nicht ohne Einfluss auf das Verhalten der Verkehrsteilnehmer. Typische unerwünschte Verhaltensweisen bei hohem Verkehrsaufkommen sind beispielsweise das Nichteinhalten des Sicherheitsabstandes, das Drängeln, riskante Überholmanöver oder das Fahren mit nicht angepasster Geschwindigkeit. Daraus resultieren vielfach Verhaltensweisen, die aus verkehrspsychologischer Sicht wesentliche Übereinstimmungen mit Merkmalen des aggressiven Verhaltens aufweisen. Ein Modell des aggressiven Fahrens differenziert zwischen drei Entstehungsbedingungen für Ärger beim Fahren: 1. Differenz zwischen der Geschwindigkeit, die der Verkehrsteilnehmer fahren möchte, und jener, die er aufgrund der verkehrlichen Umstände fahren kann; 2. Vorausfahrende Fahrzeuge, die trotz einer ausreichenden Lücke auf der rechten Spur nicht ausweichen; 3. Aggressiv herannahende drängelnde Fahrer. Die Interaktion aversiver Effekte kann dazu führen, dass das aggressive Verhalten Einzelner zu einem aggressiven Fahrstil weiterer Verkehrsteilnehmer führt. Die Zahl der Unfälle ist zwar seit den 70er Jahren rückläufig, bei Einbeziehung der Unfallanalyse zeigt sich jedoch, dass mangelnder Sicherheitsabstand sowie unangemessene Geschwindigkeit in der Mehrzahl der Unfälle die Hauptunfallursache darstellen. Die Lösung der beschriebenen Problematik ist sehr wahrscheinlich nur langfristig durch intensive Informations- und Aufklärungsarbeit zu erreichen.
Die Begutachtung der Fahreignung beinhaltet in Deutschland neben einer medizinischen Untersuchung und einer psychologischen Exploration gegebenenfalls auch die Anwendung anlassbezogener verhaltenswissenschaftlicher/psychologischer Testverfahren. Diese stellen keine isolierte Maßnahme dar, sondern sind Bestandteil eines Begutachtungsprozesses. Dabei stellt der sachgerechte Gebrauch von so genannten Grenzwerten unter Berücksichtigung der Einzelfallgerechtigkeit und der Einhaltung des Grundsatzes der Verhältnismäßigkeit eine unabdingbare Voraussetzung dar. Testwerte sind nicht absolut, sondern relativ und üben von daher einen eher geringen Einfluss auf das Gutachtenergebnis in Bezug auf eine Prognose des Verkehrsverhaltens aus. Im Bereich des Verkehrsverhaltens kommt es nicht entscheidend darauf an, ob eine im Milli- oder Nanobereich exakte Messgenauigkeit erreicht wird, sondern wie die verkehrsmedizinischen, verkehrspsychologischen, technischen und anderen Sachverständigen mit dem Messwert fachlich umgehen. So müssen im Bereich der Begutachtung der Fahreignung tätige psychologische und medizinische Sachverständige in der Lage sein, Befunde im Einzelfall fehler-, mangel- sowie widerspruchsfrei zu interpretieren. Dies beinhaltet auch, sich mit den Ergebnissen eines psychologischen Testverfahrens fach- und sachgerecht auseinanderzusetzen, nach Kompensationsmöglichkeiten zu suchen und gegebenenfalls eine psychologische Fahrverhaltensbeobachtung durchzuführen. Bei grenzwertigen Vorgaben handelt es sich nicht um "Cut-Offs", sondern um "kritische Grenzwerte", die im Zusammenhang mit mehreren anderen Faktoren zu werten sind.
The accident research of Hanover and (from 1999 on) Dresden registered 736 leg injuries (AIS ≥ 2) from 1983 to March 2007. 174 of these injuries (23.6 %) were fractures or dislocations of foot and ankle. 149 feet of 141 front seat car occupants in 140 cars were affected. Of these 117 were drivers, 24 were front seat passengers. The mean age of occupants was 38.5 -± 16.8 years. Ankle fractures were the most frequent injury (n = 82; 80 malleolar fractures, 2 pilon fractures). 34 fractures and dislocations affected the hindfoot (5 talus and 26 calcaneal fractures, 2 subtalar dislocations and 1 subtotal amputation) , 16 to midfoot (4 navicular fractures, 5 cuboid fractures, 3 fractures of cuneiformia, 2 dislocations of chopart joint, 1 subtotal amputation, and one severe decollement) and 39 the forefoot (metatarsal fractures). Open fractures were seldom seen (2 malleolar fractures, 1 metatarsal fracture). Both feet were injured in 10 cases. 33 occupants (23.4 %) were polytaumatic had a polytrauma, 17 of them died. 81 percent of the occupants were belted. The cars were divided in pre EuroNCAP (year of manufacture 1997 and older) and post EuroNCAP cars (year of manufacture 1998 and newer). Most of the foot injuries were seen in pre EuroNCAP cars. Most of the occupants sat in compact cars (40 drivers and 9 front seat passengers) and large family cars (27 drivers and 7 co-drivers). 49 of 140 accidents occurred on country roads, 26 on main roads and 13 on motorways. The crash direction was mostly frontal. Generally were found no differences of delta v- and EES-level between the injured foot regions, but divided into pre- and post-EuroNCAP cars there was a tendency to higher delta v- and EES-levels in newer cars. The frequency of foot injuries increased linearly with increasing delta v-level; but above delta v-level of 55 km/h the linear increase only was seen in pre-EuroNCAP cars, post-EuroNCAP cars showed no further increase of injuries. The footwell intrusion showed no difference between the injured foot regions but pre-EuroNCAP cars had a tendency to higher footwell intrusion. There were no differences in footwell intrusion between the car types. Only 29 of 174 fractures or dislocations of foot were seen in post-EuroNCAP cars, the predominate number of these injuries (n = 145) were noticed in pre-EuroNCAP cars. A lower probability of long-term impairment was found in post-EuroNCAP cars for equal delta v levels, using the AIS2008 associated Functional Capacity Index (FCI) for the foot region.
The improvement of passive car security devices led to a reduction of injuries, especially of the head, the neck and the torso mainly due to the airbag function. The passenger's foot and ankle could not profit from this development. Some investigators even reported a progression of leg injuries (1). In this study, we investigated a current collective of patients with foot and ankle fractures or severe soft tissue injuries in relation with defined crash parameters. Special interest was paid to the car's footwell.
Since its creation in 2011 the Pre-Crash-Matrix (PCM) offers the possibility to observe the pre-crash phase until five seconds before crash for a wide range of accidents. Currently the PCM contains more than 8.000 reconstructed accidents out of the GIDAS (German In-Depth Accident Study) database and is enlarged continuously by more than 1.000 cases per year. Hence, a detailed investigation of active safety systems in real accident situations has been made feasible. The PCM contains all relevant data in database format to simulate the pre-crash phase until the first collision of the accident for a maximum of two participants. This includes the definition of the participants and their characteristics, the dynamic behavior of the participants as time-dependent course for five seconds before crash as well as the geometry of the traffic infrastructure. The digital sketch of the accident and information from GIDAS as well as from supplementary databases represent the main input for the simulation of the pre-crash phase of an accident with the VUFO simulation model VAST (Vufo Accident Simulation Tool). This simulation in turn embodies the foundation of the PCM. The PCM underlies continual improvements and enhancements in consultation with its users. In addition to collisions of cars with other cars, pedestrians, bicycles and motorcycles the PCM now also covers car to object and car to truck collisions. The paper illustrates car to truck collisions as a showcase and explains perspectives for further developments. In 2016 a more detailed definition of the contour of the vehicle was added. Furthermore, the geometrical surroundings of the accident site will be provided in a new structure with a higher level of detail. Thus, a precise classification of road marks and objects is possible to further improve the support of developing and evaluating ADAS. This paper gives an overview about the latest developments of the PCM with its innovations and provides an outlook to upcoming enhancements. Besides potential areas of application for the development of ADAS are shown.
The sequence of accident events can be classified by three essential phases, the pre-crash-sequence, the crash-sequence and the post-crash-sequence. The level of reliability of the information in the GIDAS-database (German In Depth Accident Study) is provided predominantly on the passive side. The period to evaluate active safety systems begins already in the pre-crash-sequence. The assessment of the potential of sensor- or communication-based active safety systems can only be accomplished by a detailed analysis of the pre-crash-phase. Hence the necessity to analyze the early period of the accident event in detail arises. This is possible with the help of the digital sketches of the accident site and the simulation of the accident by a simulation method of the VUFO GmbH. After simulating the pre-crash scenario it is possible to generate additional and standardized data to describe the pre-crash-sequences of an accident in a very high detail. These data are documented in a second database called the GIDAS Pre-Crash-Matrix (PCM). The PCM contains various tables with all relevant data to reproduce the pre-crash-sequence of traffic accidents from the GIDAS database until 5 seconds before the first collision. This includes parameters to describe the environment data, participant data and motion or dynamic data. This paper explains the creation of the PCM, the simulation itself and the contents and structure of the PCM. With this information of the pre-crash-sequence for various accident scenarios an improved benefit estimation and development of active safety systems can be made possible.
Der Beitrag befasst sich mit den notwendigen Änderungen in den ZTV-ING, Teil 4 Stahlbau, Abschnitt 3 Korrosionschutz zu den Anforderungen an das Personal bei Korrosionschutzarbeiten im Vergleich mit den bisherigen Regelungen der ZTV-KOR-Stahlbauten. Zukünftig muss der Kolonnenführer seine Qualifikation durch den so genannten KOR-Schein nachweisen, bei dem es sich um eine Bescheinigung des Ausbildungsbeirats des Bundesverbandes Korrosionsschutz e.V. (BVK) über eine erfolgreich abgelegte Pruefung handelt. Bis es möglich ist, diesen Schein zu erwerben, werden die Qualifikationsnachweise nach ZTV-KOR-Stahlbauten anerkannt. Die konstituierende Sitzung des Ausbildungsbeirats hat am 17. Juni 2008 stattgefunden. Als Hauptaufgaben des Ausbildungsbeirats sind mit dem Allgemeinen Rundschreiben Straßenbau ARS 13/2007 formuliert worden: Festlegung der Zugangsvoraussetzungen für Lehrgänge zum Erwerb des KOR-Scheins, Formulierung der Lehrinhalte, Erstellung einer Prüfungsordnung, Erarbeitung eines Handbuchs fuer die Lehrgänge, Berufung eines Prüfungsausschusses und Festlegung der Anforderungen an die Ausbildungsstätten.
Passive Schutzeinrichtungen aus Stahl werden vor Korrosion durch Verzinken geschützt. Bis 2008 handelte es sich ausschließlich um Stückverzinkung. Im Jahr 2008 hat das Bundesministerium für Verkehr, Bau und Stadtentwicklung bis auf Widerruf dem Einsatz von Schutzplankenholmen aus bandverzinkten Stahl zugestimmt. Der Beitrag beschreibt das Verhalten von Zinküberzügen an der Atmosphäre, die Unterschiede zwischen Stück- und Bandverzinkung für Konstruktionsteile, die Grundlage der Zustimmung zum Einsatz von bandverzinkten Schutzplankenholmen und die Auswertung eines Freibewitterungsversuches mit bandverzinkten Schutzplankenholmen nach 9 Jahren.
Nowadays airbags are part of the standard equipment in almost all new cars. While airbags are saving an increasing number of people from severe injuries and death in moderate and high speed crashes, they do not completely prevent dashboard injuries. The most common mechanism in dashboard injuries is a posteriorly directed force to the proximal tibia with the knee flexed. This may occur during a motor vehicle frontal impact accident when a knee of the driver or the front-seat passenger strikes the dashboard. The posterior force can be combined with a abducting or rotational force leading to concomitant lateral or posterolateral injury. Car and airbag manufacturers therefore develop special inflatable systems to reduce the impact force in dashboard injuries. Every new inflatable system, however, has to be evaluated in out of position situations in which the system might cause injuries to certain body areas. Therefore, we investigated a new kneebag system in different critical seating positions of post mortem test subjects (PMTS). The tested knee airbag module is a folded airbag (18 litre volume) which is installed below the lower section of the instrument panel of a passenger car. Using four PMTS (2 male, 2 female, age 36"67) the following positions were tested: normal seating position, knee flexed >90 degrees and knee flexed <60 degrees in static deployment tests with direct contact. In addition a dynamic test (48.8kph, AAMA-pulse) was carried out with the PMTS belted in a normal seating position. The inflation phase and the impact of the system on the knee/lower leg were analysed by high speed videos. After the test the lower legs of the PMTS were examined by Xray and autopsy. All soft tissue injuries and bone fractures were recorded. All the tests could be evaluated. Except some superficial skin lesions in the impact area no fracture of the bones around the knee and no knee ligament and tendon injuries were observed. Neither video analysis nor autopsy of the PMTS showed any critical contact injuries caused by the inflation process of the bag. Therefore, it can be concluded that in the tested seating positions which are the most critical for the knee area the knee bag system is safe.
Cycling and designing for cyclist in Germany: an overview of road safety, research and guidelines

Cycling is considered a social, eco-friendly, pollution-free, low noise and healthy activity and mode of transportation. There are currently around 67 million bicycles in Germany. This number is expected to increase in the near future with greater use of electromotive assisted bicycles. Regarding the expected increase, there should be additional attention given to road traffic accidents involving cyclists. In 2014, 396 cyclists were killed in road accidents in Germany, which is 12 % of all road fatalities. Also in 2014, Germany reported over 78,000 injuries to cyclists. The majority of the fatalities (about 58 %) and 83 % of the serious injuries to cyclists occurred in urban areas. This paper will examine three aspects concerning cyclists. First, the paper will show the main current developments, for example the National Cycling Plan 2020, the effects of the road safety programme and provide an analysis of the German national accident statistics. Second, the paper will give an overview of the regulations, guidelines for road traffic and designing of cycling facilities. Lastly, this study will detail the current and completed research in Germany addressing cyclist. For example, the paper will discuss the topic "Accidents between Turning-off Trucks and Cyclists" Accidents between right turning trucks and straight riding cyclists often show massive consequences. Accident severity is much higher than in other accidents. The situation is critical especially due to the fact that, in spite of the six mirrors that are mandatory for ensuring a minimum field of sight for the truck drivers, cyclists in some situations cannot be seen or are not seen by the driver. Either the cyclist is overlooked or is in a blind spot area that results from the turning manoeuvre of the truck. At present driver assistance systems are discussed that can support the driver in the turning situation by giving a warning when cyclists are riding parallel to the truck just before or in the turning manoeuvre. The paper will describe the requirements for turning assist systems for trucks. The outcome of the study is an overview of the accident situation between right turning trucks and straight driving cyclists in Germany as well as a corresponding test procedure for driver assistance systems. Below are several other projects which will be investigated, too: Accident Risk and Acceptance of Traffic-Rules by Cyclists ; Safety Improvement in Terms of Using Bicycle Paths in the Opposite Direction ; Cycling in Mixed-Traffic ; Observation of Pedal Electric Cycles Riders to Identify Safety Concerns. These three aspects will provide the current situation on the topic of cyclist safety in Germany.
The primary goal of this investigation was to determine the relative risk of traffic accidents in students. In a two year period, a survey amongst 2,325 students was carried out, and 3,645 injuries sustained by students treated at our hospital were analyzed. Moped-riding in adolescents were associated with a 23.75-fold increased risk for injury as compared to biking. Children who ride bicycles have a 2.2-fold increased risk for an injury sustained by traffic accidents compared to pedestrians. None of 50 injured bicycle riders with helmet had an AIS for head injuries of more than 2. 24 of 233 injured bicycle drivers without helmet had an AIS for head injuries of more than 2. The use of a protective helmet significantly reduced the severity of head injuries. The level of awareness towards danger and a history of previous accidents correlate with the likelihood of future accidents. Due to the severity of traffic accidents, more adequate prevention measures (wearing of bicycle helmets and better education for moped riders) are urgently needed.
To date, the Trauma Registry (TraumaRegister DGU-® contains data of approximately 100.000 severely injured patients, 65% of which suffered from a road traffic crash. Thus, it is the world's largest data base for severely injured patients. The article describes the development of the registry and explains how it was rolled out over Germany using the established structure of the German Trauma Network (TraumaNetzwerk DGU-®). In addition, this article presents three typical use cases from the fields of quality management, policy making and system-wide interventions, clinical research and injury prevention. In conclusion, the TraumaRegister DGU-® is a well-established tool for various purposes related to the control and reduction of the burden of road injury. Its ongoing expansion to other countries will support the goal of international benchmarking of hospitals and trauma systems.
Gegenstand der Untersuchung, bei dem die Blutalkoholuntersuchungsbefunde des Instituts für Rechtsmedizin der Universität Bonn aus den Jahren 1997, 1999 und 2003 retrospektiv ausgewertet wurden, war zum einen die Frage nach dem Frauenanteil und der Beteiligung von Alkoholikern an der Trunkenheitsdelinquenz im Straßenverkehr. Zum anderen sollte nachvollzogen werden, inwieweit die im Laborversuch ermittelten Konversionsfaktoren bei der Anwendung in der polizeilichen Praxis bestätigt werden können. In der wissenschaftlichen Diskussion der pharmakokinetischen Grundlagen wurden nach Trinkversuchen unter Laborbedingungen Zweifel an einer ausreichend gesicherten Korrelation zwischen Atem- und Blutalkoholkonzentration geäussert. Die Auswertung von 1.889 Datensätzen mit dem Ziel der Analyse der Zusammenhänge zwischen Blut- und Atemalkoholkonzentration in der Praxis ergab im Vergleich zu einer früheren Studie, dass die Resultate innerhalb enger Grenzen übereinstimmen und sie die Verhältnisse im tatsächlichen polizeilichen Einsatz abbilden. Bei der Geschlechterverteilung ergab sich ein Frauenanteil von 9 Prozent, bei mindestens 7 Prozent der Teilnehmer ist eine Alkoholproblematik zu vermuten.
Within the automotive context camera monitor systems (CMS) can be used to present views of the traffic situation behind the vehicle to the driver via a monitor mounted inside the cabin. This offers the opportunity to replace classical outside rearview mirrors and therefore to implement new design concepts, aerodynamically optimized vehicle shapes and to reduce the width of the vehicle. Further, the use of a CMS offers the potential to implement functionalities like warnings or situation-adaptive fields of view that are not feasible with conventional rearview mirrors. Despite these potential advantages, it is important to consider the possible technical constraints of this technology and its effect on driver perception and behavior. On the technical side next to the field of view and die robustness of die system, aspects as its functionality at day and night as well as under varying weather conditions should be object to scientific investigation. Concerning human machine interaction, it has to be considered, that the perception of velocities and distances of approaching vehicles might be different for CMS as compared to conventional rearview mirrors and potential influences of factors as the Position of the displays or drivers' age should be taken into account. In order to shed light on these and further open issues, BASt is currently conducting a study that will cover the use of CMS under controlled conditions as well in real traffic. The first part of the study will focus on passenger cars, while in a second step the empirical investigation will be extended to heavy goods vehicles, where the potentials as well as the limitations of CMS might differ considerably. The presentation will cover the first part, with regard to the experimental design, implementation and initial results if already available.
In der Vergangenheit stiegen die Verkehrsbelastung und der Anteil des Schwerverkehrs auf deutschen Straßen und Autobahnen nahezu stetig. Dies wird sich auch in der Zukunft fortsetzen. Um auch zukünftig Mobilität gewährleisten zu können, sind Bauweisen mit maximaler Nutzungsdauer und minimalen Erhaltungsaufwendungen erforderlich. In Deutschland werden Betonfahrbahndecken als unbewehrte direkt befahrene Betonfahrbahnplatten mit Querfugen in regelmäßigen Abständen gefertigt und für Nutzungsdauern von 30 Jahren konzipiert. Die Querfugen stellen dabei den schwächsten Bereich in der Konstruktion dar. Betonfahrbahndecken können auch als Durchgehend Bewehrte Betonfahrbahndecke gefertigt werden. Dabei stellt sich ein freies Rissbild mit schmalen Plattenstreifen ein. Um eine Querkraftübertragung zu sichern, wird die Rissöffnungsweite durch die Anordnung einer durchgehenden Längsbewehrung beschränkt. Die Erfahrungen zeigen, dass mit dieser Bauweise eine längere Nutzungsdauer und ein höherer Fahrkomfort erreicht werden und weniger Erhaltungsmaßnahmen erforderlich sind. Durchgehend Bewehrte Betondecken eignen sich besonders gut für eine Asphaltüberbauung, da es keine Querfugen als Störstellen gibt. Diese Komposition hat das Potenzial für eine Nutzungsdauer von 50 Jahren und erfordert geringere Kosten, wenn man den gesamten Lebenszyklus betrachtet. Um baupraktische Erfahrungen zu sammeln, wurde im Jahr 2011 auf der Bundesautobahn (BAB) A 94 bei Forstinning in Bayern eine Versuchsstrecke eingerichtet. Diese besteht aus drei Abschnitten von je etwa 4 km Länge: Durchgehend Bewehrte Betondecke mit DSH-V-Überbauung, unbewehrte Betondecke in Plattenbauweise mit DSH-V-Überbauung und unbewehrte Betondecke in Plattenbauweise mit Grinding-Oberfläche. Erste Ergebnisse bezüglich Rissbildung, Bewegungen an den Endspornen, Haftverhalten des Blacktopping und der Schallmessungen liegen vor.
Methods for analyzing the efficiency of primary safety measures based on real life accident data

Primary safety measures are designed to help to avoid accidents or, if this is not possible, to stabilize respectively reduce the dynamics of the vehicle to such an extent that the secondary safety measures are able to act as good as possible. The efficiency of a primary safety measure is a criterion for the effectiveness, with which a system of primary safety succeeds in avoiding or mitigation the severity of accidents within its range of operation and in interactionwith driver and vehicle. Based on Daimler-´s philosophy of the "Real Life Safety" the reflection of the real world accidents in the systems range of operation is both starting point as well as benchmark for its optimization. This paper deals with the methodology to perform assessments of statistical representative efficiency of primary safety measures. To be able to carry out an investigation concerning the efficiency of a primary safety measure in a transparent and comparable way basic definitions and systematics were introduced. Based on these definitions different systematic methods for estimating efficiency were discussed and related to each other. The paper is completed by presenting an example for estimating the efficiency of actual "single" and "multi" connected primary safety systems.
This paper describes the methodology for the assessment of the socio-economic impact of SAFESPOT applications. The applications selected for the assessment cover vehicle to vehicle (v2v) as well as vehicle to infrastructure (v2i) communication systems. The applications address main problem areas of road safety: accidents at intersections, accidents due to hazardous road and weather conditions and accidents due to over speeding and inappropriate distance. The assessment methodology relies in its core on cost-benefit analysis (CBA) as the most widespread tool to assess the profitability of applications form the society point of view. The assessment is however not limited to CBA but also considers the economic effects for particular stakeholder groups such as users, public authorities and the like. Their individual cost and benefits can be investigated in stakeholder analyses. Both elements, CBA and stakeholder analysis, form an integrated assessment approach which is applied here. The assessment makes use of the sound methodological base which was provided by projects such as SEiSS and eIMPACT. Some characteristics of co-operative systems however call for special attention within the assessment. Most prominently, the assessment will concentrate on a bundle of applications. The impact of this bundle will be assessed under the conditions of different business and service models. These issues will be addressed in the paper. Moreover, this paper also provides insight in likely patterns of results and first results of socio-economic impact assessment itself.
Relevant accident related factors : risk and frequencies of contributing to road traffic accidents

In the course of the European Project TRACE (Traffic Accident Causation in Europe) an attempt was made to analyse the cause of road traffic accidents from a factors' point of view. By literature review the most important independent risk factors for traffic accidents were identified to be speed, alcohol intake, male gender, young age, cell phone use, and fatigue. However, the impact of an accident related factor also depends on its prevalence in traffic and accidents, respectively. Available to the Partners in the TRACE Project were different accident databases. Causally contributing factors found by accident investigations that are most often coded in accident databases are connected to unadapted speed and inattention. Taking into account the risk increase and the frequency of contribution to accidents the conclusion can be drawn that the most relevant factors for accident causation are: "alcohol", "speed", and "inattention and distraction".
Females sustain Cervical Spine Distortion injury (CSD) more often than males. Most work dealing with the biomechanics background (e.g. injury mechanism/criteria) as well as the application in seat design/testing, focuses on the occupant model of an average male. Therefore the EU-Project ADSEAT (Adaptive Seat to Reduce Neck Injuries for Female and Male Occupants) is aimed at adding a female model for gender balanced research of CSD and improving seat design. An extensive literature review, searching for risk factors and injury criteria for males and females, was accompanied by the evaluation of different databases containing CSD cases. The database evaluations suggests that an anthropometry quite close to the 50%ile female anthropometry as known from crash test dummy design is appropriate. The results presented here form the basis for the future development of a computational female model and the improvement of seat design for better protection of both males and females in the frame of the ADSEAT-Project.
In the course of the EUROPEAN PROJECT TRACE all fatally injured pedestrians autopsied at the Institute for Legal Medicine in Munich in 2004 had been analysed by using the "Human Functional Failure (HFF) analysis" method. It was possible to apply this method although some restrictions have to be taken into account. The results derived from this analysis comprise first the failures the pedestrians (most often "impairment of sensorimotor and cognitive abilities") and the opponents (most often " Non-detection in visibility constraints conditions") faced in the accident, second the conflicts and tasks (pedestrian crossing the street conflicting with a vehicle from the side (which was going ahead on a straight road), the degree of accident involvement (pedestrians often the primary active part), and further the contributing factors to the accident (pedestrians most often "alcohol (> 0.05% BAC)", opponents most often "visibility constraints").
The Netherlands is on the way to change its existing skid resistance measuring method for its highway network from the Dutch RAW 72, a longitudinal force method, to the Sideway Force method. This method is described in the Technical Specification 15901-8 (SKM device) as well as 15901-6 (SCRIM device) and is in use in 9 European countries. The CEN TC 227 WG5 on Surface Characteristics is currently working on combining of these two technical Specifications into a European standard for Sideway-Force (SWF) measurement devices. The idea of this change in the Netherlands was perceived in 2013 and since then a lot of meetings have been held with the different Dutch decision makers as well as with countries which currently operate SWF devices. There was an intensive exchange of knowledge about these devices and their corresponding quality assurance systems, because the Netherlands wanted to incorporate and rely on an existing system of a neighbor country without losing their present level of quality. The Netherlands has therefore decided to incorporate the German SKM approach. The network monitoring with the new system will start in 2017. To ensure the quality of skid resistance measurements and further cooperation in this field, it has been decided to initiate an alliance between BASt and the Dutch road owner Rijkswaterstaat (RWS). This alliance will facilitate an exchange of research activities, calibration of the Dutch systems according to the existing German Standard as well as control measurements with a BASt-device on the Dutch network during the network monitoring. During 2016 also comparative measurements will be performed on a network level with the current Dutch device and with an SKM device to determine a conversion between the two and to be able to define new threshold values.
Die Griffigkeit ist die maßgebende Größe für die Übertragung der Langs- als auch der Seitenkräfte von Reifen auf die Straßenoberfläche und hat somit einen erheblichen Anteil an der Straßensicherheit. In Deutschland erfolgt die Erfassung der Straßengriffigkeit im Rahmen von Bauverträgen sowie der Zustandserfassung und -bewertung (ZEB) mit dem Seitenkraftmessverfahren (SKM). Mit der Veröffentlichung der Technischen Prüfvorschriften für Griffigkeitsmessungen im Straßenbau (TP Griff-StB) (SKM) durch die Forschungsgesellschaft für Straßen- und Verkehrswesen (FGSV) am 29.04.2008 ist derzeit das aktuellste Dokument für Griffigkeitsmessungen im Rahmen von Bauverträgen sowie der Zustandserfassung und -bewertung von Bundesfernstraßen mit dem Seitenkraftmessverfahren (SKM) herausgegeben worden. Dieses Dokument löst die TP Griff-StB (SCRIM) mit ihren drei Allgemeinen Rundschreiben ab und fasst die Ergebnisse aus verschiedenen Forschungsprojekten und Erfahrungen aus den regelmäßigen Messungen der Messgerätebetreiber zusammen.
Seilverspannte Brücken

Der Beitrag behandelt den Entwurf, Besonderheiten der Berechnung und die Bemessung der beiden wichtigsten Bauarten seilverspannter Brücken, der echten Hängebrücke und der Schrägseilbrücke. Bei den Hängebrücken wird zunächst eingegangen auf die geschichtliche Entwicklung, die geprägt ist durch die im Zuge der Verbesserung des Stahls zunehmende Drahtfestigkeit. Anschliessend geht der Bericht ein auf: statisches System, Arten des Ueberbaus, Ausführung der Pylone, Kabel, Hänger und Widerlager. Analog zu den Hängebrücken ist der Beitrag bei den Schrägseilbrücken aufgebaut: geschichtliche Entwicklung, Haupttragwerke, Ueberbau, Pylone und Schrägseile. Hinsichtlich der Besonderheiten der Berechnung werden angesprochen: Anwendung der Theorie II. Ordnung und Betriebsfestigkeitsbeanspruchung. Erläutert wird auch die Montage sowohl der Hängebrücke als auch der Schrägseilbrücke in Wort und Bild.
Cyclists are more likely to be injured in fatal crashes than motorised vehicles. To gain detailed and precise behavioural data of road users, i.e. trajectories, a measuring campaign was conducted. Therefore, a black-spot for accidents with cyclists in Berlin, Germany was selected. The traffic has been detected by a fully automated traffic video analysis system continuously for twelve hours. The video surveillance system is capable of automatically extracting trajectories, classifying road user types and precise determining and positioning of conflicts and accidents. Additionally, pre-conflict and pre-accident situations could be analysed to provide further in-depth understanding of accident causation. The evaluation of the measuring campaign comprised the investigation of traffic parameters, e.g. traffic flow, as well as traffic-safety related parameters based on Surrogate Safety Measures (SSM). Furthermore, the spatial and temporal distributions of conflicts involving cyclists were determined. As a result, three possible conflict clusters could be identified, of which one cluster could be confirmed by detailed video analysis, showing conflicts caused by right turning vehicles.
In an on-going project since 2005, ADAC has been analyzing accidents documented by the ADAC air rescue service. The knowledge derived from real-life accidents serves as a basis for new test configurations and assessment criteria. In 2007, ADAC began looking into the feasibility of international data collection. The idea of Global Accident Prevention was born. Three European partner clubs have begun pioneering the project (ÖAMTC, ANWB, and RACC). The aim is to set up an international accident research network to provide a steady stream of information on road accidents. The FIA Foundation supports ADAC in developing and coordinating this initiative.
Active safety systems are aimed at accident prevention, hence the knowledge required for their development is different from that required for passive safety systems aimed at injury prevention. Particularly, knowledge about accident causation is required. When looking at existing accident causation data, it is argued it fails to explain in sufficient detail how and why the accidents occur. Therefore, there is a need for detailed micro-level descriptions of accident causation mechanisms, and also of methodologies suitable for creating such descriptions. One study addressing these needs is the Swedish project FICA (Factors Influencing the Causation of Accidents and Incidents), where an accident investigation methodology suitable for active safety is developed, and in-depth accident investigations following this methodology are carried out on-scene in the area of Gothenburg by a multidisciplinary team. A preliminary aggregated analysis of different cases shows that the methodology developed is adequate for pointing out common contributing factors and devising principal countermeasures.
