Optimierung der Fahrerlaubnisprüfung : Ein Reformvorschlag für die theoretische Fahrerlaubnisprüfung

Der vorliegende Bericht enthält konzeptionelle Vorschläge, wie es künftig unter Einbeziehung moderner Multimediatechnik bei der theoretischen Fahrerlaubnisprüfung besser gelingen soll, Fahrerlaubnisbewerber ohne ausreichende Befähigung zum Führen von Kraftfahrzeugen zu erkennen. Dafür wurden zunächst der einschlägige prüfungstheoretische Wissensstand aufgearbeitet und Gütekriterien für ein neues Prüfungssystem dargestellt. Weiterhin wurden in einer Reihe von europäischen Ländern Recherchen über Innovationen im Prüfungswesen durchgeführt; diesbezügliche Erfahrungen sind in das vorliegende Prüfungskonzept eingeflossen. Die gegenwärtige Praxis der theoretischen Fahrerlaubnisprüfung erscheint aus heutiger Sicht unter inhaltlichen und methodischen Gesichtspunkten als unbefriedigend. Die Kritik am derzeitigen Prüfungssystem lässt sich auch durch die Verwendung von transponierten computergestützten Versionen der bisherigen Prüfbogen nicht beheben. Deshalb wurden im vorliegenden Prüfungskonzept die Systematik und die Merkmale eines grundsätzlich neuen computergestützten Prüfungssystems dargestellt. Weiterhin wurden die zu erwartenden Prüfungsabläufe sowie die rechtlichen, technischen und organisatorischen Bedingungen für die Einführung dieses Systems einschließlich eines begrenzten Vorlaufprojekts skizziert. Um die wissenschaftliche Reflexion der methodischen Qualität des Prüfungssystems zu sichern, wurden auch Vorschläge für die Evaluation der neuen theoretischen Fahrerlaubnisprüfung entwickelt. Die Einführung des vorgeschlagenen Prüfungskonzepts lässt neben weiteren Vorzügen drei wesentliche Verbesserungen im deutschen Prüfungssystem erwarten: Eine engere Verbindung des Ausbildungsund Prüfungssystems soll die Lernmotivation der Fahrerlaubnisbewerber steigern, eine bessere Visualisierung der Prüfungsaufgaben wird die Ähnlichkeit der Prüfungsanforderungen mit realen Verkehrsanforderungen verbessern, und es wird ermöglicht, nicht nur die Qualität der Prüfungsaufgaben an sich zu analysieren, sondern auch die Vorhersagekraft der Prüfungsergebnisse für die spätere Unfall- und Delinquenzbelastung der Fahranfänger im Straßen-verkehr. Der Bericht enthält neben Vorschlägen zur Optimierung der theoretischen Fahrerlaubnisprüfung auch Anregungen zur ergänzenden Weiterentwicklung der praktischen Fahrerlaubnisprüfung.
This contribution introduces a number of psychological methods of analysis that are based on the practice-oriented collection of information directly at the site of an accident and that allow for an analysis and coding of the accident causes. Investigation examples and examples of the data combinations with basic medical and technical data are outlined. Objective of the collection is the inter-disciplinary investigation of human factors in the causes of accidents ("human-factor-analysis"). The psychological data are incorporated according to an integrative model for accident causes based on empiric algorithms in the data base of the accident research, where the clustered evaluation potential of comprehensive factors of the accident development can be illustrated. The central theoretical concept for the basic model of the progress of the accident from a psychological point of view comprises psychological indicators for the evaluation of the site of the accident for the analysis of the perception conditions as well as a classification of the gleaned data into the accident progress model according to chronological and local criteria. Perception conditions, action intentions and executions as well as conditions limiting perception and actions are acquired, using a questionnaire for persons involved in an accident, and are also integrated into the data structure concerning weighted feature characteristics as well as combined with other relevant features. Suitable systematization tools for the collection and coding of psychological accident development parameters have to be provided, which require primarily a model image of the corresponding processes from the persons involved in the accident (perceptions, expectations, decisions, actions). The interactive accident model contains components of the models by KÜTING 1990, MC DONALD 1972, SURREY 1969 and RASMUSSEN 1980. Based on the inter-action of the three partial systems "person", "vehicle" and "environment", the first step is the assessment of the situation by the persons involved in the accident. This is dependent on the personal attitudes and motives, on experiences and expectations concerning the progress of the situation. Subsequently, data concerning the manner of the coping with the ambiguous state as well as with the instable state (emergency reaction immediately before the accident occurs) are collected. The factors relating to the persons involved in the accident are gathered on several levels using corresponding questionnaires. The coding of the found and collected characteristics is conducted in a multidimensional evaluation relating to the technical results of the accident reconstruction and of the psychological classification, which are subsequently integrated in coded form into the data base of the accident research. The result of this analysis is a description of the development of the accident depicted on a chronological vector from a perception and decision theoretical perspective. This is explained in detail using exemplary cases.
Active safety systems are aimed at accident prevention, hence the knowledge required for their development is different from that required for passive safety systems aimed at injury prevention. Particularly, knowledge about accident causation is required. When looking at existing accident causation data, it is argued it fails to explain in sufficient detail how and why the accidents occur. Therefore, there is a need for detailed micro-level descriptions of accident causation mechanisms, and also of methodologies suitable for creating such descriptions. One study addressing these needs is the Swedish project FICA (Factors Influencing the Causation of Accidents and Incidents), where an accident investigation methodology suitable for active safety is developed, and in-depth accident investigations following this methodology are carried out on-scene in the area of Gothenburg by a multidisciplinary team. A preliminary aggregated analysis of different cases shows that the methodology developed is adequate for pointing out common contributing factors and devising principal countermeasures.
Im Rahmen dieses Forschungsvorhabens sollten die Erkenntnisdefizite betreffend der Anwendung des Auditverfahrens für Innerortsstraßen auf eine größere Anzahl unterschiedlichster kommunaler Entwurfsaufgaben unter Berücksichtigung der je vorliegenden strukturellen, prozessrelevanten Rahmenbedingungen, abgebaut werden. Hierzu wurden in drei Modellkommunen verwaltungsspezifische Verfahren zur Durchführung des Sicherheitsaudits mit internen Auditoren entwickelt. Es wurden insgesamt 46 Audits durchgeführt und sowohl personenbezogen als auch projektbezogen analysiert. Durchschnittlich wurden ca. 11 Defizite je Projekt festgestellt, wobei 55% der Defizite den Knotenpunkten zuzurechnen sind. Von diesen entfielen wiederum 60% auf Probleme für Fußgänger und Radfahrer. Gut 30% der Defizite bezogen sich auf Strecken, von denen wiederum 80% auf Fußgänger und Radfahrer entfielen. Insgesamt betrafen gut 30% aller Defizite unmittelbar die Radverkehrsführung und 27% den Fußgängerverkehr. Die Akzeptanz der Auditergebnisse war hoch: So wurde in der Vorplanungsphase den Feststellungen des Audits zu 74%, in der Vorentwurfsphase bzw. Ausführungsphase zu 65% bzw. 57% gefolgt. In der Phase der Verkehrsfreigabe war die Bereitschaft den Auditergebnissen zu folgen mit 20% gering. Die mit den Auditergebnissen "konfrontierten" Planer beurteilten den Beitrag des Sicherheitsaudits zum Projekt überwiegend positiv, stellten keine Verzögerung im Planungsablauf fest und würden überwiegend die regelmäßige Durchführung von Audits begrüßen. Die Unfallanalyse konnte keine belastbaren Ergebnisse erbringen. In den drei Kommunen wurden 9 Verwaltungsmitarbeiter/innen zu Auditoren ausgebildet. Ein besonderer Effekt dieser Art der Auditorenschulung liegt in der gleichzeitigen Auditierung von Projekten für die Kommunen während der Schulung durch die Mitarbeiter und den Dozenten. Die durchgeführte Qualifizierungsanalyse ergab, dass die Auditoren ihre Kenntnisse im Straßenentwurf, im Straßenverkehrsrecht und in Unfalluntersuchungen verbessert haben. Sie empfinden das Sicherheitsaudit als eine Qualitätssteigerung in der Planung.
This paper set out to examine the possibilities for injury avoidance implications for older drivers in crashes, based on crash and injury patterns among older drivers and current trends in ageing in most western societies. A number of safety technologies were identified and discussed which have potential for improving vehicle older driver crash avoidance and crashworthiness. While there were some promising estimates available of the likely benefits of this technology for improving safety, it is evident that they need to be confirmed for older drivers, given their age-related disabilities and sensory limitations. Further research is urgently required to ensure that these technologies yield safety benefits without any disbenefits for older drivers.rn
Es wurde anhand einer ersten Auswertung der Messdaten an der autobahnähnlichen B10 bei Karlsruhe und anhand einer Systematisierung weiterer zugänglicher PM10-Messergebnisse an Straßen im Anwendungsbereich des Merkblattes über Luftverunreinigungen an Straßen (MLuS 02) eine bessere Anpassung des existierenden Verfahrens zur Berechnung verkehrsbedingter PM10-Emissionen im Sinne einer schnell verfügbaren pragmatischen Zwischenlösung für diese Straßen erarbeitet. Mittels der NOx-Tracermethode konnten für die B10 bei Karlsruhe PM10-Emissionsfaktoren abgeleitet werden. Diese betragen im Wochenmittel 81 mg/(km Fzg), wobei an trockenen Werktagen 92 mg/(km Fzg) und an trockenen Sonntagen 59 mg/(km Fzg) ermittelt wurden. Anhand der Auswertung der Inhaltsstoffanalysen wurde u.a. abgeschätzt, dass an trockenen Werktagen ca. 50 % der PM10-Emissionen durch Auspuffemissionen realisiert werden, ca. 20 % durch Reifenabrieb, weniger als 1 % durch Bremsabriebe und ca. 30 % durch Straßenabriebe sowie Wiederaufwirbelung von Schmutzeintrag. Es wurde in diesen Überlegungen angenommen, dass sich die PM10-Emissionen einer Straße aus den Emissionen des Auspuffs sowie dem Anteil aus Abrieb und dem der Aufwirbelung infolge Reifen-, Brems-, Kupplungsbelags- und Straßenabrieb sowie Straßenstaub zusammensetzen. Dabei werden die Emissionen aus dem Auspuff bestimmt nach dem Handbuch für Emissionsfaktoren des Umweltbundesamtes (HBEFA). Die Emissionen für Abrieb und Aufwirbelung wurden auf Basis von aus vorliegenden Messergebnissen abgeleiteten Emissionsfaktoren (getrennt nach PKW und LKW) berechnet. Entsprechende Emissionsfaktoren werden angegeben. Unterschieden wird nach nicht überdeckelten Straßen und Tunnelstrecken. Für Tunnelstrecken, auf denen die Emissionen offenbar geringer sind als auf offenen Straßen, werden niedrigere PKW-Emissionsfaktoren angesetzt als für Straßen auf freier Strecke. Unterschieden wird auch weiterhin in Straßen mit gutem bzw. schlechtem Straßenzustand. Eine eindeutige Geschwindigkeitsabhängigkeit konnte aus den verfügbaren Daten nicht abgeleitet werden. Auch die Regenabhängigkeit ist weiterhin nicht eindeutig geklärt. Für die Bestimmung der Kurzzeitbelastung nach 22. BImSchV für PM10 und CO wurde auf Basis der Auswertung von Messdaten ein statistischer Zusammenhang abgeleitet für die Berechnung der Anzahl von Überschreitungen von 50 -µg PM10/m-³ als Tagesmittelwert beziehungsweise zur Bestimmung des maximalen gleitenden CO-8h-Wertes aus dem jeweiligen Jahresmittelwert. Der Bericht wurde um eine Zusatzuntersuchung zum Vergleich der PM10-Konzentrationen aus Messungen an der A1 bei Hamburg und Ausbreitungsberechnungen erweitert. Diese Zusatzuntersuchung enthält als Anhänge eine Fehlerdiskussion, eine Darstellung des Berechnungsverfahrens PROKAS zur Bestimmung verkehrserzeugter Schadstoffbelastungen sowie die MLuS 02-Protokolle zum PC - Berechnungsverfahren zur Abschätzung von verkehrsbedingten Schadstoffimmissionen nach dem Merkblatt über Luftverunreinigungen an Straßen der Forschungsgesellschaft für Straßen- und Verkehrswesen, Version 5.0j vom 26.02.2002.
Der Parkraum in den Innenstädten ist zu einem knappen Gut geworden. Deshalb wird schon seit vielen Jahren eine flächendeckende Bewirtschaftung aller verfügbaren Parkstände und Stellplätze angestrebt. Bisher sind gemäß § 13 StVO die Parkuhr, der Parkscheinautomat und bei Gebührenfreiheit auch die Parkscheibe zur Parkraumbewirtschaftung zugelassen. In den vergangenen Jahren wurden verschiedene neue Methoden und Systeme entwickelt, welche die Parkraumbewirtschaftung vereinfachen sollen. Hinsichtlich der Anwendung dieser neuen Methoden und Systeme besteht aber noch eine große Unsicherheit, da es bisher nur wenige Erfahrungen über ihre Einsatzfähigkeit und ihre Einsatzgrenzen gibt. Ziel dieser Untersuchung war es, die heute vermehrt angebotenen alternativen Methoden und Systeme zur Überwachung der Parkdauer sowie zur Zahlung der Parkgebühren im Detail darzustellen. Dabei wurden ihre Einsatzmöglichkeiten und Einsatzgrenzen analysiert und bewertet. Neben der Überprüfung der tatsächlichen Tauglichkeit und Einsatzfähigkeit waren die rechtlichen Rahmenbedingungen darzustellen und die Akzeptanz für die Nutzung solcher Systeme zu untersuchen. Dabei wurden nur Systeme einbezogen, die im öffentlichen Straßenraum anwendbar sind. Dem deutschen Gesetzgeber wird grundsätzlich empfohlen, die alternativen Systeme in Deutschland zuzulassen, wenn die Anpassungen der Systeme an den deutschen Markt erfolgt sind. Eine Anpassung des Rechts sollte auf der Grundlage der Ergebnisse dieser Untersuchung erfolgen und aus Sicht des Gutachters parallel zur Durchführung von Pilotprojekten vorbereitet werden. Die rechtlichen Randbedingungen in Deutschland sind von den Systemanbietern einzuhalten und die Technik ist daran anzupassen. In Deutschland sind im Hinblick auf das Straßenverkehrsrecht, den Datenschutz und die Parkraumpolitik der Kommunen Änderungen bei den Systemen erforderlich. Durch die rechtliche Notwendigkeit, dass auch bei Einführung eines alternativen Systems weiterhin ein konventionelles System angeboten werden muss, verursacht ein alternatives System auf jeden Fall zusätzlichen Aufwand für die Kommune. Wenn diese sich für die Einführung alternativer Systeme entschieden hat, sind in Zusammenarbeit der Kommune und des jeweiligen Systemanbieters die Randbedingungen der Einführung festzulegen. Die Parkraumpolitik sollte durch die Systeme unterstützt, nicht aber von der Technik diktiert werden.
In-depth road traffic accident research in Spain is a fairly recent activity. In the past, only accident data that had been retrospectively processed by the national and regional traffic police forces was available. In 1999 Applus+IDIADA set up a permanent accident research unit to carry out indepth analysis of road accidents in Spain. Since then accidents involving cars, motorcycles, coaches and vulnerable road users have been thoroughly studied. The Applus+IDIADA accident research team has carried out work for the various traffic polices in Spain and it is currently involved in several research projects in which accidentology is one of the main tasks. The working methodology of the team is presented in the first part of the paper. In the framework of the European research project "Rollover" (GRD2-2001-50086), Applus+IDIADA has collected data, inspected scenarios and performed virtual reconstructions of twenty-six of the total seventy-six rollover accidents studied. The second half of the paper describes how these accident investigations were used to develop a test procedure for identifying possible improvements to the vehicle structure which augment occupant protection in a rollover scenario. In particular, a proposal for a new drop test for rollover assessment is presented. The cases were analysed for severity, in terms of injury to the occupants and damage to the vehicle, and taking into account whether a seatbelt was worn or not. The worst possible cases were identified as those that had severe occupant injuries and sizable damage to the occupant compartment when seatbelts had been worn. The most severe cases were then analysed further for impact position (roll and pitch angles) and the impact velocity. With these parameters taken into account, the most representative combinations could be found. This resulted in a series of configurations for possible drop tests. The results of the tests indicate where passenger vehicle structures need to be improved in order to increase occupant safety in the event of a rollover crash.
Because of actual developments and the continuous increase in the field of drive assistant systems, representative and detailed investigations of accident databases are necessary. This lecture describes the possibility to estimate the potential of primary and secondary safety measures by means of a computerized case by case analysis. Single primary or secondary safety measures as well as a combination of both are presented. The method is exemplarily shown for the primary safety measure "Brake Assist" in pedestrian accidents. Regarding accident prevention only the primary safety measure is determined.
This report gives an overview of pedestrian accidents on Japanese roads. Database used for the analysis is national traffic accident data based on police reports. Relevant measures and background information ranging from vehicle safety, engineering and education are briefly reviewed, and area for further improvement is discussed.rn
Zur Erhöhung des Verformungswiderstandes von Asphaltbefestigungen ist eine Vielzahl von Produkten entwickelt worden, welche dem Bitumen erst an der Mischanlage zugegeben werden können. Da deren Praxisverhalten aber oftmals noch nicht hinreichend bekannt ist, wurde auf einem Streckenabschnitt der BAB 1 bei Euskirchen eine Versuchsstrecke zur Erprobung der Additive eingerichtet. Fazit nach vier Jahren Nutzungsdauer ist, dass die untersuchten Produkte in Verbindung mit einem nicht-modifizierten Straßenbaubitumen grundsätzlich als vergleichbare Bindemittelalternative verwendbar sind. Die separate Zugabe an der Mischanlage hat jedoch i. a. einen höheren Aufwand zur Folge, so dass der Einsatz sich insbesondere für Sonderanwendungen (z. B. Kleinmengen oder Mischgut mit höherer Modifizierung) eignet. Für die Anwendungen wird eine objektbezogene, aussagekräftige erweiterte Eignungsprüfung als zwingend notwendig angesehen. Bei großflächigen Anwendungen sollte aufgrund der noch nicht eindeutig dokumentierten gleichmäßigen Verteilung der Produkte und des noch fehlenden quantitativen Nachweises den gebrauchsfertigen PmB der Vorzug gegeben werden. Außerdem wird darauf hingewiesen, dass die Erprobungsfelder zwar in einem Autobahnabschnitt der Bauklasse SV liegen, die Verkehrsbelastung aber noch deutlich unter den besonders hoch belasteten Autobahnabschnitten in Nordrhein-Westfalen liegt. Auf der Erprobungsstrecke ist somit die Gefahr einer vergleichsweise schnellen Spurrinnenbildung nicht besonders hoch.
Pelvic fracture, cracking or breaking of a portion of the pelvis are extremely common injuries in the side impact collisions of motor vehicles. Due to both its shape and structural architecture, mechanics of the pelvic bone is complicated. There is a lack of knowledge regarding the dynamic behavior of the pelvis and its biomechanical tolerance under impact environment. Hence this study is aimed at the understanding of the mechanical response of the human pelvis with three-dimensional finite element (FE) models, under side impact load, applied through a structure, equivalent to a car door. The door structure was modeled, considering few layers, consisting of foam (Styrodur®, 3035 CS), plastic (UHMWPE), steel, glass and steel, putting them in series. A soft tissue layer (equivalent to fat) was also considered on the greater trochanter location. These FE models (with and without the car door structure) were analyzed with ANSYS-LS-DYNA-® dynamic finite element software to compare the effect of the car door padding system for shock absorption. It was observed that with proper combination of shock absorbing material (foam, etc.) and its thickness, the transmission of impact load to the body part (pelvis, etc.) from the outer surface of the car door could be reduced.
The average CO2 concentrations relevant to a motorcyclist wearing an integral helmet were measured twenty years ago and found to be alarmingly high. The present study examined gas concentrations typically inhaled by a motorcyclist. Average concentrations of CO2 for persons (n=4) wearing integral motorcycle helmets were measured in the laboratory and the field to facilitate comparison to previous work, and similarly high average concentrations were found: above 2% when stationary, well below 1% for speeds of 50km/h or more. Detailed measurements of the time-dependent CO2 concentrations during normal inhalation showed levels of about half of the corresponding average concentrations, including 1% at standstill, though higher concentrations (4% or more) are inhaled at the beginning of each breath. Opening the visor at standstill lowered the average inhaled concentration only to about 0.8%. The oxygen deficiency is equal to the CO2 concentration, and could also contribute negatively to motorcyclist cognitive abilities.
Im Beitrag wird zunächst der Begriff "Orthotrope Fahrbahnplatte" erläutert: Früher war das Konstruktionsprinzip des Brückenbaus so, dass jedes Tragglied die ihm eigene und zugewiesene Last allein zu tragen hatte und die daraus entstandenen Auflagerbelastungen an das nächste unterstützende Bauteil weitergab. So ging es von der Fahrbahn ueber Längs- und Querträger zu den Hauptträgern, und von da aus zu den Auflagern, Pfeilern, Fundamenten bis zum Baugrund. Nach dem 2. Weltkrieg wurden andere Lastabtragungsmodelle entwickelt. Bei der "Orthotropen Platte" handelt sich um eine für den Stahlbrückenbau entwickelte Bauweise, die aus einem oberen ebenen Stahlblech besteht, welches die Abdichtung und den Fahrbahnbelag trägt. Dieses wird auch Deckblech genannt. Das Deckblech wird durch ein rechtwinkliges System von längs und quer angeordneten Stahlprofilen unterschiedlicher Steifigkeit (Laengssteifen und Querträger) unterstützt. Das aus den drei Bestandteilen bestehende kombinierte System der Fahrbahntafel ist ausserdem mittragender Bestandteil des Gesamttragsystems der Brücke. An Beispielen werden die verschiedenen Möglichkeiten der konstruktiven Ausbildung der Fahrbahntafel mit ihren Vor- und Nachteilen erläutert. Es werden Hinweise zur Berechnung und baulichen Durchbildung insbesondere der Schweissverbindungen zwischen Deckblech und Längsrippen und des Stosses der Rippen (Fensterstoß) sowie zur Steifigkeit der Querträger gegeben. So genannte Trapezprofile haben sich als die günstigste Form für die Längsrippen ergeben. Sie werden auch vorteilhaft als Beulsteifen für Stege und Bodenplatten bei Kastenträgerbrücken aus Stahl und bei Verbundbrücken angewendet.
Rollover scenarios in Europe

Rollover accidents seem to be a rising problem in Europe and therefore the systematic of this accident scenario should be investigated. Based on statistical investigations on major European accident databases for different countries a series of 73 real world rollover accidents was analysed. These cases were reconstructed using PC-Crash and preliminary categorised using a modified USbased rollover classification. In a first step, the rollover events were reconstructed from the point of conflict to the vehicle- rest position. The vehicles kinematics as well as its linear and rotational velocities were derived. In a second step typical velocity characteristics as well as kinematics were identified and the events categorised according to these criteria. Based on these results four main categories were defined, covering all reconstructed accidents. This categorisation was based on mechanical parameters (rotatory and translator kinematical data of the vehicle). Significant differences can be seen for different scenarios for the "first phase of rollover".
Portugal has the highest rate of road fatalities in Europe (2002 and for Eur-15 - CARE database). For this highest rate, the accidents involving pedestrians and motorcycle occupants have a higher contribution than the European average. In the last years, especially accidents involving motorcycles have been investigated and currently two different projects are being carried out, one related with motorcycles accidents and the other with pedestrian accidents. In these projects, countermeasures among others to reduce the fatalities between these two types of road users are being studied. These accidents are investigated with the commercial accident reconstruction software PCCRASH but also new methodologies based on multibody dynamics are in development in order to more accurately study these two types of accidents. In this paper, the methodologies in use for accident reconstruction and new methodologies in development are presented. Speeding his found to be one of the major causes of road fatalities for pedestrians and motorcycle occupants. In the case of motorcycle accidents, these involve mainly young drivers. Aspects as social behavior are also important to understand the causes of some of these accidents. Some examples of accidents occurring in Portugal, involving especially motorcycles and pedestrians are presented and discussed.
The improvement of passive car security devices led to a reduction of injuries, especially of the head, the neck and the torso mainly due to the airbag function. The passenger's foot and ankle could not profit from this development. Some investigators even reported a progression of leg injuries (1). In this study, we investigated a current collective of patients with foot and ankle fractures or severe soft tissue injuries in relation with defined crash parameters. Special interest was paid to the car's footwell.
The so-called "seat-belt injuries" or "seat-belt syndromes", described as 2-point seat-belt injuries, contain heavy inflection injuries of the lumbal spinal column, combined with heavy abdominal injuries as rupture of the upper intestinal bold or heavy injuries of the upper entrails. With "playing" children in the font of the car, with inappropriate plant of 3-point belts, identical injuries can occur.
Road safety is a major preoccupation of the European Commission and the road transport industry and depends on numerous significant factors. In order to improve road safety and to plan effective safety improvement actions for truck transport, we must first identify the problems to be addressed, i.e. what are the main causes of truck accidents. The ETAC project, initiated by the European Commission and the IRU, was launched in order to set up a heavy goods vehicle accident causation study across European countries to identify future actions which could contribute to the improvement of road safety. The results will be based on a detailed analysis of truck accident data collected in seven European countries according to a common methodology which has been elaborated through numerous national and European projects. This paper describes the common methodology used to collect the information on the scene of the accident and to analyse the data so that the reconstruction of the crash events may be carried out. CEESAR proposes a methodology using its experience gained from over 10 years of accident data collection. This methodology is based on an in-depth investigation of the parameters involved in-an accident and linked to the driver, the vehicle, the road and their environment. In-depth investigation requires accident investigator presence on the scene of the accident in order to collect volatile information such as marks on the road, weather conditions, visibility, state and equipment of the vehicle, driver interview. Later, passive and active information is gathered, either at the hospital for the driver, at the garage for the vehicle or on the spot for the road geometry. A reconstruction carried out with the help of specific software and the analysis of the data collected and calculated enables the identification of the main causes of the accident and the future actions to plan in order to improve road safety as regards truck traffic.
Interaction of road environment, vehicle and human factors in the causation of pedestrian accidents

The UK On-the-Spot project (OTS) completed over 1500 in-depth investigations of road accidents during 2000-2003 and is continuing for a further 3 years. Cases were sampled from two regions of England using rotating shifts to cover all days of the week and all hours of the day and night. Research teams were dispatched to accidents notified to police during the shifts; arrival time to the scene of the accident was generally less than 20 minutes. The methodology of OTS includes sophisticated systems for describing accident causation and the interaction of road, vehicle and human factors. The purpose of this paper is to describe and illustrate these systems by reference to pedestrian accidents. This type of analysis is intended to provide an insight into how and why pedestrian accidents occur in order to assist the development of effective road, vehicle and behavioural countermeasures.
