The "Autonomous driving on the roads of the future: Villa Ladenburg Project" by the Daimler und Benz-Stiftung looks at degrees of automation that will only become technically feasible in the distant future. The treatment of the legal questions in the present chapter therefore draws heavily on the description of the use cases, which begin to provide a concrete basis for evaluating individual issues. Uncertainties in predicting future technical developments can be expected and will have a commensurate impact on the assumptions and conclusions of this chapter. The resulting uncertainty is nevertheless unavoidable if one wants to press ahead with important interrelated issues. This chapter is therefore intended as a contribution to the debate on societal aspects of automated driving from a legal perspective and not as a legalistic evaluation of the subject. The consideration will largely focus on the situation within the context of current German law. The legal views expressed are those of the author and are based on nine years of experience in the field of driver assistance system research. In terms of the underlying conception presented here, the societal dimension of autonomous vehicles addressed in the present project goes well beyond the adjustments to the legal framework currently being called for in Germany. The following will examine the question of "societal acceptance" in the context of the legal questions raised by autonomous vehicles. This line of investigation is not immediately obvious and covers only a segment of the more thoroughgoing focus of the project.
Established in 1997, the European New Car Assessment Programme (Euro NCAP) provides consumers with a safety performance assessment for the majority of the most popular cars in Europe. Thanks to its rigorous crash tests, Euro NCAP has rapidly become an important driver safety improvement to new cars. After ten years of rating vehicles, Euro NCAP felt that a change was necessary to stay in tune with rapidly emerging driver assistance and crash avoidance systems and to respond to shifting priorities in road safety. A new overall rating system was introduced that combines the most important aspects of vehicle safety under a single star rating. The overall rating system has allowed Euro NCAP to continue to push for better fitment and higher performance for vehicles sold on the European market. In the coming years, the safety rating is expected to play an important role in the support of the roll-out of highly automated vehicles.
Seit 1997 gibt es in Europa unter dem Namen Euro NCAP (European New Car Assessment Programme) einheitliche Test- und Ratingverfahren. Sie liefern Informationen über den Insassen- und über den Fußgängerschutz. Euro NCAP hat seither fast 90 Fahrzeugmodelle in jeweils drei unterschiedlichen Crashtest-Konfigurationen untersucht und die Ergebnisse den europäischen Konsumenten zugänglich gemacht. Im Beitrag wird auf die Testbedingungen, die Euro NCAP-Ratingverfahren sowie auf die Weiterentwicklung von Euro NCAP eingegangen. Ein wichtiger Aspekt wird dabei auch die weltweite Harmonisierung der Test- und Ratingverfahren sein.
Airbag-Systeme können, wie frühere Untersuchungen gezeigt haben, die passive Sicherheit von Motorrädern wirksam verbessern. Der vorliegende Forschungsbericht betrachtet die Übertragbarkeit von Pkw-Airbag-Konzepten auf das Motorrad und befasst sich vor allem mit dem Problem der motorradgerechten und sicheren Auslösung des Airbags. Die Funktion des Motorradairbags unterscheidet sich von der des Pkw-Airbags in entscheidender Weise durch die Möglichkeit, die Flugbahn des Fahrers bei einem Zusammenstoß mit einem rechtwinklig vor dem Motorrad befindlichen Pkw so zu beeinflussen, dass dieser das Hindernis ohne einen harten Anprall überfliegen kann. Der Abbau der kinetischen Energie des Fahrers geschieht so nicht in der kurzen Knautschzone vor dem Kollisionsobjekt, sondern in der meist ausreichend langen Auslaufzone dahinter. Der Motorradairbag kann am vorderen Tankbereich angebracht sein. Fülltechnik und Gewebematerial können vom Pkw direkt übernommen werden; jedoch ist die Nahtführung zu verstärken, da der Motorradairbag vorwiegend auf Scherung beansprucht wird. Gravierende Unterschiede ergeben sich in der Sensierung eines Crashs, da durch das an der Telegabel geführte Vorderrad signifikante Verzögerungsanstiege des Motorrades erst sehr spät erfolgen. Es ist daher nicht möglich, wie beim Pkw den Airbag allein über Beschleunigungsaufnehmer zu zünden. Schwerpunkt des Berichtes sind daher verschiedene Vorschläge, bei heute üblichen Motorradkonstruktionen einen Crash für eine Airbagauslösung rechtzeitig und sicher sensieren zu können. Zu charakteristischen Unfall-Ereignissen werden Sensoren nach verschiedenen Wirkprinzipien geordnet vorgestellt. Nach einer technischen Bewertung erweisen sich zwei Sensorvarianten als geeignet für eine zuverlässige Zündung des Airbag; gleichzeitig kann mit einer logischen Verknüpfung ihrer Signale eine Fehlauslösung sicher vermieden werden. Die ausgewählten und näher beschriebenen Sensoren registrieren den Druckanstieg im Vorderradreifen und die plastische Verformung der Telegabel. Damit ist eine Sensierung des Aufpralls rechtzeitig möglich. Je nach Größe und Dauer der Verzögerung kann der Druck des Luftkissens verändert werden, so dass der Motorradairbag in Abhängigkeit der Fahrgeschwindigkeit nur aufpralldämpfend oder flugbahnbeeinflussend wirkt. Testprogramme zur weiteren Entwicklung von Airbagsensoren für Motorräder werden als Forschungsbedarf näher erläutert.
Ziel dieser Arbeit war die Entwicklung eines numerischen Modells des menschlichen knöchernen Thorax, das insbesondere altersabhängige geometrische Faktoren berücksichtigt. Dieses Modell soll sowohl die männliche als auch die weibliche Population der über 64-Jährigen repräsentieren und eine an diese Altersgruppe angepasste Verletzungssimulation ermöglichen. Die vorliegende Studie identifiziert zunächst an Hand eines Kollektivs aus 126 postmortem und 40 klinischen computertomografischen Schnittbildaufnahmen eine ganze Reihe geometrischer Parameter, die sich mit dem Alter verändern. Zu den untersuchten Parametern gehören sowohl Winkel der Rippen im Raum und innerhalb des Rippenbogens, eine detaillierte Erfassung von Parametern der einzelnen Rippe (Querschnittsfläche, Krümmung, Longitudinale Verdrillung), Parameter der Wirbelsäule als Ganzes (Skoliose, Kyphose, Rotation) und einzelner Wirbel sowie des Brustbeins. Weiterhin wurden die Grundmasse des ganzen Thorax (Thoraxtiefe, Thoraxbreite) untersucht. Die hier gefundenen Altersabhängigkeiten dienten als Eingabeparameter zur Erstellung von insgesamt neun aus dem Menschmodell THUMS 3 gemorphter alter und junger Finite-Elemente Thoraxmodelle. Implementiert wurden hierbei sowohl Durchschnittsmaße als auch extreme Maße. Die Ergebnisse zeigen mehrere sich im Alter signifikant verändernde Parameter. Als wichtigste unter ihnen sind eine Zunahme der Thoraxtiefe und Thoraxbreite im Alter, die signifikante Veränderung einiger Rippenwinkel im Raum sowie der Krümmung der sechsten und siebten Rippe zu nennen. Zudem wird die Wirbelsäulenform kyphotischer und das Sternum am Übergang zwischen Manubrium und Corpus sternii gewinkelter. Die Menschmodelle THUMS 3, THUMS 4 und HUMOS 2 sind weder als typisch alt, noch typisch jung einzuordnen, dies unterscheidet sich teils von Parameter zu Parameter. Die auf Basis der Geometrie-Inputdaten durchgeführten Finite-Elemente Simulationen zeigen einen deutlichen Einfluss der zunehmenden Thoraxtiefe im Alter auf die posteriore Kraft an der Auflagefläche der Rippen sowie die Spannungsverteilung entlang der Rippen. Sie wirkt sich jedoch entgegen der Erwartungen protektiv aus und dominiert andere Faktoren wie die unterschiedlichen Rippenwinkel. Abschließend betrachtet wird ein Menschmodell, welches das 75. Perzentil der alten Bevölkerung repräsentiert, als ausreichend aussagekräftig hinsichtlich der im Alter veränderten Geometrie klassifiziert und gleichzeitig als mit angemessenem Aufwand realisierbar angesehen. Es wird daher für die Bewertung von Sicherheitssystemen empfohlen.
Die Gestaltung der Interaktion zwischen den elektronischen "Infotainment"-Systemen im Auto und dem Fahrer gewinnt zunehmend an Bedeutung für die Verkehrssicherheit. Dem positiven Nutzen, den die Systeme hinsichtlich Fahrerunterstützung und Fahrkomfort aufweisen, stehen möglicherweise negative Auswirkungen auf die Fahrsicherheit gegenüber, wenn Ablenkung und Überlastung des Fahrers auftreten. Diesem Problemfeld widmete sich das EU-Projekt "Communication Multimedia Unit Inside Car" (COMMUNICAR), das im Juni 2003 abgeschlossen wurde. Hauptziel des Projekts waren die Entwicklung und Evaluierung eines Systems, das den Fahrer bei der Bewältigung der eingehenden Informationen unterstützt und eine zentrale Bedienmöglichkeit aufweist. Das COMMUNICAR-System enthält folgende wesentliche Elemente: Verschiedene Funktionen zu Telematikdiensten, Unterhaltung und zur digitalen Darstellung der traditionellen Informationen; eine als Informationsmanager (IM) bezeichnete regelbasierte Filterlogik sowie eine multimediale integrierte Mensch-Maschine-Schnittstelle (MMS) zur zentralen Bedienung und Informationsausgabe. In der ersten Phase der Entwicklung wurden die Nutzeranforderungen analysiert, die Funktionen definiert und die Ein-/Ausgabemodalitäten festgelegt. In der zweiten Phase wurden virtuelle Prototypen zur Gestaltung der MMS erarbeitet und diese in den anschließenden Nutzertest im Labor bewertet und ausgewählt. Die dritte Phase diente der Systementwicklung, bei der es vor allem um die Filterlogik des IM ging. Das System wurde zunächst im Fahrsimulator, anschließend unter Feldbedingungen getestet. Die Ergebnisse, die in den wesentlichen Einzelheiten berichtet werden, zeigten insgesamt ein positives Bild sowohl hinsichtlich der subjektiven Akzeptanzbewertung als auch hinsichtlich des Fahrverhaltens.
Although the bus belongs to the safest traffic means, single accidents can be particularly severe and concern many passengers. Especially in case of fires a high number of injured and killed persons can be the outcome. Fire safety of buses therefore is of high importance. With the increase of plastic materials as a material for the interior equipment of buses and coaches due to their good mechanical properties combined with low weight, the question arises whether the safety level has decreased in case of a fire during the last years " also compared to other means of transport. Because of the combustible plastics and their ability to release a high amount of heat the main fire load in buses is no longer the fuel but the plastic materials which are also often easy to ignite. Besides the flammability of the equipments, also the production of smoke, the smoke development and propagation as well as its toxicity are of interest. That counts for the passengers as well as for the test methods and its limit values. The severe fire in Germany near Hanover in 2008 with 20 fatalities showed how disastrous such fires can be. For those reasons several research projects were initiated on behalf of the German Federal Highway Research Institute. At the one hand the fire behaviour of coach interiors was examined in general focusing on fire propagation as well as fire detection and signalling. As result, recommendations with regard to early fire detection systems for the engine compartments and onboard extinguishing equipment were elaborated. On the other hand research was carried out to examine heat release, smoke, smoke propagation and its toxicity due to burning bus interior materials. In this project small and real scale experiments on material specimens, interior parts and vehicles were performed. Trains and buses often have very similar operation conditions. Consequently, bus interior material was tested according to the regulations for rail vehicles, i.e. DIN EN 45545 as well as DIN 5510. None of the tested bus interior materials would have been allowed to use in a train. The fire safety regulations for bus materials are on a low level compared to other transport sectors, i.e. railway, ship and aircraft. Also numerical investigations with the Fire Dynamics Simulator (FDS) were performed. The very rapid fire development during the severe bus fire from 2008 could be predicted with the numerical model. The model was then used to investigate the influence of different materials, ventilation conditions and ignition sources. The bus materials contribute significantly to a very rapid fire development in bus fires. Especially, the flammable ceiling and the passenger seats were identified to be key issues of the fire propagation in a bus and can be explained by the rapid fire spread along the ceiling and the high fire load of passenger seats. As conclusion of the project effective and economically reasonable fire safety requirements for interiors of buses are recommended which would improve the current situation. Proposals for amendments of current requirements are recommended including the specification of appropriate limit values. In particular, it is taken into consideration which reasonable fire safety standards from other transport sectors, especially the rail sector, should be transferred to buses
The ASSESS project is a collaborative project that develops test procedures for pre-crash safety systems like Automatic Emergency Braking (AEB). One key criterion for the effectiveness of e.g. AEB is reduction in collision speed compared to baseline scenarios without AEB. The speed reduction for a given system can only be determined in real world tests that will end with a collision. Soft targets that are crashable up to velocities of 80 km/h are state of the art for these assessments, but ordinary balloon cars are usually stationary targets. The ASSESS project goes one step further and defines scenarios with moving targets. These scenarios define vehicle speeds of up to 100 km/h, different collision scenarios and relative collision speeds of up to 80km/h. This paper describes the development of a propulsion system for a soft target that aims to be used with these demanding scenario specifications. The Federal Highway Research Institute- (BASt-) approach to move the target is a self-driving small cart. The cart is controlled either by a driver (open-loop control via remote-control) or by a computer (closed-loop control). Its weight is limited to achieve a good crashability without damages to the test vehicle. To the extent of our knowledge BASt- approach is unique in this field (other carts cannot move at such high velocities or are not crashable). This paper describes in detail the challenges and solutions that were found both for the mechanical construction and the implementation of the control and safety system. One example for the mechanical challenges is e.g. the position of the vehicle- center of gravity (CG). An optimum compromise had to be found between a low CG oriented to the front of the vehicle (good for driveability) and a high CG oriented to the rear of the vehicle (good for crashability). The soft target itself which is also developed within the ASSESS project will not be covered in detail as this is work of a project partner. Publications on this will follow. The paper also shows first test results, describes current limitations and gives an outlook. It is expected that the presented test tools for AEB and other pre-crash safety systems is introduced in the future into consumer testing (NCAP) as well as regulatory testing.
Um die zukünftige Entwicklung von Fahrzeugen mit alternativem Antrieb in Deutschland verfolgen, analysieren und mögliche negative Auswirkungen auf die Verkehrssicherheit zeitnah identifizieren zu können, hat die Bundesanstalt für Straßenwesen (BASt) im Jahr 2010 die Einrichtung einer langfristigen Beobachtung des Fahrzeugmarktes und des Unfallgeschehens von Pkw mit alternativen Antriebsarten initiiert. Die Daten des vorliegenden Berichtes dokumentieren die Marktdurchdringung von Personenkraftwagen mit alternativen Antriebsarten und informieren über die Unfallbeteiligung von Fahrzeugen mit alternativem Antrieb bis 2011. Es hat sich gezeigt, dass Fahrzeuge mit Hybridantrieb nach wie vor ein starkes Marktwachstum aufweisen. Die Zuwachsrate ist nahezu auf dem gleichen hohen Niveau wie in den Vorjahren (ca. 28%, getypter Bestand). Bei den reinen Elektrofahrzeugen ist die Anzahl getypter Fahrzeuge sehr stark angestiegen, von 212 im Jahr 2010 auf 1880 im Jahr 2011. Der reale Bestand an Elektrofahrzeugen (inklusive ungetypter Fahrzeuge) hat sich demgegenüber von 2010 auf 2011 auf 4.541 Pkw verdoppelt. Dies deutet auf eine zunehmende Serienreife von Elektro-Kfz hin. Pkw mit alternativem Antrieb weisen 2011 (bis auf Gas) einen höheren Anteil an Unfällen innerorts auf als Pkw mit herkömmlichem Antrieb. Hybrid Fahrzeuge haben dabei eine erhöhte Beteiligungsquote innerorts von ca. 76%. Der relativ hohe Anteil von Innerortsunfällen von alternativ betriebenen Fahrzeugen ist vor allem vor dem Hintergrund der Nutzung der Fahrzeuge zu interpretieren.
The overall purpose of the ASSESS project is to develop a relevant and standardised set of test and assessment methods and associated tools for integrated vehicle safety systems, primarily focussing on currently available pre-crash sensing systems. The first stage of the project was to define casualty relevant accident scenarios so that the test scenarios will be developed based on accident scenarios which currently result in the greatest injury outcome, measured by a combination of casualty severity and casualty frequency. The first analysis stage was completed using data from a range of accident databases, including those which were nationally representative (STATS19, UK and STRADA, SE) and in-depth sources which provided more detailed parameters to characterise the accident scenarios (GIDAS, DE and OTS, UK). A common analysis method was developed in order to compare the data from these different sources, and while the data sets were not completely compatible, the majority of the data was aligned in such a way that allowed a useful comparison to be made. As the ASSESS project focuses on pre-crash sensing systems fitted to passenger cars, the data selected for the analysis was "injury accidents which involved at least one passenger car". The accident data analysis yielded the following ranked list of most relevant accident scenarios: Rank Accident scenario 1 Driving accident - single vehicle loss of control 2 Accidents in longitudinal traffic (same and opposite directions) 3 Accidents with turning vehicle(s) or crossing paths in junctions 4 Accidents involving pedestrians The ranked list highlights the relatively large role played by "accidents in longitudinal traffic", and "accidents with turning vehicle(s) or crossing paths in junctions" (the second and third most prevalent accident scenarios, respectively). The pre-crash systems addressed in ASSESS propose to yield beneficial safety outcomes with specific regard to these accident scenarios. This indicates that the ASSESS project is highly relevant to the current casualty crash problem. In the second stage of the analysis a selection of these accident scenarios were analysed further to define the accident parameters at a more detailed level .This paper describes the analysis approach and results from the first analysis stage.
