One goal of the assessment of the crashworthiness of passenger cars is to characterize the potential of injury outcome to occupants of cars involved in an accident. This can be achieved by the help of an index that puts the number of injured occupants of passenger cars in relation to the number of cars involved in an accident. As a consequence, this index decreases with a lower potential of injury and rises with a higher number of injuries while assuming a fixed number of accidents. Another index is introduced that uses an economical weighting of each injury level. The consequential injury costs are calculated using the average economical costs for lightly, severely and fatally injured persons. The calculation of the safety indices is based on an anonymized sample of accident data provided by the Federal Statistical Office. An index of Mercedes passenger car drivers depending on the year of registration between 1991 and 2006 is compared to the index of drivers of cars of other makes within the same range of registration years.
A change emerges in hospital landscape due to health political measures, which in consequence also influences the pre-clinical medical care of emergencies. The main focus of this study was to gather information about emergency medical care after traffic accidents on the basis of data of Bavarian emergency medical services. In Bavaria, in 2006 it was necessary to call an emergency doctor in the case of 14.261 traffic accidents. Predominantly the patients were provided by land-based life saving appliances, air rescue services were only applied in 19.1 % of the cases. 47.6 % of patients being involved in a traffic accident were transported into a primary health care hospital. A prehospital interval of more than 60 minutes was calculated in 20 % of emergency care. 96.2 % of the patients were transported to hospitals of tertiary or maximum supply by air rescue services. The life saving appliances" readiness for action is however restricted to daylight. A further limitation appeared for routine office hours in hospitals: Only 36.7 % of accidents occurred in this time frame. An increase of hospitalizations in clinics of maximum supply appeared from 2002 until 2006 while simultaneously the prehospital period was extended. To assure a sufficient medical care of seriously injured persons further on, a fulltime and area-wide expostulation of efficient facilities is necessary. For this purpose it is necessary to establish regional trauma networks as well as emergency medical service at night time. Beyond that, a cost efficient compensation of the structural, personnel and logistic expenses has to be assured.
While many medical studies have dealt with the incidence, nature and treatment of polytrauma the injury-causing accident mechanisms are rarely discussed in detail, mostly due to the lack of documentation of the technical aspects. The present prospective study was started in late 2007 and collects data from traffic accidents with most severely injured in six south- German counties and two larger cities for the duration of one year. It is aimed at identifying and documenting all polytrauma cases (ISS ≥ 16) caused by traffic accidents and their crash circumstances. The data collection is based on an interdisciplinary concept to include both the police, emergency dispatch centers, hospitals and fire departments in the region and is completely anonymous. Potentially relevant cases where an emergency physician was called to the scene of a traffic accident are provided by the dispatch center. All three hospitals in the region suited for the treatment of polytraumatised patients record injuries, major diagnostic and surgery data. Data and images from the accident scene are provided by the police and by fire departments. The latter provide information which is usually not available from the police, like deployed airbags, vehicle extrication measures and detailed views of car interiors. The main objective of the study is to determine the structure of road users who sustain a polytrauma, their crash opponents and the injury patterns found in relation to the collision configuration and the protection by seat belts, air bags and other devices. With detailed documentation of vehicle damage and extrication measures the study is also intended to support the development of injury predictors for pre-hospital treatment and provide field data regarding further improvement of technical rescue.
The Centre for Automotive Safety Research (formerly the Road Accident Research Unit) at the University of Adelaide in South Australia has a history of in-depth crash investigation going back to the 1970s. In recent years, our focus has been on studying factors that contribute to road crashes, with an emphasis on the role of road infrastructure. Our method involves crash notification by the South Australian Ambulance Service and detailed investigation of the crash scene usually before the crash-involved vehicles have been moved. This at-scene data collection is supplemented with police crash reports, Coroner- reports including autopsy findings for fatal crashes, case notes from hospitals for all injured persons, structured interviews with crash participants and witnesses, and computerised reconstruction of the events of the crash. One of the most notable research findings to emerge from our in-depth work has been the relationship between travelling speed and the risk of crash involvement. By comparing the calculated free speeds of crash-involved vehicles (cases) with the measured speeds of non-crash-involved vehicles travelling on the same roads at the same time of day (controls), we were able to establish that an exponential relationship exists between travelling speed and the likelihood of involvement in a casualty crash. This was the case for both metropolitan and rural areas. This research prompted the reduction of some speed limits in Australia, which has resulted in notable decreases in crash numbers. Another finding of interest in our recent investigation of 298 mostly daytime crashes in metropolitan Adelaide was that medical conditions make a sizeable contribution to the occurrence of road crashes. We found that almost half of the drivers, riders and pedestrians involved in the collisions had at least one pre-existing medical condition, and half of these individuals had two or more such conditions. We found that a medical condition was the direct causal factor in 13% of the casualty crashes investigated and accounted for 23% of all hospital admission or fatal crash outcomes. A follow-up study of all hospital admissions for road crashes in Adelaide is now going ahead to look further at this problem. The paper also describes studies looking specifically at pedestrian crashes. These include studies of the relationship between travelling speed and the risk of a fatal pedestrian crash, and studies utilising real crash data to validate headforms and test dummies used in the assessment of the safety of new vehicles in the event of a collision with a pedestrian.
The aim of this study is to investigate the differences in car occupant injury severity recorded in AIS 2005 compared to AIS 1990 and to outline the likely effects on future data analysis findings. Occupant injury data in the UK Cooperative Crash Injury Study Database (CCIS) were coded for the period February 2006 to November 2007 using both AIS 1990 and AIS 2005. Data for 1,994 occupants with over 6000 coded injuries were reviewed at the AIS and MAIS level of severities and body regions to determine changes between the two coding methodologies. Overall there was an apparent general trend for fewer injuries to be coded at the AIS 4+ severity and more injuries to be coded at the AIS 2 severity. When these injury trends were reviewed in more detail it was found that the body regions which contributed the most to these changes in severity were the head, thorax and extremities. This is one of the first studies to examine the implications for large databases when changing to an updated method for coding injuries.
The present report is a compilation of the evaluation results obtained by the end of 2009 in respect of the experimental novice driver training models "Voluntary further training seminars for novice drivers" (here: "VFT" model"). The models were initially introduced by the legislator on a trial basis in 2003 and 2005 respectively, and were to be evaluated and tested with regard to their road safety effectiveness prior to making a decision on the permanent integration into the driver licensing system. Alongside the question of road safety effectiveness (summative evaluation), the evaluation studies also analysed the experience gained from practical implementation of the individual concepts (process/formative evaluation). Whereas the safety impact is of direct significance for the decision on permanent adoption of the models, the results of the process evaluation are important independently of this decision for considerations of the possibilities for concept optimisation. The evaluation studies conducted by the Federal Highway Research Institute (BASt) were spread over a total of six sub-projects; complete and conclusive results are available for five of these sub-projects. The evaluation of the VFT model was unable to confirm the road safety effectiveness of this approach. It is especially disturbing to learn that participants in the VFT model display a significantly greater risk of accident involvement and traffic offences compared to novice drivers of the same age and with similar driving experience who have not attended a VFT seminar. Possible causes, insofar as a directly causal effect of the VFT participation is excluded, can most reasonably be assumed to lie in the curtailed effectiveness of the probationary licence rules in the case of VFT participants (participation is honoured with a shortening of the probationary period by up to one year) and self-selection effects in conjunction with VFT participation (model may attract above all those novice drivers with a tendency to conspicuous driving behaviour, as a means to achieve a shortening of the probationary period). In view of the significantly poorer driving behaviour of the VFT participants, and against the background of the aforementioned plausibility considerations regarding the underlying causes, however, it seems expedient to already now remove the incentive of a shorter probationary period in case of VFT participation. The evaluation of practical implementation of the VFT model revealed the need for further development of several points. This refers to the quality of the active, attitude-building training forms to be applied by the seminar leaders and moderators, as well as questions concerning optimised seminar organisation in the interest of training quality. It is here recommended that the seminar concept be subjected to a thorough review, and that the conditions for concept-adequate implementation be improved.
Um die Position der Verkehrs- und Mobilitätserziehung in den Schulen und vor allem in der Sekundarstufe zu stärken und den zuständigen Ministerien, Lehrerinnen und Lehrern und anderen Verantwortlichen vor Ort Einblick in die Fähigkeiten der Schüler zu geben, wurde von der Bundesanstalt für Straßenwesen (BASt) das Forschungsprojekt "Entwicklung von Evaluationsinstrumenten zur Erreichung von Standards in der Verkehrs- /Mobilitätserziehung der Sekundarstufe" an das Zentrum für Evaluation und Methoden (ZEM), Rheinische Friedrich-Wilhelms-Universität Bonn vergeben. Vorbereitet und begleitet wurde das Projekt von der Arbeitsgruppe BASt/ Kultusbehörden der Länder, die mit den Leistungsstandards und den inhaltlichen Schwerpunkten (Jahrgangsstufe 6: Fahrradfahren, Jahrgangsstufe 9/10: Vorbereitung auf die Teilnahme am motorisierten Straßenverkehr) wichtige Rahmenbedingungen vorgegeben hat. Im Rahmen des Projektes wurden zunächst auf umfassender empirischer Grundlage die Leistungsstandards als Kompetenzen und Items beschrieben. In einem weiteren Schritt wurde auf der Basis der Ergebnisse einer Machbarkeitsstudie ein computerbasiertes Evaluationsinstrument entwickelt, das Lehrern im Sinne eines Monitoringsystems Anhaltspunkte zur Ausprägung der Kompetenzen ihrer Schüler gibt. Ergebnisse werden Lehrern, aber auch Schülern unmittelbar nach der Durchführung des Verfahrens auf verschiedenen Ebenen zurückgemeldet. Das Instrument ist inhaltsvalide und weist zudem günstige Werte in konvergenter und diskriminanter Validität auf. Auch die Ergebnisse zur internen Konsistenz sind zufriedenstellend. Die Retest-Reliabilität des Instruments konnte allerdings nicht nachgewiesen werden. Das Instrument ermöglicht Lehrern, ihren Unterricht im Folgenden gezielt auf die Kompetenzen ihrer Schüler auszurichten und ihnen genau die Inhalte zu vermitteln, die sie noch nicht beherrschen. Dies gibt der schulischen Verkehrs- und Mobilitätserziehung eine neue, individuell auszurichtende Struktur und bietet Anreize, entsprechende Themen verstärkt in den Schulen zu verankern. Der Computertest dauert ca. eine Schulstunde und setzt durch seinen abwechslungsreichen Charakter neue Impulse in der Verkehrs- und Mobilitätserziehung. Das Evaluationsinstrument wurde so konzipiert, dass es an Schulen mit und ohne Computernetzwerk eingesetzt werden kann und in Bezug auf Grafik und Kapazitäten nur geringe Anforderungen an die Qualität der vorhandenen Rechner stellt. Eine Installation des Instrumentes ist nicht erforderlich. Fakultativ wurde darüber hinaus für die Schüler der Jahrgangsstufe 6 ein Fahrradparcours entwickelt, der den Lehrern einen Einblick dazu vermittelt, wie gut ihre Schüler verschiedene Situationen, die für den Straßenverkehr relevant sind, beherrschen. So können gezielt Hinweise dafür gesammelt werden, welche Themen im Unterricht aufgegriffen werden müssen, vor allem bevor, z.B. im Rahmen einer Klassenfahrt, die Schüler aktiv am realen Verkehr teilnehmen. Der Fahrradparcours ist innerhalb von zwei Schulstunden durchzuführen, zudem erfordert der Aufbau nur wenige Materialien. Insgesamt stehen mit Computertest und Fahrradparcours für Schüler sowie Lehrer ansprechende Instrumente zur Verfügung, die Einblicke in die Ausprägung der für eine sichere Teilnahme am Straßenverkehr erforderlichen Kompetenzen geben und Anhaltspunkte für die inhaltliche Ausrichtung der schulischen Verkehrs- und Mobilitätserziehung geben. Das Instrument kann dementsprechend im Sinne einer lokalen Lernstanderhebung zur Identifikation von Wissenslücken bei einzelnen Schülern, Klassen oder Schulen eingesetzt werden. Darüber hinaus besteht auch die Möglichkeit, im Sinne einer zentralen Lernstandserhebung die Daten der verschiedenen Klassen, Schulen und Länder für länder- und bundesweite Vergleiche zu sammeln, Stärken und Schwächen auf einem höheren Aggregationsniveau zu identifizieren und möglicherweise in einem weiteren Schritt im Sinne eines Input-Output-Vergleichs besonders effektive Maßnahmen der Verkehrserziehung und weitere relevante Rahmenbedingungen zu identifizieren. Welche Verwendung des Programms sich schließlich durchsetzen wird, liegt in der Hand der Länder.
This paper describes the methodology for the assessment of the socio-economic impact of SAFESPOT applications. The applications selected for the assessment cover vehicle to vehicle (v2v) as well as vehicle to infrastructure (v2i) communication systems. The applications address main problem areas of road safety: accidents at intersections, accidents due to hazardous road and weather conditions and accidents due to over speeding and inappropriate distance. The assessment methodology relies in its core on cost-benefit analysis (CBA) as the most widespread tool to assess the profitability of applications form the society point of view. The assessment is however not limited to CBA but also considers the economic effects for particular stakeholder groups such as users, public authorities and the like. Their individual cost and benefits can be investigated in stakeholder analyses. Both elements, CBA and stakeholder analysis, form an integrated assessment approach which is applied here. The assessment makes use of the sound methodological base which was provided by projects such as SEiSS and eIMPACT. Some characteristics of co-operative systems however call for special attention within the assessment. Most prominently, the assessment will concentrate on a bundle of applications. The impact of this bundle will be assessed under the conditions of different business and service models. These issues will be addressed in the paper. Moreover, this paper also provides insight in likely patterns of results and first results of socio-economic impact assessment itself.
Die Griffigkeit ist die maßgebende Größe für die Übertragung der Langs- als auch der Seitenkräfte von Reifen auf die Straßenoberfläche und hat somit einen erheblichen Anteil an der Straßensicherheit. In Deutschland erfolgt die Erfassung der Straßengriffigkeit im Rahmen von Bauverträgen sowie der Zustandserfassung und -bewertung (ZEB) mit dem Seitenkraftmessverfahren (SKM). Mit der Veröffentlichung der Technischen Prüfvorschriften für Griffigkeitsmessungen im Straßenbau (TP Griff-StB) (SKM) durch die Forschungsgesellschaft für Straßen- und Verkehrswesen (FGSV) am 29.04.2008 ist derzeit das aktuellste Dokument für Griffigkeitsmessungen im Rahmen von Bauverträgen sowie der Zustandserfassung und -bewertung von Bundesfernstraßen mit dem Seitenkraftmessverfahren (SKM) herausgegeben worden. Dieses Dokument löst die TP Griff-StB (SCRIM) mit ihren drei Allgemeinen Rundschreiben ab und fasst die Ergebnisse aus verschiedenen Forschungsprojekten und Erfahrungen aus den regelmäßigen Messungen der Messgerätebetreiber zusammen.
Die Akkreditierungsstelle Fahrerlaubniswesen der Bundesanstalt für Straßenwesen (BASt) wurde im Juli 1998 eingerichtet mit dem Ziel der Sicherung eines kontinuierlichen Qualitätsstandards unter anderem bei Trägern von Begutachtungsstellen für Fahreignung (BfF). Die rechtlichen Grundlagen für die Akkreditierung im Fahrerlaubniswesen sind Paragraf 6 Straßenverkehrsgesetz (StVG), Paragraf 72 der Fahrerlaubnisverordnung (FeV) und die Gebührenordnung für Maßnahmen im Straßenverkehr (GeBOSt). Mit einer Akkreditierung durch eine dritte Stelle wird formal bestätigt, dass eine Konformitätsbewertungsstelle die Kompetenz besitzt, bestimmte Konformitätsaufgaben wie zum Beispiel Zertifizierung, Inspektion, Kalibrierung oder Prüfung durchzuführen. Zurzeit sind im Bereich "Begutachtung der Fahreignung" 17 Trägerorganisationen mit 255 Begutachtungsstellen für die Fahreignung (BfF) akkreditiert (Stand: 23.10. 2008). Mit der Vierten Verordnung zur Änderung der FeV und anderer straßenverkehrsrechtlicher Vorschriften vom 18.07.2008 wurden unter anderem die für die Akkreditierung im Fahrerlaubniswesen relevanten Normen, die in Paragraf 72 der FeV verankert sind, geändert. Die BASt nimmt die Aufgaben der Akkreditierung künftig nach der DIN EN/ISO/IEC 17011 "Konformitätsbewertung - Allgemeine Anforderungen an Akkreditierungsstellen, die Konformitätsbewertungsstellen akkreditieren" wahr. Für die Träger von BfF ist nun die DIN EN ISO/IEC 17020 "Allgemeine Kriterien für den Betrieb verschiedener Typen von Stellen, die Inspektionen durchführen" verbindlich. Im Folgenden werden die damit verbundenen neuen Akzente und deren Konsequenzen für die Akkreditierungsstelle und die Träger von BfF dargelegt. So soll die DIN EN ISO/IEC 17011 als Grundlage für Evaluierungen von Akkreditierungsstellen auf internationaler Basis (peer-evaluation) dienen und die Konkurrenz zu Konformitätsbewertungsstellen verhindern. Diese Forderung wie auch die Tatsache, dass Akkreditierungsstellen infolge zum Beispiel von Beschwerden (über Konformitätsbewertungsstellen) oder signifikanten Änderungen außerordentliche Begutachtungsbegehungen durchführen, sind im Rahmen der bisherigen Akkreditierung im Fahrerlaubniswesen bereits realisiert. Für die akkreditierten Träger von BfF ist insbesondere relevant, dass im 5-jährigen Geltungszeitraum ihrer Akkreditierung im Idealfall auf zwei Überwachungen verzichtet werden kann, wenn sie die Stabilität und Qualität der Dienstleistung "Begutachtung der Fahreignung" gegenüber der Akkreditierungsstelle nachgewiesen haben. Die Norm DIN EN ISO/IEC 17020 bringt zum einen wesentliche Änderungen durch die Nennung folgender konkreter verwaltungstechnischer Anforderungen an die Inspektionsstellen (Träger von BfF): angemessene Haftpflichtversicherung, unabhängige Rechnungsprüfung. Zum anderen richtet diese Norm ihr Augenmerk auf die Unabhängigkeit, Unparteilichkeit und Integrität ihrer Beschäftigten - insbesondere hinsichtlich kommerzieller, finanzieller und sonstiger Beeinflussung. Insgesamt zeigt sich, dass sich die für die Träger von BfF infolge der Normenänderung erforderlichen Maßnahmen in Grenzen halten. Zudem sind entsprechende Umstellungen durch die Änderungen der Anlage 14 Nummer 5 und der Anlage 15 Nummer 4 der FeV bis zum 1. Juli 2009 vorzunehmen. Die an die neuen Normen angepassten "Anforderungen an Träger von BfF" werden nach Abschluss der Beratungen im zuständigen Fachausschuss der Akkreditierungsstelle den interessierten Kreisen zur Stellungnahme übersandt und anschließend veröffentlicht (www.bast.de). Den Trägerorganisationen wird eine angemessene Umsetzungsfrist eingeräumt.
