The bicyclist accidents were analyzed to get better understanding of the occurrences and frequency of the accidents, injury distributions, as well as correlation of injury severity/outcomes with engineering and human factors in two different countries of China and Germany. The accident cases that occurred from 2001 to 2006 were collected from IVAC database in Changsha and GIDAS database in Hannover. Based on specified sampling criteria, 1,570 bicyclist cases were selected from IVAC database in Changsha, and 1806 cases were collected from Hannover, documented in GIDAS database. Statistical analyses were carried out by using these selected data. The results from the statistical analysis are presented and discussed in this study.
Relevant accident related factors : risk and frequencies of contributing to road traffic accidents

In the course of the European Project TRACE (Traffic Accident Causation in Europe) an attempt was made to analyse the cause of road traffic accidents from a factors' point of view. By literature review the most important independent risk factors for traffic accidents were identified to be speed, alcohol intake, male gender, young age, cell phone use, and fatigue. However, the impact of an accident related factor also depends on its prevalence in traffic and accidents, respectively. Available to the Partners in the TRACE Project were different accident databases. Causally contributing factors found by accident investigations that are most often coded in accident databases are connected to unadapted speed and inattention. Taking into account the risk increase and the frequency of contribution to accidents the conclusion can be drawn that the most relevant factors for accident causation are: "alcohol", "speed", and "inattention and distraction".
As the official German catalogue of accident causes has difficulty in matching the increasing demands for detailed psychologically relevant accident causation information, a new system, based on a "7 Steps" model, so called ACASS, for analyzing and collecting causation factors of traffic accidents, was implemented in GIDAS in the year 2008. A hierarchical system was developed, which describes the human causation factors in a chronological sequence (from the perception to concrete action errors), considering the logical sequence of basic human functions when reacting to a request for reaction. With the help of this system the human errors of accident participants can be adequately described, as the causes of each range of basic human functions may be divided into their characteristics (influence criteria) and further into specific indicators of these characteristics (e.g. distraction from inside the vehicle as a characteristic of an observation-error and the operation of devices as an indication for distraction from inside the vehicle. The causation factors accordingly classified can be recorded in an economic way as a number is assigned to each basic function, to each characteristic of that basic function and to each indicator of that characteristic. Thus each causation factor can be explicitly described by means of a code of numbers. In a similar way the causation factors based on the technology of the vehicle and the driving environment, which are also subdivided in an equally hierarchical system, can be tagged with a code. Since the causes of traffic accidents can consist of a variety of factors from different ranges and categories, it is possible to tag each accident participant with several causation factors. This also opens the possibility to not only assign causation factors to the accident causer in the sense of the law, but also to other participants involved in the accident, who may have contributed to the development of the accident. The hierarchical layout of the system and the collection of the causation factors with numerical codes allow for the possibility to code information on accident causes even if the causation factor is not known to its full extent or in full detail, given the possibility to code only those cause factors, which are known. Derived from the systematic of the analysis of human accident causes ("7 steps") and from the practical experiences of on-scene interviews of accident participants, a system was set in place, which offers the possibility to extensively record not only human causation factors in a structured form. Furthermore, the analysis of the human causation factors in such a structured way provides a tool, especially for on-scene accident investigations, to conduct the interview of accident participants effectively and in a structured way.
In the course of the EUROPEAN PROJECT TRACE all fatally injured pedestrians autopsied at the Institute for Legal Medicine in Munich in 2004 had been analysed by using the "Human Functional Failure (HFF) analysis" method. It was possible to apply this method although some restrictions have to be taken into account. The results derived from this analysis comprise first the failures the pedestrians (most often "impairment of sensorimotor and cognitive abilities") and the opponents (most often " Non-detection in visibility constraints conditions") faced in the accident, second the conflicts and tasks (pedestrian crossing the street conflicting with a vehicle from the side (which was going ahead on a straight road), the degree of accident involvement (pedestrians often the primary active part), and further the contributing factors to the accident (pedestrians most often "alcohol (> 0.05% BAC)", opponents most often "visibility constraints").
Side impacts, both nearside and farside, have been indicated by research to be responsible for a large proportion of serious injuries from road crashes. This study aimed to compare and contrast the characteristics of nearside and farside crashes in Australia, Germany and the U.S., using the ANCIS, GIDAS and NASS/CDS in-depth-databases, in order to establish the impact and injury severity associated with these crashes, and the types of injuries sustained. The analyses revealed some interesting similarities, as well as differences, between both nearside and farside crashes, and the emergent trends between the three investigated countries. More specifically, it was indicated that whilst the severity of injury sustained in nearside crashes was slightly greater overall than that found for farside crashes, careful consideration of struck and nonstruck side occupants must be made when considering aspects such as vehicle design and occupant protection.
In the context of the COST357 research project, the climatic conditions and requirements for protective helmets for motorcyclists have been examined. The extent to which these factors would influence motorbike handling and accidents in which motorcyclists are involved have also been examined. This project addresses how cognitive abilities of motorcyclists relate to helmet construction factors. In particular, the aspects of motorcycle driver helmets are to be parameterized in order that they may be used subsequently as a basis for future requirement profiles. The task of one working group of the COST357 project has been to analyse accident events and to identify helmet design issues which affect motorcycle drivers while wearing a helmet. This has been achieved by collating accident data across different countries recorded in the course of in-depth investigations at the site of accidents and by combining this with field studies of motorcyclists participating in traffic, but not involved in accidents. This paper presents the study methodology, database and first results of this international survey. The basis of the study has been a total of 424 interviews of motorcyclists and 134 motorcycle accidents, which were collected across Germany, Greece, Italy, Ireland, Portugal and Turkey and combined in a single database.
The present report is a compilation of the evaluation results obtained by the end of 2009 in respect of the experimental novice driver training models "Voluntary further training seminars for novice drivers" (here: "VFT" model"). The models were initially introduced by the legislator on a trial basis in 2003 and 2005 respectively, and were to be evaluated and tested with regard to their road safety effectiveness prior to making a decision on the permanent integration into the driver licensing system. Alongside the question of road safety effectiveness (summative evaluation), the evaluation studies also analysed the experience gained from practical implementation of the individual concepts (process/formative evaluation). Whereas the safety impact is of direct significance for the decision on permanent adoption of the models, the results of the process evaluation are important independently of this decision for considerations of the possibilities for concept optimisation. The evaluation studies conducted by the Federal Highway Research Institute (BASt) were spread over a total of six sub-projects; complete and conclusive results are available for five of these sub-projects. The evaluation of the VFT model was unable to confirm the road safety effectiveness of this approach. It is especially disturbing to learn that participants in the VFT model display a significantly greater risk of accident involvement and traffic offences compared to novice drivers of the same age and with similar driving experience who have not attended a VFT seminar. Possible causes, insofar as a directly causal effect of the VFT participation is excluded, can most reasonably be assumed to lie in the curtailed effectiveness of the probationary licence rules in the case of VFT participants (participation is honoured with a shortening of the probationary period by up to one year) and self-selection effects in conjunction with VFT participation (model may attract above all those novice drivers with a tendency to conspicuous driving behaviour, as a means to achieve a shortening of the probationary period). In view of the significantly poorer driving behaviour of the VFT participants, and against the background of the aforementioned plausibility considerations regarding the underlying causes, however, it seems expedient to already now remove the incentive of a shorter probationary period in case of VFT participation. The evaluation of practical implementation of the VFT model revealed the need for further development of several points. This refers to the quality of the active, attitude-building training forms to be applied by the seminar leaders and moderators, as well as questions concerning optimised seminar organisation in the interest of training quality. It is here recommended that the seminar concept be subjected to a thorough review, and that the conditions for concept-adequate implementation be improved.
Um die Position der Verkehrs- und Mobilitätserziehung in den Schulen und vor allem in der Sekundarstufe zu stärken und den zuständigen Ministerien, Lehrerinnen und Lehrern und anderen Verantwortlichen vor Ort Einblick in die Fähigkeiten der Schüler zu geben, wurde von der Bundesanstalt für Straßenwesen (BASt) das Forschungsprojekt "Entwicklung von Evaluationsinstrumenten zur Erreichung von Standards in der Verkehrs- /Mobilitätserziehung der Sekundarstufe" an das Zentrum für Evaluation und Methoden (ZEM), Rheinische Friedrich-Wilhelms-Universität Bonn vergeben. Vorbereitet und begleitet wurde das Projekt von der Arbeitsgruppe BASt/ Kultusbehörden der Länder, die mit den Leistungsstandards und den inhaltlichen Schwerpunkten (Jahrgangsstufe 6: Fahrradfahren, Jahrgangsstufe 9/10: Vorbereitung auf die Teilnahme am motorisierten Straßenverkehr) wichtige Rahmenbedingungen vorgegeben hat. Im Rahmen des Projektes wurden zunächst auf umfassender empirischer Grundlage die Leistungsstandards als Kompetenzen und Items beschrieben. In einem weiteren Schritt wurde auf der Basis der Ergebnisse einer Machbarkeitsstudie ein computerbasiertes Evaluationsinstrument entwickelt, das Lehrern im Sinne eines Monitoringsystems Anhaltspunkte zur Ausprägung der Kompetenzen ihrer Schüler gibt. Ergebnisse werden Lehrern, aber auch Schülern unmittelbar nach der Durchführung des Verfahrens auf verschiedenen Ebenen zurückgemeldet. Das Instrument ist inhaltsvalide und weist zudem günstige Werte in konvergenter und diskriminanter Validität auf. Auch die Ergebnisse zur internen Konsistenz sind zufriedenstellend. Die Retest-Reliabilität des Instruments konnte allerdings nicht nachgewiesen werden. Das Instrument ermöglicht Lehrern, ihren Unterricht im Folgenden gezielt auf die Kompetenzen ihrer Schüler auszurichten und ihnen genau die Inhalte zu vermitteln, die sie noch nicht beherrschen. Dies gibt der schulischen Verkehrs- und Mobilitätserziehung eine neue, individuell auszurichtende Struktur und bietet Anreize, entsprechende Themen verstärkt in den Schulen zu verankern. Der Computertest dauert ca. eine Schulstunde und setzt durch seinen abwechslungsreichen Charakter neue Impulse in der Verkehrs- und Mobilitätserziehung. Das Evaluationsinstrument wurde so konzipiert, dass es an Schulen mit und ohne Computernetzwerk eingesetzt werden kann und in Bezug auf Grafik und Kapazitäten nur geringe Anforderungen an die Qualität der vorhandenen Rechner stellt. Eine Installation des Instrumentes ist nicht erforderlich. Fakultativ wurde darüber hinaus für die Schüler der Jahrgangsstufe 6 ein Fahrradparcours entwickelt, der den Lehrern einen Einblick dazu vermittelt, wie gut ihre Schüler verschiedene Situationen, die für den Straßenverkehr relevant sind, beherrschen. So können gezielt Hinweise dafür gesammelt werden, welche Themen im Unterricht aufgegriffen werden müssen, vor allem bevor, z.B. im Rahmen einer Klassenfahrt, die Schüler aktiv am realen Verkehr teilnehmen. Der Fahrradparcours ist innerhalb von zwei Schulstunden durchzuführen, zudem erfordert der Aufbau nur wenige Materialien. Insgesamt stehen mit Computertest und Fahrradparcours für Schüler sowie Lehrer ansprechende Instrumente zur Verfügung, die Einblicke in die Ausprägung der für eine sichere Teilnahme am Straßenverkehr erforderlichen Kompetenzen geben und Anhaltspunkte für die inhaltliche Ausrichtung der schulischen Verkehrs- und Mobilitätserziehung geben. Das Instrument kann dementsprechend im Sinne einer lokalen Lernstanderhebung zur Identifikation von Wissenslücken bei einzelnen Schülern, Klassen oder Schulen eingesetzt werden. Darüber hinaus besteht auch die Möglichkeit, im Sinne einer zentralen Lernstandserhebung die Daten der verschiedenen Klassen, Schulen und Länder für länder- und bundesweite Vergleiche zu sammeln, Stärken und Schwächen auf einem höheren Aggregationsniveau zu identifizieren und möglicherweise in einem weiteren Schritt im Sinne eines Input-Output-Vergleichs besonders effektive Maßnahmen der Verkehrserziehung und weitere relevante Rahmenbedingungen zu identifizieren. Welche Verwendung des Programms sich schließlich durchsetzen wird, liegt in der Hand der Länder.
Das Projekt stellte auf Grundlage des aktuellen Forschungsstandes heraus, welche Bedeutung die visuelle Orientierung für die Wahrnehmung und Verhaltenssteuerung beim Führen von Kraftfahrzeugen sowie die Entwicklung des Fahrens als Routinetätigkeit hat und welche Potentiale zu einer möglichen Förderung dieser Fähigkeit bestehen können. Darüber hinaus wurden geeignete Indikatoren zur Diagnose visueller Orientierungsleistungen ermittelt und Rahmenbedingungen für eine Implementierung von Trainingsmöglichkeiten in Lehr-/Lernsettings zur Förderung der visuellen Orientierungsleistung von Fahranfängern abgeschätzt. Es ergeben sich unter Berücksichtigung der neuesten Standards in der Blickbewegungsforschung eine Reihe von Indikatoren, die zur Diagnose visueller Orientierungsleistung im Verkehr und zur Erfassung von Kompetenzentwicklung als geeignet einzuschätzen sind. Zu nennen sind in diesem Zusammenhang Fixationsverteilungen, objektbezogene Blickdauern, Blickabwendungen von der Straße, differenzierte Maße der Reaktionszeit in Gefahrensituationen sowie Indikatoren bezüglich des Situationsbewusstseins. Es wurden Ansatzpunkte für die Entwicklung von Konzepten zur Verbesserung der visuellen Orientierungsleistungen bei Fahranfängern identifiziert. Dazu gehören zum einen Maßnahmen, welche eine indirekte Beeinflussung der visuellen Orientierung durch kognitive Trainings hervorrufen können (zum Beispiel ein Training der Gefahrenkognition, wie es im australischen Fahrausbildungssystem mittels des Hazard-perception-Test durchgeführt wird), zum anderen ein Training mittels direkter Anweisungen (zum Beispiel sollten Anweisungen zur vermehrten und vor allem kommentierenden Rückspiegel- und Schulterblicknutzung zur Sicherstellung der Informationsverarbeitung gegeben werden). Diese Ansatzpunkte stehen für die Entwicklung und empirische Überprüfung konkreter Curricula in entsprechenden Anschlussprojekten zur Verfügung. Zusammenfassend lässt sich feststellen, dass sehr wohl einige Maßnahmen das Potential versprechen, die visuelle Orientierungsleistung von Fahranfängern deutlich zu verbessern. Hier empfiehlt es sich, in die Fahrausbildung eine Kombination aus indirekten kognitiven Trainings und direkten Anweisungen zu implementieren.
In der vorliegenden Studie wird der Einfluss von arbeits- und tätigkeitsbezogenen Belastungen und Stress auf das Verkehrsverhalten von Lkw-Fahrern im Straßengüterverkehr untersucht. Ausgangspunkt der Überlegungen ist das transaktionale Stressmodell, das ein Zusammenwirken von Person und Umwelt im Umgang mit Stress annimmt. Insgesamt wurden 555 Lkw-Fahrer nach ihren Arbeitsbedingungen, den wesentlichen Belastungsfaktoren, ihrem Umgang mit tätigkeitsbezogenem Stress sowie ihrem Fahrverhalten und ihrer Verkehrsauffälligkeit befragt. Im Ergebnis kristallisieren sich die verkehrlichen Rahmenbedingungen der Lkw-Fahrertätigkeit als zentrale Belastungsaspekte heraus, wie schlechte Rastmöglichkeiten, das Verhalten anderer Verkehrsteilnehmer und ein hohes Verkehrsaufkommen. Es zeigen sich deutliche Zusammenhänge zwischen Stresserleben und -bewältigung und dem Verkehrsverhalten von Lkw-Fahrern. Grundsätzlich erweist sich insbesondere ein aggressiv-konfrontativer Umgang mit Stress als problematisch für ein verkehrssicheres Verhalten. Sicherheitsfördernd wirkt sich dagegen eine hohe Gefahrenwahrnehmung und ein aufgabenorientiertes Stressbewältigungsverhalten aus. Es werden sechs Fahrertypen identifiziert, die sich jeweils durch charakteristische Konstellationen der Stressbewältigung und des Verkehrsverhaltens auszeichnen. Der "Draufgänger-Typ" und der "gestresste Typ", zusammen etwa ein Drittel der befragten Fahrer, erweisen sich als besondere Risikogruppe. Anhand eines pfadanalytischen Modells werden Wirkungszusammenhänge zwischen arbeitsbezogenen Belastungen, Stressbewältigung und Verkehrsauffälligkeit von Lkw-Fahrern aufgezeigt. Aus den Ergebnissen der Untersuchung sowie den Ergebnissen eines abschließenden Experten-Workshops werden Ansatzpunkte für Maßnahmen zur Erhöhung der Verkehrssicherheit von Lkw-Fahrern abgeleitet.
