Die Reduzierung des Verkehrslärms ist eine große Herausforderung für alle Beteiligten. Das gilt umso mehr, als nach den Prognosen sich die Verkehrsleistung auf der Straße noch stark erhöhen wird. Viele Stellen in Deutschland, wie Industrie, Forschungseinrichtungen und Behörden haben sich der Problematik angenommen. Forschungsarbeiten wurden und werden durchgeführt oder sind in Vorbereitung. Über die nationalen Aktivitäten hinaus wird das Thema europaweit behandelt. In vier Beiträgen wird über die europäischen Forschungsprojekte SILVIA, ITARI, SILENCE und P2RN berichtet. Das Spektrum der Konzepte dieser Forschungsarbeiten ist sehr breit und erstreckt sich über praktische und theoretische Ansätze.
Der Bericht wurde im Rahmen des Forschungsprogrammes Straßenverkehr und -transport der OECD durch eine internationale Expertengruppe erstellt. Das Ziel der Studie bestand darin, die Möglichkeiten zu analysieren, Marketing beziehungsweise Social-Marketing zur Hebung der Verkehrssicherheit einzusetzen. Der Bericht enthält eine allgemeine Einführung in den Problemkreis (1), je ein Kapitel zur Philosophie (2) des Marketings und dessen Anwendung (3) in der Verkehrssicherheitsarbeit, eine Analyse des Ist-Zustandes bezüglich der Verwendung von Social-Marketing in den OECD-Ländern (4) sowie die Präsentation ausgewählter Beispiele von Verkehrssicherheitskampagnen, in welchen Marketing mehr oder weniger stark einbezogen wurde (5). Die Studie wird durch Schlussfolgerungen sowie Empfehlungen (6) abgerundet und durch eine ausführliche Literaturliste zur Thematik ergänzt. Die Empfehlungen zielen darauf ab, Praktikern und Entscheidungsträgern die Methoden, Vorteile und Möglichkeiten des Marketing als Instrument zur Erhöhung der Verkehrssicherheit näher zu bringen und dieses Gebiet konsequent in Forschung und Evaluation einzubeziehen.
At the 2001 ESV-Conference the EEVC working group on compatibility (WG 15) reported the first phase of the research work to investigate the major factors influencing compatibility between passenger cars. Following this, WG15 performed an interim study, which was partly subventioned by the European Commission, the results of which are reported in this paper. In the next phase of work, it is intended to complete the development of a suite of test procedures and associated performance criteria to assess the compatibility of passenger cars in frontal impacts The main areas of work for the interim study were: - in depth accident data analysis - the development of methods to assess the potential benefit of improved compatibility - crash testing. The accident analysis identified the major compatibility problems to be poor structural interaction, stiffness mismatching and compartment strength. Different methods to assess the potential benefit of improved compatibility were applied to in depth accident data. Full scale crash testing including a car to car test was performed to help develop the following candidate compatibility test procedures: - a full width wall test with a deformable aluminium honeycomb face and a high resolution load cell wall - an offset barrier test with the EEVC barrier face and a high resolution load cell wall - an offset barrier test with the progressively deformable barrier (PDB) face. The results of the interim study will be presented in detail and the proposed methodology of the next phase to complete the development of a suite of test procedures for the assessment of car to car compatibility in frontal impacts will be outlined
This paper will outline ETSC's contribution to the European Union's road safety policy 2011-2020. It will present some of the main recommendations from ETSC's Blueprint for the 4th Road Safety Action Programme and will introduce the response to the European Commission's Road Safety Policy Orientations 2011-2020 (published July 2010). The second framework document presented is the Transport White Paper (published March 2011). The paper will focus on new targets and the new vision set for Europe's Road Safety policy picking out some issues in particular such as traffic law enforcement and the protection of vulnerable road users. It will argue that by reinforcing the current Road Safety Policy Orientations, the EU will be better placed to reach its new ambitious goal of halving road deaths by 2020 and the longer term zero casualty vision.
The need for improved EU level accident information and data was identified in the EU White Paper on Transport Policy (2001)1 and detailed in the Road Safety Action Plan (2003)2. The plan specifies that the EC will develop a road safety observatory to coordinate data collection within an integrated framework.
Vehicle crash research at different levels is currently being conducted by several investigation groups in Spain, in some instances within various EU-funded projects. However there is a clear opportunity for increasing compatibility and maximizing usefulness, both at national and European levels, of the information collected by these groups. After reviewing on-going activities and programs in different countries, a framework for a nationwide crash investigation project is proposed: an organizational scheme is suggested as part of a future National Road Safety Strategic Plan; a map of investigation teams located in technological centres, universities and police agencies in Spain is presented; alternatives for several practical aspects such as team composition, deployment and operational budgets and project developmental stages are also discussed.
Mit dem Ziel, Handelshemmnisse abzubauen und einen freien Warenverkehr innerhalb der Europäischen Union zu schaffen, wurden seit Ende der 1980er Jahre zahlreiche Richtlinien auf europäischer Ebene erarbeitet. Dazu gehört auch die Bauproduktenrichtlinie, von der auch alle Produkte der Straßenausstattung erfasst werden. Die Bauproduktenrichtlinie vereinheitlicht die Anforderungen an Straßenausstattungsgegenstände, erfordert aber in vielen Bereichen auch zahlreiche Anpassungen der bisherigen nationalen Regelungen. Die Einhaltung der Anforderungen der Bauproduktenrichtlinie macht Produkte der Straßenausstattung auf der einen Seite vergleichbarer, führt aber auch zu zahlreichen Problemen bei der praktischen Umsetzung. Diese Probleme beginnen bereits bei der unterschiedlichen Umsetzung der Bauproduktenrichtlinie in den einzelnen Mitgliedsstaaten sowie deren Verbindlichkeit. Hinzu kommen zahlreiche erforderliche Änderungen der nationalen Regelungen sowie ein Umdenken aller am Prozess beteiligten Stellen.
Abstract: The number of accidents that can be attributed to driving under the influence of psychoactive substances (alcohol, drugs, and certain medicines) is constantly on a high level with drugs and medicines proportionally increasing over the years. The overall objective of the EU 6th Framework Programme project DRUID is to gain better knowledge of the various aspects of driving under the influence of drugs, alcohol and medicines. DRUID wants to offer scientific support to EU transport policy makers by suggesting guidelines and measures to combat impaired driving. To reach this ambitious aim a wide range of studies is conducted. The various studies are divided into seven work packages with complex interdependencies. There are experimental studies assessing the effects of single and combined psychoactive substances on driving performance (WP1) as well as epidemiological studies aiming to assess the situation in Europe regarding prevalence of alcohol and other psychoactive substances in drivers (WP2).The principal objective of these studies is to gain relative risk estimates for traffic accident involvement of drivers impaired by psychoactive substances and to recommend substance concentration thresholds. A theoretical framework which allows the integration of the experimental and epidemiological findings serves as a fundament for developing these recommendations. WP3 aims at improving the possibilities of detecting drug driving in Europe. Police forces evaluate practically (under realistic enforcement conditions) oral fluid screening devices. A scientific evaluation of oral fluid screening devices and other methods (i.e. roadside checklists of signs of impairment) is done as well. The outcome of the practical and scientific evaluations serves as input to cost-benefit analyses of enforcement.
Der vorliegende Beitrag befasst sich mit den Forschungsaktivitäten des Arbeitspakets 5 "Rehabilitation", Task 2 "Good Practice" des EU-Projekts DRUID (Driving under the Influence of Drugs, Alcohol and Medicines). Eine Teilnehmerbefragung in neun europäischen Ländern deutet darauf hin, dass die Interventionsprogramme generell als gut bis sehr gut und förderlich für die kognitiv-affektiven und verhaltensorientierten Änderungsprozesse eingeschätzt werden. In einer Analyse der Ergebnisse von Fahreignungsuntersuchungen am Kuratorium für Verkehrssicherheit (KfV) werden verschiedene Indikatoren gefunden, die einen Rückfall in ein neuerliches Alkoholdelikt trotz Nachschulungskurs begünstigen. Eine Analyse der Qualitätsmanagementsysteme im Bereich der Fahrerrehabilitation zeigt deutliche Unterschiede zwischen den europäischen Ländern im Grad der Implementierung und dem Ausmaß der staatlichen Überwachung. Die Entwicklung eines Evaluierungsinstruments DRET (Driver Rehabilitation Evaluation Tool) ermöglicht eine Bewertung der wesentlichen Aspekte, die bei Interventionen für Alkohol- und Drogenfahrer zu beachten sind. Eine damit durchgeführte Kompatibilitätsüberprüfung ergibt, dass derzeit verwendete Programme einen Großteil der erforderlichen Standards erfüllen. Optimierungsbedarf besteht bei der Qualitätssicherung, einer allfälligen vorausgehenden Diagnostik sowie der Evaluierung von Rehabilitationsprogrammen, insbesondere für drogenauffällige Kraftfahrer.
