Im Rahmen des Forschungsvorhabens wurden wesentliche Grundlagen für eine zukünftige Kooperation zwischen dem öffentlichen Verkehrsmanagement und privaten Navigationsdiensteanbietern vorbereitet und entsprechende Maßnahmen zur Gewährleistung der Interoperabilität zwischen öffentlichem Verkehrsmanagement und individuellen Navigationsdiensten erarbeitet. Ein Ergebnis ist das vorgeschlagene "Strategische Konzept". Dieses basiert auf einer Darstellung von Potenzialen einer Kooperation und einer hieraus entwickelten zweckmäßigen Abstufung der Kooperationstiefe und der Integration von Verkehrsmanagement-Strategien in einen Navigationsdienst. Dabei stellen die öffentlichen Infrastrukturbetreiber abgestimmte dynamische Strategierouten als Bestandteil situationsbezogener öffentlicher Strategien bereit. Die privaten Navigationsdienstanbieter beziehen die öffentlichen Strategierouten in das individuelle Routing mit ein, wobei der Grad der Verbindlichkeit der Einbeziehung abhängig von der gewählten Ebene der Strategiekooperation ist. Parallel dazu wurde mit dem erarbeiteten "Technischen Konzept" der technische Weg der Erschließung von Leitempfehlungen aus den Systemen des strategischen Verkehrsmanagements zur Bereitstellung an individuelle Navigationsdienste konzipiert und praktisch validiert. Die grundsätzliche Eignung des erarbeiteten technischen Konzeptes auf Basis einer weiter entwickelten DATEX II-Extension zum strategischen Routing konnte so nachgewiesen werden. Als Ergebnis kann festgehalten werden, dass eine Kooperation in entsprechender Ausprägung ein großes Nutzenpotenzial für beide Seiten aufweist und bereits ohne einen sehr großen technischen Aufwand ein wirkungsvolles Ergebnis erzielt werden kann.
Aus einer aktuellen BASt-Studie ("Legalbewährung nach Neuerteilung der Fahrerlaubnis") geht hervor, dass eine Fahrerlaubnisentziehung bei mehrfach verkehrsauffälligen Fahrern nicht unbedingt zur Verhaltensänderung führt: Personen, denen der Führerschein wegen Überschreitens der Punktegrenze entzogen wurde, bergen ein doppelt so hohes Risiko, schuldhaft einen Unfall zu verursachen, wie Personen, deren Fahrerlaubnis wegen Alkohol- oder Drogenkonsums entzogen wurde. Eine Interventionsmaßnahme im Rahmen des Punktsystems stellt ein Hilfsangebot dar, das Fahrerlaubnisinhabern die Möglichkeit gibt, ihr riskantes Fahrverhalten mit professioneller Unterstützung langfristig zu verändern, um zukünftig regelkonform am Straßenverkehr teilzunehmen. Eine Interventionsmaßnahme kann damit einen wichtigen Beitrag zur Reduktion des Unfallrisikos von mehrfach verkehrsauffälligen Fahrern und damit zur Erhöhung der Verkehrssicherheit leisten. Für die bisherigen Aufbauseminare für Punkteauffällige (ASP) konnte kein Wirksamkeitsnachweis erbracht werden. Aus wissenschaftlicher Sicht wurde der den Aufbauseminaren zugrunde liegende Moderationsansatz kritisch hinterfragt. So geht aus einem Gutachten über die Qualität der Aufbauseminare hervor, dass Zweifel bestehen, dass das Ziel der Einstellungsänderung verkehrsauffälliger Fahrer mit dem zugrundeliegenden Ansatz erreicht werden kann. Vor diesem Hintergrund wurde die BASt im Rahmen der Reform des Verkehrszentralregisters vom Bundesministerium für Verkehr, Bau und Stadtentwicklung (BMVBS) im Juni 2012 beauftragt, die Grundlagen für ein wissenschaftlich begründetes Konzept für eine neue, wirksame Interventionsmaßnahme (Fahreignungsseminar, FES) für Punkteauffällige vorzulegen. Die Grundlagen zum Fahreignungsseminar wurden in drei Forschungsprojekten erarbeitet. Diese werden im vorliegenden Bericht dargestellt. Teil 1: Optimierung der Interventionsmaßnahmen im Rahmen der Reform des Mehrfachtäter-Punktsystems. Teil 2: Konzeption einer edukativen Teilmaßnahme der Fahreignungsseminare für verkehrsauffällige Kraftfahrer. Teil 3: Entwicklung eines Rahmenlehrplans für den edukativen Teil des im Rahmen der Reform des Punktsystems geplanten Fahreignungsseminars.
The increase in light duty trucks (LDT) on the road in the US is a safety concern because of their aggressivity, or risk they present to occupants of cars, especially in side impacts. We use FARS data to look at fatality trends in frontal and side impacts between cars and LDT. FARS data is also used to determine risk, or fatalities per registered vehicle, imposed on car drivers from other vehicle types. We use NASS CDS data to investigate sources of serious injuries in vehicles with side impact. These sources of injury are categorized into three major groups: 1) contact without intrusion, 2) contact with intrusion, and 3) restraints. We find a greater fraction of intrusion related injuries in cars struck on their side by SUV or pick-up trucks than when they are struck by other cars.
The Traffic Accident Research Institute at University of Technology Dresden investigates about 1,000 accidents annually in the area around and in Dresden. These datasets have been summarized and evaluated in the GIDAS (German Accident In-Depth Study) project for 13 years. During the project it became apparent that the specific traffic situation of a covert exit of a passenger car and an intersecting two-wheeler involves a high risk potential. This critical situation develops in a large part due to the lack of visibility between the driver and the intersecting bike. In this paper the accident avoidance potential of front camera systems with lateral field of view, which allows the driver to have an indirect sight into the crossing street area will be presented.
Electronic Stability Program (ESP) aims to prevent the lateral instability of a vehicle. Linked to the braking and powertrain systems, it prevents the car from running wide on a corner or the rear from sliding out. It also helps the driver control his trajectory, without replacing him, in the case of loss of control where the driver is performing an emergency manoeuvrer (confused and exaggerated steering wheel actions). A new ESP function optimizes ESP action in curves with hard under steering (situations in which the front wheels lose grip and the vehicle slides towards the outside of the curve). A complementary feature prevents the wheels from spinning when pulling away and accelerating. The name given to the ESP system varies according to the vehicle manufacturer, but other terms include: active stability control (ASC), automotive stability management system (ASMS), dynamic stability control (DSC), vehicle dynamic control (VDC), vehicle stability control (VSC) or electronic stability Control (ESC). This paper proposes an evaluation of the effectiveness of ESP in terms of reduction of injur accidents in France. The method consists of 3 steps: - The identification, in the French National injury accident census (Gendarmerie Nationale only), of accident-involved cars for which the determination of whether or not the car was fitted with ESP is possible. A sample of 1 356 cars involved in injury accidents occurred in 2000, 2001, 2002 and 2003 was then selected. But we had to restrict the analysis to only 588 Renault Lagunas. - The identification of accident situations for which we can determine whether or not ESP is pertinent (for example ESP is pertinent for loss of control accidents whilst it is not for cars pulling out of a junction). - The calculation, via a logistic regression, of the relative risk of being involved in an ESPpertinent accident for ESP equipped cars versus unequipped cars, divided by the relative risk of being involved in a non ESP-pertinent accident for ESP equipped cars versus unequipped cars. This relative risk is assumed to be the best estimator of ESP effectiveness. The arguments for such a method, effectiveness indicator and implicit hypothesis are presented and discussed in the paper. Based on a few assumptions, ESP is proved to be highly effective. Currently, the relative risk of being involved in an ESP pertinent accident for ESP-equipped cars is lower (-44%, although not statistically significant)rnthan for other cars.rn
Nowadays airbags are part of the standard equipment in almost all new cars. While airbags are saving an increasing number of people from severe injuries and death in moderate and high speed crashes, they do not completely prevent dashboard injuries. The most common mechanism in dashboard injuries is a posteriorly directed force to the proximal tibia with the knee flexed. This may occur during a motor vehicle frontal impact accident when a knee of the driver or the front-seat passenger strikes the dashboard. The posterior force can be combined with a abducting or rotational force leading to concomitant lateral or posterolateral injury. Car and airbag manufacturers therefore develop special inflatable systems to reduce the impact force in dashboard injuries. Every new inflatable system, however, has to be evaluated in out of position situations in which the system might cause injuries to certain body areas. Therefore, we investigated a new kneebag system in different critical seating positions of post mortem test subjects (PMTS). The tested knee airbag module is a folded airbag (18 litre volume) which is installed below the lower section of the instrument panel of a passenger car. Using four PMTS (2 male, 2 female, age 36"67) the following positions were tested: normal seating position, knee flexed >90 degrees and knee flexed <60 degrees in static deployment tests with direct contact. In addition a dynamic test (48.8kph, AAMA-pulse) was carried out with the PMTS belted in a normal seating position. The inflation phase and the impact of the system on the knee/lower leg were analysed by high speed videos. After the test the lower legs of the PMTS were examined by Xray and autopsy. All soft tissue injuries and bone fractures were recorded. All the tests could be evaluated. Except some superficial skin lesions in the impact area no fracture of the bones around the knee and no knee ligament and tendon injuries were observed. Neither video analysis nor autopsy of the PMTS showed any critical contact injuries caused by the inflation process of the bag. Therefore, it can be concluded that in the tested seating positions which are the most critical for the knee area the knee bag system is safe.
The declining trend since 1991 in the number of killed people was broken in 2011 when overall 4 009 people died in traffic accidents in Germany. The question arises if there is a stagnating trend of fatalities in Germany in future? By breaking down the accidents with casualties towards a monthly view one can see a decreasing trend of fatalities in the warmer months especially since 2009. When comparing against winter months higher deviations are observed. In December 2011 an increase of 191 traffic deaths were registered (181 in 2010 compared to 372 in 2011). Further analyses of different accident influences were evaluated and their possibility of drastic change from one year to the other was determined. As seen weather- and environmental conditions are one of the major contributing factors and are one of the causes for the increased number of fatalities. To support the underlying assumption a model had been created to calculate the number of traffic deaths on a daily basis approach. As an input, road conditions projected through weather parameters and also different driving behaviors on weekdays or holidays were used. As a result, estimates of daily fatality with up to 75% precision can be achieved out of the 2009, 2010 and 2011 data. Further on it shows that weather and street conditions have a high influence on the overall resulting number of traffic accidents with casualties, and especially to the number of fatalities. Hence it is estimated that approximately 3 300 people were killed in traffic accidents in Germany in 2013 which would be again a reduction of another 13% compared to 2012. Therefore an answer to the question will be that the decreasing trend in traffic fatalities in Germany somehow is not broken when environmental conditions are included in national statistics. Their effects will become more visible in future accident statistics and it is estimated variances of 5% to 8% of the annual number of traffic fatalities in Germany will be seen.

Der Jahresbericht der Bundesanstalt für Straßenwesen (BASt) gibt wesentliche Ergebnisse aus den fünf Forschungsabteilungen Straßenbautechnik, Brücken- und Ingenieurbau, Straßenverkehrstechnik, Fahrzeugtechnik, Verhalten und Sicherheit im Verkehr wieder. Die Arbeit der Bast besteht sowohl in eigener Forschung als auch in der Betreuung von Forschungsprojekten, die namhafte Institutionen im Auftrag der BASt und des Bundesministeriums für Verkehr, Bau und Wohnungswesen (BMVBW) durchführten. Außerdem wird über die Mitarbeit der BASt an den Forschungsrahmenprogrammen der Europäischen Union sowie über Untersuchungsaufträge der Europäischen Kommission, Stellungnahmen für das BMVBW sowie Prüfaufträge für Dritte berichtet. Einen weiteren Schwerpunkt der BASt bildet die Qualitätssicherung. Ferner wird über die der Bundesanstalt für Straßenwesen zur Verfügung stehenden Forschungseinrichtungen berichtet, auf die Organisation, das Personal, den Haushalt und die zur Verfügung stehende Informationstechnik eingegangen. Darüber hinaus wird über die Öffentlichkeitsarbeit der BASt, die Veranstaltungen und die Auslandsbeziehungen informiert.

Der Jahresbericht der Bundesanstalt für Straßenwesen gibt einen Überblick über die Arbeitsschwerpunkte der BASt im Jahr 2003. Neben grundlegenden Informationen über die BASt werden 24 Projekte aus den fünf Forschungsabteilungen der BASt "Straßenbautechnik", "Brücken- und Ingenieurbau", "Straßenverkehrstechnik", "Fahrzeugtechnik" und "Verhalten und Sicherheit im Verkehr" vorgestellt. Im Rahmen ihres Aufgabenspektrums bewertet die BASt außerdem die Qualität von Dienstleistungen und Produkten. Die hierzu durchgeführten Akkreditierungen, Prüfungen, Zertifizierungen, Anerkennungen und Zulassungen sind tabellarisch dargestellt. Abgerundet wird der Jahresbericht mit den Aktivitäten der Öffentlichkeitsarbeit, der Internationalen Zusammenarbeit, einer Zusammenstellung der zum Teil in der BASt entwickelten und gepflegten Datenbanken und -sammlungen sowie Zahlen und Fakten des Jahres 2003.

Die Bundesanstalt für Straßenwesen (BASt) ist ein technisch-wissenschaftliches Forschungsinstitut des Bundesministeriums für Verkehr, Bau- und Wohnungswesen. Ihr Tätigkeitsspektrum umfasst schwerpunktmäßig angewandte und praxisnahe Forschung, die interdisziplinärer und immer stärker international angelegt ist, sowie Prüfungen, Zertifizierungen und Akkreditierungen und Beratungs- und Gutachtertätigkeiten in den Aufgabengebieten Straßenbautechnik, Brücken- und Ingenieurbau, Straßenverkehrstechnik, Fahrzeugtechnik, Verhalten und Sicherheit im Verkehr. Im Jahresbericht 2004 wird anhand ausgewählter Beispiele aufgezeigt, an welchen aktuellen Fragestellungen die BASt arbeitet. Die Bundesanstalt für Straßenwesen beschäftigte in 2004 über 400 Mitarbeiter.
