Cycling and designing for cyclist in Germany: an overview of road safety, research and guidelines

Cycling is considered a social, eco-friendly, pollution-free, low noise and healthy activity and mode of transportation. There are currently around 67 million bicycles in Germany. This number is expected to increase in the near future with greater use of electromotive assisted bicycles. Regarding the expected increase, there should be additional attention given to road traffic accidents involving cyclists. In 2014, 396 cyclists were killed in road accidents in Germany, which is 12 % of all road fatalities. Also in 2014, Germany reported over 78,000 injuries to cyclists. The majority of the fatalities (about 58 %) and 83 % of the serious injuries to cyclists occurred in urban areas. This paper will examine three aspects concerning cyclists. First, the paper will show the main current developments, for example the National Cycling Plan 2020, the effects of the road safety programme and provide an analysis of the German national accident statistics. Second, the paper will give an overview of the regulations, guidelines for road traffic and designing of cycling facilities. Lastly, this study will detail the current and completed research in Germany addressing cyclist. For example, the paper will discuss the topic "Accidents between Turning-off Trucks and Cyclists" Accidents between right turning trucks and straight riding cyclists often show massive consequences. Accident severity is much higher than in other accidents. The situation is critical especially due to the fact that, in spite of the six mirrors that are mandatory for ensuring a minimum field of sight for the truck drivers, cyclists in some situations cannot be seen or are not seen by the driver. Either the cyclist is overlooked or is in a blind spot area that results from the turning manoeuvre of the truck. At present driver assistance systems are discussed that can support the driver in the turning situation by giving a warning when cyclists are riding parallel to the truck just before or in the turning manoeuvre. The paper will describe the requirements for turning assist systems for trucks. The outcome of the study is an overview of the accident situation between right turning trucks and straight driving cyclists in Germany as well as a corresponding test procedure for driver assistance systems. Below are several other projects which will be investigated, too: Accident Risk and Acceptance of Traffic-Rules by Cyclists ; Safety Improvement in Terms of Using Bicycle Paths in the Opposite Direction ; Cycling in Mixed-Traffic ; Observation of Pedal Electric Cycles Riders to Identify Safety Concerns. These three aspects will provide the current situation on the topic of cyclist safety in Germany.
Risk-based approach for the protection of land transport infrastructure against extreme rainfall

The aim of the research project "Risk based approach for the protection of transport infrastructure against extreme rainfall RAINEX" is the development of a practical methodology for the identification and assessment of both vulnerable as well as critical transport infrastructures towards extreme rainfall events consequences. The developed methodology is based on expert knowledge and includes qualitative and semi-quantitative analyses regarding the assessment of the vulnerability and criticality of relevant transport infrastructures. The process chain from the spatial rainfall to the concentrated runoff in the river channel was shown to assess the local hazard resulting in the local risk. The main result of the project is a practice-oriented and applicable methodology and a comprehensive and well-developed security handbook.
Tunnel in Spritzbetonbauweise werden in der Regel mit einem Abdichtungssystem aus Kunststoffdichtungsbahnen (KDB) gegen das anstehende Bergwasser abgedichtet. Die Tunnelabdichtungen aus KDB müssen dabei über die gesamte Nutzungsdauer des Bauwerks von in der Regel 130 Jahren zuverlässig ihre Funktion erfüllen. Ein einfacher Austausch der KDB oder der Einbau einer gleichwertigen Alternative ist in der Regel nicht, oder nur mit erheblichem Aufwand möglich. Bislang existieren national und international keine abgesicherten Prüfkriterien, die eine Bestimmung der Langzeitbeständigkeit von KDB über die geforderte Nutzungsdauer von mindestens 100 Jahren ermöglichen. Im vorliegenden Beitrag werden Untersuchungsergebnisse eines BASt Forschungsprojektes präsentiert, in dem Prüfkriterien für die Abschätzung der Langzeitbeständigkeit von KDB aus PVC-P hergeleitet werden. In diesem Projekt werden verschiedene marktübliche KDB für die Tunnelabdichtung mit einem beschleunigten Prüfverfahren "Lagerung in heißem Wasser" systematisch auf ihr Alterungsverhalten hin untersucht. Das hierfür verwendete Immersionsprüfverfahren wurde neu entwickelt und basiert auf der SIA V 280 (Prüfung Nr. 13) und DIN EN 14415. Ziel der Untersuchungen ist es, die erforderlichen Prüfkriterien zu definieren, die für eine praxisgerechte Abschätzung der Nutzungsdauer von mindestens 100 Jahren erforderlich sind. Hierfür werden beispielsweise die Einlagerungsdauer, die Einlagerungstemperatur und das Prüfmedium strukturiert untersucht. Zum Vergleich der Prüfergebnisse aus dem Immersionsprüfverfahren werden Untersuchungen an ausgebauten KDB Proben aus 2 älteren Straßentunneln herangezogen. Die Ergebnisse des Forschungsvorhabens sollen in die Fortschreibung des nationalen Regelwerks für den Straßentunnelbau (TL/TP KDB) einfließen.
Untersuchungen an in situ gealterten Kunststoffdichtungsbahnen aus Abdichtungen von Straßentunneln

Tunnel in Spritzbetonbauweise werden in der Regel mit einem Abdichtungssystem aus Kunststoffdichtungsbahnen (KDB) gegen das anstehende Bergwasser abgedichtet. Zur Gewährleistung der Dauerhaftigkeit und Gebrauchstauglichkeit aber auch der Verkehrssicherheit (z.B. Gefahr der Glatteisbildung in undichten Tunneln) müssen die Tunnelabdichtungen aus KDB dabei über die gesamte Nutzungsdauer des Bauwerks von in der Regel 100 Jahren zuverlässig Ihre Funktion erfüllen. An der Entwicklung von Prüfverfahren zum Nachweis dieser Nutzungsdauer wird zurzeit national und international intensiv geforscht. Zur Verifizierung und Kalibrierung dieser Prüfverfahren können Untersuchungen an in situ gealterten KDB-Proben aus bestehenden Straßentunneln sehr nützlich sein. Im vorliegenden Beitrag werden erste Ergebnisse der Untersuchungen zu Materialeigenschaften von ausgebauten KDB Proben aus älteren Straßentunneln vorgestellt. Im Rahmen eines Forschungsprojektes der Bundesanstalt für Straßenwesen (BASt) wurden bereits zahlreiche Materialproben aus bestehenden Straßentunneln, die aktuell bautechnisch nachgerüstet werden, entnommen und untersucht. Bei der Entnahme der KDB-Proben wurde parallel auch die Bergwassertemperatur gemessen und an Bergwasserproben der Chemismus analysiert. Soweit möglich wurden die Produktdaten des Anlieferungs- bzw. Einbauzustandes beim Hersteller oder Bauherrn recherchiert, um so die Veränderungen der mechanischen Eigenschaften durch die in situ Alterung bewerten zu können. Die ermittelten mechanischen Eigenschaften nach Alterung wurden mit den Anforderungen damals gültiger und aktueller Regelwerke verglichen.
Im Rahmen des weltweiten ESV-Programmes (Enhanced Safety of Vehicles) werden seit mehreren Jahren internationale Forschungsbemühungen unternommen (International Harmonized Research Activities, IHRA), um im Vorfeld der Gesetzgebung die wissenschaftlichen Grundlagen gemeinsam zu erarbeiten. Ziel der IHRA-Arbeiten ist es, auf der Grundlage dieser Forschungsergebnisse die Harmonisierung der Vorschriften zu erleichtern. Eine besondere Aktivität bezieht sich auf Intelligent Transportation Systems (ITS). Im vorliegenden Beitrag wird die Aufgabe dieser IHRA-ITS-Arbeiten geschildert, sowie der derzeitige Stand der Forschungsbemühungen beschrieben. Es zeigt sich, dass die beschriebene Sicherheitsbewertung eine Fülle von Fragestellungen aufwirft und weitere Forschungsanstrengungen erfordert. Die zukünftigen Bemühungen sind darauf gerichtet, in internationaler Zusammenarbeit und Arbeitsteilung die als besonders wichtig erkannten Themen zur Bewertung der fahrzeugseitigen Fahrerassistenzsysteme zu bearbeiten.
In dem Beitrag präsentieren die Autoren einige laufende und geplante Forschungsvorhaben der Bundesanstalt für Straßenwesen (BASt), die wesentliche Bestandteile der Forschungslinie (FL) Q5 "Innovationen: Von der Idee in die Praxis" der mittelfristigen Forschungsplanung der BASt darstellen. Bei den konkreten Projekten geht es um die Entwicklung eines geeigneten Bewertungsverfahrens für Innovationen, um das Sichten neuer Forschungsideen aus denen neue Forschungsvorhaben resultieren können, um Nutzung von numerischen Methoden für die Entwicklung neuer Baustoffe und Bauweisen, sowie um den Aufbau einer geeigneten Untersuchungsinfrastruktur.
Die Reduzierung des Straßenverkehrslärms ist in den letzten Jahren zunehmend in den Fokus der Forschungsaktivitäten gerückt. Laut einer Studie des Umweltbundesamts fühlen sich in Deutschland circa 60 % der Bevölkerung durch den Straßenverkehrslärm belästigt. Diese Zahl ist seit vielen Jahren konstant. Ein Grund dafür sind die steigenden Verkehrsmengen. Neben den bekannten gesundheitlichen Beeinträchtigungen wurden in den letzten Jahren auch zunehmend negative Auswirkungen des Verkehrslärms auf die Stadtentwicklung beobachtet. Die Bundesanstalt für Straßenwesen koordiniert seit über 10 Jahren die durch das Bundesministerium für Wirtschaft und Technologie geförderten Verbundprojekte "Leiser Straßenverkehr". Partner aus Industrie und Forschung verfolgen das gemeinsame Ziel, effektive Lösungen für eine Lärmreduzierung zu erarbeiten. In den letzten Jahren ist es gelungen, die Wirkmechanismen der Lärmentstehung im Zusammenspiel Reifen-Fahrbahn detailliert zu beschreiben und Anforderungen für eine dauerhafte Lärmreduzierung zu formulieren. In der Straßenbautechnik wurden Regelbauweisen lärmtechnisch optimiert und neue Bauweisen entwickelt. Zusammen mit Projektpartnern konnte die Firma Continental Reifen Deutschland GmbH Pkw- und Lkw-Reifen akustisch optimieren. Ein zentrales Ziel im Verbundprojekt Leiser Straßenverkehr 3 ist die Weiterentwicklung eines Simulationsmodells, um künftig unter Berücksichtigung verschiedener Einflussgrößen aus Reifen und Fahrbahn Geräuschprognosen zu ermöglichen.
Regarding to the German road traffic licensing regulations it is mandatory to have a light system using a bicycle in public traffic. All attached components must be approved. The admission requires additional restrictions such as a dynamo as energy source with a nominal voltage of 6 V. Batteries are only allowed in addition to this. To adopt the German bicycle regulation to the state of art of an energy efficient lighting, additional power sources such as a battery respectively rechargeable batterie should be evaluated. The project will propose amendments for German Road Traffic Regulations and technical requirements.
Various climate projections predict changing climatic parameters like temperature, precipitation, wind speed etc. for Germany. This could have severe impacts on road transport infrastructure as well as road traffic itself. At the Federal Highway Research Institute (Bundesanstalt für Straßenwesen (BASt) a strategy was developed to adapt roads and engineering structures to the impacts of climate change. The strategy "Anpassung der Straßenverkehrsinfrastruktur an den Klimawandel / Adaptation of the road infrastructure to climate change (AdSVIS)" comprises currently about 15 projects. On the basis of the identification of the hazards and the combination of the climate and road network data, the road transport infrastructure which might be affected is to be determined. Adaptation measures are to be developed for the identified risk areas and assessed as to their effectiveness. Special attention is given to international cooperation since climate change is a truly global challenge.
This paper provides an overview of the research work of the European Enhanced Vehicle-safety Committee (EEVC) in the field of crash compatibility between passenger cars. Since July 1997 the EC Commission is partly funding the research work of EEVC. The running period of this project will be two years. The progress of five working packages of this research project is presented: Literature review, Accident analysis, Structural survey of cars, Crash testing, and Mathematical modelling. According to the planned time schedule the progress of research work is different for the five working packages.
The European Enhanced Vehicle-safety Committee (EEVC) Working Group 13 for Side Impact Protection has been developing an Interior Headform Test Procedure to complement the full-scale Side Impact Test Procedure for Europe and for the proposed IHRA test procedures. In real world accidents interior head contacts with severe head injuries still occur, which are not always observed in standard side impact tests with dummies. Thus a means is needed to encourage further progress in head protection. At the 2003 ESV-Conference EEVC Working Group 13 reported the results on Interior Headform Testing. Further research has been performed since and the test procedure has been improved. This paper gives an overview of its latest status. The paper presents new aspects which are included in the latest test procedure and the research work leading to these enhancements. One topic of improvement is the definition of the Free Motion Headform (FMH) impactor alignment procedure to provide guidelines to minimize excessive headform chin contact and to minimize potential variability. Research activities have also been carried out on the definition of reasonable approach head angles to avoid unrealistic test conditions. Further considerations have been given to the evaluation of head airbags, their potential benefits and a means of ensuring protection for occupants regardless of seating position and sitting height. The paper presents the research activities that have been made since the last ESV Conference in 2003 and the final proposal of the EEVC Headform Test Procedure.

As set out in the Terms of Reference, the objective of European Enhanced Vehicle-safety Committee (EEVC) Working Group (WG) 15 Car Crash Compatibility and Frontal Impact is to develop a test procedure(s) with associated performance criteria for car frontal impact compatibility. This work should lead to improved car to car frontal compatibility and self protection without decreasing the safety in other impact configuration such as impacts with car sides, trucks, and pedestrians. Since 2003, EEVC WG 15 served as a steering group for the car-to-car activities in the "Improvement of Vehicle Crash Compatibility through the development of Crash Test Procedures" (VC-COMPAT) project that was finalised at the end of 2006 and partly funded by the European Commission. This paper presents the research work carried out in the VC-COMPAT project and the results of its assessment by EEVC WG 15. Other additional work presented by the UK and French governments and industry " in particular the European industry - was taken into consideration. It also identifies current issues with candidate testing approaches. The candidate test approaches are: - an offset barrier test with the progressive deformable barrier (PDB) face in combination with a full width rigid barrier test - a full width wall test with a deformable aluminium honeycomb face and a high resolution load cell wall supplemented by the forces measured in the offset deformable barrier (ODB) test with the current EEVC barrier. These candidate test approaches must assess the structural interaction and give information of frontal force levels and compartment strength for passenger vehicles. Further, this paper presents the planned route map of EEVC WG 15 for the evaluation of the proposed test procedures and assessment criteria.
The objective was to develop and validate a crash trolley (reference vehicle) equipped with a compartment and a full restraint system for driver and front seat passenger which can be used in full scale crash testing. Furthermore, the crash trolley should have a suspension to show rotation and nick effects similar to real vehicles. Within the development phase the reference vehicle was build based on a European family car. Special attention was needed to provide appropriate strength to the trolley and its suspension. The reference vehicle is equipped with a restraint system consisting of airbags, pedals, seats, dashboard, and windscreen. On the front of the vehicle different crash barriers can be installed to provide miscellaneous deceleration pulses. For the validation phase a series of low and high speed crash tests with HIII dummies were conducted and compared with full scale tests. For the comparison deceleration pulse, dummy numbers and vehicle movement were analyzed. Validation tests with velocities up to 60 km/h showed promising results. The compartment and the suspension systems stayed stable. Rotation effects were comparable with full scale car crash tests. The airbags and seat belt system worked reasonable. The acceleration pulse compared to an Euro NCAP test had a similar characteristic but was in general slightly lower. After the successful validation the reference vehicle is already in use in different studies in the field of vehicle safety research at BASt.

The accident research project in Dresden was founded in July 1999. To date over 6.000 crash investigations have been undertaken. About 10.000 vehicles have been documented and over 13.000 participants have been debriefed. But there is much more than this scientific success. Because of the interdisciplinary character between the medical and technical focus, the project affords an important contribution for the education of the involved students. Over 200 students of different fields of study have got experiences not only for the occupational career. This lecture describes the additional effects of the accident research project regarding the education of the students, the capacity for teamwork and learning about dealing with accident casualties.
Aufgrund ständig steigender Verkehrsintensität und gleichzeitig ansteigenden Fahrzeuggewichten werden auch die Stahlbrücken mit orthotropen Fahrbahnplatten hinsichtlich Ermüdung stärker beansprucht. Zumeist wurden diese Brücken in den 60er Jahren gebaut und die heutigen Qualitätsstandards und Empfehlungen wurden nur zum Teil eingehalten. Ein nicht ausreichender Ermüdungswiderstand der Details in Kombination mit steigenden Ermüdungsbeanspruchungen führt früher oder später zu Schäden; bei einigen Brücken in Deutschland sind Schäden aufgetreten. Die zukünftige Verkehrsbeanspruchung führt dazu, dass eine Reparatur alleine nicht ausreichend ist, sondern eine nachhaltige Instandsetzung, das heisst Ertüchtigung bestehender orthotroper Platten erfolgen muss, um auch bei weiter ansteigenden Ermüdungsbeanspruchungen eine hinreichende Gesamtlebensdauer ohne erhöhten Wartungsaufwand sicherzustellen. Vor diesem Hintergrund haben das Bundesministerium fuer Verkehr, Bau- und Wohnungswesen (BMVBW) und die Bundesanstalt fuer Straßenwesen (BASt) ein Forschungsvorhaben in Auftrag gegeben, um nachhaltige Instandsetzungsmaßnahmen zur Ertüchtigung von orthotropen Fahrbahnplatten bei Stahlbrücken unter der besonderen Berücksichtigung des Belagsystems zu untersuchen und zu entwickeln. Zurzeit sind verschiedene Lösungen zur nachhaltigen Ertüchtigung orthotroper Fahrbahnplatten in der Erforschung, teilweise wurden bereits erste Probeanwendungen durchgeführt. Erste Pilotprojekte wurden in Deutschland mit der SPS-Maßnahme, dem Einsatz von PmB 25 und in den Niederlanden unter anderem mit dem hochfesten, mit Stahlfasern versehenen und bewehrten Beton durchgeführt. Zu weiteren Möglichkeiten, wie dem offenporig mit Epoxidharz vergossenen Asphalt, werden noch Bauteilversuche durchgeführt, die die Wirksamkeit solcher Maßnahmen bestätigen sollen. Die Schlussfolgerungen sind zur Zeit wie folgt: - Behandlung bauweisenbedingter Schäden: Zur Behebung der Ursachen sind fallspezifische Lösungen erforderlich, die in der Regel nicht zu einer Verbesserung der allgemeinen Ermüdungsfestigkeit orthotroper Fahrbahnplatten beitragen. - Behandlung bauweisenunabhängiger Schäden: Die Instandsetzung der Schäden ist möglichst in Kombination mit einer geeigneten Ertüchtigungsmaßnahme durchzuführen, sodass die orthotrope Fahrbahnplatte auch für zukünftige Verkehrsbeanspruchungen dauerhaft ist. - Die Instandsetzungsmaßnahmen sind im Gesamtzusammenhang des Brückenbauwerks zu sehen: Die Instandsetzung von Schäden ist in einem Gesamtzusammenhang mit anderen erforderlichen Unterhaltungsmaßnahmen an der Brücke zu sehen, so kann zum Beispiel eine mögliche Schweissreparatur an der Brücke ein Auswahlkriterium für die Art der Belagserneuerung und die Wahl einer geeigneten Abdichtung sein.
Road transport networks are of major importance for the economy and equally for the mobility of the citizens in the European countries. In order to improve the protection of transport infrastructures and the robustness of the European road network research projects are currently in process on national and European level. A main focus of these investigations is to analyze the specific vulnerabilities of bridges and tunnels concerning structural, operational and organizational aspects and to identify critical objects. But also infrastructures, which are critical due to their location and function in a road network, must be identified. For this the resulting regional and supra-regional impacts due to the failure of certain infrastructures have to be investigated on network level. In order to increase the security of road transport infrastructures and whole road networks the most effective security measures have to be determined. This paper gives an overview about the content and first results of current European and German research projects on road transport security.
