Allein im Netz der Bundesfernstraßen sind etwa 35.000 Brücken mit einer Fläche von 25 Millionen Quadratmetern enthalten. Ihr Wiederbeschaffungswert beträgt etwa 70 Milliarden DM. Es wird über die notwendigen Aktivitäten zur Erhaltung dieser für die Aufrechterhaltung des auf den Bundesfernstraßen rollenden Verkehrs besonders wichtigen Bauwerke berichtet. Aufgrund des weiter stärker werdenden Verkehrs, der zunehmenden Fahrzeuggewichte sowie der wachsenden Anzahl von Schwertransporten unterliegen insbesondere die älteren Bauwerke größerer Beanspruchung, als man bei ihrer Planung in Rechnung stellen musste. Hinzu kommt die natürliche Alterung aus sonstigen äußeren Einflüssen wie Temperatur, Witterung und erhöhter Umweltbelastung. Die Verwendung von Auftausalzen führt insbesondere bei älteren Brückenüberbauten zu Korrosionsschäden an der Bewehrung des Betons. Durch die Entwicklung eines Bauwerks-Management-Systems (BMS) wird die Verbesserung der Erhaltung von Brücken und sonstigen Ingenieurbauten angestrebt. Der Aufbau und die Wirkungsweise des BMS werden dargelegt. Des Weiteren werden die schon seit langem eingeführten Prüfvorschriften für Bauwerke im Zuge von Straßen und Wegen (DIN 1076) sowie gängige Prüfverfahren beschrieben.
Brückenmanagement

Die systematische Erhaltung der Brücken im Zuge der Bundesfernstraßen ist eine wichtige Aufgabe für den Baulastträger Bund und die Straßenbauverwaltungen der Länder. Um künftig Erhaltungsprogramme auf einer einheitlichen Grundlage unter Berücksichtigung gesamtwirtschaftlicher Grundsätze aufstellen zu können, wird durch die Bundesanstalt für Straßenwesen derzeit im Auftrag des Bundesministeriums für Verkehr, Bau- und Wohnungswesen ein umfassendes Bauwerks-Management-System (BMS) konzipiert und realisiert. Das geplante BMS beinhaltet alle Funktionen zur Durchführung des Erhaltungsmanagements. Grundlage ist die Erhebung und Bereitstellung von objektbezogenen Informationen. In Verbindung mit netzbezogenen Daten, Rahmenbedingungen und Restriktionen wird damit die Basis für Analyseprozesse, zum Beispiel Wirtschaftlichkeitsuntersuchungen, Priorisierungen und Bedarfsermittlungen bereitgestellt. Als Ergebnis werden Maßnahmenvorschläge, optimierte Programmplanungen und Angaben zum Finanzbedarf entwickelt. Verfahren und Programmsysteme werden schrittweise ab 2002 bis 2005 den Straßenbauverwaltungen zur Verfügung gestellt.
Seit 1997 gibt es in Europa unter dem Namen Euro NCAP (European New Car Assessment Programme) einheitliche Test- und Ratingverfahren. Sie liefern Informationen über den Insassen- und über den Fußgängerschutz. Euro NCAP hat seither fast 90 Fahrzeugmodelle in jeweils drei unterschiedlichen Crashtest-Konfigurationen untersucht und die Ergebnisse den europäischen Konsumenten zugänglich gemacht. Im Beitrag wird auf die Testbedingungen, die Euro NCAP-Ratingverfahren sowie auf die Weiterentwicklung von Euro NCAP eingegangen. Ein wichtiger Aspekt wird dabei auch die weltweite Harmonisierung der Test- und Ratingverfahren sein.
When the EEVC proposed the full-scale side impact test procedure, it recommended that consideration should be given to an interior headform test in addition. This was to evaluate areas of contact not assessed by the dummy. EEVC Working Group 13 has been researching the parameters of a possible European headform test procedure in four phases. Earlier stages of the research have been presented at previous ESV conferences. The conclusions from these have suggested that the US free motion headform should be used in any European test procedure and that it should be a free flight test, not guided. This research has now culminated in proposals for a European test procedure. This paper presents the proposed EEVC side impact interior headform test procedure, giving the rationale for the test and the first results from the validation phase of the test protocol.
Zum gegenwärtigen Zeitpunkt werden verschiedene Ansätze diskutiert, wie der Verbesserung der Straßenverkehrssicherheit durch den Einsatz moderner Fahrerassistenzsysteme (FAS) neue Impulse gegeben werden können. Unter dem Dach der von der Europäischen Kommission gemeinsam mit der Industrie im Frühjahr 2002 ins Leben gerufenen eSafety-Initiative soll die Entwicklung und Implementierung "Intelligenter Integrierter Sicherheitssysteme" (Intelligent Integrated Road Safety Systems) koordiniert und vorangetrieben werden. Erwartet werden hiervon entscheidende Beiträge zur Erreichung der bis zum Jahr 2010 angestrebten Halbierung der Zahl der Verkehrstoten in Europa, entsprechend dem Weissbuch der Europäischen Kommission. Intelligente Unterstützung des Fahrers meint in diesem Zusammenhang die Berücksichtigung des Gesamtsystems "Fahrer-Fahrzeug-Umwelt". Für die fahrzeugseitige Umsetzung der Unterstützungsfunktion wurden verschiedene Ausformungsgrade (zum Beispiel Information, Warnung, korrigierender Eingriff) vorgeschlagen und entwickelt. Die BASt ist an einer Reihe von Projekten und Arbeitsgruppen beteiligt, die sich direkt oder indirekt mit Fragen befassen, die sich bei der Entwicklung und Bewertung intelligenter FAS zur Beeinflussung der Fahrzeuggeschwindigkeit stellen. Im Mittelpunkt stehen dabei vor allem Fragen der Sicherheitsbewertung und der Machbarkeit, wie zum Beispiel - Realisierung der fahrzeugseitigen Umsetzung, - Kosten-Nutzen-Gesichtspunkte, - Rechtliche Aspekte, - Voraussetzungen der Datenbasis. Beispielsweise ist die BASt an der von ERTICO koordinierten "SpeedAlert"-Initiative beteiligt. Ziel dieser Aktivität ist die europaweite Implementierung eines Geschwindigkeitswarnsystems. An der hierzu im Jahre 2001 gegründeten "SpeedAlert" Arbeitsgruppe beteiligen sich Industrie und Verwaltung.
Vehicle crash research at different levels is currently being conducted by several investigation groups in Spain, in some instances within various EU-funded projects. However there is a clear opportunity for increasing compatibility and maximizing usefulness, both at national and European levels, of the information collected by these groups. After reviewing on-going activities and programs in different countries, a framework for a nationwide crash investigation project is proposed: an organizational scheme is suggested as part of a future National Road Safety Strategic Plan; a map of investigation teams located in technological centres, universities and police agencies in Spain is presented; alternatives for several practical aspects such as team composition, deployment and operational budgets and project developmental stages are also discussed.
Active safety systems are aimed at accident prevention, hence the knowledge required for their development is different from that required for passive safety systems aimed at injury prevention. Particularly, knowledge about accident causation is required. When looking at existing accident causation data, it is argued it fails to explain in sufficient detail how and why the accidents occur. Therefore, there is a need for detailed micro-level descriptions of accident causation mechanisms, and also of methodologies suitable for creating such descriptions. One study addressing these needs is the Swedish project FICA (Factors Influencing the Causation of Accidents and Incidents), where an accident investigation methodology suitable for active safety is developed, and in-depth accident investigations following this methodology are carried out on-scene in the area of Gothenburg by a multidisciplinary team. A preliminary aggregated analysis of different cases shows that the methodology developed is adequate for pointing out common contributing factors and devising principal countermeasures.
Im Beitrag wird zunächst der Begriff "Orthotrope Fahrbahnplatte" erläutert: Früher war das Konstruktionsprinzip des Brückenbaus so, dass jedes Tragglied die ihm eigene und zugewiesene Last allein zu tragen hatte und die daraus entstandenen Auflagerbelastungen an das nächste unterstützende Bauteil weitergab. So ging es von der Fahrbahn ueber Längs- und Querträger zu den Hauptträgern, und von da aus zu den Auflagern, Pfeilern, Fundamenten bis zum Baugrund. Nach dem 2. Weltkrieg wurden andere Lastabtragungsmodelle entwickelt. Bei der "Orthotropen Platte" handelt sich um eine für den Stahlbrückenbau entwickelte Bauweise, die aus einem oberen ebenen Stahlblech besteht, welches die Abdichtung und den Fahrbahnbelag trägt. Dieses wird auch Deckblech genannt. Das Deckblech wird durch ein rechtwinkliges System von längs und quer angeordneten Stahlprofilen unterschiedlicher Steifigkeit (Laengssteifen und Querträger) unterstützt. Das aus den drei Bestandteilen bestehende kombinierte System der Fahrbahntafel ist ausserdem mittragender Bestandteil des Gesamttragsystems der Brücke. An Beispielen werden die verschiedenen Möglichkeiten der konstruktiven Ausbildung der Fahrbahntafel mit ihren Vor- und Nachteilen erläutert. Es werden Hinweise zur Berechnung und baulichen Durchbildung insbesondere der Schweissverbindungen zwischen Deckblech und Längsrippen und des Stosses der Rippen (Fensterstoß) sowie zur Steifigkeit der Querträger gegeben. So genannte Trapezprofile haben sich als die günstigste Form für die Längsrippen ergeben. Sie werden auch vorteilhaft als Beulsteifen für Stege und Bodenplatten bei Kastenträgerbrücken aus Stahl und bei Verbundbrücken angewendet.
This paper reviews briefly the evolution of the investigation of transport accidents from the early beginnings when individual events were studied but systematic data was not collected. In the transport modes other than on the roads, accident investigation early on, even of single events, was important in introducing safety improvements. Road accidents, however, evolved enormously with the growth of car ownership without any comparable political response to the consequent deaths and injuries, equivalent to what happened with the other modes. From the 1950s data bases started to contribute to our knowledge of the epidemiology of road traffic injuries, and in-depth sample studies have contributed much to the body of knowledge in the last 30 years. However, even the basic input and output variables of a crash, its severity and the seriousness of the outcomes in terms of injuries and their consequences are not complete or agreed upon. Issues of experimental design and sampling are discussed. It is proposed that the most important area for current research to address is the effect of population variations on injury outcomes. The need for the establishment of good data bases for active safety issues is emphasised with the consequent need for better links between the research community and the police.
There is a need for detecting characteristics of pedestrian movement before car-pedestrian collisions to trigger a fully reversible pedestrian protection system. For this purpose, a pedestrian sensor system has been developed. In order to evaluate the effectiveness of the sensor system, the in-depth knowledge of car-pedestrian impact scenarios is needed. This study aims at the evaluation of the sensor system. The accident data are selected from the STRADA database. The accident scenarios available in this database were evaluated and the knowledge of the most common scenarios was developed in terms of the pedestrian trajectory, the pedestrian speed, the car trajectory, the car velocity, etc. A mathematical model was then established to evaluate the sensor system with different detective angles. It was found that in order to detect all the pedestrians in the most common scenarios on time the sensor detective angle must be kept larger than 60 degrees.
Validation of human pedestrian models using laboratory data as well as accident reconstruction

Human pedestrian models have been developed and improved continually. This paper shows the latest stage in development and validation of the multibody pedestrian model released with MADYMO. The biofidelity of the multibody pedestrian model has been verified using a range of full pedestrian-vehicle impact tests with a large range in body sizes (16 male, 2 female, standing height 160-192cm, weight 53.5-90kg). The simulation results were objectively correlated to experimental data. Overall, the model predicted the measured response well. In particular the head impact locations were accurately predicted, indicated by global correlation scores over 90%. The correlation score for the bumper forces and accelerations of various body parts was lower (47-64%), which was largely attributed to the limited information available on the vehicle contact characteristics (stiffness, damping, deformation). Also, the effects of the large range in published leg fracture tolerances on the predicted risk to leg fracture by the pedestrian model were evaluated and compared with experimental results. The validated mid-size male model was scaled to a range of body sizes, including children and a female. Typical applications for the pedestrian models are trend studies to evaluate vehicle front ends and accident reconstructions. Results obtained in several studies show that the pedestrian models match pedestrian throw distances and impact locations observed in real accidents. Larger sets of well documented cases can be used to further validate the models especially for specific populations as for instance children. In addition, these cases will be needed to evaluate the injury predictive capability of human models. Ongoing developments include a so-called facet pedestrian model with a more accurate geometry description and a more humanlike spine and neck and a full FE model allowing more detailed injury analysis.
Since 2005 the German In-Depth Accident Study (GIDAS) also records aspects of active vehicle safety. This is done because vehicles are fitted with an increasing number of active safety devices which have undoubtedly an influence on the number, severity and course of accidents. Accident researchers expect that collecting active safety data will facilitate to assess and quantify the impact of these and future devices. It is the aim of this paper to outline benefits and limitations associated with the recording of active safety aspects within indepth studies. An overview about possible areas where active safety data can be useful will be given. For that purpose single safety or comfort systems will be selected to estimate the effects of an accident database which includes variables associated with these systems. Questions with regard to the limitations of collecting active safety data will be addressed. Possible items are for example the usability of the data recorded, the real accident cause, the small number of relevant accidents, the time span needed to gather a sufficient dataset, the small share of vehicles equipped with a certain system or different functionalities of systems that are supposed to fall in the same category. As a result user needs for a reasonable data collection of active safety elements will be elaborated.
Die Rechtsmedizin hat den Auftrag, allgemein anerkannte und wissenschaftlich gesicherte Erfahrungssätze zu erarbeiten und anzuwenden, an die die Rechtsprechung nach höchstrichterlicher Auffassung gebunden ist. Sowohl auf der Grundlage der biologisch-medizinischen als auch der statistischen Alkoholforschung und unter besonderer Berücksichtigung von Fahrversuchen war es der Rechtsprechung möglich, die Grenzen der Leistungsfähigkeit von Fahrern unter Alkoholeinfluss zu bestimmen. Diese Grenzwerte absoluter Fahruntüchtigkeit sind selbst keine medizinisch-naturwissenschaftliche Aussage, sondern vielmehr das Ergebnis von deren juristischer Bewertung. Für den Bereich der psychotropen Substanzen ist die Suche nach der Festlegung neuer Drogen-Grenzwerte ungleich schwieriger, da Pharmakokinetik und -dynamik ungleich komplexer und komplizierter sind als bei dem vergleichsweise "einfachen" Ethanol. Nach Auffassung des Autors spricht jedoch nichts gegen eine Festlegung von Drogen-Grenzwerten durch den Gesetzgeber für den Bereich des Verkehrsstrafrechts. Was die Schuldfähigkeit angeht, so ist diese ein normatives Postulat, aber keine messbare Größe. Am Beispiel des Wandels der Rechtsprechung zur Schuldfähigkeitsbeurteilung alkoholisierter Täter zeigt sich, dass sich die Rechtsprechung nicht den Strömungen und Erkenntnissen der einschlägigen Wissenschaftskreise verschließen kann, wenn es um die Definition wissenschaftlicher Sachverhalte geht. Die Entwicklung der Gesetzgebung, mehr noch der Rechtsprechung auf dem Gebiet des Verkehrsrechts ist ohne die Rechts- beziehungsweise Verkehrsmedizin nicht denkbar. Die größte Hürde bei der Implementation von Forschungsergebnissen ist, dass sich die scientific community in ihren Aussagen einig wird. Aufgabe der Rechtsprechung ist es, bei der "normativen Rezeption" der Ergebnisse sicherzustellen, dass die Koppelung naturwissenschaftlicher Erfahrungssätze an den strafrechtlichen Zweifelssatz (in dubio pro reo) gewahrt ist.
A lack of representative European accident data to aid the development of safety policy, regulation and technological advancement is a major obstacle in the European Union. Data are needed to assess the performance of road and vehicle safety and is also needed to support the development of further actions by stakeholders. This short-paper describes the process of developing a data collection and analysis system designed to partly fill these gaps. A project team with members from 7 countries was set up to devise appropriate variable lists to collect fatal crash data under the following topic levels: accident, road environment, vehicle, and road user, using retrospective detailed police reports (n=1,300). The typical level of detail recorded was a minimum of 150 variables for each accident. The project will enable multidisciplinary information on the circumstances of fatal crashes to be interpreted to provide information on a range of causal factors and events surrounding the collisions.
Wetterbeobachtungen zeigen, dass sich das Klima in den letzten Dekaden gewandelt hat. Unter ökonomischen und unter strategischen Gesichtspunkten bedeutsam ist die zukünftige Entwicklung von extremen Wetterereignissen wie Starkniederschlägen, Hitzewellen oder Überschwemmungen. Die wissenschaftlichen Grundlagen eines vermuteten menschlichen Einflusses auf das Klima analysiert seit 1988 der "Zwischenstaatliche Ausschuss zum Klimawandel" (Intergovernmental Panel on Climate Change, IPCC). Vom IPCC werden unter anderem Projektionen von möglichen zukünftigen Klimaentwicklungen erstellt. Um spezielle Regionen detaillierter zu untersuchen und eine Brücke zwischen globalen Klimaänderungen und lokalen Konsequenzen zu schlagen, werden regionale Klimamodelle verwendet. In der BASt wurde 2009 eine Arbeitsgruppe "Klima" eingerichtet, die eine Risiko-Identifikation in verschiedenen Bereichen der Straßeninfrastruktur und des Straßenverkehrs durchführt. Ziel dieser Arbeitsgruppe ist die Minderung der Verwundbarkeit gegenüber den Folgen des Klimawandels durch die Identifikation regionaler und lokaler Schwachstellen und deren Zusammenführung mit dem Bundesfernstraßennetz. In einem von mehreren Pilotprojekten werden die Risiken von Hang- und Böschungsrutschungen durch die Zunahme von Extremwetterereignissen abgeschätzt. Fernziel ist die Erstellung eines Risikokatasters zur Identifizierung der durch Hangrutschungen besonders gefährdeten Bereiche des Bundesfernstraßennetzes.
Females sustain Cervical Spine Distortion injury (CSD) more often than males. Most work dealing with the biomechanics background (e.g. injury mechanism/criteria) as well as the application in seat design/testing, focuses on the occupant model of an average male. Therefore the EU-Project ADSEAT (Adaptive Seat to Reduce Neck Injuries for Female and Male Occupants) is aimed at adding a female model for gender balanced research of CSD and improving seat design. An extensive literature review, searching for risk factors and injury criteria for males and females, was accompanied by the evaluation of different databases containing CSD cases. The database evaluations suggests that an anthropometry quite close to the 50%ile female anthropometry as known from crash test dummy design is appropriate. The results presented here form the basis for the future development of a computational female model and the improvement of seat design for better protection of both males and females in the frame of the ADSEAT-Project.
The overall purpose of the ASSESS project is to develop a relevant and standardised set of test and assessment methods and associated tools for integrated vehicle safety systems, primarily focussing on currently available pre-crash sensing systems. The first stage of the project was to define casualty relevant accident scenarios so that the test scenarios will be developed based on accident scenarios which currently result in the greatest injury outcome, measured by a combination of casualty severity and casualty frequency. The first analysis stage was completed using data from a range of accident databases, including those which were nationally representative (STATS19, UK and STRADA, SE) and in-depth sources which provided more detailed parameters to characterise the accident scenarios (GIDAS, DE and OTS, UK). A common analysis method was developed in order to compare the data from these different sources, and while the data sets were not completely compatible, the majority of the data was aligned in such a way that allowed a useful comparison to be made. As the ASSESS project focuses on pre-crash sensing systems fitted to passenger cars, the data selected for the analysis was "injury accidents which involved at least one passenger car". The accident data analysis yielded the following ranked list of most relevant accident scenarios: Rank Accident scenario 1 Driving accident - single vehicle loss of control 2 Accidents in longitudinal traffic (same and opposite directions) 3 Accidents with turning vehicle(s) or crossing paths in junctions 4 Accidents involving pedestrians The ranked list highlights the relatively large role played by "accidents in longitudinal traffic", and "accidents with turning vehicle(s) or crossing paths in junctions" (the second and third most prevalent accident scenarios, respectively). The pre-crash systems addressed in ASSESS propose to yield beneficial safety outcomes with specific regard to these accident scenarios. This indicates that the ASSESS project is highly relevant to the current casualty crash problem. In the second stage of the analysis a selection of these accident scenarios were analysed further to define the accident parameters at a more detailed level .This paper describes the analysis approach and results from the first analysis stage.
The ASSESS project is a collaborative project that develops test procedures for pre-crash safety systems like Automatic Emergency Braking (AEB). One key criterion for the effectiveness of e.g. AEB is reduction in collision speed compared to baseline scenarios without AEB. The speed reduction for a given system can only be determined in real world tests that will end with a collision. Soft targets that are crashable up to velocities of 80 km/h are state of the art for these assessments, but ordinary balloon cars are usually stationary targets. The ASSESS project goes one step further and defines scenarios with moving targets. These scenarios define vehicle speeds of up to 100 km/h, different collision scenarios and relative collision speeds of up to 80km/h. This paper describes the development of a propulsion system for a soft target that aims to be used with these demanding scenario specifications. The Federal Highway Research Institute- (BASt-) approach to move the target is a self-driving small cart. The cart is controlled either by a driver (open-loop control via remote-control) or by a computer (closed-loop control). Its weight is limited to achieve a good crashability without damages to the test vehicle. To the extent of our knowledge BASt- approach is unique in this field (other carts cannot move at such high velocities or are not crashable). This paper describes in detail the challenges and solutions that were found both for the mechanical construction and the implementation of the control and safety system. One example for the mechanical challenges is e.g. the position of the vehicle- center of gravity (CG). An optimum compromise had to be found between a low CG oriented to the front of the vehicle (good for driveability) and a high CG oriented to the rear of the vehicle (good for crashability). The soft target itself which is also developed within the ASSESS project will not be covered in detail as this is work of a project partner. Publications on this will follow. The paper also shows first test results, describes current limitations and gives an outlook. It is expected that the presented test tools for AEB and other pre-crash safety systems is introduced in the future into consumer testing (NCAP) as well as regulatory testing.
Kategorie-1-Schäden bei orthotropen Fahrbahnplatten treten als bauweisenunabhängige Schäden in Form von Rissen im Anschlussbereich Deckblech-Längsrippe auf. Zur Vermeidung dieser Schäden sind geeignete Instandsetzungsmaßnahmen zu entwickeln, die zu einer Verminderung der Spannungen und Durchbiegungen in den gefährdeten Bereichen führen. Im Rahmen eines aktuellen Forschungsvorhabens an der Universität Duisburg-Essen wird der Ansatz verfolgt, einen modifizierten Fahrbahnbelag bestehend aus einem mit Epoxydharz oder alternativ mit Bioharz verfüllten Asphalttraggerüsts mit erhöhter mittragender Wirkung einzusetzen. Des Weiteren wird im vorliegenden Beitrag der Einsatz von Betonfertigteilen aus UHPC erläutert.
Die Reduzierung des Straßenverkehrslärms ist in den letzten Jahren zunehmend in den Fokus der Forschungsaktivitäten gerückt. Laut einer Studie des Umweltbundesamts fühlen sich in Deutschland circa 60 % der Bevölkerung durch den Straßenverkehrslärm belästigt. Diese Zahl ist seit vielen Jahren konstant. Ein Grund dafür sind die steigenden Verkehrsmengen. Neben den bekannten gesundheitlichen Beeinträchtigungen wurden in den letzten Jahren auch zunehmend negative Auswirkungen des Verkehrslärms auf die Stadtentwicklung beobachtet. Die Bundesanstalt für Straßenwesen koordiniert seit über 10 Jahren die durch das Bundesministerium für Wirtschaft und Technologie geförderten Verbundprojekte "Leiser Straßenverkehr". Partner aus Industrie und Forschung verfolgen das gemeinsame Ziel, effektive Lösungen für eine Lärmreduzierung zu erarbeiten. In den letzten Jahren ist es gelungen, die Wirkmechanismen der Lärmentstehung im Zusammenspiel Reifen-Fahrbahn detailliert zu beschreiben und Anforderungen für eine dauerhafte Lärmreduzierung zu formulieren. In der Straßenbautechnik wurden Regelbauweisen lärmtechnisch optimiert und neue Bauweisen entwickelt. Zusammen mit Projektpartnern konnte die Firma Continental Reifen Deutschland GmbH Pkw- und Lkw-Reifen akustisch optimieren. Ein zentrales Ziel im Verbundprojekt Leiser Straßenverkehr 3 ist die Weiterentwicklung eines Simulationsmodells, um künftig unter Berücksichtigung verschiedener Einflussgrößen aus Reifen und Fahrbahn Geräuschprognosen zu ermöglichen.
Im Mittelpunkt der Überlegungen zu Perspektiven einer zeitgemäßen und sicherheitswirksamen Fahranfängervorbereitung steht die Absenkung des weiterhin hohen Anfangsrisikos bei Fahranfängern. Ausgehend von den positiven Erfahrungen mit dem Begleiteten Fahren ab 17 beauftragte das Bundesministerium für Verkehr, Bau und Stadtentwicklung (BMVBS) die Bundesanstalt für Straßenwesen (BASt) mit der Erarbeitung eines Rahmenkonzepts, in dem Entwicklungsperspektiven für weitere Verbesserungen der Vorbereitung von Fahranfängern und wissenschaftlich begründete Maßnahmenvorschläge für die Erhöhung der Fahranfängersicherheit formuliert werden. Zunächst werden die Aufgaben und die Vorgehensweise der Rahmenkonzepterarbeitung sowie die Kriterien für die Ableitung von Maßnahmenprioritäten skizziert. Ausgehend von den Erkenntnissen zur Entwicklung des Unfallrisikos im Verlauf der Fahrkarriere werden im Anschluss die maßgeblichen Ansatzpunkte zur verbesserten Gestaltung eines sicheren Übergangs in die Automobilität aufgezeigt. Zentrale Maßnahmenvorschläge des Rahmenkonzepts werden vorgestellt. Diese beziehen sich auf die Bekämpfung der maßgeblichen Ursachen des erhöhten Fahranfängerrisikos (Fahrerfahrungsdefizit und Einstellungsmängel), die Optimierung bestehender Fahranfängermaßnahmen und die verstärkte Erschließung von Technik und Wissenschaft für das Fahren lernen.
The Intersection 2020 project was initiated to develop a test procedure for Automatic Emergency Braking systems in intersection car-to-car scenarios to be transferred to Euro NCAP. The project aims to address current road traffic accidents on European roads and therefore sets a priority of the identification of the most important car-to-car accidents and Use Cases. Taking into account technological and practical limitations, Test Scenarios are derived from the Use Cases in a later stage of the project. This paper presents parts of a larger study and provides an overview of common car-to-vehicle(at least four wheels) collision types at junctions in Europe and specifies seven Accident Scenarios from which the three scenarios “Straight Crossing Paths (SCP)”, “Left Turn Across Path – Opposite Direction Conflict (LTAP/OD)” and “Left Turn Across Path – Lateral Direction (LTAP/LD)” are most important due to their high relevance regarding severe car-to-car accidents. Technical details about crash parameters such as collision and initial speeds are delivered. The analysis work performed is input for the definition and selection of the Use Cases as well as for the project’s benefit estimation. The numbers of accidents and fatalities in accidents at intersections involving a passenger car were shown per intersection type. In both statistics, it was found that accidents at crossroads and T- or staggered junctions are of highest relevance, followed by roundabouts. Focusing on accidents at intersections between one passenger car and another road user shows that around one-third of all accidents and related fatalities could have been assigned to car-to-PTW accidents and one-fifth of all accidents and fatalities to car-to-car accidents. Regarding car-to-car accidents with at least serious injury outcome 38% out of 34,489 car-to-car accidents happened at intersections. These figures correspond to 18% of the fatalities (4,236 fatalities in total). Considering all intersection types, around half of all related accidents happened in urban environments whereas this number decreased to one-third of all fatalities. Further, the proportion of road fatalities per country occurring at intersections varies widely across the EU. Also, there are proportionately more fatalities in daylight or twilight conditions at junctions. Use Cases are supposed to be derived from Accident Scenarios and by adding detailed information for example about the road layout, right-of-way and the vehicle trajectories prior to the collision. Instead of applying cluster algorithms to the accident data, a pragmatic approach was finally preferred to create them. Note: Use Cases serve as an intermediate step between the Accident Scenarios and the Test Scenarios which describe the actual testing conditions. Finally, 74 Use Cases were identified. This large number indicates the complexity of intersection crashes due to the combination of several parameters.
