Vorgestellt werden Vorgehensweise, Datenaufbereitung, Modellaufbau und Ergebnisse des BASt-Projekts "Numerische Simulation der Stickoxidminderung durch photokatalytische Oberflächen an Verkehrswegen". Die Vorteile des Konzepts liegen in der Berücksichtigung von Zeitreihen (Eingangsdaten, Ausbreitungsrechnung) und in der Tatsache, dass die Depositionsgeschwindigkeit als zeitlich variable Eingangsgröße bei der Modellierung berücksichtigt wurde. Die Ergebnisse liegen entsprechend als Zeitreihen vor (Jahres- oder Tagesgänge können untersucht werden). Es ergab sich eine Minderung der NO2-Belastung um maximal knapp 1.5% im Nahbereich der Lärmschutzwand. Wesentlicher Faktor bei der Wirksamkeit photokatalytischer Oberflächen ist die Interaktion zwischen Gesamtbelastung und Depositionsgeschwindigkeit im Tagesverlauf.
Die Begutachtung der Fahreignung beinhaltet in Deutschland neben einer medizinischen Untersuchung und einer psychologischen Exploration gegebenenfalls auch die Anwendung anlassbezogener verhaltenswissenschaftlicher/psychologischer Testverfahren. Diese stellen keine isolierte Maßnahme dar, sondern sind Bestandteil eines Begutachtungsprozesses. Dabei stellt der sachgerechte Gebrauch von so genannten Grenzwerten unter Berücksichtigung der Einzelfallgerechtigkeit und der Einhaltung des Grundsatzes der Verhältnismäßigkeit eine unabdingbare Voraussetzung dar. Testwerte sind nicht absolut, sondern relativ und üben von daher einen eher geringen Einfluss auf das Gutachtenergebnis in Bezug auf eine Prognose des Verkehrsverhaltens aus. Im Bereich des Verkehrsverhaltens kommt es nicht entscheidend darauf an, ob eine im Milli- oder Nanobereich exakte Messgenauigkeit erreicht wird, sondern wie die verkehrsmedizinischen, verkehrspsychologischen, technischen und anderen Sachverständigen mit dem Messwert fachlich umgehen. So müssen im Bereich der Begutachtung der Fahreignung tätige psychologische und medizinische Sachverständige in der Lage sein, Befunde im Einzelfall fehler-, mangel- sowie widerspruchsfrei zu interpretieren. Dies beinhaltet auch, sich mit den Ergebnissen eines psychologischen Testverfahrens fach- und sachgerecht auseinanderzusetzen, nach Kompensationsmöglichkeiten zu suchen und gegebenenfalls eine psychologische Fahrverhaltensbeobachtung durchzuführen. Bei grenzwertigen Vorgaben handelt es sich nicht um "Cut-Offs", sondern um "kritische Grenzwerte", die im Zusammenhang mit mehreren anderen Faktoren zu werten sind.
Side impacts, both nearside and farside, have been indicated by research to be responsible for a large proportion of serious injuries from road crashes. This study aimed to compare and contrast the characteristics of nearside and farside crashes in Australia, Germany and the U.S., using the ANCIS, GIDAS and NASS/CDS in-depth-databases, in order to establish the impact and injury severity associated with these crashes, and the types of injuries sustained. The analyses revealed some interesting similarities, as well as differences, between both nearside and farside crashes, and the emergent trends between the three investigated countries. More specifically, it was indicated that whilst the severity of injury sustained in nearside crashes was slightly greater overall than that found for farside crashes, careful consideration of struck and nonstruck side occupants must be made when considering aspects such as vehicle design and occupant protection.
Pedestrian and cyclist are the most vulnerable road users in traffic crashes. One important aspect of this study was the comparable analysis of the exact impact configuration and the resulting injury patterns of pedestrians and cyclists in view of epidemiology. The secondary aim was assessment of head injury risks and kinematics of adult pedestrian and cyclists in primary and secondary impacts and to correlate the injuries related to physical parameters like HIC value, 3ms linear acceleration, and discuss the technical parameter with injuries observed in real-world accidents based documented real accidents of GIDAS and explains the head injuries by simulated load and impact conditions based on PC-Crash and MADYMO. A subsample of n=402 pedestrians and n=940 bicyclists from GIDAS database, Germany was used for preselection, from which 22 pedestrian and 18 cyclist accidents were selected for reconstruction by initially using PC-Crash to calculate impact conditions, such as vehicle impact velocity, vehicle kinematic sequence and throw out distance. The impact conditions then were employed to identify the initial conditions in simulation of MADYMO reconstruction. The results show that cyclists always suffer lower injury outcomes for the same accident severity. Differences in HIC, head relative impact velocity, 3ms linear contiguous acceleration, maximum angular velocity and acceleration, contact force, throwing distance and head contact timing are shown. The differences of landing conditions in secondary impacts of pedestrians and cyclists are also identified. Injury risk curves were generated by logistic regression model for each predicting physical parameters.
When assessing the consequences of accidents normally the injury severity and the damage costs are considered. The injury severity is either expressed within the police categories (slight injury, severe injury or fatal injury) or the AIS code that rates the fatality risk of a given injury. Both injury metrics are assessing the consequences of the accident directly after the accident. However, not all consequences of accidents are visible directly after the accident and the duration of the consequences are different. Besides a physiological reduction of functionality social and psychological implications such as reduced mobility options, problems to continue the original job etc. are happening. In order to assess long term consequences of accidents the MHH Accident Research Unit established a brief questionnaire that is distributed to accident involved people of the Hannover subset of the GIDAS data set approx. one year after the accident beginning with the accident year 2013. The basic idea of using a brief questionnaire (in fact only one page) is to obtain a relatively large return rate because the questionnaire appears to be simple and quickly answered. This appears to be important because it is believed that the majority of accident involved people will not report long term consequences. In order to allow a more detailed survey amongst those responders that are reporting long term consequences they are asked for a written consent for the additional questionnaire that will be distributed at a time that is not yet defined. Long term consequences are reported for all addressed areas, medical, physiological, psychological and sociological by people without injuries, with minor injuries and with severe injuries.
Ausgehend von den rechtlichen Grundlagen für die Luftreinhaltung sowie den Grenzwertfestlegungen für Feinstaub (PM10) sowie Stickoxide (NO2) wird auf die heutige Luftqualität in Städten mit Schwerpunkt Stuttgart eingegangen. Dargelegt werden die festgestellten Überschreitungen bei den Grenzwerten für PM10 und NO2. Eingegangen wird auf die Maßnahmen zur Reduzierung der Luftbelastung in Stuttgart und die Wirkungen in Bezug auf die Senkung der Grenzwert-Übersschreitungen beziehungsweise Jahresmittelwerte von PM10 und NO2 an den Hotspot-Stationen "Am Neckartor" und "Hohenheimer Straße". Abschließend wird ein perspektivischer Ausblick gegeben: obwohl die Luftsituation in den Städten kontinuierlich besser geworden ist, gibt es an stark befahrenen städtischen Straßen weiterhin Grenzwertüberschreitungen. Die EU-Vertragsverletzungsverfahren machen weitere Maßnahmen notwendig. Die Städte brauchen praxiserprobte Maßnahmen und keine langfristigen, kostspieligen Pilotversuche mit unsicherem Ausgang.
Entgegen populären Meinungen, welche älteren Kraftfahrern ein generelles Gefahrenpotenzial für die allgemeine Verkehrssicherheit zuschreiben, weisen die Unfallstatistiken eher auf eine besondere Gefährdung dieser Gruppe von Verkehrsteilnehmern hin, woraus sich Forderungen nach einer zielgruppenspezifischen Verkehrssicherheitsarbeit begründen. Maßnahmen zur Erhöhung der Verkehrssicherheit sollten sich nicht auf einzelne Ansatzpunkte beziehen, sondern integrativ die Verhaltenspotenziale auf Seiten des älteren Fahrers selbst und auch die Kontextfaktoren der Fahrsituation berücksichtigen. Zudem sollten Verkehrssicherheitsmaßnahmen für ältere Fahrer auf einen möglichst langen, aber auch sicheren Erhalt der Fahrkompetenz zielen und somit einen Beitrag zur individuellen Lebensqualität und gesellschaftlichen Teilhabe leisten. Neben einem stärkeren Einbezug älterer Menschen in die Planung verkehrssicherheitsrelevanter Maßnahmen und damit einer bedarfsgerechteren Gestaltung, sollte dabei auch verstärkt auf die Eigenverantwortung des älteren Fahrers referiert werden. Die Ergebnisse von Forschungsprojekten welche modellhaft Angebote zur freiwilligen Selbstprüfung der Fahrkompetenz unterbreiteten beziehungsweise die Meinung älterer Fahrer zu Angeboten dieser Art erfassten, weisen darauf hin, dass das Interesse innerhalb der Zielgruppe durchaus vorhanden ist. Es scheint angezeigt das Eigeninteresse älterer Kraftfahrer aufzugreifen und das Angebot personenzentrierter Ansätze zur Erhöhung der Verkehrssicherheit, wie beispielsweise freiwillige Überprüfungen der Fahrkompetenz und Schulungen zur Erhaltung der Fahrkompetenz, auszuweiten. Bei der Ausarbeitung verkehrsplanerischer Konzepte sollte zukünftig auch verstärkt den zu erwartenden demographischen Veränderungen der Verkehrsteilnehmer Rechnung getragen werden und durch eine weniger komplexe Gestaltung die Nutzungsbedingungen - nicht nur zugunsten älterer Fahrer - sondern im Sinne eines transgenerationalen Designs für alle Fahrer optimiert werden. Zudem sollte durch eine stärkere Berücksichtigung alternativer Mobilitätsformen zum Auto dazu beigetragen werden, dass wenn tatsächlich die Kompensationsspielräume ausgeschöpft sein sollten, für den älteren Menschen geeignete Mobilitätsalternativen verfügbar sind und der Verzicht auf die Automobilität nicht gleichbedeutend mit einer Aufgabe der Mobilität ist.
Entgegen populären Meinungen, welche älteren Kraftfahrern ein generelles Gefahrenpotenzial für die allgemeine Verkehrssicherheit zuschreiben, weisen die Unfallstatistiken eher auf eine besondere Gefährdung dieser Gruppe von Verkehrsteilnehmern hin, woraus sich Forderungen nach einer zielgruppenspezifischen Verkehrssicherheitsarbeit begründen. Kompetentes und damit sicheres Verhalten kann als Ergebnis der Passung zwischen den individuell verfügbaren Ressourcen und den Anforderungen der Umwelt betrachtet werden. Überschreiten die Umweltanforderungen die Verhaltenspotenziale des Individuums, kann es zu Überforderung kommen. Verdeutlichen lässt sich diese Perspektive durch genaue Betrachtung von Verkehrsunfällen unter Beteiligung älterer Kraftfahrer: So spiegeln die aktuellen Unfallstatistiken aus 2008 wider, dass ein großer Teil der Unfälle von Kraftfahrern im Alter über 65 Jahren auf sogenanntes Fehlverhalten in Knoten, wie z.B. Fehler beim Abbiegen, Ein- und Ausfahren in Kreuzungen und Vorfahrtbeachtung, zurückzuführen sind. Diese im Vergleich zu jüngeren Fahrern häufigere Verwicklung Älterer in Unfälle dieser Art legt nahe, dass es in genau diesen Situationen zu einem Ungleichgewicht zwischen individuell verfügbaren Ressourcen und den Anforderungen der Verkehrsumwelt kommt. Beispielsweise könnten in diesen Situationen Beeinträchtigungen der visuellen Wahrnehmungsfähigkeit, verlangsamte Reaktionszeiten oder auch Einschränkungen der Bewegungsausführung zu einer zu langsamen oder auch falschen Entscheidungsfindung oder Handlungsausführung im Straßenverkehr führen. Dieser Perspektive folgend können Maßnahmen zur Erhöhung der Verkehrssicherheit älterer Kraftfahrer zum einen auf Seiten des Individuums ansetzen und dazu beitragen, die Kompetenzen des älteren Kraftfahrers zu erhöhen, zum anderen Bezug auf den Kontext nehmen, indem durch Anpassungen der Bedingungen der Verkehrsumwelt zur Sicherheit " nicht nur " älterer Kraftfahrer beigetragen wird. Personenzentrierte Ansätze zielen dabei auf die Ausschöpfung der individuellen Potenziale zur Aufrechterhaltung, Verbesserung oder auch Wiederherstellung einer sicheren Verkehrsteilnahme bis ins hohe Lebensalter. Diese Ansätze umfassen Trainings- und Rehabilitationsprogramme der Fahrkompetenz gleichermaßen wie verkehrspädagogische Programme, mediale Informationskampagnen oder auch Beratungsmaßnahmen und Screening-Tests. Eine Schlüsselposition kann in diesem Kontext dem (Haus)-Arzt als Experten hinsichtlich Konstitution und Lebensverhältnissen seines Patienten und Vertrauensperson zukommen. In der Regel passen ältere Kraftfahrer ihr Fahrverhalten ihren individuell verfügbaren Kompetenzen an. Auf diese Weise können altersbegleitende oder auch mit Erkrankungen oder Medikamenteneinnahmen einhergehende Veränderungen der körperlichen oder geistigen Leistungsfähigkeit zumeist erfolgreich kompensiert werden. Personenzentrierten Ansätzen kommt jedoch eine besondere Relevanz für den kleinen Anteil älterer Fahrer zu, welche keine oder nur unzureichende Kompensation aufweisen. Kontextorientierte Ansätze beziehen sich auf Maßnahmen, welche eine möglichst optimale Gestaltung der Bedingungen der Verkehrsumwelt auf die Bedürfnisse und Anforderungen älterer Kraftfahrer herbeiführen sollen. Maßnahmen dieser Art zielen zum Beispiel auf eine Entschleunigung des Straßenverkehrs durch Geschwindigkeitsbegrenzungen oder auch bauliche Maßnahmen. Auch die Potenziale moderner Fahrzeugtechnik werden unter dieser Perspektive zur Erhöhung der Verkehrssicherheit älterer Fahrer nutzbar. So können Fahrerassistenz- oder Fahrerinformationssysteme den älteren Fahrer in komplexen Situationen unterstützen. Dabei ist der Nutzen für die Verkehrssicherheit jedoch stark von der Handhabbarkeit und Bedienqualität der technischen Hilfsmittel abhängig. Technologien, welche die Komplexität der Fahrzeugbedienung erheblich erhöhen oder die Aufmerksamkeit vom Straßenverkehr ablenken, können ggf. auch zu einer weiteren Diskrepanz zwischen Anforderungssituation und verfügbaren Kompetenzen beitragen. Neben diesen eher auf die individuelle Verkehrsteilnahme als Autofahrer bezogenen Maßnahmen sind weitere wichtige kontextorientierte Ansatzpunkte in alternativen Mobilitätsvarianten zum Auto, wie in der Verbesserung der Attraktivität von Angeboten des ÖPNV oder auch den Bedingungen für Fußgänger und Radfahrer, zu finden. In diesem Sinne erscheint ein mehrdimensionaler Ansatz für die Gestaltung von Maßnahmen zur Erhöhung der Verkehrssicherheit älterer Kraftfahrer am erfolgversprechendsten. Interventionsansätze sollten sich gegenseitig ergänzen und möglichst sowohl die Ressourcen auf Seiten des älteren Menschen selbst als auch der Umwelt umfassen.
The grip between the road surface and vehicle tires is the physical basis for the moving of all vehicles in road traffic. In case of an accident the available grip level is one of the most relevant influence factors, influencing the causation and the procedure of the accident. However, the estimation of the grip level is not easy and therefore, is commonly not done on the accident scene. This is especially true for the measurement of the water depth. Until now, real accident databases provide no measurement data about the grip level and the water film depth and thus, the estimation of its influence is not possible yet. From the tyre manufacturers point of view, it is important to know about the road conditions (namely grip level, macro-texture, water depth, temperature) at the accident scene, as well as the operating conditions of the vehicles (braking, loss of control, speed, etc). These data is necessary to define relevant tyre traction tests for the end-user and for regulations. For this reason VUFO and Michelin developed a consistent method for the measurements of grip level and water depth for the accidents of the GIDAS database. The accident research team of Dresden, which documents about 1000 accidents with at least one injured person every year, is measuring the micro-roughness and the macro-roughness directly on the spot. For the measurement of the micro-roughness a Skid Resistance Tester (British Pendulum) is used. The Mean Texture Depth (describing the macro-roughness) is measured by the Sand Depth Method. Since June 2009, measurements for more than 700 accidents including 1200 participants have been carried out. In case of wet or damp road conditions during the accident, the water depth is measured additionally. Therefore VUFO and Michelin developed a special measurement device, which allows measurements with an accuracy of 1/10 millimetre. The measurement point at the accident scene is clearly defined and thus, the results are comparable for all different accidents and participants. The use of the GIDAS database and the accident sampling plan allows representative statements for the German accident scenario. With this data it is possible for the first time to have an accurate view of the road conditions at the accident scene. One possibility is a more detailed estimation of hydroplaning accidents using the actually measured water depths. The development of new testing methods and new tires can be based on the real situation of the road infrastructure. Furthermore, the combination of the technical GIDAS data and the measured road surface properties can also be used for the estimation of effectiveness of several safety systems like the brake assist and/or emergency braking systems. The calculation of a reduced collision speed due to the use of a brake assist is only one example for the application of real measured grip level data.
Um ein Bild von der aktuellen Messunsicherheit bei der Bestimmung von Tetrahydrocannabinol (THC) in Serum zu erhalten, wurden von sieben forensisch-toxikologischen Laboren rechtsmedizinischer Institute Daten der letzten Jahre erhoben. Zur Abschätzung der Messunsicherheit wurde eine Einteilung in zufällige Fehler (Präzision) und systematische Fehler (Richtigkeit) vorgenommen. Ergebnisse zur Richtigkeit wurden aus Daten von Ringversuchen ermittelt. Es ergab sich eine mittlere erweiterte Messunsicherheit für die THC-Bestimmung von ca. 33 %, das heisst, bei einem Messwert von 1 ng/ml liegt der "wahre Wert" mit circa 95 prozentiger Wahrscheinlichkeit im Intervall zwischen 0,67 und 1,33 ng/ml. Dieses Ergebnis bestätigt, dass die verwendete Analytik geeignet ist, bei Konzentrationen um 1 ng/ml einen sicheren Substanznachweis zu führen. Es ist erkennbar, dass bei der THC-Bestimmung im Serum in der Regel der Richtigkeitsanteil an der Messunsicherheit größer ist als der Präzionsanteil.
Supervision of the safety performance in public transport is one of the main tasks of the Federal Office of Transport (FOT) in Switzerland. Recently a three level system of safety indicators has been defined to cover all means of Swiss public transport. The safety indicators are fed by the FOT incident database since the year 2000. In cooperation with the Institute for Traffic Safety and Automation Engineering (iVA) at TU Braunschweig, Germany, FOT is developing a suitable methodology for the definition and evaluation of the safety targets in Swiss public transport. The methodology is applied for evaluation of safety indicators on a country level and for single transport companies. In a new approach the abovementioned methodology is applied to car incident data to develop an indicator based cross-modal safety measure.
Internationally, the need is expressed for harmonized traffic accident data collection (PSN, PENDANT, etc.). Together with this effort of harmonization, traffic accident investigation moves more and more in the direction of accident causation. As current methods only partly address these needs, a new method was set up. The main characteristics of this method are: • Accident/injury causation (associated) factors can objectively be identified and quantified, by comparison with exposure information from a normal population. • All relevant accident and exposure data can be included: human-, vehicle-, and environmental related data for the pre-crash, crash and postcrash situation (the so-called Haddon matrix). The level of detail can be chosen depending on interest and/or budget, which makes the method very flexible. In this paper the accident collection and control group method are presented, including some of the achieved results from a pilot study on 30 truck accidents and 30 control locations. The data were analyzed by using cross-tabulations and classification-tree analysis. The method proved useful for the identification of statistically significant causational aspects.
This study that was funded by the Research Association for Automotive Technology (FAT) develops a method for the evaluation of the placement of tanks or batteries by using the deformation frequencies in real-world accidents. Therefore, the deformations of more than 20.000 passenger cars in the GIDAS database are analysed. For each vehicle a contour of deformation is calculated and the deformed areas of the vehicles are transferred in a rangy matrix of deformation. Thereby, the vehicle is divided into more than 190.000 cells. Afterwards, all single matrices of deformation are summarized for each cell which allows representative analyses of the deformation frequencies of accidents with passenger cars in Germany. On the basis of these deformation frequencies it is possible to determine least deformed areas of all passenger cars. Furthermore, intended placements of tanks or batteries can be estimated in an early stage of development. Therefore, all vehicles with deformations in the intended tank areas can be analysed individually. Considering numerous parameters out of the GIDAS database (e.g. collision speed, kind of accident, overlap, collision partner etc.) the occurring forces can be calculated or the deformation frequency can be estimated. Furthermore, it is possible to consider the influence of primary and secondary safety systems on the deformation behaviour. The analysis of "worst case accident events" is an additional application of the calculated matrix of deformation frequency.
Having a look at safety to traffic and the prevention of accidents it can be observed that technical improvements in active safety of vehicles have let to various positive effects in this area. Among other components the tyre-road-contact takes a key role in the development of active safety technologies. All forces in accelerating, breaking and vehicle guidance have to be transmitted through the tyre-road contact area by friction forces. A common way to characterize a friction process is to identify the coefficient of friction μ between two touching materials. Even though there are several approaches to experimentially characterise road surfaces, no standard method exists. In this paper an overview of existing test methods is given. Furthermore the preliminary design of a newly developed portable test device with its possibility to investigate the tyre-road-friction of arbitrary roads or even places of accidents is shown.
Mit Fokus auf Nordrhein-Westfalen (NRW) wird das urbane NO2-Problem umrissen. Um die Jahresgrenzwerte einzuhalten, sind beispielsweise in allen Straßenschluchten in NRW Reduktionen nötig. Die Europäische Kommission hat gegen mehrere Mitgliedsstaaten, darunter Deutschland, Vertragsverletzungsverfahren wegen der Überschreitung von NO2-Grenzwerten eröffnet. Dargestellt werden die Langzeittrends bezüglich der gemessenen Abnahme bei der Stickoxidbelastung. Potenzielle Maßnahmen können hinsichtlich ihrer möglichen Wirkungen durch den Einsatz von Modellen abgeschätzt werden, zum Beispiel Umweltzonen, Fahrverbote, Elektrofahrzeuge. Die Ergebnisse der Messungen und Modellrechnungen werden dargestellt und kritisch beleuchtet. Als Fazit ergibt sich, dass das urbane NO2-Problem nicht einfach zu lösen ist, Minderungen der NOx-Emissionen spiegeln sich nicht in der gleichen Größenordnung in der Abnahme der NO2-Belastung wieder. Bei zusätzlich wirksamen Maßnahmen wie beispielsweise einem höheren Anteil von Elektrofahrzeugen fehlt die (schnelle) praktische Umsetzbarkeit. Eine Kombination aus lokalen, regionalen und europaweiten Maßnahmen ist nötig, um das Problem zu lösen.
Es werden erste Ergebnisse des von der Bundesanstalt für Straßenwesen (BASt) geförderten Forschungsprojekts "Hauptstudie zur Wirksamkeit von Tunnelwänden als Träger photokatalytischer Oberflächen" (FE 9.0184/2011/ARB) vorgestellt. Ziel war die Erarbeitung von technischen Lösungen zur Stickoxidreduktion an einem Tunnelstandort durch die Konzeptionierung und den Bau abgeschlossener photokatalytischer Reaktoren (Tunnelkassetten) sowie deren Validierung im Tunnel "Rudower Höhe" an der Bundesautobahn A113 in Berlin. Dabei wird künstliches UV-Licht als Energiequelle für den Schadstoffabbau eingesetzt. Es wird speziell über die Modellierungen berichtet, mit Hilfe derer die Tunnelkassetten sowohl strömungstechnisch als auch in Hinblick auf den photokatalytischen Abbauwirkungsgrad optimiert wurden.
Within the process of integrating passenger airbags in the vehicle fleet a problem of compatibility between the passenger airbag and rear-facing child restraint systems was recognised. Especially in the US several accidents with children killed by the passenger airbag were recorded. Taking into account these accidents the deactivation of a present passenger airbag is mandatory if a child is carried in a rear-facing child restraint system at the front passenger seat in all member states of the European Union. This rule is in force since the deadline of 2003/20/EC at the latest. In the past a passenger airbag either could not be disabled or could only be disabled by a garage. Today there are a lot of different possibilities for the car driver himself to disable the airbag. Solutions like an on/off-switch or the automatic detection of a child restraint system are mentioned as an example. Taking into account the need for the deactivation of front passenger airbags two types of misuse can occur: transportation of an infant while the airbag is (still) enabled and transportation of an adult, while the airbag is disabled, respectively. Within a research project funded by BASt both options of misuse were analysed utilising two different types of surveys amongst users (field observations and interviews, Internet-questionnaires). In addition both analysis of accident data and crash tests for an updated assessment of the injury risk caused by the front passenger airbag were conducted. Both surveys indicate a low risk of misuse. Most of the misuse cases were observed in older cars, which offer no easy way to disable the airbag. For systems, which detect a child seat automatically, no misuse could be found. The majority of misuses in cars equipped with a manual switch were caused by reasons of oblivion. Also the accident analysis indicates a minor risk of misuse. From more than 300 cases of the GIDAS accident sample that were analysed, only 24 children were using the front passenger seat in cars equipped with a front passenger airbag. In most of these cases the airbag was deactivated. When misuse occurred the injury severity was low. However, when analysing German single accidents the fatality risk caused by the front passenger airbag became obvious. From the technical point of view, there were important changes in the design of passenger airbags in recent years. Not only volume and shape were modified, but also the mounting position of the entire airbag module was changed fundamentally. Even if these findings do not allow obtaining general conclusions, a clear tendency of less danger by airbags could be identified. For future vehicle development a safe combination of airbags and rear faced baby seats seems to be possible in the long term. This would mean that both types of misuse could be eliminated. For parents an easier use of child seat and car would be the result.
Vorgestellt werden Ergebnisse aus der Untersuchung "Vergleich verschiedener Modellierungsprogramme zur Berechnung von Luftschadstoffen". Die Untersuchung wurde begleitend zu der Pilotstudie "NO2-Reduktion an Ti02-dotierten Lärmschutzwänden (LSW) an der A1" durchgeführt. Projektziel war der Vergleich von drei Ausbreitungsmodellen sowie die Auswahl eines geeigneten Modells für ein zu entwickelndes Online-Monitoring-System. Es wurde festgestellt, dass sich die Modellergebnisse infolge der Umsetzung kleinräumiger Details unterscheiden sowie dass alle Modelle lediglich geringe NOx-Minderungen in Folge der katalytischen Oberflächenbeschichtung anzeigen. In den numerischen Modellen wird die photokatalytische Wirkung der Ti02-beschichteten Lärmschutzwand über einen Depositionsprozess berücksichtigt. Unter Berücksichtigung der Hintergrundbelastung und der NOx-NO2-Umwandlung würde sich die Wirkung des Katalysators im Maximum auf weniger reduzieren. Die Messungen zeigten keine eindeutige Wirkung bezüglich der Immissionskonzentrationen im Bereich der beschichteten beziehungsweise unbeschichteten LSW an.
While the number of fatal accidents is diminishing every year, there is still a need of improvement and action to prevent these deaths. Basis for this purpose has to be an analysis about the factors influencing the car crash mortality. There are various studies describing the univariate influence of several factors, but crash scenarios are too complex to be described by a single variable. The multivariate analysis respects the interference of the variables and gets so to more detailed and representative results. This multivariate analysis is based on about 2,600 cases (the data have been collected by the accident research units Hannover and Dresden (during the years 1999-2003). This paper presents a multivariate model (containing ten different variables) which detects 93% of these cases properly. This means it detects the cases as truly survived and truly death.
Motorcycle crashes in Austria: Analysis of causes and contributing factors based on in-depth data

From CEDATU, the in-depth accident database run by the Vehicle Safety Institute at Graz University of Technology, a representative sample of 101 crashes involving at least one motorcycle was selected. The analysis focused on causes for crashes as well as on contributing factors, but also included parameters of road, riders and vehicles. Own riding speed and "unexpectable action by another road user" were the most frequent causes for accidents. Inappropriate safety distance or delayed reaction were frequent, both as causation factors and as contributing factors. Infrastructure issues never cause an accident, but they are very frequent as contributing factors; road geometry and road guidance are by far most frequent among these. This paper also discusses accidents by type and other parameters (e.g. injury severity by body region, collision speed, age and others), and compares accident causes to previous studies as well as the police reported accident statistics.

Honda- global motorcycle sales exceeded the 10 million units mark since 2004, and further expansion is expected. As a responsibility for a company to provide mobility, Honda is focusing on motorcycle safety as top priority and has been working on various activities for both aspects of hardware and software. Here, we present Honda- activity for the safety technology of motorcycles. At present, Honda is promoting motorcycle safety in the four themes of prevention and collision safety such as safety education, recognition assistance, accident prevention and injury reduction. First, in the area of the safety education, the "Honda Safety Driving Promotion Center" was established in 1970, and motorcycle riders and vehicle driver trainings have been organized, and the traffic training centers are used as an actual practice field not only in Japan but also in many other regions in the world. Through our training activities, the new area of safety training with hardware assistance was developed and Honda- unique technology was accumulated such as the riding simulator which can provide experience of potentially dangerous situations without risk. Especially, the "riding trainer", the popular version of the riding simulator, was introduced at several motor shows in various countries and launched in September 2005. It was distributed first in Europe and is expected to expand globally aiming at 3000 units worldwide.. And in Europe, the newest version, which includes the suburban roads program, jointly developed with ADAC, will be released in near future. In the area of recognition assistance, "vehicle to vehicle communication technology" is under development using the advantage of being a manufacturer of both motorcycles and cars. This technology is under research as Honda "ASV-3" in Japan, and as part of C2C activity in Europe. As for the accident prevention, advanced brake systems for motorcycles to assist more effective brake operation have been expanded, Honda signed the European Road Safety Charter in April 2004 with the advanced brake systems commitment and furthermore, they are expanding according to vehicle characteristics and region. Then all models above 250 cc will have a version of the system by 2010. And as the last theme, "motorcycle airbag system" is introduced which is equipped on a mass production motorcycle for the first time in the world. It has been researched and developed for a long time as an injury reduction technology for collision accidents. Honda automobile technology was used for the research and development of the motorcycle airbag, and many specific issues such as the analysis of the collision conditions particular to motorcycles have been solved to realize today- success. It might be known that ADAC in-house crash test held in August this year confirmed the high effectiveness of the airbag system and showed a positive result. This motorcycle airbag system is equipped to the Honda Gold Wing and launched in North America in August, 2006. Also in Europe, it will be sold by the end of this year. Each theme of Honda motorcycle safety technology can be seen at the Honda booth.
Powered Two Wheeler (Motorcycle) crashes are overrepresented in EU, England, and United States casualty statistics for both fatal and serious injuries. While regional geographic differences are evident for motorcycle size, type, and engine displacement, the casualty statistics consistently indicate significantly higher injury rates for all motorcycle riders when compared to car occupants. Accident analysis and reconstruction of these motorcycle crashes is a necessary process to gain further understanding of potential injury mitigation strategies. This paper focuses on the analysis of the rider post impact trajectory in the immediate moments following a crash. The rider and motorcycle, while loosely coupled by seating position leading up to a crash, quickly decouple as the crash forces develop. As a result, the rider moves relative to the motorcycle and relative to the collision partner. This movement, or trajectory, is primarily influenced by the type and configuration of the impact, the type and configuration of the motorcycle and collision partner, and the speeds involved. Understanding the rider's post impact trajectory will assist in the development of injury mitigation strategies. Both the free flight trajectory of the rider and the rider's trajectory as influenced by interaction with the motorcycle and collision partner are examined. Rider trajectories in full scale crash testing and real world motorcycle crashes are both studied and presented. The resulting physical evidence that can be observed by an accident analyst is discussed. The application of projectile motion physics is analyzed and the necessary input parameters, such as initial launch angle, are studied. This study will assist in understanding the post-impact dynamics of a motorcyclist, and will provide useful information to analysts evaluating real world crashes.
Empirical vehicle crashworthiness studies are usually based on national or in-depth traffic accident surveys: Data on accident-involved cars/drivers are analysed in order to quantify the chance of driver injury and to assess certain risk factors like car make and model. As the cars/drivers involved in the same accident form a "cluster", where the size of the cluster equals the number of accident-involved parties, traffic accident survey data are typical multi-level data with accidents as first-level or primary and cars/drivers as secondlevel or secondary units (car occupants in general are to be considered as third level units). Consequently, appropriate statistical multi-level models are to be used for driver injury risk estimation purposes as these models properly account for the cluster structure of traffic accident survey data. In recent years various types of regression models for clustered data have been developed in the statistical sciences. This paper presents multi-level statistical models, which are generally applicable for vehicle crashworthiness assessment in the sense that data on single and multiple car crashes can be analysed simultaneously. As a special case of multi-level modelling driver injury risk estimation based on paired-by-collision car/driver data is considered. It is demonstrated that assessment results may be seriously biased, if the cluster structure inherent in traffic accident survey data is erroneously ignored in the data analysis stage.
While it is important to track trends in the number of road accidents in different countries using national statistics, there is a need for data with more detailed information, so called in-depth accident data. For this reason, several accident data projects emerged worldwide in recent years. However, also different data standards were established and so comparative analysis of international in-depth data has been very hard to conduct, so far. This is why the project iGLAD (Initiative for the Global Harmonization of Accident Data) was established and created the prerequisites for building up a standardized dataset out of the common denominator of different in-depth accident databases from Europe, USA and Asia. In the first phase, the project received funding from ACEA to compile an initial database. To accomplish this, a suitable data scheme has been defined, a pilot study has been conducted as proof of concept and the recoding of the first common data base has been initiated. Also, to prepare the project for its self-supporting continuation in the next years, a business model has been developed. This paper reports the history and status of the project, the current challenges and the creation of a capable consortium to maintain the data. In mid-2014, the initial database containing 1550 cases from 10 different countries will be completed and a first detailed view on this data will be possible.
Over the last decades the number of traffic accident fatalities on German roads decreased by 77% down to 4968 in the year 2007. This positive development is due to optimisations of vehicle safety, roads and infrastructure and medical rescue issues. Up to now mostly the optimisations of secondary safety measures lead to this effect on vehicle safety. Since some years more and more driver assistance systems are available and lead to a further reduction of all accidents. These new systems are often comfort systems and have not primarily been developed to increase vehicle safety. In contrast to secondary safety systems primary safety systems are able to mitigate and avoid accidents. So in the future it is important to estimate the benefit of these systems in reducing accident numbers as well. Current benefit estimation methods mostly focus on a single system only and not on the combination of systems. In this paper a new method for a multivariate benefit estimation based on real accident data is developed. The paper describes the basic method to estimate the benefit of primary and secondary safety systems in combination. With the presented method the benefit will not be overestimated as it would be by a simple addition of the benefits of single systems. The model will be validated by a multivariate prospective benefit estimation of different vehicle safety systems in comparison to single benefit estimations of the same systems. For this the German In-Depth Accident Database is used. The results show the importance to implement the interactions of safety systems in the estimation process and rate the overestimation by a simple addition of the single system benefits. The validation includes primary and secondary safety systems in combination. The validation is done using more than 3500 real accidents which were initiated by cars. This sample out of the GIDAS database is representative for the current accident situation in Germany. The paper shows the necessity of a multivariate estimation of the benefit for existing and future safety systems.
Ziel der Untersuchung war, die Frage zu klären, inwieweit die Verwendung von fluoridhaltigen Blutentnahmesystemen einen Vorteil in Begutachtungsfragen bei Cocain-Konsumenten bringen kann. In einigen Bundesländern werden diese Blutentnahmesysteme bereits seit Jahren angewendet, um einer Zersetzung von Cocain entgegenzuwirken (Inhibition der Esterasen im abgenommenen Blut). Entsprechende Empfehlungen finden sich auch in den Richtlinien der Gesellschaft für Toxikologische und Forensische Chemie (GTFCh). Bei der Verwendung Fluorid-stabilisierter Blutentnahmesysteme fanden sich in mehr als 50 Prozent der Fälle neben dem nicht aktiven Stoffwechselprodukt Benzoylecgonin (BE) auch Cocain (ein Beleg des zeitnahen Konsums) im Blut. Seit Mitte 2007 ist neben dem Stoffwechselprodukt BE auch die Muttersubstanz Cocain im Anhang zu Paragraf 24a Straßenverkehrsgesetz (StVG) aufgeführt. Aus forensisch-toxikologischer Sicht ist die Verwendung fluorid-stabilisierter Entnahmesysteme zwingend anzuraten, da nur dann ein Nachweis der aktiven Muttersubstanz Cocain selbst ermöglicht wird.
NASS: the glass is half full

The National Accident Sampling System (NASS) was born in the late 1970s. It was based on a substantial amount of experience and analysis of what was needed in the United States to understand the safety challenges of our highways. This work also showed how to collect high quality and useful crash data efficiently. Unfortunately, when Ronald Reagan - a President who believed in limited government - was elected, any hope of full funding for NASS was lost. The concept of 75 teams investigating about 18,000 serious crashes in detail annually was never realized. The system got up to 50 teams, then was cut to 36, and finally to 24 teams investigating fewer than a quarter of the originally anticipated number of crashes per year. Despite this, the NASS investigations provide a rich source of data, collected according to a sophisticated statistical sampling system to facilitate detailed national estimates of road casualties on our nation- highways and their causes. In addition, changes have been made in recent years to increase the number of more serious crashes of recent model vehicles to make the results more relevant to improving vehicle safety. A recent, detailed examination of hundreds of rollovers has provided considerable insight into rollover casualties and into what can be done to reduce them. Some of these results will be presented that show the value of the NASS system. Our experience with NASS and the Fatal Accident Reporting System (FARS) suggests a number of improvements that could be made in the United States" crash data systems. It also provides justification for a doubling or tripling of our national expenditures on crash data collection.
Bei Schrägseilbrücken und Hängebrücken ist die Tragfähigkeit und die Betriebsfestigkeit der Seile von entscheidender Bedeutung. Da in Deutschland seit einigen Jahren wieder verstärkt Schrägseilbrücken gebaut werden, kommt den neueren Entwicklungen auf diesem Gebiet eine besondere Bedeutung zu. Diese neuen Entwicklungen werden im Bericht beschrieben. An erster Stelle steht dabei die Anwendung von Litzenbündeln (LBS) in Deutschland bei der fertiggestellten Ziegelgrabenbrücke im Brückenzug der Rügenbrücke und der im Bau befindlichen Niederrheinbrücke Wesel. Diese im Ausland schon seit vielen Jahrzehnten angewendete Bauart stieß in Deutschland bisher auf Bedenken, insbesondere wegen der Prüfbarkeit und des Korrosionsschutzes. Litzenbündel bestehen im Wesentlichen aus 7-drähtigen Spannstahllitzen und speziellen Verankerungsteilen. Auf der freien Länge des Seils sind die Litzen durch ein HDPE-Rohr gegen äussere Beschädigungen und Umwelteinflüsse geschützt. Da Seile aus Litzenbuendeln bisher nicht bauaufsichtlich geregelt sind, war eine Zustimmung im Einzelfall erforderlich. Die Prüfung der Seile bei den regelmäßig durchzuführenden Bauwerksprüfungen ist verbunden mit einem großen technischen Aufwand, hohen Kosten und Beeinträchtigungen des Verkehrs. Der Bericht geht ausführlich auf mögliche Methoden der Seilprüfung ein. Bei der Ziegelgrabenbrücke wurde die magnetinduktive Prüfung, die sich bei vollverschlossenen Seilen seit vielen Jahren bewährt hat, zum Feststellen von Schäden an den Seilen aus Litzenbündeln angewendet. Neue Entwicklungen bei vollverschlossenen Seilen betreffen insbesondere die Korrosionschutzsysteme und die Ausführung der Ankerköpfe. In beiden Bereichen beschreibt der Bericht die Neuerungen. Bei den Instandsetzungen der vollverschlossenen Seile werden angespochen: dauerhafte Seilspreizung zur Verbesserung der Zugänglichkeit bei der visuellen Prüfung, Seilaustausch am Beispiel der Rheinbrücke Düsseldorf-Flehe und die Instandsetzung des Korrosionschutzes mit verschiedenen Methoden. Wegen der neueren technischen Entwicklungen entsprechen die derzeit gültigen einschlägigen Regelwerke teilweise nicht mehr dem Stand der Technik. Sie müssen daher überarbeitet oder gänzlich neu erstellt werden.
Stahlbrücken mit orthotropen Fahrbahnplatten haben in Deutschland eine lange Traditon, bedürfen aber aufgrund der ständig gestiegenen Belastung durch den Schwerverkehr in einigen Fällen einer Instandsetzung oder sogar einer nachträglichen Verstärkung. Der Beitrag stellt vor diesem Hintergrund neue Wege und Methoden zur Verstärkung orthotroper Fahrbahnplatten vor und erläutert die Grundsätze und Randbedingungen ihrer Anwendung. Alle Erfahrungen haben gezeigt, dass nur Verstärkungsmethoden, die das Trag- und Verformungsverhalten der orthotropen Platte beachten und verbessern, erfolgreich sind. Nachdem die technische Entwicklung der orthotropen Platte dargestellt wurde, geht der Bericht auf die Bemessung sowie auf das Trag- und Verformungsverhalten dieses Bauteils ein. Grundsätzlich erfolgt die Berechnung und Bemessung der orthotropen Platte durch Zerlegung des Gesamtsystems in einzelne Subsysteme, die den Kräfteweg von den einwirkenden Reifenlasten bis in die Auflagerkräfte der Brücke stufenweise nachvollziehen. Auf die Bemessung der Subsysteme und die potenziell an den Systemen möglichen Schäden wird eingegangen. In einem weiteren Teil behandelt der Bericht Erfahrungen mit Instandsetzungsverfahren. Die Gefährdung der Dauerhaftigkeit der Bauteile wird in die Kategorien 1 bis 4 eingeteilt, mit Kategorie 1 als höchster Gefährdungsstufe. Die bei den einzelnen Kategorien aufgetretenen Schäden, ihre Ausprägung und die Ursachen des Entstehens werden erläutert. Der Bericht beschreibt auch Planungsmittel für Instandsetzungs- und Verstärkungsmaßnahmen sowie prophylaktische Verstärkungsmaßnahmen und die Entwicklung nachhaltiger Verstärkungen. Dabei spielt bei einigen Maßnahmen die Verbesserung der Verbundeigenschaften zwischen Stahlblech und Asphaltbelag eine wichtige Rolle. Weitere Entlastungsmöglichkeiten des Deckblechs bestehen darin, die Steifigkeit durch eine aufgesetzte Sandwichkonstruktion zu vergrößern oder das Deckblech mit einer 50 mm dicken Schicht aus bewehrtem hochfesten Stahlfaserbeton zu verstärken.
The head impact of pedestrians in the windscreen area shows a high relevance in real-world accidents. Nevertheless, there are neither biomechanical limits nor elaborated testing procedures available. Furthermore, the development of deployable protection systems like pop-up bonnets or external airbags has made faster progress than the corresponding testing methods. New requirements which are currently not considered are taken into account within a research project of BASt and the EC funded APROSYS (Advanced PROtection SYStems) integrated project relating to passive pedestrian protection. Testing procedures for head impact in the windscreen area should address these new boundary conditions. The presented modular procedure combines the advantages of virtual testing, including full-scale multi-body and finite element simulations, as well as hardware testing containing impactor tests based on the existing procedures of EEVC WG 17. To meet the efforts of harmonization in legislation, it refers to the Global Technical Regulation of UNECE (GTR No. 9). The basis for this combined hardware and virtual testing procedure is a robust categorization covering all passenger cars and light commercial vehicles and defining the testing zone including the related kinematics. The virtual testing part supports also the choice of the impact points for the hardware test and determines head impact timing for testing deployable systems. The assessment of the neck rotation angle and sharp edge contact in the rear gap of pop-up bonnets is included. For the demonstration of this procedure, a hardware sedan shaped vehicle was modified by integrating an airbag system. In addition, tests with the Honda Polar-II Dummy were performed for an evaluation of the new testing procedure. Comparing these results, it was concluded that a combination of simulation and updated subsystem tests forms an important step towards enhanced future pedestrian safety systems considering the windscreen area and the deployable systems.
The Swedish "Vision Zero" regards road fatalities and severe injuries as unacceptable. The vision is based on this ethical perspective together with a fundament of shared responsibility between the system designers and the road user. The design of the traffic system shall protect the road user from these effects as long as he or she follows the traffic rules. It should be possible to make a mistake without being killed. This policy has, during the first period of the "vision zero" (since 1997) put high priority on road and car design where the purpose has been to develop a forgiving environment. Gradually it has, however, become clear that much more effort has to be focused on the responsibility of the road user. Protecting measures will have limited effect as long as the understanding and acceptance from road users is limited. During the last years, Sweden has gone through several improvements of the driver education and is in the middle of important improvements of road safety education for children in schools. Several EU-projects has contributed to this development. One aspect that has received large international interest is the lay instructed driver training from 16 years of age supervised by parents. This has been in use since 1993. Another is the development of mandatory courses, such as an introduction for the learner and the lay instructor, a "risk awareness" courses dealing specifically with speeding, seat belt use, drunk driving, tiredness, and driving on low friction. The presentation will share some of the "vision zero" fundaments together with the latest experiences, research and development concerning driver education in Sweden.
From an automotive safety occupant protection standpoint, effective occupant restraint requires a system capable of providing non-injurious occupant ride down of anticipated crash forces. This is not only the case for frontal collisions, where occupant restraint is provided primarily by seatbelts and airbags, but is also critical for other crash modes such as side impacts, rear impacts, rollovers, as well as multiple impact events. In the rear impact crash mode, occupant restraint is provided primarily by the seatbacks and to some extent the seatbelts. Foundationally, therefore, what becomes fundamental to the seatback's role in rear occupant protection is its ability to contain the occupant within the seat, preventing occupant ramping, as well as preventing the seat's, and/or its occupant's, dangerous intrusion into the rear occupant's survival space where contact with rear compartment components and/ or rear seated occupants can present a significant injury risk. An analysis is presented of a series of rear impact sled testing conducted by the authors that evaluates the timing, position and extent of the front seatback's reward displacement toward and into the rear occupant compartment as well as consideration of the front seat occupant' ramping potential and its injury potential relative to the rear compartment. Additionally, three other series of testing are presented which assess various seat designs occupant retention capabilities. Lastly, a matched-pair comparison test series is presented which evaluates occupant motion in rear impact with and without use of a typical vehicle body mounted 3-point seatbelt. Discussion of restraint system performance observed in all the testing is included along with ATD biofidelity and thigh-gap considerations. The data collected and presented includes accelerometer instrumentation and high speed video analysis.
This paper set out to examine the possibilities for injury avoidance implications for older drivers in crashes, based on crash and injury patterns among older drivers and current trends in ageing in most western societies. A number of safety technologies were identified and discussed which have potential for improving vehicle older driver crash avoidance and crashworthiness. While there were some promising estimates available of the likely benefits of this technology for improving safety, it is evident that they need to be confirmed for older drivers, given their age-related disabilities and sensory limitations. Further research is urgently required to ensure that these technologies yield safety benefits without any disbenefits for older drivers.rn
An analysis of NASS and FARS was conducted to determine crash conditions that involved injuries that are not currently being directly addressed by vehicle safety standards or by consumer information test protocols. Analysis of both field data and US NCAP tests were conducted to determine the relative safety provided by seating position and by vehicle model year. Opportunities for improvements were determined by crash categories with large populations of injuries that were not addressed by safety tests or smaller numbers that were increasing in frequency. Areas of opportunities include improved occupant restrain in rollovers, improved frontal protection for rear seat occupants and improved fire prevention in frontal and rollover crashes.
Pedestrian accidents are one of the major concerns related with road accidents around the world. Portugal has one of the highest rates of pedestrian fatalities in Europe. In this paper an overview conditions were the pedestrian accidents occurred in Portugal is presented. In the last years, a project related with the pedestrian accidents has run in Portugal for the period 2004-2006 where 603 people died, 2097 have been severely injured and about 17000 slightly injured. Within this project all the pedestrian accidents in this period have been analysed providing global information about a wide range of aspects, since location, driver and pedestrian characteristics, weather and road conditions, among others. In addition, 50 in-depth accidents have been investigated and the data collected according the Pendant methodology. For this in-depth methodology detailed information about the accident has been collected, including injuries, vehicle damage, road conditions and road user- behaviour and actions. An accident reconstruction has been carried for each case including the determination of the speeds and driver actions, and the analysis of the contributing factors for the accident. Depending of the accident complexity, different methodologies have been used to analyse these accident, from the classical analytical equations such as Simms and Woods, to the use of detailed computational pedestrian models as those included in the commercial software- PC-Crash-® or Madymo-®. Also one of the goals of our investigation is the development of multibody models and methodologies for the reconstruction of pedestrian accidents. Some of these tools integrated in the commercial software Cosmos Motion-® are presented. The advantages of the different approaches are compared and discussed for some of the accidents investigated. With these tools the impact speed can be determined from the projection distance with analytical tools or PC-Crash-®, but more complex tools should be used to determine speed from the injuries, what is especially important for fatal accidents. The influence of the vehicle geometry and stiffness characteristics is another aspect analysed, where the influence of the vehicle stiffness has been determined using a combined multibody-finite elements approach within the software Madymo-®.
This report gives an overview of pedestrian accidents on Japanese roads. Database used for the analysis is national traffic accident data based on police reports. Relevant measures and background information ranging from vehicle safety, engineering and education are briefly reviewed, and area for further improvement is discussed.rn
Annually within the European Union, there are over 50,000 road accident fatalities and 2 million other casualties, of which the majority are either the occupants of cars or other road users in collision with a car. The European Commission now has competency for vehicle-based injury countermeasures through the Whole Vehicle Type Approval system. As a result, the Commission has recognised that casualty reduction strategies must be based on a full understanding of the real-world need under European conditions and that the effectiveness of vehicle countermeasures must be properly evaluated. The PENDANT study commenced in January 2003 in order to explore the possibility of developing a co-ordinated set of targeted, in-depth crash data resources to support European Union vehicle and road safety policy. Three main work activity areas (Work Packages) commenced to provide these resources. This paper describes some of the outcomes of Work Package 2 (WP2, In-depth Crash Investigations and Data Analysis). In WP2, some 1,100 investigations of crashes involving injured car occupants were conducted in eight EU countries to a common protocol based on that developed in the STAIRS programme. This paper describes the purposes, methodology and results of WP2. It is expected that the results will be used as a co-ordinated system to inform European vehicle safety policy in a systematic, integrated manner. Furthermore, the results of the data analyses will be exploited further to provide new directions to develop injury countermeasures and regulations.
Verschiedene Maßnahmen zur Verbesserung der Luftqualität in Städten waren bisher bei der Verminderung von Stickoxiden nur bedingt erfolgreich. Interessant ist, ob der Einsatz der Photokatalyse hier weiterhelfen kann. Photokatalytische Anwendungen wurden schon in einigen Pilotstudien untersucht, zum Beispiel an Straßen beziehungsweise Modell-Canyons sowie in Tunneln. Teilweise wurden international sehr positive Ergebnisse erzielt, geichzeitig liegen aus anderen internationalen Projekten Ergebnisse unterhalb der Messgenauigkeit vor. Die vorgestellten Ergebnisse werden anhand verschiedener Variablen betrachtet und die erwartbare Atmosphärenrelevanz diskutiert. Zusammengefasst wird, dass basierend auf bekannten Feldmessungen für die Photokatalyse eine mittlere NOx-Reduktion von nur wenigen Prozent (in Hauptstraßenschluchten) zu erwarten ist. Dieses Potenzial muss mit anderen Maßnahmen verglichen werden (Kosten/Nutzenanalyse). Materialien müssen vor ihrem Einsatz in der Atmosphäre sorgfältig auf ihre Aktivität untersucht werden. Erfüllen die Oberflächen die Voraussetzungen, um als aktiv eingestuft zu werden, ist ihr Einsatz zur Luftreinhaltung klar zu empfehlen.
Seit einigen Jahren steht mit dem pupillographischen Schläfrigkeitstest (PST) ein objektives Messverfahren zur Ermittlung der Tagesschläfrigkeit zur Verfügung, wobei die Zunahme der spontanen Schwankungen des Pupillendurchmessers unter Müdigkeit registriert wird. Es wurde eingesetzt bei verschiedenen Probandengruppen, die einem potenziell erhöhten Risiko von Vigilanzminderungen ausgesetzt sind: chronische Schmerzpatienten (n = 20) beziehungsweise substituierte Heroinabhängige (n = 52) unter Opioiden, ambulante Patienten unter Psychopharmaka (n = 32), Allergiker unter Antihistaminika (n = 40) und medizinisches Nachtdienst-Pflegepersonal (n = 40). Verglichen wurde unter anderem mit zwei Kontrollgruppen (n = 21, n = 10). Bei den Untersuchungen ergaben sich relativ normale Schläfrigkeitswerte bei ambulanten Psychopharmaka-Patienten und Allergikern. Teils exzessiv erhöhte Werte wurden dagegen insbesondere bei substituierten Heroinabhängigen (81 Prozent), opiatversorgten Schmerzpatienten (59 Prozent) und dem Nachtdienstpersonal (70 Prozent) festgestellt.
This paper describes the methodology of In-Depth Investigation in Germany on the example of GIDAS (German In-Depth Accident Study). Since 1999 in Germany a joint project between FAT (Forschungsvereinigung Automobiltechnik or Automotive Industry Research Association) and BASt (Bundesanstalt für Straßenwesen or the Federal Road Research Institute) is being carried out in Hannover and Dresden. The methodology of this project is based on a statistically orientated procedure of data sampling (sampling plan, weighting factors). The paper describes the possibilities of such in-depth investigation on the results of the offered title. The accident cases were collected randomly within GIDAS at Hannover. There are more cases existing from previous investigation started in 1985 under the same methodology. The portion of rollovers can be established at 3.7% of all accidents with casualties in the year 2000. For the study 434 cases of car accidents with rollovers are used for a detail comprehensive analysis. The accidents happened in the years 1994 to 2000 in the Hannover area. The injury distribution will report about 741 occupants with rollover accident event. The presented paper will give an overview of the accident situations following in rollover movements of cars. The distributions of injury frequencies, injury severity AIS for the whole body and for the body regions of occupants will be presented and compared to technical details like the impact speed and the deformation pattern. The speed of the car was determined at the point of rollover and on the point of accident initiency. The characteristics of the kinematics followed in a rollover movement are analyzed and the major defined types of rollover will be shown in the paper. The paper will describe the possibilities of In-Depth Investigation methods for the approach of finding countermeasures on the example of car accidents with rollover and explaining the biomechanics of injuries in rollover movements.
One of the major problems of road safety in Europe is the powered two wheelers accidents. One of the European countries with one of the highest rates is Portugal where in 2006, mopeds and motorcycles fatalities represented 27% of all road users deaths. In this work, a deep analysis and overview of the current state of mopeds and motorcycles accidents for the 2004-2006 period is presented. Within this period 830 PTW occupants die, 2958 have been severely injured and 25000 suffer slight injuries. A detailed analysis of the conditions of these accidents has been carried out, using the data of the national accident database. This analysis provides global information, about geographic environmental conditions, driver- characteristics among others. From this data detailed information is obtained allowing to know when, where and who. In order to answer the question why more a widely collection of data has been collect for 70 accidents. The data has been collected using OECD methodology. For these accidents a detailed reconstruction has been carried out, what is especially important for fatal accidents where for instance speed in an important factor. From these collection and analysis of data a wider overview of facts and measures are extracted. Among them, some are emphasized such as that the quality and non-use of helmets plays an important role in severe and fatal accidents especially for accidents involving moped vehicles, or speed is the most important factor in fatal accidents involving motorcycles. Concerning motorcycle accident reconstruction, different tools can be used depending of the accident scenario and complexity. For simple cases, with specific characteristics, analytical formulation based in vehicle crash dynamics can be use in order to determine the impact speed of the vehicles impact, analysing the skid marks, deformations, victims rest position and considering parameters (EES, vehicle deceleration, etc). Aspects such as the energy absorption capability of motorcycles are also discussed. In the general cases the accident reconstruction software Pc-Crash has been used for the reconstruction of the accident. In very complex cases, has for instance the impact between motorcyclist and barriers, Madymo software is used especially to determine speed from injuries. An example of the impact of a motorcyclist and a motorcyclist-friendly barrier is present to illustrate the benefits and limitations of such systems.
In recent years special attention has been paid to reducing the number of fatalities resulting from road traffic accidents. The ambitious target to cut in half the number of road users who are killed each year by 2010 compared with the 2001 figures, as set out in the European White Paper "European Transport Policy for 2010: Time to Decide" implies a general approach covering all kinds of road users. Much has been achieved, e.g. in relation to the safety of car passengers and pedestrians but PTW accidents still represent a significant proportion of fatal road accidents. More than 6,000 motorcyclists die annually on European roads which amounts to 16% of the EU-15 road fatalities. The European Commission therefore launched in 2004 a Sub- Project dealing with motorcycle accidents within an Integrated Project called APROSYS (Advanced PROtection SYStems) forming part of the 6th Framework Programme. In a first step, the combined national statistical data collections of Germany, Italy, the Netherlands and Spain were analysed. Amongst other things parameters like accident location, road conditions, road alignment and injury severity have been explored. The main focus of the analysis was on serious and fatal motorcycle accidents and the results showed similar trends in all four countries. From these results 7 accident scenarios were selected for further investigation via such in-depth databases as the DEKRA database, the GIDAS 2002 database, the COST 327 database and the Dutch element of the MAIDS database. Three tasks, namely the study of PTW collisions with passenger cars, PTW accidents involving road infrastructure features, and motorcyclist protective devices have been assessed and these will concentrate inter alia on accident causes, rider kinematics and injury patterns. A detailed literature review together with the findings of the in-depths database analysis is presented in the paper. Conclusions are drawn and the further stages of the project are highlighted.
The number of injured car occupants decreases constantly. Nevertheless, they account for nearly 50% of all fatalities and about 44% of all seriously injured persons in German traffic accidents. Further reductions of casualties require multiple efforts in all parts of traffic safety. In this paper a detailed analysis of the important pre-hospital rescue phase was done. The basis for future improvements is the knowledge about injury causation of car occupants in combination with other corresponding influence factors. For that reason more than 1.200 severe (AIS3+) injuries of frontal car occupants were analyzed. For the most relevant injuries of car occupants multivariate analysis models were created to predict the probability of these injuries in a real crash scenario. In addition to the collision severity different influence factors like impact direction, seat belt usage, age of the occupant, and gender were analyzed. Furthermore, the models were checked regarding the goodness of fit and all results all results were checked concerning their robustness. The prediction models were created on the basis of 5.000 car accidents. Afterwards, the models were validated using 4.000 different car accidents. The prediction of the probability of severe injuries could be used for different applications in the field of traffic safety. One possibility is the implementation of the models in a tool for the on-the-spot diagnosis. The background for the development of such applications is the fact, that there are only limited diagnostic possibilities available at the accident scene. Nevertheless, the rescue forces have to make essential decisions like the alerting of the necessary medical experts, appropriate treatment, the type of transportation and the choice of an adequate hospital. These decisions quite often decide between life and death or influence the long-term effects of injured persons. At this point, indications of expectable injuries could help enormously. To enable even persons with limited technical knowledge to use the tool, a procedure was developed that facilitates the assumption of the given crash severity. Another important possibility for the application of the prediction models is the use for the qualification of information sent by e-call systems.
Detailed anthropometric data of pregnant women have been collected and used in the development of a computational model of the pregnant occupant model "Expecting". The model is complete with a finite element uterus and multi-body fetus, which is a novel feature in the models of this kind. The computational pregnant occupant model has been validated and used to simulate a range of impacts. The strains developed in the utero-placental interface are used as the main criteria for fetus safety. Stress distributions due to inertial loading of the fetus on the utero-placental interface play a role on the strain levels. Inclusion of fetus model is shown to significantly affect the strain levels in the utero-placental interface. This series of studies has led to the design of seatbelt features specifically for the pregnant women to enable them use the seatbelt correctly and comfortably.
Proposal for a test procedure of assistance systems regarding preventive pedestrian protection

This paper is showing a proposal for a test procedure regarding preventive pedestrian protection based on accident analysis. Over the past years pedestrian protection has become an increasing importance also during the development phase of new vehicles. After a phase of focusing on secondary safety, there are current activities to detect a possible collision by assistance systems. Such systems have the task to inform the driver and/or automatically activate the brakes. How practical is such a system? In which kind of traffic situations will it work? How is it possible to check the effectiveness of such a system? To test the effectiveness, currently there are no generally approved identifiable procedures. It is reasonable that such a test should be based on real accidents. The test procedure should be designed to test all systems, independent of the system- working principle. The vFSS group (advanced Forward-looking Safety Systems) was founded to develop a proposal for a technology independent test procedure, which reflects the real accident situation. This contribution is showing the results of vFSS. The developed test procedure focuses on accidents between passenger cars and pedestrians. The results are based on analysis results of in-depth databases of GIDAS, German insurers and DEKRA and added by analysis of national and international statistics. The in-depth analysis includes many pre-crash situations with several influencing factors. The factors are e. g. speed of the car, speed of the pedestrian, moving direction and a possible obscuration of the pedestrian by an object. The results comprise also the different situations of adults and children. Furthermore, they include details regarding influence of the lighting conditions (daylight or night) especially with respect to the accident consequences. In fact, more accidents happen at daylight, but fatal accidents are more often at night. A clustering of parameter combinations was found which represents typical accident scenarios. There are six typical accident scenarios which were merged in four test scenarios. The test scenarios are varying the starting position of the pedestrian, the pedestrian size (adult or child) and the speed of the pedestrian, whereas the speed of the car will not be varied. To ensure the independency from used sensing technologies it is necessary to use a suitable dummy. For example, if sensors are based on infrared, the dummy should emit the temperature of a human being. The test procedure will identify the collision speed as the key parameter for assessing the effectiveness of the tested system. The collision speed is defined as the reduction between initial test speed of the car and impact speed. The assessment of the speed reduction value regarding the safety benefit, however, will be part of a separate procedure.
According to the German road traffic regulations children up to the age of 12 or a height below 150 cm have to use approved and appropriate child restraint systems (CRS). CRS must be approved according to UN-ECE Regulation No. 44. The regulation classifies CRS in 5 weight categories. The upper weight group is approved for children from 22 to 36 kg. However, studies show that already today many children weigh more than 36 kg although they have not reached a height of 150 cm. Therefore, no ECE R44 approved CRS is available for these overweight children. In conclusion, today's sizes and weights of children are no longer represented by the current version of the ECE R44. The heaviest used dummy (P10) weighs just 32.6 kg and has a height of 137.9 cm. Statistical data of German children show that already 5% of the children at a height of 137.9 cm have a weight above 45.3 kg. Regarding children at a height of 145 cm, the 95th percentile limit is at a weight of 53.3 kg. Based on these data 4 dummies with different heights and weights were defined and produced. Two of them are overweight. Up to now, there is no experience how current child restraint systems perform in a car crash if they are used by children with a weight above 36 kg and a height smaller than 150 cm. In the future, different child restraint systems will be tested with respect to the ECE R44 regulation using these overweight dummies.
Radfahren - aber sicher!

Bei der Veranstaltung, die am 16. und 17. November 1987 zu dem Thema "Radfahren - aber sicher!" in Wiesbaden stattfand, ging es darum, dem Sicherheitsbedürfnis des zunehmenden Radfahrverkehrs in der Bundesrepublik Deutschland gerecht zu werden, andererseits aber auch das nicht unproblematische Verhältnis zwischen der Radfahrerpopulation auf der einen und den übrigen Verkehrsteilnehmergruppen auf der anderen Seite auszuleuchten. In der jüngeren Vergangenheit wurden Klagen geäußert wie etwa die, dass sich die Radfahrer ihr eigenes Gesetz schafften. Von den Betroffenen wird dagegengehalten, dass die den Straßenverkehr betreffenden Gesetze und Verordnungen aus dem Blickwinkel des Kraftfahrers heraus gemacht worden seien und ein Verstoß dagegen für Radfahrer oft die naheliegendste Möglichkeit sei, einer Selbstgefährdung zu entgehen. Aus diesem Grunde wurde die Thematik in dem von der Deutschen Verkehrswacht gemeinsam mit der Bundesanstalt für Straßenwesen (BASt) und dem Bundesverkehrsministerium durchgeführten Symposium aus unterschiedlichster Sicht angesprochen. Vertreten war sowohl die Unfallforschung, die Straßenplanung, die Fahrzeugtechnik und die Polizei wie auch die Interessenvertreter der Rad- und der Autofahrer. Von vornherein war klar, dass ein Symposium dieser Art nicht dazu angetan sein konnte, "Patentlösungen" zu erarbeiten. Ziel der Veranstaltung war es vielmehr, das gegenseitige Verständnis der unterschiedlichen Verkehrsteilnehmergruppen füreinander zu wecken bzw. zu fördern. Dabei wurde deutlich, dass auch die Problematik des "Rollenwechsels" keineswegs frei von Schwierigkeiten ist: Das Verhalten des möglicherweise überwiegenden Teils der Verkehrsteilnehmer ist nicht so sehr an einem Grundwissen und ein Grundverhalten gebunden, als vielmehr von der Art der jeweiligen Verkehrsteilnahme abhängig.
The presentation deals with the simulation tool rateEFFECT which intends to answer the following questions: Which active safety systems should be developed to maximize safety benefit in real traffic accidents? What is the effectiveness of a specific active safety system in the real world? How many casualties could be avoided by such a system? It is shown that a lot of information is required to simulate existing accidents in order to estimate ADAS effects. This particularly includes numerical values for the pre-crash and in-crash phase. The database GIDAS provides a required minimum number of these parameters for a statistically significant sample.
Real world accident reconstruction with the Total Human Model for Safety (THUMS) in Pam-Crash

Further improvement of vehicle safety needs detailed analysis of real world accidents. According to GIDAS (German In-Depth Accident Study) most car to car front accidents occur at mid-crash severity. In this range thoracic injuries already occur. In this study a real world frontal crash with mid-crash severity out of the AARU database was reconstructed. The selected car to car accident was reconstructed by AARU by means of pc-crash software in order to get the initial dynamic accident conditions. These initial conditions were used to reconstruct the complete accident in more detail using FE models for the car structure and the occupants. Occupant simulations were performed with FE HIII-dummy models and the THUMS using Pam-Crash code. An initial THUMS validation was performed in order to verify the model-´s biofidelity by means of table-top test simulations. THUMS bone stiffness values were modified to match the real word occupant age. A comparison between driver and passenger restraint system loading was done, as well as an injury prediction comparison between the HIII-dummy model and THUMS response for both cases. Detailed comparison between the HIII-dummy models and THUMS regarding thoracic loading are discussed.
A set of recommendations for pan-European transparent and independent road accident investigations has been developed by the SafetyNet project. The aim of these recommendations is to pave the way for future EU scale accident investigation activities by setting out the necessary steps for establishing safety oriented road accident investigations in Member States. This can be seen as the start of the process for establishing road accident investigations throughout Europe which operate according to a common methodology. The recommendations propose a European Safety Oriented Road Accident Investigation Programme which sets out the procedures that need to be put in place to investigate a sample of every day road accidents. They address four sets of issues; institutional addressing the characteristics of the programme; operational describing the conditions under which data isrncollected; data storage and protection; and reports, countermeasures and the dissemination of data.rn
