In der Bundesanstalt für Straßenwesen (BASt) wird bereits seit 60 Jahren Forschungsarbeit für Sicherheit, Effizienz, Ökologie sowie Ökonomie auf dem Gebiet des Straßenverkehrswesens geleistet. Der Jahresbericht stellt die Forschungsschwerpunkte aus den letzten beiden Jahren vor: Viele Einzelmaßnahmen sind im Hinblick auf das sichere Verhalten der Verkehrsteilnehmer nötig. Bei der Umsetzung der Sicherheitskampagne "Runter vom Gas" war es Aufgabe der BASt, das Bundesverkehrsministerium (BMVBS) im Entscheidungsprozess über Zielsetzung, Zielgruppendefinition, Kampagnenbotschaft sowie Form und Dauer der Kampagne zu unterstützen. Durch das "Begleitete Fahren ab 17" und die Einführung eines generellen Alkoholverbotes für Fahranfänger konnten die Unfallzahlen der Fahranfänger in den letzten Jahren deutlich gesenkt werden. Die BASt ist auch an der Entwicklung von Maßnahmen und Kampagnen für weitere Risikogruppen beteiligt, zum Beispiel Zweiradfahrer, Ältere und Kinder. Im Bereich der Fahrzeugtechnik werden kooperative Verkehrssysteme, die auf der Vernetzung von Fahrzeugen oder Fahrzeugen und Verkehrstechnik beruhen, in den Blickpunkt genommen. Geeignete Strategien für eine Bewertung der Wirkung und damit der Effizienz sind zu entwickeln, um die erwarteten Vorteile der kooperativen Verkehrssysteme nutzbar zu machen. Vorausschauende und integrierte Fahrzeugsicherheitssysteme, die neben der passiven auch die aktive Sicherheit verbessern, sind auf dem Vormarsch. Neben der Sicherheit beschäftigen aber auch rechtliche Fragestellungen die Fachleute. Auch die Entwicklung und Verbreitung von Fahrzeugen mit alternativen Antrieben mit all ihren Möglichkeiten und Risiken stellen neue Fragen an die Forschung. Hochautomatisierung (für sehr kurze Zeitspannen) wird von der BASt derzeit in verschiedenen Projekten erforscht. Weiterer Fokus der Forschungsarbeit ist es, die Schonung von Umwelt und Ressourcen zu fördern. Es werden Maßnahmen entwickelt und getestet, um die Schadstoff- sowie die Lärmbelastung zu reduzieren. Beispielsweise wird untersucht, inwieweit Nanopartikel aus Titandioxid zur Reduzierung der Stickoxidkonzentrationen an hoch belasteten Verkehrswegen eingesetzt werden können. In Pilotprojekten werden Verfahren, die sich im Labor bereits bewährt haben "auf der Straße" erprobt. Im Hinblick auf den Klimawandel wurde in der BASt eine Arbeitsgruppe eingerichtet, die sich mit den zu erwartenden Auswirkungen beschäftigt, um diesen rechtzeitig begegnen zu können. Für den Straßenbau ist im Sinne einer nachhaltigen Kreislaufwirtschaft die Verwendung vorhandener Infrastrukturen als Rohstoffquelle zu erforschen und zu nutzen. Bei neuen Asphaltkonzeptionen wird insbesondere eine Steigerung des Wertschöpfungsniveaus angestrebt. In der Abteilung Straßenverkehrstechnik werden Verfahren entwickelt, um unfallauffällige Bereiche im Straßennetz bereits in der Planungsphase zu identifizieren. Die Ausstattung der Straße mit optimierten Verkehrsbeeinflussungsanlagen und Schutzeinrichtungen, ökonomischen Beleuchtungsanlagen sowie dauerhaften, gut sichtbaren Fahrbahnmarkierungen sind Arbeitsschwerpunkte; ebenso der effektive und ökologische Winterdienst sowie gut erkennbare Warn- und Leiteinrichtungen an Arbeitsstellen. Mehrere internationale Projekte, in denen die BASt aktiv mitarbeitet, fokussieren die zivile Sicherheit der gesamten Straßeninfrastruktur. Verkehrsinfrastruktur zu optimieren und zu erhalten ist Forschungsziel im Bereich des Brücken- und Ingenieurbaus. Nachhaltigkeit ist hier zentrales Leitbild für die Zukunft. Um detaillierte Aussagen über die Belastung und den Zustand von Straßen und Brücken zu machen, baut eine abteilungsübergreifende Arbeitsgruppe der BASt ein Netz von Achslastmessstellen auf und erhebt regelmäßig Daten. Diese werden analysiert und fließen in diverse Managementsysteme der Straßen und Bauwerke für Erhaltungs- und Planungsmaßnahmen ein. Im Rahmen der Zustandserfassung und "bewertung von Fahrbahnoberflächen werden zudem alle Bundesfernstraßen alle vier Jahre messtechnisch erfasst. Zustandskarten und spezielle Statistiken sind so jederzeit für die Aufgaben von Bund, Ländern und Dritten verfügbar. Durch einen prozesssicheren automatisierten Straßenbau sollen künftig Schwachstellen beim Straßenbau vermieden werden.
Accident data shows that the vast majority of pedestrian accidents involve a passenger car. A refined method for estimating the potential effectiveness of a technology designed to support the car driver in mitigating or avoiding pedestrian accidents is presented. The basis of the benefit prediction method consists of accident scenario information for pedestrian-passenger car accidents from GIDAS, including vehicle and pedestrian velocities. These real world pedestrian accidents were first reconstructed and the system effectiveness was determined by comparing injury outcome with and without the functionality enabled for each accident. The predictions from Volvo Cars" general Benefit Estimation Model are refined by including the actual system algorithm and sensing models for a relevant car in the simulation environment. The feasibility of the method is proven by a case study on a authentic technology; the Auto Brake functionality in Collision Warning with Full Auto Brake and Pedestrian Detection (CWAB-PD). Assuming the system is adopted by all vehicles, the Case Study indicates a 24% reduction in pedestrian fatalities for crashes where the pedestrians were struck by the front of a passenger car.
In recent years the boundaries between active and passive safety blurred more and more. Passive safety in the traditional term includes all safety aspects to prevent occupants to be injured or at least injury severity should be reduced. Passive Safety starts with the collision (first vehicle contact) and ends with rescue (open vehicle doors). Within this phase the occupant has to be protected by the passenger compartment whereby no intrusion should occur. Active safety on the other side was developed to interact prior to the collision whereby the goal is to prevent accidents. The extensive interaction between active and passive safety led to the terminologies "Primary" and "Secondary" safety whereas the expression Integrated Safety Concept was generated. Within this study the most well documented single vehicle accidents with cars not equipped with ESP were identified from the PENDANT database and reconstructed. Additional cases were found in the database ZEDATU of TU Graz. In comparison each case was simulated with the assumption that the cars were equipped with ESP. The differences regarding accident avoidance or crash severity as well as reduction of injury risk were analysed.
At the beginning of the year 2000 the European Commission set the goal to halve the number of road deaths till the year 2010. The main focus are passenger car and lorry traffic. A significant reduction of the accident data could be reached in these groups. The advancement of active vehicle safety systems is an important issue of the programme. The safety of the motorcycle traffic has been disregarded till now. Since 1991 the number of killed motorcycle riders per year has been constant. The number of killed passenger car occupants has been more than halved in the same period. This is why initiatives are caused for the increase of the motorcycle safety. A great safety potential is expected for the Antilock Brake System (ABS). ABS for motorcycles is considered from the economic view in this study. A cost-benefit analysis shall clarify whether the economic benefit of ABS for motorcycles is greater than the consumed resources. Moreover, a sensitivity analysis will determine the maximal justifiable consumption in resource for which ABS is worthwhile. After the sensitivity analysis is done a break-even analysis will determine the market price respectively the annual mileage from which on ABS is worthwhile on user level. For this the fair end consumer market price is calculated which the user is ready to pay. For the considered market prices the annual mileage is determined from which on ABS is worthwhile for the user. The considered time horizon for this analysis are the years 2015 and 2020. For each of these years the accident data is forecasted. At this, it is assumed that the frequency of having an accident per million registered motorcycles decreases based on the present trend. Thus, riding motorcycle gets safer. Hence, the accident data in the years 2015 and 2020 is lower than the accident data today. The cost-benefit analysis is done for each year for four scenarios. Two scenarios handle the market penetration. The first one is the trend scenario, the second one is the mandatory equipment from the year 2010 on. The other scenarios describe the effectiveness of ABS. The effectiveness rates are determined by a literature review. The only potential which can be considered due to the available data is the potential due to an avoiding of the downfall just before the real accident happens. According to this the number of accidents will decrease by 2.4 %. The number of fatalities will decrease by 12.1 %. The number of severe injuries decreases by 11.7 %. However, the number of slight injuries increases by 2.1 %. The mentioned effectiveness rates are valid for the scenarios with the high effectiveness. Even these figures underestimate the actual effectiveness because there are only considered the avoided accidents with downfall. The necessary consumption in resources depends on the produced volume. The more ABS systems are produced, the lower are the costs per system. This is due to realised effects of scale and effects out of learning curves. The system costs depend on the penetration rate. In the trend scenario the system costs for ABS are 120 Euro for the year 2015 respectively 105 Euro for the year 2020. In the mandatory scenario the system costs are 115 Euro for the year 2015 respectively 100 Euro for the year 2020. The benefit-cost ratios are all over the critical barrier of 1.0. Thus, ABS is worthwhile on economic level. In the scenarios with high effectiveness the benefit-cost ratios range between 4.6 and 4.9. Thus, the values are even above the barrier of 3.0. The result of the break-even analysis is that ABS is worthwhile on user level. The considered market prices are 400 Euro in 2015 and 300 Euro in 2020. They are clearly below the determined fair end consumer market prices. The fair end consumer price for the year 2015 is 701 Euro respectively 622 Euro for the year 2020. Thus, ABS is worthwhile for motorcycle riders with an annual mileage higher than 2,200 km (year 2015) respectively 1,900 km (year 2020). The annual mileage of a motorcycle rider is 3,900 km on average. Thus, ABS is worthwhile for most of the motorcycle riders. The mentioned results are valid for the high effectiveness scenarios.
Mit dem Seminar SILENCE wurde ein Forschungsprojekt abgeschlossen, das aus zehn Unterprojekten bestand, und an dem 46 internationale Partner beteiligt waren. Ziel des Projektes war es, die Belästigung durch Verkehrslärm in Ballungsräumen zu reduzieren. Das Projekt wurde in den Jahren 2005 bis 2008 mit insgesamt rund 9 Millionen Euro durch die Europäische Union gefördert. Auf dem SILENCE-Seminar im Mai 2008 in den Räumen der Bundesanstalt für Straßenwesen wurden die aktuellen Forschungsergebnisse von Vertretern der verschiedenen beteiligten Disziplinen präsentiert und diskutiert mit dem Ziel, die gefundenen Problemlösungen an die Anwender zu übermitteln
