Internationally, the need is expressed for harmonized traffic accident data collection (PSN, PENDANT, etc.). Together with this effort of harmonization, traffic accident investigation moves more and more in the direction of accident causation. As current methods only partly address these needs, a new method was set up. The main characteristics of this method are: • Accident/injury causation (associated) factors can objectively be identified and quantified, by comparison with exposure information from a normal population. • All relevant accident and exposure data can be included: human-, vehicle-, and environmental related data for the pre-crash, crash and postcrash situation (the so-called Haddon matrix). The level of detail can be chosen depending on interest and/or budget, which makes the method very flexible. In this paper the accident collection and control group method are presented, including some of the achieved results from a pilot study on 30 truck accidents and 30 control locations. The data were analyzed by using cross-tabulations and classification-tree analysis. The method proved useful for the identification of statistically significant causational aspects.
During the last 5 years, the number of cars fitted with side airbags has dramatically increased. They are now standard equipment, even on many smaller cars or less luxurious vehicles. While some side airbags offer thoracic protection alone, there are those that combine thoracic and head protection (of which most deploy from the seat). Other systems employ separate airbags for head and thorax protection, which are designed to be effective noticeably in a crash against a pole. This paper proposes an evaluation of the effectiveness of side airbags in preventing thoracic injuries to passenger car occupants involved in side crashes. First, the target population (who can take benefit of side airbag deployment and in what circumstances) is defined. Side airbags can be especially effective in cases of impacts on the door with intrusion at a certain impact speed. Then, an example case of a side impact with side airbag deployment is given were side airbag deployment is thought to have had a positive effect on injury outcome. A further case is presented where the impact configuration is likely to have reduced the effect of side airbag deployment on injury outcome. Finally, the estimation of side airbag effectiveness (in terms of additional occupant protection brought exclusively by the airbag) is proposed by comparing injury risk sustained by occupants in (more or less) similar cars (fitted or non fitted with airbags) because, during these years, car structure, and side airbag conception have considerably evolved. In-depth accident data from France, the UK and Germany has been collected. Out of 2,035 side impact accident cases available in the databases, we selected 435 occupants of passenger cars (built from 1998 onwards) involved in an injury accident between year 1998 and year 2004 for EES (Energy Equivalent Speed) values between 20km/h and 50km/h. The occupants, belted or not, were sat on the struck side, whatever the obstacle and type of accidents (intersection, loss of control, etc.). For multiple impact crashes, the side impact is assumed to be the more severe one. Passenger cars were fitted with (96) or without (339) side airbags. Most of the potential risk explanatory variables were correctly and reliably reported in the databases (velocity " impact zone " impact angle " occupant characteristics, etc.). The analysis compared injury risks for different levels of EES and different types of side airbags. A logistic regression model was also computed with injury variables (such as thoracic AIS 2+ or AIS 3+) as the dependant variable and other variables (including airbag type and EES) as explanatory injury risk factors. Results revealed statistically non-significant reductions in thoracic AIS 2+ and AIS 3+ injury risk in side airbag equipped cars in the impact violence range selected (odds ratio between 0.84 and 0.98 depending on types of airbags). The results are discussed. The non-significance is assumed to be due to a low number of cases. Statistical analysis for head injuries was not possible due to the low number of accident cases with passenger cars fitted with head airbags in the databases. Moreover, the discrepancies between the data coming from different countries (especially calculation of EES) might have introduced instability in the analysis.
In Germany, in-depth accident investigations are carried out in the Hannover area since 1973. In 1999 a second region was added with surveys in Dresden and the surrounding area. Internationally, the acronym GIDAS (German In-Depth Accident Study) is commonly used for these surveys. Compared to many other countries, the sample sizes of the GIDAS surveys are much larger. The goal is to collect 1.000 accidents involving personal injuries per year and region. Data collection takes place by using a sampling procedure, which can be interpreted as a two-stage process with time intervals as primary units and accidents as secondary units. An important question is, to what extend these samples are representative for the target population from which they are drawn. Analyses show, for example, that accidents with persons killed or seriously injured are overrepresented in the samples compared to accidents with slightly injured persons. This means, that these data are subject to biases due to uncontrolled variation of sample inclusion probability. Therefore, appropriate weighting and expansion methods have to be applied in order to adjust or correct for these biases. The contribution describes the statistical and methodological principles underlying the GIDAS surveys with respect to sampling procedure, data collection and expansion. In addition, some suggestions regarding potential improvements of study design are made from a methodological point of view.
Annually within the European Union, there are over 50,000 road accident fatalities and 2 million other casualties, of which the majority are either the occupants of cars or other road users in collision with a car. The European Commission now has competency for vehicle-based injury countermeasures through the Whole Vehicle Type Approval system. As a result, the Commission has recognised that casualty reduction strategies must be based on a full understanding of the real-world need under European conditions and that the effectiveness of vehicle countermeasures must be properly evaluated. The PENDANT study commenced in January 2003 in order to explore the possibility of developing a co-ordinated set of targeted, in-depth crash data resources to support European Union vehicle and road safety policy. Three main work activity areas (Work Packages) commenced to provide these resources. This paper describes some of the outcomes of Work Package 2 (WP2, In-depth Crash Investigations and Data Analysis). In WP2, some 1,100 investigations of crashes involving injured car occupants were conducted in eight EU countries to a common protocol based on that developed in the STAIRS programme. This paper describes the purposes, methodology and results of WP2. It is expected that the results will be used as a co-ordinated system to inform European vehicle safety policy in a systematic, integrated manner. Furthermore, the results of the data analyses will be exploited further to provide new directions to develop injury countermeasures and regulations.
Validation of human pedestrian models using laboratory data as well as accident reconstruction

Human pedestrian models have been developed and improved continually. This paper shows the latest stage in development and validation of the multibody pedestrian model released with MADYMO. The biofidelity of the multibody pedestrian model has been verified using a range of full pedestrian-vehicle impact tests with a large range in body sizes (16 male, 2 female, standing height 160-192cm, weight 53.5-90kg). The simulation results were objectively correlated to experimental data. Overall, the model predicted the measured response well. In particular the head impact locations were accurately predicted, indicated by global correlation scores over 90%. The correlation score for the bumper forces and accelerations of various body parts was lower (47-64%), which was largely attributed to the limited information available on the vehicle contact characteristics (stiffness, damping, deformation). Also, the effects of the large range in published leg fracture tolerances on the predicted risk to leg fracture by the pedestrian model were evaluated and compared with experimental results. The validated mid-size male model was scaled to a range of body sizes, including children and a female. Typical applications for the pedestrian models are trend studies to evaluate vehicle front ends and accident reconstructions. Results obtained in several studies show that the pedestrian models match pedestrian throw distances and impact locations observed in real accidents. Larger sets of well documented cases can be used to further validate the models especially for specific populations as for instance children. In addition, these cases will be needed to evaluate the injury predictive capability of human models. Ongoing developments include a so-called facet pedestrian model with a more accurate geometry description and a more humanlike spine and neck and a full FE model allowing more detailed injury analysis.
The need for improved EU level accident information and data was identified in the EU White Paper on Transport Policy (2001)1 and detailed in the Road Safety Action Plan (2003)2. The plan specifies that the EC will develop a road safety observatory to coordinate data collection within an integrated framework.
This study is aimed to investigate the correlations of impact conditions and dynamic responses with the injuries and injury severity of child pedestrians by accident reconstruction. For this purpose, the pedestrian accident cases were selected from Sweden and Germany with detailed information about injuries, accident cars, and accident environment. The selected accident cases were reconstructed using mathematical models of pedestrian and passenger car. The pedestrian models were generated based on the height, weight, and age of the pedestrian involved in accidents. The car models were built up based on the corresponding accident car. The impact speeds in simulations were defined based on the reported data. The calculated physical quantities were analyzed to find the correlation with injury outcomes registered in the accident database. The reconstruction approaches are discussed in terms of data collection, estimating vehicle impact speeds, pedestrian moving speeds and initial posture, secondary ground impact, validity of the mathematical models, as well as impact biomechanics.
The data situation for quantifying the proportion of accidents avoided by the introduction of active safety systems is incomplete, since there is generally no data available on the accidents avoided by the technology in question. In this paper, a split-register approach is suggested and compared with the classical case-control approach known from epidemiologic applications. Provided a set of assumptions hold, which can reasonably be made in such data situations, the split register approach allows inferences on the population accident risk. For both approaches the benefits of basing the analysis on the results of a logistic regression to adjust for confounding factors are outlined. The biasing effects of violating key assumptions are discussed and the split-register approach is demonstrated using the example of the active safety system ESP with data from the German in-depth accident study GIDAS.
Active safety systems are aimed at accident prevention, hence the knowledge required for their development is different from that required for passive safety systems aimed at injury prevention. Particularly, knowledge about accident causation is required. When looking at existing accident causation data, it is argued it fails to explain in sufficient detail how and why the accidents occur. Therefore, there is a need for detailed micro-level descriptions of accident causation mechanisms, and also of methodologies suitable for creating such descriptions. One study addressing these needs is the Swedish project FICA (Factors Influencing the Causation of Accidents and Incidents), where an accident investigation methodology suitable for active safety is developed, and in-depth accident investigations following this methodology are carried out on-scene in the area of Gothenburg by a multidisciplinary team. A preliminary aggregated analysis of different cases shows that the methodology developed is adequate for pointing out common contributing factors and devising principal countermeasures.
Electronic Stability Program (ESP) aims to prevent the lateral instability of a vehicle. Linked to the braking and powertrain systems, it prevents the car from running wide on a corner or the rear from sliding out. It also helps the driver control his trajectory, without replacing him, in the case of loss of control where the driver is performing an emergency manoeuvrer (confused and exaggerated steering wheel actions). A new ESP function optimizes ESP action in curves with hard under steering (situations in which the front wheels lose grip and the vehicle slides towards the outside of the curve). A complementary feature prevents the wheels from spinning when pulling away and accelerating. The name given to the ESP system varies according to the vehicle manufacturer, but other terms include: active stability control (ASC), automotive stability management system (ASMS), dynamic stability control (DSC), vehicle dynamic control (VDC), vehicle stability control (VSC) or electronic stability Control (ESC). This paper proposes an evaluation of the effectiveness of ESP in terms of reduction of injur accidents in France. The method consists of 3 steps: - The identification, in the French National injury accident census (Gendarmerie Nationale only), of accident-involved cars for which the determination of whether or not the car was fitted with ESP is possible. A sample of 1 356 cars involved in injury accidents occurred in 2000, 2001, 2002 and 2003 was then selected. But we had to restrict the analysis to only 588 Renault Lagunas. - The identification of accident situations for which we can determine whether or not ESP is pertinent (for example ESP is pertinent for loss of control accidents whilst it is not for cars pulling out of a junction). - The calculation, via a logistic regression, of the relative risk of being involved in an ESPpertinent accident for ESP equipped cars versus unequipped cars, divided by the relative risk of being involved in a non ESP-pertinent accident for ESP equipped cars versus unequipped cars. This relative risk is assumed to be the best estimator of ESP effectiveness. The arguments for such a method, effectiveness indicator and implicit hypothesis are presented and discussed in the paper. Based on a few assumptions, ESP is proved to be highly effective. Currently, the relative risk of being involved in an ESP pertinent accident for ESP-equipped cars is lower (-44%, although not statistically significant)rnthan for other cars.rn
Rollover scenarios in Europe

Rollover accidents seem to be a rising problem in Europe and therefore the systematic of this accident scenario should be investigated. Based on statistical investigations on major European accident databases for different countries a series of 73 real world rollover accidents was analysed. These cases were reconstructed using PC-Crash and preliminary categorised using a modified USbased rollover classification. In a first step, the rollover events were reconstructed from the point of conflict to the vehicle- rest position. The vehicles kinematics as well as its linear and rotational velocities were derived. In a second step typical velocity characteristics as well as kinematics were identified and the events categorised according to these criteria. Based on these results four main categories were defined, covering all reconstructed accidents. This categorisation was based on mechanical parameters (rotatory and translator kinematical data of the vehicle). Significant differences can be seen for different scenarios for the "first phase of rollover".
This paper describes the methodology of In-Depth Investigation in Germany on the example of GIDAS (German In-Depth Accident Study). Since 1999 in Germany a joint project between FAT (Forschungsvereinigung Automobiltechnik or Automotive Industry Research Association) and BASt (Bundesanstalt für Straßenwesen or the Federal Road Research Institute) is being carried out in Hannover and Dresden. The methodology of this project is based on a statistically orientated procedure of data sampling (sampling plan, weighting factors). The paper describes the possibilities of such in-depth investigation on the results of the offered title. The accident cases were collected randomly within GIDAS at Hannover. There are more cases existing from previous investigation started in 1985 under the same methodology. The portion of rollovers can be established at 3.7% of all accidents with casualties in the year 2000. For the study 434 cases of car accidents with rollovers are used for a detail comprehensive analysis. The accidents happened in the years 1994 to 2000 in the Hannover area. The injury distribution will report about 741 occupants with rollover accident event. The presented paper will give an overview of the accident situations following in rollover movements of cars. The distributions of injury frequencies, injury severity AIS for the whole body and for the body regions of occupants will be presented and compared to technical details like the impact speed and the deformation pattern. The speed of the car was determined at the point of rollover and on the point of accident initiency. The characteristics of the kinematics followed in a rollover movement are analyzed and the major defined types of rollover will be shown in the paper. The paper will describe the possibilities of In-Depth Investigation methods for the approach of finding countermeasures on the example of car accidents with rollover and explaining the biomechanics of injuries in rollover movements.
This paper reviews briefly the evolution of the investigation of transport accidents from the early beginnings when individual events were studied but systematic data was not collected. In the transport modes other than on the roads, accident investigation early on, even of single events, was important in introducing safety improvements. Road accidents, however, evolved enormously with the growth of car ownership without any comparable political response to the consequent deaths and injuries, equivalent to what happened with the other modes. From the 1950s data bases started to contribute to our knowledge of the epidemiology of road traffic injuries, and in-depth sample studies have contributed much to the body of knowledge in the last 30 years. However, even the basic input and output variables of a crash, its severity and the seriousness of the outcomes in terms of injuries and their consequences are not complete or agreed upon. Issues of experimental design and sampling are discussed. It is proposed that the most important area for current research to address is the effect of population variations on injury outcomes. The need for the establishment of good data bases for active safety issues is emphasised with the consequent need for better links between the research community and the police.
Traffic accidents were ranked the third among the major causes of death in Thailand. About 13,438 deaths and the death rate from traffic accident was 21.5 per 100,000 of population in 2002. The deaths and death rate varied upon the economic situation. After the economic crisis, traffic accidents were increased as well as the period of the bubble economy. In the Central region of Thailand numbers of road traffic crashes were lower than Bangkok Metropolis, but the highest in the number of deaths, death rate and serious injuries in 2002. Men aged 15"29 years old had higher numbers of deaths than men in other age groups and higher than women. Deaths and injuries from road traffic crashes were the highest in April and January, because there was a long weekend in those months. About 80 percent of road traffic crashes were caused by private car and motorcycle. In 2000 about 51 percent of traffic accidents took place on the straight way, followed by the junction and curves. In 2002, about 97 percent of road traffic crashes were caused by human factors including improper passing, speeding and disregarding to traffic signal, however, the identification of causes of traffic accident needed to improve. Drunk driving, disregarding on safety equipment usage, inefficiency of law enforcement and discontinuing of road safety programs were the deepest causes of traffic accidents. Research based information, a broad coalition of stakeholder and urban planning policy were needed to incorporate for a comprehensive road safety policy formulation and actions.
This report gives an overview of pedestrian accidents on Japanese roads. Database used for the analysis is national traffic accident data based on police reports. Relevant measures and background information ranging from vehicle safety, engineering and education are briefly reviewed, and area for further improvement is discussed.rn
Road safety is a major preoccupation of the European Commission and the road transport industry and depends on numerous significant factors. In order to improve road safety and to plan effective safety improvement actions for truck transport, we must first identify the problems to be addressed, i.e. what are the main causes of truck accidents. The ETAC project, initiated by the European Commission and the IRU, was launched in order to set up a heavy goods vehicle accident causation study across European countries to identify future actions which could contribute to the improvement of road safety. The results will be based on a detailed analysis of truck accident data collected in seven European countries according to a common methodology which has been elaborated through numerous national and European projects. This paper describes the common methodology used to collect the information on the scene of the accident and to analyse the data so that the reconstruction of the crash events may be carried out. CEESAR proposes a methodology using its experience gained from over 10 years of accident data collection. This methodology is based on an in-depth investigation of the parameters involved in-an accident and linked to the driver, the vehicle, the road and their environment. In-depth investigation requires accident investigator presence on the scene of the accident in order to collect volatile information such as marks on the road, weather conditions, visibility, state and equipment of the vehicle, driver interview. Later, passive and active information is gathered, either at the hospital for the driver, at the garage for the vehicle or on the spot for the road geometry. A reconstruction carried out with the help of specific software and the analysis of the data collected and calculated enables the identification of the main causes of the accident and the future actions to plan in order to improve road safety as regards truck traffic.
Motorcycle riders are one of the most vulnerable road users. Annually, on estimate 6000 people are killed in motorcycle accidents in the former 15 EU countries. The objective of this research was to investigate and analyze the main aspects and causes of this vulnerability and the accidents in general. For this aim around 70 accidents in The Netherlands were investigated in the framework of an international research program (MAIDS). Also a control group of motorcycles with riders was investigated so that exposure could be taken into account. An important result is that human failure is in 82% of the cases the main cause of the accident, in 52% this is due the other vehicle driver. Perception and decision failures are the most common failures. The most injuries are caused by the environment but they are typically only less severe (AIS1). Injuries caused by the car (front and side) are typically severe injuries (AIS4+). Previous convictions of the MC rider seem to be related to the chance to get involved in an accident. It was shown that the Dutch and the total MAIDS accident sample are comparable.
Nigeria ranks one of the highest countries in the world with the largest accident, especially when measured by whiplash associated disorders, whereas, traffic safety education rate, data and information been widely known as preventive indicators have been grossly neglected. In Nigeria, traffic safety enlightenment, awareness, political understanding and appreciation of the problem's magnitude are lacking. This study, therefore, seeks to understand and document the fact that accident causation factors in Nigeria relate more to the problem of development, poverty, knowledge and education as evidenced in most other developing countries. Among the primary accident causation factors on Nigerian roads are: - lack of a transportation system or multi-model integration - sub-standard and obsolete vehicles and road furniture - poor road maintenance, investment and engineering management - paucity of road users' and drivers' knowledge, skill, enlightenment and education of the road Use This paper submits that Nigeria being a developing nation requires purely primitive strategies being cost effective (health wise) than curative measures. It is in this light that an enduring, comprehensive and sustainable traffic safety educational programmes information base and data inventory, analysis and implementations form the focus of this study. This effort will provide basic guidelines framework and implementation procedure for a successful prevention of whiplash associated disorder resulting from road traffic crashes in Nigeria and other parts of the world.
Portugal has the highest rate of road fatalities in Europe (2002 and for Eur-15 - CARE database). For this highest rate, the accidents involving pedestrians and motorcycle occupants have a higher contribution than the European average. In the last years, especially accidents involving motorcycles have been investigated and currently two different projects are being carried out, one related with motorcycles accidents and the other with pedestrian accidents. In these projects, countermeasures among others to reduce the fatalities between these two types of road users are being studied. These accidents are investigated with the commercial accident reconstruction software PCCRASH but also new methodologies based on multibody dynamics are in development in order to more accurately study these two types of accidents. In this paper, the methodologies in use for accident reconstruction and new methodologies in development are presented. Speeding his found to be one of the major causes of road fatalities for pedestrians and motorcycle occupants. In the case of motorcycle accidents, these involve mainly young drivers. Aspects as social behavior are also important to understand the causes of some of these accidents. Some examples of accidents occurring in Portugal, involving especially motorcycles and pedestrians are presented and discussed.
This contribution introduces a number of psychological methods of analysis that are based on the practice-oriented collection of information directly at the site of an accident and that allow for an analysis and coding of the accident causes. Investigation examples and examples of the data combinations with basic medical and technical data are outlined. Objective of the collection is the inter-disciplinary investigation of human factors in the causes of accidents ("human-factor-analysis"). The psychological data are incorporated according to an integrative model for accident causes based on empiric algorithms in the data base of the accident research, where the clustered evaluation potential of comprehensive factors of the accident development can be illustrated. The central theoretical concept for the basic model of the progress of the accident from a psychological point of view comprises psychological indicators for the evaluation of the site of the accident for the analysis of the perception conditions as well as a classification of the gleaned data into the accident progress model according to chronological and local criteria. Perception conditions, action intentions and executions as well as conditions limiting perception and actions are acquired, using a questionnaire for persons involved in an accident, and are also integrated into the data structure concerning weighted feature characteristics as well as combined with other relevant features. Suitable systematization tools for the collection and coding of psychological accident development parameters have to be provided, which require primarily a model image of the corresponding processes from the persons involved in the accident (perceptions, expectations, decisions, actions). The interactive accident model contains components of the models by KÜTING 1990, MC DONALD 1972, SURREY 1969 and RASMUSSEN 1980. Based on the inter-action of the three partial systems "person", "vehicle" and "environment", the first step is the assessment of the situation by the persons involved in the accident. This is dependent on the personal attitudes and motives, on experiences and expectations concerning the progress of the situation. Subsequently, data concerning the manner of the coping with the ambiguous state as well as with the instable state (emergency reaction immediately before the accident occurs) are collected. The factors relating to the persons involved in the accident are gathered on several levels using corresponding questionnaires. The coding of the found and collected characteristics is conducted in a multidimensional evaluation relating to the technical results of the accident reconstruction and of the psychological classification, which are subsequently integrated in coded form into the data base of the accident research. The result of this analysis is a description of the development of the accident depicted on a chronological vector from a perception and decision theoretical perspective. This is explained in detail using exemplary cases.
Detailed investigations and reconstructions of real accidents involving vulnerable road users

The aim of this research is to improve knowledge about vulnerable road users accidents and more specifically pedestrians or cyclists. This work has been based on a complete analysis of real accidents. From accidents chosen from an in-depth multidisciplinary investigation (psychology, technical, medical), we have tried to identify the configuration of the impact: car speed, pedestrian or cyclist orientations. Then, we have made a numerical modelling of the same configuration with a multibody software. In particular, we have reproduced the anthropometry of the victim and the front shape of the car. A first simulation has been performed on this starting configuration. Next, effects of some parameters such as car velocity or victim position at impact have been numerically studied in order to find the best correlations with all indications produced by the in-depth analysis. Finally, the retained configuration was close to the presumed real accident conditions because it reproduces in particular the same impact points on the car, the same injuries, and is according to the driver statement. This double approach associating an in-depth accident analysis and a numerical simulation has been applied on pedestrian-to-car and bicyclist-tocar accidents. It has allowed us to better understand the real kinematics of such impacts. Even if this method is based on a case to case study, it underlines which parameters are relevant on a vulnerable road user accident investigation and reconstruction.
Because of actual developments and the continuous increase in the field of drive assistant systems, representative and detailed investigations of accident databases are necessary. This lecture describes the possibility to estimate the potential of primary and secondary safety measures by means of a computerized case by case analysis. Single primary or secondary safety measures as well as a combination of both are presented. The method is exemplarily shown for the primary safety measure "Brake Assist" in pedestrian accidents. Regarding accident prevention only the primary safety measure is determined.
Data concerning accidents involving personal injury which have been collected in the context of in-depth investigations on scene in the Hannover area since 1973 and in the Dresden area since 1999 represent an important basis for empirical traffic safety research. At national and international level various analyses and comparisons are carried out on the basis of "in-depth data" from the above mentioned investigations. In-depth data play a decisive role e.g. within the validation of EuroNCAP results on secondary safety (crashworthiness) of individual passenger car models. Thus, statistically sound methods of data analysis and population parameter estimation are of high importance. Since the 1st of August 1984 the "in-depth investigations on scene" in the Hannover area have been carried out according to a sampling plan developed by HAUTZINGER in the context of a research project on behalf of BASt. In the meantime a second region of in-depth investigation on scene was added with surveys in Dresden and the surrounding area. Internationally, the acronym GIDAS (German In-Depth Accident Study) is commonly used for the two above mentioned surveys. The objective of a current research project (topic of this contribution) is, among other things, to examine and adjust the previous weighting and expansion method for the two regional accident investigations to the current general conditions.
In-depth road traffic accident research in Spain is a fairly recent activity. In the past, only accident data that had been retrospectively processed by the national and regional traffic police forces was available. In 1999 Applus+IDIADA set up a permanent accident research unit to carry out indepth analysis of road accidents in Spain. Since then accidents involving cars, motorcycles, coaches and vulnerable road users have been thoroughly studied. The Applus+IDIADA accident research team has carried out work for the various traffic polices in Spain and it is currently involved in several research projects in which accidentology is one of the main tasks. The working methodology of the team is presented in the first part of the paper. In the framework of the European research project "Rollover" (GRD2-2001-50086), Applus+IDIADA has collected data, inspected scenarios and performed virtual reconstructions of twenty-six of the total seventy-six rollover accidents studied. The second half of the paper describes how these accident investigations were used to develop a test procedure for identifying possible improvements to the vehicle structure which augment occupant protection in a rollover scenario. In particular, a proposal for a new drop test for rollover assessment is presented. The cases were analysed for severity, in terms of injury to the occupants and damage to the vehicle, and taking into account whether a seatbelt was worn or not. The worst possible cases were identified as those that had severe occupant injuries and sizable damage to the occupant compartment when seatbelts had been worn. The most severe cases were then analysed further for impact position (roll and pitch angles) and the impact velocity. With these parameters taken into account, the most representative combinations could be found. This resulted in a series of configurations for possible drop tests. The results of the tests indicate where passenger vehicle structures need to be improved in order to increase occupant safety in the event of a rollover crash.
Interaction of road environment, vehicle and human factors in the causation of pedestrian accidents

The UK On-the-Spot project (OTS) completed over 1500 in-depth investigations of road accidents during 2000-2003 and is continuing for a further 3 years. Cases were sampled from two regions of England using rotating shifts to cover all days of the week and all hours of the day and night. Research teams were dispatched to accidents notified to police during the shifts; arrival time to the scene of the accident was generally less than 20 minutes. The methodology of OTS includes sophisticated systems for describing accident causation and the interaction of road, vehicle and human factors. The purpose of this paper is to describe and illustrate these systems by reference to pedestrian accidents. This type of analysis is intended to provide an insight into how and why pedestrian accidents occur in order to assist the development of effective road, vehicle and behavioural countermeasures.
76 severe traffic accidents had been investigated in depth in an ongoing Volkswagen-Tongji University joint accident research project in JiaDing district, Shanghai, PR China since June 2005. With a methodology similar to German accident research units in Dresden and Hannover, a research team proceeds to the scene immediately after the incident to investigate and collect various data on environment, accident occurrence, vehicle state and deformations as well as injuries. The data combined with the results of accident reconstruction will be stored in a database for further statistical and casuistic analysis. The first outcome of the project supports the hypothesis that a main causation for the large number of traffic accidents in China is the lacking of risk awareness in Chinese driver behaviour. Low seat-belt use and the high proportion of vulnerable and poorly protected two-wheelers in traffic are reasons for the high injury and fatality rate in China. The research work shows that accident research in China is feasible and able to give support to tackle one of the urging problems in Chinese development.
The "Seven Steps Method" is an analysis and classification system, which describes the human participation factors and their causes in the temporal sequence (from the perceptibility to concrete action errors) taking into consideration the logical sequence of individual basic functions. By means of the "seven steps" it is possible to describe the relevant human causes of accidents from persons involved in the accident in an economic way with a sufficient degree of exactitude, because the causes can be further differentiated in their value (e.g. diversion as external diversion with regard to impact due to surroundings) and their sub values (e.g. external diversion with regard to impact due to surroundings in the shape of a "capture" of the perception by a prominent object of the traffic environment). Theoretically it is possible that one or more causing moments can be assigned to a person involved in an accident in each of the "seven steps"; however it is also possible to sufficiently clarify the cause in only one level (examples for this are described). In the practice of accident investigation at the site of the accident, the sequence chart is also relevant. With its assistance the questioning of the people involved in an accident can be accomplished in a structured way by assigning a set of questions to each step.
The European Union has set a target to reduce all road fatalities (over 40,000) with 50% in 2010. This target percentage remained unchanged with the introduction of the ten new member states within the EU as by May 1st, 2004. According to Eurostat, 34% of all fatalities in 1998 in the, then, fifteen states of the European Union were the result of single vehicle collisions. This represents over 14,000 lives lost each year of which many can likely be saved through better roadside infrastructure design. The challenge for road safety professionals is to find methods and design strategies that help to reduce these casualties. Procedures for full-scale vehicle crash testing of guard rails were first published in the US in 1962. Present European regulation is mainly based on these procedures and later developments. Since then the vehicle fleet has changed considerably. Due to the complexity of the actual safety problem the numerical simulation approach offers a good opportunity to evaluate the different parameters involved in road safety, such as infrastructure properties, vehicle type, vehicle occupants and injuries. The ideal situation would be that simulation tools are coupled or integrated and all involved effects would be related. At the moment this is not the case yet, but initiatives are taken and a new virtual era has started. This paper offers a method looking at two components that encompass the driving environment: the car and the guardrail. As part of the EC-funded project, RISER (Roadside Infrastructure for Safer European Roads) a multi body simulation program study is carried out to determine sensitivities of some parameters in car to guardrail collisions and gives insides in performance of the car with passive safety equipment, the guardrail and the interaction of these objects with each other. By offering a set of methods that includes these two aspects and their intertwining relations, more confidence can be gained in actually reducing fatalities due to single vehicle collisions with, or due to, roadside furniture. Reducing the number of fatalities of single vehicle crashes would contribute greatly to the stated goal of reducing casualties altogether.
Due to recent years accident avoidance and crashworthiness on Austrian roads were mostly developed on national statistics and on-scene investigation respectively. Identification and elimination of black spots were main targets. In fact many fatal accidents do not occur on such black spots and black-spot investigation has reached a limit. New methods are required and therefore the Austrian Road Safety Programme was introduced by the Austrian Ministry of Transport, Innovation and Technology. The primary objective is the reduction of fatalities and severe injuries. Graz University of Technology initiated the project ZEDATU (Zentrale Datenbank tödlicher Unfälle) with the goal to identify similarities in different accident configurations. A matrix was established which categorizes risk and key factors of participating parties. Based on this information countermeasures were worked out.
NASS: the glass is half full

The National Accident Sampling System (NASS) was born in the late 1970s. It was based on a substantial amount of experience and analysis of what was needed in the United States to understand the safety challenges of our highways. This work also showed how to collect high quality and useful crash data efficiently. Unfortunately, when Ronald Reagan - a President who believed in limited government - was elected, any hope of full funding for NASS was lost. The concept of 75 teams investigating about 18,000 serious crashes in detail annually was never realized. The system got up to 50 teams, then was cut to 36, and finally to 24 teams investigating fewer than a quarter of the originally anticipated number of crashes per year. Despite this, the NASS investigations provide a rich source of data, collected according to a sophisticated statistical sampling system to facilitate detailed national estimates of road casualties on our nation- highways and their causes. In addition, changes have been made in recent years to increase the number of more serious crashes of recent model vehicles to make the results more relevant to improving vehicle safety. A recent, detailed examination of hundreds of rollovers has provided considerable insight into rollover casualties and into what can be done to reduce them. Some of these results will be presented that show the value of the NASS system. Our experience with NASS and the Fatal Accident Reporting System (FARS) suggests a number of improvements that could be made in the United States" crash data systems. It also provides justification for a doubling or tripling of our national expenditures on crash data collection.
This study aimed to identify the occurrence, type and mechanisms of the traumatic injuries of the vulnerable road users in vehicle collisions, and to determine the effects of human, engineering, and environment factors on traffic accidents and injuries. The pedestrian accident cases were collected in the years 2000 to 2005 from Changsha Wujing hospital China and Accident Research Unit at Medical University Hannover in Germany. A statistic analysis was carried out using the collected accident data. The results from analysis of Changsha data were compared with results from analysis of GIDAS data Hannover. The injury severities were determined using AIS code and ISS values. The results were presented in terms of cause of injuries, injury distributions, injury patterns, injury severity. The factors influenced the injury outcomes were proposed and discussed for the vehicle transport environment and road users. The results were discussed with regard to accident data collection, accident sampling and injury distributions etc. In the urban area of Changsha, motorcycles and passenger cars are most frequently involved in vehicle pedestrian accidents. Head and lower extremities injuries are the predominant types of pedestrian injuries. The pedestrian accidents were identified as vital issue in urban traffic safety and therefore a high priority should be given to this road user group in research of safe urban transportation. In Hannover area, cars are most frequently involved in traffic accidents, injured pedestrians are involved in road traffic of Germany in 13% of all causalities only in 2005 and have nearly the same number as motorcyclists, but the half of bicyclists.
In recent years the boundaries between active and passive safety blurred more and more. Passive safety in the traditional term includes all safety aspects to prevent occupants to be injured or at least injury severity should be reduced. Passive Safety starts with the collision (first vehicle contact) and ends with rescue (open vehicle doors). Within this phase the occupant has to be protected by the passenger compartment whereby no intrusion should occur. Active safety on the other side was developed to interact prior to the collision whereby the goal is to prevent accidents. The extensive interaction between active and passive safety led to the terminologies "Primary" and "Secondary" safety whereas the expression Integrated Safety Concept was generated. Within this study the most well documented single vehicle accidents with cars not equipped with ESP were identified from the PENDANT database and reconstructed. Additional cases were found in the database ZEDATU of TU Graz. In comparison each case was simulated with the assumption that the cars were equipped with ESP. The differences regarding accident avoidance or crash severity as well as reduction of injury risk were analysed.
There is a need for detecting characteristics of pedestrian movement before car-pedestrian collisions to trigger a fully reversible pedestrian protection system. For this purpose, a pedestrian sensor system has been developed. In order to evaluate the effectiveness of the sensor system, the in-depth knowledge of car-pedestrian impact scenarios is needed. This study aims at the evaluation of the sensor system. The accident data are selected from the STRADA database. The accident scenarios available in this database were evaluated and the knowledge of the most common scenarios was developed in terms of the pedestrian trajectory, the pedestrian speed, the car trajectory, the car velocity, etc. A mathematical model was then established to evaluate the sensor system with different detective angles. It was found that in order to detect all the pedestrians in the most common scenarios on time the sensor detective angle must be kept larger than 60 degrees.
The accident research project in Dresden was founded in July 1999. To date over 6.000 crash investigations have been undertaken. About 10.000 vehicles have been documented and over 13.000 participants have been debriefed. But there is much more than this scientific success. Because of the interdisciplinary character between the medical and technical focus, the project affords an important contribution for the education of the involved students. Over 200 students of different fields of study have got experiences not only for the occupational career. This lecture describes the additional effects of the accident research project regarding the education of the students, the capacity for teamwork and learning about dealing with accident casualties.
Description of road traffic related knee injuries in published investigations is very heterogeneous. The purpose of this study was to estimate the risk of knee injuries in real world car impacts in Germany focusing vulnerable road users (pedestrians, bicyclists and motorcyclists) and restrained car drivers. The accident research unit analyses technical and medical data collected shortly after the accident at scene. Two different periods (years 1985-1993 and 1995-2003) were compared focusing on knee injuries (Abbreviated Injury Scale (AISKnee) 2/3). In order to determine the influences type of collision, direction and speed as well as the injury pattern and different injury scores (AIS, MAIS, ISS) were examined. 1.794 pedestrians, 742 motorcyclists, 2.728 bicyclists and 1.116 car drivers were extracted. 2% had serious ligamentous or bony injuries in relation to all injured. The risk of injury is higher for twowheelers than for pedestrians, but knee injury severity is higher for the latter group. Overall the current knee injury risk is low and significant reduced comparing both time periods (27%, p<0,0001). Severe injuries (AISKnee 2/3) were below 1%). Improved aerodynamic design of car fronts reduced the risk for severe knee injuries significantly (p=0,0015). Highest risk of injury is for motorcycle followed by pedestrians, respectively. Knee protectors could prevent injuries by reducing local forces. The classically described dashboard injury was rarely identified. The overall injury risk for knee injuries in road traffic is lower than estimated and reduced comparing both periods. The aerodynamic shape of current cars compared to older types reduced the incidence and severity of knee injuries. Further modification and optimization of the interior and exterior design could be a proper measurement. Classic described injury mechanisms were rarely identified. It seems that the AIS is still underestimating extremity injuries and their long term results.
Transportable Schutzeinrichtungen werden in Deutschland im Bereich von Autobahnbaustellen eingesetzt, um entgegengesetzt gerichtete Verkehrsströme zu trennen und Arbeitsstellen gegenüber dem laufenden Verkehr zu sichern. Bei schweren Unfällen kann es erforderlich werden, dass Schutzeinrichtungen geöffnet werden müssen, um den Rettungskräften den Zugang zur Unfallstelle zu erleichtern. Die deutschen Regelwerke sehen bislang keinen Einsatz von Notöffnungsmöglichkeiten in transportablen Schutzeinrichtungen vor. Ziel des Projektes war es, zu ermitteln, ob und wo durch die Verwendung von Öffnungsmöglichkeiten die Zugänglichkeit zum Unfallort erleichtert werden kann. Im zweiten Schritt sollten Vorgaben für eine einheitliche Gestaltung von Notöffnungen erarbeitet werden, die mit den marktgängigen Schutzeinrichtungen umsetzbar sind, und die es den Einsatzkräften ermöglichen, ohne Vorkenntnisse und ohne Werkzeuge die Öffnungen schnell und einfach zu bedienen. Dazu sollten sowohl Verschlussmechanismen wie auch eine visuelle Kennzeichnung betrachtet werden. Die Untersuchungen haben gezeigt, dass Notöffnungen mit sehr vielen marktgängigen Schutzeinrichtungen realisiert werden können. Das größte Problem bei der Umsetzung stellt für die meisten Systeme das hohe Eigengewicht der Elemente dar. Von einer grundsätzlichen Verwendung von Notöffnungen an Arbeitsstellen auf Autobahnen ist abzuraten. Jedoch können unter bestimmten Voraussetzungen, die in einem Kriterienkatalog zusammengefasst wurden, durch den Einsatz von Notöffnungen die Zugriffsmöglichkeiten bei Unfällen verbessert werden. Aus Gründen der Verkehrssicherheit empfiehlt es sich, Notöffnungen jeweils am Beginn und am Ende einer Baustelle zu platzieren. Sind zusätzliche Öffnungspunkte dazwischen erforderlich, muss sehr gut abgewägt werden zwischen dem Faktor Zeitgewinn und dem erhöhten Risiko für Einsatzkräfte und den nachfolgenden Verkehr.
Für einige fahrfremde Tätigkeiten ist durch Labor- und Feldstudien gut belegt, dass diese das Fahren beeinträchtigen können. Weitgehend unbekannt ist aber, wie häufig und bei welchen Gelegenheiten diese Tätigkeiten während des Fahrens durchgeführt werden. Erst aus der Integration von Auftretenshäufigkeit und Gefährlichkeit einer fahrfremden Tätigkeit lässt sich abschätzen, inwieweit sie das Unfallrisiko erhöht. Im Wesentlichen eignen sich vier Studientypen zur Untersuchung von Häufigkeit und Gefährlichkeit fahrfremder Tätigkeiten. Die Frage nach der Gefährlichkeit lässt sich effektiv im Simulatorexperiment beantworten, allerdings ist hier die Übertragbarkeit auf reales Fahren problematisch. Mit Naturalistic Driving Studies können sowohl Häufigkeit als auch Gefährlichkeit fahrfremder Tätigkeiten im Realverkehr untersucht werden. Ergebnisse solcher Studien haben die beste Gültigkeit. Demgegenüber steht ein extrem hoher finanzieller und zeitlicher Aufwand. Informationen über die Häufigkeit fahrfremder Tätigkeiten können alternativ durch Befragungsstudien erfasst werden. Dabei können zum einen Fahrer direkt nach einer Fahrt aufgesucht und mit Face-to-Face-Interviews befragt werden. Zum anderen kann eine repräsentative Auswahl von Fahrern gebeten werden, an einem Tag ein Fahrttagebuch zu führen, in dem fahrfremde Tätigkeiten registriert werden. Beides ermöglicht einen effektiven Zugang zu einer repräsentativen Stichprobe. Zentrales Problem beider Studientypen ist die Frage, inwieweit fahrfremde Tätigkeiten überhaupt berichtbar sind und auch tatsächlich berichtet werden. Alle Ansätze setzen voraus, dass eine umfassende, eindeutige Definition fahrfremder Tätigkeiten vorliegt. Mit Hilfe einer Literaturstudie wurde ein Katalog relevanter fahrfremder Tätigkeiten entwickelt. In der untersuchten Literatur fanden sich zwei unterschiedliche Arten von Studien: Die erste Gruppe von Studien basiert auf Unfallstatistiken und -datenbanken aus verschiedenen Ländern. Die zweite Gruppe von Studien sind Beobachtungen der Fahrer während der Fahrt. Fasst man die Unfallstudien zusammen, so erscheint eine Häufigkeit zwischen 10% und 30% fahrfremder Tätigkeiten bei allen Unfällen als wahrscheinlich. Für die Beobachtungsstudien bei unfallfreien Fahrten findet sich insgesamt ein Anteil von ca. 30% der Fahrzeit, die mit fahrfremden Tätigkeiten verbracht wird. Die Ergebnisse weisen darauf hin, dass nicht jede fahrfremde Tätigkeit das Unfallrisiko erhöht, aber dass sich für bestimmte fahrfremde Tätigkeiten unter bestimmten Umständen sehr deutliche Erhöhungen des Unfallrisikos zeigen lassen. Allerdings sind die vorliegenden Ergebnisse sehr heterogen und fehlen für Deutschland weitgehend. Vor diesem Hintergrund wurde mit einer Machbarkeitsstudie mit knapp 300 Fahrern untersucht, inwieweit ein Face-to-Face-Interview geeignet ist, um die Häufigkeit fahrfremder Tätigkeiten durch eine Befragung direkt nach der Fahrt in Deutschland zu erfassen. Die dabei befragten fünf Fahrergruppen unterscheiden sich in einer Reihe von Merkmalen, die wiederum die Häufigkeit fahrfremder Tätigkeiten beeinflussen können. Insgesamt gaben 80% der befragten Fahrer an, dass sie zwischen einer und drei fahrfremde Tätigkeiten in der letzten halben Stunde ausgeführt haben. Den zeitlich größten Teil der fahrfremden Tätigkeiten machen die Interaktionen mit Beifahrern und die Bedienung fahrzeugfremder Geräte aus. Den Fahrern ist zwar prinzipiell bewusst, dass fahrfremde Tätigkeiten gefährlich sein könnten, für die von ihnen durchgeführten Tätigkeiten sind sie aber der Meinung, dass diese eher nicht gefährlich oder ablenkend gewesen sind. Damit wird deutlich, warum die Fahrer so häufig und über so einen langen Zeitraum fahrfremde Tätigkeiten ausführen. Sie sind offensichtlich davon überzeugt, dass dies zwar prinzipiell gefährlich sein kann, dies aber in der speziellen Situation für sie nicht zutrifft. Unter methodischen Gesichtspunkten hat sich dieser Zugang bewährt. Mit Hilfe von Face-to-Face- Interviews direkt nach der Fahrt sind mit einem sehr überschaubaren Aufwand Schätzungen der Häufigkeit und Dauer fahrfremder Tätigkeiten innerhalb der letzten halben Stunde der Fahrt zu erhalten. Die hohe Teilnahmequote und die Auskunftsfreudigkeit der Teilnehmer sprechen dafür, dass diese die von ihnen durchgeführten fahrfremden Tätigkeiten ehrlich und vollständig berichten. Es zeigt sich, dass fahrfremde Tätigkeiten sowohl in der Häufigkeit also auch in ihrer Dauer auch in Deutschland ein großes Problemfeld darstellen. Allerdings sollten diese Befunde mit größeren Stichproben repliziert werden, bei denen der Anteil anderer Fahrten (nachts, andere Jahreszeiten, andere Fahrziele) und Fahrer (Lkw-Fahrer in der Stadt) zu erhöhen wäre. Mit der beschriebenen Art des Vorgehens wäre dies mit einem begrenzten Aufwand gut möglich.
Das Ziel der vorliegenden Arbeit war der Vergleich verschiedener Stauendewarnungen hinsichtlich ihrer Effekte auf die Fahrsicherheit. Hierfür wurden im Rahmen einer Fahrsimulatorstudie mit N = 32 Probanden mit Bewegungssystem on-trip Warnungen vor Stauenden auf Autobahnen untersucht. Es wurden in zwei Verkehrsbedingungen ("mit Verkehr" vs. "ohne Verkehr": Stauenden werden mit oder ohne Umgebungsverkehr erreicht) jeweils zwei Stauendearten simuliert: (1) Umgebungsverkehr bremst kurz vor dem Stauende plötzlich ab ("hartes Stauende") bzw. Stauende ist durch die Streckengeometrie nicht einsehbar ("verdecktes Stauende") vs. (2) Umgebungsverkehr reduziert die Geschwindigkeit vor dem Stauende graduell ("weiches Stauende") bzw. Stauende ist einsehbar ("unverdecktes Stauende"). Zudem wurde der erstmalige Zeitpunkt der Warnung ("3.5 km" vs. "1.5 km" vs. "0.3 km" vor Stauende) und die Warnpräzision ("präzise Warnung": Distanz zum Stauende wird angezeigt und regelmäßig aktualisiert vs. "unpräzise Warnung" ohne konkrete Distanzangabe) variiert. Außerdem wurden Stauenden in einer nicht-gewarnten Kontrollfahrt angefahren. Es wurde ein Bewertungskonzept für die Fahrsicherheit entwickelt, anhand dessen die eingeführten Warnkonzepte mittels Indikatoren für Längs- und Querregelung, Ereigniserkennung und Probandenbefragung verglichen werden können: (1) Die Rohdaten verschiedenartiger Indikatoren wurden in einem deskriptiven, graphischen und inferenzstatistischen Vorgehen interpretiert und (2) die so ermittelten Kennwerte wurden in eine integrierte statistische Auswertung mittels TOPSIS (Technique for Order Preference by Similarity to Ideal Solution), das einen standardisierten Vergleich verschiedener Warnalternativen ermöglicht, überführt. Dieses Bewertungskonzept wurde auf die in der Fahrsimulation aufgezeichneten Daten angewendet, so dass für die eingeführten Variationen der Stauendearten (Warnpräzision und Warndistanz) in Abhängigkeit der Verkehrsbedingung eine vergleichende Bewertung der Sicherheitswirkungen ermöglicht wurde. Durch eine ergänzende kritische Einordnung der Ergebnisse und des Versuchsaufbaus dienen die Ergebnisse als Entscheidungsunterstützung bei der Entwicklung und Einführung von Stauendewarnungen.
Ziel des Forschungsprojektes war die quantitative Vorausschätzung des Straßenverkehrsunfallgeschehens der Jahre 2015 und 2020 in Deutschland mit Hilfe eines eigens entwickelten Prognoseverfahrens. Das Verfahren sollte eine größtmögliche Differenzierung des zukünftigen Unfallgeschehens nach Schweregrad, Art der Verkehrsbeteiligung und Alter der Verkehrsteilnehmer erlauben. Das Modell sollte grundsätzlich in der Lage sein, Ursache - Wirkungszusammenhänge differenzierter als in herkömmlichen Ansätzen der Zeitreihenanalyse und deren Trendfortschreibung abzubilden. Den Prognosehorizont bilden die Jahre 2015 und 2020. Im Rahmen des vorliegenden Projekts erfolgte für Deutschland erstmals eine Prognose der Unfall- und Verunglücktenzahlen über eine Risikoanalyse maßgebender Unfallkonstellationen. Dabei wurde sowohl nach Ortslagen, Unfallbeteiligten und Alter der Verkehrsteilnehmer unterschieden. Mit Hilfe des vorgestellten Prognosemodells lässt sich der künftige Grad der Straßenverkehrssicherheit differenziert beurteilen. Auswirkungen der sich ändernden Rahmenbedingungen auf das Unfallgeschehen werden sowohl auf der Ebene der Unfallentstehung als auch auf der Ebene der Unfallschwere berücksichtigt. Dabei kann insbesondere der Einfluss aus Demografie und sich verändernder Zugangsvoraussetzungen zu Verkehrsmitteln auf das Unfallgeschehen abgebildet werden. Der vorgestellte erste Entwicklungsstand des Modells bietet daher bereits sehr gute Möglichkeiten, Wirkungsanalysen bei veränderten Einflussgrößen durchzuführen. Das Unfallprognosemodell wurde modular aufgebaut. Dadurch konnte eine logische und hierarchische Modellstruktur realisiert werden. In der Folge werden die einzelnen Module im Gesamtmodell sequentiell durchlaufen, sind in sich geschlossen und folgen eigenen Berechnungsvorschriften. Eine Umsetzung des Modells erfolgte auf Basis verknüpfter Excel-Dateien mit Hilfe von VBA-Makros. Hierbei wurde auf eine stark getrennte Struktur der einzelnen Berechnungsschritte Wert gelegt, um die einzelnen Dateien übersichtlich und nachvollziehbar zu gestalten. Gleichzeitig erfüllt das Modell die Forderung einer größtmöglichen Variabilität. So können sowohl geänderte Eingangsdaten zugrundegelegt werden als auch die Auswahl der differenzierten Trendberechnung beliebig getroffen werden. Im Ergebnis ist auf Basis der getroffenen Annahmen, der historischen Entwicklung und der konstellationenfeinen Fortschreibung der Risikofaktoren ein deutlicher Rückgang der Unfall- und Verunglücktenzahlen in Deutschland für den Prognosezeitraum gegenüber 2006 zu erwarten. Bei den Unfällen mit Personenschaden ist bis 2020 mit einer Abnahme um nahezu 30 % zu rechnen, bei den Verunglückten kann von einer Reduzierung um 13 % ausgegangen werden. Die Zahl getöteter Personen sinkt dabei voraussichtlich von ca. 5.100 Personen (2006) auf 2.700 Personen (2020). In Bezug auf die Schwerverletzten ist im gleichen Zeitraum mit einem Rückgang um ca. 33.000 Personen zu rechnen (2006: 74.500 Personen). Ebenso sinkt gegenüber dem Analysejahr 2006 die Anzahl Leichtverletzter um etwa 6 % auf etwa 326.000 Personen. Die Rückgänge der Verunglücktenzahlen liegen zwischen 2006 und 2015 sowie zwischen 2015 und 2020 zahlenmäßig auf einem vergleichbaren Niveau (55.000 bzw. 58.000 V). Somit wird etwa die Hälfte der Gesamtrückgänge im Prognosezeitraum allein in den letzten fünf Jahren der insgesamt fünfzehnjährigen Zeitspanne erreicht.
Die steigende Lebenserwartung sowie die geringe Geburtenrate führen zu einer Alterung der Gesellschaft, die sich schon heute bemerkbar macht und sich in den nächsten Jahrzehnten noch verstärkt auswirken wird. Damit verbunden ist eine relative Zunahme von Auto fahrenden Senioren. Immer mehr ältere Menschen orientieren sich an einem aktiven Lebens- und Freizeitstil. Dabei spielt der Pkw eine herausragende Rolle - ermöglicht er doch oft erst die Aufrechterhaltung von Mobilität und Unabhängigkeit. Gleichzeitig kann es jedoch mit fortschreitendem Alter zu verschiedenen körperlichen oder geistigen Leistungseinbußen kommen, die möglicherweise die Fahrleistung beeinflussen. Vor diesem Hintergrund rückt die Frage nach den Unfallrisiken älterer Kraftfahrer weiter in den Mittelpunkt des Interesses. Das von der Bundesanstalt für Straßenwesen geförderte Projekt PROSA (Profile von Senioren mit Autounfällen) setzte sich zum Ziel, den Einfluss altersbedingter Leistungseinbußen auf das Unfallrisiko differenzierter zu betrachten. Am Zentrum für Alternskulturen der Universität Bonn wurden Profile von Senioren untersucht, die in einen Autounfall verwickelt waren, und es wurde der Frage nachgegangen, welche Bedeutung diese für die Ableitung von Interventionsmaßnahmen haben. Im Großraum Bonn wurden dazu 180 Senioren mit einem Mindestalter von 65 Jahren interviewt, die in den letzten fünf Jahren als Fahrer eines Pkws in einen Unfall verwickelt waren. Die Teilnehmer wurden zu individuellen Leistungsbeeinträchtigungen und Persönlichkeitsmerkmalen sowie zu ihrer Fahrbiographie und Unfallgeschichte befragt. Darüber hinaus wurde eine Teilstichprobe von 50 Teilnehmern einer internistisch-verkehrspsychologischen Untersuchung sowie einer Fahrverhaltensprobe unterzogen. Die Ergebnisse verdeutlichen, dass das Alter allein kein Prädiktor für individuelle Leistungsfähigkeit und Unfallrisiko darstellt. Vielmehr scheinen spezifische Kombinationen aus alterskorrelierten Einbußen und Krankheit zu einem erhöhten Risiko zu führen. Diese Heterogenität sollte vor allem bei interventiven Maßnahmen und bei künftigen Forschungen berücksichtigt werden.
Ziel der Untersuchung war es, ein standardisiertes Verfahren zur Abschätzung der Auswirkungen von Ortsumgehungen auf die Verkehrssicherheit zu entwickeln. Dieses Verfahren soll den Netzzusammenhang berücksichtigen und eine Bilanzierung der Verkehrssicherheitswirkungen von Ortsumgehungen ermöglichen. Dabei sind auch Umbaumaßnahmen und veränderte Verkehrsregelungen in den Ortsdurchfahrten, sofern diese im Zusammenhang mit der Ortsumgehung realisiert werden, zu berücksichtigen. Damit soll eine verbesserte Entscheidungsgrundlage für die Bewertung von Ortsumgehungen aus Verkehrssicherheitssicht zur Verfügung gestellt werden. Das standardisierte Verfahren wurde anhand von konkreten Beispielen auf seine Aussagegenauigkeit hin überprüft. Hierfür wurden die realen Verkehrssicherheitswirkungen von 21 umgesetzten Ortsumgehungen in einem definierten relevanten Straßennetz erhoben und bilanziert. Bei der Bilanzierung der Verkehrssicherheitswirkungen der 21 Beispiele im Vorher-Nachher-Vergleich zeigte sich, dass die Knotenpunkte im Zuge der Ortsumgehungen wesentlich dazu beitragen, ob der Vorher-Nachher-Vergleich positiv oder negativ ausfällt. Resümierend kann festgehalten werden, dass über das (neue) Berechnungsverfahren die Möglichkeit besteht, die Auswirkungen von Ortsumgehungen auf die Verkehrssicherheit mit relativ geringem Aufwand abzuschätzen, wenn die Verkehrsbelastungen für den Vorher-Fall (ohne Ortsumgehung) und für den Nachher-Fall (mit Ortsumgehung) zur Verfügung stehen. Das Verfahren weist die voraussichtlichen Verkehrssicherheitswirkungen, die durch den Bau einer Ortsumgehung im Straßennetz entstehen, in ihrer Tendenz und den Absolutzahlen genauer aus als das derzeit angewendete Verfahren nach EWS.
Abschätzung der Gesamtzahl Schwerstverletzter in Folge von Straßenverkehrsunfällen in Deutschland

Die Zahlen der im Straßenverkehr Getöteten, Schwer- und Leichtverletzten werden in Deutschland seit Jahren in amtlichen Statistiken geführt. Über die Gruppe der besonders schwer betroffenen Patienten liegen jedoch nur vage Schätzungen vor. Auch werden unterschiedliche Kriterien zur Definition dieser so genannten Schwerstverletzten verwendet, die zumeist auf einer Beschreibung der Art und der Schwere der Verletzungen beruhen. In der vorliegenden Arbeit sollen mit Daten aus dem Trauma-Register der DGU sowohl die unterschiedlichen Definitionen dargestellt werden, als auch über verschiedene Methoden die Gesamtzahl dieser Personen in Deutschland geschätzt werden. Das TraumaRegister DGU (TR-DGU) ist eine freiwillige Dokumentation von Unfallopfern, die lebend eine Klinik erreichen, dort behandelt werden und intensivmedizinisch betreut werden müssen. Das Register besteht seit 1993 und erfasst derzeit etwa 6.000 Fälle pro Jahr aus über 100 Kliniken. Pro Patient werden ca. 100 Angaben einschließlich der Codierung seiner Verletzungen gemäß Abbreviated Injury Scale (AIS) erfasst. Dieser Codierung erlaubt die Berechnung des Injury Severity Score (ISS) und des New ISS (NISS). Zum Vergleich werden folgende Definitionen eines Schwerstverletzten betrachtet: Maximum AIS ≥ 3; Maximum AIS ≥ 4; ISS ≥ 9; ISS ≥ 16; NISS ≥ 16, Polytrauma sowie die Notwendigkeit der Intensivtherapie. Am Beispiel des Kriteriums "ISS ≥ 16" werden schließlich auf drei verschiedene Arten die Gesamtzahl Schwerstverletzter Verkehrsunfallopfer geschätzt: 1.) in fünf ausgewählten Regionen werden die Schwerstverletzten aus dem TR-DGU mit der Anzahl Schwerverletzter aus der amtlichen Statistik verglichen, um den Anteil der besonders schwer betroffenen Patienten zu bestimmen. 2.) Aus dem TR-DGU wird je nach Versorgungsstufe des Krankenhauses (lokales, regionales oder überregionales Zentrum) die durchschnittliche Anzahl Schwerstverletzter ermittelt und dann über die Anzahl solcher Kliniken in Deutschland hochgerechnet. 3.) Die Zahl der Schwerstverletzten wird aus der Zahl der Getöteten Verkehrsunfallopfer geschätzt. Dazu nutzt man das Verhältnis von in der Klinik verstorbenen zu überlebenden Schwerstverletzten aus dem TR-DGU. Mit Literaturangaben zum Anteil von präklinisch Verstorbenen wird dann auf der Basis der Anzahl der Getöteten aus der amtlichen Statistik die Gesamtzahl Schwerstverletzter geschätzt. Je nach Definition eines Schwerstverletzten konnten zwischen 9.213 und 17.425 Fälle aus dem TR-DGU der letzten 10 Jahre berücksichtigt werden. Von diesen Patienten sind zwischen 12,7% und 20,2% im Krankenhaus verstorben. Die Krankenhaus Liegedauer der Überlebenden liegt zwischen 30 und 35 Tagen. Nimmt man die Definition "ISS -³ 16" als Basis (n=13.467), so reduziert sich die Zahl Schwerstverletzter um 37%, wenn man stattdessen den Begriff des Polytraumas wählt; betrachtet man hingegen die Intensivpflichtigkeit als Kriterium so erhöht sich die Zahl um 22%. Der erste Schätzansatz kommt zum Ergebnis, dass etwa 8-10% der Schwerverletzten zu den besonders schwer Verletzten zählen. Für ganz Deutschland erhält man damit Schätzwerte zwischen 6.300 und 7.900 Fälle pro Jahr. Die zweite Methode ergab, dass die Krankenhäuser der drei unterschiedlichen Versorgungsstufen jeweils 30,2, 11,5 oder 3,3 Fälle pro Jahr behandeln. Bezogen auf die 874 deutschen Kliniken ergeben sich geschätzte Gesamtzahlen von 6.800 bis 10.400 Fälle. Die dritte Methode zeigt, dass pro Patient, der im Krankenhaus verstirbt, 6,3 Schwerstverletzte überleben. Im Krankenhaus versterben jedoch etwa nur 25% bis 40% der insgesamt Getöteten; der Großteil der Getöteten verstirbt unmittelbar an der Unfallstelle. Damit müssen noch 1,5 bis 3 Todesfälle hinzugerechnet werden, was schließlich zu einem Verhältnis von 6,3 Schwerstverletzten zu 2,5 bis 4 Todesfällen führt. Bei einer Gesamtzahl von 5.595 Getöteten (Mittelwert 2002-2008) ergeben sich so Gesamtzahlen von 8.800 bis 14.000 Schwerstverletzte pro Jahr. Die Ergebnisse der angewendeten Schätzmethoden variieren stark und lassen auf eine Gesamtzahl von etwa 10.000 schwerstverletzten Verkehrsunfallopfern pro Jahr in Deutschland schließen. Bei Anwendung der Definition Intensivtherapie ergeben sich sogar etwa 12.500 Fälle. Alle Schätzmethoden sind gewissen Unsicherheiten ausgesetzt, die wenn möglich in Variationsrechnungen berücksichtigt wurden. Eine deutlich verbesserte Schätzung dieser Zahl ist jedoch erst möglich, wenn in wenigen Jahren vollzählige Erfassungen aus den derzeit entstehenden regionalen TraumaNetzwerken der DGU im TraumaRegister vorliegen.
Die Unfallzahlen für das Jahr 2008 zeigen, dass die intensiven Anstrengungen für die Verkehrssicherheit weiterhin Früchte tragen. Nachdem im Jahr 2007 mit 220 Toten auch in Rheinland-Pfalz der geringste Stand seit Einführung der Unfallstatistik registriert wurde, konnte dieser Trend auch im Jahr 2008 bestätigt werden. Die Verkehrssicherheitsarbeit in Rheinland-Pfalz sieht sich dabei zunächst im Kontext des anspruchsvollen Ziels der EU, die Zahl der Verkehrstoten bis 2010 zu halbieren. Im Mittelpunkt steht dabei die Frage, wie die Risiken im Verkehrsverhalten der Menschen minimiert werden können. Vorhandene Sicherheitspotenziale sollen genutzt werden, Maßnahmen sind gezielt auf die Brennpunkte im Verkehrsgeschehen auszurichten. Neben Sicherheitsaktionen und Trainings für die Verkehrsteilnehmer sowie der Polizeiarbeit ist einer der wichtigsten Ansätze die Verbesserung der Infrastruktur. Zu den Maßnahmen auf diesem Gebiet zählen neue Ansätze beispielsweise bei der Überprüfung sicherheitsrelevanter Aspekte schon in der Planung, beim Bau moderner Verkehrsbeeinflussungsanlagen oder bei der Sicherheit an Bahnübergängen und in Tunnels. Ein Fokus liegt jedoch auf der Unfallkommissionsarbeit. Sie ist ein wesentlicher Bestandteil der Gesamtkonzeption zur Verbesserung der Verkehrssicherheit. Das Land Rheinland-Pfalz verfügt seit nunmehr über 35 Jahren über institutionalisierte Erfahrungen auf diesem Gebiet, die auch als Beispiel für die bundesweite Entwicklung dienten. In einem weiteren Schritt werden seit kurzem in einer landesweiten Unfallkonferenz nunmehr Programmschwerpunkte wie beispielsweise die Bekämpfung von Motorradunfällen oder Baumunfällen definiert. Zudem wurden mit einem aufwändigen Programm allen der etwa 400 Unfallkommissionsmitglieder in Rheinland-Pfalz Schulungen angeboten. Eine permanente Nachschulung garantiert dabei einen gleichbleibend hohen Wissensstand. Beispielgebend ist allerdings auch die zentrale Unfallauswertestelle beim Landesbetrieb Mobilität in Koblenz, die es in dieser Form so nur noch in Bayern gibt. Mit ihr steht seit vielen Jahren ein Instrument zur Verfügung, das nicht nur die Grundlagen für gezielte und effektive Verkehrssicherheitsmaßnahmen schafft, sondern auch landesweite Controllings durchführt. Ohne eine finanzielle Ausstattung ist jedoch eine effektive Unfallkommissionsarbeit nicht möglich. Aus diesem Grund wurde als Novum ein spezieller Haushaltsansatz geschaffen, der gezielt ausschließlich im Sinne der Verkehrssicherheit - derzeit mit dem Schwerpunkt Baumunfälle und Motorradsicherheit - eingesetzt wird. Dabei wurde auch in einem Bewertungsverfahren zum Ausbauplan für Landesstraßen die Verkehrssicherheit so gewichtet, dass speziell Unfallhäufungsstellen in die Prioritätenreihung gelangen. Diese Ansätze mit Strategien aus einer Landesunfallkonferenz, gezielter Schulung, finanzieller Ausstattung sowie Unterstützung und Controlling durch eine zentrale Unfallauswertestelle sind zugleich Chance und Herausforderung für eine künftige Verkehrssicherheitsarbeit.
The significant demographic changes are predicted for the European future. The age group over 65 years is permanently increasing and over next 30 years every fourth person will belong to this group. This development will continue so far that by 2050 in many countries will double the percentage of the population aged 65 and more. Many studies analyze the new phenomena of the ageing (graying) society during the last decade. Mobility is integrated part of the life of every citizen, even more it means for the elderly people. The adequate mobility is the precondition for their active life and for their social communication that contribute to their health and functional capacity and their autonomy and independency. The active seniors demand less public support. The mobility of the older citizens is closely linked with health and societal problems and creates an important public challenge. On the other side the participation of seniors in transport due to their limited physical and mental possibilities means for them an increased risk to be injured or killed. The main mobility spaces are roads that can be used not only as a traveler in a vehicle (driver or passenger) but also as a pedestrian or cyclist or even as a motorcyclist. The road traffic is then an opportunity and danger in the same time. The accident analyzes show specific risk features of seniors that are different compared with other age groups. First of all the older road users (65 and more) are facing to the higher risk (number of killed divided by the population size) to be killed in a road accident compared with the group of younger road users (0 - 64). More significant difference can be observed when comparing the road user groups. The fatality percentage of the older pedestrians is 2,5 times higher compared with the group 25 " 64. Similar frequency show the cyclist fatalities. On the other side the vehicle passengers in the younger group have more or less two time higher percentage compared to seniors and in the group of motorcyclists even achieved in 2008 almost five times higher compared with the older group. The share of the old road users fatalities (around 19%) didn"t practically change during the last 10 years in the European average. But comparing the gender involvement (2006) there is an interesting difference " female fatalities make 30, 2%, male fatalities 15, 3% of all fatalities in their groups. The risk of the senior users is more connected with their physical and mental limits than with their risk behavior. According to the Czech statistics (2007) the vehicle drivers over 65 years cause only 3, 6% of all accidents. The solution of the problem is to minimize the risk and to create a safe environment for the elderly people using the roads. In order to achieve this goal a deep knowledge of risk and of accident circumstances, full understanding of the behavior of the seniors and their limitations and accommodating approach of the whole society is necessary. Road risk of the ageing society has to be considered as a part of the health and social policy. These can build a creditable basis for the implementation of the measures that secure safe moving of seniors on the roads.
In der Prozessevaluation wurden 3.780 Modellversuchsteilnehmer während der Phase des begleiteten Fahrens bis zu viermal und 1.735 Begleitpersonen einmalig zu unterschiedlichen Aspekten der Maßnahmenumsetzung befragt. Die Teilnahmegründe der Jugendlichen und ihrer Begleiter ließen erkennen, dass das Begleitete Fahren als Bestandteil der Fahranfängervorbereitung gut in den altersspezifischen Lebensabschnitt der jungen Fahrer integriert werden konnte. Insgesamt belegen die Befunde eine große Zugangsfreundlichkeit des Modells und eine hohe Praktikabilität. Im Durchschnitt erbrachten Jugendliche an Tagen mit Begleitfahrt eine Fahrleistung von 32,4 km (Median: 24,0 km). Monatlich wurde eine mittlere Fahrleistung von 318,5 km erbracht. In durchschnittlich acht Monaten Begleitdauer erwarben die Jugendlichen etwa 2.400 km Fahrpraxis. Bei voller Ausschöpfung der Begleitdauer von zwölf Monaten ergab sich eine durchschnittliche Fahrleistung von 3.800 km. Hauptfahrtzwecke waren private Fahrten (Familie, Besuche), Haushaltserledigungen, Freizeitfahrten und Fahrten zur Schule / Ausbildung. Hinsichtlich der Interaktion zwischen Fahranfänger und Begleiter ergibt sich auf der Grundlage zahlreicher Einzelbefunde das Bild einer angemessenen Rolleninterpretation und -ausübung im Sinne eines konstruktiven Zusammenwirkens von Fahranfänger und Begleiter beim fahrpraktischen Kompetenzerwerb. Im Verlauf der Begleitphase war eine deutliche Abnahme unsicherer Fahranfänger zu beobachten. Dies ist Ausdruck des subjektiv wahrgenommenen Zuwachses von Fahrerfahrung während der Begleitphase. Unfälle, Verkehrsverstöße und Verwarnungen in der Begleitphase wurden behördlicherseits nur in geringem Umfang berichtet. Dies lässt erkennen, dass die Maßnahmenpraxis den gebotenen Verkehrssicherheitserfordernissen in hohem Maße gerecht wird. Die erhebliche Ausweitung der fahrpraktischen Vorbereitung durch das Modell "Begleitetes Fahren ab 17 Jahre" hat zu einer strukturellen Veränderung der Fahranfängervorbereitung in Deutschland geführt. Die gegebenen Möglichkeiten hinsichtlich der Nutzungsdauer der Begleitphase und des Umfangs der erbrachten Fahrleistung erscheinen gleichwohl noch nicht ausgeschöpft und empfehlen sich daher als Gegenstand künftiger Optimierungsanstrengungen. Neben der vertieften Ausschöpfung des originären Maßnahmenpotenzials eines längerfristigen fahrpraktischen Erfahrungsaufbaus empfiehlt sich zudem eine sinnvolle Verbindung dieses Maßnahmenansatzes mit weiteren zielführenden Maßnahmen im Rahmen eines integrierten Systems der Fahranfängervorbereitung in Deutschland.
Zentrale Zielsetzung dieses Forschungsvorhabens ist die Ableitung einer Grundlage für die quantitative Abschätzung der Sicherheitswirkungen verschiedener Bau-, Gestaltungs- und Betriebsformen von Landstraßen. Hierzu wurden erreichbare Unfallraten und Unfallkostenraten von Landstraßen differenziert nach Ausbaustandard und Betriebsformen abgeleitet. Die Unfallkenngrößen wurden dabei getrennt für die drei Teilbereiche eines Landstraßenzuges (freie Streckenabschnitte, Einflussbereiche von Knotenpunkten, Knotenpunkte) ermittelt. Während die mittlere Unfallkostenrate eines Untersuchungskollektives von Straßenabschnitten nur eine Aussage über die durchschnittlichen Unfallkosten in Bezug auf die Fahrleistung dieses Kollektives treffen, soll die Grundunfallkostenrate die bei richtliniengerechter Anlage einer Straße (Gestaltung und Betrieb) möglichen fahrleistungsabhängigen Unfallkosten widerspiegeln. Bei der Ermittlung der Grundunfallkostenraten dürfen prinzipiell nur richtliniengerecht ausgebildete Straßen Berücksichtigung finden. Aus der zugrunde liegenden Datenbasis war allerdings nicht erkennbar, ob es sich im Einzelfall um richtliniengerechte oder nicht richtliniengerechte Straßen handelt. Es war davon auszugehen, dass das Untersuchungskollektiv auch nicht richtliniengerechte Anlagen umfasst. Dabei ist zusätzlich das Maß der Abweichung von einer richtliniengerechten Straße unbekannt, sodass keine Aussage darüber getroffen werden kann, inwieweit sich der "Grad der Unsicherheit" auch auf das Unfallgeschehen auswirkt. Bislang existiert kein Verfahren, um aus einem inhomogenen Untersuchungskollektiv, das sowohl richtliniengerechte Straßen als auch nicht richtliniengerechte Straßen umfasst, Grundunfallkostenraten abzuleiten. Daher wurde ein Verfahren entwickelt, das durch statistische Analysen eine Abschätzung der Grundunfallkostenraten aus einem inhomogenen Untersuchungskollektiv ermöglicht. Anhand des entwickelten Verfahrens wurden anschließend die Grundunfallkostenraten für alle im Rahmen der vorliegenden Untersuchung betrachteten Straßen (differenziert nach Querschnittstypen und Knotenpunktarten) abgeleitet.
Das Unfallrisiko junger Fahrer - Bestandsaufnahme und Überlegungen zu wirksamen Gegenmaßnahmen

Junge Fahrer - vor allem männlichen Geschlechts - haben ein überdurchschnittlich hohes Unfallrisiko. Der Straßenverkehrsunfall ist Todesursache Nummer eins für Jugendliche. Sie haben unter der Bevölkerung den größten Anteil an verlorenen Lebensjahren. Besonders gefährdet sind Motorradfahrer. An Wochenenden und nachts ist die Unfallwahrscheinlichkeit und -häufigkeit extrem. Auch in Ländern, die hohe Anstrengungen unternehmen, um die Sicherheit im Straßenverkehr zu erhöhen und insgesamt erfolgreich sind, zeigt sich, dass die 18- bis 24-Jährigen häufiger verunfallen als die übrigen Verkehrsteilnehmer und schwerere Folgen davontragen. Die jugendliche Persönlichkeit hat einen prädominanten Einfluss auf das Fahrverhalten. Hintergründe dafür sind die hohe Risikobereitschaft, das Spannungs- und Reizbedürfnis, der Wunsch, Grenzen auszuloten sowie Gruppeneinflüsse oder Renommierverhalten. Daneben spielt allerdings auch die geringe Erfahrung eine Rolle, die zu dreierlei Problemen führen kann: - Neulenker sehen oft die Gefahr nicht, in welcher sie sich befinden, oder - sie unterschätzen die wahrgenommene Gefahr,oder - sie ueberschätzen ihre Fahrkunst und glauben, die Gefahr meistern zu können. In den letzten Jahren wurden in verschiedenen Ländern jedoch auch Fortschritte erzielt. Empfehlenswerte Maßnahmen ergeben sich bei der Ausbildung, wo neue Methoden angewandt werden, eine zweite Phase eingeführt wurde, spezielle Kampagnen konzipiert werden oder fahrzeugtechnische Modifikationen veranlasst wurden. Auch die Nachschulung für junge Lenker, wo nötig, zeitigt Wirkung. Weitere Anstrengungen sind je nach Land oder Region notwendig, insbesondere hinsichtlich der Hauptursachen für schwere Unfälle: Geschwindigkeit, Alkohol und Nicht-Anlegen des Sicherheitsgurtes. Hier lassen sich besondere Maßnahmen für Neulenker vorsehen. Daneben müssen gesellschaftliche Einflüsse, etwa die Wirkung der Automobilwerbung und -berichterstattung auf Jugendliche, berücksichtigt werden.
Over 3,814 young drivers died in European Countries in 2004. Based on the recent OECD study: "Young drivers: the road to safety" (OECD, 2006), this paper addresses the question of the factors contributing to this high risk, and it draws together the experiences of many countries in reducing this risk. The comparisons across countries show that young driver safety is related to the quality of the traffic system. Safe countries have also safe young drivers, demonstrating that raising general safety levels is beneficial for young novice drivers. The analysis of the developments over time reveals that young males in contrast to young females have not benefited enough from the latest safety measures, indicating the need for a better understanding of the nature of the young male driver accident proneness. Although, recent studies on brain development indicate that youngsters may not be sufficiently physiologically matured to handle complex and dangerous tasks such as car driving, crash patterns indicate that enhanced driving experience may have protective effects. Das Forschungsprojekt hat zum Ziel, Straßenverkehrstunnel sicherer zu gestalten und Verkehrsteilnehmer bei Störungen schnell und sicher zum richtigen Verhalten anzuleiten. Als Ausgangsbasis diente eine Internetbefragung mit 423 Personen aller Altersgruppen über den Wissensstand der Nutzer (Ausstattung von Tunneln, Verhalten). So würden 16% der Befragten im Fahrzeug bleiben, wenn im Tunnel nur Feuer und Rauch zu sehen ist, 19% wissen nicht, was zu tun ist und 42% überschätzen die bei einem Brand zur Evakuierung zur Verfügung stehende Zeit. Die Betroffenen bleiben bei Feuer und Rauch zu lange im Fahrzeug sitzen. Eine Umfrage unter Tunnelbetreibern gibt den aktuellen sicherheitstechnischen Stand und Art und Umfang der Notfallpläne wieder. Lärmmessungen in ausgewählten Tunneln zeigen die Möglichkeiten akustischer Informationen auf. In Experimenten wurden wesentliche Gestaltungsfragen geklärt: Optische / haptische Möglichkeiten: Um zu prüfen, wie Personen aus einer verrauchten Umgebung schnellstmöglich evakuiert werden können, werden in einer Bunkeranlage (mit Theaterrauch und Lärm-Beschallung, n = 54) verschiedene Leitmöglichkeiten experimentell untersucht: Lauflichter, Dioden-Laser-Modul, Handlauf, sowie eine Kombination daraus. Wenn zum Auffinden des Notausgangs ein Queren des Tunnels erforderlich ist, eignet sich besonders eine Kombination aus optischen und haptischen Hilfen. Akustische Möglichkeiten: Es wurden sowohl Sprachdurchsagen per Lautsprecher für herkömmliche (schlecht verständliche), sowie für neuartige Hornlautsprecher (wegen geringeren Echos besser zu verstehen), für Radio-Durchsagen, als auch akustische Signale für extreme Störfälle entwickelt. Die Sprachausgaben sind kurz gefasst und entsprechen den Erkenntnissen der Psychoakustik und Linguistik. Bei Tunnelbränden ist es sinnvoll, die Sprachausgaben durch akustische Signale in Form spezifischer "Sounds" zu ergänzen oder zu ersetzen, die gut lokalisierbar und in ihrer Wirkung selbsterklärend sind, die Fahrzeuginsassen zum schnellen Verlassen des Fahrzeugs veranlassen und das Auffinden der Notausgänge erleichtern. In einer Versuchsserie (Bunkeranlage, Verkehrslärm 80 dB(A), Geräusche Strahlventilator 78 dB(A)) mit je 40 Personen aller Altersgruppen wurden zahlreiche "lockende" und "treibende Sounds" verglichen. Als "lockende" Sounds, die die Probanden zum Ausgang leiten sollen, wurden unter anderem verschiedene Vogelstimmen, Musikinstrumente, eine Singstimme ("Hier her"), eine Sprechstimme (zum Beispiel "Please, exit here"; "Der Notausgang ist hier") und weißes Rauschen erprobt. Die aversiven Signale, die Personen zum Verlassen des Fahrzeugs und des Tunnels veranlassen sollen, wurden mit einer Orgelpfeife mit ca. 7 Hz, sowie mit einer Bassbox (Frequenzgang von ca. 25 -100 Hz) erzeugt. Außerdem wurden weitere Signale, zum Beispiel eine Feueralarm-Sirene, erprobt. Um in einer Notfallsituation im Tunnel Menschen dazu zu bewegen, aus ihrem Fahrzeug auszusteigen und zu flüchten, eignet sich entweder der Bass-Sound "Sägezahn" (Periode 10 auf 50 Hz) oder ein dunkler Ton aus der Orgelpfeife (7 Hz). Die tiefen Frequenzen werden als sehr unangenehm empfunden. Bei diesen Sounds sind die meisten richtigen Interpretationen zu verzeichnen und die Emotionen, die geweckt werden, eignen sich dazu, Menschen aus dem Tunnel zu treiben. Um Personen in der Geräuschkulisse eines Tunnels zu einem Notausgang zu locken, ist, entgegen den bisherigen Aussagen in der Literatur, das weiße Rauschen (ohne Zusatz) nicht zu empfehlen. Vielmehr eignet sich der Song "Hier her" (weibliche Altstimme, getragen, Rufterz), im Wechsel mit dem Lockgesang des Rotkehlchens, das mit weißen Rauschen hinterlegt ist. Ebenfalls empfehlenswert ist die Sequenz "Der Notausgang ist hier" - "Rotkehlchen mit weißen Rauschen hinterlegt" - "Please, exit here". Diese Signalkombinationen sind sehr gut zu orten, werden im richtigen Sinne interpretiert und positiv beurteilt. Die verschiedenen Systeme müssen hierarchisch aufeinander abgestimmt eingesetzt werden, wobei das entsprechende Stör- beziehungsweise Notfall-Szenario zu beachten ist. Die in dieser Studie gefundenen Erkenntnisse sind mit vergleichsweise geringem Aufwand in die Praxis umzusetzen und gut geeignet, die Sicherheit bei Störfaellen in Tunnel deutlich zu verbessern.
Zu den gefährlichsten Situationen im Straßenverkehr gehört der Konflikt zwischen einem Lkw und einem ungeschützten Verkehrsteilnehmer UVT (Radfahrer und Fußgänger). In Deutschland ereignen sich jährlich schätzungsweise 135 Unfälle mit Personenschaden, an denen nach rechts abbiegende Lkw (>3,5 t) und UVT beteiligt sind. Die UVT geraten dabei oft unter den Lkw und werden dann von einer der Achsen überrollt. Aus der Unfallanalyse ergab sich, dass der Erstkontakt häufig (57%) im Bereich der rechten vorderen Lkw-Ecke erfolgt. Die Hälfte der UVT gerieten noch vor oder im unmittelbaren Bereich des rechten Vorderrads unter den Lkw. Baustellen- und Kommunalfahrzeuge waren mit 46% häufig an den Unfällen beteiligt. Das direkte und das indirekte Sichtfeld sind zentrale Einflussgrößen für die Situation des rechts abbiegenden Lkw. Besonders die unzureichende Sicht nach vorn und nach rechts bereitet den Lkw-Fahrern erhebliche Probleme. An der Verbesserung der Information über die Verkehrssituation für den Lkw-Fahrer wird vielfach gearbeitet. Einzelne Lösungsansätze basieren auf dem Einsatz zusätzlicher Spiegel. Andere Lösungen modifizieren die bislang übliche Spiegelzahl in Form und Anbringung. Das Versuchsprogramm umfasste neben der Nachbildung der besonders häufigen und kritischen Situationen der rechts abbiegenden Lkw mit UVT-Dummies auch statische Untersuchungen des Sichtfeldes. Neben einem Lkw mit Standardspiegeln kam dabei ein Forschungsträger mit einem durch die Frontscheibe einsehbaren Spiegelsystem zum Einsatz. Das Projekt setzte sich auch mit der Wirkung des Seitenschutzes auseinander. Die bislang als Bauvorschrift wirkende Richtlinie 89/297/EWG sollte zukünftig zu einer Wirkvorschrift unter Einbeziehung des Pkw - Anpralls geändert werden. Das im Rahmen des Projektes erstellte Sicherheitskonzept beinhaltet Maßnahmen zur Reduzierung des Gefahrenpotenzials für UVT durch rechts abbiegende Lkw. Dazu gehören unter anderem abgesenkte Unterkanten der Front- und Seitenscheiben und zusätzliche Kamera-Monitor-Systeme. Das neuartige Spiegelsystem des MIM-Fahrzeugs von DC verbessert die indirekte Sicht für den Lkw-Fahrer deutlich und reduziert damit die Unfallgefahr. Die in der Entwicklung befindlichen Abbiegeassistenten zeigen die zukünftige Richtung für elektronische Fahrerunterstützung (MAN Demonstrator) auf. Ein beim Rechtsabbiegen aktivierter akustischer Signalgeber am Lkw wäre zur Information der UVT hilfreich. Eine weitere Option besteht in der Nutzung der seitlichen Markierungsleuchten des Lkws als zusätzliche Fahrtrichtungsanzeiger beim Abbiegen. Fahrbahn-Knotenpunkte können noch sicherer gestaltet werden. An ampelgeregelten Knotenpunkten würde eine vollständige Phasentrennung des Grünlichts oder ein Phasenverzug (früheres Grünlicht für UVT) Unfälle zwischen Lkw und UVT vermeiden. Weiterhin wirken sich eine versetzte Anordnung der Haltelinien und ein Verschwenken der Radfahrwege und Gehwege weg vom Knotenmittelpunkt positiv aus. Der Gesetzgeber sollte -§ 5 (8) StVO ändern, der des Radfahrern und Mofafahrern erlaubt, stehende Kraftfahrzeuge rechts zu überholen. 10% der untersuchten Abbiegeunfälle sind in dieser Situation passiert. Aufklärungsarbeit bezüglich der Sichtprobleme am Lkw sowie über das Bewegungsverhalten beim Rechtsabbiegen ist dringend erforderlich. Es ist auch zu überlegen, ob Aktivitäten von Herstellern beziehungsweise Unternehmern anerkannt werden, die mehr tun als die gesetzlichen Vorschriften verlangen, zu einer Lockerung vorhandener Restriktionen führen können. Es gibt in innerstädtischen Bereichen für einige Fußgängerzonen vorgesehene Zeitfenster zur Anlieferung von Gütern. Solche Zeitfenster könnten für mit anerkannten zusätzlichen Sicherheitseinrichtungen ausgerüstete Lkw ausgedehnt werden. Schwere Lkw aus bestimmten innerörtlichen Bereichen möglichst herauszuhalten, um UVT zu schützen, ist nicht praktikabel. Selbst wenn es gelänge, für die Belieferung mit Post und Waren akzeptable Alternativen zu bieten, bliebe nach wie vor der Baustellenverkehr und die kommunale Entsorgung. An 46% der untersuchten Unfälle waren derartige Lkw beteiligt.
