Der Sinn der ortsfesten Geschwindigkeitsüberwachung ("Starenkästen") liegt darin, die Einhaltung der zulässigen Höchstgeschwindigkeiten an besonders gefährlichen Stellen und Strecken im Straßennetz zu überwachen. Mit diesem Instrument wird erreicht, dass bereits nach kurzer Zeit die örtlichen Tempolimits eingehalten werden. Die Folge sind Unfallrückgänge von 50 bis 85 Prozent, und zwar insbesondere bei den schweren Unfällen. Dennoch halten sich in der Öffentlichkeit, bei Kommunalpolitikern und teilweise auch bei den Fachverwaltungen noch immer eine Reihe von Vorurteilen, die im Beitrag aufgegriffen und diskutiert werden. Außerdem ist erstmals eine Übersicht über die derzeitigen Standorte der etwa 2.100 Starenkästen zur Geschwindigkeitsüberwachung in Deutschland nach Bundesländern, Straßenkategorien und zulässiger Geschwindigkeit zusammengestellt. Schließlich wird ein kurzer Ausblick auf aktuelle Forschungsvorhaben zur Verkehrsüberwachung in Europa gegeben. In diesem Maßnahmenfeld besteht noch ein hohes, ungenutztes Sicherheitspotenzial.
Es wird über einen Kongress zur Gestaltung von Verkehrssicherheitskampagnen berichtet. Ziel dieses Kongresses war es, im europäischen Vergleich Stellenwert und Wirkung verschiedener Stilmittel und insbesondere die Vor- und Nachteile der Konfrontation als Instrument von Kampagnen herauszuarbeiten. Der Kongress bestätigte die verkehrspolitische These, dass es in der Verkehrssicherheitsarbeit keine für alle Staaten richtigen Konzepte für Erziehung und Aufklärung geben kann.
In September 2004 the first international symposium called ESAR (Expert Symposium on Accident Research) was carried out at the University of Hannover (Germany). The idea for such international conference was to bring together experts from the fields of accident investigation teams worldwide to present their results for a common audience of people from government, industry and other universities. The first conference was a really sufficient one and followed by the second symposium also at the Hannover Medical School two years later in 2006. This two year rhythm was now continued with the third conference in Hannover again in 2008. It is planned to carry out ESAR every two years also in the future. ESAR is a scientific colloquium and can be seen as a platform for exchange of information on accident research issues based on methodologies of investigation, injury mechanisms and injury assessment, accident causation and other issues of statistical accident data analysis. Representatives from authorities as well as from medical and technical institutions come together to discuss new research issues and exchange experiences on accident prevention and the complex field of accident reconstruction. Special focus was given to the target the European Union set for itself in 2000 which stipulates that within 10 years the number of person killed in road traffic accidents must be cut in half. To reach this goal, optimized measures, comprehensive research and analysis are necessary. A key hurdle comes from the European Union extension to 27 member states, each featuring different levels of traffic safety standards and different accident scenarios. Existing results from long term research projects in Europe, the USA, Australia and Japan including analyses of infrastructure, population, vehicle fleet and driver behaviour offer an excellent basis for understanding and improving countermeasures and research support needs in underdeveloped countries. ESAR's goal is to bring together researchers from all parts of the world, who will report on their methods and recommendations to improve traffic safety based on "In-Depth-Investigations" of real world accidents. These In-depth-investigations of accidents require thorough documentation and an accident data analysis on multidisciplinary levels which must be carried out immediately after it occurs. ESAR presents scientists the opportunity to present their studies on a common basis of research level.
Im Jahr 2004 fand an der Medizinischen Hochschule Hannover die erste ESAR-Konferenz (Expert Symposium on Accident Research) statt. Die Idee einer internationalen Konferenz war aus der Notwendigkeit entstanden, diejenigen Experten zusammen zu bringen, die weltweit tätig sind und Verkehrsunfälle wissenschaftlich analysieren, um ihre Ergebnisse gemeinsam zu diskutieren und einem Zielpublikum von Behördenvertretern, Entwicklungsingenieuren der Automobilindustrie und anderen Wissenschaftlern darzubringen. Die durch Professor Otte initiierte und nun zum vierten Male organisierte Konferenz fand eine breite Akzeptanz und ist mittlerweile Bestandteil einer Konferenzlandschaft mit Zielvorträgen von der Fahrzeugsicherheit bis hin zur Verletzungsanalyse und den Unfallursachen. ESAR kann als wissenschaftliches Kolloquium und Plattform für einen Informationsaustausch der Unfallforscher angesehen werden, die sich speziell mit Methoden der Unfalluntersuchung, mit Verletzungsmechanismen und der Bewertung von Verletzungen, Unfallursachen und anderen Bereichen der statistischen Unfalldatenanalyse befassen. Experten aus den Bereichen der Medizin, der Verkehrspsychologie und der Technik sowie Vertreter zuständiger Behörden kommen hier zusammen, um die Erfahrungen in der Unfallprävention und der Unfallrekonstruktion zu diskutieren und um der Forschung neue Felder zu eröffnen. Neben den Belangen der Europäischen Gemeinschaft werden auch die weltweit zu registrierenden hohen Verletztenzahlen berücksichtigt. Wissenschaftliche Vorträge aus aller Welt tragen dazu bei, geeignete Maßnahmen und Methoden zur Analyse und drastischen Verringerung der Zahl der bei Verkehrsunfällen Getöteten zu entwickeln. Die Zusammensetzung des Teilnehmerkreises dieser wie früherer ESAR-Konferenzen hat längst eine über Europa hinausgreifende Internationalitaet erreicht und bietet daher einen aufschlussreichen Überblick über die verschiedenen Standards bestehender Verkehrssicherheit und unterschiedlichen Unfallszenarien und über die Anforderungen an die Unfallanalysen. Die Ergebnisse langjähriger Forschungsarbeiten in Europa, USA, Australien und asiatischen Ländern beinhalten unterschiedliche infrastrukturelle Zusammenhänge und geben Erkenntnisse über Population, Fahrzeugbestand und Fahrereigenschaften. Derartige Informationen bilden eine exzellente Basis für abzuleitende Empfehlungen und Maßnahmen für die Erhöhung der Verkehrssicherheit international.

Der Vorschlag, dass alle Kraftfahrzeuge auch am Tag mit Licht fahren sollen, wird seit vielen Jahren national und international diskutiert. Aufgrund dessen hat das Bundesministerium für Verkehr, Bau- und Wohnungswesen die Bundesanstalt für Straßenwesen beauftragt, die Auswirkungen des Fahrens mit Licht am Tag auf die Straßenverkehrssicherheit in Deutschland im Rahmen eines Forschungsprojektes genauer zu untersuchen. Auf der Basis einer Bewertung der internationalen Literatur zur Wirksamkeit des Fahrens mit Licht am Tag kommt die BASt zu dem Ergebnis, dass bei obligatorischer Einführung dieser Verkehrssicherheitsmaßnahme in der Bundesrepublik Deutschland eine deutliche Verbesserung der Verkehrssicherheit erwartet werden kann. Die Unfallrückgänge liegen in einer Größenordnung von über 3%. Die Befürchtung, dass sich demgegenüber Nachteile für schwächere Verkehrsteilnehmer, insbesondere Motorradfahrer, ergeben und deren Unfallhäufigkeit steigt, konnte nicht erhärtet werden. Die obligatorische Einführung des Fahrens mit Licht am Tag ist unter gesamtwirtschaftlichen Gesichtspunkten auch effizient. Den zu erwartenden Sicherheitsnutzen in Höhe von umgerechnet 1 Mrd. € je Jahr stehen Kosten in Folge des zunehmenden Kraftstoffverbrauchs und der damit verbundenen Emissionen in Höhe von 630 Mio. € (ungünstigster Fall: Fahren mit Abblendlicht) gegenüber. Auf lange Sicht sinken mit speziellen Tagfahrleuchten diese Kosten auf 150 Mio. € (Tagfahrleuchten in Glühlampentechnik) oder sogar nur 60 Millionen Euro (Tagfahrleuchten in LED-Technik). Es wird deshalb empfohlen, - für Neufahrzeuge eine Ausrüstung mit Tagfahrleuchten mit automatischer Aktivierung, gekoppelt an die Zündung, vorzuschreiben, - sowie einen Dämmerungsschalter zur automatischen Einschaltung des Abblendlichts obligatorisch einzuführen. Um einen nachteiligen Sicherheitseffekt durch die Durchmischung mit beleuchteten und unbeleuchteten Fahrzeugen zu vermeiden, ist für Altfahrzeuge ohne spezielle Tagfahrleuchten das Fahren mit Licht am Tag ganzjährig auf dem gesamten Straßennetz dringend zu empfehlen. Die Empfehlung für den bestehenden Kraftfahrzeugbestand sollte spätestens zum Zeitpunkt der Einführung der Ausstattungsvorschrift für die Neufahrzeuge ausgesprochen werden.
Nigeria ranks one of the highest countries in the world with the largest accident, especially when measured by whiplash associated disorders, whereas, traffic safety education rate, data and information been widely known as preventive indicators have been grossly neglected. In Nigeria, traffic safety enlightenment, awareness, political understanding and appreciation of the problem's magnitude are lacking. This study, therefore, seeks to understand and document the fact that accident causation factors in Nigeria relate more to the problem of development, poverty, knowledge and education as evidenced in most other developing countries. Among the primary accident causation factors on Nigerian roads are: - lack of a transportation system or multi-model integration - sub-standard and obsolete vehicles and road furniture - poor road maintenance, investment and engineering management - paucity of road users' and drivers' knowledge, skill, enlightenment and education of the road Use This paper submits that Nigeria being a developing nation requires purely primitive strategies being cost effective (health wise) than curative measures. It is in this light that an enduring, comprehensive and sustainable traffic safety educational programmes information base and data inventory, analysis and implementations form the focus of this study. This effort will provide basic guidelines framework and implementation procedure for a successful prevention of whiplash associated disorder resulting from road traffic crashes in Nigeria and other parts of the world.
Die Dokumentation befasst sich mit den Vorbereitungsarbeiten für die Initiierung der Verkehrssicherheitsaktion "Minus 10 Prozent". Österreichische Bundes- und Landesbehörden sollten durch eine private Institution, dem Kuratorium für Verkehrssicherheit, motiviert werden, der Durchführung dieser Aktion zuzustimmen bzw. diese zu unterstützen. Möglichst viele österreichische Bezirkskörperschaften sollten gewonnen werden, sich freiwillig an dieser Aktion zu beteiligen. Gegründet werden sollte ein Verkehrssicherheitskomitee, in das auch nichtbeamtete Personen aufgenommen werden sollten. Durch ein verstärktes Engagement über die amtlichen Aktivitäten hinaus sollten Unfälle mit Personenschäden binnen eine Jahres um 10 Prozent reduziert werden. Die Vorgangsweisen des Kuratoriums für Verkehrssicherheit zur Motivierung der Bundes-, Landes- und Bezirksbehörden werden ebenso dargestellt wie die ersten Resultate nach Ablauf von 4 Monaten der Aktion, an der alle Bezirkskörperschaften Österreichs teilnahmen.

Traffic on German roads is increasing continuously. The research of the Federal Institute for Materials Research (BASt) is concerned with a road system that will be functioning well in the future, that is safe and economically and ecologically sustainable. Every two years, BASt reports on its tasks, research projects and selected administrative topics. The current report comprises the years of 2011 and 2012. On 151 pages, it provides an idea of current research about important topics of roads and traffic. The projects SKRIBT and SKRIBTPlus examined the behaviour of drivers in tunnels in hazardous situations. It was discovered that in situations like this many people often react inadequately and too late. The collected data were used to develop new concepts that improve behaviour in hazardous situations in tunnels. In recent years, new safety systems that improve braking behaviour in hazardous situations have been installed in vehicles. However, for end users it is difficult to compare different systems because they have no access to suitable assessments. The EU project ASSESS (Assessment of Integrated Vehicle Safety Systems for improved vehicle safety) in which BASt is involved as a key partner therefore developed a uniform procedure for assessment and legal questions. Many European countries agree: Alcohol, drugs and medication in road traffic constitute a safety risk on European roads. In order to gain new insights and to develop suitable countermeasures, the European Commission approved of the largest research project to improve road safety to date: DRUID (Driving Under the Influence of Drugs, Alcohol and Medicines). This BASt-coordinated project took five years and involved institutes from 18 European countries. The result is a comprehensive stock taking and concrete suggestions on measures to be taken. A mayor part of the work of BASt also comprises extension and maintenance of the entire road infrastructure. The report "How will we make constructions in the future: Road construction without oil?" for instance examines the question how we will maintain and extend our roads in the future with resources becoming scarcer and more expensive. Furthermore, the campaign "on" the road plays a major part at BASt. For years there has been a shortage of parking spaces for trucks on federal highways. To remedy this situation, BAST has developed a new control approach: The so-called compact parking system increases capacities and uses them more effectively by parking trucks in a line according to their planned departure time.
Bicyclists and pedestrians belong to the most endangered groups in urban traffic. The EU-funded collaborative research project PROSPECT (‘PROactive Safety for PEdestrians and CyclisTs´) aims to significantly improve safety of those unprotected traffic participants by expanding the scope of scenarios covered by future active safety systems in passenger cars. Concepts for sensor control systems are built into three prototypes covering emergency interventions such as Autonomous Emergency Braking (AEB) as well as Autonomous Emergency Steering (AES). These systems tackle the well-known challenges of currently available systems including limited field-of-view by sensors, fuzzy path prediction, unreliable intent reaction times and slow reaction times. These highly innovative functions call for extensive validation methodologies based on already established consumer testing procedures. Since these functions are developed towards the prevention of intersection accidents in urban areas, a key aspect of the advanced testing methodology is the valid approximation of naturalistic trajectories using driving robots. Eventually, several simulator studies complemented a user acceptance and benefit analysis to evaluate the expected overall impact of the PROSPECT systems. The results achieved within the PROSPECT project are highly relevant for upcoming test protocols regarding the most critical situations with Vulnerable Road Users (VRU). With introducing the new methods in Euro NCAP (European New Car Assessment Programme) a significant increase in road safety is expected.
Assessment of the effectiveness of Intersection Assistance Systems at urban and rural accident sites

An Intersection Collision Avoidance System is a promising safety system for accident avoidance or injury mitigation at junctions. However, there is still a lack of evidence of the effectiveness, due to the missing real accident data concerning Advanced Driver Assistance Systems. The objective of this study is the assessment of the effectiveness of an Intersection Collision Avoidance System based on real accidents. The method used is called virtual pre-crash simulation. Accidents at junctions were reconstructed by using the numerical simulation software PC-Crashâ„¢. This first simulation is called the baseline simulation. In a second step the vehicles of these accidents were equipped with an Intersection Collision Avoidance System and simulated again. The second simulation is called the system simulation. In the system simulation two different sensors and four different intervention strategies were used, based on a time-to-collision approach. The effectiveness of Intersection Collision Avoidance System has been evaluated by using an assessment function. On average 9% of the reviewed junction accidents could have been avoided within the system simulations. The other simulation results clearly showed a change in the principal direction of force, delta-v and reduction of the injury severity.
In einem Forschungsprojekt der Bundesanstalt für Straßenwesen (BASt) wurde der Einfluss von arbeits- und tätigkeitsbezogenen Belastungen und Stress auf das Verkehrsverhalten von Lkw-Fahrern im Straßengüterverkehr untersucht. Ausgangspunkt der Überlegungen war das transaktionale Stressmodell, das ein Zusammenwirken von Person und Umwelt im Umgang mit Stress annimmt. Insgesamt wurden 555 Lkw-Fahrer nach ihren Arbeitsbedingungen, den wesentlichen Belastungsfaktoren, ihrem Umgang mit tätigkeitsbezogenem Stress sowie ihrem Fahrverhalten und ihrer Verkehrsauffälligkeit befragt. Aus den Ergebnissen der Untersuchung sowie den Ergebnissen eines abschließenden Experten-Workshops werden Ansatzpunkte für Maßnahmen zur Erhöhung der Verkehrssicherheit von Lkw-Fahrern abgeleitet.
Nachdem die Zahl der im Straßenverkehr Getöteten von 1972 bis 1978 um 27% gesunken war und seitdem eine etwa stagnierende Getötetenrate festzustellen war, beschloss die Regierung 1981, die Getötetenrate innerhalb der nächsten 5 Jahre um 1/3 weiter zu senken. Dazu wurden 2 neuartige Programme ins Leben gerufen, „REAGIR“ und „Das Ziel: Minus 10%“. Beim durch eine Programm „REAGIR“ ist vorgesehen, auf jeden schweren Unfall durch eine multidisziplinäre Untersuchung zu reagieren und durch Verbesserungsvorschläge einer entsprechend geschulten Kommission durch Verbesserungsvorschläge eine Abhilfe zu ermöglichen. Beim Programm „Das Ziel: Minus 10%" werden durch Bereitstellung von Geldbeträgen (10.000 bis 500.000 FF) bei den Kommunen Anreize geschaffen, sich auf dem Gebiet der Verkehrssicherheit intensiver zu bemühen.
Beide Programme sollten 1983 in der Breite umgesetzt werden, liefen aber weniger rasch an, so dass es für eine Wertung der erzielten Ergebnisse noch zu früh ist.
In the last years various new driver information and driver assistance systems made their way into modern vehicles and there are yet countless systems underway. However, expenses for both, the development and the construction of these systems are tremendous. Therefore the interest of evaluating systems keeps growing steadily, not only regarding the results of systems developed in the last years but also regarding system ideas. Only if at least a rough benefit estimation is given, the industry can decide which development should be supported. However, there is still a lack of transparency of possible and useful methods for these kinds of estimations. These were analyses and structured in this study.
Accident data shows that the vast majority of pedestrian accidents involve a passenger car. A refined method for estimating the potential effectiveness of a technology designed to support the car driver in mitigating or avoiding pedestrian accidents is presented. The basis of the benefit prediction method consists of accident scenario information for pedestrian-passenger car accidents from GIDAS, including vehicle and pedestrian velocities. These real world pedestrian accidents were first reconstructed and the system effectiveness was determined by comparing injury outcome with and without the functionality enabled for each accident. The predictions from Volvo Cars" general Benefit Estimation Model are refined by including the actual system algorithm and sensing models for a relevant car in the simulation environment. The feasibility of the method is proven by a case study on a authentic technology; the Auto Brake functionality in Collision Warning with Full Auto Brake and Pedestrian Detection (CWAB-PD). Assuming the system is adopted by all vehicles, the Case Study indicates a 24% reduction in pedestrian fatalities for crashes where the pedestrians were struck by the front of a passenger car.
Erfahrungen in Deutschland mit der Anwendung der EU-Empfehlung "Europäischer Grundsatzkatalog zur Fahrer-Fahrzeug-Schnittstelle für Informations- und Kommunikationssysteme" werden beschrieben und daraus Konsequenzen abgeleitet. Insgesamt ist die ergonomische Bewertung der Mensch-Maschine-Schnittstelle von Fahrerinformations- und -Kommunikationssystemen nicht als einmaliges Ereignis, sondern als immer wieder zu durchlaufender Vorgang anzusehen, da neben neuen wissenschaftlichen Erkenntnissen jeweils neu entwickelte Geräte und Systeme zu berücksichtigen sind, was eine Anpassung der Grundsätze beziehungsweise eine Öffnung der Grundsätze für technische Neuerungen mit hohem Sicherheitsstandard erfordern könnte. Demonstrationen neuartiger Bedienkonzepte, Systementwicklungen und Arbeitstechniken sowie die hierzu durchgeführten Nutzertests verdeutlichen, dass ergonomisch sehr vielversprechende Lösungen (wie zum Beispiel Schnittstellen, die Eingaben mittels Gestik gestatten) existieren, beziehungsweise sich in der Entwicklung befinden. Diese Lösungen zeigen, dass die Empfehlung in weiten Bereichen technologieabhängig, das heißt, mit Blick auf Neuentwicklungen, nicht erschöpfend ist. Die Weiterentwicklung der Grundsätze sowie die Bewertung der sicheren Gestaltung der Mensch-Maschine-Schnittstelle bedarf nicht nur einer europaweit, sondern weltweit abgestimmten Vorgehensweise.
Powered Two Wheelers (PTWs) accidents constitute one of the road safety problems in Europe. PTWs fatalities represent 22% at EU level in 2006, having increased during last years, representing an opposite trend compared to other road users" figures. In order to reduce these figures it is necessary to investigate the accident causation mechanisms from different points of view (e.g.: human factor, vehicle characteristics, influence of the environment, type of accident). SAFERIDER project ("Advanced telematics for enhancing the SAFEty and comfort of motorcycle RIDERs", under the European Commission "7th Framework Program") has investigated PTW accident mechanisms through literature review and statistical analyses of National and In-depth accident databases; detecting and describing all the possible PTW's accident configurations where the implementation of ADAS (Advanced Driver Assistance Systems) and IVIS (In-Vehicle Information Systems) could contribute to avoid an accident or mitigate its severity. DIANA, the Spanish in-depth database developed by CIDAUT, has been analyzed for that purpose. DIANA comprises of accident investigation teams, in close cooperation with police forces, medical services, forensic surgeons, garages and scrap yards. An important innovation is the fact that before injured people arrive to hospitals, photographs and explanations about the possible accident injury mechanisms are sent to the respective hospitals (via 3G GPRS technology). By this, additional information to medical staff can be provided in order to predict in advance possible internal injuries and select the best medical treatment. This methodology is presented in this paper. On the other hand, the main results (corresponding to road, rider and PTW characteristics; pre and post-accident manoeuvres; road layout; rider behaviour; impact points; accident causations;...) from the analyses of the PTW accidents used for SAFERIDER are shown. Only accident types relevant to ADAS and IVIS devices have been considered.
In recent years the boundaries between active and passive safety blurred more and more. Passive safety in the traditional term includes all safety aspects to prevent occupants to be injured or at least injury severity should be reduced. Passive Safety starts with the collision (first vehicle contact) and ends with rescue (open vehicle doors). Within this phase the occupant has to be protected by the passenger compartment whereby no intrusion should occur. Active safety on the other side was developed to interact prior to the collision whereby the goal is to prevent accidents. The extensive interaction between active and passive safety led to the terminologies "Primary" and "Secondary" safety whereas the expression Integrated Safety Concept was generated. Within this study the most well documented single vehicle accidents with cars not equipped with ESP were identified from the PENDANT database and reconstructed. Additional cases were found in the database ZEDATU of TU Graz. In comparison each case was simulated with the assumption that the cars were equipped with ESP. The differences regarding accident avoidance or crash severity as well as reduction of injury risk were analysed.
Because of actual developments and the continuous increase in the field of drive assistant systems, representative and detailed investigations of accident databases are necessary. This lecture describes the possibility to estimate the potential of primary and secondary safety measures by means of a computerized case by case analysis. Single primary or secondary safety measures as well as a combination of both are presented. The method is exemplarily shown for the primary safety measure "Brake Assist" in pedestrian accidents. Regarding accident prevention only the primary safety measure is determined.
In den sechs Städten Berlin, Borgentreich, Buxtehude, Esslingen, Ingolstadt und Mainz wird das Forschungsvorhaben "Flächenhafte Verkehrsberuhigung" modellhaft für Zentren-, Zentrenrand- und Randgebiete durchgeführt. Die Ziele und Inhalte des Vorhabens gehen über die bisherigen Verkehrsberuhigungsprojekte hinaus und klammern auch verkehrsreiche Straßen nicht aus. Wirkungen auf den Gebieten Verkehr, Umwelt und Städtebau werden durch ausführliche Vorher-/Nachherbeobachtungen von den hierfür zuständigen Bundesressorts und ihren wissenschaftlichen Instituten ebenso untersucht wie Akzeptanz- und Durchführungsprobleme. Erste Maßnahmen und Ergebnisse aus Buxtehude (Tempo-30-Versuch) und Berlin werden geschildert. Auf prinzipielle Fragen zur Intensität der Umgestaltung und flächenhaften Wirkung, zur Verdrängung des Durchgangsverkehrs, zu verkehrsberuhigten Bereichen sowie zur Akzeptanz der Maßnahmen durch den Bürger wird eingegangen.
Der Beitrag gibt den Inhalt eines Vortrags auf dem Forum des Deutschen Verkehrssicherheitsrats (DVR) 2006 in München wieder. Anhand der folgenden 4 Statements wird eine Einschätzung des möglichen Sicherheitsgewinns durch bisher entwickelte beziehungsweise in der Entwicklung befindliche Fahrerassistenzsysteme vorgenommen: 1) Ein hohes Unfallvermeidungspotenzial besteht für die Funktionen "Kreuzungsassistenz", "Unterstützung bei der Wahl einer situationsangepassten Geschwindigkeit" und "Kollisionswarnung/-vermeidung im Längsverkehr". 2) Ungefähr ein Drittel aller Unfälle kann nur durch aktiv eingreifende Fahrerassistenzsysteme verhindert werden. 3) Die erfolgversprechendsten Assistenzfunktionen sind äußerst komplex, bedürfen noch einigen Entwicklungsaufwands und ihrer Einführung stehen zum Teil erhebliche rechtliche Hürden gegenüber. 4) Ein hohes Sicherheitspotenzial bedeutet nicht unbedingt auch einen tatsächlich hohen Sicherheitsgewinn. Abschließend wird dargelegt, welche Maßnahmen dazu beitragen könnten, die Sicherheitspotenziale von Fahrerassistenzsystemen zu erschließen.
In der amtlichen Statistik der Unfälle wird zwischen "Abkommen von der Fahrbahn nach links" und "Abkommen nach rechts" unterschieden. Jene Unfälle sind nicht erfasst, bei denen es zunächst auf der Fahrbahn zu einem leichten Zusammenstoß kommt, infolge dessen ein Auto von der Fahrbahn abkommt, wobei unter Umständen schwere Unfallfolgen entstehen. Im Jahre 1984 wurden unter Unfallart "Abkommen" 2.092 Getötete = 28,5 % aller im Straßenverkehr 1984 Getöteten ausgewiesen. Die Verteilung der Unfälle auf Innerortsstraßen, Landstraßen und Autobahnen wird angegeben. Die Unfallschwere beim Abkommen nach rechts ist bedeutend größer als beim Abkommen nach links. Mehr als 80 % der abkommenden Fahrzeuge verlassen die Fahrbahn unter 20 Grad. Die größere Unfallschwere beim Abkommen nach rechts wird auf Fehlen von Schutzplanken zurückgeführt. Der günstige Einfluss von Randmarkierungen wird nicht erwähnt. An der Zahl schwerer Unfallfolgen haben Bäume an Landstraßen einen 50 %-Anteil. Sie sollten 5 m, in Außenkurven 10 m vom Fahrbahnrand entfernt sein, andernfalls durch Buschgruppen ersetzt oder durch Schutzplanken geschützt werden. Würde man durch wirksame Maßnahmen die Unfälle durch Abkommen nach rechts auf die Zahl der Unfälle durch Abkommen nach links reduzieren, würden sich die volkswirtschaftlichen Kosten um rund. 3 Mrd. DM jährlich vermindern.
