To determine whether the model "Accompanied driving from age 17" (AD17) contributes to improvement of young drivers' road safety, two large random samples of novice drivers drawn from the Central Register of Driving Licences (ZFER) held at the Federal Motor Transport Authority (KBA) were compared in terms of the rates of accident involvement and traffic offences at the start of their solo driving career. The samples comprised former participants in the AD17 model and novice drivers of the same age who had obtained a driving licence in the conventional manner immediately after their 18th birthday. Both analysis groups were contacted by post and asked to complete an online questionnaire. In response, 19,000 drivers reported on their first year of solo driving and on the occurrence of any accidents or traffic offences during this period. The analyses were repeated with two "silent" analysis groups comprising a total of 75,000 drivers, for whom any records of traffic offences were retrieved from the Central Register of Traffic Offenders (VZR), with a distinction being made between offences in connection with an accident and other offences. The AD17 model was introduced in all 16 German federal states between April 2004 and January 2008. By the end of 2009, almost one million novice drivers had participated in the model, and almost three-quarters of the target group - so-called "early beginners" who wished to commence solo driving immediately after reaching the age of 18 years - opted for the AD17 model. The phase of introduction of the model was associated with a temporary increase of around five per cent in the demand for driving licences from persons under 19 years of age. During the first year of solo driving, the rate of accident involvement for AD17 participants was 19 per cent lower and the rate of traffic offences 18 per cent lower than for drivers of the same age who had obtained their driving licence in the conventional manner. After adjustment for confounds (e.g. gender and vehicle availability), a reduction in accidents by 17 per cent and in traffic offences by 15 per cent remained as an effect attributable to the model. A comparison on the basis of the distances driven indicated 22 per cent fewer accidents and 20 per cent fewer traffic offences. The results are statistically significant and apply to both male and female drivers. The findings were confirmed in the replication study based on VZR data, with one exception: For female AD17 drivers, and here only for VZR-recorded offences excluding accidents, no significant reduction was found. On the other hand, the rate for female drivers is already lower than that of their male counterparts by three-quarters. Approximately 1,700 injury accidents were prevented by implementation of the model in 2009.
Rear-end collisions are the most frequent same and opposite-direction crashes. Common causes include momentary inattention, inadequate speed or inadequate distance. While most rear-end collisions in urban traffic only result in vehicle damage or slight injuries, rear-end collisions outside built-up areas or on motorways usually cause fatal or serious injuries. Driver assistance systems that detect dangerous situations in the longitudinal vehicle direction are therefore an essential safety plus. In view of this, for ADAC, systems that alert drivers to dangerous situations and initiate autonomous braking complement ESC as one of the most important active safety features in modern vehicles. The aim of ADAC is to provide consumers with technical advice and competent information about the systems available on the market. Reliable comparative tests that are based on standardised test criteria may provide motorists with important information and help them make a buying decision. In addition, they raise consumer awareness of the systems and speed up their market penetration. The assessment must focus on as many aspects of effectiveness as possible and include not only autonomous braking but also collision warning and autonomous brake assist. The work of the ADAC accident research is the development of the testing scenarios with direct link to accident situations and the identification of useful test criteria for testing.
Police records about traffic accidents like used by IRTAD (International Road Traffic and Accident Database) and CARE (Community Road Accident Database) do not represent all road injuries. For instance, road accidents of bicyclists without a counterpart are usually not reported. Furthermore, IRTAD-like data contains hardly any information on injury outcome and accident circumstances. This information gap leads to an under-representation of the safety concerns of the most vulnerable road users like children and the elderly both in accident research and safety promotion. Injury registration for the European Injury Database (IDB), in turn, combines details of accident causation with diagnostic information that can be used to assess injury severity and long term consequences. The IDB is collecting data from hospital emergency department patients and is being implemented in a growing number of countries. In this article IDB results on mode of transport and injury outcome are presented from a sample of nine EU member states.
In Germany, courses for the restoration of the fitness to drive after licence revocation are provided for different offender groups (alcohol, drug and demerit point offenders). Providers of these courses are by law required to prove the effectiveness of the applied course programs. For the evaluation of effectiveness, the Federal Highway Research Institute (BASt) established specific "Reference Values" in 2002. The objective of the study at hand was to collect valid data in order to renew the old-established Reference Values from 2002. Additionally, data collection aimed at initializing Reference Values for drug offender programs. Over 66,000 drivers were analysed regarding their traffic probation in the three years after licence reinstatement. Offenders were assigned to an offender group (alcohol, drugs and demerit point offenders) based on the reason for prior licence revocation. Different indicators were used as criteria for re-offending: new alcohol or drug records, culpable accident involvement and repeated licence revocation. For each of the offender groups, frequency distributions regarding these indicators were calculated. Frequencies of recidivism are highest for the group of demerit point offenders. Compared to the Reference Values of this group from 2002, frequencies of re-offending increased. Conversely, re-offence frequencies of alcohol offenders are halved compared to the data from 2001. The analysis of the re-offence frequencies of drug offenders reveals an equal amount of re-offenders as in the alcohol offender group. The collected data serve as a good base for renewal of the old-established Reference Values and may be applicable as comparative data for future evaluations The results reveal significant differences between recent data and earlier studies. These may occur due to improvements of the applied programmes, but also due to situational changes, e.g. increased enforcement levels and expansion of the catalogue of offenses which lead to demerit points.
The practicability and feasibility of using alcohol ignition interlock devices has been discussed for more than 15 years in Germany. Thereby, judicial issues have been treated conversely. Consensus exists about the fact that the voluntary use of alcohol ignition interlocks is in all areas of possible use recommendable. Great reservation is shown concerning the operation of the devices for DUI (Driving Under Influence) offenders. Main doubts regard the missing legal base for application in such cases and potential circumvention attempts while the need of supportive psychological measures is unquestioned. In 2011, the Ministry of Transport, Building and Urban Affairs entered this topic in its newly released traffic safety programme as a matter of future research. Almost in parallel, the Federal Highway Research Institute (BASt) launched an alcohol ignition interlock project for DUI offenders. The study at hand aimed at developing a comprehensive programme concept for the use of alcohol ignition interlocks as additional measure to psychological rehabilitation for DUI offenders. Expert surveys serve as input for the establishment of a widely accepted innovative concept for nationwide implementation. By means of a pilot trial, the added value of using a combination of structural (alcohol interlock) and individual (psychological measure) intervention for DUI offenders to the existing countermeasure system should be studied. In addition, selection criteria for DUI offenders eligible for future programme participation should be defined. The majority of the experts evaluate the introduction of alcohol ignition interlocks as a good option to enhance traffic safety. The possibility of early psychological rehabilitation is emphasized in the process. Those who do not approve alcohol ignition interlock usage estimate the amount of offenders eligible for such programmes too small. The survey also revealed that legal regulations for issuing an alcohol interlock restricted licence to DUI offenders is missing. Hence, a possible amendment to the German Driving Licencing Regulation was developed within the project. Consultations with the Ministry of Transport, Building and Urban Affairs and the Ministry of Justice disclosed the need for a change of the road traffic law before an amendment to the existing regulations may be put into force. At least, the person responsible in the Ministry of Justice developed a proposal for the law section that needs revision. All in all, it became clear within the process of the project that a field trial in Germany is still a distant vision. Nevertheless, all institutions involved are motivated to deal with the matter further on in order to pave the way for a soon start of the pilot trial.
To date, the Trauma Registry (TraumaRegister DGU-® contains data of approximately 100.000 severely injured patients, 65% of which suffered from a road traffic crash. Thus, it is the world's largest data base for severely injured patients. The article describes the development of the registry and explains how it was rolled out over Germany using the established structure of the German Trauma Network (TraumaNetzwerk DGU-®). In addition, this article presents three typical use cases from the fields of quality management, policy making and system-wide interventions, clinical research and injury prevention. In conclusion, the TraumaRegister DGU-® is a well-established tool for various purposes related to the control and reduction of the burden of road injury. Its ongoing expansion to other countries will support the goal of international benchmarking of hospitals and trauma systems.
Für die Instandsetzung von schadhaften Betonfahrbahnplatten mittels "Heben und/oder Festlegen" werden in zunehmendem Maße Injektionsmaterialien aus Kunststoff verwendet. Aktuell existieren für die Prüfung und Bewertung derartiger Materialien mittels straßenbauspezifischer Kennwerte jedoch noch keine hinlänglichen Erfahrungen und Prüfvorschriften. In Laborversuchen wurden nunmehr geeignete Prüfungen und Auswertalgorithmen entwickelt und zweckgerichtete Festigkeitskennwerte an ausgesuchten Materialien bestimmt sowie erste Anforderungswerte formuliert. Zudem wurden die Wirksamkeit und die Dauerhaftigkeit von Unterpressungen im Hinblick auf das verwendete Injektionsmaterial in Praxisversuchen überprüft. Aus den Ergebnissen der Tragfähigkeitsmessungen ließ sich vorerst folgern, dass durch das Unterpressen von Fahrbahnplatten die Tragfähigkeits- und Lagerungsbedingungen signifikant verbessert werden können. Unterschiede in der kurzfristigen Wirksamkeit - im Hinblick auf das verwendete Injektionsmaterial - konnten hierbei nicht explizit deduziert werden. Vielmehr zeigte sich, dass die Dauerhaftigkeit maßgeblich von den vorliegenden Randbedingungen, das heisst, faktisch von der richtigen Auswahl des Materials abhängt.
Ziel der Untersuchung war es, anhand realer Fälle adaptive Steuerungen von Lichtsignalanlagen für städtische Hauptverkehrsstraßen mit konventionellen Steuerungen zu vergleichen. Für die Untersuchung wurden je zwei Hauptverkehrsstraßen in Münster und Remscheid ausgesucht, auf denen adaptive Steuerungen eingerichtet wurden. Dabei wurde zunächst eine konventionelle Koordinierung mit weitgehend verkehrsabhängigen Elementen hergestellt. Zusätzlich konnte jeweils eine adaptive Steuerung geschaltet werden. Auf allen Strecken wurden systematisch Testfahrten bei Schaltung der verschiedenen Steuerungszustände durchgeführt. Die hierbei mittels GPS aufgezeichneten Fahrzeugtrajektorien wurden hinsichtlich der Anzahl von Halten und der Wartezeiten analysiert, um so zu einer verkehrstechnischen Beurteilung zu gelangen. Auf der ersten Teststrecke in Münster konnte durch die adaptive Steuerung eine deutliche Verbesserung des Verkehrsablaufs erreicht werden. Auf der zweiten Teststrecke in Münster ließ sich dieser Erfolg nicht wiederholen. Es traten teilweise erhebliche verkehrliche Verschlechterungen bei Schaltung der adaptiven Steuerung ein. Auf den Teststrecken in Remscheid ergaben sich durch die adaptive Steuerung in jeweils einer Fahrtrichtung Verbesserungen des Verkehrsflusses. Dem stehen jedoch Verschlechterungen in der Gegenrichtung gegenüber. Weil eine direkte Erfassung der Immissionen vor Ort nicht möglich war, wurde eine Antwort hinsichtlich der ökologischen Wirkungen durch mikroskopische Simulation gesucht. Für je eine Strecke in Münster und Remscheid wurde die adaptive Steuerung in ein VISSIM-Modell integriert. Die simulierten Fahrzeugtrajektorien wurden durch das Verfahren PHEM im Hinblick auf die Schätzung der Emissionen analysiert. Dabei zeigte sich in Münster eine leichte Verbesserung (1,0 %) der ökologischen Auswirkungen als Folge der adaptiven Steuerung. In Remscheid zeigte sich nach den eingetretenen ungünstigen verkehrlichen Wirkungen erwartungsgemäß auch eine Verschlechterung der ökologischen Auswirkungen. Die Ergebnisse der mikroskopischen Simulation in Verbindung mit der adaptiven Steuerung auf diesem Streckenzug unterlagen jedoch erheblichen Schwankungen, sodass hiermit lediglich tendenzielle Aussagen möglich sind. Im Ergebnis zeigte sich, dass die adaptiven Verfahren die Möglichkeit eröffnen, den Verkehrsfluss auf städtischen Hauptverkehrsstraßen zu verflüssigen. Dabei können auch Verbesserungen hinsichtlich der Schadstoffemissionen und des Energieverbrauchs eintreten. Diese Verbesserungen können jedoch nicht uneingeschränkt vorausgesetzt werden, sondern bedürfen einer zum Teil längerfristigen, kostenintensiven Einstellungsphase.
Die Jahresauswertung 2011 der automatischen Dauerzählstellen in Deutschland enthält Aussagen über die Verkehrsentwicklung im Bundesfernstraßennetz sowie differenzierte Einzelergebnisse für 1.488 Zählstellen. Die Erfassung und Aufbereitung der Daten erfolgte durch die Bundesländer in Zusammenarbeit mit der Bundesanstalt für Straßenwesen (BASt) im Auftrag des Bundesministeriums für Verkehr, Bau und Stadtentwicklung (BMVBS). Die Daten des Jahres 2011 wurden im Rahmen dieser Untersuchung übernommen, einer ergänzenden Überprüfung unterzogen, ausgewertet und den Ergebnissen des Vorjahres gegenübergestellt. In Deutschland betrug die Jahresfahrleistung auf den Bundesautobahnen 223,2 Mrd. Kfz-km und auf den außerörtlichen Bundesstraßen 110,4 Mrd. Kfz-km. Die mittleren DTV-Werte (DTV = durchschnittliche tägliche Verkehrsstärke) erreichten 47.700 Kfz/24 h auf Autobahnen und 9.550 Kfz/24 h auf außerörtlichen Bundesstraßen. Die relativen Veränderungen 2011/2010 betrugen für die mittleren DTV-Werte auf Autobahnen +2,8 % und auf außerörtlichen Bundesstraßen +2,4 %. Für die Jahresfahrleistung bedeutet dies gegenüber dem Vorjahr eine Veränderung von +3,0 % auf Autobahnen und +2,4 % auf außerörtlichen Bundesstraßen.
Die Umsetzungspraxis der Verkehrserziehung / Mobilitätsbildung in Kindergärten und Grundschulen wird durch zwei bundesweite Befragungen bei 685 Erzieherinnen bzw. 1.235 Lehrkräften erhoben. Erzieherinnen sind sich ihrer verkehrspädagogischen Verantwortung bewusst und erweisen sich als offen für die entsprechenden Anliegen der Kinder und deren Lebenswelt im räumlichen Umfeld. In Kindergärten dominieren die Sicherheitserziehung sowie die Förderung der Wahrnehmungsfähigkeit und Motorik. Thematisch wird die Kindersicherung im Pkw eher vernachlässigt. Gemeinwesenorientierte Kooperationen sind weit verbreitet. Dabei ist die Zusammenarbeit mit den Verkehrserziehern der Polizei zentral. Die Kooperation mit Grundschulen zeigt deutliche Defizite. Erzieherinnen fühlen sich meist nicht ausreichend auf das Thema "Verkehrserziehung / Mobilitätsbildung" vorbereitet. Die Verkehrserziehung / Mobilitätsbildung an den Grundschulen ist keineswegs randständig. Ihr Stellenwert bei den Lehrkräften ist hoch und die Befassung mit dem Thema wird überwiegend positiv gesehen. Hinsichtlich der verwendeten Methoden und aufgegriffenen Themen liegt der Schwerpunkt in der Sicherheitserziehung sowie in Bewegungsspielen. Die Potenziale der Ganztagsschule werden noch wenig für verkehrspädagogische Inhalte genutzt. Es zeigen sich Informationsdefizite bei den nicht als Obleute etc. tätigen Lehrkräften. Bei Kontaktierung, Materialienbezug und Kooperation stechen die Polizei, die Verkehrswacht und der lokale Verkehrsbetrieb hervor. Die schulinternen wie -externen Unterstützungs- und Beratungsangebote werden gut angenommen. Nur eine Minderheit der Befragten hat eine verkehrspädagogische Lehrveranstaltung besucht, eine entsprechende Zusatzqualifikation erworben oder an einer Fortbildung teilgenommen. Die Lehrkräfte zeigen Interesse an einschlägigen Fortbildungen. Der Bericht enumeriert Handlungsempfehlungen für die Entwicklung der Verkehrserziehung / Mobilitätsbildung im Elementar- und Primarbereich.
