New vehicle types are extensively tested to check almost all factors that influence ride and handling. With reference to the Association of German Car Tuners" (VDAT e.V.) valuations, approximately 10% of all cars in Germany are being modified by their owners. 28 % of those modifications" sales are divergent wheel-tire combinations, 13 % are tuning measures on the chassis suspension or wheel spacers. In almost all cases the singular modifications present a general permission for specific vehicles they have been tested in. Combined tuning measures, however, are often checked by just one inspector, following a procedure of mostly subjective assessment criteria. Today, critical attributes are only being observed, in case a vehicle is involved in an accident and the modifications are identified as crash causal factors or as a cofactor on the development of a crash. For the first time, a field study allows a survey of safety affecting chassis modifications. The test layout has to comply with some basic conditions. Different vehicle concepts with a wide margin of modifications are required to get a high transferability of the results. A total amount of more than 150 tested vehicles serves the same purpose. The tests are limited concerning the installation time of measurement techniques and the requirement that no damage, defilement or immoderate wear of the vehicles are accepted by their owners. Due to such factors as well as the driver Ìs acceptance, the vehicles are controlled by its owners instead of robots or test drivers. For keeping down the driver- influence, the lane has narrow boundaries and the driver has to drive in strictly adherence to the given instructions. After gathering all modifications, as well as static and kinematic parameters like the toe and camber angle, dynamic testing of predominantly lateral dynamics is conducted. Besides standardized tests like the ISO 3888-2 (Obstacle Avoidance) or the ISO 14512 (Braking on Surfaces with Split Coefficient of Friction), to test the influence of modified kingpin offsets caused by wheel spacers, some deviant tests are conducted. Those are required due to the demand of objective test results for road tests with vertical induced stimulation of the chassis suspension. Hence, new tests on corner braking with and without vertical stimulation have been developed. The interpretation of data includes thresholds, e.g. the maximum entrance velocity without hitting cones, on the one hand, and the analysis of characteristics of data concerning time and frequency range, "1-second values" and peak response times on the other hand. Besides the thresholds as indicators for the achievable velocities, which are mainly affected by friction coefficients, the vehicle reaction in the course of time characterizes the vehicle reaction in the threshold range and consequently the operational demands on the driver. The field study has started and promises the first long-range analysis of chassis modifications. The results offer a basis for hypothesis and resultant further test layouts for oncoming studies of the identified critical tuning measures.
Established in 1997, the European New Car Assessment Programme (Euro NCAP) provides consumers with a safety performance assessment for the majority of the most popular cars in Europe. Thanks to its rigorous crash tests, Euro NCAP has rapidly become an important driver safety improvement to new cars. After ten years of rating vehicles, Euro NCAP felt that a change was necessary to stay in tune with rapidly emerging driver assistance and crash avoidance systems and to respond to shifting priorities in road safety. A new overall rating system was introduced that combines the most important aspects of vehicle safety under a single star rating. The overall rating system has allowed Euro NCAP to continue to push for better fitment and higher performance for vehicles sold on the European market. In the coming years, the safety rating is expected to play an important role in the support of the roll-out of highly automated vehicles.
When the EEVC proposed the full-scale side impact test procedure, it recommended that consideration should be given to an interior headform test in addition. This was to evaluate areas of contact not assessed by the dummy. EEVC Working Group 13 has been researching the parameters of a possible European headform test procedure in four phases. Earlier stages of the research have been presented at previous ESV conferences. The conclusions from these have suggested that the US free motion headform should be used in any European test procedure and that it should be a free flight test, not guided. This research has now culminated in proposals for a European test procedure. This paper presents the proposed EEVC side impact interior headform test procedure, giving the rationale for the test and the first results from the validation phase of the test protocol.
Bei der Untersuchung des Insassenschutzes von Pkw's bei Seitenkollisionen wurden als seitlich auftreffende Fahrzeuge neben Pkw auch unterschiedliche Barrierenformen verwendet. Um die Zahl der Prüfungen im Typgenehmigungsverfahren für neue Pkw-Modelle gering zu halten, wurde von der europäischen Automobilindustrie ein Vorschlag zur Harmonisierung europäischer und amerikanischer Lösungen entwickelt. Es wurden zwei Versuchsserien zur Beurteilung des Quergeschwindigkeitseinflusses mit Fahrzeugen europäischer Größenverhältnisse durchgeführt sowie eine Serie mit einer Versuchskonfiguration, die zur Harmonisierung vorgeschlagen wurde. Die Untersuchungsergebnisse zeigen, dass die Kombination einer mobilen deformierbaren Barriere mit Bewegungsparametern zur Simulation eines Querbewegungseinflusses durch kinematische Umkehrung am gestoßenen Fahrzeug nur zu einem geringen Teil die gleiche Belastung bewirkt, wie bei der Kollision mit zwei bewegten Fahrzeugen.
Motorisierte Zweiräder werden im Straßenverkehr häufig als zu laute Fahrzeuge wahrgenommen. Für die Feststellung solcher lauten Motorräder im Verkehr oder bei der regelmäßigen technischen Überprüfung im Rahmen der Hauptuntersuchung (HU) nach -§ 29 Straßenverkehrszulassungsordnung (StVZO) soll der in den Fahrzeugpapieren eingetragene und bei der Typzulassung gemessene Standgeräuschpegel als Vergleichsgröße dienen. Die Ausführungsbestimmungen für die Standgeräuschprüfung von Fahrzeugen im Verkehr sind 1975 mit einer Richtlinie erlassen worden. Sie befähigt die ausführenden Polizeibeamten jedoch nicht zu einer abschließenden Beurteilung. Dadurch ist die Ahndung einer Manipulation oder eines Defektes der Auspuffanlage durch den kontrollierenden Polizist nur indirekt und zeitlich verzögert durch das Herbeiziehen eines Sachverständigen möglich. Das Bundesministerium für Verkehr, Bau- und Wohnungswesen (BMVBW) hat die Bundesanstalt für Straßenwesen (BASt) beauftragt, für die Standgeräuschmessung an Motorrädern geeignete Geräte, Ausführungsanordnungen und Toleranzen zu bestimmen, um eine justitiable Standgeräuschmessung während einer Verkehrskontrolle zu ermöglichen. Es wurden Grundlagenuntersuchungen zur Streuung der Messwerte beim Messverfahren und zur Streuung der Messgeräte durchgeführt. Standgeräuschmessungen an neuen Krädern dienten der Abschätzung der Serienstreuung. Durch weitere Standgeräuschmessungen an einer ausreichend großen Zahl Motorrädern, die per Zufallsstichprobe im Rahmen einer allgemeinen Verkehrskontrolle bestimmt wurden, wurde die Praktikabilität des Verfahrens untersucht und notwendige Fehlergrenzen ermittelt. Aus gleichem Grund wurden Standgeräuschmessungen an einer ausreichend großen Zahl Motorrädern durchgeführt, die zur periodischen HU nach -§ 29 StVZO an technischen Prüfstellen vorgeführt wurden. Fachlich begleitet wurde die Untersuchung durch eine Beratergruppe, die sich aus Vertretern der Technischen Dienste (TÜV, DEKRA., KÜS), der Motorrad- und Messgerätehersteller, der Zweiradnutzer, dem Umweltbundesamt (UBA), der Polizei und der Ministerien für Umwelt und Verkehr zusammensetzte. Die Untersuchungen ergaben, dass die Standgeräuschmessung an Motorrädern mit genügender Genauigkeit durchgeführt werden kann. Das gilt insbesondere für die Messgeräte, die in dieser Untersuchung erfolgreich auf ihre Eignung hinsichtlich Genauigkeit und Reproduzierbarkeit unter realen Einsatzbedingungen erprobt wurden. Ausschlaggebend dafür war, die bei diesen Geräten vorhandene Eigenschaft der rechnergesteuerten Schallpegelmessung, die nur dann erfolgte, wenn die Messdrehzahl mindestens zwei Sekunden in einem Bereich von -± 5 % zur Solldrehzahl gehalten wurde. Durch die Standgeräuschmessung können auffällig laute motorisierte Zweiräder festgestellt werden. Allerdings lässt diese Messung, aufgrund der begrenzten Korrelation von Stand- und Fahrgeräusch, nur bedingt Rückschlüsse auf andere relevante Betriebszustände zu. Daher wäre es wünschenswert, eine Fahrgeräuschprüfung entsprechend der Richtlinie 97/24/EG im Rahmen von Verkehrskontrollen durchzuführen. Aus Gründen der Verhältnismäßigkeit scheint die vereinfachte Fahrgeräuschprüfung "light" eine Möglichkeit zu bieten, in Kombination mit der Standgeräuschmessung, motorisierte Zweiräder im Rahmen von Verkehrskontrollen umfassender zu überprüfen. Durch diese Messung kann prinzipiell mit relativ geringem Aufwand neben dem Standgeräusch ein weiterer Betriebszustand des Fahrzeuges erfasst und somit die Aussagekraft der Prüfung erhöht werden. Die Geräuschmessung im Verkehr und bei der wiederkehrenden Fahrzeugüberwachung sollte vermehrt auch in internationalen Gremien diskutiert werden. Die im Rahmen dieses Projektes gewonnenen Erkenntnisse und Erfahrungen sind in dem Entwurf einer Prüfanweisung berücksichtigt worden.
Die Schwingungsdämpfer von Pkw werden in Deutschland bei der regelmäßigen technischen Überwachung im Rahmen der Hauptuntersuchung nach Paragraph 29 StVZO überprüft. In eingebautem Zustand werden sie dabei im wesentlichen nur einer Sichtkontrolle unterzogen, bei der die Dichtigkeit der Dämpfer und ihre äußerliche Unversehrtheit beurteilt werden. Ziel der Untersuchung war die Klärung der Frage, ob die Notwendigkeit einer aussagekräftigeren Kontrolle der Schwingungsdämpfer bei der regelmäßigen technischen Überwachung von Kraftfahrzeugen besteht, da die objektive Messung der Dämpferleistung problematisch ist und der Nutzen einer solchen Maßnahme bisher nicht quantifiziert werden kann. Objektive Prüfergebnisse an Schwingungsdämpfern sind jedoch nur in ausgebautem Zustand zu erhalten. Durch die Untersuchung sollte über eine "Ist-Zustands-Prüfung" von im Verkehr befindlichen Pkw und eine darauf aufbauende Hochrechnung der Anteil der Fahrzeuge, die mit defekten Dämpfern fahren, festgestellt werden. Die Auswertung der Reihenuntersuchung ergab, dass von 5.749 untersuchten Pkw 450 Pkw eine Fahrwerksbeurteilung erhielten, nach der an mindestens einem Rad der prüfstandspezifische Grenzwert nicht eingehalten wurde, was in der Regel auf einen defekten Dämpfer zurückzuführen ist. Dies entspricht hochgerechnet einem Anteil von 7,8 Prozent der zugelassenen Pkw. Folgt man den durch die Reihenuntersuchung ermittelten Ergebnissen und den bisher diskutierten Grenzwerten von 50 Prozent für die Restwirkung der Dämpfer, so würde die Einführung einer obligatorischen Dämpferprüfung zu erheblichen Kosten führen, deren Nutzen jedoch aufgrund fehlender Angaben derzeit nicht festgestellt werden kann. In Anbetracht der Unsicherheiten bezüglich des Einflusses defekter Schwingungsdämpfer auf das Unfallgeschehen und der ermittelten Defektrate konnte die Einführung einer obligatorischen Prüfung auf einem Prüfstand im Rahmen der regelmäßigen Hauptuntersuchung nicht abschließend bewertet werden.
Müdigkeit am Steuer ist eine bedeutsame Ursache von Straßenverkehrsunfällen. Es steht eine Fülle unterschiedlicher Methoden zur Verfügung, um Müdigkeit beim Fahrer zu erkennen. Ziel des vorliegenden Projekts war es, auf Basis einer mehrstufigen Befragung von zwölf Experten aus Industrie- und Hochschulforschung die Stärken und Schwächen der derzeit validesten objektiven Müdigkeitsmessverfahren vergleichend zu beschreiben. Als Basis der Bewertung diente ein eigens erarbeiteter Gütekriterienkatalog. Zu den validesten Müdigkeitsmessverfahren gehören aus Expertensicht Lenkverhalten und Spurhaltung, Indikatoren des Lidschlussverhaltens und des EEG, das videobasierte Expertenrating sowie der kontrovers diskutierte Pupillografische Schläfrigkeitstest. Die Güteprofile der sechs ausgewählten Messverfahren werden aufgeführt. Je nach Einsatzgebiet sind alle ausgewählten Messverfahren (Forschung und Entwicklung), nur einige (Müdigkeitswarnsystem im Fahrzeug), oder kein einziges (Verkehrskontrolle) geeignet. Dem Urteil der Experten nach bedarf eine valide Müdigkeitserfassung der Kombination von mindestens zwei Messverfahren unter Berücksichtigung der spezifischen Stärke-Schwächenprofile.
Estimation of the effects of new emission standards on motorcycle emissions by means of modeling

Road traffic is, in addition to the energy sector and the industry, one main source of air pollution and carbon dioxide emissions. Although most countries and manufacturers agreed to environmental regulations to reduce the pollutant emissions, particularly in urban areas with high traffic density, the impact of road traffic emissions on the environment and human health has been growing in importance steadily. Due to stricter emission standards and the binding use of emission-reducing systems (e.g. three-way catalyst) hydrocarbon emissions from passenger cars have been reduced significantly since the last two decades. Unlike to passenger cars the emissions standards of powered two-wheelers have not been adjusted since 2006 although their share of hydrocarbon emissions to the total amount of hydrocarbon emissions of road traffic is estimated to be disproportionately high. Due to the new regulation (EU) No. 168/2013 powered two-wheelers have to fulfill new emission standards from 2016 (Euro 4) and 2020 (Euro 5) onwards. Besides new limits for the tailpipe emissions the evaporative emissions are regulated separately for the first time, as they make up a high proportion to the total hydrocarbon emissions in this vehicle class. In this context, the calculation and forecast of road traffic emissions is an important tool to verify compliance of climate targets and to assess the reduction potential of emission-reducing systems. For that purpose the Federal Highway Research Institute (BASt) uses the emission- and calculation tool TREMOD (Transport Emission Model) which provides baseline data and calculated results for pollutants in almost every differentiation e.g. vehicle category, traffic situation and road type. Moreover, estimations of future emission trends, stock information and mileage distribution can be made. The main objective is to illustrate the impact of the upcoming emission standards Euro 4 and Euro 5 on the operational hydrocarbon emissions of powered two-wheelers based on statistical estimations. The significant aspect is to generate scenarios to show the reduction potential of hydrocarbon emissions of powered two-wheelers, differentiated into motorcycles and small motorcycles, in relation to the total share of hydrocarbon emissions in this vehicle class and to the total hydrocarbon emissions from road traffic. As a part of their research, the authors can make initial statements about the possible effect of the new emission standards of regulation (EU) No. 168/2013 by means of modeling with TREMOD.
In Germany the number of casualties in passenger car to pedestrian crashes has been reduced by a considerable amount of 40% as regards fatalities and 25% with regard to seriously injured pedestrians since the year 2001. Similar trends can be seen in other European countries. The reasons for that positive development are still under investigation. As infrastructural or behavioral changes do in general take a longer time to be effective in real world, explanations related to improved active and passive safety of passenger vehicles can be more relevant in providing answers for this trend. The effect of passive pedestrian protection " specified by the Euro NCAP pedestrian test result " is of particular interest and has already been analyzed by several authors. However, the number of vehicles with some valid Euro NCAP pedestrian score (post 2002 rating) was quite limited in most of those studies. To overcome this problem of small datasets German National Accident Records have been taken to investigate a similar objective but now based on a much bigger dataset. The paper uses German National Accident Records from the years 2009 to 2011. In total 65.140 records of pedestrian to passenger car crashes have been available. Considering crash parameters like accident location (rural / urban areas) etc., 27.143 of those crashes have been classified to be relevant for the analysis of passive pedestrian safety. In those 27.143 records 7.576 Euro NCAP rated vehicles (post 2002 rating) have been identified. In addition it was possible to identify vehicles which comply with pedestrian protection legislation (2003/102/EG) where phase 1 came into force in October 2005. A significant correlation between Euro NCAP pedestrian score and injury outcome in real-life car to pedestrian crashes was found. Comparing a vehicle scoring 5 points and a vehicle scoring 22 points, pedestrians" conditional probability of getting fatally injured is reduced by 35% (from 0.58% to 0.37%) for the later one. At the same time the probability of serious injuries can be reduced by 16% (from 27.4% to 22.9%). No significant injury reducing effect, associated with the introduction of pedestrian protection legislation (phase 1) was detected. Considerable effects have also been identified comparing diesel and gasoline cars. Higher engine displacements are associated with a lower injury risk for pedestrians. The most relevant parameter has been "time of accident", whereas pedestrians face a more than 2 times higher probability to be fatally injured during night and darkness as compared to daytime conditions.
In spite of today's highly sophisticated crash test procedures like the different NCAP programs running world-wide, bad real world crash performance of cars is still an issue. There are crash situations which are not sufficiently represented by actual test configurations. This is especially true for car to car, as well as for car to object impacts. The paper describes reasons for this bad performance. The reasons are in principal bad structural interaction between the car and its impact partners (geometric incompatibility), unadjusted front end stiffness (stiffness incompatibility) and collapse of passenger compartments. To show the efficiency of improving cars' structural behaviour in accidents with different impact partners an accident data analysis has been taken out by members of European Project VC-COMPAT. Accident data analysis has shown that in Germany between 15,000 and 20,000 of the now severely injured car occupants might get less injured and between 600 and 900 car occupant fatalities might be saved. Similar results arise for the UK.
Today, Euro NCAP is a well established rating system for passive car safety. The significance of the ratings must however be evaluated by comparison with national accident data. For this purpose accidents with involvement of two passenger cars have been taken from the German National Road Accident Register (record years 1998 to 2004) to evaluate the results of the NCAP frontal impact test configuration. Injury data from both drivers involved in frontal car to car collisions have been sampled and have been compared, using a "Bradley Terry Model" which is well established in the area of paired comparisons. Confounders " like mass ratio of the cars involved, gender of the driver, etc. " have been accounted for in the statistical model. Applying the Bradley Terry Model to the national accident data the safety ranking from Euro NCAP has been validated (safety level: 1star <2 star <3 star <4 star). Significant safety differences are found between cars of the 1 and 2 star category as compared to cars of the 3 and 4 star category. The impact of the mass ratio was highly significant and most influential. Changing the mass ratio by an amount of 10% will raise the chance for the driver of the heavier car to get better off by about 18%. The impact of driver gender was again highly significant, showing a nearly 2 times lower injury risk for male drivers. With regard to the NCAP rating drivers of a high rated car are more than 2 times more probable (70% chance) to get off less injured in a frontal collision as compared to the driver of a low rated car.
Proposal for a test procedure of assistance systems regarding preventive pedestrian protection

This paper is showing a proposal for a test procedure regarding preventive pedestrian protection based on accident analysis. Over the past years pedestrian protection has become an increasing importance also during the development phase of new vehicles. After a phase of focusing on secondary safety, there are current activities to detect a possible collision by assistance systems. Such systems have the task to inform the driver and/or automatically activate the brakes. How practical is such a system? In which kind of traffic situations will it work? How is it possible to check the effectiveness of such a system? To test the effectiveness, currently there are no generally approved identifiable procedures. It is reasonable that such a test should be based on real accidents. The test procedure should be designed to test all systems, independent of the system- working principle. The vFSS group (advanced Forward-looking Safety Systems) was founded to develop a proposal for a technology independent test procedure, which reflects the real accident situation. This contribution is showing the results of vFSS. The developed test procedure focuses on accidents between passenger cars and pedestrians. The results are based on analysis results of in-depth databases of GIDAS, German insurers and DEKRA and added by analysis of national and international statistics. The in-depth analysis includes many pre-crash situations with several influencing factors. The factors are e. g. speed of the car, speed of the pedestrian, moving direction and a possible obscuration of the pedestrian by an object. The results comprise also the different situations of adults and children. Furthermore, they include details regarding influence of the lighting conditions (daylight or night) especially with respect to the accident consequences. In fact, more accidents happen at daylight, but fatal accidents are more often at night. A clustering of parameter combinations was found which represents typical accident scenarios. There are six typical accident scenarios which were merged in four test scenarios. The test scenarios are varying the starting position of the pedestrian, the pedestrian size (adult or child) and the speed of the pedestrian, whereas the speed of the car will not be varied. To ensure the independency from used sensing technologies it is necessary to use a suitable dummy. For example, if sensors are based on infrared, the dummy should emit the temperature of a human being. The test procedure will identify the collision speed as the key parameter for assessing the effectiveness of the tested system. The collision speed is defined as the reduction between initial test speed of the car and impact speed. The assessment of the speed reduction value regarding the safety benefit, however, will be part of a separate procedure.
In line with the new definition introduced by the European Commission (EC), the number of seriously injured road casualties in Germany for 2014 is assessed in this study. The number of MAIS3+ casualties is estimated by two different methodological approaches. The first approach is based on data from the German Inâ€Depth Accident Study (GIDAS), which is closely related to the German Road Traffic Accident Statistics. The second approach is based on data from the German TraumaRegister DGU-® (TRâ€DGU), which includes many more hospitals but not all MAIS3+ injuries.
Vor dem Hintergrund der derzeitigen Verkehrs- und Unfallsituation sowie verkehrsrechtlicher Vorschriften wurde durch Auswertung humanwissenschaftlicher und technischer Literatur eine Sachstandsbeschreibung erstellt, die die in Zusammenhang mit Auffahrunfällen und ihrer Verhinderung stehenden Aspekte aufzeigt. Als fahrzeugtechnische Hilfen zur Einhaltung eines ausreichenden Abstandes zwischen hintereinander fahrenden Fahrzeugen werden dabei vorrangig autarke Systeme - das sind solche, bei denen sich alle notwendigen Vorrichtungen im Fahrzeug befinden - betrachtet. Möglichkeiten und Grenzen der bekannten technischen Hilfsmittel, insbesondere der Abstandswarn- und Abstandsregelungseinrichtungen werden aufgezeigt. Es stellte sich heraus, dass den Warnstrategien sowie ihren Auswirkungen auf den Verkehrsablauf und die Verkehrssicherheit besondere Bedeutung zukommt. In diesem Zusammenhang werden auch Zielkonflikte, insbesondere zwischen Sicherheitsforderungen und Fahrerakzeptanz, deutlich. Im Teil I des Berichts erfolgt die zusammenfassende Beschreibung und kritische Wertung des Sachstandes. Im Teil II werden die Auswerteergebnisse zu den angesprochenen Fragenkomplexen im einzelnen dargestellt. Teil III enthält eine Kurzdokumentation der für die Erstellung des Berichts wesentlichsten Literaturstellen.
In der BRD hatten 1977 etwa 39.000 bis 46.000 Pkw einen Brandschaden durch Flammen- und/oder Glutwirkung. Der Sachschadenaufwand der Kraftfahrzeugversicherer betrug 52 Mio. DM. Schwere Personenschäden sind vorwiegend bei unfallbezogenen Fahrzeugbränden entstanden. 1977 wurden ca. 55 bis 80 Personen durch Fahrzeugbrand getötet, maximal 450 schwer verletzt. Etwa 90 % der Brände entstehen infolge technischer Mängel, Fahrlässigkeit und Brandstiftung. Auf Wunsch der Käufer werden etwa 10 % der Pkw mit tragbaren Feuerlöschern ausgerüstet. Der Zwei-Kilo-Löscher hat sich als derzeit günstiger Löscher herausgestellt. Welchem Löschmittel der Vorzug zu geben ist, wurde von Experten nicht eindeutig beantwortet. Die Gesamtwirksamkeit des Zusammenhanges Brandgeschehen-Mensch-Feuerlöschgerät verdeutlicht, dass eine allgemeine Ausrüstungspflicht aller Pkw mit tragbaren Feuerlöschern aus gesamtwirtschaftlicher Sicht nicht zu befürworten ist. Das freiwillige Ausrüsten von Fahrzeugen sollte dagegen weiter propagiert werden.
Powered Two Wheelers (PTWs) accidents constitute one of the road safety problems in Europe. PTWs fatalities represent 22% at EU level in 2006, having increased during last years, representing an opposite trend compared to other road users" figures. In order to reduce these figures it is necessary to investigate the accident causation mechanisms from different points of view (e.g.: human factor, vehicle characteristics, influence of the environment, type of accident). SAFERIDER project ("Advanced telematics for enhancing the SAFEty and comfort of motorcycle RIDERs", under the European Commission "7th Framework Program") has investigated PTW accident mechanisms through literature review and statistical analyses of National and In-depth accident databases; detecting and describing all the possible PTW's accident configurations where the implementation of ADAS (Advanced Driver Assistance Systems) and IVIS (In-Vehicle Information Systems) could contribute to avoid an accident or mitigate its severity. DIANA, the Spanish in-depth database developed by CIDAUT, has been analyzed for that purpose. DIANA comprises of accident investigation teams, in close cooperation with police forces, medical services, forensic surgeons, garages and scrap yards. An important innovation is the fact that before injured people arrive to hospitals, photographs and explanations about the possible accident injury mechanisms are sent to the respective hospitals (via 3G GPRS technology). By this, additional information to medical staff can be provided in order to predict in advance possible internal injuries and select the best medical treatment. This methodology is presented in this paper. On the other hand, the main results (corresponding to road, rider and PTW characteristics; pre and post-accident manoeuvres; road layout; rider behaviour; impact points; accident causations;...) from the analyses of the PTW accidents used for SAFERIDER are shown. Only accident types relevant to ADAS and IVIS devices have been considered.
In nahezu allen Ländern wurde die Gurtanlegepflicht von Anfang an mit einer finanziellen Sanktion verbunden. Nur in Norwegen und Schweden ist bei Einführung der Gurtanlegepflicht auf eine Sanktionsbewehrung verzichtet worden. Im Jahre 1979 hat Norwegen dann eine Sanktion nachträglich eingeführt und ist insoweit für die Beurteilung der Wirksamkeit der nachträglichen Maßnahme der einzige unmittelbare Vergleichsfall. Es zeigte sich gegenüber der schon bestehenden Anlegepflicht ohne Sanktionsbewehrung ein starker Anstieg der Anlegequoten, insbesondere auf Innerortsstraßen. In mehreren Ländern wurde die Einführung der Gurtanlegepflicht mit umfassenden Informationen über den Nutzen des Sicherheitsgurtes eingeleitet. Bei der Erteilung von Ausnahmegenehmigungen werden unterschiedlich strenge Maßstäbe angelegt; in der Schweiz wurden zur Sicherung gegen allzu leichtes umgehen der Gurtanlegepflicht wirksame Kriterien entwickelt. Von wenigen Extremfällen abgesehen, liegt die Höhe der Sanktion im Mittel bei etwa 50,- DM.
Erkenntnisse über den Nutzen zusätzlicher hochgesetzter Bremsleuchten sind lückenhaft und zum Teil widersprüchlich. Im Rahmen einer Untersuchung über den Einfluss zusätzlicher Bremsleuchten auf das Unfallgeschehen wurden u.a. folgende Fragen behandelt: 1. Entwicklung der Unfälle durch Auffahren auf Fahrzeuge, die mit zusätzlichen Bremsleuchten ausgerüstet sind, 2. Entwicklung der Auffahrunfälle insgesamt, 3. Verletzungen von Fahrzeuginsassen durch Leuchten, 4. Auswirkungen auf die übrigen Verkehrsteilnehmer (Abstand, Blendung, Fehlreaktion). Anhand konkreter Daten über das Unfallgeschehen in Bayern und Niedersachsen kommt der Beitrag insgesamt zu dem Urteil, dass die derzeitige Regelung weder durch eine Einbauvorschrift noch durch ein Einbauverbot hochgesetzter Bremsleuchten ersetzt werden müsste.
Stellungnahme zu einer Ausdehnung der Schutzhelmtragepflicht auf Moped/Mokick- und Mofabenutzer

Im Hinblick auf die Unfallentwicklung bei motorisierten Zweiradfahrern wurde eine Untersuchung zur Ausdehnung der Verpflichtung, einen Schutzhelm zu tragen, auf Moped/Mokick- und Mofafahrer durchgeführt. Die Unfallschwere bei Außerortsunfällen ist hervorzuheben. Dabei handelt es sich überwiegend um Kopfverletzungen. Die Schutzwirkung von Helmen wird generell positiv eingeschätzt. Auf 1976 bezogen hätten bei Helmtragepflicht und 100 % Tragequote vermutlich rund 140 Tote, 2200 Schwerverletzte und 4400 Leichtverletzte eingespart werden können. Es wird empfohlen, die Helmtragepflicht zwingend vorzuschreiben. Nach den bisherigen Erfahrungen würde die Helmtragepflicht ohne Bußgeldbewehrung nicht auf die optimale Größenordnung angehoben werden können. Schutzhelme für motorisierte Zweiradfahrer sollten mindestens der DIN 4848 (1970) "Kraftfahrer-Schutzhelme" entsprechen, auch wenn die DIN 4848 noch nicht voll alle Forderungen an Schutzhelme abdeckt. Die Helmtragepflicht sollte so schnell wie möglich eingeführt werden. Die Einführung der Helmtragepflicht ist besonders auch unter gesamtwirtschaftlichen Gesichtspunkten sinnvoll.
A means of assessing the passive safety of automobiles is a desirable instrument for legislative bodies, the automobile industry, and the consumer. As opposed to the dominating motor vehicle assessment criteria, such as engine power, spaciousness, aerodynamics and consumption, there are no clear and generally accepted criteria for assessing the passive safety of cars. The proposed method of assessment combines the results of experimental safety tests, carried out according to existing legally prescribed or currently discussed testing conditions, and a biomechanical validation of the loading values determined in the test. This evaluation is carried out with the aid of risk functions which are specified for individual parts of the body by correlating the results of accident analysis with those obtained by computer simulation. The degree of conformance to the respective protection criterion thus deduced is then weighted with factors which take into account the frequency of occurrence and the severity of the accident on the basis of resulting costs. Each of the test series includes at least two frontal and one lateral crash test against a deformable barrier. The computer-aided analysis and evaluation of the simulation results enables a vehicle-specific overall safety index as well as partial and individual safety values to be determined and plotted graphically. The passive safety provided by the respective vehicle under test can be defined for specific seating positions, special types of accident, or for individual endangered parts of the body.
