  • Die vorliegende Untersuchung gibt einen zusammenfassenden Überblick über die Leistungen des öffentlichen Rettungsdienstes in der Bundesrepublik Deutschland im Zeitraum 2004/05. Die wesentlichsten Ergebnisse des Forschungsprojektes sind: Bundesweit werden im öffentlichen Rettungsdienst im Zeitraum 2004/05 jährlich rund 10,2 Mio. Einsätze mit insgesamt 12,1 Mio. Einsatzfahrten durchgeführt. Die Einsatzrate beträgt rund 123 Einsätze pro 1.000 Einwohner und Jahr. An einem mittleren Werktag gehen bundesweit rund 30.900 Hilfeersuchen in den Rettungsleitstellen ein. Am Wochenende sinkt die Zahl der eingehenden Hilfeersuchen auf rund 21.600 an einem mittleren Samstag und auf rund 18.900 an einem mittleren Sonntag. 46 % des Einsatzaufkommens werden vom Leitstellenpersonal als Notfall eingestuft, 56 % entfallen auf die Kategorie Krankentransport. Praktisch die Hälfte aller Notfalleinsätze werden unter Hinzunahme eines Notarztes durchgeführt (Notarzteinsatz). Zwei Drittel der Notfälle zu Verkehrsunfällen (41 %) werden von einem Notarzt bedient. Rund 85 % des Notarzteinsatzaufkommens werden im Rendezvous-System und 15 % im Stationssystem bedient. Damit besteht auch im Zeitraum 2004/05 eine deutliche Dominanz des Rendezvous-Systems gegenüber dem Stationssystem. Rund jeder 19. Notfalleinsatz gilt einem Verkehrsunfall, was bundesweit rund 250.000 Einsätzen entspricht. Die Verteilung der übrigen Einsatzanlässe bei Notfällen mit und ohne Notarztbeteiligung beträgt: Internistischer Notfall 44 %, Sonstiger Notfall (z. B. Verbrechen, Suizid, dringende Blut- und Organtransporte) 37 %, Sonstiger Unfall (z.B. Haus-, Schul- und Sportunfall) 12 % und Arbeitsunfall 1 %. Die Verteilung der Rettungsmitteltypen am bundesweiten Einsatzfahrtaufkommen im Zeitraum 2004/05 beträgt: RTW 51 %, KTW 30 %, NEF 7 %, NAW 1 % und RTH/ITH unter 1 %. Beim Einsatzfahrtaufkommen werden rund die Hälfte der Einsatzfahrten mit Sonderrechten auf Anfahrt durchgeführt. Dies entspricht bundesweit jährlich 5,7 Mio. Einsatzfahrten unter Sonderrechten auf Anfahrt. Das Einsatzfahrtaufkommen weist im Bundesgebiet 2004/05 einen Fehlfahrtanteil von 8 % auf. Bundesweit sind dies jährlich über 996.000 Fehlfahrten. Mit zunehmender Einsatzdringlichkeit steigt der Fehlfahrtanteil. Für das Notfallaufkommen sind bundesweit rund 723.000 Fehlfahrten zu erwarten, für das KTP-Aufkommen rund 278.000. Die Dispositions- und Alarmierungszeit bei Einsatzfahrten mit Sonderrechten auf Anfahrt beträgt im Mittel 1,5 Minuten. Bei Einsatzfahrten ohne Sonderrechte auf Anfahrt beträgt die Dispositions- und Alarmierungszeit im Mittel 12,4 Minuten. Bei Einsätzen mit Sonderrechten auf Anfahrt errechnet sich nach dem zuerst eingetroffenen Rettungsmittel am Einsatzort eine mittlere Hilfsfrist von 8,1 Minuten, wobei 95 % der Notfälle innerhalb von 16,4 Minuten mit einem Rettungsmittel bedient werden. Die mittlere Hilfsfrist zu Verkehrsunfällen beträgt an Straßen innerorts am Tag 7,4 Minuten und in der Nacht 8,5 Minuten, an Straßen außerorts am Tag 8,6 Minuten und in der Nacht 10,9 Minuten. Die Unterscheidung der Einsatzzeit nach Notfällen und Krankentransporten unter zwei Stunden ergibt eine mittlere Einsatzzeit von 49 Minuten für Einsatzfahrten mit Sonderrechten auf Anfahrt und 52 Minuten für Einsatzfahrten ohne Sonderrechte auf Anfahrt. Die Transportzeit bei Einsatzfahrten mit Sonderrechten auf Anfahrt beträgt im Mittel 12,3 Minuten. Bei Einsatzfahrten ohne Sonderrechte auf Anfahrt liegt die Transportzeit im Mittel bei 15,9 Minuten. Die Verweilzeit am Transportziel/Wiederherstellungszeit bei Einsatzfahrten mit Sonderrechten auf Anfahrt beträgt im Mittel 18,3 Minuten, während bei Einsatzfahrten ohne Sonderrechte auf Anfahrt der Vergleichswert im Mittel bei 15,0 Minuten liegt.
  • The present research provides a summary of an overview of the achievements of the public rescue and emergency services in the Federal Republic of Germany in the period 2004/2005. The most important results of the research project are: During the period 2004/05 about 10.2 million operations with a total of 12.1 million rescue operations were carried out all over the country by the public rescue and operations services. The rate of operations was about 123 operations per 1,000 inhabitants and per year. About 30,900 requests for help from emergency services are registered at the emergency control centres all over the country on an average working day. The number of requests decreases at weekends to about 21,600 on an average Saturday and about 18,900 on an average Sunday. 46 % of the occurrence of emergencies is graded as emergency cases by the control centre staff, 56% fall in the category of transport of patients. Almost half of all emergency operations include an emergency doctor (emergency doctor for operations). Two-thirds of the emergency cases in road accidents (41%) are taken care of by an emergency doctor. About 85 % of emergency doctor services are conducted using the rendezvous system and 15 % using the station system. The rendezvous system therefore clearly dominates over the station system in the period 2004/05. About every 19th emergency operation applies to a road accident corresponding to about 250,000 operations countrywide. The distribution of the other occasions of emergency cases with and without the inclusion of an emergency doctor is: emergency case requiring an internist, 44 %, other emergency cases (e.g. criminal cases, suicide, urgent transportation of blood and organs) 37 %, other accidents (e.g. house, school and sports accidents) 12 % and accidents at work 1 %. The distribution of the types of emergency services used in the countrywide emergency operations in the period 2004/05 is: RTW 51 %, KTW 30 %, NEF 7 %, NAW 1 % and RTH/ITH below 1 %. About half the operations occurring are conducted with special rights when approaching the destination. Countrywide, this corresponds to 5.7 million emergency operations annually with special rights when approaching the destination. The number of false alarms in emergency services in Germany in 2004/05 is 8 %. That means over 996,000 false alarms annually all over the country. The increasing urgency of operations means an increase in false alarms. 723,000 false alarms are expected countrywide in emergency operations, and about 278,000 for the occurrence of KTP. The dispatching and alerting times for rescue operations with special rights when approaching the destination is an average of 1.5 minutes. In the case of emergency operations without special rights when approaching the dispatching and alerting time is 12.4 minutes, on average. In the case of special rights when approaching the destination there is an average period for providing help of 8.1 minutes for the emergency services that first arrive at the place of operations, whereby 95 % of the emergency cases are taken care of within 16.4 minutes by an emergency service. The average helping time for road accidents is 7.4 minutes for roads within city limits during the day and 8.5 minutes at night, on roads outside city limits 8.6 minutes during the day and 10.9 minutes at night. The differentiation in the time for operations into emergency services and transport of patients of less than two hours results in an average time for operations of 49 minutes for operations with special rights when approaching and 52 minutes for operations without special rights. The transportation time for operations with special rights when approaching is 12.3 minutes, on average. In the case of operations without special rights when approaching the transportation time is 15.9 minutes, on average. The duration of stay at the destination/recovery time during operations with special rights when approaching is 18.3 minutes, on average, whereas in the case of emergency operations without special rights, the comparative value is 15.0 minutes, on average.
