Sedan type vehicles in which adult rear seat passengers were present and which were involved in frontal collisions were investigated, and the influence of unbelted rear seat passengers on the injuries of front seat occupants was studied. Unbelted rear seat passengers move forward during impact. It was observed that there were not only cases in which front seat occupants sustained injuries caused by direct contact with rear seat passengers, but also cases where front seat occupants received severe injuries due to additional force from rear seat passengers, either impacting directly or indirectly as a result of deformation of the front seat. Severe injuries of front seat occupants were observed in the latter cases. This research validates the importance of seat-belt use for rear seat passengers, not only to protect themselves but also to mitigate injuries of front seat occupants.
This contribution introduces a number of psychological methods of analysis that are based on the practice-oriented collection of information directly at the site of an accident and that allow for an analysis and coding of the accident causes. Investigation examples and examples of the data combinations with basic medical and technical data are outlined. Objective of the collection is the inter-disciplinary investigation of human factors in the causes of accidents ("human-factor-analysis"). The psychological data are incorporated according to an integrative model for accident causes based on empiric algorithms in the data base of the accident research, where the clustered evaluation potential of comprehensive factors of the accident development can be illustrated. The central theoretical concept for the basic model of the progress of the accident from a psychological point of view comprises psychological indicators for the evaluation of the site of the accident for the analysis of the perception conditions as well as a classification of the gleaned data into the accident progress model according to chronological and local criteria. Perception conditions, action intentions and executions as well as conditions limiting perception and actions are acquired, using a questionnaire for persons involved in an accident, and are also integrated into the data structure concerning weighted feature characteristics as well as combined with other relevant features. Suitable systematization tools for the collection and coding of psychological accident development parameters have to be provided, which require primarily a model image of the corresponding processes from the persons involved in the accident (perceptions, expectations, decisions, actions). The interactive accident model contains components of the models by KÜTING 1990, MC DONALD 1972, SURREY 1969 and RASMUSSEN 1980. Based on the inter-action of the three partial systems "person", "vehicle" and "environment", the first step is the assessment of the situation by the persons involved in the accident. This is dependent on the personal attitudes and motives, on experiences and expectations concerning the progress of the situation. Subsequently, data concerning the manner of the coping with the ambiguous state as well as with the instable state (emergency reaction immediately before the accident occurs) are collected. The factors relating to the persons involved in the accident are gathered on several levels using corresponding questionnaires. The coding of the found and collected characteristics is conducted in a multidimensional evaluation relating to the technical results of the accident reconstruction and of the psychological classification, which are subsequently integrated in coded form into the data base of the accident research. The result of this analysis is a description of the development of the accident depicted on a chronological vector from a perception and decision theoretical perspective. This is explained in detail using exemplary cases.
Active safety systems are aimed at accident prevention, hence the knowledge required for their development is different from that required for passive safety systems aimed at injury prevention. Particularly, knowledge about accident causation is required. When looking at existing accident causation data, it is argued it fails to explain in sufficient detail how and why the accidents occur. Therefore, there is a need for detailed micro-level descriptions of accident causation mechanisms, and also of methodologies suitable for creating such descriptions. One study addressing these needs is the Swedish project FICA (Factors Influencing the Causation of Accidents and Incidents), where an accident investigation methodology suitable for active safety is developed, and in-depth accident investigations following this methodology are carried out on-scene in the area of Gothenburg by a multidisciplinary team. A preliminary aggregated analysis of different cases shows that the methodology developed is adequate for pointing out common contributing factors and devising principal countermeasures.
This paper set out to examine the possibilities for injury avoidance implications for older drivers in crashes, based on crash and injury patterns among older drivers and current trends in ageing in most western societies. A number of safety technologies were identified and discussed which have potential for improving vehicle older driver crash avoidance and crashworthiness. While there were some promising estimates available of the likely benefits of this technology for improving safety, it is evident that they need to be confirmed for older drivers, given their age-related disabilities and sensory limitations. Further research is urgently required to ensure that these technologies yield safety benefits without any disbenefits for older drivers.rn
In-depth road traffic accident research in Spain is a fairly recent activity. In the past, only accident data that had been retrospectively processed by the national and regional traffic police forces was available. In 1999 Applus+IDIADA set up a permanent accident research unit to carry out indepth analysis of road accidents in Spain. Since then accidents involving cars, motorcycles, coaches and vulnerable road users have been thoroughly studied. The Applus+IDIADA accident research team has carried out work for the various traffic polices in Spain and it is currently involved in several research projects in which accidentology is one of the main tasks. The working methodology of the team is presented in the first part of the paper. In the framework of the European research project "Rollover" (GRD2-2001-50086), Applus+IDIADA has collected data, inspected scenarios and performed virtual reconstructions of twenty-six of the total seventy-six rollover accidents studied. The second half of the paper describes how these accident investigations were used to develop a test procedure for identifying possible improvements to the vehicle structure which augment occupant protection in a rollover scenario. In particular, a proposal for a new drop test for rollover assessment is presented. The cases were analysed for severity, in terms of injury to the occupants and damage to the vehicle, and taking into account whether a seatbelt was worn or not. The worst possible cases were identified as those that had severe occupant injuries and sizable damage to the occupant compartment when seatbelts had been worn. The most severe cases were then analysed further for impact position (roll and pitch angles) and the impact velocity. With these parameters taken into account, the most representative combinations could be found. This resulted in a series of configurations for possible drop tests. The results of the tests indicate where passenger vehicle structures need to be improved in order to increase occupant safety in the event of a rollover crash.
Because of actual developments and the continuous increase in the field of drive assistant systems, representative and detailed investigations of accident databases are necessary. This lecture describes the possibility to estimate the potential of primary and secondary safety measures by means of a computerized case by case analysis. Single primary or secondary safety measures as well as a combination of both are presented. The method is exemplarily shown for the primary safety measure "Brake Assist" in pedestrian accidents. Regarding accident prevention only the primary safety measure is determined.
This report gives an overview of pedestrian accidents on Japanese roads. Database used for the analysis is national traffic accident data based on police reports. Relevant measures and background information ranging from vehicle safety, engineering and education are briefly reviewed, and area for further improvement is discussed.rn
Pelvic fracture, cracking or breaking of a portion of the pelvis are extremely common injuries in the side impact collisions of motor vehicles. Due to both its shape and structural architecture, mechanics of the pelvic bone is complicated. There is a lack of knowledge regarding the dynamic behavior of the pelvis and its biomechanical tolerance under impact environment. Hence this study is aimed at the understanding of the mechanical response of the human pelvis with three-dimensional finite element (FE) models, under side impact load, applied through a structure, equivalent to a car door. The door structure was modeled, considering few layers, consisting of foam (Styrodur®, 3035 CS), plastic (UHMWPE), steel, glass and steel, putting them in series. A soft tissue layer (equivalent to fat) was also considered on the greater trochanter location. These FE models (with and without the car door structure) were analyzed with ANSYS-LS-DYNA-® dynamic finite element software to compare the effect of the car door padding system for shock absorption. It was observed that with proper combination of shock absorbing material (foam, etc.) and its thickness, the transmission of impact load to the body part (pelvis, etc.) from the outer surface of the car door could be reduced.
The average CO2 concentrations relevant to a motorcyclist wearing an integral helmet were measured twenty years ago and found to be alarmingly high. The present study examined gas concentrations typically inhaled by a motorcyclist. Average concentrations of CO2 for persons (n=4) wearing integral motorcycle helmets were measured in the laboratory and the field to facilitate comparison to previous work, and similarly high average concentrations were found: above 2% when stationary, well below 1% for speeds of 50km/h or more. Detailed measurements of the time-dependent CO2 concentrations during normal inhalation showed levels of about half of the corresponding average concentrations, including 1% at standstill, though higher concentrations (4% or more) are inhaled at the beginning of each breath. Opening the visor at standstill lowered the average inhaled concentration only to about 0.8%. The oxygen deficiency is equal to the CO2 concentration, and could also contribute negatively to motorcyclist cognitive abilities.
Im Beitrag wird zunächst der Begriff "Orthotrope Fahrbahnplatte" erläutert: Früher war das Konstruktionsprinzip des Brückenbaus so, dass jedes Tragglied die ihm eigene und zugewiesene Last allein zu tragen hatte und die daraus entstandenen Auflagerbelastungen an das nächste unterstützende Bauteil weitergab. So ging es von der Fahrbahn ueber Längs- und Querträger zu den Hauptträgern, und von da aus zu den Auflagern, Pfeilern, Fundamenten bis zum Baugrund. Nach dem 2. Weltkrieg wurden andere Lastabtragungsmodelle entwickelt. Bei der "Orthotropen Platte" handelt sich um eine für den Stahlbrückenbau entwickelte Bauweise, die aus einem oberen ebenen Stahlblech besteht, welches die Abdichtung und den Fahrbahnbelag trägt. Dieses wird auch Deckblech genannt. Das Deckblech wird durch ein rechtwinkliges System von längs und quer angeordneten Stahlprofilen unterschiedlicher Steifigkeit (Laengssteifen und Querträger) unterstützt. Das aus den drei Bestandteilen bestehende kombinierte System der Fahrbahntafel ist ausserdem mittragender Bestandteil des Gesamttragsystems der Brücke. An Beispielen werden die verschiedenen Möglichkeiten der konstruktiven Ausbildung der Fahrbahntafel mit ihren Vor- und Nachteilen erläutert. Es werden Hinweise zur Berechnung und baulichen Durchbildung insbesondere der Schweissverbindungen zwischen Deckblech und Längsrippen und des Stosses der Rippen (Fensterstoß) sowie zur Steifigkeit der Querträger gegeben. So genannte Trapezprofile haben sich als die günstigste Form für die Längsrippen ergeben. Sie werden auch vorteilhaft als Beulsteifen für Stege und Bodenplatten bei Kastenträgerbrücken aus Stahl und bei Verbundbrücken angewendet.
Rollover scenarios in Europe

Rollover accidents seem to be a rising problem in Europe and therefore the systematic of this accident scenario should be investigated. Based on statistical investigations on major European accident databases for different countries a series of 73 real world rollover accidents was analysed. These cases were reconstructed using PC-Crash and preliminary categorised using a modified USbased rollover classification. In a first step, the rollover events were reconstructed from the point of conflict to the vehicle- rest position. The vehicles kinematics as well as its linear and rotational velocities were derived. In a second step typical velocity characteristics as well as kinematics were identified and the events categorised according to these criteria. Based on these results four main categories were defined, covering all reconstructed accidents. This categorisation was based on mechanical parameters (rotatory and translator kinematical data of the vehicle). Significant differences can be seen for different scenarios for the "first phase of rollover".
Portugal has the highest rate of road fatalities in Europe (2002 and for Eur-15 - CARE database). For this highest rate, the accidents involving pedestrians and motorcycle occupants have a higher contribution than the European average. In the last years, especially accidents involving motorcycles have been investigated and currently two different projects are being carried out, one related with motorcycles accidents and the other with pedestrian accidents. In these projects, countermeasures among others to reduce the fatalities between these two types of road users are being studied. These accidents are investigated with the commercial accident reconstruction software PCCRASH but also new methodologies based on multibody dynamics are in development in order to more accurately study these two types of accidents. In this paper, the methodologies in use for accident reconstruction and new methodologies in development are presented. Speeding his found to be one of the major causes of road fatalities for pedestrians and motorcycle occupants. In the case of motorcycle accidents, these involve mainly young drivers. Aspects as social behavior are also important to understand the causes of some of these accidents. Some examples of accidents occurring in Portugal, involving especially motorcycles and pedestrians are presented and discussed.
The improvement of passive car security devices led to a reduction of injuries, especially of the head, the neck and the torso mainly due to the airbag function. The passenger's foot and ankle could not profit from this development. Some investigators even reported a progression of leg injuries (1). In this study, we investigated a current collective of patients with foot and ankle fractures or severe soft tissue injuries in relation with defined crash parameters. Special interest was paid to the car's footwell.
The so-called "seat-belt injuries" or "seat-belt syndromes", described as 2-point seat-belt injuries, contain heavy inflection injuries of the lumbal spinal column, combined with heavy abdominal injuries as rupture of the upper intestinal bold or heavy injuries of the upper entrails. With "playing" children in the font of the car, with inappropriate plant of 3-point belts, identical injuries can occur.
Road safety is a major preoccupation of the European Commission and the road transport industry and depends on numerous significant factors. In order to improve road safety and to plan effective safety improvement actions for truck transport, we must first identify the problems to be addressed, i.e. what are the main causes of truck accidents. The ETAC project, initiated by the European Commission and the IRU, was launched in order to set up a heavy goods vehicle accident causation study across European countries to identify future actions which could contribute to the improvement of road safety. The results will be based on a detailed analysis of truck accident data collected in seven European countries according to a common methodology which has been elaborated through numerous national and European projects. This paper describes the common methodology used to collect the information on the scene of the accident and to analyse the data so that the reconstruction of the crash events may be carried out. CEESAR proposes a methodology using its experience gained from over 10 years of accident data collection. This methodology is based on an in-depth investigation of the parameters involved in-an accident and linked to the driver, the vehicle, the road and their environment. In-depth investigation requires accident investigator presence on the scene of the accident in order to collect volatile information such as marks on the road, weather conditions, visibility, state and equipment of the vehicle, driver interview. Later, passive and active information is gathered, either at the hospital for the driver, at the garage for the vehicle or on the spot for the road geometry. A reconstruction carried out with the help of specific software and the analysis of the data collected and calculated enables the identification of the main causes of the accident and the future actions to plan in order to improve road safety as regards truck traffic.
Interaction of road environment, vehicle and human factors in the causation of pedestrian accidents

The UK On-the-Spot project (OTS) completed over 1500 in-depth investigations of road accidents during 2000-2003 and is continuing for a further 3 years. Cases were sampled from two regions of England using rotating shifts to cover all days of the week and all hours of the day and night. Research teams were dispatched to accidents notified to police during the shifts; arrival time to the scene of the accident was generally less than 20 minutes. The methodology of OTS includes sophisticated systems for describing accident causation and the interaction of road, vehicle and human factors. The purpose of this paper is to describe and illustrate these systems by reference to pedestrian accidents. This type of analysis is intended to provide an insight into how and why pedestrian accidents occur in order to assist the development of effective road, vehicle and behavioural countermeasures.
This paper reviews briefly the evolution of the investigation of transport accidents from the early beginnings when individual events were studied but systematic data was not collected. In the transport modes other than on the roads, accident investigation early on, even of single events, was important in introducing safety improvements. Road accidents, however, evolved enormously with the growth of car ownership without any comparable political response to the consequent deaths and injuries, equivalent to what happened with the other modes. From the 1950s data bases started to contribute to our knowledge of the epidemiology of road traffic injuries, and in-depth sample studies have contributed much to the body of knowledge in the last 30 years. However, even the basic input and output variables of a crash, its severity and the seriousness of the outcomes in terms of injuries and their consequences are not complete or agreed upon. Issues of experimental design and sampling are discussed. It is proposed that the most important area for current research to address is the effect of population variations on injury outcomes. The need for the establishment of good data bases for active safety issues is emphasised with the consequent need for better links between the research community and the police.
Die Lastübertragung von den Fahrzeugrädern auf die Fahrbahntafel wird beschrieben, und es wird eine Übersicht der ermüdungsempfindlichen Schweissnahtbereiche von Deckblech, Längssteifen und Querträgern gegeben. Die charakteristischen Schwachpunkte der Schweissverbindungen werden in Skizzen dargestellt.
Nowadays airbags are part of the standard equipment in almost all new cars. While airbags are saving an increasing number of people from severe injuries and death in moderate and high speed crashes, they do not completely prevent dashboard injuries. The most common mechanism in dashboard injuries is a posteriorly directed force to the proximal tibia with the knee flexed. This may occur during a motor vehicle frontal impact accident when a knee of the driver or the front-seat passenger strikes the dashboard. The posterior force can be combined with a abducting or rotational force leading to concomitant lateral or posterolateral injury. Car and airbag manufacturers therefore develop special inflatable systems to reduce the impact force in dashboard injuries. Every new inflatable system, however, has to be evaluated in out of position situations in which the system might cause injuries to certain body areas. Therefore, we investigated a new kneebag system in different critical seating positions of post mortem test subjects (PMTS). The tested knee airbag module is a folded airbag (18 litre volume) which is installed below the lower section of the instrument panel of a passenger car. Using four PMTS (2 male, 2 female, age 36"67) the following positions were tested: normal seating position, knee flexed >90 degrees and knee flexed <60 degrees in static deployment tests with direct contact. In addition a dynamic test (48.8kph, AAMA-pulse) was carried out with the PMTS belted in a normal seating position. The inflation phase and the impact of the system on the knee/lower leg were analysed by high speed videos. After the test the lower legs of the PMTS were examined by Xray and autopsy. All soft tissue injuries and bone fractures were recorded. All the tests could be evaluated. Except some superficial skin lesions in the impact area no fracture of the bones around the knee and no knee ligament and tendon injuries were observed. Neither video analysis nor autopsy of the PMTS showed any critical contact injuries caused by the inflation process of the bag. Therefore, it can be concluded that in the tested seating positions which are the most critical for the knee area the knee bag system is safe.
Der Beitrag behandelt ein Forschungsvorhaben, das die Instandsetzung und Ertüchtigung von Stahlbrücken, deren orthotrope Fahrbahntafeln durch Rissbildung beschädigt sind, die vorzugsweise im Bereich von Schweissnähten zwischen den Anschlüssen der Längsrippen und dem Deckblech aufgetreten ist, zum Ziel hat. Ursache der Schäden sind Materialermüdung infolge des stark gestiegenen Verkehrsaufkommens schwerer Fahrzeuge gegenüber der Bauzeit in den sechziger Jahren und die seitdem erheblich gestiegenen Achslasten. Durch das kraftschlüssige Aufkleben von Stahlblechen auf das Deckblech sollen dessen Steifigkeit erhöht und damit die Durchbiegungen verringert werden. Die Spannungen in den anschliessenden Schweissnaehten nehmen ab und können bei ausreichender Dicke des aufzuklebenden Bleches auf eine nicht mehr ermüdungsrelevante Größenordnung zurückgefuehrt werden. Wegen der sehr komplexen Gesamtaufgabe wurden die Untersuchungen in vier Teilbereiche aufgegliedert: 1. Computer-Simulation der Beanspruchung einer orthotropen Platte unter einem normierten Ermüdungslastmodell. 2. Optimierung der Klebtechnologie. 3. Dauerfestigkeitsuntersuchungen (Versuche). 4. Entwicklung und Prüfung von Konstruktionsdetails. Die Projekte 1 und 2 sind bereits erfolgreich abgeschlossen. Das Projekt 3 steht kurz vor dem Abschluss (10/2005). Projekt 4 wird in 2006 durchgeführt.
Der Allgemeine Deutsche Automobilclub e. V. (ADAC) und die Bundesanstalt für Straßenwesen (BASt) veranstalteten am 7. und 8. Oktober 2003 in Wiesbaden ihr 5. Symposium "Sicher fahren in Europa". Nach 1991, 1994, 1997 und 2000 trafen sich erneut über 200 Fachleute aus Wissenschaft, Politik, Verwaltung, Industrie, Wirtschaft und Verbänden aus ganz Europa und einigen außereuropäischen Ländern, trugen neue Forschungsergebnisse vor und erörterten aktuelle Ansätze zur Erhöhung der Sicherheit im Straßenverkehr. Dabei ging es in Vortrags- und Diskussionsbeiträgen vor allem darum, folgende verkehrspolitischen Herausforderungen und Entwicklungen für eine europaweite Verkehrssicherheitsarbeit zu beleuchten: - die Umsetzung des 3. Verkehrssicherheits-Aktionsprogrammes der EU-Kommission bis 2010, dessen Diskussion gerade begonnen hat, - die zusätzlichen Probleme und Herausforderungen für die Verkehrssicherheit, die ab 2004 durch den EU-Beitritt von 10 weiteren Mitgliedsländern entstehen, - das Bestreben vieler EU-Mitgliedsstaaten, ihre nationale Identität und ihre regionalen Besonderheiten auch auf dem Gebiet der Verkehrssicherheit zu bewahren, um die Akzeptanz und Effizienz von praktischen Maßnahmen zu sichern, ein Ziel, dem sich auch der "EU-Konvent zur Zukunft Europas" verschrieben hat. Diesen ebenso aktuellen wie grundsätzlichen Anforderungen entsprach das Veranstaltungsprogramm mit seinen verkehrspolitischen Eröffnungs-vorträgen und mit drei Fachsitzungen - zur Verbesserung der Fahrzeugsicherheit, - der Verbesserung der Straßensicherheit und - zur Verbesserung des Verhaltens von Verkehrsteilnehmern. Eine Podiumsdiskussion "Zur Harmonisierung von Verkehrsüberwachung und Sanktionen" schloss die Veranstaltung ab.
As investigations by BASt have shown, a bond between concrete surfaces and bases may be a disadvantage when water penetrates via joints and from the sides if the bond becomes partially detached at an early stage. Free water may penetrate into the area between the concrete surface and the base and build up in areas where the bond is still intact. The high pressure caused by lorry wheels rolling over the pavement causes hydrodynamic pumping. This creates very high flow speeds with considerable corrosion power. This results in the base course surface being eroded in the areas where heavy vehicles drive over the road and may even lead to water and fine particles from the base courses being expelled through the longitudinal joints between the pavement slab and the lower hard shoulder or first overtaking lane. The erosion of the base leads unavoidably to the bearing conditions deteriorating and increased loading of the concrete surface. Cracks may occur and, later stepping-off and tilting of the plates components. This significantly deteriorates the evenness and consequently the service value of the road. This finally leads to a reduction in the service life of the concrete surface. To avoid such damage water which has penetrated must be able to lose pressure and to then seep away. A possible solution is: A nonwoven fabric substance between concrete suface and bound base course. This construction method has proved himselve on numerous test road sections and were rightly included in the new Codes of Practice for the Standardisation of the Upper Structure of Traffic-Bearing Surfaces (Richtlinien für die Standardisierung des Oberbaues von Verkehrsflächen- RStO).
Federal highway A 26 in Germany : reinforced dams in soft soils - control method according DIN 1054

In 2001 the construction of the Federal Highway A 26 in Lower Saxony (north of Germany) was started. In this area the underground is without any substantial bearing capacity as it consists of soft layers ( clay, peat) with a thickness of up to 12 m. Because it was not possible to exchange the soil neither completely nor partially pre-loading procedure (consolidation method) was chosen for this construction. Short- and long-term stability are ensured by the use of high-tensile fabrics for reinforcement at the dam basis. The vertical and horizontal deformations and the stress changes in the soil, caused by the pre-load procedure, has to be controlled by special geotechnical measurements. Additionally, in the higher parts of the dam the strain behaviour of the high-tensile fabrics is measured. These measurements form the basis for the application of the control method according DIN 1054. In this article, the special circumstances of this project are described. Further on the geotechnical measurements, the winning and evaluation of the necessary parameters of the subsoil, and the consequences of these data for the ongoing of the project are laid down. Intermediate results of the geotechnical measurements are described.
Zum gegenwärtigen Zeitpunkt werden verschiedene Ansätze diskutiert, wie der Verbesserung der Straßenverkehrssicherheit durch den Einsatz moderner Fahrerassistenzsysteme (FAS) neue Impulse gegeben werden können. Unter dem Dach der von der Europäischen Kommission gemeinsam mit der Industrie im Frühjahr 2002 ins Leben gerufenen eSafety-Initiative soll die Entwicklung und Implementierung "Intelligenter Integrierter Sicherheitssysteme" (Intelligent Integrated Road Safety Systems) koordiniert und vorangetrieben werden. Erwartet werden hiervon entscheidende Beiträge zur Erreichung der bis zum Jahr 2010 angestrebten Halbierung der Zahl der Verkehrstoten in Europa, entsprechend dem Weissbuch der Europäischen Kommission. Intelligente Unterstützung des Fahrers meint in diesem Zusammenhang die Berücksichtigung des Gesamtsystems "Fahrer-Fahrzeug-Umwelt". Für die fahrzeugseitige Umsetzung der Unterstützungsfunktion wurden verschiedene Ausformungsgrade (zum Beispiel Information, Warnung, korrigierender Eingriff) vorgeschlagen und entwickelt. Die BASt ist an einer Reihe von Projekten und Arbeitsgruppen beteiligt, die sich direkt oder indirekt mit Fragen befassen, die sich bei der Entwicklung und Bewertung intelligenter FAS zur Beeinflussung der Fahrzeuggeschwindigkeit stellen. Im Mittelpunkt stehen dabei vor allem Fragen der Sicherheitsbewertung und der Machbarkeit, wie zum Beispiel - Realisierung der fahrzeugseitigen Umsetzung, - Kosten-Nutzen-Gesichtspunkte, - Rechtliche Aspekte, - Voraussetzungen der Datenbasis. Beispielsweise ist die BASt an der von ERTICO koordinierten "SpeedAlert"-Initiative beteiligt. Ziel dieser Aktivität ist die europaweite Implementierung eines Geschwindigkeitswarnsystems. An der hierzu im Jahre 2001 gegründeten "SpeedAlert" Arbeitsgruppe beteiligen sich Industrie und Verwaltung.
Umweltschutz in der Bundesrepublik Deutschland wird seit zwei Jahrzehnten zunehmend durch die rechtlichen Vorgaben der Europäischen Gemeinschaft geprägt " beginnend mit der Umweltverträglichkeitsprüfungs-Richtlinie über die Umweltinformationsrichtlinie, die Vogelschutzrichtlinie, die Fauna-Flora-Habitat-Richtlinie und die Plan-Umweltprüfungs-Richtlinie bis hin zur Umgebungslärm-Richtlinie wurde und wird das deutsche Recht nicht nur materiell verändert, sondern auch in seinen Strukturen und seinen Verfahrensregelungen. Auf die Straßenplanung haben sich in jüngerer Zeit insbesondere die Vogelschutzrichtlinie und die Fauna-Flora-Habitat-Richtlinie maßgeblich ausgewirkt , die Plan-Umweltprüfungs-Richtlinie und die Umgebungslärm-Richtlinie können eine gleich große Bedeutung erlangen. Angesichts dessen befasste sich der Arbeitsausschuss "Straßenrecht" der Forschungsgesellschaft für Straßen- und Verkehrswesen in seinem Forschungsseminar am 22. und 23. September 2003 an der Universität des Saarlandes in Saarbrücken eingehend mit Rechtsproblemen von "Umsetzung und Vollzug von EG-Richtlinien im Straßenrecht" auf der Grundlage der in diesem Band veröffentlichten vier Referate. Stefan STRICK schildert in seinem Referat über "Umsetzung der Umgebungslärm-Richtlinie in nationales Recht" zunächst die Grundstrukturen des europäischen Lärmschutzkonzepts und erläutert die zeitlichen Vorgaben für dessen Übertragung in das deutsche Recht. Die Umsetzung der Richtlinie soll im Bundes-Immissionsschutzgesetz erfolgen, wobei im Gesetz selbst zwar die wesentlichen Regelungen getroffen werden sollen, aber zur Konkretisierung " auch in verfahrensrechtlicher Hinsicht " Rechtsverordnungen vorgesehen sind. Darüber hinaus enthält das Referat Einzelheiten der beabsichtigten Normierung im Rahmen des Immissionsschutzrechts und zu ihren rechtlichen Auswirkungen. In seinem Referat über "Die Umsetzung der FFH-Richtlinie in das deutsche Straßenrecht" wendet sich Hans-Peter MICHLER eingangs der Identifizierung und dem Schutz von Fauna-Flora-Habitat-Gebieten zu und stellt das Verfahren zur Ausweisung derartiger Gebiete vor, um sodann näher auf den Schutz noch nicht ausgewiesener, "potenzieller" Gebiete einzugehen. In diesem Zusammenhang legt MICHLER den Ablauf der Verträglichkeits- und Ausnahmeprüfung bei Straßenbauprojekten in diesen Gebieten näher dar und beschäftigt sich abschließend noch mit der Identifizierung und dem Schutz "faktischer" Vogelschutzgebiete, weil nach den Bestimmungen des Bundes-Naturschutzgesetzes die Vorschriften über die Verträglichkeits- und Ausnahmeprüfung auch auf Europäische Vogelschutzgebiete Anwendung finden. "Die Plan-Umweltprüfung bei der Verkehrswegeplanung" ist Gegenstand des Referats von Michael RONELLENFITSCH, das sich eingehend mit der Rechtsentwicklung der Umweltverträglichkeitsprüfungen und dem Anwendungsbereich der Plan-Umweltprüfungs-Richtlinie befasst. Dabei spricht sich der Referent nachdrücklich gegen die Einbeziehung des Bundesverkehrswegeplans und der Bedarfspläne, die als Anlagen zum Fernstraßenausbaugesetz und zum Bundesschienenwegeausbaugesetz ergehen, in die Pflicht zur Plan-Umweltprüfung aus, weil das von der europäischen Richtlinie vorgesehene Verfahren keine Grundlage für eine "Strategische Umweltprüfung" ist. In dem Referat von Michael JUPE über "Umsetzung der UVP-Richtlinie in Landesrecht am Beispiel des Brandenburgischen Straßengesetzes" wird ausführlich dargelegt, wie das europäische Richtlinienrecht zur Umweltverträglichkeitsprüfung, das auch die Bundesländer zur Aufnahme entsprechender Regelungen in das Landesrecht zwingt, in das Brandenburgische Straßengesetz " und inhaltsgleich in das Brandenburgische Gesetz über die Umweltverträglichkeitsprüfung " übernommen worden ist, indem durch eine Kombination von Schwellenwerten für Projektgrößen und Einzelfallprüfungen den europarechtlichen Vorgaben Rechnung getragen werden soll.
The Swedish National Road Administration (SNRA), the Japanese Automobile Research Institute (JARI) and the Federal Highway Research Institute (BASt) are co-operating in the International Harmonized Research Activities on Intelligent Transportation Systems (IHRA-ITS). Under this umbrella a joint study was conducted. The overall objective of this study was to contribute to the definition and validation of a "battery of tools" which enables a prediction and an assessment of changes in driver workload due to the use of in-vehicle information systems (IVIS) while driving. In this sense \"validation\" means to produce empirical evidence from which it can be concluded that these methods reliably discriminate between IVIS which differ in terms of relevant features of the HMI-design. Additionally these methods should also be sensitive to the task demands imposed on the driver by the traffic situation and their interactions with HMI-design. To achieve these goals experimental validation studies (on-road and in the simulator) were performed in Sweden, Germany and Japan. As a common element these studies focused on the secondary task methodology as an approach to the study of driver workload. In a joint German-Swedish on-road study the Peripheral Detection Task (PDT) was assessed with respect to its sensitivity to the complexity of traffic situations and effects of different types of navigation systems. Results show that the PDT performance of both the German and the Swedish subjects reflects the task demands of the traffic situations better than those of the IVIS. However, alternative explanations are possible which will be examined by further analyses. Results of this study are supplemented by the Japanese study where informational demands induced by various traffic situations were analysed by using a simple arithmetic task as a secondary task. Results of this study show that relatively large task demands can be expected even from simple traffic situations.
The development of tyre- and truck-manufacturers leads to the direction to introduce wide base single tyres (size 495/45R22,5) instead of twin tyres on the driving axle of trucks, tractors and busses. To study the driving behaviour and safety of various trucks and units with different tyre combinations and loading conditions was the aim of the study. A computer-aided simulation was used for this investigation. Drive tests with a 40 t unit with prototype single tyres on the drive axle were carried out to verify the simulation. Alterations in driving behaviour and driving safety are mainly dependent on the tyre cornering stiffness. The prototype wide single tyres had a higher lateral stiffness which leads to a higher degree of under-steering (safer driving behaviour). The altered spring base on the drive axle had no influence on the side- tilt stability of vehicle combinations but the solo truck profited from the higher rear axle roll stiffness (less danger for roll-over accidents). As far as the driving safety is concerned nothing speaks against wide base tyres on the drive axle. The simulation of a tyre defect in a bend (assuming 40% of the max. transferable side force for the flat tyre) showed no increased danger using wide single tyres. Later driving tests showed however the need of tyre run flat possibilities to avoid jack-knifing of road trains. Also tyre pressure monitoring systems and electronic stability programs for the trucks are advised.
The frontal crash is still an important contributor to deaths and serious injured resulting from road accidents in Europe. As the Hybrid-III dummy used in crash tests is over two decades old, the European Enhanced Vehicle-safety Committee is studying the potential for a new test device. Key is the availability of a well-defined set of requirements that identifies the minimum level of biofidelity required for an advanced frontal dummy. In this paper, a complete set of frontal impact biofidelity requirements, consisting of references , description of test conditions and corridors, is presented.
At the 2001 ESV-Conference the EEVC working group on compatibility (WG 15) reported the first phase of the research work to investigate the major factors influencing compatibility between passenger cars. Following this, WG15 performed an interim study, which was partly subventioned by the European Commission, the results of which are reported in this paper. In the next phase of work, it is intended to complete the development of a suite of test procedures and associated performance criteria to assess the compatibility of passenger cars in frontal impacts The main areas of work for the interim study were: - in depth accident data analysis - the development of methods to assess the potential benefit of improved compatibility - crash testing. The accident analysis identified the major compatibility problems to be poor structural interaction, stiffness mismatching and compartment strength. Different methods to assess the potential benefit of improved compatibility were applied to in depth accident data. Full scale crash testing including a car to car test was performed to help develop the following candidate compatibility test procedures: - a full width wall test with a deformable aluminium honeycomb face and a high resolution load cell wall - an offset barrier test with the EEVC barrier face and a high resolution load cell wall - an offset barrier test with the progressively deformable barrier (PDB) face. The results of the interim study will be presented in detail and the proposed methodology of the next phase to complete the development of a suite of test procedures for the assessment of car to car compatibility in frontal impacts will be outlined
Der Nachweis von Geringstmengen Benzoylecgonin (BZE) deutet bei Gelegenheitskonsumenten nicht zwingend auf eine akute Verkehrssicherheitsgefährdung hin, zumal der kokainerge Metabolismus starken interindividuellen und geschlechtsspezifischen Schwankungen unterliegt (BOWMAN et al., 1999; LUKAS et al., 1996; HAMILTON et al., 1977) und die gemessene BZE-Konzentration vom Zeitpunkt der Kokaineinnahme und der Höhe der eingenommenen Kokaindosis abhängt (ITEN, 1994; AMBRE, 1985). Eine starke interindividuelle Varianz wurde auch bei der Einlagerung von Kokain oder BZE in Haaren festgestellt (HARKEY, 1995). Im Gegensatz zu den Gelegenheitskonsumenten weisen Kokainabhängige in einem Abstinenzraum von mindestens drei Monaten neurologische, neuropsychologische und teilweise auch psychiatrische Defizite auf, die verkehrssicherheitsrelevant sind. Somit würde bei bekannter Kokainabhängigkeit der Nachweis von Geringstmengen BZE bereits ein ausreichender Indikator für eine verkehrssicherheitsrelevante Funktionsbeeinträchtigung sein.

In einer bundesweiten Umfrage bei den Fahrerlaubnisbehörden wurde versucht, einen Einblick in die Umsetzungsrealität und die Zielgenauigkeit der gesetzlich vorgeschriebenen Maßnahmen bei drogenbeeinflussten Kraftfahrern zu erhalten. Die Behörden dokumentierten über ein halbes Jahr lang jeden Fall von Eignungszweifeln hinsichtlich Betäubungs- und Arzneimittel. Fast 90 Prozent der betroffenen Personen waren Männer, fast zwei Drittel gehörten zur Altersgruppe der 18-24-Jährigen, etwa ein Viertel war 25-35 Jahre alt. In den weitaus meisten Fällen waren die Einleitungsanlässe nach Paragraf 14 Fahrerlaubnisverordnung (FeV) Einnahme oder Besitz von Betäubungsmitteln (BtM). Deutlich seltener wurde die gelegentliche Einnahme von Cannabis, verbunden mit weiteren Tatsachen, angegeben. Die Behörden erhielten ihre Informationen größtenteils von der Polizei, gefolgt von den Staatsanwaltschaften. Zur Klärung der Zweifel an der Fahreignung wurde am häufigsten ein fachärztliches Gutachten angefordert (in 44 Prozent der Fälle), in etwa 29 Prozent der Fälle ein ärztliches Screening beziehungsweise ein toxikologisches Gutachten und in rund 27 Prozent der Fälle eine medizinisch-psychologische Untersuchung (MPU). Letztere kann laut FeV dann angeordnet werden, wenn gelegentliche Einnahme von Cannabis vorliegt und weitere Tatsachen Zweifel an der Eignung begründen, und ist anzuordnen, wenn die Fahrerlaubnis aus einem der einschlägigen Gründe entzogen war oder zu klären ist, ob eine Abhängigkeit oder Einnahme weiterhin besteht. Ein ärztliches Gutachten kann angeordnet werden, wenn der Betroffene BtM im Sinne des BtM-Gesetzes widerrechtlich besitzt oder besessen hat, und ist anzuordnen, wenn Tatsachen die Annahme begründen, dass Abhängigkeit, Einnahme von BtM oder missbräuchliche Einnahme von psychoaktiv wirkenden Arzneimitteln oder anderen Stoffen vorliegt. Die ersten Analysen zeigen, dass sowohl zwischen den Bundesländern als auch zwischen den Behörden innerhalb der Länder beträchtliche Unterschiede in der Vorgehensweise bei Drogenfällen existieren.
When the EEVC proposed the full-scale side impact test procedure, it recommended that consideration should be given to an interior headform test in addition. This was to evaluate areas of contact not assessed by the dummy. EEVC Working Group 13 has been researching the parameters of a possible European headform test procedure in four phases. Earlier stages of the research have been presented at previous ESV conferences. The conclusions from these have suggested that the US free motion headform should be used in any European test procedure and that it should be a free flight test, not guided. This research has now culminated in proposals for a European test procedure. This paper presents the proposed EEVC side impact interior headform test procedure, giving the rationale for the test and the first results from the validation phase of the test protocol.
Internationale Vergleichszahlen legen nahe, dass die Sicherheitspotenziale für die Verkehrsteilnehmergruppe der jungen Fahrerinnen und Fahrer in Deutschland bislang noch nicht optimal ausgeschöpft worden sind. Das hohe Unfallrisiko junger Leute ist das Ergebnis des Einflusses vieler ungünstiger Einzelbedingungen, deren Zusammenwirken das Risiko deutlich potenziert. Eine besondere Rolle spielt hierbei die Unerfahrenheit im Fahren. Aufgrund des multifaktoriellen Bedingungsgefüges des Unfallrisikos junger Fahrerinnen und Fahrer ist diesem Sicherheitsproblem nicht mit einer singulären Maßnahme, sondern nur mit einem Bündel aufeinander abgestimmter Maßnahmen zu begegnen. Die Zukunft der Verkehrssicherheit dieser besonders gefährdeten Zielgruppe wird unter anderem auch davon abhängen, wie gut es gelingen wird, die Kluft zwischen den wissenschaftlichen Erkenntnissen zum Unfallrisiko junger Fahrerinnen und Fahrer und einer adäquaten Umsetzung in Verkehrssicherheitsmaßnahmen zu schließen.
In den einführenden Bemerkungen zur Zweiten Internationalen Konferenz "Junge Fahrer und Fahrerinnen", die am 29. und 30. Oktober 2001 stattfand, wird darauf hingewiesen, dass trotz nachhaltiger Verkehrssicherheitsaktivitäten das Unfallrisiko junger Fahrer im letzten Jahrzehnt nicht in zufriedenstellendem Umfang verringert werden konnte. Der Rückgang bei den Unfällen mit Getöteten bewegte sich innerhalb des allgemeinen Trends und war bei den 18- bis 20-jährigen Fahrern nicht mit einer Reduzierung ihres mehrfach höheren Risikos gegenüber älteren Autofahrern verbunden. Die Thematik der Konferenz richtete sich verstärkt auf den Maßnahmenbereich und widmete sich neben der Sicherheitskommunikation insbesondere der Fahreraus- und -weiterbildung, der schulischen Mobilitätserziehung im Zusammenhang mit der motorisierten Verkehrsteilnahme sowie der Verhaltensbeeinflussung nach dem Fahrerlaubniserwerb durch rechtliche Regelungen. Damit umfasste sie das gesamte zur Verfügung stehende Spektrum kommunikativer, edukativer und legislativer Interventionsmöglichkeiten zur Gewährleistung eines sicheren Starts in die Fahrkarriere. In drei Arbeitskreisen wurden die Themenbereiche Verkehrssicherheitskampagnen, Maßnahmen vor dem Fahrerlaubniserwerb sowie Maßnahmen nach dem Fahrerlaubniserwerb behandelt. In einem vierten Arbeitskreis tauschten sich junge Fahranfänger aus mehreren europäischen Ländern über ihre unterschiedlichen Erfahrungen auf dem Weg zum Autofahren aus und leiteten daraus Schlussfolgerungen für zielführende Präventionsansätze ab. Die Beiträge belegen die große Bandbreite innovativer und Erfolg versprechender Maßnahmenansätze, die in Konzeptüberlegungen für die Praxis Berücksichtigung finden sollten.

Fahrerassistenzsysteme unterstützen den Fahrer durch Information, Warnung oder Eingriff in die Fahrzeugsteuerung. Zukünftige Systeme zur Kollisionsvermeidung oder bis hin zum automatischen Fahren werden den Fahrer immer mehr entlasten. Wegen ihres erheblichen Potenzials zur Verbesserung vor allem der aktiven Sicherheit können die Fahrerassistenzsysteme wesentlich zur Vermeidung von Unfällen oder der Reduktion von Unfallfolgen beitragen. Andererseits können Fahrerassistenzsysteme aufgrund des komplexen Systemzusammenhangs zwischen Fahrer, Fahrzeug und Umwelt negative Auswirkungen auf das Verkehrsgeschehen haben. Dieser Aspekt muss schon bei der Entwicklung der Systeme berücksichtigt werden. Die Empfehlung der Europäischen Kommission zur Gestaltung von Informations- und Kommunikationssystemen gibt dazu Leitlinien vor. Die BASt ist mit der wissenschaftlichen Begleitung der Thematik beauftragt. Die Industrie ist dazu aufgefordert darzulegen, welche Maßnahmen zur Einhaltung der Grundsätze ergriffen worden sind beziehungsweise werden. Um das Potenzial der Fahrerassistenzsysteme zur Steigerung der Verkehrssicherheit voll ausschöpfen zu können, sind weiterhin Forschungsarbeiten zur Entwicklung neuer und zur Weiterentwicklung bestehender Systeme unter Berücksichtigung der Gestaltungsanforderungen für sichere Assistenzsysteme durchzuführen.
Allein im Netz der Bundesfernstraßen sind etwa 35.000 Brücken mit einer Fläche von 25 Millionen Quadratmetern enthalten. Ihr Wiederbeschaffungswert beträgt etwa 70 Milliarden DM. Es wird über die notwendigen Aktivitäten zur Erhaltung dieser für die Aufrechterhaltung des auf den Bundesfernstraßen rollenden Verkehrs besonders wichtigen Bauwerke berichtet. Aufgrund des weiter stärker werdenden Verkehrs, der zunehmenden Fahrzeuggewichte sowie der wachsenden Anzahl von Schwertransporten unterliegen insbesondere die älteren Bauwerke größerer Beanspruchung, als man bei ihrer Planung in Rechnung stellen musste. Hinzu kommt die natürliche Alterung aus sonstigen äußeren Einflüssen wie Temperatur, Witterung und erhöhter Umweltbelastung. Die Verwendung von Auftausalzen führt insbesondere bei älteren Brückenüberbauten zu Korrosionsschäden an der Bewehrung des Betons. Durch die Entwicklung eines Bauwerks-Management-Systems (BMS) wird die Verbesserung der Erhaltung von Brücken und sonstigen Ingenieurbauten angestrebt. Der Aufbau und die Wirkungsweise des BMS werden dargelegt. Des Weiteren werden die schon seit langem eingeführten Prüfvorschriften für Bauwerke im Zuge von Straßen und Wegen (DIN 1076) sowie gängige Prüfverfahren beschrieben.
EEVC Working Group 15 (Compatibility Between Passenger Cars) has carried out research for several years thanks to collaborative project funded by the E.C. and also by exchanging results of projects funded by national programmes. The main collaborative activity of the EEVC WG15 for the last four years was a research project partly funded by the European Commission, where the group made the first attempt to investigate compatibility between passenger cars in a comprehensive research program. Accident, crash test, and mathematical modelling data were analysed. The main result was that structural incompatibilities were frequently found and identified as the main source of incompatibility problems but were not easy to quantify. Unfortunately as little vehicle information other than mass is recorded in most accident databases, most analyses have only been able to show the effect of mass or mass ratio. Common ideas to improve compatibility have been reached by this group and from discussion with other research groups. They will be investigated in the next phase, where research work will concentrate on the development of methods to assess compatibility of passenger cars. The main idea is that the prerequisite to improve crash compatibility between cars is to improve structural interaction. The most important issue is that improved compatibility must not compromise a vehicle- self protection. Test methods should lead to vehicles which show good structural interaction in car to car accidents. Test methods to prove good compatibility may be an adaptation of existing regulatory test procedures (offset deformable barrier test or full width test like in the USA) for frontal impact or may be new compatibility tests. Additional criteria, e.g. impact force distribution, and maximum vehicle deceleration or maximum vehicle impact force should result in compatible cars. Attempts will be made to estimate the benefit of a more compatible car fleet for the European Community.
The purpose of this paper is to review injuries found in real world lateral collisions and determine the mechanisms responsible for certain kinds of biomechanical failure. During the last years the distribution of deaths among the different types of accidents has changed. Lateral collisions now are the most frequent cause of fatal and other serious injuries. Every third accident is an impact from the side, while every second fatality is the result of a lateral accident. Just a few years ago this value was no higher than 30%. This is probably the result of increasing safety standards for frontal collisions (airbags, seatbelt usage, structural improvements of cars, etc.). Although the number of registered vehicles increased, the total amount of fatalities decreased during the same period. Thus it is now necessary to pay greater attention to the lateral accident situation in order to improve road safety and decrease the number of traffic injuries. Several European organisations had decided to launch the project SID2000, which was funded by the European Commission, with the intention of gathering more knowledge on injuries occurring in lateral accidents and the mechanisms that lead to such injuries. This should enable the group to define the requirements for a new side impact dummy (SID) to be designed. Within the same project the existing TNO-EUROSID 1 was enhanced by another group and the experience gained has now enabled allowed to design a better measuring device for side impacts. The data used for this contribution came from sources from all over Europe and had to be gathered in such a manner that as many accident parameters as possible were taken into account.
Despite the steadily declining number of pedestrian fatalities and injuries in most European countries during recent decades, pedestrian protection is still of great importance in the European Union as well as in Germany. This is because they still constitute a large proportion of road user casualties and are more likely to suffer serious and fatal injuries than most other road users. In 1999 only car occupants suffered more fatal injuries than pedestrians in Germany. In December 1998, EEVC WG 17 completed their review and updating of the EEVC WG 10 pedestrian test procedure that made it possible to evaluate the protection afforded to pedestrians by the front of passenger cars in an accident. Within the scope of this procedure, four different impactors are used representing those parts of the body which are injured very often and/or very seriously in vehicle-pedestrian-collisions. In a project executed by IKA and BASt, a small family car was tested according to the EEVC WG 17 test procedure. Afterwards modifications to the car were carried out in order to improve the pedestrian protection provided by the vehicle design. There were certain restrictions placed on the level of modifications undertaken, e.g. only minor modifications to vehicle styling and to the vehicle structures, which provide passenger protection. The redesigned vehicle was tested again using the WG 17 test procedure. The test results of the modified vehicle were compared with those of the standard vehicle and evaluated. The results show that considered measures for pedestrian protection in many areas of the vehicle front structure and the use of innovative techniques can lead to a significant reduction of the loads of pedestrians at an acceptable expense.

Die systematische Erhaltung der Brücken im Zuge der Bundesfernstraßen ist eine wichtige Aufgabe für den Baulastträger Bund und die Straßenbauverwaltungen der Länder. Um künftig Erhaltungsprogramme auf einer einheitlichen Grundlage unter Berücksichtigung gesamtwirtschaftlicher Grundsätze aufstellen zu können, wird durch die Bundesanstalt für Straßenwesen derzeit im Auftrag des Bundesministeriums für Verkehr, Bau- und Wohnungswesen ein umfassendes Bauwerks-Management-System (BMS) konzipiert und realisiert. Das geplante BMS beinhaltet alle Funktionen zur Durchführung des Erhaltungsmanagements. Grundlage ist die Erhebung und Bereitstellung von objektbezogenen Informationen. In Verbindung mit netzbezogenen Daten, Rahmenbedingungen und Restriktionen wird damit die Basis für Analyseprozesse, zum Beispiel Wirtschaftlichkeitsuntersuchungen, Priorisierungen und Bedarfsermittlungen bereitgestellt. Als Ergebnis werden Maßnahmenvorschläge, optimierte Programmplanungen und Angaben zum Finanzbedarf entwickelt. Verfahren und Programmsysteme werden schrittweise ab 2002 bis 2005 den Straßenbauverwaltungen zur Verfügung gestellt.
In der Arbeit werden Gebrauchs- und Fachinformationen von Benzodiazepin-Präparaten hinsichtlich verschiedener Aspekte untersucht. Zusammenfassend konnte in allen Gebrauchsinformationen ein deutlicher Hinweis auf das Abhängigkeitspotenzial von Benzodiazepinen (BZD) und einer mölichen verkehrsmedizinischen Beeinträchtigung gefunden werden. Viele Aspekte, die sich aus den Empfehlungen des 37. Deutschen Verkehrsgerichtstages ergaben, sind bereits umgesetzt. Eine Folge könnte der beobachtete Rückgang der verordneten BZD sein. Der positive Trend zur konkreten Detailinformation wurde in den EG-Leitlinien hingegen nicht übernommen. Es wird aufgeführt, welche Verkehrswarnhinweise in Zukunft insbesondere auch auf EG Ebene vermehrt berücksichtigt werden sollten.
Nach Anlage 5 (2) der Fahrerlaubnisverordnung (FeV) verlangt der Gesetzgeber von Bewerbern um die Erteilung oder Verlängerung einer Fahrerlaubnis der Klassen D, D1, DE, D1E sowie der Fahrerlaubnis zur Fahrgastbeförderung die Erfüllung besonderer Anforderungen hinsichtlich Belastbarkeit, Orientierungsleistung, Konzentrationsleistung, Aufmerksamkeitsleistung sowie Reaktionsfähigkeit. Die zur Untersuchung dieser Merkmale eingesetzten testpsychologischen Verfahren müssen nach dem Stand der Wissenschaft standardisiert und unter Aspekten der Verkehrssicherheit validiert sein. Zur Klärung der Fragen, wie ausgedehnt das Spektrum eingesetzter und akzeptierter Testverfahren ist und welche Erfahrungen die Gutachter bisher gemacht haben, fand am 07.11.2000 in der Bundesanstalt für Straßenwesen ein Expertengespräch statt. Dieses Gespräch zeigte unter anderem folgende Ergebnisse: Zum Einsatz kommen insbesondere das Act-and-React-Testsystem (ART) und das Wiener Testsystem (WTS), weiterhin die Testbatterien zur Aufmerksamkeitsprüfung (TAP). Die als Grenzwerte festgelegten Prozentränge von 33 beziehungsweise 16 sind empirische Setzungen, als Referenz wurden bewusst altersunabhängige Normwerte gewählt. In einigen Bundesländern sind die Begutachtungsstellen für Fahreignung erste Anlaufstellen, in anderen die Betriebs- oder Arbeitsmediziner. Die Durchführung der Testverfahren kann durch einen qualifizierten Arzt, Psychologen oder eine geschulte Testassistentin erfolgen. Sobald sich die Frage einer Kompensationsprüfung stellt, ist eine differenzierte psychologische Untersuchung erforderlich. Bei unauffälligen Befunden kann das Gutachten weitgehend standardisiert sein. Abschließend sind Forderungen für die weitere Entwicklung formuliert.
In der Europäischen Union (EU) gab es 1999 circa 1,3 Millionen Straßenverkehrsunfälle mit Personenschaden, wobei circa 42.000 Personen getötet wurden. Ziel der EU ist es diese Zahl auf 25.000 im Jahr 2010 zu senken. Die EEVC befasst sich bereits seit Anfang der 80er Jahre mit der Thematik Fußgängerschutz in verschiedenen Arbeitsgruppen. Im Dezember 1998 legte die EEVC-Arbeitsgruppe 17 "Fußgängersicherheit" ihren Abschlussbericht vor, in dessen Anhang ein Prüfverfahren zum fahrzeugseitigen Fußgängerschutz enthalten ist. Dieses Prüfverfahren wird vorgestellt. Es basiert auf Komponententests. Unterschieden werden drei Prüfkörperarten und insgesamt vier Prüfkörper. Aus wissenschaftlicher Sicht und aus Sicht der Unfallforschung empfiehlt die EEVC-Arbeitsgruppe 17 eine umfassende Einführung des vorgeschlagenen Prüfverfahrens mit allen Prüfkörpern, gegebenenfalls in Form einer stufenweisen Einführung.
Seit 1997 gibt es in Europa unter dem Namen Euro NCAP (European New Car Assessment Programme) einheitliche Test- und Ratingverfahren. Sie liefern Informationen über den Insassen- und über den Fußgängerschutz. Euro NCAP hat seither fast 90 Fahrzeugmodelle in jeweils drei unterschiedlichen Crashtest-Konfigurationen untersucht und die Ergebnisse den europäischen Konsumenten zugänglich gemacht. Im Beitrag wird auf die Testbedingungen, die Euro NCAP-Ratingverfahren sowie auf die Weiterentwicklung von Euro NCAP eingegangen. Ein wichtiger Aspekt wird dabei auch die weltweite Harmonisierung der Test- und Ratingverfahren sein.

Die Wegweisung im Straßenverkehr hat verschiedene Aufgaben zu erfüllen. Der Wegweisung auf Autobahnen kommt dabei aufgrund des hohen Anteils an ortsunkundigen Kraftfahrern eine besondere Bedeutung zu. Im Beitrag werden zentrale Aspekte zur Wegweisung näher erläutert. Unter anderem sind dies Lesbarkeit, Gestaltung der Beschilderung, Verständlichkeit, Erkennbarkeit, Systematik etc. Anhand der Beschilderung an einer Anschlussstelle werden diese Aspekte konkret erläutert.
