In recent years considerable progress in active and passive safety of road vehicles has been made. The road traffic of today is much safer than in the past. A current vehicle has a lot more safety elements resulting in an improved inner and outer technique. In most European countries the number of fatalities is decreasing despite growing traffic and road usage. Nevertheless, the number of casualties in road traffic accidents is high enough, thus more progress is needed if the number of fatalities is to be reduced by 50%, as postulated by the European Commission for the year 2010. In order to develop countermeasures and further possibilities for injury prevention, it is increasingly important to have accident data available, supplying results quickly and giving the best overview across Europe. In-Depth-Data Sampling Procedures have a huge historical development, starting in the 60ies by the car manufactures, continued during the 70ies mostly by some universities mainly in England, Sweden, France and Germany, today a net of in-depth-investigation teams are working across Europe and around the world.One of the oldest teams is located at the Hannover Medical School, founded in 1973 by the German Government on behalf of the Federal Highway Research Institute Bast. It was the only team worldwide that was equipped with blue light emergency cars, working on scene in time so directly after the event and working continuously during the years, collecting 20 thousand accidents within 30 years period. Since 1999 the order is carried out in cooperation with the German car industry, which is interested and has benefit on the data too. On the basis of the new data collection, so called GIDAS (German In-Depth Accident Study), that has been run at the Technical University Dresden and the Medical University Hannover), a special tool for In-Depth-Accident Analysis was founded. It is the task of this conference to build a platform for such research based on In-Depth-Investigation. The conference is specially aimed at the area of accident data analysis in order to contribute to the harmonization of different investigation methods and accumulation of different results that does exist for different countries worldwide. Up to now no special conference did exist to deal with accident data only following in the discussion for an improvement in traffic and vehicle safety. ESAR - expert symposium on accident research - should be a step forward. This first international conference is being organized by the Accident Research Unit at the Medical University Hannover jointly with the German Federal Highway Research Institute Bast and the Research Association of German Car Manufacturers FAT. The conference should be a platform for an interdisciplinary exchange of information based on the different presentations from participants around the world.
The second ESAR Conference took place at the Medical University Hannover. This year conference presents the current state of affairs of relevant research activities in the field of in-depth investigations. The first conference on ESAR (Expert Symposium on Accident Research) was established in 2004. It is planned to hold ESAR every two years. Hannover seems to be the right place for this conference concerning the fact that the first in-depth research team was found here in the year 1973 and comprehensive studies on accident analysis were spread out from here around the world continuously. This year conference topped all expectations in terms of the numbers of participants, in the variety of papers and the interdisciplinary of presenters from medical, psychological and engineering background. More than 100 delegates from all over the world, that means 13 different countries and from 4 different continents, came to Hannover, presented their results of accident investigation and discussed countermeasures for accident prevention and injury reduction. ESAR should be a platform for exchange of knowledge to find an optimized way for increase of traffic and vehicle safety by in-depth investigation and methodology. ESAR as international conference should be a platform for consideration of all nations round the world. This seems to be very important for the current situation, having high safety in the high industrial countries of Europe, US and Australia, but low safety and high injury risk in Asia and Africa.
Die amtliche Straßenverkehrsunfallstatistik kann nur in begrenztem Umfang Informationen zu Unfallentstehung, Unfallablauf sowie zu den zugrunde liegenden Verletzungsmechanismen bereitstellen. Verbleibende Informationslücken lassen sich durch spezielle Erhebungsteams schließen, die Verkehrsunfälle nach wissenschaftlichen Aspekten dokumentieren. Hierzu unterhalten das Bundesministerium für Verkehr, Bau- und Wohnungswesen und die Bundesanstalt für Straßenwesen seit 30 Jahren ein Forschungsprojekt zur Unfalldatenerhebung an der Medizinischen Hochschule Hannover. Seit 1999 erfolgt eine Kooperation mit der Forschungsvereinigung Automobiltechnik (FAT), die ein weiteres Erhebungsteam an der Technischen Universität Dresden unterhält. Die Unfalldaten gehen in die gemeinsame GIDAS-Datenbank ein, aus der sich umfassende Informationen zu den breit gefächerten Forschungsfeldern "Passive und aktive Fahrzeugsicherheit", "Verkehrs- und Rettungsmedizin" und "Straßenbezogene Sicherheitsfragen" gewinnen lassen. In der Zukunft werden Unfallvermeidungsstrategien und Unfallursachenprophylaxe im Vordergrund einer prospektiven Unfallforschung stehen. Die Daten werden auch in Zukunft für die weitere Verbesserung der Verkehrssicherheit einen bedeutenden Beitrag leisten.
Im Jahr 2004 fand an der Medizinischen Hochschule Hannover die erste ESAR-Konferenz (Expert Symposium on Accident Research) statt. Die Idee einer internationalen Konferenz war aus der Notwendigkeit entstanden, diejenigen Experten zusammen zu bringen, die weltweit tätig sind und Verkehrsunfälle wissenschaftlich analysieren, um ihre Ergebnisse gemeinsam zu diskutieren und einem Zielpublikum von Behördenvertretern, Entwicklungsingenieuren der Automobilindustrie und anderen Wissenschaftlern darzubringen. Die durch Professor Otte initiierte und nun zum vierten Male organisierte Konferenz fand eine breite Akzeptanz und ist mittlerweile Bestandteil einer Konferenzlandschaft mit Zielvorträgen von der Fahrzeugsicherheit bis hin zur Verletzungsanalyse und den Unfallursachen. ESAR kann als wissenschaftliches Kolloquium und Plattform für einen Informationsaustausch der Unfallforscher angesehen werden, die sich speziell mit Methoden der Unfalluntersuchung, mit Verletzungsmechanismen und der Bewertung von Verletzungen, Unfallursachen und anderen Bereichen der statistischen Unfalldatenanalyse befassen. Experten aus den Bereichen der Medizin, der Verkehrspsychologie und der Technik sowie Vertreter zuständiger Behörden kommen hier zusammen, um die Erfahrungen in der Unfallprävention und der Unfallrekonstruktion zu diskutieren und um der Forschung neue Felder zu eröffnen. Neben den Belangen der Europäischen Gemeinschaft werden auch die weltweit zu registrierenden hohen Verletztenzahlen berücksichtigt. Wissenschaftliche Vorträge aus aller Welt tragen dazu bei, geeignete Maßnahmen und Methoden zur Analyse und drastischen Verringerung der Zahl der bei Verkehrsunfällen Getöteten zu entwickeln. Die Zusammensetzung des Teilnehmerkreises dieser wie früherer ESAR-Konferenzen hat längst eine über Europa hinausgreifende Internationalitaet erreicht und bietet daher einen aufschlussreichen Überblick über die verschiedenen Standards bestehender Verkehrssicherheit und unterschiedlichen Unfallszenarien und über die Anforderungen an die Unfallanalysen. Die Ergebnisse langjähriger Forschungsarbeiten in Europa, USA, Australien und asiatischen Ländern beinhalten unterschiedliche infrastrukturelle Zusammenhänge und geben Erkenntnisse über Population, Fahrzeugbestand und Fahrereigenschaften. Derartige Informationen bilden eine exzellente Basis für abzuleitende Empfehlungen und Maßnahmen für die Erhöhung der Verkehrssicherheit international.
Die Bundesanstalt für Straßenwesen (BASt) gehört als wissenschaftliche Einrichtung zum Geschäftsbereich des Bundesministeriums für Verkehr, Bau- und Wohnungswesen. Sie arbeitet an den vielfältigen Problemen, die sich im Straßenverkehr aus den Wechselbeziehungen zwischen Mensch, Fahrzeug, Straße, Umwelt und Gesellschaft ergeben. Die BASt wurde vor 50 Jahren gegründet. Es wird ein Rückblick über wesentliche Beiträge der BASt an der Einrichtung des Verkehrswesens in Deutschland und ein Überblick über die derzeitigen Schwerpunktaufgaben gegeben. Historisch werden dabei die Aufgaben der BASt nach den Phasen Aufbau bis 1965, Aus- und Umbau bis 1971, neuen Aufgaben und Strukturen bis 1990 sowie Gegenwart und Ausblick seit 1990 betrachtet.
Der Allgemeine Deutsche Automobil-Club e.V. (ADAC) und die Bundesanstalt für Straßenwesen (BASt) veranstalteten am 13. Oktober 2006 in Baden-Baden das 6. Symposium "Sicher fahren in Europa". Die Fachvorträge befassten sich mit den Themenbereichen: Ansätze zu mehr Verkehrssicherheit, - Verbesserung der Fahrzeugsicherheit, - Besondere Zielgruppen. Die CD-ROM dokumentiert die Grußworte, die Referate und die Podiumsdiskussion.
Der Allgemeine Deutsche Automobil-Club e.V. (ADAC) und die Bundesanstalt für Straßenwesen (BASt) veranstalteten am 15. Oktober 2009 in Baden-Baden ihr 7. Symposium \"Sicher fahren in Europa\". Nach 1991, 1994, 1997, 2000, 2003 und zuletzt 2006 trafen sich auch dieses Mal wieder zahlreiche Fachleute aus Wissenschaft und Politik, Industrie, Wirtschaft und Verbänden aus dem In- und Ausland, trugen neue Forschungsergebnisse vor und erörterten aktuelle Ansätze zur Erhöhung der Verkehrssicherheit. Dabei ging es in den Referaten und Diskussionsbeiträgen und in den vier Workshops vor allem darum, die verkehrspolitischen Entwicklungen und Herausforderungen für die europäische Verkehrssicherheitsarbeit im Hinblick auf folgende Themen zu beleuchten: "Verkehrssicherheit Junger Fahrer", - Das "Auto der Zukunft", - "Demographischer Wandel", - "Landstraßensicherheit". Den Grundsatzreferaten folgten vertiefte Bearbeitungen in den Workshops. Die CD-ROM dokumentiert die Grußworte, Referate und Diskussionsbeiträge.
Cycling supports the independence and health of the aging population. However, elderly cyclists have an increased injury risk. The majority of injured cyclists is victim of a single-sided accident, an accident in which there is no other party involved. The aim of the project "Safe and Aware on the bicycle" is to develop guidelines for an advisory system that is useful in preventing single-sided accidents. This system is able to support the elderly cyclist; enabling the cyclist to timely adapt his cycling behaviour and improve cycling safety and comfort. For the development of such advisory system the causes of singles accidents and the wishes of the elderly cyclist must be known. First step to obtain this insight was a literature survey and an GIDAS research. Unfortunately accidentology research with GIDAS did not give the full understanding of the pre-crash situations and (especially the behaviour related) factors leading to the accident. The second step was consultation of elderly cyclist through a questionnaire (n=800), in-depth interviews (n=12) and focus group sessions (n=15). This offered complementary information and a much better understanding of the behavioural aspects. Results concern the behaviour in traffic and identify specific physical (i.e. problems looking backwards over the shoulder) and mental issues. Furthermore, the needs and wishes for support in specific cycling situations were identified. In conclusion; The GIDAS results together with the information obtained contacting the elderly cyclists enabled setting up requirements for an advisory system, which is useful in preventing single-sided accidents.
Road safety is a major preoccupation of the European Commission and the road transport industry and depends on numerous significant factors. In order to improve road safety and to plan effective safety improvement actions for truck transport, we must first identify the problems to be addressed, i.e. what are the main causes of truck accidents. The ETAC project, initiated by the European Commission and the IRU, was launched in order to set up a heavy goods vehicle accident causation study across European countries to identify future actions which could contribute to the improvement of road safety. The results will be based on a detailed analysis of truck accident data collected in seven European countries according to a common methodology which has been elaborated through numerous national and European projects. This paper describes the common methodology used to collect the information on the scene of the accident and to analyse the data so that the reconstruction of the crash events may be carried out. CEESAR proposes a methodology using its experience gained from over 10 years of accident data collection. This methodology is based on an in-depth investigation of the parameters involved in-an accident and linked to the driver, the vehicle, the road and their environment. In-depth investigation requires accident investigator presence on the scene of the accident in order to collect volatile information such as marks on the road, weather conditions, visibility, state and equipment of the vehicle, driver interview. Later, passive and active information is gathered, either at the hospital for the driver, at the garage for the vehicle or on the spot for the road geometry. A reconstruction carried out with the help of specific software and the analysis of the data collected and calculated enables the identification of the main causes of the accident and the future actions to plan in order to improve road safety as regards truck traffic.
A lack of representative European accident data to aid the development of safety policy, regulation and technological advancement is a major obstacle in the European Union. Data are needed to assess the performance of road and vehicle safety and is also needed to support the development of further actions by stakeholders. This short-paper describes the process of developing a data collection and analysis system designed to partly fill these gaps. A project team with members from 7 countries was set up to devise appropriate variable lists to collect fatal crash data under the following topic levels: accident, road environment, vehicle, and road user, using retrospective detailed police reports (n=1,300). The typical level of detail recorded was a minimum of 150 variables for each accident. The project will enable multidisciplinary information on the circumstances of fatal crashes to be interpreted to provide information on a range of causal factors and events surrounding the collisions.
Description of road traffic related knee injuries in published investigations is very heterogeneous. The purpose of this study was to estimate the risk of knee injuries in real world car impacts in Germany focusing vulnerable road users (pedestrians, bicyclists and motorcyclists) and restrained car drivers. The accident research unit analyses technical and medical data collected shortly after the accident at scene. Two different periods (years 1985-1993 and 1995-2003) were compared focusing on knee injuries (Abbreviated Injury Scale (AISKnee) 2/3). In order to determine the influences type of collision, direction and speed as well as the injury pattern and different injury scores (AIS, MAIS, ISS) were examined. 1.794 pedestrians, 742 motorcyclists, 2.728 bicyclists and 1.116 car drivers were extracted. 2% had serious ligamentous or bony injuries in relation to all injured. The risk of injury is higher for twowheelers than for pedestrians, but knee injury severity is higher for the latter group. Overall the current knee injury risk is low and significant reduced comparing both time periods (27%, p<0,0001). Severe injuries (AISKnee 2/3) were below 1%). Improved aerodynamic design of car fronts reduced the risk for severe knee injuries significantly (p=0,0015). Highest risk of injury is for motorcycle followed by pedestrians, respectively. Knee protectors could prevent injuries by reducing local forces. The classically described dashboard injury was rarely identified. The overall injury risk for knee injuries in road traffic is lower than estimated and reduced comparing both periods. The aerodynamic shape of current cars compared to older types reduced the incidence and severity of knee injuries. Further modification and optimization of the interior and exterior design could be a proper measurement. Classic described injury mechanisms were rarely identified. It seems that the AIS is still underestimating extremity injuries and their long term results.
Pedestrians represent about 20% of the overall fatalities in Europe- road traffic accidents. In this paper a methodology is proposed to understand why the numbers are so high, especially in the south of Europe and particularly in Portugal, . First a detailed statistical analysis using Ordinal Logistic Regression model (OLR) was applied to the gathered data from all Portuguese accidents with victims in the period 2010-2012. In a second stage accident reconstruction computational techniques using pedestrian biomechanical models are used to evaluate the accident conditions that lead to the injuries, such as the speed and the impact location. For biomechanical injury criterions, the AIS (Abbreviated Injury Scale), the HIC (Head Injury Criterion) and other injury criterions based on the resulting accelerations in the pedestrian's body are used. The statistical model reported that there were several predictors that significantly influenced the pedestrian injury severity in the event of a road accident, such as Pedestrian's age, Pedestrian's gender, Vehicle Design/Category or Driver's gender. The use of injury scales and biomechanical criterions in in-depth investigation of road accidents, such as AIS, can significantly improve the quality of the reconstruction process.
Road accidents are typically analyzed to address influences of human, vehicle, and environmental (primarily infrastructure) factors. A new methodology, based on a "Venn diagram" analysis, gives a broader perspective on the probable factors, and combinations of factors, contributing both to the occurrence of a crash and to sustaining injuries in that crash. The methodology was applied to 214 accidents on the Mumbai-Pune expressway. Factors contributing to accidents and injuries were addressed. The major human factors influencing accidents on this roadway were speeding (30%) and falling asleep (29%), while injuries were primarily due to lack of seat belt use (46%). The leading infrastructure factor for injuries was impact with a roadside manmade structure (28%), and the main vehicle factor for injuries was passenger compartment intrusion (73%). This methodology can help identify effective vehicle and infrastructure-related solutions for preventing accidents and mitigating injuries in India.
For the avoidance of traffic accidents by means of advanced driver assistance systems the knowledge of failures and deficiencies a few seconds before the crash is of increasing importance. This information e.g. is collected in the German accident survey GIDAS by an interview derived from the ACAS methodology. However to display the whole range of accident causation factors additional information is needed on enduring factors of the system components "human", "infrastructure" and "machine". On the strategic level these accident moderating factors include long term influences such as medical preconditions or a general higher risk taking behavior as well as influences on the immediate conflict level such as an aggressive response to a perceived previous traffic conflict. This study was conducted to examine the feasibility of collecting such causation information in the scope of an in-depth accident investigation like GIDAS. Due to the comprehensive amount of information necessary to estimate the moderating factors the collection of the information is distributed to different methods. 5 cases of real world crashes have been investigated where information was collected on-scene and retrospective by interviews. The identified moderating factors of the accidents and the method for collecting the information are displayed.
While many medical studies have dealt with the incidence, nature and treatment of polytrauma the injury-causing accident mechanisms are rarely discussed in detail, mostly due to the lack of documentation of the technical aspects. The present prospective study was started in late 2007 and collects data from traffic accidents with most severely injured in six south- German counties and two larger cities for the duration of one year. It is aimed at identifying and documenting all polytrauma cases (ISS ≥ 16) caused by traffic accidents and their crash circumstances. The data collection is based on an interdisciplinary concept to include both the police, emergency dispatch centers, hospitals and fire departments in the region and is completely anonymous. Potentially relevant cases where an emergency physician was called to the scene of a traffic accident are provided by the dispatch center. All three hospitals in the region suited for the treatment of polytraumatised patients record injuries, major diagnostic and surgery data. Data and images from the accident scene are provided by the police and by fire departments. The latter provide information which is usually not available from the police, like deployed airbags, vehicle extrication measures and detailed views of car interiors. The main objective of the study is to determine the structure of road users who sustain a polytrauma, their crash opponents and the injury patterns found in relation to the collision configuration and the protection by seat belts, air bags and other devices. With detailed documentation of vehicle damage and extrication measures the study is also intended to support the development of injury predictors for pre-hospital treatment and provide field data regarding further improvement of technical rescue.
This study aimed at prediction of long bone fractures and assessment of lower extremity injury mechanisms in real world passenger car to pedestrian collision. For this purpose, two pedestrian accident cases with detail recorded lower limb injuries were reconstructed via combining MBS (Multi-body system) and FE (Finite element) methods. The code of PC Crash was used to determine the boundary conditions before collision, and then MBS models were used to reproduce the pedestrian kinematics and injuries during crash. Furthermore, a validated lower limb FE model was chosen to conduct reconstruction of injuries and prediction of long bone fracture via physical parameters of von Mises stress and bending moment. The injury outcomes from simulations were compared with hospital recorded injury data and the same long bone fracture patterns and positions can be observed. Moreover, the calculated long bone fracture tolerance corresponded to the outcome from cadaver tests. The result shows that FE model is capable to reproduce the dynamic injury process and is an effective tool to predict the risk of long bone fractures.
Abbiegeunfälle mit Kollisionen zwischen rechtsabbiegenden Güterkraftfahrzeugen und Fahrrädern haben in der Regel schwerwiegende Folgen für den ungeschützten Verkehrsteilnehmer. In der Vergangenheit wurde durch eine steigende Anzahl von Spiegeln das individuelle Sichtfeld des Lkw-Fahrers vergrößert und die Sicherheit für ungeschützte Verkehrsteilnehmer durch den Seitenunterfahrschutz verbessert. Da Abbiegeunfälle trotz der Vielzahl an Spiegeln auch heute noch geschehen, gleichzeitig aber Fahrerassistenzsysteme Einzug in viele Fahrzeugklassen gehalten haben, liegt es nahe, derartige Systeme für die Verhinderung von Abbiegeunfällen zu nutzen. Um entsprechende Systementwicklungen fördern zu können oder aber auch Systeme vorschreiben zu können, sind Anforderungen und passende Testmethoden für Abbiegeassistenzsysteme erforderlich. Ziel der BASt war es, solche Anforderungen und ein mögliches Testverfahren hierfür zu entwickeln. Ausgehend von Analysen des Unfallgeschehens wurden charakteristische Parameter und Begleitumstände von Unfällen zwischen Fahrrädern und rechtsabbiegenden Lkw identifiziert. Aus fahrdynamischen Überlegungen folgt bei den gegebenen Parametern, dass nur eine frühe, aber niederschwellige Fahrerinformation eine wirkungsvolle Assistenzfunktion zur Verhinderung der Unfälle sein kann. Für automatische Bremsungen gibt es bisher noch zu wenig Erfahrungen im Feld, und klassische, hochschwellige, aber sehr spät erfolgende Warnsignale würden durch die dann noch verstreichende Reaktionszeit keine rechtzeitige Bremsung des Lkw-Fahrers mehr hervorrufen. Basierend auf dem identifizierten Parameterraum, der zum komfortablen Anhalten erforderlichen Zeit und einem geeigneten Kinematikmodell lassen sich die räumlichen Bereiche um den Lkw definieren, in dem eine Umfelderkennung den Fahrradfahrer detektieren können muss, damit das Informationssignal durch das Assistenzsystem an den Lkw-Fahrer rechtzeitig ausgegeben wird. Aktuell wird davon ausgegangen, dass ein Abbiegeassistenzsystem, das die hier beschriebenen Prüfungen besteht, einen sehr positiven Einfluss auf das Unfallgeschehen zwischen rechtsabbiegenden Lkw und Fahrrädern haben wird.
Unter bestimmten Voraussetzungen sind im Zuge der quantitativen Sicherheitsbewertung von Straßentunneln Risikoanalysen durchzuführen. Neben objekt-, verkehrs- oder ereignisspezifischen Parametern gibt es auch etliche Eingangsparameter, die fest im Risikomodell hinterlegt sind und deren Variation für gewöhnlich nicht vorgesehen ist. Dies trifft auch für Parameter des menschlichen Verhaltens zu. Im Zuge von Versuchsreihen zum Flucht- und Reaktionsverhalten der Verkehrsteilnehmer im Ereignisfall in Straßentunneln wurden verschiedene Verhaltensparameter ermittelt und analysiert, die den konventionellen Modell-Basisparametern erstmals im Österreichischen Tunnelrisikomodell (TuRisMo) gegenübergestellt werden. Als Ergebnis kann auf Basis der aktuell gewonnenen Verhaltensparameter eine Senkung des Gesamtrisikos aufgezeigt werden, dessen Einordnung im folgenden Beitrag diskutiert wird.
Ziel der Studie, die im Auftrag der BASt durchgeführt und zusätzlich vom Land Niedersachsen gefördert wurde, ist es, Über In-Depth-Analysen von Unfalldaten der Braunschweiger Polizei aus dem Jahr 2002 Anforderungen an Fahrerassistenzsysteme (FAS) abzuleiten und den Sicherheitsgewinn abzuschätzen, den die Einführung derartiger Systeme mit sich bringen würde. Bei den In-Depth-Analysen wurden aufgrund der Unfallprotokolle die dem Unfall vorausgehenden Fehlhandlungen und ihre Ursachen analysiert. Fehlhandlungen sind die Handlungen, die zum Unfall geführt haben. Diese müsste ein FAS korrigieren, um den Unfall zu verhindern, sodass diese Analyse Anforderungen an die Funktionalität des FAS ergibt (zum Beispiel Wahl einer sicheren Geschwindigkeit). Die Analyse der Ursachen der Fehlhandlung erfolgte in Anlehnung eines Informationsverarbeitungsmodells des menschlichen Handelns und ergibt Hinweise auf die Eingriffsstrategie des FAS. Liegt die Ursache zum Beispiel in fehlender Wahrnehmung vorhandener Information, so kann eine Warnung den Unfall verhindern. Bei einer Fehlentscheidung ist eine aktive Unterstützung durch ein FAS notwendig. Weiter wurden Fehlinterpretationen und Ausführungsfehler betrachtet. Datenbasis sind 4.258 Unfallprotokolle aus Braun-schweig aus dem Jahr 2002 und 185.004 Unfälle aus Deutschland, die als 50%-Stichprobe der amtlichen Unfallstatistik des Jahres 2002 vom Statistischen Bundesamt zur Verfügung gestellt wurde. In beiden Datenquellen wurden die Unfälle ausgewählt, bei denen der Verursacher ein Pkw und der Fahrer (so weit bekannt) mindestens 18 Jahre alt war. Die schweren Unfälle aus Braunschweig (993 Unfälle) wurden so gewichtet, dass sie hinsichtlich Unfalltyp, Wochentag und Tageszeit mit den bundesdeutschen Unfällen vergleichbar sind. Bei den In-Depth-Analysen wurden für 6 Unfalltypen und pro Unfalltypen für die häufigsten Untertypen die Protokolle im Hinblick auf Fehlhandlung und Ursache analysiert und gruppiert. Eine stichprobenartige Überprüfung der Beurteilerübereinstimmung erwies sich als sehr zufrieden stellend (Spearman rho = 0.91). Die Analyse zeigt drei große Gruppen von Unfällen, aus denen sich drei Arten von Unterstützungsbedarf ableiten lassen. Bei den Einbiegen/ Kreuzen-Unfällen werden andere Verkehrsteilnehmer aus unterschiedlichen Gründen bei der Planung vernachlässigt, was als fehlende Wahrnehmung vorhandener Informationen zu beschreiben ist. Seltener spielen Fehlentscheidungen eine Rolle. Um diese Unfälle zu verhindern, wird eine Kreuzungsassistenz benötigt, die bevorrechtigte Fahrzeuge von rechts, links oder entgegenkommend und von rechts kommende Radfahrer beim rechts Abbiegen erkennen kann. Durch eine Kreuzungsassistenz, die vor diesen Fahrzeugen warnt, ließen sich 26,2 % aller schweren Unfälle verhindern. Bei Fahrunfällen steht die Fehlanpassung der Geschwindigkeit an den Straßenzustand, an den Fahrerzustand und an die eigene Leistungsfähigkeit im Vordergrund, was als Fehlentscheidung zu beschreiben ist. Teilweise kommt die Vernachlässigung der Querführung ohne besonderen Grund hinzu (fehlende Wahrnehmung). Eine situationsabhängige aktive Unterstützung der Geschwindigkeitsregulation mit zusätzlicher Unterstützung der Querführung könnte insgesamt 20,4 % aller schweren Unfälle verhindern. Auffahren tritt vor allem bei Unfällen im Längsverkehr, aber auch einer Reihe anderer Unfalltypen auf. Hier ist ein System zur Kollisionsvermeidung mit situationsabhängiger Regelung von Abstand und Geschwindigkeit notwendig, das auch stehende Fahrzeuge erkennen kann und das Bremsen bei plötzlichen Eingriffen unterstützt. Würde das System diese Anforderungen erfüllen, könnten damit 17,5 % aller schweren Unfälle verhindert werden. Da die häufigsten Ursachen der Fehlhandlung im Bereich von Fehlentscheidungen liegen, ist dazu allerdings eine aktive Unterstützung der Geschwindigkeitshaltung notwendig. Insgesamt ergibt sich aus den Analysen ein sehr großes Unfallvermeidungspotenzial für FAS im Bereich über 70 % aller schweren Unfälle. Allerdings sind die Anforderungen an diese Systeme groß. So müssen sie im Kreuzungsbereich bevorrechtigte Fahrzeuge aus allen Richtungen erkennen, außerdem Situationsmerkmale wie Straßenzustand, Hindernisse auf der Fahrbahn und Merkmale des Fahrers wie zum Beispiel einen eingeschränkten Fahrerzustand berücksichtigen. Teilweise ist eine aktive Unterstützung oder ein Eingriff notwendig, was rechtliche und Akzeptanzprobleme mit sich bringt. Mit der dargestellten Methode der In-Depth-Unfallanalyse aufgrund von Unfallprotokollen ist insgesamt eine Abschätzung des Sicherheitspotenzials von Assistenzsystemen möglich, wobei die Aussagen vorsichtig zu interpretieren sind.
Für einige fahrfremde Tätigkeiten ist durch Labor- und Feldstudien gut belegt, dass diese das Fahren beeinträchtigen können. Weitgehend unbekannt ist aber, wie häufig und bei welchen Gelegenheiten diese Tätigkeiten während des Fahrens durchgeführt werden. Erst aus der Integration von Auftretenshäufigkeit und Gefährlichkeit einer fahrfremden Tätigkeit lässt sich abschätzen, inwieweit sie das Unfallrisiko erhöht. Im Wesentlichen eignen sich vier Studientypen zur Untersuchung von Häufigkeit und Gefährlichkeit fahrfremder Tätigkeiten. Die Frage nach der Gefährlichkeit lässt sich effektiv im Simulatorexperiment beantworten, allerdings ist hier die Übertragbarkeit auf reales Fahren problematisch. Mit Naturalistic Driving Studies können sowohl Häufigkeit als auch Gefährlichkeit fahrfremder Tätigkeiten im Realverkehr untersucht werden. Ergebnisse solcher Studien haben die beste Gültigkeit. Demgegenüber steht ein extrem hoher finanzieller und zeitlicher Aufwand. Informationen über die Häufigkeit fahrfremder Tätigkeiten können alternativ durch Befragungsstudien erfasst werden. Dabei können zum einen Fahrer direkt nach einer Fahrt aufgesucht und mit Face-to-Face-Interviews befragt werden. Zum anderen kann eine repräsentative Auswahl von Fahrern gebeten werden, an einem Tag ein Fahrttagebuch zu führen, in dem fahrfremde Tätigkeiten registriert werden. Beides ermöglicht einen effektiven Zugang zu einer repräsentativen Stichprobe. Zentrales Problem beider Studientypen ist die Frage, inwieweit fahrfremde Tätigkeiten überhaupt berichtbar sind und auch tatsächlich berichtet werden. Alle Ansätze setzen voraus, dass eine umfassende, eindeutige Definition fahrfremder Tätigkeiten vorliegt. Mit Hilfe einer Literaturstudie wurde ein Katalog relevanter fahrfremder Tätigkeiten entwickelt. In der untersuchten Literatur fanden sich zwei unterschiedliche Arten von Studien: Die erste Gruppe von Studien basiert auf Unfallstatistiken und -datenbanken aus verschiedenen Ländern. Die zweite Gruppe von Studien sind Beobachtungen der Fahrer während der Fahrt. Fasst man die Unfallstudien zusammen, so erscheint eine Häufigkeit zwischen 10% und 30% fahrfremder Tätigkeiten bei allen Unfällen als wahrscheinlich. Für die Beobachtungsstudien bei unfallfreien Fahrten findet sich insgesamt ein Anteil von ca. 30% der Fahrzeit, die mit fahrfremden Tätigkeiten verbracht wird. Die Ergebnisse weisen darauf hin, dass nicht jede fahrfremde Tätigkeit das Unfallrisiko erhöht, aber dass sich für bestimmte fahrfremde Tätigkeiten unter bestimmten Umständen sehr deutliche Erhöhungen des Unfallrisikos zeigen lassen. Allerdings sind die vorliegenden Ergebnisse sehr heterogen und fehlen für Deutschland weitgehend. Vor diesem Hintergrund wurde mit einer Machbarkeitsstudie mit knapp 300 Fahrern untersucht, inwieweit ein Face-to-Face-Interview geeignet ist, um die Häufigkeit fahrfremder Tätigkeiten durch eine Befragung direkt nach der Fahrt in Deutschland zu erfassen. Die dabei befragten fünf Fahrergruppen unterscheiden sich in einer Reihe von Merkmalen, die wiederum die Häufigkeit fahrfremder Tätigkeiten beeinflussen können. Insgesamt gaben 80% der befragten Fahrer an, dass sie zwischen einer und drei fahrfremde Tätigkeiten in der letzten halben Stunde ausgeführt haben. Den zeitlich größten Teil der fahrfremden Tätigkeiten machen die Interaktionen mit Beifahrern und die Bedienung fahrzeugfremder Geräte aus. Den Fahrern ist zwar prinzipiell bewusst, dass fahrfremde Tätigkeiten gefährlich sein könnten, für die von ihnen durchgeführten Tätigkeiten sind sie aber der Meinung, dass diese eher nicht gefährlich oder ablenkend gewesen sind. Damit wird deutlich, warum die Fahrer so häufig und über so einen langen Zeitraum fahrfremde Tätigkeiten ausführen. Sie sind offensichtlich davon überzeugt, dass dies zwar prinzipiell gefährlich sein kann, dies aber in der speziellen Situation für sie nicht zutrifft. Unter methodischen Gesichtspunkten hat sich dieser Zugang bewährt. Mit Hilfe von Face-to-Face- Interviews direkt nach der Fahrt sind mit einem sehr überschaubaren Aufwand Schätzungen der Häufigkeit und Dauer fahrfremder Tätigkeiten innerhalb der letzten halben Stunde der Fahrt zu erhalten. Die hohe Teilnahmequote und die Auskunftsfreudigkeit der Teilnehmer sprechen dafür, dass diese die von ihnen durchgeführten fahrfremden Tätigkeiten ehrlich und vollständig berichten. Es zeigt sich, dass fahrfremde Tätigkeiten sowohl in der Häufigkeit also auch in ihrer Dauer auch in Deutschland ein großes Problemfeld darstellen. Allerdings sollten diese Befunde mit größeren Stichproben repliziert werden, bei denen der Anteil anderer Fahrten (nachts, andere Jahreszeiten, andere Fahrziele) und Fahrer (Lkw-Fahrer in der Stadt) zu erhöhen wäre. Mit der beschriebenen Art des Vorgehens wäre dies mit einem begrenzten Aufwand gut möglich.
Abschätzung der Gesamtzahl Schwerstverletzter in Folge von Straßenverkehrsunfällen in Deutschland

Die Zahlen der im Straßenverkehr Getöteten, Schwer- und Leichtverletzten werden in Deutschland seit Jahren in amtlichen Statistiken geführt. Über die Gruppe der besonders schwer betroffenen Patienten liegen jedoch nur vage Schätzungen vor. Auch werden unterschiedliche Kriterien zur Definition dieser so genannten Schwerstverletzten verwendet, die zumeist auf einer Beschreibung der Art und der Schwere der Verletzungen beruhen. In der vorliegenden Arbeit sollen mit Daten aus dem Trauma-Register der DGU sowohl die unterschiedlichen Definitionen dargestellt werden, als auch über verschiedene Methoden die Gesamtzahl dieser Personen in Deutschland geschätzt werden. Das TraumaRegister DGU (TR-DGU) ist eine freiwillige Dokumentation von Unfallopfern, die lebend eine Klinik erreichen, dort behandelt werden und intensivmedizinisch betreut werden müssen. Das Register besteht seit 1993 und erfasst derzeit etwa 6.000 Fälle pro Jahr aus über 100 Kliniken. Pro Patient werden ca. 100 Angaben einschließlich der Codierung seiner Verletzungen gemäß Abbreviated Injury Scale (AIS) erfasst. Dieser Codierung erlaubt die Berechnung des Injury Severity Score (ISS) und des New ISS (NISS). Zum Vergleich werden folgende Definitionen eines Schwerstverletzten betrachtet: Maximum AIS ≥ 3; Maximum AIS ≥ 4; ISS ≥ 9; ISS ≥ 16; NISS ≥ 16, Polytrauma sowie die Notwendigkeit der Intensivtherapie. Am Beispiel des Kriteriums "ISS ≥ 16" werden schließlich auf drei verschiedene Arten die Gesamtzahl Schwerstverletzter Verkehrsunfallopfer geschätzt: 1.) in fünf ausgewählten Regionen werden die Schwerstverletzten aus dem TR-DGU mit der Anzahl Schwerverletzter aus der amtlichen Statistik verglichen, um den Anteil der besonders schwer betroffenen Patienten zu bestimmen. 2.) Aus dem TR-DGU wird je nach Versorgungsstufe des Krankenhauses (lokales, regionales oder überregionales Zentrum) die durchschnittliche Anzahl Schwerstverletzter ermittelt und dann über die Anzahl solcher Kliniken in Deutschland hochgerechnet. 3.) Die Zahl der Schwerstverletzten wird aus der Zahl der Getöteten Verkehrsunfallopfer geschätzt. Dazu nutzt man das Verhältnis von in der Klinik verstorbenen zu überlebenden Schwerstverletzten aus dem TR-DGU. Mit Literaturangaben zum Anteil von präklinisch Verstorbenen wird dann auf der Basis der Anzahl der Getöteten aus der amtlichen Statistik die Gesamtzahl Schwerstverletzter geschätzt. Je nach Definition eines Schwerstverletzten konnten zwischen 9.213 und 17.425 Fälle aus dem TR-DGU der letzten 10 Jahre berücksichtigt werden. Von diesen Patienten sind zwischen 12,7% und 20,2% im Krankenhaus verstorben. Die Krankenhaus Liegedauer der Überlebenden liegt zwischen 30 und 35 Tagen. Nimmt man die Definition "ISS -³ 16" als Basis (n=13.467), so reduziert sich die Zahl Schwerstverletzter um 37%, wenn man stattdessen den Begriff des Polytraumas wählt; betrachtet man hingegen die Intensivpflichtigkeit als Kriterium so erhöht sich die Zahl um 22%. Der erste Schätzansatz kommt zum Ergebnis, dass etwa 8-10% der Schwerverletzten zu den besonders schwer Verletzten zählen. Für ganz Deutschland erhält man damit Schätzwerte zwischen 6.300 und 7.900 Fälle pro Jahr. Die zweite Methode ergab, dass die Krankenhäuser der drei unterschiedlichen Versorgungsstufen jeweils 30,2, 11,5 oder 3,3 Fälle pro Jahr behandeln. Bezogen auf die 874 deutschen Kliniken ergeben sich geschätzte Gesamtzahlen von 6.800 bis 10.400 Fälle. Die dritte Methode zeigt, dass pro Patient, der im Krankenhaus verstirbt, 6,3 Schwerstverletzte überleben. Im Krankenhaus versterben jedoch etwa nur 25% bis 40% der insgesamt Getöteten; der Großteil der Getöteten verstirbt unmittelbar an der Unfallstelle. Damit müssen noch 1,5 bis 3 Todesfälle hinzugerechnet werden, was schließlich zu einem Verhältnis von 6,3 Schwerstverletzten zu 2,5 bis 4 Todesfällen führt. Bei einer Gesamtzahl von 5.595 Getöteten (Mittelwert 2002-2008) ergeben sich so Gesamtzahlen von 8.800 bis 14.000 Schwerstverletzte pro Jahr. Die Ergebnisse der angewendeten Schätzmethoden variieren stark und lassen auf eine Gesamtzahl von etwa 10.000 schwerstverletzten Verkehrsunfallopfern pro Jahr in Deutschland schließen. Bei Anwendung der Definition Intensivtherapie ergeben sich sogar etwa 12.500 Fälle. Alle Schätzmethoden sind gewissen Unsicherheiten ausgesetzt, die wenn möglich in Variationsrechnungen berücksichtigt wurden. Eine deutlich verbesserte Schätzung dieser Zahl ist jedoch erst möglich, wenn in wenigen Jahren vollzählige Erfassungen aus den derzeit entstehenden regionalen TraumaNetzwerken der DGU im TraumaRegister vorliegen.
Die als Pilotstudie gedachte Untersuchung stellt einen Versuch dar, aus den komplexen Wechselwirkungen zwischen Mensch, Umwelt und Fahrzeug diejenigen Einflussgrößen zu bestimmen, die das Unfallgeschehen wesentlich und langfristig bestimmen, Umfang und Intensität des Einflusses auf betroffene Verkehrsteilnehmergruppen einzugrenzen und Gesamteffekte abzuschätzen. Die Prognosen beziehen sich im Detail auf Verunglückte und Schwerverunglückte nach Straßenart, Unfallfolgen, Lebensalter und Unfallursachen. Als in besonderer Weise besorgniserregend wird die prognostische Entwicklung der Verunglücktenzahlen beim Kraftrad herausgestellt, wobei eine gravierende Reduktion wegen der Kopplung von hoher Geschwindigkeit, Ungeschütztheit und Risikofreudigkeit ohne unpopuläre, einschneidende Maßnahmen als kaum möglich erachtet wird.
Motorcycle riders are one of the most vulnerable road users. Annually, on estimate 6000 people are killed in motorcycle accidents in the former 15 EU countries. The objective of this research was to investigate and analyze the main aspects and causes of this vulnerability and the accidents in general. For this aim around 70 accidents in The Netherlands were investigated in the framework of an international research program (MAIDS). Also a control group of motorcycles with riders was investigated so that exposure could be taken into account. An important result is that human failure is in 82% of the cases the main cause of the accident, in 52% this is due the other vehicle driver. Perception and decision failures are the most common failures. The most injuries are caused by the environment but they are typically only less severe (AIS1). Injuries caused by the car (front and side) are typically severe injuries (AIS4+). Previous convictions of the MC rider seem to be related to the chance to get involved in an accident. It was shown that the Dutch and the total MAIDS accident sample are comparable.
Nigeria ranks one of the highest countries in the world with the largest accident, especially when measured by whiplash associated disorders, whereas, traffic safety education rate, data and information been widely known as preventive indicators have been grossly neglected. In Nigeria, traffic safety enlightenment, awareness, political understanding and appreciation of the problem's magnitude are lacking. This study, therefore, seeks to understand and document the fact that accident causation factors in Nigeria relate more to the problem of development, poverty, knowledge and education as evidenced in most other developing countries. Among the primary accident causation factors on Nigerian roads are: - lack of a transportation system or multi-model integration - sub-standard and obsolete vehicles and road furniture - poor road maintenance, investment and engineering management - paucity of road users' and drivers' knowledge, skill, enlightenment and education of the road Use This paper submits that Nigeria being a developing nation requires purely primitive strategies being cost effective (health wise) than curative measures. It is in this light that an enduring, comprehensive and sustainable traffic safety educational programmes information base and data inventory, analysis and implementations form the focus of this study. This effort will provide basic guidelines framework and implementation procedure for a successful prevention of whiplash associated disorder resulting from road traffic crashes in Nigeria and other parts of the world.
It is well known that motorcycle riding is fascinating but quite more dangerous than for example car driving. In 2006, 5,091 persons were killed as victims of crashes occurring on public roads in Germany. 52% (2,683) were car occupants, 16% (793) motorcycle riders, 14% (711) pedestrians, 10% (486) bicycle riders, 5% (235) commercial vehicle occupants, 2% (107) riders of smaller powered two-wheelers, called "Mofa, Moped and Mokick". This shows that motorcycle riders recently are the second largest group of killed traffic participants in Germany. Latest information coming from the Federal Statistics predict for the year 2007 the figure of 4,958 killed road victims in total. This would be again a successful reduction (-133 killed persons or "2.6% compared to the year 2006). But the news coming from the Federal Statistics during the year 2007 and at the begin of 2008 did not always tell the same positive story. It is questioned whether the positive trend of substantially reduced figures of killed road user year by year will longer continue for Germany. That means it could be impossible to reach the ambitious target, set by the European Commission, to cut in half the figure of killed road users until the year 2010 " compared to the figure for the year 2001. It was reported that the group of 45 to 49 years old traffic participants (all traffic modes) is conspicuous with an increase of 30% up to 297 killed road users in total from January to August 2007. This increase can be ascribed in particular by an increase of killed motorcycle riders within this age group. Due to mild weather conditions in Germany in 2007 the season for motorcycle riding began relatively early and this may be a main reason for the increase of the figure of killed motorcycle riders by 16% from January to August 2007. With this background the accident occurrence of motorcycles became more and more essential. As part of the actual discussion about historical trends, recent emphases, causes and relevant structures of the events of motorcycle crashes it is evident, to have latest and carefully updated figures coming from both the Federal Statistics and In-depth studies. The paper will give a contribution to this using the German Federal Statistics and in-depth studies, for example GIDAS. Additional data coming from the DEKRA Motorcycle Accident Database as well as from literature are considered, too. The paper will help to describe the current situation of the accident involvement of motorcycles in Germany.
The accident research project in Dresden was founded in July 1999. To date over 6.000 crash investigations have been undertaken. About 10.000 vehicles have been documented and over 13.000 participants have been debriefed. But there is much more than this scientific success. Because of the interdisciplinary character between the medical and technical focus, the project affords an important contribution for the education of the involved students. Over 200 students of different fields of study have got experiences not only for the occupational career. This lecture describes the additional effects of the accident research project regarding the education of the students, the capacity for teamwork and learning about dealing with accident casualties.
Accident simulation and reconstruction for enhancing pedestrian safety: issues and challenges

The enhancement of pedestrian safety represents a major challenge in traffic accidents. This study allows a better understanding of the issues in pedestrian protection. It highlights the potential of in-depth studies in identifying relevant crash parameters interfering in the pedestrian safety. A computational simulation tool was developed to reconstruct pedestrian real-world crashes. A sample of 100 in-depth accident cases was reconstructed from two sources: 40 crashes provided by IFSTTAR-LMA and 60 crashes from CASR. To exemplify the methodology, two accident cases from each database were illustrated. A description of the sample of crashes was presented including the travel and impact speed of the vehicle, the driver reaction, the pedestrian walking speed, the scene configuration with the eventual obstacles, etc. This detailed description is pointing to the major factors affecting the limits of pedestrian safety systems.
Portugal has the highest rate of road fatalities in Europe (2002 and for Eur-15 - CARE database). For this highest rate, the accidents involving pedestrians and motorcycle occupants have a higher contribution than the European average. In the last years, especially accidents involving motorcycles have been investigated and currently two different projects are being carried out, one related with motorcycles accidents and the other with pedestrian accidents. In these projects, countermeasures among others to reduce the fatalities between these two types of road users are being studied. These accidents are investigated with the commercial accident reconstruction software PCCRASH but also new methodologies based on multibody dynamics are in development in order to more accurately study these two types of accidents. In this paper, the methodologies in use for accident reconstruction and new methodologies in development are presented. Speeding his found to be one of the major causes of road fatalities for pedestrians and motorcycle occupants. In the case of motorcycle accidents, these involve mainly young drivers. Aspects as social behavior are also important to understand the causes of some of these accidents. Some examples of accidents occurring in Portugal, involving especially motorcycles and pedestrians are presented and discussed.
Since 2005 the German In-Depth Accident Study (GIDAS) also records aspects of active vehicle safety. This is done because vehicles are fitted with an increasing number of active safety devices which have undoubtedly an influence on the number, severity and course of accidents. Accident researchers expect that collecting active safety data will facilitate to assess and quantify the impact of these and future devices. It is the aim of this paper to outline benefits and limitations associated with the recording of active safety aspects within indepth studies. An overview about possible areas where active safety data can be useful will be given. For that purpose single safety or comfort systems will be selected to estimate the effects of an accident database which includes variables associated with these systems. Questions with regard to the limitations of collecting active safety data will be addressed. Possible items are for example the usability of the data recorded, the real accident cause, the small number of relevant accidents, the time span needed to gather a sufficient dataset, the small share of vehicles equipped with a certain system or different functionalities of systems that are supposed to fall in the same category. As a result user needs for a reasonable data collection of active safety elements will be elaborated.
For more than a decade, ADAC accident researchers have analysed road accidents with severe injuries, recording some 20,000 accidents. An important task in accident research is to determine the causative factors of road accidents. Apart from vehicle engineering and human factors, accident research also focuses on infrastructural and environmental aspects. To find out what accident scenarios are the most common in ADAC accident research and what driver assistance systems can prevent them, our first task was to conduct a detailed accident analysis. Using CarMaker, we performed a realistic simulation of accident scenarios, including crashes, with varying parameters. To begin with, we made an initial selection of driver assistance systems in order to determine those with the greatest accident prevention potential. One important finding of this study is that the safety potential of the individual driver assistance systems can actually be examined. It also turned out that active safety offers even much more potential for development and innovation than passive safety. At the same time, testing becomes more demanding, too, as new systems keep entering the market, many of them differing in functional details. ADAC will continue to test all driver assistance systems as realistically as possible so as to be able to provide advice to car buyers. Therefore, it will be essential to develop and improve test conditions and criteria.
Advancing active safety towards the protection of vulnerable road users: the PROSPECT project

Accidents involving Vulnerable Road Users (VRU) are still a very significant issue for road safety. According to the World Health Organisation, pedestrian and cyclist deaths account for more than 25% of all road traffic deaths worldwide. Autonomous Emergency Braking Systems have the potential to improve safety for these VRU groups. The PROSPECT project (Proactive Safety for Pedestrians and Cyclists) aims to significantly improve the effectiveness of active VRU safety systems compared to those currently on the market by expanding the scope of scenarios addressed by the systems and improving the overall system performance. The project pursues an integrated approach: Newest available accident data combined with naturalistic observations and HMI guidelines represent key inputs for the system specifications, which form the basis for the system development. For system development, two main aspects are considered: advanced sensor processing with situation analysis, and intervention strategies including braking and steering. All these concepts are implemented in several vehicle prototypes. Special emphasis is put on balancing system performance in critical scenarios and avoiding undesired system activations. For system validation, testing in realistic scenarios will be done. Results will allow the performance assessment of the developed concepts and a cost-benefit analysis. The findings within the PROSPECT project will contribute to the generation of state -of-the-art knowledge, technical innovations, assessment methodologies and tools for advancing Advanced Driver Assistance Systems towards the protection of VRUs. The introduction of a new generation safety system in the market will enhance VRU road safety in 2020-2025, contributing to the "Vision Zero" objective of no fatalities or serious injuries in road traffic set out in the Transport White Paper. Furthermore, the test methodologies and tools developed within the project shall be considered for the New Car Assessment Programme (Euro NCAP) future roadmaps, supporting the European Commission goal of halving the road toll in the 2011-2020 timeframe.
Nach einführenden Bemerkungen zum Thema Aggression im Straßenverkehr werden die Ursachen von Aggression im Straßenverkehr erörtert. Das Missverhältnis zwischen Verkehrsmenge und zur Verfügung stehender Infrastruktur bleibt nicht ohne Einfluss auf das Verhalten der Verkehrsteilnehmer. Typische unerwünschte Verhaltensweisen bei hohem Verkehrsaufkommen sind beispielsweise das Nichteinhalten des Sicherheitsabstandes, das Drängeln, riskante Überholmanöver oder das Fahren mit nicht angepasster Geschwindigkeit. Daraus resultieren vielfach Verhaltensweisen, die aus verkehrspsychologischer Sicht wesentliche Übereinstimmungen mit Merkmalen des aggressiven Verhaltens aufweisen. Ein Modell des aggressiven Fahrens differenziert zwischen drei Entstehungsbedingungen für Ärger beim Fahren: 1. Differenz zwischen der Geschwindigkeit, die der Verkehrsteilnehmer fahren möchte, und jener, die er aufgrund der verkehrlichen Umstände fahren kann; 2. Vorausfahrende Fahrzeuge, die trotz einer ausreichenden Lücke auf der rechten Spur nicht ausweichen; 3. Aggressiv herannahende drängelnde Fahrer. Die Interaktion aversiver Effekte kann dazu führen, dass das aggressive Verhalten Einzelner zu einem aggressiven Fahrstil weiterer Verkehrsteilnehmer führt. Die Zahl der Unfälle ist zwar seit den 70er Jahren rückläufig, bei Einbeziehung der Unfallanalyse zeigt sich jedoch, dass mangelnder Sicherheitsabstand sowie unangemessene Geschwindigkeit in der Mehrzahl der Unfälle die Hauptunfallursache darstellen. Die Lösung der beschriebenen Problematik ist sehr wahrscheinlich nur langfristig durch intensive Informations- und Aufklärungsarbeit zu erreichen.
Die Dokumentation befasst sich mit den Vorbereitungsarbeiten für die Initiierung der Verkehrssicherheitsaktion "Minus 10 Prozent". Österreichische Bundes- und Landesbehörden sollten durch eine private Institution, dem Kuratorium für Verkehrssicherheit, motiviert werden, der Durchführung dieser Aktion zuzustimmen bzw. diese zu unterstützen. Möglichst viele österreichische Bezirkskörperschaften sollten gewonnen werden, sich freiwillig an dieser Aktion zu beteiligen. Gegründet werden sollte ein Verkehrssicherheitskomitee, in das auch nichtbeamtete Personen aufgenommen werden sollten. Durch ein verstärktes Engagement über die amtlichen Aktivitäten hinaus sollten Unfälle mit Personenschäden binnen eine Jahres um 10 Prozent reduziert werden. Die Vorgangsweisen des Kuratoriums für Verkehrssicherheit zur Motivierung der Bundes-, Landes- und Bezirksbehörden werden ebenso dargestellt wie die ersten Resultate nach Ablauf von 4 Monaten der Aktion, an der alle Bezirkskörperschaften Österreichs teilnahmen.
Als passive Schutzeinrichtungen werden Systeme bezeichnet, die von der Fahrbahn abkommende Fahrzeuge abweisen und aufhalten, wie Stahlschutzplanken oder Betonschutzwände. Schutzeinrichtungen müssen als wichtigsten Eignungsnachweis erfolgreiche Anprallversuche mit handelsüblichen Pkw und/oder Lkw absolvieren. Die Grundlage dafür bilden Europäische Normentwürfe. Bewertungskriterien für die Eignung einer Schutzeinrichtung sind ihr maximales Aufhaltevermögen, ihre dynamische seitliche Auslenkung, das Fahrzeugverhalten und die Insassenbelastung. Durch die Einführung der Europäischen Normen, vermutlich Anfang 1997, wird es auch in Deutschland Veränderungen für die Anforderungen an Schutzeinrichtungen geben. Zukünftig werden Leistungsklassen an Stelle der jetzt in den nationalen Richtlinien explizit genannten Systembeschreibungen treten, das heißt, Schutzeinrichtungen werden nicht nach ihrer Bauart, sondern nach ihrer Leistungsbeschreibung ausgewählt. Die sich abzeichnenden Europäischen Normen bieten ein breites Spektrum neuer Klassen, mit der Möglichkeit, auch in Deutschland höhere Leistungsklassen als bisher wählen zu können. Gleichzeitig wird in Zukunft sicher noch deutlich mehr in die Einrichtung von passiven Schutzeinrichtungen investiert werden müssen, weil nicht nur die Verkehrsbelastung und damit die Gefahr des Abkommens von der Fahrbahn steigt, sondern auch die Schwere der durch Lkw mit höheren Radlasten verursachten Unfälle. Die dazu notwendigen Finanzmittel und die zu erwartenden volkswirtschaftlichen Auswirkungen müssen sorgfältig gegeneinander abgewogen werden. Bei einem vorhandenen Straßennetz von circa 228.000 km (außerorts) in Deutschland und abgeschätzten Kosten für die Umrüstung in dreistelliger Millionenhöhe müssen alternative Überlegungen in Betracht gezogen werden, wie die Orientierung am DTV-Schwerlastverkehr oder eine gewichtete Aufteilung der Mittel auf die verschiedenen Straßenklassen. Aufgrund der angespannten Haushaltssituation wird der zur Verfügung stehende Rahmen zwangsläufig sehr eng sein. Trotzdem muss es vorrangiges Ziel bleiben Schutzeinrichtungen an Straßen aufgrund ihrer positiven Wirkung auf die Unfallfolgen in einer Qualität und in einem Umfang einzusetzen, der allen Verkehrsteilnehmern ein möglichst hohes Maß an Sicherheit bietet.
Um die zukünftige Entwicklung von Fahrzeugen mit alternativem Antrieb, z.B. Hybrid-, Elektro- und Brennstoffzellenfahrzeuge, in Deutschland verfolgen und analysieren zu können, hatte die Bundesanstalt für Straßenwesen (BASt) im Jahr 2010 die Einrichtung einer langfristigen Beobachtung des Fahrzeugmarktes und einer konzentrierten Beobachtung des Unfallgeschehens initiiert, mit den Zielen, die tatsächliche Umsetzung des technologischen Fortschritts in marktgängige Produkte zu verfolgen, frühzeitig genaue Kenntnis über die sich der technologischen Entwicklung anschließenden tatsächlichen Marktentwicklung zu gewinnen, und mögliche Fehlentwicklungen - insbesondere mit Blick auf die Verkehrssicherheit zeitnah zu identifizieren. Auf Basis der bisherigen Marktentwicklung ist die Analyse des Unfallgeschehens naturgemäß noch wenig aussagekräftig. Die deutliche Zunahme der Unfallbeteiligung von Hybridfahrzeugen um 95% von 2007 bis 2010 wird durch einen Bestandsanstieg von 117% in diesem Zeitraum relativiert und deutet daher eher auf ein unterdurchschnittliches Risiko, wobei keine Informationen über die durchschnittliche Fahrleistung in die Interpretationen einbezogen werden können. Der relativ hohe Anteil von Innerortsunfällen ist vor allem vor dem Hintergrund der Nutzung der Fahrzeuge zu interpretieren.
Gefragt ist nach alterstypischen Verkehrsverstößen, die bei Senioren auf eine zunehmende Verkehrsunsicherheit hinweisen. Die Studie basiert auf Stichprobendaten des Verkehrszentralregisters (VZR) von 350.000 Personen zwischen 35 und 84 Jahren, deren Verkehrsauffälligkeit im Anschluss an eine VZR-Eintragung über zwei Jahre beobachtet wurde. Tatsächlich lässt sich ein alterstypisches Fehlverhalten identifizieren: überwiegend Vorfahrtfehler sowie Fahrmanöver mit hohem Unfallanteil. Zwei gegenläufige Effekte halten sich etwa die Waage: Zum einen weisen Personen mit einem alterstypischen Fehlverhalten in den nachfolgenden Jahren im Vergleich zu Personen mit anderen Delikten erheblich weniger Verkehrsverstöße auf, zum anderen zeigen sie einen bedeutend höheren Unfallanteil an den (reduzierten) VZR-Eintragungen. Beide Effekte werden mit dem Alter prägnanter. Entsprechend dem "Risiko-Homöostase-Modell" versuchen Verkehrsteilnehmer, beide Komponenten im Gleichgewicht zu halten, was mit zunehmendem Alter aber nicht mehr allen gelingt. Diese Ergebnisse wie auch Zahlen der amtlichen Statistik zeigen gegenwärtig aber (noch) kein mit dem Alter bedrohlich steigendes Verkehrsrisiko an. Die vorhandenen Mechanismen " neben der Selbstbeschränkung der Fahrleistung auch die Entziehung der Fahrerlaubnis sowie der Verzicht " scheinen für die weitaus meisten Kraftfahrer auszureichen, ihr steigendes Risiko wegen höherer Fahrunsicherheit im Alter auszugleichen. Auf die Übrigen könnte aufgrund einer VZR-Eintragung mit einem alterstypischen Fehlverhalten durch Verwarnung und Aufklärung, und wenn dies nachweislich einer erneuten Verkehrsauffälligkeit nicht ausreicht, durch weitere Maßnahmen gezielt Einfluss genommen werden. Dies wäre ab einem Alter von 75 Jahren zu erwägen, doch schon ab 70 Jahren zu rechtfertigen. Eine Verwarnung würde ab 70 Jahren gegenwärtig maximal 30.000 Personen pro Jahr betreffen. Mit einer Wiederauffälligkeit innerhalb von zwei Jahren wäre im heutigen System " also ohne Verwarnung " in maximal 2.800 Fällen zu rechnen.
An approach to the standardization of accident and injury registration systems (STAIRS) in Europe

STAIRS is a European Commission funded study whose aim is to produce a set of guidelines for a harmonised, crash injury database. The need to evaluate the effectiveness of the forthcoming European Union front and side impact directives has emphasised the need for real world crash injury data-sets that can be representative of the crash population throughout Europe. STAIRS will provide a methodology to achieve this. The ultimate aim of STAIRS is to produce a set of data collection tools which will aid decision making on vehicle crashworthiness as well as providing a means to evaluate the effectiveness of safety regulations. This paper will disseminate the up-to-date findings of the group as they try to harmonise their methods. The stage has been reached where studies into the diverse methods of the UK, French and German systems of crash injury investigation have been undertaken. An assessment has already been made of the relationships between the three current systems in order to define the areas of agreement and divergence. The conclusions reached stated that there were many areas that are already closely related and that the differences were only at the detailed level. With the emphasis on secondary safety and injury causation, core data sets were decided upon, taking into account: vehicle description, collision configuration, structural response of vehicles, restraint and airbag performance, child restraint performance, Euro NCAP, pedestrian and vehicle occupant kinematics, injury description and causation. Each variable was studied objectively, the important elements isolated and developed into a form that all partners were agreeable on. A glossary of terms is being developed as the project progresses which includes ISO standards and other definitions from the associated CAREPLUS project, which addresses the comparability of national data sets. A major consideration of the group was the data collection method to be employed. The strengths and weaknesses of each study were investigated to obtain a clear idea of which aspects offered the best way forward. The quality of this information and transference into a common format, as well as the necessary error checking systems to be employed have just been completed and are described. In tandem with this area of study the problem of the statistical relationship of each sample to the national population is also being investigated. The study proposes a mechanism to use a sample of crash injury data to represent the national and international crash injury problem
Adverse weather could impair the performance of many important parts in road transportation. In a tropical country, the threats posed by the weather phenomenon can be viewed from a different perspective as the situation may not be as extreme as snow-related problems or excessive temperature in other countries. Specifically in Malaysia, the situation may be underestimated due to several reasons such as the deficiencies in accident reporting and lack of research work. This background research has looked into various publications as well as related data to explain the need of more comprehensive research in the future.
While accident statistics on a national level are provided by many countries, there is a need for international data that includes more detailed information about the accident, so called in-depth data. As a consequence, accident data projects have been emerging in different regions of the world. This creates a need for comparable and mergeable data from different countries, enabling the use of already existing accident data resources and helping to expedite the improvement of global road safety. While existing approaches focus that mostly on building a comprehensive accident database from scratch, the iGLAD project (Initiative for the Global Harmonization of Accident Data) attempts a more pragmatic approach by building on top of the work already accomplished in this area and complementing it. The target of iGLAD is to help setting up an additional dataset as a compatibility layer between already existing world wide data sets and integrating the structure of these by defining a common data scheme. This dataset is limited to the common denominator between the existing data sets and is inherently rather small and simple. Eventually, an individual converter for each participating accident investigation group will be built that enables pooling all data sets in a common repository. This not only saves costs and time, and hence makes such a target more feasible, but also creates data that is usable right from the start. This paper gives an overview of the current status of iGLAD and first steps taken. Additionally, some methodological aspects are discussed, next to a glance at other projects working currently on related issues, providing additional input for iGLAD. Finally, an overview of next steps and intended future work is given.
Car occupants have a high level of mortality in road accidents, since passenger cars are the prevalent mode of transport. In 2013, car occupant fatalities accounted for 45% of all road accident fatalities in the EU. The objective of this research is the analysis of basic road safety parameters related to car occupants in the European countries over a period of 10 years (2004-2013), through the exploitation of the EU CARE database with disaggregate data on road accidents. Data from the EU Injury Database for the period 2005 - 2008 are used to identify injury patterns, and additional insight into accident causation for car occupants is offered through the use of in-depth accident data from the EC SafetyNet project Accident Causation System (SNACS). The results of the analysis allow for a better understanding of the car occupants' safety situation in Europe, thus providing useful support to decision makers working for the improvement of road safety level in Europe.
Analyse glättebedingter Unfälle von Güterkraftfahrzeugen mit mehr als 12 t zulässigem Gesamtgewicht

Die Überschreitung des möglichen Reibwertpotenzials zwischen Fahrbahn und Reifen stellt nach wie vor ein großes Sicherheitsrisiko dar. Während sich mittlerweile Systeme in der Entwicklung befinden, die das aktuelle Reibwertpotenzial recht verlässlich schätzen können, stellt sich die Frage, auf welche Weise diese Information am besten dem Fahrer* zu übermitteln ist. Diese und weitere Fragen bezüglich des Nutzens einer Reibwertwarnung werden in diesem Projekt beantwortet. Im Laufe dieses Projektes wurde untersucht, welcher Nutzen eine Reibwertwarnung für Güterkraftfahrzeuge darstellt. Mittels einer Probandenstudie im Fahrsimulator der technischen Universität Berlin ließen sich Fahrverhalten feststellen, welche positive Auswirkungen im Falle eines glättebedingten Unfalles hätten. Die Grundlage bildete zunächst die Literaturrecherche, die sowohl Erkenntnisse über den Stand der Technik von Fahrerassistenzsystemen sowie auch Einblicke in die Forschung zur Gestaltung von Warnungen aufzeigte. Zahlreiche Details über das Sicherheitspotenzial, das Angebot der verschiedenen Hersteller, die Gesetzgebung und weiteres hinsichtlich der Fahrerassistenzsysteme wurden ergründet, während zur Gestaltung von Warnungen kognitive Modelle und die Auswirkungen von Warnungen auf einen Probanden untersucht wurden. Folglich war es möglich, zusammen mit einer Expertenrunde und Vorstudien zur Gestaltung der unterschiedlichen Glätte-Icons, eine wissenschaftlich fundierte Warnstrategie herauszuarbeiten, die aus akustischen Signalen, Sprachangaben und grafischen Anzeigen auf einem Head-Up-Display besteht. Parallel dazu wurde mittels einer Analyse von Unfällen von schweren Lkw mit vermindertem Kraftschluss ein Überblick über die Unfallsituation von N3-Lkw verschafft. Dazu wurden die Daten der GIDAS-Unfalldatenbank untersucht und eine repräsentative Zufallsstichprobe der Unfälle, bei denen Kraftschlussminderung eine Rolle gespielt haben könnte, erstellt. Zwei Szenarien wurden hierbei betrachtet: Auffahrunfälle, bei denen der Lkw auf ein weiteres Fahrzeug auffährt, sowie Fahrunfälle, bei denen der Lkw-Fahrer die Kontrolle über sein Fahrzeug verliert. Diese Unfallanalyse bildete dann die Basis für die Szenariengestaltung der Probandenstudie im Fahrsimulator. Kritische Fahrszenarien, unübersichtliche Kurven- und Bergfahrten und ein Stauende hinter einer Kuppe, jeweils gepaart mit Regen, Starkregen oder Nebel und den dazu variierenden Reibwert der Straße, wurden samt der Warnstrategie im Fahrsimulator dargestellt. In der Probandenstudie durchfuhren Kraftfahrzeugfahrer die präparierten Simulationen, wobei die Experimentalgruppe die Glättewarnung erhielt und die Kontrollgruppe die gleiche Simulation ohne Warnung durchfuhr. Die Hauptfragestellungen, die sich stellten, waren, ob die Fahrer mit Warnsystem ihr Verhalten (insbesondere ihre Geschwindigkeit) an den Zustand der Fahrbahn anpassten und ob die Fahrer mit Warnsystem eine bessere Fahrleistung in Gefahrensituationen im Vergleich zu Fahrern ohne Warnsystem zeigen. Außerdem wurde untersucht, wie die Fahrer die Kritikalität der Fahrsituationen einschätzen und wie die Fahrerbewertung bezüglich der Warnstrategie ausfallen. Zusammenfassend zeigte die Studie, dass die Probanden mit Warnung ihr Fahrverhalten besser an die Glättesituation anpassten als Probanden ohne Warnung. Erstere reduzierten ihre Geschwindigkeit deutlich früher und stärker. Die entwickelte Warnstrategie wurde als positiv und hilfreich bewertet und wurde mit einer hohen Akzeptanz von den Probanden angenommen. Durch die Corona-Pandemie fiel die Stichprobengröße der Probanden geringer aus als ursprünglich geplant, was für die Ergebnisse miteinzuberechnen ist. Im Schlussteil dieses Projektes wurde der konkrete Nutzen von Glättewarnsystem bei Lkw in Bezug auf das Unfallgeschehen analysiert. Mit der Kenntnis der Auswirkung eines Glättewarnsystems auf das Fahrverhalten der Lkw-Fahrer konnten die Lkw-Unfälle aus der GIDAS-Datenbank durch eine Vorwärtsrekonstruktion neu simuliert werden, um zu ermitteln, welchen Einfluss das Glättewarnsystem auf den Unfall gehabt hätte. Die Analyse zeigte unter anderem, dass eine Glättewarnung für Lkw bei 12 % aller Unfälle zum Einsatz kommen könnte. Bei einer angenommenen mittleren Reduktion der Fahrgeschwindigkeit der Lkw-Fahrer um 9,6 km/h bei Tempo 80 aufgrund der Glättewarnung wären nahezu 30 % der Kollisionen bei Alleinunfällen oder Unfällen mit Beteiligung eines anderen Fahrzeugs sowohl bei den Lkw als auch bei den Kollisionsgegnern vermieden worden. Ferner hätten mehr als die Hälfte der Lkw und der Kollisionsgegner geringere Kollisionsschweren gehabt. Mittels Verletzungsrisikokurven konnte gezeigt werden, dass durch die geringeren Kollisionsschweren das Risiko, ernsthafte oder schwerere Verletzungen zu erleiden, deutlich gesunken ist. Bei den Lkw-Unfällen mit Fußgängern wären von neun analysierten Unfällen zwei vermieden worden und sieben Unfälle hätten aufgrund der geringeren Kollisionsgeschwindigkeit des Lkws das Potenzial die Verletzungsschwere der Fußgänger zu verringern. * Gender Disclaimer: In diesem Bericht wird aus Gründen der besseren Lesbarkeit das generische Maskulinum verwendet. Dabei werden weibliche und anderweitige Geschlechteridentitäten ausdrücklich mitgemeint, soweit es für die Aussage erforderlich ist.
Ziel der beschriebenen Untersuchung ist die Ergründung streckencharakteristischer Merkmale bei lokalen Häufungen überwiegend fahrdynamisch begründeter Unfälle auf einbahnigen Außerortsstraßen sowie die Erarbeitung geeigneter Abhilfemaßnahmen. Es wurden Streckenabschnitte mit Unfallhäufungsstellen in Rheinland-Pfalz, Hessen, Saarland und Baden-Württemberg ausgewählt. Auf 58 Untersuchungsstrecken wurde das Geschwindigkeitsverhalten und die streckencharakteristische Geschwindigkeit durch Geschwindigkeitsprofile mit Hilfe von Messfahrten untersucht. Die Streckencharakteristika wurden nach quantifizierbaren Merkmalen wie Kurvigkeit und Krümmungsradien sowie nach subjektiven Beurteilungskriterien aufgeschlüsselt. Unfallhäufungsbereiche wurden durch Beschreibungsmerkmale gekennzeichnet, die den kombinierten Einfluss der Trassierungselemente, der Ausstattung und des Umfeldes erfassten. Die Versuche, quantitative Zusammenhänge zwischen Unfallkennzahlen und einzelnen streckencharakteristischen Merkmalen herzustellen, misslangen. Als weitaus häufigstes Merkmal innerhalb der Unfallhäufungsbereiche zeigte sich eine lokale Steigerung der Kurvigkeit in einer bereits kurvigen Umgebung. An zweiter Stelle der Häufigkeit steht die Mitwirkung von Querneigungs- und Fahrbahndeckenmängeln. Die Autoren stellen fest, dass die heutigen Richtlinien zur Linienführung von Straßen (RAS-L-1) keine ausreichenden Kriterien enthalten, um die häufigste festgestellte Unfallursache zu vermeiden, die darin zu sehen ist, dass innerhalb kurviger Strecken Einzelkurven mit größerer Richtungsänderung und/oder etwas kleinem Krümmungsradius auftreten. Hieraus wird die Notwendigkeit einer entsprechenden Überarbeitung der Richtlinie abgeleitet.
Im Zentrum steht die Frage, wie lückenlos und in welchem Umfang ein ganzes Großstadtgebiet von dem NAW-Dienst versorgt wird, der den Anspruch erhebt, flächendeckend zu arbeiten. Untersucht wird, wie dieser Dienst den spezifischen gebiets- und bevölkerungsstrukturellen Unterschieden Rechnung trägt. Ferner wird gefragt, inwieweit die Einsatz- und Interventionsstrategien des NAW-Dienstes nicht so angelegt sind, dass sie Versorgungsungleichheiten produzieren und/oder verstärken. Dokumentiert und ausgewertet wurden 15.716 Einsätze, die der mit 5 Notarztwagen ausgestattete NAW-Dienst in Berlin-West innerhalb eines zwölfmonatigen Zeitraums durchgeführt hat. Zusätzlich wurden Daten des ökologischen Kontexts einbezogen, ferner Feuerwehrdaten (technische Einsatzdaten) und klinische Beurteilungen der NAW-Patienten, die in Krankenhäuser eingewiesen wurden. Die Ergebnisse zeigen zeitliche und regionale Differenzen der Einsätze, das Einsatzspektrum des ganzen NAW-Dienstes wie auch der einzelnen Fahrzeuge und die Phasen des Einsatzes. Weite Teile des Berichts verdeutlichen, wie sich differente Interventionsstrategien einzelner Stützpunkte auswirken. Untersucht wird die Wirksamkeit des NAW-Dienstes in Begriffen der Indikationsverifizierung, der Überlebenschancen und der prospektiven Versorgungsaufwendungen für NAW-Patienten nach der klinischen Behandlung.
Die Zielsetzung der Arbeit bestand darin, Erkenntnisse über das "Dunkelfeld" beziehungsweise die "Unfalldunkelziffer" der amtlichen Straßenverkehrsunfallstatistik in Deutschland zu gewinnen. Dazu wurde eine Datenerhebung in einem begrenzten Gebiet durchgeführt. Die Untersuchung sollte Hinweise ermöglichen über die Größe der Unfalldunkelziffer in Abhängigkeit von bestimmten Unfallmerkmalen sowie über die Struktur des Dunkelfeldes im Vergleich zur amtlichen Statistik. Als unterer Grenzwert für die Unfalldunkelziffer in der Pilotstudie wird ein Wert von 44 % angesehen. Die Untersuchung zeigt eine deutliche Abhängigkeit der Dunkelziffer von der Unfallschwere. Die Dunkelziffer liegt geringer bei Unfällen mit "ungeschützten" Unfallobjekten (Unfälle mit Fußgängern und Zweiradfahrern). Der Erfassungsgrad für Nachtunfälle ist größer als für Tagunfälle. Die Untersuchungsergebnisse zeigen insgesamt, dass die Struktur der amtlichen Statistik deutlich von der Struktur des Dunkelfeldes abweicht. Es wird die begründete Annahme ausgesprochen, dass die amtliche Verkehrsunfallstatistik unvollständig ist, wobei der Erfassungsgrad nicht einheitlich ist, sondern von verschiedenen Merkmalen (Unfallschwere, Unfallart, etc.) abhängt.
The overall purpose of the ASSESS project is to develop a relevant and standardised set of test and assessment methods and associated tools for integrated vehicle safety systems, primarily focussing on currently available pre-crash sensing systems. The first stage of the project was to define casualty relevant accident scenarios so that the test scenarios will be developed based on accident scenarios which currently result in the greatest injury outcome, measured by a combination of casualty severity and casualty frequency. The first analysis stage was completed using data from a range of accident databases, including those which were nationally representative (STATS19, UK and STRADA, SE) and in-depth sources which provided more detailed parameters to characterise the accident scenarios (GIDAS, DE and OTS, UK). A common analysis method was developed in order to compare the data from these different sources, and while the data sets were not completely compatible, the majority of the data was aligned in such a way that allowed a useful comparison to be made. As the ASSESS project focuses on pre-crash sensing systems fitted to passenger cars, the data selected for the analysis was "injury accidents which involved at least one passenger car". The accident data analysis yielded the following ranked list of most relevant accident scenarios: Rank Accident scenario 1 Driving accident - single vehicle loss of control 2 Accidents in longitudinal traffic (same and opposite directions) 3 Accidents with turning vehicle(s) or crossing paths in junctions 4 Accidents involving pedestrians The ranked list highlights the relatively large role played by "accidents in longitudinal traffic", and "accidents with turning vehicle(s) or crossing paths in junctions" (the second and third most prevalent accident scenarios, respectively). The pre-crash systems addressed in ASSESS propose to yield beneficial safety outcomes with specific regard to these accident scenarios. This indicates that the ASSESS project is highly relevant to the current casualty crash problem. In the second stage of the analysis a selection of these accident scenarios were analysed further to define the accident parameters at a more detailed level .This paper describes the analysis approach and results from the first analysis stage.
There is a need for detecting characteristics of pedestrian movement before car-pedestrian collisions to trigger a fully reversible pedestrian protection system. For this purpose, a pedestrian sensor system has been developed. In order to evaluate the effectiveness of the sensor system, the in-depth knowledge of car-pedestrian impact scenarios is needed. This study aims at the evaluation of the sensor system. The accident data are selected from the STRADA database. The accident scenarios available in this database were evaluated and the knowledge of the most common scenarios was developed in terms of the pedestrian trajectory, the pedestrian speed, the car trajectory, the car velocity, etc. A mathematical model was then established to evaluate the sensor system with different detective angles. It was found that in order to detect all the pedestrians in the most common scenarios on time the sensor detective angle must be kept larger than 60 degrees.
Accidents with vulnerable road users require special attention within the road safety work because these accidents are often accompanied with severe injuries. Thus In 2006 at least 6200 Powered Two Wheeler (PTW) riders were killed in road crashes in the EU 25 representing 16% of the total number of road deaths while accounting for only 2% of the total kilometers driven. For the prevention of accidents with VRU above all the knowledge of the causes of the accidents is of special importance. This study is based on the methodology of the German In-Depth Accident Study GIDAS. Within GIDAS extensive data on various fields of accidentology are collected on-scene from road traffic accidents with injuries in the Hannover and Dresden area. Using a well defined sample plan the collected data is highly representative to the whole German situation (Brühning et al, Otte et al). The need of in-depth accident causation data in accident research led to the development of a special tool for the collection of such data called ACASS (Accident Causation Analysis with Seven Steps), which was implemented in the GIDAS methodology in 2008 and described by Otte in 2009.
The proportion of older road users is increasing because of demographic change (in the group 65+ from current 18% to about 24% by 2030). The mobility needs of people 65+ often differ from those of younger people. Seniors (65+) are already more involved in fatal accidents than younger road users. According to the age development, the senior share of road deaths in the EU of today is increasing nearly one-fifth to one-third. From the in-depth analysis of accidents generic simulation models were developed. Attention has been paid both to psycho-physical characteristics as well as on the social and physical environment and their specifics in conjunction with seniors. By simulating the defined scenarios and varying the defined relevant parameters, accident influencing factors were examined as a basis for avoidance. In addition, the parameters were varied to show the influence from the vehicle, the pedestrian and the infrastructure to avoid the accident or to characterize the conditions for which the accident is inevitable.
The National Highways Development Project in India is aimed at upgrading over 12,000 km of national highways from 2-lane undivided roads to 4-lane divided roads. With nearly 40% of fatal crashes being reported on national highways, the effect of this project on road safety needs to be assessed. Researchers carried out on-site crash investigations and in-depth crash data collection for a period of 45 to 60 days on four 2-lane undivided highways and a 4-lane divided highway. Based on 76 crashes examined, researchers found a shift of crash pattern from head-on collisions on undivided 2- lane highways to front-rear collisions on divided 4-lane highways. This paper presents the methodology, analysis of crashes examined, and the critical safety problems identified for greater consideration in future highway development projects. This paper also highlights the need and significance of in-depth crash investigations to understand local traffic conditions and problems in India.
Analysis of pedestrian leg contacts and distribution of contact points across the vehicle front

Determining the risk to pedestrians that are impacted by areas of the front bumper not currently regulated in type-approval testing requires an understanding of the target population and the injury risk posed by the edges of the bumper. National statistics show that approximately 10% of all accident casualties are pedestrians, with 20% to 30% of these pedestrian casualties being killed or seriously injured. However, the contact position across the front of the bumper is not recorded in national statistics and so in-depth accident databases (OTS, UK and GIDAS, Germany) were used to examine injury risk in greater detail. The results showed that some injury types and severities of injuries appear to peak around the bumper edges. Although there are sometimes inconsistencies in the data, generally there is no evidence to suggest that the edges of the bumper are less likely to be contacted or cause injury.
In this study, the mean profile depth (MPD) that expresses roughness of road pavements was calculated using the road survey equipment vehicle and the calculated MPD was compared with the real number of traffic accidents. The analysis method used in this study was to classify the appropriate clustering in relation to traffic accidents using the K-means clustering and to compare this with the presence of traffic accidents via the MPDs to derive the result. K-means clustering was used in the analysis method and four clusters were found using the clustering analysis results. The center of each cluster was 0.627, 0.850, 1.118, and 1.237, respectively. The result of this study is expected to be utilized as foundational research in the traffic safety area.
Analysis of the accident scenario of powered two-wheelers on the basis of real-world accidents

For the first time since 20 years the German national statistics of traffic accidents revealed an increasing number of fatalities and seriously injured persons in 2011. This negative development was especially caused by increasing numbers in all groups of vulnerable road users (VRU). Furthermore, the comparison of fatality reduction rates between several categories of road users shows that persons on motorcycles show the worst performance over years. Although every second fatality in German traffic accidents is still a car occupant, users of PTW make up more than 20% in the meantime. Assuming further improvements in the field of occupant protection this trend will continue. For that reason, a study on the basis of real-world accidents was conducted to describe the accident scenario involving motorcycles and to identify the reasons of the above-described fact. Approximately 1.800 motorcycle accidents out of GIDAS database were used for the analyses. The first part of the study deals with the question how representative the GIDAS database is for the German motorcycle accident scenario. Afterwards, detailed descriptive statistics on motorcycle accidents were presented considering numerous parameters about the accident scene, environmental influences, vehicle information, individual characteristics, interview data, injury severity and injury causation. One important point is the identification of the most frequent critical situations that are typical for motorcycle accidents. Furthermore, a special focus was on accident causation. Finally, conspicuous facts out of the analysis are emphasized. All in all, the study gives a comprehensive overview about the German motorcycle accident scenario. One the one hand, the use of weighted GIDAS data allows representative and robust statements on the basis of large case numbers; on the other hand highly detailed conclusions can be drawn. The results of the study help to understand the particularities of motorcycle accidents and provide approaches for further improvements in the field of PTW safety.
Radfahrer-Schutzhelme sind ab Mitte der 70er Jahre durch Einsatz von neuen Materialien entscheidend verbessert worden. Sie bestehen heute fast immer aus einer circa 20 Millimeter dicken Schale aus geschäumtem Polystyrol, und in den meisten Fällen existiert eine zusätzliche harte Aussenschale. Für diese Helme wurden Sicherheitsstandards unter anderem in den USA und Australien erarbeitet, deren Schwerpunkte im Stoßdämpfungstest und in der Belastung der Helm-Trageeinrichtung liegen. In Anlehnung an diese Standards wurden 15 Helme des deutschen Marktes nach dem Testverfahren gemäß ECE-R22 für Motorradhelme, jedoch mit einer reduzierten Fallhöhe von 1 Meter, geprüft. Die Mehrheit der Helme erreichte maximale Verzögerungen von unter 200 Gramm, was den Zielvorstellungen vom Arbeitspapier DIN 33954 entspricht. Die Trageeinrichtungen erfüllen alle die vorgegebenen Festigkeitsanforderungen. Eine Literaturstudie zeigt große Helmtrageaktivitäten besonders in Australien, den USA und in Schweden. In diesen Ländern wurde die Helmtragequote seit vielen Jahren durch entsprechende Werbekampagnen, besonders bei Schulkindern, erheblich gesteigert. Der Abbau von psychologischen Barrieren, wie auch staatliche Unterstützung beim Kauf eines Helmes, gehörten zu den Maßnahmen. Bei einzelnen Gruppen wurden Tragequoten bis zu 30 Prozent ermittelt. Demgegenüber sind Radfahrer-Schutzhelme in der Bundesrepublik Deutschland lediglich bei sportlichen Veranstaltungen, weniger jedoch im öffentlichen Straßenverkehr auszumachen.
Die Bundesanstalt für Straßenwesen hat eine Projektgruppe eingerichtet, deren Aufgabe es ist, die Erkenntnisse über Sachstand und Entwicklungen auf dem Gebiet des Rettungswesens zu systematisieren und zu interpretieren. Auf dieser Grundlage werden Problembereiche beschrieben und Vorschläge für Forschungsaktivitäten erarbeitet, die unter anderem im Rahmen der Forschungsplanung der BASt berücksichtigt werden sollten, beziehungsweise die von anderen Trägern mit Unterstützung durch die BASt durchgeführt werden sollten. Für den Projektgruppenbericht wurden folgende Themenschwerpunkte genannt: 1. Laienhilfe - ein problematischer Bereich des Rettungswesens, 2. Sind Notfallrettung und Krankentransport eine Einheit?, 3. Kommunikation und Kommunikationssysteme im Rettungswesen, 4. Notarztsysteme - Bestandsaufnahme und kritische Wertung, 5. Bewältigung eines Massenanfalls von Verletzten, 6. Die Verbindung von Rettungsdienst und Krankenhaus - eine Schwachstelle?, 7. Leistungsfähigkeit, Wirksamkeit und Effizienz von Rettungssystemen.
Each year the traffic accident research teams in Dresden and Hanover provide an in-depth investigation of approximately two thousand accidents, aggregated in the GIDAS database. To accomplish a comprehensive review of each traffic accident recorded, a sensible and thorough encoding of suffered injuries is indispensable. The Abbreviated Injury Scale by AAAM offers a valuable and handy solution to achieve this goal. However, there were a few difficulties in the use of the AIS that came up in the past, which let to necessary improvements for the utilization of the AIS 2005 for GIDAS.
From literature well-known analyzes on risks, hazards and causes of accidents of older drivers are amended by the present study in which a comparison of the specific features of accident causes of older car drivers (older than 60 years) and of younger car drivers (under 25 years) is conducted. Mainly the question is pursued if specific errors, mistakes and lapses are predominant in the two different age groups. The analysis system ACAS (Accident Causation Analysis System) used hereby consists of a sequential system of accident causation factors from the human, the technical and the infrastructural field, whereupon for this study the influence of the human features on the accident development in two different age groups is of interest. ACAS is both an accident model and an analysis and classification system, which describes the human participation factors of an accident and their causes in the temporal sequence (from the perceptibility to concrete action errors) taking into consideration the logical sequence of individual basic functions. In five steps (categories) of a logical and temporal sequence the hierarchical system makes human functions and processes as determinants of accident causes identifiable. The methodology specifically focuses on the use in so-called "In-Depth" and "On-Scene" investigation studies. With the help of the system for each accident participant one or more of five hypotheses of human cause factors are formed and then specified by appropriate verification criteria. These hypotheses in turn are further specified by indicators in such manner that the coding of the causation factors by a code system meets the needs of database processing and are accessible to a quantitative data analysis. The first results of the descriptive comparison of the two age groups concern mainly differences in the functional levels "information admission/perception" (where the elderly drivers have more difficulties than the young ones) and "information processing/evaluation" (where the younger drivers show more problems). Concerning the cognitive function of "planning" the group of younger drivers seems to be more often involved in an accident because of excessive speed.
The effect of fatigue on driving has been compared to the effect of alcohol impairment in both driver performance and crash studies. However are crash characteristics and causation mechanisms similar in crashes involving fatigue to those involving alcohol when studied in the real world? This has been explored by examining data held in the EC project SafetyNet Accident Causation Database. Causation data was recorded using the SafetyNet Accident Causation System (SNACS). The focus was on Cars/MPV crashes and drivers assigned the SNACS code Alcohol or Fatigue. The Alcohol group included 44 drivers and the Fatigue group included 47. "Incorrect direction" was a frequently occurring critical event in both the Alcohol and Fatigue groups. The Alcohol group had more contributory factors related to decision making and the Fatigue group had more contributory factors relating to incorrect observations. This analysis does not allow for generalised statements about the significance of the similarities and differences between crashes involving alcohol and fatigue, however the observed differences do suggest that attempts to quantify the effect of fatigue by using levels of alcohol impairment as a benchmark should be done with care.
This contribution introduces a number of psychological methods of analysis that are based on the practice-oriented collection of information directly at the site of an accident and that allow for an analysis and coding of the accident causes. Investigation examples and examples of the data combinations with basic medical and technical data are outlined. Objective of the collection is the inter-disciplinary investigation of human factors in the causes of accidents ("human-factor-analysis"). The psychological data are incorporated according to an integrative model for accident causes based on empiric algorithms in the data base of the accident research, where the clustered evaluation potential of comprehensive factors of the accident development can be illustrated. The central theoretical concept for the basic model of the progress of the accident from a psychological point of view comprises psychological indicators for the evaluation of the site of the accident for the analysis of the perception conditions as well as a classification of the gleaned data into the accident progress model according to chronological and local criteria. Perception conditions, action intentions and executions as well as conditions limiting perception and actions are acquired, using a questionnaire for persons involved in an accident, and are also integrated into the data structure concerning weighted feature characteristics as well as combined with other relevant features. Suitable systematization tools for the collection and coding of psychological accident development parameters have to be provided, which require primarily a model image of the corresponding processes from the persons involved in the accident (perceptions, expectations, decisions, actions). The interactive accident model contains components of the models by KÜTING 1990, MC DONALD 1972, SURREY 1969 and RASMUSSEN 1980. Based on the inter-action of the three partial systems "person", "vehicle" and "environment", the first step is the assessment of the situation by the persons involved in the accident. This is dependent on the personal attitudes and motives, on experiences and expectations concerning the progress of the situation. Subsequently, data concerning the manner of the coping with the ambiguous state as well as with the instable state (emergency reaction immediately before the accident occurs) are collected. The factors relating to the persons involved in the accident are gathered on several levels using corresponding questionnaires. The coding of the found and collected characteristics is conducted in a multidimensional evaluation relating to the technical results of the accident reconstruction and of the psychological classification, which are subsequently integrated in coded form into the data base of the accident research. The result of this analysis is a description of the development of the accident depicted on a chronological vector from a perception and decision theoretical perspective. This is explained in detail using exemplary cases.
Die vom Bundesministerium für Verkehr, Bau und Stadtentwicklung (BMVBS) beauftragte Studie zu den Auswirkungen neuartiger Lastzugkombinationen auf die Infrastruktur, den Verkehrsablauf und die Verkehrssicherheit liegt jetzt vor. Die Untersuchungen der Arbeitsgruppe der Bundesanstalt für Straßenwesen (BASt) konzentrieren sich ausschließlich auf die technischen Fragestellungen. Die wesentlichen Ergebnisse: - Eine erhöhte Straßenschädigung ist wegen der zugrunde gelegten neuen Fahrzeugtypen mit acht Achsen nicht zu erwarten. Infolge der prognostizierten allgemeinen Transportleistungssteigerung ist dieser Effekt jedoch von begrenzter Dauer. - Die Beanspruchung der Brücken wird durch 60-Tonnen-Lastzugkombinationen deutlich erhöht, was Ersatz oder Verstärkungen erforderlich machen wird. - Für die Tunnel der Bundesfernstraßen können sich wegen des deutlich größeren Ladevolumens höhere Brandlasten ergeben, mit der Folge erhöhter Anforderungen an die Sicherheitsausstattung. - Probleme bei der Befahrbarkeit von Kreisverkehren, Straßenkreuzungen und -einmündungen sowie Parkplätzen auf Rastanlagen werden sich infolge der größeren Fahrzeuglängen ergeben. Durch zusätzliche fahrzeugtechnische Einrichtungen - wie Lenkachse oder zusätzliche Gelenke - können diese gemindert werden. - Nach den vorliegenden Erfahrungen aus dem Ausland sind für ausreichend motorisierte und mit zuverlässigen Bremsanlagen ausgerüstete Transportfahrzeuge keine gravierenden Probleme hinsichtlich des Verkehrsablaufs und der Verkehrssicherheit auf Autobahnen zu erwarten. Im nachgeordneten Straßennetz (insbesondere Landes-, Kreis- und Gemeindestraßen) ist mit negativen Auswirkungen der Lastzugkombinationen sowohl auf die Verkehrssicherheit als auch auf die Leistungsfähigkeit der Straßen zu rechnen. So muss beispielsweise mit längeren Überholwegen und längeren Räumzeiten - etwa beim Abbiegen und an Bahnübergängen - gerechnet werden. - Die derzeitigen Schutz- und Rückhaltesysteme sind nicht für 60-Tonnen-Lastzugkombinationen ausgelegt. Derartige Rückhaltesysteme müssten erst entwickelt werden. Aufgrund der höheren Fahrzeuggewichte könnte die Unfallschwere bei Auffahrunfällen deutlich zunehmen. Moderne Fahrerassistenzsysteme (Spurhalteassistent sowie Bremsassistent mit Abstandsradar) könnten jedoch grundsätzlich dazu beitragen, sowohl Unfallrisiko als auch Unfallschwere zu verringern.
An eCall device has been mounted on some vehicles in France since 2003. It is an integrated car radio/GSM/GPS system that can be used with a SIM card. When an accident occurs, a call can be sent manually or automatically made to a telephone call centre. Knowing the geographic location, the vehicle identity and the possibility of a direct communication with the people involved enables the nearest emergency services to be called out. In this context, the LAB / CEESAR have set up a study aimed at evaluating the effectiveness of this system. The purpose of this paper is to detail the E-call system evaluation method of effectiveness used and give a global synthesis of the results.
Mit dem BASt-Projekt 82.232/2002 "Bedeutung der Fahrpraxis für den Kompetenzerwerb beim Fahrenlernen" sollen Erkenntnisse zu einer verbesserten Fahranfängervorbereitung und zur Verringerung des Fahranfängerrisikos erarbeitet werden. In der vorliegenden Literaturstudie als erstem Projektteil wurde eine umfassende Analyse des internationalen Erkenntnistandes zum Fahrfertigkeitserwerb unter besonderer Berücksichtigung des Einflussfaktors Fahrerfahrung durchgeführt. Herangezogen wurden Forschungsbefunde zu Kompetenzdefiziten junger Fahrer und Fahranfänger, zum Vorgehen bei der Ausbildung und Fahrerlaubniserteilung sowie zu weiteren Trainingsmaßnahmen, die sich an Fahranfänger richten. Zur Identifikation von Risikofaktoren und Bestimmung von Kompetenzdefiziten von Fahranfängern und jungen Fahrern werden meist Unfallstatistiken und Vergleiche von Fahranfängern (Novizen) und mit fahrerfahrenen Fahrern (Experten) herangezogen. Das Forschungsvorgehen ist hauptsächlich themengeleitet (zum Beispiel Unfalltypen und "ursachen, situationale Bedingungen, Alkohol, Fahrverhalten, Risiko- und Gefahrenwahrnehmung) und methodisch durch querschnittliche Daten- beziehungsweise Erhebungsdesigns gekennzeichnet. Längsschnittstudien, die sich gezielt mit der Entwicklung von Fahrfertigkeiten befassen, sind in der Literatur kaum zu finden. Es zeigt sich insgesamt, dass zwar viel darüber bekannt ist, was Fahranfänger und junge Fahrer " vor allem nach dem Fahrerlaubniserwerb " nicht können, unklar ist bisher jedoch wie lange der Fahrfertigkeitserwerb tatsächlich andauert und in welchen zeitlichen Sequenzen einzelne Fertigkeiten erlernt werden. Im Zusammenhang mit der Vorbereitung von Fahranfängern wird national und international mit hohem Aufwand an Maßnahmen zur Senkung der hohen Unfallraten junger Fahrer gearbeitet. Es steht eine Vielzahl an Veröffentlichungen über die Gestaltung der Fahrausbildung und das Vorgehen bei der Fahrerlaubniserteilung zur Verfügung. Innerhalb und außerhalb Europas sind in diesem Bereich große Unterschiede festzustellen. Als genereller Trend ist in den letzten Jahren zu beobachten, dass in der Ausbildung lange Lernzeiten angestrebt werden, um eine möglichst umfassende Fahrkompetenz aufzubauen. Unterschiedliche Auffassungen bestehen vor allem zu folgenden Aspekten: (1) Ausbildungsdauer und zeitliche Sequenz der Ausbildungsabschnitte, (2) Anteil und Rolle des formalen Lernens, (3) Verhältnis von theoretischer und praktischer Ausbildung und (4) Art und Zeitpunkt der Erteilung von Fahrerlaubnisrechten. Diese Aspekte werden vor allem hinsichtlich ihrer Implikationen für den Fahrfertigkeitserwerb im Ausbildungsverlauf diskutiert. Weiterhin werden ausbildungsergänzende Maßnahmen für Fahranfänger angeboten, bei denen Formen des E-Learnings (computerbasierte, interaktive Lernprogramme und simulatorgestützte Trainings) und der personalen Instruktion (Aufbaukurse mit theoretischen und fahrpraktischen Lerneinheiten) zu nennen sind. Beispielhaft werden einige dieser ergänzenden Ausbildungsmaßnahmen vorgestellt und hinsichtlich ihrer Rolle im Prozess des Fertigkeitserwerbs diskutiert. Die umfangreiche Literatur zum Verhalten und zur Ausbildung junger Fahrer spiegelt die nachhaltigen Bemühungen zur Senkung der hohen Unfallrate junger Fahrer wider. Dennoch hat sich die Problemsituation bisher nur wenig geändert. Dies könnte mit dadurch bedingt sein, dass die Forschung sich bislang überwiegend mit der Frage nach dem "WAS" des Lernens und weniger mit der Frage nach dem "WANN" oder dem "WIE" beschäftigt hat. Die Aufgabe einer weiteren Studie zur Frage des Kompetenzerwerbs kann daher nicht sein, den vorhandenen Katalogen von notwendigen Kompetenzen einen weiteren hinzuzufügen, sondern einen Ansatz zu verfolgen, der den Lernprozess selbst thematisiert und empirisch überprüft. Ein entsprechender Ansatz wird vorgeschlagen.
Es wurden Unfälle, die im Rahmen des Forschungsprojektes "Erhebungen am Unfallort" dokumentiert wurden, hinsichtlich der Häufigkeit und der Charakteristik von Pkw-Mehrfachkollisionen analysiert. Beschrieben wurden bei einer vergleichenden Gegenüberstellung von Einfach- und Mehrfachkollisionen die Besonderheiten, die die Mehrfachkollisionen prägen, und zwar im Vorfeld des Unfallgeschehens wie auch im Unfallgeschehen selbst. Mit allen beobachteten Unterschieden der Merkmalsausprägungen ist eine Steigerung der Ausgangsgeschwindigkeit, also der Geschwindigkeit, die vor dem Unfallgeschehen gefahren wurde, verbunden. Die Entstehungswahrscheinlichkeit von Mehrfachkollisionen steigt mit der Zunahme der Fahrgeschwindigkeiten. Geschlechtsspezifische Unterschiede sind lediglich für die Wahl der Ausgangsgeschwindigkeiten vor dem Unfallereignis von Bedeutung. Keine Rolle spielen Fahrzeugeigenschaften bei der Entstehung von Mehrfachkollisionen. Bei Mehrfachkollisionen wurde häufig beobachtet, dass Pkw seitlich mit Objekten am Straßenrand (Leitplanke, Bäume etc.) zusammenstoßen. Bei Seitenkollisionen treten überdurchschnittlich schwere Fahrzeugdeformationen sowie schwere Verletzungen am Kopf, im Thoraxbereich und an den oberen Extremitäten auf. Die Rekonstruktion von Mehrfachkollisionen wird durch ein oftmals komplexes Spuren- und Deformationsbild erschwert. Hilfreich erweisen sich fotogrammetrische Verfahren wie Stereoaufnahmen und Draufsichtfotografie.
In der Prozessevaluation wurden 3.780 Modellversuchsteilnehmer während der Phase des begleiteten Fahrens bis zu viermal und 1.735 Begleitpersonen einmalig zu unterschiedlichen Aspekten der Maßnahmenumsetzung befragt. Die Teilnahmegründe der Jugendlichen und ihrer Begleiter ließen erkennen, dass das Begleitete Fahren als Bestandteil der Fahranfängervorbereitung gut in den altersspezifischen Lebensabschnitt der jungen Fahrer integriert werden konnte. Insgesamt belegen die Befunde eine große Zugangsfreundlichkeit des Modells und eine hohe Praktikabilität. Im Durchschnitt erbrachten Jugendliche an Tagen mit Begleitfahrt eine Fahrleistung von 32,4 km (Median: 24,0 km). Monatlich wurde eine mittlere Fahrleistung von 318,5 km erbracht. In durchschnittlich acht Monaten Begleitdauer erwarben die Jugendlichen etwa 2.400 km Fahrpraxis. Bei voller Ausschöpfung der Begleitdauer von zwölf Monaten ergab sich eine durchschnittliche Fahrleistung von 3.800 km. Hauptfahrtzwecke waren private Fahrten (Familie, Besuche), Haushaltserledigungen, Freizeitfahrten und Fahrten zur Schule / Ausbildung. Hinsichtlich der Interaktion zwischen Fahranfänger und Begleiter ergibt sich auf der Grundlage zahlreicher Einzelbefunde das Bild einer angemessenen Rolleninterpretation und -ausübung im Sinne eines konstruktiven Zusammenwirkens von Fahranfänger und Begleiter beim fahrpraktischen Kompetenzerwerb. Im Verlauf der Begleitphase war eine deutliche Abnahme unsicherer Fahranfänger zu beobachten. Dies ist Ausdruck des subjektiv wahrgenommenen Zuwachses von Fahrerfahrung während der Begleitphase. Unfälle, Verkehrsverstöße und Verwarnungen in der Begleitphase wurden behördlicherseits nur in geringem Umfang berichtet. Dies lässt erkennen, dass die Maßnahmenpraxis den gebotenen Verkehrssicherheitserfordernissen in hohem Maße gerecht wird. Die erhebliche Ausweitung der fahrpraktischen Vorbereitung durch das Modell "Begleitetes Fahren ab 17 Jahre" hat zu einer strukturellen Veränderung der Fahranfängervorbereitung in Deutschland geführt. Die gegebenen Möglichkeiten hinsichtlich der Nutzungsdauer der Begleitphase und des Umfangs der erbrachten Fahrleistung erscheinen gleichwohl noch nicht ausgeschöpft und empfehlen sich daher als Gegenstand künftiger Optimierungsanstrengungen. Neben der vertieften Ausschöpfung des originären Maßnahmenpotenzials eines längerfristigen fahrpraktischen Erfahrungsaufbaus empfiehlt sich zudem eine sinnvolle Verbindung dieses Maßnahmenansatzes mit weiteren zielführenden Maßnahmen im Rahmen eines integrierten Systems der Fahranfängervorbereitung in Deutschland.
Die Behandlungskosten von Unfallverletzten werden herkömmlich durch Multiplikation der durchschnittlichen Krankenhaus-Verweildauer mit dem vollpauschalierten und für alle Patienten gleichen Krankenhaus-Tagessatz ermittelt. Zielsetzung der vorliegenden Untersuchung ist es, den tatsächlichen Leistungsaufwand für die Gruppe der Unfallverletzten differenzierter zu erfassen, und zwar durch Addition von Einzelleistungen, die den Input für die stationäre Behandlung darstellen. Eine solche fallbezogene Kostenkalkulation wurde in ausgewählten Krankenhäusern für alle straßenverkehrsunfallverletzen Patienten des Jahres 1989 vorgenommen. Für Unfallverletzte in ambulanter Behandlung ergeben sich durchschnittliche Fallkosten in Höhe von 244 DM. Für die 5 häufigsten Einzeldiagnosen wurden folgende Werte ermittelt. 1. Prellungen der unteren Extremitäten: DM 287 je Patient. 2. Verstauchungen und Zerrungen im Rückenbereich: DM 149 je Patient. 3. Prellungen des Kopfes und des Halses: DM 326 je Patient. 4. Prellungen der oberen Extremitäten: DM 196 je Patient. Für Unfallverletzte in stationärer Behandlung ergeben sich durchschnittliche Fallkosten in Höhe von DM 4.824. Die Kosten liegen bei der Hälfte aller stationär behandelten Patienten unterhalb von DM 2.000. Bei 37 Prozent der Verletzten belaufen sie sich auf einen Betrag zwischen DM 2.000 und DM 7.000, wohingegen 13 Prozent der Fälle eine Behandlung benötigte die mehr als DM 10.000 an Kosten verursachte. Betrachtet man die Kosten der 10 häufigsten Einzeldiagnosen, so lassen sich zwei Gruppen bilden. Gehirnerschütterungen, Prellungen und Verstauchungen verursachten Kosten von weniger als der Hälfte des Durchschnittswertes von DM 4.824, wogegen für Frakturen als zweiter Gruppe weit darüber liegende Beträge errechnet wurden. Die Behandlungskosten von Unfallverletzungen mit Todesfolge liegen aufgrund der Verletzungsschwere bei DM 17.246 im Durchschnitt. Die Ergebnisse zeigen, dass die durchschnittlichen Behandlungskosten von Unfallverletzten in Akutkrankenhäusern in etwa den durchschnittlichen Behandlungskosten aller Patienten in Akutkrankenhäusern entsprechen.
Die Bundesanstalt für Straßenwesen (BASt) hat 2009 eine Pilotstudie initiiert, an der sich vier Autobahnmeistereien aus Niedersachsen und Nordrhein-Westfalen beteiligt haben und deren Schlussbericht nun vorliegt. Grund dafür waren die immer stärker spürbaren psychischen Belastungen, die sich aus der gefährlichen und stressreichen Arbeit ergeben, die die Frauen und Männer in der orangefarbenen Arbeitskleidung auf der Straße verrichten. Bundesweit kommen nach Angaben des Bundesverbandes Deutscher Straßenwärter jedes Jahr acht bis zehn Straßenwärter ums Leben. Die Zahl der Verletzten ist hoch. Zu der Arbeit in unmittelbarer Nähe des fließenden Verkehrs auf der Fahrbahn oder im direkt angrenzenden Seitenbereich von Straßen und Autobahnen kommen Belastungen durch die immer knapper werdende Personalausstattung der Meistereien und den daraus resultierenden Überstunden hinzu, besonders im Winter. Diese ziehen oft gesundheitliche Einschränkungen und persönliche Krisen nach sich. Probleme, mit denen sich viele Kollegen allein gelassen fühlen. Der "Burn-out" ist praktisch schon vorprogrammiert. Das Ergebnis der Studie muss realistisch betrachtet werden. Die angebotenen Trainingseinheiten können die Belastungen der Straßenwärter, denen sie Tag für Tag ausgesetzt sind, zwar nicht weiter senken, aber sie können lernen, mit den daraus resultierenden Beanspruchungen deutlich besser fertig zu werden. Vor allem, indem sie miteinander und mit ihren Vorgesetzten sprechen und die Last des Einzelnen nötigenfalls auf mehrere Schultern verteilen.
Accident data shows that the vast majority of pedestrian accidents involve a passenger car. A refined method for estimating the potential effectiveness of a technology designed to support the car driver in mitigating or avoiding pedestrian accidents is presented. The basis of the benefit prediction method consists of accident scenario information for pedestrian-passenger car accidents from GIDAS, including vehicle and pedestrian velocities. These real world pedestrian accidents were first reconstructed and the system effectiveness was determined by comparing injury outcome with and without the functionality enabled for each accident. The predictions from Volvo Cars" general Benefit Estimation Model are refined by including the actual system algorithm and sensing models for a relevant car in the simulation environment. The feasibility of the method is proven by a case study on a authentic technology; the Auto Brake functionality in Collision Warning with Full Auto Brake and Pedestrian Detection (CWAB-PD). Assuming the system is adopted by all vehicles, the Case Study indicates a 24% reduction in pedestrian fatalities for crashes where the pedestrians were struck by the front of a passenger car.
The paper presents a methodology for the benefit estimation of several secondary safety systems for pedestrians, using the exceptional data depth of GIDAS. A total of 667 frontal pedestrian accidents up to 40kph and more than 500 AIS2+ injuries have been considered. In addition to the severity, affected body region, exact impact point on the vehicle, and the causing part of every injury, the related Euro NCAP test zone was determined. One results of the study is a detailed impact distribution for AIS2+ injuries across the vehicle front. It can be stated, how often a test zone or vehicle part is hit by pedestrians in frontal accidents and which role the ground impact plays. Basing on that, different secondary safety measures can be evaluated by an injury shift method concerning their real world effectiveness. As an example, measures concerning the Euro NCAP pedestrian rating tests have been evaluated. It was analysed which Euro NCAP test zones are the most effective ones. In addition, real test results have been evaluated. Using the presented methodology, other secondary safety like the active bonnet (pop-up bonnet) or a pedestrian airbag measures can be evaluated.
Im Rahmen von zwei Forschungsprojekten hat sich die BASt mit dem Thema Verkehrssicherheit auf zweibahnigen Straßen bei Nässe befasst. Die Ergebnisse zeigen einen deutlichen Anstieg des Unfallrisikos auf nassen Fahrbahnen, insbesondere in Verwindungsbereichen. Zur Unterstützung der Straßenbauverwaltungen wurde ein EDV-Programm zur Berechnung von Wasserfilmdicken und Aquaplaning- Geschwindigkeiten entwickelt.
Die Regelwerke RABT 2006 beziehungsweise 2004/54/EG legen heute die einheitlichen Mindestanforderungen an die Ausstattung und den Betrieb von Straßentunneln in Deutschland fest. Wird von diesen Anforderungen in begründeten Fällen abgewichen oder weist ein Tunnel eine besondere Charakteristik auf, so ist durch eine Risikoanalyse aufzuzeigen, dass durch den Einsatz alternativer Maßnahmen ein vergleichbar hohes Sicherheitsniveau gewährleistet werden kann. Um die in den Richtlinien genannte Forderung zu konkretisieren und eine praktische Umsetzung zu ermöglichen, wurde eine quantitative Methodik zur Sicherheitsbewertung von Straßentunneln entwickelt. Als Grundlage für die Herleitung der erforderlichen statistischen Eingangsgrößen wurden im Rahmen einer Unfallanalyse für 80 Tunnel rund 1'000 Unfallprotokolle spezifisch ausgewertet. Mit der Methodik können die Vorgaben für eine einheitliche und vergleichbare Durchführung von Sicherheitsbeurteilungen geschaffen werden. Bei der Entwicklung der Methodik wurden die Erfahrungen aus anderen, vergleichbaren Sicherheitsbereichen herangezogen und die entsprechenden Ansätze auf ihre Tauglichkeit hin für eine Anwendung im vorliegenden Kontext geprüft. Daneben wurden die aktuellen Entwicklungen und methodischen Ansätze zur Umsetzung der Forderungen gemäß Artikel 13 der Richtlinie 2004/54/EG im Ausland analysiert und die entsprechenden Erkenntnisse soweit sinnvoll in die Entwicklung der Methodik einbezogen. Die Methodik basiert in ihren Grundsätzen und dem gewählten Vorgehen auf einem risikoorientierten Ansatz, der er in verschiedenen Ländern zu unterschiedlichsten Sicherheitsfragen bereits erfolgreich angewandt wird. Bei der Erarbeitung der Methodik wurde darauf geachtet, dass der gewählte Ansatz neben der Erarbeitung der wissenschaftlichen Grundlagen im Hinblick auf die künftige Anwendung auch einen engen praxisorientierten Bezug aufweist. Die Methodik gibt aber bewusst nicht zu allen Aspekten "rezeptartige" Vorgaben vor, sondern definiert einen Rahmen, innerhalb dessen die konkrete Anwendung durchzuführen ist. Für das Regelwerk wurden Empfehlungen zum weiteren Vorgehen abgegeben sowie weiterer Forschungsbedarf aufgezeigt, welcher insbesondere die Aspekte der Risikobewertungskriterien sowie der Datengrundlagen betrifft. Um die Suche innerhalb des Berichtes zu erleichtern, wird dieser zusätzlich noch einmal auf der beiliegenden CD angeboten. Sie enthält darüber hinaus die Anlagen und den Bericht in englischer Sprache.
Bei Straßenverkehrsunfällen werden volkswirtschaftliche Ressourcen vernichtet und die Leistungsfähigkeit des Wirtschaftssystems entsprechend beeinträchtigt. Die Bewertung der volkswirtschaftlichen Schäden ist unerlässlich, um Maßnahmen zur Verringerung von Straßenverkehrsunfällen beurteilen zu können. Das Bewertungsverfahren zur Ermittlung der volkswirtschaftlichen Kosten durch Straßenverkehrsunfälle wurde in den letzten Jahren sowohl für Personen- als auch für Sachschäden überarbeitet. Mit dem neuen Verfahren wurde das Unfallgeschehen von 1995 bis 1998 bewertet. Die Entwicklung der Unfallkosten zeigt, dass eine erfolgreiche Verkehrssicherheitspolitik zu einer erheblichen Kostenentlastung der Volkswirtschaft und entsprechender Steigerung der Lebensqualität beitragen kann. Allein im betrachteten Zeitraum von 4 Jahren haben Straßenverkehrsunfälle volkswirtschaftliche Kosten in Höhe von fast 280 Milliarden DM verursacht. Diese Kosten sind ein Beleg dafür, dass die Verbesserung der Verkehrssicherheit eine verkehrspolitische Daueraufgabe ersten Ranges bleibt. Gleichzeitig wurden nach Ortslagen differenzierte Unfallkostensätze ermittelt, die als Eingangsdaten für gesamtwirtschaftliche Wirtschaftlichkeitsanalysen von Straßenverkehrsmaßnahmen - zum Beispiel nach den "Empfehlungen für Wirtschaftlichkeitsuntersuchungen von Straßen" (EWS 97) - dienen.
Ziel der Untersuchung war es, ein standardisiertes Verfahren zur Abschätzung der Auswirkungen von Ortsumgehungen auf die Verkehrssicherheit zu entwickeln. Dieses Verfahren soll den Netzzusammenhang berücksichtigen und eine Bilanzierung der Verkehrssicherheitswirkungen von Ortsumgehungen ermöglichen. Dabei sind auch Umbaumaßnahmen und veränderte Verkehrsregelungen in den Ortsdurchfahrten, sofern diese im Zusammenhang mit der Ortsumgehung realisiert werden, zu berücksichtigen. Damit soll eine verbesserte Entscheidungsgrundlage für die Bewertung von Ortsumgehungen aus Verkehrssicherheitssicht zur Verfügung gestellt werden. Das standardisierte Verfahren wurde anhand von konkreten Beispielen auf seine Aussagegenauigkeit hin überprüft. Hierfür wurden die realen Verkehrssicherheitswirkungen von 21 umgesetzten Ortsumgehungen in einem definierten relevanten Straßennetz erhoben und bilanziert. Bei der Bilanzierung der Verkehrssicherheitswirkungen der 21 Beispiele im Vorher-Nachher-Vergleich zeigte sich, dass die Knotenpunkte im Zuge der Ortsumgehungen wesentlich dazu beitragen, ob der Vorher-Nachher-Vergleich positiv oder negativ ausfällt. Resümierend kann festgehalten werden, dass über das (neue) Berechnungsverfahren die Möglichkeit besteht, die Auswirkungen von Ortsumgehungen auf die Verkehrssicherheit mit relativ geringem Aufwand abzuschätzen, wenn die Verkehrsbelastungen für den Vorher-Fall (ohne Ortsumgehung) und für den Nachher-Fall (mit Ortsumgehung) zur Verfügung stehen. Das Verfahren weist die voraussichtlichen Verkehrssicherheitswirkungen, die durch den Bau einer Ortsumgehung im Straßennetz entstehen, in ihrer Tendenz und den Absolutzahlen genauer aus als das derzeit angewendete Verfahren nach EWS.
Die Ermittlung von Grundunfallkostenraten und Quantifizierung von Zuschlägen für Landstraßenquerschnitte sind Ziel dieses Forschungsvorhabens. Die Ergebnisse sollen eine Bewertungsgrundlage im Handbuch für die Verkehrssicherheit von Straßen (HVS) darstellen. 3.600 km Landstraße aus sechs Bundesländern liegen dem Untersuchungskollektiv zu Grunde. Neben dem mehrjährigen Unfallgeschehen bilden Daten der SIB und Erhebungen aus Streckenbefahrungen die Datengrundlage der Untersuchungen. Die Zuordnung der Streckenabschnitte erfolgte in Anlehnung an den Entwurf der Richtlinie für die Anlage von Landstraßen (RAL) in fünf verschiedene (Regel-) Querschnittsgruppen. Multivariate Modelle zur Beschreibung der Unfallhäufigkeit bilden die mathematische Grundlage der Analyse. Gegenüber monokausalen Betrachtungen weisen sie den Vorteil auf, eine Vielzahl von Einflussgrößen zu erfassen sowie mögliche Abhängigkeiten zwischen verschiedenen Variablen zu berücksichtigen. Für die verschiedenen Straßenquerschnitte und Einmündungen mit Vorfahrtregelung durch Verkehrszeichen wurden jeweils drei Modelle nach Unfallschwere erstellt. Zu Grunde liegende Merkmale wurden auf ihren signifikanten Erklärungsanteil zur Beschreibung der Unfallhäufigkeit geprüft und entsprechend im Modell als Zuschlag berücksichtigt. Auf Basis dieser Ergebnisse wurden Funktionen zum Verlauf der Unfallrate und Unfallkostenrate erzeugt. Grundunfallkostenraten beschreiben das fahrleistungsbezogene Unfallkostenniveau eines Netzelements, welches bei regelkonformem Ausbau der Strecke erreicht werden kann. Da in den Modellen auch Merkmale berücksichtigt sind, die kein Defizit im eigentlichen Sinne darstellen, entspricht die Höhe der UKR ohne jegliche Zuschläge einem Grundniveau. Diesem sind Zuschläge, unterteilt in Defizite und die Streckencharakteristik beschreibende Eigenschaften, zuzuordnen. Anhand der Modelle kann nachgewiesen werden, dass verschiedene Straßenquerschnitte ein unterschiedliches Grundsicherheitsniveau aufweisen. Zwischen Unfallhäufigkeit und DTV besteht ein nichtlinearer Zusammenhang. Die Unfallrate bzw. Unfallkostenrate stellt somit eine vom DTV abhängige Kenngröße dar. In Abhängigkeit des Querschnitts besitzen verschiedene Merkmale einen Einfluss auf die Verkehrssicherheit. Die Größenordnung der Zuschläge kann als Anteil am Grundniveau der UKR beschrieben werden. Die ermittelten Zuschläge wurden ggf. vergleichend betrachtet und im Rahmen einer plausibilisierten Bewertung der Querschnitte angepasst. In Anlehnung an das HVS erfolgt die Darstellung der Berechnung für Grundunfallkostenraten und deren Zuschläge für Landstraßenquerschnitte. Dabei werden zwei verschiedene Ansätze vorgestellt. Die Ergebnisse für Einmündungen mit Vorfahrtregelung durch Verkehrszeichen besitzen empfehlenden Charakter.
An increased use of bicycles comes along with an increased number of bicycle accidents. Bicycle accidents are more frequent than recorded by the police. To evaluate the real number of bicycle accidents during 12 months in Münster, Germany, injuries were collected by the Police and in each emergency unit anonymously. 2,153 patients had to be treated in a hospital, nearly triple the number of accidents that were registered by the police. Beside fractures of the upper extremities with major surgery, traumatic brain injuries were the leading cause for hospital admission. Bicycle helmet use can reduce traumatic brain injuries and the related number of deaths and hospital admissions. Laws on bicycle helmet might decrease the use of bicycles and therefore the reduction of positive health benefits. Other methods of accident prevention may lead to positive effects as helmet legislation as well, while having no reduction in bicycle use.
The purpose of this study was to analyse the actual injury situation of bicyclists regarding accidents involving more than one bicyclist. Bicyclists were included in a medical and technical analysis to create a basis for preventive measures and discovered repeating accident patterns and circumstances such as daytime, environment, helmet use rate. Technical and medical data were collected at the scene, shortly after accident. The population was compared focusing on bicycle versus bicycle accidents. Technical analysis included speed at crash, type of collision, impact angle, environment, used lane and relative velocity. Medical analysis included injury pattern and severity (AIS, ISS). Included were 578 injured bicyclists in 289 accidents from years 1999 to 2008, 61 percent were male (n=350) and 39 percent female (n=228). Sixty-seven percent ranged between 18 to 64 years of age, twelve percent each between 13 to 17 years of age and older than 65 years, eight percent between 6 to 12 years and one percent between 2 to 5 years.. Crashes took place in urban areas in 92 percent, in rural areas in 8 percent. Weather conditions were dry lanes in 97 percent and wet conditions in 3 percent. Eighty-three percent of all accidents happened during daytime, ten percent during night, and seven percent during dawn. The helmet use rate was only 7,5 percent in all involved bicyclists. The mean Maximum Abbreviated injury scale, Injury severity score was 1,31. Bicyclists are still minimally- or unprotected road users. The helmet use rate is unsatisfactorily low. The incidence of bicycle to bicycle crashes is high. Most of these accidents take place in urban areas. The level and pattern of injuries is moderate. Most of the more severe injuries occur to the head and could have been avoided by frequent helmet use.
Still correlated with high mortality rates in traffic accidents traumatic aortic ruptures were frequently detected in unprotected car occupants in the early years. This biomechanical analysis investigates the different kinds of injury mechanisms leading to traumatic aortic injuries in todays traffic accidents and how the way of traffic participation affects the frequency of those injuries over the years. Based on GIDAS reported traffic accidents from 1973 to 2014 are analyzed. Results show that traumatic aortic injuries are mainly observed in high-speed accidents with high body deceleration and direct load force to the chest. Mostly chest compression is responsible for the load direction to the cardiac vessels. The main observed load vector is from caudal-ventral and from ventral solely, but also force impact from left and right side and in roll-over events with chest compression lead to traumatic aortic injuries. Classically, the injury appeares at the junction between the well-fixed aortic arch and the pars decendens following a kind of a scoop mechanism, a few cases with a hyperflexion mechanism are also described. In our analysis the deceleration effect alone never led to an aortic rupture. Comparing the past 40 years aortic injuries shift from unprotected car occupants to today's unprotected vulnerable road users like pedestrians, cyclists and motorcyclists. Still the accident characteristics are linked with chest compression force under high speed impact, no seatbelt and direct body impact.
Eine Literaturstudie gleichen Namens war vor zehn Jahren von der BASt veranlasst worden; nun liegt eine überarbeitete und auf den Stand von 1986/87 gebrachte Fassung vor. Die Anzahl der erfassten Quellen ist von 221 auf 449 gestiegen. In tabellarischen Übersichten werden für einzelne Körperregionen Untersuchungsergebnisse zusammengestellt, die ermittelte oder vermutete Belastungsgrenzen anhand von physikalischen Parametern beschrieben; die Ergebnisse stammen zum überwiegenden Teil aus Leichenversuchen aber auch aus Versuchen mit Freiwilligen und mit Tieren sowie aus Unfallanalysen. Soweit verfügbar werden Untersuchungsergebnisse als Original-Tabellen in einem Anhang wiedergegeben. Damit ist die Auswahl relevanter Arbeiten erleichtert zur Abschätzung von Aufprall-Belastungen des Menschen als Fahrzeuginsasse oder als Fußgänger. Auf einschränkende Gesichtspunkte bei der Gewinnung und der Anwendung solcher Belastungsgrenzen wird hingewiesen und zugleich deren Bedeutung für eine vergleichende Bewertung von sicherheitstechnischen Maßnahmen bestätigt.
The purpose of this paper is to review injuries found in real world lateral collisions and determine the mechanisms responsible for certain kinds of biomechanical failure. During the last years the distribution of deaths among the different types of accidents has changed. Lateral collisions now are the most frequent cause of fatal and other serious injuries. Every third accident is an impact from the side, while every second fatality is the result of a lateral accident. Just a few years ago this value was no higher than 30%. This is probably the result of increasing safety standards for frontal collisions (airbags, seatbelt usage, structural improvements of cars, etc.). Although the number of registered vehicles increased, the total amount of fatalities decreased during the same period. Thus it is now necessary to pay greater attention to the lateral accident situation in order to improve road safety and decrease the number of traffic injuries. Several European organisations had decided to launch the project SID2000, which was funded by the European Commission, with the intention of gathering more knowledge on injuries occurring in lateral accidents and the mechanisms that lead to such injuries. This should enable the group to define the requirements for a new side impact dummy (SID) to be designed. Within the same project the existing TNO-EUROSID 1 was enhanced by another group and the experience gained has now enabled allowed to design a better measuring device for side impacts. The data used for this contribution came from sources from all over Europe and had to be gathered in such a manner that as many accident parameters as possible were taken into account.
The Intersection 2020 project was initiated to develop a test procedure for Automatic Emergency Braking systems in intersection car-to-car scenarios to be transferred to Euro NCAP. The project aims to address current road traffic accidents on European roads and therefore sets a priority of the identification of the most important car-to-car accidents and Use Cases. Taking into account technological and practical limitations, Test Scenarios are derived from the Use Cases in a later stage of the project. This paper presents parts of a larger study and provides an overview of common car-to-vehicle(at least four wheels) collision types at junctions in Europe and specifies seven Accident Scenarios from which the three scenarios “Straight Crossing Paths (SCP)”, “Left Turn Across Path – Opposite Direction Conflict (LTAP/OD)” and “Left Turn Across Path – Lateral Direction (LTAP/LD)” are most important due to their high relevance regarding severe car-to-car accidents. Technical details about crash parameters such as collision and initial speeds are delivered. The analysis work performed is input for the definition and selection of the Use Cases as well as for the project’s benefit estimation. The numbers of accidents and fatalities in accidents at intersections involving a passenger car were shown per intersection type. In both statistics, it was found that accidents at crossroads and T- or staggered junctions are of highest relevance, followed by roundabouts. Focusing on accidents at intersections between one passenger car and another road user shows that around one-third of all accidents and related fatalities could have been assigned to car-to-PTW accidents and one-fifth of all accidents and fatalities to car-to-car accidents. Regarding car-to-car accidents with at least serious injury outcome 38% out of 34,489 car-to-car accidents happened at intersections. These figures correspond to 18% of the fatalities (4,236 fatalities in total). Considering all intersection types, around half of all related accidents happened in urban environments whereas this number decreased to one-third of all fatalities. Further, the proportion of road fatalities per country occurring at intersections varies widely across the EU. Also, there are proportionately more fatalities in daylight or twilight conditions at junctions. Use Cases are supposed to be derived from Accident Scenarios and by adding detailed information for example about the road layout, right-of-way and the vehicle trajectories prior to the collision. Instead of applying cluster algorithms to the accident data, a pragmatic approach was finally preferred to create them. Note: Use Cases serve as an intermediate step between the Accident Scenarios and the Test Scenarios which describe the actual testing conditions. Finally, 74 Use Cases were identified. This large number indicates the complexity of intersection crashes due to the combination of several parameters.
The presence and performance of Advanced Driver Assistance Systems (ADAS) has increased over last years. Systems available on the market address also conflicts with vulnerable road users (VRUs) such as pedestrians and cyclists. Within the European project PROSPECT (Horizon2020, funded by the EC) improved VRU ADAS systems are developed and tested. However, before determining systems" properties and starting testing, an up-to-date analysis of VRU crashes was needed in order to derive the most important Use Cases (detailed crash descriptions) the systems should address. Besides the identified Accident Scenarios (basic crash descriptions), this paper describes in short the method of deriving the Use Cases for car-to-cyclist crashes. Method Crashes involving one passenger car and one cyclist were investigated in several European crash databases looking for all injury severity levels (slight, severe and fatal). These data sources included European statistics from CARE, data on national level from Germany, Sweden and Hungary as well as detailed accident information from these three countries using GIDAS, the Volvo Cars Cyclist Accident database and Hungarian in-depth accident data, respectively. The most frequent accident scenarios were studied and Use Cases were derived considering the key aspects of these crash situations (e.g., view orientation of the cyclist and the car driver- manoeuvre intention) and thus, form an appropriate basis for the development of Test Scenarios. Results Latest information on car-to-cyclist crashes in Europe was compiled including details on the related crash configurations, driving directions, outcome in terms of injury severity, accident location, other environmental aspects and driver responsibilities. The majority of car-to-cyclist crashes occurred during daylight and in clear weather conditions. Car-to-cyclist crashes in which the vehicle was traveling straight and the cyclist is moving in line with the traffic were found to result in the greatest number of fatalities. Considering also slightly and seriously injured cyclists led to a different order of crash patterns according to the three considered European countries. Finally the paper introduced the Use Cases derived from the crash data analysis. A total of 29 Use Cases were derived considering the group of seriously or fatally injured cyclists and 35 Use Cases were derived considering the group of slightly, seriously or fatally injured cyclists. The highest ranked Use Case describes the collision between a car turning to the nearside and a cyclist riding on a bicycle lane against the usual driving direction. A unified European dataset on car-to-cyclist crash scenarios is not available as the data available in CARE is limited, hence national datasets had to be used for the study and further work will be required to extrapolate the results to a European level. Due to the large number of Use Cases, the paper shows only highest ranked ones.
Causation of traffic accidents with children from the perspective of all involved participants

In the year 2014 about 2,800 children between zero and 14 years got injured due to traffic accidents in Austria. More than 50% were taking part in traffic as active road users like cyclists or pedestrians. Within this study 46 real world traffic accidents between vehicles and children as pedestrians were analysed. In 39 cases, car drivers hit the crossing children. In the other cases, the collision opponents were busses, trucks or motorcycles. Most of the children got hit while crossing a road at urban sites. By analysing the traffic accidents from the perspectives of all involved participants, vehicle drivers and injured children, it is possible to identify factors for each participant, which led to the accident and factors that contributed the accident. The main task is to find patterns in the behaviour of crash victims (children and driver) before the collision. One important fact is that in more than 50% of the analysed cases sight obstructions were an important contributing factor for both, the driver and the child. From drivers view situations in which the child moved unexpected into the driven road lane were often found. For the injured child, factors like: no attention to the road traffic or no sufficient traffic observation were found to be relevant. Further it- possible to sensitise children and adults to possible source of critical traffic situations according to the findings of this study.
Causation patterns and data collection blind spots for fatal intersection accidents in Norway

Norwegian fatal intersection accidents from the years 2005-2007 were analysed to identify any causation patterns among their underlying contributing factors, and also to evaluate whether the data collection and documentation procedures used by the Norwegian in-depth investigation teams produces the information necessary to perform causation pattern analysis. A total of 28 fatal accidents were analysed. Details on crash contributing factors for each driver in each crash were first coded using the Driving Reliability and Error Analysis Method (DREAM), and then aggregated based on whether the driver was going straight or turning. Analysis results indicate that turning drivers to a large extent are faced with perception difficulties and unexpected behaviour from the primary conflict vehicle, while at the same time trying to negotiate a demanding traffic situation. Drivers going straight on the other hand have less perception difficulties. Instead, their main problem is that they largely expect turning drivers to yield. When this assumption is violated, they are either slow to react or do not react at all. Contributing factors often pointed to in literature, e.g. high speed, drugs and/or alcohol and inadequate driver training, played a role in 12 of 28 accidents. While this confirms their prevalence, it also indicates that most drivers end up in these situations due to combinations of less auspicious contributing factors. In terms of data collection and documentation, information on blunt end factors (those more distant in time/space, yet important for the development of events) was more limited than information on sharp end factors (those close in time/space to the crash). A possible explanation is that analysts may view some blunt end factors as event circumstances rather than contributing factors in themselves, and therefore do not report them. There was also an asymmetry in terms of reported obstructions to view due to signposts and vegetation. While frequently reported as contributing for turning drivers, they were rarely reported as contributing for their counterparts in the same accidents. This probably reflects an involuntary focus of the analyst on identifying contributing factors for the driver legally held liable, while less attention is paid to the driver judged not at fault. Since who to blame often is irrelevant from a countermeasure development point of view, this underlying investigator mindset needs addressing to avoid future bias in crash investigation reports.
Powered Two Wheelers (PTWs) accidents constitute one of the road safety problems in Europe. PTWs fatalities represent 22% at EU level in 2006, having increased during last years, representing an opposite trend compared to other road users" figures. In order to reduce these figures it is necessary to investigate the accident causation mechanisms from different points of view (e.g.: human factor, vehicle characteristics, influence of the environment, type of accident). SAFERIDER project ("Advanced telematics for enhancing the SAFEty and comfort of motorcycle RIDERs", under the European Commission "7th Framework Program") has investigated PTW accident mechanisms through literature review and statistical analyses of National and In-depth accident databases; detecting and describing all the possible PTW's accident configurations where the implementation of ADAS (Advanced Driver Assistance Systems) and IVIS (In-Vehicle Information Systems) could contribute to avoid an accident or mitigate its severity. DIANA, the Spanish in-depth database developed by CIDAUT, has been analyzed for that purpose. DIANA comprises of accident investigation teams, in close cooperation with police forces, medical services, forensic surgeons, garages and scrap yards. An important innovation is the fact that before injured people arrive to hospitals, photographs and explanations about the possible accident injury mechanisms are sent to the respective hospitals (via 3G GPRS technology). By this, additional information to medical staff can be provided in order to predict in advance possible internal injuries and select the best medical treatment. This methodology is presented in this paper. On the other hand, the main results (corresponding to road, rider and PTW characteristics; pre and post-accident manoeuvres; road layout; rider behaviour; impact points; accident causations;...) from the analyses of the PTW accidents used for SAFERIDER are shown. Only accident types relevant to ADAS and IVIS devices have been considered.
One goal of the assessment of the crashworthiness of passenger cars is to characterize the potential of injury outcome to occupants of cars involved in an accident. This can be achieved by the help of an index that puts the number of injured occupants of passenger cars in relation to the number of cars involved in an accident. As a consequence, this index decreases with a lower potential of injury and rises with a higher number of injuries while assuming a fixed number of accidents. Another index is introduced that uses an economical weighting of each injury level. The consequential injury costs are calculated using the average economical costs for lightly, severely and fatally injured persons. The calculation of the safety indices is based on an anonymized sample of accident data provided by the Federal Statistical Office. An index of Mercedes passenger car drivers depending on the year of registration between 1991 and 2006 is compared to the index of drivers of cars of other makes within the same range of registration years.
This study aimed at comparing head Wrap Around Distance (WAD) of Vulnerable Road User (VRU) obtained from the German in-depth Accident Database (GIDAS), the China in-depth Accident Database (CIDAS) and the Japanese in-depth Accident Database (ITARDA micro). Cumulative distribution of WAD of pedestrian and cyclist were obtained for each database (AIS2+) showing that WAD of cyclists were larger than the ones of pedestrians. Comparing three regions, the 50%tile WAD of GIDAS was larger than that of both Asian accident databases. Using linear regression that might predict WAD of pedestrians and cyclists from Impact speed and VRU height, WADs were calculated to be 206cm/219cm (Pedestrian/Cyclist) for GIDAS, 170cm/192cm for CIDAS and 211cm/235cm for ITARDA. In addition, this study may be helpful for reconsideration of WAD measurement alignment between accident reconstruction and test procedures.
In order to enable foreseeing or comparing the benefit of safety systems or driver assistance systems in Germany, in the United States and in Japan, the traffic accident databases in those three countries are examined. The variables used are culpable party, collision partner, accident type, and injury level and the method to re-classify the databases for comparison are proposed. The result indicates that single passenger car fatality is the most frequent in Germany and in the United States, while passenger car vs. pedestrian is the most frequent fatality scenario in Japan. When the casualty by fatality ratio is focused, the greatest difference is observed in rear-end collisions. The ratio of slight injuries in Japan yields about eighteen times as many as those in Germany, and about eight times as many as those in the United States.
In recent years the boundaries between active and passive safety blurred more and more. Passive safety in the traditional term includes all safety aspects to prevent occupants to be injured or at least injury severity should be reduced. Passive Safety starts with the collision (first vehicle contact) and ends with rescue (open vehicle doors). Within this phase the occupant has to be protected by the passenger compartment whereby no intrusion should occur. Active safety on the other side was developed to interact prior to the collision whereby the goal is to prevent accidents. The extensive interaction between active and passive safety led to the terminologies "Primary" and "Secondary" safety whereas the expression Integrated Safety Concept was generated. Within this study the most well documented single vehicle accidents with cars not equipped with ESP were identified from the PENDANT database and reconstructed. Additional cases were found in the database ZEDATU of TU Graz. In comparison each case was simulated with the assumption that the cars were equipped with ESP. The differences regarding accident avoidance or crash severity as well as reduction of injury risk were analysed.
Accidents involving two wheels vehicles represent one of the more important types of accidents in Europe. These accidents are usually not easy to reconstruct specially for the analysis of the injuries and its correlation with accident dynamics and evidences. Different methodologies are applied in this work for the reconstruction of two wheeler accidents, especially accident involving motorcycles. From the typologies of road evidences like skid marks, to the use of Pc-Crash and the use of Madymo models, different reconstruction of real accidents are presented. One of the questions that sometimes arise for legal purposes when some type of head injuries arise is if the occupant was wearing or not a helmet. The correlation of head injuries with the use of the helmet is a very important issue, therefore an important legal aspect. One of the key questions for the reconstructions that is difficult to analyze, is if the vehicle occupant, was or not, wearing the helmet. Based on the previously collected information, a generic model of a helmet was developed on CAD 3D, followed by its conversion into finite elements, all in order to perform impact tests using the Madymo software that would help improve the helmet- safety, but that also can be used as a tool in accident reconstruction.
Because of actual developments and the continuous increase in the field of drive assistant systems, representative and detailed investigations of accident databases are necessary. This lecture describes the possibility to estimate the potential of primary and secondary safety measures by means of a computerized case by case analysis. Single primary or secondary safety measures as well as a combination of both are presented. The method is exemplarily shown for the primary safety measure "Brake Assist" in pedestrian accidents. Regarding accident prevention only the primary safety measure is determined.
The fact that ADAC Air Rescue handles approximately 4,000 road accident missions every year gave rise to set up an accident research programme for which ADAC Air Rescue provides its data. This data is of initial informational quality and will be supplemented by data from the police, experts, fire brigades as well as hospitals and forensic institutes. Although the number of cases is still rather low, certain tendencies can be identified. The causes for most accidents occur when joining or intersecting traffic, followed by speeding in road bends and tailgating. Many accidents involve HGV rear end collisions, often causing serious injuries, considerable damage and technical problems for the rescue operations. With regard to the various impact types, it has become obvious that most of the extremely serious injuries are inflicted during a passenger car side impact. In addition, access to and removal of trapped passengers is becoming more and more complicated, partly due to the increasing use of high-strength materials, and rescue operations tend to be more time consuming.
In Germany the number of casualties in passenger car to pedestrian crashes has been reduced by a considerable amount of 40% as regards fatalities and 25% with regard to seriously injured pedestrians since the year 2001. Similar trends can be seen in other European countries. The reasons for that positive development are still under investigation. As infrastructural or behavioral changes do in general take a longer time to be effective in real world, explanations related to improved active and passive safety of passenger vehicles can be more relevant in providing answers for this trend. The effect of passive pedestrian protection " specified by the Euro NCAP pedestrian test result " is of particular interest and has already been analyzed by several authors. However, the number of vehicles with some valid Euro NCAP pedestrian score (post 2002 rating) was quite limited in most of those studies. To overcome this problem of small datasets German National Accident Records have been taken to investigate a similar objective but now based on a much bigger dataset. The paper uses German National Accident Records from the years 2009 to 2011. In total 65.140 records of pedestrian to passenger car crashes have been available. Considering crash parameters like accident location (rural / urban areas) etc., 27.143 of those crashes have been classified to be relevant for the analysis of passive pedestrian safety. In those 27.143 records 7.576 Euro NCAP rated vehicles (post 2002 rating) have been identified. In addition it was possible to identify vehicles which comply with pedestrian protection legislation (2003/102/EG) where phase 1 came into force in October 2005. A significant correlation between Euro NCAP pedestrian score and injury outcome in real-life car to pedestrian crashes was found. Comparing a vehicle scoring 5 points and a vehicle scoring 22 points, pedestrians" conditional probability of getting fatally injured is reduced by 35% (from 0.58% to 0.37%) for the later one. At the same time the probability of serious injuries can be reduced by 16% (from 27.4% to 22.9%). No significant injury reducing effect, associated with the introduction of pedestrian protection legislation (phase 1) was detected. Considerable effects have also been identified comparing diesel and gasoline cars. Higher engine displacements are associated with a lower injury risk for pedestrians. The most relevant parameter has been "time of accident", whereas pedestrians face a more than 2 times higher probability to be fatally injured during night and darkness as compared to daytime conditions.
At the beginning of the year 2000 the European Commission set the goal to halve the number of road deaths till the year 2010. The main focus are passenger car and lorry traffic. A significant reduction of the accident data could be reached in these groups. The advancement of active vehicle safety systems is an important issue of the programme. The safety of the motorcycle traffic has been disregarded till now. Since 1991 the number of killed motorcycle riders per year has been constant. The number of killed passenger car occupants has been more than halved in the same period. This is why initiatives are caused for the increase of the motorcycle safety. A great safety potential is expected for the Antilock Brake System (ABS). ABS for motorcycles is considered from the economic view in this study. A cost-benefit analysis shall clarify whether the economic benefit of ABS for motorcycles is greater than the consumed resources. Moreover, a sensitivity analysis will determine the maximal justifiable consumption in resource for which ABS is worthwhile. After the sensitivity analysis is done a break-even analysis will determine the market price respectively the annual mileage from which on ABS is worthwhile on user level. For this the fair end consumer market price is calculated which the user is ready to pay. For the considered market prices the annual mileage is determined from which on ABS is worthwhile for the user. The considered time horizon for this analysis are the years 2015 and 2020. For each of these years the accident data is forecasted. At this, it is assumed that the frequency of having an accident per million registered motorcycles decreases based on the present trend. Thus, riding motorcycle gets safer. Hence, the accident data in the years 2015 and 2020 is lower than the accident data today. The cost-benefit analysis is done for each year for four scenarios. Two scenarios handle the market penetration. The first one is the trend scenario, the second one is the mandatory equipment from the year 2010 on. The other scenarios describe the effectiveness of ABS. The effectiveness rates are determined by a literature review. The only potential which can be considered due to the available data is the potential due to an avoiding of the downfall just before the real accident happens. According to this the number of accidents will decrease by 2.4 %. The number of fatalities will decrease by 12.1 %. The number of severe injuries decreases by 11.7 %. However, the number of slight injuries increases by 2.1 %. The mentioned effectiveness rates are valid for the scenarios with the high effectiveness. Even these figures underestimate the actual effectiveness because there are only considered the avoided accidents with downfall. The necessary consumption in resources depends on the produced volume. The more ABS systems are produced, the lower are the costs per system. This is due to realised effects of scale and effects out of learning curves. The system costs depend on the penetration rate. In the trend scenario the system costs for ABS are 120 Euro for the year 2015 respectively 105 Euro for the year 2020. In the mandatory scenario the system costs are 115 Euro for the year 2015 respectively 100 Euro for the year 2020. The benefit-cost ratios are all over the critical barrier of 1.0. Thus, ABS is worthwhile on economic level. In the scenarios with high effectiveness the benefit-cost ratios range between 4.6 and 4.9. Thus, the values are even above the barrier of 3.0. The result of the break-even analysis is that ABS is worthwhile on user level. The considered market prices are 400 Euro in 2015 and 300 Euro in 2020. They are clearly below the determined fair end consumer market prices. The fair end consumer price for the year 2015 is 701 Euro respectively 622 Euro for the year 2020. Thus, ABS is worthwhile for motorcycle riders with an annual mileage higher than 2,200 km (year 2015) respectively 1,900 km (year 2020). The annual mileage of a motorcycle rider is 3,900 km on average. Thus, ABS is worthwhile for most of the motorcycle riders. The mentioned results are valid for the high effectiveness scenarios.
Active safety systems are aimed at accident prevention, hence the knowledge required for their development is different from that required for passive safety systems aimed at injury prevention. Particularly, knowledge about accident causation is required. When looking at existing accident causation data, it is argued it fails to explain in sufficient detail how and why the accidents occur. Therefore, there is a need for detailed micro-level descriptions of accident causation mechanisms, and also of methodologies suitable for creating such descriptions. One study addressing these needs is the Swedish project FICA (Factors Influencing the Causation of Accidents and Incidents), where an accident investigation methodology suitable for active safety is developed, and in-depth accident investigations following this methodology are carried out on-scene in the area of Gothenburg by a multidisciplinary team. A preliminary aggregated analysis of different cases shows that the methodology developed is adequate for pointing out common contributing factors and devising principal countermeasures.
Crash involvement studies using routine accident and exposure data : a case for case-control designs

Fortunately, accident involvement is a rare event: the chance of an individual road user trip to end up in a crash is close to zero. Thus, according to general epidemiological principles one can expect the case-control study design to be especially suitable for quantifying the relative risk (odds ratio) of accident involvement of road users with a certain risk factor as compared to road users that do not have this characteristic. Ideally, of course, the database for such a case-control study should be established by drawing two independent random samples of cases (accidental units) and controls (nonaccidental units), respectively. If, however, special data collection is not an option, it is nevertheless possible to analyze routine accident and exposure data under a case-control design in order to fully exploit the information contained in already existing databases. As a prerequisite, accident and exposure data from different sources are to be combined in a single file of micro or grouped data in a way consistent with the case-control study design. Among other things, the proposed methodological approach offers the possibility to use in-depth data of the GIDAS type also in investigations of active vehicle safety by combining this data with appropriate vehicle trip data collected in mobility surveys.
Ausgehend von den Unfalldaten der letzten Jahre wird die Bedeutung von Fußgängerunfällen im Unfallgeschehen dargestellt. Betrachtet man die bei Unfällen getöteten Verkehrsteilnehmer, so sind am häufigsten Personen in Kraftfahrzeugen betroffen. Am zweithäufigsten werden, gemäß der Unfallstatistik, Fußgänger getötet. Eine Möglichkeit zur Verbesserung des Schutzes von Fußgängern und anderen sogenannten "ungeschützten Verkehrsteilnehmern" im Falle einer Kollision mit einem Kraftfahrzeug sind Maßnahmen am Fahrzeug. Um die Wirksamkeit derartiger Maßnahmen zu beurteilen, wurde durch das EEVC (European Enhanced Vehicle-Safety Committee) ein Prüfverfahren entwickelt. Es handelt sich dabei um ein Komponentenprüfverfahren, mit dem die Frontstruktur von Fahrzeugen, die bei einer Kollision mit einem Fußgänger hauptsächlich betroffen ist, geprüft wird. Es werden keine den gesamten Menschen repräsentierende Dummies verwendet, stattdessen werden Prüfkörper, die einzelne Körperteile simulieren, eingesetzt. Dieser EEVC Vorschlag wird geschildert. Darüber hinaus wird über Aktivitäten außerhalb des EEVC berichtet, sowie über den aktuellen Stand der Bemühungen der Europäischen Kommission in Bezug auf den Fußgängerschutz, die derzeit, auf Grundlage des Prüfvorschlages des EEVC, einen Vorschlag für eine Europäische Richtlinie erarbeitet.

Cycling is considered a social, eco-friendly, pollution-free, low noise and healthy activity and mode of transportation. There are currently around 67 million bicycles in Germany. This number is expected to increase in the near future with greater use of electromotive assisted bicycles. Regarding the expected increase, there should be additional attention given to road traffic accidents involving cyclists. In 2014, 396 cyclists were killed in road accidents in Germany, which is 12 % of all road fatalities. Also in 2014, Germany reported over 78,000 injuries to cyclists. The majority of the fatalities (about 58 %) and 83 % of the serious injuries to cyclists occurred in urban areas. This paper will examine three aspects concerning cyclists. First, the paper will show the main current developments, for example the National Cycling Plan 2020, the effects of the road safety programme and provide an analysis of the German national accident statistics. Second, the paper will give an overview of the regulations, guidelines for road traffic and designing of cycling facilities. Lastly, this study will detail the current and completed research in Germany addressing cyclist. For example, the paper will discuss the topic "Accidents between Turning-off Trucks and Cyclists" Accidents between right turning trucks and straight riding cyclists often show massive consequences. Accident severity is much higher than in other accidents. The situation is critical especially due to the fact that, in spite of the six mirrors that are mandatory for ensuring a minimum field of sight for the truck drivers, cyclists in some situations cannot be seen or are not seen by the driver. Either the cyclist is overlooked or is in a blind spot area that results from the turning manoeuvre of the truck. At present driver assistance systems are discussed that can support the driver in the turning situation by giving a warning when cyclists are riding parallel to the truck just before or in the turning manoeuvre. The paper will describe the requirements for turning assist systems for trucks. The outcome of the study is an overview of the accident situation between right turning trucks and straight driving cyclists in Germany as well as a corresponding test procedure for driver assistance systems. Below are several other projects which will be investigated, too: Accident Risk and Acceptance of Traffic-Rules by Cyclists ; Safety Improvement in Terms of Using Bicycle Paths in the Opposite Direction ; Cycling in Mixed-Traffic ; Observation of Pedal Electric Cycles Riders to Identify Safety Concerns. These three aspects will provide the current situation on the topic of cyclist safety in Germany.
Within the COST Action TU1101 the working group WG 1 is dealing with acceptance criteria and problems in helmet use while bicycling concerning conspicuity, thermal stress, ventilation deficits and other potential confounding. To analyze the helmet usage practice of bicyclists in Europe a questionnaire was developed in the scope of working group 1 to collect relevant information by means of a field study. The questionnaire consists of some 66 questions covering the fields of personal data of the cyclist, riding und helmet usage habits, information concerning the helmet model and the sensation of the helmet, as well as information on previous bicycle accidents. A second complementary study is conducted to analyze if the use of a bicycle helmet influences the seating geometry and the posture of cyclists when riding a bicycle and if the if the helmet vertically limits the vision. For this purpose cyclists with and without helmets were photographed in real world situations and relevant geometrical values such as the decline of the torso, the head posture of the upper vertical vision limit due to the helmet were established from the photos. The interim results of the field studies which were conducted in Germany by the Hannover Medical School are presented in this study. Some 227 questionnaires were filled out, of which 67 participants had used a helmet and 42 of the 227 participants have had a bicycle accident before. For the analysis of the riding position and posture of the cyclist over 40 pictures of riders with a helmet and over 240 pictures of riders without a helmet were measured concerning the seating geometry to describe the influence of using a bicycle helmet. Some results in summary: From the riders interviewed with the questionnaire only 11% of the city bike riders and 12% of the mountain bike riders always used the helmet, while 38% of the racing bike riders and 88% of the e-bike-riders always used the helmet. The helmet use seems not to change the sensation of safety of cycling compared to the use of a car. The arguments for not wearing a helmet are mostly stated to be the short distance of a trip, high temperatures or carelessness and waste of time. The reasons for using a helmet are stated to be the feeling of safety and being used to using a helmet. Being a role model for others was also stated to be a reason for helmet use. Concerning the sensation of the helmet 9% of the riders reported problems with the field of vision when using a helmet, 57% saw the problem of sweating too much, and 10% reported headaches or other unpleasant symptoms like pressure on the forehead when using the helmet. The analysis of the seating posture from the pictures taken of cyclists revealed that older cyclists generally have a riding position where the handle bar is higher than the seat (0-° to 10-° incline from seat to handlebar), while younger riders had a higher variance (between -10-° decline and 20-° incline). Further, elderly riders and riders with helmets seem to have a more upright position of the upper body when cycling. The vertical vision limit due to the helmet is determined by the front rim of the helmet (mostly the sun shade). Typical values here range from 0-° (horizontal line from the eye to the sun shade) to 75-° upwards, in which elderly riders tend to have a slightly higher vertical vision limit possibly due to the helmet being worn more towards the face.
Zuletzt wurde das Unfallgeschehen bei Nacht auf Grundlage der amtlichen Verkehrsunfallstatistik des Jahres 1985 analysiert (Forschungsberichte der Bundesanstalt für Straßenwesen, 185, 1988). Die wesentlichen Ergebnisse waren erheblich höhere Unfallraten nachts, ein hoher Pkw-Anteil unter den Unfallbeteiligten, eine maßgebliche Beteiligung von Jungen Fahrern sowie eine starke Bedeutung von Alkoholunfällen. Aufgrund der Entwicklung des Verkehrsgeschehens, der Bevölkerung und deren Mobilitätsbedürfnisse ist parallel zum Unfallgeschehen insgesamt auch bei Nachtunfällen mit erheblichen Veränderungen seit 1985 zu rechnen. So ist seit 1985 (außer bei Fahrrädern) die Gesamtzahl der Unfälle mit Personenschaden sowohl bei Tag als auch bei Nacht gesunken, die Anteile der Nachtunfälle (außer bei Motorrädern) sind jedoch konstant bzw. sogar gestiegen. In der vorliegenden Untersuchung wurde zunächst die Entwicklung der Anzahl und der Schwere der Nachtunfälle seit 1991 analysiert. Nachfolgend wurden aus der detaillierten Analyse der Unfall- und Beteiligtenstruktur bei Nacht die besonderen Problembereiche des nächtlichen Unfallgeschehens abgeleitet. Grundsätzlich zeigt sich, dass Nachtunfälle besonders folgenschwer sind. So ereigneten sich im Jahre 2002 circa 28 % aller Unfälle mit Personenschaden bei Nacht, wogegen der Anteil der Getöteten bei Nachtunfällen an allen tödlich Verunglückten mit 42 % erheblich höher liegt. Betrachtet man allein die absoluten Unfallzahlen bei Nacht, scheint durch die hohen Unfallzahlen in den Berufsverkehrszeiten die kritische Zeit der Nachtunflle in dieser Zeitspanne zu liegen. Bereits die Differenzierung nach Wochentagen zeigt jedoch in den Wochenendnächten auch hohe Unfallzahlen über die ganze Nacht. Als kritische Zeit des Unfallgeschehens bei Nacht lässt sich somit die Zeit der Kernnacht zwischen 21:00 und 4:00 Uhr eingrenzen, insbesondere in den Nächten von Freitag auf Samstag und von Samstag auf Sonntag. Dies gilt insbesondere für Landstraßen, aber auch für Autobahnen. Als besonders gefährdete Verkehrsteilnehmer zeigten sich in der Untersuchung - wenngleich aus unterschiedlichen Gründen - die jungen Verkehrsteilnehmer zwischen 18 und 34 Jahren sowie die ungeschützten nichtmotorisierten Verkehrsteilnehmer. Als besonders nachttypische Unfallursachen zeigten "Alkohol" und "Gesschwindigkeit" vor allem außerorts einen bestimmenden Einfluss auf das Unfallgeschehen bei Nacht.
Es erfolgt eine Aktualisierung und Neufassung des von der Bundesanstalt für Straßenwesen (BASt) im Jahre 1978 veröffentlichten Berichts "Nachtunfälle - eine Analyse auf der Grundlage der Daten der amtlichen Straßenverkehrsunfallstatistik" (Brühning, Hippchen und Weißbrodt; 1978). Ausgewertet werden die Unfalldaten seit 1970, im Wesentlichen aber die Daten des Jahres 1985. Nachtunfälle haben innerhalb des gesamten Unfallgeschehens eine besondere Bedeutung. Sie sind im Mittel schwerer als Unfälle bei Tage: über 25 % aller Unfälle mit Personenschaden, aber rund 40 % aller Unfälle mit Getöteten ereignen sich nachts. Fußgänger werden zu 48,7 % bei Nachtunfällen getötet, 43,1 % der getöteten Pkw-Insassen sterben bei Nachtunfällen. Das Unfallrisiko ist nachts erheblich größer als bei Tage. Nachts steigt das fahrleistungsbezogene Unfallrisiko der Pkw außerorts (ohne BAB) auf das 1,7-fache, auf BAB auf das 1,5-fache des Risikos bei Tage an. Neben Angaben zur zeitlichen Entwicklung erfolgt zunächst ein Überlick über die wesentlichen Kenngrößen (Art der Verkehrsbeteiligung, Alter und Geschlecht der Fußgänger beziehungsweise Fahrer, Ortslage, Unfallmonat, Wochentag und Uhrzeit, Straßenzustand, Unfalltyp und Unfallursachen) des nächtlichen Unfallgeschehens. Darüberhinaus wird eine eingehende Betrachtung zu ausgewählten Problembereichen auf der Grundlage von Tabellenanalysen sowie multidimensionalen Analysen mittels Logit-Modellen durchgeführt. Im einzelnen handelt es sich um die Problembereiche "Alkohol", ungünstiger Straßenzustand, junge Fahrer von motorisierten Zweirädern, Pkw-Fahrer und Fußgänger. Desweiteren wird auf regionale Unterschiede nach Bundesländern im nächtlichen Unfallgeschehen eingegangen.
Die Unfallbeteiligung von Kleintransportern mit einem zulässigen Gesamtgewicht über 2,8 t bis 3,5 t hat in den vergangenen Jahren ähnlich wie der Bestand dieser Fahrzeuggruppe stark zugenommen. Das Bundesministerium für Verkehr, Bau- und Wohnungswesen (BMVBW) hat die Bundesanstalt für Straßenwesen (BASt) beauftragt, das Unfallgeschehen von Kleintransportern zu untersuchen. Als Vergleichsgruppen wurden Kleintransporter bis 2,8 t und Lkw über 3,5 t bis 7,5 t, für einzelne Fragestellungen auch Pkw herangezogen. Die Arbeit zeigt, dass bis zum Jahr 2001 ein kontinuierlich starker Anstieg der Unfallbeteiligung von Kleintransportern über 2,8 t bis 3,5 t stattgefunden hat. Dieser starke Anstieg setzt sich danach bis zum Jahr 2003 nicht mehr fort. Fahrern von Kleintransportern über 2,8 t bis 3,5 t wurde durch die Polizei überdurchschnittlich häufig die Hauptschuld am Unfall zugewiesen.
