Methods for analyzing the efficiency of primary safety measures based on real life accident data

Primary safety measures are designed to help to avoid accidents or, if this is not possible, to stabilize respectively reduce the dynamics of the vehicle to such an extent that the secondary safety measures are able to act as good as possible. The efficiency of a primary safety measure is a criterion for the effectiveness, with which a system of primary safety succeeds in avoiding or mitigation the severity of accidents within its range of operation and in interactionwith driver and vehicle. Based on Daimler-´s philosophy of the "Real Life Safety" the reflection of the real world accidents in the systems range of operation is both starting point as well as benchmark for its optimization. This paper deals with the methodology to perform assessments of statistical representative efficiency of primary safety measures. To be able to carry out an investigation concerning the efficiency of a primary safety measure in a transparent and comparable way basic definitions and systematics were introduced. Based on these definitions different systematic methods for estimating efficiency were discussed and related to each other. The paper is completed by presenting an example for estimating the efficiency of actual "single" and "multi" connected primary safety systems.
While the number of fatal accidents is diminishing every year, there is still a need of improvement and action to prevent these deaths. Basis for this purpose has to be an analysis about the factors influencing the car crash mortality. There are various studies describing the univariate influence of several factors, but crash scenarios are too complex to be described by a single variable. The multivariate analysis respects the interference of the variables and gets so to more detailed and representative results. This multivariate analysis is based on about 2,600 cases (the data have been collected by the accident research units Hannover and Dresden (during the years 1999-2003). This paper presents a multivariate model (containing ten different variables) which detects 93% of these cases properly. This means it detects the cases as truly survived and truly death.
Over the last decades the number of traffic accident fatalities on German roads decreased by 77% down to 4968 in the year 2007. This positive development is due to optimisations of vehicle safety, roads and infrastructure and medical rescue issues. Up to now mostly the optimisations of secondary safety measures lead to this effect on vehicle safety. Since some years more and more driver assistance systems are available and lead to a further reduction of all accidents. These new systems are often comfort systems and have not primarily been developed to increase vehicle safety. In contrast to secondary safety systems primary safety systems are able to mitigate and avoid accidents. So in the future it is important to estimate the benefit of these systems in reducing accident numbers as well. Current benefit estimation methods mostly focus on a single system only and not on the combination of systems. In this paper a new method for a multivariate benefit estimation based on real accident data is developed. The paper describes the basic method to estimate the benefit of primary and secondary safety systems in combination. With the presented method the benefit will not be overestimated as it would be by a simple addition of the benefits of single systems. The model will be validated by a multivariate prospective benefit estimation of different vehicle safety systems in comparison to single benefit estimations of the same systems. For this the German In-Depth Accident Database is used. The results show the importance to implement the interactions of safety systems in the estimation process and rate the overestimation by a simple addition of the single system benefits. The validation includes primary and secondary safety systems in combination. The validation is done using more than 3500 real accidents which were initiated by cars. This sample out of the GIDAS database is representative for the current accident situation in Germany. The paper shows the necessity of a multivariate estimation of the benefit for existing and future safety systems.
Ziel der vorliegenden Arbeit war es, Maßnahmen, die zur Beseitigung von Unfallhäufungen umgesetzt werden, im Hinblick auf ihre Effektivität und Effizienz zu analysieren. Es sollte insbesondere darauf eingegangen und aufgezeigt werden, dass längerfristige, umfangreichere straßenbauliche Maßnahmen zweckmäßig undwirkungsvoll zur Beseitigung von Unfallhäufungsstellen eingesetzt werden können. Gerade vor dem Hintergrund knapper öffentlicher Gelder und der wachsenden Bedeutung einer möglichst effektiven und effizienten Verwendung der Mittel ist die Wahl einer geeigneten Maßnahme zur Beseitigung einer Unfallhäufung bedeutend. Dazu wurde eine Beispielsammlung mit geeigneten Maßnahmen zur Bekämpfung von Unfallhäufungen entwickelt, in dem die Effizienz (auf der Basis von Nutzen/Kosten-Vergleichen) sowie die Effektivität (in Form der vermiedenen Unfallkosten und der Maßnahmenwirkung) für verschiedene Lösungen beispielhaft dargestellt werden. Jedes Beispiel wurde darüber hinaus zusammenfassend bewertet und untersucht, ob die Wirkung der Maßnahme wahrscheinlich signifikant ist. Die Ergebnisse wurden in Form einer Beispielsammlung praxisorientiert aufbereitet. Diese kann die Unfallkommissionen und/oder die politischen Entscheidungsträger unterstützen die Vor- und Nachteile einer geplanten Maßnahme abzuschätzen. Sie zeigt alternative Möglichkeiten auf und weist auf nur bedingt oder nicht geeignete Maßnahmen hin. Zusätzlich kann die Beispielsammlung für die Beurteilung von Sicherheitsdefiziten von Sicherheitsauditoren für Straßen angewendet werden. Sie steht zum Download zur Verfügung. Für die Erhebung der Daten wurden bundesweit 65 Unfallkommissionen kontaktiert und 110 Unfallhäufungen ausgewählt, die in der Beispielsammlung dargestellt sind. Resümierend kann festgehalten werden, dass bauliche Maßnahmen im Schnitt eine höhere Maßnahmenwirkung besitzen, eine größere Anzahl von Unfällen (und Unfällen mit Personenschaden) reduzieren, höhere Unfallkosten vermeiden und in ihrer Wirkung signifikanter sind. Bauliche Maßnahmen können in den meisten Fällen effizient eingesetzt werden, weisen jedoch aufgrund ihrer hohen Baukosten in der Regel ein geringeres Nutzen/Kosten-Verhältnis als verkehrstechnische Maßnahmen auf.
This paper describes the methodology of In-Depth Investigation in Germany on the example of GIDAS (German In-Depth Accident Study). Since 1999 in Germany a joint project between FAT (Forschungsvereinigung Automobiltechnik or Automotive Industry Research Association) and BASt (Bundesanstalt für Straßenwesen or the Federal Road Research Institute) is being carried out in Hannover and Dresden. The methodology of this project is based on a statistically orientated procedure of data sampling (sampling plan, weighting factors). The paper describes the possibilities of such in-depth investigation on the results of the offered title. The accident cases were collected randomly within GIDAS at Hannover. There are more cases existing from previous investigation started in 1985 under the same methodology. The portion of rollovers can be established at 3.7% of all accidents with casualties in the year 2000. For the study 434 cases of car accidents with rollovers are used for a detail comprehensive analysis. The accidents happened in the years 1994 to 2000 in the Hannover area. The injury distribution will report about 741 occupants with rollover accident event. The presented paper will give an overview of the accident situations following in rollover movements of cars. The distributions of injury frequencies, injury severity AIS for the whole body and for the body regions of occupants will be presented and compared to technical details like the impact speed and the deformation pattern. The speed of the car was determined at the point of rollover and on the point of accident initiency. The characteristics of the kinematics followed in a rollover movement are analyzed and the major defined types of rollover will be shown in the paper. The paper will describe the possibilities of In-Depth Investigation methods for the approach of finding countermeasures on the example of car accidents with rollover and explaining the biomechanics of injuries in rollover movements.
Untersucht werden die Möglichkeiten, die Wirkungen geplanter Verkehrssicherheitsmaßnahmen, die am "Faktor Mensch" ansetzen, anhand von Daten über Verkehrsverstöße aus dem VZR zu prognostizieren. Die Regel-, Sicherheits- und Partner-Orientierung des Verkehrsteilnehmers wird über sein Rechtsbewusstsein, über seine Fahrpraxis, über Bewährungsproben sowie abschreckende, verkehrserzieherische und verkehrseinschränkende Maßnahmen beeinflusst. Dies wirkt sich aus auf seine Vorbildfunktion sowie auf die Belastung, Behinderung, Belästigung, Gefährdung und Schädigung Anderer. Ein "Wirkungsmodell" stellt diese Zusammenhänge qualitativ dar. Für ein numerisches Modell fehlen heute noch weithin die empirischen Grundlagen zu den mathematischen Funktionsbeziehungen. Die prinzipielle Eignung der entwickelten Methode der computergestützten Simulation auf Basis von VZR-Daten kann in Tests belegt werden. Allerdings sind die Ergebnisse erst bei großen VZR-Stichproben hinreichend stabil. Zur Demonstration werden in zwei fiktiven Beispielen die Auswirkungen rechtlicher Änderungen auf die Verkehrssicherheit im Wirkungsmodell detailliert durchgespielt. Die Studie zeigt, dass bei heutigem Kenntnisstand über die zugrunde liegenden Zusammenhänge nur spezielle, eng umrissene Prognosefragestellungen aussagekräftige Resultate erwarten lassen. Jedoch in Verbindung mit punktuell eingesetzten Expertenurteilen kann das Wirkungsmodell die Verlässlichkeit einer Prognose gegenüber herkömmlicher Praxis wesentlich steigern oder aber, wenn dabei eindeutige Resultate ausbleiben " auch dies ist ein wertvolles Ergebnis " die Unsicherheit der Prognose und folglich die Fragwürdigkeit der geplanten Rechtsänderung offenbaren. Der Originalbericht enthält als Anhänge die Datengrundlage für die Segmentierung (1), die Bestimmung der Modellparameter "absolute und relative Häufigkeiten in der Stichprobe Referenzzugang 1995" (2 und 3), das Gesamtwirkungsmodell (4) sowie die Darstellung der Instanzen, Institutionen und behördlichen Maßnahmen (5). Auf die Wiedergabe dieser Anhänge wurde in der vorliegenden Veröffentlichung verzichtet. Sie liegen bei der Bundesanstalt für Straßenwesen vor und sind dort einsehbar. Verweise auf die Anhänge im Berichtstext wurden beibehalten.
Proposal for a test procedure of assistance systems regarding preventive pedestrian protection

This paper is showing a proposal for a test procedure regarding preventive pedestrian protection based on accident analysis. Over the past years pedestrian protection has become an increasing importance also during the development phase of new vehicles. After a phase of focusing on secondary safety, there are current activities to detect a possible collision by assistance systems. Such systems have the task to inform the driver and/or automatically activate the brakes. How practical is such a system? In which kind of traffic situations will it work? How is it possible to check the effectiveness of such a system? To test the effectiveness, currently there are no generally approved identifiable procedures. It is reasonable that such a test should be based on real accidents. The test procedure should be designed to test all systems, independent of the system- working principle. The vFSS group (advanced Forward-looking Safety Systems) was founded to develop a proposal for a technology independent test procedure, which reflects the real accident situation. This contribution is showing the results of vFSS. The developed test procedure focuses on accidents between passenger cars and pedestrians. The results are based on analysis results of in-depth databases of GIDAS, German insurers and DEKRA and added by analysis of national and international statistics. The in-depth analysis includes many pre-crash situations with several influencing factors. The factors are e. g. speed of the car, speed of the pedestrian, moving direction and a possible obscuration of the pedestrian by an object. The results comprise also the different situations of adults and children. Furthermore, they include details regarding influence of the lighting conditions (daylight or night) especially with respect to the accident consequences. In fact, more accidents happen at daylight, but fatal accidents are more often at night. A clustering of parameter combinations was found which represents typical accident scenarios. There are six typical accident scenarios which were merged in four test scenarios. The test scenarios are varying the starting position of the pedestrian, the pedestrian size (adult or child) and the speed of the pedestrian, whereas the speed of the car will not be varied. To ensure the independency from used sensing technologies it is necessary to use a suitable dummy. For example, if sensors are based on infrared, the dummy should emit the temperature of a human being. The test procedure will identify the collision speed as the key parameter for assessing the effectiveness of the tested system. The collision speed is defined as the reduction between initial test speed of the car and impact speed. The assessment of the speed reduction value regarding the safety benefit, however, will be part of a separate procedure.
A set of recommendations for pan-European transparent and independent road accident investigations has been developed by the SafetyNet project. The aim of these recommendations is to pave the way for future EU scale accident investigation activities by setting out the necessary steps for establishing safety oriented road accident investigations in Member States. This can be seen as the start of the process for establishing road accident investigations throughout Europe which operate according to a common methodology. The recommendations propose a European Safety Oriented Road Accident Investigation Programme which sets out the procedures that need to be put in place to investigate a sample of every day road accidents. They address four sets of issues; institutional addressing the characteristics of the programme; operational describing the conditions under which data isrncollected; data storage and protection; and reports, countermeasures and the dissemination of data.rn
Over 3,814 young drivers died in European Countries in 2004. Based on the recent OECD study: "Young drivers: the road to safety" (OECD, 2006), this paper addresses the question of the factors contributing to this high risk, and it draws together the experiences of many countries in reducing this risk. The comparisons across countries show that young driver safety is related to the quality of the traffic system. Safe countries have also safe young drivers, demonstrating that raising general safety levels is beneficial for young novice drivers. The analysis of the developments over time reveals that young males in contrast to young females have not benefited enough from the latest safety measures, indicating the need for a better understanding of the nature of the young male driver accident proneness. Although, recent studies on brain development indicate that youngsters may not be sufficiently physiologically matured to handle complex and dangerous tasks such as car driving, crash patterns indicate that enhanced driving experience may have protective effects. Die vorliegende Literaturdurchsicht gibt einen Überblick über (inter-)nationale Befunde zum Zusammenhang zwischen dem Verkehrsunfallrisiko und dem ökonomischen, sozialen und kulturellen Hintergrund der Verkehrsteilnehmer. Dabei werden schwer erreichbare oder sozial schwache Personen als Zielgruppen fokussiert. Personen können entweder organisatorisch schwer erreichbar sein (Identifikation; Ansprechbarkeit), oder die Verkehrssicherheitsangebote erreichen ihr Zielpublikum nicht (Akzeptanz; kognitive Ebene) bzw. werden nicht verhaltensrelevant (Compliance; Verhaltensebene). Sozial Schwache werden auf ökonomischen, sozialen und kulturellen Dimensionen von besser Gestellten unterschieden. Parallelen in der Zielgruppenansprache und Ansatzpunkte für Kooperationsmöglichkeiten werden explizit bei Akteuren der Gesundheitsförderung gesehen. Deren Strategie der Verknüpfung verhaltenspräventiver mit verhältnispräventiven Maßnahmen in einem Setting-Ansatz wird vorgestellt. Das Setting Stadtteil/ Quartier erscheint für Interventionen besonders Erfolg versprechend. Zur Verkehrssicherheitsarbeit anschlussfähige Programme der Gesundheitsförderung werden vorgestellt. Der Bericht zeigt die Anknüpfungspunkte der Verkehrssicherheitsarbeit für eine Kooperation im Programm "Soziale Stadt" auf. Ein solches Vorgehen eröffnet für die Verkehrssicherheitsarbeit neue Potenziale zur Ansprache schwer erreichbarer oder sozial schwacher Zielgruppen. Als konkrete Beispiele für eine verhaltens- und verhältnispräventive Verkehrssicherheitsarbeit im Setting Schule wird auf Ansätze der personalen Kommunikation im Setting beruflicher Schulen sowie ein sich gegenüber dem lokalen Umfeld öffnendes Mobilitätsmanagement von Schulen verwiesen. Ein Pilotprojekt zur Kooperation mit anderen Partnern in einem Setting-Ansatz wird ebenso empfohlen wie die Dokumentation vorhandener Maßnahmeansätze für schwer erreichbare Zielgruppen in einer Online-Datenbank oder die Nutzung des Internets zur Zielgruppenansprache.
