Rear-end collisions are the most frequent same and opposite-direction crashes. Common causes include momentary inattention, inadequate speed or inadequate distance. While most rear-end collisions in urban traffic only result in vehicle damage or slight injuries, rear-end collisions outside built-up areas or on motorways usually cause fatal or serious injuries. Driver assistance systems that detect dangerous situations in the longitudinal vehicle direction are therefore an essential safety plus. In view of this, for ADAC, systems that alert drivers to dangerous situations and initiate autonomous braking complement ESC as one of the most important active safety features in modern vehicles. The aim of ADAC is to provide consumers with technical advice and competent information about the systems available on the market. Reliable comparative tests that are based on standardised test criteria may provide motorists with important information and help them make a buying decision. In addition, they raise consumer awareness of the systems and speed up their market penetration. The assessment must focus on as many aspects of effectiveness as possible and include not only autonomous braking but also collision warning and autonomous brake assist. The work of the ADAC accident research is the development of the testing scenarios with direct link to accident situations and the identification of useful test criteria for testing.
To determine whether the model "Accompanied driving from age 17" (AD17) contributes to improvement of young drivers' road safety, two large random samples of novice drivers drawn from the Central Register of Driving Licences (ZFER) held at the Federal Motor Transport Authority (KBA) were compared in terms of the rates of accident involvement and traffic offences at the start of their solo driving career. The samples comprised former participants in the AD17 model and novice drivers of the same age who had obtained a driving licence in the conventional manner immediately after their 18th birthday. Both analysis groups were contacted by post and asked to complete an online questionnaire. In response, 19,000 drivers reported on their first year of solo driving and on the occurrence of any accidents or traffic offences during this period. The analyses were repeated with two "silent" analysis groups comprising a total of 75,000 drivers, for whom any records of traffic offences were retrieved from the Central Register of Traffic Offenders (VZR), with a distinction being made between offences in connection with an accident and other offences. The AD17 model was introduced in all 16 German federal states between April 2004 and January 2008. By the end of 2009, almost one million novice drivers had participated in the model, and almost three-quarters of the target group - so-called "early beginners" who wished to commence solo driving immediately after reaching the age of 18 years - opted for the AD17 model. The phase of introduction of the model was associated with a temporary increase of around five per cent in the demand for driving licences from persons under 19 years of age. During the first year of solo driving, the rate of accident involvement for AD17 participants was 19 per cent lower and the rate of traffic offences 18 per cent lower than for drivers of the same age who had obtained their driving licence in the conventional manner. After adjustment for confounds (e.g. gender and vehicle availability), a reduction in accidents by 17 per cent and in traffic offences by 15 per cent remained as an effect attributable to the model. A comparison on the basis of the distances driven indicated 22 per cent fewer accidents and 20 per cent fewer traffic offences. The results are statistically significant and apply to both male and female drivers. The findings were confirmed in the replication study based on VZR data, with one exception: For female AD17 drivers, and here only for VZR-recorded offences excluding accidents, no significant reduction was found. On the other hand, the rate for female drivers is already lower than that of their male counterparts by three-quarters. Approximately 1,700 injury accidents were prevented by implementation of the model in 2009.
Since 2008, the authors inspected fatal traffic accidents on the spot every year, with the cooperation of Toyota police station in Aichi pref. In the jurisdiction, numbers of fatal accidents were 18 in 2008, 12 in 2009, 14 accidents in 2010, and 16 in 2011. We here report the results of our analysis of information obtained by detailed inspection for those that occurred from 2008 to 2010. We focused on vehicle-to-pedestrian accidents, which accounted for about 45% of all accidents in 2008. Because many accidents occurred on residential roads not far from pedestrians" homes, it was revealed that the decrease of the collision speed by traffic calming such as humps and zone speed management, was highly effective. On the other hand, pedestrian detection technologies seemed to be also effective as a countermeasure on vehicle side. Every pedestrian position against a vehicle was clarified and TTC (Time to Collision) was calculated provisionally. Pedestrian accidents in intersections were also examined. Among the intersection pedestrian accidents within the jurisdiction, compared with the national average in Japan, the ratio of intersections without a signal and the ratio without a pedestrian crossing were high. According to the comparison of the Japanese traffic accident patterns between 2001 and 2008, pedestrian accidents during turning right and turning left did not decrease much. For elderly drivers, these accidents occurred very often. Finally, single vehicle accidents were analysed with the accident pattern analysis methods used above. There were high numbers of single vehicle accidents against object on single roads. Although fatal accidents against guardrails decreased, the numbers of fatal accidents against a utility pole and a sign pole were nearly constant. As for the impact with narrow width objects such as utility poles, the fatality rate was very high, and countermeasures of both road infrastructure and vehicles seem to be effective.
Straßenverkehrszählungen (SVZ) mit mobilen Mess-Systemen : Erhebungs- und Hochrechnungsmethodik

Für die nächste Straßenverkehrszählung (SVZ) im Jahre 2015 soll für Abschnitte zweistreifiger Bundesstraßen der temporäre Einsatz mobiler Messsysteme nach einem Rotationsprinzip ermöglicht werden. Dazu wurde in einer 1. Stufe ein Erhebungs- und Hochrechnungskonzept entwickelt, um mit möglichst wenigen Geräten die jährliche Verkehrsstärke und spezielle Kennwerte zuverlässig abzuleiten. Die Grundlage der Hochrechnung bilden die zeitgleich (synchron) zu den temporären Zählungen betriebenen Dauerzählstellen in einer Raumeinheit. Anhand dieser Daten wurden die zentralen Fragen wie Dauer, Häufigkeit und Lage der Zählungen innerhalb des Jahres untersucht. Das Einsatzmodell sieht insgesamt drei Wochen vor. Werktags- und Sonntagsverkehr werden mit zwei um einige Monate versetzte Wochenzählungen außerhalb der Ferien erfasst, der Urlaubsverkehr durch eine Wochenzählung innerhalb der Sommerferien. Die Hochrechnungsfaktoren für die einzelnen Zählwochen ergeben sich aus linearen multiplen Regressionsfunktionen. Deren Koeffizienten werden aus den Dauerzählstellen mit den Einflussgrößen Ferienverkehrs-, Sonntags- und Freitagsfaktoren errechnet. Die Kennwerte, insbesondere "Lärmwerte" und Bemessungsverkehrsstärken, können zum Teil direkt aus den Zähldaten bzw. indirekt über Regressiosansätze abgeleitet werden. In einer 2. Stufe wurde anhand von Dauerzählstellen der Jahre 2000 bis 2010 analysiert, wie die einzelnen Jahresergebnisse auf ein einheitliches Basisjahr übertragen werden können. Wegen der größeren Entwicklungsunterschiede sollte dabei zwischen Werktags- und Sonntagsverkehr sowie zwischen Personen- und Güterverkehr unterschieden werden. In einer 3. Stufe wurden Wege aufgezeigt, wie für Zählungen im Rahmen von Sonderuntersuchungen eine schnelle Ergebnisbereitstellung ermöglicht werden kann. Dies ist notwendig, da die endgültigen Ergebnisse der Dauerzählstellen, die Voraussetzung für die Ableitung der Hochrechnungsfaktoren sind, erst am Anfang des Folgejahres vorliegen. Je nach Einsatzzeit können die Ergebnisse aus den Wochenzählungen als Näherungswerte übernommen werden. Für allgemeine Anwendungen wurden Hinweise zur Entwicklung einer Software-Lösung gegeben.
Zur Überwachung der Verkehrsentwicklung und zur Ermittlung der Verkehrsstärken auf den Bundesfernstraßen - Bundesautobahnen und Bundesstraßen - fand im Jahr 2010 wieder eine bundesweite Straßenverkehrszählung (SVZ 2010) im Rahmen des üblichen Fünfjahres-Turnus statt. Die Länder hatten die Möglichkeit, auch das nachgeordnete Netz (Landes- und Kreisstraßen) zu zählen und im Rahmen der SVZ 2005 auswerten zu lassen. Bundesweit war der Zählumfang auf diesen Straßen jedoch zu gering, um allgemeine, für das gesamte Bundesgebiet gültige Aussagen für diese Straßenkategorie zu treffen. Der vorliegende Bericht beinhaltet eine detaillierte Beschreibung der Erhebungs- und Hochrechnungsmethodik zur Ermittlung der durchschnittlichen täglichen Verkehrsstärken (DTV) sowie eine Darstellung der Berechnung von Kenngrößen (Bemessungsverkehrsstärken und Werte für "Lärmberechnungen", für die eine vorherige Ermittlung der DTV-Werte Voraussetzung ist. Die methodischen Erläuterungen werden ergänzt durch beispielhafte Berechnungen. Am Ende des Berichtes steht ein Vergleich mit der Straßenverkehrszählung 2005, in dem auf wesentliche Änderungen und deren Auswirkungen eingegangen wird.

Der vorliegende Bericht beinhaltet mittlere DTV und Jahresfahrleistungen, differenziert nach Fahrzeugarten und Straßenklassen für das Bundesgebiet insgesamt und für jedes einzelne Bundesland. Außerdem sind Beschreibungen zur Berechnung der DTV- und Fahrleistungsstatistiken enthalten sowie einige Ausführungen zu Entwicklungen der mittleren DTV-Werte und Jahresfahrleistungen in Bezug auf 2005.
The sequence of accident events can be classified by three essential phases, the pre-crash-sequence, the crash-sequence and the post-crash-sequence. The level of reliability of the information in the GIDAS-database (German In Depth Accident Study) is provided predominantly on the passive side. The period to evaluate active safety systems begins already in the pre-crash-sequence. The assessment of the potential of sensor- or communication-based active safety systems can only be accomplished by a detailed analysis of the pre-crash-phase. Hence the necessity to analyze the early period of the accident event in detail arises. This is possible with the help of the digital sketches of the accident site and the simulation of the accident by a simulation method of the VUFO GmbH. After simulating the pre-crash scenario it is possible to generate additional and standardized data to describe the pre-crash-sequences of an accident in a very high detail. These data are documented in a second database called the GIDAS Pre-Crash-Matrix (PCM). The PCM contains various tables with all relevant data to reproduce the pre-crash-sequence of traffic accidents from the GIDAS database until 5 seconds before the first collision. This includes parameters to describe the environment data, participant data and motion or dynamic data. This paper explains the creation of the PCM, the simulation itself and the contents and structure of the PCM. With this information of the pre-crash-sequence for various accident scenarios an improved benefit estimation and development of active safety systems can be made possible.
Die Bedeutung von Standards allgemein und Schnittstellenstandards in besonderem Maße sowie zugehöriger Standardisierungsprozesse hat in den letzten Jahren massiv zugenommen. Vor dem Hintergrund und den Zukunftsaufgaben von Intelligenten Verkehrssystemen (IVS) führt die Konvergenz der Branchen Telekommunikation, Medien und Informationstechnologie dazu, dass ehemals feste Grenzen zwischen der Kommunikation und Information zusehends verschwimmen. Gleichermaßen besteht in der Verkehrstelematik zunehmend Bedarf an nachhaltigen Standard-Schnittstellenlösungen zur Sicherstellung der Interoperabilität der Systeme und deren Komponenten, dies verstärkt aufgrund der Proliferation von Sensorsystemen durch zunehmende Ausstattung mit miniaturisierten Chipelementen. Analog trifft dies auch für die Automobiltechnik und deren Vernetzung in kooperativen Verkehrs- und Fahrerassistenzsystemen mittels C2X-Kommunikation zu. Die Standardisierungsforschung ist dementsprechend ein vergleichsweise noch junges Forschungsgebiet. Dies gilt sowohl für die nationale als auch internationale Ebene. Zur Bewältigung des ansteigenden Datenaufkommens bei gleichzeitig technologisch kürzer werdenden Innovationszyklen sind umso mehr effiziente Standardisierungsprozesse erforderlich, um aus übergreifendem Datenaustausch nachhaltig Nutzen für das Verkehrsmanagement schöpfen zu können. Besonders an die Akteure der Standardisierung offener Systeme der Straßenverkehrstelematik stellen sich neue Herausforderungen und Fragen hinsichtlich der Organisation eines hierfür geeigneten Standardisierungsprozesses. Die Forschungsarbeiten im FE-Projekt 63.0013/2009/BASt unterstützen die Vorbereitung der Entscheidung auf staatlicher Ebene über die zukünftige Positionierung der öffentlichen Hand bezüglich der Begleitung und Unterstützung von Standardisierungsaktivitäten offener Systeme im Sektor kommunal eingesetzter Straßenverkehrstelematik. Untersucht werden hierzu die seit Beginn in Deutschland im Jahre 1999 bisherig im Standardisierungsprozess OCIT (Open Communication Interface for Road Traffic Control Systems) und OTS (Open Traffic Systems) erzielten und künftig bei weitergehender Standardisierung zu erwartenden Nutzwirkungen und Risiken. Berücksichtigt werden in Hinblick auf den im November 2011 zur künftigen Harmonisierung der Standardisierung offener Schnittstellen gegründeten Standardisierungsverbund OCTS (Open Communication Standards for Traffic Systems) dabei die erwachsenden Einflussfaktoren und Anforderungen aus affinen Standardisierungsaktivitäten sowie EU-Richtlinien, insbesondere zu kooperativen IVS.
Introduction: Spine injuries pose a considerable risk to life and quality of life. The total number of road deaths in developed countries has markedly decreased, e.g. in Germany from over 20000 in 1970 to less than 4000 in 2010, but little is known how this is reflected in the burden of spine fractures of motor vehicle users. In this study, we aimed to show the actual incidence of spine injuries among drivers and front passengers and elucidate possible dependencies between crash mechanisms and types of injuries.
With an ever rising human life expectancy the share of elderly people in society is constantly rising. This leads to the fact that at the same rate the share of people with age related diseases such as dementia and poor eyesight taking part in traffic will rise and therefore traffic accidents caused by this group of people due to the disease will play an ever greater role. This Situation will be among the future challenges of road safety work. At present this study displays specific characteristics of accidents caused by elderly car drivers (aged 65 or higher) based on the analysis of the German In-Depth Accident Study GIDAS. Herein almost 1000 elderly car drivers were identified as accident participants in the years 2008 to 2011. The focus of this study lies on identifying special types of accidents which are caused by elderly drivers and on characterizing these types with the information gathered on scene and by interviewing the participants. The main evidence analyzed is the knowledge about the accident locality, the trajectories of the participants as well as the reasons for the occurrence of the accidents. Furthermore personal information such as the personal condition before the accident and driving purposes is used to identify patterns of contributing circumstances for accidents caused by elderly traffic participants.
