Die Standsicherheit und Dauerhaftigkeit von Spannbetonbrücken werden wesentlich durch den Ist-Zustand der Bewehrung und der Spannglieder bestimmt. Bei komplexeren Schadensbildern oder dem Verdacht visuell nicht erkennbarer Schäden sind zur Zustandsbeurteilung detaillierte Informationen über deren Art und Umfang durch Objektbezogene Schadensanalysen zu erheben. Die Anzahl der dazu zu öffnenden Untersuchungsstellen kann durch den Einsatz zerstörungsfreier Prüfverfahren (ZfPBau-Verfahren) deutlich reduziert werden. Die Leistungsfähigkeit der automatisierten ZfPBau-Verfahren - Radar, Ultraschallecho und Impact-Echo - für die Ortung von Bewehrung, internen Spanngliedern und gegebenenfalls vorhandenen Verpressfehlern wird anhand von Messungen an der Fuldatalbrücke bei Eichenzell gezeigt. Die Ergebnisse der Untersuchungen werden bildgebend dargestellt.
The use of proper child restraint systems (CRS) is mandatory for children travelling in cars in most countries of the world. The analysis of the quantity of restrained children shows that more than 90% of the children in Germany are restrained. Looking at the quality of the protection, a large discrepancy between restrained and well protected children can be seen. Two out of three children in Germany are not properly restrained. In addition, considerable difference exists with respect to the technical performance of CRS. For that reason investigations and optimisations on two different topics are necessary: The technical improvement of CRS and the ease of use of CRS. Consideration of the knowledge gained by the comparison of different CRS in crash tests would lead to some improvements of the CRS. But improvement of child safety is not only a technical issue. People should use CRS in the correct way. Misuse and incorrect handling could lead to less safety than correct usage of a poor CRS. For that reason new technical issues are necessary to improve the child safety AND the ease of use. Only the combination of both parts can significantly increase child safety. For the assessment of the safety level of common CRS, frontal and lateral sled tests simulating different severity levels were conducted comparing pairs of CRS which were felt to be good and CRS which were felt to be poor. The safety of some CRS is currently at a high level. All well known products were not damaged in the performed tests. The performance of non-branded CRS was mostly worse than that of the well known products. Although the branded child restraint systems already show a high safety level it is still possible to further improve their technical performance as demonstrated with a baby shell and a harness type CRS.
Um ein Bild von der aktuellen Messunsicherheit bei der Bestimmung von Tetrahydrocannabinol (THC) in Serum zu erhalten, wurden von sieben forensisch-toxikologischen Laboren rechtsmedizinischer Institute Daten der letzten Jahre erhoben. Zur Abschätzung der Messunsicherheit wurde eine Einteilung in zufällige Fehler (Präzision) und systematische Fehler (Richtigkeit) vorgenommen. Ergebnisse zur Richtigkeit wurden aus Daten von Ringversuchen ermittelt. Es ergab sich eine mittlere erweiterte Messunsicherheit für die THC-Bestimmung von ca. 33 %, das heisst, bei einem Messwert von 1 ng/ml liegt der "wahre Wert" mit circa 95 prozentiger Wahrscheinlichkeit im Intervall zwischen 0,67 und 1,33 ng/ml. Dieses Ergebnis bestätigt, dass die verwendete Analytik geeignet ist, bei Konzentrationen um 1 ng/ml einen sicheren Substanznachweis zu führen. Es ist erkennbar, dass bei der THC-Bestimmung im Serum in der Regel der Richtigkeitsanteil an der Messunsicherheit größer ist als der Präzionsanteil.
Die aktuellen Richtlinien zur Bestimmung der Blutalkoholkonzentration (BAK) für forensische Zwecke (BAK-Richtlinie, 2007) lassen unter bestimmten Bedingungen auch zwei verschiedene gaschromatographische Analysen anstatt der häufig angewandten Kombination Gaschromatographie und enzymatische Methode ADH zur Bestimmung des Blutalkoholgehaltes zu. Untersucht wurde die Messpräzision zweier gaschromatographischer Verfahren bei der Alkoholanalytik im Vergleich zur häufiger angewandten Methodenkombination. In mehr als 50 Prozent der Fälle hat sich bei den verglichenen Methodenkombinationen ein identischer Mittelwert ergeben. Ansonsten waren die Abweichungen gering. Damit werden die hohen Anforderungen, die an die forensische Blutalkoholbestimmung gestellt werden, durch die modernen Laborautomaten erfüllt.
Within the process of integrating passenger airbags in the vehicle fleet a problem of compatibility between the passenger airbag and rear-facing child restraint systems was recognised. Especially in the US several accidents with children killed by the passenger airbag were recorded. Taking into account these accidents the deactivation of a present passenger airbag is mandatory if a child is carried in a rear-facing child restraint system at the front passenger seat in all member states of the European Union. This rule is in force since the deadline of 2003/20/EC at the latest. In the past a passenger airbag either could not be disabled or could only be disabled by a garage. Today there are a lot of different possibilities for the car driver himself to disable the airbag. Solutions like an on/off-switch or the automatic detection of a child restraint system are mentioned as an example. Taking into account the need for the deactivation of front passenger airbags two types of misuse can occur: transportation of an infant while the airbag is (still) enabled and transportation of an adult, while the airbag is disabled, respectively. Within a research project funded by BASt both options of misuse were analysed utilising two different types of surveys amongst users (field observations and interviews, Internet-questionnaires). In addition both analysis of accident data and crash tests for an updated assessment of the injury risk caused by the front passenger airbag were conducted. Both surveys indicate a low risk of misuse. Most of the misuse cases were observed in older cars, which offer no easy way to disable the airbag. For systems, which detect a child seat automatically, no misuse could be found. The majority of misuses in cars equipped with a manual switch were caused by reasons of oblivion. Also the accident analysis indicates a minor risk of misuse. From more than 300 cases of the GIDAS accident sample that were analysed, only 24 children were using the front passenger seat in cars equipped with a front passenger airbag. In most of these cases the airbag was deactivated. When misuse occurred the injury severity was low. However, when analysing German single accidents the fatality risk caused by the front passenger airbag became obvious. From the technical point of view, there were important changes in the design of passenger airbags in recent years. Not only volume and shape were modified, but also the mounting position of the entire airbag module was changed fundamentally. Even if these findings do not allow obtaining general conclusions, a clear tendency of less danger by airbags could be identified. For future vehicle development a safe combination of airbags and rear faced baby seats seems to be possible in the long term. This would mean that both types of misuse could be eliminated. For parents an easier use of child seat and car would be the result.
As the official German catalogue of accident causes has difficulty in matching the increasing demands for detailed psychologically relevant accident causation information, a new system, based on a "7 Steps" model, so called ACASS, for analyzing and collecting causation factors of traffic accidents, was implemented in GIDAS in the year 2008. A hierarchical system was developed, which describes the human causation factors in a chronological sequence (from the perception to concrete action errors), considering the logical sequence of basic human functions when reacting to a request for reaction. With the help of this system the human errors of accident participants can be adequately described, as the causes of each range of basic human functions may be divided into their characteristics (influence criteria) and further into specific indicators of these characteristics (e.g. distraction from inside the vehicle as a characteristic of an observation-error and the operation of devices as an indication for distraction from inside the vehicle. The causation factors accordingly classified can be recorded in an economic way as a number is assigned to each basic function, to each characteristic of that basic function and to each indicator of that characteristic. Thus each causation factor can be explicitly described by means of a code of numbers. In a similar way the causation factors based on the technology of the vehicle and the driving environment, which are also subdivided in an equally hierarchical system, can be tagged with a code. Since the causes of traffic accidents can consist of a variety of factors from different ranges and categories, it is possible to tag each accident participant with several causation factors. This also opens the possibility to not only assign causation factors to the accident causer in the sense of the law, but also to other participants involved in the accident, who may have contributed to the development of the accident. The hierarchical layout of the system and the collection of the causation factors with numerical codes allow for the possibility to code information on accident causes even if the causation factor is not known to its full extent or in full detail, given the possibility to code only those cause factors, which are known. Derived from the systematic of the analysis of human accident causes ("7 steps") and from the practical experiences of on-scene interviews of accident participants, a system was set in place, which offers the possibility to extensively record not only human causation factors in a structured form. Furthermore, the analysis of the human causation factors in such a structured way provides a tool, especially for on-scene accident investigations, to conduct the interview of accident participants effectively and in a structured way.
The aim of this study was to evaluate the performance and accuracy of Event Data Recorders (EDRs). The analysis was based on J-NCAP crash tests from 2006"2007, with the corresponding EDR datasets. The pre-crash velocity, maximum delta-V and delta-V versus time history data recorded in the EDRs were compared with the reliable crash test data. The difference between the EDR pre-crash velocity and the laboratory test speed was less than 4 percent. In contrast, in several cases the maximum delta-V and delta-V versus time history data obtained from the EDRs showed uncertainty of measurement in comparisons with the reliable delta-V data. The difference in maximum delta-V in these comparisons was more than 5 percent in 10 of 14 tests and more than 10 percent in 4 of 14 tests. The EDRs underestimated the maximum delta-V in almost all tests. It was also concluded that the calculated acceleration from the EDR delta-V versus time history data showed good agreement with the instrumented accelerometer signal during the collision in almost all tests.
It has been pointed that most of the accidents on the roads are caused by driver faults, inattention and low performance. Therefore, future active safety systems are required to be aware of the driver status to be able to have preventative features. This probe study gives a system structure depending on multi-channel signal processing for three modules: Driver Identification, Route Recognition and Distraction Detection. The novelty lies in personalizing the route recognition and distraction detection systems according to particular driver with the help of driver identification system. The driver ID system also uses multiple modalities to verify the identity of the driver; therefore it can be applied to future smart cars working as car-keys. All the modules are tested using a separate data batch from the training sets using eight drivers" multi-channel driving signals, video and audio. The system was able to identify the driver with 100% accuracy using speech signals of length 30 sec or more and a frontal face image. After identifying the driver, the maneuver/ route recognition was achieved with 100% accuracy and the distraction detection had 72% accuracy in worst case. In overall, system is able to identify the driver, recognize the maneuver being performed at a particular time and able to detect driver distraction with reasonable accuracy.
Die Polierresistenz der Gesteine beeinflusst nach dem Stand der Forschung maßgeblich die Griffigkeit einer Fahrbahnoberfläche. Diese Gesteinseigenschaft wird in Europa seit langem und im weit überwiegenden Teil der Fälle mit dem so genannten Polished Stone Value (PSV) beschrieben und in Deutschland nach den DIN EN 1097-8 ermittelt. Als Prüfmittel sind für das Verfahren ein Kontrollgestein und Poliermittel aus Naturkorund vorgeschrieben, die genau spezifiziert und aus England zu beziehen sind. Nachteilig ist bei dem Prüfverfahren die unregelmäßige Verfügbarkeit und die Inhomogenität der Prüfmittel, die im Wesentlichen aus der europaweiten Anwendung des Verfahrens resultieren. Als Alternative zu dem englischen Kontrollgestein wurde bereits 2007 ein nationales Kontrollgestein ergänzend in die Technischen Prüfvorschriften für Gesteinskörnungen (TP Gestein-StB) Teil 5.4.1 aufgenommen. Die Frage nach der Möglichkeit des Ersatzes des Poliermittels und auch der Auswirkung seines Einsatzes auf die Präzision bei der Ermittlung des PSV wurde im Rahmen eines Forschungsprojekts untersucht. Zusammengefasstes Ergebnis ist, dass das alternativ eingesetzte Poliermittel aus Quarz für das Prüfverfahren geeignet ist und eine mindestens vergleichbare Präzision der Prüfergebnisse erwartet werden kann. Aufgrund der abweichenden Polierwirkung des Poliermittels und der abweichenden Polierresistenz des nationalen Kontrollgesteins ist jedoch die Berechnungsformel anzupassen, um den langjährigen Bewertungshintergrund und die daraus resultierenden Anforderungen in den Regelwerken beibehalten zu können. Die Vorgehensweise, die Überlegungen und das Ergebnis des Forschungsprojekts sind in dem Artikel dargestellt.
Den bisherigen Richtlinien zu Verkehrserhebungen ist gemeinsam, dass sie - wenn überhaupt - nur sehr wenige Aussagen zur erreichbaren Datenqualität enthalten. Normative Vorgaben und konkrete Handlungsanweisungen, die zu einer Verbesserung der Datenqualität von Erhebungen führen, fehlen in der Regel für die meisten Erhebungsverfahren. Abgesehen von Einzelaspekten wie beispielsweise den Kernelementen für Haushaltsbefragungen zum Verkehrsverhalten gibt es keine Qualitätsstandards für die Konzipierung, Durchführung und Auswertung einer Verkehrserhebung. Ziel der vorliegenden Studie ist es, mit Blick auf verschiedene Datennutzer und Arten der Datenverwendung wissenschaftlich abgesicherte Qualitätsstandards für Verkehrserhebungen zu erarbeiten. Im Kern sollten Hinweise gegeben werden, durch welche konkreten methodischen Ansätze und praktische Maßnahmen man für die unterschiedlichen Erhebungsverfahren im Verkehrswesen (Zählungen, Messungen, Verhaltensbeobachtungen und Befragungen) die jeweils bestmögliche Datenqualität erreichen kann. Die Ergebnisse dieses Projektes sollen darüber hinaus auch als eine Grundlage für die Fortschreibung der neuen "Empfehlungen für Verkehrserhebungen (EVE)" dienen. Im Kapitel 2 wird zur Schaffung eines geeigneten theoretischen Rahmens nach einer allgemeinen, an den Ansätzen des Qualitätsmanagements orientierten Definition von Datenqualität zunächst ein umfassendes Datenqualitätskonzept dargestellt, welches im Bereich der amtlichen Statistik auf europäischer Ebene entwickelt worden ist. Kapitel 3 stellt wichtige verkehrswissenschaftliche Grundlagen der vorliegenden Untersuchung zusammen. Ausgangspunkt ist eine allgemeine Charakterisierung von Verkehrserhebungen. In Kapitel 4 wird der konzeptuelle Rahmen für die Ermittlung von Standards der Datenqualität dargestellt. Hierzu werden allgemeine Indikatoren der Datenqualität auf Verkehrserhebungen übertragen. Anschließend werden die verschiedenen Anspruchsgruppen und deren Anforderungen an die Datenqualität betrachtet und darauf aufbauend die Elemente einer Qualitätsstrategie für Verkehrserhebungen entwickelt. Wie eine angemessene Datenqualität bei den verschiedenen Arten von Verkehrserhebungen erreicht werden kann, wird in den Kapiteln 5 bis 8 dargestellt. Hier werden Hinweise und Empfehlungen zum Stichprobenverfahren gegeben und es wird aufgezeigt, wie systematische Fehler (Nichterfassung von Stichprobeneinheiten, Fehler bei der Erfassung von Merkmalen, bei der Datenaufbereitung und -auswertung sowie der Darstellung von Ergebnissen) vermieden oder zumindest reduziert werden können. Abschließend werden in Kapitel 9 die wesentlichen Erkenntnisse zusammengefasst und ein Dokumentationsschema vorgestellt, welches einen Orientierungsrahmen für die Durchführung von Verkehrserhebungen liefert.
