Genormter Asphalt - zweiter Aufschlag in Europa

  • Die den "Technische Lieferbedingungen für Asphaltmischgut für den Bau von Verkehrsflächenbefestigungen" (TL Asphalt-StB 07/13) zugrunde liegenden Europäischen Normen der Reihe 13108 datieren aus dem Jahr 2006. Das Normenpaket wurde im Jahr 2011 im Zuge der systematischen Überpruefung, das heißt, im Rahmen einer Umfrage bei den CEN-Mitgliedsstaaten, dahingehend hinterfragt, ob die darin enthaltenen Normen unverändert weiter gelten sollen oder ob eine Revision erfolgen soll. Sowohl aus dem Ergebnis der Umfrage als auch der CEN-internen Diskussion ging eindeutig der Wunsch nach einer Revision hervor. In den darauffolgenden Jahren wurden in den Gremien des CEN TC227/WG1 neue Normenentwürfe erstellt, diese im Rahmen einer CEN-Umfrage veröffentlicht und die über 3.000 daraufhin eingegangenen Kommentare bearbeitet und - sofern berechtigt - die Normenentwürfe nochmals angepasst. Die inhaltliche Arbeit zur Revision der Normen ist nunmehr abgeschlossen und es folgen "nur" noch formale Abstimmungen und Bearbeitungsprozesse, die letztlich zur Veröffentlichung der Normen und deren Zitieren im Amtsblatt der EU führen werden. Die wesentlichen Änderungen in den Normen, zu denen neben den Normenteilen für die Mischgutanforderungen auch die Normenteile für die Erstprüfung, für die Werkseigene Produktionskontrolle und für die Klassifizierung von Ausbauasphalt gehören, sind: Ergänzung des Normenpakets um, "DSH-V Mischgut", Erweiterung des Performance-Ansatzes auf die Mischgutsorten SMA und PA, Aufnahme neuer Eigenschaften in die Mischgutnormen und Berücksichtigung der Umstellung auf die EU-Bauproduktenverordnung (BauPVO). Im Beitrag wird auf den Prozess der Überarbeitung, die sich ergebenden Änderungen in den Normen und auf die Umsetzung des neuen Normenpakets in Deutschland eingegangen. Der Beitrag soll auch als Appell verstanden werden, sich an dieser Normungsarbeit national und wenn möglich auch international zu beteiligen. Nur durch aktive Mitarbeit kann sichergestellt werden, dass sich unsere Vorstellungen in den Normen dauerhaft widerspiegeln.
  • The European standards in the 13108 series, on which the German Technical Delivery Terms for Asphalt Mixture for the Construction of Road Pavements (TL Asphalt-StB 07/13) are based, date from the year 2006. This package of standards was reviewed in 2011 as part of a systematic review, i.e. in a survey of CEN member states. The aim of this review was to establish whether the standards in this package should continue to apply unchanged or whether they should be revised. Both the responses to the survey and a discussion conducted within CEN itself clearly showed that the preference was for a revision. In the years that followed, the bodies of CEN TC227/WG1 drew up new draft standards. These were then published as part of a CEN survey. Over 3,000 comments were received and examined. In those cases where the comments were justified, the new draft standards were amended accordingly. The work on the revision of the content of the standards has been completed. All that now remains to be done is to formally approve them and finish processing them, which will ultimately lead to the publication of the standards and their listing in the Official Journal of the European Union. The main amendments to the standards, which include the sections on mixture specifications, initial type testing, factory production control, and the classification of reclaimed asphalt, are: the addition of thin-layer paving in hot application on tack coat (DSH-V) to the package of standards; the extension of the performance approach to include the mix types SMA and PA; the inclusion of new properties in the mixture standards and the taking into account of the adaption to the EU Construction Products Regulation. This paper examines the review process, the resulting amendments to the standards, and the implementation of the new package of standards in Germany. It should also be seen as a call to get involved in this standardization work at national and, where possible, also at international level. Active involvement is the only way to ensure that our ideas are permanently reflected in the standards.
