The 6th RFP project DRUID aimed at supporting European transport policy makers by suggesting scientifically based recommendations to combat impaired driving. The main DRUID objectives were: 1. In-depth analysis of the problem situation with regard to DUI/DUID in Europe; 2. Assessment of prevalence and accident risks of DUI/DUID on the basis of epidemiological and experimental studies; 3. Evaluation of oral fluid screening devices and cost-benefit analysis of a strengthened drug driving enforcement; 4. Development of a classification system for medicines; 5. Evaluation of driver rehabilitation schemes and strategies of licence revocation; 6. Assessment of the effectiveness of new prescribing and dispensing guidelines for medicines; 7. Ddevelopment of policy recommendations on the basis of DRUID results. All in all, the DRUID results revealed that prevalence of psychoactive substance consumption, DUI/DUID, enforcement levels and legal strategies are very heterogeneous in European countries. Nonetheless, DRUID derives general recommendations as base for national solutions.
Berichtet wird über eine Studie, aus der ein stichprobentheoretisches Konzept zur Abschätzung des Ausmaßes des Drogen- und Medikamentenmissbrauchs bei Kraftfahrern inklusive einer Kostenschätzung erarbeitet wurde. Für das Konzept wurden die Ergebnisse einer bundesweiten Befragung bei Blutuntersuchungsinstituten sowie Informationen der Landespolizeien und der Innenministerien berücksichtigt.
Die Autorin stellt ein Schulungsprogramm für Polizeibeamte vor. Sie sollen in die Lage versetzt werden, drogenbeeinflusste Fahrer besser und schneller zu erkennen. Einbezogen in dieses Schulungsprogramm wurden auch verkehrsrelevante psychotrope Medikamente, weil diese oft als Drogenersatzmittel oder in übertherapeutisch hohen Dosen missbräuchlich konsumiert werden.
Abstract: The number of accidents that can be attributed to driving under the influence of psychoactive substances (alcohol, drugs, and certain medicines) is constantly on a high level with drugs and medicines proportionally increasing over the years. The overall objective of the EU 6th Framework Programme project DRUID is to gain better knowledge of the various aspects of driving under the influence of drugs, alcohol and medicines. DRUID wants to offer scientific support to EU transport policy makers by suggesting guidelines and measures to combat impaired driving. To reach this ambitious aim a wide range of studies is conducted. The various studies are divided into seven work packages with complex interdependencies. There are experimental studies assessing the effects of single and combined psychoactive substances on driving performance (WP1) as well as epidemiological studies aiming to assess the situation in Europe regarding prevalence of alcohol and other psychoactive substances in drivers (WP2).The principal objective of these studies is to gain relative risk estimates for traffic accident involvement of drivers impaired by psychoactive substances and to recommend substance concentration thresholds. A theoretical framework which allows the integration of the experimental and epidemiological findings serves as a fundament for developing these recommendations. WP3 aims at improving the possibilities of detecting drug driving in Europe. Police forces evaluate practically (under realistic enforcement conditions) oral fluid screening devices. A scientific evaluation of oral fluid screening devices and other methods (i.e. roadside checklists of signs of impairment) is done as well. The outcome of the practical and scientific evaluations serves as input to cost-benefit analyses of enforcement.
The UN Regulation No. 79 is going to be amended to allow automatically commanded steering functions (ACSF) at speeds above 10 km/h. Hence, requirements concerning the approval of automatically performed steering manoeuvres have to be set in order to allow safe use of automatic steering on public roads as well as improve overall road safety for the driver and the surroundings. By order of the German Federal Ministry of Transport and Digital Infrastructure (BMVI), BASt developed and verified physical test procedures for automatic steering to be implemented in UN Regulation No. 79. The usability of currently available test tools was examined. The paper at hand describes these test procedures and presents results from verification tests. The designated tests are divided in three sections: functionality tests, verifications for the transition of control and emergency tests. System functionality tests are auto matic lane keeping, automatic lane change and an automatic abort of an initiated lane change due to traffic. Those tests check if the vehicle remains in its lane (under normal operating conditions), is able to perform safe automatic lane change manoeuvres and if it considers other road users during its manoeuvres. Transition tests examine the vehicle's behaviour when the driver fails to monitor the system and in situations when the system has to hand over the steering control back to the driver. For instance these tests provoke driver-in-the-loop requests by approaching system boundary limitations, like missing lane markings, surpassing maximum lateral acceleration in a bend or even a major system failure. Even further the driver and his inputs are monitored and if the system detects that he is overriding system actions or contrary want to quit the driving task and unfastens the seat belt, it has to shut down and put the human back into manually control and the responsibility of driving. The last series of test consists of two emergency situations in which the system has to react to a time critical event: A hard decelerating vehicle and a stationary vehicle in front both with no lane change possibility for the ACSF vehicle. Some of the tests, especially the emergency manoeuvres, require special target vehicles and propulsion systems. Since no fully automatic steering vehicles are available, a current Mercedes E-Class with Mercedes' "drive pilot" system was used. It was shown that the vehicle is automatically able to brake to a full stop towards a static Euro NCAP target from partial-automatic driving at 90 km/h, that it could brake towards a rapidly decelerating lead vehicle when travelling at 70 km/h, that it was able during partially automatic driving to remain in its lane in normal operation conditions and to perform a automatic (driver initiated) lane change while surveilling the driver- activities.
This article reports on a two-year study (2006 to 2008) of the distribution of de-icing salts (NaCl) applied to the road and the influence of traffic on the effective times of the de-icing salts. The research was focused on the needed resting periods of de-icing salts on road surfaces. The study used sensors installed in two lanes of the Motorway A4 in the area of the Dresden-Hellerau Highway Surveillance Center (Germany), to measure air and ground temperatures, wind speed and direction, liquid film thicknesses and residual quantities of salt on the road surface during ongoing traffic at 5-minute intervals. The authors conclude with four observations that can be useful for applying de-icing salts more judiciously: preventive spreading is only sensible if applied timely, i.e. immediately prior to icing events to be expected; the time-frame for preventive spreading on the dry road surface is maximum 60 minutes and on the moist road surface maximum 120 minutes; by increasing spreading densities in preventive spreading, this timeframe cannot be extended; it is completely sufficient if the spreading width is adjusted in such a way that the outer wheel tracks are also covered by the spreading. Distribution across the entire width of the lane will be caused by the rolling traffic within a few minutes.
Die Zielsetzung dieser Analyse bestand darin, Einblick in jene Faktoren zu gewinnen, die maßgeblich zur Entstehung und Folgenschwere von "Disco-Unfällen" beitragen, um Erkenntnisse für die Entwicklung von Maßnahmenkonzepten zur Reduktion dieser Unfälle zu gewinnen. Die Analysedaten basieren auf einer dreimonatigen bundesweiten Totalerhebung aller Unfälle mit Personenschaden, die sich auf Fahrten zu, auf Rückfahrten von oder auf Pendelfahrten zwischen Diskotheken ereignet haben. Innerhalb des dreimonatigen Erhebungszeitraumes waren 216 Disco-Unfälle zu verzeichnen, bei denen 64 junge Leute getötet und 484 schwerverletzt wurden. Unfallursachen: 61 Prozent der Unfallfahrer hatten eine zu hohe Blutalkoholkonzentration. Der Anteil alkoholisierter Fahrer war in städtischen Ballungsgebieten wesentlich höher als in ländlichen Regionen. Linkskurven mit einem großen Kurvenradius waren der häufigste Unfallort. Infolge von Überlastung in Verbindung mit mangelnden fahrphysikalischen Kenntnissen der jungen Fahrerereigneten sich mehr als ein Fünftel Unfälle in solchen Kurven. Die Folgenschwere von Disco-Unfällen resultiert unter anderem aus der hohen Nichtanlegequote von Sicherheitsgurten - insbesondere auf den Rücksitzen. Unter differentiellen Gesichtpunkten wurde eine überproportional häufige Unfallbeteiligung von Angehörigen der Berufsgruppen, Metall, Baugewerbe und Militär festgestellt. Die Risikobereitschaft der jungen männlichen Fahrer konnte durch den "Führerschein auf Probe" noch nicht angemessen reduziert werden. Als unfallreduzierende Maßnahmen wurden vorgeschlagen: - öffentliche Fahrtangebote während Abend- und Nachtstunden des Wochenendes (zum Beispiel Disco-Busse), - Aufklärungskampagnen und Verbesserung der Ausbildung und Nachschulung, - gezielte polizeiliche Überwachung zur Bekämpfung der Alkoholproblematik, - Übernahme der in Großbritannien erprobten Aktion des "Designated Driver".
Die Überarbeitung der RLS-90

Die "Richtlinien für den Lärmschutz an Straßen", die RLS-90, sind 20 Jahre alt geworden. Grund genug, an eine Überarbeitung der Richtlinien zu denken. Die der RLS-90 zugrunde liegenden Annahmen der Geräuschemission sind identisch mit denen der RLS-81 und stammen aus den 1970er Jahren. Sie sind also bereits über 30 Jahre alt. Entsprechend hoch sind die Emissionsannahmen der RLS-90 für Lkw insgesamt und für Pkw bei niedrigen Geschwindigkeiten. Nur für Pkw bei hohen Geschwindigkeiten zeigt sich eine höhere Geräuschemission. Neben der Tabelle 4 der RLS-90 wird ein Verweis auf eine Tabelle mit D(Index StrO)-Werten diskutiert, die nach Fahrzeugart und Geschwindigkeitsbereich differenziert aktuelle Korrekturwerte vorhält. Eine wesentliche Voraussetzung hierfür ist, die Überarbeitung des "Verfahrens zur Messung der Geräuschemission von Straßenoberflächen", GEStrO. Die Geräuschemission einer überarbeiteten RLS-90 soll als längenbezogener Schallleistungspegel formuliert und damit kompatibel zu den modernen Richtlinien Schall 03, Ausgabe 2006 und NMPB 2008 sein. Mit einigen kleinen Änderungen im Ausbreitungsteil könnte eine überarbeitete RLS-90 Ende 2011 fertig gestellt sein.
Die DIN EN 13043 "Gesteinskörnungen für Asphalt und Oberflächenbehandlungen für Straßen, Flugplätze und andere Verkehrsflächen", befindet sich in der Phase der Koexistenz mit dem derzeit gültigen Regelwerk. Innerhalb dieser Phase ist die EN national umzusetzen. Dies wird in Form neuer Technischer Lieferbedingungen für Gesteinskörnungen im Straßenbau erfolgen. Als Folge dieser Veränderung sind diejenigen Regelwerke, die die Herstellung von Asphalten beinhalten, anzupassen. Sie sollen mit einem Rundschreiben entsprechend ergänzt werden. Das sich aus der EN ergebende CE-Zeichen steht nicht für die Güteüberwachung im bisher durchgeführten Umfang. Mit der Einführung einer verpflichtenden Wareneingangskontrolle beim Mischguthersteller, die jedoch durch eine freiwillige erweiterte Überwachung des Gesteinskörungslieferanten ersetzt werden kann, soll diese Lücke geschlossen werden. Die Umsetzung der künftigen europäischen Asphaltnormen wird erst dann erfolgen, wenn für die Asphalte ein in sich geschlossenes europäisches System von Anforderungs- und Prüfnormen zur Verfügung steht. Dies wird nicht vor dem Jahre 2006 sein.
