Die Anzahl von Informationsdisplays in Fahrzeugen nimmt ständig zu. Neben vielen positiven Aspekten gibt dieser Trend auch Anlass zur Befürchtung, dass die Aufmerksamkeit des Fahrers zu stark in Anspruch genommen und er von der eigentlichen Fahraufgabe abgelenkt wird. Um Sicherheitsrisiken zu vermeiden, ist eine unverzichtbare Auflage an solche Informationsdarstellungen, dass sie schnelle und sichere Informationsaufnahme sowie -verarbeitung gewährleisten und den Fahrer so gering wie möglich beanspruchen. Eine kritische Variable zur Bewertung stellt somit die Zeit dar, die benötigt wird, um solche Darstellungen richtig ablesen zu können. Die Okklusionsmethode bietet die Möglichkeit, sowohl die Geschwindigkeit der Informationsverarbeitung als auch deren Genauigkeit zu erfassen. Es wird entweder die Zeit gemessen, wie lange die Informationsdarstellungen betrachtet werden, oder es wird die Genauigkeit der Ablesung in Abhängigkeit von der Darbietungsdauer der Darstellung ermittelt. In einer Serie von 5 Experimenten wurde das Okklusionsverfahren als Bewertungsinstrument für das Design von einfachen Displays evaluiert. Die durchgeführten Experimente werden im Beitrag vorgestellt. Zusammenfassend stellt sich die Okklusionsmethode als geeignetes Instrument zur Bewertung von Informationsdarstellungen dar, da sie sowohl bei vorgegebenen Präsentationszeiten als auch bei selbstgewählten Betrachtungszeiten zwischen unterschiedlich komplexen Darstellungen zu trennen vermag. Zudem weisen die Ergebnisse darauf hin, dass die Okklusionsmethode auch geeignet ist, um Informationsdarstellungen zu trennen, welche die Wiederaufnahme einer Aufgabe nach einer Unterbrechung unterschiedlich schwer gestalten.
Es wird der Frage nachgegangen, mit welchen statistischen Verfahren der simultane Vergleich mehrerer Messwerte verschiedener Testverfahren vorgenommen werden kann. Hierzu werden vier Methoden vorgestellt: der multiple Vergleich, die ANOVA-Varianzanalyse, die Methode der multiplen Endpoints sowie die Akkumulationsstatistik. Die Demonstration erfolgt an den Merkmalen periphere Wahrnehmung, Daueraufmerksamkeit, Tachistoskop, Tracking und mittlere Entscheidungszeit. Untersucht wurden 2 mal 13 Probanden (Methadon- und Kontrollgruppe). Es zeigte sich, dass die Akkumulationsstatistik eine optimale, für die Thematik äquivalente Bewertung für mehrere simultan gemessene fahrrelevante Leistungen darstellt. Voraussetzung für den Einsatz ist allerdings, dass die Verkehrswissenschaften sich über Art, Umfang und Gewichtung der verschiedenen Komponenten der fahrrelevanten Leistungen einig sind.

Ein auf Nachhaltigkeit angelegtes Großprojekt wie das der Zustandserfassung und -bewertung (ZEB) bedarf eines Qualitätssicherungssystems. Hierfür wurde auf Initiative des Bundesministeriums für Verkehr, Bau- und Wohnungswesen (BMVBW) eine Untersuchung ausgelöst, über die die Grundlagen und Voraussetzungen für ein umfassendes QS-System erarbeitet werden sollen. In einer Pilotierungsphase soll im Jahr 2002 die Machbarkeit nachgewiesen werden.

Germany's road infrastructure grew over centuries to become the arteries and lifelines of our society. The present safety of the infrastructure has to be ensured under consideration of environmental aspects. At the same time the owner has to make sure that the maintenance activities are carried out in the most efficient way. Considering the fact that financial resources are restricted, maintenance costs have to be spent in a way to obtain the greatest possible benefit. In the case of bridges, which are one of the most important parts of the road infrastructure in Germany, this task is supported by the application of a bridge management system (BMS). The existing German BMS contains assessment and optimization procedures on object and network level and is the basis for advancements to meet future demands. Developments concern life cycle and quality-oriented, holistically optimized procedures. Reasonable infrastructure management will contribute to meeting efficiency and sustainability objectives and to achieving interoperability. Here holistic network infrastructure management methods are required. There is a strong need for management solutions during the whole service life of a structure. The definition of criteria for evaluation of the relevance of failure mechanisms, including acceptance thresholds, requires the availability of relevant data for management procedure. Tools for innovative investigation methods and an effective data management will help in meeting the requirements. Relevant fields of research are improved maintenance strategies to meet future demands concerning heavy goods traffic, application and further development of nondestructive testing methods for efficient and sustainable management structures, and the improvement of analytic management tools to meet future demands.
Cyclists are more likely to be injured in fatal crashes than motorised vehicles. To gain detailed and precise behavioural data of road users, i.e. trajectories, a measuring campaign was conducted. Therefore, a black-spot for accidents with cyclists in Berlin, Germany was selected. The traffic has been detected by a fully automated traffic video analysis system continuously for twelve hours. The video surveillance system is capable of automatically extracting trajectories, classifying road user types and precise determining and positioning of conflicts and accidents. Additionally, pre-conflict and pre-accident situations could be analysed to provide further in-depth understanding of accident causation. The evaluation of the measuring campaign comprised the investigation of traffic parameters, e.g. traffic flow, as well as traffic-safety related parameters based on Surrogate Safety Measures (SSM). Furthermore, the spatial and temporal distributions of conflicts involving cyclists were determined. As a result, three possible conflict clusters could be identified, of which one cluster could be confirmed by detailed video analysis, showing conflicts caused by right turning vehicles.
Whiplash injuries are characterized by the high variability of its symptoms and by the subjectivity of its diagnosis, which sometimes leads to frauds perpetrated by victims of rear-end impacts. It is estimated that whiplash injuries cost annually about 10.000 million Euros in Europe. Therefore, the aim of this study was to investigate the influence of the dynamics of the accident in which the victim was involved in the probability of development of whiplash associated injuries. In the presented methodology, first an accident reconstruction is performed where the dynamics of the accident is determined. This is carried out using the software PC-Crash, police and insurance companies' data. Then biomechanical injuries criteria related with whiplash injuries are evaluated. For the evaluation of the probability of having whiplash injuries, the Neck Injury Criterion (NIC) of the victim and the mean acceleration of the vehicle were evaluated. Then, with medical reports, the results of the accident reconstruction are correlated with the reported injuries. Some examples are presented. The results obtained indicate that the study of the dynamics of the road accidents in which the victims were involved could be used as an auxiliary of the prognosis of whiplash injuries and is important for a precise diagnosis of this type of injuries.
Millions of kilometers are driven and recorded by car manufacturers and researchers every year to gather information about realistic traffic situations. The focus of these studies is often the recording of critical situations to create test scenarios for the development of new systems before introducing them into the market. This paper shows a novel Analysis and Investigation Method for All Traffic Scenarios (AIMATS) based on real traffic scenes. It also shows how to get detailed information about speeds, trajectories and behavior of all participants without driving thousands of kilometers at the example of conflict situations with animals. Basis of the AIMATS is the identification of the most relevant locations as "Points of Interest" (POI), the recording of the critical situations and their "base lines" at these POI. This paper presents a new method to identify critical scenarios involving both vehicles and animals as well as preliminary results of a study done in Saxony using this new method.
Ausgehend von den Unfalldaten der letzten Jahre wird die Bedeutung von Fußgängerunfällen im Unfallgeschehen dargestellt. Betrachtet man die bei Unfällen getöteten Verkehrsteilnehmer, so sind am häufigsten Personen in Kraftfahrzeugen betroffen. Am zweithäufigsten werden, gemäß der Unfallstatistik, Fußgänger getötet. Eine Möglichkeit zur Verbesserung des Schutzes von Fußgängern und anderen sogenannten "ungeschützten Verkehrsteilnehmern" im Falle einer Kollision mit einem Kraftfahrzeug sind Maßnahmen am Fahrzeug. Um die Wirksamkeit derartiger Maßnahmen zu beurteilen, wurde durch das EEVC (European Enhanced Vehicle-Safety Committee) ein Prüfverfahren entwickelt. Es handelt sich dabei um ein Komponentenprüfverfahren, mit dem die Frontstruktur von Fahrzeugen, die bei einer Kollision mit einem Fußgänger hauptsächlich betroffen ist, geprüft wird. Es werden keine den gesamten Menschen repräsentierende Dummies verwendet, stattdessen werden Prüfkörper, die einzelne Körperteile simulieren, eingesetzt. Dieser EEVC Vorschlag wird geschildert. Darüber hinaus wird über Aktivitäten außerhalb des EEVC berichtet, sowie über den aktuellen Stand der Bemühungen der Europäischen Kommission in Bezug auf den Fußgängerschutz, die derzeit, auf Grundlage des Prüfvorschlages des EEVC, einen Vorschlag für eine Europäische Richtlinie erarbeitet.
Seit 1997 gibt es in Europa unter dem Namen Euro NCAP (European New Car Assessment Programme) einheitliche Test- und Ratingverfahren. Sie liefern Informationen über den Insassen- und über den Fußgängerschutz. Euro NCAP hat seither fast 90 Fahrzeugmodelle in jeweils drei unterschiedlichen Crashtest-Konfigurationen untersucht und die Ergebnisse den europäischen Konsumenten zugänglich gemacht. Im Beitrag wird auf die Testbedingungen, die Euro NCAP-Ratingverfahren sowie auf die Weiterentwicklung von Euro NCAP eingegangen. Ein wichtiger Aspekt wird dabei auch die weltweite Harmonisierung der Test- und Ratingverfahren sein.
Road accidents are typically analyzed to address influences of human, vehicle, and environmental (primarily infrastructure) factors. A new methodology, based on a "Venn diagram" analysis, gives a broader perspective on the probable factors, and combinations of factors, contributing both to the occurrence of a crash and to sustaining injuries in that crash. The methodology was applied to 214 accidents on the Mumbai-Pune expressway. Factors contributing to accidents and injuries were addressed. The major human factors influencing accidents on this roadway were speeding (30%) and falling asleep (29%), while injuries were primarily due to lack of seat belt use (46%). The leading infrastructure factor for injuries was impact with a roadside manmade structure (28%), and the main vehicle factor for injuries was passenger compartment intrusion (73%). This methodology can help identify effective vehicle and infrastructure-related solutions for preventing accidents and mitigating injuries in India.
Im von der DG Home (CIPS Program) geförderten Projekt "SecMan " Security Manual for Road Infrastructures" wurde ein vierstufiges Verfahren zur Identifikation kritischer Straßeninfrastrukturen, ihre Bewertung hinsichtlich diverser von Menschen verursachter Gefahren sowie die Bestimmung effektiver Schutzmaßnahmen entwickelt. Diese Ergebnisse wurden in einem ganzheitlichen "best-practice" Handbuch zusammen getragen, welches einen trans-nationalen Sicherheitsmanagement-Ansatz für Betreiber und Eigentümer von Straßeninfrastrukturen in Europa ermöglicht. Im Folgenden wird die entwickelte Methodik vorgestellt, ausgehend von der Bewertung der Netzkritikalität über die Attraktivität und Vulnerabilität eines Bauwerks hin zu einer Bewertungsmethodik für die Auswahl geeigneter Schutzmaßnahmen.
In the project SECMAN " SECurity MANual " a simple four-step procedure for the identification of critical road infrastructures, assessment of these infrastructures regarding various man-made threats and the determination of effective protection measures was developed. These methodologies are summarized and combined into a comprehensive best-practice manual which allows for a trans-national structured and holistic security-risk-management approach for owners and operators of road infrastructures in Europe. This paper presents the developed methodology starting from the assessment procedures of a network's criticality over an object's attractiveness and vulnerability to the selection process of appropriate protection measures.
Accident research 2.0: New methods for representative evaluation of integral safety in traffic

BMW has developed a procedure for rating Advanced Driver Assistance Systems (ADAS) benefits that integrates two distinct tools. The tool "S.A.F.E.R." is designed to analyze the pre-crash phase. The aim of S.A.F.E.R. is to simulate all relevant processes in sufficient detail to obtain reproducible estimates of key indicators (effectiveness, false positives, etc.). The relevant processes include not only traffic and vehicle dynamics, but also environmental and most importantly human factors. Representative distributions of factors and parameters are obtained by taking the stochastic variation of all relevant parameters into account in the simulations. The second tool, known as "ICOS", has been designed to provide a high-resolution, high-fidelity description of crash phase dynamics. If one converts the outputs of stochastic simulation into inputs for crash dynamics, the result is a comprehensive description of exactly how a safety system can reduce injuries. Applications currently focus on high-fidelity simulation of individual crashes in order to enhance our understanding and optimization of connected safety systems. An integrated simulation process thus allows an exact prediction of the effectiveness in individual cases in terms of injury severity. The development and rating of integral safety need to reflect the true efficiency in the field. The integrated approach described here could provide a valid and reproducible basis for rating connected systems of active and passive safety. In particular, "virtual experiments" using a traffic-based approach and incorporating models of all relevant processes constitute an essential element of the approach.
While accident statistics on a national level are provided by many countries, there is a need for international data that includes more detailed information about the accident, so called in-depth data. As a consequence, accident data projects have been emerging in different regions of the world. This creates a need for comparable and mergeable data from different countries, enabling the use of already existing accident data resources and helping to expedite the improvement of global road safety. While existing approaches focus that mostly on building a comprehensive accident database from scratch, the iGLAD project (Initiative for the Global Harmonization of Accident Data) attempts a more pragmatic approach by building on top of the work already accomplished in this area and complementing it. The target of iGLAD is to help setting up an additional dataset as a compatibility layer between already existing world wide data sets and integrating the structure of these by defining a common data scheme. This dataset is limited to the common denominator between the existing data sets and is inherently rather small and simple. Eventually, an individual converter for each participating accident investigation group will be built that enables pooling all data sets in a common repository. This not only saves costs and time, and hence makes such a target more feasible, but also creates data that is usable right from the start. This paper gives an overview of the current status of iGLAD and first steps taken. Additionally, some methodological aspects are discussed, next to a glance at other projects working currently on related issues, providing additional input for iGLAD. Finally, an overview of next steps and intended future work is given.
Supervision of the safety performance in public transport is one of the main tasks of the Federal Office of Transport (FOT) in Switzerland. Recently a three level system of safety indicators has been defined to cover all means of Swiss public transport. The safety indicators are fed by the FOT incident database since the year 2000. In cooperation with the Institute for Traffic Safety and Automation Engineering (iVA) at TU Braunschweig, Germany, FOT is developing a suitable methodology for the definition and evaluation of the safety targets in Swiss public transport. The methodology is applied for evaluation of safety indicators on a country level and for single transport companies. In a new approach the abovementioned methodology is applied to car incident data to develop an indicator based cross-modal safety measure.
Im Jahr 2004 fand an der Medizinischen Hochschule Hannover die erste ESAR-Konferenz (Expert Symposium on Accident Research) statt. Die Idee einer internationalen Konferenz war aus der Notwendigkeit entstanden, diejenigen Experten zusammen zu bringen, die weltweit tätig sind und Verkehrsunfälle wissenschaftlich analysieren, um ihre Ergebnisse gemeinsam zu diskutieren und einem Zielpublikum von Behördenvertretern, Entwicklungsingenieuren der Automobilindustrie und anderen Wissenschaftlern darzubringen. Die durch Professor Otte initiierte und nun zum vierten Male organisierte Konferenz fand eine breite Akzeptanz und ist mittlerweile Bestandteil einer Konferenzlandschaft mit Zielvorträgen von der Fahrzeugsicherheit bis hin zur Verletzungsanalyse und den Unfallursachen. ESAR kann als wissenschaftliches Kolloquium und Plattform für einen Informationsaustausch der Unfallforscher angesehen werden, die sich speziell mit Methoden der Unfalluntersuchung, mit Verletzungsmechanismen und der Bewertung von Verletzungen, Unfallursachen und anderen Bereichen der statistischen Unfalldatenanalyse befassen. Experten aus den Bereichen der Medizin, der Verkehrspsychologie und der Technik sowie Vertreter zuständiger Behörden kommen hier zusammen, um die Erfahrungen in der Unfallprävention und der Unfallrekonstruktion zu diskutieren und um der Forschung neue Felder zu eröffnen. Neben den Belangen der Europäischen Gemeinschaft werden auch die weltweit zu registrierenden hohen Verletztenzahlen berücksichtigt. Wissenschaftliche Vorträge aus aller Welt tragen dazu bei, geeignete Maßnahmen und Methoden zur Analyse und drastischen Verringerung der Zahl der bei Verkehrsunfällen Getöteten zu entwickeln. Die Zusammensetzung des Teilnehmerkreises dieser wie früherer ESAR-Konferenzen hat längst eine über Europa hinausgreifende Internationalitaet erreicht und bietet daher einen aufschlussreichen Überblick über die verschiedenen Standards bestehender Verkehrssicherheit und unterschiedlichen Unfallszenarien und über die Anforderungen an die Unfallanalysen. Die Ergebnisse langjähriger Forschungsarbeiten in Europa, USA, Australien und asiatischen Ländern beinhalten unterschiedliche infrastrukturelle Zusammenhänge und geben Erkenntnisse über Population, Fahrzeugbestand und Fahrereigenschaften. Derartige Informationen bilden eine exzellente Basis für abzuleitende Empfehlungen und Maßnahmen für die Erhöhung der Verkehrssicherheit international.
Nachhaltigkeit im Brückenbau

Nachhaltigkeit und Energieeffizienz sind wichtige baupolitische Ziele. Der Bund als Bauherr ist sich seiner Vorbildfunktion bewusst: Baumaßnahmen sollen sowohl ökologisch verträglich als auch ökonomisch akzeptabel und sozio-kulturell angemessen sein. Alle drei Bereiche betreffen auch die Straßeninfrastrukturen in unterschiedlich ausgeprägter Weise. Aus Sicht des Bauherrn geht es um die Sicherstellung der Mobilität durch ein umweltverträgliches, wirtschaftliches und qualitativ hochwertiges Straßennetz. Für die Baupraxis stellt sich die Aufgabe, in ganzheitlicher Hinsicht optimierte Lösungen bereitzustellen. Brückenbauwerke haben eine hohe symbolische Kraft und prägen Städte und Landschaften. Sie sind nicht nur für Ingenieure faszinierend, sondern stellen als bedeutender Bestandteil der Straßeninfrastruktur einen hohen gesellschaftlichen Wert dar. In der heutigen Vergabepraxis werden Entscheidungen über Baumaßnahmen maßgeblich durch die Diskussion über Erstellungs- und einmalige Investitionskosten beeinflusst. Grund dafür sind auch die begrenzten finanziellen Ressourcen; dies führt aber nicht zwangsweise zu nachhaltigen Lösungen. Damit Brückenbauwerke ökonomisch und ökologisch optimiert sowie funktional und sozio-kulturell angemessen erstellt werden können, sind weiterentwickelte Wertungskriterien erforderlich. Hier liegt aber auch eine Chance für die Bauwirtschaft, ihre Kompetenz auf dem Gebiet des Bauwesens auszuschöpfen und qualitätsvolles und kostengünstiges Bauen im Lebenszyklus zu verbinden. Neue Instrumente und Methoden sind gefragt, die derzeit auf Initiative des BMVBS entwickelt werden. Vor diesem Hintergrund befasst sich eine Arbeitsgruppe der Bundesanstalt für Straßenwesen unter Beteiligung von Experten aus Forschung und Baupraxis mit der Entwicklung und Bereitstellung von Verfahren der Nachhaltigkeitsbewertung für Bauwerke der Straßeninfrastruktur. Ganzheitliche Wertungskriterien werden derzeit in Pilotstudien getestet.
Over the past two decades the popularity of consumer crash test programs, commonly referred to as New Car Assessment Programs (NCAP), has grown across the world. They are popular among government regulators as they afford a means of promoting safety innovations and levels of vehicle performance beyond those dictated by national standards. They also fulfill the demand for information regarding the safety ranking of vehicles among consumers contemplating the purchase of a new vehicle. There is no question that consumer crash test programs greatly influence vehicle design changes as well as accelerate the fitment of new safety features. The extent to which these changes can be expected to reduce serious and potentially fatal injuries will be influenced by how well the testing protocols and associated rating schemes correctly reflect the nature of the residual safety problem they seek to address. Drawing on data contained primarily in the US National Automotive Sampling System (NASS), the field relevance of current and proposed testing and rating protocols addressing frontal crash test protection is examined. Emphasis is placed on examining how accurately injury rates computed from the dummy responses measured in consumer crash tests correspond to actual injury rates observed in the field. Additional data from Canadian field investigations and US databases such as the National Motor Vehicle Crash Causation Survey (NMVCCS) are examined to see how well frontal airbag firing times, crush pulse durations and other determinants of injury are replicated in consumer testing protocols. This portion of the analysis draws on data obtained from Event Data Recorders (EDR) in both field collisions and staged tests of the same vehicle model. Vehicle rankings and overall frontal crash test ratings were found to be particularly sensitive to the choice of injury risk functions employed in the test. This was particularly true in the case of injury risk functions used to assess neck injury potential. Neck injury risk derived from Nij was found to show the least agreement with the field. Agreement between field chest injury rates and those derived from crash tests was improved considerably when chest injury risk functions for "older" occupants were employed. The paper concludes with a discussion of how different current testing protocols could be improved to enhance their field relevance.
The NHTSA-sponsored Crash Injury Research and Engineering Network (CIREN) has collected and analyzed crash, vehicle damage, and detailed injury data from over 4000 case occupants who were patients admitted to Level-I trauma centers following involvement in motor vehicle crashes. Since 2005, CIREN has used a methodology known as "BioTab" to analyze and document the causes of injuries resulting from passenger vehicle crashes. BioTab was developed to provide a complete evidenced-based method to describe and document injury causation from in-depth crash investigations with confidence levels assigned to the causes of injury based on the available evidence. This paper describes how the BioTab method is being used in CIREN to leverage the data collected from in-depth crash investigations, and particularly the detailed injury data available in CIREN, to develop evidence-based assessments of injury causation. CIREN case examples are provided to demonstrate the ability of the BioTab method to improve real-world crash/injury data assessment.
A national initiative from the vehicle manufacturers, safety system suppliers, the road administration and universities in Sweden took off in 2007. The aim was to develop a national investigation network and a methodology focusing on all phases of a crash (pre-crash, in-crash and post-crash) as well as all parts of the road transport system (road user, vehicle and road environment). The initiative is formally run as a project with the acronym INTACT (Investigation Network and Accident Collection Techniques). It was a three year pilot with the aim to develop methodologies for an extended national crash investigation activity. During the first year the INTACT partners agreed on the aim for the investigation and methods for retrieving the data were developed. During the second and third year the methodology was tested in real-world investigations and further refinement was made. The paper describes the methodology developed to obtain high qualitative in-depth road crash data.
An eCall device has been mounted on some vehicles in France since 2003. It is an integrated car radio/GSM/GPS system that can be used with a SIM card. When an accident occurs, a call can be sent manually or automatically made to a telephone call centre. Knowing the geographic location, the vehicle identity and the possibility of a direct communication with the people involved enables the nearest emergency services to be called out. In this context, the LAB / CEESAR have set up a study aimed at evaluating the effectiveness of this system. The purpose of this paper is to detail the E-call system evaluation method of effectiveness used and give a global synthesis of the results.
